[14:57] before that game and then I was [15:07] like I'm not positioned [15:14] look at that handsome man over there [15:17] my friends [15:25] foreign [15:26] [Music] [15:46] I'm sorry for that but I can't help you [15:48] right now [15:51] we gotta go we gotta go [16:05] [Music] [16:06] I was like uh that's not gonna happen [16:13] [Music] [16:49] to do [16:51] anything else [17:17] [Music] [17:25] between um [17:58] foreign [18:14] [Music] [18:37] um [18:39] yeah I didn't answer the phones [18:41] that's right so I didn't pick it up but [18:43] we'll check your voicemail oh really [18:45] yeah it's not pretty but I did send it I [18:47] sent it to Eric [18:48] um Clifford at the mayor's um [18:54] oh voicemail you got one too today [19:03] no it's like every other word [19:06] [Music] [19:09] he's just he's upsetting [19:12] City Hall has blocked his number and [19:15] won't take his calls it's it's [19:18] crazy [19:20] [Music] [19:22] did you get it no okay the creepiest one [19:26] here [19:32] we got it [19:37] oops [19:39] okay [19:41] good evening everyone I would like to [19:43] call the finance committee to order and [19:46] we will go in for a second [19:48] budget hearing and this evening we're [19:50] dealing with general service and that's [19:52] including code straight it's known as [19:54] Property Management Facility parks and [19:57] all the ways [19:58] collection disposal recycling water [20:01] silver gold and capital budget [20:05] this evening we can start with salt and [20:10] get these two young men out for here [20:13] [Music] [20:14] so we'll do golf and then we'll go back [20:17] to our regular [20:20] thank you [20:25] so so we don't have to be on [20:28] um [20:34] [Music] [20:37] thank you [20:41] foreign [21:00] [Music] [21:15] thank you [21:23] there it goes [21:26] now you can start while I'm handing a [21:28] lot of Tomorrow well let me just start a [21:29] quick one review [21:32] [Music] [21:35] fund this year is increased by 141 167 [21:40] plus 11 increase uh one of the increases [21:43] though is actually a an increase of [21:48] offer money into the general fund we're [21:51] actually going from 151 000 to 164 000 [21:54] so it's part of the reviews of course [21:57] that it's also wages and of course [21:59] supplies and I think you guys want to [22:01] speak about that uh going through here I [22:03] think [22:08] so I should note real quick that that [22:12] going into you know this year [22:14] you know we're having a record here just [22:16] because the weather has been so [22:18] unbelievable [22:19] of course now we're starting to get a [22:21] little more we're getting all the rain [22:22] that we missed all summer the last [22:24] couple weeks [22:26] um [22:27] it's pretty incredible we've exceeded [22:29] our our Revenue totals in just about [22:31] every statistical category for the 2022 [22:34] adaptive budget and doing so well that [22:36] we would actually pretty pretty close to [22:38] exceeding the 2023 Revenue [22:41] uh adopted budget lines so [22:45] um [22:45] it's been a pretty exciting year [22:48] we expect that Trend to continue next [22:50] year I mean obviously it's all weather [22:53] kind of dependent I mean I can't imagine [22:56] that we're going to get another summer [22:57] but the one we had this year where it [23:00] was just 80 degrees and no rain in sight [23:03] every single day [23:04] it was pretty amazing so we do expect to [23:08] get [23:10] that change for sure so [23:13] um [23:14] we did raise our green speed totals this [23:18] year [23:19] in terms of um we raise the fees in both [23:23] the season pass and the regular daily [23:25] fees [23:26] and I don't anticipate that happening [23:28] anymore I've gotten this next year we [23:31] are exploring a new carp Fleet as you [23:34] know we presented that to you when we [23:36] ordered the bit to the Yamaha [23:39] or wmb Golf Cars so we're moving forth [23:42] with doing a lithium [23:45] electric car Fleet and to offset those [23:49] expenses because they are going to go up [23:50] we're going to most likely to raise the [23:52] car key totals at and of course when [23:54] that time comes we'll bring that [23:55] proposal to you as well so we do expect [23:57] the cart revenues to to jump a little [23:59] bit as well [24:01] but if you have questions [24:04] feel free to just jump right out and ask [24:08] yeah I guess John would you like to go [24:10] through the lights or do you just like [24:12] not perfect [24:14] we'll just go through um [24:17] so that we have everybody on the same [24:19] page let's go to a special recreational [24:21] facility [24:23] like one [24:27] are there any questions [24:29] [Music] [24:33] page two [24:42] go ahead please increase service to [24:46] fifteen thousand dollars CR and 7180404 [24:50] [Music] [25:08] we did that last year but we did it as a [25:12] I came to the council uh with a request [25:15] out of budget after the budget [25:17] um this is a arborist that actually [25:19] comes and performs select tree trimming [25:21] he supplements Mike so this is not a [25:25] large scale trimming where we come and [25:26] take the trees down this is he comes in [25:28] he prunes all the Deadwood off of some [25:30] of the Oaks that we have this was Matt [25:33] can tell you how successful it was this [25:35] year and so they asked if we could put [25:38] it in for the following year so I'm [25:40] sorry yeah that is the increase of 15 [25:42] because that's what the tree trimming [25:43] costs us this year and he does it on a [25:46] hourly basis so uh you know we send [25:49] loose on the course Mike is in support [25:51] so he really he climbs the trees Cuts [25:54] everything Mike picks it up and does it [25:56] and they uh and they it was it's been [25:58] great so that is the increase for the [26:01] fees for service lineup [26:05] any other questions [26:08] go ahead please anyway I'd also be the [26:11] same justification for cr7180433 [26:19] okay so the 433 that is our fertilized [26:22] pesticides and seeds and uh I know Mike [26:26] isn't here but Paul is here and I'm sure [26:28] he'll be able to tell you uh seed prices [26:29] of double fertilizer prices are up [26:32] almost 33 percent and we are [26:35] anticipating like you know you're gonna [26:37] hear from me in a minute about costs [26:39] going up is that we're trying to really [26:41] hedge our bets and not have to [26:43] um but all of our chemicals and Seed [26:45] costs are are hugely inflated right now [26:48] hmm [26:50] so I think that's a good time to just [26:53] mention [26:54] um that it's on this page [26:56] um I'll just kind of jump ahead to [26:58] something a little quick I handed out [26:59] some colorful things [27:01] um the first legal size document color [27:04] that has to do with revenues I just [27:06] wanted to show the council uh the [27:09] revenues for the course over since 2009 [27:12] this is a document we've been putting [27:14] together a couple of things I just [27:16] wanted to point out is I did add on here [27:19] I don't mean it to be boastful for me [27:20] and Matt but I added our timeline when [27:23] we all started here myself and Matt and [27:25] one of the things too I wanted to point [27:27] out was Anthony can attest to this there [27:29] is a reason 2009 10 11 12 you'll notice [27:32] a lot of dashes is that one of my goals [27:36] after taking over as a course manager [27:39] was to increase the transparency in our [27:42] numbers so what ended up happening is [27:45] you'll see like Golf Course fees there [27:47] was a lot of everything just piled into [27:48] golf courses community so it was very [27:51] hard to tell how the course was doing [27:52] what was happening so working with [27:55] Finance we started breaking out and this [27:58] was when Anthony was actually the deputy [27:59] Finance commissioner him and I started [28:01] working on this so that's why you'll [28:03] kind of see the numbers are smaller and [28:06] then also there's more numbers is [28:08] because we started breaking things out [28:09] for clarity and that's the revenue so [28:11] you see that like Matt was talking about [28:14] whether it's a huge factor for us but [28:16] you'll see that we've shown steady [28:18] progress all the way up to now and then [28:20] on the bottom according to our financial [28:22] data we're at one three seven four [28:24] million dollars which would be a new [28:26] record and we're still have well [28:29] everything five weeks yeah maybe four to [28:31] five weeks okay so really every day that [28:35] we take Revenue it is a new record right [28:38] now that's great they're not going to [28:39] Europe [28:40] and uh the other document so this is the revenues the other document I just [28:46] wanted to share is I find this very [28:48] useful this color document here [28:52] Mike cesny our golf tour superintendent [28:54] who was phenomenal and it is part of the [28:56] reason that we're just so revered right [28:58] now [28:59] um he passed on to me some golf course [29:01] superintendent magazines and years ago [29:03] one of the things that was depicted in [29:06] that magazine is [29:08] what is the cost to maintain your course [29:11] all right it's a superintendent magazine [29:14] so it was how do you stack up the [29:16] problem is if you were to look at this [29:19] you have no idea I'm I kind of do you [29:24] would have no idea what it costs to [29:25] maintain the course so what I did is I [29:28] put this breakout together years ago and [29:30] I do it every year so if you're on the [29:31] council next year you're going to [29:32] interview say the same thing what this [29:34] is is this is a color-coded breakdown of [29:37] the courses expenses so revenues or [29:40] revenues they're pretty straightforward [29:42] and those colors correspond to our [29:45] revenues here [29:46] on the second page but where the value [29:49] really is is when you get into the next [29:51] pages with these Blues Reds and uh [29:54] you'll be able to tell that [29:56] the breakdown of the course is [29:58] approximately 46 or 650 000 goes towards [30:04] that's end of the course operations [30:07] um the carp Fleet Management and power [30:10] things like that so that's you know what [30:12] almost you would consider overhead but [30:14] it's much more than overhead and the [30:16] superintendent in his cost to actually [30:18] maintain the course of keep it as [30:19] beautiful it is that's 525 000 or 37 of [30:23] reflection and then 16 go to you know [30:27] what we put into our own coffers or [30:29] Capital fund or you know important but [30:31] we put back in the general fund every [30:33] year this year you know we're looking at [30:34] 164 000 back in the general fund [30:38] um so this really I feel helps people [30:41] understand how the golf course is [30:43] actually managed where the money's going [30:45] so that if someone were to ask you know [30:47] what how much does it cost to keep the [30:49] course [30:50] looking like it does it's 525 [30:54] 000 37 of all of our revenues [30:56] um it's just a good number to have and [30:58] they said that in that magazine that [30:59] every Court should know what it costs to [31:02] maintain that that's great so that's [31:04] what these are uh coated up against each [31:06] other now the red one is what I wanted [31:08] to talk with you about [31:09] um you know I put this budget together [31:11] with Matt in June in mainly June [31:15] um I would like to request to increase [31:17] fuel oil and grease uh we we decreased [31:21] it a little bit [31:22] um from 20 to 10. I'd like to [31:24] reestablish it at 20 because we are [31:27] seeing just our our bills are going up [31:30] and not down and so I'd like to maintain [31:32] that at 20 and not reduce it to 10. and [31:35] that is one [31:38] 7180 470. [31:42] uh yes 71.84-70 [31:45] . I did speak with Mr Ferrari about this [31:47] before the meeting [31:56] so we changed that from 10 to 20. so you [31:59] want that I would like to put it back [32:03] [Music] [32:10] one of the reasons too is that we were [32:12] expecting that spot [32:14] to collect your cards okay the cost of [32:18] fuel is done correct yeah so so even [32:22] though we're cutting it it's still going [32:23] to cost us the same at 20 grand foreign [32:35] term savings though right [32:43] [Music] [32:44] any question on that [32:48] go ahead I think it's appropriate [32:50] especially for the sake of transparency [32:52] I know it's all particle funding we as a [32:54] council a lot of it to put a portion of [32:57] that to an irrigation system would you [32:59] mind just expanding on how that affects [33:01] portion of the budget positivity [33:06] well certainly gonna the water is going [33:08] to be certainly allocated much more [33:09] evenly [33:10] and [33:11] it's going to be less labor intensive [33:13] how that's going to break out in terms [33:15] of Mike's costs I'm not quite sure yet [33:18] um [33:19] he's going to be able to do things on [33:20] the golf course they normally can't get [33:22] to because he's [33:23] so dedicated to doing the irrigation [33:25] system the way it is now so just to give [33:27] you an example the current system is a [33:29] single row manual system [33:31] so in the height of summer when it's 90 [33:34] degrees and he's out there watering he's [33:36] not just watering to get water into the [33:38] ground he's trying to keep his place [33:39] alive right so they literally have to go [33:42] out and take a head and I think [33:45] some of you were here when he did that [33:47] demonstration but he literally takes the [33:49] head and puts it into a coupler and puts [33:50] it in and they go so he can irrigate a [33:53] hole and a half whereas if the other [33:55] Golf Course can do their entire facility [33:57] at once so you can see how time time [34:00] consuming that can be [34:02] if the regular system is going he's [34:04] doing it at night so when he comes in [34:06] it's already irrigated he doesn't have [34:07] to do it so now that he can attend to [34:09] the finer details [34:12] paying attention to the more of the [34:13] Landscaping beds making the course a [34:15] little more pristine in that area so I'm [34:18] not really sure yet just how the cost [34:19] breakdown is going to be for water I [34:21] don't know how much we're going to say [34:22] the water maybe to marry you might the [34:24] other tractor that is we're not going to [34:27] see the full savings until 24 you know [34:32] we're mapping out a [34:33] fairly aggressive timeline [34:36] to put it in 23 [34:39] I'm still skeptical in some of these [34:41] contracts with supply issues and [34:44] actually being able to implement it so [34:47] that we're going to get it in is Matt's [34:51] outlined who's going to be a shift in [34:54] resources is there a point where we go [34:57] back and actually reduce the expenses of [34:59] the maintenance or do we reallocate some [35:02] of the manpower to do uh [35:05] some of the finer work that isn't [35:07] getting done now [35:08] and it's just [35:10] approaching some of the fluid situation [35:13] where sitting here tonight you can't [35:15] make uh [35:16] firm recommendations or decisions [35:20] the the other thing to point out is [35:23] you know Matt and I had a conversation [35:25] just before this meeting about it one of [35:27] the things that I would say is one of [35:29] our biggest concerns is actually Mike [35:32] and the day he decides to retire [35:34] Mike has been with the forest for I [35:36] believe almost 20 years yeah well over [35:39] and he knows the course he knows the [35:41] manual system and he's prepared to work [35:44] on it he has a lot of you know intrinsic [35:46] knowledge because of that [35:48] um we are trying to find error parents [35:50] who are trying to find people that you [35:51] know be able to do something but the [35:54] system is extremely difficult to work on [35:56] when we did put out an RFP two years ago [35:59] as per our purchasing code as we did get [36:01] replies one of the biggest uh complaints [36:04] was about the system and about how [36:06] cumbersome it would be for someone to [36:08] learn it this new system is being [36:10] totally automated GPS into a computer [36:13] program and available on a mobile app it [36:16] will be available to more people to be [36:20] able to understand it than the original [36:22] system so if it does set us up for even [36:24] more savings and efficiencies in the [36:28] future because right now if we were to [36:30] have someone not like come onto our [36:32] course the learning curve would be [36:34] very Steep and they they may have they [36:37] may struggle with it the amount of money [36:38] time that they put into turning on the [36:40] battles in the summertime is is a lot so [36:44] you know I don't know how long it's [36:45] going to be there but this is hopefully [36:47] helping us in the future when he is not [36:49] there with the mapping system because [36:51] the new system when we have a ribbon [36:53] cutting here it's going to be impressive [36:54] it's going to be a really great system [36:56] the technology nowadays is incredible [36:58] like you can literally see on your phone [37:00] and it'll give you every single [37:02] sprinkler head on your phone so if one's [37:05] not operation it'll tell you that this [37:07] isn't performing up to standards and you [37:10] can you can say I want to put one [37:12] sprinkler head on the 15th grain and run [37:14] just slowly that head [37:16] and you can do it right from your phone [37:17] it's it's pretty impressive so but we'll be able to water every square inch [37:21] of that Golf Course evenly [37:23] and use less water which is the best [37:25] part thank you [37:30] yes sorry I'm looking at them [37:33] um the carts [37:35] um I think we spoke to the Yamaha guy at [37:38] the EV Fair [37:40] um [37:41] right and um he wasn't really sure about [37:44] the timing on when we might get the [37:46] carts even because of some of the supply [37:48] issues right so I don't know if you have [37:49] a update [37:51] um yeah so I mean he's confident that we [37:54] should be able to have him by the time [37:55] we get our order in but we currently [37:58] have the fleet existing in our cart Barn [38:02] that if they don't they're if they're [38:04] not into the supplies on that timeline [38:06] we will still be able to use the ones [38:08] that we have so it's not like we're [38:09] going to be left with nothing [38:12] um but uh he's pretty confident that [38:14] we'll get the fleet that we want and if [38:16] we don't it might be pushed back a month [38:18] or two [38:19] absolutely but at least we have that [38:22] fall back [38:25] so I think it's worth mentioning that [38:27] this might be a really great opportunity [38:30] um for you know the youth employment uh [38:34] program that the mayor performance was [38:35] talking about this gentleman who's been [38:37] dedicated basically it's entire life to [38:39] uh to the golf course if we want to look [38:41] at something that's sustainable I think [38:43] that this would be a really good [38:45] opportunity and it's just something we [38:46] should think about I'm actually [38:48] um guardian of Forlani who sits at our [38:51] Golf Community as a president [38:53] golf committee he spoke with Jennifer [38:55] Lawrence from the seed Center yeah we're [38:58] going to be meeting with her next month [38:59] to kind of discuss what your describing [39:03] right now and how we can move forward [39:05] but we actually do uh the mayor brought [39:08] this to my attention a couple years ago [39:09] we actually do a pretty good employment [39:12] boost through Schenectady High School [39:13] and I've sent out flyers and [39:16] applications through the guidance [39:18] counselors over there and we've actually [39:20] got some great kids over the years [39:21] through Schenectady High and so it's [39:24] been a nice little channel for those [39:26] that have been interested [39:27] uh mentioned the scholarship that the [39:31] one young man yes yeah one of the [39:34] council meetings coming up pretty soon [39:35] we were going to present through the PJ [39:37] of America we're doing a scholarship [39:39] through uh uh when Ricardo gretley whose [39:42] father is a teacher at the high school [39:44] as well [39:45] um you know he assisted Us in trying to [39:48] do a life-saving uh individual that had [39:50] passed away he was one of our tournament [39:53] executive directors and he had a heart [39:55] attack on the golf course and [39:57] unfortunately we didn't get there in [39:58] time but it was pretty traumatic and for [40:01] a kid of his age to have to go through [40:03] that [40:04] you know I was you know it was tough and [40:06] you could tell that he was pretty shaken [40:07] about but the what he did that day went [40:10] above and beyond and pga's definitely [40:13] going to recognize him on that so they [40:14] are offering him a 2500 scholarship [40:17] uh I think he's going to Suny Albany [40:20] yeah [40:22] um great kid and he's been with us for [40:23] about five years [40:25] um and so we're gonna do you know a [40:28] formal presentation you know pretty soon [40:30] and I'll obviously get that in the [40:32] agenda Samantha I'll probably be [40:33] reaching out to you when we can get that [40:36] on the schedule [40:39] is the uh the new irrigation system [40:42] going to have some sort of connection [40:43] with the soil humidity [40:55] [Music] [40:58] yeah that would recommend that if it's [41:01] costs feasible to do that okay [41:06] any other questions [41:12] move to the next page are there any [41:14] questions employee benefits [41:17] or you want to set them out [41:22] so yeah they're pretty much steady old [41:25] vendors uh of course our social security [41:27] went up because uh [41:31] support [41:33] unemployment insurance is staying steady [41:36] we're right at that 27 70 year you know [41:39] at the end of the season for the [41:40] festival too [41:41] of dental and medical trying to keep it [41:45] as close possible [41:46] in our debt service