Williams so I'd like to call [25:46] the order of the Public Safety Committee [25:48] we have four items on the agenda tonight [25:50] first of which is portable radios by [25:52] Chief Marina [25:54] and I assume he's in a while he was [25:58] going to be here [26:00] so everyone's in agreement moving to [26:02] this can attend item it's going to be [26:05] the axon officer Safety Management [26:07] contract approval by ACC [26:12] ENT okay [26:21] good afternoon everybody it's not [26:23] evening yet right good afternoon [26:25] so [26:27] I'm here today to ask that the council [26:30] approved or entering into an agreement [26:33] with axon for three separate [26:38] contracts one ordering in-car videos one [26:42] covering interview rooms and the other [26:44] one being officer safety plan [26:48] which has as the main component body one [26:52] cameras and tasers and before I before I [26:55] start this presentation I just wanted to [26:57] note that [26:59] I recognize that that this is a large [27:03] purchase on behalf of the city we have [27:06] not taken entered into this uh course of [27:09] action lightly [27:11] to it we've done a lot of research and [27:14] we've had many discussions and we've [27:16] communicated with many individuals [27:17] regarding this [27:19] also spoken to many agencies regarding [27:22] the purchase of this product whether [27:24] they like it or not some some positives [27:26] and negatives [27:27] those local agencies are Albany Troy the [27:29] rotterham city of Saratoga the county of [27:31] Saratoga we're also spoken with other [27:33] large agencies across the country [27:35] Michigan State Police Tempe Police [27:37] Department and Tampa Police Department [27:40] so the reason why we're here asking for [27:43] this is that we're facing uh an urgent [27:46] and immediate [27:48] urgency and a moderate need at the [27:49] police department the urgent need is [27:51] that the pandemic and the lack of [27:55] resources [27:56] backed us up on our cars that we [27:58] purchased two years ago they have [28:01] finally ends we finally have that [28:03] upfitted to the point where they need [28:04] ink cart videos we did not want to put [28:07] the ones in there that we had stepped [28:09] out because we had started these [28:12] considerations about changing vendors so [28:14] we had cars that are coming out to the [28:16] fleet right now that don't have any car [28:18] videos but we do have body warm cameras [28:20] and we're hoping that we can make a [28:22] decisions in car videos soon [28:26] um typically it costs about ten thousand [28:28] dollars per car [28:30] to put this camera in the car and then [28:32] it lasts throughout the life of the car [28:35] we do about eight to ten cars per year [28:37] so we're spending roughly through [28:39] Capital spending around 80 to 100 000 [28:41] per year on cars just for any car videos [28:45] axon's platform uh service bases where [28:49] you just pay per month [28:51] essentially is budget Mutual in this [28:53] space where they put the cameras in the [28:55] cars they install them you pay a per [28:57] month basis or are you on a yearly basis [29:00] we essentially figured out that it's [29:02] budget neutral based on the life of our [29:04] cars [29:05] and in addition something that our [29:08] current cars cameras don't have these [29:10] come with lprs on every car license [29:12] plate meters so every car will be a [29:15] license plate reader and we foresee [29:18] increased revenues we hate being able to [29:20] identify Scott laws and collect [29:23] passenger Mouse over like that [29:27] the next need that is immediate but not [29:30] urgent is binding on cameras our prior [29:33] vendor [29:34] the life of those cameras are is slowly [29:37] coming up they are currently out of [29:38] warranty [29:40] they expect to last between three and [29:41] four years and they're about three and a [29:43] half years old now we will need to [29:45] replace them [29:48] it's time we purchase cameras [29:50] it's 144 000 for as many as we need [29:55] by entering into the exxon's agreement [29:57] those cameras are given to us free of [30:00] charge as long as we're paying as a part [30:02] of the officer safety plan so we can [30:05] replace those cameras now once we enter [30:08] into this that every two and a half [30:10] years they will place them automatically [30:12] we'll be upgraded technology [30:14] so that over the course of a 10-year [30:17] agreement that's poor Replacements total [30:23] the most the minority that we have which [30:26] means we do not have to replace it right [30:28] away but we're going to need to is for [30:30] our interview rooms [30:33] currently it's dated it's been replaced [30:36] already once in my time that I've been [30:38] to the tech division at Chief and we're [30:40] getting to the point where we're going [30:42] to have to replace it again [30:44] we have a grant that was given to us by [30:46] the District Attorney's office which [30:48] will fully fund this [30:50] so between last year and this year we [30:52] expect that we will have full funding [30:54] for the cost of the interview rooms [30:57] being upgraded to the axon platform [31:00] which will have more cameras and the [31:03] evidence that's collected in those [31:04] interviews will go directly to [31:06] address.com making it easy to shareable [31:09] with Mr attorney's office and defense [31:13] so the officer safety plan is the big [31:16] one I just want to go through again just [31:18] as somewhere of what it includes it [31:21] includes body mount cameras it includes [31:24] taser 7 which is the most up-to-date [31:26] taser that includes signal Activation so [31:30] when it's deployed the Bodywork camera [31:32] automatically comes on [31:33] and includes the virtual reality [31:36] training with monthly updates expert [31:38] content which is both for basic [31:41] intermediate and advanced experiences [31:44] it includes bias prevention features [31:48] but focuses on common accounters like [31:50] domestic violence Mental Health crisis [31:51] de-escalations scenarios [31:55] it also includes evidence.com digital [31:57] evidence storage which is cloud-based [31:59] storage unlimited cloud-based storage [32:02] Sigma sidearms which is a sick which is [32:05] a sidearm signal that when they're [32:08] control pistols is deployed the body One [32:11] camera comes on [32:12] it was Auto tagging or [32:16] when the camera comes on and then it's [32:19] turned off that information on it is [32:21] tagged to the incident number that [32:23] they're they're on [32:25] right now currently off well currently [32:27] we have that right now but [32:29] officers used to have to go on there and [32:31] tag it themselves it just includes that [32:35] respond and live stream and GPS so for [32:39] also safety we'll know where they are [32:40] based on a GPS this camera [32:43] and we are able also to welcome Command [32:47] Staff view officers and live stream [32:49] sugar be an incent that we want to view [32:52] from the police station [32:54] axon capture which is a mobile app that [32:57] allows officers to capture digital [32:58] evidence in your field [33:00] axon view which makes you makes videos [33:03] available or viewable without the need [33:05] to download digital player software this [33:09] is this is important because when we go [33:12] out and get videos sometimes we have to [33:14] download the players for those which [33:15] makes the city's I.T system are [33:18] susceptible to malware [33:20] our city it does a great job but every [33:22] time you download one of those softwares [33:24] it holds your breath of hope that [33:26] nothing happens [33:27] redaction assistant which helps us [33:30] redact videos the redacted video saves [33:34] us time and effort which means we save [33:36] money by having less people working to [33:38] project videos that we share with the [33:40] bubble [33:41] axon performance which measures the [33:45] metrics of office your productivity so [33:47] this is this we're better able for us to [33:49] manage officers and their use of this [33:51] equipment [33:53] acts on citizen which where citizens can [33:57] be invited to submit photos videos of an [33:59] incident directly to the agency through [34:01] evidence.com it's a one-to-one [34:04] submission [34:05] and a community-wide pool with the help [34:07] get to get to the truth quickly so [34:09] one-to-one is where we will go out and [34:12] we'll we'll ask an individual to present to us in their video that we [34:16] know they have but then there's a [34:17] community-wide portal where we can put [34:19] it out to the public on this incident if [34:21] you have video just submitting it here [34:23] so we could do it without without the [34:25] name being forwarded [34:27] excellent Channel Services which would [34:29] allow us to store evidence on other [34:32] things [34:33] came from other locations such as our [34:37] county-wide or Citywide camera system [34:40] Auto transcribe which helps us [34:42] transcribe uh finding on camera footage [34:45] right now we've sent that out and it [34:47] costs money every time we do it and that [34:49] acts on records which is something [34:51] that's still in the works but we see [34:54] that as being a records management [34:56] system of the future based on everything [34:58] that they're doing already [35:00] this comes with an auto refresh every [35:03] two and a half years so we immediately [35:06] get the equipment in year one year five [35:08] you're seven point five and you're 10. [35:12] so the the [35:15] big question here that I want to make [35:16] sure that I stress is [35:19] how does this improve Public Safety the [35:22] first thing to tell you is that axon's [35:23] mission [35:24] to grab my attention right away is to [35:26] protect life that's the mission of the [35:28] company to capture the truth [35:30] accelerate Justice and really what they [35:33] want to do is make the bullet obsolete [35:35] that's their mission [35:36] but protecting life is the most [35:38] important thing and it's important to me [35:39] because officer the office lives of [35:42] officers out there protecting the [35:43] communities my most important mission [35:46] right now it's also important that we [35:48] protect the lives of the public that are [35:51] out there being placed [35:53] I'm capturing the truth is going to help [35:54] do that it's going to help do it through [35:56] accountability [35:57] more encounters captured on Bodywork [35:59] cameras between the safe sidearm signal [36:02] the auto activations and also something [36:05] I didn't mention but [36:08] the the uh the auto activation happens [36:11] when if an officer is reporting and [36:13] another officer comes on the scene it'll [36:15] automatic turns the other officer's body [36:17] won't handle on also as long as one's [36:19] activated [36:21] it helps us with transparency to the [36:24] public which I know is very important to [36:25] the public [36:27] we do that through Auto reaction Auto [36:29] transcription make it easier for the [36:31] police Personnel to share information [36:33] easier to share evidence with District [36:35] Attorneys defense councils ports Etc [36:39] helps us with Community engagement using [36:42] this technology provides a bridge to the [36:44] Community Helping to keep their [36:45] communities safe citizens can share [36:48] videos of incidents with the police in a [36:50] timely and less intrusive manner [36:52] you also can use the virtual reality [36:54] platform to share with the public the [36:56] complexities of policing to being a [36:58] better understanding of what police have [37:01] to deal with and share with the public [37:03] why sometimes things don't look as good [37:05] as as they really as they are and and [37:08] have a better understanding that [37:11] sometimes situations don't always have [37:13] perfect outcomes there's not always an [37:16] easy Pathway to a solution [37:20] um improves Public Safety by providing [37:23] long-term cost savings by locking in [37:25] 2022 pricing you have until the year [37:28] 2020 2032 before the price of this [37:31] technology will go up [37:33] and we're getting state-of-the-art [37:34] equipment over the next 10 years [37:37] um you know and how does that help [37:39] Public Safety we can redirect resources [37:41] we otherwise would put close that [37:42] technology in other places [37:46] and I also mentioned I mentioned this [37:47] already but I'll say it again because it [37:49] helps with Public Safety is the virtual [37:51] reality training is really [37:52] state-of-the-art it's realistic it helps [37:56] with de-escalation it helps with [37:57] response to Mental Health crisis [37:59] domestic violence response to active [38:02] Shooters shoot don't shoot scenarios but [38:05] the decision whether to use a Taser or [38:07] your sidearm Community engagement [38:10] response to harm reduction scenarios [38:13] like what to do with somebody who might [38:15] be you know living in poverty possibly [38:18] homeless and how to help them [38:21] and then the last thing for Public [38:23] Safety again is Exxon performance [38:25] provides police supervisors and [38:27] commanders a platform to measure officer [38:29] performance all the way from from [38:31] accountability to productivity [38:36] so I'm open to questions if anybody has [38:39] any but my request is that the uh that [38:42] we move forward and allows to enter to [38:45] read separate agreements [38:47] thank you any questions or comments or [38:49] fellow counselors [38:54] how much of this gonna cost us initially [38:58] the uh the first [39:00] initially I guess it's fair to say that [39:03] we we have the funding set aside already [39:06] through grants and through capital [39:09] budget for all of these equipments for [39:12] pre-initial funding but for the officer [39:14] safety plan is 278 000 per year [39:18] and then for the in-car video it's eighty nine [39:25] thousand dollars [39:26] and then for the interview room it's [39:30] twenty