[13:34] uh [13:34] the first item on the agenda will be a [13:36] presentation by the office of cannabis [13:38] management um as you all know we next we [13:42] decided to opt in and so it's something [13:43] that's going to be happening part of [13:45] that is that there will be something [13:47] called conditional adult use dispensary [13:48] license opportunities that'll be first [13:51] and before regular licenses are um [13:54] given out and so tonight we have with us [13:56] neveleen white from the community [13:58] relations for external affairs and phil [14:00] rumsey who is the manager of inter [14:02] governmental outreach so if you'd like [14:04] to come up [14:06] okay [14:09] hi how are you i have some um [14:11] materials and some information [14:13] my name is neville white i am the [14:15] manager of community affairs we will be [14:17] conducting a [14:19] grant and presentation on tomorrow on [14:21] wednesday wednesday at schenectady public library that [14:27] presentation is geared towards um [14:29] individuals who may be eligible for what [14:31] we're called calling the conditional [14:33] license um phil will be doing a [14:35] presentation right now just a really ten [14:37] minute presentation um giving you an [14:39] overview of what that presentation will [14:41] um look like but it's we're really [14:43] excited to get connected to the [14:45] community so people can get ready um and [14:48] get their documents in order for the [14:50] economic opportunities that will um will [14:53] be opening up very shortly we are [14:55] looking to open up the first [14:56] dispensaries december of 2022 so by the [15:00] end of this year we should have [15:01] dispensaries open up in new york state [15:03] so um we're looking forward to really [15:05] excited about this and this is a [15:07] continuous conversation we plan to be in [15:08] schenectady county continuously as more [15:11] and more information gets out so that we [15:13] can stay connected to the community [15:21] yep right here okay perfect [15:23] um so yeah my name is philip rumsey i'm [15:26] the [15:27] manager of intergovernmental outreach [15:29] for the office of cannabis management [15:31] and um [15:33] i wanted to give a [15:35] um a brief overview of what some of you [15:38] might be hearing if you attend the [15:41] community outreach event [15:43] as neverland said this wednesday [15:46] um so i'll kind of start at the [15:47] beginning and [15:49] kind of walk you through [15:52] how we how ocm has gone up to this point [15:55] and where we might be headed moving [15:57] forward [15:58] um march 31st of last year [16:01] the [16:02] marijuana regulation and taxation act [16:04] was passed [16:06] i'll be referring to that as murder [16:08] moving forward [16:10] um [16:10] myrta outlined the basic structure of [16:13] the cannabis industry in new york [16:17] um [16:18] excuse me um [16:21] so it laid the foundation for um what [16:25] we'll be dealing with moving forward [16:26] first and foremost it brought over the [16:29] um [16:31] cannabinoid hemp [16:34] aspect of the industry it brought [16:36] medical cannabis and recreational [16:37] cannabis under one roof the office of [16:39] cannabis management [16:41] we also have a board it's a five-member [16:43] board i'm headed by uh chair tremen [16:46] wright [16:48] since um since the passage we've been um [16:52] very busy on many different fronts [16:55] um first and foremost we are writing the [16:57] regulations for murder there are nine [17:00] licenses in murder [17:03] the two you're probably most familiar [17:05] with are the um [17:07] dispensary license and the on-site [17:10] consumption license those are the two of [17:13] the nine licenses that communities could [17:14] opt out of [17:17] uh there is a um [17:19] taxation rate um there's it comes in [17:22] three different [17:23] uh phases the first is the uh thc [17:27] uh tax [17:29] and we're focusing on the thc tax [17:32] as opposed to a weight tax which you see [17:34] in other states [17:36] so for example there's a three percent [17:38] tax on edibles there's a five percent on [17:41] the flower or the bud and there's an [17:44] eight percent tax on concentrates and [17:46] that's the fate pens or the um [17:49] other forms of concentration and that's [17:51] to push individuals towards a lower um [17:54] thc amount [17:57] furthermore there's a [17:59] nine percent [18:00] um state excise tax that kicks in at the [18:04] retail level so at the dispensaries um [18:07] there'll be a nine percent retail excise [18:10] tax [18:10] and the one that you might be more [18:12] interested in here is the four percent [18:15] excise tax [18:17] communities that have dispensaries [18:19] within them [18:20] will have the access to the four percent [18:23] excise tax three percent of that will [18:26] stay with the community where the [18:27] dispensary is housed one percent will go [18:30] to the county [18:34] once the tax is collected it's going [18:36] into what's called the new york state [18:39] cannabis revenue fund [18:41] and from that fund it's going to be [18:42] distributed in different ways [18:45] 40 of that will be going towards [18:48] education [18:50] another [18:51] 20 [18:52] will be going towards [18:54] um uh [18:56] drug uh therapy and [18:58] drug rehabilitation part of our health [19:01] outreach campaign [19:03] uh 40 will be distributed to [19:07] community organizations in communities [19:09] that were disproportionately impacted by [19:12] the war on drugs so that's how the tax [19:14] revenue will be distributed when it's [19:16] collected [19:20] um [19:20] if anyone does have any questions uh [19:23] feel free to jump in if um there is [19:26] anything you want to ask i will be [19:27] taking some at the end as well [19:30] i have a question [19:33] only the council can ask questions oh [19:35] okay um [19:38] the nine license types again the the two [19:41] i discussed earlier were the [19:43] dispensaries and the on-site [19:44] consumptions [19:46] the other one is a micro business that's [19:48] a fully integrated one [19:50] there's a nursery license a [19:51] manufacturing license a delivery license [19:54] the reason we have these nine licenses [19:56] or one of the reasons is it creates [19:58] multiple entry points into the cannabis [20:01] industry [20:03] we know from experience and looking at [20:06] other states [20:07] that individuals with large amounts of [20:09] money or [20:11] corporations with large amounts of money [20:13] they can come in and instantly take [20:15] what's called the seed to sale [20:17] which is everything from putting the [20:20] seed into the ground all the way to [20:22] selling it and they can very quickly um [20:26] gobble up the industry so what we're [20:28] doing is creating these license type [20:30] which again creates these entry points [20:32] and [20:33] an individual we do need to wait for the [20:36] regulations to come out however an [20:38] individual wouldn't be able to receive [20:40] all nine licenses or multiple licenses [20:43] you're captive what you're able to get [20:45] so that opens up an opportunity for more [20:47] individuals to come into the industry [20:51] what you [20:53] will be hearing on wednesday about card [20:56] the conditional adult use dispensary [20:59] that's really a [21:01] second road or second path so we [21:04] currently have two paths the murder [21:06] licenses the nine license that i [21:08] discussed [21:10] that came from the legislation the [21:12] second path are these conditional [21:15] licenses [21:16] that includes the conditional [21:18] cultivation licenses the growing [21:21] and then the conditional retail [21:23] dispensary licenses [21:27] we have been giving out the board of the [21:29] cannabis control board has been issuing [21:31] the conditional cultivation licenses [21:34] over the past month and a half [21:36] and we just finished the public comment [21:40] period for the conditional retail [21:42] dispensary licenses [21:44] and i do want to emphasize again the [21:46] difference here the murder 9 licenses [21:49] although there's similarities with a [21:51] growing and retail are separate from [21:54] this conditional these conditional [21:57] retail dispensaries are going to have a [21:59] maximum 200 individuals who can apply [22:02] and receive them [22:04] and the individuals who could grow or [22:08] were also there was a different criteria [22:10] than what you'll find in the murder [22:12] licenses [22:13] murda the legislation [22:16] did [22:18] set a goal of awarding 50 [22:20] of the licenses to social equity [22:22] candidates [22:24] and the conditional ones do have a [22:27] social equity [22:28] element to them but again they're [22:30] separate two different lanes to get [22:32] these licenses [22:34] as i said we did just finish the public [22:37] comment period for the conditional [22:39] retail [22:40] dispensaries [22:41] and [22:42] right now our lawyers are going through [22:44] those comments to saying what needs to [22:45] be incorporated and responding as we do [22:49] with all legislation [22:52] and i want to emphasize again there's [22:53] 200 with a conditional where uh 200 [22:57] possible um [22:59] retail dispensaries for the [23:01] conditional retail [23:03] and there's could be three to four [23:05] thousand in the murder licenses so again [23:07] these are these are two separate paths [23:09] to two different [23:11] entities that you would be dealing with [23:12] if you wanted them [23:17] for the most part i think that [23:20] sums up where we're at with a lot of [23:23] moving pieces here i will say that we [23:27] will need a little grace with answering [23:29] questions [23:31] unlike almost any other new york state [23:33] bureaucracy or agency we don't have the [23:36] regulations governing our industry so [23:39] for the murder licenses we [23:42] are still in the process of writing [23:43] those and getting those out in the [23:46] coming months [23:47] and with the conditional licenses [23:50] we have [23:51] the [23:54] cultivation licenses already being given [23:56] out and again we just ended the public [23:58] comment period for the [24:01] retail dispensaries the conditional [24:03] retail dispensaries so [24:05] we we don't have everything finalized so [24:08] there will be some questions that i [24:09] would um [24:11] would be problematic for me to to answer [24:13] just because we're not that far along [24:16] with a lot of the detail [24:18] um [24:20] i think for the most part that's you [24:21] know the summary i i kind of wanted to [24:23] give and um [24:26] if there are questions i would certainly [24:28] like to dive into those and [24:30] see what uh [24:32] what i can help clarify before [24:33] wednesday's meeting [24:35] i just wanted to add that the um the [24:38] condition um the car there's two [24:39] criterias and you have to have um have a [24:42] marijuana configuration or a family [24:44] member family member is defined as [24:47] mother father [24:48] uh child guardian people believe garden [24:51] or spouse at this present time you know [24:53] again the um the proposed regulations [24:56] are not finalized as a gift and you have [24:59] to um have had a business for two years [25:01] it could be a [25:02] current business it could be a [25:03] pass-through business with a net um [25:06] net profit so i wanted to be clear that [25:08] there's two um criteria that these 200 [25:11] people have to meet in order to get uh [25:13] this the dispensary and it's a turnkey [25:15] dispensary there's money set aside to [25:17] help folks um so basically they're [25:19] giving you a business um already you set [25:22] up location everything and you are to [25:25] run the business with um loans of course [25:28] that you do have to pay back for zero percent but again these are all [25:30] proposed to change once we get the [25:33] comment period and people um you know [25:35] real disagree and maybe we might have to [25:37] make some changes so they're not really [25:38] sure of that just want to add that so [25:40] yeah just a question about that so um [25:42] there's two criteria can people like a [25:45] partner can there be a partnership form [25:47] a partnership where one has the [25:48] conviction perhaps the other one has had [25:50] the business are people able to do those [25:52] kind of partnerships [25:53] in order to make that happen [25:56] you can