that we want to set up it's [4:56] there's a few changes in here that the [4:58] city is looking for we'll be able to tow [5:01] larger vehicles be able to store larger [5:03] vehicles right now we're going to have a [5:04] spot for those [5:07] we [5:09] we're looking to have as many um [5:12] co-agencies that are willing to [5:14] put in protocols so we have some options [5:17] and choices [5:18] they put a point system in place for how [5:20] they would be [5:22] graded as far as what their services are [5:25] available [5:33] open up for questions [5:36] [Music] [5:38] so [5:39] are you looking for us to move something [5:40] here because i have seen that discussion [5:42] no no this is just that you guys think [5:44] we want to put this out we just wanted [5:45] to show you guys if our [6:19] contract specifically related to [6:22] um [6:23] the off-road vehicles the motors the [6:25] dirt bikes and the four-wheelers [6:28] so we're looking at obviously [6:29] incorporating that the code of the city of [6:45] connecticut section [6:46] 248-100 [6:48] regarding redeeming [6:50] of off-road vehicle [6:53] okay so right now it was passed since it [6:55] was last year um right now that the [6:58] set [6:59] by code that's 70 [7:01] for a total fee and twenty dollars a day [7:03] for storage fees [7:04] and we want to open up the public [7:06] carrier so that that can be changed by [7:07] resolution if you guys decide that you [7:09] wanna change the fees any time [7:11] we [7:12] in our current contract we run into is [7:15] uh we the regular toffee i think was 165 [7:19] and then when this was passed the tow [7:21] companies didn't want to tow for the 70 [7:23] so that um came back to the city as far [7:25] as we had to make up the difference [7:27] between the two so [7:31] yeah the issue with this um [7:33] the council set the fee amount for the [7:36] tow [7:37] however the tow companies need to use [7:40] the same type of vehicles that they have [7:42] to tow [7:43] you know dirt bikes atvs and the problem [7:45] with that is it's still the same cost to [7:47] them in fact they've said that you know [7:50] because [7:51] they have to make sure it doesn't fall [7:52] over [7:53] particularly a dirt bike they [7:55] may actually take additional work to [7:57] make sure that it's secure which is why [7:59] they're charging [8:01] the higher fee so it's strictly to [8:04] change as ac whipple said the fee [8:06] structure to remove the set amount [8:09] and [8:11] instead modify the code to say to be set [8:13] by resolution so that in the future the [8:16] council wouldn't have to have a new call [8:18] for a public hearing to change the code [8:20] instead you would just pass a resolution [8:26] other questions [8:27] comments [8:28] [9:16] the second item on the agenda tonight is [9:18] discussion installing speed humps and [9:20] i'll be discussed by council president [9:22] porterfield and mr long mr weldon [9:25] um as you know the last um committee [9:27] meeting we talked about this and mr [9:29] wrong said you've done some research and [9:31] you've come back with some information [9:32] for us so that's what we're gonna be [9:33] hearing today [9:35] and the feasibility of doing it sure [9:37] so uh we had an internal meeting last [9:39] week after we discussed it with myself [9:41] uh you see what will john flute show [9:44] regarding what we talked about here [9:46] about speed bumps in the city of [9:48] magazine we looked at some locations [9:50] kind of based upon criteria that we [9:51] talked about here at priority streets [9:53] not private streets uh parallel roads [9:56] where we think we may have issues based [9:58] off of some of the police data and what [10:00] we'd like to do is we don't have [10:01] anything formal yet one of the reasons [10:04] is that we have been trying to also loop [10:05] in the fire department we just got some [10:07] of their comments back today [10:09] as we want to make sure that this isn't [10:12] an impediment to fire trucks as talking [10:15] with our the vendors they have said that has come up in the past so he is [10:18] okay with these particular locations [10:21] what we're looking at is two test [10:23] locations uh the first being duane [10:26] avenue between craig street and [10:27] brandywine and the second rugby road [10:30] between wendell and mcclellan [10:32] these locations are both feature school [10:35] zones they're both non-priority roads [10:37] and specifically with duane avenue it [10:39] was on a pde list of areas that they [10:43] have had speeding [10:45] issues so [10:46] with those two areas what we look to do [10:48] is [10:49] purchase three temporary units which [10:51] would be within the budget the units [10:53] that we kind of spoke about before [10:54] they're large rubber mat units we are [10:57] working on it they are through a [10:58] purchasing operator that we have source [11:00] while contracting [11:01] and we have just as recently as last [11:03] week [11:04] ac whitman has contacted them about [11:06] availability in lead time looking at [11:08] trying to put some measures together [11:09] where we're going to record the speeds [11:11] in the area [11:12] duane avenue for a period of no less [11:14] than two weeks [11:15] using some incognito things things that [11:18] aren't willing to draw attention [11:19] themselves [11:20] uh possibly either being we have new [11:23] speed recording devices being purchased [11:25] through a grant by pd or i've been [11:27] working with john deluccio on [11:29] some of the optical sensors that we have [11:31] in the city can also do speed detection [11:34] so we've already pulled some of that [11:35] data [11:36] to see how that would work [11:38] then [11:39] once we have those in you know maybe we [11:42] just do [11:43] dwayne this year because we like to put [11:44] the installations out for a minimum of [11:46] you know [11:47] eight weeks couple of months because it [11:49] does take some effort to put it in when [11:51] you take them out you have to do some [11:52] road repair because they get driven into [11:54] the ground with essentially spikes so [11:57] they will you know they will mark up the [11:58] asphalt because they can't be shifting [12:00] around as they're there [12:02] once we have these two locations [12:05] we kind of come back to you with some [12:06] data [12:07] but for a permanent during that time i [12:09] think we like to internally work both [12:12] with ourselves over the council on what [12:14] the long term program is this like are we going to model the [12:18] city of rochester where they use a [12:20] petition you know or are we going to [12:22] have it be you know the council is going [12:24] to decree where they want to put these i [12:27] mean we would still under some guidance [12:29] we would still advise that we don't have [12:30] them on priority roads in certain areas [12:32] but when you start using the guideline [12:35] no parallel roads [12:37] and no priority streets the streets get [12:39] really whittled down very quickly to [12:42] only a select few we did talk about is [12:44] this a program that we try to use only [12:46] maybe in school zones [12:48] or these two are both in school zones so [12:50] we want to focus on areas that have [12:52] school zones in them or is that you know [12:55] the school zone technically they're [12:56] supposed to be driving 15 during their [12:58] anyways [12:59] so [13:00] the other thing that uh john did do is [13:02] he reached out to the city of albany did hire uh craig and [13:07] manning put together a memorandum [13:10] and the memorandum we talked about speed [13:12] hump specifically and they did invest [13:15] almost approximately half a million [13:16] dollars in installing permanent speed [13:19] bumps uh on first second and third [13:21] avenues in the uh harbor hill [13:23] neighborhood [13:25] so [13:26] we have some details on that the uh the [13:28] memo [13:29] uh we just got an approval that you know [13:31] to share it we wanted to share it so [13:33] next time if i put together a whole [13:34] package i'll include that memo because i [13:36] didn't want to share it without you know [13:37] just being said that we could because i [13:39] didn't want to put them on the spot but [13:41] um you know that is the next level [13:44] you know these speed bumps that all when [13:45] they put in are milled paved painted [13:48] permanent signage half a million dollars [13:51] so they had a issue [13:54] that they dealt with through an [13:55] engineering solution i don't think we're [13:57] there yet but it's not to say that we [14:00] couldn't be i don't think we have an [14:01] issue that's [14:03] at least not to my knowledge or any of [14:05] uc whipple's that has brought to itself [14:07] to that level where we're looking to put [14:09] something out here like that [14:11] so um that's where we are right now [14:13] where fire chief just said that we are [14:15] okay to put him at these locations so we [14:18] are going to work with the vendor and uh [14:20] our purchasing department on getting [14:22] some orders in in the meantime they are [14:24] looking at getting the detections for [14:26] the speed cameras and then you know [14:28] prepping and getting ogs and everything [14:30] but these are only two locations i mean [14:32] they could change if you think that you [14:34] know they were kind of looked at from a [14:36] just from our perspective [14:38] we could move them around afterwards but [14:40] right now that's where we're headed [14:45] oh will there be signs to let people [14:47] know oh yes yes that's john [14:50] we have a sign department so john is [14:52] going to be making signs we're going to [14:53] have signs that say [14:55] bump ahead and then bump so for each [14:58] pair there would be six signs there'll [15:00] be 12 12 new signs in general so [15:03] six one way six the other for the three [15:06] so one more question um so um how how [15:09] many would be you said um um like so a [15:12] length is like from what you said on [15:14] dwindling from craig craig to brandywine [15:17] so how many would be on that stretch [15:20] and we're looking at space and there is [15:21] a stop sign there yes so we are looking [15:23] to space them so that you know uh you [15:25] know the stop sign is acting as its own [15:27] as a speed determining device um you [15:29] know there is a school zone there so you [15:30] should be slowing down [15:32] but you know we are kind of looking just [15:34] to use this as a record we're gonna have [15:35] a couple of protection units to see [15:37] where we are you know there is always [15:39] the [15:40] fear of people you go over it and you [15:43] speed up [15:44] so that's why on the longer stretch [15:45] ongoing we want to have two [15:48] um because we really don't want people [15:49] being like well i have to make up time [15:51] which is always a concern with these [15:52] type of devices and also you know we [15:54] would pull them out prior to that [15:57] we won't have them down for the power [15:58] season but if we go permanent like [16:00] albany and town and colony you know they [16:02] use indicator posts on either side so [16:04] the plows know to lift their blades and [16:06] go over thanks [16:09] yes i just have a couple of questions [16:10] thanks chris um [16:12] if someone doesn't lower their speed [16:15] and goes over the bump and [16:18] causes damage to their vehicle is there [16:20] a chance that that would have any [16:21] liability for the city that was brought [16:23] up to me in i'm not 100 on that [16:26] i'll have to look into it with andrew [16:28] and he's you know [16:29] about what liabilities that we have [16:30] someone that just keeps going keep going [16:34] doesn't mind the signs doesn't mind the [16:36] speed limit goes over the speed bump [16:38] does damage to that yeah i'd have to [16:39] imagine this is something that is you [16:41] know played out a hundred times you know [16:43] we're not going to be the first city to [16:44] put speed bumps clearly so we'll we'll [16:47] try to get something in place to find [16:48] out what it is okay thanks and then in [16:50] terms of removing them as you mentioned [16:52] um especially you know these are going [16:54] to be temporary and