[28:38] city council to approve renewing this [28:41] annual contract that we have with the [28:42] ymca to operate the program at 845 [28:45] broadway [28:48] and this the first one is for the 10 bed [28:51] i believe so there's two contracts one [28:53] is for the 10 lid and then the second is [28:55] for the 20 [28:56] so [29:09] again it's the same thing [29:12] [Music] [29:32] uh we're here today to uh request uh to [29:35] schedule a public hearing for [29:38] october 11th of 2023 on the [29:43] budget for the 2023 budget [29:46] we're hoping that we get this passed and [29:49] after we general improvements which would [32:49] actually take that to what the original [32:51] request was which was 5.5 million [32:53] because we already approved 4.5 million [32:59] so those are the ones that um [33:04] that i have here for miss patrick so we [33:06] could just go around and um and if [33:08] others have things that they want to [33:09] control i can start with mr palmini if [33:12] you have anything i knew you had parks [33:13] the last time did you have anything i [33:15] think there should be the [33:17] projects that the mayor proposed last [33:19] time in the parks at [33:22] 6.09 and then [33:25] i believe [33:26] the remainder of the money should be put [33:28] towards the sidewalks and roads [33:32] okay [33:36] is [33:50] every different neighborhood is a chance [33:52] for everyone in the whole community to [33:54] be serviced by by the parks and [33:58] so i'm in favor of proposing giving all [34:01] that money to the parks [34:04] and again in [34:31] in the during the pandemic they were on [34:34] the streets every day they were in the [34:36] office every day [34:38] they didn't have the opportunity to stay [34:40] home [34:40] and work from their computers [34:43] or work from a private office they were [34:45] on the streets they were sanitation [34:47] workers water sewer [34:50] and i'd like to [34:51] at some point [34:53] visit [34:54] extending some money to them [34:58] to the workers [34:59] who were front line essential workers [35:03] as far as maybe some [35:05] funding for their [35:09] like everyone else received for [35:11] being vaccinated presenting their [35:13] vaccination card so again i think that [35:16] would be very important to me um and i'd [35:18] like just to [35:20] uh for us to consider saving some money [35:22] um to a lot for that [35:24] um again there's no application but [35:26] again this this money [35:28] is to use for [35:32] anyone who was affected by cola and if [35:35] there was anyone affected by cova it was [35:37] the amount of probably [35:39] between 140 and 150 [35:42] local 1037 [35:44] employees who [35:46] had to stay home with code but who are [35:48] out in everyday work encoding bringing [35:51] cova back to their families or being [35:54] infected by hobart so my first focus [35:56] today would be for the parks definitely [35:59] and then [36:00] i would like to see some infrastructure [36:04] issues [36:05] addressed [36:06] i know there was a break over in the [36:08] north side today the water's still not [36:10] established so we have some extremely [36:12] aging infrastructure in this city and [36:15] again if we if you work on some of the [36:17] infrastructure it can benefit every [36:19] single member [36:20] of the community so that's what i would [36:23] hope [36:24] to [36:26] in terms of let me just address in terms [36:28] of the money from 1037. there was some [36:31] money that was put aside called job [36:32] looking to create a new building [39:47] essentially their existing building is [39:48] fitted of a lot of repairs and [39:51] i believe the objective is to [39:54] take the first step in building a [39:56] structure in the current sculpture park [39:58] with a longer range plan of rebuilding [40:01] where their current building is so now [40:03] that they have the sculpture park and [40:04] the existing [40:06] site across the street they're looking [40:08] to um [40:11] they're looking to put this funding [40:13] towards that [40:14] um [40:15] and this would [40:17] i [40:18] does anybody have any questions about [40:20] the proposal um [40:40] which you know includes a lot of [40:42] information about what they do what this [40:44] would be they have a lot of different [40:46] aspects [42:12] i'd like to include in the second which [42:14] was a transition program for 750 000. [42:18] additionally i'd like to include [42:19] proctor's [42:21] air filtration program for 76 thousand [42:24] dollars [42:25] i would like to include the kiwanis [42:27] project for ten thousand dollars and i [42:30] would also like to make in consideration [42:32] for the stockade pump station i know [42:34] they're asking for considerably more but [42:37] i would recommend [42:38] leaving them halfway [42:40] at 750 000 [42:42] and [42:54] you already mentioned the um urgent need [42:56] for the y so [42:58] also um [43:01] they he recommended habitat for 500 000 [43:04] likes to support that it also looks for [43:07] 100 000 first cap [43:09] and the city hall hvac [43:12] project okay [43:21] and the city hall h stack for 352 000. [43:30] that was it so we can go ahead [43:48] so [43:49] initially [43:51] you came to us it was 120 [43:55] and are you still talking about that [43:56] number [43:58] um i mean that's what the request was [44:00] when we put in the application [44:03] costs are increasingly we actually added [44:05] a lot to the scope because now we're [44:07] including the tennis court and the [44:09] basketball court across the street [44:11] making that when we're mobilized [44:13] initially the grant was just for the [44:15] festival for splash pad and now it's [44:17] kind of expanded so the project budget [44:20] is increased so i just want to make it [44:22] clear that that's a product that's ready [44:23] to go learn how to unlike a lot of these [44:26] other ones [44:28] one of those [44:29] thoughts together [44:33] [Music] [44:47] riverside park tennis [45:02] if we increased it to kind of grab that [45:05] components in there so that we're not [45:07] doing a project when we do the [45:17] lighting component so what we did is we [45:19] put the lighting on and we added that [45:21] kind of sports car components so that if [45:24] we were to move forward [45:25] all the cords would be kind of similarly [45:27] done with the coatings and refresher [45:29] things like that um so that's why the [45:31] cost went up because it was outside of [45:33] the original scope [45:35] that that's where [45:40] so what is the question [45:47] you know we're getting around like what [45:49] we're using for example is you know [45:51] riverside park we were working with uh [45:55] cha [45:57] kind of a two tennis court basketball [45:59] court combo down there we're right in [46:01] the neighborhood of 250 to 300 to [46:04] freshen the surface fencing re-coat and [46:07] bring those cords back so then this we [46:10] have two cords [46:12] and a basketball court the center court [46:14] we kind of already had in our budget the [46:16] main court but it was those two tennis [46:19] courts and then the uh [46:21] was a great remote basketball court [46:23] those were the areas that we were [46:24] looking to get this funding for and we [46:27] with [46:27] [Music] [46:40] components are going to be similar the [47:40] 250 to 300 and then the lightning [47:45] so we added those two together we got [47:47] 450 and then we just you know everything [47:49] we always do has borrow if you don't [1:03:47] have to but at the same point i think [1:03:49] that we should all be realistic to say [1:03:52] if the city has needs and desires the [1:03:54] council can borrow money think that [1:04:23] based on our meetings the people at [1:04:25] central park would love for those courts [1:04:26] to just stay at that tournament level uh [1:04:30] that we keep them at and hey look guess [1:04:32] what if you guys are like you know we [1:04:34] got a half a million dollars to burn [1:04:36] here yeah it looks like you know but if [1:04:38] you have needs and fulfill the moving forward with the central [1:04:51] park tennis court [1:05:06] are not i'm not going to be going uh [1:05:09] most likely [1:05:10] well i'm not going to say that [1:05:13] if we did the lighting i don't know if [1:05:15] i'd have to go into the courts or not i [1:05:17] haven't looked that into that level you [1:05:19] know the idea was if we were going to do [1:05:20] it we're going to do the lower 8 quarts [1:05:23] where it's very uniform light them on [1:05:25] both sides and have an area that is lit [1:05:27] quartz but once again we're coming down [1:05:30] towards your decision to where you want [1:05:32] to go a diamond lighting i would have [1:05:34] here tennis [1:05:37] because this is just putting things on a [1:05:39] list of things that people have said [1:05:41] that