[12:41] electricity for your water pumping
[12:43] operations for the municipal facilities

[12:48] that in a group bid with about a hundred
[12:50] other northern illinois municipalities
[12:53] what we're talking about tonight though
[12:55] and by the way both of those facilities
[12:58] are contracted through next year
[13:00] which is really good because the current
[13:02] state of the power markets is a little
[13:04] crazy which we'll get into in a second
[13:07] what we're talking about tonight is
[13:08] municipal aggregation and what municipal
[13:11] aggregation is
[13:12] in a summary is
[13:14] once a municipality passes a referendum
[13:18] then the municipality
[13:20] can act as a purchasing agent
[13:23] to see if they can find more favorable
[13:25] purchasing terms
[13:27] for their residents home electric bills
[13:30] okay and you've had the program in place for
[13:34] a while um and
[13:36] then residents that are able to take
[13:38] advantage of those they're notified and
[13:40] if they have any concerns or
[13:41] reservations they can opt out of that
[13:43] program at all
[13:44] i think you guys were
[13:46] in the first handful of the first
[13:48] municipalities in uh in northern
[13:50] illinois in 2011 who started the
[13:52] municipal aggregation program and so
[13:55] kudos to you all for being out front on
[13:57] that
[13:57] for the for the uh for a couple years
[14:00] after we started the program we had very
[14:02] favorable rates
[14:04] that we were able to procure
[14:07] visa via the combat rate and so those
[14:09] savings accrued directly to the
[14:10] residents on their own electric bills
[14:13] we had a couple years where we suspended
[14:15] the program
[14:16] and then about in 2018 we started the
[14:20] program back up
[14:22] the current program uh just matches the
[14:25] comed rate for residents so there are no
[14:29] savings for the residents we match the
[14:31] combat rate
[14:34] their cabinet rate actually changes
[14:36] month to month and so our suppliers
[14:38] match that on a month-to-month basis so
[14:40] unfortunately there's no benefit that
[14:42] approves directly to the residents
[14:45] but what
[14:46] we what what our suppliers are able to
[14:48] do currently
[14:50] are able to offer 25 of the power which
[14:53] they purchase for the residents is
[14:55] renewable power
[14:56] from renewable sources
[14:58] and the municipality receives uh 2500
[15:03] a month
[15:04] in
[15:05] renumeration from the supplier back to
[15:08] the municipality to be used for whatever
[15:11] you deem inappropriate to be so that's
[15:13] been going on for
[15:15] uh for a couple years
[15:18] um and so we're here to talk about a
[15:20] renewal because the program is uh coming
[15:22] up for renewal in
[15:24] september uh as i said
[15:27] just
[15:29] by again unfortunately we're in a
[15:31] situation where the power markets are a
[15:33] little out of control
[15:35] um
[15:36] natural gas
[15:38] pricing
[15:40] and electric pricing are very highly
[15:42] correlated
[15:44] and natural gas pricing maybe you all
[15:46] noticed it last winter
[15:48] is higher than it has been for quite
[15:51] some time
[15:52] i think prices now have tripled from
[15:54] where they were a year ago
[15:56] so we are paying somewhere in the
[15:58] neighborhood of 35 40 cents uh per therm
[16:01] for gas now gas is over 92 cents per
[16:05] therm
[16:06] and i think that the
[16:08] uh upcoming nikkor rate is it's over a
[16:11] dollar it's like a dollar twenty per
[16:12] thermal fortunately we don't use very
[16:14] much natural gas usage during the spring
[16:17] in the summer
[16:19] but the reason i bring that up is that has made the power markets
[16:25] pretty unfavorable for our suppliers
[16:27] when they go out to match the program
[16:30] to renew the program and so we are
[16:32] enabled are not able to
[16:34] find renewable rate renewal rates that
[16:37] are as favorable as what you're
[16:39] currently currently
[16:41] enjoying
[16:42] we have two suppliers that offer this
[16:44] program and actually one player one
[16:46] supplier has actually stepped aside we
[16:47] said we just can't
[16:49] offer any remorse for any of their
[16:51] members
[16:52] fortunately you're with a supplier
[16:54] called mcsquared and they are offering
[16:57] renewal
[16:58] programs
[17:00] now it's attractive but instead of uh 25
[17:04] green they can do five percent green
[17:06] uh for all the residents in your program
[17:09] and instead of twenty five hundred
[17:10] dollars a month is uh compensation back
[17:13] to the municipality
[17:14] they can offer a thousand dollars a
[17:16] month uh so they total 24 000
[17:19] for the two year period
[17:22] and so that's what uh we are presenting
[17:25] for renewal we're actually pleased that
[17:28] we have something to offer
[17:29] um because again we've gone to a few
[17:32] municipalities already and just said we
[17:34] have nothing to offer and we have to
[17:35] suspend the program
[17:37] um so i think that speaks to the
[17:40] favorability of your residence and load
[17:42] profile the way you all use your power
[17:44] it's still attractive to um
[17:46] to mc squared
[17:48] so that's the that's the most that's the
[17:50] proposal we have before you to renew for
[17:52] two years
[17:53] uh and a thousand dollar a month civic
[17:55] payment and then uh there'll be five
[17:58] percent green energy included in the
[18:00] program again to the residents
[18:02] uh we just matched the comment rate
[18:06] well i understand the change in the
[18:08] financial power but i the world is
[18:13] deeming that but i guess i just don't
[18:14] understand why the green aspect would go
[18:16] down so much yeah so um it's it's just a
[18:19] financial it's just a pure financial uh
[18:23] decision
[18:24] supplier to do green energy has to go
[18:26] out and purchase the renewable energy
[18:29] certificates there's an open market for
[18:31] those and they just have to compensate
[18:33] for those
[18:34] and so
[18:35] um they said we wanted
[18:38] their proposal was they wanted to have
[18:39] some component of green energy because
[18:40] we know that it's somewhat important to
[18:42] you
[18:43] and so kind of the minimum is five
[18:45] percent and then they were able to
[18:47] still offer some additional cash so it's
[18:50] just a it's just a financial uh
[18:52] calculation yeah that's kind of the
[18:54] disappointing part to me i know you
[18:55] can't help it but we need to get greener
[18:57] not less green
[18:59] yep