trying to pilot and get some data and some results [16:59] um what would be can you also tell us [17:01] what the cost will be [17:03] um if we don't if we decide not to put [17:06] them back or you know in terms of [17:07] removing them if you're putting them [17:08] into the ground if you're having to do [17:10] repair to the to yeah what i'm hoping is [17:13] we get a clean install i'm hoping that [17:14] we can use we have a [17:17] like a hot in place epoxy truck it's the [17:19] patcher that you see where the oak in [17:21] our roads we have a really kind of a [17:23] slick looking pothole that looks like a [17:25] different than an what i'm [17:26] hoping is that working with mike cerrone [17:28] and our streets department will be able [17:29] to infill them with with that material [17:32] almost like a hot glue [17:34] i don't know how well but they didn't [17:36] point out i think it was that i just [17:38] want to usually they hear the concerns [17:40] when they put them down like you know [17:41] they hit them in uh these are [17:43] considerable size units i mean there's [17:44] going to be a fork truck is going to be [17:46] involved or a front-end loader you know [17:48] because we're talking about the entire [17:49] width of the street they are i believe [17:51] 14 it's 14 feet in width [17:54] because where you know we have to go [17:55] with a 30 mile per hour [17:56] if it was a parking lot and you said the [17:58] speed limit was 10. it could be a little [18:00] smaller but because of the speed they [18:03] actually are wider more of a more of a [18:04] speed uh hump than a bump right so uh so [18:08] we're i mean we're learning kind of as [18:10] we go too we've i thought we made some [18:12] good steps we have some good information [18:14] uh you know before and then you know as [18:16] we go just to tell you about other [18:18] products there are other products if we [18:21] wanted to do like priority roads if [18:23] somehow that were to come up they make a [18:25] product where [18:26] emergency vehicles [18:28] could straddle the product [18:30] they're called uh they're more of a [18:32] they're more of these smaller faults so [18:34] instead of having one you put like three [18:37] and then a fire truck would straddle the [18:39] issue with that that we see is that [18:41] people may try to straddle it and that [18:44] will cause more issues than we would [18:47] think without a uniform you know it's [18:49] similar if you go to a parking lot that [18:50] has a speed bump and there's parking [18:52] spaces on either side you usually just [18:54] go around it yeah you don't go over it [18:57] so that's what we're kind of trying to [18:58] avoid [19:02] uh thank you thank you chris for doing a [19:04] lot of research i i actually read up on [19:05] it because i really think you know this [19:08] the speeding that happens not only in [19:10] our city but [19:11] everywhere and i'm really concerned with [19:13] safety so i i thought about those rumble [19:16] strips you know [19:17] like when you fall asleep and you [19:19] go to the side of the road and it wakes [19:21] you up but um in in researching that um [19:25] it's [19:26] it it can work for [19:29] um speeding just bring your attention [19:32] you know to the fact that oh something's [19:33] going on but not recommend it for so [19:35] that kind of threw that out [19:37] but there were quite a few lawsuits that [19:39] i read about with [19:41] speed bumps [19:43] um municipalities were facing with [19:46] damage to cars people falling over them [19:49] just people walking and falling over so so i saw [19:53] that as well [19:55] and and it basically came down to the [19:57] best thing for traffic calming is [19:59] lowering the speed limit which miss [20:01] patrick [20:02] did bring up i mean you know um but [20:04] anyway yeah so um there's a lot [20:07] of research you know to do between [20:10] andrew and [20:11] you know what what liabilities it might [20:13] bring on the city so yeah [20:16] okay yep and i'll i'll loop andrew into [20:19] our into our discussions as you see and [20:21] like i said we have a good direction for [20:22] all of you don't want to push it back to the [21:38] council but it is a kind of a council [21:40] initiative that we're working on if we [21:42] like to because that was one of the [21:44] things uh i wasn't in this era but uh mr [21:47] culture did tell me that at some point [21:49] there were speed pumps uh dipped dips at [21:53] eastern avenue and they were removed due [21:55] to noise complaints [21:56] those were permanent because they were [21:58] actually in the asphalt or these are [21:59] temporary but there will be some [22:01] substantial labor to put these in [22:06] um so i know for me personally i [22:07] definitely agree with trying something [22:08] it's been an ongoing issue and there's [22:10] been a lot of work and effort that's [22:12] already been invested in this [22:14] alternative so or at least a trial list [22:17] and like you said it's not permanent so [22:19] if there are better options we'll have [22:21] the ability to uh remove the address [22:24] so if there we've got two items on the agenda [22:42] um first of all discussion around philly [22:44] positions within the city workforce [22:47] discussed by um [22:50] thank you so we talked about this a [22:52] couple of weeks ago because we talked [22:54] about how many openings we have [22:56] and um whether we should do something a [22:59] little bit permanent in terms of [23:01] expanding the residency to the county [23:02] and not just people who live within the [23:04] city [23:07] so there was there's some who were in [23:08] favor of that and some who weren't with [23:10] what the discussion was is that the [23:12] mayor uh if we [23:14] um [23:15] submitted someone who lived in the [23:17] county and did not live within the city [23:19] then it would be up to um the residency [23:22] board actually to um that the mayor [23:24] would have to convene in order to for us [23:26] to give away or not [23:28] so at this point [23:29] time what um [23:31] i'm recommending is that we um look at [23:34] putting our making sure that we [23:36] can be in the residency board and i [23:38] would have to ask the mayor when's the [23:39] last time the board um met [23:41] because i would know i don't know the [23:43] answer to that because it doesn't meet [23:44] regularly [23:46] it's [23:48] called my discretion the last time it [23:50] met was to entertain the waiver for [23:53] commissioner islands [23:57] so and [23:59] so we have so the members of the [24:03] are board by me [24:08] and corporation council and [24:10] the council presidents what i understand [24:11] all three of us have um opportunity to [24:14] be a part of that [24:18] i think like i think the code speaks to [24:20] who's [24:20] uh [24:21] who's on the other hand [24:23] i don't think that's correct [24:26] well mr colvin gave us the code last [24:28] time and that's what i found okay that's [24:29] what it says [24:31] so um [24:32] so what i would like to us to at least [24:34] have the the board [24:37] ready when people start um submitting i [24:39] know that at least one council member [24:41] has told me that he submitted [24:43] someone sending an application who [24:44] doesn't live within the county and so [24:47] when that person comes forward that the [24:48] board be already the time for us to be [24:50] able to um to look at that application [24:56] i don't know where it is at this point [24:58] i don't think they wouldn't send it [24:59] directly to you they would go through [25:00] the normal process to see if they met [25:02] the criteria if council members have [25:04] names send it to me i'm the appointing [25:06] authority some people they'll get hired [25:09] unless [25:10] well they want to make sure they qualify [25:11] for the position first and then [25:15] okay so um again [25:19] we could talk about that mirror but i [25:20] would like first to have the board ready [25:22] when that opportunity comes [25:24] um so we can appoint people [25:34] um but [25:36] i mean doesn't that just assume that we [25:38] are indeed going to um [25:40] convene the residency board instead of [25:42] what the practice has been in terms of [25:45] the mayor appointing his own [25:47] hires [25:50] i mean why would why would we jump to [25:52] that step without first [25:54] thinking again about whether the council [25:56] was in favor of changing residency [25:58] requirements it's not changing anything [26:00] the residency board is already written [26:02] into the code it exists [26:03] so what the mayor said is that if there [26:05] are people within the county [26:07] who did not live in the city and want to [26:08] apply then he would have to then then we [26:11] would have to look at giving them a [26:12] waiver and that waiver is [26:15] the mayor convenes a residency board but [26:17] the residency board is one that actually [26:19] um votes on that [26:21] so we haven't changed anything [26:24] okay that hasn't been the practice right [26:26] i think that the mayor has been able to [26:28] use his discretion [26:29] on whether he wanted to waive a [26:31] requirement [26:32] no you can hire anybody wherever they [26:35] live for six months then we have to go [26:38] to [26:40] the presidency review board i have not [26:44] done it for part-time positions or [26:47] temporary [26:50] positions have been some that might have [26:52] gone over the six months [26:54] but they're more [26:56] technical issues than you know a [26:58] permanent competitive position within [27:00] civil service [27:03] so [27:03] i'm scientifically [27:08] i don't know what our current job [27:10] announcements state but we'll be able to [27:11] update it to say that [27:13] pending for the review or there's this [27:15] residency board that is willing to make [27:17] a determination [27:21] i'm sorry i can say that one more time [27:23] so if there's if there's a cohort that's [27:26] going to review residency requirements [27:28] so is that outlined on job applications [27:30] or job announcements that this is an [27:33] option if you go outside of the city [27:35] just people aren't aware of it [27:37] it's i think the [27:39] general emphasis has been [27:42] that you can be appointed but within six [27:45] months you have to move to the city and [27:48] i have not [27:49] advocated for the residency review board [27:52] because i believe people should live in [27:53] the city [27:55] their employees [27:57] and i i [28:00] that but i'm you know i'm looking at the [28:02] big picture in the real the reality is [28:04] we just really understaff and many many [28:06] departments are [28:07] um [28:09] so as and i know it's been said that [28:11] it's happening all over the country [28:12] however it's happening here so it's up [28:14] to us to figure out a resolution for [28:16] that so um for that reason i think that [28:18] we should really consider [28:19] expanding the residency to the county um [28:22] if we're not there at this point in time [28:24] and i definitely um which i would [28:26] definitely want to revisit make sure [28:27] that we make a final decision on that [28:30] but that we should um at least make sure [28:32] the residency board is prepared if [28:34] someone meets all of the qualification [28:36] gets hurt referred to the mayor and um [28:39] need that waiver because [28:41] some if they're not willing to move [28:42] within the city for in six months um [28:45] then people aren't going to want to take [28:47] a job that at any given time they could [28:49] lose so that to me is the reason that we [28:51] want to make sure that we give them that [28:53] waiver [29:08] is [29:12] so we have with us [29:14] okay yes [29:16] we have with us david hogan camp uh [29:19] mitchell [29:20] and richard tierney all [29:22] to our two county legislators and [29:26] the land bank is going to actually uh [29:28] before he um asked thank you for having us here [29:51] tonight we do have two um [29:53] items one is a request for a [29:56] reappointment of one of our board [29:58] members but we thought because it's july [30:01] in july of [30:03] 2012 we incepted the land bank [30:06] some former members that were here [30:10] within this