so that it's very [24:02] diverse in terms of the types of music [24:03] it's very diverse in terms of the [24:05] offerings and then the Crowds Are [24:08] wonderfully diverse I mean it's really [24:10] incredible to be there and be a part of [24:13] this I think also another point to point [24:15] out is that it does go beyond the music [24:18] Haven concert series to the support that [24:22] Mona provides to Juneteenth the [24:25] Caribbean fest or any of the other [24:28] activities that have been [24:31] um usually there's somebody that might [24:33] be backstage that would also being paid [24:36] through Mona's budget and so she raises [24:40] when it says 150 I mean she raises over [24:42] 150 000 [24:45] um higher than that and brings in [24:47] world-class entertainment from all [24:50] around the world thankfully now that [24:51] Kobe's over [24:53] um so I would definitely so I just think [24:56] it's you know it's something that unites [24:59] all of us [25:00] um in the city so it does I [25:07] on the high end and they have been [25:10] reaching out to our organization to seek [25:14] donation so outside these expense so why [25:17] not us that is something least we could do it because we [27:23] compare [27:26] myself I did had a conversation with [27:28] Hershey I think if I can recall it was a [27:31] she asked me kind of tells him because [27:32] she was thinking that she don't want to [27:34] ask for too much [27:35] so I've been where are we going to get [27:38] the additional funding right we'll see [27:41] additional funding outside of the city [27:44] within the city limit and just as a [27:46] point of clarity so what I think when [27:48] you started what you're saying is that [27:49] so we're going to go through these and [27:51] then we're going to say hey this is what [27:54] we might be interested in and then [27:56] what's going to come back to us [27:59] but I mean yeah but we're going to do it [28:03] um we'll discuss it [28:39] the lighting the daytime and parking lot [28:43] improvements to walk away [28:45] the other Investments we've made in [28:48] music Haven it really is a great [28:50] facility and so other people want to use [28:53] it want to come in and our fee structure [28:56] for actually renting it I think is [28:58] probably on the low side and so the [29:00] council should look at [29:02] good we want people to use if we want to [29:05] be there but at the same time there's [29:08] some expenses in terms of Staffing [29:11] maintenance items and to [29:14] look to [29:16] just review that fee structure to bring [29:19] in a little bit of money to offset some [29:22] of those costs and enable us to ensure [29:24] that the improvements that we make are [29:27] maintaining we staff them and uh [29:30] it's just an attractive and a good asset [29:33] for the community as a whole [29:38] uh [29:41] I'm confident that Mr golubs work within [29:44] the community as well noted and [29:46] appreciated her generosity is clearly [29:48] identified in everything that she she [29:50] touches and is not just Financial [29:51] contribution it's just her investing her [29:53] energy time and efforts so definitely [29:56] I'd be on board with supporting the [29:58] twenty thousand dollars [30:00] um [30:01] an agreement I think if [30:03] we are able to make an additional [30:06] um a gesture of Goodwill I support the [30:10] uh the mayor's comments of making sure [30:12] that we're [30:14] properly identifying all the ancillary [30:16] costs that come with having this [30:18] preoccupied more but definitely [30:22] putting an investment from the city [30:23] standpoint and to just an event that [30:26] continues to uplift and showcase our [30:28] many talents I think is something that [30:30] we can all get behind [30:34] hmm [30:39] I mean [30:41] I can't remember this one is until the [30:45] numbers come back from finance [30:47] department from the main and being include um step so so I was at that [37:38] meeting so I say I know you heard from [37:39] one person but there was a you know kind [37:41] of a conversation around that proposal I [37:43] don't know where it is at this stage or [37:45] when it will come to the council but I [37:47] know that there was discussion part of [37:48] it was um Staffing was going to be part of that [37:52] proposal uh when you were let me think [37:54] were there any attorney from the city no [37:57] there was no cities there that's one of [37:58] the one other thing I got I got um what [38:01] was happening for seven months now or [38:03] over a year or two years at that time we [38:04] used to get city attorneys and uh [38:08] well on the other side of the Stop and [38:11] there's no attorney as president [38:14] so that we already have to request it so [38:16] we can pass out [38:18] yeah so yes so we'll have to pass it on [38:22] for them because that's one of the [38:23] questions feel to me