[19:36] Council a committee meeting for Monday [19:39] September 19 2022 the first item on the [19:43] agenda is a presentation of the 2022 [19:45] Summer Youth Employment Program Mr [19:47] Farley yeah so I just at this point I [19:51] want to [19:53] bring up uh Dr kotto I'm just going to [19:56] DC the school district as you all know [19:57] on this program [20:00] was an extremely meaningful program [20:02] however [20:03] um so okay yeah extremely meaningful [20:05] program and it really required the [20:08] support of all the council and I was um [20:10] really pleased that we were able to kind [20:12] of have our ideas aligned even though [20:14] there was something [20:16] questions and I think that it might have [20:18] not turned out the way we initially [20:20] attended but our ability to kind of [20:22] rally around our new really [20:25] gave us a great opportunity to see what [20:28] they can do and give them you know make [20:30] some investment in them so I was just [20:31] really happy to introduce Dr kotto but [20:35] before I did that I just wanted to [20:36] express my [20:37] gratitude to the council and as well as [20:40] the mayor for really supporting this and [20:42] we're actually bringing this forward so [20:46] thank you and based on what the money is [20:49] also I want to thank city council [20:51] and the mayor supporting these efforts [20:53] as it relates to our you know our youth [20:56] Here in Schenectady and the [20:57] opportunities that they have this summer [20:59] I have provided you know the the packet [21:02] that you have has the presentation in it [21:05] but there's also some information on the [21:06] district and as far as District calendar [21:08] our Spotlight things that we highlighted [21:11] for last year and some other you know [21:13] information as it relates to the [21:14] district as a whole as I get started I [21:17] just want to kind of share our strategic [21:19] plan as a whole this is something that [21:21] we kind of start most of our [21:22] presentations with [21:24] um and I will tell you it completely [21:25] aligns with this work that we did with [21:27] our youth this summer because at the end [21:30] of the day we're trying to grow our own [21:31] here in this community so as we look at [21:33] the district as we look at community [21:34] staff and overall students um as you [21:37] look at each of those particular [21:38] strategic areas [21:40] the youth employment piece definitely [21:42] provides access in all those areas it [21:45] relates to the district and a whole [21:49] again we anchor everything with our [21:51] vision our tagline and our core values [21:53] these are you know this also kind of [21:56] resonated throughout the course of this [21:57] summer and throughout the course of the [21:59] school year we're still working on that [22:01] everyone counts everyone learns I'm [22:03] still working on the equity the [22:04] collaboration and the hope is that this [22:06] is just the start of strengthening those [22:09] particular pieces as it relates to some [22:11] of this work [22:13] and then our four pillars [22:15] um which anchors all of this work at the [22:18] end of the day our goal is to graduate [22:19] our students on time and prepare them [22:21] for college and career opportunities but [22:23] also skills trades entrepreneurship [22:25] Workforce Development really trying to [22:27] provide Pathways that provide them with [22:29] those those kind of experiences at an [22:31] early age so that as they transition [22:33] into middle and high school they now [22:35] have more information in which they took [22:37] the information they need in order to [22:38] make some sound decisions around their [22:40] career paths as a whole and again a lot [22:42] of the experiences that I use kind of [22:44] experienced over the summer provided [22:46] some of that kind of pathway in some [22:48] aspects and in others it was just an [22:50] experience that helps to transition on [22:52] those leadership skills that are needed [22:53] just to be a productive young man or [22:57] young lady within our community [22:59] so I jump right into our summer youth [23:01] program [23:03] um this summer we had [23:05] 265 youth that was served this work that [23:09] was done it was done in partnership with [23:11] Schenectady connects or some of Youth [23:13] Employment so working with Jen vargy and [23:16] kind of facilitating some of this work [23:18] as a whole they received when we [23:21] received over 479 applications out of [23:25] those 479 applications the next slide [23:27] I'll kind of give a breakdown of where [23:29] we where we landed as far as providing [23:31] those students those opportunities [23:33] but the Partnerships that took place [23:35] throughout this process [23:37] um were a combination of not-for-profit [23:39] government and private sector [23:41] organizations we had over 72 work sites [23:43] and we've highlighted a couple of them [23:45] in this particular slide here with [23:47] counseling and training Food Services [23:48] clerical retail Landscaping positions [23:51] and many others [23:54] again I can't thank enough city council [23:57] and the mayor for supporting these [23:58] efforts the initial goal was to get you [24:01] know have 75 of our students benefit [24:03] from this program and we did service 75 [24:06] of our students in the district [24:08] in doing that the breakdown as it [24:10] relates to the overall percentage and [24:13] that that the age range we had those [24:16] students under the age of 18 about 65 [24:18] percent of our students were under the [24:20] age of 16 I mean that's 18 and then um [24:24] the ages of 14 and 15 about 35 percent [24:28] I'm sorry this broke down a little [24:29] differently so I'm reading it wrong so [24:32] let me make sure that [24:33] break it down as a [24:36] so all of our students were under the [24:37] age of 18. and those that were service [24:40] between the ages of 14 and 15 were about [24:42] 65 percent of the students and then 35 [24:45] between the ages of 16 and 17. [24:48] without the support these 75 students [24:50] wouldn't have this access to these [24:52] opportunities and they wouldn't build up [24:54] around those transitional skills that [24:57] have required regardless of the the kind [24:59] of job that you have you learn a lot in [25:01] every job that you kind of navigate and [25:03] all those things help strengthen you as [25:05] a leader so there's never the wrong job [25:07] it's just how do you process I would [25:10] share one of my first jobs with KFC and [25:12] I only lasted two weeks but I but I [25:14] learned a lot from that experience as a [25:16] whole and I think our students whether [25:18] it's uh you know whether that transition [25:19] is the right one or the experience is [25:21] the right one at the end of the day you [25:23] gain whether positive or negative you [25:25] gain things out of the strengthen you as [25:26] a leader [25:29] so the program itself you know 20 [25:33] obtained employment from within that 75 [25:36] students and they're they have standing [25:39] offers within that overall employment [25:41] opportunity or a higher you know [25:45] within that process their favorable [25:47] recommendations from that worksite to [25:49] continue within that work so they have [25:51] the opportunity to continue within those [25:53] particular areas all of our youth were [25:55] under the age of 18 and the older [25:57] programs that have been working closely [25:58] you know for those older ones they're [26:00] working closely to kind of support them [26:01] as they now transition into the real [26:03] world so those experiences also LED them [26:06] to that kind of opportunity [26:09] from the video and I think I skipped the [26:11] video Let's see if I can go back here [26:13] just to kind of highlight I'm not sure [26:16] how to do it from here let me just go [26:17] this way the video that took place over [26:20] at the high school that kind of [26:22] got some info from our students [26:46] yes [27:25] she can't even read lips because they're [27:26] nice here we go [27:36] um another idea I had was like a video [27:39] like a student a video company kind of a [27:43] way for like students to release TSA and [27:46] what are you what we're looking for is [27:49] what are your ideas what are your [27:52] thoughts when when you first heard the [27:55] opportunity hey the city has job [27:58] opportunities this summer and it's all [28:00] about making Schenectady a more [28:03] beautiful all better place not just the [28:06] city but also the schools [28:14] some of my ideas is for for one I'm a [28:18] musical person so one idea to have is a [28:21] studio so that kids can express [28:23] themselves through music [28:25] Ally proponent they feel [28:27] um another idea it had was like a video [28:31] like a student and a video company kind [28:34] of a way for like students to release [28:37] PSAs art videos messages to kids the [28:40] stuff not to do and stuff to do about [28:42] the way to help out hello my name is [28:44] Andy Reynold I'm a junior at Skyview [28:46] High School and one of my ideas for the [28:48] summer deployment opportunity for [28:50] students is to initiate a trash can [28:53] installation program company [28:54] entrance or corners of um relative [28:57] Schenectady because of the a video she's [29:00] connected houses need any more Synology [29:04] and this would help in the long term [29:06] because people would actually be able to [29:08] use these special ends on for longer [29:10] than they would actually be something [29:11] just [29:14] hi my name is Katie Lee Evans I'm a [29:16] software Symphony high school and I have [29:18] some ideas for the summer Employment [29:21] Program I was thinking that we could do [29:24] clothing and do the drives along with [29:27] looking for opportunities for younger [29:30] children at parks so it's more [29:31] accessible and there's more activities [29:33] for them there as well if you're a [29:34] tutoring right um [29:38] painting not just Guru but but painting [29:41] trying to talk about first go to bank [29:43] always looks good we talked about fixing [29:48] up some some more booths and basketball [29:51] places in the city yeah [29:52] [Music] [29:54] um so I want to talk about it [29:57] at the time they don't work like the [29:59] specific one that's going to come up [30:00] with the white statues are like you know [30:03] indicate [30:04] they don't work a lot of time especially [30:06] in the outcome outside [30:11] [Music] [30:13] there should be a lot of milk that I [30:14] need [30:16] Ed another thing that's about [30:19] like parts of you know I like basketball [30:21] coach and I know kids will come there [30:22] literally you know [30:25] some more kid-friendly [30:29] yeah [30:32] right [30:43] so then that that overall conversation [30:47] with the students was with the two [30:48] principals of the building Chris Shank [30:50] and Dennis Green just engaging in [30:52] conversation with uh which then led to [30:56] kind of some of their overall thoughts [30:58] and kind of ideas that they wanted to [31:00] kind of deliver throughout the community [31:02] as a whole with that said I mean after [31:05] that video these were these were the [31:06] areas that the youth and that within the [31:09] partnership as a whole were provided for [31:10] students so the food drives the [31:13] insecurity that the students spoke of [31:15] the Cornell Cooperative Extension roots [31:18] and wisdom sitcom Price Chopper niska [31:21] Co-op which is some of those partners [31:23] that were those work sites that were [31:25] provided to the students for those [31:27] overall experiences [31:29] beautification of the city so anchoring [31:32] on some of the things that were [31:33] discussed even here at city council [31:35] these were some of the overall programs [31:38] that were provided to the students [31:39] Within These two buckets of focus areas [31:42] so the retreat project Hamilton Hill [31:45] Arts Center and then the Schenectady [31:47] County Conservation District with those [31:50] areas within the beautification piece [31:52] the parks and other opportunities for [31:53] children you know we did have six of our [31:55] students that worked through our summer [31:58] enrichment program and again that kind [32:00] of gets them engaged into that [32:02] opportunity to work with students the [32:04] goal then is to kind of inspire them and [32:06] motivate them to shift into becoming [32:07] Educators and becoming teachers within [32:09] our district five worked with the Boys [32:11] and Girls Club [32:12] same kind of concept because those are [32:14] some of the areas where our students [32:16] kind of Thrive Sports and being involved [32:19] in those type of activities and engaging [32:20] within our youth uh Girls Inc I know [32:23] that that's a huge motivating piece for [32:25] our young ladies and that program does a [32:26] phenomenal job in the community so [32:28] helping them move those young ladies [32:30] into those kind of leadership roles [32:32] there my side has been a major partner [32:35] as well which helps with the stem kind [32:37] of opportunities in those particular [32:38] accesses my daughter and me which is a [32:41] program that runs within the community [32:42] as a whole again just motivating and [32:45] inspiring young ladies to believe in [32:47] self [32:49] um in the Parsons Early Learning Center [32:52] the one the one I just want to share [32:53] there was a young lady that they [32:55] highlighted in reference to each [32:57] particular site had the opportunity to [32:59] recognize their employee of the summer [33:03] um and this one was pretty interesting [33:04] in the fact that the young lady was [33:06] extremely shy before she started but [33:09] then as she started to work and working [33:11] within you know that the cashier and [33:13] having to have the conversations to [33:15] build on her overall confidence and [33:17] she's actually now employed part-time [33:19] within the within that particular CBS [33:22] but it's just that story that at the end [33:24] of the day once we connect our students [33:26] to these opportunities it's just a [33:28] startup where that then goes later on [33:30] and she's doing a phenomenal job and now [33:32] has built on her overall self esteem and [33:35] confidence and is out there you know [33:37] doing her thing [33:39] uh that's that kind of completes the [33:43] overall survey I mean here we as the [33:45] district have this tagline of [33:46] Schenectady Rising I do believe that [33:48] this supports those efforts um in the [33:51] community as a whole ultimately these 75 [33:54] students that were supported through [33:55] city council and the mayor 75 students [33:58] that would have not been supported that [34:00] have all had an experience this Summer [34:02] that now has either been a continued [34:04] throughout the school year and if not [34:07] they've transitioned those skills into [34:09] preparing themselves for this upcoming [34:11] Academic Year in preparing to now kind [34:14] of plan for their future [34:16] uh Schenectady is something that we lead [34:19] within our district as well and as I [34:21] mentioned at the beginning we're still [34:22] working on bringing all these pieces [34:24] together but at the end of the day we're [34:26] trying to do all that we can to provide [34:28] access to all uh within our community [34:31] with that said any questions for me [34:35] if that works I'll mentioned so I just want to clarify the 20 and Beyond [34:41] so there were students out of the 75 [34:42] that kept 20 of them are working beyond [34:45] the summer yes that they were able to [34:48] continue within those and then others [34:50] you know depending on whether or not [34:52] they transitioned into sports but um 20 [34:55] of them were sustained throughout [35:00] um so next year will it be another group [35:02] like give another 75 children a chance [35:05] or would we fall back to these children [35:08] who already were working in that [35:10] Workforce this year I think a [35:12] combination and I think for those that [35:13] are involved hopefully the the [35:15] organizations in which they're working [35:16] for they transition into those but I [35:19] think I think even for this it was open [35:21] to all we focused on the 75 within the [35:24] district and then many others you know [35:27] also had the opportunity but I would say [35:29] a combination if we could I mean because [35:31] again some of those particular [35:33] jobs may be seeking those same [35:35] individuals because some of them are as [35:38] young as 14 so kind of roaming within [35:40] that overall and we'll we'll connect [35:42] with those students as well to kind of [35:44] get a better sense on whether their [35:46] desire is to continue because it's an [35:47] area that they want to you know build [35:49] upon us as leaders in the community [35:52] very nice [35:54] so it seems as though the 75 students it [35:57] actually there there were sort of [35:59] distinct [36:00] jobs and job opportunities for these 75 [36:03] students within [36:05] the larger Schenectady job and [36:10] Improvement I forget what the acronym is [36:12] but within that Schenectady County piece [36:15] these 75 students were held distinct [36:19] with the funding that we as a city had [36:22] provided which was one of my concerns [36:24] when we first talked about it so am I [36:27] I'm hearing that correct yes I mean I [36:29] think even with the the video itself [36:30] ain't good those and so as they met I [36:33] mean there's a process to it so there's [36:35] an interview process and they they place [36:37] the students based on that interview [36:39] process but also based on the feedback [36:41] that we provided in reference to where [36:43] they want to work and there was a focus [36:45] for our students in reference to what [36:48] that video shared as far as those [36:49] different and we had a you know print [36:51] out that kind of also spoke to their [36:53] overall interested in doing things [36:55] within the community as a whole and one [36:57] more uh the video was [37:00] um before they all Yes [37:03] um okay because I know that we had [37:05] talked about that initially as well [37:07] because it sounded like [37:09] um you know that was initially I think [37:11] mayor McCarthy's goal was to try to come [37:13] up with projects that the students were [37:15] interested in doing and it sounds like [37:16] the video meant that yes neat and that [37:19] video was done even before I presented [37:21] that's what I was thinking yeah okay [37:24] so that's so and then you tailored some [37:26] of these positions to those different [37:28] areas [37:31] I'm glad about that uh in terms of [37:33] funding we utilize all the funding that [37:35] was allocated I don't believe we did you [37:38] know so I know that there was [37:39] conversations around looking [37:41] um to the throughout the course of the [37:42] school year and supporting some of those [37:44] efforts I know some have the 20 have [37:46] kind of shifted into the roles [37:48] um outside of the school day but um I [37:51] don't know exactly the the amount I [37:53] think but I know that with the 75 it [37:55] wasn't going to [37:56] you know hit the threshold of what was [37:59] supported to funds [38:03] along those same lines I've been getting [38:05] a lot of questions like that [38:08] um could you send us uh a pretty [38:11] detailed accounting of where the money [38:13] went to how much was spent in the job [38:16] titles associated with not the students [38:19] I mean we have that but the [38:21] administrative costs and things like [38:23] that [38:24] foreign [38:55] were they each given some sort of [38:58] evaluation form or something I mean I [39:00] loved the story that you shared [39:05] I was just wondering if you had that [39:06] down they are I mean there's a there's a [39:08] coach that was attached to them [39:09] throughout the process as well they post [39:11] them through and I mean that coach would [39:13] also assess whether they were coming in [39:14] on time [39:16] um but there's also an end of the [39:18] program evaluation that speaks there's [39:20] also an evaluation of the interview to [39:23] kind of highlight I don't know if that [39:25] was a physical piece of paper that was [39:27] given and if they kept but I can check [39:29] to see if they've kept copies [39:31] throughout the process there [39:33] I wouldn't say evaluated but they're [39:35] kind of coached throughout oh yeah and [39:38] then they're provided with a closure [39:40] kind of I actually meant the other way I [39:43] remember that from when I was working [39:45] and participated in this kind of a [39:46] program but [39:48] um I'm in where the students given [39:50] something to evaluate their own [39:51] experiences like the