Broadway not being used by the city Mr [10:02] McCarty [10:04] thank you Mr chairman this is a parcel [10:07] that the city had entered into a lease [10:12] agreement with the adjacent property [10:14] owner [10:15] uh subsequent to that they never [10:18] actually exercised that it was an option [10:22] to rent it subsequent to that working [10:25] with metroplexies and offer planning the [10:27] building and are looking to acquire this [10:31] parcel for parking [10:34] uh for the expanded business and because [10:38] this is a paper Street it would actually [10:40] require a an abandonment process and [10:45] have our ability to sell it to the [10:47] property owner and that Mr Gillen has [10:50] detailed most of that out in the [10:52] narrative it was presented to the [10:54] council and I'm available and Mr Wrong [10:56] and Mr Billington who has any specific [10:58] questions [11:00] any question on this [11:06] so does this impact any other businesses [11:09] or anything that's being used for in any [11:11] way currently [11:16] [Music] [11:34] um [11:38] so [11:42] um [11:43] this is a point so the Metroplex has [11:45] brought this for looking at it we have together an actual survey with the [11:56] meets and balance of the area that was [11:57] described in the figure that will be [11:59] part of the public hearing I would [12:01] believe that maybe the figure wouldn't [12:03] be but this figure would be we would [12:05] need to know what we're exactly we're [12:06] abandoning the size but we have that but [12:09] with the meats and balance then we would [12:10] abandon that officially after the public [12:13] hearing the city would abandon it and [12:15] then it would be on who Mr coldview [12:17] would then sell that parcel to uh since [12:22] multi-stop okay [12:24] um thank you multi-step there has to be [12:26] a call for a public hearing to abandon [12:27] and then separately uh resolution [12:30] authorizing the sale once once it's been [12:33] abandoned there'll be a section block a [12:35] lot identified for this abandoned parcel [12:38] and then a resolution authorizing the [12:40] sale [12:41] I don't know the time table on the [12:44] public hearing because we're obviously [12:46] with the meets and Bounds in the survey [12:48] ready to go for that area that portion [12:51] is going to be you don't have it at that [12:52] I lost no we don't have we don't have it [12:55] yet [12:57] I think this was that this was more of a [13:00] discussion purpose to make sure that [13:01] we're right that's it right so it'll [13:57] the building and it's vacant out you can [14:00] buy it create 12 jobs they need a little [14:03] more parking there's parking behind the [14:04] building but they're they want to buy [14:06] this little tiny paper street from the [14:08] city 0.15 Acres that the council had [14:11] agreed to lease previously to another [14:12] company that was looking at the building [14:14] and chose not to go forward it's going [14:17] to bring contractors and activity to the [14:19] city create sales tax it's a great [14:22] matchup with Marcella's next door you go [14:24] buy a new uh dishwasher you go over and [14:27] get your plumbing fixtures right next [14:28] door great company great history they're [14:31] excited you've come to Schenectady so [14:33] we're really trying to get the sense of [14:35] the council tonight that your sport this [14:37] so the company can go forward get the [14:39] copy of a contract and start moving [14:41] toward the sale and that's why it's so [14:43] important for us to be here tonight and [14:45] get your sense get the sense of the [14:47] council that we can go through this [14:48] multi-step process as the mayor and [14:51] Chris and Andrew have outlined we have [14:52] to abandon and then we have to have a [14:55] public hearing and surveyed property [14:58] identify the parcel and then add that [15:01] parcel to the 588 Broadway Bar so the 0.15 acres is next to state-owned [15:07] property at the end of Van geisley the [15:10] state will continue to own that FW Webb [15:13] will give them an easement that'll allow [15:15] people who want to pull in and turn [15:16] around and make guys like to do so so [15:19] there's no issues there and also the [15:21] state needs that access to get onto the [15:22] bridge to do maintenance under the [15:25] bridge so it's really the small parcel [15:27] the stable retained ownership of the [15:29] majority of that cul-de-sac for [15:32] turnarounds and other things so we just [15:34] appreciate everyone kind of laying out [15:37] the welcome mat tonight for FW web to [15:39] take over our vacant building and come [15:41] to Schenectady thank you [15:45] emotions were Schenectady country related [19:09] to digital repairs [19:14] Schenectady County currently provides [19:15] the city with mechanical repair and [19:18] preventive maintenance services for City [19:21] Vehicles not all vehicles but a good [19:25] number of vehicles that we can't do [19:27] in-house [19:28] the agreement currently between the [19:30] county and the city is out of date we've [19:33] been working off a technically inspired [19:36] agreement under using the same terms [19:38] that we've been applying [19:41] the proposed agreement which there's a [19:44] copy attached to the materials requires [19:47] the city to pay [19:48] 58.72 cents per hour for work completed [19:51] that does account for not just the uh [19:56] the the waves of those County workers [19:58] but also you know the benefit the pro [20:01] rata share of the of the benefits that [20:04] they make [20:06] um there's also a we would be required [20:09] to pay for the actual part expense so if [20:12] we're you know getting parts installed [20:14] on our vehicles we'd be paying just you [20:16] know exactly what the County's paying [20:18] there's a five percent disposal charge [20:20] on a 1.5 percent Vehicles charge and [20:23] there's a proportionate share of [20:24] overhead expenditures [20:26] um Anthony the mayor Paul Lafond and I [20:30] met with the county on a number of [20:32] occasions to negotiate the terms of this [20:35] from a finance perspective [20:39] um Anthony is comfortable with the terms [20:42] of disagreement [20:44] from an operational standpoint all the [20:47] fun is comfortable with the terms of [20:48] disagreement this agreement [20:50] is technically we were trying to date it [20:53] to back when the the sales tax agreement [20:57] was going to take effect so going back [20:59] to December 1st of 2020 and would run [21:02] through November 30th 2028 which is the [21:04] term of that sales tax agreement and it [21:07] will continue on Beyond 2028 [21:10] um unlocks there's a 30 days notice [21:13] that's provided just so that we have [21:14] something in effect through that data [21:17] for some reason we haven't renegotiated [21:19] the terms and gotten approved by council [21:21] at that point as I said this has been [21:24] negotiated in multiple sessions [21:26] it provides a clear concise method [21:30] to be frank a fair way of dividing the [21:34] city's share of the work that the county [21:37] is doing on our behalf so I'm seeking [21:41] committee approval of this request for [21:44] the full council's consideration of a [21:47] resolution approving this agreement [21:50] foreign [22:01] so how are those things covered I mean [22:04] the towing you don't have to explain I I [22:06] get that [22:07] um but so all the other things like [22:10] welding or fabrication those kind of [22:11] services that are excluded under this [22:13] contract how we're getting that work [22:14] done [22:15] um I believe the Welding and Fabrication [22:17] we do in-house [22:19] operator of the general principles about [22:22] that for the last 20 years [22:25] yeah this is not so this portion of the [22:27] contract is not new that is the same [22:30] terms that were in there the last time [22:33] um you know there were certain things as [22:35] they said we negotiated you know to our [22:38] advantage [22:40] um the exclusion like for example the [22:43] golf course contract like we handled [22:46] that through our vendor if we can't do [22:48] it in-house [22:50] um we handle the towing obviously you [22:53] know through [22:55] um private contractors [22:57] um the paint work body work [23:00] we do a lot of that through outside [23:04] um privates [23:06] companies if necessary a lot of that [23:10] would happen through our insurance [23:11] company if we're having to have body [23:12] work done because that would generally [23:14] mean that there was a an accident [23:17] um [23:20] as I mentioned the Welding and [23:22] Fabrication we do in-house [23:24] and then reporting of accidents that's [23:26] something that is required of our staff [23:29] if they get into an accident [23:31] is there any vendor locally that we do [23:33] I've seen police cars at a lot of them [23:35] at one time and um at a particular [23:39] um garage so are there outside vendors [23:41] that are doing workforces as well on [23:43] police cars [23:44] um I don't know exactly who's doing it [23:47] um I know I think in the past we may [23:49] have used Auto Solutions at one point [23:52] um I I wouldn't be the the resource to [23:54] tell you where our police cars are going [23:56] if if in fact there's an accident I [23:59] believe we may still be using Auto [24:01] Solutions in some fashion if there is an [24:05] issue but obviously you know we have to [24:07] follow the purchasing policy and if it's [24:10] the insurance company that comes into [24:12] play we go through the insurance company [24:13] and that has happened [24:16] so if I could just um have a like [24:18] listing of where we get the other work [24:20] done [24:21] you don't have to do it right now you [24:23] can just share the list [24:26] and they can't afford but all those [24:28] Solutions and the place I have a [24:31] ball-time roadway to take care of all [24:32] the lights the sirens and all