um yeah you can do that however [25:58] the person with the conviction had [26:00] passed with the business has to be 51 [26:02] so you can do some partnerships however [26:05] the person has to have 51 percent [26:07] majority owned on the business [26:09] thank you and just to emphasize that one [26:12] point is that [26:13] the criteria for the conditional are [26:16] very different than the criteria for the [26:17] murder the um [26:20] the nine myrtle licenses so [26:23] again i just want to keep emphasizing [26:24] that i know there's some confusion out [26:26] there but um [26:27] to neverland's point they're those two [26:29] criteria you know is not found in murder [26:33] um the murder licenses they're found in [26:35] the conditional licenses [26:39] but the conditional licenses you've [26:41] already closed the public comment period [26:43] right so there really is no [26:46] ability to have additional public [26:48] comment on [26:50] that [26:51] those two criteria right that is correct [26:53] however we've just received it closed [26:55] may 31st so the attorneys have not [26:58] incorporated any of those possible [27:00] changes yet so we really can't speak on [27:02] it we just give me what's proposed but [27:04] we really can't speak on it once they do [27:06] that then we'll come out with the [27:07] finalized regulations and then that [27:09] would be the guidelines so may 31st was [27:11] the ending period but we are still [27:13] supposed to still get ready get set you [27:15] still need to get your conviction paid [27:17] there's certain things that you still [27:18] can't be doing right now to position [27:20] yourself so that you're ready when the [27:22] applications come out when you don't [27:23] mean there's certain things that you [27:24] have to show id you have to show um [27:28] proof of where you live so those kind of [27:29] things that you take time sometimes when [27:31] you're going to places to get [27:33] information so we want people to just [27:34] get ready get set and again it's an [27:36] opportunity for us to establish the [27:38] relationship because that's really [27:39] important the office of cannabis [27:41] management wants to adapt to a [27:42] relationship with the community so that [27:44] you know we could they have clear um [27:46] information right because we see a lot [27:48] of misinformation coming up so we want [27:50] to make sure that people have great and [27:51] clear information [27:54] any other questions from council members [27:56] mr palmany i have a couple questions [27:59] what's the 20 [28:00] for education to be useful [28:03] um [28:04] that is a 40 breakdown [28:07] from the campus rather than going [28:08] towards education that's going to be um [28:12] in addition to [28:14] the regular state funding going towards [28:17] um schools [28:18] as far as are you asking like the [28:20] specific what what it would be used for [28:23] or no i was just curious what that [28:25] education component is if it's for [28:27] schools if it's for [28:29] it is for public service announcements [28:32] what's it used for um for schools but we [28:34] again i think waiting for the [28:36] regulations to maybe um iron that out a [28:38] bit more [28:40] would be [28:41] good in murder it does say that it's [28:44] going towards um [28:45] education funding it's similar to the [28:48] new york state lottery system where some [28:50] of those funds are also put into school [28:53] funding as well [28:54] but again it is in addition to the [28:57] regular state funding okay and the [28:59] second question is is there going to be [29:02] money [29:03] available to communities for from what [29:06] you receive [29:07] for [29:09] training in law enforcement for driving [29:11] under the influence because that [29:12] training is very specific it's very [29:14] expensive and that's going to be a [29:16] problem yeah and i [29:19] you know i think most people realize [29:21] unlike with alcohol with a breathalyzer [29:23] you know you blow into it there's [29:26] nothing equivalent to that when it comes [29:28] to cannabis you can't blow into [29:30] something and realize if someone um is [29:33] under the influence [29:35] um so we do have [29:37] drug recognition expert training and [29:40] that will be made available towards [29:44] local law enforcement and [29:46] state law enforcement as well [29:49] and we do want to help assist localities [29:52] in getting that training done [29:55] um [29:56] so so some of that will be available [29:59] um [30:01] again it's [30:02] you know i've been asked many times if [30:04] we're moving too quickly because we [30:06] don't have the equivalent of a [30:07] breathalyzer and we do have steps and [30:09] are working with law enforcement to make [30:11] sure they can properly test and identify [30:13] individuals who may be under the [30:14] influence of cannabis but that's what we [30:17] have there is a mandate in murder that [30:20] asks the office of cannabis management [30:22] to be on the lookout for new technology [30:24] that may allow individuals to detect [30:27] cannabis [30:29] or someone being under the influence so [30:31] it is an ongoing [30:34] technology that that we're looking for [30:36] but currently it does not exist so the [30:38] drug recognition experts or the dres [30:41] um are um is really the front line of [30:44] detecting individuals who may be under [30:45] the influence and driving and it is a [30:48] similar test to what you've you know [30:51] seen um [30:52] with individuals being tested for [30:54] alcohol whether it's walking or counting [30:57] and kind of touching your nose things [30:58] like that so [30:59] um there is training and funding will be [31:02] available to local law enforcement for [31:04] that and lastly how much this money is [31:07] going to be put towards [31:09] health care since [31:11] we know there's going to be [31:13] significant increases in respiratory [31:15] disease and other things that that [31:17] result from this we do have a robust [31:21] health outreach campaign you may have [31:23] seen some of our signs wrap around on [31:25] some buses around here or on billboards [31:29] we are reaching out to you know make [31:32] sure individuals understand the um [31:35] health risks associated with this what [31:37] steps to take [31:39] we have quite a bit of information on [31:40] our website as well [31:42] including you know making sure [31:43] individuals are [31:45] locking up these products when um [31:48] so their kids don't have access to them [31:50] and [31:51] the the health outreach campaign started [31:54] i think a month ago or so i want to say [31:56] and we are trying to get the word out of [32:01] the precautions that people need to take [32:03] when dealing with this [32:05] and a lot of research as well a lot of [32:07] research in terms of public health [32:08] outcomes it's a we have a robust public [32:11] health [32:13] component to this [32:14] to get a better understanding of what [32:17] the outcomes would be [32:18] we don't really know so there's a lot of [32:20] research money being put into research [32:21] for that as well [32:24] other questions [32:26] mr wings uh so first i'd like to say [32:29] thank you for being president and i [32:30] really appreciate having this [32:31] information and i'm uh [32:33] definitely looking forward to the social [32:34] equity component and how that's going to [32:36] benefit [32:37] communities that have been [32:38] disproportionately affected by this [32:41] i wanted to expand on your one comment [32:42] about the research that's been going [32:44] into the development of murda definitely [32:47] to council member paul means point we [32:50] want to make sure this is rolled out [32:51] appropriately so can you expand on some [32:54] of those considerations to research that [32:56] are being [32:57] taken to their account [32:59] to make sure that whatever product is [33:01] finalized accurately reflects the [33:03] governor's intent with this program [33:05] so [33:06] when i spoke about research sorry when i [33:08] spoke about research i was talking about [33:10] publics i don't think i understand your [33:11] question but i was talking about public [33:13] health so about um you know marijuana [33:15] and breastfeeding marijuana and [33:17] respiratory problems i was speaking [33:18] about this research we're looking [33:20] closely in terms of public health [33:22] outcomes um so i'm not really sure if um [33:26] if that is what you're asking or you're [33:27] asking a different question so as the [33:29] regulations and taxation act is being [33:31] finalized are you looking at how this is [33:34] functioned in other states or under [33:36] other countries or and then kind of [33:38] pinpointing the equity component [33:40] what other [33:42] elements have been considered to make [33:43] sure this like intently reflects the [33:46] aims well new york state is right now is [33:49] really the leader when it comes to [33:50] social equity a lot of other states have [33:52] um fumbled um you know we're gonna we're [33:55] trying to do this right um we're trying [33:57] to make sure that we're impacted people [33:59] who are we work that we're we're [34:02] bringing in people who are impacted on [34:04] war drugs we're trying to pull back [34:06] these businesses we're doing a great job [34:07] i believe of holding back big businesses [34:10] because we're not allowing them to come [34:11] in we're allowing um people who [34:14] again who don't have a lot of money i [34:16] think that um the application fee is two thousand [34:19] dollars proposed two thousand dollars in [34:21] new york state and other states two [34:23] hundred fifty thousand i mean a lot of [34:25] money so i think that in itself is [34:27] showing how new york state is trying to [34:28] do it different um we have got a lot of [34:31] criticism about the um criteria of [34:33] having a business but again that's [34:35] proposed we don't know if that will [34:37] change if it doesn't change um the [34:39] thinking behind that is that you know [34:40] you're giving someone um [34:42] a million dollar business and so you [34:44] want to make sure that you have a person [34:46] who has the business aptitude we know [34:48] that owning a business is not easy so we [34:50] want to make sure and these folks are um [34:53] really the industry's on their back it's [34:55] very important that these individuals [34:57] are successful right because they're [34:59] gonna they're gonna fund the industry um [35:02] we are you know we look definitely [35:04] looking at other states and see what [35:05] they did what they may have done wrong [35:07] so that we could do some you know to [35:08] make sure we do it differently um i [35:10] think the micro um the nine licenses but [35:12] the micro business license is really important because it allows but [35:16] not allowing any company to come in and [35:18] own it all right we're not allowing that [35:20] you only go on one license you might do [35:21] the micro business but it's on a smaller [35:23] much much smaller scale um anything else [35:27] um [35:28] murder does mandate that we work with [35:30] other states and reach out to them so we [35:32] have done outreach to other states and [35:35] we've certainly been reading um [35:37] what other states have gone through and [35:40] where they had to recalibrate [35:42] different aspects uh specifically and to [35:45] nevaline's point [35:47] with the conditional licensing system [35:50] with the cultivators and the [35:52] dispensaries we have the potential to [35:54] leapfrog virtually every state in the [35:57] country [35:58] when it comes to [36:00] providing assistance and actual [36:02] businesses to social equity candidates [36:04] one thing we've seen in illinois and [36:06] specifically in chicago [36:08] was [36:10] virtually every dispensary right now is [36:12] owned by what we call a multi-state [36:14] operator or mso and those are very large [36:18] corporations they're in virtually every [36:20] state that has legalized either [36:22] recreational or medical [36:24] cannabis and [36:26] they're able to again when the licenses [36:29] come up they have the resources the [36:31] lawyers the money to [36:33] grab onto those license very efficiently [36:35] as other people are attempting to figure [36:37] that out so with the conditional system [36:39] we have the potential of