government body [30:12] and we've had a pretty successful [30:15] 10-year run and i thought it would be [30:18] helpful educational and [30:20] insightful to show you what we've been [30:22] doing over the last 10 years with [30:24] dollars that we have recovered or that [30:27] were awarded from the 2008 foreclosure [30:31] crisis in which our attorney generals uh [30:34] took the action to go after financial [30:36] institutions and recover some of the [30:38] damage that was done to our communities [30:40] so um [30:42] just to start off right our mission [30:44] statement it's all about strengthening [30:46] neighborhoods through removing light [30:49] and removing structures that are as mr [30:52] merrill would say the worst of the worst [30:54] right so improvement of those existing [30:55] structures and returning vacant and [30:57] abandoned property to productive use [31:00] and we've done quite a bit of that over [31:02] the last 10 years [31:05] we've got a [31:07] 10 minute excuse me two four six seven [31:09] member [31:10] board [31:11] you can see how we're appointed and what [31:14] the board is made up of you'll note that [31:16] there's the city of amsterdam presidents [31:18] there because back in 2012 2013 [31:22] it was thought when we were one of only [31:25] three land banks which there are over 20 [31:28] now [31:29] the strength of our application line in [31:31] the fact that the city of schenectady [31:33] the county of schenectady and the city [31:35] of amsterdam all cities that uh are all [31:38] communities that i think suffer [31:40] greatly through the foreclosure crisis [31:43] um and we were awarded that council [31:45] that's why you see some city uh of [31:47] amsterdam folks that [31:49] um [31:50] i've said this a number of times to [31:51] leadership to council members uh to [31:54] individuals or just a tool in the [31:56] toolbox right i serve uh at the pleasure [31:59] of each one of you [32:01] and that the community at large [32:04] as a chairman we have taken this tool we [32:07] keep it sharp we keep it sharp with [32:09] dollars that we've gotten from the [32:10] attorney generals with dollars that [32:12] we've gotten from the city and county [32:15] and from the city of amsterdam [32:17] and we really put this thing [32:19] into high gear when we [32:21] put it into frankly into our unified [32:23] economic development team which is our [32:25] metroplex david hogan camp i know he's [32:28] sitting in front of us but without his [32:30] leadership without his commitment [32:31] without his ability to really manage uh [32:34] i think we would be [32:36] doing a good job we're doing an [32:38] outstanding job so we've put over um a [32:43] number of projects uh have come to play [32:46] uh hamilton hill neighborhood uh in [32:48] particular the electric city barn [32:50] depaul's joe allen apartments coco house [32:53] expansion demolition [32:56] of a number of properties to make way [32:58] for community builders right [33:02] eastern avenue one of the first [33:03] corridors that we worked on right we [33:05] have a corridor strategy it's not [33:07] individual houses it's how do we improve [33:09] corridors throughout our community to [33:12] create uh momentum so [33:15] in the eastern [33:16] neighborhood we've done well over 25 [33:19] demolitions we created our first pocket [33:21] park in almost 25 years back in 2013 uh [33:24] 2014 tribute park uh we improved [33:27] numerous buildings and what was saint [33:30] mary's 25 million dollars in investment [33:32] renaissance square was a 25 million [33:34] dollar investment by [33:36] homeless home leasing on a rochester [33:39] university so talk about leverage right [33:42] uh we probably put a million in change [33:46] into that project a little less and 25 [33:48] million was pulled through from [33:50] um independent developers that's about [33:54] investment confidence so [33:56] we continue in mount pleasant mount [33:58] pleasant library crane street [34:00] thriving neighborhoods challenge orchard [34:02] park [34:03] wallingford splash pad a great ribbon [34:05] cutting on friday night lots of [34:07] attendance thank you madam president mr [34:10] mayor for being there um boys and girls [34:13] club uh [34:14] and then depaul has committed and they [34:16] put an application in for another 22 [34:19] million project on green street [34:22] so this is as a direct result of what [34:24] the land bank has done whether that's to [34:26] remove properties to do the demolition [34:28] to create the momentum and the [34:30] investment confidence i've already [34:31] talked about because we take out that [34:34] portion of the project that makes it [34:36] work for these developers right and [34:38] they're very sophisticated in what [34:40] they're doing [34:41] but we have created that momentum that [34:44] engine and we want to continue to create [34:46] that momentum in that engine [34:49] some of what we've done in the city of [34:50] amsterdam just so you know 22 vacant [34:53] bladed properties were completely taken [34:55] down if you've come through route 5 [34:56] corridor driven into amsterdam that [34:59] portion of the neighborhood that was in [35:01] decay was in decline [35:03] uh we took down all of the buildings [35:06] depaul came in uh and with the help of [35:08] amsterdam housing authority by putting [35:10] in [35:11] 24 million [35:13] 20 20 plus million dollar project that's [35:16] enormous we believe strongly that in the [35:19] city of amsterdam alone because of the [35:21] momentum that we put in play [35:23] they got the dri they got the downtown [35:26] uh investment grant and they got [35:29] developers that have come in and said [35:31] this is a community that's worth [35:32] investing in [35:33] so what have we done we've taken [35:36] we've received and taken anything we've [35:38] received almost 10 million dollars uh in [35:41] support of funding through the attorney [35:43] general uh through enterprise and [35:45] through a number of other grant programs [35:47] we've partnered with you in the city and [35:50] in the city of amsterdam and over 200 [35:51] demolitions i think we probably still [35:53] have a few hundred that would be [35:55] considered worthy of of a shovel [35:58] uh but more importantly we've put over [36:00] 250 units of either planned or renovated [36:03] housing in play right affordable housing [36:06] commitments to our community how do we [36:08] revitalize we make it real for the [36:11] individuals who live in these [36:12] communities that's a hundred million [36:14] dollars of leveraged investment [36:16] 10x in my book is a wise investment 10 [36:19] million equals 100 million in leveraged [36:21] investment so we've got great partners [36:24] with a better community neighborhoods [36:26] with habitat we've done a number of [36:27] projects with them [36:29] and [36:30] we've gotten those results because we've [36:32] got a great board we've got some of our [36:33] members here we've got rich maternity a [36:35] fellow county legislator in the city of [36:37] schenectady we've got joe berlant who uh [36:39] came out of housing and urban [36:41] development and has been with us for a [36:43] number of years uh and i regard him very [36:45] hard with high regard as our treasurer [36:48] and the fiduciary of all this money uh [36:51] that we've received and we put in play [36:53] and again i just want to reiterate we [36:55] are a tool [36:57] we are we are efficient we run on a [37:00] staff of 1.5 [37:02] unlike some agencies that need multiples [37:04] and i'm not casting this down i'm simply [37:06] saying that david here in the city of [37:08] connecting in the county we have a [37:10] project manager in the city of amsterdam [37:12] we've executed [37:14] extremely well and i appreciate my board [37:16] members and the commitment that we have [37:19] from the community from leadership [37:22] and from a human president [37:25] so more to come lots of great projects [37:28] happy to answer any questions we do want [37:30] to celebrate our 10-year anniversary we [37:32] think we've earned the strength [37:35] of saying job well done but it really [37:38] has to come out of the community [37:40] and [37:41] you know like i said i'm happy to [38:07] with legislator russo has been a [38:10] pleasure on any project that we've been [38:12] involved in and i mean obviously [38:14] you are just a tremendous resource and [38:17] have great both of you have great vision [38:19] but i mean the work that you put in to [38:20] these projects over the years has just [38:22] been phenomenal it's fun work kristen [38:24] diaz is on our board as well uh it's a [38:26] lot of division maurice brown has been [38:28] very helpful and thank you mayor andrew [38:30] smallwood [38:38] thank you very much i do want to [38:39] reiterate kristin on our board maurice [38:42] we went to a new york state housing [38:44] land bank conference not too long ago [38:47] we have committed people in this room in [38:50] this community and i'm grateful to be [38:52] part of that kind of momentum and that [38:54] kind of leadership [38:55] you should also have [38:57] the fact that the leadership of this [38:59] group has brought in the news [39:01] it's our hundred million dollars and [39:03] it's also brought us continue [39:06] every time we applaud you get money [39:08] because we produce results yeah joe [39:12] brings up a great point it's all about [39:13] the performance about skill [39:16] do you want to come up so that the [39:17] council who has not met you can meet you [39:20] sure [39:21] so as joe comes up i will say it is that [39:23] right it's not quite hunger games but it [39:26] is [39:26] absolutely if we are not effective we're [39:28] not going to win in those grant rounds [39:30] and i will tell you that i went and [39:33] stumped a little bit with senator richie [39:35] 50 million dollars is being pulled [39:37] through to the land mix that doesn't [39:40] excuse that i have an arpa application [39:41] and for land management so it's but 50 [39:44] million is getting pulled through [39:45] that'll be applied to those 23 land [39:47] banks offices being one of them and [39:49] another 250 million [39:51] or 400 [39:52] oh just a housing community renewal [39:55] programs they want the land banks to [39:57] continue [39:58] to be supported so that they can come up [40:01] with other projects like the default [40:02] project [40:05] so that's that's the focused uh [40:07] in partnership [40:13] and as joe pointed out past performance [40:15] definitely drives whether or not you're [40:17] going to continue to get some of that [40:19] support [40:21] for those who don't know man the retired [40:23] deputy director of development for the [40:26] city uh was here in the 1990s [40:29] well aware of that and then [40:32] we had a household division at that [40:34] point we were doing housing activities [40:36] we didn't do as much as what the land [40:38] bank has been able to do [40:40] because it's an effective use of funding [40:43] without having to go through some of the [40:45] red tape that a government agency has to [40:47] do [40:49] and [40:50] it's been a great time to work with all [40:53] the folks that are there we've got a [40:54] committed group we've only had a couple [40:56] of changes on the board and that's also helped i think uh quite a [41:00] bit that the people have experienced now [41:02] what they're [41:04] doing so and i'm going to point to you [41:07] at the city council so i hope that [41:10] you will reappoint me but if not [41:12] we have somebody [41:14] in mind who also will be able to [41:15] contribute to the little bank [41:18] it's an active board it's not a it's not [41:20] a show up once in a while it's [41:22] definitely an active board but we run [41:23] very efficiently and we appreciate joe's [41:26] participation we appreciate thanks for [41:28] the attorney's participation [41:30] kristen diat [41:31] and we're open to licensing [42:53] agreement with indira prasad for a patio [42:56] and handicap accessible rent at 1570 [42:59] state street mr wallen [43:03] hello hello [43:04] uh the property of 1570 state street [43:07] constructed a patio with handicap [43:09] accessible ramps the patio is what i [43:12] would