bear with me on this this is a new uh [29:21] thing for me as in my 10 years we have [29:24] not looked at the feasibility of [29:26] investigating paper Street I would like [29:28] to start just by kind of reading what I [29:30] wrote here so Revere as new is a paper [29:32] streak it's approximately 730 feet long [29:34] 60 feet wide located between Rosa Road [29:37] and Sheridan Avenue the city of [29:39] Schenectady is comprised of numerous [29:40] paper streets which are established [29:42] during the city's expansion while the [29:44] majority of the paper streets in the [29:45] city have been formally developed there [29:46] are several that still exist scattered [29:48] throughout the city these paper streets [29:51] are owned by the city similar to visibly [29:52] constructed public roadways of Arts but [29:55] are often undeveloped in wooded areas so [29:57] that's what we have with regard to [29:59] Revere Avenue the owners of several [30:04] properties their team to be exact are [30:06] petitioning the city as per section c of the city's Charter to have this [30:13] area investigated for establishment as [30:15] they only several parcels and that's [30:16] right now they are unusable the owners [30:20] of the parcel are here they have owned [30:23] them as it says in this in their letter [30:24] for several years of paying taxes on [30:27] them the parcels are without Revere [30:30] having to establish landlocked and on [30:33] such an unusable [30:35] and they're looking for the city council [30:37] to authorize myself to investigate the [30:41] feasibility of establishing this roadway [30:43] so that they may look to develop the [30:45] parcels [30:46] um do you mind speaking on your behalf [30:49] for a second I would appreciate it just [30:50] about what we've gone through unless if [30:52] you don't feel comfortable with that [30:54] um [30:56] well you have a a letter that I do right [31:00] here in the council housing as well I [31:01] just wanted to put a a base for the uh [31:06] my name is Brian Carver my wife actually [31:09] owns the property uh the property has [31:12] been owned by the family her father [31:15] started purchasing this property and the [31:17] I believe it was the late 50s early 60s [31:20] and over that period of time we were [31:24] looking at various you know development [31:27] projects and what we found is we applied [31:31] for a change of uh zoning there because [31:34] it was owned a single family which [31:36] didn't make that much sense anyways [31:38] because it's surrounded by apartment [31:40] complexes [31:42] so what we did is we were talking you [31:45] know we had some people that were [31:46] interested in developing the property [31:48] and we started taking a look at it and [31:51] there's there's some conditions there [31:54] that need to be addressed you know that [31:56] uh [31:57] are really you know federal regulations [32:00] and that's why we wanted that we've [32:03] asked the city to investigate the [32:05] feasibility of installing you know [32:07] putting the street in whether it can be [32:08] done or whether it can't be done [32:14] and just as a history I mean when the property was transferred back [32:20] in Germany a while back in around 2010 [32:24] yeah we did [32:26] deal with the assessor at the time and [32:28] the problem you know property was [32:30] established at a certain value coming to [32:32] work best building lots and we're [32:34] finding out right now that you know [32:36] there are some things that need to be [32:37] taken care of the system is indeed they [32:40] are actually going to be you know [32:42] classified as building lots and that's [32:44] why we asked the you know the city to [32:46] investigate this and to put the street [32:48] in we do have people that are interested [32:51] in you know putting the apartments in [32:53] there that we were talking about so as this is new as per the city's [33:00] Charter we are you know he has [33:03] petitioned the city he does [33:05] um they I apologize they own [33:08] a majority of Frontage on as per the [33:10] charger uh and it comes to the city [33:13] council the one point I will uh make an [33:17] emphasis is why we have the property [33:18] owner in the the room with us is as it [33:21] comes to feed typically similar to a [33:25] sidewalk assessment the costs of what [33:27] the city incurs are assessed onto the [33:29] property owners via Frontage [33:33] um I think in the letter it talks about [33:35] these unusable parcels and the property [33:37] owners have already spent to date in [33:40] excess of a hundred thousand dollars in [33:42] taxes so I believe what their request [33:45] would be is that the city go forward [33:48] with uh [33:51] absorbing the costs on the idea that [33:54] they have already paid so much money in [33:57] excess of the taxes that they have for [33:59] you know they haven't gotten anything [34:00] they don't have sewer or water or any [34:02] kind of access to the parcels