in in terms of how [19:16] we wanted our budget to look I believe [19:18] that all of us have the same goal of [19:20] making sure that our residents get the [19:23] best budget possible in terms of making [19:25] sure we don't cut any service be it [19:27] First Responders or Wastewater or any of [19:29] that in addition to that we want to make [19:31] sure that there is no undue burden on [19:34] our on our taxpayers so um you know we [19:37] took time to look through the budget [19:38] we've had meetings actually with the [19:40] mayor and I'm sure that [19:42] um as council members we've discussed it [19:44] I know that Mr mciveren has asked [19:46] questions and [19:48] um asked questions ask people to submit [19:50] questions and they've gotten the answers [19:51] to so all of that has been taken into [19:53] consideration as we've done this budget [19:57] I know there was some concerns because [19:59] we had talked about [20:02] um using some um of the fund balance in [20:06] our discussions realizing that there had [20:08] already been 10.5 million dollars almost [20:11] about 10.483 that had been set aside [20:14] already to [20:16] um for lost Revenue so in when we had [20:19] our final discussions with mayor we took [20:22] that into consideration and rather than [20:24] going to the fund balance we're able to [20:26] use to put some of that in so that the [20:29] concerns that were raised by many [20:31] council members of uh using all of our [20:34] performance and also not touching our [20:37] fund balance which has been addressed [20:39] with this uh most everything that's [20:42] happened up to this point has been a [20:44] proposal so I know that this um some of [20:46] this was tried in the Press even though [20:48] we hadn't made final decisions but we're [20:52] here today to make those um final [20:54] decisions hopefully we can walk out of [20:56] this room with a past budget and [20:59] everyone has the opportunity to say what [21:01] it is that any concerns that they have [21:03] but hopefully we're coming to the point [21:05] where we can come out with a budget that [21:08] is um fair to taxpayers making sure that [21:12] the city does not go into debt and we're [21:14] able to pay all of our bills and all [21:16] council members concerns have been have [21:20] been taken into consideration as with [21:22] any budget it's about negotiation it's [21:24] not about everybody walking away from [21:26] the table with exactly what they asked [21:28] for that's not generally how it works [21:30] every negotiation so I believe we've [21:33] done 12 negotiations and we have we're [21:35] presenting some to the council tonight [21:38] to take a look at what is being proposed [21:41] in terms of this budget and [21:43] um any questions concerns or [21:46] uh that you may have can we can take it [21:49] from there and this is the finance [21:51] committee that we'll be um coming to uh [21:53] before tonight so Mr [22:55] at the conclusion of all of that [22:58] many many proposals and I want to be [23:02] careful not changes many proposal was [23:03] submitted to me and I compiled that last [23:07] Friday and I had the opportunity to [23:09] discuss that with me McCarthy and the [23:11] commission of Finance before we discuss [23:14] it on the floor visual proposal that we [23:17] went through in detail [23:19] and we looked at it we at the end of the [23:22] meeting Friday we I asked Mr Ferrari to [23:25] put some numbers towards these narrative [23:28] and to submit to us and he did that [23:31] yesterday and we were able to look at it [23:33] I was able to look at the number [23:35] yesterday and today I would miss a [23:37] Ferrari Indian party this afternoon I [23:39] had a meeting with him with Porterfield [23:40] and look at numbers there were some [23:43] there was some adjustment that [23:45] we made it because [23:47] um 20 20 and 20 and 2021 they were [23:51] already money set aside for um budget [23:54] deficit to help us with the 2022 2023 [23:57] and 2024 budget and that was a total of [24:00] 10.5 million dollars [24:03] so by doing that and making an [24:05] adjustment we were able to start off [24:07] save more money that is available in [24:10] arpa and she'll put back all the items [24:14] that were proposed to remove from arpa [24:17] funding to General funding that was [24:19] restored by using money that was already [24:21] allocated prior to several meetings ago [24:25] when we were meeting with regards to [24:27] allocating Harper funding so the [24:30] proposal that was submitted was to [24:32] remove artwork funding and to use [24:34] General funding that was reported this [24:36] afternoon so all the items have been [24:38] funded [24:40] what originally funded by arpo will [24:42] actually be funded by Arco but is [24:44] funding from the 2020-2021 last Revenue [24:47] allocation which was 10.5 million [24:50] already set aside so that will bear in [24:54] mind with that allocation and that [24:56] correction that was made we're now [24:58] seeing with the document that we have in [24:59] front of us here in our location [25:01] and factor in the 2.4 million dollars [25:04] and we're using this for the 2023 budget [25:07] which is considered additional [25:10] lost Revenue [25:12] we're seeing a balance of alpha [25:15] remaining from 10.1 million [25:17] 10.1 61 million dollars so those were [25:20] adjustments by working with the mayor [25:22] working with Mr Ferrari and staff we [25:24] were able to identify and make this [25:27] adjustment as this was already in there [25:30] so I want to Echo that out that [25:32] our performing is restored back and the [25:35] money is not coming out the general fund [25:37] so whatever was [25:40] document was submitted to us yesterday [25:42] by Mr Ferrari it was to look at it and [25:44] look at how [25:53] this is good news for us [25:58] another stuff [26:00] um let's do a little bit sewer [26:03] based on recommendation [26:05] from last [26:06] [Music] [26:06] um [26:09] Fridays and overwhelmed we were able to [26:12] come to a [26:13] bring it to the council default Council [26:17] an adjustment to the Sewer [26:19] and their free increase [26:22] The Proposal was a [26:27] proposal for sure was 25.24 cents [26:31] based on discussion last week into this [26:34] week and today we are bringing to the [26:37] top full Council the proposal to [26:39] increase that by half instead of 25 000 [26:43] 24 cents we were increased on that by [26:45] half [26:48] that is a proposal on the table based on [26:51] the feedback and based on a discussion [26:55] if we were to go into water [27:00] same discussion here [27:04] also to change this and bear in mind the [27:08] proposal to changes was that majority of [27:12] us were asking for is zero increase in [27:15] water and so [27:16] there was a compromise to bring to the [27:19] whole Council [27:20] this afternoon and the water is also [27:22] going up by [27:24] half so instead of 12.97 that is being [27:28] cut by half and that's a proposal being [27:30] fatal [27:31] this evening [27:42] the next document that we have here is [27:45] um [27:47] the console budget changes from the [27:50] general fund [27:51] as we discussed this last week and [27:56] these are being present [28:00] to the full console [28:02] and many of these that we have here that [28:06] was supposed to be transferred to the [28:08] general fund are now being transferred [28:10] to our for funding and we keep myself [28:13] with the 10.5 million dollars that was [28:15] already allocated [28:16] so these items are being funded as [28:20] this year are performing until next year [28:22] without Crow funding and not from the [28:24] development [28:40] happiness [28:50] thank you [29:02] also if you look at the top of the page [29:04] there