[16:34] appeals to our Planning Commission uh [16:37] the growing Administration and the [16:38] community began uh the total increase of [16:42] the budget is about 205 000 for almost [16:45] four different plans and as we go [16:47] through it you can see what what the [16:49] difference is [17:02] Appeals [17:15] um we also oversee the Community [17:16] Development funding to put each year [17:19] um and I think the one of the main [17:22] increases is in our fees for service [17:24] line and that is based on um it's an 80 [17:28] 000 increase based on our recent [17:31] Community forestry management plan where [17:33] there was a recommendation for the city [17:35] to have an arborists on staff to really [17:37] help us manage the removals maintenance [17:40] and planting of trees [17:42] um I know this is something that the [17:44] mayor and the council has been very [17:46] supportive of and rather than requesting [17:49] for a full-time position as a memberists [17:52] or starting with you know trying to [17:54] consult with an arborist to get that [17:56] process started as we work with ogs to [17:58] actually implement the forestry plan [18:01] um so that's the main thing there [18:04] um [18:05] we had two new positions this year well [18:08] the assistant planner was a position [18:09] that was vacated in 2018 [18:12] um when the person left so that was [18:14] added [18:15] um you know in this year I believe yeah [18:17] we've got that Council and then the we [18:20] just hired a new program an account [18:21] clerk as well [18:23] um to help manage the accounting we had [18:25] beer of gender who retired this year [18:27] um her title was the housing [18:29] rehabilitation specialist I believe [18:31] um but we just wanted to make a broader [18:34] um the program counter who can help us [18:35] with all the Hub stuff but also as we're [18:37] thinking about arpa and what we're [18:39] having to do for that Administration [18:42] um so those are the main things [18:45] are all these position and filled yes [18:48] both the administration and Community [18:50] finally we have a full set full style [18:52] yes and it's it's really um want to mention too that Vera was a [19:44] part-time where this is a full-time [19:46] position yes and and [19:49] for 30 years old yeah or really for [19:52] probably yeah the longest of anybody and [19:56] so she just had so much institutional [19:57] knowledge what she did at part-time was [20:00] really not not what most people would be [20:02] able to do [20:05] can you address the other time on on [20:09] their Community Development [20:10] yeah so that was in relation to the [20:14] increase in front [20:15] of that through the cares act so all the [20:17] management of the CV funds [20:20] um our community uh I think it's the CD [20:22] program monitor [20:24] um that position had taken on a lot of [20:27] additional responsibilities [20:29] um but also the administration costs [20:31] were accounted for in the CD funds it [20:34] was nothing that the city ended up [20:35] paying for that came through the grants [20:39] um that were you know get given as part [20:42] of the [20:43] is [20:51] 66 in [20:55] it so it does seem I think um I asked Mr [20:58] Ferrari for a list of all the new [21:00] positions throughout all the apartments [21:03] um and it does have two new it to the mayor and [23:34] America just said upon management okay [23:36] yeah which I know happened across the [23:39] board I also requested an increase for [23:41] myself given that most times there's a [23:44] director of Community Development and a [23:46] director of planning I'm both [23:48] um [23:49] but yeah [23:51] I think it was just the four percent [23:53] across the board that was asked and [24:48] they wanted to know more about what we [24:49] were doing foreign [24:55] retirement compliance with subcontractor [24:57] and things like that [24:58] so we think it's fitting there we bring [25:00] in here from you directly rather than we [25:04] just make an assumption so I will invite [25:06] you to kind of walk us through your [25:08] department what you're currently doing [25:09] the work you're doing in terms of [25:11] compliance with mwbs or contractors and the center here and then [25:17] we will actually talk about um [25:22] people [25:26] again thank you [25:44] difference in terms of what we were [25:46] seeing in the city and how do we make a [25:48] difference in terms of creating economic [25:51] and Contracting opportunities for our [25:53] residents within the city and what we [25:56] see is in the traditional route of the [26:00] way things normally done with compliance [26:03] and affirmative action you really don't [26:05] take a proactive role in creating [26:07] opportunities and make an activity so [26:09] like always dealing after the fact [26:10] foreign [26:16] to why wasn't we getting enough uh [26:19] opportunity why wasn't we building the [26:21] capacity of the firms and why don't we [26:24] have the capacity of each other [26:25] Workforce on development so hence that's [26:28] how we launched our Workforce initiative [26:30] and just give you a little bit of [26:32] background on that [26:33] we're probably three years into you know [26:37] counting the code activity so we've had [26:40] about 150 people [26:42] go through that program [26:44] at this juncture we're into the last [26:47] class of the workforce fees the person [26:50] just wrapped up in June [26:52] tomorrow it's the last day for the [26:55] second quarter in this year and he still [26:56] passed that 15 students each so they've [26:59] gone to 125 hour training field screen [27:03] which is the fourth curriculum [27:05] and uh of the [27:09] 150 right now originally we had 56 [27:13] graduated in the first 90 and this one [27:16] here we've got 30 um [27:25] in the first round we had I was 26 [27:28] people were Gateway employees I think [27:30] 560 graduated 26 we gave you the [27:33] employees a 26th job that we actually [27:35] you know created [27:37] nowhere to this last group out of the 30 [27:40] people that we have now uh 15 13 of them [27:45] successfully committed the course in [27:47] June nine of them with the gameplay [27:49] employed six of them invented trades in [27:53] carpenters union and the uh late the [27:55] 157. and then now tomorrow they'll wrap [28:00] up this lasts from 15 of them completed [28:03] it out of the 15 that went in and [28:06] they've all got commitments if they want [28:08] to move forward to the next level [28:10] they've all got commitments where [28:12] they're going to get into an [28:13] apprenticeship program you know moving [28:15] on to the next level and and that's uh [28:18] that's huge in in many regards because [28:21] we talk about how you change that [28:23] dynamic because it's always been a big [28:24] challenge in terms of getting folks [28:33] the other part of the equation is once [28:36] you train this Workforce you know [28:38] whether it's a better job so you got to [28:41] build a capacity and train more uh small [28:44] businesses that's going to hire you know [28:46] but we got to create businesses from [28:48] this community or from this area that's [28:51] more in tune to hire and give these [28:53] folks a chance now a classic example of [28:57] what I'm talking about how these two [28:59] pieces come together I invited Michael [29:01] diorio here he's with a happy election [29:04] now three years old I got first class he [29:07] was one of those first ones that started [29:09] with that and if you don't mind I I can [29:11] tell your story because he's here you [29:13] can answering questions and this will [29:14] give you an idea of why [29:15] it's not just a matter of chasing [29:18] numbers but we're really changing [29:19] people's lives he was in a bad space in [29:22] his life with depression and not you [29:24] know making it happen not making any [29:26] money and having a lot of problems you [29:28] know with the union he came into came [29:30] into me and we talked about what he [29:32] wanted to do he wanted to start a [29:33] business we helped him start his [29:35] business a year later we help him get [29:37] certified as a certified MBE he's also a [29:41] servant disabled veteran [29:43] and he's on track and going for twenty [29:45] thousand dollars a year he probably did [29:47] four or five hundred thousand dollars [29:48] last year and he's on track to really [29:50] making a difference [29:52] anytime people so he's hired two but if [29:55] you spend 15 20 minutes a day on all [29:58] that type of thing you know it takes it [30:01] takes time and then if our mission is to [30:03] create and build capacity you know [30:06] that's what we're here to do to help [30:07] build you know those businesses in [30:09] addition to that [30:11] we've been on a regular basis we host uh [30:13] workshops and things for training we [30:17] work with many partners we work a lot of [30:19] hood comes in uh last month we did a [30:23] Regional training where they came in [30:24] from Buffalo and we have the Regional [30:27] training residence over the uh [30:30] and it talks about her opportunity and [30:33] all the agencies that receive our money [30:36] with opportunities about how contractors [30:37] would get involved but that's that's [30:40] huge in the sense that they're looking [30:42] at cementally as a leader in that regard [30:44] to bring those Sports together so we [30:46] bring people from Albany Utica to all [30:49] those folks came here for that type of [30:51] training but we do that on a regular [30:52] basis and and working with the state uh [30:56] we have an mou economy with the Empire [30:58] State development which provide access [31:00] to Capital finding assistance and things [31:02] like that so we're trying to build these [31:05] firms up so down can you know get the [31:07] job opportunity but they can get the [31:08] funding and the bonding necessary to [31:10] execute the job and then they could be [31:12] more competitive and going after our [31:14] Contracting opportunities [31:17] how does it relates to