having more [36:41] social equity candidates owning a [36:43] dispensary than other states who've been [36:46] doing this for years um so that's just [36:48] one element of what we're trying to do [36:50] and again to your point for the roll out [36:53] myrta does um ask for 50 [36:56] of the licenses to be given to social [36:58] equity candidates [37:00] and um so that's that's an automatic [37:03] built-in goal so so both of these [37:05] systems that we have [37:07] i think are very geared towards social [37:10] equity candidates again you know working [37:12] with other states we can see a lot of [37:14] the problems other states have had their [37:16] social equity programs are [37:19] built from the tax [37:20] revenue um and in order to get that tax [37:23] revenue they need dispensaries up and [37:25] running in order to get the dispensaries [37:27] up and running they go to the [37:28] multi-state operators the gigantic [37:30] companies to start funding the money [37:32] they will use for social equity [37:33] candidates we're doing this in reverse [37:35] we're using the conditional licensing [37:37] system [37:38] to start to feed money into the [37:42] new york state revenue fund and using [37:45] that fund to help with murder licenses [37:48] and we have the 200 million dollars set [37:50] aside um that governor hope will put in [37:53] her budget [37:54] um to help the conditional applicants [37:58] so i i think in a lot of ways you're [38:00] going to see us leapfrog other states [38:02] who have been doing this for years and [38:04] are nowhere near the social equity [38:06] numbers that we hope to have [38:08] by the end of the year [38:10] um so i [38:12] um yeah i think we're doing we have a [38:14] phenomenal plan which is built on the [38:18] issues we've seen in other states [38:23] thank you oh mr mayor and president i [38:26] don't think we want that sense of more community [41:54] downtown from business owners and the [41:57] apartment dwellers [41:59] andrea being with highbridge development [42:02] has the access to this and she certainly [42:05] has the energy enthusiasm and [42:07] personality so we would like her [42:09] consideration we also have phil wide up [42:12] who is here with us he's been at union [42:15] college for more than 15 years we're [42:17] blessed to have two [42:19] major schools downtown within the dsic [42:23] footprint no less [42:25] we want those young people [42:27] to become a bigger part of our community [42:30] and we want them here not only to learn [42:32] and leave but to stay and so in order to [42:35] do that we need to find more ways to [42:37] engage them through volunteering [42:39] internships and find out what what do [42:41] they want what do they want in their [42:43] city to [42:44] help stay so [42:45] phil we're hoping you can help us with [42:47] that [42:48] who is not here this evening is paul [42:51] ambrose with paul he really walks the [42:53] walk paul's building is down on broadway [42:57] and he really gets it he gets [42:59] the uh importance of doing [43:12] with [43:13] urban beautification and also place [43:15] making he's passionate he wants it [43:17] downtown here and he wants to be a part [43:19] of it and the dsic wants to be a big younger demographic of the city um [43:37] i was recently told that the j street [43:40] pub is now to the younger generation [43:43] what the manhattan exchange was to the [43:46] older people in town and she looked at [43:48] me right in the eye when she said [43:52] so mitch wants to bring new and creative [43:55] entertainment downtown that focuses more [43:58] on music not just bars not just [44:01] restaurants [44:02] he gets it we need more diverse [44:04] activities and interests uh he also has [44:08] a pet peeve for graffiti and oh we're [44:10] gonna go there mitch [44:12] so um those are the four that we were [44:15] hoping you would prove to come on board [44:18] but due respect to our retiring uh [44:22] richard and paul he just wanted to take [44:24] a moment and potential citizenship candidates [49:10] and we would do interviews and they [49:12] would appoint someone to assistant [49:15] unfortunately [49:16] we do not have a list right now we [49:18] currently have requested [49:20] a uh [49:21] an exam that's going to be [49:23] given probably in december [49:26] and by the time that is [49:28] graded and certified [49:31] probably won't be until the beginning of [49:33] 2023 the first quarter i'll open the [49:36] 2023. [49:38] in the meantime all that work still [49:40] needs to go on so the proposal is to [49:43] make a [49:45] another an additional deputy chief that [49:47] would [49:48] take up some of those duties that the [49:50] assistant chief would [49:52] be handling because [49:54] that person is not going to be an [49:55] assistant chief [49:56] he would be deputy chief [50:01] in the first next item is the amendment to the [50:55] 2022 2023 action plan allocation [50:59] an adoption of the 2022 2023 final [51:02] annual action plan this year [51:05] good morning everyone um a couple weeks [51:07] ago we brought the annual action plan [51:09] for adoption [51:10] at that time we didn't have the final [51:12] numbers from hud [51:14] um [51:14] just last i believe wednesday or [51:16] thursday we got the final numbers [51:19] overall [51:20] we [51:21] saw probably about a five thousand [51:22] dollar decrease [51:24] um but it affects each pot of money [51:26] differently so with cdbg we went down [51:29] about five percent [51:31] for the home funding we went up a little [51:32] over 11 [51:34] and for the emergency solutions grant we [51:37] went down about three percent [51:39] so the budget that we have here reflects [51:42] what we put in the public notice we [51:43] basically decreased the cdbg categories [51:46] proportionally um that's because we have [51:49] to stay within our public service cap [51:51] and administrative cap um so that's what [51:53] the budget reflects and we're here to [51:55] just adopt these amendments based on our [51:58] final allocation um from friends [52:02] questions [52:09] definitely [52:10] as a [52:11] new councilmember understanding the [52:13] amount of work that goes into making [52:14] sure the funds are dispersed [52:16] appropriately across the city is [52:17] definitely a tireless uh appreciate what [52:20] your office is doing one of the [52:21] questions i had was [52:23] as these funds are dispersed to their [52:25] specific [52:26] organizations or entities is there [52:29] auditing procedures to ensure that those [52:32] funds are used appropriately [52:34] yeah yeah so we have a program monitor [52:37] that actually works with the [52:38] organizations each year to monitor the [52:40] programs [52:42] we also get monitored by hud who comes [52:44] in and picks a select number of projects [52:46] usually each year that's going to be [52:48] happening in august um so there's a [52:50] number of different and then there's our [52:52] internal audit that happens through the [52:53] finance department [52:55] um so there's a number of different ways [52:57] that the funding is you know is is [53:01] sought over i don't know if you have [53:03] anything else to add dan [53:04] but [53:05] yeah pretty much you know every time [53:07] anybody sends a payment after we also [53:09] check in [53:10] we get verified that they [53:15] that's the one thing that's difficult [53:17] about the funds is that they're actually [53:18] they come with a lot of regulations you [53:20] know and so they're hard to spend as we [53:23] kind of see in different scenarios and [53:25] really we try to do our best to position [53:27] people and to provide updates to the [53:29] council when things change um you know [53:32] some projects are more complex than [53:33] others some things are programmed some [53:35] are more construction related so there's [53:37] a wide variation of the things that we [53:40] fund and we [53:48] [Music] [53:54] thank you [53:56] the next item is the amendment to the [53:59] cdbg contract with miracle on price [54:01] stream with dm [54:03] so this is um in relation to our [54:06] contract with miracle craigslist we have [54:08] ray frazier here tonight um from the [54:10] organization um just for a little [54:12] background um for some of our newer [54:14] members in the 2018-19 action plan we [54:17] allocated 150 000 [54:20] to the marathon craig street project as [54:22] the former carver community center [54:25] and the organization has a use agreement [54:27] with the city that was executed and also [54:30] at the end of 2019 for the parcels here [54:33] um so far a lot of work has happened [54:36] it's been a slower process due to [54:38] probing and other you know delays with [54:40] things [54:41] but the electricity has been hooked up [54:42] to the property a feasibility study was [54:45] completed there was asbestos and lead [54:47] assessments and a lot of other work that [54:48] i'm sure ray can fill you in on um [54:53] as we're reevaluating how to continue to [54:55] move the project forward and some of the [54:57] difficulties with getting the original [55:00] scope was around the mechanical [55:01] electrical plumbing um i think we're at [55:04] this point we're looking to put some [55:06] funding towards architectural drawings [55:08] working with um tap i believe that's [55:11] official [55:12] um who's gonna come in and actually do [55:14] um architectural drawings we can get [55:16] updated updated class estimates on the [55:18] project [55:20] and they have other things that are in [55:21] their scope that i'll also [55:23] allow ray to speak on but this is just [55:26] an approval asking for approval from the [55:28] city council to extend our period of [55:30] performance with the contract with mayor [55:32] cole credit street [55:33] until july of 2023 and to amend the [55:36] budget to include um what has been [55:38] attached um [55:41] as as the scope of work to complete the [55:44] use of that funding [55:46] um so i'll turn it over to ray for [55:48] anything else you want to add or [55:50] uh just to kind of catch everyone up to [55:51] speed um for some of the new faces here [55:55] um [55:56] since 2015 [55:58] we've been operating [56:00] strictly all volunteering and raising [56:02] funds on our own um funds that we raised [56:05] were from interfaith church grants um [56:09] gofundmes [56:10] um [56:11] also we got a grant from united way uh [56:14] which was directed specifically for by [56:16] poc organizations um and that's how [56:19] we've been able to fund our operating [56:21] budget uh and raise funds for our [56:23] capital budget um so [56:26] carver does have you know bills that we [56:27] have to pay every month [56:29] so those have been being taken care of [56:32] based off fundraising [56:34] um i'm sure you guys got the budget so [56:36] i'm just going to go down the list and [56:39] if you guys have any clarifying [56:40] questions feel free to ask [56:42] i do want to mention that uh two of our [56:44] board members are president we have uh [56:45] raishia turner who is our uh governing [56:48] chair and uh nick who is our board [56:51] secretary um i just couldn't make it too [56:54] short notice and we wanted to get on the [56:55] agenda as best possible so we go down [56:58] the list we have our [57:00] tap budget [57:02] which consists of [57:05] preliminary design municipal approvals [57:07] design development construction [57:09] documents [57:11] those documents will get us up to [57:13] standards to start the actual [57:15] construction phase [57:17] um as i said um [57:19] you know the condition of the building [57:21] and i encourage you know you guys to [57:23] come to a walk through just to see [57:25] um how far we've actually gone or we've [57:28] come [57:29] with just volunteer-based um labor it's [57:32] completely gutting we still have some [57:34] floors to rip up and some paint scraping [57:36] which we'll see that [57:38] we plan to hire seat center um as [57:40] volunteers for all these years is [57:42] incredibly overwhelming so we're in a [57:44] position where we need to you know hire [57:46] some help some professional help to [57:49] get us moving [57:50] um [57:51] we also have gotten three different [57:53] estimates for fencing [57:55] we've had a problem with um [57:57] parking and we need to close that off so [57:59] that we can start you know when we start [58:01] the construction and nothing's