is a based on the proposal the ask [29:09] is to reduce attacks by one percent and [29:12] that is equivalent to 316 [29:14] 290 dollars [29:16] with a new budget of 31 million 312 710 [29:20] that's the first line on the general [29:22] fund page [29:24] and then the Refuge crash and collection [29:28] we are asking that we remove completely [29:32] and there is discussion [29:34] um being held right now in terms of the [29:36] mayor has a programming put in place so [29:38] he's discussing his staff and how we can [29:39] report in terms of handling excessive [29:41] garbage and things like that and we hope [29:43] that we can address that in in a couple [29:46] weeks [29:47] prior to the tax bill will also we can [29:50] do an amendment with regard to how we [29:52] move in terms of adding feeds to this so [29:55] the reason why that is being held until [29:57] we can get more information on that [30:01] the coveted systems we are using [30:04] 2.406 250 from the arpa funding to help [30:08] with the budget this year [30:12] and then we are using 5 million 882 282 [30:15] from the money that was set aside I just [30:17] spoke about 10.5 million dollars [30:21] so in overall we're using 2.4 5.8 [30:25] and then we're taking 3.7 million [30:27] dollars from the general fund [30:30] so these are shifts that happen um [30:33] basic discussion today and based on some [30:35] adjustment that Anthony had [30:38] um [30:39] that I've had and then the bottom here [30:42] again is the detail of all the uh [30:43] purpose um [30:45] changes that um [30:49] on the table to the floor and if we have [30:51] discussion we can with overtime [42:56] we have nine officers in the police [42:58] academy right now we have four in field [43:00] training there's 13 right there they [43:03] can't work all the time [43:04] so we're just filling those spots right [43:06] now for dealing with an increase in [43:08] crime so making uh Staffing changes by [43:13] bringing investigators down toward [43:14] Patrol isn't the smartest move this like [43:17] I set us back even farther so we will [43:20] stay within whatever budget we're [43:21] afforded we may have to reduce our [43:24] staffing levels to get there and what [43:26] that means is that we just don't hire as [43:28] many officers to get to where we [43:30] currently are on a daily basis [43:32] and ultimately [43:34] you know depending on whether we have [43:36] major events it could impact specialized [43:38] details as they come up but that's [43:40] always an unknown [43:45] so Chase just that I'm kind of a bit [43:47] about something in terms of the higher [43:49] income last year and into this here next [43:52] year how is that going to roll out [43:55] to better serve your department [43:58] and to help with this [44:00] deal with that [44:01] well with me you can't seem to get ahead [44:04] I mean we hired nine and we lost eight [44:07] retirements [44:08] and then we lose two of the transfers so [44:11] we're while we have nine in the academy [44:14] and we have four in field training right [44:16] now we have by the end of the year we'll [44:19] have 13 openings that we're going to [44:21] have to fill and we're consistently [44:24] trying to catch up in all those openings [44:25] right now are in our Patrol Division [44:27] which is where the Lions share of the [44:29] overtime is being spent [44:32] it's [44:33] the lag that we've been in is going to [44:35] take more than one year [44:38] but funding is available under those [44:40] retirement lines that can be used to [44:42] offset [44:44] any other costs [44:47] sure we always take a look at our budget [44:49] towards the end of the year to see what [44:51] money is available if we need to come [44:53] and ask for the value of the transfer so [44:56] there is yeah well it's just a wash yeah so [45:15] if we're spending two million in [45:17] overtime now [45:19] and Regatta Walsh and we have guys that [45:22] can't [45:24] do over time [45:26] then where [45:45] officers [45:46] and we have continued to do that we [45:48] continue to support this budget is [45:49] carrying new officers into next year and [45:52] 2022 also have officers being hired [45:55] so it's a matter of retirement funding [45:57] is available [46:01] yeah but we have to address across the [46:04] board too to address that so we don't [46:05] want to say that the time is cut but we [46:07] don't have any funding there is funding [46:08] available [46:10] that can be used [46:14] so Chief I understand that um the new [46:17] people can't work overtime but will them [46:19] now be on the street because you did [46:21] send us an email about how many people [46:22] are going to get on the street so them [46:24] going on the street will reduce some of [46:26] the hours of the folks who are now [46:28] working all the time because now we're [46:29] putting more officers [46:31] um in the field [46:33] it definitely helps us having those we [46:36] just had four come out of field training [46:37] they help us with our midnight shift [46:40] right now and then the other four that [46:42] are in a field training should be off [46:44] I want to say by mid-December so so they [46:49] will be able to help us out also which [46:51] means that you know the numbers that [46:54] show up are good we don't have to have a [46:56] higher level which is where we want to [46:57] get to many times with crime being high [47:00] even when we have those numbers of [47:02] people show up have a supplemental [47:04] Staffing on the street to do targeted [47:06] details [47:07] for a chronically committed with the low [47:11] Staffing that we've had we haven't even [47:12] had the ability to hire those officers [47:14] even if we wanted to [47:16] so it's a it's not even really a [47:18] financial issue as much as it is a [47:20] Staffing issue right now but at some [47:22] point our staffing will get there and we [47:25] want to reduce crime that we're going to [47:26] want to have somebody available to do it [47:34] so it's for me the consensus is uh if [47:37] we're incorporating a new technology [47:39] into the department and then if we're [47:42] refurbishing a lot of here [47:45] technological resources recognizing that [47:49] those cost savings might not be [47:50] experienced immediately [47:52] um but again [47:55] adding more money to the overtime budget [47:58] or recognizing that the original [47:59] consideration of reducing it or not [48:02] reducing it but [48:03] um further evaluating that four hundred [48:05] thousand dollars might have been [48:07] excessive [48:08] so the new figure of 256 000 I think [48:13] incorporates what everyone has already [48:15] identified as you ask some technology is [48:17] going to assist when it does that is the [48:20] question but eventually having the [48:21] additional officers is going to assist [48:24] um [48:25] I guess it's then a game of windows cost [48:27] savings actually contribute equipment [48:29] but a question that I had was I know [48:31] you're making considerable efforts with [48:33] working with the community so have you [48:35] recognized or do you foresee any [48:38] benefits from the relationships that [48:40] you're establishing with local [48:41] organizations as we start to mention [48:42] what community policing looks like in [48:44] Schenectady so it is entirely not what [48:47] is the police doing to respond to crime [48:50] or inappropriate behaviors but how can [48:52] as a community be surround and and help [48:55] guide that change with you as well [48:57] stuff it's not [48:59] I see a difference and I think my [49:02] investigators do too where the level of [49:04] cooperation for solving crimes is [49:06] certainly higher [49:08] um but it's really not something that we [49:10] can quantify with numbers to say