[4:00] um just for the committee's [4:02] understanding the commuter function 106 [4:05] bc restart contribution is 606 [4:08] 000 over two years which is 303 per year [4:12] that amount is retro to april 1 of 2020 [4:15] and it is also [4:16] uh shared with the capital regional [4:18] district for the directors who are [4:20] unaware that this service is we have a [4:22] partner with the capital regional [4:23] district [4:24] um as the report mentions the bc restart [4:27] funding comes with three conditions [4:29] though [4:29] that the existing service levels be [4:31] maintained that the current fares also [4:33] be maintained and any [4:35] fair increases that are considered are [4:37] to be limited to an average of 2.3 [4:39] percent [4:39] for the next four years and the third [4:42] condition is that the annual operating [4:43] agreement with bc transit must be [4:45] approved and signed by january 31 of [4:47] 2021. [4:49] there's a separate report going to the [4:50] 3pm community services meeting later [4:52] this afternoon to deal with that [4:54] so with the first two conditions um the [4:57] options that we provided back on [4:58] december the 9th to the report they're [5:00] really not valid [5:01] uh we can't reduce the service and the [5:03] fare increases of of 2.3 [5:05] is only 5 cents on a 225 cash fare [5:10] but the good news is for at least 2021 [5:12] we no longer need to consider reducing [5:13] services to get the tax requisition [5:15] level to be zero from the 2020 amount [5:18] um so there's three amendments that are [5:20] already made to the draft [5:22] 2021 function 106 budget that have been [5:25] incorporated into the two [5:27] documents or the attachments which is [5:29] the um [5:30] the euro the report by cost center as [5:32] well as the five year plan [5:34] and the three amendments are the [5:36] inclusion of the cvrd share of the bc [5:38] restart funding [5:39] uh contribution of 167 109 [5:44] and the deferral of the approved new [5:46] transit assistant position to september [5:48] of 2021 [5:49] which three hundred saves 17 three [5:51] dollars [5:53] and thirdly the increase to the bc [5:54] transit contract service expense by [5:56] eight thousand four hundred and fifty [5:58] one [5:58] those three items uh end up netting a [6:01] net [6:02] savings of the 175 thousand [6:05] dollars which would mean there's no tax [6:07] increase for the 2021 year [6:09] that's really the quick summary of what [6:11] the staff report is and i'm open to any [6:13] questions that directors may have [6:16] okay do i see any hands directors [6:21] director marsh [6:26] yeah i don't actually have a question [6:27] but it is a big relief [6:29] um for 2021 because i think it would [6:32] have been [6:33] hopefully we would have still gone ahead [6:35] but it would have been tough i know for [6:37] some people [6:38] so thank you mr wacom and the bc [7:48] restart funding contribution would be we [7:49] now know what that amount is [7:51] and that amount for function 107 is very [7:54] similar as 106. it's 604 000 [7:57] over two years again retro back to april [7:59] one of 2020 [8:00] so the 2021 the 2020 year should also [8:04] end up being much better than first [8:06] expected but with regard to 2021 budget [8:09] which is we're talking about [8:11] function 107 had eight amendments made [8:13] to the preliminary budget and again [8:15] those have already been incorporated [8:17] so that they were done a couple about a [8:19] week ago or two weeks ago so the board [8:21] could get an understanding [8:23] that transit we knew was going to be [8:24] down to zero and that you would get a [8:27] better update when you were looking at [8:28] other budgets and making decisions [8:30] so the eight amendments there's really [8:32] in two parts to this the first four [8:34] items that are noted in the report [8:36] these just reflect current uh trends on [8:38] revenues and so [8:40] and things like the deferring of the [8:42] custom sunday service which was already [8:43] approved [8:44] so those four items reduce the tax by [8:46] forty thousand five hundred dollars [8:49] the balance which are new items the new [8:51] amendments are [8:52] again the inclusion of the cvrd share of [8:54] the bc restart [8:56] funding amount of 302 000 [8:59] the deferral of the approved new transit [9:01] assistant position to september which [9:02] saves 36 [9:03] 000 because this position is cost shared [9:06] between the two [9:06] transit functions and thirdly to [9:09] increase the bc [9:10] transit contract services by sixty [9:12] thousand dollars [9:13] and the last item is to uh include [9:17] uh fifty eight thousand dollars or [9:19] specifically fifty seven thousand five [9:21] hundred and eighty six dollars to [9:22] transfer to the operating reserve [9:24] and the reason being to bring the [9:26] balance closer to the minimum policy [9:27] requirement we're just under that [9:29] and so this would help us bring it very [9:31] close the total of the [9:33] of the first four items as well as the [9:35] four new items that have all been [9:37] incorporated already in the attachments [9:39] brings the total net savings down [9:41] exactly what we needed 260 914 [9:45] therefore in [26:24] transmission plan for the region [26:26] uh would be to delve into it in greater [26:28] detail to [26:29] affirm uh opportunities for active [26:32] transportation [26:33] within our road networks [26:35] interconnectivity and get it to a level [26:37] where [26:38] we are ideally at a position that has [26:41] other levels of government and other [26:43] programs come along which could provide [26:45] funding [26:46] uh that we've got a level of detail and [26:49] public support [26:50] to be able to go after those those funds [26:53] and actually integrate [26:54] uh the plan into establishing [26:57] the network so the master plans do make [27:01] note but they were at a very high level [27:03] this will be really delving into a [27:04] better analysis of [27:06] functionality within our network of [27:08] where active transportation [27:10] could be established [27:14] okay director stone [27:17] i'm just following up on the meeting [27:19] that we had had with the province there [27:20] was discussion [27:22] about some funding for active [27:24] transportation and i know there's [27:26] you know some contemplated [27:27] infrastructure funding but is there not [27:29] still some grant funding available for [27:31] the actual planning work [27:35] mr chair yes through the provincial [27:38] active transportation [27:39] program they do annually allocate out [27:42] funds both for [27:44] projects for construction as well as [27:48] sort of feasibility analysis design the [27:51] current round of funding has been [27:52] allocated out [27:53] so as you'll note in the [27:56] the supplemental we see this as being a [27:59] two-year initiative so we certainly [28:00] want to look at the next round ideally [28:03] coming up for 2021 [28:05] to be able to tap into that to help [28:06] supplement the [28:08] funding that otherwise we put towards [28:10] this work so [28:11] absolutely any chance we can get [28:13] additional funds elsewhere [28:15] to offset the cost of doing a [28:17] transportation plan for active [28:19] active transportation we definitely want [28:21] to go after that but at this point in [28:22] time [28:23] there's no funds currently available [28:25] that we're aware of [28:29] follow up directly stone yeah i uh yeah [28:32] i can follow up offline we can always [28:34] amend it but i'm i'm chair um [30:59] mr chair i agree that uh we need a [31:02] review of the acquisition program [31:04] there's no two ways about that because [31:06] i've been looking very very carefully [31:07] into what's uh what's been going on in [31:09] there since uh 2008 [31:11] what i have a problem with and as a [31:14] director stone has pointed out this is a [31:16] question of [31:16] budgetary stuff and one hundred thousand [31:19] dollars for consultants [31:23] seems to be an awful lot now i'm going [31:25] back to when [31:26] i was a so-called consultant and i know [31:29] what i [31:29] charged and the number of days that's [31:31] involved here [31:33] is excessive to say the least it works [31:36] out to at least [31:39] a thousand a hundred days [31:42] and if you work that out it's gonna be [31:44] something like about four or five [31:46] months of eight hour five day week so [31:50] that's a pretty in intensive thing and i [31:52] i cannot support [31:54] spending 100 000 on [31:57] something which really is this could [32:00] easily be done [32:01] i think in-house uh with [32:04] um maybe even a