in the [58:02] way and we can protect the property [58:05] so the budget's there for that this was [58:07] a pina construction our opinion fenton [58:09] was the lowest [58:11] uh [58:12] bid so we decided to go with them as [58:14] opposed to the other two [58:16] uh [58:18] and then lastly we have [58:21] consultant work from rosa rivera now [58:23] consultant is just an umbrella work [58:25] she's really our in-house project [58:27] manager [58:28] and her duties consist of organizing and [58:30] managing a volunteer professional [58:32] construction renovation at carver [58:35] with community stakeholders [58:37] making purchases for construction [58:38] renovation supplies [58:40] we live in home depot [58:42] support development of capital expenses [58:44] budget and budget projections support [58:46] development of construction grants and [58:48] reporting networking interface with [58:50] construction project contractors [58:51] professional services and consultants [58:54] oversee current capital utilities and [58:56] systems use on site support community [58:59] engagement around construction project [59:01] support leadership development and [59:03] training of stakeholders and the [59:04] leadership of construction projects [59:07] so yeah our main focus right now is [59:09] construction so any funds that [59:11] you know we're going to spend is [59:14] for moving forward with construction [59:19] and i would just add that you know i [59:21] think getting the actual construction [59:23] documents and getting accurate cost [59:25] estimates is going to put the [59:26] organization in a better position to [59:28] you know get the additional funding [59:30] that's needed to complete the project i [59:32] think without those things it's really [59:33] difficult to move forward so [59:36] i think it's really important that they [59:37] take this step to [59:40] get that work completed to move the [59:41] project forward [59:46] so do you have a full board at this [59:48] point in time absolutely yeah so can can [59:52] this board organization [59:54] consultant be done in-house by the board [59:58] rather than paying someone that's a [1:00:00] great question no one knows this project [1:00:02] better derozan [1:00:03] no one um [1:00:05] and [1:00:06] it just makes sense for her to be [1:00:09] the site [1:00:12] operator or project or operator because [1:00:15] she knows the ins and outs you know it [1:00:17] would take a lot for it again [1:00:20] volunteering for so many years is [1:00:22] incredibly overwhelming [1:00:24] and you know it's [1:00:27] every organization has an insight [1:00:30] a project manager every single one it's [1:00:32] kind of unheard of to not have a paid [1:00:34] employee to take care of these things to [1:00:36] make sure that things are moving or [1:00:38] progressing in an appropriate manner [1:00:41] so we wouldn't feel comfortable with [1:00:42] anybody else but her because no one [1:00:44] knows the project best [1:00:46] or more i should say [1:00:48] when you're going to hire you're going [1:00:49] to hire prime contractors you're going [1:00:50] to hire a design [1:00:53] company you're going to hire [1:00:55] contractor they got to have people their [1:00:57] engineers also to see the projects [1:00:59] so why spending twenty nine thousand [1:01:02] dollars for someone to [1:01:04] tell these professionals what to do [1:01:07] well it's not really her telling them [1:01:08] what to do right [1:01:10] it's her assisting them because she [1:01:12] knows the project so any questions or [1:01:14] documents that need to be prepared and [1:01:16] any trainings that need to happen would [1:01:18] go through rosa right so again as i said [1:01:22] right now we don't have any funds to um [1:01:26] manage [1:01:27] the project or see the project correct [1:01:29] right so as i said i invite you please [1:01:32] come see it yourself to so i can speak [1:01:34] better to what i'm saying since 2015 [1:01:37] it's been us completely volunteering [1:01:38] right and we've been able to raise [1:01:40] funds to [1:01:42] pay rosa to [1:01:43] keep us afloat [1:01:45] without her it's i don't know where [1:01:46] we've been [1:01:47] but like i said the building has been [1:01:50] completely gutted under her leadership [1:01:54] and we want to keep making headway [1:02:44] probably [1:02:44] he kind of knows the guidance better i [1:02:47] don't think that it's if it's as long as [1:02:49] what we've said as long as it's directly [1:02:51] related to the management of the [1:02:52] construction [1:02:54] um it's something that is eligible [1:02:56] through [1:02:58] the public works funds um so as long as [1:03:00] it's that it can't pay for things [1:03:02] outside of that and we would you know we [1:03:05] would need the documentation in order to [1:03:07] pay [1:03:08] um [1:03:10] to pay any invoice we need you know the [1:03:12] things that show [1:03:20] well i was going to ask you you read [1:03:21] from [1:03:22] um you have all the other documentation [1:03:24] in front of it but we didn't have the [1:03:26] what you whatever you read in terms of [1:03:27] what the responsibilities for this [1:03:29] individual would do i think that's [1:03:31] important that the um we'll be able to [1:03:33] have that documentation to review [1:03:34] absolutely i did provide a contract and [1:03:37] i sent it over to kristin um and we can [1:03:40] listen since 2015 we provided everything [1:03:42] that has been asked of us and we have [1:06:01] that is a critical piece of this and i [1:06:04] think that [1:06:06] along with [1:06:07] you know the other things in the scope [1:06:09] that were provided um [1:06:12] so but yeah based on my understanding [1:06:13] there would be a construction manager [1:06:16] for the project it would most likely be [1:06:17] tap [1:06:18] yes [1:06:20] and then rosa's role is different from have [1:07:26] the cost estimate for the project and at [1:07:28] that point we would you know that's when [1:07:30] they would go out to bid and actually [1:07:33] get a construction manager on board it [1:07:34] would be [1:07:35] it would require additional funds [1:07:38] to move to that step um beyond the 100 [1:07:41] 000 that's currently um [1:07:44] that's currently left in this budget so [1:07:47] that that would you know we know that [1:07:49] once this part is done there needs to be [1:07:51] some fundraising and there needs to be [1:07:52] more money to construct the project and [1:07:54] at that point that's when [1:07:57] the construction management and [1:07:58] administration services would would kick [1:08:01] in once they're actually moving towards [1:08:03] construction [1:08:05] so so some of the description here on [1:08:07] the tab is almost similar to what you [1:08:09] just read to us [1:08:10] for the board organization consultant i [1:08:13] think it's very different are we [1:08:15] different yes i mean like design [1:08:17] development construction documents those [1:08:19] are things that we're going to be paying [1:08:21] for that people don't oversee [1:08:27] so i just mentioned that under you know [1:08:28] the responsibilities that rosa would [1:08:31] undertake and has been undertaking [1:08:34] her role is not that we wouldn't want to [1:08:37] spend money on two roles doing the same [1:08:40] thing right [1:08:41] so her role is co-managing [1:08:44] with tap [1:08:45] alongside [1:08:47] managing volunteer days [1:08:49] to continue gutting the building again i [1:08:52] encourage you to come walk through so we [1:08:54] can walk and talk so you can see all of [1:08:55] the progress that has been made thus far untraditional project if you will right [1:09:10] um [1:09:11] it's a dilapidated uh community center [1:09:14] and we've been working on it since 2015. [1:09:17] we've attained ownership in 2019 and [1:09:19] then a pandemic hit which kind of set us [1:09:21] back [1:09:22] and then now we're back on track and [1:09:24] we've been able to [1:09:25] continue to progress but it's incredibly [1:09:28] difficult to continue to progress [1:09:30] without funding this is a multi-million [1:09:32] dollar project right and we're talking [1:09:34] about 100k right now [1:09:37] and especially with [1:09:39] a position i understand your concerns i [1:09:40] don't want you guys it's just [1:09:42] frustrating because we've been at this [1:09:43] thing [1:09:44] and volunteering is overwhelming and we [1:09:46] have one employee [1:09:48] just one in in-house site manager [1:09:52] um that we would love to keep because [1:09:54] like i said no one is more passionate no [1:09:56] one knows this project better than rosa [1:09:58] no [1:09:59] so no we don't want to hire anyone from [1:10:00] seat um to do that we would have to [1:10:03] teach them everything you know they [1:10:04] would have to relearn everything all [1:10:06] over again [1:10:08] um so it makes sense for her to be the [1:10:10] person continuing to take charge and to [1:10:13] work side by side with tech to make sure [1:10:14] that they have all the things that they [1:10:16] need to progress and bring the building [1:10:18] that's called and [1:10:19] progress with the construction [1:10:21] so again whatever you guys need we can [1:10:23] provide you with [1:10:26] hi i know good thank you how much money [1:10:29] has been raised so far in fundraising [1:10:30] you mentioned through facebook and [1:10:32] grants and other things [1:10:34] since 2015 a little over 100k [1:10:37] i can get you that exact number if you [1:10:39] would like but since 2015 a little was [1:10:41] over 100k and that's like i said solely [1:10:43] based off of fundraising sure and how [1:10:45] has that been spent [1:10:47] up until this point sure um it's been with [1:11:03] like i said we have utilities that we [1:11:04] have to pay for there is electricity in [1:11:06] the building so our operating budget has [1:11:09] to be taken care of landscaping and snow [1:11:12] removal so that we don't get fined [1:11:13] during so there's you know things that [1:11:16] we have to pay for you know the budget [1:11:18] doesn't mean the funds don't just stay [1:11:19] there you know what i mean right so um [1:11:22] yeah [1:11:23] thank you of [1:11:25] ahead please um [1:11:27] just to go back to um ms rivera's role [1:11:31] sure she has been employed by miracle [1:11:34] and craig right yeah i think and is the [1:11:36] 29 000 her total salary or that's based [1:11:39] on a six-month contract so [1:11:42] that she was was had a higher salary be six months like i said then [1:12:05] you wouldn't have to figure out how to [1:12:06] you know continue funding when we get to [1:12:09] that point but and just related to the [1:12:11] construction too [1:12:12] um but yeah it's definitely less yeah okay [1:12:19] yes [1:12:20] um so multi-million dollar project [1:12:22] that's big and so we might have put this [1:12:26] 200 000 into it what's the [1:12:30] length of time [1:12:31] you plan you know on completing this and [1:12:35] that's very hard to say without funding [1:12:37] you know um i wish i could speak better [1:12:39] to it um barb couldn't be here it was [1:12:42] too short notice for her um but you know [1:12:44] she's the professional in terms of you [1:12:46] know construction and what it would take [1:12:48] to get a team in there right um but it's [1:12:50] hard to say without funding i understand [1:12:52] your passion for it yeah [1:12:55] that's [1:12:56] you know [1:12:57] i think cool um you know this this we're [1:13:01] looking at by the end of the year we [1:13:02] have the construction documents they're [1:13:04] put out you know we have cost estimates [1:13:07] and [1:13:07] you know we have a clear picture of what [1:13:10] is needed [1:13:11] um [1:13:12] and that's really the only point that we [1:13:14] can determine what's going to happen [1:13:15] from there and i think a lot of the [1:13:17] other funders that have been talked to [1:13:19] like the metroplex and the community one [1:13:21] fund they want to see that [1:13:23] before they make a commitment [1:13:25] so [1:13:26] this step [1:13:27] is critical [1:13:28] you know if it doesn't happen the [1:13:29] project doesn't doesn't move forward um [1:13:32] but i think that yeah they're very work [1:13:35] to do and [1:13:37] it's it's not an easy project it's [1:13:40] obviously going to take a lot of [1:13:41] continuous effort to get it done [1:13:44] um [1:13:47] so from the