thousand seven hundred [39:37] DA's office should pay for well they [39:40] will pay for the interview room as well [39:43] so what do we need to fund now 300 plus 89 000. right now there's there's [39:49] no funding requests because we already [39:51] have the money earmarked through Grant [39:54] sources and through Capital uh [39:58] already approved Capital funding we [40:00] won't be needing to have funding [40:03] requests implemented for you until year [40:06] three which we which our plan would be [40:08] to have it built into our operational [40:10] budget [40:12] thank you [40:13] any other questions or comments [40:18] so thank you Mr Williams [40:21] um just listening to what type um just [40:24] all the time that it's going to save [40:26] officers and lyrical work and things can [40:29] you actually see a savings in this [40:33] I do I do I say I see I see Savings in [40:37] many different places from our civilian [40:39] staff meeting West civilian staff to do [40:42] some of the work that this will do [40:43] automatically and then saving on our [40:46] training in where we could do more [40:47] on-shift training using the virtual [40:49] reality platform we will very soon have [40:52] our range Deployable in that area we [40:54] could use for the virtual reality [40:56] training and then from not having to do [40:59] the tagging [41:01] there's a Time Savings where we can get [41:03] officers back on the street much faster [41:09] I just wanted to um say so this also [41:13] comes with that discount if we if we [41:15] sign the contract if we move forward [41:17] with this contract they were seemed like [41:19] a [41:21] like us because we were going for a [41:23] multi-year [41:24] contract and I like if you want to just [41:27] reiterate that that's that's true excuse [41:30] me um [41:31] it comes with this pretty substantial [41:33] discount [41:34] the um [41:36] for the officer safety plan there's a [41:38] built-in 141 [41:43] there's a built-in 1.4 million dollar [41:46] total savings which is 141 000 per year [41:50] and that's the savings from bumbling it [41:52] together and having entering into a [41:55] 10-year agreement which [41:58] um is actually a five-year agreement [42:01] with a five-year Auto renewal right the [42:04] city would have the opportunity to act [42:05] out after five years the City also has [42:08] the opportunity [42:10] to opt out if the council does not fund [42:12] it each year [42:16] for the for the uh in car videos it's a [42:19] total of 300 000 savings by entering [42:22] into this agreement all at once and then [42:24] for the interview it's a fifty two [42:25] thousand dollar savings [42:28] full for 10 years [42:31] that's perfect [42:33] um Jake you mentioned something about [42:34] bias prevention features could you just [42:36] examine that a little bit [42:38] that's part of their virtual reality [42:40] which is they're going to create [42:41] platforms [42:43] um to work in that space to help train [42:46] officers to avoid implicit bias [42:53] falling so Chief first of all thank you [42:56] and I guess my question is around it [43:00] seems like we'll be able to really [43:02] capture a lot more data this way and a [43:05] lot more efficiently which I think we'll [43:06] have some here I'll call savings there [43:08] um to further that we would set that in [43:13] the more of having that cloud which I [43:15] was really I think is a really powerful [43:17] thing as they're going to be any policy [43:21] changes like around a group so when we [43:23] increase the the [43:25] capacity to capture data to your point [43:28] kind of like transparency is there [43:29] anything you need you foresee any [43:30] positive changes around us who can see [43:32] videos like like uh like is it video [43:36] analy that we can capture this much [43:38] video now is it something that like the [43:40] police [43:41] for Community review board would have [43:43] access to them and things like that I [43:45] can see that in the future once we get [43:46] it up and running I can see us being [43:49] able to share videos a lot easier right [43:51] now our our our biggest reason for not [43:54] sharing videos is resource dependent on [43:56] the ability to Auto redact and even Auto [43:59] transcribe is going to make it a lot [44:01] easier for us to attach those videos and [44:04] uh and that's the biggest reason we [44:05] don't share them is that it takes almost [44:07] eight hours to their document right now [44:09] right so the answer is yes as we evolve [44:12] we will change our policies to reflect [44:14] our capabilities [44:18] any other questions or comments [44:21] I know for myself I had the opportunity [44:23] to meet with Chief Clifford and just [44:25] have more of a deep dive into the [44:27] student benefits this program having a [44:29] background of the civilian police review [44:30] board I've seen some of the issues that [44:33] kind of inherently the police department [44:35] deals with where audible cameras aren't [44:38] activated due to situational issues and [44:41] a lot of these Technologies are going to [44:42] help deal with that so I appreciate you [44:44] going into detail about how this [44:45] benefits the public and I [44:49] excited to see how this should we [44:51] approve it benefits our city at large so [44:54] if there are any further comments if I [44:56] can have emotions so second all is your [44:58] favorite five [44:59] thank you thank you thanks Steve and [45:02] then we're going to move to the next [45:03] agenda item which is fiscal year 2022 [45:07] State Homeland Security grant program [45:09] and that'll be PC membership I couldn't [45:13] pass this one move along so I tried [45:15] um [45:17] restaurant College is kind of a joint [45:19] Endeavor that we've been doing for years [45:21] this year we rewarded the 23 000 670 in [45:26] the legislation request you'll see the [45:27] breakdown and we kind of have some [45:30] Envision but if we would towards the [45:32] accident program and we wanted to [45:35] allocate this money towards 198 670 [45:38] 000 towards the Exxon program [45:40] um there is a five thousand dollar [45:42] support of C Central Station program [45:44] which is a state initiative that [45:46] we weren't necessarily mandated to [45:48] participate in those strongly suggested [45:50] and maybe we'll be preparing some some [45:52] opportunity as well this is tied in with [45:56] the health care system or any car video [45:58] system where we as Chief has stated just [46:02] to dive into the budget you know we [46:04] constantly look for Grants and to answer [46:05] your question about funding for this we [46:07] have two years worth of funding [46:09] available right now for the secure next [46:10] year's experience like you said have [46:12] been historically keep on coming that we [46:14] feel we can continue to tap into to [46:17] serve the purpose of the Soul Exxon plan [46:19] we know it's very expensive but it's [46:20] very important to the department and [46:23] we'll continue to research for some [46:25] funds and this is just one example of [46:27] how we're doing that as well [46:30] questions [46:36] um [46:40] thank you thank you you're gonna skip [46:42] back to the top uh it's going to be [46:44] portable radios by Chief corner [46:56] so I come to talk to you about a gram of [46:58] the receipt so if I first granted a year [47:01] ago it's a FEMA gram that's called [47:04] assistance required levels [47:07] our main focus when we wrote this grant [47:10] was the accountability and safety of our [47:13] Personnel not only our fire scenes but [47:15] also in a large scale [47:20] and what was available as far as [47:22] accountability [47:24] programs really didn't do what we were [47:26] looking for [47:28] the technology just wasn't there [47:30] so we looked in into a little bit deeper [47:33] and [47:35] the portable radios that we currently [47:37] have [47:39] um let me just back up [47:41] recently the county just went to a whole [47:44] new radio system they found another [47:46] Advanced radio system [47:48] so it has a lot of benefit to one of the [47:50] benefits is GPS [47:54] we have the ability now to locate [47:57] Whoever has that radio and where they [47:59] are [48:00] so that [48:01] is a major reason why we went for [48:04] additional renewals we broke this grant [48:06] to purchase [48:09] another 57 radios to supplement what we [48:13] already have on the job now and what [48:15] we'll be able to do is to issue a radio [48:18] to every member on the department so [48:20] when that member has that radio and it's [48:22] turned on it will be able to look and [48:25] that is a huge accountability [48:27] factor for this [48:30] so we wrote the Grant and it's a 458 000 [48:33] plus dollar Grant [48:36] um [48:37] there is a city's component to it this [48:42] City would have to [48:44] um supplement 41 000 plus and we already [48:48] have the funding in our budget floor so [48:51] we moved that we I asked that you [48:55] approved us that we've accepted Grant [48:59] thank you [49:00] any questions or comments [49:02] I'll second it all in favor all Route 7 coming into Schenectady [49:37] and surrounding Schenectady [49:40] I've recently seen that mowing has [49:43] started but [49:46] to [49:48] immediately to the New York State [49:50] Department of Transportation asking that [49:52] it's a regular scheduled Mowing and [49:55] cleanup [50:00] any questions or comments yeah so was it [50:04] should we be doing the resolution we [50:06] should we ask for a lot of requested [50:08] that they do that [50:10] again a big resolution I was told to [50:14] request oh [50:16] that we should do resolution form as a [50:19] phone as would defend the [50:45] city council for passing resolution [50:46] asking that the Department of [50:48] Transportation take care of Route 7 and [50:52] Interstate e-90 quarters [50:56] you have a question Mr mcgrant um yeah [50:59] um did we come to this in the past [51:02] if we had [51:04] been [51:05] very levels of effort put by the state [51:09] and some of their right-of-ways from [51:11] staffing issues so it becomes [51:15] you get a wetter season of course [51:16] there's more growth and then of course [51:18] it's what people do in terms of General [51:22] litter other things which detract phones [51:25] of people behave themselves of course it [51:27] looks better if they don't there's a [51:29] more negative impact otherwise just stop [51:32] which thumbs to our [55:13] authorize an agreement into a five-year [55:15] at least [55:17] wmb golf carts they are [55:21] proprietor of Yamaha [55:23] golf carts and that is currently the [55:26] vendor that we're using right now [55:28] we have gas powered carts right now it's [55:30] kind of a hybrid version where they [55:32] sustain better gasoline mileage [55:35] you feel that it's better to move into a [55:37] Lithium powered battery operated golf [55:40] cart just get out of the old gas and a [55:43] view of things [55:45] particular batteries [55:48] apparently hold a longer charge [55:50] throughout the course of the day so for [55:53] instance if one of you wanted to play [55:55] you go out for 18 holes you can go out [55:57] and play another two rounds of 18 holes [55:59] on one charge [56:01] there's a lot of golf would be a little [56:02] tired [56:03] all the way through it [56:06] um [56:07] and the maintenance is just it's [56:10] ridiculously small as compared to what [56:13] you have to do with a battery or a gas [56:14] powered car now the engine making sure [56:16] that's running up you know tips out and [56:19] then when you had lead battery uh [56:22] carts I don't know if you've ever seen [56:23] But when you lift the seat up you can [56:25] see all the batteries in there and you [56:26] actually have to fill each battery with [56:29] water with lithium you don't have to do [56:31] anything it's just charge it you're not [56:35] um so we came to the decision to go with [56:37] wmb again based on the numbers they just [56:40] provided a much more uh competitive [56:43] number than the other two did [56:47] especially with their GPS [56:50] units that they're going to install the [56:52] carts for us the GPS is a nice feature [56:55] for golfers they can see how far they [56:56] are to the hole on of course we can put [56:59] advertising on there create some more [57:01] additional revenue for the course and a [57:04] benefit for the staff and myself is we [57:06] can see where every single golf cart is [57:07] in the golf course [57:08] and now they've even gotten so updated [57:10] that we can see for instance if your car [57:13] was out on the 15th hole it's near a [57:16] very low charge we could run out and [57:18] replace it for you so it doesn't happen [57:20] another benefit is if a player is [57:23] driving into an area they're not [57:25] supposed to be like an entirely [57:26] sensitive area the car will shut off and [57:29] then they would have to literally back [57:31] up out of that area [57:33] so we may be shutting those off about [57:35] 100 times a day [57:38] but we will be able to do that so [57:41] they'll be much quieter [57:43] like I said much less maintenance I [57:45] think it's [57:48] I [58:39] one we've already residency we had five [58:42] people come to speak of public hearing [58:44] and um on the 8th so next step is [58:47] actually ringing before the council for [58:49] those things on that so if anyone has [58:51] any questions or concerns about the [58:54] discussion that that happened at the [58:56] city council engagement [59:00] just a moment [59:02] I still think there needs to be some [59:04] sort of differential between City [59:07] employees staying in the city and versus [59:10] not safe [59:11] I have no problem with it expanding the [59:14] residency requirements obviously it's [59:17] needed but [59:18] you know City staff who live in the city [59:22] should have some sort of differential [59:25] advantage to being here because we've [59:29] seen it with the school district where [59:31] we have superintendent living in