to our one action item that's item
[3:04]
number four uh green means go funding
[3:06]
recommendations and early activation
[3:08]
category and uh Garrett has this item
[3:11]
for us this afternoon thank you Gary

great thank you chair it's my pleasure
[3:14]
on the behalf of the larger green means
[3:16]
go team to be before you for the
[3:18]
recommendations the first ever green
[3:20]
means go funding program so it's a
[3:21]
testament to a lot of hard work this
[3:23]
year also a testament to the foundation
[3:25]
this board and many others on the
[3:26]
regional Aid of getting that green means
[3:28]
go funding into the region so we're
[3:30]
talking about today is called the early
[3:31]
activation category it's about three
[3:33]
million in funding it's the smallest
[3:35]
category and just for context
[3:37]
um the the categories planning and
[3:39]
capital so the second and third category
[3:41]
is about 10 times larger we're just due
[3:43]
to say congress applications
[3:45]
um late last week so the committee this
[3:47]
committee and the board will be seeing
[3:49]
those funny recommendations early next
[3:51]
year so we're talking today about the
[3:52]
the first part of green beans go three
[3:54]
million of the over 34 million available
[3:55]
and we've called that early activation
[3:58]
the item for you is an action item one
[4:00]
and there's three components of that the
[4:03]
first is uh to approve the updated
[4:05]
budget for this category I'll come back
[4:06]
to that in a second the second is for
[4:08]
this committee to recommend the board
[4:09]
approve the the scope and funding
[4:11]
amounts for the projects and then the
[4:13]
third is to a delegate Authority
[4:15]
executive director to execute any
[4:17]
agreements and also if if there is any
[4:19]
to program any residual value
[4:23]
um left over we don't plan on that
[4:24]
obviously this is a fully funded staff
[4:26]
recommendation but just in case there is
[4:28]
so let's go back to the first part of
[4:30]
that recommendation to budget this early
[4:32]
activation category we originally had
[4:34]
put a budget four to three million this
[4:37]
is funded through a larger granted
[4:38]
stakehog receipt from the Strategic
[4:40]
growth Council and that includes many
[4:42]
tasks one of which is these funding
[4:44]
Awards but but many other tasks around
[4:45]
uh executing on our sustainable
[4:47]
Community strategy and standing up green
[4:49]
means go which is a brand new program so
[4:51]
about a year into green means go we took
[4:53]
stock of where we're at as with some of
[4:55]
the tasks we laid out in that Grant
[4:57]
and we were also able to move a little
[4:59]
bit of funding forward from another
[5:01]
program which called reap one to to pay
[5:04]
for some of the technical assistance
[5:05]
we're doing in this in this program
[5:06]
which freed up a little bit of money so
[5:08]
that's why you see the staff
[5:09]
recommendation before you today is for
[5:11]
3.2 million in funding Awards the
[5:14]
original estimate was three million so I
[5:15]
want to call attention to that that
[5:16]
difference between the original estimate
[5:17]
and the staff report gives a little bit
[5:19]
more reason to the
[5:21]
um the the increase in the staff
[5:22]
recommendation
[5:25]
um of course you know even with this
[5:27]
this a little bit extra Revenue the
[5:28]
program's still oversubscribed like many
[5:30]
funding programs and um I think the
[5:32]
important point to emphasize is we went
[5:34]
through a pre-application phase with
[5:35]
talking with any interested applicant
[5:37]
and sponsor all the projects that came
[5:39]
forward are exhibiting you know strong
[5:41]
you know alignment with green means go
[5:42]
but of course there's not enough money
[5:43]
to fund all of them so the reasoning
[5:45]
behind the staff recommendation is laid
[5:47]
out in the staff report and in
[5:49]
particular attachment B lays out project
[5:51]
by project the summary of the review
[5:52]
criteria and the working group and where
[5:54]
they landed and and I should say those
[5:56]
criteria were laid out in the guidelines
[5:58]
for agreements go which the board
[6:00]
adopted earlier this year so of course
[6:02]
um you know not enough money if I'm all
[6:03]
we very much recognize the projects
[6:04]
aren't getting recommended for funding
[6:06]
the disappointment there but we feel
[6:07]
like the staff recommendation before you
[6:09]
is alignment with those criteria laid
[6:11]
out in the guidelines so with that we
[6:13]
would recommend that this committee move
[6:15]
this item to the full board with the 3.2
[6:17]
million in funding Awards and that
[6:19]
includes my presentation happy to answer
[6:20]