that [49:11] yes we're seeing a difference but it's [49:14] you know crimes you're being committed [49:16] we're making those arrests is it's just [49:19] that you know so so I think that uh we [49:23] continuously engage with the community [49:25] and ask them to be [49:27] part of a solution with helping us we [49:29] did it last night with Community [49:30] meetings and it's very important for us [49:33] to get the community to be a part of [49:35] helping us keep the city safe it's just [49:38] a matter of uh [49:39] getting enough officers out there to [49:41] respond to the volume of calls that are [49:43] coming in [49:45] right now [49:49] go ahead so the other position that um [49:53] is being suggested to be cut is the [49:55] information Tech specialist that is 65 [49:59] 000 that I think was a new [50:01] um position I think and I think that [50:04] um you were stating that position would allow a police [50:08] officer that would be a civilian and so [50:10] therefore a police officer would be [50:13] um wouldn't have to do that any longer [50:15] and you could use that police officer to [50:17] actually be [50:19] police officer a police officer doing [50:21] police work I was going to say [50:23] um so can you speak a little bit to that [50:24] as well because that's also being [50:26] proposed as being cut [50:28] yeah I mean this is a position that I [50:32] have a lieutenant that I've asked that [50:34] actually help us make advances in these [50:37] technology and what I found is that a [50:40] large amount of his time is being spent [50:42] doing things out of somebody can do uh [50:45] issuing equipment taking equipment and [50:47] sending it out for repair this morning I [50:50] pulled in he's helping uh he's one of [50:53] our guys from the Communication Center [50:56] installed Raiders and cars so these are [50:59] the things that could be done by a [51:01] civilian don't necessarily have to be [51:03] done by a lieutenant [51:04] so that's why we asked him the position [51:06] so that that Lieutenant can actually do [51:10] the work necessary to get that [51:12] technology to help reduce crime to help officers get the information that [51:18] they need to reduce crime to reduce the [51:20] need for police officers we've we've [51:23] built the foundation of Technology at [51:24] this point we just haven't started [51:25] framing the house yet with it and that's [51:28] the that's where the next step is that I [51:30] want to go with it [51:31] um so if that position isn't funded [51:33] we'll have to figure out a way to do it [51:35] in-house and my only other option is to [51:38] use police officers [51:42] sorry and I just want to ask [51:45] um again to Mr Williams I think we did [51:48] all identify that it obviously will take [51:50] some time for the new technology to be [51:53] to arrive to be put into a place to be [51:58] you know for training and and those [52:00] kinds of things do you have any sense of [52:02] what that timeline might be at this [52:05] point for axon [52:08] well I think there's other Technologies [52:11] we should have axon [52:13] deployed by the first of the year okay [52:16] we'll be issuing it I would say a month [52:19] or two to actually have fully up and [52:21] running okay and that's across the board [52:23] from Cars camera body camera systems [52:27] interview [52:28] and then even the virtual reality [52:30] training of many of these other [52:32] Technologies I'm always optimistic when [52:34] I can say next year's the year we're [52:36] going to do it but I truly believe that [52:39] next year we will be making a big jump [52:42] if not by then this year but a big jump [52:43] and doing some of these things well it's emerging technology so there's no [52:49] blueprint in place for us to say yes [52:51] we'll have this by this time it's a work [52:53] of progress we're we're actually doing [52:55] things that we'll be speaking about at [52:57] national conferences right at some point [52:59] so it's it's it's really cool [53:01] interesting thing but it takes people [53:03] that don't [53:05] but Chief um currently you're utilizing [53:09] the central I.T department for any it [53:12] related work that is needed we are yes [53:16] and just to reference that [53:18] um [53:19] we're actually in this 2023 budget there [53:22] is an additional staff for the central [53:24] I.T Department [53:27] so they are actually beating up with [53:29] additional Staffing here [53:32] so so actually can you continue to use [53:34] this office and they're getting [53:36] additional staff at this point in time [53:38] I think the need is there then [53:40] we can revisit it [53:44] I certainly can [53:46] I'm going to say this in the best way it [53:48] makes it helps them they're very [53:51] overwhelmed [53:52] um one of the reasons I've asked for [53:55] this is that there's a lag between [53:56] passage or something and actually [53:58] getting it done [53:59] through Central I.T and this is not a [54:02] knock on a lawn or John or anybody that [54:05] works there it's just they have a lot [54:06] going on not just the police department [54:08] but every other department that's using [54:10] technology So the plan was never to [54:13] replace them but to supplement them with [54:15] the with an embedded uh civilian that [54:18] can actually manage the technology [54:21] that's in the police department that's [54:23] really overwhelming at this point [54:30] so um to that comment of where that [54:33] position and that assistance will lie [54:35] and just responding to miss Patrick's of [54:37] like a cut I think it's important that [54:39] we recognize that words matter and I [54:40] think that was a the theme that was [54:42] recognized from the recent article in [54:44] today's paper I think we're just trying [54:46] to identify whether the comparative [54:49] advantage of having this resource in [54:52] your current department where you do the [54:54] work you understand the system outweighs [54:57] the potential absolute advantage that it [55:00] would make sense having this in an I.T [55:01] Department I absolutely yield the fact [55:04] that they maybe or probably are [55:06] overtasking overburdened but I I [55:09] wholeheartedly think that supporting the [55:10] department who can meet the needs for [55:12] the entire city I think is a better [55:14] position to take that way that we have a [55:18] unified front of understanding what the [55:20] needs are across the board and if it's [55:22] as simple as well what needs and [55:23] resources that they need I think it's [55:25] easier to best bolster them than having [55:29] satellites and I think that I'm open to [55:31] any comment from afford [55:35] I suggested that that was the [55:38] theory of the council is approaching is [55:41] to move that line item out of [55:44] the police department budget put it in [55:46] I.T so we'd be able to hire the person [55:48] and then give me the ability to assign [55:50] them an appropriate manner wherever [55:52] they're needed [55:54] but then based on discussion on there is [55:56] also a new hire I.T higher on the [55:58] Channel online team Department I could [56:01] hire four people we have six to four and [56:04] we can't seems like I didn't want to [56:07] cook so please go ahead please [56:11] for what it's worth [56:15] I can't remember how many years ago [56:17] maybe eight years ago when we merged our [56:20] communication center with the unified [56:21] Communications with the county [56:23] while we had it in-house we had a [56:25] communications director who served the [56:27] role similar to what I'm trying to bring [56:29] back here that managed our technology [56:32] but when we merged with the county [56:33] that's one of the jobs that left the [56:35] police department