Clifton [59:33] Park a vice superintendent living in [59:36] this unit engaged with that Community [59:38] they're not engaged with our community [59:40] and you want our employees to be in the [59:44] city if they can because it'll be more [59:46] engaged and [59:48] you know we should have some sort of [59:50] difference for them [59:52] you know if you're not living in the [59:54] city you shouldn't make the same mess if [59:56] you live in the city [1:00:04] and everything [1:00:05] um but the financial implications of us [1:00:07] trying to do that are going to be huge [1:00:09] we have a lot to look at and um we do [1:00:12] have a board current well there's a [1:00:14] residency board available for us to [1:00:16] waiver for people who when they have a [1:00:19] specialty that we it's difficult for us [1:00:21] to fill we can do that and additionally [1:00:23] we already are in the situation where we [1:00:26] have employees who live outside the city [1:00:28] who live in the county and that clearly [1:00:31] demonstrate that we need to be able to [1:00:33] hire and expand our pool of people that [1:00:36] we can hired from and it's not a problem [1:00:40] that's only to Schenectady it's all over [1:00:43] people are struggling to build [1:00:45] um positions we are as I've heard it [1:00:48] described operating on a skeleton crew [1:00:51] of people so I I you know we really need [1:00:54] to um do something so that we're [1:00:56] supporting our employees so that we're [1:00:57] getting the work done so that um people [1:01:00] aren't stretched very very thin and [1:01:02] um and I know the mayor always says you [1:01:04] know if we're if we're suffering [1:01:06] anyplace but sometimes things happen [1:01:07] that we aren't getting done that we [1:01:08] don't always necessarily see initially [1:01:11] so I'm you know I really think that we [1:01:13] should move this forward the county has [1:01:15] already done this they've done this I [1:01:16] didn't think they did this five years [1:01:17] ago or more and [1:01:19] um [1:01:20] I think it's just time we do that in [1:01:22] order to fill some of the numerous [1:01:23] openings that we have in the city [1:01:26] so [1:01:27] yeah so I so this is a issue that kind [1:01:30] of my thinking past a long time you know [1:01:34] um because originally I was completely [1:01:36] against this [1:01:38] um and I was against it because I want [1:01:40] to make sure that we are prioritizing [1:01:42] people to live that live in the city I [1:01:44] want to make sure that the money that [1:01:46] we're paying out in the city is [1:01:47] supporting our current tax paying our [1:01:50] current tax base as long what what Mr [1:01:52] Pauline is talking about that level of [1:01:54] Engagement investing in the community I [1:01:56] think that those are all good reasons [1:01:59] um to uh you know have some concerns [1:02:02] about this however ultimately [1:02:05] don't have the people [1:02:07] to do the job [1:02:10] right now and considering the current [1:02:12] labor market we have to be responsive [1:02:14] and adapt so I think that you know I [1:02:16] think it really has evolved in that and [1:02:18] I I am in support of this [1:02:21] um [1:02:22] I also would think that we need to be [1:02:24] really thinking about being creative how [1:02:26] we incentivize people living in the city [1:02:28] because that is a I think it's a really [1:02:30] reasonable concern so I think that we [1:02:32] should um when I think [1:02:35] or that might be something that they [1:02:40] appropriate task for them I know to be [1:02:42] able to [1:02:42] better answer that so I mean I think [1:02:45] that all things considered any it's a [1:02:47] reality that we have a responsibility to [1:02:49] address but I also think that we should [1:02:52] kind of think about ways that we can [1:02:53] incentivize people to actually literally [1:02:56] see [1:02:57] I actually would say the same thing my [1:03:00] eye was originally [1:03:02] um [1:03:03] against this proposal primarily because [1:03:06] I really feel very strongly that when [1:03:09] you have folks living here they're going [1:03:12] to be invested here they're going to [1:03:13] have pride here and they'll get involved [1:03:15] and they will do everything that they [1:03:17] to make sure that the city remains a [1:03:21] wonderful place to live it gets even [1:03:22] better as a place to live I think that [1:03:25] we've seen on throughout time especially [1:03:28] through this last [1:03:29] um [1:03:30] revitalization Decades of Schenectady [1:03:33] that it's been groups of people one [1:03:35] right after the other that have done [1:03:36] things that have helped this city to [1:03:39] continue to flourish and grow so I think [1:03:42] having our employees living here is [1:03:45] really important [1:03:47] feel very strongly about that however [1:03:50] the idea that Mr Paul Manning brought up [1:03:53] at the last committee meeting of having [1:03:55] the differential in some way an [1:03:58] incentive for the employees given the [1:04:02] employment crisis that we are facing [1:04:05] um and the reason why this brought this [1:04:08] forward to try to increase that [1:04:09] catchment area I think those two things [1:04:12] work very well together I think that we [1:04:15] should be definitely considering the [1:04:16] differential so I don't know if we move [1:04:18] it forward today out of committee [1:04:21] can we still add on the differential or [1:04:24] should we be [1:04:25] adding that in here today [1:04:28] before we move it out of committee I'm [1:04:30] asking the question I wasn't [1:04:33] but I I really want to see that [1:04:35] differential [1:04:37] um added in [1:04:39] so those are Financial things that would [1:04:41] really have to talk to our finance [1:04:43] department about that's not something we [1:04:45] can do [1:04:46] today and say that I will say though [1:04:49] that it uh for to me for me we would [1:04:51] definitely include the fact that if we [1:04:52] had two employee two candidates who were [1:04:55] people and one lives in the city and one [1:04:58] lives in the county then the person in [1:04:59] the city is the person that we would [1:05:00] choose to definitely have that part of [1:05:02] the legislation but it would really [1:05:05] increase our bottom line if we were to [1:05:07] try to and would push this out even [1:05:09] further if we would really try to make [1:05:11] sure we get those financial things in [1:05:13] place I know we're going into budget [1:05:14] season and that's certainly something we [1:05:15] can consider at that time [1:05:19] so I know for me I think if we're [1:05:20] discussing differentials they would have [1:05:22] to incorporate staff Who currently live [1:05:24] within the city for it to be implemented [1:05:26] equitably in my opinion but I think if [1:05:29] there was an opportunity to raise wages [1:05:31] even in deferential I would be more in [1:05:34] line with rewarding the staff that [1:05:36] remained on despite our staffing [1:05:38] limitations and we're still invested in [1:05:41] the city despite having limited [1:05:43] Staffing I think if we're going to [1:05:49] Courtney wage differences I again the [1:05:51] work that our city employees are doing [1:05:53] in their current situations is [1:05:55] applaudible and I appreciate everyone [1:05:57] who continues to be a part of all the [1:05:59] work that is happening here in this [1:06:00] building and [1:06:02] increase the level of applicants and [1:06:05] prioritize living in the city again my [1:06:08] position would be how do we appreciate [1:06:10] the people that are here while also [1:06:11] still working forward to increasing our [1:06:14] application [1:06:18] so a couple things first of all [1:06:21] in regards to an employee applicant for [1:06:25] either the city or elsewhere [1:06:30] sure if they're equal we want to hire [1:06:32] the city best but we can't just say [1:06:35] we're going to hire the city president [1:06:36] regardless if someone is more [1:06:40] qualified then you hire that person [1:06:42] that's the point of this legislation so [1:06:45] to say that is just would be wrong and [1:06:49] then secondly [1:06:51] um [1:06:51] doing this regardless isn't going to [1:06:54] solve the problem overnight quite [1:06:57] frankly it probably won't solve a [1:06:58] problem [1:07:00] um and I would recommend that if we're [1:07:03] going to do this it's not only just the [1:07:04] county but we open it up if you're truly [1:07:07] going to open up the applications and [1:07:10] you open them up you don't just open it [1:07:12] up for the account [1:07:13] and this way we can get application [1:07:16] pools up and quite frankly like I said [1:07:20] still not going to solve this problem [1:07:21] get more applicants and maybe we'll take [1:07:24] a dent in the summer but this uh [1:07:27] honestly we really should do something [1:07:29] to [1:07:31] make a difference for those that are [1:07:34] living in the city who are engaged who [1:07:37] are putting their skin in the game and [1:07:41] their money in the game and [1:07:44] I really truly [1:07:47] that's where I'm at so so it seems like [1:07:52] there's really there is a there's seem [1:07:55] like there's an alignment of ideology [1:07:57] here that we think that clearly you know [1:07:59] I think we do this in other spaces right [1:08:01] we prioritize you know the people are [1:08:04] trying to purchase even you know safety [1:08:05] properties we want to prioritize people [1:08:07] who are going to live in the city [1:08:09] because we know there's just inherent [1:08:10] value that the you know uh you know [1:08:13] different levels of just long-term [1:08:15] investment and also neighborhood [1:08:16] stabilization as well so I think that [1:08:18] you know we would approach to approach [1:08:20] this with that same lens we do well [1:08:23] um [1:08:24] but I think to [1:08:27] there are other voices that you know [1:08:29] will need to be at the table as far as [1:08:32] we talk about um [1:08:34] you know uh the differential [1:08:36] um of which you know I would say I [1:08:38] consider more like as an incentive to be [1:08:40] here and I think that that might even [1:08:42] include like Barbie demons at some point [1:08:44] I'm not really sure you know how that [1:08:45] works so I think that [1:08:47] right now we could kind of be meeting [1:08:49] the moment of responding to we got to [1:08:52] grow the African poor [1:08:54] um but [1:08:56] strongly suggest we keep our eye on the [1:08:58] ball and how are we going to [1:09:00] give you kind of differential indoor [1:09:03] incentive for people [1:09:06] I suppose but I would say to your point [1:09:08] of expanding beyond the county limits I [1:09:10] think if we change [1:09:11] or incorporate too too high of a change [1:09:15] in policies or anything it's not as [1:09:17] measurable so although I agree that the [1:09:20] change isn't bound to happen overnight I [1:09:22] think we're all realistic with that [1:09:23] understanding I think if we're not [1:09:25] measurable then we won't understand how [1:09:28] we adjust and move forward in the future [1:09:32] course it's measurable we know where our [1:09:34] employees live we'll know who's taking [1:09:36] jobs who's not we know who's at applying [1:09:39] who's not applying we'll be able to [1:09:41] track that that can easily put it be put [1:09:44] into a GIS system or a database to to [1:09:47] address that and to your point you're [1:09:49] absolutely right with the bargaining [1:09:53] units but if we don't put that into this [1:09:56] legislation that it's going to be [1:09:59] addressed then it typically won't be [1:10:02] addressed and that's why I'm saying it [1:10:04] should be in part of this I'm not saying [1:10:06] it's initial okay we're putting out the [1:10:10] job announcement you live let's get [1:10:13] there and you apply you get the job of [1:10:16] course right now we don't have that [1:10:18] ability to to renegotiate the contract [1:10:21] but at some point it needs to be so we [1:10:24] move forward with with the higher but I [1:10:27] would like to see it included in this [1:10:30] because otherwise it won't be [1:10:36] adults comics [1:10:39] of course oh I'm sorry I'm sorry thank [1:10:43] you [1:10:44] so of course I am in favor of the [1:10:47] presidency [1:10:48] well that's in effect [1:10:50] um I think I I asked before if um you [1:10:52] know we could just do an overall raise [1:10:54] and I think that was done a couple of [1:10:55] years ago it's not in the budget to a [1:10:58] given overall raise but again I think I [1:11:01] think because of what people put into a [1:11:03] community and how they want to live here [1:11:05] and I don't want to see people already [1:11:08] employed here in the city looking to [1:11:11] engage themselves out elsewhere and live [1:11:14] and put into that community and [1:11:17] City that they before so again [1:11:20] I I would be in favor of a differential [1:11:24] if we could determine what we want but I [1:11:27] really am in favor of a residency for [1:11:31] we've been in effect since 1988 but I I [1:11:33] think it's been good for our city [1:11:40] all right is the council looking to do [1:11:43] this progressively or is a blanket to [1:11:48] take employees who say are in [1:11:50] non-compliance today in [1:11:53] waive their violation of any residency [1:11:56] requirement [1:11:58] the goal that I have is that we expand [1:12:01] it to the county and and we can then [1:12:04] take a look and see how I have to agree [1:12:06] with Mr Williams at how that's working [1:12:08] out and this is not something because I [1:12:10] you know I'm not here on every day but I [1:12:13] do listen to and talk to the employees [1:12:15] who are here every day and they are [1:12:17] saying that we are clearly understaffed [1:12:19] so although we're the decision makers [1:12:21] we're deciding with the staff and not [1:12:22] necessarily just for them so I think he [1:12:24] really has to listen to that voice