they would like to see [1:05:44] and but but keep those tennis courts in [1:05:48] championship level is very important [1:05:50] because [1:05:51] they have and and the use [1:05:56] um actually i have a question from mr [1:05:58] folden um so based on what mr wall is [1:06:00] saying in terms of um if we let's say [1:06:04] allocated 500 thousand only spent 400 [1:06:06] 000 on a project that we're very [1:06:08] specific about [1:06:09] um can the contract be written in such a [1:06:11] way that we could just reallocate the [1:06:13] money to something else the contract [1:06:15] would have to come back to the council [1:06:17] to begin with so there had to be a [1:06:19] reappropriation of the funds that would [1:06:20] certainly happen at the same time [1:06:22] councils [1:06:23] taking on uh authorizing the contract [1:06:26] there would be questions on whether or [1:06:28] not certain funds obviously qualify for [1:06:30] use of the arpa funding [1:06:33] i believe [1:06:34] i'm sorry i just i'm specifically [1:06:36] speaking about parks projects which [1:06:38] right but [1:06:39] mr wallin said maybe we can use it for [1:06:41] other things related to it depending on [1:06:43] what those other things are be a [1:06:45] question on whether or not those would [1:06:46] actually follow you know within the part [1:06:48] sometimes whether they would qualify [1:06:50] you know we would have to get into the [1:06:51] nitty-gritty of it to know what those [1:06:53] other things are [1:06:54] um that being said um you can certainly [1:06:58] you know it's up to the council on how [1:07:00] general wants to be in terms of [1:07:01] appropriating money now [1:07:03] the council doesn't necessarily have to [1:07:04] appropriate money obviously you can just [1:07:06] wait for you know things to go out to [1:07:08] bid the problem with that obviously is [1:07:11] something you know mr well put something [1:07:12] out to bid it comes back and then [1:07:15] you know the console has to be on with [1:07:17] one appropriating the funds for it uh [1:07:19] because it hasn't already been [1:07:20] appropriated and obviously going with a [1:07:22] particular bid so that's why we would [1:07:24] appropriate it now [1:07:26] it can always be reappropriated later on [1:07:28] if not all of it gets used or let's say [1:07:31] you know the council appropriates 500 [1:07:32] 000 [1:07:33] it comes in over budget at 600 000 [1:07:36] dollars but it's still the best deal we [1:07:38] can find and we really want to move out [1:07:39] of the project the council then can [1:07:41] re-appropriate you know other funds [1:07:42] we're going to take it from this project [1:07:44] where maybe we haven't you know [1:07:45] appropriated all the funds and we're [1:07:47] going to appropriate an additional 100 [1:07:49] 000 [1:07:50] council can certainly do that [1:07:52] that's exactly what i [1:07:55] love the wanted [1:07:56] so we have a little bit of flexibility [1:07:57] so that as we come to get the projects [1:07:59] we actually can get them done complete [1:08:01] the projects and i'm sure if we really [1:08:02] drive dan in the development part we'd [1:08:04] always have a little bit of cbg cushion [1:08:06] or you know i have some funds but the [1:08:08] problem is is that you know it's your [1:08:10] point you know a lot of needs out there [1:08:12] so you can you can cover 50 000 maybe [1:08:15] but to cover half a million that's a you [1:08:17] know that that hurts the project message [1:08:20] go ahead please thank you um the other [1:08:21] thing obviously is you know when you're [1:08:23] getting close to the end of [1:08:25] appropriating funds [1:08:26] you you know when you put something out [1:08:27] debate it comes in higher than we [1:08:29] anticipated we will need to have that [1:08:31] pusher if we want to move it out of the [1:08:32] project but we only have 500 000 left [1:08:35] and this is a 600 000 bid definitely use the [1:10:47] lighting at this point yes oh no that's [1:10:50] what i was going to get at is that i [1:10:51] can't stress enough the importance of [1:10:53] really getting that parts committee back [1:10:55] and having some of these decisions [1:10:57] discussions openly because here's my [1:10:59] issue [1:11:01] i have to put these recommendations out [1:11:02] there and try not to act like i'm hiding [1:11:05] things right we had a meeting with the [1:11:07] parks people lighting came up we were [1:11:09] talking about parks projects there was a [1:11:11] lot of support for tennis in general i [1:11:13] put it on the list that number is a dart [1:11:16] at a board because [1:11:18] the reason for that is that it's based [1:11:20] off of what i've learned from the a [1:11:21] diamond lighting and talking with their [1:11:23] sports division these lights are going [1:11:24] to be shorter they're not going to be [1:11:26] baseball style lights however you know i [1:11:29] did not have detailed conversations [1:11:31] about how many ports really do we need [1:11:33] to light the most effective seem to be [1:11:35] the most smallest compact 810 cords [1:11:38] there however [1:11:40] what if they said you know what we just [1:11:41] want to do four cores the tennis [1:11:43] community only needs [1:11:45] five we could you can shrink it up more [1:11:47] or we can move so [1:11:49] that's my issue as an engineer standing [1:11:51] up here is that it is a it's a nice idea [1:11:55] it will really benefit some because some [1:11:57] people can only play at night we're [1:11:58] getting into darker hours the weather's [1:12:01] still nice but the sunlight is not there [1:12:03] but it would be nice to have [1:12:05] more of that [1:12:06] sounding board other than myself and [1:12:09] some city staff trying to you know just [1:12:11] assume what do you think the best would [1:12:13] be for the city [1:12:17] go ahead please um so i also i would [1:12:19] recommend [1:12:20] that if we're talking about tennis and [1:12:22] lighting that we would maybe have [1:12:23] somebody from the usta or the group that [1:12:25] uses it out there to be part of that [1:12:27] conversation because they know best ways [1:12:30] with needed so and that's where the [1:12:31] conversation came from [1:12:33] but it wasn't from a necessarily it was more of the fact is that we run [1:12:38] so many instructional events there in [1:12:41] tournaments that it was really the [1:12:43] thought was okay well what if you were a [1:12:45] resident you just wanted to play and you [1:12:47] feel like you can't get onto the courts [1:12:49] well you know what [1:12:50] now you can we're giving you the ability [1:12:52] to go out there and play [1:12:55] but [1:12:57] and [1:12:58] as well as some schools practicing their [1:13:01] um you know their availability the youth [1:13:03] to get on the courts i live around uh [1:13:06] community college and i mean those [1:13:09] courts are night you know day and night [1:13:11] being used by [1:13:12] right on union avenue by the college and [1:13:15] i'm sure there's [1:13:16] you know so again uh at at this point [1:13:20] you know [1:13:21] i'd say [1:13:22] we're working on the parts [1:13:24] i would say i would go [1:13:36] um b diamond needs irrigation there's [1:13:39] youth [1:13:40] uh leads that need new fences around [1:13:43] them [1:13:44] that hundred thousand dollars would go [1:13:47] very far [1:13:48] to make sure all that happens [1:13:50] and uh i think that would be a [1:14:48] like three levels there's recreation [1:14:50] there's collegiate and there's [1:14:51] professional [1:14:53] collegiate level lighting is a higher [1:14:54] standard and that's what we're looking [1:14:56] at because i mean the goal is to always [1:14:58] have you know college level teams [1:15:00] playing on a diamond to bring that there [1:15:02] so we don't want to keep local colleges [1:15:04] from being able to play at night so that [1:15:06] is their estimate to do that would you [1:15:08] mind getting an estimate for us in [1:15:10] regards to the central part of tennis [1:15:12] uh very bad class because [1:15:14] we can hold this for a couple of weeks [1:15:16] the next rounds and we can continue to [1:15:18] discuss this [1:15:19] come back [1:15:21] sorry [1:17:15] matter or not years ago we went and [1:17:17] assessed kind of what was there working [1:17:20] with some of the parts that but [1:17:22] the recreation advisory [1:17:24] they actually did the assessment [1:17:25] themselves [1:17:43] you know the staff has been doing it [1:17:45] we don't have a great [1:17:47] summary we do know the needs uh i think [1:17:50] mr mutaveron's point but many people that they [1:23:32] run satellite rounds at michigan avenue [1:23:36] while using the central park courts [1:23:38] so that's where that 500 000 may be [1:23:41] possible call that [1:23:43] central slash michigan and use