subcommittee um but i [32:07] can't i can't support spending a hundred [32:09] thousand dollars on this kind of thing [32:12] thank you very much i have director [32:15] director marsh did i miss anyone [32:17] director morrison yes i am [32:21] also against spending a hundred thousand [32:23] dollars on [32:25] another uh study [32:28] uh we are spending a lot of money on [32:32] on these consultations and uh uh [32:35] i do believe uh we have a master plan [32:38] if we think we should adjust it we can [32:40] do that in-house i don't think [32:41] there's a need to to hire somebody for a [32:44] hundred thousand dollars to tell us [32:46] well maybe it would be better if we did [32:47] this now uh [32:49] um i am totally against that thank you [32:53] thank you director marsh then director [32:55] morrison [32:57] yes thank you mr chair um as the [33:00] um i don't know the part of the report [33:03] that [33:04] addresses this item specifically [33:07] um says uh under the problem opportunity [33:12] that um as we're [33:16] you know envisioning securing in [33:17] perpetuity a variety of outdoor [33:20] recreational opportunities and talking [33:23] about livability etc [33:25] but it goes on to to speak about [33:28] our 2020 22 22 strategic [33:32] plan and also [33:35] that we want to consider the protection [33:38] of [33:39] sensitive ecosystems and significant [33:42] environmental features and [33:45] um opportunities for [33:50] all kinds of other things um i'm [33:52] assuming and maybe uh mr farquhar if [33:55] you're still there you could tell me [33:57] i'm assuming the consultant wouldn't be [33:59] sitting at a desk they would be going [34:01] out and looking [34:02] at the regional parks and and checking [34:05] out um [34:07] some of the sensitive ecosystems am i [34:09] right [34:12] mr chair through to director marsh [34:14] correct this would be [34:15] a full-scale review [34:19] uh and update of our regional parks [34:20] trails master plan that currently is in [34:22] place [34:23] understanding that the through the board [34:25] strategic plan that there's a bit of a [34:27] shift interest in looking at [34:30] expansion or a change to the priorities [34:34] under the program so similar to when the [34:36] plan was done back in 2006-2007 [34:40] through consultants the consultants led [34:43] the process from start to finish [34:45] including doing [34:47] assessments including engaging with the [34:49] public community groups interest groups [34:51] preparing the overall plan of all the [34:54] level of public engagement [34:56] and also would be looking at in this [34:58] case [34:59] the interests other opportunities to [35:02] support the program [35:04] through non-tax dollars by way of [35:06] donations or other means that the [35:09] the board has indicated an interest in [35:11] looking into so this would also be [35:12] delving into that as well [35:14] so the ability for staff the current [35:16] your current staff resources within the [35:18] parks and trails division [35:19] i would not be able to undertake uh an [35:22] initiative of this scale [35:24] uh based on the requirements uh that [35:25] would be laid out in doing [35:28] right and so i just like to you know i [35:31] acknowledge what um [35:33] director wilson said um [35:37] i wasn't i guess considered a consultant [35:40] i was a facilitator [35:41] and that's been almost 10 years and i [35:44] was paid a thousand dollars a day [35:46] so i imagine if i was to go back to that [35:49] um it would be a little bit more than [35:51] that [35:52] 10 years later and so you know i just [35:56] have every confidence that this has been [35:58] carefully looked at because the board [35:59] has made it really really clear [36:02] that they wanted to have [36:05] this zero percent increase and [36:09] i have from the very first day [36:12] i've sat at this table which is probably [36:15] eight years ago [36:17] heard that staff are at capacity so how [36:19] we could [36:20] find as wasn't quite how [36:23] uh mr farquhar worded it but [36:27] i just don't see that we have the staff [36:29] that could take [36:30] four to five months to do this so [36:33] um i do not believe this is for a [36:37] um plan that's going to sit on a shelf [36:40] this is for an um [36:44] active plan to um [36:47] tie together all of our parks and