the economic [31:20] Center they don't promise said you know [31:22] there's a lot there and you know please [31:24] don't you know go through now but [31:26] imagine uh a wagon wheel with a hug okay [31:30] the environment Center is is that Hub [31:33] where you bring up all of these [31:34] collaborations all these different [31:36] partners all these industry and [31:37] Industrial experts to facilitate a [31:40] common objective which is to create [31:41] opportunity for Contracting opportunity [31:44] with us and as well as a job [31:46] opportunities [31:47] so we work with a variety of areas [31:49] dealing with [31:50] access the capital training Workforce [31:54] Development you know just anything that [31:56] you want to do we want to create an [31:57] environment so when you walk in to this [32:00] place you know that everybody in this [32:02] Jack's back you got a place where you [32:03] can ask questions you can have the [32:05] nation you know if your resources tapped [32:07] in you know mentoring whatever you need [32:09] that's the space that we're trying to [32:11] create the purpose of having a red and [32:13] the Heart of the community because [32:15] that's what a creative need is [32:17] when we first came on board here you can [32:21] look around and see yeah we put a lot of [32:23] money and we did 20 million dollars with [32:26] TCP we did 49 office development or [32:29] whatever but the reality is yeah you put [32:31] 20 and 30 million dollars in to [32:33] communicate with that young man that [32:35] lived on Hillary Street and all this [32:37] week did not get a job opportunity [32:39] and they don't you know and they look at [32:41] you why can't I get a job that's sweet [32:43] and speak you know what does that say [32:45] you know so applying for [32:47] you know opportunities to do the [32:49] applications how do you create that [32:51] dialogue so where that bridge to sort of [32:53] make those connections and make a [32:55] difference and that's the reality that [32:56] we deal with on everyday basis and [32:59] that's why it's important to have this [33:01] type of facility there to do that just [33:03] that and again we're not trying to say [33:05] that we create programs you know you [33:08] know we're not doing that we're just [33:09] becoming that up to facilitate the [33:11] conversation with any different partners [33:13] together you know to make a difference [33:16] so that's why that's the connection [33:18] between but they're intertwined together [33:20] where you can't do one without the other [33:23] because if the objective is to follow [33:25] the mission and the mission to create [33:27] Economic Opportunity prosperity for our [33:29] community how do we do that you know [33:31] this is how we do it through education [33:33] through training through working with [33:34] the school district work with the [33:35] Community College working with the [33:36] industry and making all those cases [33:38] happen so that's why this is also [33:41] critically important and necessary to do [33:43] it [33:45] the reason for the request for the [33:47] budget is there's a lot in that alphabet [33:50] suit and [33:52] um [33:53] you can't do it especially with one [33:55] person I mean we need uh you know the [33:58] data entry person just to track down The [33:59] Daily tell you what's happening we want [34:01] to know who these people are where they [34:02] come from and how do we check for the [34:04] next five years to see what the impact [34:05] is so that's that's one [34:07] the other part is we have to go after [34:10] the rent we we spend more time this year [34:12] going at the ground up to come and see [34:13] and uh you know funding to support this [34:17] thing bringing in uh outside uh experts [34:20] to help us uh just in this document that [34:22] you have right here this was nothing [34:24] that we created right here by ourselves [34:26] in a back-end now we had people from [34:28] across the country out there I had [34:29] people from Birmingham Alabama Austin [34:31] Texas New Jersey they all had tremendous [34:34] impact in terms of what we're doing but [34:36] again [34:38] this all comes about because of the [34:40] relationship that we have with people in [34:42] the hub and you know traveling around [34:44] like I'm a part of the training service [34:47] so we go around the country's different [34:49] places and we talk about what we do here [34:51] at Schenectady and the highlights that [34:53] we get every time we go is the fact that [34:56] we create an atmosphere of java [34:59] opportunities we like what we've done [35:00] with the Workforce Development and all [35:02] those type of things and we we're [35:03] compared to what they're doing like in [35:05] Chicago and that's why the answers to [35:07] come around to talk about you know those [35:09] type of things that we do because we [35:10] really seriously making a difference [35:12] ain't nobody in this scaffolding nobody [35:14] in this region isn't doing anything [35:15] close to what we're doing in fact [35:17] they're coming to be a part of what [35:19] we're trying to do Saratoga Albany [35:22] Georgia you know those folks are coming [35:23] to us on a daily basis to participating [35:26] in health you know do what we're trying [35:28] to do so [35:29] I think we got something special here we [35:32] need to get this government and health [35:33] and government for every random day and [35:36] I think I look at it like [35:39] there's a friend of mine Arthur Eve from [35:42] the State Assembly he talks about yeah [35:46] the people's budget this is the people's [35:49] name this is this is for the people this [35:51] I think this community preserves this I [35:53] think [35:55] if we're going to do this and do the [35:57] things that we're talking about trying [35:58] to do and make a transformation [36:00] it's just all inclusive program that [36:04] we're talking about we're talking about [36:05] how do we get involved with redeveloping [36:07] the hill I believe people want to live [36:09] there can you just imagine we're going [36:11] to recruit a police officer a young man [36:13] a young lady from Hamilton Hill that [36:15] want to be a police officer we created a [36:17] battle where they can buy a house here [36:19] and they're living in the community a [36:20] nice new house and he does duplicating [36:23] that over and over we're going to change [36:25] and transform what we're doing because [36:27] we change Dynamic of what we're trying [36:29] to do [36:29] you know as people and that we're [36:31] serious about making a difference and [36:33] not just talking about it you know this [36:35] is how we do it we want to create you [36:37] know economic wealth [36:39] so that's why we do what we do if you [36:42] want to get it done you know we're [36:44] serious about making it happen we're [36:46] very serious about results are oriented [36:48] and not just here [36:50] pretty soon [36:52] can you touch on your uh evolvements [36:55] your office involvement in terms of [36:57] reviewing the [36:59] Eis I guess that's wrong yeah the [37:01] invoice from the subcontractor [37:03] contractors yeah [37:08] so we're involved with all of the uh the [37:11] bidding process from the church again I [37:13] have a very closer to Chris and hit his [37:15] apartment and in which Elder evolved and [37:17] tell them how do we tackle this problem [37:19] it is huge you know because you got on [37:22] the one hand you've got product that you [37:23] want to get done and we also have [37:25] responsibilities in terms of how do we [37:27] have an impact in our community and make [37:29] a difference so I do I I will do all of [37:32] this that goes out you know and I [37:35] participate in all of the [37:37] [Music] [37:42] and we work to you know get the issue [37:44] resolved sometimes [37:47] you know some of it's more difficult [37:49] than others and you know to be honest [37:50] and we have to work with but it's a give [37:52] and take process and we do work with it [37:54] but at the end of the day we are giving [37:56] people uh on jobs like the recent [37:59] project at the Schenectady police stage [38:06] police station [38:16] and uh [38:19] other things we have to work out you [38:21] know uh but yeah I participate in in [38:24] that to make sure that we're going to [38:25] apply and and it doesn't matter how far [38:28] we push it together and you know give [38:30] them those that we keep things moving [38:32] you know in the right direction so we [38:33] are moving and the more we work with the [38:35] Department that's you know putting the [38:37] biz out and the more they realize that [38:39] we have a student program here the more [38:41] uh you know you're going to see the [38:43] results that we need to see and Chris [38:44] could tell you that you know in looking [38:47] at the kind of thing he gets from around [38:49] they said we got the most stringent [38:52] combined requirements you know in the [38:55] region but we also get the results you [38:58] know if the contract is not in [39:00] compliance uh you know they put [39:02] something out it's not there you know [39:03] we're holding payments [39:04] and uh you know you know the government [39:06] can find [39:07] um we've had things go back out the bid [39:09] because they you know didn't want to [39:11] play fast so we have a lot of true [39:13] within that framework you know to work [39:16] and I think with the council support and [39:19] supportive Administration [39:21] we have we can do much more we can do [39:23] much much more but uh but for the tools [39:26] are there and it doesn't need the [39:28] support to make it happen so that's how [39:29] we do it we work with within the policy [39:32] uh we do have obviously you know [39:34] projects [39:36] whether we keep up with them I do visit [39:38] the sites [39:40] yeah [39:41] so are you seeing an increase in the [39:44] mwbe and our goals are we getting better [39:46] than we were we get we're getting better [39:48] but the numbers are still not what it [39:51] need to be because