they are [34:04] paying their taxes and I think that they [34:06] would like that so that's something that [34:08] the council from a perspective is if we [34:11] want to go forward as part of this and [34:13] assess the owner here I don't know how [34:16] that conversation occurs I don't know if [34:17] that's for the law department or how [34:19] that actually works but I think that is [34:23] um something that they would the [34:24] property owners would want to be aware [34:26] of how that would work and the costs so [34:29] that's why this is more of a kind of a [34:31] discussion we have people here and how [34:32] we would like to go forward with [34:33] something like this [34:37] so what are we talking about in terms of [34:40] costly I don't have a lot of idea right [34:44] now given the size um what we're going [34:46] to do I haven't established a project [34:49] such as this and we were talking about a [34:51] lot of Baseline I don't know if we're [34:54] you know possibly a survey to establish [34:56] all the limits some flagging out there [34:58] which has been previously done a little [35:00] bit and then uh you know so we want to [35:02] understand there is a great change and [35:05] what our options are going forward you [35:08] know one of the things that we want to [35:09] make sure is just [35:12] how possible it is to go forward what [35:15] are our options one of the things we [35:16] have talked about uh casually as is that [35:19] does the road go through the property or [35:21] does it have to stop are the lots going [35:23] to be most likely merged is a part of [35:26] this right away going to be abandoned [35:27] like we talked about previously and then [35:30] sold for the betterment of the [35:31] development there's a lot of there's a [35:34] lot that could happen and then at the [35:36] end of the day if somehow the [35:37] feasibility is that it cannot be [35:40] developed then what is that step because [35:43] then what we have are numerous private [35:46] Parcels is outlined as the tax maps that [35:48] are undevelopable and so you know [35:51] there's really very limited use of [35:53] having a park in that area it's that [35:54] kind of conversation then what do we do [35:56] and how does the homeowners and their [35:58] properties fit into this is you know we [36:00] don't have a lot of properties that are [36:01] similar where it's numerous properties [36:03] that have no access we had situations [36:06] like this in Woodlawn by the Woodlawn [36:09] preserve and as part of Steve [36:11] strickman's kind of last [36:12] we did we Consolidated and tried to take [36:15] as many and just expand the park but [36:17] this isn't adjacent to really any major [36:19] Park so it's a little complex in how we [36:22] deal with it I'm not saying we can't do [36:23] it but [36:25] uh part of this I need to you know have [36:26] some buying from the council [36:30] so the what you're asking us for tonight [36:33] is just to be able to have you be able [36:35] to move ahead with exploring the [36:37] feasibility of how this can happen and [36:39] then you'd probably come back to us I [36:41] could come back with your costs yeah [36:42] like I said this is a new process so if [36:44] you are authorizing and you're [36:46] comfortable with going down this road uh [36:48] I can talk with you know I have numerous [36:50] firms on a retainer about getting some [36:52] costs about what it would be to do and [36:53] then I can bring those costs back to you [36:55] and we can discuss that I just wanted to [36:58] make sure that [37:00] um you know we're being transparent with [37:02] the costs and the process and I believe [37:05] you know and once again you can speak [37:07] more to this if you want as a property [37:08] owner right I don't believe the idea is [37:10] that this would be assessed to them I [37:12] don't know what your investment would be [37:14] into the parcels that's kind of what I [37:16] invited the property owners this weekend [37:18] I never have but typically if this was [37:21] you know [37:22] 1890 we're developing a Street in the [37:25] city that they're the owners of that [37:27] property all of them were petitioned we [37:29] would build the street put in the [37:30] utilities sidewalks and just like we [37:33] would put them on their tax rolls and [37:35] they would pay an assessment for that [37:37] work to be done which is very similar to [37:39] the sidewalk program gotcha and I'd also [37:42] have to work with Mr Colden in them on [37:45] the property owners that are not [37:48] necessarily adjacent because also as per [37:51] the sidewalk assessment if the majority [37:54] do sign up it is assessed to those that [37:57] even did not sign on so that could be [38:00] the case in this situation so there [38:03] could be a cost sharing by people that [38:04] don't even know that we're having this [38:06] conversation right now [38:08] just to clarify the threshold under the [38:11] city Charter that Mr Wallen