and [1:12:26] we have we can see that you know that [1:12:28] there's these three additional stuff and [1:12:30] so my my answer to your question is that [1:12:33] we expand to the county at this point in [1:12:35] time going progressively so people I [1:12:38] hired tomorrow [1:12:40] only within the city has been [1:14:02] difficult for [1:14:04] I'll say the last six months maybe a [1:14:08] little bit longer or clearly seem to [1:14:10] shift it [1:14:11] in terms of the available candidates and [1:14:14] candidates interviews some today [1:14:17] city is not a question but be here [1:14:20] understand what the law is today and [1:14:23] would be more than willing to comply [1:14:25] with [1:14:27] you yeah just a couple of questions with [1:14:30] regards to when we when we call into the [1:14:32] residency and the public hearing we [1:14:34] asked for it to be extended from the [1:14:36] county yes if we were to go beyond that [1:14:39] what we would we need another public [1:14:41] hearing [1:14:43] I would [1:14:44] yes [1:14:48] uh I would say that it would [1:14:50] substantially change the language that [1:14:51] was reviewed and it should be [1:14:54] entertained in another public hearing [1:14:56] and also a follow-up question in terms [1:14:59] of incentive I don't think we mentioned [1:15:00] incentive in the public hearing do we [1:15:03] need to add a it would be everywhere [1:15:05] till that it would be a new move forward employees [1:17:57] compensation package solely with [1:17:59] discretion of the accounts so you could [1:18:01] incentivize your deed incentivize that [1:18:03] the collective bargaining process gives [1:18:06] broad discretion to the mayor's position [1:18:08] in terms of [1:18:10] course [1:18:13] conditions that we're looking for in the [1:18:15] contract we've always done that [1:18:17] consultation with the council but the [1:18:20] PBA will be the next [1:18:22] unit [1:18:23] what's up and their contract [1:18:27] pretty much already deals with residency [1:18:32] to you know see that [1:18:35] it's not going to be a lot of [1:18:36] maneuvering in there nor would I [1:18:38] recommend spending a lot of time or [1:18:40] effort and trying to make major changes [1:18:42] out of it as we can put it forth [1:18:45] discussion either get some incremental [1:18:48] movement [1:18:49] a lot [1:18:50] bigger issues than the public safety [1:18:53] than the residency [1:18:57] and as you said the police in the fire [1:18:59] this does not apply them anyway they are [1:19:01] required by state right so that doesn't [1:19:04] apply so it's just other employees so [1:19:06] again discussions with the other [1:20:42] requirement units if we pass saying that [1:20:46] we will have some sort of differential [1:20:48] or incentive for employees to live in [1:20:51] the city of course they'll bring that [1:20:53] part into the contract negotiations so [1:20:56] we can put that in now and when the [1:20:59] units come for uh [1:21:02] negotiation of course that'll be harder [1:21:05] we do that with vacations and other [1:21:07] things that we want so that would be an [1:21:10] obvious uh extension [1:21:15] and to add another [1:21:17] wrinkle here that [1:21:19] um [1:21:20] in terms of [1:21:22] if we wanted to if we're trying to solve [1:21:24] what might be we will have numbers when [1:21:26] we see the new update updated chart [1:21:28] figures [1:21:29] um [1:21:30] we also could add in that this is a [1:21:33] temporary solution to the hiring as well [1:21:37] that we put a time period on whether we [1:21:42] has the waiver of a residency [1:21:44] requirement for a certain amount of time [1:21:47] to solve some of the hiring issues that [1:21:49] we're currently facing which we know for [1:21:52] sure if we're facing once we see the [1:21:54] figures [1:21:56] and then go back and have the residency [1:21:58] requirement again so that would be in [1:22:01] other words that speaks a little bit to [1:22:02] the measuring issue as well because [1:22:07] I mean obviously we're going to know if [1:22:09] we if we expand it and we start to see a [1:22:12] flood of applications and that's your [1:22:13] measurement right [1:22:15] but at the same time there is that [1:22:17] little wrinkle as well if you wanted to [1:22:19] talk about that but we could make this a [1:22:22] temporary [1:22:22] Arrangement [1:22:24] so I I agree as far as like because I [1:22:29] don't think anyone and I could be wrong [1:22:31] probably anyone is like wants this is [1:22:33] something that you know we want to do [1:22:35] you know just to do it this is [1:22:37] definitely us responding to uh the labor [1:22:41] market and things that all [1:22:43] municipalities are facing right but most [1:22:45] of them are so it's like [1:22:46] I agree with it being temporary [1:22:51] um but I would say just temporary based [1:22:54] on us fulfilling the need and then us we [1:22:58] are saying okay now that need is met now [1:23:00] we can be responsive and [1:23:02] I just think that the time limit for [1:23:05] that that will kind of like you see what [1:23:07] I mean like that might be a vehicle for [1:23:09] me to be safe okay we're substantial steps as Mr Coleman has [1:32:16] highlighted to put any more changes [1:32:18] prolong this topic Mr Farley is plainly [1:32:22] outlined that we can accomplish both as [1:32:24] so magically captures every council [1:32:27] meeting because all things can be [1:32:28] correct tell me more [1:32:30] so I think we push forth what we've [1:32:33] already had and heard from from the [1:32:35] community and this conversation is a continued to get all the [1:32:39] information I appreciate Vanessa Patrick [1:32:42] highlighting that and Mr Farley that [1:32:44] they were not on [1:39:33] which includes uh uh the housing [1:39:37] existing pipes uh chlorine systems and [1:39:40] uh skating units one of the reasons why [1:39:43] we did this in two phases is by doing [1:39:46] the two phases we're eligible for two [1:39:48] blocks of Grants uh three million three [1:39:51] million so it will help us [1:39:53] what our total project costs around 12 [1:39:55] to 13 million we're hoping to get 6 [1:39:57] million in Grants so that's why we did a [1:39:59] phase one and phase two [1:40:01] phase one portion [1:40:03] um I think we've just received notice I [1:40:06] think we got the three million we're [1:40:08] just waiting for the paperwork uh this [1:40:10] will as as we uh if you pass this uh [1:40:13] ordinance this is gives us the ordinance [1:40:16] to uh fulfill the requirement to apply [1:40:19] for the US second grant for three [1:40:22] million also [1:40:25] questions [1:40:28] injury [1:40:30] if I can just add a little bit to what [1:40:32] golf course [1:47:29] project obviously I know that this [1:47:31] predates me on household but at least [1:47:33] for the two and a half [1:47:37] the Canadian fourth Golf Course project [1:47:41] natural period of time the costs for [1:47:43] that project already have increased so [1:47:48] the golf course is [1:47:50] a jewel in our city it is a revenue [1:47:52] driver in our city it's part of a health [1:47:55] and wellness of residence I think that [1:47:58] the folks at the golf course do a [1:48:00] wonderful job as well with youth in our [1:48:02] city and the [1:48:05] new to our youth so I absolutely am in [1:48:09] favor of the 3.5 for the golf course and [1:48:12] I appreciate bringing those forward this [1:48:15] evening Madam president and then in [1:48:17] terms of the project for the senator [1:48:20] Park Pool again I think that project [1:48:23] just [1:48:25] very um [1:48:27] a project that goes beyond just the pool [1:48:29] but also has other types of improvements [1:48:32] in it I don't [1:48:33] um I know there's other things broken up [1:48:35] here in your [1:48:39] recommendations but I absolutely think [1:48:42] we need that tool I know on at least two [1:48:45] days during the last Heat Wave that we [1:48:48] had we had to shut down [1:48:50] um [1:48:53] which [1:48:56] practically right in terms of out of [1:48:58] this [1:49:01] beautiful and creative [1:49:04] problems of course the [1:49:08] clean it [1:49:09] refill it we were able to open it a week [1:49:13] ago today but it was close Saturday and [1:49:15] Sunday and it's just two hot days you [1:49:18] know [1:49:21] exclusive [1:49:24] so I was completely support both of [1:49:26] these projects and would like to see it [1:49:28] that we moved out tonight into the [1:49:56] City and after looking around and [1:49:59] calling calling around [1:50:01] research you know I started to recognize [1:50:04] that our Golf Course is really one of [1:50:06] the best municipal golf courses around [1:50:08] you know by far is what I hear so [1:50:11] um yeah I was pleased with that so with [1:50:14] that being said I support both projects [1:50:15] as well I'd like to see anything tonight [1:50:19] seems like they're going around so I [1:50:21] will ask sorry that it was hard but I [1:50:24] will do that for two projects so that we [1:50:27] can get a green money [2:09:20] um so the new space that's being created [2:09:22] to Green Space downtown isn't [2:09:24] specifically for the Green Market [2:09:26] um so again it's going to be the part [2:09:28] but you said they're expanding because [2:09:30] the Green Space [2:09:32] and again the application was for the trolley [2:09:38] um not for the program delivering food [2:09:42] boxes which again is absolutely [2:09:45] essential there's a lot of programs in [2:09:47] the city that are currently doing that [2:09:49] and it's something that we definitely [2:09:51] need to bring the food out to the [2:09:54] residents that can't get out but because [2:09:56] of the applications for the trolley then [2:09:58] I'm not in favor of that specifically I [2:10:00] wasn't asked patient participant the [2:10:03] space the council has acted on across [2:10:07] from City Hall is really to utilize the [2:10:09] grant the SIC gap for AARP of which the [2:10:14] Green Market would be one beneficiary of [2:10:17] that space that would not be exclusive [2:10:21] foreign [2:10:55] to consider for each application let's [2:10:57] say I think it's up to the council [2:11:00] just to clarify I think that the [2:11:02] original application was about the CDTA [2:11:05] trawling program yes so what that did [2:11:07] was bring people from neighborhoods to [2:11:10] the Green Market it wasn't successful [2:11:13] and so they didn't continue with the [2:11:16] project they just didn't get the [2:11:18] ridership that they [2:11:20] hoped for [2:11:21] it's a great idea I thought but it [2:11:23] didn't it wasn't utilized so [2:11:26] emails from Ms Macaro I think last week [2:11:31] asking whether we could change their [2:11:34] proposal from that program [2:11:39] instead they would like to use the money [2:11:40] for the food box program the food box [2:11:42] program doesn't bring people to the [2:11:45] Green Market it brings the food to the [2:11:47] people and so it doesn't it doesn't [2:11:50] impact the space the new space [2:11:52] that the Green Market will be able to [2:11:54] use it's it's all about delivery of [2:11:57] foods in much the same way that you know [2:12:00] we have other the sick of mobile van [2:12:02] which is another part of the larger [2:12:05] mayor's proposal brings food to to [2:12:09] people I think what it's allowing is for [2:12:11] people to be able to use their SNAP [2:12:13] benefits [2:12:15] right and the EBT cards [2:12:19] I I think that's what it is but we don't [2:12:21] have a full proposal for it because we [2:12:22] didn't get an application for just the [2:12:25] email right [2:12:27] yeah I I think what they're trying to do [2:12:29] here is because the Box the food box [2:12:30] program is working um [2:12:32] you know a great success to free market [2:12:34] and I'm trying to meet meet the needs of [2:12:37] the people who are pretty much unable to [2:12:39] come to the market to access these the gray market so [2:13:40] um I understand the changes but that [2:13:42] still you know my position in terms of [2:13:45] um addressing food insecurity to a [2:13:49] demographic that you know just doesn't [2:13:51] make it to the Green Market for any [2:13:53] number of reasons [2:13:54] so far yeah I just want to say I'm you [2:13:56] know so for supporting anything that's [2:13:58] going to increase access I think it's an equitable program which I think [2:14:03] that we kind of pay lip service to ads [2:14:06] um you know often but I think that this [2:14:08] is the demonstration of that like when [2:14:10] people can't get there you know what I [2:14:12] mean you're bringing food to them so I [2:14:13] think that's a great thing that's all [2:14:21] of course [2:14:25] it's 20 deliveries each Sunday yeah it [2:14:29] is obviously going it might be in the [2:14:30] same 20 people [2:14:32] but it is 20 deliveries each Sunday that [2:14:34] they use that money for but it is only [2:14:37] 20 to listen and people have to eat each [2:14:38] a week though [2:14:43] oh please and again the county is going [2:14:46] to be looking at this so it it might be [2:14:49] smart for us to hold off on this until [2:14:51] we figure out what they're going to be [2:14:53] spending their money so we're not [2:14:54] duplicating Services because we have an [2:14:57] awful lot of duplicate services in the [2:14:59] city and while it's great that there's [2:15:02] plenty of help it's money probably not [2:15:05] being most efficiently spent and if we [2:15:09] really wanted to new [2:15:58] president at the Clarkson [2:16:01] a couple weeks ago [2:16:04] some discussions that haven't come [2:16:06] together anticipated coming together in [2:16:08] the next couple weeks but doing a [2:16:10] Capstone project in terms of data [2:16:13] collection [2:16:14] on the issue of food insecurity the [2:16:18] availability of food within the [2:16:19] community so that you're looking to take [2:16:21] some of their grad students put them [2:16:24] there so we can go out into [2:16:28] the community as a whole look at