call a seminar semi-permanent [43:14] patio [43:15] is a [43:17] wall [43:18] filled it is not something that would be [43:21] revocable similar to a planter or a sign [43:24] a pond inspection was found that the [43:26] wall and the ramp are in the city right [43:29] away on this corner by about five feet [43:31] in each [43:32] uh so it is not [43:34] exactly off the sidewalk but it is [43:36] within there is about seven feet and ten [43:39] feet off the grid respectively for a [43:42] obstruction like this in the right of [43:44] way uh a revocable licensing agreement [43:47] is required for the properties [43:50] all right so [43:52] this was put in without coming to the [43:54] city for permit [43:56] that is what i believe is they don't [43:58] there's no such thing as for this i [44:00] think what we think is through a [44:03] building permit for a patio and [44:05] it was [44:06] a bit of a miscommunication of where the [44:09] right way was usually it's on the back [44:11] side of the sidewalk in these particular [44:14] cases it was a little extra wide so it [44:17] was actually five feet off the back side [44:19] of the sidewalk and on state street we [44:21] have an exceptionally larger right away [44:23] so when they came in i don't know how it [44:25] was actually brought to my attention but [44:27] when it was and we looked at them we [44:29] found that it was five feet in both [44:31] directions [44:33] for a patio wasn't necessarily something [44:35] that went into planning and planning [44:37] usually if a newer building is being [44:38] built and there's a site plan we would [44:40] make the comments of what would be [44:42] required this was an existing building [44:44] with a patio being built like almost [44:47] like a deck [44:48] so i don't think it went through the [44:49] same procedures as most so it's [44:51] something that we are internally going [44:53] to have to discuss on how we kind of [44:55] close that little loophole if you will [44:57] but [44:58] it is there [45:00] so [45:01] and does the side work [45:06] i know the application came from [45:08] indira prasad i believe there may be two [45:10] people who own that property i believe [45:12] it's indirect [45:13] i think there's another prasad that may [45:15] be the owner of that property so if the [45:17] council is to move forward with this [45:18] legislative request i would request that [45:20] it be the owner of the property indira [45:23] prasad and if there's another owner [45:25] right i want to make sure that both of [45:26] them enter into this agreement that it's [45:28] not just [45:29] you know one of the two owners okay [45:34] so we need the other owner's name you [45:37] know do you do you know that i do not [45:39] have it on me but i don't have money but [45:40] we can we can get the most recent deed [45:43] and we'll have it in time for uh i'll [45:44] put it in for the resolution if it does [45:46] pass tonight okay it's not obstructing [45:48] the sidewalk okay uh we are working with [45:50] them on making sure that the sidewalk is [45:52] off the coast [45:53] on the uh [45:54] on the one particular side not the state [45:56] street side i came up with the cross [45:58] street at this time but on state street [46:00] it is off but we have a particularly [46:02] wide right-of-way going upstairs [46:07] are there other questions [46:11] i'll second it with the idea that we'll [46:13] put the name outside of [46:26] city hall uh thank you madam president [46:29] um i know you've had this on the agenda [46:31] a few times so i'm looking forward to [46:33] announcing some updates that'll [46:34] hopefully uh get this ball [46:36] moving forward [46:38] looking at the idea of where to host [46:40] this type of engagement my two thoughts [46:44] consistently came back to the boys and [46:45] girls club and also potentially [46:47] partnering with the scranton high school [46:49] just thinking of menu size and volume of [46:52] getting people [46:54] from the community into a room and talk [46:56] about a potential topic [46:57] uh second can be more about a date i [47:00] think being in the summer it's important [47:02] to recognize that people are still [47:03] vacationing so looking to have something [47:05] in place after august [47:07] the time frame that i kept coming back [47:08] to was 6 30 to 8 30 at night just [47:10] thinking of corporate time people get [47:12] settled in [47:14] and then also understanding that mondays [47:16] don't necessarily work for us as a [47:17] council members and also fridays maybe [47:19] too late in the week [47:21] we'll need to do some investigation to [47:23] make sure that we're not scheduling [47:25] something that is [47:29] in place with other meetings that are functioning throughout the city [47:32] so i resonated on tuesdays so i was [47:35] potentially thinking of september 20th [47:37] september 27th or october 4th and then [47:40] all this information i can go back to [47:42] the council members and email [47:44] next [47:45] thinking of the format and i think it's [47:48] important to footstomp that compromising [47:50] is important [47:52] and taking into consideration all of the [47:54] council members feedback so that we can [47:55] make sure we're actually items for the [47:57] benefit of the community i think looking [48:00] at how to best [48:02] create an agenda around this i think a [48:03] town hall would make sense [48:05] and i think as long as we can build an [48:08] appropriate agenda establish creative [48:10] guidelines for people to speak that way [48:12] we would have the opportunity to respond [48:13] back i think as long as we're [48:16] intentional and have a clear objective [48:18] around what the meeting is i think we [48:20] can keep our comments focused and use [48:22] this as an opportunity to again [48:24] bring the messaging bring ourselves the [48:26] community which countlessly has been [48:29] vocalized as an ask in the community [48:33] and this brings me to what potential [48:35] topics so our last meeting [48:37] ended with miss [48:40] ms portfield [48:42] and [48:44] ms patrick recommending community [48:45] banking and noise ordinances which i [48:47] don't know if anyone else experienced [48:49] that last night i did myself [48:52] however there's been continuous [48:54] conversation throughout our community [48:56] about [48:58] rent [48:59] and how some people aren't able to [49:02] make rent and also listening from the [49:05] other angle which is from our landlords [49:07] which are [49:08] vocalizing just continued discomfort so [49:11] i want to make it clear that [49:13] choosing a potential topic would not [49:15] mean that we are taking anyone's side [49:17] just using this as an opportunity to get [49:19] more information and provide people the [49:21] opportunity to vocalize their issues or [49:24] stances which is why i would recommend [49:26] our first topic being rent stabilization [49:28] which is a nice subway it's what mr [49:30] farley is going to be discussing [49:32] so i'm all ears [49:35] week after week i've been coming back [49:36] with some updates so i'm willing to make [49:39] any adjustments and adapt around what [49:41] the council members would request think [49:43] at this time [49:44] i think it is just choosing a topic [49:46] collectively and then i can [49:49] fine-tune some details and selecting a [49:51] future date to announce the community [49:55] well first of all thank you for doing [49:57] the work and for coming back to the [49:58] council and considering all the things [49:59] that have been put forward so i do [50:01] appreciate that it sounds like we've [50:03] landed on it's going to be more of a [50:04] town hall as opposed to a city council [50:06] meeting based on [50:07] what you've said so um [50:09] i'm certainly open to that plus moving [50:11] in that direction and [50:13] i'll have a particular day [50:15] just glad it's after the summer [50:18] so [50:18] um [50:20] and he must have me mr [50:23] so i just think anytime we get [50:25] opportunity to integrate with the [50:26] community [50:28] and you know i think sometimes change of [50:30] settings [50:31] um can kind of lend itself to a more [50:33] robust conversation um and so so i'm all [50:37] for um [50:46] are you asking like all the council be [50:49] there i mean how do you how are you [50:54] taking into consideration what a true [50:56] council meeting outside of city hall [50:57] would look like i think a lot of the [51:00] uh discomfort is we don't want to bore [51:02] people around what we do we're trying to [51:04] make it exciting and integrity for the [51:06] community and [51:10] but being [51:11] aware of just the nuances of what we do [51:14] it might not appeal to everyone so i [51:16] think creating the format uh to make it [51:18] more of a meaningful conversation but i [51:20] think it is a very strong message that [51:23] needs to get sent to the community that [51:24] we all collectively need to be out there [51:27] present um [51:28] and and and [51:30] available and i know that things happen [51:32] i know that emergencies arise but i [51:34] think if we have the time to coordinate [51:36] a date i would hope that all the council [51:38] members can find there [51:40] find the final the opportunity to put in [51:42] their schedule and make a conscientious [51:44] effort to impress them [52:03] you know causing further complications [52:05] of demeaning laws [52:07] it depends [52:08] i mean i i wish i could give you a [52:10] better answer than it depends it depends [52:11] what actions you're going to be taking [52:13] you know if you're resolving to take [52:15] some type of official action that's you [52:17] know obviously [52:18] you know open meeting if you're there [52:19] for town hall to allow people to just [52:21] kind of give you know a piece of their mind maybe or [52:25] just you know their input and you're not [52:27] dealing with open meeting law [52:29] stuff so to speak right you're not [52:31] subject to open meetings law [52:34] right [52:36] so i thought well based on like a town [52:38] hall just thinking we're there to get [52:40] information from people and get their [52:41] input [52:42] we heard a man come to the rail the [52:45] other day and you know [52:47] unsolicited he was his situation so he [52:49] came so i think that's one of the [52:51] reasons this [52:52] came about that particular topic [52:54] regarding rent so i really just would ask the other [52:58] council members where they are with this [52:59] in terms of participation or dates [53:04] you know it's going to take all of us to [53:05] do something [53:07] all right [53:08] mr toro thank you car mr williams um i [53:12] like the the town hall um mr farley just [53:15] brought that up so we probably wouldn't [53:16] be able to interact or give advice [53:19] so i [53:20] well that leaves me a little bit [53:22] confused right now as well you can give [53:25] advice you can't give formal you can't [53:27] do a formal action exactly okay all [53:29] right so we can answer okay so i was [53:32] just thinking [53:33] again like i say we can all be there i [53:35] like the idea of listening to [53:37] the constituents and what their concerns [53:40] are in individual neighborhoods [53:42] and um [53:43] again with dates [53:45] you know i i don't know you know we all [53:47] get invited to the neighborhood meetings [53:49] um i don't know who posters on a tuesday [53:52] so i'd have to check because we do like [53:54] to go to all the neighborhood meetings [53:56] again i don't know if we if we might [53:57] just want to travel there we're in each [53:59] neighborhood [54:00] and again not asking everyone to come to [54:03] us but we're going to them [54:05] but again thank you i think it's very [54:07] important to hear what they want [54:09] that's my my job everyone there whether it be landlords [55:16] or lieutenants or everybody just to [55:18] like this we introduce the topic and [55:20] then people give their input right i [55:22] guess opposed to having somebody [55:23] introduce the topic [55:25] or somebody that's an expert or whatever [55:26] i think is [55:28] a good a good thing [55:30] like like the meeting that we had with [55:32] the office of cannabis management where [55:34] you