early activation really emphasis on
[7:01]
early right and so this is a blend of
[7:03]
planning and capital so some planning
[7:05]
and also infrastructure but but the key
[7:07]
point is there's a really near-term time
[7:09]
frame so that that helped dictate what
[7:11]
projects came forward in this category
[7:12]
so you'll see in the other two
[7:14]
categories the planning and capital
[7:16]
categories right a longer time frame
[7:19]
until 2026 sounds like a longer away
[7:21]
with infrastructure there's you know
[7:23]
still a need to be moving forward on
[7:24]
those but I think where you're driving
[7:26]
at with your question director gory is
[7:28]
that timeline of really needing These
[7:30]
funds out the door on spin also dictated
[7:32]
what projects came forward in this
[7:33]
category yes that was actually the
[7:36]
purpose of my question where I was
[7:37]
headed so thank you I I appreciate it I

mean it's really great to see a number
[7:42]
of cities apply and really
[7:45]
um
[7:46]
actually every city that applied got
[7:48]
something
[7:50]
um whereas the city of Sacramento
[7:52]
Sacramento County or you know have a
[7:54]
joint project so this is really good to
[7:56]

the the projects that didn't get funding

do we know that they reapply in the next

in that second round so of the three

that did not or they're not part of

forward the Broadway project in the city
[8:18]
of Sacramento the other two did not and
[8:20]
part of that has to do with in the
[8:21]
pre-application phase like we talked
[8:23]
about the projects and where they fit
[8:24]
this category the early activation
[8:26]
category is sort of a microcosm of those
[8:28]
two categ other categories but there are
[8:30]
some differences so so Broadway was the
[8:32]
one that um the sponsor felt had the
[8:33]
best fit of moving forward so that
[8:35]
project will be part of um the review of
[8:38]
the larger Capital larger category
[8:40]
called capital
[8:41]

know it's a small relatively speaking
[10:05]
small thing but as director gorgeous
[10:07]
said really nice to see the regional
[10:09]
diversity and the projects coming
[10:11]
forward will obviously have more of that
[10:13]
as Garrett mentioned in the next the
[10:15]
larger cycle this was the money in the
[10:18]
budget that Senator pan had really
[10:20]
pushed hard for and he really pushed
[10:22]
hard for that because of everything that
[10:25]
you all did uh the groundwork that we
[10:27]
all you all laid and we all laid
[10:30]
um there was a lot of like Blood Sweat
[10:32]
and Tears so I just want to just want to
[10:34]
take a moment and wreck recognize the
[10:36]
hard work that has paid off there no
[10:39]
thank you James I I was going to just
[10:40]
say a couple of words to you which was
[10:42]
exactly what you just said uh is a lot
[10:45]
of a lot of hard work I really want to
[10:47]
thank staff for all the work that went
[10:48]
into this uh to put it together and to
[10:50]
get these funds out the door it's great
[10:52]
to see uh that work and then seeing the
[10:55]
fruits of that at the end of the day so
[10:57]
thank you Garrett and team for all the
[10:59]
work on this item and looking forward to
[11:01]
seeing I believe March for the next
[11:05]
round of things coming out so or I think
[11:08]
we'll all be looking forward to seeing
[11:09]
that and then hopefully uh as our
[11:13]
efforts continue that even though it's a
[11:15]
challenging budget year
[11:18]
um you know we need to still be out
[11:20]
there advocating and being at the table
[11:21]
to try to bring home some additional
[11:23]
dollars uh under this program so thank
[11:27]