inception was this [1:13:48] individual [1:13:50] been getting paid [1:13:51] throughout the entire program say 2015 [1:13:54] all the way to today [1:13:56] one more time i'm sorry [1:13:58] getting paid all the time from 2015 so [1:14:01] no she wasn't no she was only getting [1:14:05] paid once we raised funds um well [1:14:09] so it was a lot of volunteering yeah it [1:14:11] was a lot of volunteer work so we [1:14:13] weren't just raising funds to pay to [1:14:15] rosa so again we have an operating [1:14:18] budget that we have to take care of um [1:14:21] so yeah no [1:14:24] you mentioned united with funding came [1:14:26] from united way correct that didn't come [1:14:27] until later i believe 20 just 2019 or 20 19 yeah i believe i can get you that [1:14:35] day too [1:14:36] um [1:14:38] yeah no my concern isn't like i know i [1:14:41] can speak i think everybody wants to see [1:14:42] this project up and running and complete [1:14:44] as fast as possible but we just want to [1:14:46] make sure we have the right people to do [1:14:48] the right to work we don't want it to [1:14:49] fall apart my concern is that we should [1:14:52] give this to this [1:14:54] consultant work to the project [1:14:56] management tab and let them oversee this [1:14:59] work they are i'm sure they're going to [1:15:01] put people with experience [1:15:02] who has the knowledge in engineering [1:15:04] construction to carry out to make sure [1:15:06] this project is successful [1:15:09] so i understand what you're saying i [1:15:11] feel like there's a clear [1:15:12] misunderstanding [1:15:14] on rose's role she's not going to be in [1:15:17] there [1:15:18] working with so you have to understand [1:15:20] when we hire a project manager right so [1:15:23] when we hire tap on [1:15:25] tap is going to need to be in direct [1:15:27] contact with someone who knows the [1:15:29] project [1:15:30] and who can make decisions on behalf of [1:15:32] the organization exactly in terms of [1:15:35] really anything that happens so we're [1:15:37] talking more time and more commitment [1:15:40] um [1:15:41] we're a board but again there's no one [1:15:45] who is [1:15:46] who has committed more than roseanne who [1:15:48] knows the project more in addition to [1:15:51] that we are still doing volunteer-based [1:15:53] work in the building so we are literally [1:15:56] prepping the building in safe spaces [1:15:58] where we can have community members in [1:15:59] the building continuously prepping the [1:16:02] building for construction so that we can [1:16:04] save on costs who who's organizing that [1:16:06] rosa [1:16:08] that's just one of many things that [1:16:10] she's doing you know like i said we've [1:16:11] been at this for six seven years now [1:16:14] and [1:16:14] it's a lot of time and commitment and [1:16:16] rosa is the sole person who has been [1:16:19] dedicated and committed to [1:16:21] getting us to a point where we're ready [1:16:23] to have this uh to [1:16:25] have the building being worked on [1:16:26] constructively [1:16:28] so you're telling us that rosa is not [1:16:30] currently a member of the board she is [1:16:32] not currently [1:16:37] she resigned so she was the executive [1:16:40] director in the past [1:16:43] and and now they because they the lack [1:16:45] of funding they don't that they don't [1:16:48] currently you don't currently have [1:16:50] that right so the board is kind of [1:16:52] operating to make decisions [1:16:54] and they're trying to [1:16:55] you know consult with rosa to [1:16:58] oversee [1:16:59] um [1:17:00] correct and she can't play both of those [1:17:02] positions right so we have to be ethical [1:17:05] about the decisions that we're making [1:17:06] into your point um [1:17:08] again someone who's going to work with [1:17:10] the construction company has to be able [1:17:12] to make decisions [1:17:13] um [1:17:14] for the board and has to be readily [1:17:17] available to do these things [1:17:19] um [1:17:20] but again [1:17:21] the two roles are very very different i [1:17:23] don't know how much more clear i can be [1:17:26] on that [1:17:33] budget when we awarded that project [1:27:09] this is as you can see uh we've made [1:27:12] some [1:27:13] uh changes some change orders here as [1:27:15] you see we [1:27:16] put in a bigger overhead door we [1:27:18] insulated a couple of doors we decided [1:27:21] to [1:27:22] line the ceilings with these ceiling [1:27:24] liner panels uh something that we didn't [1:27:26] think of as that [1:27:27] we lined the heated side but the [1:27:28] non-heated side but at the maintenance [1:27:30] garages we tend to leave the doors open [1:27:33] and if birds were to get into the [1:27:35] non-heated side they could get all the [1:27:37] way into the heated side and roost in [1:27:39] the in the rafters so we decided to [1:27:43] put panels there to prevent any roosting [1:27:45] of birds we also double the insulation [1:27:49] and and put some hardier partition walls [1:27:52] up just some plywood and things so the [1:27:54] total of all those change orders you see [1:27:56] is 14 000 [1:27:58] in addition you might wonder where the difference is because we're asking [1:28:01] for 45 [1:28:02] um we are also looking to have our [1:28:05] electricians [1:28:07] do the electrical service so what we [1:28:08] awarded was a building if you were to go [1:28:10] there the building is a shell [1:28:13] we actually have plumbing stubbed to it [1:28:15] but it doesn't have power yet we have [1:28:17] power at the facility but just not to [1:28:18] the building [1:28:19] our city electricians are [1:28:22] licensed and capable of doing all this [1:28:23] work they have started some but to [1:28:25] actually buy the panels the led lights [1:28:28] the outlet boxes and things like that [1:28:30] we need to appropriate the money over [1:28:32] it's something we didn't anticipate we [1:28:34] have a pretty healthy reserve in our [1:28:36] capital project [1:28:38] so we're saving a lot of money in labor [1:28:40] so this money will be put into [1:28:42] essentially a supply line where then [1:28:44] we'll build and they'll go to one of the [1:28:46] local stores and we'll buy the supplies [1:28:49] to put into the building and something [1:28:50] that we'll do over the course of the [1:28:52] summer [1:28:54] so this is going to be done in house [1:28:56] the electrical work is going to be done [1:28:59] in-house uh with the exception of the [1:29:01] connection which we're going to work [1:29:02] with national grid on and then the [1:29:03] change orders that is with the [1:29:05] contractor um and and they'll be he'll [1:29:08] be installing all those things actually [1:29:10] a lot of them are ordered and ready this [1:29:11] is just and you know [1:29:13] it's just difficult because we keep [1:29:15] you know you've seen our operating [1:29:16] budget we keep our operating budget um i [1:29:19] would say then you know we put in there [1:29:21] what we need we don't put in there a lot [1:29:22] of fluff we do keep money in our capital [1:29:24] reserves and in our others uh so when we [1:29:27] need access to that money [1:29:29] you see me okay [1:29:31] so it's transparent i guess in a way [1:29:32] that you know we do also recognizing the steps that our [1:30:18] community individually has been making [1:30:19] to [1:30:21] actively work to make sure we're [1:30:23] protecting the safety of not only our [1:30:24] students and our high schools and [1:30:26] our other academic institutions but also [1:30:29] making sure that we're recognizing the anguish that exists outside the [1:30:34] city's connectivity and also talk to uh [1:30:36] some of the power that's required [1:30:39] um of individuals to pick up their very [1:30:41] good platforms [1:30:43] and and use their voices for good so [1:30:46] i think i was getting too preachy at the [1:30:48] end um [1:30:49] but definitely it doesn't take someone [1:30:51] very very hard or long to recognize the attachments to why gun [1:30:57] violence needs to be addressed i know we [1:31:00] are at the local stage and i'm not [1:31:03] proposing that i'm not promoting that we [1:31:06] try and [1:31:08] reach out to the state legislators but i [1:31:10] think as a community we need to send a [1:31:11] powerful message that this is something [1:31:13] that is [1:31:14] not going to be tolerated in our [1:31:15] communities and that we need to be like we said warping [1:38:20] contract 2022 paving uh my apologies for [1:38:24] getting it to be filled now but i wanted [1:38:26] to get something together that's also uh [1:38:28] to give a summary of what we've been [1:38:30] doing because to someone in schenectady [1:38:32] they may wonder how we're awarding the [1:38:34] paving program we've been paying them [1:38:35] all year [1:38:36] so what we've been doing is this is a [1:38:38] list of all the paving that we were [1:38:40] wrapping up this year because our paving [1:38:42] program went out late last year so as [1:38:45] you see uh we've already done almost [1:38:47] seven and a half miles of road this year [1:38:50] we have also started [1:38:52] actually we're starting next week what [1:38:54] we're calling the cdbg paving program [1:38:56] which is the list here [1:38:58] these are cgpg fun page roads [1:39:01] which is a mile these are specific to [1:39:04] our focused neighborhoods primarily [1:39:06] around hamilton hill [1:39:08] so this project will be getting started [1:39:10] in june and then the project which we [1:39:12] are actually looking to award today is [1:39:15] actually the third sheet which says 2022 [1:39:18] chips program [1:39:20] which is five miles um five miles for [1:39:23] similar amount of money [1:39:25] prices have gone up for asphalt also a [1:39:28] big chunk of this one is eastern [1:39:30] which is a long road um we estimates did [1:39:33] come in where we thought they would [1:39:35] and we are comfortable with the number [1:39:37] that we got the contractor is the same [1:39:39] contractor that was working [1:39:42] on our 2021 project in the city of [1:39:44] schenectady um we also had a second bid [1:39:48] from callan and kalanine is doing a lot [1:39:50] of our federal work right now so you [1:39:52] will see [1:39:53] at kalani [1:39:53] not wendell you'll see counting in [1:39:55] around city hall callanan was on [1:39:57] broadway and broadway roosevelt and city [1:40:01] hall they are not included in these [1:40:02] lists because [1:40:04] it's just another project and it's [1:40:05] another list so we have a lot going on [1:40:08] in the city right now [1:40:10] um the big project i know we've been [1:40:11] getting a lot of complaints on it was a [1:40:13] ten night for 2022 and we are [1:40:16] looking to do uh [1:40:18] tennis [1:40:19] in mount pleasant that is a main side [1:40:22] street i would call it the problem with [1:40:24] tennie is it's one of those streets [1:40:26] where not many people live on it goes through and everybody lives on [1:40:30] the cross streets so it's always kind of [1:40:32] been neglected [1:40:33] but national grid has been in there we [1:40:35] have had a lot of complaints about the [1:40:36] condition of tenik so that is on there i [1:40:39] know that some people will be happy [1:40:40] about that [1:40:41] and in addition we have other streets [1:40:43] that we are working on we're doing them [1:40:45] separately again [1:40:47] so i'll just give you a heads up we are [1:40:49] looking to put a contract out in the [1:40:52] next month [1:40:53] to rip up and replace all of the [1:40:55] concrete near the michigan avenue [1:40:57] baseball field [1:40:58] [Music] [1:40:59] that interchange is falling apart we are [1:41:02] contemplating with the cost of asphalt [1:41:04] if we put concrete back or not so we're [1:41:06] doing a little cost benefit similarly [1:41:09] over by grandview concrete [1:41:11] on altima [1:41:13] we have a section there that is in bad [1:41:15] chase [1:41:16] we're [1:41:17] looking at that section and then we are [1:41:19] looking at doing a slight road widening [1:41:22] at gulf road and route seven [1:41:25] um because if you're familiar with gulf [1:41:26] road route 7 right by the babe ruth [1:41:28] field it is essentially one and a half [1:41:31] lanes wide depending on where a car goes [1:41:34] so we're working with the dlt and making [1:41:35] it officially two lanes a straight left [1:41:38] and a right we really think that's going [1:41:39] to