and we served to miss [56:37] him [56:38] now even more because we have more [56:40] technology like body cameras and car [56:42] videos this will be before all of that [56:44] so that's kind of where we we've kind of [56:48] fit we've plugged that Gap by using [56:51] Personnel within the police department [56:52] but now we need cops [56:56] go ahead what I was going to say is that [56:59] I think we're putting um additional work [57:01] into the I.T Department besides this [57:05] um when we think about some of the [57:06] things that we are hoping to accom I [57:08] think that Mr colluccio when he [57:10] presented to us was talking about some [57:13] of the um needs that even from his area [57:16] to that area [57:17] um might be increasing so [57:20] it seems like we've made a commitment [57:22] and a substantial commitment to the new [57:24] technology that the police department [57:26] will be [57:28] um having and putting into place over [57:29] the next several years and [57:32] um [57:33] I feel that that really [57:37] weighs even harder that we probably [57:39] should use the um Information Technology [57:42] Specialists within the police department [57:45] um as opposed to being in I.T I think [57:48] also and the mayor spoke about this when [57:50] he presented the budget originally which [57:52] is that the need for cyber security [57:55] um and the kinds of things that we're [57:57] all facing on but you know that the city [58:00] has been facing an increased level also [58:03] puts additional burden on to the team [58:06] down in RIT department so [58:08] um I hear what you're saying I I I [58:11] in terms of siloing and and that type of [58:14] thing but even when I think about the [58:16] kinds of things that I'm hoping at least [58:18] that we will be able to accomplish soon [58:20] sooner rather than later around traffic [58:22] issues or you know those kinds of things [58:25] I mean there's going to be additional [58:26] burden [58:27] um on our Police Department as well as [58:29] on you know some of the other technology [58:32] that the city is currently [1:06:14] and twenty thousand dollars to support [1:06:16] that [1:06:18] it's not a bad thing to start with [1:06:27] [Music] [1:06:34] the other stuff here I wanna I would [1:06:36] like to talk about the youth employment [1:06:38] um that the money was originally [1:06:40] allocated forty three thousand dollars [1:06:42] to the USB Road and we're actually [1:06:45] making a recommendation to keep this [1:06:47] money in-house at 107 000 to bring that [1:06:51] up to 150 000 and it's huge employment [1:06:54] to the city is connected these lives [1:06:56] Schenectady school district near McCarty [1:06:58] I'm a school district this year had a [1:07:01] program that was running it was very [1:07:03] successful a forest program I think we [1:07:05] need to build on it and allocating 150 [1:07:08] 000 will give them a flexibility to work [1:07:10] for the school district and to work with [1:07:13] these students so to get them reply out [1:07:16] of you know so here are additional [1:07:19] funding and more more students towards [1:07:22] this program [1:07:26] I definitely support that [1:07:29] we discussed this by last Friday but I [1:07:31] just want to Echo it's worth [1:07:36] and we got an opportunity to um to [1:07:38] listen to that photo [1:07:42] yeah and on the success of the program [1:07:45] and things like that so you know we were [1:07:47] briefed on the many things that happened [1:07:49] here [1:07:51] foreign [1:08:08] office and we see that there's [1:08:12] added changes here so any discussion on [1:08:17] um [1:08:18] the affirmative action [1:08:19] um [1:08:20] officer and they added staff and the [1:08:24] expense [1:08:28] at 1430 100. [1:08:35] I can say I do support that we heard [1:08:37] from Mr Mr Gardner in regarding what [1:08:40] they're doing what also what they're [1:08:41] trying to do in addition the mayor has [1:08:43] consistently said that he wants to do a [1:08:45] program that would use [1:08:47] folks from that um from from what Mr [1:08:49] Gardner was doing and the program that [1:08:51] he's running he has been [1:08:54] kind of doing what he's doing with [1:08:56] assistance from other staff but not a dedicate not dedicated staff to do [1:09:01] what he's doing and I believe he's I [1:09:03] he's shown results he's shown that you [1:09:06] know he's getting getting some getting [1:09:08] the work done that he's intended to do [1:09:09] however I'm sure that uh he could use [1:09:12] some relief I know he spends a lot of [1:09:14] hours here uh at City Hall [1:09:17] and so I think we should just go we [1:09:19] should do this to increase the work [1:09:21] that's being done and to support the [1:09:22] other programs that are being suggested [1:09:24] and to also make sure that as we have [1:09:27] different projects that are here in the [1:09:29] city that we have folks who are coming [1:09:31] through this program we're able to be [1:09:33] able to work on those projects in the [1:09:35] city and therefore increase the people [1:09:38] who live here because that's one of the [1:09:40] things he's focused on to make sure that [1:09:42] they are be able to gain an income buy a [1:09:45] home themselves and do all that so I [1:09:47] know this program is doing well and part [1:09:49] of what we always talk about when we [1:09:50] talk about budgeting things is that the [1:09:53] program has to produce or or show some results and his program has [1:09:58] definitely shown results so I would I [1:10:00] would support that [1:10:03] and the other comments in this [1:10:08] the other one I would like to also touch [1:10:10] base on is a deputy registered and this [1:10:12] might come on let's put Tennis Club do [1:10:13] you want to talk about this position on [1:10:16] the important and why you need about it [1:10:18] sorry I missed you last Friday so we'll budget was presented to us in [1:12:34] its original form obviously the mayor is [1:12:37] the CEO of our city met with all the [1:12:40] cotton heads met with you know our [1:12:42] Commissioner of finance and and [1:12:44] um [1:12:45] I'm [1:12:47] a little uncomfortable with making [1:12:50] decisions that are not the decisions [1:12:53] that our CEO has spent time on [1:12:57] deliberating And discussing I feel that [1:13:00] it is our responsibility because the [1:13:02] budget is our responsibility I [1:13:04] understand that completely but I also [1:13:06] feel that the day-to-day sort of [1:13:08] operational [1:13:11] piece of what happens here [1:13:13] um is just not uh you know I think we're [1:13:16] here a lot all of us are here a lot [1:13:18] meeting with folks and and seeing what [1:13:20] happens but we don't have that same [1:13:21] level of day-to-day operational [1:13:24] expertise [1:13:25] um so [1:13:27] I don't know if you want to comment but [1:13:29] we're making you know this would make [1:13:31] Staffing changes [1:13:33] um [1:13:35] uh again I've made my recommendations [1:13:38] for Council [1:13:40] to democracy some people have the [1:13:42] opportunity to do an end run may present [1:13:47] the council with more of a limited [1:13:49] perspective [1:13:51] and but that becomes your final decision [1:13:53] my recommendation for the original [1:13:55] budget [1:14:04] so go ahead so I understand what you're [1:14:08] saying Miss Patrick however you know it [1:14:10] is the council the council to to [1:14:13] um to pass the budget to make sure that [1:14:17] you try to make sure that all [1:14:19] departments are [1:14:21] able to function to vestibility we have [1:14:24] continually talked about the openings [1:14:25] that we have that's just been a [1:14:26] conversation for quite some time and I [1:14:29] respect that uh you know