[19:04] when you travel
[19:05] through all these towns you
[19:07] represent do you find there more people
[19:09] putting solar panels under roofs now
[19:11] because of that
[19:12] um they have been putting solar panels
[19:15] on their roofs that has been uh pretty

[19:19] and i think primarily because of the
[19:22] subsidies state of illinois offered yeah
[19:25] unfortunately those subsided those
[19:26] stopped
[19:28] and so that's pretty much ground
[19:31] everything to a halt
[19:33] once we put this program in place
[19:37] we'll probably come back to you in the late summer or fall
[19:42] we have another program that we can add
[19:44] on top of this and uh it's called
[19:46] community solar
[19:48] and it's where your residents can take
[19:50] advantage of solar panels
[19:53] that they don't have to put on their
[19:54] homes
[19:55] there are small solar farms and then
[19:58] they can sign up for a portion of that
[20:00] that's an opt-in program
[20:03] and
[20:03] what we'll ask you at that point in time
[20:05] is if this is important to you
[20:07] do you want to endorse the program
[20:10] uh we'll tell you more about it as we
[20:11] get closer and uh might be something
[20:13] that might be of interest to you it's
[20:15] funny you mentioned that when i was at
[20:16] my doctor last week dr sun he was spent
[20:19] 15 minutes talking to me about solar
[20:21] panels and he was talking about
[20:22] something very similar to that i'm sure
[20:24] he'll be thrilled to hear that
[20:26] possibility yeah yeah and again you
[20:28] don't have to put solar panels
[20:29] underneath there are small there's small
[20:32] farms solar farms that would be in
[20:34] northern illinois
[20:35] and basically your residents that they
[20:37] sign up
[20:38] would you know alec would take the load
[20:41] off of about two or four panels let's
[20:43] just say and then that would have proved
[20:44] to them and so it's it's a good program
[20:48] and there might even be some actual
[20:49] savings usually there's a premium for
[20:51] that uh so actually it might be a little
[20:53] reduction in their cost and they can
[20:55] still support that
[20:56] well there was somebody going around our
[20:58] neighborhood several people signed up
[20:59] for my neighbor across the street just
[21:01] got them put on their roof and
[21:02] i guess they had a pretty interesting
[21:04] program she's going to go over and tell
[21:06] me about it because i'm very interested
[21:07] in it
[21:08] and you don't have to pay for it she
[21:10] said you just lease it for a fee
[21:12] right which is kind of cool yeah there
[21:14] have been folks going door to door um
[21:17] obviously none of our suppliers do that
[21:19] right and so
[21:21] they've kind of gone through phase one
[21:22] they've built all those out so we're
[21:23] waiting for new production to be built
[21:25] and we're in contact with
[21:28] some of those suppliers as they build
[21:29] those and we'll we'll make them work
[21:32] thank you know under this program would the
[21:35] residents be able to opt out

[21:38] in the program that we're talking about
[21:40] tonight that we yeah with mc squared
[21:42] absolutely
[21:43] yes any resident in any aggregation