you know we're uh [41:49] we're you know uh [41:50] the past few years we have not borrowed [41:53] money but using our fund balance to pay [41:56] for uh portions of the golf course and [41:59] that's why our debt service is [42:01] increasing as you see we have no no [42:04] bands or no bands for 2022 or 23 and we [42:08] have that at zero as you can see our [42:10] golf cart the new lease with that [42:12] company is going to be a little bit [42:14] higher that's what potentially happening [42:16] but again that's the reason why we were [42:19] thinking about increasing the owners [42:21] uh rates from the golf carts not the [42:24] golf course [42:27] again I'm just down here with the [42:28] transfers you can see uh we're going to [42:30] go from 151 to 164. transferring money [42:33] to the general fund [42:35] and our Capital Adventures is what you [42:38] know some of the plants that we've [42:39] planted what moved to Capital [42:42] foreign [42:50] [Music] [43:13] yes you're on there but we [43:15] yeah [43:17] well just because [43:20] I know people that play golf might be [43:23] interested in doing that [43:24] I'm sorry [43:27] because I know people that may want to [43:30] be interested in sure absolutely thank [43:33] you you have those names experience just [43:35] send them to me [43:36] okay let me know when you have the mini [43:38] golf committee then um [43:40] [Laughter] [43:43] do you bring your own equipment [43:47] foreign [43:58] but from what I'm told is that you know [44:01] we have this really really a great [44:03] course here as and I think that there's [44:05] nothing really comparable around me as [44:07] far as the most important courses are so [44:09] I was wondering did we consider possibly [44:11] raising the all of the fees there the kind of or [44:15] are we kind of like in that place of [44:17] where we're yeah [44:19] um earlier in the session I had actually [44:21] briefly mentioned that this year we [44:24] actually raised the season passes oh yes [44:27] and the daily key rates as well so I [44:29] don't think that we would [44:31] do that again yeah [44:33] um keep them steady and then bump up the [44:36] car fees just because we're going to [44:37] have not extra expense and need to [44:39] offset that you know but when you [44:41] compare our fees to other golf courses [44:43] we're still yeah yeah that's what I [44:45] would say that's right that's what I [44:47] that's one of them in my opinion that's [44:49] I think [44:50] a strong value is because what we offer [44:53] is such a great golf course but we're [44:55] still you know either at or below all [44:57] the other competitors so and I think a [44:59] lot of the players appreciate that and [45:01] when you actually show that you're doing [45:03] things to improve your course and then [45:05] you raise your fees I think players are [45:07] more apt to say okay I'll still play [45:09] that but if you just raise your fees [45:11] just because you say inflation and you [45:13] don't do anything right [45:15] so and that's one of the things we've [45:18] done over the last eight years is [45:19] something to be proud of we've done a [45:21] lot of work up there wouldn't you say [45:22] Anthony actually [45:24] the other thing is that if we take [45:27] messages saying okay all the fees very [45:29] seriously and we actually strategize [45:32] between myself and Matt and the mayor [45:34] bringing the golf Committee involved on [45:36] how we're going to do it and the [45:37] perceptions of it so last year we [45:39] decided you know was the conversation of [45:41] you know this is a good time to do it [45:43] we're trying to raise money for [45:45] irrigation we're trying to do these [45:46] things we haven't done it so we did a [45:48] significant one and we did get pushback [45:50] from season pass holders and people [45:51] about didn't need to but I'll tell you [45:55] man Matt can attest to the season pass [45:57] holders did come back because the value [45:59] is still there yeah I mean they were [46:02] upset about it but they did not [46:04] department and I'm not saying that [46:06] that's wrong or right I'm just saying [46:07] but the value is still there similarly [46:10] you know to Matt's point about when we [46:12] do something on a show we're going to [46:14] bring a new Fleet and it's going to be a [46:15] lithium I mean state-of-the-art Fleet of [46:18] cards you know we're going to bring it [46:21] up that bit to recoup that similarly [46:23] I'll just you know talk uh one of the [46:25] things that we have discussed that's not [46:27] proposed here but once again it's these [46:29] little things to try to help our help [46:30] without doing it is if you're looking at [46:33] the budget CR 71 8491. [46:40] [Music] [46:48] um so credit card fees are increasing um [46:51] we are seeing them just expose the use [46:54] of credit cards so one of the things [46:55] once again has been taught as a group [46:57] about is on the possibility of next year [47:00] on either instituting a fee and passing [47:03] those fees on or we've actually caught [47:05] Mr Mayor about using another vendor [47:08] whereas the fees are lower to try to [47:10] help ourselves lower that expense as you [47:14] say courses in the area are doing this [47:15] yes not only of course I think [47:16] restaurants [47:18] definitely it's just happening it's [47:20] become very popular now a lot of these [47:22] companies are coming in they're allowing [47:24] the business to apply the up charge so [47:28] if it's 14.81 cents [47:31] you know the 81 cents if that's the fee [47:33] that's occurred to put that back on the [47:34] customer [47:35] yeah instead of the credit card fee [47:38] going into the business [47:40] a couple companies uh about credit card [47:42] fees and I were looking at into exactly [47:45] that to try to lower the fees yeah and [47:49] to be fair to people we are working with [47:51] our concessionaire uh June news girl on [47:55] having her provide the clubhouse with an [47:58] ATM there is no current ATM it's a big [48:00] complaint that Matt gets we are working [48:02] with June and next season she will have [48:04] an ATM so that you know [48:07] I think we prefer less cash because it's [48:10] a little bit more honest to add the [48:11] credit card but I'm just trying to make [48:13] the point these are the things that [48:14] we're also trying to [48:15] you know keep the health of the the [48:17] budget alive and keep it going and these [48:20] little things we think are levels really [48:22] help [48:22] because you see you know the the costs [48:25] are just going up for those fees the [48:27] credit card fee we were to go back I [48:29] mean it was five thousand dollars you [48:31] know [48:33] that's crazy [48:35] but I think also too I realized uh at [48:38] the golf course there's about 90 90 [48:40] percent who's uh it's matters a lot yeah [48:44] hmm [48:47] any other questions before we move to [48:50] Capitol [48:54] okay [49:03] two things [49:05] there's a maintenance equipment and the [49:09] driving range netting and of course I [49:13] put into the irrigation system uh with [49:16] using article funds I just want to make [49:17] sure so that we you know I always know [49:19] that's there yeah and if you want to [49:22] talk about the driving range netting [49:24] well these points we're not borrowing [49:26] any money by the way we're going to be [49:28] using uh fun fun balance of reserves out [49:31] of the golf course to pay for these [49:33] again trying to uh not increase the debt [49:38] people [49:39] yeah so with the driving range netting [49:41] it's just more of a deterrent to stop [49:42] the golf balls from getting into the [49:44] woods if you ever get up there and you [49:46] look at the practice and raise uh it's [49:48] not a very big area from the actual tea [49:50] to where Route 7 is it's about 230 yards [49:54] so we [49:55] 've restricted to what uh equipment [49:58] players can use so to speak because [50:00] they'll be banging the golf balls out [50:01] into route seven and that could be a [50:05] potential problem but to the right [50:08] specifically there's a thick [50:11] Patrick Woods and a lot of the golf [50:14] balls are hidden there so um [50:17] I [50:18] just trying to retrieve those becomes [50:20] very very labor intensive there's going [50:22] to be thousands upon thousands of golf [50:24] balls in there but if we put a net up it [50:26] would at least block that from happening [50:29] um and probably save us in the expense [50:32] of having to get rainfalls every single [50:33] year and replace that [50:36] um but yeah I mean the next time you go [50:38] up there if you actually take a look and [50:39] see what I mean it's not a very big area [50:41] it is what it is we're kind of [50:43] landlocked in that regard in terms of [50:45] size but [50:47] um it is a nice range and people like to [50:49] use it to come in practice for a month [50:50] before it around but it would definitely [50:53] help in that regard and it's not really [50:54] a super high expense what we're looking [50:56] for right well no I put a round number [50:58] in there once I was working with cha [51:00] Sports again because this will have to [51:01] be good which is complex but to match [51:04] the point when we had a golf course [51:07] architect doing uh our investigation for [51:10] the of the Master's plan we asked him to [51:12] look at the ring and in [51:14] 2015 yeah 15 or 16. to be able to hit a [51:18] driver required netting in excess of [51:20] five hundred thousand dollars we're [51:21] talking 130 foot poles because even [51:25] though even myself or Matt even the [51:28] mayor can't hit over those Nets you have [51:30] to be able to prepare it for [51:32] 300 and [51:34] a 350 yard hitter and so they can't [51:37] design something without someone who [51:38] could hit over it and the cost was [51:40] excessive so just to put it in Matt has [51:42] been telling me about this [51:46] so what we're looking at is 40-foot [51:49] utility holes yeah um you know not not [51:52] big metal poles like you see a stadium [51:53] or Eagle Crest but you know utility [51:56] poles driven into the ground for The [51:58] netting system on them so that we're [52:00] catching 80 of the Wayward balls into [52:03] the woods and then we'll be able to [52:05] arrange pick them a lot easier because [52:07] when you go up there and look those [52:08] woods are like [52:10] and and they serve you know someone may [52:13] say what about taking them they serve as [52:14] protection for both of the 11th over [52:17] green and then we have the 12T so we [52:20] really want to leave the woods and we [52:22] just want to stop if he's when we go to [52:24] the range balls like [52:27] pretty good clip yeah you're not cheap [52:29] anymore either no no and you can't get [52:31] them that's another thing right it's a [52:34] bit more expensive and they're hard to [52:35] get and then equipment wise I'm talking [52:39] with Mike we're looking at the big thing [52:40] is uh you know possibly getting because [52:42] he was he's trying Mike like he's trying [52:45] to set us up for Success after him and [52:46] these conversations are actually taking [52:48] place is after he has gone what we may [52:51] need because we own equipment and right [52:53] now we are actually as part of our lease [52:56] agreement we pay Mike to come in and do [52:58] certain services and use his equipment [53:00] so we're going to try he's recommending [53:03] that we get a couple pieces of a deep [53:05] time aerator uh a new track with a fully [53:08] aerator and so and also a greens roller [53:11] our greens roller was bought 10 years [53:13] ago we use it all the time and it's [53:15] fantastic it's not a big machine but our [53:17] greens have never been better never yep [53:20] so some of the equipment we're looking [53:21] to purchase and that's likely we can get [53:24] it by 2024 [53:28] thank you [53:29] any questions [53:35] thank you guys thank you thank you very [53:38] much [53:39] thank you the presentation thank you [53:41] have a great evening yes good luck with [53:44] having the rest of the budget thank you [53:49] see you later [53:55] not looking good [54:01] we'll both do chords about page 41. [54:06] you get [54:07] yeah [54:08] he wants us to stay in a solution that's [54:11] fine [54:12] why does anybody want to leave [54:15] snacks we have no snacks [54:22] age 41. [54:24] so a total Court enforcement is up 121 [54:28] 146 about 920 250 [54:32] that increase that's mostly from [54:34] salaries I just want from one of the [54:37] things that we want to take with to say [54:40] right off the bat is the new employees [54:42] for 2023 uh Mr one wanted to set up as a [54:48] top of their grades at the grade six so [54:52] they all make the same money which would [54:53] be about 58 uh [54:57] 58. [54:59] 50 yeah 58040 all that step six is that [55:03] way uh they have a better competition [55:07] with the other municipalities other than [55:09] that actually leaving The Villages pay [55:11] more [55:14] [Music] [55:33] uh actually uh we have some exciting [55:37] things we've actually been able to hire [55:39] some some new employees uh to the [55:42] building department we we put five [55:45] employees on uh this year we have a six [55:49] one coming next week hopefully [55:52] um yeah [55:53] um and so that would be five officers [55:56] and one administrative staff [56:00] so uh we're getting the help we need [56:02] we've seen the turn you know since 2020 [56:05] I've had jobs posted uh you know that's [56:09] 2019. really uh you know and then Kobe [56:12] came and then there was a uh a big drop [56:15] off when we were getting anybody to [56:17] apply [56:19] um and it seems now we are getting some [56:21] applications in now and uh everybody's [56:25] local so let's say it could have been [56:27] playing we we also have a new uh [56:29] electrical inspector for the city [56:32] um uh Bobby Curtis a great employee [56:37] and uh our former employee has resigned [56:42] so we were able to fill that position [56:44] quite quickly [56:47] um code enforcement is going in a good [56:49] direction uh we're currently working [56:51] with uh municity to update our Software [56:56] System and our inspection system [56:59] and really had very detailed and uh [57:03] inspections uh above what other code [57:06] enforcement departments are doing out [57:08] there currently our inspections be far [57:11] superior to [57:13] most southern departments if not all [57:25] [Music] [57:29] so far this year [57:31] off of our rental inspections that [57:36] we we have brought that up uh you know [57:38] one what I got here is you know a [57:41] million thousands and uh you know to [57:44] bring the program around and get we're [57:46] getting a lot of uh voluntary compliance [57:49] for people to come in on the change of [57:51] occupancy which was which was a hard [57:54] turn to to get these people to come in [57:57] but for now we're really turn the corner [58:00] and have a great success [58:03] uh since you're talking about in terms [58:04] of foreign [58:15] [Music] [58:19] we've now got online permitting uh [58:22] through the city's website we're looking [58:24] to update that [58:26] um and get on board with a software [58:30] system that's called City squared it's [58:32] part it's part of Unicity so the [58:39] perfect consumer can get their permits [58:42] online and eventually be able to pay for [58:44] it without coming into City Hall so [58:46] that's that's the hope there we are [58:49] looking into [58:52] working on remote inspections and this [58:55] is something that uh [58:57] is you know since 2020 the state has [59:01] looked at you know how remote [59:03] inspections can be done like code [59:05] enforcement and so this is some things [59:07] that we're looking for in the future of [59:09] you know what that inspection may look [59:11] like and it's uh that's really at the [59:14] beginning stages we haven't entertained [59:18] any inspections at all about that at [59:20] this point but uh going forward it's [59:23] going to be [59:25] part of our program could you tell me [59:27] the name again of that city city Square [59:30] thank you [59:37] talk about Staffing are you a fully [59:39] staffed at this point no [59:41] um we've got eight Code Enforcement [59:44] Officers we've now filled the supervisor [59:46] position I came to you guys earlier this [59:48] year and asked for an amendment a budget [59:52] amendment for the full-time assistant [59:55] building inspector that that's now [59:57] filled [59:58] so I would need two code enforcement [1:00:03] officers [1:00:05] non-marfi and then we've got two that [1:00:08] are to fill for our so there's four [1:00:11] vacancies in code enforcement officers [1:00:14] and then one administrative staff of [1:00:17] Claire fillet position that's currently [1:00:19] available [1:00:21] hmm [1:00:25] yeah [1:00:27] excuse me and there's one there's a [1:00:33] principal code enforcement specialist is [1:00:37] currently open also excuse me [1:00:43] um [1:00:44] that was his position you know [1:00:47] so that that explains why the salary was [1:00:50] lowered to history at a level yes [1:00:53] yeah based on the steps that we've [1:00:56] dropped it back down to start raining [1:00:59] again yeah [1:01:01] on a question on the building inspector [1:01:04] the salary is dropping down to 83 500. [1:01:12] yeah [1:01:13] the job person is Randy housing so what [1:01:17] is the difference there well I mean I [1:01:20] wasn't aware that it was at 90 000 and I [1:01:23] believe we were supposed to be at 83.5 [1:01:26] Canada for us please [1:01:29] do you ever make a knife [1:01:37] is going to be [1:01:41] in moving it as a yes as a [1:01:45] commission Deputy Commission on the gas [1:01:48] and uh there's the new person [1:01:52] naively it will be naive we'll be [1:01:54] starting as a [1:01:58] building a building inspector yeah so um [1:02:02] the thought of bringing it back to [1:02:03] really the original spot where I took on [1:02:06] five years ago [1:02:09] um also now that there's an assistant [1:02:11] building inspector that's full-time some [1:02:13] of these duties can be [1:02:16] supervisors [1:02:24] [Music] [1:02:32] so then that will lead me to the next [1:02:34] page party to the other part-time staff [1:02:36] where you have 79 900 yeah so I've left [1:02:41] that in there as I've assisted [1:02:43] um a part-time assistant and inspector [1:02:47] um if we get to a level and we find some [1:02:50] talented diesel vectors actually train [1:02:52] our code enforcement officers and bring [1:02:54] in I'd like to have that money available [1:02:56] to [1:02:57] [Music] [1:02:58] um [1:02:58] for training purpose this year [1:03:00] absolutely [1:03:03] [Music] [1:03:06] I did a uh actually this week I had a [1:03:10] really talented uh code enforcement [1:03:12] officer Works in two different [1:03:13] municipalities [1:03:16] um Rensselaer and uh for red soy Bill [1:03:18] and [1:03:20] um selcook I believe you worked at um [1:03:23] you know that's really you know and he [1:03:26] just really didn't end up being a good [1:03:27] fit for maybe a trainer here in [1:03:31] you know in this program that I have [1:03:33] going on but uh that's the talent that [1:03:35] I'd really like to bring in somebody [1:03:36] that has uh you know 20 years of [1:03:39] experience uh maybe you haven't retired [1:03:41] from the state and you know really has a [1:03:44] passion for code enforcement [1:03:47] my my next question is um beats for [1:03:50] service you're dropping it to 25 000. [1:03:52] yeah so um uh I I it was set at 65 000 [1:03:58] last year or this current budget um I've [1:04:01] never spent that money I'm always [1:04:03] fiscally responsible I'd say the money [1:04:06] I've never gone higher than 25 [1:04:10] 000 in one year since I've been here [1:04:13] primarily I use that funds for [1:04:16] emergencies that happen around the city [1:04:19] to get [1:04:20] engineering firms and services on board [1:04:23] to to be advised and so [1:04:29] um usually Chase it which is turned over [1:04:32] to LaBella this year if they've done a [1:04:35] complete change and I've had great [1:04:37] success with them and [1:04:39] um [1:04:40] kind of run the contract around [1:04:45] go ahead so I'm looking down here it has [1:04:48] in-service training and could you tell [1:04:51] me how that's different from the [1:04:53] training that you were just talking [1:04:54] about [1:04:55] a moment ago around [1:04:58] to keep that [1:05:00] budget line open in order to uh train [1:05:03] the guys that you have now yep so any [1:05:05] service training we're reducing that um [1:05:09] currently [1:05:10] um [1:05:12] we have as I said [1:05:14] some of the older staff that was here we [1:05:17] have five new staff with that training [1:05:20] that we're going to have is a state mandated training that costs no money for the municipality the first [1:05:28] year is really going to be free [1:05:30] ongoing though [1:05:32] they will need a 24-hour in-service [1:05:35] training which [1:05:37] we have historically always paid for the [1:05:40] offices so this first year we're going [1:05:42] to see a benefit that we're not going to [1:05:44] have to spend that as much money as as [1:05:47] we get projected before [1:05:49] based on the Staffing levels [1:05:54] foreign [1:05:57] actually this this coming Monday [1:06:01] I'm bringing him on because the state [1:06:03] training starts actually on Monday so I [1:06:07] didn't want him to fall six months [1:06:09] behind my other four officers that I did [1:06:11] hire and keep them right on the on Pace [1:06:14] with everyone else [1:06:17] the the training for code enforcement in [1:06:20] the learning curve is loyal there's a [1:06:22] lot to know [1:06:24] and it's it you know we have 12 volumes [1:06:29] of Code Enforcement uh the books that [1:06:32] are you know thousands of pages thick [1:06:35] and it's it's these guys job to [1:06:39] find the right code cite the right code [1:06:42] we've seen this