we've got to build [39:52] capacity I'll give you an example you [39:55] know we have uh you know bonding [39:57] requirements you know if you get the [39:58] bond um you know there's a big list so [40:01] working with the state and you know [40:04] dealing with those challenges and [40:05] preparing folks so we have to spend a [40:07] lot of time on the front end working [40:09] with a contractor to you know to get [40:12] there you know but you know for example [40:14] you know something that you know they [40:15] might want to build on we got to sit [40:17] down and just go through his life [40:18] history and say this is what they're [40:20] going to ask you you know are you ready [40:21] and that's how we present it we're going [40:23] to move the quote but [40:25] yes we are seeing differences uh it's a [40:28] lot easier to talk to contractors now [40:30] than it was a year ago they know they [40:32] were serious uh they they generally come [40:35] prepared to you know make things happen [40:37] you got a couple out there a couple [40:39] other big boys I think [40:42] you know that we're getting there we're getting [40:44] there [40:46] go ahead please [40:48] um in terms of breaking down like right [40:50] now affirmative action is within our HR [40:53] department [40:54] um and I can see some of the obviously [40:56] with the recruiting help that you do for [40:59] the police and the fire [41:01] um I'm sure maybe there's some [41:03] complaints maybe within our employee [41:06] Workforce that also would come under [41:07] affirmative action but it's sounding [41:10] like um well I want to ask you like when [41:12] you think about [41:14] um the office in general and then [41:16] building a new Department it sounds like [41:19] a lot is what's the percentage [41:21] um would you say of how your work [41:24] yourself breaks down in terms of whether [41:26] it's HR affirmative action or whether [41:30] it's [41:31] Workforce Development well we do get uh [41:33] complaints with that if that's the [41:35] question you know in terms of things [41:36] like that but it's it's a typical it's a [41:40] there's a delicate balance you know [41:42] within that question uh I've had people [41:45] come to me you know with a question of [41:46] concern but they were left unless they [41:49] can put something away so if they don't [41:51] put it in writing what I'm concerned you [41:54] know it don't have work but the issue [41:56] that they have is is serious sure and I agree with that but I couldn't [42:01] come to you and say okay we got an issue [42:03] and then they back out and said oh well [42:05] you know but they want to put it in [42:07] writings and move forward yes we do that [42:09] I work closely with Marianne and HR [42:13] utility was here I worked with her and [42:15] we went to the same speech you know came [42:17] to see that look at that for Andrew so [42:19] when there's a question Andrew is my [42:21] go-to person you know so whatever comes [42:25] up that's how I was doing but you know [42:27] we had an incident this summer where uh [42:30] somebody uh had a mission and you know [42:33] and they followed them playing but the [42:36] challenge there was you know without [42:38] getting into the details it was [42:39] something that they talked about for a [42:41] while but they never wanted to move [42:43] you know [42:45] I said no that's not right you can't [42:47] just say you need to talk about it you [42:49] need to come and do it so so they did do for you know [43:27] work with the county to get the CDL [43:29] license and then when they're applying [43:31] you know something is is missing you [43:34] know they're not getting through but [43:35] whatever you know one reason or another [43:37] but you know we're getting them and so we got to have a better tracking [43:41] mechanism of how these applications are [43:43] coming in you resume [44:52] was called me on that they didn't they [44:55] got kicked out and you know but nobody [44:57] follows up to say you know just that [45:00] type of stuff you know so we need to [45:02] you know people [45:04] better you know [45:06] the fact we're trying to get more CDL [45:08] Drivers back and [45:09] um [45:13] you know again because this is a process [45:17] and I go downtown so we can get an [45:20] application from this person you know so [45:23] we just got to come up with a better [45:24] mechanism to do that but that's [45:26] something that's just time consumable we [45:28] are pushing and [45:35] [Music] [45:37] so the point is all those stuff [45:47] so that it makes sense to you know what [45:50] we're trying to do and then uh and the [45:53] other person that's that's critical to [45:55] this equation is uh you know what I call [45:58] like a program coordinator like me going [46:00] after the granting the funding and [46:02] basically driving a bus on these [46:04] activities you know and [46:06] I think you know there's a lot that [46:08] happens uh you know in there so it's [46:11] critical that one that as we move [46:14] forward on these programs and things [46:15] that we you know get them done in that [46:18] conversation because [46:19] the benefits and we're trying to get [46:22] through communities is working and um [46:26] invest that's that's the way it is [46:30] here I think there's a great thing on [46:34] the horizon for us and we need to set [46:37] the infrastructure in place so that we [46:39] can execute [46:43] go ahead well Mr Gardner I really [46:46] appreciate you coming here and I think [46:47] any person listening and those in the [46:49] room [46:52] the the magnitude that you are achieving [46:56] here already singly if we're just being [46:58] honest and transparent what seems [47:01] apparent in addition to that is the fact [47:03] that you need a team and a supportive [47:05] backing to achieve more and it's not [47:07] that you are not actively working at the [47:09] moment it is just your expectations and [47:12] also your your foresight with where this [47:14] program can reach you require additional [47:17] support so outside of Staffing can you [47:20] highlight any additional like challenges [47:22] or limitations that are making it uh or [47:26] say impeding our continued development [47:28] in this area of [47:30] economic stability and prosperity in the [47:33] city center well well [47:36] here's a lot there's there's a lot there [47:39] and it's not it's not that we're not [47:42] trying I mean every department is trying [47:44] you know when a problem with the police [47:46] department they are literally trying [47:48] they're doing everything they can but [47:51] there's a lot that goes on you know like [47:52] for example we had uh a young man who [47:56] was a single father [47:58] and he was unemployed so we definitely [48:01] got him a job on the construction site [48:06] so he had his paper was Transportation [48:09] there they paid for the lodging and [48:12] bills there and plus he was getting 50 [48:15] bucks an hour the problem that he only [48:17] worked three days why did he worked [48:18] three days because he had a child and he [48:20] couldn't get child care so Child Care is a serious problem that's for sure and [48:26] uh so even though he [48:30] that's the reality that we you know in [48:34] the comment I get a lot of porch out [48:37] there yeah you can but he can't he [48:40] couldn't find it yeah [48:44] the other thing that I find um is a [48:47] challenge and again we have to recognize [48:49] we have to get more with these wrap [48:52] around Support Services [48:54] but have uh [48:56] you know all kind of barriers you know [48:57] you don't get the best of a person to do [49:00] what about a group over again you know [49:02] whether they have food to put a child [49:03] for this week you know you know mental [49:06] emotional issues you know all of that [49:09] stuff uh plays in there so so so to [49:13] answer the question specifically there [49:15] was more in collaborative effort with [49:17] our partners like scap uh you know the [49:20] county uh the state and all those types [49:22] of things to to genuinely do those type [49:25] of Support Services you know that's what we need more of and that's [49:30] sort of like what we're doing we have [49:32] the software that we use for our [49:34] Workforce manager as an LCB tracker [49:36] where everybody that we engage with [49:38] whether you're on a small business side [49:39] or an individual it goes into the system [49:42] and we're able to track everything that [49:44] happened with that person so let's say [49:45] they needed housing I can make a [49:48] referral over to you know somebody with [49:51] a scat and they will get a message and [49:53] then they would they can go into the [49:55] same system and say okay yeah we [49:56] received Jones and we run a system with [49:59] this Gabrielle you know you can know [50:00] what's happening you know with that [50:03] scenario [50:04] the other part of is you know we work [50:07] closely with the community college and [50:09] the career Counseling Center so they do [50:11] all of our intake for the folks coming [50:13] into the program whether it's on a small [50:15] business side of other issues so that's [50:17] one part of the way how we're able to [50:20] manage you know some of it but they're [50:22] overwhelmed too you know so we're doing the best we can [50:26] with that but but there's some tools out [50:29] there that's helping us and we have that [50:31] in place and moving forward and we can [50:34] have all the software in the world but [50:36] we can't get the data in there and [50:39] manage the data you know you know it [50:42] doesn't do anything that's like [50:44] something on the Shelf but we have the [50:46] ability to to really make a difference [50:48] here I'm excited about the prospects of [50:50] being able to work with these small [50:52] businesses that we get this Center open [50:54] where we'll be able to offer mentoring [50:57] support of counseling support you know [50:59] anything they need to grow successfully [51:02] so they've been and it's not