it for [1:23:46] both [1:23:46] and just get the tournament courts up [1:23:50] and i think that is something like [1:23:51] mentally when we get together we talk [1:23:54] with [1:23:55] a new parks director in the parks [1:23:58] committee is maybe we make that [1:23:59] designation in our heads that central [1:24:02] park and michigan are the city's turning [1:24:04] reporters and then we have another level [1:24:06] that is refrigeration for us just to [1:24:08] make that difference [1:24:11] because i didn't realize that michigan [1:24:13] was used at that capacity but for them [1:24:15] to bring in that statewide tournament [1:24:17] seven times a year i guess they need [1:24:19] both so that was um but they can't use [1:24:21] it right now because it's a very long [1:24:23] large crack but it's it's [1:24:27] an asphalt usually when you have a crack [1:24:29] it goes everywhere this crack is about [1:24:32] as straight as an arrow working [1:25:56] on as part of doing part of that project [1:25:59] so we come up with a community benefits [1:26:01] agreement to make sure that they're [1:26:03] included [1:26:04] as part of that [1:26:06] since there's been a lot of discussion [1:26:07] regarding making sure that people who [1:26:10] live within the city get to work within [1:26:12] the city um i think that we should that therefore that helps a project that [1:26:17] the city is already doing in terms of um [1:26:19] ron gardner's what ron garner is doing [1:26:21] and also it lets us get um some owner [1:26:24] occupied um rehab [1:26:27] done [1:26:30] so i was i would like to recommend one [1:26:31] of my new towards that [1:26:33] so it's total 1.7 million for the bcni [1:26:36] they did have four where is it is it the money money is [1:50:48] going to be there and we're going to [1:50:50] decide what petition or are we gonna [1:50:52] just take this money into the streets [1:50:53] which i don't want the problem in the [1:50:54] street but i want to be specific and to [1:50:56] understand what are the projects or if it's a part [1:50:59] of money that we're going to do petition [1:51:01] right [1:51:03] good it's certainly personally [1:51:06] i'm not a sidewalk expert but my first [1:51:08] question would be what does that 3.5 [1:51:11] million dollars do in the dent of all of [1:51:13] our um [1:51:15] cyclops that have issues [1:51:17] but then what sidewalks do we prioritize school sidewalks do we [1:51:21] prioritize sidewalks and impoverished [1:51:23] neighborhoods do we prioritize sidewalks [1:51:25] where [1:51:27] homeowners are not able or [1:51:29] it's a renter household where we don't [1:51:31] want those funds [1:51:33] displaced to increase our rental prices [1:51:36] which are already sky high within our [1:51:38] city [1:51:39] so for me personally i think our [1:51:41] sidewalks [1:51:42] slash pavement is a long term plan and i [1:51:46] do not want to call [1:51:47] chris wallin back up here because he's [1:51:49] due to come back up [1:51:50] but [1:51:51] how do we look at the current policy of [1:51:54] how we implement chip within the city um [1:51:56] because i think that is where we need to [1:51:58] discuss i know i haven't had a chance to [1:52:01] have discussions um to understand more [1:52:03] of the mayor's intent but if it's truly [1:52:06] to disperse all of those funds for our [1:52:09] street payment i think we are at time to [1:52:11] have that conversation of should we [1:52:14] distribute those funds exclusively for [1:52:15] sidewalks or do we need to look at more [1:52:18] of a different [1:52:21] distribution of proportions uh because i [1:52:24] know for me living in this city [1:52:26] if we're dedicating all those funds or a [1:52:28] large majority of those funds to the [1:52:29] streets [1:52:30] schenectady is prone to have crappy [1:52:33] streets [1:52:34] i think that's looking [1:57:44] for money from that round so [1:57:46] um although we never took a vote and but [1:57:48] there was certainly uh could seem to be [1:57:50] a consensus that we would be doing that [1:57:52] now mister to mr um william's point he [1:57:54] mentioned that maybe uh we should not [1:57:56] have necessarily the same kind of [1:57:58] application process but have some [1:58:00] process for people who did not get an [1:58:02] opportunity the first time since we [1:58:05] made a commitment of sorts [1:58:07] um have an opportunity to put forth for [1:58:10] instance we um we talked all the parts [1:58:12] were listed except simon spark was [1:58:14] listed on the mayor so that would be a [1:58:16] group that would have to you know we'd [1:58:18] have to put something together there so [1:58:20] i think that if we could figure out how [1:58:22] it doesn't necessarily have to be um the [1:58:24] same process and um just for clarity's [1:58:27] sake i'm not saying that we need to to [1:58:30] do an advisory committee again um that [1:58:32] was very long process so [1:58:34] but [1:58:35] we should come up with something i do [1:58:36] believe to um be able to the [2:04:26] bocce and some other things there in the [2:04:28] memorial you know those were all kind of [2:04:30] grassroots goose hill things and i did [2:04:33] not get that for this round [2:04:36] goose hill recommendation other than [2:04:37] what we just talked about for the grant [2:04:40] and then grout park is [2:04:41] was even quieter i i no one mentioned [2:04:44] any grout park [2:04:45] um [2:04:46] so once again if we do grout park then [2:04:49] it's [2:04:50] what are we doing i don't have a number [2:04:52] i can throw at that because i don't know [2:04:54] what the scope would be or what the goal [2:04:55] is in drought park is [2:04:57] very large [2:04:58] so the cost could be it could be simple [2:05:00] as re-establish the grass or it could be [2:05:02] pathway but [2:05:37] it's not going to cover the entire [2:05:38] expense [2:05:39] there's been asked for [2:05:41] frisbee golf [2:05:43] that there's probability to have that [2:05:45] and even go into caleber park the fixing [2:05:48] of the basketball courts so there is [2:05:51] there has been mass [2:05:54] and i just want to make that clear you [2:05:55] know maybe you didn't get that i [2:05:58] totally get it because there's so many [2:06:00] levels yeah oh but they're there's been [2:06:02] ass [2:06:03] and the one thing that i was going to [2:06:04] say [2:06:05] is that when we were meeting with county [2:06:07] representatives of the legislature you [2:06:10] know it was you know if we had a master [2:06:12] plan and once again our master plan is [2:06:14] kind of just what we talk about is that [2:06:16] if we were to add another splash pad [2:06:19] anywhere there isn't one on the north [2:06:21] side of the city i know that you used to [2:06:23] swim in simon's pond you know eons ago [2:06:26] but now it okay is that an area that we [2:06:29] want to introduce that to so then there [2:06:31] was some desire to try to go to that [2:06:32] route which was introduce some kind of a [2:06:35] water feature there so that the north [2:06:37] end of the city has something because [2:06:39] you know as we're moving to install them [2:06:40] that's one area that goose hill that has [2:06:42] it and it's a large of the city so um [2:06:45] but [2:06:46] yeah and just to add to that with [2:06:48] regards to growth park yes there were [2:06:49] many years of [2:06:51] communities been asking for lights [2:06:53] remove that building see things [2:06:56] and doing a lot of work i support if you [2:06:58] can recall they're constantly asking us [2:07:00] all the time so yes [2:07:02] they have been asking for a few things [2:07:04] to do [2:07:05] so i think we can just revisit those [2:07:07] things and see where we stand at this [2:07:09] point [2:07:13] i recognize that there has been asked [2:07:14] and i think that that that's the and [2:07:17] the significance of having an [2:07:18] application process is that when people [2:07:21] ask this we push a way for you to ask [2:07:23] and therefore we can look at it and [2:07:26] you know review all the information [2:07:28] and then some of those questions that [2:07:29] we're trying to answer right now on the [2:07:31] fly [2:07:32] go through the process and we can make a [2:07:34] more informed decision so again i think [2:07:37] that um [2:07:38] this right here just is a clear example [2:07:40] of why [2:07:41] you know we need to have uh uh [2:07:44] to honor what was said around um [2:07:48] a second round of applications and um [2:07:51] for just these reasons because there are [2:07:53] people who might have thought the application [2:07:56] process was [2:07:58] i don't know exactly [2:08:02] or for whatever reason maybe they were [2:08:03] unaware that their need you know what uh [2:08:09] within the parameters of what this [2:08:10] funding could do so again [2:08:13] as far as increasing