improve traffic flow [1:41:41] to have that there so that's going to be [1:41:43] another contract that's coming [1:41:45] this is a little bit more vanilla we did [1:41:48] not want to [1:41:49] kind of mix up a large project with a [1:41:53] mill and fill project but i just wanted [1:41:55] to give you a heads up that that is [1:41:56] coming as well [1:41:58] so [1:41:59] is there any questions i [1:42:01] you know feel free to ask um this [1:42:02] project is all chips money chips is our [1:42:06] state assisted money you'll be hearing [1:42:08] about it a little bit because we got a [1:42:10] little bit more chips money so [1:42:32] um if you remember when they did part of [1:42:35] the crosstown group seven they had [1:42:36] pre-poured [1:42:39] this last slab [1:42:41] is that something that we could do and [1:42:43] maybe it'd be a little bit more cost [1:42:45] effective [1:42:47] i haven't seen it done much with the [1:42:49] prequel i mean whenever we're doing it [1:42:51] i have seen it done we were looking at a [1:42:53] raised intersection in a couple areas [1:42:55] where they do put panels in to save time [1:42:57] with that but i haven't seen it done [1:42:58] with roads because they now make very [1:43:01] efficient actual concrete machines to [1:43:04] pour roads where the trucks come and do [1:43:06] it i'm not saying it can't be done [1:43:08] but uh usually you're they're poured in [1:43:11] place or they're whether that but for sections yes i have seen panels and [1:43:16] we were looking at doing that that's why [1:43:18] just like brandywine avenue um we put [1:43:20] that out to bid if anybody was wondering [1:43:22] whatever happened to brandywine avenue [1:43:23] that's been you know kind of out there [1:43:24] for a while we put it out to bid and it [1:43:26] came in over almost 100 of the budget [1:43:29] and a lot of that was the precast panels [1:43:31] and everything associated with a raised [1:43:34] intersection so we're going to try [1:43:35] moving forward with that as an alternate [1:43:37] because [1:43:38] at the time race intersections were kind [1:43:41] of something that everybody was like you [1:43:42] know how does this work and they're [1:43:44] found to be effective but not half a [1:43:46] million dollars effective there's other [1:43:48] things that we can do that are better [1:43:50] for taxpayer dollars so we'll be doing [1:43:52] that but i'll look into it but we're [1:43:53] really trying you know the mayor and i [1:43:55] have had a conversation about where that [1:43:57] tipping point is with asphalt and and [1:43:59] concrete roadways there's plenty of [1:44:01] studies out there [1:44:03] yeah and the problem with the roadways [1:44:04] that we have right now they're older and [1:44:07] they're hard to patch we just look at it [1:44:09] each [1:44:10] hole that you see would need to be saw [1:44:11] cut into a square [1:44:13] and then repaired and then there's [1:44:15] cracks and so we went started we just [1:44:17] said you know what we've gotten our [1:44:18] money out of this road but especially [1:44:20] the michigan ave intersection i mean we [1:44:22] get a lot of cars that come through [1:44:24] there every day and we really need to [1:44:26] you know put our best foot forward on [1:44:27] that one but that's not this this is big [1:44:30] with the road [1:44:32] unless i get my project screwed up here [1:44:34] uh with the road that you said you were [1:44:36] going to tear up [1:44:37] uh have you looked at the numbers for [1:44:39] making that cement instead of asphalt [1:44:43] which road the one i don't remember you [1:44:45] went through so much michigan [1:44:51] because yeah those are their sections [1:44:54] they're high volume um especially [1:44:56] michigan probably not ultimate when we [1:44:59] get to it because altamonte is just such [1:45:01] a simple straight line shot [1:45:04] um but with the michigan one definitely [1:45:06] a lot of turning movements a lot of [1:45:08] trucks well we're definitely gonna we'll [1:45:10] reconsider what we're doing there [1:45:12] so this is the this is the pavement [1:45:13] program here i just wanted to give [1:45:15] everybody all the information [1:45:17] any other questions [1:45:24] so i know previously uh you mentioned [1:45:27] that you're unfortunately at the expense [1:45:29] of having managers so having enough [1:45:31] engineers to facilitate these projects i [1:45:33] know for me before getting on the [1:45:34] council you would assume it's funding [1:45:36] but i know your office does really well [1:45:38] at acquiring grants is there ever a [1:45:40] position where you get to the end of the [1:45:41] fiscal year you have to return money or [1:45:43] do you project that you'll be able to [1:45:45] spend down um the chips money that we [1:45:47] can do so the chips money rolls over [1:45:49] okay so [1:45:50] we're we're fortunate in that um but [1:45:52] what ended up happening was during covid [1:45:54] we actually got some of our money but we [1:45:56] weren't really spending it so we ended [1:45:58] up with a little bit more than we would [1:45:59] have so now we have it and also as [1:46:01] you've awarded before we're getting this [1:46:03] touring wrap money which is the second [1:46:05] year of that so uh no i mean what i am [1:46:07] doing is you know i am using chips money [1:46:09] for [1:46:10] many more things than i've ever used it [1:46:12] before i have now [1:46:14] we're doing designs for [1:46:18] maybe almost a dozen different roadway [1:46:20] areas we're doing signal replacement [1:46:22] designs roadway designs and we're using [1:46:24] chips money to pay for all that because [1:46:26] it's eligible [1:46:27] and so um for instance this interest [1:46:29] this interjection while we were out [1:46:31] there at hamburg and um altima you know [1:46:34] kind of by that pizza shore and the [1:46:36] point of auto repair [1:46:38] the signal is terrible you know and it [1:46:40] was like you know what if we're going to [1:46:42] be here so separately looking at the [1:46:43] signal which is chip's electricity you [1:46:45] know so we're going to do is it can be [1:46:47] done separately but we're going to do [1:46:48] the signal because if anybody's driving [1:46:50] up broadway and guilderland we did that [1:46:52] intersection over and it's been really [1:46:54] successful and that hamburg intersection [1:46:56] is very similar in geometry to that so [1:46:58] we're going to look at replacing all [1:47:00] that there's you get to the point where [1:47:01] the auto storage you'll notice that you [1:47:02] actually can't cross [1:47:04] it's just there's just a point and then [1:47:05] you're just supposed to cross on your [1:47:06] own so we're going to make that so you [1:47:08] can actually cross flip the pet heads [1:47:10] there but that's all in design so yeah [1:47:11] we're [1:47:12] we are using the chips money as fast as [1:47:14] the staff can and we're also paying a [1:47:16] lot of consultants and we have you know [1:47:19] we're using consultants to supervise [1:47:21] this so we have a consultant [1:47:24] all day when the consult when they're [1:47:25] out there looking at each one you know [1:47:27] they're taking slips they're making sure [1:47:28] the projects are getting built to spec [1:47:30] if there's questions they're calling and [1:47:32] then my assistant's going out to meet [1:47:33] with them or with mike cerrone or paul [1:47:35] so there is a lot of coordination going [1:47:37] on and all that is chip's eligible [1:47:39] thank you green [1:47:40] since you're talking about that also you [1:47:42] might want to mention francis and willit [1:47:45] was down there [1:47:47] with that intersection oh the [1:47:49] intersection the intersection [1:47:50] yeah great project [1:47:52] okay so like we can go on about this all [1:47:55] day [1:47:56] francis and that that intersection was [1:47:59] one of our best projects we got rid of a [1:48:01] just completely obsolete intersection [1:48:04] that had no business being in a [1:48:06] neighborhood we removed almost 40 [1:48:08] percent of asphalt we increased our [1:48:10] grass and what we are doing is we're [1:48:12] working with another consultant on chips [1:48:14] and we are as part of the craig maine [1:48:16] kind of overall plan for mount pleasant [1:48:18] we're now looking at uh forest in maine [1:48:21] and forest and holland because those are [1:48:23] similar very large odd intersections [1:48:26] near a school so we're looking to narrow [1:48:28] those up as well yeah we really think [1:48:30] that forest is yeah and what with the timing of couldn't have been better [1:48:35] because i am nervous about when the [1:48:36] bridge is completed [1:48:38] um the speeds on the bridge [1:48:40] prior to it being repaired were high [1:48:43] and so we are concerned about that [1:48:45] bridge being [1:48:46] you know fast and so having that stop [1:48:48] sign there and that hopefully that helps [1:48:50] to slow but [1:48:51] that bridge [1:49:21] by the governor called pop favor [1:49:23] potholes it is a additional allocation [1:49:26] of state money that will go into our [1:49:29] trips account [1:49:30] so it is [1:49:32] no different than emergency winter [1:49:33] recovery paid new york or the new york [1:49:36] state touring money it is just the [1:49:37] latest acronym [1:49:39] so this will go into our pot of money to [1:49:42] go for our projects [1:49:44] and um you know we welcome any new money [1:49:46] that we get [1:49:49] any questions i'll move this second all [1:49:52] those in favor [1:49:54] and uh [1:50:16] the block who's organizing everything [1:50:18] i did not have time to include this but [1:50:20] she did send it to me i made enough [1:50:22] copies for everybody which is you know [1:50:24] their petition which is really the first [1:50:25] start and andrew i don't know if you had [1:50:27] time to [1:50:28] review everything but uh you know that's [1:50:30] really the first part of it is the [1:50:32] petition of the residence and she has on [1:50:35] here you know [1:50:36] the percentages the church [1:50:39] is the former church and the historic is [1:50:41] the historic society museum that exists [1:50:44] so [1:50:45] the issue with those two particular [1:50:48] properties and why she has those [1:50:49] highlighted is that [1:50:51] the church and the historic society have [1:50:53] sidewalks that are compliant [1:50:55] the church itself actually has a nice [1:50:57] curb and a sidewalk um [1:51:00] so [1:51:01] they aren't interested in paying [1:51:03] to have their sidewalks replaced because [1:51:05] they have sidewalks that are in good [1:51:07] shape [1:51:08] however in order to successfully [1:51:10] complete the project to the level that i [1:51:12] think everybody at this table wants to [1:51:14] see [1:51:15] i do think it's going to be necessary to [1:51:16] take out at least the churches because [1:51:19] it is extremely high compared to the [1:51:21] notes of the road because they built up [1:51:23] when we're probably going to take the [1:51:24] road down [1:51:26] and so the two action items that i kind [1:51:29] of wanted to discuss with you [1:51:31] is one [1:51:33] the possibility of [1:51:35] setting this program up similarly we [1:51:38] have in the past which is [1:51:40] at a rate [1:51:42] and not based off of market value [1:51:45] and second [1:51:47] that we would be okay with in principle [1:51:50] the city [1:51:51] um bearing the cost of replacement of [1:51:54] that compliant particular sidewalk [1:51:57] so that we can do the project uniformly [1:52:00] so i included in here to camp avenue [1:52:02] it's the last page to camp in hartsley [1:52:04] we did them similarly but the camp is [1:52:06] more closer in a project [1:52:09] to north college because it was with [1:52:10] curb [1:52:11] um and what you'll see is you know we [1:52:13] set a price we said it was 55 44 [1:52:16] uniformly applied it now i'm not saying [1:52:19] we set the price at 55.44 this was a [1:52:21] couple years ago and i know everyone's [1:52:23] aware there's inflation and costs but i [1:52:25] think it would be better for [1:52:28] the residents [1:52:29] and for us pushing it if we were to [1:52:32] set a number [1:52:34] and this i hate to use the subsidy [1:52:36] program but essentially be is these [1:52:38] neighbors and these residents of the [1:52:39] street are willing to put forward this [1:52:42] amount