you [36:49] know i don't think any of us [36:51] can who've spent any time outdoors [36:54] during this [36:54] uh current pandemic [36:58] can deny that parks have never [37:01] i don't think been used as much as they [37:03] are now [37:04] and it's my belief that once people get [37:07] the bug in their blood [37:09] even when the pandemic's done they're [37:11] going to still be out there [37:13] and uh that makes for savings [37:16] in in tax dollars albeit from other [37:19] levels of government but [37:21] as a few people are fond of saying [37:23] there's only there's only one taxpayer [37:26] so i i do support this i'm really [37:28] grateful [37:29] for the work staffs put into it and [37:32] um i will be voting in favor thank you [37:36] director marsh i have director morrison [37:38] steve spring then [37:39] thank you mr chair uh [37:43] so i'd like to maybe ask two things uh [37:47] first one being process i don't believe [37:51] this item has been moved and though we [37:53] voted on the other two i [37:55] didn't hear them being moved or seconded [37:57] either i [37:58] would love to be wrong but i think we're [38:01] supposed to move and second each item [38:02] before we uh address them acquisition fund um i [38:36] attended a number of the meetings in 07 [38:38] and 08 when [38:39] they were originally held to establish [38:42] the plan and pass the [38:43] referendum numbers it was a monumental [38:47] effort as i'm sure mr farquhar and other [38:49] other people that participated [38:51] in it would agree and [38:54] there has been significant discussion [38:56] around this table [38:58] about the funding of that particular [39:00] function [39:01] and i believe that it was this board [39:04] that said that [39:05] that needed a redo and a relook so [39:08] i'm i'm struggling with the notion that [39:10] we [39:11] sent staff away to uh to [39:14] put together something that would give [39:16] us a an idea what it would cost to do [39:19] the redo [39:20] and they go away and do it and then they [39:22] come back and and we say [39:24] well hang on maybe this isn't something [39:27] that we want to do [39:29] i'm really interested in a review [39:32] of the regional parkland acquisition [39:34] button because it was a different scope [39:37] that was established then the list of [39:40] targeted properties [39:41] were really more of a recreational [39:44] nature than they were of [39:45] a environmental and uh environmental [39:49] asset [39:49] perspective so you know i would support [39:53] this but i certainly understand [39:55] the rationale of maybe this isn't the [39:57] year [39:58] to proceed and i think referring it to [40:01] the [40:02] 2022 budget would be more than [40:04] appropriate but i won't make that motion this review because [40:42] what are we reviewing in terms of the [40:44] parkland acquisition [40:45] fund you know i have long made the case [40:48] and some of you have heard me make this [40:50] case going back several years [40:52] that this function that we have is [40:55] creating you know acquiring parkland [40:57] over here [40:58] when we do that we create a bunch of [41:00] cost drivers over here [41:02] in terms of the maintenance and the um [41:05] the work involved [41:07] in in maintaining and and [41:10] operating the parks that we acquire with [41:12] the parkland acquisition fund [41:14] uh stoney hill is the best example i [41:16] mean you know that thing has been so [41:18] popular that now [41:19] you know i don't know where that is and [41:20] i'm not necessarily looking for that [41:22] mate but [41:23] you know last year was talking about oh [41:24] my god now we got to do a a [41:26] sustainability piece for stony hill [41:28] because people are off the trails and [41:29] we're doing environmental damage so the [41:34] scope of this [41:35] study that we're that we're being asked [41:37] to approve here [41:39] would that include the notion [41:42] of saying um you know the part-time [41:45] acquisition fund [41:46] should be about more than just acquiring [41:49] parkland it should also look at the [41:50] ramifications of doing that [41:53] in terms of some of the cost drivers [41:54] over on the other side and and i don't [41:56] know whether we need [41:58] um i'm not even sure whether we can do [42:00] it whether we whether we could do [42:02] a direction to staff to say this fund is [42:05] not just to be used for acquisition but [42:07] you know 70 for acquisition and 30 for [42:10] the resulting costs i i don't know how [42:12] that works because [42:13] this fund was approved in a referendum [42:15] would we have to go back to referendum [42:17] to change [42:18] the terms of this function i i don't [42:20] know that but [42:21] that's the kind of information that i'd [42:22] like to see come out of this [42:24] review is that part of the scope of what [42:27] we're [42:27] asking the consultant to look at for 100 [42:30] 000 [42:31] and if not why not [42:35] mr chair that would certainly be [42:36] inclusive as part of uh the overall [42:38] review update of the plan and direction [42:41] yes that would be incredible awesome to [42:42] hear thank you then i'll be supporting [42:44] this [42:50] allocating some funds to maintenance [42:52] that would probably require [42:55] going back to referendum as it was quite [42:57] specific on the purchase [42:59] within that original implication so [43:03] that's what i'd like that's what i'd [43:05] like to see coming out of the report [43:07] and i see and i see our cao is sitting [43:11] at the dock of the bay [43:15] right did you did you have something to [43:17] respond to by [43:18] my little ramp thank you [43:21] oh thank benefits of protecting [45:16] parkland [45:17] and so i think that we do need to do a [45:20] review with qualified people that can [45:22] provide that kind of advice [45:24] i also think that it's we have a [45:27] community asset [45:29] out there many people in the community [45:31] are very engaged in parks [45:32] and actually have a lot of the the [45:35] qualifications that you might be looking [45:36] for [45:37] and i um based on our conversation about [45:40] what the scope of this is [45:42] i think that we would benefit from [45:46] setting up a committee to help us [45:49] develop [45:50] some terms of reference for this review [45:53] and to [45:54] start to have a community conversation [45:56] because it's important to bring the [45:57] community along on this [45:58] topic because they are very um [46:01] interested in it [46:02] um and [46:06] i think that this would probably be [46:08] better if it was phased over two years [46:10] so to try and [46:11] do at less cost this year to try and set [46:15] up a [46:16] commission or a committee or whatever [46:18] the right term is for this [46:20] um a standing committee i guess to do [46:23] that [46:23] to do to help with the work and to get [46:26] the [46:26] framework figured out and then next year [46:29] go ahead with the review [46:31] i suspect that there's quite a bit of [46:33] technical information that we don't have [46:36] about our parks and their i know that we [46:39] haven't done an ecological inventory for [46:42] example [46:43] and i think that kind of work is going [46:45] to be important as we move forward [46:48] but ultimately from my perspective [46:51] the most important thing right now is to [46:53] be continuing to put money in the bank [46:55] so when properties [46:58] opportunities to purchase properties [47:00] arise that we know have significant [47:03] ecological value and we need to be able [47:06] to position to [47:07] purchase those so and i think there's [47:09] enough um [47:10] community knowledge about which those [47:12] properties are right now because we [47:13] don't really have [47:14] um a large number of parks [47:18] um as it is so i i guess i would be [47:21] interested in sort of a phased approach [47:23] with community involvement [47:26] thank you very much director nicholson i [47:28] have director salmon just [47:54] having it done will make it happen [47:56] whereas of course it's [47:57] this all depends on the availability of [48:00] the actual [48:01] land and whether we can make a deal so [48:04] i think in this year um given that our [48:08] existing master plan [48:09] actually supposed to run to the end of [48:11] 2022 would be uh [48:13] i'd much prefer to uh defer starting [48:16] that that in any other way [48:50] um and i'd like to know whether some of [48:53] them [48:53] some of the phrases which are used in in [48:55] this report here [48:57] um for uh environmental uh protection [49:01] conservation etc [49:03] under the lga i've looked