access to funding [2:08:16] and [2:08:17] honoring just basically being who we say [2:08:18] we are [2:08:20] i think that that's what you need to do [2:08:22] can i make one more suggestion [2:08:24] please guys [2:08:25] we welcome your suggestion [2:08:27] i just this is something that the [2:08:29] finance commissioner said to me years [2:08:30] ago uh with regards to how the projects [2:08:34] are lengthy how much time they take [2:08:36] um [2:08:37] so capital money capital money is used [2:08:40] for physical objects things with a [2:08:42] 10-year useful life so we can use [2:08:44] capital money to buy chairs to do the [2:08:46] roads and to do parks as well so capital [2:08:49] one can be used capital money cannot be [2:08:51] used for community groups [2:08:53] okay so i just want to make sure we're [2:08:55] all understanding that that difference [2:08:57] here between capital because you're [2:08:58] talking about how to give out we cannot [2:09:01] capital and bond money to give out all [2:09:04] right so [2:09:05] just understand that part of it the [2:09:07] second part of it is [2:09:08] we may want to because this money is [2:09:11] flexible as far as i know [2:09:13] since i don't have a plan for simon [2:09:15] spark and i don't have a plan for a [2:09:17] grout park [2:09:18] and those are projects that could be [2:09:19] used for capital [2:09:21] we may want to set aside some design [2:09:23] money which i don't have [2:09:26] and put together some design money aside [2:09:28] out of the article which would be you [2:09:30] know 10 15 [2:09:32] of what we think the total budget would [2:09:33] be and we design the project next year [2:09:37] and then [2:09:38] we maybe use capital to build the [2:09:40] project [2:09:41] um because just be [2:09:43] i don't know what grout park is i don't [2:09:44] know what the project is so to sit here [2:09:46] and tell you that it's going to cost 500 [2:09:48] 000 [2:09:49] i have no idea exactly you know the [2:09:51] projects that we have the best concepts [2:09:54] of are the ones that we have conceptual [2:09:56] design and consultants on board and [2:09:58] we're [2:10:06] it's just that idea you have to have [2:10:07] everything all at once you know like we [2:10:09] talked about some larger projects we [2:10:11] just got money from craig street craig [2:10:12] street is such a massive project it is [2:10:14] going to take us a year to design craig [2:10:17] street with community involvement and [2:10:19] getting everything together in the [2:10:20] permitting process and you know if a [2:10:22] year from today we're bidding it it's a [2:10:24] success that's how long it takes so with [2:10:27] brown park if you guys i don't know what [2:10:29] crowd park is i don't know what simon's [2:10:30] park is i don't know what the scopes are [2:10:32] for some of these projects if we want to [2:10:33] set aside design money with the [2:10:35] understanding that [2:10:37] we may have to use capital money in the [2:10:39] future [2:10:40] then that's not a and then you pick what [2:10:42] you want maybe the project of grout is [2:10:44] smaller or larger than what you think [2:10:47] but that gets something going so that we [2:10:49] can actually have an actual estimate [2:10:52] that's the following yeah so this is the [2:10:54] problem with how we did things we didn't [2:10:56] consider the large picture in a large [2:10:58] time frame we aren't leveraging our [2:11:00] money at all we have 120 000 grant for [2:11:04] diamonds we could use the our phones and [2:11:09] leverage that into the bigger project [2:11:12] um granted we don't know what the scope [2:11:14] is but we don't need to know the scope [2:11:16] right now we don't need to spend every [2:11:18] single penny right now we have time [2:11:21] so get the things in grout park as well [2:11:25] get them designed figure out the cost [2:11:28] and said we don't need to spend all the [2:11:30] money right now that's the silliest [2:11:32] we're not thinking [2:11:34] down the road even with sidewalks in [2:11:36] roads sidewalks will last 30 40 years [2:11:39] why wouldn't we use one-time money for [2:11:42] something that's going to set up the [2:11:43] city for a long-term [2:11:45] impact [2:11:47] increasing housing values increasing [2:11:50] livability [2:11:51] so [2:11:53] i mean we don't need to spend the [2:11:54] remainder of the money right this minute [2:11:56] we have 9.8 something million left [2:12:00] let's use it wisely [2:12:02] i think that's what we're trying to do [2:12:04] here [2:12:05] and we're going to end up with more than [2:12:07] 9.8 million because they're going to be [2:12:09] adjustment with regards to the staffing [2:12:13] of course [2:12:14] let me just make this [2:12:17] party thank you [2:12:19] so uh going with chris and the [2:12:20] applications yes the applications there [2:12:22] were no applications made by the [2:12:24] individual parks it was just as chris [2:12:26] said whoever spoke screamed the loudest [2:12:28] and since there were no screams from [2:12:31] groud force diamonds or south park um [2:12:35] nothing i think kind of in sporting them [2:12:38] no you know [2:12:39] no one got any of of of those phones [2:12:41] again maybe it's just you know some some [2:12:43] new uh mulch down at south park i get [2:12:46] you know i love going to these cricket [2:12:48] games you know they don't like that [2:12:50] building there how much would it be to [2:12:51] take that building down like the [2:12:53] building oh they do it [2:12:57] but imagine just being there and instead [2:12:59] of the guys on the field being on the [2:13:01] second floor calling the games and [2:13:03] little concessions staying underneath i [2:13:05] mean it's just [2:13:06] cricket's huge over there in the park so [2:13:08] again um yeah so maybe we can get a plan [2:13:11] together put some money in there to [2:13:12] budget for for uh you know to see what the parks might need um but again [2:13:17] there were no specific applications by [2:13:20] any of these people was just the city [2:13:22] planning [2:13:23] department and that was the application [2:13:25] and again i'm going to reiterate that [2:13:28] no there's for nine thousand dollars [2:13:30] plus a little more [2:13:31] million plus a little more there can't [2:13:34] be a second round of applications [2:13:36] um with another again [2:13:38] how do we how do we we can't take care [2:13:40] of what we have here in front of us let [2:13:42] alone another second right so that's [2:13:44] where i am thank you [2:13:48] safari [2:13:52] okay so really so there were so i just want [2:13:56] to be clear that there were specific [2:13:58] applications for these projects every [2:14:00] project that we talked about there's a [2:14:02] specific application [2:14:04] um that was connected to that problem [2:14:05] that's that's a fact that's you know not [2:14:08] an opinion and [2:14:09] it's important you know that that we do [2:14:13] honor the process so we're not in here [2:14:16] right now saying we don't know if grant [2:14:18] park is one hundred thousand or five [2:14:20] hundred thousand or we're not just kind [2:14:22] of [2:14:22] taking our best swinging [2:14:24] into [2:14:28] all of the money [2:14:29] right now but what we do need to do [2:14:32] is to give the people who didn't scream [2:14:34] for silence or scream for grant park an [2:14:36] opportunity to scream now and then we [2:14:38] can say oh and screen i mean by via [2:14:41] application and we can look at it and [2:14:42] say oh this is you know [2:14:45] what the scope of work is this is what [2:14:47] the cost is and this is how it ranks up [2:14:48] against all the other applications that [2:14:50] we consider and that's why i strongly [2:14:53] suggest that um [2:14:57] uh correct me if i'm wrong but i believe [2:14:59] that [2:15:00] the applications that we made by my [2:15:02] department for the city we're not [2:15:03] focused on parks that actually not we did not have [2:15:06] any formal applications for parks the [2:15:09] applications at the time was at the [2:15:11] interpretation [2:15:14] right was the interpretation at the time [2:15:15] when we first got the money and i was [2:15:17] working with anthony was that we wanted [2:15:19] the money to be focused on very specific [2:15:21] code related things so city applications [2:15:25] were centered around ventilation hvac [2:15:28] improving some of our facilities so that [2:15:30] they were [2:15:31] better handling of [2:15:33] air my air filtration and climate and then as [2:15:37] we started advancing through this and we [2:15:38] learned about the you know the [2:15:40] restrictions or [2:15:41] less restrictiveness of it it started to [2:15:44] focus on well you know what we have a [2:15:46] lot of needs with parks [2:15:48] but the parks did not get applied it was [2:15:50] more of a list and the list was more of [2:15:53] where are our needs right now and how [2:15:55] can we you know um satisfy the needs so [2:15:58] we had things so that's what i'm going [2:16:00] to get is it's just from our knowledge [2:16:02] of what the needs of the parks were [2:16:05] there were no people that really came [2:16:06] out the reason that the tennis was we [2:16:08] had a meeting with the tennis people but [2:16:10] it was kind of unrelated to arc but it [2:16:12] was hey if we're going to once again why [2:16:14] would i ask you in a month for a capital [2:16:17] money for a tennis facility if we can [2:16:20] use parker money for the tennis facility [2:16:23] so that's i just want to make sure that [2:16:25] we're clear on that is that and once [2:16:28] again [2:16:30] if we pass on certain things right for [2:16:32] instance we are looking like and [2:16:34] sounding like that we're going to take a [2:16:36] pass at something like improving uh [2:16:39] ventilation at fire station one [2:16:41] do not be surprised [2:16:43] that in a couple of weeks when we have [2:16:45] our budget meeting you will see [2:16:47] improvement of ventilation for fire [2:16:49] station one because that is a baseline [2:16:52] need of the city the system is [2:16:55] antiquated it's original to the building [2:16:57] it needs to be upgraded [2:16:58] so that's why i just want to make sure [2:17:00] we're clear um you know that's why i'm [2:17:02] really trying to stress to everybody at [2:17:03] the table the whole capital [2:17:05] non-capital thing is because just [2:17:07] because it doesn't get approved doesn't [2:17:09] mean you're not going to see it later [2:17:11] and you're going to be paying for it out [2:17:14] of it you know it's going to be a whole [2:17:15] thing you're going to be paying for that [2:17:19] right [2:17:20] my point and i agree my point is that if [2:17:23] i'm understanding this correctly is that [2:17:25] capital funds [2:17:26] can be used to [2:17:30] for to to improve a park [2:17:32] right right [2:17:34] capital funds cannot be used to [2:17:37] allocate to a community agency that's [2:17:39] doing work in the community correct so [2:17:42] okay so with the limited [2:17:44] uh [2:17:44] ability for uh [2:17:47] capital funds [2:17:49] i think that we would definitely want to [2:17:52] make sure [2:17:53] that if there's funds that we can use to [2:17:58] uh [2:17:59] redo our parks and do um some of the [2:18:03] projects that fall within the parameters [2:18:05] background funds [2:18:06] then we i think it'd be wise for us to keep that in mind as we're looking at [2:18:11] this uh remainder amount of opera funds [2:18:14] which can be used to do other things and [2:18:17] can be used to fund some of the uh [2:18:19] community and local nonprofits that are [2:18:21] doing the important work that was [2:18:23] directly related to the pandemic so [2:18:26] it seems like one pot is uh [2:18:29] a little more flexible flexible than [2:18:31] other and i think that we need to keep [2:18:32] that in mind as we talk about [2:18:35] and which i think is reason why it's [2:18:37] important that we do a second [2:18:39] applications [2:18:43] good [2:18:44] so my final topic he said you're all of [2:18:48] our opinions i think the biggest [2:18:49] difference between a good idea and a [2:18:51] good proposal is the additional work [2:18:53] that's done and that i think needs to be [2:18:56] addressed no one is saying that there [2:18:58] aren't other facets of the community [2:19:00] that consider access to this money i [2:19:02] think the biggest issue and for me as a [2:19:05] red flag is that our playing and [2:19:06] development engineering office doesn't [2:19:08] understand the full scope of the needs i [2:19:10] think although we are pausing and [2:19:14] putting in place a hold on certain [2:19:16] aspects of the park's money [2:19:18] unless we have a a a [2:19:21] somewhat grasp [2:19:23] we can't hold the money forever which [2:19:24] has been the narrative that [2:19:26] many of the council members have made [2:19:29] so i think [2:19:30] as the the tone of having a second round [2:19:34] it's learning from the process initially [2:19:36] learning and adapting [2:19:38] i myself was a huge proponent of having [2:19:40] a second round and by definition [2:19:42] any application or any future [2:19:44] considerations for the harp of money [2:19:46] outside of the deadline that we [2:19:48] established [2:19:49] is a variant of a second round whether [2:19:51] we want to call it that or not it is an [2:19:53] additional consideration naturally that [2:19:56] is a point because we have a start date [2:19:58] and an ending for the deadline so [2:19:59] anything after is different [2:20:04] we knew from the beginning that we [2:20:06] received far too many applications [2:20:09] that was not an active thought and it was letting [2:20:12] the community know that [2:20:14] everything would not be considered i [2:20:16] think it'd be different if we told [2:20:17] everyone it is not if you're going to [2:20:19] receive funding it's wind then we are [2:20:21] facing a different situation but that's [2:20:23] not the narrative that was ever [2:20:26] presented to the community it was [2:20:28] present your ideas we will have an [2:20:30] advisory committee to support [2:20:32] our use for the money [2:20:35] it was always an advisory would assist [2:20:37] us but the full [2:20:39] reasoning or the full allocation of [2:20:40] funds would rest with our council [2:20:43] so i think there is no issue with [2:20:44] although the pot of money is [2:20:46] substantially lesser than we anticipated [2:20:50] nine million is still nine million [2:20:51] dollars [2:20:52] and that is a large amount of money and [2:20:54] i think regardless of whether someone [2:20:56] submits a project for 9.1 million [2:20:58] dollars i think allowing the community [2:21:00] to continue to interject on this process [2:21:03] is a form of transparency that i will [2:21:05] always [2:21:06] bolster [2:21:08] i know every city project [2:21:10] just listening to these conversations [2:21:12] didn't submit a formal application i [2:21:14] think it is a poor narrative to send to [2:21:16] the community there are two standards [2:21:20] that we are going to employ [2:21:21] see is not to abide by this but trust [2:21:23] that we're doing the good work and the [2:21:25] community need to do this think that [2:21:27] that's not the right move [2:21:30] go ahead please yeah the application [2:21:32] doesn't mean transparency [2:21:35] the transparency is the discussion at [2:21:37] this at this table [2:21:39] and moving things forward and discussing [2:21:41] it appropriately [2:21:43] an application doesn't mean [2:21:45] much of anything other than there's a [2:21:47] group of people [2:21:48] who cared about something took time and [2:21:50] put effort into that flying board [2:21:52] but to sit there and say that there's [2:21:55] city stuff [2:21:57] that needs to be addressed [2:22:00] but [2:22:02] we have to apply [2:22:03] as city employees for this money [2:22:07] when we're addressing a community need [2:22:11] is observed [2:22:12] period [2:22:14] and [2:22:15] to your point about the capital money [2:22:17] yeah capital is [2:22:19] not as flexible [2:22:20] but capital has to be paid back with [2:22:22] interest there's also [2:22:24] a [2:22:26] bond limit [2:22:27] so we can only bond so much [2:22:30] so we have real issues in regards to [2:22:33] that in terms of taxation [2:22:37] and how we leverage our money [2:22:39] and that hasn't been considered at all [2:22:42] not one single iota [2:22:50] so [2:22:51] i i [2:22:53] didn't think i need to make this point [2:22:55] but apparently i do [2:22:56] i'm i'm pretty sure everyone if you're [2:22:59] if anyone is if this shouldn't be lost [2:23:01] on anyone but the city could use more [2:23:03] money right like that's [2:23:06] we there's there's a huge need and we [2:23:09] and and if someone else wanted to say [2:23:11] here's schenectady take another 50 [2:23:13] million dollars in funds none of us are [2:23:14] going to turn that away right like so [2:23:16] there's there's calculations and [2:23:18] decisions that have to be made um at [2:23:20] every point what i'm saying is that if [2:23:22] there is capital money [2:23:25] that some of the projects that we're [2:23:27] bringing forth can be paid for by that [2:23:29] capital money then we need to consider [2:23:30] that when we talk about um [2:23:33] what this opera money is for so [2:23:36] of course [2:23:37] there's there's a [2:23:38] greater need [2:23:40] than there is resources [2:23:42] um [2:23:43] that's why [2:23:45] we are in the seats we're in to make [2:23:47] these calculations and make these [2:23:49] decisions based on community input and [2:23:52] community of