[2:57] hi chad how are you good how are you um [3:12] that's what i have to do don't worry [3:14] i'll send it to you [3:15] i like you sort of drawing oh thank you [3:17] thank you now um tomorrow what time [3:19] should we be here how about 8 45 good [3:21] bye [11:24] good [11:31] [Music] [12:24] for monday march 21st [12:27] and the first committee is government [12:29] operations mr charlotte okay so i'd like [12:32] to call the government [12:33] operations committee to order um we have [12:36] four items on the agenda [12:38] um [12:39] a discussion around uh cannabis [12:41] licensing zoning procurement policy uh [12:45] ceremony resolution for zion lutheran [12:48] church [12:48] and a discussion around personnel um so [12:54] first around kind of candidates licensed [12:56] zoning i wanted to bring this back up to [12:58] the council we [13:00] spoke a little bit about this um [13:02] and there was some conversation around [13:04] this before i uh i actually joined the [13:06] council but um as we're moving um in [13:10] this direction i want to kind of [13:12] open up the conversation to make sure [13:14] that we are [13:16] keeping in mind that we are trying to do [13:18] this and within the spirit of the law [13:21] that seems to uh [13:23] clearly point out trying to you know [13:25] write some wrongs and some historical [13:28] lines around prohibition in [13:30] marginalized communities and how they [13:31] were disproportionately impacted [13:33] by these laws and i wanted to just kind [13:35] of have that conversation with the [13:37] council and make sure i was uh getting [13:39] your thoughts on on how we can do so [13:48] and i would also if you don't mind i'd [13:49] like mr um colin uh to speak to his [13:52] drawing part of it yeah [13:54] yeah mr coleman [13:56] thank you uh good evening everyone [13:58] um to begin um we're still waiting for [14:01] regulations to come out from new york [14:03] state related to [14:04] um [14:05] you know the parameters that the state's [14:07] going to set up [14:08] for lounges and dispensaries [14:11] um i don't want to say we're in the dark [14:13] when i think you know [14:15] but we haven't seen even proposed [14:17] regulations let alone finalized [14:19] regulations [14:21] um [14:23] with zoning obviously you know [14:26] there have been discussions that i've [14:27] had with people in the development [14:29] office [14:31] generally i think [14:32] we're of the mind that it's good to have [14:34] the conversation but until [14:36] the regulations come out so that we know [14:38] what the state is going to require and [14:40] whether or not [14:43] you know we can go beyond what the state [14:45] um may require [14:47] um [14:48] that's up in the air we don't know [14:51] for example you know [14:53] you know this i'm i'm speaking because i [14:55] have really have no idea yeah it could [14:57] be something related to like you know [14:58] liquor stores where you have to have you [15:00] know you have to be 500 feet apart for [15:02] you know there are distance um [15:04] requirements with liquor stores [15:06] there's a chance that the state will do [15:08] something very similar along those lines [15:11] and the state may say and a city may be [15:14] able to go beyond those restrictions we [15:16] just don't know [15:18] um [15:19] you know i think obviously it's good to [15:20] have the conversation to know to kind of [15:23] keep it fresh but until really i think [15:25] the state comes out with [15:28] some type of [15:29] you know [15:30] regulations for us to review [15:33] um [15:34] it's very difficult to say what we can [15:36] do and what we can't do [15:40] there's not much more that i can really [15:41] say on that i know you know as i said [15:43] i've talked to the zoning officer about [15:45] it we've [15:46] you know um reviewed um you know things [15:49] that may come up but we just as i said [15:52] we don't know until we know [15:56] i guess you know as we're out because [15:58] we're gonna [15:59] end up operating within certain [16:01] parameters right so i just wanted to [16:03] make sure you know i guess for the [16:04] council outside of that piece was just [16:06] like you know what you know as we start [16:08] to think ahead of like you know what are [16:10] you know some of the things that we can [16:12] be uh you know [16:15] making sure that we are in line with the [16:17] spirit of this law because [16:19] i i want to make sure that that's [16:20] something that we're doing here that [16:21] we're really honored you know um [16:24] correcting you know some of the [16:25] historical inequities that uh [16:26] prohibition has [16:28] uh impacted certain communities mr mayor [16:32] can i correct i thought the [16:35] state was going to put out first draft [16:39] regulations so there would be a comment [16:42] period so we would be able to [16:44] get a general [16:46] feel for [16:47] the criteria that they were going to put [16:49] into effect [16:51] and [16:53] kind of react [16:55] from that you know should we endorse it [16:57] 100 should we [16:59] say no [17:00] we don't want some of this and [17:03] zoning is still largely [17:06] the program of the local legislative [17:08] body that you're going to have [17:10] uh [17:11] the final decision on that [17:14] with the exception you know the state [17:16] has taken some things [17:18] such as group homes [17:20] and [17:21] gave them the designation as a [17:24] thing this is a single family [17:26] are one so that you can't [17:29] and it's appropriate where you can't [17:30] discriminate against them [17:32] but [17:33] at the same time where you have some of [17:35] those [17:36] homes that come in [17:38] they create issues that [17:40] are ancillary to their activity they're [17:43] parking [17:44] their traffic the things that uh [17:47] people understand the goal of the [17:49] organization as a whole but there's [17:51] sometimes there are impacts that the [17:53] state [17:54] legislature or illinois may not have [17:57] considered [17:58] how do we look at these and be able to [18:00] articulate a position that's going to be [18:02] appropriate for schenectady and probably [18:04] other communities across the state [18:07] [Music] [18:11] so we've opted in for the retail [18:13] dispensary and the on-flight consumption [18:16] right [18:16] and then [18:18] um [18:19] then we have the other information here [18:21] where it says that [18:23] the governor has said that certain [18:26] communities people certain people who [18:27] are impacted negatively are going to be [18:29] the first ones to get [18:31] um [18:32] um [18:35] so [18:36] i mean is that something that i mean how [18:38] do we [18:39] i know we can't make this decision