some of [2:16:30] these neighborhood stores look at the [2:16:34] ability of vendors of the Green Market [2:16:36] you know there's still [2:16:38] scenarios you can put in the market in [2:16:41] downtown how do we [2:16:44] leverage the money that we're going to [2:16:46] spend and at the same time address [2:16:50] the most number of people to provide [2:16:54] food that people need in again this [2:16:57] period of [2:16:59] stress that's happening in post covet [2:17:02] and some of the inflationary Impressions [2:17:05] that are on households in terms of just [2:17:07] getting their basic needs [2:17:10] allocation [2:17:14] it's [2:17:15] I thought I don't know if we [2:17:17] started if we've worked the deal with [2:17:19] the three scenarios but to try and get [2:17:21] them to work together and also do it in [2:17:24] a complimentary fashion with uh [2:17:26] the department of social services and [2:17:28] some of the individuals that they're [2:17:30] working with [2:17:32] um you know to the most recent [2:17:36] discussions but [2:17:38] we're asking for a [2:17:41] breakdown of the million dollars [2:17:43] allocated to the food security [2:17:46] foreign [2:17:55] because we have a lot of duplicative [2:17:56] services in the city where a lot of [2:17:58] people do the same things and I don't [2:17:59] really share services and the idea let's [2:18:01] get them to come out together connecting [2:18:03] foundations investing a lot of money in [2:18:04] this anyway and they're trying to pull a [2:18:06] collaborative effort to kind of address [2:18:08] boosts its security and promote a more [2:18:10] strategic approach so argument was all [2:18:13] these groups are already working [2:18:14] together to get the money get the group [2:18:16] and then tell the group come up with [2:18:17] strategic plan to address them along [2:18:20] do things better [2:18:22] go ahead so basically [2:18:24] um second is because the Schenectady [2:18:27] Foundation has for six hundred thousand [2:18:28] dollars [2:18:29] um because they're kind of formed on the [2:18:31] council [2:18:33] um [2:18:33] yes [2:18:35] um so I guess [2:18:38] I just need to clarifying because I took [2:18:41] it literally that I I did where I think [2:18:45] for those four [2:18:46] applications and looked at what they [2:18:49] each were asking for and you know now it [2:18:53] sounds like what you're saying is [2:18:54] instead would basically give a million [2:18:57] dollars to I don't know the Schenectady [2:18:59] Foundation to say hey here's a million [2:19:03] dollars to continue convening this [2:19:05] Council [2:19:06] um that is going to try to look at how [2:19:09] they can bring the various nonprofits in [2:19:11] town [2:19:12] Beyond sccc and sikkum and the [2:19:15] Schenectady Foundation remarket [2:19:18] um [2:19:19] there's so many others that are [2:19:20] providing food [2:19:21] so is that what you're saying that it [2:19:24] was more I kind of when I was like when [2:19:26] I got the when I got this memo over the [2:19:28] weekend I was kind of thinking oh it's [2:19:30] like a fund to address food security [2:19:33] issues in general [2:19:35] um Beyond these four applications to go [2:19:37] back to the applications you know [2:19:40] because collaboratively what does that [2:19:41] look like so by those times people about [2:19:43] contract we that would have to obviously [2:19:46] be decided would it be just these four [2:19:49] applicants the Schenectady Foundation is [2:19:52] unless the city market is another [2:19:54] concern for home group [2:19:56] or that part of the boarding [2:19:59] is that an agency yeah it wasn't part of [2:20:01] this million dollars oh [2:20:04] and I asked the council before we move [2:20:07] some money around for fee to Albany just [2:20:09] to provide some internal assistance for [2:20:13] right and people who are identified as [2:20:16] uh [2:20:17] marginal in terms of their access to [2:20:19] food [2:20:20] in the police department's working on a [2:20:23] community volunteers yes CCC I think [2:20:27] it's been up in that too and I can add [2:20:29] too that the County's working on that [2:20:31] too so before the city does something we [2:20:33] should probably see what the County's [2:20:34] putting out there as well not [2:20:51] we're way over the million already yep [2:20:54] um and I heard the mayor say that you [2:20:56] know people are going to examine the [2:20:58] issue and there's going to be a Capstone [2:20:59] project and a study and I am inclined to [2:21:02] give money so people can eat today [2:21:05] so I think in in terms of the county and [2:21:08] if we're concerned that the county we [2:21:09] don't want to duplicate we simply say to [2:21:11] the county that we gave 50 000 to the [2:21:13] Green Market [2:21:15] so I again will support this so they're [2:21:18] already doing the work they have a [2:21:20] program that's running [2:21:22] um that's proven to be successful and so [2:21:24] again it's fifty thousand dollars and [2:21:26] maybe it's not a huge sum of money to us [2:21:28] but clearly to an organization that is [2:21:31] trying to make sure that people get fed [2:21:32] and they can do their programming it is [2:21:34] so I um I come back to the fact that um [2:21:37] that's why I didn't pull out those [2:21:38] larger ones because I knew I mean we [2:21:40] just didn't have enough money for that [2:21:41] right now and I'm not sure it's a [2:21:43] further discussion but they're asking [2:21:46] for 600 670 000 they're asking for fifty [2:21:49] thousand so again I support the fifty [2:21:52] thousand [2:21:54] Mr can you just explain again you had [2:21:56] mentioned earlier about the application [2:21:58] not being what it was and would open up [2:22:00] for other folks that might have sent in [2:22:02] an application requesting something but [2:22:04] didn't get a favor [2:22:06] what did you say earlier I'm saying can serving on a day by day basis I'm just [2:23:39] saying I'm weighing that against I'm not [2:23:41] saying this is a bad program at all [2:23:45] um saying you weighing now the magnitude [2:23:47] of that you're weighing the food pantry [2:23:49] at sccc [2:23:51] which is serving you know all those [2:23:53] folks every day [2:23:56] um you know [2:23:57] I just think we have to look big picture [2:23:59] on this and it seems like that's what [2:24:02] the development staff and the other [2:24:04] staff that were involved in the [2:24:06] conversations around these proposals [2:24:09] um sounds to me like that's what you're [2:24:11] suggesting is to look a big picture I [2:24:15] mean I think we just there was a lot of [2:24:17] you know food related applications and [2:24:19] we wanted things especially with the [2:24:20] mayor and other staff a way to bring [2:24:22] them together so that you know things [2:24:24] weren't you know operating independently [2:24:27] but that conversation was much better so [2:24:29] that was the the idea behind it yes [2:24:34] go ahead please so I think this is one [2:24:37] of those instances where the smaller [2:24:38] people don't get get as much [2:24:39] consideration just because they don't [2:24:40] have the capacity so as you said at [2:24:43] second hand this is only 34 that means [2:24:45] they have a larger thing and it's all [2:24:47] that funding in place I'm not really [2:24:48] sure questions to be asked [2:24:51] um so and I think as I understood it [2:24:53] those are questions that are going to be [2:24:54] asked so um [2:24:57] again I don't I you know it's I [2:24:59] understand but I think we're just like [2:25:00] shoving them in with that and again the [2:25:02] program that's already running Sikkim is [2:25:04] a very large program SCC is asking for a [2:25:08] skin Foundation that is asking for a lot [2:25:10] and they're like doing a whole [2:25:12] coordination process and how long is [2:25:13] that going to take so again I'm I'm in [2:25:16] favor of funding a program that's [2:25:17] actually feeding people [2:25:19] this Sunday [2:25:21] and the thought Sunday after that and [2:25:23] last Sunday [2:25:25] oh no I was just not anything and bring [2:25:28] it around and using again that that lens [2:25:32] of Equitable outpatient [2:25:35] location smaller [2:25:37] followers issues [2:25:42] yeah this isn't about scale at all it's [2:25:44] about duplication resources for me and [2:25:48] you know if we're not looking at this [2:25:51] big picture then we're not really [2:25:52] addressing or trying to solve a problem [2:25:54] in the appropriate way we're just [2:25:56] showing some money here and there and [2:25:58] return our investment and the [2:26:01] impact on people's lives will be [2:26:04] blunted rather than to the full extent [2:26:07] of what it can be and I think that's why [2:26:10] it's important that we look at this not [2:26:12] just oh we're going to feed somebody [2:26:13] this Sunday it's the case anyway and so you know we [2:26:19] need to look at this much bigger picture [2:26:21] than what we're currently doing [2:26:33] so are we looking to to allocate fifty [2:26:36] thousand dollars from the million [2:26:38] dollars to the Green Market and then [2:26:41] the balance we are located to the other [2:26:44] agencies provide these services [2:27:48] some people are more aware of this [2:27:51] availability than others so I think some [2:27:55] people that are [2:27:57] doing well in terms of engaging with the [2:28:00] groups other people are not and how do [2:28:02] we do an education effort [2:28:06] getting leverage the money that's going [2:28:08] out into the community [2:28:11] provide the biggest impact that the [2:28:14] people who need it the most [2:28:18] so let me just get back up to this [2:28:21] Quarterfield so miss Quarterfield are [2:28:23] you looking so [2:28:25] allocate fifty thousand dollars from [2:28:27] this million dollars and then the [2:28:31] balance [2:28:31] both towards the other agencies yes I am [2:28:35] you know you were leading towards I am [2:28:37] and like against a smaller agency and we're [2:28:58] talking about equity and trying to [2:29:01] um get them to be able to do what they [2:29:03] do while these other conversations are [2:29:05] taking place when maybe they can still [2:29:07] include them in that as well because [2:29:09] they're asking for a much lesser amount [2:29:11] than these larger agencies I don't think [2:29:13] that giving the meat market fifty [2:29:15] thousand dollars excludes in some of [2:29:17] those conversations but I do believe it [2:29:19] allows them to continue to do the work [2:29:20] that they're doing [2:29:21] currently and making sure that um people [2:29:23] are getting amazing they should have [2:29:26] asked for a lot more money but uh but [2:29:28] they didn't so I don't think it excludes [2:29:30] them from those conversations however I [2:29:31] think it gives them the ability to um to [2:29:34] continue to do the work that they're [2:29:35] doing which I think is pretty important [2:29:37] work in terms of feeding people making [2:29:39] sure they um you know we [2:29:41] um I'm down there every second Sunday so [2:29:43] I do see the the [2:29:46] we actually program [2:29:48] as it as it um as it's done where [2:29:50] they're packing the boxes and delivering [2:29:51] so it's not something to me that [2:29:53] somebody just told me was like I've seen [2:29:55] it happen [2:29:57] so again I do yes so that's a long [2:30:00] answer to your question yes I do say [2:30:02] that we allocate the 50 000 at this time [2:30:04] and the balance will go again is it something that can [2:31:11] be worked through sitcom or or even the [2:31:13] City Mission or something that that [2:31:15] these individuals are getting their meals each Sunday well it's not [2:31:19] meals it's fresh toast so it's different [2:31:21] than having meal delivery it could be [2:31:24] for beef there or you know whatever they [2:31:27] could spend their money on I mean [2:31:28] there's fresh beef or frozen beef or [2:31:30] things like that so it could be the real [2:31:33] and are there it's not already made meal [2:31:35] that they're having delivered though [2:31:36] well there aren't many ready-made meals [2:31:38] available there through uh Taj Mahal and [2:31:41] other places you know that that's not [2:31:43] part of the food last program so it's [2:33:49] and it may be that the Green Market gets [2:33:52] a piece of that and it may not be I [2:33:54] think right now the Green Market is a [2:33:55] piece of that I don't know if it's for [2:42:39] that the city council is considering and [2:42:40] then within each project there may be [2:42:42] different players [2:42:45] in drafting legislation at a future [2:42:47] point in time there's I see really two [2:42:49] pieces to this there's the allocation of [2:42:51] funds for a particular project and then [2:42:53] within that project [2:42:55] authorizing a contract with particular [2:42:57] entities which is obviously easy with [2:43:00] Green Market right fifty thousand [2:43:02] dollars presumably with the 950 000 for [2:43:06] the remainder of that project it'd be [2:43:07] more difficult obviously to determine [2:43:09] who gets what and I understand obviously [2:43:11] the mayor said part of this is obviously [2:43:13] speaking to the different entities to [2:43:16] figure out who's going to do what and [2:43:18] you know better determine how the [2:43:20] funding should be broken out [2:43:22] but to be mindful of allocating funds [2:43:25] and then also authorizing a contract [2:43:27] with a particular entity [2:43:29] I think that's the intent this will make [2:43:31] them [2:43:32] authorizing the fund and authorizing the allocation for a [2:43:37] particular project and then secondary [2:43:39] authorizing the contract with a [2:43:41] particular entity in the same resolution [2:43:43] yes right yes thank you go ahead just as [2:43:46] a point of clarification because the [2:43:47] contract will have to come back to us [2:43:49] anyway for the fifty thousand dollars [2:43:50] for the fifty thousand no not [2:43:52] necessarily if you're saying if you're [2:43:54] already saying [2:43:55] yeah we're going to give fifty thousand [2:43:58] dollars to the Green Market then you [2:44:00] would authorize you allocate fifty [2:44:02] thousand dollars in armpit funds to the [2:44:03] Green Market and authorize the mayor for [2:44:05] his designee to enter into an agreement [2:44:08] with the Green Market [2:44:11] for let's say 950 000 and part of that [2:44:15] is you know [2:44:17] figuring out how that's going to be [2:44:18] broken out right [2:44:22] because we're good about assets [2:44:26] sorry not as Is Us [2:44:29] a great majority of the council [2:44:32] support field [2:44:35] I'll just go I've taken up a lot of time [2:44:37] you have [2:44:40] oh something like committee [2:44:42] foreign [2:45:14] that's a very important project but [2:45:17] that was in within the mayor's [2:45:19] recommendations as well [2:45:21] and I think that it's really important [2:45:24] that we are being Equitable in our [2:45:27] application funds [2:45:30] project that definitely checks all of [2:45:33] those boxes and is extremely important [2:45:34] and I like to see them funded and be fun [2:45:38] to have their full requests for [2:45:41] application [2:45:44] open up a question on this item [2:45:46] go ahead please let's just contingent me [2:45:49] after that [2:45:51] pay my car too [2:45:53] um [2:45:55] their application has a number of [2:45:58] funding sources coming together so we're [2:46:00] looking to make sure everything is in [2:46:02] place so that the fact it can move ahead [2:46:04] the most recently under the council [2:46:06] approved pins to update those actual [2:46:10] project costs [2:46:15] yes as part of what the council recently [2:46:17] approved for the CBG funding they had a [2:46:19] tap coming in to do the feasibility work [2:46:22] and Architectural drugs to get [2:46:24] um just more updated cost estimates for [2:46:27] the work so it's really just contingent [2:46:29] on them getting that work done and then [2:46:32] also just seeing what other funding will [2:46:34] be leveraged for the project so we [2:46:36] wouldn't start spending this money on [2:46:37] the project until we knew we had enough [2:46:39] to complete it [2:46:41] so that's that's what the community is [2:46:44] so if I understand correctly that's [2:46:47] pretty much a contingency that we would [2:46:49] put with anyone right because yeah we [2:46:51] would want to make sure we complete a [2:46:52] project it's not just there's no special [2:46:55] language going into uh [2:47:06] the miracle and Craig there's other [2:47:09] potential sources that they [2:47:11] supposedly lined up for their convention [2:47:13] on each other we don't want to give a [2:47:16] million dollars for [2:47:18] a five million dollar project where it's [2:47:22] four million dollars short the building [2:47:23] still can't be used so that it's making [2:47:25] sure partners or table and all the money [2:47:29] is there based on what the council just [2:47:32] approved on these updated costs and [2:47:35] scope of work that is being prepared now [2:47:40] so so just so clarity [2:47:44] to your point there so like for example [2:47:46] we're talking earlier about [2:47:49] um I think it was second and they had [2:47:51] some other funding they were applying [2:47:53] for 600 000 or something and he was [2:47:55] saying that they had some other funding [2:47:57] that was lined up [2:47:58] um [2:47:59] to support their project as well so [2:48:02] right so this contingency would be the [2:48:04] same as that right that's what we're [2:48:05] saying [2:48:08] trying to serve a thousand families and [2:48:10] they say they've already got money to do [2:48:12] 600 at least we're going to do the Gap [2:48:15] financing for [2:48:18] foreign [2:48:26] it's a little bit different for [2:48:29] services so if again we're trying to [2:48:33] serve a thousand families we only have [2:48:37] money for 950. [2:48:40] 50 May [2:48:42] come up short [2:48:44] doing a building project we want to have [2:48:46] money to do the entire building we don't [2:48:49] want to get it all there we don't have [2:48:51] enough money for the roof so it all [2:48:53] leaks in and [2:48:56] not able to get a certificate of [2:48:57] occupancy [2:48:59] be able to open and provide the service [2:49:02] so there's a little bit of difference [2:49:04] where [2:49:06] based on the nature of the project in [2:49:09] the the product is what is the service [2:49:11] and one's an actual building right it's [2:49:13] like [2:49:14] if you were buying a car here we're not [2:49:17] going to buy a car where we get [2:49:18] everything except for tires [2:49:22] well again and so just so for for Mr [2:49:25] Farley [2:49:27] um they actually asked for 1.5 million [2:49:31] um the total cost of their project is 1 [2:49:32] 5 [2:49:34] three so they're asking for 98.57 of [2:49:38] their project [2:49:39] as opposed to the sick and was asking [2:49:42] for um [2:49:45] so so [2:49:46] it was a huge difference well in terms [2:49:49] of in terms of what we're being asked to [2:49:50] do my question is really though [2:49:52] um based on what the mayor said so in [2:49:54] other words [2:49:56] it's a million I'm sorry we're we're [2:49:58] thinking about giving to Miracle on [2:50:01] Craig Street a million dollars I think [2:50:03] it was [2:50:04] a million [2:50:06] um but it sounds like we know that the [2:50:08] cost estimate is going to be updated [2:50:09] okay I know what I'm saying is so our [2:50:12] family Foundation Foundation Brown [2:50:15] Etc are all also coming to the table [2:50:17] with perhaps a million dollars well [2:50:19] that's where some will bring that one [2:50:21] thing please commit to a million dollars [2:50:24] um what we're saying is we're using [2:50:26] they're going to continue use that [2:50:28] million dollars to be able to say to [2:50:30] other funders such as even maybe [2:50:32] Metroplex or a private Foundation we [2:50:36] can dollars the project you know so will [2:50:39] you help us now to help leverage to to [2:50:41] get it fully funded okay have you had [2:50:44] those conversations yeah that they they [2:50:47] have already been working with the other [2:50:49] foundations and the other foundations [2:50:51] are also supportive which everyone [2:50:53] really just wants to see the updated [2:50:55] scope that cost estimate before they [2:50:57] make a decision on the funding right [2:51:00] but not us [2:51:03] ually [2:51:06] a million dollars towards the overall [2:51:10] again I hear that but what I'm saying is [2:51:13] it sounds like the other partners [2:51:16] haven't come to the table yet because [2:51:19] they're waiting for the scope of the [2:51:20] project well we're not also spending [2:51:23] we're also leading through the scene [2:51:25] we're just putting in a bank account think we have a [2:52:37] lot more projects here that are also not [2:52:39] being fully funded and this is a project [2:52:42] that has not been able to make itself [2:52:44] happen for seven years with a great deal [2:52:48] of community support I might add [2:52:50] volunteerism [2:52:52] Etc so I [2:52:56] or something [2:52:59] go ahead please I have so we have to be [2:53:02] again we're talking about being [2:53:05] equitable [2:53:07] Miracle on Craig street is a Grassroots [2:53:11] organization with a very specific role [2:53:15] in mind who have been [2:53:18] selective because they also didn't just [2:53:20] weigh getting money into the building [2:53:23] they really for years were soliciting [2:53:27] Community feedback and making sure that [2:53:29] they operated with Integrity in the [2:53:31] process so guitar so I agree what you're [2:53:34] saying that it has been a lengthy amount [2:53:37] of time my point would be it was an [2:53:40] intentional and it's important that it's [2:53:41] anything about time because nothing like [2:53:43] that has happened so in Schenectady in [2:53:45] the way that they're trying to do it so [2:53:47] I don't think that we could really use [2:53:48] the same Matrix that we might use for [2:53:50] other places this is this is also [2:53:52] um one of the um [2:53:54] this would be the only [2:53:57] um [2:53:58] Community Center [2:54:00] in Hamilton Hill after the boys and [2:54:03] girls club with within respect to the [2:54:06] Arsenal which is another another Niche a [2:54:09] center bomb but after the boys and girls [2:54:12] club knew our community know the need [2:54:16] for American Credit Suite just increased [2:54:19] so that's why I'm saying that we need to [2:54:22] be Equitable and not just pay lip [2:54:25] service and Equity doesn't mean everyone [2:54:27] getting equal things it means people [2:54:29] getting what they need so careers [2:54:32] demonstrating the state [2:54:36] so it really is so in referencing what [2:54:39] the department of development campus [2:54:40] recommendation receiving a favorable [2:54:42] score of looking at the recommendation [2:54:44] that came into the advisory panel and [2:54:46] ranked within the middle of those list [2:54:48] of applications building on top of what [2:54:50] Mr Farley already highlighted [2:54:53] can pause the fact that I haven't had [2:54:55] the same local experience as other [2:54:56] council members with this project but [2:54:58] for me personally I am I want to step [2:55:01] with Mr Farley and I'm a funding them [2:55:11] I must always do it again [2:55:16] in terms of resources we are repeating [2:55:19] resources there is the Hamilton Hill [2:55:23] Arts Center and granted they have a [2:55:25] special Niche there's the boys and girls [2:55:27] club which is right across the bridge [2:55:30] that's the I think the school is looking [2:55:33] to put some stuff in there from [2:55:34] Rumblings I'm here [2:55:38] be a better use of resources in my [2:55:40] opinion or some sort of shuttle service [2:55:43] to make sure the kids get to where they [2:55:46] need to to get what they need in a safe [2:55:49] Manner and if we're going to talk about [2:55:51] equity [2:55:53] you want to talk about Equity all right [2:55:54] we'll talk about the north side [2:55:57] one of our most diverse neighborhoods in [2:56:00] the community and there's not anything [2:56:03] here for them [2:56:05] so [2:56:06] um [2:56:07] I certainly [2:56:10] think there's stuff that's needed but [2:56:13] when we look at how our resources are [2:56:16] used I think we have to be efficient and [2:56:18] effective because again we want to reach [2:56:22] many and impact as many people as we [2:56:25] possibly considering that prior to what I'm [2:57:01] about to say as far as the program [2:57:04] itself and when they were in a few [2:57:07] months ago and putting [2:57:12] your child through a lot for money for [2:57:14] um [2:57:15] administrative costs [2:57:17] and again seven years into the project [2:57:20] and I admire what they're doing and then [2:57:23] again we past Boys and Girls Club and [2:57:26] we're talking about them making a safe [2:57:29] environment for everyone and a shuttle [2:57:32] service I think is a great idea I didn't [2:57:34] think of it so you just said that making [2:57:36] sure that all the programs that they're [2:57:37] running over there [2:57:39] and as far as the extra five hundred [2:57:41] thousand dollars now we we've already [2:57:43] said as Miss Patrick said I want to make [2:57:46] sure that 500 that money is there for [2:57:48] the two programs we already approved [2:57:49] that we talked of earlier so where's [2:57:51] this extra five hundred thousand dollars [2:57:53] coming from so now all of a sudden we're [2:57:55] bringing to the table some extra five [2:57:57] hundred thousand dollars that may have [2:57:58] to come out of the pool where's it [2:58:03] all right so so I am I am [2:58:07] um supporting the the mayor's Proposal [2:58:09] with the contingencies there and again [2:58:11] we have to get a contract and all [2:58:13] different kinds of information and [2:58:14] things and they may not be able to bring [2:58:16] them the rest of the amount to the table [2:58:19] um but I am not supporting 1.5 million [2:58:21] so you are supporting them yeah [2:58:31] it's like a contingency and have one one [2:58:35] million 250 000. [2:58:37] um because I know that they need a [2:58:39] little extra money so [2:58:40] um and I understand all the points that [2:58:42] are being uh around the table so [2:58:46] that would be my suggestion that I would [2:58:48] put forward can you repeat that for me [2:58:50] please but instead of 1.5 it's 1 million [2:58:53] 250 000. this is money that is tied to the [2:59:12] uh uh pandemic which all for all [2:59:16] accounts we know that certain [2:59:18] communities marginalized communities [2:59:21] such as the community that miracle and [2:59:23] country is operating in but [2:59:25] impacted far greater [2:59:28] than other communities [2:59:30] so I think that we are obligated to take [2:59:33] into those considerations when we talk [2:59:36] about where we need to allocate funding [2:59:38] if we're trying to be Equitable then the [2:59:40] work is already done for us and that's [2:59:42] how we know who has been impacted [2:59:44] negatively most and that project is in [2:59:48] the center of that community and that is [2:59:50] something I think that we all should be [2:59:51] really careful about as we're making our [2:59:54] decisions based around this [2:59:57] Hill [3:00:10] which are directly the communities [3:00:14] you're seeking it is and and the amount [3:00:17] of people in that neighborhood who fall [3:00:21] into what you just described [3:00:24] I would argue is larger than the [3:00:27] community you're talking about so I have [3:00:31] no problem reaching those people who are [3:00:34] impacted but let's be clear [3:00:37] that this neighborhood of the north side [3:00:42] I mean [3:00:43] they're directly the target from you're [3:00:46] talking about so I just just want to [3:00:48] push back slightly on that I get what [3:00:51] you're saying and uh but you know we