engagement [2:23:55] we were really clear with the community [2:23:57] that we were not going to make these [2:23:59] decisions for them we're going to make [2:24:00] these decisions with them [2:24:02] so and we give people another [2:24:05] opportunity [2:24:06] to advocate for projects and things that [2:24:09] they think are important in the [2:24:10] community i think that we are always [2:24:12] going to be a better more participatory [2:24:14] government by doing so why would [2:24:16] knowledge [2:24:20] i don't know why is because we could [2:24:21] have leveraged the money and we could [2:24:23] have leveraged it with the bond money [2:24:25] and grant money and think about this [2:24:27] thing we could have gotten a lot more [2:24:29] projects done than we actually did [2:24:31] that's why [2:24:32] so [2:24:35] okay [2:24:36] right and [2:24:38] i don't recall throughout this process [2:24:41] and i think that it's very [2:24:43] you know [2:24:44] it's interesting that we're here now [2:24:48] and [2:24:49] now we're introducing you know these [2:24:52] great [2:24:53] ideas which [2:24:55] i think we've been really welcoming to [2:24:57] say like [2:24:58] jump in the water's warm here if you [2:25:00] have ideas on how we can leverage money [2:25:02] and do this absolutely and that's been [2:25:04] said from day one [2:25:07] all right please let's have a go ahead [2:25:12] so [2:25:13] my point is this is that [2:25:16] we need to listen to our community [2:25:19] this art of money is here for a reason a [2:25:21] very a specific reason [2:25:23] that we need to listen to our community [2:25:25] and make sure that their voices are [2:25:27] heard and we're not just going to be [2:25:28] making our decisions in a silo around [2:25:31] what we think is best for them we don't [2:25:34] need to do that we need to allow access [2:25:37] increase access and opportunity to [2:25:39] participate in this process and that's [2:25:41] what we need to continue to do when you [2:25:42] do that with another application process [2:25:44] and several initiatives that's my [2:25:46] investment [2:25:48] um but i don't need to deadpool so you [2:25:50] know okay we can definitely talk [2:25:52] afterwards [2:25:53] mr wallin you mentioned uh with regards [2:25:55] to the firehouse uh renovation [2:25:58] i'm looking at amazon mccarthy proposal [2:26:01] you don't have it on here as [2:26:03] an infrastructure project could there be [2:26:06] reason why um we're waiting on the [2:26:08] infrastructure money additional [2:26:09] infrastructure money coming in and then [2:26:12] we assign someone here [2:26:14] i know you can't speak to them [2:26:21] that is not on this proposal but there [2:26:23] could be reason why it's not on this [2:26:24] proposal [2:26:25] that maybe it's going to be funded and [2:26:27] true i [2:26:28] think that the mayor's office uh and [2:26:30] kristen i don't know if you were working [2:26:32] without but it was the mayor's office [2:26:34] that we decided to uh look at parks and [2:26:36] not uh city facilities and there was so [2:26:39] i don't believe there were any city [2:26:40] facilities on the list [2:26:42] originally when it was submitted so that [2:26:44] i just wanted to talk [2:26:47] yeah well the whole reason was i just [2:26:48] wanted to make sure that was required [2:26:50] when he was talking about applications [2:26:51] was the applications that were made back [2:26:54] to mr williams point in january or when [2:26:57] we made those applications [2:26:58] um [2:26:59] they kind of got stale and then the idea [2:27:02] was that we learned more about the money [2:27:04] we changed to this park idea but we did [2:27:07] not make applications that's why i just [2:27:08] wanted to make sure we're all that if [2:27:10] you second [2:28:22] round of funding even came in [2:28:33] so just to be clear um our first round [2:28:36] of applications was not the entire 26 [2:28:38] million because there was already um [2:28:40] allocations from from the city [2:28:43] um there was already money that was um [2:28:44] taken from the city in the amount of 16 [2:28:46] million so when the first round of [2:28:49] applications went out it was closer to [2:28:50] 11 million dollars [2:28:52] okay so it wasn't [2:28:54] 26. and so [2:28:56] uh if you're asking which should we have [2:28:58] waited for all the money um the [2:28:59] application process was something that [2:29:01] was part of the mayor's tour and [2:29:03] application process and that was the [2:29:04] decision that was made how that was not [2:29:06] our decision to to make so should we [2:29:08] await her to i like at this point i'm [2:29:10] just wondering if the first round of [2:29:12] funding was only 11 million [2:29:14] we got a request for 76 million so if [2:29:16] we're doing a second round of funding [2:29:18] which i'm not in favor of have we [2:29:20] already spent part of that funding [2:29:22] yeah for the second year [2:29:24] day in and day out obviously and we have [2:56:28] a lot of systems employed whether that's [2:56:31] out in the field with a code enforcement [2:56:33] officer with a tablet whether that's [2:56:35] over at the police department whether [2:56:37] that's you know somebody accessing city [2:56:39] hall to go get a birth certificate or [2:56:41] whatever it is their emails their [2:56:43] correspondences [2:56:45] so it's looking to have uniformity [2:56:46] across the city um when it comes to you [2:56:49] know electronic communications elect you [2:56:51] know whether that's as i said emails it [2:56:53] could just be inter interfacing on the [2:56:56] internet right using web apps using [2:56:58] whatever um so it's creating something [2:57:00] that's standard and um this policy also [2:57:03] takes into consideration the retention [2:57:04] policy that the city council has [2:57:06] previously approved because that's [2:57:08] obviously very serious and something we [2:57:10] take seriously in the law department [2:57:11] obviously because of foil um and i know [2:57:14] that that's incorporated in here about [2:57:16] you know we talk about deleting emails [2:57:18] and you know getting rid of [2:57:20] correspondences so people don't do that [2:57:22] right if you're using you know a city um [2:57:26] a city computer a city you know [2:57:29] telephone smartphone whatever it is [2:57:30] you're not deleting communications and [2:57:32] if you do [2:57:34] this policy is telling you you can't do [2:57:36] that you have to follow what the foil cell phone or [2:57:50] computer [2:57:52] anything in our systems because again [2:57:54] it's you know it creates a potential for [2:57:57] you know data to get out somebody to get [2:57:59] in [2:59:30] there's training for absolutely [2:59:31] everything and i think when we discuss [2:59:33] technology i think it's fair to [2:59:35] understand that people's understanding [2:59:37] of how to use technology appropriately [2:59:38] is not the same so is there any way that [2:59:41] you'd associate maybe like an in-person [2:59:43] discussion or is the expectation [2:59:46] and you're communicating [2:59:49] yeah so i think after this is you know [2:59:51] my plan is to send it to each employee [2:59:54] like we do and we know that we should [2:59:56] play there or not you can put [3:00:49] because honestly when you do it that's [3:00:51] the communication that you know if [3:00:52] there's ever [3:00:53] a lawsuit or something like that it's [3:00:55] potentially discoverable [3:00:57] you know which is why i prefer things to [3:00:59] happen you know if i a phone call is not [3:01:01] going to show up right if i talk to [3:01:03] somebody and if somebody wants to send [3:01:04] me something i tell them to email it to [3:01:06] my to my work email because now it's [3:01:09] backed up on the server whereas if it's [3:01:11] on my cell phone [3:01:12] um you know nobody guts it right because [3:01:15] nobody will know what's out there but me [3:01:16] and then i have to you know be obviously [3:01:18] honest about it which i would be [3:01:22] you know i think but i think generally [3:01:24] the thought process here is let's have [3:01:26] the policy in place [3:01:28] um let's you know get it out to the [3:01:30] staff let them review it let them ask [3:01:32] questions let department heads you know [3:01:35] ask questions and you know relay [3:01:37] information if need be to [3:01:39] um to id and to belong [3:01:42] so we're saying let's get the policy out [3:01:44] there to staff [3:01:46] um and let them [3:01:48] um kind of ask questions uh have we got [3:01:50] any feedback on our policy thus far we [3:01:52] shared it with anyone yet john coluccio [3:02:43] this is a relatively a relatively [3:02:45] objective document [3:02:48] and it really does safeguard because [3:02:49] obviously the interest here is on the [3:02:51] city right