but we have the states [1:06:44] at that uh the the wedge weight building [1:06:46] right that my officers took the uh the [1:06:51] property site of the wrong code wasted a [1:06:54] lot of people's time you know really and [1:06:56] uh you know it's really the training to [1:06:59] get them the knowledge of really knowing [1:07:01] the proper violations to right and and [1:07:05] uh and and right in the right Manner and so that totally really worked on [1:07:11] we've just had a great success with that [1:07:15] building and now that's going to be [1:07:17] uh redeveloped and in a nice project [1:07:20] here in the city so [1:07:24] go ahead another question it's not [1:07:27] really about training but however maybe [1:07:28] causes [1:07:30] um the rules and guidelines are [1:07:33] so um in terms of Code Enforcement [1:07:35] Officers let's say let's say [1:07:37] specifically that there's a stock work [1:07:40] order or they go out and they see [1:07:42] somebody working who doesn't have um [1:07:44] to commit [1:07:46] so is there a discretion as to what they [1:07:50] could do with it or their hard and fast [1:07:51] rules and how that works so [1:07:54] um [1:07:56] there's absolute discretion in the [1:07:58] department and the way that we'd like to [1:08:01] handle it is we'd like to get the person [1:08:03] back in the office the same day but a [1:08:07] lot of times uh people may this may be [1:08:10] their first time ever interacting with [1:08:13] code enforcement they they really don't [1:08:15] know the process [1:08:17] and how to how to get a permit or obtain [1:08:20] a permit or or they even know they [1:08:22] needed a permit so uh I would like to [1:08:25] and always have discretion to work with [1:08:28] these people to really get them to get [1:08:30] the permit that's compliance is our main [1:08:34] goal and so um [1:08:36] a lot of fees a lot of times we'll put a [1:08:40] stop work order on and then we will [1:08:41] leave the fees just to get the project [1:08:43] once they uh [1:08:45] you know obtain the permissions [1:08:48] so kind of more to that point I think I appreciate you know that being willing [1:08:54] to work with people that's what we want to get people in new clients I [1:08:57] guess I would just think about and this [1:08:58] again is more about process is that if it's [1:09:02] too much discretion then you know there [1:09:06] can be a lot of different variables as [1:09:07] to how decision is made so I would just [1:09:09] you know be mindful around like that [1:09:12] because I think that's something you [1:09:13] know if I'm you know told hey [1:09:16] you can't do that work until you get [1:09:18] this permit [1:09:19] um I need you to come in tomorrow you [1:09:21] know take it by tomorrow morning to get [1:09:22] that done and then but my neighbor tells [1:09:24] me oh the guy came tell me I'd be there [1:09:27] today you know so just you know those [1:09:29] kind of discrepancies you know and I'm [1:09:31] sure there's a lot of like I said [1:09:32] there's a lot of different variables [1:09:33] depending on what the job is or what it [1:09:35] is but I want to just make sure that you [1:09:37] know because I think that that's on what [1:09:39] council the president was talking about [1:09:41] like I know that we've been giving some [1:09:43] feedback around kind of different [1:09:45] messages to different residents [1:09:49] you're absolutely right now I don't [1:09:51] think that we want out there that [1:09:53] there's discrimination in the way that [1:09:55] we handle as a work order for sure [1:09:59] um if and if it takes a written policy [1:10:03] of how how we handle a stock worker I [1:10:07] can clearly write a policy Planet paid [1:10:10] Trader and uh you know people across the board to [1:10:15] every case that we come across [1:10:18] but I also want to leave some autonomy [1:10:20] enhance the professionals to make to [1:10:23] make certain judgments so it's kind of [1:10:24] just about achieving that necessary [1:10:26] balance you know what I mean yeah in the [1:10:28] past I thought you know you know ways to [1:10:31] read them uh stock work orders you know [1:10:33] you have a 500 stock work order on a [1:10:36] large commercial uh contractor this [1:10:39] really is not a lot of money or he [1:10:42] doesn't really care you know the [1:10:44] homeowner May care about the 500 so [1:10:46] maybe there's a revamp in the fees and [1:10:50] how it's looked at uh commercially to a [1:10:53] residential or a first or to second or [1:10:56] third time offender of of the [1:11:00] uh permitting process that that we look [1:11:03] at [1:11:04] changing that policy in Facebook also [1:11:11] I can definitely write something up [1:11:12] though [1:11:16] any other questions [1:11:17] about the residence versus developer but [1:11:19] that's awesome [1:11:21] yeah yeah yeah but it's uh you know [1:11:24] something that you know it they they're [1:11:27] not as fearful of that 500 says as [1:11:31] somebody that you know lives week two [1:11:32] weeks [1:11:34] thank you [1:11:36] very good thank you thank you Chris [1:11:39] thank you always [1:11:40] thank you everyone I appreciate you all [1:11:43] thank you [1:11:46] oh I'm sorry oh [1:11:49] um so there's a mind that there's if [1:11:51] it's not good the info processing [1:11:53] specialist before I see it on your in [1:11:55] your budget but I [1:11:58] and also the [1:12:00] um [1:12:02] together [1:12:09] foreign [1:12:10] [Music] [1:12:14] never any thought of putting that in [1:12:17] there so that would definitely be an [1:12:19] error I did look at [1:12:21] um [1:12:22] uh potentially moving uh an individual [1:12:26] from my PS3 to a net PS4 yeah you [1:12:29] thought about that [1:12:31] and [1:12:32] um [1:12:35] I'm opening to whatever anybody who here [1:12:38] wants to do [1:12:40] actually [1:12:49] are you recommending it I mean it's just [1:12:52] like cleaning out very recommended this [1:12:53] person well been along the time where [1:12:56] they you know it looks like it's an [1:12:57] opportunity to move them up I I think [1:13:00] that [1:13:01] um sometimes it won't even look at [1:13:03] long-term employees here in the city we [1:13:05] have to Value them okay and take them [1:13:07] for the services that they provide a [1:13:11] little over this long period [1:13:13] um [1:13:14] in ips3 in our PS4 the IPS for [1:13:20] has a lot more responsibilities in my [1:13:22] opinion versus an ips3 I think there's [1:13:26] not many IPS scores in the city of [1:13:28] Schenectady I think there are maybe [1:13:31] three three people with that position [1:13:34] the person that I was going to recommend [1:13:37] for the ips3 they would they will take [1:13:39] on a lot more responsibilities if they [1:13:42] are put into an IPS score and uh it [1:13:45] would it would probably eliminate a [1:13:48] principal code enforcement specialist [1:13:50] and that person would actually be the [1:13:53] supervisor of those people or or the [1:13:56] administrative staff [1:13:59] it will along with the duties that the [1:14:02] principal code enforcement specialist [1:14:03] had [1:14:04] to become the IPS floor [1:14:09] so could we just know what what the [1:14:12] budget looked like differently the [1:14:13] amount if that were filled [1:14:16] yes would be uh come from three or four [1:14:19] of you from forty five thousand four [1:14:21] twenty three to uh fifty three thousand [1:14:24] then 40. so it's about a [1:14:27] so uh seven thousand four hundred seven [1:14:31] thousand five hundred dollars thank you [1:14:33] but you'd be eliminated [1:14:35] eliminating the 48 936 right it's [1:14:39] currently open yeah a lot of savings [1:14:43] [Music] [1:14:44] um [1:14:47] specialists [1:14:51] 5314 yeah [1:14:56] something for us to consider [1:15:00] did you end up you said you were if you [1:15:02] would add that you would eliminate one [1:15:04] yeah [1:15:08] right I would like to keep the ips3 [1:15:11] which would if there's if we do an IPS [1:15:15] four I'd like to keep that on IPS three [1:15:17] eliminate the uh code enforcement [1:15:20] Specialists keeping the IPS 3 leaving [1:15:23] room for other people to grow into [1:15:25] another spot that's that's there so [1:15:29] um [1:15:30] in in other uh like our code enforcement [1:15:33] uh that we have a supervisor position [1:15:35] that's somewhere for them to grow and [1:15:37] then now there's a full-time assistant [1:15:39] so our administrative staff really needs a place to grow into and and once [1:15:45] uh you know they top out on their steps [1:15:47] they feel stagnant and like they have to [1:15:50] go somewhere else to uh to achieve that [1:15:53] success in life so that that was really [1:15:57] a thought [1:16:00] thank you thank you [1:16:05] all right [1:16:07] [Music] [1:16:12] yeah [1:16:14] all right I got I got facilities [1:16:22] [Music] [1:16:26] um [1:16:39] we'll do a page 12. [1:16:43] all right [1:16:45] thank you [1:16:48] okay so Property Management staff [1:16:51] building in the drums and security do [1:16:53] you want to give us uh [1:16:57] you know he had a [1:17:00] 30 35 [1:17:02] 000 35 979 increase which is uh [1:17:10] success [1:17:13] increase access [1:17:22] I'm sure I cannot believe this question [1:17:24] yeah [1:17:26] so uh facilities Building Maintenance [1:17:29] um facilities Department which is uh [1:17:31] under the department of engineering [1:17:34] um we maintain [1:17:35] City Hall [1:17:37] police department and four fire [1:17:40] departments as well as the parked [1:17:43] buildings for the most part essentially [1:17:45] it's the non-water and Sewer buildings [1:17:47] in the city which are handed on default [1:17:48] he handles his water into a building's [1:17:50] under those codes unless some need to [1:17:52] Rises [1:17:54] um under that as a supervisor of [1:17:56] buildings that's Joe Payne Jones he's [1:17:58] been in that role for several years [1:18:00] invaluable to the city and his role of [1:18:04] handling all the day-to-day activities [1:18:05] that's necessary around all those [1:18:07] buildings [1:18:09] um so Joe is there we have his longevity [1:18:12] which is typical it's handed to me shift [1:18:15] differential for our cleaning staff as [1:18:17] we know we run two different shifts of [1:18:19] cleaning staff so we have a shift [1:18:20] differential we have our cleaners who [1:18:22] are both stacked here and at the police [1:18:25] department we have a 4-2 split but you [1:18:28] know they do work hand in hand so we do [1:18:30] rotate them if need be they all have [1:18:34] overtime allowance usually it's for [1:18:36] weekend things it just has spectacular [1:18:38] we have the Children's Art Festival [1:18:40] sometimes there's a need to have them so [1:18:42] we keep that there there is a stipend [1:18:45] that is uh for Joe as he is on call 2027 [1:18:48] if we have issues that is his on-call [1:18:51] stipend uniform tool allowance that is [1:18:54] the Bluetooth stipend each of them gets [1:18:57] an annual stipends for boots [1:18:58] uh and then we get into the the meat of [1:19:01] it which is the expenses [1:19:04] um I gave a handout out on and the first [1:19:07] page of that handout is what I call a [1:19:09] facility budget overview for repairs and [1:19:12] fees if you're looking at the total [1:19:14] you're going to see that there are two [1:19:15] lines that are significantly higher than [1:19:17] the others and that is fees for service [1:19:19] and repairs [1:19:21] um so the fees for service and repairs [1:19:23] those are the most critical that you [1:19:25] manage the other lines that you see [1:19:27] phone expense that's for a cell phone [1:19:29] laundry Windows fumigation I mean that's [1:19:32] General business four thousand dollars [1:19:33] supplies [1:19:35] paint hardware supplies things that we [1:19:38] need [1:19:39] cleaning supplies that's when you go [1:19:41] into the bathroom that's our Pacific [1:19:42] Blue we have hand towels toilet paper [1:19:45] soap you know so those are our general [1:19:47] things but I wanted to break out and [1:19:49] show you the fees and the repairs [1:19:53] um so when I got assigned to facilities [1:19:58] I was handed a box with a bunch of keys [1:20:01] in it and a list of phone numbers to [1:20:02] call in case of emergency [1:20:04] um it's just not how you run a [1:20:06] facilities the idea was when it breaks [1:20:08] you fix it [1:20:09] and if it's not broken it's fine [1:20:13] um so you know we started transitioning [1:20:15] I worked a lot with Anthony on this [1:20:17] um at the time our facility person was [1:20:19] Peter cadutson who's over at the county [1:20:21] now you know Peter did a great job but [1:20:23] when Peter left we knew Joe [1:20:26] um and what I wanted to show in this [1:20:27] illustration was the goal has always [1:20:29] been to reduce the repair costs and [1:20:33] increase the fee costs and that second [1:20:36] page that I provided you with is the [1:20:39] list of fees that make up our fees for [1:20:42] service [1:20:44] um this didn't exist it took years and [1:20:45] it's still an evolving list so it we add [1:20:48] to it every year for his instance at the [1:20:50] bottom window washing we've met with [1:20:53] window washing company so we made a [1:20:55] significant investment of a million [1:20:56] dollars into the windows of this [1:20:58] building uh next year after pollen [1:21:01] season we will be hiring a company to [1:21:02] come and watch the windows and we're [1:21:04] looking to put that as a three-year [1:21:06] rotation of washing windows we have a [1:21:09] very small outfit that is terrific I [1:21:12] mean charges us pennies and he goes down [1:21:15] and he cleans the police department and [1:21:17] the Bureau of service all your guys were [1:21:20] ecstatic you know what was the last time [1:21:22] you hadn't cleaning windows but we found [1:21:23] someone that does it you know under a [1:21:25] 3500 parts of procurement [1:21:28] um these windows because of how [1:21:29] elaborate they are are not under 3500 [1:21:31] these are uh you know expensive Windows [1:21:34] between but that's just the new thing [1:21:35] that we have on there [1:21:37] um to do so what I just wanted to show [1:21:40] was [1:21:40] um we are we are successfully doing that [1:21:42] our repair lines are going down our fees [1:21:45] are going up the overall budget you'll [1:21:48] notice it's pretty stagnant for you know [1:21:50] one percent four percent zero percent [1:21:52] two percent you know we're we're [1:21:54] hovering there but we don't have as many [1:21:56] repairs and the reason is we're doing [1:21:58] more maintenance we're staying on top of [1:22:00] things and also [1:22:02] um we have Capital codes now dedicated [1:22:04] to facilities so that we do have a major [1:22:08] issue we're using Capital money and [1:22:10] operating money and that's keeping [1:22:11] things right [1:22:13] the accounting is more accurate so I [1:22:16] wanted to just show you uh those two [1:22:18] things you know you could look at this [1:22:20] list you know this is our main list as [1:22:22] we go down but you know the monitoring [1:22:24] cooling tower inspections or electric [1:22:27] vehicles elevator means for every [1:22:29] building making sure our exhaust systems [1:22:31] our turf management our fire [1:22:33] extinguishers we have Gates generators [1:22:35] we just had a generator issue today [1:22:38] all of these fees that we go Overhead [1:22:40] Doors locksmiths telephones water [1:22:42] treatment systems this building now has [1:22:44] you know just a water softener but we [1:22:46] also have an injection system for the [1:22:47] boiler because you know we have hard [1:22:49] water so as much as we can to keep that [1:22:51] water PH neutral it helps the longevity [1:22:54] of our pipes here and you know this gets [1:22:57] updated whenever we have a new agreement [1:22:59] whenever we have anything we update to [1:23:01] sheet because then it gives me that [1:23:03] total on the bottom that total gets kind [1:23:05] of plugged in and we work from that so I [1:23:08] mean Anthony and I've been working on [1:23:10] this EC the results uh Liz who was tough [1:23:13] to please she's really been seeing this [1:23:15] you know she's been happy about it so I [1:23:18] think uh that it's going but those are [1:23:21] the two big ones uh similarly though I [1:23:23] want to point your attention to 1622 [1:23:26] 470a [1:23:29] I would like to increase that tomorrow I [1:23:32] did with the uh golf course I'd like to [1:23:37] bring that up to ten thousand [1:23:38] 500 just so if you're asking the [1:23:42] question of why is it 24 34 the year [1:23:45] before what ended up happening is we [1:23:48] found the heating bills in 2022 this [1:23:52] year and so the bills went to a [1:23:56] different department okay we got them [1:23:58] yeah that number is not actually 24 34. [1:24:03] it's actually closer to 7 500 but we [1:24:06] paid for those out of this year's codes [1:24:08] we made it work it's fine but I just [1:24:10] want if you're looking past history that [1:24:13] number is not necessary representative [1:24:15] and this eating fuel is for Arts [1:24:18] buildings we have [1:24:20] Parts building that I.T and signals is [1:24:22] in we have a kennel we pay for that for [1:24:25] the count it's kind of the miscellaneous [1:24:27] buildings heating so far so we'd like to [1:24:30] move that off because fuel toss our [1:24:32] continued up to ten thousand up to ten [1:24:34] thousand we think that'll be fine we [1:24:36] look at our past history and we've never [1:24:37] exceeded really nine so that gives us [1:24:40] enough pushing we think to go and if we [1:24:42] have to we can always figure it out but [1:24:44] I I think that 6500 is too well enough [1:24:46] thank you [1:24:48] um so that is [1:24:50] that oh no there's one more thing to [1:24:52] facilities [1:24:53] uh we can talk about it in Mobile [1:24:54] engineering if you like I don't have my [1:24:56] orb charts written and things like that [1:24:57] but I haven't even had a chance to talk [1:24:59] with Paul about this uh because it's [1:25:02] kind of new is that Mr panjon is uh [1:25:06] looking to retire possibly as early as [1:25:09] March as I talked today uh with the [1:25:13] latest he is here until July [1:25:15] I talked with Anthony about it right [1:25:17] before our meeting because that is [1:25:20] critical to me [1:25:21] um losing that position which is a [1:25:24] day-to-day position and having to have [1:25:26] myself cover that workload will halt [1:25:29] engineering until we can replace them so [1:25:32] I just wanted to make you aware of that [1:25:34] we're going to most likely post the [1:25:37] position in the future and try to figure [1:25:39] out how we can have at least a couple of [1:25:41] month overlap with someone in jail [1:25:44] because there is a lot of interest and [1:25:46] knowledge you have to have over all the [1:25:48] buildings [1:25:49] just the keys and the personnel and you [1:25:53] know it's it's it's a day-to-day job so [1:25:56] that is a big deal for us [1:25:58] so um if you hire the new person would [1:26:03] um [1:26:04] would perhaps the salary be reduced a [1:26:06] little bit for the remainder of the year [1:26:08] because it becoming a lower salary than [1:26:10] with Japan Jones that's a little [1:26:12] offensive you know because then that [1:26:14] might make up on the 3500 meal okay [1:26:19] yeah and we have to we'll have to see [1:26:21] what we get but at the same point that's [1:26:22] what I wanted to make it wears because [1:26:23] Aunt and Eric and Paul we're going to [1:26:25] sit down and talk about where it's going [1:26:26] to come from uh you know there is some [1:26:28] salary capacity in engineering right now [1:26:31] um you know so maybe we move it from an [1:26:33] engineer to here [1:26:35] um so that we're not regardless if it [1:26:37] does happen we'll be coming back here [1:26:39] probably with a budget amendment to make [1:26:41] you aware of it but uh like I said this [1:26:43] is just new news for me and I want to be [1:26:46] sure if the show is everybody here is [1:26:48] critical but Joe is so day to day that [1:26:52] is something that we're going to have to [1:26:53] look at [1:26:56] all right questions [1:26:59] no question my questions were answered [1:27:03] thank you sir [1:27:06] [Music] [1:27:11] John you have one question oh go ahead [1:27:14] sorry no I apologize and I'm like just [1:27:16] kind of wanted to make sure that this is [1:27:19] in one of your projection it was a 1622 [1:27:23] 122 that museum overtime a significant [1:27:26] jump that's in line with what we were [1:27:27] talking about we're having those hours [1:27:29] for that stuff yeah I mean it is [1:27:32] dependent on what we have for events for [1:27:35] the seat up in 2021 we were at nine [1:27:37] thousand dollars this year we're [1:27:39] projected you know a little bit more I [1:27:41] think that is it's safe now that we have [1:27:43] full staff as well with including two [1:27:45] people on we're also this is just [1:27:49] shop things we're also putting making [1:27:51] sure that we always have someone staffed [1:27:54] here at the police department every two [1:27:56] days [1:27:57] it sounds inconsequential I know but [1:28:00] what the policy was usually was people [1:28:02] got the holiday off via Friday or a [1:28:05] Monday but what was happening is the [1:28:07] police department at that third day was [1:28:10] 24 7 facility nobody was there cleaning [1:28:13] it for three days that third day we were [1:28:15] hitting a break you know trash [1:28:17] overflowing bathrooms needed to be [1:28:19] cleaned so we started Staffing for every time that we would have you [1:28:24] there's no longer three days off so even [1:28:27] if it is a holiday we stacked two people [1:28:29] there for instance uh Columbus day that [1:28:31] we just had we will have two people [1:28:33] there just for four hours but the four [1:28:36] hours on a holiday is double time but [1:28:38] it's a critical