today [18:41] but i think we need to start having a [18:42] conversation of how we even identify [18:44] because people have already come forward [18:45] who [18:46] that doesn't that they're not in that [18:47] category but there are people [18:50] so people who are in that category how [18:51] do we begin to identify or you know how [18:54] do we do that um i know that people [18:56] aren't going to get licenses until 2023 [18:59] but um [19:00] it's gonna probably take a while to get [19:01] through all of this so [19:03] um i think that's one of the reasons why [19:05] we're talking about it today just to [19:07] begin to kind of put in place [19:09] so that we're not there in 2023 trying [19:11] to figure that out yes yeah and if it's [19:14] i mean yeah please uh [19:17] mr coleman pointed out [19:20] the application process somewhat mirrors [19:23] are similar to a liquor license [19:25] you know we don't become aware of it [19:28] until the process is well underway [19:34] and i believe i read that the governor [19:36] said there'd be the first 100 to 200 is [19:38] that all new york state yes yes so [19:40] that's what it is [19:42] so i mean i guess we would just wait for [19:44] people to fill out a license and if [19:46] they're in our area that's how we would [19:48] determine who was going to be able to i [19:50] don't know and i don't think they've [19:52] said how many [19:54] licenses they're looking to give [19:57] statewide [19:59] is that 200 [20:02] most of them is it half of them is it [20:07] still a lot of unknowns in the [20:08] discussion [20:11] i think they're [20:12] unknown but [20:13] um i thought that it was a first round [20:15] of 100 licenses across the state and [20:18] then the second round of 100 licenses [20:20] across the state i thought [20:21] but i think they're in a public comment [20:23] period [20:24] right now actually um [20:27] in terms of those first hundred but [20:29] i'm asking this question however [20:32] even with those first and it is 100 [20:34] across the state so obviously i would [20:36] think that they're going to be [20:38] as the state awards the licenses they'll [20:40] be looking at [20:43] you know probably be skewed to different [20:44] areas of the state as well so but we [20:47] don't have the licenses right i mean [20:48] it'll be a state estate thing so that's [20:52] it's not it's not even in our control [20:54] at that point who gets the licenses i [20:57] think [20:58] that's my assumption at this point [21:00] yeah [21:03] you know that doesn't mean that you know [21:05] just because there are no there are [21:07] unknowns we shouldn't think about you [21:09] know this obviously you know the idea [21:11] here is you know um any type of you know [21:14] permitting process we do internally for [21:16] the city whether that's a special use [21:18] permit that the city council wanted to [21:19] require for any dispensary or lounge or [21:23] um anything related to [21:25] you know the areas around the city in [21:27] which [21:28] the council may look to you know only [21:31] allow [21:32] dispensaries or [21:35] lounges you know that's within your [21:36] purview um it just can't be anything [21:39] that's really unreasonable in terms of [21:42] preventing somebody from actually or a [21:44] company from actually operating within [21:45] the city [21:47] um but you know there may come a point [21:49] in time where the council says you know [21:50] we don't want to have [21:52] you know i'm not speaking for you [21:53] obviously this is hypothetical where you [21:55] may say we don't want to have [21:56] dispensaries or lounges in our one [21:58] residential district [22:00] obviously that's important to know um so [22:03] we can take a look at the zoning code [22:04] and [22:05] um you know maybe better identify you [22:08] know that's a gun up to you and as i [22:10] said i've talked to the development [22:11] staff about it you know [22:14] again without the regulations it's [22:16] really hard to say you know what can be [22:17] done and what can't be done um but it's [22:20] important i think to be mindful of [22:22] when the regulations do come out you [22:24] know where the council [22:26] thinks that it would be best for lounges [22:28] and dispensaries to be and then what we [22:31] do internally with you know whether it's [22:33] a special use permit or obviously you [22:35] know somebody would probably still have [22:37] to get site plan approval um but um [22:40] there are things to think about um [22:43] but with so many unknowns it's really [22:44] hard to say how does the council move [22:47] forward [22:48] right yeah [22:49] yeah just for clarity you know the [22:51] conversation today isn't necessarily um [22:53] you know how we you know how we move [22:56] forward it you know for me what i really [22:57] want to do is make sure that we are as [23:00] because we do need to start thinking [23:01] about it right right because we know [23:03] that it's coming down the line so if [23:04] we're doing that that we're doing that [23:06] um you know in in alignment with you [23:09] know uh [23:11] the spirit of the law that that [23:13] you know as it's been done so i just [23:15] want to make sure that it's the lens [23:16] we're looking through as we're [23:18] um [23:19] as we do as we're starting to think [23:20] about it [23:23] [Music] [23:24] thanks uh so i definitely think it's [23:26] important to actively remind the [23:28] community that as these conversations [23:30] continue to evolve as a council we're [23:32] remaining in tune with the information [23:34] that's coming out and then definitely um [23:38] emphasizing what mr farley mentioned [23:40] just understanding what the governor's [23:42] intent is so absent or personal uh [23:44] interpretations or opinions about the [23:47] seating opportunity initiative it's just [23:48] understanding that whatever is decided [23:50] there's a little comment period as the [23:52] mayor alluded to or that's what the [23:54] expectation is [23:56] but understanding that regardless of [23:57] what comes out as a counselor and sure [24:00] that we're promoting it to the [24:02] betterment of the entire community so i [24:04] think it's just [24:05] we're aware of updates there have been [24:07] no formalized legislation coming forward [24:10] everyone just be patient [24:13] that's it [24:16] as i was looking up some things at the [24:18] office of canada's mismanagement after [24:20] this was on the agenda i noticed that [24:22] there was something that they did called [24:24] community conversations [24:26] where they went around and talked to [24:27] people i wasn't aware of that so um you [24:30] can go back and it's on the website you [24:32] can go back