we're trying to protect the [3:02:53] information so it doesn't get out [3:02:55] inadvertently [3:02:56] or you know i say inadvertently through [3:02:59] channels that are not [3:03:01] the foil system or other ways to get [3:03:03] information and also [3:03:05] you know i know the mayor has mentioned [3:03:06] this many times before we have people [3:03:08] who try to infiltrate the system and [3:03:11] it's easier to infiltrate the system if [3:03:13] people are um [3:03:15] you know if we don't have a policy in [3:03:16] place right where we can hold people [3:03:17] accountable to follow a particular [3:03:19] policy because then there's you know [3:03:21] some i don't say subjectivity to it but [3:03:23] there isn't a standard right by creating [3:03:26] a standard which is this is what it's [3:03:28] doing it's creating a baseline to [3:03:29] protect the city from both people trying [3:03:32] to get into the system and information [3:03:33] that frankly should not get out of the [3:03:35] system social security numbers [3:03:38] personal addresses because sometimes we [3:03:40] do email um pcs of personnel changes [3:03:43] right and that would have [3:03:45] that information in it we want to make [3:03:47] sure that that somehow does not get out [3:03:49] in public because i don't want my social [3:03:51] security number out there right [3:03:53] you know i don't want you know people [3:03:55] can find out where i live probably by [3:03:56] looking in you know the white pages if [3:03:58] it exists anymore but it shouldn't be [3:04:00] getting out through a personnel change [3:04:03] so we're trying to you know i think give [3:04:06] create a standard for everybody across [3:04:07] the city in terms of dealing with this [3:04:09] information [3:04:11] and [3:04:12] you know it may be that at some point in [3:04:14] time this is going to have to be adapted [3:04:15] as technology changes as our needs [3:04:18] change as laws change [3:04:20] but i think as it stands right now this [3:04:22] is a [3:04:23] baseline of what the city really needs [3:04:25] in terms of [3:04:27] um creating a level of protection for [3:04:30] um [3:04:31] for the city and also for the employees [3:04:42] you may have mentioned it here but i [3:04:44] just i don't think we have a lot of [3:04:45] mobile import employees but if we do [3:04:48] have people who are traveling are they [3:04:50] restricted and using public wi-fi [3:04:53] accessing the city [3:04:55] so if they're uh uh like when somebody's [3:04:58] traveling outside they can use any [3:05:00] public wi-fi that's gonna talk about yes [3:05:02] yeah so they can use it but you know if [3:05:03] they are using vpn [3:05:05] they will be like protected from that [3:05:07] one so whatever policy we have in the [3:05:09] vpn our network [3:05:11] that will apply to that person so [3:05:13] you know that will be restricted so they [3:05:15] won't be able to visit any [3:05:18] malicious website or something because [3:05:20] that is from our network [3:05:22] okay [3:05:40] so we don't have any policy right now [3:05:41] around uh [3:05:47] i mean there piecemeal and [3:06:26] you know probably lacking [3:06:29] this is obviously much more [3:06:30] comprehensive than what we've [3:06:40] had so this is um so if we were to [3:06:44] this would be looking forward correct [3:06:47] this is going to be perspective because [3:06:49] it's not a policy until the city council [3:06:50] authorizes it as a policy [3:06:54] so but this would be looking residency [3:07:27] requirements president brookfield [3:07:30] thank you so as you know we had a vote [3:07:31] at the last council meeting regarding um [3:07:33] [Music] [3:07:35] regarding expanding the residency to the [3:07:38] county [3:07:39] um the vote the it passed five to two [3:07:43] uh however the mayor did veto this [3:07:45] uh he sent a letter which all of you [3:07:47] received um explaining why he vetoed it [3:07:51] and i [3:07:52] also and i responded to his letter [3:07:54] explaining you know pointing out some [3:07:56] things as to why we needed to [3:07:59] have um county residents so at this [3:08:01] point in time the next step for this is [3:08:04] for it to be returned back to the [3:08:06] council again at the upcoming meeting to [3:08:09] once again come up for a vote in order [3:08:11] to override that veto [3:08:13] so i bring it back here for discussion [3:08:15] and see if anybody has any questions [3:08:17] regarding either letter that you [3:08:18] received [3:08:19] or anything in general [3:08:29] so i'd say for me personally [3:08:31] going through my first veto i was [3:08:33] definitely very disheartened [3:08:35] i think there was a lot of work that was [3:08:36] put into getting to this point and i [3:08:38] know the mayor mentioned having some [3:08:40] reservations but i feel like this was [3:08:43] delivered fairly completely where i [3:08:45] think [3:08:46] it definitely i believe it doesn't take [3:08:48] into consideration all the time and [3:08:50] effort that it was taken to get to this [3:08:51] point however that is [3:08:53] um [3:08:54] neither here or there so looking at how [3:08:56] we move forward for me personally if the [3:08:58] mayor is [3:09:00] um [3:09:01] really [3:09:02] strongly positioned on not wanting to [3:09:04] have considerations for current staff [3:09:06] whether we discuss it in executive [3:09:08] session i would like to know what staff [3:09:10] he has outlined with the understanding [3:09:12] of does this [3:09:13] substantiate holding up the entire [3:09:15] process [3:09:16] because still [3:09:18] our city is without and i think if the [3:09:20] mayor is making that determination and i [3:09:22] respect his title authority in office i [3:09:24] would like to have more clarification [3:09:26] and support that but without having that [3:09:28] information [3:09:29] i feel like again we are leaving our [3:09:31] city employees to hold the bag and they [3:09:33] have resoundedly mentioned that they [3:09:36] need help so i think that voices that [3:09:38] i've heard thus far of asking for help [3:09:41] far outweigh my [3:09:43] assumptions of what the mayor is [3:09:46] operating off of so i would like further [3:09:47] clarification [3:09:51] any other comments on that discussion [3:09:55] i think my letter was pretty clear and [3:09:57] um you know and i outlined that [3:10:00] we you know the number of openings that [3:10:02] we have and some of them are one [3:10:04] particular department more than others [3:10:06] so again you know for those of you who [3:10:08] um who did not vote for the first time [3:10:11] i'm going to ask you to reconsider [3:10:13] because this is a [3:10:15] where we're putting our staff in a [3:10:17] position where they're [3:10:18] we we heard it today but mr mr wallin [3:10:21] like [3:10:22] there's so many projects that he has to [3:10:24] oversee and then also our department of [3:10:26] development where we're allocating this [3:10:28] money so i think it's worthwhile that we do this and we currently um [3:10:34] have people that live outside the city [3:10:36] at this current time already so [3:10:39] and outside the county for that matter [3:10:41] so um it's already whether we whether we [3:10:44] have it officially or not it's already [3:10:46] happening [3:10:47] so i really think it's it would it [3:10:49] clearly it clearly demonstrates that we [3:10:52] have a need to expand it and this [3:10:54] doesn't just does not just apply to the [3:10:57] city of schenectady [3:10:58] there's an article in the paper [3:10:59] yesterday about how some um [3:11:02] employers are actually coming up with [3:11:05] incentives to get people to work so [3:11:07] staff shortage it's not just something [3:11:09] that's happening to us it's happening [3:11:10] all over and it's really something that [3:11:12] we need to address if we intend to be [3:11:14] effective and and make sure that our [3:11:16] workforce has the support that it needs [3:11:18] so um [3:11:20] again we'll come back to the council for [3:11:23] um to be reintroduced that's what has to [3:11:25] happen after a veto [3:11:26] and we'll come back on next week's [3:11:28] agenda [3:11:30] well so i would just say that you know [3:11:32] initially i was i i was against this and [3:11:35] i was concerned about making sure that [3:11:37] we're um you know prioritizing the [3:11:39] people that live in the city the people [3:11:41] who um you know [3:11:43] uh [3:11:44] and supporting our tax base um [3:11:48] and [3:11:50] so when we put this forward it was my [3:11:52] understanding that we did put it forward [3:11:54] um with the consideration of um [3:11:58] having uh [3:12:01] incentivizing [3:12:02] um you know uh [3:12:05] people who live in the city like right [3:12:08] that's how the legislation did the [3:12:09] discussion is that we would come back to [3:12:11] that that part and yes because that [3:12:13] might even include some bargaining units [3:12:15] right things of that nature [3:12:16] okay so so so you know again initially i [3:12:20] was against that but i think that in the [3:12:21] spirit of what we're trying to do here [3:12:24] um is in the fact that that um [3:12:27] we are going to incentivize and [3:12:29] prioritize [3:12:30] uh people living in uh living in the [3:12:32] city i would just welcome any other you metal and [3:14:48] valuable items so to speak [3:14:50] from the site that phase was completed [3:14:52] uh two weeks ago this next phase was to [3:14:55] do site [3:14:56] grading and demolition which is uh we're [3:14:59] going to be removing uh trees uh in a [3:15:02] hill that it runs along [3:15:05] the roadway adjacent to there [3:15:07] we're going to do this now to make this [3:15:10] site what's called pad ready for the [3:15:11] next contractor [3:15:14] it's just another step in trying to show [3:15:16] progress and show the community that [3:15:17] we're really moving forward with this [3:15:20] next we're going to be going out in the [3:15:21] near future with the bid of actually the [3:15:24] pool house proper and everything else [3:15:27] but we put this out [3:15:29] our engineer's estimate was between two [3:15:31] and three hundred thousand dollars [3:15:33] and the pricing that we got was for the [3:15:35] most part right in between there [3:15:38] um kevlar and sons [3:15:40] is a contractor that we have not worked [3:15:42] with in recent times i have not really [3:15:44] worked with that much however i do know [3:15:47] that they are [3:15:48] one of the [3:15:52] go-to contractors for union college they [3:15:54] do a lot of work with union college i [3:15:56] have a lot of colleagues at union [3:15:57] college and uh you know they actually [3:16:00] they don't have to bid they're private [3:16:02] they select who they believe does the [3:16:03] best work and they continually work with [3:16:06] keller so to me that speaks uh [3:16:09] well for them and the quality of their [3:16:11] work this project also is pretty simple [3:16:14] in the fact that it is tree dirt removal [3:16:17] we're going to bring some of the dirt [3:16:18] down to foster avenue use it as a cap on [3:16:20] some of that so i'll be able to relocate [3:16:23] some of it so i have no reservations [3:16:26] with this [3:16:27] price or [3:16:29] are there [3:17:16] a new parking lot a pool all these [3:17:18] things he you know in our meetings he [3:17:21] was on our pool advisory committee he [3:17:23] said you know what we walked it and we [3:17:25] have some other areas that we'd like to [3:17:26] disperse so they're going to be [3:17:28] renumbering the holes and creating a [3:17:29] couple of new areas so that they're just [3:17:31] out of this [3:17:54] is [3:17:55] um completely at your discretion we are [3:17:58] awarded a sealcoat contract in april [3:18:01] crack ceiling contract i'm sorry the [3:18:03] winning bid was seal code usa [3:18:06] they came in they did a great job [3:18:09] expediting two weeks they went through [3:18:11] all of our budget so to speak but we did [3:18:14] not do a crack ceiling good year prior [3:18:17] um just because of our workload and [3:18:19] coven we didn't do one so we were behind [3:18:22] we did a small change order to finish up [3:18:24] some of the remaining street because it [3:18:26] goes by a quantity basis [3:18:28] but [3:18:29] there's still a lot of need out there [3:18:30] for the city so we kind of came up with [3:18:33] you know we don't want to [3:18:35] you know really uh [3:18:37] take advantage of [3:18:39] you know [3:18:40] doubling the contract so to speak but we [3:18:42] did thought it would be in the best [3:18:43] interest of the city if we you know gave [3:18:46] them a little bit more authorize a [3:18:47] little bit more money to steal coat a [3:18:49] little bit more streets prior to winter [3:18:51] and then we'll put out a new contract [3:18:53] next year um due to our purchasing [3:18:54] regulations though anytime change order [3:18:57] over 20 [3:18:58] is at the council's discretion [3:19:01] i don't think it's a bad investment seal [3:19:03] coating is always the number one [3:19:04] preventative maintenance technique that [3:19:06] you can do and we're really trying to [3:19:08] make a case to do with more and more [3:19:11] seal coating every year i think it [3:19:13] actually has really helped some of our [3:19:14] roadways here at boulevard and i'm going [3:19:16] to see that the water is not getting [3:19:18] into the pavement the pavement without [3:19:20] the water isn't cracking apart um the [3:19:23] big goal that we're trying to do is put [3:19:24] together our program so that we're [3:19:26] sealed coating roads [3:19:27] in the three to four age bracket so we [3:19:30] pave it and then three to four years we [3:19:32] come back we evaluate that's usually [3:19:34] when you get the most [3:19:37] smallest most linear cracks propagating [3:19:39] up so [3:19:40] this right now is a little bit more of a [3:19:42] scatter shot we're doing a lot of areas [3:19:44] but still it's our second big contract [3:19:48] this is going to be an annual thing that [3:19:49] we do [3:19:51] are there any questions yeah i have a [3:19:52] question so i remember [3:19:54] some time ago but the mayor was talking [3:19:56] about the smart city initiative and how [3:19:58] that [3:19:59] you know a component of that would be [3:20:01] for us to better uh kind of gain twin [3:20:03] roads and kind of be able to judge the [3:20:05] wear and tear and the roads that we're [3:20:07] using that information that we're [3:20:08] gathering not right now no that is so [3:20:13] no right now what that is relying on is [3:20:16] the mayor is installing optical sensors [3:20:19] we call them cameras but [3:20:21] the technical term is optical sensors [3:20:23] and the optical sensors are going to [3:20:25] monitor a litany of things once they're [3:20:27] all in place and one of them he's hoping [3:20:30] is that essentially they're going to [3:20:31] take a picture of the roadway [3:20:33] even if it's every week really matter [3:20:35] cracks don't happen overnight doing [3:20:36] watching grass grow but they could take [3:20:38] the picture and then eventually you [3:20:40] would notice the deterioration of the [3:20:42] roadway [3:20:43] i don't know i mean i don't even know if [3:20:45] bowen would know if that technology is [3:20:48] there quite yet [3:20:49] but i do know that we're already using [3:20:51] them for traffic [3:20:53] and things like that so the technology [3:20:56] is going to be there we just [3:20:59] i don't think we have enough uh [3:21:02] i i just don't think this area for that [3:21:03] sensor to actually be able to pick up a [3:21:05] crack in the roadway you know so right [3:21:07] now we're doing the what we do right now [3:21:09] is [3:21:11] when we pave a road for the season [3:21:13] uh we put it in the gis as a layer we [3:21:16] upload it into a public portal that's on [3:21:19] the city engineering website and so then [3:21:21] what we do is when going to come here so [3:21:23] next year is 2023 and we're going to [3:21:26] look and we're going to say okay what [3:21:27] roles did we take in 2019 and 2018 and [3:21:30] we're going to go drive those roads [3:21:32] first as a manual component we're going [3:21:33] to drive them we're going to say okay [3:21:35] these roads are candidates the one thing [3:21:37] you don't want is a road with too many [3:21:39] cracks because you pay for this by the [3:21:41] gallon [3:21:42] so it's not costing private to go out [3:21:45] there and just you know go nuts with it [3:21:47] you really want to have center line [3:21:49] seams some cracking if you get it's [3:21:51] called alligator cracking or swallowing [3:21:54] that's a whole other technique so we're [3:21:56] trying to try to skip that but [3:21:58] yeah hopefully in the future we can do [3:22:00] that there's also talk about mounting [3:22:02] things to vehicles you know so that the [3:22:04] vehicles drive the road and they'll be [3:22:05] able to do that so lots of things are [3:22:07] possible in the future [3:22:09] any other questions [3:22:11] obtain the motion so [3:22:13] 25th it's about putting [3:22:36] together a resolution supporting [3:22:39] that ambition of prioritizing driving [3:22:42] electric vehicles i know the city has [3:22:44] worked [3:22:45] exclusively with making sure that their [3:22:47] vehicles that they're in incorporating [3:22:49] to our fleets are more [3:22:51] electrical and it's also a narrative [3:22:53] that's coming down from the federal [3:22:54] government of how do we reduce gas [3:22:57] emissions so i think it's imperative of [3:22:58] us to further support [3:23:01] these efforts [3:23:03] any questions