thing because we were [1:28:40] getting a lot of complaints when we were [1:28:41] going three days with 24-hour shifts [1:28:43] [Music] [1:28:47] any other questions [1:28:56] so we only I I uh I wanted to hand out [1:28:59] for the third sheet uh that I created so [1:29:02] we're just going to talk about [1:29:03] facilities right now [1:29:05] and uh if you look at facilities that [1:29:07] just I know I would get a question about [1:29:09] what the general facility improvements [1:29:10] is [1:29:11] um so General facility Improvement is [1:29:14] the top half here of your facility [1:29:16] improvements so the projects that we're [1:29:19] looking to complete next year are the [1:29:22] sanding and painting of The Clock Tower [1:29:24] the lights right now are being [1:29:26] refurbished we have the linears back the [1:29:28] spotlights are pending they'll be coming [1:29:31] back from Vegas hopefully soon and we'll [1:29:33] get the lights back to illuminate the [1:29:36] clock tower uh station one HVAC system [1:29:39] is original in the building so 1981 and [1:29:42] we're having a lot of issues with it [1:29:43] with regards to just a lot of leagues [1:29:45] and inefficiencies the police department [1:29:48] has what is called a Shore it needs to [1:29:51] be replaced it is a very expensive [1:29:52] elaborate piece of equipment [1:29:55] um so we're looking to replace that SPD [1:29:57] Locker Room Shower facilities this is [1:30:00] something focused really on the female [1:30:03] shower and Locker facilities they are [1:30:07] inadequate and we would like to upgrade [1:30:09] them so that they are at least adequate [1:30:11] and if not maybe Beyond adequate [1:30:14] um then we have some fencing insecurity [1:30:16] at the fire department at station one [1:30:18] they're looking they have a lot of [1:30:20] cross-through traffic because it's an [1:30:22] open area something that we've been [1:30:24] talking with them about we've actually [1:30:25] had a conversation with the county about [1:30:27] maybe combining some locks there and the the mayor's been helping with that [1:30:33] as long as those achieved and then uh [1:30:36] SPD generator we just had a major [1:30:39] coolant leaked at the generator today [1:30:42] um it's a diesel generator it's interior [1:30:45] it's been there [1:30:47] um I don't think it has sufficient [1:30:48] capacity to actually power things like [1:30:49] the elevator and some of the more [1:30:51] critical systems that we'd like to have [1:30:53] so we're opening that uh [1:30:55] study we can replace it with an exterior [1:30:56] generator or replacing it with an [1:30:58] interior generator that's a little bit [1:31:00] larger and capable of powering more [1:31:02] things at the PD because we have more [1:31:04] power requirements now [1:31:07] um and then below that is the arpa [1:31:09] funded City Hall of ventilation [1:31:12] um Anthony I would in the final budget [1:31:14] if possible maybe take out the words [1:31:16] HVAC and just call it City Hall [1:31:19] ventilation because it's a ventilation [1:31:22] system it's meant to just sponge air out [1:31:26] of the building and that's why you [1:31:28] usually just see it in bathrooms and [1:31:31] large public areas such as upstairs [1:31:33] so those are the facilities capital [1:31:39] projects [1:31:41] foreign [1:31:51] [Music] [1:31:54] level of which to address first would [1:31:56] you be able to prioritize the facility [1:31:58] improvements sure [1:32:00] um so the number one facility [1:32:02] Improvement right now is going to be [1:32:04] station one [1:32:06] um HVAC upgrades that's probably going [1:32:09] to be because that is going to be [1:32:10] involved it's going to be a bid [1:32:13] um I will say the second is the locker [1:32:15] room over at the PD uh that probably one [1:32:18] and one a and I think that that really [1:32:20] is something that we need to do [1:32:23] um and after that you get into kind of a [1:32:26] splitting hairs a little bit I would say [1:32:28] it's short because I think the chiller [1:32:30] is an easier project to complete it's an [1:32:32] equipment completion [1:32:34] um we'll be able to fit that fairly [1:32:35] easily I mean I I could call train and [1:32:38] they could do it on their own problem is that procurement you can't just [1:32:42] patreon right right 400 some thousand [1:32:44] dollars even though really it's all in [1:32:46] the labor is a fraction of what the [1:32:49] equipment calls much like our Paving [1:32:51] contracts you know where it's all in the [1:32:52] asphalt you know that's the chiller so [1:32:54] I'd really like to get that done [1:32:56] um then the clock tower uh that is [1:32:59] probably going to be important just [1:33:01] because it's Critical with weather you [1:33:02] don't want it too hot you don't want it [1:33:03] too humid [1:33:05] um and I mean last would be a fencing [1:33:07] definitely you know fencing is the [1:33:09] lowest priority and then somewhere the [1:33:10] generator we have a generator the [1:33:12] generator is functioning this would just [1:33:14] be the upgrade the generator and then [1:33:16] we're already working on the building [1:33:18] ventilation because that was approved so [1:33:20] I've already had a meeting with a [1:33:21] consultant so that one's kind of already [1:33:22] going [1:33:23] but definitely [1:33:25] um HVAC and locker room facilities are [1:33:28] at the top that's outcomes to get moving [1:33:30] on and that's you know and uh this is there but we also right now [1:33:35] we're doing the way I talk about this I [1:33:37] got to talk about a doctorate facilities [1:33:39] right now we're doing the firing range [1:33:40] uh the spe has an ongoing construction [1:33:42] project we're renovating the emergency [1:33:45] uh response power the fire tower over by [1:33:48] the golf course we're building a new uh [1:33:51] practice facility practice so training [1:33:53] facility over at uh the fire facility [1:33:56] next to there we took down the old [1:33:57] Smokehouse so we're building a facility [1:33:59] that'll be more universally used we're [1:34:02] looking at working with the fire station [1:34:03] to replace carpeting we're really trying [1:34:05] to move away from carpeting especially [1:34:07] in the fire facilities where you track a [1:34:10] lot of you know things on with your [1:34:12] boots so we've been working on that [1:34:14] we're going to be doing all new uh [1:34:15] probably uh like it's called luxury [1:34:17] vinyl flooring removing all the carpet [1:34:19] that's the capital project we have going [1:34:21] on now so there's a there's quite a few [1:34:24] things going on now with capital these [1:34:26] are to add to that so we're never at a [1:34:29] wash rewards [1:34:30] yep right now I think I need to [1:34:32] encourage you to spend more money but I [1:34:34] was just wondering earlier you were [1:34:35] talking about are [1:34:36] the lock systems himself I was wondering [1:34:39] like we ever have any thought about like [1:34:40] maybe like props for [1:34:42] throughout so all the doors yeah [1:34:45] remember we have discussed it we look at [1:34:48] it periodically and it's there is an [1:34:51] expense in what's the actual utilization [1:34:54] of the locks and the and the impact of [1:34:57] the building you know where you have to [1:34:59] run that wire and get everything to each [1:35:01] one and we're it involves a lot of a lot [1:35:04] of drilling a lot of wiring and then the [1:35:06] cost of most benefits better than right [1:35:08] there yeah I mean I I really I I think [1:35:11] you know as a city we've done a really [1:35:13] great job people really like you know we [1:35:15] have the key fob system and we have one [1:35:17] point of entry which is great we have a [1:35:19] secure you know I think we're getting [1:35:21] there I think people actually feel a [1:35:23] little bit more secure now in the [1:35:25] building because you know for the first [1:35:26] of the pre-coding four doors in four [1:35:29] doors out [1:35:30] a little a little odd you know who was [1:35:33] able to lose wear now with the building [1:35:35] locks down I really I think it works I [1:35:40] personally what I'm going to be probably [1:35:41] working for is I've tried uh [1:35:43] but it was squashed once by a previous [1:35:44] Finance commissioner it drives me nuts [1:35:47] that we have the high school bathroom [1:35:48] situation that we have and I hate it [1:35:50] which is to go to the bathroom you need [1:35:53] to get a key actually one Department the [1:35:55] keys attached to a ruler you know so you [1:35:57] know I'm looking at something like that [1:35:59] uh upgrading to like a keypad or you can [1:36:01] just do a code you know like the same so [1:36:04] there's certain things like that for [1:36:05] Access but it would be nice to have I [1:36:07] think the files for tracking but I think [1:36:09] what we have now is a nice nice [1:36:10] compromise [1:36:15] there we go all right thank you thank you thank you guys on Thursday [1:36:21] yeah [1:36:21] [Music] [1:36:25] yeah [1:36:29] all right [1:36:38] um [1:36:39] [Music] [1:36:42] so this page uh 31 and let's go in order [1:36:45] to Pages then so that is sometimes all [1:36:49] right [1:36:59] let's look at the total uh service which [1:37:04] includes uh Administration maintenance [1:37:06] garage uh snow and ice uh totals were [1:37:10] all about four versions is 600 673 000 [1:37:14] 561 entries that's a 15 almost to 16 [1:37:17] increase [1:37:19] yeah [1:37:22] with [1:37:23] [Music] [1:37:37] um [1:37:39] Sean Walker Sean um [1:37:46] you're 33 uh here's the 72 31st [1:37:51] Thursday [1:37:53] yeah [1:37:55] that's my personal service [1:37:58] Administration starts off with um [1:38:03] crew leader Sean Locker we have Sean [1:38:06] Walker Chris moroney [1:38:08] um [1:38:09] two [1:38:11] supervisors and the contractual CSEA [1:38:14] Mike Cerrone [1:38:17] location me and just go through the [1:38:20] description okay so before we walk the [1:38:23] street department manager uh put this up [1:38:25] to which no I got mine because these are [1:38:29] food [1:38:30] 100 pages so I put markers just do the [1:38:35] job description no names job description [1:38:37] of the street department manager [1:38:39] um it's a management range 88 400 for a [1:38:42] percent [1:38:44] um IPS three we have one [1:38:47] um 43 993 thousand dollars [1:38:51] um increases there are all contractual [1:38:53] um mostly contractual demand at one [1:38:55] management management four percent raise [1:38:57] which brings that total from 202 to 259. [1:39:04] um shift differential [1:39:07] his contractual has gone up and standby [1:39:09] pay if you look quite a difference one [1:39:11] is the increase in the 1037 raise [1:39:15] we look at the race um [1:39:18] 22 it's about 60 minutes [1:39:24] adjusted for [1:39:25] all the shift different departments [1:39:27] sorry the standby date we have a number [1:39:29] of people who are always on standby to [1:39:31] get standby paid for the Emergency solar [1:39:33] trucks different things so there is an [1:39:36] increase there it's contractual [1:39:39] um shift differential is the winner [1:39:41] overtime [1:39:45] there is no stiping well there is a [1:39:48] cycle we [1:39:50] live yeah [1:39:56] there's a statement for the department [1:39:58] manager since it was left out [1:40:00] inadvertently um oh so it has to okay [1:40:12] other expenses have stayed the same [1:40:15] slight increase with cleaning supplies [1:40:17] just because of inflation for [1:40:20] um you know the Bureau of service down [1:40:21] there [1:40:25] Total Service Administration is up [1:40:28] slightly also because of the contractual [1:40:31] obligations [1:40:35] any question on the service [1:40:36] Administration [1:40:37] no answer mine about the increase in [1:40:40] standby cell okay all right let's move [1:40:43] to the next page Street Service yes okay [1:40:47] I'm on Japanese [1:40:49] contractual longevity I have nobody to [1:40:52] bring me out that is uh I said they were [1:40:55] going to retire [1:40:56] again out of grade is up slightly and [1:41:00] that's because of the increase in [1:41:02] salaries for 1037 members [1:41:06] shift differential is in there [1:41:08] contractual up slightly from 520 to 600 [1:41:11] dollars [1:41:14] the fills stay the same in the in the [1:41:17] street department [1:41:19] the increase there for total support and [1:41:22] services always is all associated with [1:41:24] the contractual obligations we have [1:41:25] including cbas [1:41:28] um [1:41:30] overtime 49 000 we'll say they went to [1:41:34] 16 because that is a reflection of the [1:41:36] increase in salary is going up [1:41:38] mm-hmm Total Sports salaries [1:41:42] and a number of the bills stay the same [1:41:44] but we are up from the 962 slightly one [1:41:47] million yeah 6 100. again mostly [1:41:51] associated with salary increases um [1:41:53] that things would stand by train and [1:41:55] over time [1:41:59] further expenses [1:42:01] pretty much stayed the same in the one [1:42:03] thing you'll see is that we did tools and Hardware [1:42:08] um one because just the price of [1:42:10] everything going up inflation and the [1:42:13] road materials masonry supplies is where [1:42:16] we get our you know our our black cup [1:42:18] our asphalt our concrete and you know [1:42:21] we've all seen an increase in that [1:42:22] material [1:42:24] in 2022 and we expected to stay where [1:42:27] there's at least for 23. [1:42:30] repairs slightly increased from two [1:42:32] thousand dollars to four thousand [1:42:34] dollars [1:42:35] um [1:42:36] safety supplies we've kept the same but [1:42:39] overall on the total service Street [1:42:41] Maintenance budget from 1.154 million [1:42:44] dollars to change to 1.224 [1:42:47] um [1:42:48] biggest hit or salary can benefit [1:42:51] salaries and then in the road materials [1:42:53] and stuff that we have no control for [1:42:55] pricing but we actually can go up [1:42:57] uh 22. [1:43:00] go ahead please so uh the government [1:43:03] series that was my question we don't [1:43:05] enter into a multi-year contracts with [1:43:07] that so it's it's year by year it's year [1:43:10] by year it's usually um the asphalt we [1:43:13] get [1:43:13] um you know it's the the price we get [1:43:16] under State contract [1:43:17] um the filter or pressure run that we [1:43:21] used we usually get locally from larger [1:43:24] because we don't have storage area we [1:43:26] take hundreds of tons in and just use it [1:43:28] as needed and we couldn't have to go get [1:43:31] it as we take a small sort of pile you [1:43:33] know on Foster Avenue but if you don't [1:43:35] have the um you know the real estate to [1:43:38] store large amounts of it we buy large [1:43:41] quantities so we I mean by typical of [1:43:45] like the POS we need it fill holes this [1:43:48] covers our topsoil spray bottle damage [1:43:51] after plowing we have to come back with [1:43:53] auto damage so it'll be top soil you can [1:43:56] crush them on the blacktop concrete [1:43:58] there's a number of things that we use [1:44:00] from typically the local laundry in [1:44:02] different places [1:44:03] so we don't need to contact you buy it [1:44:06] as needed all right thank you [1:44:09] any other questions for this section [1:44:12] all right let's move on to the [1:44:14] mechanical [1:44:15] Mr friends [1:44:17] simple [1:44:18] right we um we had requested a assistant [1:44:21] fleet manager it was removed so we do [1:44:24] have one fleet manager at a salary of 86 [1:44:28] through 17 and that's a CSA so that is a [1:44:31] great increase construction obligation [1:44:34] there [1:44:37] longevity [1:44:38] come down slightly [1:44:41] I don't know you know why I don't know [1:44:43] if it was um [1:44:45] uh somebody who left but launched [1:44:48] everything down slightly we did have a [1:44:50] couple people leave early in this year [1:44:52] so it might make the adjustment day long [1:44:54] again two people leave [1:44:55] [Music] [1:44:57] um [1:45:00] stay in my day again just contractual [1:45:02] obligations we do have a vacant position [1:45:05] um so we I never recommended that we go [1:45:09] from 5214 to 10 4 28. [1:45:13] and along with overtime at the moment [1:45:16] because the salary increase is from ten [1:45:17] thousand fifteen thousand and it covers [1:45:19] these people bringing them [1:45:21] so different events that we have [1:45:25] parades summer night these people [1:45:29] floating positions people who have [1:45:30] equipment out so we need our Fleet [1:45:31] managers and other stuff [1:45:38] the fills they have stayed the same we [1:45:42] have two welder Fabricators and we have [1:45:45] one heavy our Master Mechanic and we [1:45:47] have three what we call [1:45:51] operator mechanic or heavy equipment [1:45:53] operator mechanic and they work on all [1:45:55] our equipment whether it's heavy [1:45:56] equipment whether it's our trucks all [1:45:58] our vehicles whether cold Vehicles water [1:46:00] sewer they're doing all their work and [1:46:03] they are doing a great job [1:46:05] have three [1:46:07] qualified mechanics now in the shop and [1:46:10] so a lot of the work is being done now [1:46:14] internally [1:46:15] reducing some of our costs that we can [1:46:17] and yet still some goes out because [1:46:19] there are some specialty work that we [1:46:20] can't handle on some of our bigger [1:46:21] trucks [1:46:22] we're just not equipped to do that but a [1:46:24] lot of the maintenance of being done now [1:46:26] in the house tires oil changes [1:46:28] brakes [1:46:30] we are seeing the difference there [1:46:36] good [1:46:37] the other question you um I wanted are [1:46:40] you finished with your overview [1:46:42] well it continues to go we got equipment [1:46:44] so you're going to see some of the costs [1:46:45] go up where we see with phones one is [1:46:48] vacant belt right now [1:46:49] um [1:46:52] uh the phone phone Supply yeah [1:46:55] phone services phones it's 1200. it was [1:46:59] 24 and that could be reduced because [1:47:01] there was going to be um that was [1:47:02] covering the assistant Fleet so [1:47:04] assistant fleet was removed so we could [1:47:05] remove twelve hundred dollars from there [1:47:07] if you wanted to [1:47:08] foreign [1:47:19] motor vehicle repair equipment [1:47:22] is going up mostly because of the parts [1:47:25] itself The increased in Parts what we [1:47:28] see is Parts and Equipment oil fuel [1:47:30] grease everything we buy we can go to [1:47:33] the supermarket nowadays everything is [1:47:34] going on yeah [1:47:37] so if that would go up by 158 000 and [1:47:41] more vehicle repair clinic and we also a [1:47:43] line for parts and vehicle equipment [1:47:45] repair has gone up by roughly um twenty [1:47:48] thousand dollars [1:47:52] Total Service mechanical equipment has [1:47:55] gone from 280 264 to 2.519 213. [1:48:04] any questions [1:48:07] the biggest preseason [1:48:11] because that's all bubbles [1:48:14] go ahead please so you said that you [1:48:17] asked for the assistance so could you [1:48:20] just talk about why you know how that [1:48:22] position you need to be in there so we [1:48:25] you know we have three mechanics we have [1:48:28] one fleet manager it's very hard to keep [1:48:30] up with a lot of administrative stuff um [1:48:33] you know with one person when a guy is [1:48:35] out one athlete managers also turning [1:48:37] wrenches and helping you know in the [1:48:38] winter are we putting on blades to [1:48:40] cutting edges [1:48:41] um it's a time machine you can fall off [1:48:43] the others and then previous stuff [1:48:46] doing something more physical [1:48:50] and I do have another question about the [1:48:53] increase in the community [1:48:56] this this line is every like for all cars everything is [1:49:02] okay that's police fire [1:49:05] um ogs water sewer yes [1:49:09] that's the entire list is there a reason [1:49:11] that it's not broken up by Department [1:49:13] like it can be [1:49:15] um I had a request today at 3 30 for [1:49:18] that book [1:49:20] no I didn't request it so that's right [1:49:23] and Joe does said that he does break [1:49:25] that down because anybody who needs fuel [1:49:27] has a code they have energy of those [1:49:29] vehicles and they go to that [1:49:32] you know so we know what we're spending [1:49:34] for police or daughter sooner or police [1:49:37] it's Cody um you have to enter in your [1:49:39] Social Security and everything so it's [1:49:43] cool for budgeting and for expenditures [1:49:45] or purposes is these are people one [1:49:47] place sure that makes sense Paul says we [1:49:51] do recognize and Joe is on vacation so [1:49:54] he's in Florida so he comes back [1:49:56] um [1:50:01] to you okay [1:50:04] go ahead so just uh earlier you're [1:50:06] talking about um kind of the increasing [1:50:09] standby pay he was and you also [1:50:11] mentioned that um you have a vacancy and [1:50:14] so I really thinking so that vacancy [1:50:16] gets built and [1:50:18] you might not need the budget for us [1:50:20] for the employees who are on certain [1:50:24] um signings on certain trucks that they [1:50:27] are there [1:50:28] um [1:50:30] they're being compensated because [1:50:32] they're they're home waiting right so [1:50:34] yeah yeah [1:50:36] wow [1:50:42] almost every night and yeah yeah the [1:50:45] emergency sewer attractions like that um [1:50:51] barricades if there's an accident [1:50:53] um you know fire [1:50:57] and they are called [1:50:59] yes [1:51:02] it's called Saturday for traffic [1:51:05] accident on State and Brandywine it's [1:51:08] called for a cleanup yes [1:51:12] any additional questions [1:51:17] it kind of um it stands on the question [1:51:19] for the fuel oil and grease so there's [1:51:21] only one person that currently can pull [1:51:23] down those reports that yeah don't pulls [1:51:26] all those reports yes it's a one person [1:51:29] that can pull those reports right now okay thank you [1:51:33] stage 34. [1:51:35] it's known