going to be [51:04] labor intensive you know just utilizing [51:06] the technology and the resources and the [51:08] collaborative efforts that we have you [51:10] know to make a difference [51:12] the software is not in your budget [51:15] request so wouldn't you need the um [51:17] software as well yeah yeah but this year [51:20] we've been recovered out of CDG oh okay [51:27] go ahead please so forgive me if you [51:29] want to address this um so I know when [51:32] you're just manufactured to your [51:34] position so I know um you're doing some [51:36] a lot of great work with people trying [51:38] to get them you know the training that [51:40] they need so they can be gainfully [51:42] employed I also know that you're working [51:43] with the city I'm trying to help us meet [51:46] our mwpe goals and I know that this I [51:50] believe the state just increased those [51:52] MW the threshold and WV equals and I was [51:56] wondering [51:57] um are we close to reaching that goal yet [52:03] we are we're making progress uh you know [52:05] the reality is it depends on what uh [52:09] what it is I mean if you got a specialty [52:13] project you know building uh drilling [52:16] Wells 200 feet in the ground you know [52:19] it's hard to get firms you know that's [52:22] in that space and [52:25] um but so you know but we are pretty [52:27] interesting you know and recognize that [52:29] in the building the capacity of [52:32] in front of coming along and the way [52:33] that I'm looking at addressing that [52:36] particular question is to grow and [52:39] cultivate more GC more Prime contractors [52:42] that's that's what I want to do so that [52:44] they can compete in that environment and [52:47] by aligning themselves with the partners [52:50] and the efforts that we have like with [52:51] Empire State development with access to [52:53] Capital you know bringing the banks on [52:55] board to assist you know with training [52:58] and access to Capital finding support [53:00] and insurance people you know we'll do [53:03] that you know and it's going to take [53:04] time to do that so but that's how I see [53:07] us you know being able to you know make [53:10] it happen [53:10] [Music] [53:12] you they were talking about uh uh a [53:35] younger person that you worked with and [53:37] now they actually and you work in [53:39] collaboration with them and they're now [53:41] a homeowner in the city of Schenectady [53:43] um so that was just that just happened [53:45] we came up today so I want to tell you [53:47] how much I appreciate that and then the [53:49] work that you're doing and you know I [53:51] know the council is really uh [53:52] considering how we can support the [53:54] important work that you're doing to make [53:56] sure that you know it's sustainable [53:57] right yeah so thank you there's one of [53:59] the things we talk about sustainability [54:00] you know as you look at the package that [54:02] you have there we did some projections [54:04] in terms of if we were to invest in our [54:07] community invest in training and put the [54:09] resources where they're necessary over [54:12] the next five years we can create 500 [54:14] jobs [54:15] right here in the city we can do that [54:18] and we can look at the projection in [54:20] terms of the revenue speed coming in [54:23] there we can do 18 million dollars in [54:25] Revenue coming into you know this city [54:28] and and [54:30] some of it is is recognizing the fact [54:32] that Industries are changing there's a [54:35] trend toward Mortuary technology we got [54:37] to get more Focus I mean laser focus on [54:40] the stem and the skin technology because [54:42] that's where it is you can train a [54:44] carpenter right now but carpentry is not [54:46] like it was the other going to get as [54:48] good a rule now they use a computer [54:51] lasers and you know you know cash [54:55] software and all those type of things [54:56] just for carpentry our kids coming out [54:59] of school right now are not ready for [55:01] that [55:02] and so so we're working with the school [55:04] district our first comment is with [55:07] staffers and Dr Phil [55:09] and and we're trying to keep it [55:12] centrically focused on that because once [55:14] you get into the the broader uh main [55:18] campus kind of thing you know just [55:19] deluded you know it's just it just it [55:22] just starts but I think if we stay on [55:24] that track and work with that particular [55:26] Focus we have a plan to do you know now [55:29] we can start getting results that's the [55:32] patties folks you know that's coming out [55:34] whether they want to go to college or [55:35] get you know skill sets or you know [55:37] things like that you know for example [55:39] you know one of the things we're talking [55:41] about is like a drone technology so [55:43] teaching how Urban kids about how to [55:47] build These Fine computers and um [55:50] getting their FAA license and any job [55:53] that's created that results 100 [55:57] 000 jobs are going to be created [55:58] yesterday and we're going to start using [56:01] them in public safety you know the [56:03] police department [56:05] so why can't a young man get that skill [56:08] set and get their life [56:10] so we we have an mlu currently [56:13] in our hands right now with uh [56:17] New Jersey Institute of Technology so [56:19] they have this they have the first one [56:21] it was with Penn State University [56:24] so the first statements down there in [56:27] this Urban setting so we're going to get [56:29] the second uh satellite here is [56:32] connecting so they're going to be [56:33] working with us to do the same thing [56:35] through stylish things but specifically [56:38] today and then kind of that to what we [56:41] talk about in the Vsauce and you know [56:42] with the virtual [56:44] cyber security and orchestration which [56:46] you'll see in the packet that's what a [56:48] job is going to be [56:49] they're they're moving in that direction [56:51] you know you look at it here in the city [56:54] you know you look at it anywhere you [56:56] talk about a smart city what do you [56:57] think is going to be reading that data [56:58] and putting these things in there enough [57:01] our kids should be a part of that [57:04] and that's what we want to do with this [57:05] Center we want questions about the [1:11:12] history of the city we have programs [1:11:14] citizen request tracker claims against [1:11:16] the city which are you know pretty much [1:11:18] weekly uh Community engagement city [1:11:20] council decorative lighting I do the the [1:11:22] lights upstairs that actually may be [1:11:24] going away soon which is great we're [1:11:25] gonna We form the lighting Consortium [1:11:27] between Proctors Metroplex and the city [1:11:30] and that is active John's uh involved [1:11:33] with that [1:11:34] um AV Vehicle Management I handled the [1:11:36] charge Point stations that are around [1:11:37] City Hall facilities as we talked about [1:11:40] which is the daily operations budgeting [1:11:42] all that foils plot lines ms4 ms4 is [1:11:46] mandated we have to do inspections uh [1:11:48] we'll get into that in a little bit but [1:11:50] like for that one we used to have an [1:11:51] employee who did that he left now I have [1:11:54] a firm that does that for us so we're [1:11:56] paying a firm to do it because we don't [1:11:58] have the employee to do it because it's [1:12:00] mandated and it is quite involved to do [1:12:02] that permits because of our staffing [1:12:06] issues a year ago we gave all of our a [1:12:09] lot of our permission codes because they [1:12:12] were the ones doing most of the permits [1:12:13] anyways we were trying to make a [1:12:14] One-Stop shop for permit so we gave a [1:12:17] lot of permits to codes because they had [1:12:19] more staff plan interview we do all the [1:12:21] planning uh commission review everybody [1:12:23] does that but still we're looked at all [1:12:25] those harder because it's for model [1:12:27] engineering goes into that uh codes [1:12:29] Department property address the storm [1:12:31] water street closures uh pavement and [1:12:33] then also and this one is small on the [1:12:36] bottom but it is actually a lot of work [1:12:39] I am technically the landlord for the [1:12:42] court system here [1:12:44] and so as you know we have two courts in [1:12:47] this building and two one port soon to [1:12:49] be two ports at the PD and those courts [1:12:52] have [1:12:53] 20 some full-time employees four judges [1:12:55] officers partnering all these [1:12:58] requirements and all of that [1:13:00] coordination goes through me all the [1:13:03] contract approvals all the maintenance [1:13:05] all the requests they are not allowed to [1:13:07] do any work in our buildings everything [1:13:09] has to come through me so like right now [1:13:11] they're asking for data connections they [1:13:13] want to move a computer [1:13:15] I met with them yesterday we have to [1:13:17] meet there move an outlet move this [1:13:18] coordinate with John and our [1:13:19] electricians they want to build a [1:13:21] counter everything has to go through me [1:13:23] all that so that is like a huge landlord [1:13:26] responsibility to make sure that those [1:13:29] courts are acceptable and as you know [1:13:31] they have a lot of complaints against us [1:13:33] for their facilities and lack of a [1:13:36] fourth Court which we're working on so [1:13:38] that is a while it is a small bullet [1:13:40] here like the others it is a very large [1:13:42] responsibility [1:13:44] so to do these tasks that's the next [1:13:48] page this is a organizational chart that [1:13:50] we have currently informed [1:13:53] um black is uh engineering green has to [1:13:57] do with the golf course and then yellow [1:13:59] is open positions uh and then I put on [1:14:02] here in red all of the retirees [1:14:06] um you know I'm losing joke in several [1:14:09] months I'm losing my assistant at the [1:14:11] end of the year of next year my other [1:14:14] assistant is part-time he works anywhere [1:14:16] between