and hit the link and [24:33] actually um go look at it i haven't had [24:35] a chance to do that yet but so i it'll [24:37] be interesting for us i think to maybe [24:39] take a look and see [24:40] what these community conversations were [24:41] about [24:42] [Music] [24:44] so it's in english in spanish for those [24:45] who are listening and may want to go [24:47] back in [24:48] i don't have the um [24:50] the link here but it's on the cannabis [24:52] website [24:55] any further discussion on that [24:58] okay [25:00] so we'll move into our procurement [25:02] policy [25:04] portfolio [25:08] thank you [25:09] a few weeks ago we discussed [25:12] new procurement policy for year 2022 to [25:15] 2023 [25:17] and we held this back because mrs [25:19] porterfield had wanted us to [25:22] recommend that we insert the mwb [25:25] language into the policy rather than [25:26] having a footnote [25:28] so [25:29] we did that [25:30] and this was a version that [25:32] is with us here for us to review [25:35] and come up with any additional [25:37] recommendation that we may have [25:40] [Music] [25:43] if i may ask um [25:45] mr gardner just give us a brief update [25:48] if you don't mind sure sure [25:50] mr gardner you just want to give us a [25:52] brief update on these uh added [25:54] changes the benefits of doing these [26:00] all right good afternoon [26:02] thank you um [26:03] so so basically [26:05] what what is the quote for you is taking [26:08] the language that's already been [26:09] approved in the uh mwde [26:12] policy [26:14] and adding into the uh practicing policy [26:18] you know every language as opposed to [26:19] football because it's already there but [26:22] fellow in going [26:23] we there's [26:26] back and forth [26:29] basically [26:30] unless we have any specific questions [26:37] i noticed a question that i think i'm [26:39] not sure if it was from mr colton it [26:40] says a.k.a um i was [26:43] uncertain about that too i don't know if [26:45] that got [26:46] worked out [26:47] do you want to say it or do you want me [26:48] to i don't have any i mean that's the [26:50] question that i raised i didn't i don't [26:51] have an answer um so [26:54] it um i'll just read it says um [26:57] are the goals for [26:59] each mbes and wpes 15 as indicated on [27:03] the first paragraph for public works [27:05] projects more than 100k [27:07] or are the goals for each of those 12 [27:10] and 8 [27:11] and i did notice as i read through that [27:13] it is in it is it says 12 and 8 in some [27:17] different things okay so i was a little [27:19] confused also the workforce goes deal [27:21] specifically with the workforce so [27:23] that's the hourly [27:25] person working on the job site so so [27:27] that's the eeo component [27:29] and then the mwbe contract compliance [27:32] piece gives us a [27:33] okay [27:34] okay so numbers of people on the site [27:37] work at the workforce in the workforce [27:39] and [27:40] then the other part is just for like the [27:43] contractors [27:46] [Music] [27:51] i guess we'll have one more the only [27:53] other thing is that i did notice that [27:54] the [27:55] ceiling went from 250 000 to 300 000 for [27:58] the apprenticeship [28:00] programs i know we had talked about that [28:02] quite a bit [28:03] last year i just did couldn't you [28:04] comment on that yeah and and again that [28:06] was the um suggestion you know was to [28:09] come back and discuss it was talk about [28:11] you know bringing it you know and [28:13] phasing that in and that's all that was [28:15] what's basically probably 250 up to 300 [28:18] 000 again [28:20] the mindset is to create opportunities [28:22] for [28:23] you know the smaller firms that not [28:25] necessarily have [28:26] you know access to these friendships [28:42] more local small business owners [28:44] one of the questions i think that was [28:45] raised at the last time that we talked [28:47] about this a few weeks ago was to what [28:50] extent we've had success [28:53] um with local [28:56] contractors being able to to do this [28:58] based on these changes that we had made [29:00] last time okay so so it's a long term [29:03] process you know it's a commitment and [29:06] um you know we've had success uh we're [29:08] getting you know more and more firms uh [29:11] know [29:12] coming in line consistency in terms of [29:14] what the state requirements are [29:16] and so we're working that and it's a [29:18] much more strenuous process [29:21] in other words [29:22] you know to get certified and all that [29:24] there's [29:29] and [29:30] you know we've gotten more companies [29:32] certified [29:33] you know as a result of this and then [29:35] you know more opportunities [29:37] you know coming forward and ultimately [29:39] you know i won't be able to say in you [29:41] know two years from now or five years [29:43] from the conception [29:44] that we create more prime contractors [29:46] that's you know in this thing that [29:49] people you know compete and have [29:51] capacity to perform and execute on these [29:53] jobs [29:54] which also means that we would have more [29:56] opportunity for [29:58] the workforce and our constituents so [30:00] again we have to do two things one you [30:02] got to bring the capacity of other [30:04] companies to compete [30:05] and you know being the thing which is [30:07] all about good business but also we have [30:09] to train and develop the workforce to [30:11] support [30:12] you know these companies so that's why [30:14] you can't do one without another you [30:16] know so you can't necessarily have a [30:18] training program [30:20] and you don't have companies capable of [30:22] taking longer to do that so you have to [30:24] bring up the workforce to support you [30:26] know these companies that [30:28] you know that comes along and [30:30] there's a lot more to it than just [30:32] the labor on the work you know and [30:34] having the children person you know [30:35] these companies they need [30:36] back office support for them and they [30:39] have trouble [30:40] getting the paperwork in and processing [30:42] really which is why they know their pay [30:44] which is [30:45] adds to the cash flow issue so so it's [30:48] evolving process [30:50] that they have to [30:52] you know do and [30:54] you know we are making that way and [30:56] you know a lot of success and we have to [30:59] continue but it's not easy by no means [31:01] you know it's [31:05] well i appreciate the work that you do [31:08] to help folks get [31:09] certified and [31:11] recruit a larger workforce so thank you [31:16] yes i would also like to thank you for [31:18] your input in this [31:20] this pickerman policy to get all [31:22] information to us and also