know we were able to hear some of [55:36] some [55:38] information [55:39] i don't know but well it depends on just [55:41] two cents on format just two cents on my [55:44] two cents yeah because it depends on the [55:45] topic [55:46] necessarily [55:47] on one [55:49] right so you said to check the dates for [55:51] um [55:52] the neighborhood association to make [55:53] sure that [55:54] they start up in the fall again [55:56] to make sure that we're not hidden up [55:58] against theirs okay yeah [56:00] that's a good idea i know a reunion the community i would like to [57:10] select the top of the right [57:11] stabilization and take into [57:13] consideration what uh [57:15] ms patrick was mentioning around trying [57:16] to capture uh something that has already [57:19] been discussed i think in our current [57:21] just [57:22] traveling throughout the city it's an [57:24] issue that's growing regardless whether [57:27] on any one side or the other so i think [57:29] as a council is our opportunity to be at [57:31] the forefront of these types of [57:32] conversations and [57:34] the only way we're able to make [57:35] appropriate judgments is having an [57:37] injectable understanding of what's going [57:45] do any further discussion on this topic [57:50] again i think [57:51] i like what you had to say mr williams [57:53] about trying to make sure that we [57:54] weren't coming out in [57:56] favor or not in favor of something so i [57:58] think [58:00] even perception wise i think if we if [58:02] the topic was [58:04] housing issues or something like that [58:06] but to say and i want to hear what mr [58:08] brawley is going to going to talk to us [58:10] about on the next item but i mean to say [58:13] rent stabilization might [58:15] um [58:16] make it seem like we're skewing in one [58:18] direction [58:19] over another [58:21] but i don't know what the kind of better [58:23] word it but [58:25] take into consideration those [58:33] types of elements is important and [58:35] that's why i think it's imperative of us [58:37] all to be together because although [58:39] we're one body that represents the city [58:41] at large we're being honest and [58:43] intentional we all have [58:45] nations that we kind of cater to [58:47] naturally we all don't travel together [58:50] in [58:50] one group um so i think [58:53] taking in all of our feedback and input [58:55] i think we'll be able to naturally hit [58:57] all of those corners of the community so [58:59] that we are taking into consideration [59:01] everything and not seeming to [59:06] any other discussion [59:09] okay so we'll wait for the email from [59:10] you on the date so we can get some [59:12] feedback on that and thank you madam [59:24] president so [59:25] um [59:27] one of the [59:30] benefits of living in the community [59:32] that have you know getting such a great [59:34] financial audit you know once you get [59:36] close to the team here to the mayor and [59:39] your team for [59:41] diligent work [59:42] is [59:43] tax stabilization [59:48] can and should [59:49] correlate to housing on [59:52] price stabilization so i guess i just [59:54] wanted to open up the conversation [59:57] with the council because of all the [59:58] feedback that we've been getting um [1:00:01] and i've been you know [1:00:03] listening to people [1:00:04] uh and i really want to see like how do [1:00:07] we [1:00:07] is there a way for us to create um [1:00:11] to incentivize you know um [1:00:15] some housing stabilization so that's [1:00:17] really where i wanted to go with this [1:00:18] conversation [1:00:19] um people in the community are really [1:00:22] hurting um you know [1:00:26] we're doing some of the research you [1:00:27] know i realize it says that uh a hundred [1:00:31] dollars in an immediate [1:00:36] equates to a nine percent increase in [1:00:39] homelessness [1:00:41] so this is a you know this isn't a [1:00:42] conversation that we can just have like [1:00:44] you know in abstract ways that this is a [1:00:47] real [1:00:49] way that [1:00:50] is impacting people in their [1:00:53] material conditions of people live so i [1:00:56] think that you know i i look forward to [1:00:58] just kind of opening up this [1:01:00] conversation and getting feedback from [1:01:02] fellow council members um to see [1:01:05] what your thoughts [1:01:11] mr toro [1:01:13] can you tell me a little bit more like [1:01:15] what are you looking for us to say [1:01:18] uh [1:01:19] i'm sorry i just didn't [1:01:21] i couldn't follow along sure [1:01:24] tell us what you're thinking [1:01:25] so what are what so what i'm thinking um [1:01:28] and what i'm hearing and what we heard [1:01:30] in our last city council uh meeting is [1:01:33] that people hurt [1:01:34] right [1:01:35] and we um often talk about our tax base [1:01:39] being pretty stable right so what i'm [1:01:42] saying is that when you are living in a [1:01:43] community um that has a stable tax base [1:01:47] that should correlate to stable housing [1:01:49] prices for people [1:01:51] it should [1:01:52] i don't know that that's necessarily the [1:01:54] case right now [1:01:56] so my question is [1:01:58] what are your thoughts and should we be [1:02:00] thinking about ways as a counselor that [1:02:02] we can incentivize [1:02:04] of [1:02:06] rent prices [1:02:07] to to be more stable because what we're [1:02:09] hearing are now and people are [1:02:12] losing their houses and their housing [1:02:14] and [1:02:15] that's something that we're hearing in [1:02:17] every corner of the city and i think [1:02:18] it's something that we need to talk [1:02:20] about how can we address it [1:02:23] so just to [1:02:25] bring you back to when the gentleman [1:02:26] came to the council meeting um last week yes and um he [1:02:32] his rent went up 200 [1:02:34] that's pretty significant [1:02:36] and he made it clear that it was almost [1:02:39] his entire monthly income so [1:02:42] now he has a place to live but now he's [1:02:44] got to figure out how he's going to eat [1:02:46] and uh so i i think that we'd be remiss [1:02:49] if we didn't and he's not the only [1:02:51] person i've heard had emails etc from [1:02:53] people um that have said the same thing [1:02:55] my rent's gone up like 200 and i i just [1:02:58] didn't know that rents went up like that [1:03:00] so um i think that it's that we should [1:03:03] be considering that and i know that [1:03:04] currently currently the city does not [1:03:06] have any kind of rent control or rent [1:03:08] segregation we don't they do have that [1:03:10] in new york city so there's no cap we [1:03:12] don't can't say this is the most you can [1:03:14] charge for somebody to rent your [1:03:15] apartment it's up to a landlord um [1:03:18] so [1:03:20] you know what do we do about that do we [1:03:22] create more homelessness i mean how do [1:03:24] we address that so i think that's the [1:03:25] conversation that's before us now [1:03:28] or do you think it's not something that [1:03:29] we don't need to address [1:03:32] mr mayor [1:03:33] madam chair just want to recap you know [1:03:36] some of the things that [1:03:38] we've seen [1:03:42] for a long time the value of property in [1:03:44] schenectady was very low [1:03:46] so we've seen [1:03:48] the things that we've done collectively [1:03:50] with economic development investments in [1:03:52] the neighborhood that have increased the [1:03:54] values and have also [1:03:57] tied to the national housing market [1:04:00] the taxes here [1:04:03] we cut them five years in a row [1:04:05] last two years have been [1:04:08] no increase the last year is no increase [1:04:11] in [1:04:12] that restriction is really put on us by [1:04:16] the arpa money which says you can't use [1:04:18] it to lower taxes so i think people are [1:04:21] happy that we're keeping the services up [1:04:24] doing it [1:04:25] but you have to remember that the [1:04:28] tax bill that people pay [1:04:31] roughly half of it's the school district [1:04:33] a little over 30 percent is [1:04:36] the city's tax bill a little under 20 [1:04:40] is the [1:04:43] county's portion of it [1:04:47] people tend to focus for [1:04:50] it's always the city is the point on [1:04:52] property taxes even though we're [1:04:54] a smaller component of that [1:04:57] in terms of housing just what the land [1:04:59] bank had outlined [1:05:01] those [1:05:02] units that have been put up in other [1:05:04] projects here [1:05:06] are [1:05:08] income based [1:05:09] so that tenants in that basically pay 30 [1:05:12] of their income so if they're making a [1:05:15] thousand dollars a month they're paying [1:05:17] 300 [1:05:19] there can be a little bit of variance in [1:05:21] that depending on the timing and [1:05:23] the exact nature of the unit they're in [1:05:27] there's been a lot of [1:05:29] in that there's a market study for [1:05:31] what's fair rent [1:05:34] but a lot of people who've been quoting [1:05:36] those higher numbers [1:05:38] for those units and saying people are [1:05:40] paying [1:05:41] the fair market rent which is not true [1:05:44] those projects are designed to create [1:05:47] safe and decent housing for individuals [1:05:50] who are not [1:05:52] income [1:05:53] don't have the income to [1:05:55] afford to live there it's how do we do [1:05:58] more of those projects how do we work [1:05:59] with the housing authority to get more [1:06:01] section 8 vouchers [1:06:03] again that individual who [1:06:05] would have the chance to talk to you [1:06:07] since the last meeting you know probably [1:06:10] qualifies for [1:06:12] a [1:06:13] section 8 voucher and [1:06:16] there's a waiting list for that even [1:06:17] though sometimes [1:06:18] you bypass the status on that if there's [1:06:21] hardship or extreme circumstances that [1:06:24] come into play and we're seeing more and [1:06:25] more individuals that [1:06:28] are in [1:06:29] that set of circumstances which are [1:06:31] really beyond their control and are [1:06:35] adversely affecting them and so how do [1:06:37] we [1:06:38] again [1:06:39] work with them to them being the housing [1:06:42] authority to match those people up [1:06:45] to get more vouchers or create some of [1:06:47] this additional housing that is income [1:06:49] based that allows them to have [1:06:52] safe and decent housing [1:06:57] well so um [1:07:00] that i mean not everyone has section 8 [1:07:03] and and some of it so i think [1:07:05] some of this is is not just [1:07:08] housing developments it's people are [1:07:10] running from individuals which is i [1:07:12] think [1:07:13] this gentleman's situation and i didn't [1:07:15] ask him about his personal thing and [1:07:16] then i even if i knew i wouldn't talk [1:07:17] about it here [1:07:20] and and then with that even some of the [1:07:22] private housing [1:07:24] people [1:07:26] are [1:07:27] reluctant [1:07:29] to accept section 8 i've heard that time [1:07:30] and time again people look for housing [1:07:33] and they and i know that you're not [1:07:34] supposed to be able to turn people away [1:07:36] based on their spillway [1:07:38] somebody is doing it i do know that [1:07:40] um true but it but it happens [1:07:44] and and if you've ever even looked it [1:07:46] and i've helped people look for [1:07:47] apartments if you've ever looked it [1:07:49] specifically says in there no people say [1:07:52] no section 8. they will say that no dss [1:07:55] so i've seen those [1:07:56] um people advertising and saying [1:07:59] we will not accept this type of payment [1:08:01] for your rent [1:08:02] so i know it's not it's illegal but it [1:08:04] does happen [1:08:05] mr problem yeah so and i would just add [1:08:08] that [1:08:09] you know to the mayor's point there are [1:08:11] you know interventions and things [1:08:13] happening to address um you know [1:08:17] find people safe and accurate housing [1:08:19] um i would just say that like the [1:08:21] section 8 waiting list can be extremely [1:08:24] lengthy [1:08:25] um so and you know just because there [1:08:29] are the programs in their art [1:08:31] doesn't mean that [1:08:33] the programs are going to address the [1:08:35] problem and what i'm saying is that [1:08:39] is there a way that we can [1:08:40] kind of work [1:08:42] and create the setting