as [1:51:37] thankful [1:51:39] that's right here [1:51:43] come on yeah [1:51:47] seriously again [1:51:49] um the 51 42 112 is the overtime and um [1:51:53] yes from 26 800 to 40 000 to account for [1:51:58] increases in salaries for the 1037 [1:52:01] numbers [1:52:03] um [1:52:04] out of gray is pretty much sustained we [1:52:07] didn't raise it [1:52:09] we should be fine in the upgrade shift [1:52:11] differential covers the the winter we do [1:52:14] a break into shifts on the first Monday [1:52:15] of December or we do every year and [1:52:18] again I spoke to the union today and [1:52:21] you're agreeing that they want to go [1:52:22] back in at 3 A.M [1:52:24] which is it's a good time because it [1:52:27] gives me the coverage and we need [1:52:29] 3M at 3M to get the streets you know [1:52:32] either salted or cleared before school [1:52:34] buses get out traffic starts to pick up [1:52:36] and then he gives an overlap when my [1:52:38] first shift comes in at 6 30. so I have [1:52:40] two crews in and then you know the first [1:52:43] shift will stay until three o'clock and [1:52:45] you know obviously if we need overtime [1:52:48] to go into the second shift over time [1:52:49] [Music] [1:52:53] um [1:52:53] not gonna have any snow this year uh I [1:52:56] hope not [1:52:58] we did increase the fees for services [1:53:02] we have our contractors that go out um [1:53:05] with us we usually have about 18 loaders [1:53:07] that we put on contracts for us to help [1:53:10] with our routes [1:53:11] and you know that is a you know [1:53:14] hopefully we don't use much of it [1:53:15] hopefully it doesn't let us know and [1:53:17] hopefully they'll see a storm like we [1:53:18] did two years ago [1:53:20] but the rates for them have stayed the [1:53:23] same but it's just a little more money [1:53:25] indication to go out a little more um [1:53:27] but there was no money increase for the [1:53:30] contractors [1:53:32] okay [1:53:33] tools and Hardware the two thousand [1:53:35] dollar increase is just you know [1:53:38] I would say for the inflationary stuff [1:53:40] that we buy [1:53:41] and Road materials for the snow and ice [1:53:44] on the salt that is just our rock salt [1:53:46] again you know the 45 000 extra dollars [1:53:50] is uh the price increase that we may [1:53:52] anticipate in 23 for rock salt we have [1:53:56] about half a shed right now to get us in [1:53:58] through December maybe November we have [1:54:00] to use a little bit of time [1:54:06] foreign [1:54:18] [Music] [1:54:29] over to the parks currently we have they [1:54:33] can position as the parks director that [1:54:35] was posted I went through applications [1:54:37] on [1:54:39] Friday and yesterday so I am reviewing [1:54:43] the director of parks applications right [1:54:45] now we've been getting quite a few [1:54:47] um [1:54:50] currently [1:54:52] Park supervisor contractual cnca a step [1:54:56] increase [1:54:57] again senior groundskeepers we have two [1:55:02] and they they work a sort of a split [1:55:05] schedule because they are covered in the [1:55:07] summer on Saturdays and Sundays because [1:55:09] of the ball fields they maintain the [1:55:10] ball fields including the eight Diamond [1:55:12] so [1:55:13] one versus Saturday one works a Sunday [1:55:16] another you know Friday Saturday offer [1:55:17] Sunday money because we have to have [1:55:19] seven day coverage to get the fields [1:55:20] prepped for the summer so the senior [1:55:23] Brown skiers are still two and there [1:55:26] they did get the increases so there's [1:55:29] just like an increase in the uh in the [1:55:31] Intensive agreement [1:55:33] um we did put on the senior tree trimmer [1:55:36] and we also have a regular tree trimmer [1:55:39] and we have advertised for a tree [1:55:41] trimmer and that's still currently [1:55:42] vacant uh [1:55:47] they're putting trees [1:55:51] um still been a little difficult in some [1:55:53] of our positions in building them [1:55:55] we don't get a lot of applicants because [1:55:58] some of our [1:55:59] members of the our required to have a [1:56:02] CDL from class B license and um [1:56:05] I've got a lot of people you know [1:56:07] sending applications that have a CDL [1:56:09] license and have this requirement for [1:56:11] the city is [1:56:15] so it's only there the only increases [1:56:18] all associated with the um with the cdas [1:56:22] so it did go from 324 394 333 923 to [1:56:27] increase the contractual obligations [1:56:31] so you talked about the CDLs and so [1:56:34] people have to have them when we hire [1:56:36] them right yes was there a time when we [1:56:39] hired people and we got through CBL [1:56:41] while they were there there is in the [1:56:43] waste department if you're coming as a [1:56:45] seasonal [1:56:46] um under the current marketing agreement [1:56:49] in the waste department you can put in [1:56:51] as a seasonal no experience if you're a [1:56:55] you shall promise a good employee a good [1:56:57] work ethic you will move after six [1:57:00] months to a Temper Employment you will [1:57:01] be um there's an increase in pay for [1:57:04] that and then you have nine months to [1:57:06] show good faith effort and then she'll [1:57:08] meet the requirements to become a [1:57:10] permanent employee does that good faith [1:57:12] effort is um [1:57:14] two Sunday we will work with them they [1:57:16] have to get a permit we can't help them [1:57:18] get the permit once they get their CDL [1:57:21] permit we put them in driver's seat of [1:57:23] one of our waste trucks for Packers give [1:57:26] them the experience they need [1:57:28] um when they feel they're ready they'll [1:57:30] schedule their road test and we will [1:57:31] give them the vehicle to take the road [1:57:34] test on if they pass that if there's a [1:57:37] permanent position within the budget you [1:57:40] can put them in and make a [1:57:41] recommendation to put them in we have [1:57:42] had a couple of people a few people go [1:57:44] in [1:57:46] get that CEO and they were made perfect [1:57:49] so we do have the program but it starts [1:57:52] in the least there is no [1:57:54] that's not in the you know Street [1:57:57] division or the water the sewer division [1:57:59] is you need that CEO right then because [1:58:01] you're you're in a you're in a dump [1:58:03] truck you know horse rider right away so [1:58:06] if there is no movement where if they do [1:58:08] they get some of the guys from the waste [1:58:11] division will bid out to you know [1:58:13] another apartment and that opens an Meo [1:58:16] position for that CEO for that person to [1:58:18] be recommended to move up into a [1:58:19] permanent Nel position within the city [1:58:21] with full benefits again [1:58:24] thank you [1:58:27] go ahead so for those um positions do [1:58:30] you um [1:58:31] I know you're saying that you're not [1:58:33] giving a lot of applicants um I know [1:58:35] that that's I would imagine that for you [1:58:39] know insurance purposes we want to make [1:58:40] sure that people are coming out with the [1:58:42] CDL do you think that they're uh we're [1:58:44] not getting enough applicants um due to [1:58:46] the current labor market or just because [1:58:49] um the pay is not competitive enough [1:58:50] well I think our opinions come up [1:58:53] I mean if you think about it the less [1:58:55] negotiations and the reason he got for [1:58:58] the first year was 16 percent [1:58:59] that's that's a that's a bigger release [1:59:02] and um you know Hardware surrounding [1:59:06] communities are paying a little more yes [1:59:07] there is [1:59:09] um but you know I think we're making a [1:59:11] good effort as a city and a you know a [1:59:13] council to recognize that and it was [1:59:15] recognized in this last round of [1:59:17] negotiations with the Union [1:59:19] um that there was an increase for them [1:59:20] but I guess too it's it's the market [1:59:23] right now I mean our street division is [1:59:25] fairly full right now speak with capital [1:59:28] division but what happens is in the [1:59:30] water and sewer the rates are still the [1:59:33] same for those members whether you're a [1:59:34] sewer maintenance work or a water [1:59:35] maintenance worker or an meow and a [1:59:37] part-speed snap or waste the rate of pay [1:59:40] is the same but the CDL is required [1:59:43] where we have the majority of vacant [1:59:46] positions you'll see when we get to [1:59:47] store budget is in the sewer department [1:59:48] there's a little more experience with [1:59:51] sewer because you're working with pipes [1:59:52] and digging a little bit differently but [1:59:55] that's where we have the more more [1:59:57] vacancies and the sewers of in the [2:00:00] street division emerge in the winter [2:00:02] they become sort of one for snowplunk so [2:00:05] the the shifts are split between what [2:00:07] for sewer in street department to cover [2:00:10] shifts and we are you know we are and [2:00:13] you'll see in the budget I think there's [2:00:14] 11 maybe vacancies right now there might [2:00:17] be possibly 12 rent you know in the [2:00:19] sooner when we get to sewerville yeah [2:00:22] so [2:00:24] yeah [2:00:24] and you know I know you know Albany is [2:00:27] right now looking for snowball drivers [2:00:30] um so sustains you know [2:00:33] more than us but it's it's strictly [2:00:35] seasonal you're going in no benefits [2:00:37] you're just making the hours great and [2:00:39] then [2:00:40] um then you're out yeah so [2:00:47] uh any additional question on um Parts [2:00:50] maintenance [2:00:52] okay I will let you know in parts to the [2:00:57] dark fees for services and parts yes the [2:00:59] 150 000 is for trees [2:01:02] and um there's a mobile tree removal we do do our big [2:01:07] um [2:01:08] we usually group a bunch of trees we [2:01:11] could complaints from taxpayers dead [2:01:14] yeah well flight [2:01:16] um and put all these together it goes [2:01:18] out to a number of vendors one of the [2:01:20] things that I was informed recently [2:01:22] apparently everybody was made was that [2:01:26] the tree removal should be at a [2:01:27] prevailing rate [2:01:30] which is about three times what we were [2:01:32] thinking [2:01:33] [Music] [2:01:34] so [2:01:36] if we look at the current budget as it [2:01:38] stands it'll be very minimal increase [2:01:41] removed in this budget [2:01:44] um [2:01:44] a good example has been when the coach [2:01:47] came in we built the purchasing it's the [2:01:50] first time somebody submitted a letter [2:01:51] about prevailing rate let's look into by [2:01:54] purchasing now paper value rate [2:01:57] so [2:01:59] um you know um I may look at somehow [2:02:02] talking at the end of Mayor looking at [2:02:03] increasing that line item [2:02:05] to cover the trade removal [2:02:09] [Music] [2:02:11] so I know that um an inventory of our [2:02:15] trees were done [2:02:16] how many [2:02:18] um do you think there's must be 60 some [2:02:19] trees that were [2:02:21] playing in some of the parks to come [2:02:23] down they were rated some you know more [2:02:26] yeah you know privately unless [2:02:30] um but a good example is what we put out [2:02:32] when we when both came in at about 11 [2:02:36] 000 and he was a person who would be [2:02:38] dealt with periodically through trees [2:02:40] and the other one is 30 000. [2:02:43] gotcha [2:02:45] [Music] [2:02:49] go ahead and how many trees was that for [2:02:53] I think maybe eight or nine [2:02:57] and they vary because you know [2:03:02] whether a train is needed for the tree [2:03:03] whether it is [2:03:06] piece by piece so you know a tree [2:03:10] animals from here to you know here to me [2:03:14] in cost so okay we're not equipped to [2:03:17] handle so you have a good agreement with [2:03:18] National Grid the fire is involved they [2:03:21] take it down [2:03:22] um [2:03:25] at no cost for us [2:03:29] I think this is a question more for [2:03:30] Anthony but so um I think Chris just [2:03:33] mentioned an arborist and some we had an [2:03:37] arborist in a different uh in [2:03:39] development that one's coming up as well [2:03:42] um and I was just curious so it's more [2:03:45] than one arborist that [2:03:48] or is it the same person that is in a [2:03:51] couple of different budgets [2:03:55] I think the armors that don't have any [2:03:57] developments from the uh like a [2:03:59] city-wide thing and other artists uh is [2:04:01] the golf course guy he just does that by [2:04:04] the hour oh okay all right [2:04:06] this is too different okay [2:04:09] and yeah [2:04:13] [Music] [2:04:29] yeah so if we don't pay prevailing [2:04:32] weight right here is that also applies [2:04:35] to what we're doing at the buffer [2:04:38] I'm going to golf course yeah we we're [2:04:41] Mike mostly Mike does that okay yeah [2:04:43] what we're doing is when we you know get [2:04:46] a complaint about a tree that tree or [2:04:50] look at it they just natural troops you [2:04:53] know we we don't we don't do one at a [2:04:55] time [2:04:56] we have gotten a better price grouping [2:04:59] six to nine trees together you know [2:05:01] contractor comes out definitely makes a [2:05:03] couple weeks of it he takes some [2:05:04] freestyle [2:05:06] um it's a little different than you know [2:05:08] parks and then [2:05:10] so [2:05:13] thanks [2:05:16] to page 36 [2:05:19] full antennas [2:05:30] only into the sports size everything is [2:05:32] out there [2:05:33] um [2:05:34] the you know ours is typically under the [2:05:37] fees for services for full maintenance [2:05:39] um [2:05:41] and [2:05:43] here on page fourth my story is confused [2:05:47] mechanisms [2:05:51] for services [2:05:54] to help us we've done you know anything [2:05:57] that we need an outside contractor for the pool chemicals we see it's [2:06:02] pretty [2:06:03] um [2:06:03] [Music] [2:06:05] pretty standard because what we've been [2:06:07] using the pool has been the same [2:06:09] um 25 000 slightly up I believe you can [2:06:12] make this an increase in the chemical [2:06:15] price for chlorine [2:06:19] repairs there's fifty thousand dollars [2:06:22] in there for the repair line for pools [2:06:24] and [2:06:27] heating fuel is to keep the the [2:06:30] buildings warm so nothing freezes and we [2:06:33] get increased that by two thousand [2:06:34] dollars just because of the cost of fuel [2:06:37] oil going into 2023 [2:06:39] [Music] [2:06:43] any question on this [2:06:46] so the pool maintenance is up slightly [2:06:48] from 91 500 to 96 thousand dollars [2:06:55] foreign [2:06:57] [Music] [2:07:27] um and because of the um the difficulty [2:07:29] finding lifeguards and the increases and [2:07:32] rates the higher these like targets I [2:07:34] think go from 150 to 185. [2:07:37] um that's also a cool each time I'd say [2:07:39] information [2:07:40] yeah that's going to be the assignments [2:07:42] the um the Pavilion and stuff that gave [2:07:44] me there in the community room [2:07:48] any other items the supplies clothing [2:07:50] drug that's very minimal no real [2:07:52] increases are there [2:07:54] um so it was really the increase in fees [2:07:56] for services for the Boys and Girls Club [2:07:58] foreign [2:08:00] [Music] [2:08:29] this installed waste supervisor is one [2:08:33] that's 35.83 [2:08:36] is a contractual liability CSA position [2:08:40] commission General services [2:08:43] myself Deputy Commissioner General [2:08:44] Services [2:08:45] Mr lung we're one-third can come out of [2:08:50] three different parts of the budget [2:08:52] they show a four percent increase for [2:08:55] management along with the director of [2:08:57] solid waste one position a four percent [2:09:00] increase in one its three [2:09:03] which is a moves for step five which is [2:09:06] contractual so the increase there from [2:09:09] 265 to 614 to 278 196 is based on salary [2:09:14] increases [2:09:17] foreign [2:09:17] [Music] [2:09:20] a couple people have reached different [2:09:22] levels of longevity so there is this [2:09:24] like increase there from 49 83 80 68 34. [2:09:30] and the addition of Mr White [2:09:36] any question on this section [2:09:41] let's see another move to um [2:09:43] wage collection [2:09:45] that is 81 60 6100 then we have two [2:09:50] SolidWorks supervisors currently they're [2:09:53] both at the same [2:09:55] great [2:09:56] for 1598 66 to 63 583 csca [2:10:02] on all the budget there's a title or [2:10:04] something here there's no um [2:10:08] it should be two one one a one to one [2:10:11] yes [2:10:12] if you look at your budget there's a [2:10:14] plan yes okay sir so we're just gonna [2:10:17] have to quite a bit more [2:10:27] yeah that would be bad [2:10:29] foreign [2:10:43] [Music] [2:10:48] over time though and again the salary [2:10:51] increases and we're you know requesting [2:10:54] five thousand to ten thousand if you [2:10:56] look at 21 you did spend ninety seven [2:10:57] hundred dollars [2:10:58] [Music] [2:11:02] the outer Graves came down slightly [2:11:07] um [2:11:07] you know from 15 to 12. I'm comfortable [2:11:11] with that [2:11:12] um we've moved some people around so we [2:11:14] think we have the coverage we need so [2:11:15] that was reduced slightly [2:11:19] the winter shift differential is taken [2:11:21] out what we call the 409 ownership [2:11:23] differential because with an embarking [2:11:25] unit they are compensated two dollars [2:11:27] more an hour when they work anyway so [2:11:28] that was removed and it's not reflected [2:11:30] in the salaries yeah those are 125 so [2:11:36] 8161-25 West York Maryland because [2:11:39] that's other [2:11:40] employees from different units come they [2:11:43] also get paid two dollars an hour if [2:11:45] they come from Parks if they come from [2:11:46] when we're short which [2:11:49] we are on a regular basis and we bring [2:11:52] in people from snap or Parks or the [2:11:55] street department wherever they are also [2:11:56] awarded to those more hours to work in [2:11:59] the police department so [2:12:00] yeah [2:12:03] the um in the full-time group game [2:12:06] salaries the fills have not changed there's still [2:12:09] two labor loaders there's 15 motor [2:12:11] equipment upper new games and there are [2:12:13] two ml M's in there for under arpa so so [2:12:21] the total bills have stayed the same 19 [2:12:23] from 22 to 23. [2:12:30] if you don't want to just explain this [2:12:31] line at least working hours at least [2:12:34] working hours yes right up on the top of [2:12:36] page 816. [2:12:40] that's the two for the [2:12:42] somebody who comes in I'm not that [2:12:45] pepper [2:12:46] you know our daily basically we take [2:12:48] people from Parks from staff from [2:12:50] different places [2:12:53] up on Thursday [2:12:55] so our actuals in 2021 there was 31 000 [2:12:59] years [2:13:03] [Music] [2:13:06] it was an independent it was in a [2:13:08] contract agreement yeah correct [2:13:14] it's not the wintership internships [2:13:16] differential no okay other expenses the [2:13:20] only increase with requested there was a [2:13:22] reindeer so because the price range from [2:13:24] eight thousand dollars to ten thousand [2:13:26] five hundred foreign [2:13:27] [Music] [2:13:30] yes have seen the right here I said I [2:13:33] have seen the reindeer happy to see it [2:13:35] however I've also seen people who are [2:13:37] what they're wearing it doesn't look [2:13:39] like it's really I don't see work boots [2:13:41] for instance [2:13:42] steel toe boots I see sneakers and [2:13:44] things like that and people have [2:13:45] actually sent me pictures to say this is [2:13:48] the garbage people addressing yeah so [2:13:50] they get a they get a Buddha levels [2:13:53] sometimes the boys don't want to wear [2:13:56] them because they're walking so much [2:13:57] they fear that the steel toe boots are [2:13:59] heavy [2:14:00] um [2:14:01] we can enforce that and if they to come [2:14:05] into sneakers we can send them home I [2:14:07] guess and what would we do so I know [2:14:09] later we do give them a boot allowance [2:14:11] and some employees that you know some [2:14:13] will be driving this amount of activity [2:14:15] you know that'll work and for me it's more like a safety thing so if [2:14:21] something happens and they're wearing a [2:14:23] speaker if they drop something really [2:14:24] heavy steel toe who might help with that [2:14:26] little sneaker it probably would we've [2:14:28] addressed that a couple times we've put [2:14:29] out a memo we told them that he paid for [2:14:32] these boots and expect them to wear [2:14:33] those boots [2:14:34] then it comes down to you know I don't [2:14:38] go every day and respect everybody [2:14:39] somewhere [2:14:41] um [2:14:42] no mustard [2:14:45] well I started early some days but it [2:14:47] would be there at 5 45 and check for [2:14:49] boots and um so um you know it's [2:14:52] something we will probably have to look [2:14:54] at again if people are starting to get [2:14:55] off the you know the train where we're [2:14:58] wearing them for a long time and now [2:15:00] going back [2:15:02] um we'll have to you know reinforce the [2:15:05] need to wear these boots because you [2:15:07] know we're kind of cases yes [2:15:11] thank you any question on this question [2:15:15] no I'll move to the next page always [2:15:18] disposal [2:15:21] okay and that is 81.62. [2:15:30] you see the biggest increase here is the [2:15:32] chickpe the e162 416 [2:15:35] um our contract for that goes up by CPI [2:15:38] or or three percent [2:15:40] um I will um tell you that um you know [2:15:45] the the contract that we previously had [2:15:49] prior to entering the county waste was [2:15:52] costing us a lot more money when we [2:15:54] entered into this agreement [2:15:56] um [2:15:57] we decided to do an RFP our activity in [2:16:01] 19 was 72 dollars our activity right now [2:16:04] at 22 for MSW is 46.98 [2:16:23] for two years [2:16:25] so the increases you know contractual [2:16:28] um you know for the CPI for our own [2:16:30] activities [2:16:31] for the services from 1.4 to 1 million [2:16:35] to 1.5 million [2:16:40] that's [2:16:41] really the only increase in that waste [2:16:45] disposal [2:16:46] um [2:16:47] section in the 8162 [2:16:51] let's go for the next one waste [2:16:53] recycling [2:16:55] [Music] [2:16:56] um [2:16:57] we did go down with our longevity [2:17:00] station with a couple people and we left [2:17:02] so one's ready to go down from 14 000 to [2:17:06] 2010 560. [2:17:09] um the auto rate Remains the Same [2:17:12] um [2:17:13] obviously the 409 winnerships difference [2:17:15] has gone because it's built into the CDA [2:17:17] now or [2:17:20] um [2:17:21] our fills were increased by [2:17:27] one because one of them was a labor [2:17:30] loader [2:17:32] um he became the meal what happens when [2:17:34] we lose a labor loader and we fill it [2:17:36] with an email because the advantage is [2:17:38] to have a driver there if we have all [2:17:40] labor loaders we don't have anybody to [2:17:42] drive the truck so we have a you know [2:17:45] laborers in the back but nobody to [2:17:47] physically drives the truck so we look [2:17:49] for any of those because you can always [2:17:51] work on the back of the truck as a [2:17:52] driver [2:17:57] one labor loader was um added an meal [2:18:01] from the labor motor so you moved one [2:18:03] person up so we increased the me LMS by [2:18:07] one there [2:18:10] foreign [2:18:16] overtime again salary increases [2:18:19] represents you know overtime increase [2:18:22] from twenty thousand four minutes twenty [2:18:24] five thousand dollars [2:18:26] and the tool allowance will cover work [2:18:28] boots different things for the 20 guys [2:18:30] at five thousand dollars [2:18:34] and we have to go check your results [2:18:37] I'll just take a picture [2:18:40] any question on these sections [2:18:44] the flags were moved and so I don't [2:18:47] think you're missing any of them [2:18:49] equipment other expenses which is the [2:18:52] recyclable fees we broke out this year [2:18:55] to try and keep track of recycling [2:18:57] to use now and TVP so okay [2:19:03] we have E-Waste so one is e-waste one is [2:19:06] the um the cost you didn't have the cost [2:19:09] of recycling if you go back a couple [2:19:12] years recycling was absolutely free and [2:19:15] on E-Waste which is our Electronics TVs [2:19:17] and stuff it's nowhere near free no more [2:19:21] this is something that you know [2:19:25] nobody's taking a cycling they're not [2:19:27] going overseas no more in fact we can [2:19:30] only get a one-year contract on [2:19:32] recycling right now because of the um [2:19:34] the market and nobody's willing to you [2:19:38] know give us a good price for multiple [2:19:39] years because they don't know where the [2:19:41] recycling is going to go so it's [2:19:43] typically a year by year so if County [2:19:45] Waste is giving us that price right now [2:19:47] because it goes to their their Murph the [2:19:49] recycling center in the port of Albany [2:19:51] um but we are paying more to remove [2:19:53] recycling than we are MSW [2:19:58] okay [2:20:00] any questions [2:20:02] go ahead so just be nice so I did have a [2:20:05] question what would um [2:20:07] I don't know if you said this the [2:20:08] disposal fee for per ton for 2023 [2:20:12] was that do you have the questions there [2:20:13] it will go off in 23 after January right [2:20:17] now in 22 we're currently paying nsw [2:20:19] 46.98 a ton recycling is 65.48 [2:20:40] when Joe comes back I can break down [2:20:42] because one of the questions was um [2:20:43] repairs that the fuel is [2:20:45] all Contender wine service and it is and [2:20:48] I can break that down Joe can break it [2:20:49] down so when he comes back on vacation [2:20:51] I'll I'll send an email out to everybody [2:20:52] if you're just looking for ogs or if you [2:20:55] want you know [2:20:59] um the next question was what did we pay [2:21:01] for time disposal in 20 21 22 today and [2:21:04] what was the total tons collected for [2:21:05] those years because this came at 3 30 [2:21:08] there's nobody down in the office but I [2:21:10] can tell you that in 2020 we were paying [2:21:13] for MSW which is the Wayside 41.80 [2:21:17] in 2021 at least in the CPO went to 4434 [2:21:21] and 22 minutes at 46.98 recycling [2:21:27] um because it was free of 20 and 21 it [2:21:29] was 6180 and it's not 65 48 in time okay [2:21:33] we typically [2:21:36] um [2:21:37] do around 29 000 current tons a year ago [2:21:41] she's averaged about 2700 because there [2:21:43] was a question here what are the [2:21:45] separate percentage of Sunday's pickups [2:21:46] amounts for the city's coaching the [2:21:48] commercial effects [2:21:49] um scotia's average about 2 700 tons a [2:21:54] year the city average is around 28 000 [2:21:57] tons a year give or take [2:21:59] um [2:22:00] and um you know recycling we don't [2:22:07] separately [2:22:08] but our recycling like I said is around [2:22:09] 20 you know around [2:22:11] 10 percent so around 2 800 tons versus [2:22:15] 28 000 tons of MSW we do [2:22:18] um [2:22:19] the other thing there's a question um [2:22:23] let's see how many times are collecting [2:22:25] especially got divorces are sure plus I [2:22:26] think Anthony would have to answer the [2:22:29] Surplus for 22. what was our Surplus uh as of September 22 and uh request for [2:22:37] additional surplus of three million [2:22:38] needed for 23. I can't say that one of [2:22:41] the things is we don't know where our [2:22:43] recycling is going to go [2:22:45] and if you don't know where E-Waste is [2:22:48] going to go [2:22:49] it's been very expensive to get rid of [2:22:50] that stuff and also you know to me [2:22:53] personally to build up a surplus every [2:22:55] year I'm request at least four Packers [2:22:58] uh that's a million dollars plus [2:23:01] um in 22 we couldn't even get the [2:23:03] Packers we had bought [2:23:04] at least once um [2:23:06] just and we spent almost a million [2:23:08] dollars in police while I had to wait [2:23:10] about 20 some months to get home and um [2:23:13] these trucks are large they run every [2:23:15] day [2:23:16] um they're not the best way to run a [2:23:17] truck because they don't get out there [2:23:19] on a highway and get cleaned out like we [2:23:21] do our cars they're just stopping going [2:23:23] and stopping going things because [2:23:25] so every 10 years you should recycle [2:23:28] your vehicle if you're heavy equipment [2:23:29] like that like we typically ask for four [2:23:32] Packers a year and lately we haven't [2:23:35] been able to give four even when you to [2:23:37] approve it [2:23:39] the constraints on vehicles the example [2:23:41] we couldn't order any pickup trucks this [2:23:44] year but Ford who has the contract told [2:23:46] us we won't even take you to PL until [2:23:48] January 23 so don't even call us for 22. [2:23:51] so you know build up Surplus because [2:23:54] when you have the opportunity to get the [2:23:56] vehicles we need to get them that's my [2:24:00] feeling and why you want to build up [2:24:01] some Surplus so that you have [2:24:03] money in your account so you can buy [2:24:05] something and not find and updated that [2:24:08] service and I'll pay the interest rates [2:24:10] that's how I would look at that [2:24:13] um [2:24:16] I will tell you on our commercial [2:24:18] accounts we increased our commercial [2:24:23] in [2:24:25] 2020 we they were paying 2.75 cents a [2:24:28] gallon in 2021 [2:24:30] 3.45 cents a gallon and [2:24:34] our commercial accounts [2:24:36] over the last year have increased by [2:24:39] over seventy thousand dollars by having [2:24:41] one of our supervisors out [2:24:43] paying attention and trying to getting [2:24:47] things where we see that some of our [2:24:49] drivers don't really know when the court [2:24:51] will stop at that building might be a [2:24:54] commercial account so that we're out and [2:24:56] we Mark the chance if somebody pays for [2:24:58] us to do say five commercial companies [2:25:01] our supervisors out prior to the pickup [2:25:04] making sure that they have five cans of [2:25:07] enough [2:25:08] so we've increased our Revenue in the [2:25:10] commercial line by over seventy thousand [2:25:12] dollars [2:25:17] with the [2:25:19] recycling the quality of the stuff [2:25:22] matters which which you does it when [2:25:26] waste management or facility it doesn't [2:25:29] matter or no because we're on a single [2:25:31] stream it doesn't matter if you notice a [2:25:33] lot of them I think a lot about Vietnam [2:25:35] sometimes you go to take a catwalk yeah [2:25:37] they're so flimsy now half the bottle [2:25:39] comes out when you yeah the cap off yeah [2:25:42] it doesn't matter to them they're [2:25:43] Recycling and right now it's not going [2:25:46] anywhere special they do pull out the [2:25:49] cans if they've had them before [2:25:56] the quality of the recycling that might [2:26:00] actually be able to produce accumulation [2:26:03] is the only one local that has a [2:26:06] system I reached out to [2:26:09] um a competitor I won't say any names [2:26:12] because he has a system like that but if [2:26:15] he's not interested in what you're [2:26:16] taking number sentence [2:26:18] [Music] [2:26:20] okay [2:26:22] any other questions can you type it up [2:26:25] for us and we'll fly back yeah if I have [2:26:27] it I will share it with all the members [2:26:29] then I want to make sure that we have [2:26:30] all the answers yeah [2:26:40] all right so we'll move on and let's do [2:26:43] [Music] [2:26:43] um [2:26:45] water primer so another capital [2:27:15] in the FX 1950 is attached to the [2:27:18] contractors uh [2:27:20] revenue and expenditures but [2:27:27] thank you [2:27:30] to water sales [2:27:35] okay [2:27:46] all right we're good [2:27:48] with everybody else [2:27:51] [Music] [2:27:54] here we go [2:27:59] [Music] [2:28:08] um from 22 to 23 is up from one 1.846 [2:28:13] million to 1.914 549 and assuming that is the increase in the water rate [2:28:20] increase rate increase Anthony brick [2:28:23] right we're looking at a lot of weight [2:28:25] entry [2:28:27] salary for an average single friend home [2:28:30] is approximately 12.97 a year comes to [2:28:34] uh [2:28:35] three and a half cents a day [2:28:37] and that increases Revenue by about [2:28:39] three hundred six thousand right [2:28:44] the meter water will increase uh by [2:28:48] Jesus outside the city outside the city [2:28:51] by having [2:28:52] .000248 gallons for no 37 120 000 [2:28:57] it's a total uh Revenue increases 426 [2:29:00] 000 [2:29:03] . uh one of the reasons uh for the [2:29:05] increase we haven't raised the rates in [2:29:07] since 2019 so it's going on 40 years [2:29:10] without an increase you know we are [2:29:13] using up our again water and soil we've [2:29:16] been using our fund balances to take the [2:29:19] repairs and for other [2:29:20] technical projects so we're a little [2:29:23] interested because you know we need we [2:29:25] need to fund this and plus uh we're also [2:29:27] funding for the loans and debt that [2:29:30] we're about to get into [2:29:32] it and can you go back up to B and look [2:29:35] at the drop there from last year to this [2:29:37] year there's a plan for you Google it [2:29:40] for five seven [2:29:43] yeah outside the outside study like City [2:29:46] yes yes [2:29:53] again the metered water snails outside [2:29:55] the city well that's you know the [2:29:58] adopted doesn't mean that we're going to [2:30:00] get that from outside the city I mean it [2:30:02] really depends on you know what this [2:30:04] view is taking you know one Rider you're [2:30:06] taking what TV is taking so you know [2:30:09] when you anticipate that they'll take it [2:30:10] but they don't have GE they don't touch [2:30:12] things down and are what our revenue is [2:30:15] going you know [2:30:17] that's exactly what happened I think G [2:30:19] because I'm a lot of courses this year [2:30:21] that's right when you look better you [2:30:23] know those are typically are you know [2:30:25] our muted water cells outside are [2:30:26] typically we you know our vendors that [2:30:28] are you know [2:30:40] a couple of companies put in special uh [2:30:44] stores where we don't uh water well they [2:30:47] maintain uh there's some different um [2:30:49] fixtures [2:30:50] [Music] [2:30:58] so that's a ton of water [2:31:01] how close would we get to a document you [2:31:04] know [2:31:04] [Music] [2:31:11] but these are outside the city uh these [2:31:15] are before the yeah because the zones go [2:31:17] on the building yeah sometimes our [2:31:18] buildings don't go out until February [2:31:20] for the last part of February yeah so [2:31:23] you're yeah you're six months out yeah [2:31:28] so we're really at nothing 193 000. [2:31:31] we've had [2:31:33] some trouble with some of our Municipal [2:31:36] Partners paying their bills on time [2:31:38] paying your bills up period [2:31:42] we have to actually go there and [2:31:45] attack [2:31:47] enforcer [2:31:49] I wish we could maybe if the supervisor [2:31:52] wasn't asking for such a large raise oh [2:31:58] all right let's move on [2:32:00] hold on the other the only other change [2:32:03] is obviously because of the recommended [2:32:06] rate increase would be in the unmuted [2:32:08] sales which is what we call our flat [2:32:09] rate so that's you know right in unit so [2:32:13] that it's a flat rate based on fixtures [2:32:15] within the city homes and um that's the [2:32:18] only other change which will go from 5.4 [2:32:20] million to 5.7 [2:32:23] that is the total of water fund only [2:32:26] increased by 22 197 so very very uh you [2:32:31] know less than a quarter of a percent [2:32:32] increase [2:32:35] any question on the resume [2:32:37] all right let's move on [2:32:40] okay the expenses and uh I think it's [2:32:43] 1950 46 is the taxes we pay taxes to um [2:32:46] two neighboring communities because our [2:32:49] Reservoir is located in Adonis unit and [2:32:51] our fellow fields are located in the uh [2:32:53] that kind of rotter name and that is the [2:32:56] participating text [2:33:08] at the end [2:33:12] you have nothing well if the council may [2:33:16] not be aware of okay there's nothing [2:33:18] that's happened no it's not happening [2:33:20] yeah [2:33:25] underwater Administration salaries and [2:33:28] the biggest change here is that we took [2:33:30] the one assistant civil engineer out of [2:33:33] the water fund work event to the general [2:33:34] fund for engineering so it did reduce [2:33:37] the number of fills from 3.6 to 2.6 [2:33:42] in the added you know the 0.3 for um the [2:33:46] Deputy Commissioner [2:33:48] um so there is a reduction in the salary [2:33:50] based on moving the assistant civil [2:33:53] engineer back to engineering from 249 [2:33:55] 596 to 187 922 so there was a reduction [2:33:59] there I have one person [2:34:05] foreign [2:34:06] [Music] [2:34:18] management [2:34:20] but there is some for the junior civil [2:34:22] engineer because that is a um that is a [2:34:25] man not a management it's a legal [2:34:28] position so there's an overtime there [2:34:30] for that uh [2:34:33] foreign [2:34:34] [Music] [2:35:13] everything else has pretty much stayed [2:35:15] the same so you'll see the reduction [2:35:16] from 21.7 to 16-7 so the total water [2:35:19] Administration budget is um down from [2:35:23] 275 to 208 and that's also because of [2:35:25] the movie one only positions of [2:35:29] injection [2:35:29] [Music] [2:35:32] foreign [2:35:33] counts [2:35:36] we have a just a plumber and he's under [2:35:40] the commercial accounts that's [2:35:42] management position so it's marked for a [2:35:45] four percent increase for the salary so [2:35:47] we go from 79 to 96 82 468. [2:35:51] [Music] [2:35:54] that gentleman's longevity will stay the [2:35:57] same it doesn't get any mood allowance [2:36:00] 250 so pretty much the support services [2:36:04] also stay the same I've done 1250 [2:36:09] and there was no equipment [2:36:13] late [2:36:19] increase that for the total commercial [2:36:21] accounts the water Administration went [2:36:23] from 87 696 to 91 368 and especially all [2:36:28] the salary right and which is called the [2:36:31] contractions any question on that [2:36:33] section [2:36:36] Reservoir a landscaping if you [2:36:39] anticipate that if you go up slightly [2:36:40] because labor rates are going up that [2:36:42] isn't outside on contractors that comes [2:36:44] in and does that so I am asking for an [2:36:48] extra 2500 and then repairs for the [2:36:51] reservoir we do has electronic equipment [2:36:52] there and different things Gates [2:36:54] different doors alarm systems there any [2:36:57] professionally woke me up again at four [2:36:59] o'clock yesterday morning so [2:37:02] um had a police came from [2:37:04] I'm asking for just a slight fifty [2:37:06] dollars because there's some of the [2:37:08] essentials in the line up there [2:37:12] for 14 000 to 16 750 for um social [2:37:17] Supply reservoir from other expenses [2:37:21] the pumping it's the water wells [2:37:24] um [2:37:24] [Music] [2:37:26] Staffing there there's one vacant [2:37:29] position currently the senior water [2:37:30] treatment plant operator is vacant [2:37:33] um we did put in a um we do have a water [2:37:38] treatment operator now [2:37:40] we've had a trainee there that is filled [2:37:43] water treatment manager [2:37:46] um that is a half time between the [2:37:49] switch streamer plant and the water [2:37:52] um [2:37:53] and the other new position that his [2:37:56] request is the instrumentation [2:37:58] specialist the one thing that we've seen [2:38:01] now with technology is the upgrades with [2:38:04] the ball field that's going on and the [2:38:06] three new walls going in all new [2:38:08] software all this data will be in phase [2:38:10] two [2:38:12] also sort of coincide because the other [2:38:14] half is [2:38:15] doing all utilities [2:38:18] [Music] [2:38:20] because of all the students that's [2:38:22] involved with the new pump stations and [2:38:24] the wastewater treatment plant it's just [2:38:26] somebody who works strictly on scada [2:38:28] software goes into the program [2:38:31] um you know we currently [2:38:34] we have to call a specialist and our [2:38:37] equipment is critical and these people [2:38:39] are not available [2:38:44] midnight [2:38:48] memories coming nobody's coming here [2:38:50] Monday morning [2:38:51] um so the way technology is [2:38:55] I really feel it's critical that we look [2:38:57] at putting a qualified person in it and [2:38:59] work on all this software and all this [2:39:01] data and [2:39:04] it seems like the position when you meet [2:39:06] somebody you need somebody I think we [2:39:08] can't run yeah yeah I mean you deserve [2:39:10] to come to specialize but it may be very [2:39:12] specialized that these are people who [2:39:14] write the programs for all this for the [2:39:16] alarms do these alarms go not only to [2:39:18] the board but they go to the wastewater [2:39:19] treatment plant and the water level from [2:39:21] the reservoir from the pump stations and [2:39:23] go to phones now [2:39:29] that person's pictures taken before they [2:39:30] go through the gate they can't get in [2:39:32] they have to call me I could open paid [2:39:34] remotely for my phone wherever I am [2:39:36] after I take the picture it's getting [2:39:38] very um technical now and um [2:39:44] you have to call people and we call [2:39:46] people you know what happens [2:39:48] it's expensive and it's when they can [2:39:50] get there [2:39:52] so excuse me so it's only a half time [2:39:54] position no no half is salary because he [2:39:57] would work a little bit because there's [2:39:59] unusual honor and in stores instead of [2:40:01] half would be split um [2:40:05] mm-hmm [2:40:06] [Music] [2:40:12] so the you know total administrative [2:40:14] salaries is 284 257 and [2:40:17] it went down because we have a vacant [2:40:19] position but when I went down slightly [2:40:22] to 280 3 15. [2:40:25] so there's a slight [2:40:27] decrease there [2:40:33] total support uh longevity because we [2:40:36] have new employees they're they're um [2:40:40] there is no longevity because they've [2:40:43] been employees there that are new so [2:40:45] there's a 22.95 savings [2:40:48] um obviously because of the reduced [2:40:50] reduction in the salaries because [2:40:52] there's no employees over time is down [2:40:54] on on them and um [2:40:57] 21 276 to 17 500 [2:41:01] . [2:41:01] um [2:41:03] the stand might pay that's the two [2:41:05] phones associated with that [2:41:08] in you know them being on call [2:41:11] and shift differential and we look at [2:41:15] stacking it a little differently but [2:41:17] there is 250 there somebody has to win [2:41:19] the evening [2:41:20] in a while and the Uniform Rental [2:41:23] allowance is their work boots and uh [2:41:27] miscellaneous some equipment they might [2:41:29] need logs and different things [2:41:34] but overall that went down you look at [2:41:36] total support and other salaries from 27 [2:41:38] 971 to 23 750. [2:41:42] foreign [2:42:02] [Music] [2:42:05] other things we expect them to go up at [2:42:08] least three percent so we are looking at [2:42:11] um you know an increase of from 226 000 [2:42:15] to 282 000 in the chemicals and another [2:42:20] increase would be about 28 some thousand [2:42:22] dollars with regards to um light power [2:42:24] and gas [2:42:26] um to run the wells [2:42:28] [Music] [2:42:29] and repairs um we do we are putting [2:42:34] three new walls in but they're not [2:42:35] anticipated to be done in 23 maybe [2:42:38] towards the engine so the wells we do [2:42:40] have they are getting old obviously [2:42:43] that's why we're putting in three so the [2:42:45] motors do get tired so [2:42:47] slight increase in the repair line to [2:42:50] keep everything going there from sixty [2:42:52] two thousand to seventy two thousand ten [2:42:54] thousand dollars more one of those [2:42:55] Motors just to rewind them and we take [2:42:57] them out is about five thousand dollars [2:42:59] just