of money as degree and then the [1:52:43] city will you know i've already you know [1:52:46] we pay for the curb already we pay for [1:52:47] the pavement already um the only part [1:52:50] that i included that gets a little [1:52:52] complicated is as you see in some of [1:52:54] yours the you know behind the curving [1:52:56] behind the sidewalk i'm sorry and some [1:52:58] of the other areas [1:53:00] this is a very complex project but i [1:53:02] know that not only the residents but the [1:53:05] members of the stockade association are [1:53:08] very interested in seeing you know this [1:53:10] is their stockade streetscape plan [1:53:12] really interested in seeing this being [1:53:13] their first [1:53:15] uh step at it [1:53:16] so [1:53:19] questions comments how we can how we can [1:53:21] sexually do this [1:53:23] um [1:53:24] so um miss brunkel has been working on [1:53:27] this [1:53:28] very diligently for quite a long time [1:53:32] because of the complexity of the project [1:53:35] as mr wallins spoken about it has taken [1:53:38] a long time um [1:53:42] i would the stockade association is very [1:53:45] much in favor of this i'm sure they'll [1:53:47] be out [1:53:48] at a meeting to speak in favor [1:53:51] um [1:53:51] but i would encourage us to try to move [1:53:54] forward with this [1:53:55] we have set aside [1:53:57] a chunk of money i believe there's [1:53:59] several hundred thousand dollars 550 000 [1:54:02] left in the program left in that program [1:54:06] it would enable us to do this [1:54:09] and to mr long's point i think it would [1:54:12] be [1:54:12] beneficial to set a [1:54:15] price and [1:54:16] perhaps a proportion of what the prices [1:54:19] were [1:54:20] when we did parsley and those [1:54:23] and we can get that percentage and do [1:54:25] similar for [1:54:27] these individuals because the road was [1:54:29] just paved it looks beautiful it gets a [1:54:31] lot of pedestrian it was not we did not [1:54:34] pave this particular block yet oh all [1:54:36] right we actually stopped okay because [1:54:38] we didn't want to pave it and then rip [1:54:40] it off right it does get a lot of it [1:54:42] does get a lot of pedestrian [1:54:44] usage um and it is a [1:54:47] actually a very key component of the [1:54:50] walkability of the stockade association [1:54:54] believes this is one of their most [1:54:56] traversed by pedestrian corridors [1:54:58] because it is the gateway from union and [1:55:01] then people trying to get to the parks [1:55:04] and so this is the route you would take [1:55:06] i don't know the situation that led to [1:55:07] it but the second block has been done uh [1:55:11] it is in much different condition than [1:55:12] the first block but the first block is [1:55:16] i guess the word would be like a [1:55:17] potpourri of different things it is you [1:55:20] know era of houses setbacks uh curb [1:55:23] reveals and it is not the camp it is not parsley it [1:55:27] is a unique beast unto itself which is [1:55:30] why you know i think you know if we [1:55:31] could set that value and then understand [1:55:33] that it's going to that target's going [1:55:35] to move a little bit as we go to try to [1:55:37] get the the product to look like what we [1:55:40] want it to look like i don't think this [1:55:41] is something where we want it to look [1:55:43] like quilt work necessarily [1:55:46] leaving things [1:55:47] because it is such a gateway [1:55:49] and i would have to work with the [1:55:50] stockade association [1:55:52] and the residents about [1:55:55] just how the street is going to be put [1:55:57] together when we do it there's some [1:55:59] options that we have which would be you [1:56:01] know do we try to [1:56:03] limit the green space and increase the [1:56:05] width do we want to [1:56:07] keep the width and hold the green space [1:56:11] and there's some of the pictures i have [1:56:12] here you know there's trash cans there's [1:56:14] a lot of [1:56:15] it's an urban stockade it's a little bit [1:56:17] different it's very much different than [1:56:19] the other projects that we've done in [1:56:20] the past [1:56:22] um would this require taking any trees [1:56:24] down [1:56:25] yes there would be what the trees that [1:56:27] are coming those trees that you see in [1:56:29] this picture obviously [1:56:31] so these trees right now as it's [1:56:33] currently constituted will not have curb reveal [1:58:17] and if i do that the chance is i'm gonna [1:58:19] have a 10 inch reveal here and we don't [1:58:21] want that whereas out here see i don't [1:58:24] have any reveal i could make uh we [2:02:17] had the problem and we subsidized [2:02:19] portion of this it was not sell [2:02:22] correctly across the city people were [2:02:24] complaining about why am i paying for [2:02:26] the camp taxpayer paid for the camp or [2:02:29] parsley [2:02:30] those residents should bear the entire [2:02:33] cause [2:02:34] yeah [2:02:35] i'm not an elected official my argument [2:02:37] always is that these are residents that [2:02:39] are putting skin in the game [2:02:42] you know i mean this is not this is not [2:02:43] free you know if they were to put it in [2:02:45] this is this you know sixty five dollars [2:02:47] times forty feet you know it's what is [2:02:49] that twenty three hundred out you know [2:02:50] that we're we're not giving things away [2:02:52] but we're trying to subsidize to try to [2:02:53] make the program work and you know mr [2:02:55] palmini's been working on this for years [2:02:57] we've been trying to come up with some [2:02:59] way to improve our sidewalks so that is [2:03:02] it i mean [2:03:03] prior to mayor mccarthy's administration [2:03:04] remember it was a lottery you know like [2:03:07] for instance [2:03:08] wright avenue got all brand new [2:03:09] sidewalks for free and to camp where i [2:03:12] am we'd pay you know i get an assessment [2:03:14] every year so how did that get decided i [2:03:17] just wanted new sidewalks and it seemed [2:03:18] like a good program because it was done [2:03:20] uniformly [2:03:21] um but i understand that from from that [2:03:23] but that's what [2:03:24] yeah [2:03:26] well no i [2:03:31] so when um i think i think that's the [2:03:33] old holy cross church and countertrove [2:03:35] whatever so when they went ahead and did [2:03:37] their sidewalks i'm assuming they had a [2:03:38] permit and [2:03:40] why didn't someone at that point just [2:03:42] wanted to know that [2:03:44] so i don't know when they when they did [2:03:46] it now number one is that the current [2:03:48] owner didn't do it so i can't ask them [2:03:50] the church did it but what they did is [2:03:52] they put in the curb and they put in the [2:03:54] sidewalks per our plan based off the [2:03:56] road but they didn't do it based off [2:03:58] across the street [2:04:00] you know they didn't do it based off of [2:04:01] anything else so [2:04:02] i think in hindsight yes they shouldn't [2:04:05] have they should have put the curb in at [2:04:06] two inches [2:04:08] but uh i i think that's that is [2:04:10] difficult i mean and that's why i [2:04:12] included you know just so you guys so [2:04:14] you see you know this this picture right [2:04:16] here the first picture this is the curb [2:04:18] reveal across the street from the church [2:04:20] you know it's it's smooth so that's [2:04:23] where and then and that that step [2:04:26] right there that is one of my control [2:04:28] points so i have to build almost the [2:04:30] entire road [2:04:32] i have to build the entire road based [2:04:33] off of that step [2:04:35] because if i go too high and i pitch [2:04:37] water into that window [2:04:38] that and we had that issue at the camp [2:04:40] where we were being a little too [2:04:42] stubborn to our city specs [2:04:45] and we started pitching water [2:04:47] and so now everything revolves around [2:04:48] water we have to get the water where it [2:04:51] needs to go because it results in a lot [2:04:53] of reworking complaints but the idea of [2:04:56] subsidy that's for you guys i mean we could say [2:04:59] no when we can pass it right to them [2:05:00] that's perfectly acceptable it's just [2:05:03] it's a big variable that i don't have i [2:05:04] can't give anybody a number based off of [2:05:06] the bid right now [2:05:08] miss patrick so if i hear what mr [2:05:10] mcveiron is saying and certainly we did [2:05:12] have um conflict when uh [2:05:15] we ended up [2:05:17] we were going to have to charge the [2:05:19] residents of um to camp and artsley more [2:05:21] than we had originally told them but i [2:05:23] think in this instance [2:05:25] we'll have a realistic price hopefully [2:05:28] that that mr wall will be setting but if [2:05:30] we go into it understanding that we [2:05:32] might have to subsidize on the other end [2:05:34] if that [2:05:35] estimate [2:05:36] uh ends up being a little low would be [2:05:39] communicating that in advance to the [2:05:40] residents so i think we would avoid the [2:05:42] problem that we had before so i want to [2:05:45] thank mr paul many for working so [2:07:06] should really [2:07:08] look to try to do and try to help out [2:07:10] residents with their sidewalks because [2:07:12] they are so expensive and [2:07:14] costs have gone up and [2:07:16] we have that 500 something 000 set aside [2:07:19] for this purpose [2:07:21] and to your point regarding the trees [2:07:23] it's an excellent point [2:07:25] but i believe the stockade has a tree [2:07:29] program [2:07:31] in place so that would kind of fix some [2:07:34] of that [2:07:36] all right so [2:07:38] mr rivera [2:07:39] so can we go to the homeowners with an [2:07:42] estimated price and let them know that [2:07:44] when the final bid [2:07:45] comes in [2:07:46] there will be a revised price and the [2:07:48] cost will pass pass on to [2:07:51] the difference with a revised [2:08:40] could july cdbg funding that will set [2:08:42] aside and they also push in that subsidy [2:08:45] right in the car should pass on directly [2:08:48] to all the homeowners because the same [2:08:49] thing we had done for the [2:08:51] central parkway we passed on the [2:08:53] estimate we didn't tell them there was [2:08:56] going to be any subsidy so they put it a [2:08:58] hole right now trying to [2:09:00] get the additional homeowners on board [2:09:02] and everybody board with that price that [2:09:04] estimated price that was presented [2:09:06] and we did not tell them that we're [2:09:07] going to subsidize the camp i'm sorry [2:09:09] central parkway okay so we wanted to [2:09:12] appear across the shore central parkway [2:09:14] has uh i understand that but i don't [2:09:16] remember that uh even coming to the uh [2:09:20] public hearing [2:09:21] and to allow for a discussion to [2:09:24] subsidize that price no mr wally give us [2:09:26] an estimate to present [2:10:27] like i guess we you know [2:10:28] um is that these are people that are [2:10:31] they're putting skin in the game to get [2:10:33] something back the only issue i can see [2:10:35] as a taxpayer is if you were happy to be [2:10:37] on the street where you wanted to do it [2:10:39] but the street wasn't amicable to do it [2:10:41] so you got caught in a catch 22 because [2:10:44] we're not looking to do individual [2:10:46] properties right so then that person can [2:10:48] be shut out of the program right [2:10:50] there i could see some conflict but i [2:10:52] can get a bid i can put this i mean it's [2:10:55] going to take me a little while if [2:10:56] that's the direction we want to do [2:10:57] because this is a like i said we're [2:10:59] going to need a i'm going to need a [2:11:00] design on it but if we want to go that [2:11:01] right it's fine are we okay with these [2:11:03] numbers moving forward because these are [2:11:05] the numbers that you know the [2:19:26] there are different caveats as to what [2:19:29] makes [2:19:30] a polarity [2:19:32] and they have stipulations such as [2:19:34] living within the city uh having [2:19:35] published various works [2:19:37] and then also demonstrating a commitment [2:19:39] to be behind the artwork of of being a [2:19:42] poet uh and being over the age of 18. [2:19:45] so some of the reasoning as to why [2:19:47] electing this type of position i think [2:19:49] as we [2:19:50] spoken and then actually had discussions [2:19:53] about sros it's understanding the [2:19:56] importance of working collaboratively [2:19:57] with