working on [31:24] the nwp the updated mwb version for the [31:27] next two years so once again thank you [31:29] for all the [31:31] good hard [31:31] you thank you so appreciate it [31:35] so i i raised this question so mr um [31:38] should we [31:39] uh we're number 10 which was going to be [31:41] that footnote should we now if we're [31:42] going to be moving forward just delete [31:43] that from this document sorry listen [31:46] i'll go back for a second i was looking [31:47] at this [31:49] um [31:50] that was the question in my email but [31:52] i left it in there and i just added for [31:53] additional information because obviously [31:56] you know there's additional information [31:58] in the um equal opportunity and [32:01] affirmative action plan okay it's a good [32:03] reference for people to go to it's great [32:05] that you know we've now included the [32:06] utilization in here but kind of fills in [32:09] some gaps for people to go to the other [32:11] document knowing that there's another [32:12] document [32:13] okay we just have to put it because i [32:14] didn't see i didn't see [32:16] on the place where the footnote where [32:18] the this 10 was so we have to find the [32:20] place [32:21] it's uh [32:22] under number four it says for [32:24] mwbe utilization and then footnote 10 is [32:27] there with it all right [32:29] okay [32:30] thank you [32:33] okay no i'm good [32:35] with this okay [32:37] okay [32:39] pretty much [32:59] [Music] [33:07] it's the 150th anniversary for zion [33:10] lutheran church it's just a resolution [33:12] to recognizing for [33:14] their anniversary [33:18] second [33:20] all those in favor [33:24] okay [33:25] and [33:26] now we're going to move on to a [33:28] discussion [33:30] around personnel [33:31] um so this is something if it really [33:33] needs to be an executive session so i [33:35] would like to have it there okay so i [33:38] would like to uh recess no the mayor um [33:41] wanted to add something oh okay okay [33:44] afterwards okay so um uh [33:46] so what we'll do is we'll go on to um [33:49] the mayor wanted to add something here [33:51] and then we'll [33:52] go into that discussion so mr mayor [33:55] talked to council member uh [33:58] council president porterfield [34:00] a little while ago got a request from [34:03] the u.s conference of mares [34:06] to [34:07] uh [34:11] pass it around [34:13] there i thought [34:14] two weeks ago that had been resolved [34:17] but they're still [34:19] a [34:20] discussion in congress [34:22] to limit or take back the money that has [34:25] been allocated for local governments [34:30] to fund some of the [34:34] issues that are arising from the [34:35] activity [34:37] in the ukraine [34:38] and [34:39] some of the deficits that [34:41] are [34:42] funding [34:44] necessities that are [34:46] coming so from media [34:49] and what i was looking for from that [34:51] memo is to have the council consider [34:54] passing the resolution [34:56] saying that we [34:57] appreciate the work that went into [35:00] getting money for local governments [35:03] we're going through the process now to [35:06] spend it we've identified some projects [35:08] in [35:09] holland central park going through the [35:10] review with community now and [35:13] again looking forward to [35:16] other things as we deal with it next [35:18] year [35:19] and [35:20] i always appreciate the good work of [35:24] people in congress sometimes it happens [35:27] where i don't quite understand the logic [35:29] and uh would uh ask for the council's [35:32] consideration to go on record saying [35:34] that [35:35] we can thank them for the money that [35:38] we've got and [35:39] we need that money and [35:42] don't want them to undertake something [35:44] that would claw it back or modify [35:47] what we have [35:50] coming to us [35:51] today [35:55] i would absolutely 100 support that [35:58] you know that you know we got the money [36:00] we're anticipating spending the money so [36:01] i think that it's definitely something [36:03] that we should do [36:06] so [36:09] i agree [36:20] [Music] [36:24] so at this point um [36:28] this is a traffic tool that's an outline [36:32] again okay [36:33] okay so i want you to recess [36:36] okay all those in favor [36:42] [Music] [36:55] [Music] [37:04] 2022 capital projects which you had [37:07] already really improved in uh the budget [37:09] process uh [37:11] in november of the past year uh [37:14] and as you know uh what we're in the [37:16] process right now is to actually go out [37:18] and borrow the money so we're just [37:19] getting an approval uh with this bond [37:22] awareness to go out and borrow the money [37:24] um as you know uh the total capital [37:26] prices came over 12 million dollars but [37:29] we we're looking to just borrow uh [37:32] 6.9 million uh the other difference is [37:34] the cost of issuance costs of 93 000 uh [37:38] we're going to be banning this ban as a [37:41] bonding station though uh usually for [37:44] one year and we'll probably bond it next [37:46] year as as long as the interest rates [37:48] are favorable which they are right now [37:52] um have any questions yeah [37:54] yeah so mr ferrari mr mayor [37:58] how many of these items are associated [38:00] with [38:02] no [38:12] any questions yeah just about you said [38:15] it was 93 000 that was a cost of [38:17] insurance no issues [38:20] that's right i had a question i think [38:22] earlier today about the vehicle [38:24] um uh i'm going to break it down uh the [38:27] fire department they're going to have [38:28] four command vehicles uh the last time [38:30] they got a vehicle was four years ago [38:32] most of their vehicles are over 15 years [38:34] old [38:35] and they're asked asking for four new [38:38] ones because 15 year 15 years old is the [38:41] newest of the last four ones so that's [38:44] why they're getting that the police are [38:46] getting a total of 16 of 12 uh mark cars [38:50] for unmarked [38:51] uh you got to remember uh [38:53] they just received the new cards for [38:55] 2021 [38:56] but we never got the cars in 2020 so [38:59] they're replacing cars with huge amount [39:02] of mileages so so we're actually we're [39:04] looking for this actually probably won't [39:06] get it for another nine months to a year [39:08] so [39:09] those police cars [39:11] how many did we get just before i know [39:12] that we're getting 16 now we'll get 69 [39:15] last year we got 12 all together eight [39:16] and four [39:18] uh the streets uh the streets uh [39:20] department we're going to get two dump [39:22] two dump trucks with plows the plot of [39:24] streets and two new pickup trucks again [39:27] those pickup trucks are uh over uh 12 [39:30] years old the