and i can't [49:06] see [49:06] anywhere in the lga where there's a [49:08] mandate for local government [49:10] such as ours to protect ecosystems or [49:13] something like that that is a provincial [49:16] um area and i don't see anywhere else [49:19] that [49:20] uh that it's going in one of the most [49:22] important parts that [49:24] has to be looked at is it's all very [49:26] well and and and i'm glad that [49:28] um director sebring brought this up was [49:30] the cost [49:31] of maintaining the land once we've got [49:34] it [49:34] every report that has come forward has [49:36] said basically [49:37] uh we're going to buy this lender we'd [49:39] like to buy this land it's going to cost [49:40] a million dollars [49:41] nowhere in those reports does it say but [49:45] it's gonna cost us two hundred thousand [49:46] a year to maintain develop or improve [49:48] this [49:49] and this is something that i would like [49:51] to see in any report that comes forward [49:53] regarding acquisition there should be a [49:56] section in there [49:57] which includes a detailed analysis [50:01] of the possible costs involved in taking [50:03] that on [50:04] you buy a car it's going to cost you you [50:06] buy a house it's going to cost you as it [50:08] comes on [50:09] we don't see those detailed analyses of [50:12] where [50:13] and how much it's going to cost as we go [50:14] forward and that's something i would [50:16] like to see in [50:17] involved one of the things that was [50:19] touched on was that [50:21] all this was agreed by referendum and [50:23] any changes would have to go [50:25] back to a referendum and in this [50:27] particular case um [50:28] i'm going to say thank you very much to [50:30] the finance department because [50:32] we've had um i've had some discussions [50:34] with them during the week [50:36] they're very very good at explaining uh [50:40] the intricacies of what goes on as far [50:42] as financing is concerned and i have a [50:44] much better picture [50:45] yes this would have any changes to the [50:47] acquisition would have to go back to a [50:49] referendum [50:50] um certainly not the much maligned aap [50:54] that's for sure so we can't change the [50:58] acquisition without going to [51:00] a a very costly thing but what we can do [51:04] is make sure that any acquisition report [51:06] that comes forward [51:08] contains a section which says if we do [51:11] this is what it will cost you for the [51:14] next five years [51:15] thank [52:16] written in the guardian that i i haven't [52:18] had a chance to read [52:19] but basically um it's [52:23] this will give you an idea top [52:26] scientists [52:27] warn of ghastly future of mass [52:30] extinction and climate disruption [52:34] and and i think that we've you know for [52:38] well as long as i've been a counselor or [52:40] and or a director but even longer [52:43] we've known that um we were on a course [52:47] but should we continue it um [52:51] and i'm talking about the collective [52:53] worldwide we [52:54] because i think uh 10 years ago the cbrd [52:58] was doing some really great things in [52:59] terms of [53:00] purchasing land but it seems to me given [53:04] um the [53:07] [Music] [53:09] acceleration of the changes we've been [53:12] warned we're coming for quite some time [53:15] you know for instance um you know the [53:18] entire [53:19] west coast of the united states burning [53:21] most of the summer [53:23] and the number of floods i think [53:26] i think someone told me and i didn't [53:28] check it out i believed them [53:30] that and it was before last night's [53:32] storm [53:33] that in a period of about eight days we [53:36] had [53:36] seven storms or something like that in [53:38] this general region [53:41] so mr chair point of order are we [53:43] talking about budget here are we talking [53:45] about the actually [54:19] so fortunate here to have [54:23] so much land and um [54:27] much of it is fee simple land and [54:31] so i think that given we've run down the [54:34] reserves pretty low in this function [54:38] and um we agreed as part of our [54:41] strategic plan we wanted to have a [54:43] review of it [54:45] um you know i would hate to miss uh [54:48] the chance to to do um [54:53] purchases that would help us do our part [54:57] and and adapt because i think the [54:59] mitigation [55:00] of climate change those days are over [55:03] now [55:04] we are facing it and it's going to [55:06] continue to get worse [55:08] and the decisions we make today will [55:11] affect our great grandchildren [55:13] on how bad it's going to be including [55:16] potentially leading to extinction so [55:19] i i support doing this um [55:22] and i as you know would support the full [55:25] acquisition which [55:27] i understand um is not likely to happen [55:31] under this [55:32] this board but i i'll end with saying [55:34] that [55:35] a statistical survey done [55:38] by the center for policy alternatives in [55:41] canada [55:43] um the results of that were that 71 [55:48] of canadians want every level of [55:51] government [55:52] that includes local to do everything [55:54] they can [55:56] no matter what it costs basically [56:00] to preserve uh our ecosystems [56:03] and to do our part in adapting [56:06] to climate change um [56:09] so you can read that in um [56:14] a book called a good war [56:17] and it's all right i hate to cut you off [56:20] i do that is not [57:42] something we're mandated [57:44] as a local government i [57:47] believe that we need to pursue this [57:50] looking into it [57:52] but a hundred thousand out of operating [57:54] reserves at this time [57:56] is a hundred thousand that's not [57:58] available for [57:59] the purchase of land i will not be [58:02] supporting [58:03] this uh project at this time [58:07] thank during covid is the [59:01] importance [59:02] of parks the importance of outdoor space [59:04] that's accessible to everyone [59:06] the importance of protecting those [59:08] spaces [59:09] and as i've heard a million times [59:13] at every conference i've ever gone to [59:16] from local politicians from people [59:19] you know we we can say that we need the [59:22] province to do this [59:23] but this is the community that we live [59:25] in and we need to decide what's [59:27] important to us and our community has [59:29] asked us over and over again to value [59:32] parks to value outdoor spaces to value [59:35] our ecosystem and to protect it [59:38] and so i'm not saying that this study is [59:42] is i liked director nicholson's idea of [59:45] phasing something in i think that that [59:47] would be something [59:48] at this time that would um be [59:51] appropriate [59:52] but i think the ongoing conversation [59:55] about [59:55] not supporting um and protecting in favor [1:00:34] of the parkland acquisition but it we [1:00:38] did say that we wanted a review [1:00:40] um i'm just concerned about the scope of [1:00:43] this review i'm all in favor of it [1:00:46] and um i i kind of between [1:00:49] uh director sebring and director [1:00:51] nicholson the maintenance the long-term [1:00:53] costs [1:00:54] like they're all great but what will it [1:00:56] cost us [1:00:57] later it should be in the scope like it [1:00:59] needs to be [1:01:00] the maintenance the whole package is [1:01:02] this another staff member is this you [1:01:04] know i believe that we need to look at [1:01:06] this [1:01:07] in likely even a phased [1:01:10] um in a phased project too [1:01:13] so part of it this year and and part of [1:01:16] it next year and not really rushing it [1:01:18] and just having [1:01:20] you know a consultant paper we need to [1:01:22] really look at this in [1:01:24] and the long-term costs as well [1:01:27] i think our cio would like to chime in [1:01:30] on this yeah thank you mr chair so i've [1:01:31] been listening to the conversation and [1:01:33] directors are all making good points and [1:01:35] maybe just to help you along [1:01:38] and to compile a bunch of the comments [1:01:39] that were made we can afford to [1:01:42] to spend some time developing the scope [1:01:45] of this project before approving the [1:01:46] budget and i get the sense that there's [1:01:48] differing differing expectations around [1:01:50] the table with [1:01:50] with respect to what this uh review [1:01:52] might entail so [1:01:54] uh for your consideration you may want [1:01:57] to consider having [1:01:58] having a select committee of the of the [1:02:01] uh [1:02:01] of the regional services committee to to [1:02:03] come together [1:02:04] develop the scope so that staff can then [1:02:06] go out and determine how best to deliver [1:02:08] that