our school district and definitely [2:19:59] this position there can be expectations [2:20:01] put in place to help support literacy [2:20:03] efforts [2:20:04] within the city and also combining this [2:20:06] individual to work with [2:20:08] libraries [2:20:09] and functioning as a city official to drive [2:20:16] being aware of programs or projects [2:20:19] partnering with those individuals and [2:20:21] advocating for [2:20:23] poetry [2:20:25] just trying to keep my thoughts together [2:20:28] so [2:20:29] i saw this position [2:20:30] honestly just being able to collaborate [2:20:33] um across our libraries uh with our city [2:20:36] with our school districts and um being [2:20:39] able to formalize a process for [2:20:41] nominating this individual [2:20:44] i definitely have come across a lot of [2:20:46] individuals that [2:20:48] embrace the art form of being poets and [2:20:51] i think as we intentionally deal with [2:20:54] incidents such as gun violence i think [2:20:55] taking the moment to recognize the [2:20:58] talent that exists within our [2:20:59] communities [2:21:00] to allow this position to [2:21:02] function [2:21:03] collaboratively with the city council [2:21:06] kind of serving more or less you have [2:21:08] individuals that all don't believe in [2:21:10] god so i think having a position that during our ceremonies is able to [2:21:16] read a poem or so that captures the [2:21:18] essence of an unveiling or [2:21:22] of whatever [2:21:23] ceremony comes [2:21:25] before the council i think this can be [2:21:27] an opportunity for us to just provide an [2:21:29] outlet [2:21:30] for this individual [2:21:34] okay [2:21:34] so um mr williams tell me about this i [2:21:37] told when i think the first time i got [2:21:39] uh when i was sworn in i actually had [2:21:42] someone they wrote a problem for me so [2:21:43] you know i have a real polar glory but [2:21:45] that's supposed to be every guy so um [2:21:49] do you is there what if there's a [2:21:50] methodology for [2:21:52] you know how to go about this is it [2:21:54] something that needs to [2:21:56] um be part of our code [2:21:58] how does this [2:21:59] happen [2:22:00] based on what your understanding is from [2:22:02] other places that they have it so this [2:22:03] would more or less be just a discussion [2:22:06] item now to see if the interest from the [2:22:08] council is to embrace this uh very much [2:22:09] it'd be a nominated a nomination so an [2:22:12] individual would come before us [2:22:14] either being self-identified or being [2:22:17] recommended by someone else [2:22:19] we would need to put in place a [2:22:20] committee again i think would be [2:22:22] important to have an advocate from the [2:22:24] library to have an advocate from the [2:22:26] school district to also include a [2:22:29] member of the community [2:22:30] and these individuals would kind of [2:22:32] monitor this role [2:22:34] but there could be various expectations [2:22:36] with uh how many public forums or events [2:22:38] that this individual was meant to host [2:22:40] uh how many uh readings they would need [2:22:42] to come before the council with uh so [2:22:44] again this being a new position we could [2:22:46] make it whatever we wanted to but again [2:22:48] this would be someone that could come to [2:22:50] our council meetings um introduce a poem [2:22:53] based on a special item that comes comes [2:22:56] up uh or they can just be a quarterly [2:22:59] accordion but it honestly can be a [2:23:01] little bit like it [2:23:04] were you considering [2:23:06] that [2:23:07] this person would receive an honorarium [2:23:09] because there would be the expectations [2:23:11] i'm familiar with this position [2:23:14] especially through the new york state [2:23:16] writers institute which is the [2:23:18] organization that names the poet [2:23:20] laureate and the writer [2:23:22] the state writer [2:23:24] and they have a big ceremony every year [2:23:26] in which they do that [2:23:27] there is a lot of expectation in terms [2:23:29] of when i think about [2:23:31] some of the previous united states [2:23:32] politics for example they either did you [2:23:35] know weekly poetry that would be in the [2:23:37] newspaper or [2:23:39] certainly working [2:23:41] with [2:23:42] youth [2:23:43] to try to increase literacy so [2:23:47] it does have work that will come with it [2:23:50] and i was wondering [2:23:51] about an honorarium i'm also wondering [2:23:53] if you've spoken to the libraries or to [2:23:56] the library or to the school district to [2:23:59] assess their interest in in this is the [2:24:01] school district [2:24:03] obviously the mission of the library [2:24:04] system is literacy um it's something [2:24:06] that's part of the both the adult [2:24:08] librarian as well as the youth services [2:24:10] librarian's job [2:24:13] but also within our school district [2:24:15] there's a huge [2:24:16] literacy [2:24:17] uh [2:24:18] area [2:24:20] i just [2:24:20] blanked on the name of the woman that is [2:24:22] our literacy coordinator for the school [2:24:24] district [2:24:25] so i think you know i just was wondering [2:24:27] if you'd had an opportunity to talk to [2:24:29] any of them [2:24:30] about this [2:24:32] so i'd say uh to your live point i think [2:24:34] it's important as a council that we're [2:24:36] all on the same page i never want to get [2:24:37] ahead of myself and also kind of speak [2:24:39] for a topic that the council hasn't been [2:24:41] able to [2:24:42] dialogue over so definitely this is the [2:24:44] first time i'm bringing it up as you [2:24:46] mentioned there are advocates that exist [2:24:48] in those other areas that are doing this [2:24:50] work so i think putting it in place [2:24:52] around an actual role [2:24:55] similar to your previous point of view a [2:24:57] lot of expectations that's why i think [2:24:59] it's important to have those [2:25:01] requirements of you're already doing [2:25:02] this work you're already posting and [2:25:04] being visible in public you already have [2:25:06] a number of works already published you [2:25:08] want to kind of empower an individual [2:25:10] that's already in place this very much [2:25:12] is not a position for someone who is [2:25:14] thinking about becoming the poet you're [2:25:16] very much looking at someone that is [2:25:17] already a pillar in the community and [2:25:19] using this as a title of his designation [2:25:21] to assist them in their efforts i don't [2:25:23] know if you would recommend or [2:25:25] referencing a [2:25:26] moratorium with like compensation um [2:25:29] or an honorary with compensation uh i [2:25:31] think [2:25:33] mr ferrari whenever you talk about like [2:25:35] adding a budget line out of season it's [2:25:44] i think it's important to make sure this [2:25:46] is [2:25:47] a position that that is well received by [2:25:50] the council in the city and then if it [2:25:52] is something that works fluently [2:25:54] potentially having that conversation but [2:25:55] i think at this point very much it would [2:25:57] be based on volunteer terrorism [2:26:01] any [2:26:02] questions or comments from other council [2:26:04] members [2:26:06] um [2:26:07] so i think it's i think it's a good idea [2:26:09] we actually have an official song and we [2:26:11] even actually got a new song from [2:26:13] like a few years ago then we had our [2:26:15] official song and then someone else did [2:26:16] a new song so we have an official song [2:26:18] so um i i think it's a good idea um and [2:26:22] yes no honorarium right now but i think [2:26:24] that um [2:26:26] just based on what you've said and also [2:26:28] what ms patrick has said that it does [2:26:30] require a lot of duties and so we should [2:26:32] consider putting something in the budget [2:26:34] and i don't know what that number would [2:26:35] look like if we um [2:26:37] if we move forward with this [2:26:40] um so [2:26:42] i i personally would say that it's [2:26:43] something that we should you know look [2:26:45] forward [2:26:46] look into and then the entities that you [2:26:48] mentioned we would see how they would [2:26:50] once would be able to embrace that [2:26:52] is anyone yes mr williams so i'd say if [2:26:54] appropriate i can reach out [2:26:57] to those individuals who try to talk [2:26:58] offline about who is already doing this [2:27:29] it's nice to have a little peace and [2:27:31] tranquility but there's so many other [2:27:33] important things that we really need to [2:27:35] focus on [2:27:36] as far as our city [2:27:38] but if you want to go ahead and do that [2:27:40] i [2:27:41] absolutely go ahead [2:27:44] yes [2:27:45] would you mind clarifying what you meant [2:27:47] with that well just i mean you spoke [2:27:48] earlier on the gun violence i mean you [2:27:50] know that's you know things that we [2:27:52] really need to concentrate on and um but [2:27:55] then again bringing some peace in with a [2:27:56] poet and you know making our meetings [2:28:01] you know [2:28:02] more peaceful and you know things so but [2:28:05] again you know that's you know if you [2:28:07] want to do it that's fine [2:28:10] mr williams i'm sorry [2:28:12] just for response i think [2:28:15] highlighting the component of addressing [2:28:17] literacy within the community is [2:28:19] definitely a very strong um point [2:28:21] we deal with uh [2:28:23] what are this true origin of mental [2:28:25] health and it definitely comes from [2:28:27] various [2:28:28] elements so there's no one-sided [2:28:30] approach and i think as a council we all [2:28:31] have our niches [2:28:33] so i think allowing members to [2:28:35] broad branch off and then address [2:28:37] multiple things but then collectively [2:28:39] work on a number of issues make sure [2:28:41] that we have a diverse approach [2:28:43] so definitely this is not the only thing [2:28:44] that i'm considering or being aware of [2:28:47] however i definitely understand the [2:28:49] power of reading and i think having an [2:28:51] advocate that is already doing this work [2:28:53] and supporting them as a council will [2:28:55] have [2:28:55] monumentous benefits uh for for not only [2:28:58] our youth but also households right yes been working on behalf of the [2:29:03] city with the library and the city [2:29:05] school district [2:29:06] and let me add to that that um you know [2:29:08] a lot of people are impacted by poetry [2:29:10] by songs and there's you know so it's [2:29:13] not [2:29:13] maybe for some it's really just another [2:29:15] form of art and right now we're seeing a [2:29:17] lot of public art in our city so i think [2:29:19] that as we embrace um different things [2:29:21] in different ways to reach different [2:29:23] people and communicate with people is [2:29:24] important so um and whatever ways that [2:29:27] we can do that and become a more united [2:29:30] group of people within the city within [2:29:32] the country and all of that so i i think [2:29:34] it's worthwhile exploring and i would [2:29:37] support it and if there's [2:29:39] is everyone pretty much in support of us [2:29:42] moving forward and looking into this [2:29:44] just want to gauge the interest before [2:29:45] we have mr williams do all this and then [2:29:48] come back and say [2:29:49] no [2:29:50] so [2:29:52] please reach out to the agencies that [2:29:54] you mentioned [2:29:55] and get all the information needed and [2:29:56] bring it back to us and we'll move [2:29:58] forward [2:29:59] i think it's one thing we should do mr [2:30:01] maybe [2:30:02] i really don't see it a big purpose for [2:30:05] this um i think maybe it'd be better for [2:30:08] the county level [2:30:10] with the dealing with the school [2:30:12] districts across the county as well as [2:30:14] the library system [2:30:16] that might be the better arena for us [2:30:20] and i think [2:30:21] if we were to go that route that's [2:30:22] something i could support but [2:30:25] certainly no honorarium as far as i'm [2:30:27] concerned [2:30:29] poetry does have an important place in [2:30:31] our culture in our society [2:30:33] as does all artwork but [2:30:36] given everything that's going on and all [2:30:40] the issues that we have [2:30:41] um [2:30:43] just have a hard time getting behind us [2:30:45] when when we have to tackle some of [2:30:47] those issues um and i think again i [2:30:50] think it would be more appropriate at [2:30:52] the county level