four and 16 hours a week very [1:14:20] hard to it's nice to have him but it is [1:14:22] very hard to task someone who works [1:14:25] anywhere from four to 16 hours with an [1:14:28] assignment it actually makes a lot of [1:14:30] work to try to keep someone like that [1:14:32] and then you know not into my place or [1:14:34] not but we've talked about it I have on [1:14:36] here Paul Anthony and even John are all [1:14:39] looking to retire in the next one two [1:14:42] years and I rely on Paul Anthony and [1:14:45] John a lot you know and we work together [1:14:48] like like this and we have a really good [1:14:50] team but you know I'm 41. I have [1:14:55] possibly 20 years you know 25 if I go [1:14:58] you know and and the team around me is [1:15:01] so I just wanted to point this out the [1:15:10] other thing I guess I would point out is [1:15:13] I am working with Anthony on this as [1:15:15] flexible as I can so while the budget [1:15:18] has these in here we can talk about that [1:15:20] with it is just a shot like for instance [1:15:24] last year's budget uh improved budget [1:15:27] did not have an ips3 but what we found [1:15:30] is ips3s are available and we have so [1:15:34] much paperwork that having another ips3 [1:15:38] would probably just be a huge help just [1:15:41] that we are just swamped with paperwork [1:15:43] upstairs [1:15:43] and so last year Colleen was approved to [1:15:47] be a ips4 so now we're looking at [1:15:49] bringing an ips3 under accounting to [1:15:52] help her because once again we're not [1:15:54] only doing [1:15:56] dozens of contracts we're also doing [1:15:58] day-to-day bills for all paper products [1:16:01] to soap fuel deliveries everything that [1:16:03] goes through the golf course so you know [1:16:06] in a week we can have a stack of bills [1:16:09] this tall [1:16:09] and we have to get them out but we also [1:16:12] have to do the contracts we also have to [1:16:15] do so we're kind of and and that would [1:16:17] help us the more organized we are to [1:16:18] help Anthony [1:16:19] because Anthony's Department relies on [1:16:22] us because we do all of our own [1:16:24] paperwork when it comes to finances you [1:16:26] know our department is essentially [1:16:28] engineering purchasing Finance you know [1:16:31] we will we do it mostly everything and [1:16:34] then work with them on just the details [1:16:36] of it and so that ips3 wasn't in my [1:16:38] budget when Anthony sat down and said [1:16:40] you need help and we've looked at it the [1:16:42] issue that the reason that we haven't [1:16:43] hired one we actually interviewed and [1:16:45] then we had to stop was because there is [1:16:47] a list you need the list and the list [1:16:50] won't the list could be out tomorrow or [1:16:52] it could be out in three months so we [1:16:54] didn't feel it was appropriate to hire [1:16:56] anyone because the list is coming [1:17:00] so the [1:17:02] physicians in yellow [1:17:04] um [1:17:05] positions correct [1:17:08] ips3 is proposed but what I guess what I [1:17:11] was getting at too was [1:17:12] um the junior civil all right then this [1:17:15] is you know we'll get into the we'll [1:17:16] talk about a little bit of the weeds of [1:17:17] this year all right like a junior civil [1:17:19] engineer that 52 725 you see there [1:17:22] that's like pop a step for that grade [1:17:25] all right so there's a difference you [1:17:27] have unions and you have nine so yep [1:17:30] that position right there with those [1:17:32] requirements [1:17:34] side of the city is 65 000 started my [1:17:39] wife who worked for a private company [1:17:41] offered someone out of Clarkson no [1:17:44] experience 66.5 with a 2500 signing [1:17:48] bonus justice so that is what we're [1:17:52] paying [1:17:54] and that's TOP Step and I've actually [1:17:56] gotten to talk to by the union about [1:17:58] they may not approve that because they [1:18:01] want people starting in step one and [1:18:04] working their way up Step One is [1:18:05] important so I might as well not even [1:18:07] post it so in turn what I did is I did [1:18:10] not post a junior civil engineer I [1:18:13] posted a position called a senior [1:18:15] technician is similar pay but the [1:18:20] qualifications are less trying to get [1:18:23] just someone [1:18:24] and so that's what I mean kind of by [1:18:27] trying to be flexible the we have the [1:18:30] money in the budget we just don't have [1:18:32] people to spend the money on and we have [1:18:34] the money in the budget last year I [1:18:36] guess is what we always have the money [1:18:37] in the budget okay I just wanted to make [1:18:39] sure that they weren't so what we end up [1:18:40] doing is like for instance our ms4 [1:18:42] consultant is actually being paid for [1:18:45] out of like a salary citizen because [1:18:48] if we had a person the person would do [1:18:50] the work so since we don't have the [1:18:52] person and I didn't have a budget line [1:18:54] for consultant ms4 we set aside money to [1:18:58] pay for someone to do what the person is [1:19:00] doing and you'll see that as we go [1:19:01] through uh if you want to go to like the [1:19:03] next page [1:19:05] you just want to be 100 clear so the [1:19:07] junior civil engineer which we which [1:19:09] have been here for 15 [1:19:11] 5 [1:19:12] yes and also this one assistant to the [1:19:16] engineer everything that says open was [1:19:17] in the approved 2022 budget and is open [1:19:21] except the IPS three the ips3 is [1:19:24] proposed and it's in this one okay yes [1:19:26] thank you yes that's how I try to [1:19:29] differentiate things [1:19:30] um the next page of my little handout [1:19:33] here is how I am getting work done so [1:19:39] without staff and would be workable that [1:19:41] I have I had gone out for the term [1:19:45] agreement [1:19:46] last year [1:19:47] and the term agreement was for [1:19:49] everything because we do everything when [1:19:53] I started here in 2012 I was city [1:19:55] engineer in charge of roads and bridges [1:19:58] now I'm city engineer in charge of roads [1:20:00] and bridges and buildings and golf [1:20:01] course and parks and you know it's grown [1:20:04] so my term agreement reflects that we [1:20:09] used to have one company now I have one [1:20:11] two three four five six seven eight nine [1:20:13] ten [1:20:14] the 10th company on the bottom is a [1:20:17] small one-man operation that he's coming [1:20:19] in also in lieu of staff to help you do [1:20:21] grant writing and some applications [1:20:25] um but I need all of these groups to do [1:20:28] the work of that yeah now even if I had [1:20:30] staff I probably would still need this [1:20:32] group [1:20:33] um because these are all like PE [1:20:34] companies but I probably would need as [1:20:37] many so this is what we're using right [1:20:40] now so I have this is what I call my [1:20:43] stable firms I rotate the work [1:20:47] um so I started you know I go to GPI GPI [1:20:50] is working on the paving program and [1:20:52] then I'll go okay MJ you're doing this [1:20:54] cha I'm working with them on Sports yeah [1:20:56] uh all the contracts were reviewed [1:20:59] approved and created by my office [1:21:02] we were outside a lot we did our own [1:21:04] contracts I hired my own attorney [1:21:07] we did everything on our own [1:21:09] independently of essentially the rest of [1:21:11] the city [1:21:12] so we're [1:21:13] are these fees [1:21:16] in this budget these fees are in the [1:21:19] projects oh okay I got it these are I [1:21:23] got it okay these are the soft costs [1:21:25] associated with the products so these [1:21:28] are [1:21:29] you know um like for example you [1:21:31] approved money for uh Central Park [1:21:33] tennis courts yeah [1:21:35] 25 000 of the 500 000 you approve is [1:21:37] going to go to the design of the 500. [1:21:40] uh you know chips money all the the [1:21:43] state money that we get and allow to do [1:21:45] the inspection and the design of the [1:21:47] world so that's where the accounting [1:21:49] comes in [1:21:50] you know we have a lot going on upstairs [1:21:52] with how are we paying it where is it [1:21:55] coming from what reimbursements do we [1:21:57] have it's a lot of paperwork but most of [1:22:00] this other than I say civil engineer [1:22:02] foreign female that is in lieu of staff [1:22:05] so actually civil engineer for in the [1:22:08] office assistant those two positions are [1:22:11] coming out of salary lines oh okay [1:22:14] because [1:22:15] if you were to look right now the last [1:22:18] time I looked at something like two [1:22:20] hundred thousand dollars available on [1:22:21] our salary lines if you don't have [1:22:23] people got a chance [1:22:26] so everything else is a product [1:22:29] what's the other one that comes out of [1:22:30] the cellular line besides the ms4 office [1:22:34] assistance and support the last one fcm [1:22:36] and that's brand new we just [1:22:39] so I can I can just touch on that so the [1:22:42] issue why I had to bring fcm engineering [1:22:44] on is uh on the next sheets you'll see [1:22:47] them but well I have seven major [1:22:50] projects that are right now just kind of [1:22:53] held up [1:22:54] all the projects have stepped [1:22:57] you have to do an RFP you have to [1:22:59] evaluate the RFP you have to send in the [1:23:01] evaluations then you're allowed to put [1:23:03] people on once you go through all those [1:23:04] steps [1:23:05] um unlike a lot of other things I can't [1:23:07] just bring a firm on that I like for [1:23:10] those particular these firms I bring on [1:23:13] for smaller project City projects those [1:23:16] are big Federal projects I have to go [1:23:17] through them along the process the [1:23:19] problem is I don't have the time to [1:23:21] write seven rfps so he's coming on board [1:23:25] he has experience writing them so he's [1:23:27] going to help you write them we're going [1:23:29] to I'm just going to really want me [1:23:30] we're going to send them out and he's [1:23:31] going [1:23:32] you know then I'm going to get 10 [1:23:33] responses for each one of them I'm gonna [1:23:35] have to review 70 responses and then you [1:23:37] know it the process is going to be [1:23:39] lengthy but you know the number one [1:23:40] project is Craig Street and Craig [1:23:42] Street's actually three projects so you [1:23:45] know do that one is number one and cream [1:23:47] Street then the train main intersection [1:23:49] and all the dri projects project because [1:23:51] we did get the dri contracts but unless [1:23:54] I get these rfps out in the RFP for [1:23:56] those has to go to the Department of [1:23:57] State [1:23:58] and then come back for a review and we [1:24:01] everything we do with them has to be [1:24:02] given to them so the process is going to [1:24:04] be [1:24:05] so all these firms are what we do and [1:24:08] then at the end of 2023 I'm gonna have [1:24:10] to solicit review and do it all again I [1:24:12] mean it's the most fair and Equitable [1:24:13] way to do things but once again time you [1:24:17] know I was going to point out um same [1:24:19] thing with these transitions that are [1:24:22] open [1:24:23] um [1:24:24] every time that I do something it's time [1:24:27] that I'm not doing something else [1:24:29] so if you were to say you know Chris you [1:24:31] know what you really need to focus and [1:24:32] hire and fill these positions [1:24:34] I'm not going to do this for a while and [1:24:37] then we're going to get complaints that [1:24:39] things aren't getting done on this side [1:24:40] of it because I'm doing this you know [1:24:42] there's not this when you go up there [1:24:44] it's me and Colleen mcgarrett there is [1:24:46] not a person behind the room there's no [1:24:48] one up there to help you know do these [1:24:50] things so that's where it does get a [1:24:52] little frustrating that you know I do [1:24:54] want to hire people [1:24:55] but when do I dedicate your time to hire [1:24:57] people because if something needs to get [1:24:59] changed like a job qualification then [1:25:02] I absolutely change and work with Mary [1:25:04] it's a long process that's why I want to [1:25:07] ask you is how that connects to HR [1:25:10] you're hiring [1:25:12] so you said that you would have to do [1:25:13] the work so what part of it does HR help [1:25:15] with so HR will post it [1:25:17] you know like if I ask uh Karen I want [1:25:20] to post these positions she puts them up [1:25:22] and she's using now the website and [1:25:24] indeed and a couple other areas and uh [1:25:26] and then she'll post it for the amount [1:25:28] of time and then send me the resumes [1:25:30] okay [1:25:31] um the issue is indeed it's kind of like [1:25:34] uh indeed it's kind of like a shotgun [1:25:37] blast you get things from everywhere and [1:25:40] I don't even know if they know what [1:25:41] they're applying to one of the [1:25:43] applications said you know I'd be [1:25:44] willing to move from Arizona if you paid [1:25:46] relocation fees you know and it's like [1:25:48] okay they probably don't understand what [1:25:49] we are and [1:25:52] um and then then we have you know the [1:25:54] issue of some of the positions I'll tell [1:25:57] you I was waiting to post until after [1:25:58] the conversation or The Residency thing [1:26:01] because all of our applications go out [1:26:03] saying you know applicants must even [1:26:05] live in the city so I do know a lot of [1:26:08] professionals are not going well why [1:26:10] would you apply your job or at the [1:26:12] bottom of it where it says requirements [1:26:14] it says it if you can so when we post we [1:26:16] don't get a lot of responses but indeed [1:26:19] it doesn't happen indeed it's just a big [1:26:20] Rule and you'll pull from [1:26:22] so but wouldn't some of these positions [1:26:24] be considered specialty positions so The [1:26:27] Residency requirement [1:26:30] I'm not aware of that exceptions that we [1:26:32] just have to get a waiver oh okay [1:26:35] so in fact in the last few years we were [1:26:38] trying to uh apply for these jobs we've [1:26:41] had months where nobody would even apply [1:26:43] we you know we put them out there nobody [1:26:45] would even apply for it for these [1:26:47] positions and I mean I don't want to get [1:26:49] Louise with everything but now too so us [1:26:52] was it civil service we're really [1:26:54] looking at qualifications [1:26:56] so where even if we feel like somebody [1:26:58] has a good head on their shoulders and [1:26:59] did a well interview and we think um they may not be approved [1:27:04] because their background and experience [1:27:06] may not match up with Civil Service [1:27:07] things the position can have can do and [1:27:10] they get rejected and that's happened [1:27:11] quite a few times recently so [1:27:15] it's yes oh I mean I I don't really want [1:27:18] to do that defense but isn't it like [1:27:20] what do you have to say or whatever a [1:27:22] professional is doing the hiring has to [1:27:24] say doesn't that carry any weight at all [1:27:26] with social services [1:27:31] oh my gosh hmm maybe she's upright the [1:27:36] job description [1:27:43] listening to all this and I really [1:27:45] appreciate and recognize your Ingenuity [1:27:47] because it seems like you're just [1:27:48] keeping this [1:27:49] barely from capsizing with like The [1:27:52] Limited crew and it gets reflected like [1:27:55] you're doing a lot with limited [1:27:57] resources I guess I I want to know if [1:28:00] you're able to identify if this person [1:28:03] hasn't already passed but where's your [1:28:05] breaking point is it truly the oh no [1:28:07] don't say it [1:28:09] don't don't know anything [1:28:13] about it sorry it's uh I'm trying to [1:28:16] know when our point is if we need to act [1:28:18] or change something differently because [1:28:19] I think you're aware of the posting [1:28:22] positions we're knocking applicants so [1:28:24] it's when do we need to do something [1:28:25] different has that moment already passed [1:28:28] or truly what is going to be lacking [1:28:30] within the city if it can't be anything [1:28:33] on this first page because I know our [1:28:35] projects that we need to do uh this page I highlighted this this [1:28:47] date here is December of 2015 so it [1:28:51] shows you how long I've been doing these [1:28:52] sheets so these sheets I put them in [1:28:55] that PDF that I sent out these are the [1:28:57] only thing that keeps me sane and [1:28:58] organized it's a silly Excel document [1:29:01] that is organized but it's organized by [1:29:04] project type who I gave it to [1:29:06] assignments what category is under so I [1:29:09] just wanted to show you that I didn't [1:29:10] make these documents because what I what [1:29:12] I was afraid of is that you guys would [1:29:13] say well no wonder Chris was so [1:29:15] overwhelmed we spent all this time [1:29:16] making these freaking documents and [1:29:18] these documents exist this is this is [1:29:20] how I is a budget folder year to year [1:29:23] and all this exists and this is my [1:29:25] day-to-day so um you know for instance [1:29:27] the one thing I will show is that you [1:29:29] know this this sheet here this is the [1:29:32] closed project I apologize they're gray [1:29:34] on my sheet I didn't think about the [1:29:36] flexibility I have gray and small but [1:29:39] you know 6 5 million dollars of [1:29:41] completed projects [1:29:43] you know and that probably up and down [1:29:45] and then the next sheet is uh and [1:29:48] usually when I printed my 11 by 17 but I [1:29:50] thought that'd be harder to hold but uh [1:29:52] the next one is my construction project [1:29:54] you know so these are all the projects [1:29:56] that are Bid awarded in construction [1:29:58] going to construction something so right [1:30:01] now you know our department has 21 [1:30:02] million dollars of projects in [1:30:04] construction and all this is is just [1:30:06] sorting it you know John's types it [1:30:08] doesn't come too short then you get to [1:30:10] design I have 27 million dollars of [1:30:14] project in design phase so these are the [1:30:16] projects that are going to happen next [1:30:19] year some point that we're working on [1:30:21] designing [1:30:23] um so examples are docs Kings Road [1:30:26] Bridge under there uh Forest Road [1:30:29] improvements which we're working on City [1:30:30] Hall projects and road projects of 27 [1:30:33] million dollars of active design [1:30:34] projects and then the impending one is [1:30:37] projects that aren't quite off the [1:30:39] ground yet but all have Merit uh for the [1:30:42] dri is on here right now because [1:30:45] I'm still working on getting firms on it [1:30:47] once I get a firm signed and on board it [1:30:49] moves from pending to design so right [1:30:52] now this is 27 million so 27 million 27 [1:30:55] million 21 million so we're right around [1:30:57] 70 million dollars of construction in [1:31:00] some capacity and I guess my point was [1:31:02] when I was getting at is all of this is [1:31:05] in addition to this [1:31:09] you know so like yesterday uh my [1:31:12] assistant you know his daughter had a [1:31:13] baby his first grandchild he wasn't in [1:31:16] so there is myself and Colleen and we do [1:31:19] this so it it's a challenge your [1:31:22] breaking point I don't know if I have I mean I think [1:31:25] I'm well beyond it you know it's like [1:31:27] one of those things is once you're into [1:31:28] the insanity you're into it you know [1:31:30] what I mean looking at these sheets by [1:31:31] looking at the Matrix but uh the one [1:31:34] thing I will say is that [1:31:37] um I do feel that [1:31:39] what will be determined the Department's [1:31:42] not what I wanted to be I don't think it [1:31:44] fairly represents what I wanted to be if [1:31:46] you were to come up into the department [1:31:47] it looks like hell I mean you know [1:31:50] because the maps I have to put them away [1:31:52] because no one else knows where they go [1:31:54] so they don't get put away they just get [1:31:56] stacked up because I don't have time