deferring to [1:14:31] the mayor however it is a system of [1:14:33] checks and balances and so part of our [1:14:37] responsibility is to you know to pass [1:14:39] the budget and to and [1:14:41] I know that the mayor going into this as [1:14:44] any of C CFO or CEO would is knowing [1:14:47] that what they present won't doesn't [1:14:49] necessarily mean that's what's going to [1:14:50] walk out the door so I believe that the [1:14:52] mayor as has approached this as a [1:14:54] negotiation process as he does all [1:14:56] negotiations and that things will change [1:14:58] so I I don't think that's lost on any of [1:15:00] us so [1:15:01] um I'm not sure if there's a particular [1:15:05] Department that you're thinking that we [1:15:08] you know we've made too many changes or [1:15:09] we shouldn't make any changes but [1:15:13] um it's you know it's something that we [1:15:15] have to really consider in terms of [1:15:17] Staffing we can talk about it all the [1:15:18] time how there's limited Staffing houses [1:15:20] where the city is understaffed we've [1:15:23] heard it from the department heads not [1:15:24] only just during budget season I mean on [1:15:26] a continual basis we've had Cohen [1:15:29] Sportsman who is doing better now when [1:15:30] there was a discussion and said how many [1:15:32] people are missing and he told us how [1:15:34] many people are missing his department [1:15:35] so you know we want to be able to [1:15:37] provide the best Services possible to [1:15:40] our our employees [1:15:42] um are excuse me our residents and part [1:15:44] of that is making sure we're standing at [1:15:46] the level that we can do that [1:15:50] I'm just to answer that I mean almost [1:15:53] every budget as long as I've been in the [1:15:54] council we have made changes we have [1:15:58] made changes and be able to make a [1:15:59] recommendation to us we need changes we [1:16:02] discuss it we focus on it and it's [1:16:04] adopted uh and then we have documents [1:16:07] Financial Services [1:16:12] we have to look at the minute also look [1:16:15] at the uh [1:16:17] the numbers in the budget and also take [1:16:20] more time to look at we can't pass on [1:16:22] importance of attack speed [1:16:24] every time we have to you know [1:16:26] increments in this budget we're looking [1:16:29] at passing on some fees increased [1:16:32] to the taxpayer water and soil [1:16:35] some of us mentioned last week that they [1:16:37] were [1:16:38] followed no increase I myself made a [1:16:43] followed no increase after talking to [1:16:46] the mayor I am comfortable to for a [1:16:48] small increase and yes I am open to next [1:16:52] year to look at another increase because [1:16:55] we have Debt Pay 2020 believe 2023 into [1:17:00] 2024 and a couple changing the position [1:17:03] after listening to the media this [1:17:04] afternoon and Mr Ferrari on how we move [1:17:07] forward in one episode [1:17:12] about half of that and next year I'm [1:17:17] committed to to look at that and to [1:17:19] support [1:17:20] our living flower [1:17:22] so just on that note [1:17:25] um in terms of the tax cut [1:17:29] um and certainly I understand I mean I'm [1:17:31] a resident here as well obviously uh you [1:17:34] know we know what our tax situation is [1:17:36] but my My worry is that if we do make a [1:17:40] tax cut of even the one percent [1:17:43] um what happens next year I mean are we [1:17:45] going to end up having to increase taxes [1:17:47] by two percent [1:17:50] um you know or in other words is there [1:17:53] an incremental change even there that on [1:17:56] like the changes that are being [1:17:59] presented tonight in those other two [1:18:01] funds [1:18:03] um I just want to get a thought on what [1:18:05] does the future hold [1:18:07] um if we if we if I can address that [1:18:11] basic conversation that I have the [1:18:13] commission on finance [1:18:14] we have money set aside from our money [1:18:17] set aside for 25 October 2023 2024 so [1:18:21] how can any deficit that's what we took [1:18:23] some money today to help in this 2013 [1:18:26] budget they are additional funding [1:18:28] available there [1:18:30] in the millions of dollars to help push [1:18:32] it that's what you're talking about [1:18:33] there so if there's any shortfall [1:18:36] the budget is there except we can't use [1:18:39] it for the tax cut [1:18:41] um so we have to really look at you know [1:18:43] this other 300 last week we have a [1:18:45] Special Olympics a priority and he [1:18:46] mentioned to us that the revenue of [1:18:48] looking at increasing revenue and [1:18:50] revenue sustainable [1:18:52] over the years so that we can sustain [1:18:54] after Harper is over and done [1:18:57] we have Revenue coming in to keep these [1:18:59] jobs in the surface flooring so that was [1:19:01] Mr Ferrari's comment last week to us how [1:19:04] do we sustain these [1:19:07] circus and uh after the monitor [1:19:11] and I have one more thing I do want to [1:19:14] end with all due respect [1:19:16] um in terms of adding the legal services [1:19:19] um to city council and I guess the [1:19:21] civilian police review board [1:19:23] I really feel hearing from you and the [1:19:27] mayor last week about the fact that and [1:19:29] I've talked to some folks since then the [1:19:31] fact that there used to be an attorney [1:19:32] from our Corporation Council who uh his [1:19:37] office [1:19:38] um who would attend every civilian [1:19:40] police review board [1:19:42] um I would love to see that reinstated [1:19:44] rather than spending more money on an [1:19:46] additional attorney and with that in [1:19:50] terms of you know discussion and [1:19:51] compromise Etc I really don't think that [1:19:54] we need to add an attorney [1:19:58] um for city council I just [1:20:00] um you know as I said last week [1:20:04] um I think that [1:20:06] in terms of the support that we get from [1:20:10] our Corporation Council when any of us [1:20:13] have an issue or a question or something [1:20:16] that you know we need legal a legal [1:20:18] opinion I guess I would say [1:20:21] um I have been completely satisfied [1:20:25] um and I don't think it's been too much [1:20:26] of an additional burden I think probably [1:20:28] in the three years that I've that I've [1:20:30] been on Console I've probably you know [1:20:33] could count on my on one hand maybe [1:20:36] um and you know Mr Golden has always [1:20:39] either met with me or certainly You Know [1:20:43] spoken with me about my concerns so [1:20:46] I don't know I don't want to put you on [1:20:48] the spot but I just don't see the need [1:20:50] at least for [1:20:51] um an additional hire [1:20:54] um to work with city council I just [1:20:56] think that's [1:20:57] spending money that we don't we don't [1:20:59] need because we have you know the [1:21:02] expertise here and the corporation [1:21:03] council's office [1:21:05] just to clarify we're not we would we [1:21:07] put it we wouldn't have hired someone [1:21:08] here that's what we're talking about fees for services so [1:21:11] if all right but okay I just mean it's [1:21:14] fifty thousand dollars that I don't [1:21:17] really really think that we need to [1:21:18] spend additionally if we're looking for [1:21:20] ways to you know make up for example the [1:21:23] [Music] [1:21:23] um [1:21:24] you know the 316 000 or any of these [1:21:27] other changes that would be a place that [1:21:29] I think that we could eliminate some [1:21:32] money from from this proposal [1:21:34] my question is you so you're saying that [1:21:38] um due to your your experience of you [1:21:41] know speaking from your experience that [1:21:43] um [1:21:44] that we have I know you have more than [1:21:47] adequate legal support for City Council [1:21:49] election