conditions to [1:08:44] where people [1:08:45] don't have to [1:08:47] seek out [1:08:48] some of those [1:08:50] programs and make [1:08:51] the pressure off some of those programs [1:08:53] so they can work a little more [1:08:55] efficiently and you know because that's [1:08:57] something that is within our real house [1:08:59] to do [1:09:02] again 100 [1:09:04] in medium rent increase [1:09:07] correlates to nine percent uh [1:09:09] increase in homelessness that's pretty stark numbers and i think that [1:09:16] we have to look at this with some level [1:09:18] of urgency [1:09:19] um [1:09:20] because it's impacting our community [1:09:26] mr toro agreed agreed mr farmer [1:09:29] absolutely things are things are they're [1:09:31] tough out there mr palmetti speaks every [1:09:34] council meeting on you know how bad [1:09:36] things are getting [1:09:37] with our economy um but on on the other [1:09:40] side of that you need to look at the [1:09:42] landlord situation you don't know what [1:09:44] they're [1:09:46] facing at this point maybe coming off [1:09:48] the three years of covet with no rent [1:09:51] um that they haven't gotten so so [1:09:53] there's a lot of variable variables here [1:09:56] that that we need to think about and [1:09:57] talk about i don't think there should be [1:10:00] rent caps at all for personal property i [1:10:02] just [1:10:03] don't think that's right you say they do [1:10:05] it in new york i don't i don't know any [1:10:07] of that but again people have [1:10:10] everyone has their own [1:10:12] expenses that they need to take care of [1:10:15] and we don't know anyone's personal [1:10:16] finances on that but again this [1:10:18] gentleman and so many people and i think [1:10:21] our city does a damn good job of taking [1:10:23] care of our people [1:10:25] i really think we do there's always room [1:10:28] for improvement but i think you know out [1:10:30] there in the community you see it at [1:10:31] school we all see it we're doing one [1:10:33] hell of a job [1:10:35] we're going to just keep going [1:10:40] and that's why i think it's really [1:10:41] important to have a town hall because [1:10:44] i would have to disagree i've heard from [1:10:46] both sides and i've [1:10:48] had conversations with people who are struggling [1:10:51] however i'm glad you did make the point [1:10:54] of there are two sides to every [1:10:56] narrative i've been to uh being [1:10:58] landlords influencing change meetings [1:11:00] and i know that there are other [1:11:01] components of this conversation [1:11:04] but i think it's it's necessary to [1:11:06] look at our options [1:11:08] and i think absent having this [1:11:09] conversation are we starting or [1:11:11] recognizing that this is an issue [1:11:13] part part of the the analysis is [1:11:16] are raising the rents effectively being [1:11:18] what landlords or homeowners are [1:11:20] attending it to [1:11:23] so i think unless we admit that this is [1:11:27] uh affecting members of our community [1:11:30] i don't think we'll be able to actually [1:11:32] get action on some of the discomfort [1:11:34] that people are feeling [1:11:37] mr [1:11:38] so and i i want us to be mindful that [1:11:41] two things can be true right people can [1:11:43] you know there are there's a lot of [1:11:45] variables [1:11:46] in this conversation [1:11:47] but i don't think that they're you know [1:11:49] i wouldn't rush to say that we should be [1:11:52] talking about it from like two sides [1:11:54] right like a landlord and a tenant i [1:11:56] think that you know [1:11:58] there are you know we should be looking [1:12:00] and exploring ways that where we can [1:12:02] incentivize it for landlords um [1:12:06] to to uh have some sort of uh rent [1:12:09] stabilization um for the people that are [1:12:12] renting their properties i think that we [1:12:14] you know [1:12:15] there might be ways for us to look at [1:12:17] how do we give some you know as a [1:12:20] property owner so maybe some cost [1:12:22] insurance right that they know you know [1:12:25] that their uh taxes going to the mayor's [1:12:27] point um and there's other entities that [1:12:29] have to be involved aren't going to [1:12:32] spike you know here and they know that [1:12:33] okay well i know that this is what i can [1:12:36] make this projection a couple years out [1:12:38] that i'll be staying within these [1:12:39] parameters and then [1:12:40] i pass you know somebody that saves [1:12:42] along to the person that's that's [1:12:44] renting it so i you know [1:12:46] again i i don't think that we're gonna [1:12:48] come over all the answers here i just [1:12:49] think that i wouldn't want the [1:12:50] conversation to go in the direction to [1:12:52] where something like it's you know that the outcome or [1:12:58] willingly it couldn't be mutually [1:12:59] beneficial because it can it can be so i [1:13:02] do that's definitely the direction i'd [1:13:04] like to see the conversation [1:13:07] yeah [1:13:09] i [1:13:10] try to recall this something the state [1:13:12] statute which [1:13:14] i think it's units [1:13:15] built [1:13:16] for 1974 having more than six units [1:13:21] you have to do a study and if the [1:13:23] vacancy rate is below 5 [1:13:29] then there's some things that trip [1:13:32] within the locality if it's above five [1:13:34] percent then you don't have the option [1:13:36] right and i [1:13:39] apologize i can't remember all the [1:13:40] details or mechanics of that but that [1:13:43] something again that that wouldn't [1:13:44] happen overnight if [1:13:47] actually do the study [1:13:49] i [1:13:49] don't know [1:13:51] if that information is compiled [1:13:54] in the annual census so that it might [1:13:57] have been done [1:13:58] fairly recently we would have a [1:14:01] fairly accurate baseline to work from [1:14:05] mr colton yeah the mayor is correct um [1:14:07] it's the emergency tenant protection act [1:14:09] which [1:14:10] is passed in 2019 [1:14:12] you have to have a study as the mayor [1:14:14] indicated to confirm that the applicable [1:14:15] jurisdiction has less than a 5 vacancy [1:14:17] rate [1:14:18] and it does not apply to buildings [1:14:20] containing less than 6 units rent [1:14:22] control departments [1:14:24] non-profit units housing supervised by [1:14:27] the government which would be you know [1:14:29] obviously those people with housing [1:14:30] choice vouchers [1:14:32] um and substantially rehabilitated [1:14:34] housing and housing uh within buildings [1:14:37] completed after 1973. so when you look [1:14:39] at it it's probably gonna be a very [1:14:40] small number of units that would [1:14:44] be a part of it [1:14:46] seems as though we'll wouldn't apply to [1:14:48] two family homes single family homes [1:14:50] which you know looking at the numbers [1:14:52] across the city i think that's primarily [1:14:54] what we're seeing right two family homes [1:14:56] and single-family homes that are being [1:14:57] rented out [1:14:58] so stabilization even if the vacancy [1:15:01] rate is under [1:15:02] five percent it would not any [1:15:04] stabilization would not apply to those [1:15:05] units [1:15:11] you know if we're looking at you know a [1:15:13] small amount of [1:15:16] units you know even if it is a very [1:15:18] small amount of units you know we look [1:15:20] at it as to how that translates into [1:15:22] somebody's actual you know the lobby of [1:15:25] people living in the city that makes a [1:15:27] huge difference you know so i responded [1:15:30] i appreciate that clarification with [1:15:32] that you know [1:15:33] definitely [1:15:34] it's something i still think that we [1:15:36] need to be [1:15:45] [Music] [1:15:50] when you think about a place like new [1:15:52] york city i mean you know most of their [1:15:54] housing is [1:15:55] above six units right so [1:15:58] the idea that larger you know [1:16:00] municipalities like that that have rent [1:16:02] control [1:16:03] you know [1:16:05] i understand that now [1:16:06] i guess that was required of this insane [1:16:09] code [1:16:11] so [1:16:12] right so that was legislation that was [1:16:14] passed so i mean does that mean that we [1:16:16] couldn't consider something i mean i [1:16:18] know understand that we don't have many [1:16:20] six house units well we have a few more [1:16:22] now than we did a few years ago units [1:16:24] that are above um above six but we many people rent from um [1:16:29] either two family or one family homes [1:16:31] even up to four actually [1:16:33] so [1:16:34] i think it's it's still a conversation [1:16:36] that we have to need to have and and how [1:16:38] do we address it [1:16:40] it's gonna cost homelessness it's gonna [1:16:42] cause people to not be able to eat [1:16:45] we can't just say well okay you know and [1:16:48] i'm not saying that i have a solution [1:16:50] clearly i don't [1:16:51] um [1:16:52] but i think that we do need to talk [1:16:54] about what a solution could be and we [1:16:56] should also um hear from people and we [1:16:59] would need to do our a lot of homework [1:17:01] initially and also i was thinking about [1:17:03] who we could have come and speak in [1:17:04] terms of the housing um i would just you [1:17:06] know give some suggestions if that's [1:17:08] what we're going to do [1:17:09] and um but has that conversation and [1:17:11] include [1:17:12] landlords as well as tenants because [1:17:15] as i always say how you see it depends [1:17:17] on where you sit and so i know that [1:17:18] landlords see it one way in tenancy in [1:17:20] another way but to have someone's rent [1:17:22] increased by what amounted to it over 30 [1:17:24] percent that's significant if we ever [1:17:27] raise taxes 30 [1:17:29] people would just go out of their minds [1:17:31] so you know we have to look this is like [1:17:33] you really increased it by a significant [1:17:35] amount of money [1:17:36] a person's income [1:17:40] i'll misspell and also but again you [1:17:42] know a couple meetings back you know we [1:17:45] had uh land rovers come to rail and [1:17:47] something that i heard in saying [1:17:49] multiple times [1:17:51] was you know some of the rough [1:17:52] conditions that they're in um and [1:17:54] speaking with them you know how they're [1:17:56] struggling themselves to make them you [1:17:58] know to make ends meet and uh it seemed [1:18:01] like a lot of that was you know [1:18:03] based on the tenants that are living in in their [1:18:06] housing which is [1:18:08] ridiculous um for someone to have to go [1:18:10] through some of the things that they [1:18:11] were going through [1:18:12] i [1:18:13] the point [1:18:15] i want to make sure that we're i'm [1:18:16] intentional about focusing the [1:18:18] conversation in the way [1:18:20] of a solution that can be mutually [1:18:22] beneficial and i don't just think that [1:18:24] you know if i heard the landlords can [1:18:26] continue to say affordable housing right [1:18:29] and i think affordable this is a [1:18:30] relative term right um but you know [1:18:34] if we can [1:18:36] look at what is out there and to see [1:18:39] maybe um that's something we could apply [1:18:41] here that would be mutually beneficial [1:18:43] even if it's only for a small [1:18:45] number of units um [1:18:48] if you know [1:18:49] every unit [1:18:51] that is safe affordable [1:18:53] and someone lives in here that's [1:18:54] somebody that's not [1:18:56] homeless somebody that's somebody that's [1:18:58] not you know [1:19:01] on you know section eight winnings which [1:19:04] i don't know [1:19:05] how many of the council members are [1:19:06] familiar with the length of those [1:19:10] you know waiting listings so i just that [1:19:13] it's something that even if it doesn't [1:19:15] look like a large amount of numbers of [1:19:18] units it is a large amount of impact [1:19:21] it's something that we can find on that [1:19:23] yeah that's useful [1:19:25] mrs williams i think one of my final [1:19:27] points is [1:19:28] i look at the direction our city is [1:19:30] moving towards where we've had [1:19:31] conversations over the past few years [1:19:33] about community policing and community [1:19:35] schools that the idea of looking at a [1:19:37] situation from multiple angles to [1:19:39] understand