ones that we're replacing [39:33] the waste department we have four new uh [39:35] garbage trucks [39:36] and two pickups for the supervisors too [39:39] and if you've seen the supervisors [39:40] trucks you know that they need new [39:42] trucks those guys those are also over 15 [39:45] years old [39:46] uh the snap snap crew we're gonna snap [39:49] and uh uh [39:52] let me call it [39:54] nuisance guys yeah there you go it's [39:55] gonna be a total of three uh [39:58] uh and that's you know one first staff [40:00] and the two for the new nuisance guys uh [40:02] we're [40:03] with the mayor's uh uh uh reasoning [40:06] anything that we use for vehicles we're [40:07] gonna try to get all electric so trying [40:09] to move in the electric uh [40:11] in the electric uh realm of things [40:14] and uh sooner you think we'll be buying [40:16] uh electric uh pickups pretty soon as we [40:19] hear this coming [40:21] uh [40:22] yeah [40:24] how many sweepers are we gonna have [40:25] we're gonna have one new sweeper in fact [40:27] uh we as you remember uh i think about [40:29] uh two months ago jay where we asked to [40:33] order it so it's in the order now and [40:35] that one sweeper is it still not done [40:37] yet so we're hoping to get it before the [40:39] end of the year hopefully get it for [40:41] linda's sentence [40:42] two of the streams [40:44] one [40:48] we're gonna have a total we're gonna [40:49] have a total of four retirement [40:59] any other questions [41:02] mr would you have any other questions no [41:04] no okay thank you thank you very much [41:06] i'll be back [41:10] you may have a motion on this [41:13] second all in favor [41:15] aye [41:18] the next item is purchasing microphones [41:21] for city council with sport appeal yes [41:24] um we've been discussing this for a [41:25] while um you know mr family brought up [41:28] like back i think back in november just [41:29] the whole [41:30] um [41:33] not good quality of uh our um our [41:36] broadcast [41:37] and um i know that it's going to be a [41:39] longer process however [41:40] uh if you notice i mean i know you all [41:43] know this now [41:44] we're down to one microphone period in [41:47] the chambers and that's being shared by [41:49] the public as well as by the council [41:51] and [41:52] our last meeting it just reminded me of [41:55] a [41:56] episode of parks and rec if you've ever [41:58] seen it so [42:00] i really really think that we need um [42:03] and highly recommend that we buy at [42:04] least two microphones so that the [42:06] council is not sharing the microphone [42:09] because it looks like it's going to be a [42:10] longer process for us to um get all the [42:14] contracts and all the other things that [42:16] the mayor was talking about um i did [42:19] read an email [42:20] um where i know that there were there [42:22] was a request for having um these [42:24] gooseneck mics but then there was the [42:26] whole thing about running cords which [42:29] again is a longer process so i think at [42:31] this point in time we need to do [42:32] something in the short term and just [42:34] have microphones so that the council has [42:36] a couple microphones to use [42:38] it's just getting more and more [42:40] challenging [42:42] during our meetings [42:44] absolutely i have to agree with that [42:46] that we need to get new microphones and [42:49] let's work out the detail and getting [42:51] the other stuff fixed [42:55] yeah so um it's looked into this they [42:58] looked into whether or not the [43:00] goosenecks [43:01] would be [43:02] financially [43:04] cost effective they are not [43:06] um [43:07] that was the idea [43:08] the wiring process really isn't a big [43:10] deal [43:11] according to it [43:15] but the cost is just [43:17] well over what two wireless microphones [43:19] would be i thought maybe since they were [43:22] wired it might be about the same cost [43:25] but it's not so the two wireless are [43:28] slightly less than five hundred dollars [43:32] any other comments [43:34] [Music] [43:36] you may have a motion to proceed to [43:37] purchase a new microphone from moving [43:41] all in favor all right [43:44] the next item is amendments to the 2022 [43:48] 2020 [43:51] annual action plan to include a [43:53] reallocation of 250 000 from snap and [43:56] street paving to park improvement [43:59] good evening and happy spring [44:01] um this is just in relation to the [44:03] public comment period we just had for [44:05] the reallocation of 250 000 [44:08] um from the street painting and snack [44:10] programs to park improvements this has [44:12] to do with ongoing park projects that we [44:14] have [44:15] um and the need to kind of spend down [44:17] the money that was on spend for prior [44:19] years [44:20] um so just looking for the council to [44:22] approve this amendment and the [44:23] reallocation of the funding [44:26] [Music] [44:27] that is 2021 2022 [44:31] yes okay [44:32] oh so that that's a that's a typo on our [44:35] agenda [44:37] okay [44:38] questions [44:40] go ahead please uh so i know at least [44:42] for me being a new council member [44:44] whenever i hear anyone recount [44:45] reallocating money from the street [44:47] paving and smacking like what [44:52] um but i didn't know if you were able to [44:55] or [44:56] chris i was able to come and speak to [44:57] just a proportionality of what this [45:00] amount of a hundred thousand dollars [45:02] being [45:04] is in comparison to the entire budget i [45:06] think just to reassure people that [45:08] this is not something that's being made [45:10] at the expense of the entire paving sure [45:13] uh our paving budget is is well right [45:16] now so right now we usually get around [45:18] 1.5 million dollars of chips money which [45:21] is state highway consolidated roads [45:23] money [45:24] in addition to that the new york state [45:25] budget has allocated an additional 1.2 [45:28] million dollars to the city for the last [45:30] year i believe it's going to be a [45:32] three-year program which is additional [45:34] chips for state routes but we can use it [45:35] for other roads um on top of that in the [45:38] capital budget which you are just moving [45:40] forward we also have i believe it's a [45:41] million and a half dollars for roadways [45:44] and there um so the paving program uh [45:48] has the money to pave the roads one of [45:50] the things that we cannot use this money [45:51] for just to be clear is that this is for [45:53] contractor work with roadways for [45:55] long-term work it can't be used for [45:58] potholes [45:59] so potholes is considered maintenance [46:02] and maintenance is not eligible for [46:04] expenses under this money so that is [46:07] where we have