young woman's story [39:54] that you shared do you think that each [39:57] of the subjects I'd just be interested [39:58] to see even what they thought about [40:00] their experiences I think as a reflect [40:02] but even if there if there wasn't like [40:04] we can do that you know as a district we [40:05] have ways in which to get a reflective [40:07] piece but I can check to see if there [40:10] was one on on that end but if not we can [40:12] do one another so I think that you know [40:14] the idea of this young woman who gained [40:16] her confidence and and was able to you [40:19] know a little bit find a voice uh that [40:21] maybe she didn't start out the [40:22] experience with is really [40:25] um Rich uh and very meaningful so I [40:28] appreciate you sharing that that story I [40:30] think that you know [40:32] our commitment to this program I think [40:34] that you know one of the things that to [40:35] your point I think can be a really good [40:37] point is that what we want to do is we [40:39] want to hear from the participants [40:40] themselves I think that you know so we [40:42] want to you know create um you know [40:44] intentionally create some space and time [40:46] for us to do that um I think that that would be really really valuable [40:50] um not just for our own information but [40:53] it kind of reinforces to the students [40:55] that we're listening to you and and [40:57] we're not just saying here let's you [41:00] know write a check and then you just go [41:02] get a jet plane we were listening to you [41:04] we wanted to see where we can be better [41:06] at and you want to make sure that you [41:08] know we're hitting the Mark here and I [41:10] think so kind of to you know to the [41:12] mayor's initial idea around these things [41:16] I don't think that you know we have [41:18] fully gotten it so I think that's it's a [41:22] process that we have to continue to [41:23] build on because I think [41:25] um [41:26] this is a really important kind of [41:28] stepping stone piece but I think that [41:30] hearing from the youth themselves they [41:32] will give us a lot of great feedback and [41:34] I so I can't stress that enough so I [41:35] think we will create some time space to [41:37] do that [41:41] any other questions thank you [41:58] for Farms on behalf of the city of [42:00] Schenectady police departments [42:05] thank you Mr chairman uh this is it [42:08] agreement that we've [42:11] out of the county for a number of years [42:13] this offsets we subsidized the cost of [42:17] an investigator in the district's [42:18] attorney's office in the uh kind of the [42:21] simple uh [42:23] recap of the process normally up until [42:27] the arrest all the expenses are the [42:30] responsibility of the police department [42:31] after an arrest then the prosecution I [42:34] think goes to the DA's office [42:37] Rick Boris who's one of the [42:40] investigators in DA's office has been [42:43] very intricately involved in the [42:45] evolution of the camera system and some [42:47] of the technology so he comes in on a [42:51] regular basis and staff some of the [42:53] stuff to help the police really prereft [42:57] some private committed they will cue the [42:59] cameras up document the activity which [43:04] leads to an arrest and some of that is [43:06] Technically when you look at it really [43:08] should be the responsibility of the [43:09] police department they do it so this [43:12] agreement we [43:16] pay for some of that to the county and [43:19] it's [43:20] we don't get down to auditing every [43:23] dollar and see there for so many hours [43:26] but it's been a very functional in uh [43:30] pragmatic relationship that has produced [43:34] efficiencies both in the DA's office and [43:37] for [43:38] Department's perspective and this I [43:41] think we're looking for a three-year [43:42] contract at twenty one thousand dollars [43:46] appreciate the council's authorization [43:50] go ahead [43:51] um so so um yeah we are but actually we [43:55] um passed in January 2021 but what we [43:57] passed we didn't um we passed for three [44:00] years and and this is according to Mr [44:02] Colden was is an amendment to that [44:04] agreement right it's to extend it yes so [44:07] that we it started in year one and then [44:10] three years automatically low renewal [44:23] any other questions [44:26] may have a motion [44:29] second all in favor [44:32] the next item is from the first round plus I [48:36] think that I think we're down to about [48:38] nine million dollars that is left in the [48:43] original [48:43] 52.52 million dollars is the last time [48:46] we said 10. it was like under 10 or you [48:50] know that kind of thing so good [48:51] um I wasn't here so two weeks ago so I [48:54] you know didn't keep as good track last [48:57] that time [48:59] um so I just feel like there's still [49:00] some projects that um I think each of us [49:03] might want to still see come to the [49:06] table I don't know when we're going to [49:08] have that discussion but um from the [49:10] first round so [49:12] um I'd leave it at that but I think [49:16] reopening another Grant application [49:18] process will and I know we have time [49:22] but I just feel that it's not fair to [49:25] the initial Grant applicants [49:28] um that we may not have already [49:29] considered so I leave it at that that's [49:33] my piece [49:35] that's not nice to me [49:38] so uh so what I was I I can see why we [49:42] might feel that way so I don't I don't [49:44] think we're too far apart on thinking on [49:45] that which is a good thing but I guess [49:49] then I think we should have kind of [49:52] framed it differently like um just a [49:54] language that we use the Honda City [49:55] website [49:57] um and you know the conversation that we [49:59] had [50:00] um in previous committee meetings [50:02] um you know the public has an [50:04] expectation that for the people who [50:06] didn't [50:07] um submit the application uh for the [50:09] first round that they would have an [50:11] opportunity to submit for the second one [50:13] so I I don't know that it has to be [50:16] either or I think that you know we do [50:19] need to look at the funds that are [50:21] remaining and still consider um some of [50:24] the different projects [50:26] that have Rose to the level of kind of [50:29] priority [50:30] um through the development office as [50:32] well as feedback that we've gotten from [50:34] stakeholders so I think I think we can [50:36] do both and I think we should do both [50:38] and I wouldn't be opposed to the idea of [50:41] like I know that like having the [50:44] advisory committee [50:45] um you know some of the um other things [50:47] you know I don't think we need to um if we could still do it without those without those uh things [50:54] that made it a little the process a [50:56] little longer but I do think that you [50:58] know again that we kind of need to honor [51:00] our word and see um if we can do both [51:02] that's the way we should be thinking but [51:04] I I appreciate your feedback [51:09] once again just want to clarify we [51:12] didn't all agree to this and I [51:14] understand what you're saying but people [51:16] need to understand that wasn't a council [51:19] agreement [51:20] the if we wanted to have a second round [51:24] it would have made much more sense to I [51:26] think a pointless the Toro made to stop [51:29] around the 26 million point [51:32] that would have been fair and it would [51:34] have given everybody an opportunity now [51:36] we're at less than 10 million dollars [51:39] quite frankly uh you know it just [51:43] doesn't make sense to me at this point [51:45] and I would be strongly opposed to a [51:48] second round [52:00] so again I I didn't look at the city [52:03] website but if it says initial I need an [52:06] initial being [52:08] how we're starting [52:11] first does it mean there's a second I [52:14] was never in favor of a second round at [52:16] all and there's still quite a few [52:17] projects that the initial [52:20] Grant organizations put in through [52:23] grants that I would like to still push [52:25] through [52:26] um and how fair is it to them [52:28] that and we got 76 million dollars in [52:31] requests from the first [52:33] initial process so now we have like 9.8 [52:37] million left to spend we open up for a [52:39] second round and there's 80 million [52:41] dollars worth of I mean [52:44] it's over it's done we have our [52:46] applications let's move it thank you sir [52:53] okay so um I just want to clarify that [52:56] the um idea of having applications it [53:00] was not like that was not accountable [53:01] decision and to see it really is an [53:03] accounts decision that's the mayor's [53:04] decision because it's his staff that has [53:07] to do the work so it's like we can [53:08] express our opinions but as you know the [53:10] first the idea of doing the tour is the [53:12] idea of opening application process and [53:14] all that that's something that's an [53:16] administrative function in that how this [53:18] all happened so [53:20] um I just wanted I I I'm the mayor's [53:22] going to speak next so [53:24] um I just want to keep that in mind [53:25] although we have our opinions [53:28] um we you know we've staffed us with the [53:30] what the mayor direction is and it was [53:33] his Direction on this to have an [53:34] application process and [53:36] um they asked and I would say that I was [53:38] really driving the driving force was [53:40] about the advisory committee which I [53:41] still do not think was a bad idea it [53:43] didn't work out as well as um had hoped [53:46] but people got to give input and I will [53:48] never say that that's the wrong thing [53:49] for our community to be able to give [53:51] input and others who you know where we [53:54] get to this table right now [53:56] um the seven of us however there were [53:58] times when when we were the other people [54:01] who were just in the community or or as [54:03] we refer to people so [54:05] of individuals who don't necessarily sit [54:07] with us every day that we we ask people [54:08] to sit on commission Etc have input and [54:11] valuable input so [54:13] um so that part of what I would not ask [54:14] if there were a second round which I do [54:16] support I would not ask that there'd be [54:18] an advisory committee um but again that [54:19] whether or not those around the [54:21] application really that that comes out [54:28] that uh [54:29] my position at this point is you know [54:31] the council has moved through what I [54:33] would call an interesting [54:35] you have [54:37] authorized the expenditure on a number [54:39] of projects [54:42] were [54:43] from the administration side now [54:45] starting to put together contracts for [54:49] those projects [54:53] I am skeptical on some of the [54:56] assumptions and some of the numbers that [54:58] are in those and where you say there's X [55:01] number of dollars left [55:04] could very well be true [55:07] I'm not sure that it's going to hold up [55:08] in what I want is some time to be able [55:12] to evaluate those projects move ahead so [55:15] that we have better cost estimates to [55:17] make sure what the council has done so [55:19] far are going to be successful and we're [55:22] going to be able to complete it [55:26] and I don't have a time on this I'm [55:29] going to take this 30 days I can tell [55:30] you no it's going to be longer I don't [55:33] know how much longer but before we go [55:37] off and start to talk about spending [55:40] other money I want to make sure we have [55:42] money to complete what we've started [55:46] and then again be able to use that money [55:50] in the manner that will best leverage [55:52] the resources within the community so [55:54] that [55:55] it'll give you some updates [55:58] on a regular basis we [56:01] the structures look to uh [56:05] have kind of a standard component of the [56:08] contract and then there will be a [56:10] variable [56:12] that specific project is and what goals [56:14] we're looking for you know some are [56:16] conditioned upon other funding there's [56:18] always site control uh [56:21] there can be major deals and some of [56:24] these have not been done before so it's [56:26] a little bit complicated and [56:30] so at this point [56:32] you've given myself and the staff a lot [56:35] of work to do [56:37] we're looking forward to going ahead [56:39] with that and [56:41] I'm not in a rush to make commitments on [56:45] what is perceived to be money that's [56:47] left over at this point [56:50] thank you [56:52] the last time we discussed this couple [56:53] weeks ago there were there were strong [56:55] arguments on both sides that we had the [56:56] full Council and I was played before I [56:59] was on [57:00] I mean we received roughly about 70 [57:03] applications for funding we went through [57:06] these applications through the advisory [57:09] through our to the council we funded [57:11] many of these Community projects and [57:14] many of the city projects we are at [57:18] roughly 42 million dollars of allocation [57:21] already with the balance of about 10 [57:23] million dollars nine million dollars [57:25] remaining [57:27] so you know actually mayor we need to [57:29] look at um [57:31] there are a couple processes that we [57:32] need to look at some people are calling [57:33] out the Woodland Park The Grove Park [57:36] it's time to Parks those are parts that [57:37] we need to address us because these are [57:40] parts that [57:41] for over a year is have not received any [57:43] funding so I think it's wise for us to [57:45] allocate so coming here and I would ask [57:47] the man this life to look at how [57:49] possible we can fund these parts and [57:52] some projects out there also for job [57:54] retention can I will ask that we if we [57:58] can get a more accurate number on the [58:01] job retention over the period of time [58:03] that was presented to us [58:05] uh overall I am not in favor of Us [58:09] opening up [58:10] on our own we have many applications [58:12] here let's look at the applications on [58:14] in hand [58:16] and let's look at them let's look at the [58:19] in-house projects that the mayor has [58:21] and in terms of that let's try to keep [58:25] much of the remaining funding within the [58:29] city I think that will overall help us [58:31] with the budget [58:36] so I think um to the marriage point I I [58:40] can definitely get behind um you know us [58:43] I think it would be pretty wise for us [58:45] to see exactly um [58:47] how the commitments that we've already [58:50] made how they're going to flush out and [58:52] um and make sure that you know our [58:54] numbers are are accurate [58:57] um so what you know when if and when we [58:59] do um [59:01] communicate that to our garden Community [59:04] saying hey you know we're going to open [59:06] up another applications or not at least [59:08] that you know we know where we stand I [59:09] think we need to make an informed [59:11] decision so I can really appreciate that [59:12] so I definitely would support that [59:15] um [59:17] two things can be true and I think that [59:20] we need to know where we're at so we [59:23] have solid footing and making informed [59:24] decisions going forward and I think that [59:26] we also need to make every effort to [59:30] honor what we said we were going to do [59:33] and honor the expectations of the people [59:35] in the community [59:36] um and I really appreciate the fact that [59:38] this is something that hasn't happened [59:40] before and I think that that is really [59:43] uh a good thing and it's a unique [59:45] opportunity [59:47] um to uh changing material conditions of [59:49] people that are like curiosity so we [59:50] just want to continue to keep that as [59:52] our [59:53] the lens that we're using when we're [59:55] thinking about you know what we're going [59:56] to do with this funny movie for it so I [59:59] would say that I'm in favor of what the [1:00:02] mayor is saying around like let's uh [1:00:05] give the staff [1:00:07] um time to kind of look at where we're [1:00:09] standing now but again I just want to be [1:00:12] clear that I still think that we should [1:00:13] find ways to um give all the community [1:00:16] access to these funds [1:00:21] thank you [1:00:24] so is there an miles per hour Miss Patrick yes so we [1:03:25] had previously uh discussed reducing the [1:03:28] speed limit to 25 miles per hour the [1:03:30] council voted to have a letter sent to [1:03:33] the governor requesting that she signed [1:03:35] that legislation [1:03:37] um I think this is back in June that we [1:03:39] had that conversation [1:03:40] and she did indeed uh right after she [1:03:44] got the [1:03:45] alerted the letter and she actually said [1:03:48] uh to the Schenectady City [1:03:52] no but in any case she did recently [1:03:55] assign the legislation which I think [1:03:58] many people across the state including [1:04:00] the New York Council of Mayors advocated [1:04:03] for for that reduction in the speed [1:04:04] limit so I wanted to bring that [1:04:07] conversation back to the table I wanted [1:04:09] to ask the question of staff I wanted to [1:04:12] hear from Chief Clifford about his [1:04:14] thoughts about reducing the speed limit [1:04:16] I was hoping that we could ask him to [1:04:18] speak to that I also want to raise the [1:04:21] question I know that we can't just say [1:04:23] gee we're going to reduce the speed [1:04:25] limit to 25 there's a lot that would go [1:04:27] into all of that and so I think that's [1:04:30] the question for staff as well is what [1:04:33] would we need to do in order to [1:04:35] implement the 25 mile per hour a 25 mile [1:04:38] per hour speed limit so I just wanted to [1:04:41] make sure that we reopen the discussion [1:04:43] based on the fact that Governor Hopewell [1:04:45] did indeed sign the legislation so is [1:04:48] that why I think you've invited yeah [1:04:55] so I'm generally in support of of the 25 [1:04:59] mile per hour speed limit [1:05:02] I think that we're becoming more of a [1:05:04] pedestrian friendly community [1:05:06] see many more people riding bicycles out [1:05:08] there and it's just a lot of General [1:05:10] activity out on the streets where [1:05:13] encouraging motorists to drive slower is [1:05:15] a good idea [1:05:18] with a 30 mile an hour speed limit I [1:05:20] think we're seeing those push the limits [1:05:22] by going seven 10 miles an hour over [1:05:24] that brings us closer to 40 miles an [1:05:26] hour [1:05:27] and even when we write the tickets they [1:05:30] go through the court system they only [1:05:32] look like they're seven miles an hour it [1:05:34] doesn't look as bad as 12 or 15. [1:05:37] because they are our judges a little bit [1:05:39] more [1:05:40] uh [1:05:41] ability to you know give points to help [1:05:45] reckless drivers that are going over the [1:05:46] speed limit a little bit more gives a [1:05:49] motivation to the driver to drive slower [1:05:51] knowing that that could be the [1:05:53] repercussion which is to have points put [1:05:54] on their license which increases their [1:05:56] insurance rates [1:05:58] and you know I live in the city I drive [1:06:01] around a lot I see a lot of speakers [1:06:03] that are out there they're out there so [1:06:05] what I would recommend is if we do do [1:06:07] this we have to have a good public [1:06:08] relations campaign [1:06:10] educating drivers that they need to [1:06:12] reduce their speed maybe tell them why [1:06:14] it's important to them to reduce their [1:06:16] speed [1:06:16] and we'll take a gradual approach to [1:06:18] enforcement but then once we once we [1:06:21] decide to start enforcing it we will [1:06:22] certainly do stuff [1:06:27] [Music] [1:06:31] educational system what about the time [1:06:33] in terms of the resource needed for this [1:06:37] enforcement if this were to happen [1:06:41] okay that's that's that's currently like [1:06:44] my biggest challenge with my resources [1:06:45] having enough officers to do it and but [1:06:48] I'm hopeful that by the time we actually [1:06:50] implemented it because I'm a monthly [1:06:52] understanding that some studies would [1:06:53] need to be done Citywide and then of [1:06:56] course we have to do all the sign [1:06:57] changing everything we would have some [1:06:59] time and by then we'll have the Staffing [1:07:02] in place be able to do the enforcement [1:07:04] right I'm currently found one officer in [1:07:07] My Traffic Division but we haven't [1:07:08] replaced until we get the ones out of [1:07:10] the economy but by this time next year [1:07:12] we will certainly hopefully be fully [1:07:14] staffed that's my My Hope and that was [1:07:16] the reason why I asked the question [1:07:17] because you're currently you're a stress [1:07:18] team this will give you more enforcement [1:07:21] how we're going to carry out [1:07:25] go ahead that's better [1:07:27] um actually my question was going to be [1:07:29] about enforcement because certainly that [1:07:31] was something that um you know we've [1:07:33] heard from various residents about that [1:07:35] concern around enforcement but I think [1:07:38] also you touched on the idea that [1:07:40] traffic studies would have to happen as [1:07:42] well [1:07:43] um and I think we could speak to that a [1:07:45] little bit as well that before we would [1:07:47] move in a direction we'd have to also [1:07:50] have undergo traffic studies to really [1:07:53] look at where in particular [1:07:56] the speeding is happening where is there [1:08:00] more accidents I mean some of that data [1:08:02] we already have collected in previous [1:08:08] I think speak to some of the accident [1:08:10] areas [1:08:13] um the prevalence of accidents I should [1:08:14] say but those studies I'm not sure if [1:08:18] those are studies that happen through Mr [1:08:20] glucose on this or [1:08:22] um [1:08:24] my understanding is we would get a [1:08:26] traffic consultant to do that you know [1:08:30] we can provide them some data that's [1:08:31] going to require outside [1:08:35] engineering evaluation [1:08:39] uh mayor to add to that can be also [1:08:41] attached when the studies being done on [1:08:43] the traffic and we attach a cost study [1:08:45] in terms of replacing the science and [1:08:47] also additional Staffing for enforcement [1:08:49] [Music] [1:08:51] yes I think Jen had some numbers for [1:08:54] design replacement I don't know what the [1:08:57] chief is [1:08:58] unfortunately can be a widely variant [1:09:01] number dependent [1:09:04] in the staff and again what just what [1:09:08] the circumstances are in the field [1:09:11] and is that something that we can easily [1:09:13] put together over the course of time and [1:09:15] we come back for presentation [1:09:17] definitely yeah yeah we would yeah we [1:09:20] would look at enforcement from being on [1:09:22] a daily level but then we would also put [1:09:23] together targeted details in certain [1:09:26] areas not only where the complaints are [1:09:27] coming from and to be able to have a [1:09:30] higher concentration and make it be [1:09:32] known to the motors that were out there [1:09:33] enforcing it that's the biggest that's [1:09:35] the most important thing we always want [1:09:37] to try to get voluntary compliance and [1:09:39] the best way to do that is to be visibly [1:09:42] enforced unfortunately go ahead sorry my [1:09:45] question will more towards the man this [1:09:47] is do you see any way that kind of the [1:09:50] Smart City technology that we've [1:09:51] installed [1:09:53] um kind of supporting this as far as the [1:09:55] studies go [1:10:07] and that's what someone were trying to [1:10:10] do is go through that which enhances the [1:10:12] enforcements you can identify where the [1:10:15] uh [1:10:17] the bigger problems are put the [1:10:19] resources to leverage them in a more [1:10:22] aggressive manner but yes there are ways [1:10:25] that we can do that uh [1:10:31] probably should be if you want to do it [1:10:33] also have a meeting independent of this [1:10:35] or do a presentation at a committee [1:10:37] meeting on a more robust [1:10:40] analysis of all the things that are out [1:10:42] there things [1:10:43] that are doing and things that we would [1:10:45] like to do going forward [1:10:49] well I will defer I was going to point [1:10:51] out that [1:10:52] um Mr Paul many actually had presented [1:10:54] and I see this as only one component as [1:10:57] I've stressed over and over again and I [1:11:00] think that what Mr palmetti presented [1:11:02] can't remember when a few committee [1:11:04] meetings ago maybe two months could you [1:11:06] speak to that a little bit so we [1:11:09] hopefully you remember [1:11:11] um because I don't [1:11:12] we did ask for home rule legislation [1:11:15] from the state [1:11:17] um the idea was to be able to have the [1:11:20] ability to use technology like what [1:11:22] you're talking about with speed cameras [1:11:24] and so forth to help with the [1:11:27] enforcement aspect to get in areas where [1:11:30] let's face it there's only so many [1:11:32] police officers right so this could also [1:11:35] help and people know those are there if [1:11:37] they get tickets they'll definitely know [1:11:39] they're there and hopefully that will be [1:11:43] passed by the state and allow us to use [1:11:45] our technology which we have to try to [1:11:48] address some of these issues [1:11:52] any other questions [1:11:54] this is well it's related to speeding [1:11:57] but not about reducing the speed limit [1:11:58] because it sounds like based on what the [1:12:00] Chiefs are saying this is going to be a [1:12:01] longer and what's being said it's going [1:12:02] to be a longer process it's not going to [1:12:04] happen today tomorrow next month [1:12:06] um but we continually have speeding and [1:12:09] so we various places have asked for stop [1:12:12] signs and I know Mrs fulicho says you [1:12:14] know there'd be traffic studies Etc but [1:12:18] somebody who sit down the porch on a [1:12:20] regular basis and sees the speeding [1:12:21] going on it's a pretty good study and so [1:12:24] um there's a can we get a car up to the [1:12:27] president it's not my house [1:12:31] it's on Becker Street if you want to [1:12:33] know it's on Becker Street there's an [1:12:34] entire stretch where there's no lights [1:12:36] all the way and they just like hit the [1:12:38] gas and shoot all the way through on [1:12:39] Console Road apparently that was a [1:12:41] problem because you've had to stop every [1:12:43] I don't even say every other block but I [1:12:45] think it's pretty much every block so I [1:12:47] know that there are folks out there who [1:12:48] really have concerns about that and we [1:12:50] if we could since it's going to take a [1:12:52] while for us to get this process done we [1:12:54] really do need to take something to at [1:12:57] least break people's speeding you know [1:12:59] stopping where they have to stop if they [1:13:01] stop they'll do a rolling stop but I [1:13:04] think we should really consider if we [1:13:06] can putting up more um stop signs people [1:13:09] are asking for it on a regular basis [1:13:11] any any updates on the speed homes [1:13:16] we [1:14:07] had issues with purchasing at one point [1:14:08] and then we were trying to determine [1:14:10] some things and two things coincided so [1:14:12] now we have everything ready we're going [1:14:13] to be getting them and ordering them on [1:14:15] the state contract this week we were [1:14:17] just trying to work out the details of [1:14:19] them they're they're quite large just so [1:14:21] everybody knows that was part of what we [1:14:23] were looking at to make sure the size of [1:14:25] them there or not uh speed bumps just so [1:14:29] everybody's wearing these are not [1:14:30] something that you'll see in a parking [1:14:31] lot these have to be made to put in [1:14:33] traffic so a vehicle you know has to [1:14:37] they're called speed tables so instead [1:14:40] of five feet these are actually going to [1:14:41] be 14 feet they're put in sections by [1:14:43] ogs they're actually anchored into the [1:14:46] drown that was part of the thing that [1:14:47] we're talking about we also [1:14:49] um just do a little due diligence [1:14:50] because uh John cuccio talked with is [1:14:53] kind of part of Albany after our [1:14:55] meetings Albany just put a half a [1:14:57] million dollars into Arbor Hill with [1:15:00] what they're calling uh like a test [1:15:03] program but it is permanent I mean they [1:15:05] put in permanent speed bumps so we watch [1:15:08] and I talk with our Paving contractor [1:15:10] about that and the cost to do it in that [1:15:13] way uh really outweighed the temporary [1:15:15] ones even with the installation because [1:16:31] with the drinking LED lights and I know [1:16:33] that uh John is actually looking at you [1:16:35] know if there's other locations that [1:16:37] would benefit from those so [1:16:39] you know I think the goal is always to [1:16:41] have more Tools in your toolbox so maybe [1:16:44] these will help because enforcement can [1:16:46] only do so much right so good job thank [1:16:50] you and [1:17:40] do [1:17:42] does that work or does you think that [1:17:46] like overall is that effective I think [1:17:48] because I would think that if it is [1:17:50] effective there I mean there are some variables there but it [1:17:54] might kind of lend support to the [1:17:56] for a larger Community as well that's a [1:17:59] good question if I answer it I probably [1:18:00] would just be guessing maybe my own [1:18:02] opinion on it which I think is yes it [1:18:05] does it does have an effect when people [1:18:06] know the speed limit's been reduced they [1:18:09] typically slow down because there's [1:18:11] always the exceptions to the rules but I [1:18:14] think that there's a comfort level [1:18:15] knowing that 30 mile an hour is where [1:18:18] the limit is and police officers won't [1:18:21] stop unless you're going five to ten [1:18:23] miles over in there so yeah a little 37 [1:18:25] I'm fine but if you're 12 over 25 then [1:18:29] you better slow down because you know [1:18:31] something at 25 for the expectations [1:18:33] maybe they'll do 30. [1:18:36] if I could just add to them that there [1:18:39] was research done there are National [1:18:41] studies that were part of the [1:18:42] legislation even that the State Assembly [1:18:45] and Senate sent to Governor Hogle that [1:18:47] did indicate percentages of if the speed [1:18:51] was reduced just even that five miles [1:18:53] down from 30 to 25 they did see [1:18:57] um and I can't remember the specifics [1:18:59] but I can get it for you they did see a [1:19:01] reduction in speed exactly the way that [1:19:04] the chief is is indicating not to [1:19:06] mention that that Five Mile drop in the [1:19:09] speed limit also [1:19:12] increased the safety of pedestrians [1:19:15] um and so that data was included in the [1:19:18] initial piece of legislation that that [1:19:20] we had looked at [1:19:22] um back in June I guess it was so I'll [1:19:25] try to dig that up and get it out again [1:19:28] [Music] [1:19:31] if there's no other question emotions [1:19:34] second something that really needs to be [1:20:14] convened is the mayor it's up to the [1:20:16] mayor