what [1:19:41] an approach can be i think allows us to [1:19:44] just look at things through a critical [1:19:46] lens and not pigeonholing ourselves to [1:19:48] only responding through [1:19:51] tried and true measures so i think [1:19:54] having a conversation with this thing [1:19:55] that we made our mind up and just opens [1:19:57] up the dialogue [1:20:04] anyone else [1:20:08] so um [1:20:09] so am i understanding that [1:20:12] between two of these that you want to [1:20:14] have the town hall and have rent [1:20:25] all right so [1:20:26] you can send it out that would be one of [1:20:28] the topics and then we'll all respond to [1:20:29] that um i definitely you know i said it [1:20:32] before i said it again i'll say it again [1:20:33] i think that's definitely a conversation [1:20:35] that we need to have in and hear all aspects of the conversation and um [1:20:41] just do it in a mindful way that people [1:20:42] know that we're listening both landlords [1:20:44] and tenants know that we're listening [1:20:47] to the problems of the community mr [1:20:49] mayor i i [1:20:50] don't want to create the controversy [1:20:52] because i believe [1:20:53] that mr williams comes up to go out to [1:20:56] the town meetings [1:20:58] on this path if you're going to have [1:21:00] that as a topic aren't you better off [1:21:02] having a city council meeting where it's [1:21:05] recorded in the minutes of the meeting [1:21:07] and it may then create a basis for [1:21:09] legislative action or if you do it the [1:21:12] town hall it's all informal it's a nice [1:21:16] narrative but [1:21:20] it may not give you the full weight that [1:21:22] you [1:21:22] want from it [1:21:25] so [1:21:26] i guess this is a question for you so mr [1:21:28] upholding if we do a town hall format [1:21:30] that's like [1:21:30] we just like got together [1:21:32] um or do we call it a special meeting i [1:21:34] mean what can we do about that i can't [1:21:36] advise you on what obviously what to do [1:21:38] i mean you're certainly you know could [1:21:40] have a town hall meeting as a council [1:21:43] i think what the mayor's [1:21:44] driving at is if there's some [1:21:46] legislative action that takes place at [1:21:48] some point in the future [1:21:50] you obviously you know afford to be [1:21:53] you know to take action there has to be [1:21:55] some basis generally a lot of times you [1:21:57] know maybe [1:21:59] you know [1:22:00] you can take notes and all that but if [1:22:01] there's legislation that's going to be [1:22:03] happening at some point in the future [1:22:07] i would advise the council to have some [1:22:09] type of basis for taking that action and [1:22:12] if you know things are [1:22:14] informally done at a town hall [1:22:17] and you don't have minutes and you don't [1:22:18] have you know some type of record of [1:22:20] what took place it becomes more [1:22:22] difficult [1:22:23] to legislate with that informality [1:22:29] so i [1:22:30] you know [1:22:32] why not do both right like why can't you [1:22:34] know what people do i think that [1:22:36] having the town hall format [1:22:38] um [1:22:39] gives people um [1:22:42] a chance to you know [1:22:44] participate and give us some information [1:22:47] in in a different setting [1:22:49] and you know i i don't think [1:22:59] a special meeting or whatever you know [1:23:01] what recognition that approach [1:23:04] can do [1:23:17] i'm not texting anyone i was just [1:23:18] looking up special meetings to see [1:23:20] if that was an option [1:23:22] um so [1:23:26] um i think that we have to to i mean we [1:23:29] don't have to make the decision tonight [1:23:30] but i think you definitely have to um [1:23:32] make some decisions um i just pulled it [1:23:35] up but i don't think it's enough here [1:23:36] for me to um [1:23:39] okay so it looks like if we call the [1:23:40] special meeting we could call a special [1:23:42] meeting one topic [1:23:44] and that would it could be a city [1:23:45] council special meeting based on that [1:23:47] and that would capture [1:23:48] the information as well um [1:24:17] and i think that [1:24:19] i i fully you know i wanted to [1:24:22] introduce this um conversation here um [1:24:25] but i think that it definitely uh [1:24:28] lends itself well to uh [1:24:32] you know whatever format you know you [1:24:34] ultimately decide on but i think that [1:24:36] this is i would just like to see this [1:24:38] conversation happen [1:24:40] and i'd like to see our welcome [1:24:42] counselor [1:24:48] but [1:24:50] this is people's lives that we're [1:24:51] talking about here and i think that's [1:24:53] just something i want to continue [1:24:58] so i know we had a lot of conversation [1:24:59] whether she did a town hall meeting or [1:25:01] in the mayor brought back before that if [1:25:03] it's not official then it doesn't do [1:25:06] anything so chapter 28 does speak for [1:25:07] special meetings so that's another we [1:25:09] could have a special meeting outside of [1:25:11] city hall that um in a larger venue [1:25:15] um that would [1:25:16] for that particular topic and then you [1:25:18] know still capture the information and [1:25:20] that would satisfy [1:25:22] everything [1:25:23] so [1:25:24] yes ms patrick or we could i mean or we [1:25:26] could do a city council meeting here [1:25:30] where we have the reporting we have the [1:25:32] city clerk we have you know office staff [1:25:35] et cetera right in this building um and [1:25:37] do it as part of a city council meeting [1:25:39] right [1:25:40] public hearing or [1:25:42] we already i mean we obviously had i [1:25:45] think there were 16 different [1:25:46] individuals that spoke [1:25:48] um [1:25:49] from the landlord [1:25:51] we did hear from the one person last [1:25:53] week obviously at the rail um [1:25:56] but [1:25:58] i don't know again i don't know that we [1:25:59] need a special city council meeting that [1:26:01] we can [1:26:02] do it during a city council meeting if [1:26:04] that if that to fit with the idea of [1:26:06] reporting and that type of thing [1:26:11] well we can record wherever we go and [1:26:14] so [1:26:15] um mr williams do you have any i'm sorry [1:26:17] so i think part of the wanting to get [1:26:19] actionable on this is i feel like we [1:26:21] keep having a circle circular [1:26:23] conversation [1:26:25] the intent is to have a conversation in [1:26:27] the community what's an appropriate [1:26:28] topic to find an appropriate topic and [1:26:30] if it somehow comes back to [1:26:33] it would be easier to maintain it here i [1:26:35] didn't kind of miss the overall intent [1:26:37] of wanting to meet the community where [1:26:38] they are [1:26:40] i understand that there are other [1:26:42] already established meeting settings [1:26:44] such as neighborhood associated meetings [1:26:46] but i think we need to be intentional [1:26:48] with having a designated time to go out [1:26:52] whether it is a town hall or whether [1:26:54] it's a special meeting which i did [1:26:55] recommend first rose recommended that we [1:26:57] did not need that [1:26:59] i am in favor of doing whatever as long [1:27:02] as we can get to the community that's if i'm going to be being very [1:27:06] transparent that's what i want [1:27:08] and i understand that i'm not it's not a [1:27:11] council of college lawyers [1:27:13] so i recognize the importance of [1:27:16] meeting everyone where they are but [1:27:17] without any other input from the council [1:27:19] i would absolutely recommend having a [1:27:21] special meeting [1:27:22] at destiny location and i can put [1:27:24] together all the homework assignments [1:27:27] that were [1:27:28] given to me to get the proper message [1:27:30] get the menu products and outlines and [1:27:33] counselors for us to discuss [1:27:35] behind the scenes and that way we can [1:27:37] out we can roll this out to the [1:27:38] community the appropriate way so people [1:27:40] are aware not so that they can come in [1:27:42] full force posturing just so they can [1:27:44] come with their stories that we can hear [1:27:47] and be able to have a validity with how [1:27:50] we should respond [1:27:56] or is that just thinking what's that [1:28:10] and i don't even know what you're saying [1:28:17] yes so again um i think we keep having [1:28:19] this conversation because i think two [1:28:21] meetings ago we did decide that we [1:28:23] didn't want to do city hall meetings [1:28:25] outside of city hall [1:28:27] i think that was the decision um and [1:28:29] that that's how we got to the town hall [1:28:31] meeting place [1:28:33] so [1:28:34] i personally would like to stick with [1:28:36] that idea [1:28:39] i don't think it was a final decision i [1:28:41] think it was a discussion i don't think [1:28:43] we finally said yes absolutely no city [1:28:45] council meetings outside of town and if [1:28:47] somebody else heard it differently [1:28:48] let me know [1:28:50] um [1:28:51] so [1:28:53] all right we just you got to get some [1:28:54] things out of here right tonight [1:28:56] so are we going to have a town hall and [1:28:59] the city council meeting to address this [1:29:02] because [1:29:03] the whole purpose of mr um [1:29:05] is bringing this forward was that we [1:29:07] actually engage the community outside [1:29:08] the community we go to meetings [1:29:11] often um and we [1:29:14] sort of hosted one with the um oh um the [1:29:16] cannabis events we just kind of like [1:29:18] helped them but they really did all the [1:29:19] work there so that we we've done that so [1:29:22] i i'm not sure why we're opposed to [1:29:24] doing more things like that where people [1:29:26] clearly [1:29:27] people came to that meeting that [1:29:29] probably we've never seen in the city [1:29:31] council meeting because it was a topic [1:29:33] they were interested in [1:29:35] so [1:29:35] i don't see why we are objecting to [1:29:39] going meaning outside of [1:29:42] um [1:29:43] these four walls or however many walls [1:29:45] they're off [1:29:47] so i'm not sure why there's a major [1:29:48] objection to that [1:29:51] and um [1:29:53] i think i heard from every council [1:29:54] member except mr moon do you have any [1:29:55] thoughts on this [1:29:57] no i'm okay but i had a title [1:29:59] either format [1:30:04] so the discussion is like how do we look [1:30:06] forward to you know [1:30:08] do we just take do we do the special [1:30:10] meeting or do we do the town hall and [1:30:13] city council meeting which is more of [1:30:15] the same and will people come to vote [1:30:24] right right right um yes and i was just [1:30:27] reminded that we went out to the [1:30:29] community when we talked about arthur we [1:30:31] presented ourselves to the community so [1:30:33] disable the needs what's that [1:30:34] neighborhood meetings [1:30:36] no we created those meetings those [1:30:38] meetings were created by us you know i [1:30:39] think the i think the mayor and the city [1:30:42] development office but that's what i'm [1:30:44] talking about those neighborhood [1:30:45] meetings were really effective but they [1:30:47] weren't just for they weren't they were [1:30:49] specifically for arka it wasn't like the [1:30:51] neighborhood association is meeting [1:30:52] right no no i i know what you're saying [1:30:54] right um but i'm saying that's what i [1:30:56] think we talked about in terms of this [1:30:57] idea of a town meeting was the exact [1:31:00] same thing we even said that two [1:31:01] meetings ago that those neighborhood [1:31:03] meetings were a perfect model of a way [1:31:07] to solicit and the idea was for us to [1:31:09] not say anything [1:31:10] as city council people but to go and [1:31:12] listen and i think we all did pretty [1:31:14] much go i know i missed one i think [1:31:16] maybe each of us missed one out of all [1:31:19] the united [1:31:20] uh [1:31:21] of those meetings [1:31:22] and they were really informative so i [1:31:24] think that that is a good model this [1:31:27] town hall meeting neighborhood meeting [1:31:28] whatever you want to call it is a good [1:31:30] model to solicit input [1:31:32] on a topic i think with the cannabis one [1:31:35] again i mean if we had said we're going [1:31:37] to have the cannabis office