our operating budgets and [46:09] in that kind of money but as far as i'm [46:11] concerned we are fine for prepaying [46:13] roads we actually have two contracts [46:16] starting this year again and we have a [46:18] third going out in april [46:20] all of them essentially multi-million [46:22] dollar programs [46:25] and i guess [46:27] we're doing as much work as staff also [46:29] would allow you know like we are pushing [46:31] the work out and getting it done so i [46:33] don't think that we're doing any [46:34] disservice to the citizens connecting by [46:37] by reallocating this money i mean this [46:38] is development block grant money this is [46:40] money that we do try to use but now that [46:42] we're getting increases in other areas [46:44] i'm perfectly comfortable doing it [46:47] thank you [46:49] any other comments [46:53] may have a motion [46:55] [Music] [47:04] health care and national fitness [47:06] champion [47:09] is um mr city applied for a grant for [47:11] the 2022 mvp healthcare campaign um this [47:15] is going to be allocated um toward the [47:17] purchase of an outdoor fitness port that [47:19] will go into orbit park as part of the [47:21] recent involvement there [47:23] so this is just to accept the fifty [47:26] thousand dollar grant from mvp for the [47:28] fitness court um to be installed at what [47:30] you want [47:32] any comments [47:34] we have a motion [47:37] second all in favor uh [47:39] the next item is authorized the [47:41] allocation of 90 000 cdbg funds [47:44] for the national fitness campaign [47:46] outdoor fitness board misty so related [47:49] to um [47:50] related to the fitness court request [47:52] this would be [47:54] um [47:55] this would be [47:56] the authorization of the ninety thousand [47:58] dollars to meet the local funders [48:00] funding requirements for the um for the [48:02] fitness court and orchard charts so [48:05] it's basically just [48:07] yeah it's the funding that the city will [48:09] be contributing towards the fitness [48:10] course [48:12] any questions [48:14] go ahead and support you so the 90 000 [48:16] is coming out of the 250 000 that we [48:18] just yes [48:21] yep okay and then the balance of that [48:24] of the 250. [48:27] the balance yes the 250 we're using what [48:30] is the bet so 90 000 is going to go to [48:32] this project [48:33] so do we um do we have a [48:36] have we decided where the other uh the [48:38] balance of that's going to be allocated [48:39] at this time [48:41] yeah so some of the right now [48:44] this is that 50 000 for the equipment [48:49] then there's going to be installation [48:50] costs that are associated with it which [48:52] we're procuring through the policy um [48:56] we're not going to put this thing [48:57] together it's extremely intricate to put [49:00] this together so that's anticipated [49:02] uh to come out of there and we're [49:04] working it has to be we have to get [49:05] three prices for our policy because it's [49:08] going to be over 3500 we're anticipating [49:10] it's going to be less than 35 000 so [49:13] depending on the ranges we're either [49:14] going to get verbal or written quotes so [49:16] that's going to come out of there and [49:17] then there is also a pad that goes with [49:20] it because these things are going to be [49:21] mounted to a pad so that also is going [49:24] to be in there which we're also looking [49:26] at either doing pricing for [49:28] our policy so both of those costs um we [49:32] don't need your explicit authorization [49:34] because through the purchasing policy [49:35] will be less than a bit amount but those [49:37] will come out of there and then the [49:38] balance of it is remaining for parks [49:40] particularly if we're looking at jerry [49:41] burell yes and that will be going to the [49:43] dairy rail park so once the project is [49:46] moved forward we have more concrete cost [49:48] items we can give you an update of what [49:50] the split would be okay but those are [49:52] our anticipated costs right now this is [49:54] because the grant the equipment we have [49:56] kind of set up and the rest of the cost [49:58] we're anticipating we're not going to [49:59] have to bid anything [50:00] um which is going to help us because [50:02] that's going to also save us time [50:03] because they know that we really want to [50:05] get this in for the late summer or i [50:07] mean late spring early summer [50:09] push this so we can use it um but that's [50:12] where we are right now so the balance [50:14] that they go over the next part is kind [50:15] of unknown okay so [50:17] thank you [50:18] of course [50:20] yes [50:21] let's go ahead okay please [50:27] is this the remainder of this money [50:29] you're thinking jerry grove [50:31] we're thinking about that for the likes [50:33] that we were talking about a couple of [50:34] weeks ago and we were talking about some [50:36] hardware money uh [50:38] possibly exactly [50:43] funding for the park we are the design [50:45] is in process so we have kind of an [50:48] estimate but until we put the bid out [50:50] we're not going to be we're not going to [50:51] know what the total is going to be um we [50:53] know there's a gap you know i i will say [50:56] i mean this is like any project that [50:57] you're going to hear from myself or [50:58] chris has been before anyone is that we [51:00] could always use more funds for our [51:03] parks so [51:04] the allocation of this money i would not [51:06] say would preclude us from pulling that [51:09] because we are going to have to add [51:10] alternatives we're going to be looking [51:11] to do more looking at you know there's [51:13] the base and then we're going to put in [51:15] for what we're looking at with that [51:17] alternative design either the tennis [51:18] courts or the basketball courts or some [51:20] other things and yes this could be used [51:23] towards the lighting but that may [51:24] prevent us doing one of those other [51:26] features so that's where you know as [51:28] much funding as we can as we can get [51:30] towards the project we would like to do [51:32] so that we can put it as much into the [51:34] park you know i always say to people [51:36] that this is public money this is not [51:37] going to build me fool you know you're [51:39] not going to come to my house and see [51:40] anything in my backyard it's all going [51:41] to the public into there so anything [51:43] that we can give [51:44] you know that would be great you know so [51:46] i would like to hope that it gets [51:47] reviewed on its own merits yeah and that [51:49] if it does then that's great and then to [51:51] maybe get a little bit more [51:53] yeah [51:54] go ahead mr man [51:55] and again just find out mr wallen