[21:52] if they don't aren't aware of the opting
[21:55] out do they have to if they don't
[21:57] say they want to opt out are they
[21:59] automatically in correct they'll be noted they'll be notified by

[22:25] so what they do is they pick the
[22:27] favorable ones and the and the ones that
[22:29] aren't as favorable they leave at comed
[22:32] now i know that having two different
[22:34] groups of residents in town is
[22:35] problematic but let me just make it's
[22:37] very very clear
[22:38] it doesn't matter what group you're in
[22:40] because you're both going to get your bill from
[22:43] comment and you're going to be billed at
[22:44] the identical rate okay one will come
[22:47] from our supplier and she squared the
[22:48] other beef supply by combat and so
[22:50] that's what that's the way they're able
[22:52] to offer this program so just to be
[22:54] clear not 100 of your residents will
[22:56] receive letters on this renewal only
[22:59] those who are uh involved
[23:01] with their accounts or rates are squared
[23:04] and those rates if comments rates
[23:06] fluctuate and these fluctuate also along
[23:09] with yeah and then and there's because i
[23:11] tell you the power markets are a little
[23:12] crazy the current comed rate well
[23:15] until last week for the year previous
[23:18] around 7.8 cents per kilowatt hour and
[23:21] starting this month that's going up to
[23:22] 9.8 cents
[23:24] so
[23:26] yeah so not only is gas kind of
[23:28] crazy but electric follows and
[23:31] prices are going up right now
[23:33] and but to your point
[23:35] if there's any change in the combat rate
[23:37] in which they do change everything we we
[23:39] mirror that every single month
[23:42] well i think that the the residents were
[23:44] getting
[23:46] very favorable rebates back in 11 12 and
[23:49] 13 yeah when the market was kind of
[23:51] whack yep and that's when the savings
[23:54] were really
[23:57] evident
[23:58] now the market has really evened out
[24:01] we always test it just to be clear we
[24:03] every time we do any sort of renewal we
[24:05] always test to see if there are more
[24:07] favorable rates
[24:09] fixed rates available to the residents
[24:11] we always test that before we go to our
[24:13] program this
[24:14] matching program
[24:16] and the comment um excuse me mc square
[24:19] of his offer was 11.3 cents
[24:22] compared to 9.8 cents wow so that'll
[24:25] just tell you um
[24:27] how kind of crazy the market is right
[24:29] now

[24:31] residence energy they were out in crest
[24:34] hill last week the name is residence i
[24:37] think it was residence energy resident

[25:31] and that's when the comment rate was 7.8

[25:42] a number of suppliers
[25:45] take advantage of folks who don't pay

[25:53] right was 14 and have never gone to 59
[25:56] next month so

[41:51] 26th attended the richland graduation it
[41:54] was about 89 students there from
[41:57] richland grade school
[42:00] they both had beautiful nights so

[42:12] then had the opportunity to be in the
[42:14] carillon lakes uh veterans day or

[42:31] memorial day ceremony was held on monday

[42:47] our two guest speakers don lawler and
[42:49] chester bozek were both world war ii

[53:24] how best maybe to present that
[53:27] and whether she needs to be in
[53:28] attendance or whether you like just uh
[53:30] a reporting your in your council packet
[53:32] and her to report personally on a
[53:34] quarterly basis maybe that would be a
[53:36] good way to go and we just kind of throw
[53:37] out a couple of exceptions so like maybe
[53:39] we're flush on the income side because
[53:41] of the release of the tax levy and we're
[53:44] or we're long on the expense side
[53:46] because these so we'll we'll try and
[53:48] float a couple things in and out of
[53:49] there to give you a a true idea of where
[53:52] we're at
[53:53] in income and expenses relative to
[53:57] when those who knows occur is that good

[55:47] friday talking about it and i had just
[55:50] found an article that that talked about

[55:53] after the massacre the one thing that is
[55:56] still there
[55:58] that was there prior to that is one pear
[56:01] tree in a row of three pear trees and
[56:03] it's like a historical thing now this
[56:05] pear tree over there
[56:07] and so um i found that out and when i
[56:09] was on the radio show i was talking
[56:10] about i said now i'm on a mission to get
[56:11] a pear tree over there in our memorial
[56:13] and before the show was over
[56:15] a group juliet pride
[56:17] and i want to thank them that was so
[56:19] kind of them they offered to fund the
[56:22] tree
[56:23] they're gonna they're gonna pay for the
[56:24] tree i'm looking into what type of tree

[57:50] near memorial park should go online uh
[57:52] the park district and put some stuff on