all right uh we're gonna move on to our
[11:30]
information items uh which is item five
[11:33]
and uh that is the Marysville green
[11:36]
zones uh specific playing activities and
[11:38]
Greg has this item this afternoon thanks
[11:41]
Greg great thank you uh Greg Chu on the
[11:43]
planning staff at saycog
[11:45]
um so periodically uh we try to bring
[11:48]
forward some positive efforts that are
[11:50]
going on in the region by our local
[11:52]
agencies uh just to give inspiration in
[11:55]
the example
[11:57]
um so
[11:58]
um we just talked about the green means
[12:00]
go
[12:01]
um program it's predecessor program is a
[12:04]
regional early action planning grants uh
[12:07]
that
[12:08]
um secog received and then uh the vast
[12:10]
majority of that money went out to uh
[12:13]
grants to all of our member agencies uh
[12:16]
in the house in the form of housing
[12:17]
grants uh things that would provide uh
[12:21]
and promote the development of housing
[12:24]
the City of Marysville received a couple
[12:26]
of Grants uh and uh with us today is
[12:29]
Kathy Pease she's a planet consultant
[12:33]
long time staff member in Roseville uh
[12:36]
retired from there and has been helping
[12:38]
our jurisdictions throughout the region
[12:40]
uh she's going to describe uh the city's
[12:43]
efforts of using these Grant monies as
[12:46]
well as the city's own funds to
[12:48]
revitalize their Central core area in
[12:52]
Marysville so with that Kathy Pease
[12:55]
good afternoon everybody I'm pleased to
[12:57]
be here
[12:59]
um to provide an overview of what's
[13:02]
going on in the City of Marysville let
[13:04]
me see if I can
[13:05]
start this can everyone see that
[13:08]
yep great
[13:10]
um so yeah as Greg said I am a planning
[13:14]
consultant I'm providing support to the
[13:16]
City of Marysville
[13:18]
probably familiar but Marysville is
[13:21]
located in Yuba County
[13:23]
it has a population just under 13 000.
[13:27]
it's 3.5 square miles and as you can see
[13:30]
it's almost entirely surrounded by the
[13:33]
river there's a levy that surrounds it
[13:36]
because it is in the flood plain
[13:40]
some of the challenges are that the City
[13:43]
of Marysville is economically
[13:45]
disadvantaged a majority of the
[13:48]
residents have a low income level it's
[13:52]
landlocked because of those levies that
[13:54]
I mentioned
[13:55]
there are two major State highways that
[13:57]
bisect the city both Highway 70 and
[14:01]
Highway 20. as a result
[14:05]
outside of automobiles it's kind of a
[14:09]
struggle to work on Mobility for
[14:11]
pedestrians and bicycles with those two
[14:14]
freeways going through this site there
[14:17]
are not a lot of opportunities for
[14:19]
outward growth and because of some of
[14:22]
the constraints there's a huge need to
[14:24]
try and attract investment and
[14:26]
underutilize parcels and while I don't
[14:29]
have it on this slide because they're a
[14:31]
small City they are very streamlined as
[14:35]
far as staff support
[14:37]
most of the Departments are one or two
[14:40]
people
[14:44]
they are fortunate it's very unique in
[14:47]
that there are a ton of historic
[14:49]
resources there's a federal
[14:52]
land Historic Landmark district and
[14:55]
there are several individual buildings
[14:58]
that qualify both at the federal and
[15:00]
state level as historic landmarks
[15:05]
with all of that I think that Marysville
[15:08]
is really at across roads thanks to the
[15:12]
grants that Greg mentioned I think there
[15:15]
are a lot of huge opportunities right
[15:18]
now
[15:19]
so some of the things I'm going to talk
[15:21]
about are the general Plan update oops
[15:25]
excuse me
[15:26]
um
[15:27]
and some of the grants that we received
[15:29]
and some of the other things going on so
[15:33]
the grants they were able to receive a
[15:36]
regional early action planning Grant to
[15:39]
prepare a specific plan on a portion of
[15:41]
the city
[15:42]
and we just recently also applied for
[15:46]
one of the next green means go grants to
[15:49]
look at infrastructure studies on our
[15:51]
sewer and our storm water if Marysville
[15:54]
is successful in getting that grant that
[15:56]
will help provide additional information
[15:58]
to this specific plan
[16:00]
uh for some reason my slides are
[16:03]
automatically advancing I'm not quite
[16:04]
sure why
[16:06]
um
[16:08]
so we are doing a general Plan update uh
[16:11]