got [3:00:54] to realize what we got the neighborhoods [3:00:57] right Mr motivation I just wanted to [3:00:59] share something please from a [3:01:01] development perspective and thinking [3:01:03] about the Frank Street Corridor and just [3:01:04] the fact that this is a vacant huge [3:01:07] parcel that is on that Corridor that now [3:01:09] is on the historic register that [3:01:11] ultimately we this city is going to be [3:01:14] responsible for finding a productive use [3:01:16] of this bill [3:01:18] um so I just I'm putting that out there [3:01:20] as you know it's not going to go away we [3:01:22] need to figure out some sort of solution [3:01:23] for this building that's a massive [3:01:26] undertaking on a major Corridor that [3:01:29] we're investing a lot of funding into [3:01:30] streetscape improvements through the [3:01:32] pregnant connection and all of those [3:01:34] things [3:01:35] um so just something else to keep in [3:01:36] mind in terms of like how do we find a [3:01:38] productive use for the site and then who [3:01:40] ultimately is benefiting from that and [3:01:43] you know engaged in that process [3:01:47] go ahead please [3:01:49] um so one thing I don't want us to do is [3:01:51] start hitting one neighborhood against [3:01:52] another you know it's one city we have [3:01:55] people that live all over and we the [3:01:57] collective we serve them all so I want [3:01:59] us to start walking down that road [3:02:01] um and this is a question for the [3:02:03] Department of development or is there an [3:02:05] application that we where we did not [3:02:07] entertain from the north side in terms [3:02:09] of what was similarly talking about neighborhood against [3:02:46] the other saying there's more need here [3:02:48] or more need there and we are talking [3:02:50] about a specific project that there is [3:02:53] not a similar project [3:03:17] that we're not I'm not saying [3:03:20] fund [3:03:22] uh miracle and crack stream and not look [3:03:26] at any applications and these that's the [3:03:28] same consideration I will be [3:05:06] the center it's going to complement what [3:05:08] is already around the super Boys and [3:05:09] Girls Clubs and the school and things [3:05:12] like that it is vital to us to lend [3:05:15] support [3:05:16] and to work with other agency as they [3:05:18] really have to be building and the board [3:05:20] and the membership of people in my [3:05:22] community to service [3:05:23] that neighborhood and beyond that so I [3:05:26] think it's vital that we provide the [3:05:28] funding necessary I know for a fact that [3:05:31] they are working with other agencies I [3:05:33] know for fact that they are discussion [3:05:35] with the county to help with some [3:05:37] fundings and I'm pretty sure that is [3:05:40] going to be put into place funding will [3:05:42] be available [3:05:43] to make this happen for this project [3:05:49] I am I am more leaning towards a sport [3:05:52] of field 1.25 million [3:05:55] so I'm not sure if [3:05:58] the party and potentially engaging them in some of the [3:13:05] distressed property rehabs through the [3:13:06] workforce training component of that so [3:13:09] I do believe that is the mayor's one of [3:13:12] his you know goals as to is to integrate [3:13:15] them into the distressed property rehabs [3:13:19] go ahead please well let's see that that [3:13:21] would be a logical fit for this for seat [3:13:24] Center as well as [3:13:26] you know I mean how does it figuring [3:13:28] with the Durie foundation and the office [3:13:32] of affirmative actions will of course [3:13:34] development initiative because they work [3:13:36] so closely with SEED Center [3:13:38] of Mr Gardner's work yep um so I would [3:13:43] have to say that hopefully it didn't [3:13:46] come up at all maybe it would be part of [3:13:48] one of those two things [3:13:50] not just mentioned [3:13:52] more what we already previously [3:13:56] for reaction slash Victoria yeah [3:14:00] I'm just trying to find a all [3:14:50] are very familiar with the program and [3:14:51] I'm you know [3:14:54] I would support some funding the program [3:14:56] it's continually shown the good work [3:14:59] that it does not only in the actual work [3:15:01] that it does but the work it does in [3:15:03] changing the lives of the young people [3:15:05] that they work with I have witnessed it [3:15:08] in terms of them coming to communities [3:15:09] and rehabbing the house on Prospect yeah [3:15:13] on Prospect Street so it's clear that [3:15:15] the work that they're doing so um [3:15:18] I understand you know but it's again we [3:15:20] were talking about [3:15:21] um about some of the smaller programs [3:15:24] that didn't quite make the list and that [3:15:27] is one of them so I I am um I'm [3:15:30] supportive of this program so would [3:15:32] there be discussion around how much we [3:15:33] certainly can but I am definitely [3:15:35] supportive of this uh of this particular [3:15:37] program [3:15:44] thank you [3:15:47] ah sorry I gotta put you guys [3:15:49] responsibility [3:15:51] so I I I know they had a highly [3:15:54] favorable [3:15:55] ratings [3:15:58] um even though they didn't make it onto [3:15:59] the funding here and as Miss Patrick [3:16:01] said perhaps um they thought it could [3:16:04] work in with someone else's funding but [3:16:07] getting that was another 300 and some [3:16:09] odd thousand if that's what the amount [3:16:11] comes to on top of that that's half of [3:16:13] the 250 000 so now we're golfer's gonna [3:16:17] be fine [3:16:18] I'm worried about a lot of things you [3:16:20] know again permanent fact that it [3:16:23] impacted our entire city okay [3:16:27] and those affected were were everyone [3:16:32] and we [3:16:33] and before everyone in this entire city [3:16:36] so youth are very important to me [3:16:38] absolutely so I'm in agreeance with what [3:16:42] they do and [3:16:44] um [3:16:45] I maybe propose depending on what they [3:16:48] need what they requested the money for [3:16:50] maybe a little lower allocation I I [3:16:53] don't know because we don't really know [3:16:54] what we have moving forward [3:16:57] as far as finding so I would be in agreeance but it's not [3:17:04] for the entire amount but can we talk [3:17:06] about in the modeling may want to put [3:17:10] yeah just to address that I know we are [3:17:11] adding numbers here and that's what I [3:17:13] mentioned earlier that we can get [3:17:14] through all of this so we'll have to [3:17:16] send back into the finance Community to [3:17:20] come to all the one that we're improving [3:17:21] and then possible comeback either the [3:17:24] next two week or a special city council [3:17:26] meeting a committee meeting and address [3:17:28] it but that's going to address the the [3:17:31] ads that we're doing here tonight [3:17:35] because I obviously support SEED Center [3:17:38] I think we all are in great seed centers [3:17:40] and very very valuable resource in our [3:17:43] town and [3:17:45] however that being says You must have [3:17:49] had some thinking around why you didn't [3:17:51] want to fund the seat Center and you [3:17:53] instead were funding Workforce [3:17:55] Development in these two other air and [3:17:57] in the rehab I'm sorry the housing rehab [3:18:01] um and the affirmative action slash [3:18:04] durrier and how that fits in with the [3:18:08] seed Center which is a perfect fit for [3:18:10] either of those two I think there is [3:18:13] potential for that collaboration to [3:18:14] happen and again I think that we did [3:18:16] discuss it as part of the distressed [3:18:17] property rehabs because we know they [3:18:19] look for a site every year that they [3:18:21] take their youth filled to their rehab [3:18:23] and I thought somebody's gonna that was [3:18:25] discussed that but [3:18:30] not they do one ounce [3:18:35] we're going to take the largest number [3:18:38] of properties [3:18:41] from foreclosures of what we're moving [3:18:43] down the path [3:18:45] I have to be able to have a game plan in [3:18:48] place to maximize [3:18:51] that property that we're going to take [3:18:53] in fix it up create home ownership [3:18:55] opportunities do things run gardeners [3:18:59] spearheading working at the banking [3:19:02] Community line up the numbers to make it [3:19:03] work and so not looking to exclude the [3:19:07] seat Center but one house [3:19:11] in this package [3:19:15] doesn't really reflect you know what [3:19:18] their potential is and it's how do you [3:19:19] get them [3:19:20] involved in a bigger picture in a [3:19:23] evolving role [3:19:25] and [3:19:28] they've done in the past looking to have [3:19:30] people step up and got to challenge them [3:19:33] and challenge other ones to come up [3:19:34] again we're working the Building Trades [3:19:36] to [3:19:37] Provide support for this and things that [3:19:42] just we've never done before in other [3:19:45] communities are not doing it [3:19:47] that's Patrick I want to go back to you [3:19:49] are you in support of the [3:19:52] uh aggressive funding I can't make that [3:19:55] decision right now about the scene [3:19:56] Center I'd rather see them wrapped into [3:19:58] the city of Schenectady bacon housing [3:20:01] rehab program I'd be very supportive of [3:20:03] that and or on them being a part of the [3:20:07] affirmative action startier education [3:20:09] project [3:20:10] because I also want to point out that [3:20:12] the other project that we're short [3:20:14] changing here is the capital region land [3:20:16] bank which I think we all would agree uh [3:20:20] has been doing an amazing job in terms [3:20:22] of taking distressed properties and [3:20:26] because well and I believe that they [3:20:28] also work with the seat Center sometimes [3:20:30] please help you with that project so in [3:20:32] fact I mean they asked for 1.5 million [3:20:36] we have it down to 1.25 [3:20:39] um I mean again I mean that's we know [3:20:41] their track record we know what they [3:20:46] can't make an independent about the season [3:20:51] I [3:20:53] want to be careful that again we're not [3:20:57] hitting one project [3:21:01] because the seat Center isn't uh [3:21:05] is it it doesn't just build houses they [3:21:08] build lives there so you can say it's a youth program first and so that is is the things that we're [3:21:16] considering again and the population [3:21:18] that they serve are section three [3:21:20] workers people who are most uh mostly [3:21:24] impacted by covet so again that's where [3:21:27] I get to that place into the mayor's [3:21:29] point I think that the mayor has put [3:21:31] forth some real [3:21:33] um [3:21:33] strong uh proposals for [3:21:37] um how we can kind of Leverage the work [3:21:40] that the seat Center is doing so again I [3:21:43] reported one and not supporting another I'm just bringing forth the seat [3:21:48] Center at this time and I'll stop there [3:21:50] yes Mr Williams [3:21:54] give to it to the same Accord I think [3:21:56] and also speaking from having spent time [3:21:59] at the site or at their building and [3:22:02] then also joining [3:22:05] few of their members going to one of the [3:22:06] sun neighborhood beings is not [3:22:08] necessarily focusing on the one [3:22:09] household it is how many youth youthful [3:22:12] hands touch each of those pillars each [3:22:14] of those Hammers and nails and how [3:22:17] influential and transformative this work [3:22:20] is on their lives I've spoken with [3:22:22] someone specifically and Her Name [3:22:24] Escapes me but she quite plainly said [3:22:27] her life was changing and she might have [3:22:29] been someone that was previously written [3:22:31] off that is now a another taxpayer who [3:22:35] not only can take those crap skills and [3:22:37] investors in another site but also might [3:22:40] one day purchase on those properties so [3:22:42] I think looking at the compounding [3:22:43] effects of this this program is uh [3:22:49] beyond the shadow of contention so yes [3:22:51] I'm in favor [3:22:55] you are in here yes that the original uh [3:22:59] proposal submitted same thing for the [3:23:02] Safari system follow me you are sure yes [3:23:05] creating [3:23:50] in the city so I have no choice but to [3:23:53] support them for the full amount that [3:23:54] was requested of 343 000 82.84 [3:24:12] please [3:24:14] propose 7.1 million for the remainders [3:24:19] of the parts project plus 500 000 first [3:24:22] diamonds Park plus a million for youth [3:24:26] programs in the city so there are five [3:24:28] fields in the city one at Belleview [3:24:31] Little League one at Schenectady the old [3:24:34] Schenectady Little League which is [3:24:35] Michigan Avenue one is JC Little League [3:24:39] there's the Babe Ruth field and there's [3:24:41] also the soccer field [3:24:43] to give a million dollars to those [3:24:45] organizations so that they can fix up [3:24:48] their fields [3:24:50] the organizations right now are thriving [3:24:53] particularly the Little League baseball [3:24:56] and the ideas for them to move towards [3:25:00] allowing every single kid in this city [3:25:02] to play for free [3:25:04] and they're very close to that but [3:25:07] there's a lot of Capital Improvements [3:25:09] that need to be made and [3:25:12] you know right now the Little League [3:25:14] Baseball has grown from basically [3:25:16] non-existent to 10 teams [3:25:19] um the soccer fields we know is well [3:25:23] utilized but we could create a complex [3:25:26] for the Youth [3:25:27] and allow them to play for free so 500 [3:25:32] 000 for steinman's park I think would be [3:25:34] well utilized to do the Capital [3:25:37] Improvements and that could be leveraged [3:25:39] with a grant from [3:25:40] Senator Steck I just I just assembly [3:25:45] number seven I'm sure if you would like [3:25:47] that and then it was 6.05 for the [3:25:51] remainder of the proposed Parks projects [3:25:55] from the 500 000 human generosity will [3:25:59] help us to direct in terms of you talk [3:26:01] about the baseball Little League now the [3:26:04] 500 000 would be first diamonds are to [3:26:07] make the necessary improvements that are [3:26:09] needed so there's talk of trying to fix [3:26:13] up that wall which is historic him [3:26:16] putting the pathway around the lake kind [3:26:18] of plus some other improvements that are [3:26:20] needed a million dollars would go [3:26:22] towards the five youth organizations [3:26:26] um to be split according to their needs [3:26:29] to ensure that our absolutely would not [3:42:25] want to put money aside again to go [3:42:28] through this process we've delayed and delayed and part of the [3:42:32] reason for the delay was yes that the [3:42:34] committee met and we didn't see the [3:42:35] information that came back from home [3:42:37] committee so I want to publicly say that [3:42:38] as well so therefore I absolutely would [3:42:43] adamantly impose reopening the Grant [3:42:46] application and with apologies for your [3:42:50] new project as well and in respecting [3:42:53] what you're saying but that's how I feel [3:42:55] especially given my background in [3:42:57] development we had this conversation [3:42:58] actually months ago and I think several [3:43:02] of us were good reasons that we weren't [3:43:03] going to do around two of Grant [3:43:05] applications [3:43:09] so I totally am in agreement of no [3:43:13] additional applications this is one of [3:43:15] the most screwed up processes I've ever [3:43:18] been part of I've told the Meredith I've [3:43:22] made it public [3:43:23] and maybe not quite as blunt as that but [3:43:28] we have review applications where we ask [3:43:31] people to put a lot of time and effort [3:43:34] in and quite frankly the way the app the [3:43:36] reviews were done they're mostly [3:43:39] meaningless unfortunately and that's sad [3:43:41] to say even we asked people to put a lot [3:43:44] of hard time and effort [3:43:45] you can shake your head now [3:43:48] let me just explain please so we have [3:43:52] different categories [3:43:54] and some have been reviewed fully some [3:43:56] pattern but there's no way to compare [3:43:59] the cost categories either so because of [3:44:03] that the review [3:44:05] is not a complete review it's you're [3:44:09] comparing apples with oranges you're not [3:44:11] comparing apples or lettuce and that's [3:44:13] why that process doesn't work and [3:44:19] um you know we have an opportunity to [3:44:21] fund our Parks put money towards the [3:44:25] parks we hear that constantly from [3:44:27] people [3:44:29] um we have been inconsistent the only [3:44:32] thing we've been consistent about [3:44:33] tonight is being inconsistent about how [3:44:36] we go about these reviews [3:44:38] um we have one set for [3:44:41] one situation and another situational [3:44:43] it's something else [3:44:45] and [3:44:47] how is that a good process [3:44:51] um we have an opportunity to fund our [3:44:53] parks [3:44:54] and the only application that [3:44:57] I'm looking quickly that I see that [3:45:01] then on here's the skate parks which I'm [3:45:03] fine taking out [3:45:05] of the considerations [3:45:08] but these rest are pretty well described [3:45:10] here so [3:45:14] kind of where I'm at these you know [3:45:16] having extra meetings I don't think [3:45:18] solves anything [3:45:28] I mean not everybody had an opportunity [3:45:30] to dive into this and to kind of you [3:45:32] know get to understand exactly what is [3:45:34] happening into each of these [3:45:36] projects so I think it's fair that we I [3:45:39] understand I don't think anybody is [3:45:40] doing that we're not funding for 1940s [3:45:42] or they said give them an opportunity to [3:45:45] come back and we recruit and come back [3:45:47] as Mr Farley mentioned and look into [3:45:49] these in [3:45:51] everything is be consistent yes we've [3:45:53] had other ones in a similar situation [3:45:55] which we funded tonight and now we're [3:45:58] not even with no description to allow [3:46:13] unanimous consent possible because we [3:46:16] know the impact of that program if there [3:46:18] was an application yeah they have they [3:46:22] had something that application well I [3:46:24] mean again because again I also want to [3:46:26] point out that [3:46:27] we haven't talked about it but I think [3:46:29] another important piece of this puzzle [3:46:31] is streets and sidewalk information [3:46:34] and again if we leave this on the table [3:46:36] again [3:46:37] um I I just feel like we should be [3:46:39] spending money okay so I don't think I [3:46:42] don't think we have the Missouri I think [3:46:43] we have the majority that is saying that [3:46:45] let's hold this or for the discussion [3:46:47] on the parts improvements and we'll go [3:46:49] to your [3:46:51] place [3:46:53] we were finishing our conversation and [3:46:56] trying to hold the rest of it for [3:46:57] another night [3:47:06] and have one more item and then we'll [3:47:09] try to see if we got a review well I [3:47:11] also want to say the land bank I think [3:47:13] is also really important but [3:47:15] um but the streets and the other [3:47:17] infrastructure projects that also need [3:47:20] to be done by the city [3:47:21] um I think that we hear constantly from [3:47:24] our residents [3:47:25] about problems with [3:47:27] the Stellar infrastructure needs [3:47:29] and that's important as well [3:47:31] it certainly goes across the city [3:47:36] McCarthy is doing a fantastic job this [3:47:38] year in the paving streets across the [3:47:40] city yeah so we have the car that went [3:47:42] down there and there's a lot of things [3:47:49] whatever we deciding here to compliment [3:47:51] what he's doing but I'm more Paving [3:47:54] towards streets inside the water so it's [3:47:56] a discussion in terms of the sidewalk [3:47:59] it's city streets inside the box it's [3:48:02] gonna get that money put in where it [3:48:05] could be streets but [3:48:07] the council has moved and a couple of [3:48:10] the sidewalk proposals We've Ended up [3:48:13] subsidizing it in that model you know [3:48:16] it's [3:48:17] still somewhat fluid for getting numbers [3:48:19] to work but we all know the need for [3:48:22] sidewalk replacement here and how do we [3:48:24] structure [3:48:26] plans that those aren't the Historical [3:48:29] Method by which those sidewalks are put [3:48:31] in place but working with the property [3:48:33] owners to provide some incentive to [3:48:36] again upgrade their sidewalks and to do [3:48:39] you know whole streets because we all [3:48:42] know what a dramatic difference it makes [3:48:45] when the street is done and upgraded I'm [3:48:48] not just follow up I'm glad you [3:48:49] mentioned that because I was going to [3:48:50] ask the same question or do you have our [3:48:52] project plan in place what it is I just [3:48:55] wanted to stole it a lot of the consoles [3:48:57] working with where you're table for discussion and [3:51:26] the capital regional Aquatic Center [3:51:30] this item is called favorable about the [3:51:34] participant and I'm asking us to put it [3:51:37] on the table for discussions of column [3:51:39] of 2.5 million dollars [3:51:41] with a contingency that they will seek [3:51:43] additional funding or [3:51:46] close to fully funded by the end of this [3:51:48] year [3:51:49] so 2.5 million of us set aside to the [3:51:51] Aquatic Center with a contingency that [3:51:54] they work towards [3:51:56] for additional funding [3:51:58] by the end of this year something [3:52:00] similar to what the country the company [3:52:01] has is proposing five million dollars [3:52:04] with a contingency of the end of [3:52:07] December to come up with a plan of where [3:52:11] they are in terms of seeking additional [3:52:12] funding so I want to put this there is [3:52:14] something that application is not an [3:52:16] amazing also but where we are in terms [3:52:18] of as a member of this Council Mr follow [3:52:22] me thank you support this project [3:52:25] however I think there's a big difference [3:52:26] between us and the county first of all [3:52:28] the county is June 5 million yes that's [3:52:30] great but the county is also going to [3:52:34] generate a lot of tax revenue for [3:52:36] themselves we do get part of it it's a [3:52:38] fraction of that if we were to do two [3:52:42] and a half the amount of time for us to [3:52:44] recoup our two and a half million [3:52:46] dollars would be quite frankly so I [3:52:50] either propose a million or if we do two [3:52:52] and a half ask the county to [3:52:56] re-evaluate the county tax agreement [3:52:59] where we get a percentage of the FED tax [3:53:02] which we currently get none of [3:53:04] and some sort of percentage there so [3:53:07] that our return on investment is much [3:53:10] quicker I'm not opposed to two and a [3:53:12] half but we do need to get some of the [3:53:14] tax money and that would be [3:53:18] also otherwise a million dollars [3:53:24] definitely a proponent of the product [3:53:27] Center for them to bring to the city [3:53:29] again [3:53:31] with revenue from bed packs and of [3:53:34] course we would have restaurants and uh [3:53:38] you know bring a lot of people and [3:53:40] colleges I would hope for [3:53:43] competitions things that I [3:55:30] have to give a nod to Mr Gillen over [3:55:32] here all the things that have been going [3:55:34] on in our community [3:55:36] um [3:55:37] bringing in the people that would come [3:55:40] into our city for tournaments of August [3:55:43] swim meets [3:55:45] um I call them tournaments [3:55:47] I actually don't really know how to swim [3:55:50] appropriately but the right way but [3:55:53] um I've watched as so many people leave [3:55:56] to go to these kinds of swim meets with [3:55:58] their children in all other places then [3:56:02] they have to stay overnight in hotels [3:56:03] and they have to eat out on [3:56:07] Schenectady [3:56:08] again put on the map as part of that [3:56:10] process [3:56:12] um have them come here we've got the [3:56:14] capacity now [3:56:15] what kind of things have you been trying [3:56:17] to [3:56:18] increase tourism [3:56:20] yes yes so I think it does have an [3:56:23] economic development impact and go home when [3:58:03] you lose [3:58:04] you have to swim bad or dive bed and [3:58:06] continue on for the next day [3:58:10] um but then so the economic impact is [3:58:12] amazing the people it will bring in the bed taxes the food people have to [3:58:17] eat three meals a day they're not doing [3:58:19] it in the hotel room they're growing out [3:58:21] the moms want to shop the girls want to [3:58:24] go shopping they have downtown the boys [3:58:26] want to go play laser tag or go to a [3:58:29] movie so that economic impact is amazing [3:58:32] but there's also the community aspect [3:58:34] and I mean it was again I think there [3:58:38] were two or three groundings in our area [3:58:40] this weekend I I'm gonna cry thinking [3:58:43] about it and the way it's designed is we [3:58:46] have the the tools for the competition [3:58:50] and the training for competition and we [3:58:52] have a community pool and it's designed [3:58:54] that way so that whenever there's a [3:58:57] competition the community pool is still [3:58:59] open and the learn to swim is still [3:59:01] going on the adult Fitness the adult [3:59:03] learn to swim part of our mission is to [3:59:07] teach every first Schenectady City [3:59:10] second grader to swim and then expand it [3:59:12] out to Schenectady County and then there [3:59:15] are programs in the country that we're [3:59:17] modeling after that thing and then [3:59:19] they've even expanded them further we [3:59:21] can do the whole capital region where it [3:59:23] came to because one month of formal [3:59:25] school lessons decreases your chance to [3:59:28] drown by 80 percent [3:59:30] that's it's the community aspect the [3:59:32] health and wellness that really [3:59:35] gets gives to my heart about it the [3:59:38] economic impact is just this wonderful [3:59:40] benefit where the area just is amazing [3:59:43] we're modeled after Greensboro Aquatic [3:59:46] Center and since they opened 11 years [3:59:48] ago five hotels have opened in that area [3:59:52] and that's since the Aquatic Center not [3:59:54] any other [3:59:55] news every all the other athletic [3:59:57] activities already existed their first [4:00:00] year they brought 120 000 visitors to [4:00:04] the area with 40 million dollars of new [4:00:07] generated economic impact into I don't [4:00:11] understand the tax thing so I can't [4:00:12] speak to that but I do know that it will [4:00:17] help almost every business in the area [4:00:19] I've been driving down to Union College [4:00:22] because from I would actually live in [4:00:25] Saratoga but my son likes to come down [4:00:26] here to practice swimming [4:00:29] six days a week and I do my grocery [4:00:31] shopping here I go to the Starbucks here [4:00:34] I go you know I do my shopping here now [4:00:37] versus up there so there's also that [4:00:40] everyday practice thing where people are [4:00:42] going to be in the area [4:00:44] and they're gonna spend their money here [4:00:46] versus at home because I've got two plus [4:00:49] hours to sit in my car so instead it's [4:00:52] in my car I go to the grocery store I go [4:00:54] have dinner with someone so and then [4:00:57] again the community health and wellness [4:00:59] is it's an amazing thing that we can do [4:01:02] to you you guys thank you that's the [4:01:05] are [4:09:55] contingencies involved in those just [4:09:57] allocate the funds until the the [4:10:01] contingencies are met then authorize the [4:10:05] contracts at a later point in time once funds tag the funds right [4:11:08] now until the contingencies are met and [4:11:11] then [4:11:12] we can come back it can be brought back [4:11:15] and you know somebody can present from [4:11:16] the development department the [4:11:17] contingencies have been met and then [4:11:20] authorize a contract [4:11:22] same thing with the part of the center [4:11:24] because there are contingencies