position right [1:21:52] for the police Community review board [1:21:55] um you don't think that uh they need any [1:22:01] outside counsel that they would need I'd [1:22:03] like to see us return to the model that [1:22:05] existed when Mr motivator for example [1:22:08] was on the civilian police review board [1:22:11] um where someone from our Corporation [1:22:13] council's office and I understand that [1:22:15] this would you know add to uh once a [1:22:18] month the work of your office but [1:22:20] apparently [1:22:22] um there was someone from that office [1:22:23] that would would attend every civilian [1:22:26] produced review board meeting and I [1:22:28] think also the fact is that we have the [1:22:29] commissioner of Public Safety as well [1:22:32] um you know we'll also can lend [1:22:35] um Council to the civilian police report [1:22:39] as well so I just throw that out there [1:22:43] and open the circus session and [1:22:44] compromise yeah so I guess my question [1:22:47] is so [1:22:49] have you spoken to anyone from the [1:22:51] police review board about this issue [1:22:53] since last time we met I did yeah okay [1:22:55] and they gave they told you that they [1:22:57] didn't think that they needed the person [1:22:58] that I spoke to had formally actually [1:23:00] also been on the civilian police review [1:23:02] board and also expressed some problems [1:23:05] um that someone from the corporation [1:23:07] council's office no longer met with the [1:23:09] civilian police review board on a [1:23:11] regular basis and so in other words I [1:23:14] thought that that would be fun okay so [1:23:16] they so they were saying that this used [1:23:18] to happen this practice is no longer [1:23:20] happening so they're saying it returned [1:23:21] to that progress okay so what I would [1:23:23] say too is that you know the [1:23:24] conversations that I had with people [1:23:27] um I think that this board is is very [1:23:30] unique to the other boards they serve a [1:23:32] very unique uh a need and [1:23:35] the idea that you know we are limiting [1:23:39] which [1:23:40] I see and they the person I spoke to [1:23:43] agreed that we would be kind of limiting [1:23:46] their resources to do this already very [1:23:49] important uh job [1:23:52] so I I don't see why why we wanted to do [1:23:54] that and we can't again to me in my [1:23:57] opinion we can't kind of and I'm not [1:23:59] saying you're doing this I'm saying you [1:24:00] know this is what I don't want to do I [1:24:02] don't want to pay lip service to say how [1:24:05] important this is and then the people [1:24:07] who are in the position to do the job [1:24:09] that we're recommending and asking them [1:24:12] to do if they're asking um and saying [1:24:14] that there's a need for that and we have [1:24:15] the means to meet that need then we need [1:24:17] to do that because it's not I feel like [1:24:19] we're not we're just kind of [1:24:21] checking that box effect it's important [1:24:23] but [1:24:25] you know you can get your needs met this [1:24:28] way when they have a very specific uh [1:24:31] kind of uh very unique role in that [1:24:35] board and there's a lot of other uh [1:24:37] variables but a lot of tensions that [1:24:39] they have to balance to certain that [1:24:40] capacity so I just don't see how he [1:24:43] would [1:24:45] understand the complexity and the [1:24:47] gravity of what they do without [1:24:49] resourcing them adequately [1:24:52] I think that's the manor and the chief I [1:24:55] think you meet regularly with the [1:24:58] leadership [1:25:00] has the leadership ever asked for this [1:25:04] or said that none of their needs are [1:25:07] being met [1:25:09] like just back up I think they said [1:25:12] there was always a Corporation Council [1:25:14] to me I'm not sure that was 100 true but [1:25:16] like 90 some percent of the time they [1:25:18] would have somebody there and what seems [1:25:22] to have collapse somehow was the request [1:25:24] getting to the corporation council's [1:25:26] office that there was going to be a [1:25:28] meeting [1:25:28] so that where we haven't been Staffing [1:25:31] it the request hasn't been put in [1:25:34] or something to be there it's like oh [1:25:36] I'm not blaming yeah [1:25:37] please go ahead um we've actually spoke [1:25:40] to Scott Barbara Rich over at the police [1:25:42] department recently who um [1:25:47] Daryl Mallard [1:25:49] um in the past so prior to maybe [1:25:52] becoming a Corporation Council back in [1:25:53] uh Mr Valentino in this Corporation [1:25:56] Council [1:25:58] we attended I attended [1:26:01] um [1:26:02] a smattering of cprb meetings [1:26:07] I can think on one occasion a question [1:26:10] came up for me during those meetings [1:26:13] because generally what had happened was [1:26:15] I think at the time dick shave was still [1:26:18] the chairperson who had been chair for [1:26:21] quite a while obviously and I know you [1:26:23] know council president Williams [1:26:25] eventually joined uh [1:26:28] the questions were more geared toward [1:26:31] and from when I was there [1:26:35] questions about materials [1:26:38] not so much legal questions of any sort [1:26:41] and obviously I'm you know available if [1:26:44] a question ever came up and sticking to [1:26:48] um [1:26:49] officer bobrowman she indicated that you [1:26:51] know there haven't been [1:26:53] a whole lot of cprb meetings at times [1:26:57] because of Quorum issues I think there [1:27:01] may have you know I know this is this is [1:27:03] a quorum issue that actually went back [1:27:05] quite a ways right but I think there may [1:27:08] have been at least I think I don't know [1:27:10] maybe four or five meetings that didn't [1:27:11] happen because they couldn't get a form [1:27:13] that being said you know I'm available [1:27:17] you know certainly you know if there are [1:27:19] questions that you know that are arising [1:27:22] during those meetings or questions [1:27:23] related to process or processes in [1:27:27] person you know obviously I have you [1:27:29] know the utmost faith and and the police [1:27:31] officers who sat the meeting to make [1:27:33] sure that materials are there and you [1:27:35] know the [1:27:38] um the folks who are on the cprb you [1:27:40] know know that what's in Chapter 93 I'm [1:27:44] planning to attend the next meeting I've [1:27:46] already prepared a PowerPoint to kind of [1:27:48] go over what's in Chapter 93 go over the [1:27:51] you know the responsibilities and you [1:27:54] know the rules and the obligations and [1:27:56] the bylaws Etc so that you know [1:27:58] everybody's really starting on playing [1:28:00] field [1:28:01] you know if you want my two Sunset [1:28:05] outside counsel I'm happy to provide [1:28:07] that [1:28:08] um [1:28:09] I think you know [1:28:12] my office has been short staffed [1:28:14] Networks [1:28:16] I don't say with bone thin but it's just [1:28:19] for as it is right now it's just me and [1:28:21] one other person that's full-time [1:28:22] determines [1:28:24] we have a part-time attorney [1:28:26] as well [1:28:28] you know we do our best to staff you [1:28:31] know those meetings were legal questions [1:28:32] tend to come up and we've said if for [1:28:36] some reason we can't stop a particular [1:28:37] meeting if there's an issue that comes [1:28:39] up that could not be addressed at that [1:28:42] point in time to you know if they can [1:28:44] table the issue their cable the matter [1:28:47] and you know bring it to us but or if [1:28:49] they know anticipate that there's going [1:28:52] to be a legal question let us know in [1:28:54] advance so we can be there now if you [1:28:57] know this is the first time that I've [1:28:59] seen on paper this you know allocation [1:29:01] for