it's the first one we've done since 1985
[16:14]
a reason for that is not a lot of Staff
[16:17]
involvement so we're leveraging the
[16:19]
grants which are doing allow us to do
[16:23]
some technical studies and that will
[16:25]
help us also update the general plan at
[16:28]
the same time
[16:29]
it's a unique opportunity to look at
[16:32]
housing and economic development
[16:33]
opportunities and we have a very robust
[16:37]
outreach program that we've initiated we
[16:39]
have a general plan advisory committee
[16:41]
that's made up of business owners major
[16:45]
employers like right out hospital and
[16:48]
Caltrans
[16:49]
long-term residents and others we've
[16:53]
done uh three meetings so far to see
[16:56]
what those folks want as far as the
[16:58]
vision for the future for Marysville
[17:01]
uh what some constraints that they're
[17:03]
concerned about and also we're delving
[17:06]
into alternatives
[17:08]
as part of that effort we've also done
[17:11]
online surveys to get input
[17:16]
so the Grant I mentioned is funding a
[17:20]
green zone specific plan
[17:22]
it is looking at several districts the
[17:25]
Ellis Lake the East Street Corridor the
[17:28]
downtown commercial Corps as well as
[17:30]
what we call the Medical Arts District
[17:32]
which is surrounding the hospital
[17:34]
so we're excited to see what comes out
[17:37]
of that we're hoping that it will
[17:39]
identify Catalyst sites that can provide
[17:42]
opportunities for infill housing
[17:45]
and economic development
[17:48]
another grant that we've received is
[17:51]
going on this week in partnership with
[17:53]
the Urban Land Institute we are doing a
[17:57]
workshop tomorrow to look at a
[17:59]
city-owned property as shown in this
[18:01]
slide there's four corners it's
[18:03]
city-owned Parkland but as you see
[18:06]
Highway 20 goes right through this no
[18:10]
it's very underutilized folks aren't
[18:13]
using the park so what we'd like to see
[18:16]
if it's feasible to maybe develop two of
[18:19]
the quadrants and then use funds that
[18:23]
may be
[18:25]
um raised through that to do
[18:28]
improvements to the other two quadrants
[18:30]
to actually make them usable Park and a
[18:32]
public benefit so there's going to be a
[18:35]
tour with Uli tomorrow and then a study
[18:38]
that comes out of that so depending on
[18:40]
what the outcome in that effort is it'll
[18:44]
help inform the specific plan
[18:49]
we recently updated our housing element
[18:51]
this past year and one of the things the
[18:54]
state have noted is that we really
[18:57]
should update the zoning code to be
[18:59]
consistent with state law and we need to
[19:02]
identify objective design standards so
[19:05]
we're working on that as well
[19:08]
oops
[19:13]
so uh one of the things that we're
[19:15]
really excited about uh the city
[19:17]
recently over the last eight months has
[19:19]
hired an economic development director
[19:21]
Dan Flores and he is working with the
[19:25]
owner of the Marysville Hotel
[19:27]
to look at redeveloping the site for
[19:30]
housing and he's also in talks with
[19:33]
Rideout hospital to work on an agreement
[19:37]
so that a portion of the units can go
[19:40]
towards nursing housing so we'll have
[19:42]
Workforce housing so I think this is
[19:45]
really exciting and we hope to see that
[19:47]
move forward in the near future
[19:52]
the city owns a five-acre property shown
[19:56]
in this slide
[19:57]
they are currently in negotiations with
[20:00]
the developer to redevelop the site for
[20:03]
a hotel restaurant and other mixed uses
[20:06]
and so that should be going to council
[20:08]
pretty soon so that's exciting
[20:12]
and then finally we have the East Lake
[20:14]
affordable housing project it's a
[20:17]
hundred percent affordable it was
[20:19]
approved this past year it will contain
[20:22]
71 units and it's the first multi-family
[20:25]
project that's been approved in the last
[20:27]
10 to 20 years in Marysville
[20:29]
so amazing thing about this is it was
[20:32]
developer driven and it will be
[20:36]
providing almost half of the city's
[20:38]
Regional Housing needs obligations
[20:41]
so with that that concludes my
[20:43]
presentation Christina Heredia had hoped
[20:47]
to be here this morning she's the new
[20:48]
assistant community development director
[20:50]
but she's out sick but if folks have
[20:53]
questions her contacts here and I'm
[20:55]
happy to answer any questions thank you