so my departments and Advising us as a [40:34] consulate [40:35] mention that a lot of the proportion [40:38] comes from [40:40] uh you know works for the man [40:43] so I just wanted to cut out okay [40:49] so when we when we get close words when [40:52] we came and the population comes with [40:55] words in a council at the same time in [40:59] the [41:00] fair in the Judgment or the opinion [41:03] about for both sides [41:05] well do you have an example where you [41:08] feel that the Corporation Council is not [41:10] adequately given advice or [41:12] representative the council or the city [41:14] well [41:15] I don't want to get into that but um [41:18] two years [41:22] in England I I just want to put that to [41:24] the table where it was mentioned so a [41:26] few times at five minutes so then [41:29] trying to hear what's being said right [41:31] now and so Corporation Council Vegas [41:33] publishing accounts will fit in the [41:35] organization [41:36] so they so dealing with I think that there is some [43:12] you know [43:13] that requires you know maybe some [43:16] specialized things so I agree that we [43:19] shouldn't necessarily bring somebody on [43:21] um to [43:23] um working full-time but I think that to [43:25] make sure that they have the budget so [43:28] that if they needed to seek that [43:29] consultation they could they could use [43:32] it [43:33] that's what be my position [43:36] how does the I guess I would have [43:38] thought that the commissioner [43:40] is sort of in that role so that if the [43:43] police review board had some sort of [43:46] question [43:48] I don't know but [43:50] because [43:53] I can commissioner form of discipline [43:56] into City in London establishment of it [43:59] who's a much more effective way [44:02] of [44:05] creating uh [44:07] property functioning department when [44:10] things go along imposing discipline [44:13] it's you know it's wise department now [44:16] is one of the higher performing [44:18] departments [44:22] opposed to its history in the past [44:27] and I think the board has had any [44:31] complaints [44:33] in terms of uh [44:37] referrals that have gone to the board [44:39] that haven't been followed up in a [44:41] manner that people feel adequate [44:46] in terms of the time and attention [44:48] that's given to it might not always be a [44:51] hundred percent an agreement with what [44:53] the final decision is but the process [44:56] validates whatever action is taken [45:00] go ahead please so it says the Public [45:02] Safety Committee chair and also having [45:04] sat on the police civilian police review [45:06] board I've definitely referring back to [45:09] the bylaws the city code it does clearly [45:11] designate that there needs to be [45:14] um [45:15] powers or funding to support having a [45:19] separate agency to ravine [45:21] um whether that's used or not to the [45:23] marriage Point as I think [45:25] unfortunately if it's in the bylaws then [45:28] we need to need to support that [45:30] statement or remove it [45:32] but if we're then entertaining [45:34] Sentiments of [45:35] having a Corporation Council that for [45:38] lack of better words may have a dual [45:42] relationships that they're attending to [45:44] I think there could be some credibility [45:46] with having a separate agency I think if [45:49] the discussion then is how much time do [45:52] we need that individual I think that's [45:54] where we kind of look at this 82 000 or [45:56] is it too high or too low but I would [45:58] definitely be in favor of supporting [46:00] having this position here and that it [46:01] would be Dual Purpose then supporting [46:03] the council and then also supporting the [46:05] civilian police review conflicted position [51:08] bring in a council representative [51:12] one of the parties so their independent [51:15] Council [51:16] could you have a conflict where the [51:19] mayor of the council don't agree that'd [51:22] be very difficult but it didn't come out [51:24] of life [51:26] again [51:28] would bring in outside counsel to give [51:31] advice or you know really where it [51:34] becomes more probably is in a if you're [51:37] in a formal [51:39] litigation where you're actually in [51:41] court and somebody is uh [51:44] proceeding at a formal action [51:48] so we're saying to just go ahead and use [51:50] it out of the feature Services that's [51:52] currently existing in the Law Department [51:55] definitely like quickly or if you think [51:58] that's under funded solidify that [52:00] modified in a manner to [52:03] I [52:05] yeah I would think I would think that we [52:07] would um [52:08] couldn't do welcome to [52:12] make it clear [52:15] um for the people who are serving on the [52:18] board that that is an option that's [52:19] available to them and I think that you [52:22] know they wouldn't I don't think we do [52:24] anything by designating