outside Council to the police review [1:29:04] board but apparently there's apparently [1:29:06] there's been some issue that hasn't been [1:29:08] brought my attention about the use of [1:29:11] you know about legal questions coming up [1:29:13] during the cprb meetings I'm happy to [1:29:15] you know make sure that either I attend [1:29:18] the meeting or my assistant Corporation [1:29:20] Council attends the meeting to address [1:29:22] those issues and it's obviously like any other time if there's a legal [1:29:27] question that we can address we don't [1:29:29] know everything we can't know everything [1:29:31] about the law but I'm happy to you know [1:29:34] don't reach out to outside counsel [1:29:35] obtain outside counsel because one thing [1:29:37] I don't want to do is obviously provide [1:29:40] bad legal advice right take early [1:29:42] because I I you know I believe in cprb I [1:29:45] know the sensitive issues that they deal [1:29:46] with and because of that it's it's [1:29:49] important right that if we're going to [1:29:51] provide a little advice that you know we [1:29:53] get it right and if we don't know the [1:29:54] answer we don't make up an answer we [1:29:57] refer it out to outside counsel so [1:30:01] my my take on it is you know I have my [1:30:04] own outside counsel like you know that's [1:30:06] in part of my budget I'd rather try to [1:30:08] address this in-house because I think [1:30:09] it's a better use of dollars and cents [1:30:11] and see if we can address the issue and [1:30:13] you know we'll commit to going to the [1:30:15] cprb meetings on a regular occasion [1:30:18] um and if we can't answer those legal [1:30:20] questions we'll refer to outside counsel [1:30:22] we'll seek outside council's advice to [1:30:25] address those concerns [1:30:27] so my question is so if we budget for [1:30:29] this [1:30:30] and because again I think that what [1:30:32] we're we don't want to pin to good [1:30:35] practices against each other and that's [1:30:37] what I don't want to see us do so I [1:30:39] think that I appreciate [1:30:40] um you know kind of your office [1:30:42] recommitting to attending these meetings [1:30:44] I think that that is really a beneficial [1:30:45] thing and into the capacity that you [1:30:48] could do so I'm sure that they would [1:30:49] appreciate it as well [1:30:51] um [1:30:52] so I think that that's a yes and then [1:30:54] the and would be [1:30:55] um you know because what happens if we [1:30:58] budget for this money and then your [1:31:01] office is able to [1:31:03] handle all the issues in-house and we [1:31:05] don't end up spending that money that [1:31:06] money then we'll return to the general [1:31:09] fund is that fun okay so so therefore [1:31:11] it's if we need if they need the money [1:31:15] for outside counsel and decide that they [1:31:18] want to use the money they can but [1:31:20] however if your offices has the capacity [1:31:23] to cover it then they won't then they [1:31:24] won't use it so what so what I would [1:31:27] suggest is that we do both we make sure [1:31:30] that we give them a fund a funding line [1:31:33] and allocate funds of that because we [1:31:34] say that this is important to us we say [1:31:36] that that this is this we understand the [1:31:38] complexity of what they're asked to do [1:31:40] and all the tensions that they have to [1:31:42] balance right and if [1:31:45] they're requesting that but they are we [1:31:48] give it to them and then we give them [1:31:50] the support through Corporation Council [1:31:52] as much as we possibly can and then if [1:31:54] that [1:31:55] meets the need then why would they need [1:31:57] to spend the money and then we would be [1:31:58] we would lose nothing for it [1:32:02] so I never got my question answered [1:32:05] about have you met regularly when the [1:32:09] cprb leadership have they requested [1:32:11] anything and has it ever been denied and [1:32:14] I've never actually seen a request for [1:32:16] this the individuals I've spoken to have [1:32:20] indicated have not indicated that they [1:32:23] they've never asked her so I'll just put [1:32:26] it that way [1:32:27] I do meet them regularly I don't take [1:32:30] monthly meetings I I send my Office [1:32:34] Professional Standards there [1:32:36] um if I do meet you there regularly I [1:32:38] would say it's it's twice a year and um [1:32:43] they've never brought anything to my [1:32:45] attention asked me for legal advice more [1:32:47] broadly concerns that's my role is to [1:32:50] continuously ask them if they need [1:32:52] anything more from me is the process [1:32:54] working for you [1:32:55] and then I leave it at that I try to [1:32:57] stay separated [1:33:04] and again I would I would say you know [1:33:06] in in the just in the spirit of having [1:33:08] true and honest um dialogue and role [1:33:10] clarification and I think that [1:33:12] um someone who is tasked with [1:33:15] um a pretty delicate uh you know job of [1:33:19] kind of oversight and inquiry [1:33:22] um [1:33:23] I didn't expect them to go to the chief [1:33:26] to say that they are are in to fulfill [1:33:29] that need I think that there's a certain [1:33:31] uh [1:33:34] there's some requests that are coming [1:33:36] within their purview and I hadn't you [1:33:38] know the person that I had spoke to or [1:33:40] two people the person I spoke to you [1:33:42] know definitely um hadn't said that they [1:33:44] had made such a request for you or any [1:33:46] requests from you that hadn't hasn't [1:33:48] been fulfilled so let's go to to be on [1:33:50] the record with that thus far however I [1:33:53] think that we have to acknowledge [1:33:55] that there is the position positionality [1:33:58] and this really matters so if we again [1:34:02] if they don't if we dedicate the line [1:34:05] and they don't you use it we don't lose [1:34:08] it so why wouldn't we dedicate the one [1:34:13] the reason we're going to dedicate to [1:34:15] mine is because we're talking about [1:34:16] fifty thousand dollars which could be [1:34:18] used in other areas I'm not saying cprb [1:34:22] is not important but we have the ability [1:34:24] through the Corporation Council to [1:34:26] address their needs as well as their [1:34:29] external needs should they need those so [1:34:31] we're talking about 50 Grand when we're [1:34:34] throwing around some other stuff and [1:34:37] that's why we're questioning it it's not [1:34:39] that we don't think cprb is important or [1:34:43] that they don't play a key role but when [1:34:46] we have scarce resources which we do [1:34:49] it's important to try not to overlap in [1:34:53] our resources well and I can appreciate [1:34:56] that both that in this context is not [1:34:57] overlapping whatsoever what we're doing [1:34:59] is we're dedicating the line and we're [1:35:01] actually demonstrating the values that [1:35:04] we portray and we talk and pay lip [1:35:06] service to all the time we're [1:35:07] demonstrating that by making an [1:35:09] investment but the Safeguard to your [1:35:10] point so we don't [1:35:12] overlap the resources is that [1:35:14] re-engaging the Corporation Council and [1:35:16] having them attend so if they're able to [1:35:18] meet the needs of the board then they'll [1:35:21] meet the needs of the board and the [1:35:22] board won't have to use that money but [1:35:24] for us to say that we're not going to [1:35:25] give them an option to me is very [1:35:27] limiting and it's micromanaging and it's [1:35:30] not [1:35:31] being fully [1:35:34] genuine in recognizing the multiple [1:35:38] dynamics that they have to navigate to [1:35:41] do the very [1:35:42] important specific job that we ask them [1:35:44] to do [1:35:51] so Chapter 93 outlines two Financial [1:35:54] considerations