to [1:31:58] put the maps away right our furniture is [1:31:59] from 1940 we don't have staff you know [1:32:02] what I mean like so if if you come up [1:32:04] people appreciate what we're doing but I [1:32:06] don't feel it it reflects what we're [1:32:08] doing and similarly the pool project or [1:32:11] the road project those projects I [1:32:13] haven't seen them because if I leave my [1:32:15] office then the wheels stop working and [1:32:19] so I have people that go out and tell me [1:32:21] they send me text photos of it so I'm [1:32:23] like Herbert Hughes up there in my [1:32:25] office all the time just making sure the [1:32:27] paperwork [1:32:29] um but that's where I was going to ask [1:32:31] you like all of the um projects that we [1:32:34] have approved through our that are here [1:32:36] in the capital budget [1:32:37] um which I think we talk about later we [1:32:39] haven't talked about this we're going to [1:32:40] talk about right after this person [1:33:10] that was at the meeting sent me five [1:33:12] emails when I got back to none of them [1:33:14] because the emails were about something [1:33:16] that was bio important to them [1:33:20] wasn't my priority you know my [1:33:22] priorities right now are finished piece [1:33:24] up was to open the bridge right kind of [1:33:26] get everything dialed in for the winner [1:33:28] get the pool done pay bills [1:33:31] you know a lot of times we don't pay [1:33:32] bills on time that's a huge issue for [1:33:35] Anthony and we'll get people because [1:33:37] it's a big stack of bills [1:33:39] you know so we got to pay the bills [1:33:41] that's that's the problem is that I I [1:33:43] like my job and I like what we're doing [1:33:45] but I don't think it represents what I [1:33:47] wanted to represent I wanted to be [1:33:49] a slick organization book with the [1:33:51] amount of money that we're doing and the [1:33:54] amount of staff that we have it's not [1:33:55] possible there's a lot of bumps in the [1:33:57] world and I think people are cognizant [1:33:59] of it which makes it workable like [1:34:01] people know that they're busy they know [1:34:03] what we're doing I mean we talked about [1:34:04] it you know [1:34:06] um I got you know the most federal money [1:34:08] this year of all 20 mispowers we got 60 [1:34:11] million dollars the next highest was six [1:34:14] it's the dri if you were to have to [1:34:17] worry about the dri the dri was awarded [1:34:19] because of one of my products because [1:34:21] they loved it so much that they [1:34:25] that's another [1:34:29] and so it's doable I know this sounds [1:34:31] like [1:34:33] boasting at the same time [1:34:35] but I like this is this is engineering [1:34:37] this is what we're doing [1:34:39] um I would appreciate more staff I don't [1:34:41] know how we get there we have the [1:34:43] Consultants to do it uh you know that's [1:34:45] why the Fearless is that I Rely a lot on [1:34:48] John you know I realize [1:34:51] no I'm just saying what's what's I'm [1:34:54] nervous about the future yeah I'm [1:34:57] nervous about you know like Paul and I [1:34:59] have a really good relationship [1:35:01] he knows what I know what he does he [1:35:03] knows what I you know and everybody's [1:35:07] who you see in a year this department [1:35:09] when the city is going vastly different [1:35:12] so Chris I mean we know I can speak [1:35:17] historically you're coming for us almost [1:35:21] every budget [1:35:22] you know talking about your department [1:35:24] is not complaining it's not posting it's [1:35:25] what you're doing on a daily basis so I [1:35:27] want to reference that and we have seen [1:35:29] it we're seeing it across the city the [1:35:31] project that you're completing it was [1:35:33] what you're doing answer and the past [1:35:35] you keep taking on one of the daily [1:35:37] bases now um just cross my mind looking [1:35:40] at this because if you [1:36:52] have to think about it like if I were to [1:36:54] leave I'm not saying but if I were to [1:36:55] leave no one knows where the maps go now [1:36:59] you know I call I actually call Steve [1:37:01] Caruso who was here for 30 years I don't [1:37:03] know if you guys remember Steve Stevens [1:37:05] phenomenal I call Steve once a month to [1:37:08] ask him where something goes [1:37:10] because that's just how it works you [1:37:12] know there's we have no institutional [1:37:14] knowledge up there I have a hard time [1:37:17] struggling with things you know the same [1:37:18] way we're like we're looking for an [1:37:19] as-built map of uh Kingsway arm over off [1:37:22] of Kings Road yeah and I'm like I know [1:37:25] we built this in the 80s like why can't [1:37:27] I find a map of it and you know he came [1:37:29] he was doing something came here and [1:37:30] he's like oh you know why it's because [1:37:32] it was called this [1:37:33] and I'm like oh he found it in the book [1:37:36] and I'm like you know and that's what [1:37:38] I'm getting at it's like those little [1:37:40] things I would love to hire someone to [1:37:41] come [1:37:42] go through everything and just scanning [1:37:44] and just once again I would have to do [1:37:46] all of that that's a huge process so it [1:37:50] doesn't get done because these things [1:38:06] in terms of the ips3 for example [1:38:10] um and I know the idea of working within [1:38:14] a class and getting outside of a class [1:38:16] but so I don't know all the details [1:38:17] there but I mean would that person be [1:38:19] able to help you with [1:38:21] filing the maps or for example the bills [1:38:25] I guess and I feel like we heard this a [1:38:27] little bit with Mr Gardner as well like [1:38:31] why are you having to pay the bill bills [1:38:34] as opposed to somebody in our [1:38:37] accounting area [1:38:39] we pay them but if we process it from [1:38:42] them bills say the wrong [1:40:11] place okay they have to want to know we [1:40:13] bought this from Home Depot [1:40:15] who does it get charged with and also I [1:40:18] mean there is value that I have to do [1:40:20] these things that's just a thing it's a [1:40:22] big thing [1:40:23] so so it seems like you have a lot of [1:40:27] free time on your hands that's what [1:40:28] you're talking about you know I guess I [1:40:30] like that I like that I won't tell you [1:40:33] this right because I don't want anything [1:40:34] you guys think I'm so smart no no no the [1:40:37] uh I I also have a nine-year-old and an [1:40:40] 11 year old all right so Anthony can [1:40:42] attest to this when I started here at [1:40:44] 31. I came in [1:40:46] twice three times a week and I work nine [1:40:49] to midnight because I like nights and it [1:40:51] was quiet right those days are long [1:40:54] behind me I have to get everything I can [1:40:56] done from nine to five because from five [1:41:00] to nine is another job it's a whole [1:41:02] other responsibility and I told him I [1:41:04] told Anthony that I'm actually staying [1:41:06] late on Mondays because I get so much [1:41:08] more done [1:41:10] browsers when the phones are you know it's amazing what you can just [1:41:15] put it quiet what you can get done and I [1:41:18] bet if I could do that more [1:41:21] I probably wouldn't go as crazy but I [1:41:23] just not it's not feasible until my kids [1:41:24] are in college you know where you can [1:41:26] actually dedicate more time so if you [1:41:28] guys are sitting around saying you know [1:41:29] Chris is working 80 hours a week [1:41:32] I mean I don't want to paint that [1:41:33] picture I'm I I'm working right I work [1:41:36] more than the you know what it is but [1:41:39] I also have this other balance which is [1:41:41] hurting me at the other end of it you [1:41:43] know like if like a doctor's appointment [1:41:45] you know like there's life now and work [1:41:47] and everything you know if I put life [1:41:49] into these things yeah it'd be crazy so [1:41:52] no more clay balance no it's it's just [1:41:56] hard right so in Austin [1:42:01] I think that so I just want to make sure [1:42:04] I'm going to stand and clear so at one [1:42:06] point it was like you know and of course [1:42:07] you need to fill these where you were [1:42:09] looking to fill these positions but now [1:42:13] um through kind of here [1:42:15] uh thinking now is that if we can get [1:42:18] people who might not even be as uh [1:42:21] especially skilled training in these [1:42:23] areas but just want that administrative [1:42:25] support is as that kind of like the [1:42:27] direction yeah so one of those like I [1:42:29] said the senior the senior engineering [1:42:32] technician was seen as a under a level [1:42:35] of a junior engineer [1:42:37] but it does not require uh it does it [1:42:40] has more outs than the job description [1:42:41] than you know of Junior engineering [1:42:43] which was a junior engineer if you were [1:42:44] to look at it I mean you've got to [1:42:45] remember the history of the city and [1:42:46] history the job reports the junior [1:42:47] engineer is a student from Clarkson or [1:42:51] RPI that comes to work for the city I [1:42:53] was a junior engineer when I started in [1:42:54] 2005. assuming Buffalo graduate right no [1:42:57] experience come in but I mean I don't I [1:43:00] talked to the union about it just a [1:43:02] little bit but [1:43:05] their rates are here everybody rates are [1:43:07] here you know I told somebody that if [1:43:09] somebody comes and applies for my junior [1:43:11] engineering position in this economy [1:43:12] there's something wrong with them why [1:43:15] are you find me this unit 65 the dot 65 [1:43:18] and private's over 65. so why would you come here for 45 [1:43:23] you know so that's what we talked about [1:43:24] trying to get people that are City [1:43:28] residents that you know like you know [1:43:31] almost like the cold war try to see what [1:43:32] codes or you know some kind of level [1:43:33] where maybe the requirements for [1:43:35] Education are a little well because it [1:43:37] doesn't mean you don't have a good head [1:43:38] on your shoulders