whether we would do it in a hybrid [1:02:10] model between [1:02:11] uh staff and consultants or consultant [1:02:13] but i think we've kind of put the cart [1:02:14] before the horse and we're getting [1:02:16] bogged down on that so [1:02:17] i would present that to the to the [1:02:19] committee for consideration that we [1:02:21] defer [1:02:22] it's coming from operating reserves so [1:02:23] you can amend the budget at a later date [1:02:25] [1:04:14] of this and that's why i brought up the [1:04:17] ongoing maintenance the improvements and [1:04:18] everything else that goes with it [1:04:20] um i i have to say about the um [1:04:23] budgetary meetings that we're public [1:04:25] meetings that we had [1:04:26] um and i think director staples just [1:04:28] said um that you know there were some [1:04:31] um attendees public attendees who came [1:04:34] there weren't that many there was only [1:04:35] one uh that on certainly [1:04:37] and i attended every all four of them [1:04:40] and any [1:04:41] opposition or any um any [1:04:44] anything that's coming forward in in [1:04:46] support of the parkland acquisition seem [1:04:48] to be coming [1:04:49] from one from one direction only and and [1:04:52] i'm concerned about that but [1:04:54] however let me let me reinforce i am not [1:04:57] opposed to acquisition [1:04:59] i am in favor of acquisition what i am [1:05:02] not in favor of [1:05:03] is the way it's being spent and that's [1:05:05] why i want to be so careful [1:05:07] on how much it's actually going to cost [1:05:10] us to buy [1:05:11] that and then maintain that as well [1:05:15] thank you director wilson director stone [1:05:17] to close [1:05:18] yeah just to to summarize um there is in [1:05:21] the in the [1:05:22] materials when we establish the [1:05:23] referendum it does say specifically [1:05:26] uh 11 specific sites in of interest [1:05:28] having significant [1:05:29] regional outdoor recreation and natural [1:05:32] values for acquisition so [1:05:34] it was understood from my recollection [1:05:36] and from the materials that i've [1:05:37] collected that [1:05:38] that there is some contemplation of [1:05:41] natural values or ecological values if [1:05:43] you will [1:05:44] um that being said i'm fully supportive [1:05:46] of deferring the actual spend [1:05:47] till either later this year as mr [1:05:49] crothers just said [1:05:50] we can amend the budget if we decide we [1:05:52] need some funding as we get through this [1:05:54] year [1:05:55] but deferring that item this year and [1:05:57] doing like he also suggested a select [1:05:59] committee [1:06:00] where we can work with staff and members [1:06:02] of the board to determine [1:06:04] the scope of the review and just a lot [1:06:06] final comment is [1:06:07] parkland acquisition we have a function [1:06:09] for parkland maintenance and operations [1:06:11] we already have a function for [1:06:13] it's just that when the reports come it [1:06:16] should [1:06:17] tell us what those costs will be not [1:06:19] that we have to change the function and [1:06:20] draw it down to do the maintenance [1:06:22] but that we know that the other function [1:06:24] is going to bump up as a result of [1:06:26] a parkland acquisition so um i would say [1:06:30] that i think we're [1:06:30] ready to call the question thank you we [1:06:32] are and the uh did them in person where we had [1:20:49] two with no participants [1:20:51] um so we did have a total of 16 people [1:20:55] participate in those virtual budget [1:20:57] public meetings we had some good [1:20:59] question [1:21:00] and discussion at our very first meeting [1:21:01] which um [1:21:03] made me all excited and then limited uh [1:21:05] discussion at the other meetings but [1:21:07] as i say that uh was there the [1:21:10] meetings were all recorded and my [1:21:12] understanding from communications is [1:21:14] that they will be posted to our website [1:21:16] for people to access whenever they [1:21:18] feel like it in the future and i will be [1:21:22] following up with a written report [1:21:24] to the committee for the at the january [1:21:27] 25th [1:21:28] meeting which will include feedback from [1:21:30] our play speak [1:21:31] um item and people are welcome to go on [1:21:34] and look at that feedback now [1:21:35] we have had 59 surveys filled out and 47