cannabis [1:31:39] management come and do that meeting here [1:31:41] at city hall those folks would have [1:31:43] showed up at city hall i mean i don't [1:31:44] know that to be true it's right across [1:31:46] the street i know what it is [1:31:49] right that's what i'm saying though i [1:31:50] think that nobody else [1:31:52] would have would have come to this [1:31:54] building just as they did to the library [1:31:56] which is another good setting for a [1:31:57] neighborhood meeting by the way [1:31:59] um [1:32:01] but what i'm saying to you what i'm [1:32:03] saying about that is i [1:32:05] know some people that were meeting i [1:32:07] personally invited people i had people [1:32:08] invite people who have never and i've [1:32:10] invited some of those same people to [1:32:11] city hall [1:32:12] who have never shown up so for some [1:32:14] people [1:32:15] um not there's anything wrong with city [1:32:17] hall we all love it here certainly um [1:32:19] but there's some people that just feel a [1:32:21] little bit more comfortable outside of [1:32:23] what they consider very formal [1:32:25] environments and so um so that's where [1:32:27] we're just trying to meet people where [1:32:28] they are [1:32:33] mr i think [1:32:35] this is a very certain conversation [1:32:38] and i think it's it's pretty clear that [1:32:40] this is just about [1:32:42] accessibility and we should be thinking [1:32:45] of different ways [1:32:47] to be [1:32:48] um you know where tradition shouldn't [1:32:50] stifle innovation here we should be [1:32:52] thinking of ways to create more entry [1:32:54] points for people to be involved it [1:32:56] sounds like a good idea to do that so [1:32:58] can we just do that so we can do [1:33:00] something or we just come keep into our [1:33:02] circular conversation [1:33:04] and i again support the [1:33:07] issues that i brought forth as far as [1:33:08] residency organization i support that [1:33:11] being that so my [1:33:13] let's [1:33:14] do a special meeting [1:33:16] in the community [1:33:18] on rent stabilization [1:33:21] that's my position [1:33:26] okay [1:33:27] so [1:33:31] i'm i i could support that but i guess [1:33:33] we would have to kind of take a straw [1:33:34] hole because it's going to need at least [1:33:36] four of us who say that we're willing to [1:33:37] do that [1:33:40] so i'll start meeting mr feldman no it [1:33:42] should be a town hall [1:33:44] the idea of a special meeting i think [1:33:47] there's restrictions that we want to be [1:33:49] able to hear people [1:33:51] and to get to the what we're trying to [1:33:52] achieve [1:33:54] just in my mind it doesn't accomplish it [1:33:56] and secondly [1:33:58] when we have a center of government [1:34:01] and people aren't coming here that's a [1:34:03] problem [1:34:05] because we want people to come here [1:34:08] and be able to [1:34:09] address us [1:34:10] to be able to [1:34:12] bring their concerns and be comfortable [1:34:14] here [1:34:15] and we're out in the community all the [1:34:17] time i'm even gonna say we i know i am [1:34:21] and several other people [1:34:23] so this this notion that we're not going [1:34:26] to people except when there's an [1:34:28] election is this false [1:34:30] but we need people to come here in order [1:34:33] to be comfortable [1:34:35] it doesn't mean we don't have other [1:34:36] arenas like a town hall in order to [1:34:40] uh hear what people have to say [1:34:42] but when we're conducting official [1:34:44] business there's a reason we have city [1:34:47] hall [1:34:48] and we want people to be comfortable [1:34:50] coming here and if they're not [1:34:52] comfortable coming here [1:34:54] and having something intentionally [1:34:56] outside just for the comfort level [1:34:59] that's sending the wrong message we want [1:35:02] people to be comfortable coming to our [1:35:04] meetings [1:35:06] and by doing this we're sending the [1:35:08] wrong message [1:35:09] mr tara i'd be in favor of a town hall [1:35:12] at a special meeting i think if we have [1:35:14] to have a special meeting we'll be here [1:35:16] in the council chambers [1:35:17] but a town hall for sure [1:35:22] assuming to them so mr williams you [1:35:24] started out this evening discussing that [1:35:26] you're in favor of a top hall [1:35:28] and mr mccarthy just stepped in to say [1:35:31] take official action you need to do it [1:35:33] so kind of like [1:35:35] based on your research and everything [1:35:37] that you put together you're more in [1:35:38] favor of a tom hall [1:35:40] forces on the special um [1:35:42] committee meeting is that [1:35:45] what you were discussing earlier today [1:35:48] i was looking forward to hearing some [1:35:50] input from the other council members [1:35:51] that is the first time mr palomi has [1:35:53] said that during this discussion started [1:35:55] hearing that [1:35:57] absolutely i would be willing to go back [1:35:59] to having a town hall meeting my whole [1:36:01] and my old uh intentions with that [1:36:04] compromise was trying to figure out a [1:36:06] way to collaboratively work with each [1:36:08] other [1:36:09] but having made that calm so late in the [1:36:11] conversation [1:36:12] if i had the opportunity i would have [1:36:14] done what i wanted to do first because [1:36:15] of special meeting [1:36:16] but hearing this now i can [1:36:19] have a ton of me but my vote's not now [1:36:22] true [1:36:25] yeah i'm [1:36:27] since basically a discussion earlier i'm going to be at this point if i'm in [1:36:30] fayetteville [1:36:33] it's patrick i'm in favor of town hall [1:36:36] whether we call it town hall or a [1:36:38] neighborhood meeting i have expressed i [1:36:40] think we did express a couple meetings [1:36:42] when we first had that first discussion [1:36:44] mr williams i think we all did say that [1:36:46] this is the place that we you know want [1:36:48] to develop an official business at least [1:36:50] i think that i i think that mr coleman [1:36:52] didn't say that i don't know i know i [1:36:54] said it um but i do think i'll go back [1:36:56] to i'll go back to um you know the [1:37:00] event that um [1:37:02] miss cornfield and miss de toro and i [1:37:04] had with um some young women [1:37:08] young girls and young women [1:37:10] from the school district here i do think [1:37:13] that i like the idea of opening our [1:37:15] doors even in that way like having girl [1:37:18] scout troops or boy scout troops that [1:37:20] come in and you know meet with folks and get to tour the place um you know so [1:37:25] i think to the question of how do we [1:37:27] think outside the box around those kinds [1:37:29] of things i think i think starting to [1:37:32] have tours or whatever i mean the [1:37:33] history that we talked about that day [1:37:35] was informative even to me um so i think [1:37:38] that there are ways that we can do that [1:37:40] but i i do appreciate the fact that this [1:37:42] is the seat of our government here and i agree that [1:37:48] we have to figure out ways to make it [1:37:49] comfortable but in this regard i say [1:37:52] town hall name of the meeting [1:37:55] so [1:37:57] again [1:37:58] i just i'm in the favor of doing [1:38:00] something [1:38:01] and i think that you know [1:38:03] and [1:38:04] making things accessible to people [1:38:07] i am not married to being a special [1:38:10] meeting i would fully support being a [1:38:13] town hall [1:38:14] um and [1:38:17] you know not either or but yes and so [1:38:19] yes town hall and we you know we are [1:38:23] being intentional about increasing [1:38:26] access and hearing so from our [1:38:28] non-traditional voices that don't come [1:38:30] in the city hall because we do official [1:38:33] business here at city hall but we do the [1:38:36] business of the people at city hall so [1:38:38] we need to be going to the people and [1:38:40] finding ways to do that [1:38:42] so i'm all for the town hall that's what [1:38:44] we want to do um and i again i think we [1:38:47] should talk about rent stabilization um [1:38:50] that's what i got there for today [1:38:55] mr [1:38:57] so without [1:38:58] trying to beat the dead horse i think i [1:39:01] think looking at something as simple as [1:39:03] our green market which is an awesome [1:39:05] resource for [1:39:07] our community to showcase to the capital [1:39:09] region [1:39:10] there are often times where i'll walk [1:39:11] around asking people do you live in the [1:39:13] city and more times than not they don't [1:39:15] so i think that is a case in point that [1:39:17] how if we expected people to have to [1:39:20] traverse down here to get any [1:39:22] governmental access i think that's wrong [1:39:25] and it's not to say that this shouldn't [1:39:26] be the focal point because i agree with [1:39:28] you [1:39:29] what i'm saying is if there are [1:39:31] opportunities for us to take this [1:39:33] vehicle into the community [1:39:35] why not try it [1:39:37] and we're not marrying ourselves to [1:39:39] doing this on a [1:39:41] quarterly basis which is what i [1:39:42] recommended first [1:39:44] about understanding that this is a [1:39:46] process and having gone through several [1:39:48] drafts of this conversation this is [1:39:49] where we're at and i'm excited so i look [1:39:52] forward to capturing all the notes that [1:39:54] i compiled so that we make sure when we [1:39:56] do engage the community and a town hall [1:39:59] site which we'll be putting us to it is [1:40:01] appropriate and we'll take the lessons [1:40:03] learned and we will discuss whether this [1:40:05] was a benefit [1:40:06] or [1:40:10] so [1:40:11] it looks like it's settled town hall is [1:40:12] the direction we need to go in but i [1:40:14] think we do need to capture it somehow [1:40:15] mayor so we have to we will have to [1:40:17] think more about how we actually get [1:40:18] people in again [1:40:20] to talk about this and um so having [1:40:22] people come in to talk as you made the [1:40:24] point this time it's not the tour was us [1:40:26] telling them and describing them this [1:40:28] time with them telling us [1:40:29] so [1:40:32] i meant that i like the idea of trying [1:40:34] to [1:40:35] that was a separate thing okay that was [1:40:37] me digressing into the way that we can [1:40:40] start to make people feel comfortable [1:40:41] about coming here is maybe talking to [1:40:43] young people and having young people [1:40:45] come here um and [1:40:48] sharing with them what this place is um [1:40:50] i mean i think we heard that day that [1:40:52] somebody that came didn't even know that [1:40:54] there was such a thing as the city of [1:40:56] all of where to see it all was so i [1:40:58] think the more that we can do those [1:40:59] kinds of things as well [1:41:01] um [1:41:02] i'm not play something okay what we're [1:41:04] talking about i'm saying okay kids i [1:41:06] didn't quite get it yeah no it's a nice [1:41:07] way to get people to come down here we [1:41:09] can do [1:41:10] i'm sure they're able to post coffee and [1:41:12] donuts for adults maybe even that [1:41:14] haven't been here but i'm just i'm [1:41:16] joking but i'm just saying i mean i [1:41:17] think there's ways to to to introduce [1:41:20] people to city hall as well [1:41:21] so um just to like [1:41:23] return the focus to this so we're going [1:41:25] to do a town hall meeting [1:41:27] with the [1:41:29] you want the discussion to be rent [1:41:31] stabilization i think we do have some [1:41:33] homework to do um before that [1:41:35] um mr [1:41:37] williams send out the dates and then we [1:41:39] can all decide oh well can you just [1:41:41] check to make sure none of them fall on [1:41:43] the uh neighborhood association dave [1:41:45] email has sent out the date and then [1:41:47] we'll [1:41:48] say yes no [1:41:49] you know which state works for us [1:41:51] and take from there and then and just as [1:41:53] a reminder we still need to do something [1:41:55] so that it can be [1:41:56] because the mayor said it needs to in [1:41:58] order to if we're going to move forward [1:41:59] and do anything we have to have some way [1:42:00] that we officially capture [1:42:02] what we're doing here so and the town [1:42:04] hall does not meet that particular [1:42:07] need [1:42:08] so