it doesn't mean you [1:43:39] can't you know help with the job and [1:43:41] then we'll train them and the other [1:43:42] thing is trying to get you know and this [1:43:44] is not trying to be ages it's just my [1:43:47] staff I get a lot of resumes from people [1:43:49] who have retired who are looking for [1:43:52] work because they retire at 65 and they [1:43:55] say I got some good years left in me and [1:43:57] they want to work and I have gotten a [1:43:59] lot of resumes like that the problem is [1:44:02] there's not [1:44:05] you know like I don't know how much they [1:44:06] can pass on you know if you have [1:44:08] somebody who's 40 who's going to be here [1:44:10] to Pat like if I teach someone that's [1:44:13] going to retire that's retired [1:44:14] everything about the city they're gone [1:44:15] in two years [1:44:17] they take all of it with them you know [1:44:19] whereas you know that's what I'm getting [1:44:20] on my phone is it's like you know I [1:44:22] spend or 10 years you know [1:44:24] trying to pass the Anthony is doing that [1:44:26] with Derek you know Derek you know [1:44:28] working with him to bring him up to [1:44:29] with the information that I disseminated [1:47:59] about engineers in the area [1:48:03] um city of Saratoga engineer which is [1:48:05] half of the city Side here and half of [1:48:08] the budget they're in the budget for 148 [1:48:11] 500 pound of michiguna their Engineers [1:48:15] 145 000 in the town of Glenville which [1:48:20] recently posted is 120 which is 5 000 [1:48:24] more than on that so [1:48:27] um this is not once again it's a similar [1:48:29] discussion that Anthony made and that [1:48:31] we've had is uh you know I am going to [1:48:34] advocate for myself I believe that I am [1:48:37] the top Municipal engineer in the area I [1:48:40] don't think that there is a doubt about [1:48:43] it by bringing the work I get the work [1:48:45] done [1:48:47] um I have an extremely impressive logo [1:48:50] of contacts um you know of what we can [1:48:53] get done I've never not delivered on a [1:48:54] project and so I look around at peers [1:48:58] who do less in smaller communities with [1:49:01] more staff [1:49:03] I have to say that you know [1:49:05] this is this is my career you know what [1:49:08] I mean this is not something that I take [1:49:10] lightly go to school I submitted my [1:49:12] resume uh with that you know I went to [1:49:15] school for six years got an MBA from [1:49:16] Union and I enjoy this but also [1:49:20] you know this is a career this is [1:49:22] something that you do in your trash bag [1:49:24] would be the best at your career so [1:49:25] that's where that's why I put it in [1:49:27] there you know this is not the first [1:49:28] time I've requested it but this is the [1:49:30] first time that I have [1:49:32] reflected after the mayor has cut it [1:49:35] because it's just you know there were [1:49:37] other have the arpa [1:50:45] assistant to the civil and then the [1:50:47] civil engineer so you know we have we [1:50:51] have salary [1:50:52] um and we're trying to figure out the [1:50:54] best way to build people with that [1:50:56] salary [1:50:57] the assistant civil engineer is that a [1:51:00] 0.5 or 1 32 000. [1:51:04] the assistant civil engineer that one [1:51:07] person it's one person but it's part [1:51:10] time that's the person that works four [1:51:12] to four to twenty hours oh okay but [1:51:15] they're working part-time in your office [1:51:16] in my office okay they are they are not [1:51:19] a consultant they're a part-time yeah [1:51:42] any other questions [1:51:45] um the salary for files we [1:53:17] also have a trimble program and we pay [1:53:20] uh the cdtc uh uh a fee right now [1:53:24] because they're helping us with some [1:53:26] Road software to do a better evaluation [1:53:28] of our work [1:53:30] so we've got to see what went out it the [1:53:33] use of it can go up and down depending [1:53:35] on what we have or whatnot [1:53:38] but I heard [1:53:42] yeah the architecture of those ai's [1:53:44] documentation every everything I have is [1:53:46] through an AIA are you paying the fees [1:53:49] to use that to use the program no um [1:53:52] that's why we have an attorney [1:53:55] okay so uh I'll try to clarify yeah the [1:53:59] city does not have to my knowledge we do [1:54:01] not have a license for AIA documents and [1:54:04] because of that when I made my term [1:54:06] agreements we hired an attorney who does [1:54:09] have AIA permission to create the [1:54:11] documents now if we're dealing with a [1:54:13] contractor yes they Supply them [1:56:32] will put that in here but because of the [1:56:35] larger allocation of chips funding yeah [1:56:38] we have some of the money to cover our [1:56:40] shares with ships pretty adequately so [1:56:42] instead of bonding additional money and [1:56:44] reducing our bonding capacity Anthony [1:56:46] and I talked about we're going to use [1:56:48] the chips money that the state gives us [1:56:50] because it is 100 eligible to be used [1:56:52] and it's literally just you take this [1:56:54] money we put it over here and it helps [1:56:56] us and it's a lot easier you don't have [1:56:57] to go through can you go to buy this [1:56:59] money right we're not borrowing money so [1:57:01] not I mean I can go through these [1:57:03] projects but these are all the arpa [1:57:04] funded projects [1:57:06] um a diamond lighting General site [1:57:08] improvements for Central Park the the [1:57:10] pool in the bath house tennis courts [1:57:12] Hillhurst Park uh over Fairview I wanted [1:57:16] to make that happen uh the cool [1:57:17] Riverside courts and Jerry Burrell Park [1:57:20] improvements so those are all a lot of [1:57:23] them are actually started in the design [1:57:25] already because we kind of had a head [1:57:27] start running when we made the [1:57:28] applications [1:57:30] um so I'm pretty comfortable with all [1:57:32] those and then the street Improvement [1:57:34] program 1.5 that is used to supplement [1:57:38] our Paving program and things that are [1:57:40] not chips eligible so 95 of the things [1:57:43] that we do are chips eligible and five [1:57:45] percent aren't and we try to make sure [1:57:48] that we always have some money to do [1:57:50] that five percent so for example if [1:57:52] there is a road or park that needs to be [1:57:55] paid if there's some Paving around the [1:57:57] golf course or a parking lot or [1:57:59] something that we own that's not [1:58:00] necessarily a state recognized road we [1:58:03] need to make sure that we have funding [1:58:04] to be able improve his payment so we [1:58:07] always make sure we have Improvement [1:58:10] money in our coffers and that's what we [1:58:14] do that okay any questions go ahead [1:58:16] please so if we were to try to add the [1:58:19] skateboard park in [1:58:21] um so I I want to ask because I know I [1:58:25] saw the bid [1:58:27] um was 1 million [1:58:37] but if we were to try to stay at [1:58:39] Riverside and I know this is a whole [1:58:41] long thing but [1:58:43] do you think we could do something at [1:58:45] Riverside for the 250 and not do those [1:58:47] courts or [1:58:49] um one of the things that I submitted [1:58:50] which I don't think you got a chance to [1:58:52] see was the 1.25 million for the park [1:58:55] uh underneath 8.90. they got it [1:59:37] they go and this is what we're going to [1:59:38] do when they do it you come to New York [1:59:40] and and very similar to what Mike was [1:59:42] saying from Happy electric right now [1:59:44] we're bonds prevailing wage do you have [1:59:47] a certified payroll do you have [1:59:49] apprenticeship program what do you mean [1:59:50] and all of a sudden they're like we're [1:59:51] just a contractor out of North Carolina [1:59:53] we are talking about and our costs go [1:59:56] through the roof so similarly with these [1:59:59] skateboarder Parts you know they were [2:00:01] showing me private parts and parks and [2:00:03] other states and he says all the New [2:00:05] York cost is 95 a square foot [2:00:08] and the skateboarders are using four [2:00:10] tennis courts if we wanted to replace it [2:00:12] I'm not saying this is what you're doing [2:00:13] right but if we wanted to replace [2:00:16] an exact four tennis courts with all the [2:00:18] amenities and all that 95 it's 1.8 [2:00:22] million dollars [2:00:24] and so what we're looking at is these [2:00:27] guys [2:00:28] if we just we just took the whole [2:00:29] Riverside complex out and put an equal [2:00:31] sized concrete with the ramps and all [2:00:34] that yep you're over you're over 1.5 [2:00:36] million all day with that because of the [2:00:38] size of it and so what what we're saying [2:00:41] is these guys have been really nice to [2:00:42] work with and they're not looking for [2:00:44] pools and crazy Rams right so I think [2:00:47] that we'll be able to get more they just [2:00:49] want space to maybe want to set up some [2:00:51] things but at the end of the day my [2:00:53] opinion is is that we can't let them [2:00:55] build things there this is the city park have [2:13:00] so much of that institutional knowledge [2:13:02] that it's so much easier for us to sit [2:13:05] there and do some sort of upgrade or [2:13:07] change we know all the Departments we [2:13:09] know how the Departments function and um [2:13:11] to have us there to be able to do those [2:13:13] upgrades uh are so much easier than [2:13:16] anyone else could so actually I I would [2:13:19] like to speak about that um because I [2:13:21] have a concern about that so I don't [2:13:23] know how this person is I don't know how [2:13:25] old you are but eventually people are [2:13:27] going retire and so I see you too is the [2:13:29] only admin staff so I was interested in [2:13:31] knowing what is does it look like in [2:13:33] terms of succession planning you talk [2:13:35] about all the things that she does even [2:13:37] more and more and the same with you yeah [2:13:39] so what does that look like in terms of [2:13:40] more adding more staff or considering