rewind one motor you know the cost of taking that we [2:43:04] can't take it out they're 300 horsepower [2:43:06] motor so we have another credit union [2:43:11] Power and Gas I guess the ghost for [2:43:14] everybody but [2:43:15] I mean they're talking 20 30 increase at [2:43:19] all in this we didn't know that and so none of those numbers are realistic [2:43:23] we got a whole [2:43:26] um you know [2:43:27] I mean you know how you know [2:43:30] I mean it's not just for you it's across [2:43:33] the board it's you know how do you plan [2:43:34] for you know everything [2:43:37] right [2:43:47] any questions [2:43:49] all right let's move to a water [2:43:51] distribution [2:43:52] one of the solution we have the water um [2:43:55] the water uh water and sewer [2:43:58] superintendent [2:43:59] um he split his he split his time [2:44:02] between water and sewered 50 50 [2:44:05] um four percent increase based on [2:44:06] management recommendation for 45 852 [2:44:11] and then we do have a water and sewer [2:44:13] maintenance supervisor that is a CSEA [2:44:15] position so that does blow up based on [2:44:18] the contractual obligations [2:44:20] there [2:44:23] [Music] [2:44:25] overtime slight increase from 13 to 16 5 [2:44:29] again we cover the salary increase [2:44:34] [Music] [2:44:35] slight increase from 52 to 65 because [2:44:38] salaries have increased [2:44:40] um [2:44:41] he had a great all follows the same suit [2:44:44] yeah somebody more money on an hourly [2:44:47] basis a motor equipment operator the [2:44:50] Phillips stayed the same one heavy [2:44:53] equipment operator [2:44:54] one senior water maintenance worker [2:44:58] um and we have a um eight water [2:45:01] maintenance done [2:45:02] one that's perfect so someone worked out [2:45:05] with any other but they all have CBS [2:45:07] including the senior water maintenance [2:45:09] worker and those are filled right [2:45:12] yeah yes we have no openings right now [2:45:15] okay [2:45:20] rolling materials slight increase the [2:45:25] water department you know they don't use [2:45:27] as much Road materials as the street [2:45:29] department [2:45:30] and if we really need some the street [2:45:32] departments coming off the last episode [2:45:36] motor vehicle repairs I did drop that [2:45:40] um you know if you look at 21 enough [2:45:42] 3200 22 I don't you know I'm not going [2:45:45] to spend the 10. so I did Drop That by [2:45:48] seven thousand dollars based on the [2:45:50] current year to dates [2:45:53] um water main repair 35 to 38 750. [2:45:58] you know that's because pipe different [2:46:00] materials are coming up a little bit in [2:46:02] price [2:46:03] and again fuel oil increase you don't [2:46:06] have a big budget there but a slight [2:46:07] increase of about fifteen hundred [2:46:09] dollars [2:46:17] it's total water distribution 9 15 397 [2:46:20] for 22 adopt a budget versus 947 470 [2:46:23] requests for the 23s [2:46:25] that Phil's being the same at 11.5 [2:46:33] [Music] [2:46:36] any questions [2:46:40] you just want to run through benefits [2:46:44] are pretty much uh obviously from the [2:46:48] last few years uh we have a little we [2:46:53] made a secret life adjustment to uh in [2:46:55] the hospitalization because it's trying [2:46:57] to uh you know work to get the numbers [2:46:59] some better better numbers look down a [2:47:01] little bit [2:47:03] our [2:47:05] debt Services received went down just a [2:47:08] little bit again we haven't borrowed [2:47:10] money we've been using uh Reserves [2:47:13] and we're trying to figure out how [2:47:15] everything [2:47:16] and the back end [2:47:19] um some of the bigger increases of [2:47:21] unallocated Insurance of the 105 000. [2:47:24] that's sort of liability and stuff like [2:47:28] that that's just because of regular [2:47:30] entries infrastructure repairs yeah uh [2:47:33] we increase that by 326 000 because it's [2:47:36] all up [2:47:37] wants to be able to not worry about that [2:47:40] uh you know because we don't borrow [2:47:41] money for repairs we want to budget it [2:47:44] so we can use it so those things like [2:47:47] lining when we have a sewer line that um [2:47:49] it's cracked but it's not Beyond [2:47:53] to the point that we need to replace it [2:47:55] what we do is weigh it they do is full [2:47:58] of stock from one man helps another they [2:48:00] put Steam in and It Coats the pipe and [2:48:03] seals all the cracks so [2:48:05] um [2:48:06] so are the old water wells would that be [2:48:10] part of those repairs as well maybe or [2:48:12] no it's a different no I mean that would [2:48:16] be a different route [2:48:17] to a big problem because the water wells [2:48:19] where the maintenance of the repairs were we [2:48:23] could always use that because it's still [2:48:25] allocated for water [2:48:26] but it's it's the water okay gotcha [2:48:30] thank you we were just uh the amount of [2:48:33] transfer general fund uh the reason why [2:48:36] we put it back to where it was done in [2:48:39] 2019-2020 we increased it and uh during [2:48:43] the coverage years only to help the [2:48:46] general fund but we were reduced it back [2:48:49] to help the to keep the water pump back [2:48:53] uh to you know so it's not more [2:48:56] efficiently [2:48:57] to the Social Security [2:49:01] that's what's going on [2:49:03] or not they got something yeah [2:49:07] I know that's going on tonight [2:49:09] I thought they were yeah which no [2:49:13] exactly you're saying is actually uh the [2:49:15] pay the payments yeah [2:49:21] all right any question on this section [2:49:23] go ahead [2:49:25] so I'm gonna find out to talk a lot [2:49:27] because uh my breakfast [2:49:32] look that increase is very specific [2:49:36] I know you mentioned the one individual [2:49:39] issue [2:49:40] is this addressing a singular concern [2:49:42] information [2:49:49] there's a [2:49:51] you know you can have something in a [2:49:52] piece of service on repairs but there's [2:49:54] a lot of water lines that they need [2:49:56] we can't handle ourselves because [2:49:57] they're too deep in the construction [2:49:59] repairs because if we have to call on a [2:50:01] private contractor we can utilize those [2:50:02] funds [2:50:04] um you know we we can't dig Beyond 11 [2:50:06] feet we don't have the equipment so if [2:50:09] there's an emergency [2:50:11] you know that my computer surgery is [2:50:13] there and again it's just if we're doing [2:50:17] some maintenance we do insert valves [2:50:19] which our new style valve where [2:50:22] we have an area we know we don't have a [2:50:24] good shutdown [2:50:25] um we're gonna put an insert valves and [2:50:27] we get the whole prep for them the [2:50:29] company comes in and they put a valve in [2:50:31] without any um loss of water they don't [2:50:34] shut down any water because it also done [2:50:36] wide under pressure [2:50:38] and we get all the prep work we dig the [2:50:41] hole we get it all ready for them and [2:50:42] they come in and search up in right [2:50:53] no cheap repairs so [2:50:57] um when we're done with our arpa [2:51:01] decisions and things if there's money we [2:51:04] can always give it to you yeah [2:51:07] instead of having to put it in the [2:51:09] budget [2:51:11] [Music] [2:51:20] Revenue [2:51:39] [Music] [2:51:45] um [2:51:50] invented story increase [2:51:55] [Music] [2:51:59] the wastewater treatment plant so um [2:52:02] some of the summary increases and I [2:52:04] don't have the numbers coming out Tony [2:52:05] Scott I think yeah uh they were a great [2:52:07] improve some average single-family home [2:52:09] is about 24 25 24 cents a year about the [2:52:14] seven cents a day [2:52:15] increases the meter in City uh would go [2:52:19] up uh [2:52:21] it's a seven percent increase uh or [2:52:24] we're talking a vision a gallon that [2:52:27] decreases by 141 000 gives us a total [2:52:30] increase of 773 000. now you've got to [2:52:34] remember that you know like I said we [2:52:36] haven't increased the rates in four [2:52:37] years but this is we have to increase [2:52:39] these because we're about uh to get our [2:52:42] debt for the wastewater treatment plant [2:52:45] and the North ferry Street Pump Station [2:52:47] we're talking about 57 million dollars [2:52:49] in the enforcement enforcement too again [2:52:52] so we're looking at a total like about [2:52:54] 15 million dollars that and that's and [2:52:57] that's that zero percent interest [2:52:59] but we still have to pay that back so [2:53:02] we're looking at 58 million dollars so [2:53:04] this increases uh helping out the [2:53:07] for the store content to go ahead and [2:53:10] start paying on that [2:53:15] perception slides your program is doing [2:53:17] well [2:53:18] um I anticipate at least three quarters [2:53:20] of a million dollars for 22 anticipate [2:53:23] meaning the um you know we got the [2:53:25] budget in an increase in 23 to 850 000. [2:53:30] so [2:53:35] Industrial Waste Your charges are down [2:53:38] Recycling and that's mostly because one [2:53:40] of the industries can deal with its [2:53:42] interest rates has put in a free [2:53:44] computer system so um [2:53:46] [Music] [2:53:47] so we we don't we don't get that weight [2:53:54] [Music] [2:53:56] expected to go down [2:54:00] lab analysis will come up slightly [2:54:04] um [2:54:05] they have a neighboring Community who [2:54:07] has asked us to take care of their water [2:54:08] samples we're actually giving them a [2:54:10] price [2:54:12] so do some water samples for them [2:54:19] any questions [2:54:21] [Music] [2:54:28] sanitary sewers administrative salaries [2:54:30] pretty much stayed the same and filled [2:54:32] still 2.5 we have an ips3 it will move [2:54:37] up based on CSEA we have a [2:54:39] superintendent water sewer that again [2:54:41] he's split between water and and Sewer [2:54:45] at 50 which is the four percent [2:54:47] recommended increase for management and [2:54:51] then we have the water sort of [2:54:52] Maintenance supervisor who is a csca so [2:54:55] there is a increase in their base [2:54:57] contractual so the increase for the [2:54:59] salaries is based on salary increases [2:55:01] contractually [2:55:04] um support other staff [2:55:06] site increases with longevity [2:55:10] as people would be different thresholds [2:55:14] overtime again slight increase in the [2:55:16] CSEA members are going up [2:55:18] um [2:55:20] standby pay again slight increases [2:55:24] out of grade it's the same thing as if [2:55:27] they're working on a grade they're [2:55:27] getting the higher rates that are even [2:55:29] higher now [2:55:30] shift differential [2:55:32] goes up as a stand for the sewer staff [2:55:35] works the winnerships lights they split [2:55:38] it with the streets so they're part of [2:55:40] the crew that goes on the night shifts [2:55:43] um [2:55:43] the meos we have kept the same pills [2:55:47] there is a heavy equipment operator [2:55:51] which is a [2:55:53] going up contractually system 2598 64 [2:55:56] 476 16 meos or seweraneous workers [2:56:02] retractual raises and a what we call the [2:56:06] CCTV operator who runs A CTV camera and [2:56:10] it was also um you know contractual csca [2:56:15] and heard me in overtime you can spend [2:56:18] as much as I think I'm 21 I don't think [2:56:21] we're going to spend as much as 22 so I [2:56:23] kept it the same particular overtime [2:56:27] tools and uniforms are good allowances [2:56:30] 48.75 [2:56:32] [Music] [2:56:34] no equipment or recommendations [2:56:37] administrative [2:56:39] expenses it's 873 000 fees for services [2:56:43] these copiers different things that we [2:56:45] use slightly up about [2:56:48] twelve thousand seven hundred dollars [2:56:50] and twenty two two eighty six thirty [2:56:52] five thousand uh slight increases [2:56:57] um the biggest one would be Road [2:56:58] materials for 78 [2:57:00] 000.21 million spent 46. [2:57:04] um so I do anticipation I mean you know [2:57:07] quite a bit more for 22 because [2:57:09] everything went up [2:57:11] um [2:57:11] and then any 23 they'll still go home [2:57:15] it dropped the vehicle repair line to 21 [2:57:18] 000 because we haven't been spending as [2:57:19] much it's been going into the Fleet [2:57:21] Maintenance budget so they dropped up [2:57:23] slightly from 21.5 to 15.5 uh fuel oil [2:57:27] and grease [2:57:29] um 21 was forty one thousand dollars I [2:57:31] did increase it to 45 [2:57:34] you know inflation on the factor [2:57:37] um [2:57:38] emergency sewer repair they put we did [2:57:41] have 18 000 and 21 there was nothing in [2:57:43] 22 [2:57:45] but I've [2:57:46] requested twenty thousand dollars for [2:57:48] emergency sewer repair [2:57:50] um [2:57:52] safety supplies and equipment it's [2:57:54] mostly for the equipment that you guys [2:57:56] use you know setups for cut off um pipes [2:58:00] and the whole gloves different things [2:58:02] maybe 500 for the safety supplies [2:58:05] um [2:58:07] so the overall budget for their Phil [2:58:10] state is saying at 20.5 [2:58:12] from 1.493 to 456 to 1.573 857. [2:58:18] the majority of that is you know on [2:58:21] salaries [2:58:23] any question on this section [2:58:26] okay okay [2:58:27] [Music] [2:58:30] this is shooting disposal [2:58:33] um [2:58:35] the fills Changed by um say from 6.1 to [2:58:39] 6.6 and that is mostly because of the [2:58:43] Deputy commission is 0.3 I do have a [2:58:47] vacant position in there as the [2:58:48] maintenance manager [2:58:50] there is that is a vacant position and [2:58:53] you know I'm hoping to get that filled [2:58:56] for hopefully by the end of this year 23 [2:59:00] and then the instrumentation specialist [2:59:02] is the other half of body from the water [2:59:05] to work on the scada systems for forty [2:59:09] seven thousand five hundred [2:59:10] and that came up that number because [2:59:12] when they were doing the work at the [2:59:14] pump station I sort of acquired that [2:59:16] what these guys make [2:59:18] um and that's how I got for that number [2:59:22] did you say it was the director of water [2:59:24] and wastewater that's unfilled no it's [2:59:27] the maintenance manage [2:59:28] oh okay thank you until it's 74 4. [2:59:31] gotcha thank you [2:59:38] longevity up [2:59:41] um [2:59:42] okay that's more you know probably [2:59:44] because of the commercial ogs comes in [2:59:47] there [2:59:48] um stay in my page slightly increase as [2:59:51] the salary increases [2:59:54] the shift differential [2:59:56] um you know did go up slightly one [2:59:58] contraction went up so you do we win 24 [3:00:01] 7 at police Water Treatment Plant so [3:00:03] there's a 24 operation [3:00:06] the [3:00:08] per game over time [3:00:11] is is up slightly again because of the [3:00:15] Ring increases the number of fills for [3:00:19] operators and that's that [3:00:21] it's gone up slightly I am requesting a [3:00:25] second maintenance manager or a second [3:00:28] maintenance technician [3:00:30] and a another AG lab technician we're [3:00:35] getting very busy in the lab [3:00:37] and with the new pump station the new [3:00:40] all-day editions of the plant and we've [3:00:43] been running with just you know two one [3:00:46] sort of maintenance tech one and one [3:00:48] maintenance type two it's it's done when [3:00:50] somebody's on vacation information out [3:00:52] especially when you're running 24 7 the [3:00:54] operation of things wear out [3:00:56] um [3:00:57] the need for another maintenance person [3:00:59] is is critical in our lab staff [3:01:04] we are having somebody retire and they [3:01:06] put their paperwork in for January 17th [3:01:09] um [3:01:10] they have not given a lab exam in two [3:01:13] years [3:01:14] um [3:01:15] and our livestock work seven days a week [3:01:17] so they rotate weekends [3:01:19] um it's getting hard you know on the [3:01:22] staff because and they work holidays [3:01:24] where there's they're there seven days a [3:01:26] week whether it's Christmas New Year's [3:01:28] it doesn't matter so we have to be there [3:01:30] so we need to start splitting some [3:01:32] things up and [3:01:33] with the retirement of one getting [3:01:36] somebody trained getting them proficient [3:01:37] to pass their state proficiencies be a [3:01:40] laptop and the other things [3:01:42] waiting for the civil service exam to [3:01:44] actually pass that stay in the position [3:01:46] too so okay well [3:01:49] recommending another lab tech [3:01:52] [Music] [3:01:56] can you request an exam pardon can you [3:01:59] request the ticket yeah [3:02:01] for president it's just when they feel [3:02:04] like [3:02:09] hopefully soon because the advice sort [3:02:12] of an unblock you know they've been [3:02:14] there they're they've faster your [3:02:16] proficiencies from the state but you [3:02:18] know you're really going to get the [3:02:20] civil service exam [3:02:22] so that's you know the biggest increase [3:02:24] there is the salary from 463 668 to 525 [3:02:28] 749. [3:02:32] um [3:02:35] any questions [3:02:37] [Music] [3:02:41] and I'm sorry that was the previous [3:02:43] challenge [3:02:47] got it we got it we got it yeah [3:02:52] they called me through the alarm clock [3:02:54] this morning [3:02:56] foreign [3:03:19] [Music] [3:03:24] three percent or so [3:03:27] chlorine is just undetermined what it's [3:03:29] going to be we're paying more now than [3:03:32] we were even at the beginning of the [3:03:35] year because it was just a [3:03:36] chain of supply [3:03:40] [Music] [3:03:41] fees and permits volunteers remediations [3:03:43] is the same again when we get down to [3:03:46] light Power and Gas another increase [3:03:48] from 315 875 to 347. and the big one [3:03:53] would be our sliding calling inquiry [3:03:56] I see that as being a big increase we're [3:04:00] not going to see it all in 23 because my [3:04:02] current contract gets me through June [3:04:04] after that [3:04:07] um we're up in here we're currently [3:04:09] paying about a hundred and Seventeen [3:04:12] dollars a ton Hall sludge dispose of it [3:04:15] um I can tell you something interesting [3:04:17] learning communities are paying in [3:04:18] excess of 145 to 150 [3:04:21] um so our contract is good you know you [3:04:25] said until until June through June but [3:04:28] it'll have to go up to bid [3:04:30] um [3:04:30] probably right around the end of January [3:04:32] beginning of February if you get [3:04:34] somebody you know on board to start [3:04:35] playing architect [3:04:37] um [3:04:39] we do roughly between nine around nine [3:04:42] ten thousand tons a year [3:04:44] I think [3:04:46] a question [3:04:49] all right it's the benefits are [3:04:51] straightforward everything together I [3:04:53] think you never use the rest on this [3:04:56] everything is pretty much the same uh [3:04:59] those [3:05:00] um [3:05:02] uh increases at that service and again [3:05:06] that's because of the [3:05:08] oh [3:05:09] the DFC estimates uh so so in 2023 [3:05:15] actually it should be okay [3:05:21] [Music] [3:05:23] an allocated Insurance went up about 50 000 that's basically for the [3:05:30] um [3:05:30] flood insurance for the old the [3:05:34] increase in the funniest restaurant [3:05:39] that's over 37 000 hours a year [3:05:53] so the total budget assaulted total [3:05:55] store budgets on an increase by three [3:05:57] point four seconds [3:05:59] of everything standard [3:06:03] and you also have a line here for [3:06:05] yourself [3:06:05] [Music] [3:06:07] you know covers us but some of the you [3:06:10] know unforeseen sewer repairs we have to [3:06:12] do [3:06:13] and that you know [3:06:16] um infrastructibility [3:06:19] any questions on this question [3:06:22] capital [3:06:28] and he reads when I printed the budget [3:06:30] Capital but I'll know what they are as [3:06:32] soon as you should say [3:06:34] here's um I have an extra copy well [3:06:37] we'll be back because that's the street [3:06:38] repairs but it has your stuff on it too [3:06:44] probably [3:06:53] park space program management [3:06:55] um requesting another one-time pickup [3:06:58] little child actually two of them at 65 [3:07:01] 000 to replace an oral we're still [3:07:03] running some of the old 10 year old 12 [3:07:06] year old Dodge trucks um they're just [3:07:08] worn out they're tired [3:07:10] um and again [3:07:12] this is for this is for 23. [3:07:15] we can't order 22s until 23. so I don't [3:07:19] know you know more than two years [3:07:20] together yeah so and this is coming out of [3:07:24] capital right now [3:07:25] um yes so we gotta wait till what I mean [3:07:27] hey fun so it'll be May yeah okay yeah [3:07:32] so we'll be down I thought we'd have the [3:07:35] trucks from 22 by now [3:07:37] we're not going to have the 22s till [3:07:39] sometime into the mid [3:07:41] 23 in order to leave until after May 23. [3:07:45] so we still gotta [3:07:48] and they are other vehicles together [3:07:50] yeah [3:07:54] and you know a six-wheel dump truck with [3:07:57] a plow and a spreader [3:07:59] um you know what that is is can we do [3:08:01] all all the aprons and everything in the [3:08:04] PD and also the fire departments with a [3:08:06] smaller Spider Truck the six wheel and [3:08:08] some of the alley weights where the [3:08:09] bigger trucks can't get in [3:08:11] um you need six wheel one we had was [3:08:13] just getting pretty old so [3:08:20] instantly had requested for the parts [3:08:22] waste of property management and reasons [3:08:25] we're like because we share those you [3:08:27] know yep they work that truck together [3:08:29] it's not you know not just a park [3:08:32] structure it'll go into all you know [3:08:34] three [3:08:36] waste collection as I said earlier we [3:08:39] always look for replacing our voters and [3:08:41] it was looking for four more rear loader [3:08:43] Packers again [3:08:44] um [3:08:45] it's going to be there 250 [3:08:48] 000 roughly a piece so it's a million [3:08:50] dollars and so in my understanding that [3:08:52] you've been requesting them [3:08:59] [Music] [3:09:08] they've been working good one of the [3:09:10] things yeah with these