to convenient it's five members on [1:20:18] the board uh the mayor has represented [1:20:20] him herself or representative issues [1:20:23] this Corporation Council as well and [1:20:25] then um three from the council so I'm [1:20:27] going to be recommending that we um get [1:20:29] those members on that board and we keep [1:20:31] being the board and look at the um [1:20:33] looking at those individuals who are [1:20:36] currently working within the city who do [1:20:39] not currently have a waiver [1:20:41] so just wanted to have that discussion [1:20:44] or just to mention that so [1:20:50] it's a discussion going on [1:20:54] okay [1:21:04] I'd like to open uh oh no I like to call [1:21:08] the board of student development and [1:21:09] planning [1:21:10] we have nine ends on the agenda [1:21:12] first item is a 501 State Street license [1:21:15] agreement for outdoor patio in swallow [1:21:24] uh 501 State Street is a new building [1:21:29] that is almost done with construction [1:21:32] and corner of State Street and [1:21:35] I believe Barrett and Clinton it's on a [1:21:39] it's a Redburn property one of the [1:21:42] tenants the main tenant on the ground [1:21:44] floor is a restaurant the restaurant is [1:21:47] going to be owned and operated by the [1:21:50] nest [1:21:51] chef and manager they're going to be [1:21:53] opening a new restaurant into that [1:21:54] building one of the components that the [1:21:58] nest features that is a big hit is a [1:22:00] large outdoor patio that was previously [1:22:02] used by previous restaurants sliding [1:22:04] dirty they would like to have a similar [1:22:07] outdoor space as they believe it really [1:22:10] energizes the downtown block however all [1:22:14] of the property out front of the [1:22:16] building the building is on the property [1:22:18] line would be city property so we would [1:22:21] need a license agreement not a revocable [1:22:23] permit for this patio as it would be a [1:22:27] permanent structure permanent in the way [1:22:29] that to remove it would be a burden on [1:22:32] everyone they're aware that there are [1:22:34] some utilities underneath if you are [1:22:35] looking to check the condition of those [1:22:37] utilities but it would be primarily for [1:22:40] seating for the restaurant and there was [1:22:42] a [1:22:44] sketch in your package and this program [1:22:48] project is supported by Metroplex who is [1:22:51] working with them on [1:23:00] so if for some reason they go out of [1:23:03] business is this going to still be part [1:23:05] of the structure of that particular [1:23:07] restaurant so if you know another [1:23:09] restaurant came in they would still be [1:23:11] able to utilize it so this yes [1:23:13] so the license agreement will not be [1:23:16] with the restaurant it will be with the [1:23:17] building owner okay so it'll be with Red [1:23:19] Burn not with the restaurant but the [1:23:21] restaurant as long as I'm utilizing it I [1:23:23] mean this is very similar to The Patio [1:23:26] before was done with red burn for [1:23:28] sliding dirty and that business went out [1:23:31] and this business came in and they [1:23:33] utilized it so I mean and if we're [1:23:36] talking about adding to so to speak the assets of downtown it would be the [1:23:42] Internet it's an addition it's not [1:23:43] something that I would think is a burden [1:23:44] it's also on half if you were to look so [1:23:48] even if uh somehow they were to have to [1:23:50] split it you know we're one side is a [1:23:52] different retail on the left side is [1:23:54] this they could they could do that so I [1:23:56] from from a flexibility standpoint I [1:23:59] think [1:24:00] most likely always want to be a [1:24:01] restaurant I don't have many other [1:24:03] businesses that have a front patio like [1:24:04] this but [1:24:07] yes [1:24:08] um cdka I know there's a big bus stop [1:24:11] right here that's used would they [1:24:12] relocate their bus stop [1:24:15] um yeah the bus stop they have taco tdta [1:24:17] and the bus stop would be I don't know [1:24:19] about relocated or looking but there is [1:24:21] a we have a very large bus stop at MVP [1:24:23] and Veterans Park in a bus stop under [1:24:25] the bridge at State Street so this bus [1:24:28] stop was seen as not as critical as [1:24:32] because we have these two large bus [1:24:33] stops one in a park and one under the [1:24:35] bridge but yeah that's that bus stop [1:24:37] will not for me [1:24:40] lots of lots of people [1:24:42] move there so yeah so I think the people [1:24:46] who read the list might think it might [1:24:49] be fun a little inconvenience at that [1:24:50] moment [1:24:51] so I don't know if we talk about really [1:24:54] having them up in downtown there's just [1:24:56] not a lot of bus stops Downtown I don't [1:24:57] take the bus but I see people taking the [1:24:59] bus [1:25:01] um [1:25:02] and I do want to mention that some of [1:25:04] you may have gotten an email from a [1:25:05] downtown business owner regarding the [1:25:07] construction what was happening seeing a [1:25:09] lot of [1:25:10] um debris and things from the [1:25:12] construction but I want you to know that [1:25:14] um that this was supposed to come before [1:25:16] us two weeks but before that happened we [1:25:18] wanted to make sure that the developer [1:25:20] was aware of those concerns and was [1:25:22] addressing them and that did happen so [1:25:25] um just in case you I I would assume [1:25:28] that you all have gotten the email but a [1:25:30] business owner did have concerns so [1:25:31] before we moved forward with this we [1:25:33] made sure that those concerns were [1:25:34] addressed so thanks to Metroplex and to [1:25:37] Mr Wallen as well for making sure that [1:25:39] uh Capital District [1:25:54] Transportation Authority for the Bike [1:25:56] Share program cycle yep [1:25:59] um so for the past three years the city [1:26:01] cooperation with the CDT has contributed [1:26:04] to the operation of the Bike Share [1:26:05] program it is the Branded bikes that are [1:26:08] located throughout the city um [1:26:10] The Bike Share program is uh it's a [1:26:14] costly program to be able to bring [1:26:15] affordable you know uh bicycle and use [1:26:20] to all the urban areas so they've asked [1:26:23] that all the participating cities which [1:26:24] have the majority of the bikes [1:26:26] Schenectady Albany Troy and Saratoga [1:26:28] have a contribution to the program [1:26:32] this is a continuation of that it's a [1:26:35] re-upping of the three-year agreement [1:26:37] the cost is the same 25 000 a year as a [1:26:42] benefit we had to put in there because [1:26:43] not many city employees know about it [1:26:45] we're going to try to advertise a little [1:26:46] bit better with Marianne's city [1:26:48] employees do get an opportunity to use [1:26:50] the the bikes for free you just have to [1:26:53] enter in your city email address and it [1:26:56] allows you to create an account where [1:26:57] you can utilize the bikes [1:26:59] the benefit of the city being a [1:27:01] participant [1:27:02] so [1:27:04] any Trails [1:27:16] through calendar Industries [1:27:18] so this is a really great small project [1:27:21] that we're working on as some of you may [1:27:24] know several years ago we did a [1:27:27] what was it called a test project on [1:27:29] Washington Avenue in The Stockade where [1:27:31] we introduced a counter flow bike lane [1:27:33] if anyone's familiar with the Empire [1:27:36] Trail in the city it goes down Union [1:27:38] Street but when it gets to the South [1:27:41] Church area because Washington Avenue is [1:27:44] one way from state to Union a bicycle [1:27:47] cannot legally go down that way so the [1:27:51] bicycle has to go to South Church Street [1:27:53] onto State Street in front of what was [1:27:56] the former YMCA and then on to the path [1:27:58] so this is a long time coming project [1:28:01] however when we went out there to [1:28:03] actually Institute the project we [1:28:05] noticed that the sidewalks at State and [1:28:09] Washington were not wide enough to [1:28:12] accommodate bikes if you were to go over [1:28:15] the bridge draw your attention to the [1:28:17] county did a project coming from the [1:28:18] community college up when it got to the [1:28:20] city border the sidewalks go back down [1:28:23] to five feet so I didn't want to invest [1:28:26] money to promote bicycles on Washington [1:28:29] Avenue and leave this roughly 75-foot [1:28:32] section that was not really compliant so [1:28:35] we went out and did design worked with [1:28:36] the dot and we're going to widen the [1:28:39] sidewalk to A Accessible width so it's [1:28:44] going to be right around 10 feet maybe a [1:28:46] little bit more in certain areas so that [1:28:47] now come to the city there is a smooth [1:28:50] transition from bike plane to bike lane [1:28:52] and then you're going to be able to [1:28:53] either ride Washington Avenue one way or [1:28:56] actually use the counterfold White Lane [1:28:57] and come against traffic it's a little [1:29:00] unique it will be signed and striking [1:29:03] but that is the uh the appropriate way [1:29:05] to do it and that will kind of just help [1:29:08] our standing with the bike lane in the [1:29:11] area so it's a it's a very small project [1:29:13] but I really think it is going to be [1:29:14] appreciated by everyone that uses the [1:29:17] Empire Trail [1:29:21] Mr [1:29:22] um so it was [1:29:25] 349 49 000 and it says that it's going [1:29:28] to be local funds can you just be a [1:29:30] little bit more specific sure we're [1:29:32] going to use our borrowed Capital funds [1:29:33] okay great okay yeah there was a [1:29:35] misprint in the first one I didn't know [1:29:37] if you saw a size one but we uh because this is not just a road project [1:29:44] it's a bike project it's easiest just to [1:29:46] use our local Capital funds okay not [1:29:48] just usually we use our chip funding [1:29:50] when it's just streets [1:29:52] so that's what we're going to use and we [1:29:53] have [1:29:54] um [1:29:57] was there any input from those so I [1:29:59] guess there's some Bicycle Club the [1:30:01] bicycling group that around this being [1:30:04] you know this [1:30:07] change or in this Improvement well I [1:30:11] mean the most vocal that I work with is [1:30:13] Art uh Clayman as always and this is a [1:30:17] project that he's been asking about for [1:30:19] years I'm not aware of any other bicycle [1:30:22] groups that have come out [1:30:23] um but our you know this was a I thought [1:30:26] you were going to talk about the stock [1:30:27] cable we did the test it was something [1:30:29] where we thought we were going to get a [1:30:30] lot of Bush family and it actually went [1:30:32] really smoothly we've had a lot of [1:30:34] positive feedback as you know Rich [1:30:37] nodding his head about it and and so you [1:30:41] know I think I think what I what I was [1:30:43] nervous about was I'm luckily that I [1:30:44] went out there and I observed everything [1:30:46] in the conditions because I think if I [1:30:48] had done the bike lane and just paved it [1:30:50] and striped it and said I'm done and [1:30:52] then turned that 90 degrees and seeing [1:30:54] that sidewalk yeah I think I would have [1:30:56] looked a little bad and I don't I'm not trying to look bad up here I'm [1:31:00] trying to always look as best as I can [1:31:02] so this is this is really going to I [1:31:04] think everyone is really going to [1:31:05] appreciate it you know all the way [1:31:07] around and we're working with the county [1:31:09] on even improving some of the signage so [1:31:11] that when you get into Schenectady you [1:31:13] know where to go yeah for the other [1:31:14] trails and other paths because when you [1:31:16] come in now as a bicyclist [1:31:19] we're not we're not doing a lot of [1:31:21] focused advertising to you it's more of [1:31:24] that generic you are here you hear these [1:31:26] things but it's like you know well [1:31:28] where's the Central Park failed Trail [1:31:29] connector where's the harbor Trail [1:31:31] where's The Stockade Trail you know if [1:31:33] we're not we're not members so Patrick [1:32:24] Toro and palomini and who wants to start [1:32:27] the discussion I'll start the discussion [1:32:29] um and this really um I have to say in [1:32:31] the larger context of what we were just [1:32:33] talking about in terms of speeding and [1:32:34] traffic [1:32:35] behavior and how do we influence [1:32:38] behavior we also have talked about the [1:32:40] noise uh the noise issue all of these [1:32:43] issues that our quality of life issues [1:32:45] all come back to [1:32:46] behavioral types of [1:32:49] um you know how do we get folks to [1:32:51] really think about their neighbors how [1:32:52] do we get folks to think about their own [1:32:53] behavior so I wanted to start out with [1:32:55] that so obviously all of us have [1:32:59] expressed and talked about the fact that [1:33:01] you know we have a littering problem [1:33:03] within the city and so this is one [1:33:07] attempt at putting forth some ideas and thank you for sending out the plan [1:33:11] to all the council people what we're [1:33:14] doing here is giving you this plan so [1:33:16] that we can get some um feedback back [1:33:18] from everyone [1:33:19] once again this is not a quick fix this [1:33:23] is not something that will happen [1:33:24] tomorrow but we wanted to present it to [1:33:27] folks [1:33:28] um and see and see what reactions were [1:33:31] basically there's four areas within this [1:33:34] plan the first being on education and [1:33:37] Outreach [1:33:43] how do we work with adults but you know [1:33:46] another aspect of this are Partnerships [1:33:49] so we think about how do we partner with [1:33:51] the school district how do we partner [1:33:52] with businesses around trying to think [1:33:56] about how we get rid of some of the [1:33:58] litter issues that are around there's an [1:34:01] infrastructure component there's four [1:34:03] components education infrastructure [1:34:06] which in our proposal is really looking [1:34:08] at equipment trash cans you know other [1:34:13] types of things like that that would [1:34:14] have to be a part of what we try to do [1:34:18] and like with the speeding and the [1:34:20] traffic issue another piece are laws and [1:34:24] enforcement of of those laws in terms of [1:34:28] trying to clean up the city so [1:34:31] um [1:34:32] there's a lot of detail in this I hope [1:34:34] that you might have had a chance to look [1:34:36] at it it obviously is for a larger [1:34:38] discussion I'd like to turn it over to [1:34:40] news tutorial now to talk a little bit [1:34:42] more about well no I'm sorry I'd like to [1:34:45] turn it over to Mr Paul many I'm sorry [1:34:47] to talk a little bit about the why care [1:34:49] about litter aspect and especially [1:34:52] because it relates to People's Health [1:34:54] and and the environment sure certainly [1:34:57] there's a health and environmental [1:34:59] component the environmental piece where [1:35:01] we're throwing stuff out our Windows [1:35:03] whether it's plastic that leeches into [1:35:05] the ground and eventually gets into our [1:35:09] rivers oceans even our groundwater we're [1:35:12] consuming that with the things that we [1:35:15] eat and drink we don't know the overall [1:35:18] impacts because they're my new levels [1:35:21] but what we do know is over time those [1:35:24] minute levels add up and we also don't [1:35:27] know the cross-contaminations with other [1:35:29] things that we're ingesting into our [1:35:31] body so so we do know some of these [1:35:34] things are carcinogenic but [1:35:37] how they impact our overall health is is [1:35:40] pretty negative and that adds to all our [1:35:42] costs whether we're talking about health [1:35:44] care insurance [1:35:45] or any of those type of things beyond [1:35:49] the human toll of you know losing a [1:35:52] loved one or having someone die at a [1:35:55] much younger age than they probably [1:35:56] should have the other aspect of course [1:36:00] is the environment [1:36:02] um [1:36:02] some of that ties together with [1:36:05] our fish you know the soil quality our [1:36:10] water quality and just even small things [1:36:13] when we introduced a straw thing a while [1:36:16] ago it didn't pass but small things like [1:36:19] that add up and the the Plastics break [1:36:23] down into microplastics and that impacts [1:36:27] our environment pretty significantly we [1:36:29] see the impacts on the animals and the [1:36:33] other Wildlife as well as just the [1:36:36] plants so there is a big toll here with [1:36:41] littering Beyond just the [1:36:44] sight and the smell [1:36:46] and those are all things that we need to [1:36:49] take into consideration [1:36:51] and if I could move to Ms detoro to talk [1:36:54] a little bit about the illegal uh [1:36:57] the cost of the illegal illegal dumping [1:37:00] and other litter in the city sure so it [1:37:03] starts with me I'm very excited about this [1:37:06] um I do take photos and I do report [1:37:10] trash on the street multiple areas that [1:37:14] are multiple that are littered Beyond [1:37:16] anything I can even pick up so one thing [1:37:19] that really bothers me is illegal [1:37:21] dumping [1:37:23] um I've seen it it's not in the city of [1:37:25] Schenectady but over by the Jewish [1:37:27] cemetery behind the cross it's actually [1:37:29] Rotterdam there's about three different [1:37:31] dump sites there of [1:37:33] um plasterboard wood it's just it's just [1:37:38] horrible to even look at so I I have [1:37:40] called the town of Rotterdam to report [1:37:41] that at times but the cost it takes my [1:37:45] cousins live over at Steinmetz park [1:37:47] across the street on Lenox Road and [1:37:49] multiple times they actually see people [1:37:52] backing their trucks up to the pond and [1:37:54] putting their construction debris in [1:37:56] there so and it always has been reported [1:37:59] but in order for the city to have to [1:38:01] deal with the cost factor involved in [1:38:04] this extra Manpower and time going out [1:38:06] and cleaning up other people's garbage [1:38:08] and that's something that that we really [1:38:11] don't want to do so that's another facet [1:38:14] of this and just going into the [1:38:16] infrastructure [1:38:17] um we heard one of our students here [1:38:18] today talking about trash cans how [1:38:21] they'd like more trash cans so that's [1:38:23] all involved in this so it's there's [1:38:28] science and start a structure with but [1:38:30] it starts with me it should start with [1:38:33] everyone [1:38:34] um [1:38:35] and talk to your neighbors you know take [1:38:37] them pick it up just pick it up so [1:38:39] there's all there's a lot of different [1:38:41] things that are very [1:38:43] important to our community so I was [1:38:46] hoping maybe Mr Farley could share a [1:38:48] story that he shared once about maybe a [1:38:52] group of students who brought somewhere [1:38:54] okay this this this really breaks my [1:38:56] heart this story and maybe you could [1:38:58] share that [1:39:00] so this is uh this is the person time [1:39:03] ago I was working with a youth group and [1:39:07] one of the kids in our YouTube Visa love [1:39:09] to eat sunflower seeds I don't know why [1:39:11] but he just did but we were constantly [1:39:13] getting on him around picking up his [1:39:15] garbage [1:39:16] um and we took you know we would pick [1:39:18] our kids throughout the county and we [1:39:19] went to one of our other kids uh houses [1:39:21] to pick him up and you know in a pretty [1:39:23] little neighborhood and he the young man [1:39:26] was eating his sunflower seeds and he [1:39:28] threw the wrap around the floor [1:39:30] um and when he threw the wrapper on the [1:39:32] floor he picked it up [1:39:34] and that was something really odd for [1:39:36] him you know to do without you know [1:39:38] oh it's time to say Hey you know and I [1:39:41] asked him why he did that [1:39:42] because I was like God why'd you pick [1:39:44] that up you know and he said to me he [1:39:46] said because this doesn't look like the [1:39:48] type of place you can throw garbage but [1:39:50] yet the neighborhood that we picked him [1:39:51] up from that we dropped him off on you [1:39:53] but they're garbage here so I think that [1:39:54] there's something to be said and I [1:39:56] appreciate you remembering that that's [1:39:57] something to be said around like you [1:39:59] know the messaging that we sent to our [1:40:01] young people about where they live [1:40:03] um and and it also demonstrates that if [1:40:06] you make the right structural changes [1:40:08] then it will shift Behavior thank you [1:40:10] that's a great story remember that [1:40:13] so the rest of these pages and it's a [1:40:16] 10-page document all told really go into [1:40:19] thoughts