on a [57:00] and [57:02] you know basically at that group had [57:04] really made some decisions correct me if [57:06] I'm wrong [57:08] um [57:09] uh in terms of in terms of what was [57:12] needed or or [57:14] et cetera and at the time Mr Williams [57:17] was I think co-chairing with Mr shave [57:20] um [57:22] and so I I mean we definitely talked [57:24] about it quite a bit [57:25] um researched it Etc [57:28] um so I don't know I mean I feel [57:32] I guess that you know [57:34] I don't know [57:35] but like everything yeah I think because [57:38] to your point I mean we talked about you [57:41] know or it was discussed quite a bit you [57:43] know what I mean and I think that it's [57:45] one thing to talk about it [57:46] is another thing to do to support it and [57:49] I think that this is what you know from [57:52] what I'm hearing from people who are um [57:55] a part of that board you know [57:58] they need resources and [58:01] I just I think that you know that we [58:04] want them to do the job and do it in a [58:06] way then uh you know an efficient way [58:09] that we just need to have an efficient [58:11] resource I mean I don't think we're [58:12] saying to too many different things [58:17] Patrick was right definitely when I was [58:20] co-chairing with dick shave we did [58:23] submit a series of recommendations all [58:26] of which were not fully considered from [58:28] being honest [58:29] um or were just [58:31] I was kind of even at that but I would [58:33] say with the revolving door of new board [58:38] members coming in and it was like myself [58:40] kind of taking a more back approach and [58:44] observing more there's been a lot of [58:46] transition so as these newer individuals [58:49] are understanding these very influential [58:52] roles as Mr Farley highlighted I think [58:54] it is important for us to fully Empower [58:56] them and as he mentioned we can do it in [59:00] our words but then also we need to make [59:01] sure we're doing interactions so I don't [59:04] know what that looks like from a [59:05] monetary standpoint but I definitely it [59:08] would would be willing to support having [59:10] a separate designation so that it shows [59:13] the community our sincerity with wanting [59:16] to make sure that this [59:18] board has all of its resources to do the [59:21] work that it's empowered to do by the [59:24] code [59:28] so the 82 000 isn't just for Council it [59:33] would be for [59:34] other [59:37] what would it be for I think it started [59:40] out as 82 000 for a research Council for [59:42] the city council and the um [59:50] for something other than the council [59:53] well that's only have a budget right now [59:55] about the budget that they have is five [59:56] thousand dollars with training and [59:59] travel right which isn't isn't a great [1:00:00] deal of money for anyone so the city [1:00:02] 2000 would be would be for uh for a [1:00:07] keyboard counselor [1:00:09] so I I think I I would just like to [1:00:12] recommend that [1:00:14] um under the the law Department's budget [1:00:16] we throw in maybe another thirty [1:00:19] thousand dollars not a separate line [1:00:20] item [1:00:22] um or something like that so there's [1:00:23] always enough money for them to for the [1:00:25] council to for the Corporation Council [1:00:27] to go to this with the public [1:01:22] safety Foundation where everything was [1:01:24] rolled out into the fees for surface [1:01:26] line and how we'll be able to track what [1:01:29] actually was used Mr Ferrari was able to give us a [1:01:34] summary of this we don't need that we [1:01:36] should avoid that if we're funding a [1:01:38] line we should try to separate it [1:01:40] especially when it's benefiting our [1:01:42] community directly [1:01:46] so if I'm if I'm understanding correctly [1:01:49] I think this is kind of [1:01:52] we're in a place right now where it [1:01:55] seems like what I'm gathering from the [1:01:57] council just from Gathering is that [1:01:59] everyone is kind of [1:02:02] recognizing the importance of such a [1:02:06] position I think about what we're kind [1:02:08] of uh going back and forth about is like [1:02:10] where does the line items sit I think [1:02:12] that's pretty much it which I'm relieved [1:02:15] to say that I think that that's you know [1:05:44] it might let them be somewhat driven on [1:05:47] what the issue is that's coming before [1:05:49] the board and who that Council might be [1:05:53] in [1:05:55] let's say generally we can we can [1:05:56] probably handle some [1:05:58] in-house and do it with a high level of [1:06:01] confidence of the board is happy with [1:06:03] the representation information they're [1:06:05] tolerate [1:15:53] people making poor choices and things [1:15:55] that are incorrect for Improv [1:15:58] and I and I think I'll definitely [1:16:00] because when the people I spoke to I [1:16:03] didn't