that need to be made on [1:35:56] behalf of the civilian police review [1:35:57] board one is maintaining an annual [1:35:59] membership to Nicole which is a civilian [1:36:02] oversight uh entity in the United States [1:36:05] and the second is having a variation of [1:36:08] some funding to assist with uh [1:36:11] performing reviews or investigations to [1:36:14] some degree or [1:36:16] being a member of the review board [1:36:18] they're definitely uh normalcies that [1:36:21] you take on from meeting to meetings so [1:36:23] absolute yields the fact that this [1:36:24] hasn't been something that has been [1:36:26] implemented routinely however if we look [1:36:28] at the simple fact of what does the city [1:36:30] code outline us to do I think it is our [1:36:33] requirement to fund them based on what [1:36:35] is outlined and I think putting forth [1:36:37] monies for them to be able to utilize [1:36:40] legal services to be able to have access [1:36:43] to the Law Department to include the [1:36:47] routine attendance from the police [1:36:48] commissioner that is simply us hedging [1:36:50] our bets and to miss Patrick's Point [1:36:53] that is what budgeting is it is how you [1:36:55] best position an entity to succeed so I [1:36:59] look at all of those different variables [1:37:01] that essentially we're trying to [1:37:04] um [1:37:04] bolstered the success of this [1:37:06] organization or of this board so in [1:37:09] reviewing everything that's put before [1:37:11] us it is not fifty thousand dollars it's [1:37:13] twenty five thousand dollars [1:37:15] but I think again words matter it's [1:37:18] twenty five thousand dollars that we're [1:37:20] looking at [1:37:21] um allotting to the outside Legal [1:37:23] Services the civilian police reborn in [1:37:26] that sense I think looking at everything [1:37:28] that was previously discussed if we use [1:37:31] this or not having it specifically [1:37:34] put underneath their budget line allow [1:37:36] us to do one of two things that was [1:37:38] outlined by the Deputy Commissioner it [1:37:40] will allow us to track whether it is [1:37:42] something that is actually beneficial to [1:37:44] this board or not and if it's not I'm in [1:37:47] total support of removing it all [1:37:48] together however we need to be [1:37:49] consistent with our practices and remove [1:37:51] it from the city code [1:38:03] consideration that [1:38:05] he's now full fully sad [1:38:08] so how are we going to take away the [1:38:10] resource from this golden office to help [1:38:12] others so I'm just going out and [1:38:15] go ahead please thank you I'm obviously [1:38:19] you know [1:38:20] I've been looking at Chapter 93 and I've [1:38:23] been preparing you know this PowerPoint [1:38:25] a bit so I want to be and I agree with [1:38:27] Mr Williams that you know the language [1:38:29] of the code matters considerably when [1:38:31] looking at all this this language in the [1:38:34] code related to the cprb hiring an [1:38:37] independent investigator to assist them [1:38:39] in reviewing things and also you know [1:38:43] I think having a dedicated staff person [1:38:46] in the past [1:38:50] the only place I think [1:38:52] Council was under the law departments [1:38:56] in the blood Department's budget line [1:38:58] and there's language in the law that [1:39:02] says that the Corporation Council hires [1:39:06] outside Council for the city when [1:39:08] necessary so I know you know who's been [1:39:11] an indication about you know the cprb [1:39:13] itself pertaining outside Council [1:39:17] um you know obviously I wouldn't make [1:39:19] that referral [1:39:21] um if necessary because I said I have [1:39:23] that in my budget line and that's [1:39:24] something I would obviously do [1:39:26] um like I would do with any other [1:39:28] department we've done that um at times [1:39:31] if necessary we can't handle something [1:39:33] in-house we've had no problem referring [1:39:36] it to outside Council we do that with a [1:39:39] lot of employee matters [1:39:41] um you know things like that go to perm [1:39:43] and you know workers comp and you know a [1:39:45] lot of things [1:39:47] um I'm hoping my Staffing level goes up [1:39:49] so I'll become a little bit easier and [1:39:51] we're not stressed so thin sometimes but [1:39:54] obviously you know [1:39:55] cprb is important when any commission is [1:39:57] important to bza like all of our you [1:40:00] know all of those you know commissions [1:40:03] and boards are very important and you [1:40:05] know we try to do our best to staff when [1:40:07] we see it being necessary and [1:40:10] um obviously this is coming to my move forward and was the best for [3:15:14] our city I think this is a good budget [3:15:16] and I'm happy that be part of it and to [3:15:19] vote Yes on it and we'll give it to the [3:15:21] mayor to [3:15:22] for 20 Century operating am expense [3:15:26] my vote is yes thank you this is the [3:15:28] term I'm happy with the way things [3:15:30] worked out tonight absolutely working [3:15:32] together [3:15:33] but I also feel that we need to make [3:15:36] more fiscally responsible decisions so [3:15:39] we can move our city forward in the future so I vote [3:15:44] now [3:15:46] Mr palomini [3:15:47] I'd first like to thank my colleagues [3:15:50] for all their hard work good questions [3:15:54] actually very good questions [3:15:56] however I'm very concerned with the [3:15:59] sustainability of this Budget moving [3:16:01] forward [3:16:02] um unfortunately this is typically How [3:16:05] We Do budgets at least in my time being [3:16:08] on Council as a snapshot of time [3:16:12] and [3:16:15] I think we need to start really [3:16:17] considering our future projects and this [3:16:21] budget is such that I really don't feel [3:16:24] we're in a good position moving down the [3:16:27] road one or two or three years [3:16:30] especially since we're going we're in a [3:16:33] very high inflation period that [3:16:36] inflation is not going away anytime soon [3:16:38] quite frankly it might last a while [3:16:42] we have the Federal Reserves going to [3:16:45] have to increase [3:16:48] interest rates that's going to be an [3:16:51] impact on our bonding and costs there [3:16:56] and unfortunately the Federal Reserve [3:16:59] tends to [3:17:00] overshoot with interest rate increases [3:17:03] and [3:17:05] we're projected to go on a pretty [3:17:07] substantial [3:17:09] um [3:17:12] recession hopefully not a depression [3:17:14] next year and I really question our [3:17:18] ability to generate the revenues that [3:17:22] we're talking about [3:17:24] um [3:17:25] I just don't think this is a sustainable [3:17:28] budget and for that reason I'm voting [3:17:31] now [3:17:32] this Porterfield thank you so I also [3:17:34] want to thank everyone who's asked [3:17:36] questions put in some hard work [3:17:37] especially thank you to Mr Baron for um [3:17:41] leadership on this and for the mayor for [3:17:43] putting forth his budget wanted however [3:17:53] we did to come to a compromise I [3:17:56] understand what Mr palawini is saying [3:17:58] but it as he said it's way we we [3:17:59] generally do budget so this is not new [3:18:01] to this year in terms of how our budgets [3:18:03] are done and if going forward we need to [3:18:06] he whoever is the finance chair wants to [3:18:09] or the mayor it's really the mayor who [3:18:11] wants to project it out that's something [3:18:13] certainly a topic for discussion as it [3:18:15] is um today you know um like I said you [3:18:18] know we put forth we put some things in [3:18:21] we took some things out made concessions [3:18:23] different places so I'm comfortable with [3:18:25] this and I vote Yes on this budget [3:18:29] so the motion passes five to two