and ideas that we had I think [1:40:23] there's more that could be had there's [1:40:26] some of these that are [1:40:27] things that could be implemented uh [1:40:31] sooner rather than later there are [1:40:32] things that could that cost money there [1:40:34] are things that don't cost money so at [1:40:36] this point [1:40:38] um you know we just really wanted to [1:40:40] leave you with all of this again the it [1:40:42] starts with me I think we'll certainly [1:40:45] would be lend itself to working with [1:40:48] youth in terms of having pledges in [1:40:51] terms of having poster contests in terms [1:40:53] of you know the of course cleanups like [1:40:56] we've done at solar and other places [1:40:58] there's also a section in here however [1:41:01] that talks about the Partnerships with [1:41:02] businesses and there's it starts with me [1:41:05] pledged there where we'd be trying to [1:41:07] get businesses to think about you know [1:41:09] having appropriate trash receptacles [1:41:12] appropriate cigarette butt [1:41:15] um those those devices that dsic for [1:41:18] example does put around downtown [1:41:21] the the infrastructure section has ideas [1:41:24] on various equipment from ones that are [1:41:28] individually held like a backpack almost [1:41:31] it's like a vacuum to you know more you [1:41:34] know kind of driving apparatus that that [1:41:37] can be used to help with the with the [1:41:39] litter so at this point unless [1:41:42] um Ms detour or Mr Paul anyone add [1:41:45] anything else to this to what we are [1:41:47] presenting I think we you know we're [1:41:50] looking for feedback we're looking for [1:41:52] your thoughts on when you get a chance [1:41:54] to look at this if we haven't already [1:41:55] you have to say that it starts with me [1:41:57] is already an existing program within [1:42:00] the city it's just tweaking it and [1:42:04] putting together a fairly comprehensive [1:42:06] we're looking at legislative judicial [1:42:10] executive branch [1:42:12] pieces tied in with community and [1:42:17] not-for-profit and education and the [1:42:20] school district and putting it all [1:42:22] together to try to get everybody moving [1:42:25] towards that goal of less trash in the [1:42:28] streets and improving our neighborhoods [1:42:34] so [1:42:35] yeah something Just For Us online a [1:42:38] couple years ago we passed at an Amanda [1:42:40] city has a good regards so a letter and [1:42:44] it was supposed to be enforced by the [1:42:46] police department we had some issues [1:42:48] with ticketing process and we were [1:42:50] supposed to cooperation Council were [1:42:52] supposed to look at cultural Amanda [1:42:54] revise the ticketing processary [1:42:58] and I think because palominium I was on [1:43:01] that driving force in that [1:43:03] we are already how different is that to [1:43:06] what is being presented today and can we [1:43:09] work with Corporation Council to to look [1:43:12] at something that was outstanding there [1:43:13] to a man that ticketing process and RPD [1:43:16] can go there and issue these uh [1:43:18] citations so yes you're 100 right what [1:43:22] happened was [1:43:24] um Corporation Council at the time [1:43:26] Mr Golden I was working with the court [1:43:30] system to create a ticket that was more [1:43:34] of a summons type thing where it was [1:43:36] very quick in comparison to a full-blown [1:43:39] ticket to to give out [1:43:43] um [1:43:44] he worked with the court system to try [1:43:47] to produce this the judges ended up [1:43:50] throwing these tickets out in large mass [1:43:54] unfortunately [1:43:55] I think Mr Colden is aware of this and I [1:44:01] think he will be working trying to [1:44:04] figure out some way of moving this [1:44:06] forward to make it more effective and [1:44:09] something that the judges won't throw [1:44:11] out and I think a benefit too is having [1:44:14] commissioner Devine on staff a former [1:44:18] judge [1:44:19] I think that would be beneficial too [1:44:23] I think that that's something that we [1:44:24] need to look at because that's something [1:44:25] I'm going to book our books already so [1:44:28] we should work um amending it and [1:44:30] enforcing it rather than adding more on [1:44:32] top of it and this might complement that [1:44:35] we already have there so I think we [1:44:37] don't want to just recreate more at the [1:44:39] same time when we just need to have a [1:44:41] mystical ninjas follow up on that and [1:44:43] see what is needed [1:44:46] to move forward with that page eight I [1:44:49] think is where um that something similar [1:44:52] to that is addressed on a couple of [1:44:53] bullet points on page eight of our of [1:44:55] our [1:44:57] proposal so I don't know if it's exactly [1:44:59] the same as what you had talked about [1:45:01] previously yeah um [1:45:04] back and forth about cooperation Council [1:45:06] on the police department in terms of how [1:45:08] we can able to address that and this was [1:45:10] a couple years ago and nothing ever [1:45:12] happened to the end and the um the other [1:45:16] aspect though is not really creating [1:45:19] another enforcement piece it's just all [1:45:22] different components of how we can [1:45:24] address litter and try to get people to [1:45:27] change their behavior yes there's a [1:45:29] section that is enforcement and to your [1:45:32] point with that ticket [1:45:34] process that's kind of what's in here [1:45:37] but there's some other things like are [1:45:40] we charging too much for a ticket or not [1:45:43] enough you know those are things that we [1:45:45] kind of need to look at to miss the [1:45:48] Toro's point of the illegal dumping [1:45:51] um you know it's something that maybe we [1:45:53] want to look at the fine for [1:45:57] make it a [1:46:00] more costly to do those kind of things [1:46:02] but maybe it's already too expensive so [1:46:05] we need to look at those things and and [1:46:07] try to address them [1:46:10] so um I know that this it starts with me with [1:46:15] something that the mayor implemented [1:46:16] several years to get started this [1:46:17] several years ago so as Mr palamine says [1:46:20] this is is something that is organ [1:46:22] resistance [1:46:24] um I didn't so I have a question [1:46:27] I know that we uh Mr O'Hearn Charlie [1:46:30] O'Hearn has been the person who's been [1:46:32] kind of take care of the litter as a [1:46:34] one-man the volunteers so I wanted to [1:46:37] know is is there some input from him in [1:46:40] here [1:46:41] um and also have the consultant Mr [1:46:44] um Mr lafon regarding this and [1:46:47] additionally I don't know if you want to [1:46:48] speak to the whole garbage part of it um [1:46:50] or if you're ready for that discussion [1:46:52] and how it's mentioned in here that how [1:46:54] garbage that people don't properly [1:46:58] um [1:46:58] tie up and all that adds to the litter [1:47:01] but so I just want to make sure that the [1:47:04] with whatever work that [1:47:06] being done here is also making sure that [1:47:09] this works in the plants that the city [1:47:11] has underway are going to be a part of [1:47:13] that process and we have um had meetings [1:47:17] that Mr [1:47:19] turn was a part of this and I actually [1:47:22] can't speak to the whether Mr Lafond has [1:47:25] been I don't think that that we have [1:47:27] talked to Ms still upon so that's a good point [1:47:34] I think so in here is a part about [1:47:39] our trash [1:47:42] people who throw the bags on you know [1:47:45] because the bags aren't tied proper and [1:47:47] just making sure that that the city [1:47:49] staff cleans up the messes that they [1:47:51] make so that's all incorporated into [1:47:53] here as well so I do hear that complaint [1:47:56] a lot from people but again their job is Non-Stop and it's moving so yeah and [1:48:04] to that point if we're going to as this [1:48:08] moves along I think that the city staff [1:48:09] is another we should be speaking to [1:48:11] directly because there aren't people on [1:48:12] the ground every day picking up trash [1:48:14] when we decided to install additional [1:48:17] trash cans through um to show love where [1:48:19] you live initiative I actually met with [1:48:21] them asked them about the size the [1:48:22] weight all of that and also to get their [1:48:25] input and also let them know that [1:48:27] there's going to be more trash cans for [1:48:28] you to pick up right you know because [1:48:30] that was important so I I think the [1:48:31] people who are do this work every single [1:48:34] day should not only be informed but [1:48:37] included making sure that they you know [1:48:40] that the plan is a plan that works for [1:48:42] everybody that's a really good point [1:48:44] absolutely [1:48:51] the [1:48:53] you know it seems simple to just get [1:48:54] people to do the basic things but it's a [1:48:57] far more complex [1:49:00] and it's much like the speeding it's how [1:49:03] do you educate people how do you get a [1:49:06] shift in the social Norm where people [1:49:09] modify their behavior a little bit so I [1:49:12] think this is all good [1:49:14] it's an ongoing process [1:49:17] you can look to continue to have [1:49:19] discussions how do we implement it how [1:49:21] do we actually get people to play by the [1:49:23] rules [1:49:25] any further discussion I guess at this [1:49:28] point I would just ask that if folks [1:49:29] would take a look at it um and give us [1:49:32] some feedback and I think your comments [1:49:35] in terms of obviously [1:49:36] um [1:49:38] talking to other folks boots on the [1:49:40] ground uh those are those are very good [1:49:42] suggestions [1:49:44] Mr Farley yeah I would just add that [1:49:46] what I really like about Laura Sawyer is [1:49:48] that there's different components on [1:49:49] here so and really the components can [1:49:52] operate independently if need be right [1:49:56] so like if we like as far as law [1:49:57] enforcement if there's some other [1:49:59] considerations that have to be made and [1:50:01] you know there might be some red tape [1:50:02] there you know there's still that [1:50:04] educational component there's still [1:50:05] there's you know there's some signage [1:50:07] and things that can you know kind of [1:50:09] lend itself up so they you know work [1:50:12] interopectively that way but they can [1:50:13] operate independently as we problem [1:50:15] shoot through a [1:50:17] so I appreciated