said [51:57] that the [51:59] design work and jerry work morale park [52:02] is what i'll call the park proper [52:05] as i look at it those basketball courts [52:07] as you go farther along hamilton street [52:09] in [52:10] across the street there [52:12] it's foolish to [52:15] fix [52:17] this whole area up here and then leave [52:18] this [52:20] it's kind of a dilapidated embarrassed [52:23] section across the street [52:25] so as they're doing the work up [52:28] and then look at the whole thing [52:31] and [52:32] there's not going to be quite enough [52:34] money [52:36] on the table to do [52:38] everything right now [52:40] but i believe as we come through and get [52:43] some firmer numbers on what we're going [52:44] to actually have to come up with whether [52:47] it's arpa rearranging other things [52:50] to make sure that we've got a project [52:52] there that [52:53] does everything we want and that we're [52:56] all going to be [52:57] proud of it and the neighbors are going [52:59] to be appreciative of it [53:01] and [53:02] thank you for your consideration on the [53:04] orchard street park uh follow-up to uh [53:07] councilmember uh william's suggestion of [53:09] moving the council meetings around [53:11] maybe that we could have one at this [53:14] place and all the council could work out [53:18] just as a ribbon-cutting myself [53:28] any other questions [53:30] so the remaining is 160 000 i'm sure [53:32] you're going to come back to the console [53:34] for allocation for the 160 remaining the [53:37] balance of the 160. oh would we allocate [53:39] that yeah sure okay i mean the [53:42] application yeah but that's what i'm [53:44] getting here but it's going to be [53:46] you might not notice that we're doing it [53:48] so we'll put it up because if we you [53:50] know like when i bring you a paying [53:51] program i don't i don't explicitly [53:54] detail the funding of the paving program [53:56] there may be multiple foreign sources a [53:58] lot of times the word we use is a [53:59] funding quilt sometimes when i bring [54:01] things such as psat i bring that here [54:04] you know there is federal there's local [54:06] there's metroplex most of the time they [54:08] don't get into that detail but if you [54:10] would like to sort of detail if we can [54:12] yeah if you don't mind just let us know [54:13] how the allocation is going with regards [54:15] to the remaining 160 would appreciate it [54:18] any other questions regarding this item [54:21] may have a motion [54:24] [Music] [54:37] development plan [54:39] there's 13 items on the agenda and the [54:42] first item of secret determination for [54:44] barrett street and south avenue yeah [54:47] so this is relation to you know what was [54:50] on the agenda two weeks ago there was [54:52] some questions about the planning [54:53] commission meeting and the minutes for [54:55] that um i did provide those minutes um [54:58] you know we didn't see [55:00] as much there wasn't much opposition to [55:02] the project it was more [55:04] questions sort of [55:05] you know reservations about what does [55:07] this mean you know for the neighborhood [55:09] and [55:10] you know so hopefully you've had a [55:11] chance to look through that but um [55:14] is there any questions about that [55:20] any questions anymore yeah [55:23] all right then that takes up [55:25] motion [55:26] so [55:28] this this first one would be for the [55:31] same seeker yes for the secret [55:33] nope oh second [55:35] i'm sorry all those in favor all right [55:38] okay uh the resulting ordinance for bear [55:40] street in south avenue [55:42] um yep related to the same thing this is [55:44] just the recommendation to pass an [55:46] ordinance um changing the zoning [55:47] district from r2 to the c4 [55:51] any questions around that [55:54] second all those in favor [55:56] thank you all right thank you [55:59] okay the next item on the agenda is to [56:01] award three bids and contracts for this [56:03] connected police department fire and [56:04] raid mr wallon [56:06] so [56:08] as uh we may or may not be aware [56:10] the [56:11] seneca police department actually has a [56:13] firing range [56:14] fire [56:15] has not functioned in quite some time [56:18] um [56:19] chief sieber did receive a grant to uh [56:21] upgrade the facility and get it back to [56:22] functioning we have been working with a [56:24] consultant taking a little longer than [56:26] we hoped but we have finally put out a [56:29] bid for the work [56:31] what you may see is there are actually [56:33] four given the [56:34] amount of money that this contract is it [56:37] is a essentially [56:39] a million dollar contract in a way [56:42] we have to follow wick's law which [56:44] separates all of the [56:46] duties there's mechanical there's [56:47] electrical plumbing in general [56:50] we put it out [56:51] we called it a [56:53] firing range ventilation upgrade we got [56:56] three we did not get a gc bit [56:59] we think that was due to the fact that [57:01] it was called spd [57:03] ventilation because the majority of the [57:05] work is in here's ventilation but the gc [57:07] component we did not get any prices so [57:09] we met with aaron and we discussed it [57:12] and we said we were comfortable with [57:13] these bids they were [57:15] actually i think a little less than our [57:16] estimate they're contractors that we've [57:18] worked with so what we're doing is we're [57:20] putting out the gc pro on wednesday with [57:22] a new title called [57:24] firing range reconstruction because we [57:26] want to hit the ticklers on the web to [57:29] make sure that gc see it [57:31] so this is three of the four they are [57:33] independent [57:35] and then once we have the gc back and [57:37] awarded we can begin the project [57:39] so [57:40] are there questions mr probably yeah so [57:42] the group covers the entire cost of this [57:45] no okay the grant covers a portion of [57:47] the cost we're going to be using uh in [57:50] our capital budget not [57:51] in our capital budget we have a [57:53] facilities line item for city facilities [57:56] we'll be using the city's facilities [57:58] line to cover that portion of them [58:00] because the grant [58:02] the grant was for let's say the [58:06] pertinence is inside of it the the [58:08] tracks the burn those things but as we [58:11] started researching [58:13] um [58:13] the actual ventilation [58:15] the engineering components of how to get [58:18] air flow how to make sure that when you [58:20] shoot the lead goes down range the fumes [58:23] go out we have a hepa filtration system [58:25] it's actually you know a lot more [58:27] advanced than it is so we put the [58:29] capital budget together to cover