meet that recommendation and that [1:16:05] means I definitely do that moving [1:16:07] forward I think that that's something to [1:16:09] do as well [1:16:11] so listening to everyone's feet there's [1:16:13] a number of different options that we [1:16:15] are presenting to this review board that [1:16:18] would significantly benefit their [1:16:20] long-term success so as the Public [1:16:23] Safety Committee chair and take [1:16:25] responsibility for making sure that the [1:16:27] civilian police review board chair is [1:16:29] aware and then I can kind of coordinate [1:16:31] and facilitate so that our Corporation [1:16:33] Council has that close conversation with [1:16:36] them because this very much is going to [1:16:38] be like training wheels like learning [1:16:39] how to acclimate all of these resources [1:16:42] for the benefit of their tasks and [1:16:44] duties so definitely I I'm in support of [1:16:48] the game Mr Farley beats it to a nauseum [1:16:51] and thing because I [1:58:18] foreign [1:58:23] people have come to the world and talked [1:58:26] about it and I think that [1:58:29] I just [1:58:30] want to be clear as to the function of [1:58:33] that position and I don't think that the [1:58:36] title of mental health specialness [1:58:40] um really captures uh the breadth of [1:58:42] that work based on what the teachers [1:59:10] but I did have some prior knowledge of [1:59:13] uh service navigating and resource [1:59:15] navigating being civil service position [1:59:16] titles so that's why I suggested because [1:59:19] I was thinking that if it works fine [1:59:21] yeah definitely yeah I just think it [1:59:23] just you know represents more of what [1:59:25] that what the function of that job would [1:59:27] be [1:59:28] um statement to be is that the [2:00:04] police the officers have someone that um [2:00:06] internally that serves as a you know [2:00:10] mental health for for them right [2:00:13] um this uh mental health specialist [2:00:16] title [2:00:18] um I believe this was you know part of [2:00:20] the police reform [2:00:22] um conversations and I think um you know [2:00:26] as they should you know the police [2:00:29] department you know and listen to the [2:00:32] community and said you know we want to [2:00:33] get a mental health specialist well the [2:00:35] chief was saying he's saying that you [2:00:36] know really this person wouldn't be [2:00:39] aiding in this de-escalation this person [2:00:41] would be aiding in more of a follow-up [2:00:43] so if you're dealing with somebody they [2:00:45] can go back and coordinate with service [2:00:46] and agencies you're right right so I was [2:00:49] just but I think the community might be [2:00:51] under the impression that this is the [2:00:53] person that's providing Mental Health [2:00:54] Services right two people out in the [2:00:57] community have that are having police [2:00:59] contact and that's really not a accurate [2:01:02] I think the example is what happened in [2:01:04] Phil Park [2:01:05] I think the example is when the the [2:01:09] police department worked with Bethesda [2:01:11] House Gap Etc and did a coordinated [2:01:15] effort in uh working with the people who [2:01:19] were without housing uh that were coming [2:01:22] down out of Vale Park [2:01:25] um and um [2:01:26] and placing them and and supporting them [2:01:30] and giving them the services they needed [2:01:32] that that's what this role of this [2:01:34] person [2:01:36] right I guess is what I'm saying yes yes [2:01:39] it seems there's other Alternatives uh and [2:59:02] that question but I would like to see [2:59:04] escape from the park I guess [2:59:06] because we allocated to the money there [2:59:09] towards the side we did originally to [2:59:12] re-renovate [2:59:14] the existing tennis courts back into [2:59:16] tennis courts but there might be some [2:59:17] play there and so it's sort of [2:59:20] a discussion that still needs to a [2:59:22] planning discussion that still needs to [2:59:24] be finalized but it could be as easy as [2:59:27] renovating the Riverside Park into the [2:59:30] skateboard park which would be I believe [2:59:33] a lot less expensive but it doesn't give [2:59:36] them year-round access nor does it give [2:59:39] the city sort of a kind of [2:59:43] showcase skateboard park under 890. so [2:59:46] anyway I just wanted to make sure that [2:59:48] at least it was included with the parts [2:59:50] of discussion because I wasn't here the [2:59:52] night that you all talked about all the [2:59:54] other parts because the night that I had [2:59:56] my surgery but you also mentioned that [2:59:58] there's opportunities for Grants because [3:00:00] this is [3:00:01] so in what [3:03:59] um we want to spend the money and if [3:04:02] we're going to have parking issues and [3:04:04] other [3:04:05] impacts you don't want to create the [3:04:08] negative [3:04:09] so the