vehicles and you [3:09:13] know this is talking from some of the [3:09:15] other ways they like them because [3:09:18] you get them with 10 000 miles or [3:09:20] something they've worked the bugs out [3:09:22] already yeah yeah all the you know the [3:09:24] bugs from the new vehicle has been [3:09:25] worked out so before we got you know [3:09:29] this year I've been working very well [3:09:31] and we're looking to do the same thing [3:09:35] for that year yep [3:09:38] and I didn't know if this is coming out [3:09:40] of um [3:09:42] when you call May or okay or what we [3:09:45] could do like we did last year if you [3:09:46] requested up front [3:09:48] so we'll get it to be connected to get [3:09:51] them right away okay [3:09:52] [Music] [3:09:55] you know sometimes I'm going to be [3:09:57] usually save a little bit of money [3:10:01] next Parts going in the streets the [3:10:04] streets yeah one a one-time dump truck [3:10:06] with a plow [3:10:08] it's not the one that Anthony sent us [3:10:10] afterwards it's not um it's in our [3:10:12] binder so it's okay [3:10:15] a one-time dump truck at 110 000 replace [3:10:18] one of our old ones a 10 wheel dump [3:10:21] truck again it's 275 000 and a craft [3:10:24] called Patrick tube for um for travel [3:10:27] and craft elevation unit that melts up [3:10:29] in the winter for us because we can't [3:10:31] get you know we can't get blackout we [3:10:33] can't get down before any layer so the [3:10:34] crack coin machine I take the we call [3:10:37] the barrels it melts them and it puts a [3:10:40] guitar down and it lasts it actually [3:10:42] lasts [3:10:43] you know it's like black that's cool you [3:10:46] only want one of those huh [3:10:48] yeah [3:10:50] we have one machine that uh this [3:10:53] company's closed each material for us [3:10:55] that we started during the day so um [3:11:07] six copies [3:11:18] just kind of hard [3:11:20] all right sorry keep going it was a wow [3:11:22] that was it that was where the three [3:11:24] requests for the street department [3:11:26] totaling uh 455 thousand dollars [3:11:31] um [3:11:33] let's go to water the parts was part of [3:11:36] the um [3:11:38] [Music] [3:11:41] okay [3:11:44] [Music] [3:11:49] because well the park share is coming [3:11:51] under general for engineering we need to [3:11:52] bring that up probably tomorrow for you [3:11:53] yeah Chris he saw the parts yeah okay [3:11:59] yes okay [3:12:02] so water yes water [3:12:05] the uh the reservoir the concrete series [3:12:08] The Reservoir are are shot um we looked [3:12:11] at this a few years ago [3:12:13] this came in very high [3:12:15] so you just postponed it but they're [3:12:19] getting they're not improving obviously [3:12:20] so um probably work with Chris on wall [3:12:23] and see if an engineering there's if [3:12:25] there's something else we can do rather [3:12:26] than [3:12:27] put the sidewalls up in the lane walls [3:12:29] just do it instead of steps so but there [3:12:32] are [3:12:33] 42 steps what was it I think we did it [3:12:36] three years ago was 400 000 yeah and [3:12:39] there's got to be a different way of [3:12:41] doing it um that's not as you know [3:12:44] costly so I think we might be able to do [3:12:47] something without putting the walls in [3:12:48] different things and just putting steps [3:12:51] with him some steps so so but there are [3:12:55] what if we didn't do it and you just [3:12:57] have to use the driveway [3:13:07] they go up there and there might be [3:13:10] something we could do [3:13:12] to put a driver there you know and you [3:13:16] just have to look at what we can do for [3:13:18] um you know why didn't have to be a [3:13:20] daily gravel record [3:13:22] a pressure one or even Millions [3:13:24] um you know I can talk to Chris and see [3:13:27] but you know I postponed it years ago [3:13:29] just because it was just a lot and it's [3:13:34] the steps are fun [3:13:36] it's the wind walls it looks like we did [3:13:39] as years ago they took the bridge and we [3:13:40] covered them and um it's the wing wants [3:13:44] to fall apart I don't know if there's a [3:13:46] way to remove them you just put [3:13:47] handrails on yeah [3:13:51] um [3:13:52] well obviously the pumping the ball [3:13:55] Field improvements are there for the [3:13:56] three walls of 12 million 500 000 but I know where I know if we're looking to [3:14:01] use any Arbor money there or it's all [3:14:03] going to come out but we do have some I [3:14:05] know that we're [3:14:10] safe [3:14:15] but I'm this is my opinion here I know [3:14:18] that we're going to get money back from [3:14:19] some of these things I would say instead [3:14:21] of going out and borrowing 6.5 million [3:14:24] this is a project that we have going on [3:14:26] now this is a project that uh that's [3:14:29] going to be finished by the other 20.3 [3:14:31] it's a hundred percent our thing that's [3:14:34] actually put in a Wells for people in [3:14:36] so I just put it in for you to to think [3:14:39] about the 6.59 because you know we did [3:14:42] we do have uh uh approval tomorrow that [3:14:45] money has became twice to borrow 13 [3:14:48] million but then we have to pay the [3:14:49] interesting stuff yeah [3:14:52] you know if we can think about using [3:14:55] some of the that money you have to pay [3:14:56] for it this is a project that will be [3:14:58] done within a year so we're getting [3:15:00] going there's there's and I think I [3:15:03] mentioned it when I when I came to you [3:15:04] for the for the bond but there's 12 [3:15:06] volts there were 12 Wells over time as [3:15:09] they're over 50 years old they've you [3:15:11] know they're not working so from the 12 [3:15:13] walls that were originally put in years [3:15:15] ago there are eight working walls and [3:15:17] example in this not whether it came this [3:15:19] past summer we were running six volts so [3:15:22] it doesn't give us a lot of redundancy [3:15:24] if we lose it well I mean they're [3:15:26] running [3:15:27] um so [3:15:28] um to get back in at least getting three [3:15:30] Wells and it gets us back up and the [3:15:32] wells have already been drilled and [3:15:34] they're very productive they're roughly [3:15:36] 3 000 gallons a minute so you'll get [3:15:38] three oils are pretty nine thousand [3:15:39] Nails emitted into a pipe that's a lot [3:15:42] of water so [3:15:44] and you know the second phase will be [3:15:46] bit out [3:15:47] actually we're meeting with them next [3:15:49] week [3:15:50] um we broke that up so that we could [3:15:52] maximize the grant opportunities there [3:15:54] so [3:15:55] um let's say phase will go help um [3:15:58] probably within I would say probably [3:16:02] mid November hopefully ends in November [3:16:05] um do you have any updates on the [3:16:07] federal infrastructure funding is there [3:16:11] any movement of that [3:16:12] nothing because we're working with our [3:16:16] uh they're working with our Engineers to [3:16:18] let us project too because we're [3:16:20] expecting some money yeah [3:16:23] I'm just saying in recap when I would in [3:16:26] my mind if we have this money available [3:16:28] let's set a borrow it use it so you can [3:16:31] get grants that's even better I don't [3:16:33] even love that you know [3:16:35] but I'm just I'm thinking never went [3:16:38] back to it [3:16:40] I just want to put that in the back of [3:16:42] your head forward [3:16:46] Water distributor repair improvements [3:16:47] 350 000 we all know water breaks cost us [3:16:52] a lot of money [3:16:53] um we can spend 350 000 on one group a [3:16:56] good example was the break that happened [3:16:57] over by the bridge on Craig Street [3:17:01] um I think that was probably a million [3:17:03] dollars [3:17:04] so [3:17:06] one Break um and that was that was a [3:17:09] 30-inch one yep [3:17:13] sorry requesting the bank hold for the [3:17:15] water from 1980 000 [3:17:17] um that code is um it's age now it's seen its life um so we already [3:17:23] pressing the new back over with an [3:17:24] extended goal so we get a little bit [3:17:26] deeper [3:17:27] um and then there's a water main [3:17:29] installation for a Golf Road uh to the [3:17:31] muni Maintenance building for three [3:17:32] hundred thousand dollars preserves a [3:17:35] water main that you'd like to bring in [3:17:36] from Park Avenue into the new [3:17:38] maintenance garage and uh the um [3:17:42] the proposed Pump House [3:17:46] it would be an eight inch main going on [3:17:49] so as you see a total will be looking at [3:17:51] 13 million 830 000. we are free we are [3:17:56] expecting to get 6 million federal state [3:17:58] grants [3:17:59] I have that little accident here for rfo [3:18:02] for 6.5 million keep that back in line [3:18:04] and the other uh one million if we are [3:18:07] 30 000 we're going to use uh reserves [3:18:09] again so we're trying to avoid final [3:18:12] money if we can [3:18:13] big sense [3:18:15] [Music] [3:18:18] any questions on this [3:18:23] sorry it's quick enough questions [3:18:26] in this particular but overall so like I [3:18:29] remember this is some kind of where [3:18:31] there's a conversation about um like [3:18:33] water or water main breaks [3:18:36] um in the city actually [3:18:39] um [3:18:39] being able to uh [3:18:42] perform the task of repairing that for [3:18:45] homeowners and [3:18:47] a little unclear on it like I said it [3:18:50] was some time ago I had this [3:18:52] conversation but it seemed like if I [3:18:54] remember correctly that was like [3:18:56] a point where of increase could possibly [3:18:59] increase revenue for the city do you [3:19:00] remember yeah when I first came on as [3:19:03] director of water and sewer [3:19:05] um [3:19:07] right now residents own their laterals [3:19:09] and their services [3:19:11] we only own the mean in the road [3:19:13] um so when there's a service break we [3:19:15] notified the homeowner and they're [3:19:17] responsible for the repair if it's not [3:19:19] made [3:19:20] unfortunately we have to do a [3:19:22] termination on the water and then codes [3:19:24] gets involved because there has to be a [3:19:26] order debate people there's no there's [3:19:28] no water so there's no sword to the [3:19:30] house [3:19:31] um [3:19:32] in the small back 10 years now I did do [3:19:36] a plan a proposal to um [3:19:38] have City forces and staff take over [3:19:41] that program lateral at least halfway at [3:19:44] least maybe to the curb box [3:19:47] or to the house and there would be a fee [3:19:50] and you there are companies out there [3:19:52] that sell this service too as an [3:19:54] insurance and I looked into that and you [3:19:57] know if the city had the capabilities [3:19:59] but going back down they had even more [3:20:01] staff than we do now and it does come [3:20:03] down to a staffing machine [3:20:05] um you know to absorb that but you know [3:20:09] the revenues you draw in I think it was [3:20:11] I want to say it was around 60 some [3:20:13] dollars a year for [3:20:15] water and maybe 70 some dollars for you [3:20:18] know sewer I don't know but [3:20:21] I saw it on my computer back but [3:20:23] um and I looked at how many [3:20:26] um permits we were issuing for water [3:20:28] sewer brakes and tried to judge you know [3:20:30] based on that and yes if you had a [3:20:33] normal year of about 100 breaks 150 [3:20:35] breaks there would probably be a surplus [3:20:40] but again you run the surface because [3:20:42] the nature maybe you got 250 rings so [3:20:45] um we did look at it it was not [3:20:48] something that the council wanted to [3:20:51] entertain at the time and [3:20:54] yeah [3:20:56] that was it [3:20:57] you know actually get into the Panic [3:21:00] about how we had issues majority about [3:21:02] that history but it really bothering you [3:21:03] was not mentioned as a result [3:21:05] it paid me six dollars seventy five [3:21:08] dollars [3:21:09] for that specific year but the fund [3:21:11] would not roll over [3:21:13] balance of the funnel of that roll over [3:21:15] so whatever if you were to collect five [3:21:17] hundred thousand dollars a year 2002 [3:21:19] spend 200 000. [3:21:22] it stays with us so that was not [3:21:24] discussed no no okay yeah [3:21:31] yes [3:21:38] under that scenario we could still if [3:21:41] our crews couldn't handle it we would [3:21:43] hire a private contract right so like [3:21:46] again in that option that we did that we [3:21:48] didn't have the vampire to do it correct [3:21:50] then you know or I should say the [3:21:52] workforce to do it right the week then [3:21:53] we could look at other options and um I [3:21:56] think that was the only anal obstacle to [3:21:58] move forward about it because it's a [3:22:00] revolving fund or we just have to [3:22:02] continue to pay into the attend we might [3:22:04] not get a homeowner might not get a [3:22:06] break but we always have fun just keep [3:22:07] disappearing and one of the questions [3:22:08] came up is you know okay I just had my [3:22:10] service done [3:22:21] I just did one why am I going to pay [3:22:24] this and you know so how do you get some [3:22:26] people involved some people not [3:22:28] so it was a little complicated but you [3:22:30] know it was a you know [3:22:32] a source to build some some revenue and [3:22:35] to have a fund so if you had a year [3:22:36] where you had more grades you had some money to repair those but I went to [3:22:42] use them to be worth revisiting just to [3:22:45] see if the numbers [3:22:46] since you're mentioning we're evolving [3:22:48] fun now that was a sticking point when [3:22:50] we discussed it many many years ago [3:23:04] yeah [3:23:05] thank you all right okay [3:23:08] [Music] [3:23:11] all right [3:23:14] um [3:23:22] another 250 000 [3:23:24] um [3:23:25] [Music] [3:23:27] whether it's manholes whether it's touch [3:23:29] basins whether it's Clarence [3:23:31] um or purchasing the manhole covers in [3:23:33] the um you know in the actual um [3:23:36] concrete structures uh 10 wheel dump [3:23:38] truck so we're division 185 000 [3:23:41] portable CCTV unit we have a big unit [3:23:45] right now that's on the truck but it'd [3:23:48] be nice to have a portable unit so we'd [3:23:51] get in a hole and um you know inspect [3:23:53] the pipes when we get them open [3:23:55] road plates um [3:23:58] 95 000 we use a number of Road plates [3:24:01] and we're out along the Steel Road [3:24:03] plates we can't always get to repair [3:24:05] holes in 10 tonight [3:24:07] um so we we played that so we come back [3:24:09] in the morning [3:24:10] a lot of contractors use them steel roll [3:24:12] plates so we like to get an inventory of [3:24:14] Steel World plates to protect our holes [3:24:16] they also use them for um holding the [3:24:19] sidewalls in if somebody's working in [3:24:20] the hole as a trenches [3:24:23] Craig Street sewer inspection lighting [3:24:26] and point repairs is a half a million [3:24:28] dollars that's in part of the Craig main [3:24:30] project we want to make sure that an [3:24:34] environment on some of the inspections [3:24:35] but those repairs need to be made before [3:24:37] that infrastructure on top of the road [3:24:40] is done because you don't mind failure [3:24:42] the infrastructure after you've done all [3:24:44] the careers right okay so [3:24:47] um there's um you know 500 000 in there [3:24:50] same equipment replacement is part of [3:24:53] the wastewater treatment plant it's [3:24:55] about 550 000 in assorted miscellaneous [3:24:59] gearboxes return homes waste forms these [3:25:03] are things that we all know they don't [3:25:06] turn off for running 24 hours a day [3:25:07] seven days a week not in the messed up [3:25:09] environments [3:25:11] um [3:25:12] Southbury Street Pump Station that whole [3:25:15] conversation needs to be upgraded it's [3:25:17] getting all the pumps now are [3:25:20] they're undersized [3:25:22] um you know we got more and more flow [3:25:24] coming from different areas of Broadway [3:25:26] so that compensation needs an upgrade it [3:25:28] needs new controls it needs new pumps [3:25:30] may even need more based on on flows [3:25:35] so we have a lot a lot more you know [3:25:38] commercial businesses downtown they come [3:25:41] down Ferry Street [3:25:43] um you know frog alley and different [3:25:44] things so the pump station is letting [3:25:46] you know it gets a lot of wear looks [3:25:48] like it needs to be upgraded [3:25:50] um [3:25:51] the sewage treatment plant River pumps [3:25:54] um and the controls with a backup [3:25:56] generator solution plant works on [3:25:58] gravity so everything that comes in that [3:26:00] plan Flows In by gravity and flows out [3:26:02] to the river [3:26:04] only if the river is flying at the smell [3:26:06] of elevation as the river comes up [3:26:08] we can't fall under natural conditions [3:26:11] so we have four 100 horsepower pumps [3:26:14] that were put in in 1972 or 73 [3:26:17] that whenever there's a certain [3:26:20] elevation a gate closes automatically so [3:26:22] River can't come in and flush the plant [3:26:24] and then we force feed all the F1 to the [3:26:28] river and typically that happens during [3:26:30] storm events so we're typically pumping [3:26:33] a lot more flow than we would normally [3:26:34] pump those pumps are like I said they [3:26:37] would put in 72-73 during the Clean [3:26:40] Water money available back then and [3:26:43] there is no backup generator on those so [3:26:45] if you think about we have a backup [3:26:47] generator for a plant [3:26:49] and if that was to fail [3:26:51] we'd have some issues in the plant [3:26:53] but if we couldn't pump the water out of [3:26:55] the plant it might look like that whole [3:26:57] base in that whole area and she would [3:26:59] just float and the plant would go [3:27:01] underwater so making a recommendation [3:27:04] that um we upgrade those pumps and we [3:27:07] put in a backup generator that strictly [3:27:10] is designated to those points in an [3:27:13] emergency [3:27:13] um [3:27:15] and it wouldn't be something that we [3:27:17] would do we'd probably have to have a [3:27:19] little money to do a design from a [3:27:21] consultant too to look at it [3:27:23] so [3:27:24] that would be foreign [3:27:30] ers [3:27:32] 3.5 [3:27:35] minutes we know from the revenue from [3:27:37] the student plan almost a million [3:27:39] dollars comes in almost every year [3:27:40] because we take in a lot of septage now [3:27:42] it's been very profitable to the city [3:27:46] I think we can do better we have a third [3:27:49] digester I'd like to upgrade that [3:27:52] digester to be a real active digester [3:27:54] accident the holding tank right now and [3:27:58] um you know there's always room to [3:27:59] expand the brain more Revenue in the [3:28:02] boiler itself needs to be upgraded [3:28:03] because the boiler itself is just not [3:28:05] giving us the heat we need to keep the [3:28:08] digesters at the 95 degrees they have to [3:28:10] remain [3:28:12] to make methane gas so the boiler would [3:28:16] ride itself it would be dual fuel so if [3:28:18] you were down but the methane gas we [3:28:20] produce would run that boiler and heat [3:28:22] those digesters so okay so that's it for [3:28:25] everything [3:28:27] and went on conversation again that [3:28:29] conversation is you know the second [3:28:31] largest conversation we have other than [3:28:33] fair North 3rd Street and it was all [3:28:36] over Woodlawn Empire State Street area [3:28:38] um and Kings Road [3:28:40] um it's it's it's a OS upgrade I think [3:28:43] we're just in the 80s conversation was [3:28:47] fun so it's due for a complete overall [3:28:50] um you know pumps controls thanks [3:28:53] I mean these are things that are running [3:28:56] for us all the time [3:29:00] go ahead so it seemed so the digester [3:29:04] and the upgrades to the boilers would [3:29:06] eventually pay for themselves right yeah [3:29:09] the the the boiler would run on methane [3:29:14] gas [3:29:15] um and that methane gas has produced via [3:29:18] the digesters [3:29:19] digestion processes such as an anaerobic [3:29:22] digester um [3:29:24] no oxygen just makes it creates nothing [3:29:26] to ask methane gas is siphoned off the [3:29:29] top it goes up to what we have a bubble [3:29:31] right now that holds that and it would [3:29:33] run the boil nut and then that boiler [3:29:35] Heats itself now in the interim effect [3:29:38] was to go down [3:29:40] we still need people to digest redacted [3:29:42] because digestive attractive pH [3:29:44] alkalinity everything has to be right [3:29:46] generator yeah it's biological process [3:29:49] so the bugs in there have to stay alive [3:29:52] um [3:29:53] but we would have a backup you know for [3:29:55] natural gas so it wants to happen so we [3:29:58] would have a backup boiler for after [3:29:59] reacts just in case the oil was taken [3:30:01] out of service or something [3:30:03] that would give us longer detention time [3:30:05] in our current digestives which reduces [3:30:07] follicle which reduces mass and what [3:30:10] that does is a little difficult to [3:30:12] reduce our total slices [3:30:15] because you need more mass [3:30:22] any other questions [3:30:26] real quick okay I'm looking at 6.6 [3:30:29] million 650 000 for the source we're [3:30:33] going to use a reserves and fun balance [3:30:35] of one point one million seven hundred [3:30:37] fifty thousand and because of the [3:30:39] digestive [3:30:40] we feel what it's going to pay for [3:30:42] itself we'll look at actual borrowed 4.9 [3:30:44] million [3:30:45] for the digest your stuff figuring that [3:30:48] that's going to pay for itself not asked [3:30:50] a product [3:30:51] oh yeah [3:30:57] all right any questions all right I [3:31:00] think it is some Marathon section thanks [3:31:02] Paul yeah thank you thank you wonderful detail [3:31:06] um if you're running out forward from [3:31:08] finance and a motion to ajar [3:31:11] reset the Greeks [3:31:18] all right [3:31:22] now [3:31:25] let's take another favor [3:31:33] foreign [3:31:36] [Music] [3:31:43] [Applause]