those [58:31] costs [58:32] so it's once again [58:34] a couple different fund sources like we [58:35] say but we we do have it together um and [58:38] uh we're going to be ready to move [58:40] forward but no the grant couldn't it [58:42] didn't cover all of it because the cost [58:43] just went up we also had uh you weren't [58:45] here at the time about two years ago um [58:47] there was lead in asbestos [58:49] we used a good amount of money i led an [58:51] asbestos abatement to [58:54] evade the whole area and clean it up we [58:56] had to clean the floors actually mop [58:58] them like several times to get let off [59:00] the floor so it's a it's an interesting [59:02] process but it is going to be uh you [59:04] know a very functioning range that they [59:06] can use hopefully for the next you know [59:08] 30 40 years so that's what we're hoping [59:10] for but um this is for the three and [59:12] then i'll be bringing you the fourth [59:13] once we have it in a couple of weeks and [59:16] then from there we'll move forward with [59:18] hopefully construction get get it all [59:20] functioning again [59:21] any other questions mr what's it aaron [59:23] yeah just uh talking aside with mr [59:25] colding i think we should pass this in [59:27] individual um contract one e [59:30] sorry 1b 1c and 1d there are separate um [59:34] subcontractors yeah that'd be great [59:36] so three three approvals i would like to [59:38] recommend that we do them individually [59:40] okay [59:42] are there any other questions before i [59:44] no [59:45] okay so first of all i'll entertain a [59:47] motion on contract one b [59:50] so second all those in favor all right [59:54] uh second uh and shiny motion on [59:56] contract 1c [59:58] so [59:58] second all those in favor all right [1:00:01] and finally uh concerning motion on [1:00:03] contract one and d [1:00:05] so [1:00:06] second all those in favor all right all [1:00:08] right thank you [1:00:09] all right and we'll just make sure [1:00:10] that's reflected in there all right [1:00:12] thank you um the [1:00:15] next item on the agenda is the award [1:00:17] vision contracts with the bail park [1:00:19] improvement uh project phase two [1:00:21] yes thank you so this you you might [1:00:23] recall seeing this before [1:00:25] um this is actually the third time we've [1:00:27] bid this hopefully the last thing is [1:00:29] we're talking about bail park tree [1:00:31] removal um [1:00:33] previously we had a discrepancy in the [1:00:36] bid documents that meant that we had to [1:00:38] rebid it there was some language that [1:00:39] got left in from the previous bid [1:00:41] we did receive three bids the bids were [1:00:45] almost identical than before [1:00:48] the low is still the same as the second [1:00:50] time that we bid it the cost per tree [1:00:53] might have actually come down a little [1:00:54] bit but uh and then this particular [1:00:56] bidder we're doing they just to let you [1:00:58] in behind the curtain a little bit we're [1:01:00] doing something to a little bit more [1:01:01] proactive on my office where we're [1:01:03] receiving the bids we are not [1:01:05] immediately rushing them to this table [1:01:07] so we receive the bids on wednesday we [1:01:09] used to bring them right to the [1:01:11] legislative and then monday so now what [1:01:13] we're doing is we're taking a step back [1:01:15] we're working with ron [1:01:16] and we're really making sure that we [1:01:18] have all of our utilization paperwork [1:01:20] that ron's having a moment to vet them a [1:01:22] little bit more thoroughly and then [1:01:24] we're moving forward so in this case [1:01:26] uh they've been working with ron [1:01:28] actually for four weeks because they [1:01:29] knew that we had to rebid it and i [1:01:31] believe that you've been happy with the [1:01:32] progress that you've seen you've had [1:01:34] some good emails back and forth they now [1:01:35] have what three subs that they're going [1:01:38] to be using absolutely [1:01:40] so um so that's kind of a new process [1:01:42] you're not going to see things coming [1:01:43] here as fast because instead of us [1:01:46] awarding and then going through the [1:01:48] process we're going to go through the [1:01:50] process make sure we're on the same page [1:01:52] then award just so that we don't get [1:01:54] caught in any kind of a you know the [1:01:55] carrot is the award [1:01:57] so we want to make sure that we're doing [1:01:58] it in that process and so it's worked in [1:02:01] this process we're doing it a couple [1:02:02] others [1:02:03] so [1:02:04] well thank you for that consideration [1:02:05] sure is that just a question so is that [1:02:07] a best practice that they can do moving [1:02:09] forward for all projects or just kind of [1:02:11] my office sure yeah [1:02:13] that's what we've started to do and i [1:02:15] think it's worked better that way don't [1:02:16] you ron yeah absolutely [1:02:23] all right the remaining items are all [1:02:25] for property sales and we'll be um [1:02:28] an executive session so i'd like to [1:02:30] entertain a motion to recess [1:02:32] so second all of the favorite [1:02:34] we're reset [1:02:37] so [1:02:49] yeah [1:02:50] yeah so i would like to get a motion [1:02:54] second [1:02:56] oh [1:02:58] all in favor [1:03:06] interest [1:03:07] related to uh foreclosure action the [1:03:09] other one is a claim [1:03:11] okay so so are you saying they're both [1:03:14] should be an executive session okay um [1:03:17] with regard to [1:03:18] number four that from government [1:03:20] operations earlier yeah [1:03:23] i don't know exactly what the discussion [1:03:26] is around [1:03:28] i just want to make sure that it's [1:03:29] covered by executive session it has to [1:03:31] fall within the scope of what's allowed [1:03:34] under open meetings law [1:03:36] um so i don't know the scope of you know [1:03:38] well i i talked to mayor batman and so [1:03:41] um so what we would be discussing we me [1:03:43] too [1:03:44] um [1:03:45] it's it's around personnel [1:03:53] i mean personnel generally is could be [1:03:54] discussed in executive session yeah can [1:03:57] yes it can [1:03:59] it depends on the level of detail [1:04:00] obviously i you know without me knowing [1:04:03] the level of detail or you know [1:04:07] but i'll you know obviously um [1:04:11] i'll i'll defer to you um on the [1:04:13] discussion um obviously things related [1:04:15] to employees and [1:04:19] employment history [1:04:21] is privy to executive session [1:04:24] um it is around employees i can say that [1:04:26] i guess [1:04:30] okay i'm part of that yep as one make [1:04:32] sure yes [1:04:34] so i think we're in [1:04:36] yeah [1:04:40] [Music] [1:05:13] you