just listening is I could just change
[21:04]
the word Marysville for Placerville and
[21:06]
it'd be almost identical to the
[21:08]
situation that we face and some of the
[21:10]
things that we're doing so it's just
[21:12]
it's great to hear all the things that
[21:13]
marysville's uh has going on right now
[21:16]
so I'll open it up for questions or

presentation I was curious regarding
[21:27]
Washington Square
[21:30]
um which which of the two which two of
[21:33]
the four quadrants were they are you
[21:34]
talking thinking about developing yeah
[21:44]
uh um and we're looking we're hoping to
[21:47]
do affordable or higher density housing
[21:50]
and mixed use so maybe commercial and
[21:53]
housing
[21:54]
um on those two quadrants it's about 2.3
[21:59]
Acres so it's not a huge site
[22:03]
um but we're hoping to see what comes
[22:05]
out of that
[22:08]

to see you hey Bonnie love working with
[22:17]
you and so I heard your voice I was like
[22:19]
oh that's that's wonderful so she's
[22:21]
really good at what she does and I can
[22:23]
tell based on listening to this and one
[22:26]
I'm just really excited to see that uh
[22:29]
right we're able to utilize some of
[22:31]
these dollars to help smaller
[22:33]
jurisdictions actually do some of this
[22:35]
planning work like that's really
[22:38]
exciting it's huge when you see when you
[22:41]
see a community that hasn't had any
[22:44]
multi-family housing in you know decades
[22:46]
and decades and and there are
[22:48]
underutilized Parcels this is this is
[22:51]
terrific
[22:53]
um my question for you is about the
[22:56]
Marysville hotel and I know that it's my
[22:59]
understanding I know enough to be super
[23:01]
dangerous right like people talked about
[23:03]
it on and off for over the years
[23:06]
um I love the idea of making it into
[23:08]
housing and Workforce housing and
[23:11]
partnering with the hospital
[23:13]
um How likely might that be and there
[23:15]
are there dollars where is there an
[23:17]
interested developer
[23:19]
um and it's so like also how how many
[23:22]
units might it provide
[23:25]
um I think it could provide up to 60
[23:27]
units although I'm not 100 sure but I
[23:31]
think that's what I've heard recently
[23:33]
and I think there is huge excitement the
[23:37]
person that owns the property is sat on
[23:39]
it a long time and I think the new
[23:42]
economic development director has really
[23:45]
lit a flame and met with the property
[23:47]
owner and gotten them really excited
[23:49]
about the potential so we are really
[23:53]
optimistic that something can actually
[23:55]
move forward and having that partnership
[23:57]
with bright out hospital is huge because
[24:00]
they would fund a portion of the units
[24:03]
and I think that is really a catalyst
[24:05]
you know uh to have that happen so I'm I
[24:09]
don't know that we have a lot of
[24:11]
specifics but uh plans are being drawn
[24:14]
up and Engineering starting to be done
[24:16]
so
[24:17]
um we're hopeful that's great thank you
[24:21]

um you know it's exciting too

um but just love the idea that you're
[24:49]
refurbishing the hotel so happy to hear
[24:51]
about the workforce housing I love how
[24:54]
you've organized and you're able to have
[24:56]
so much good going on and just Kudos
[24:59]
thank you for the presentation it helps

small jurisdictions like us to
[25:04]
um you know get even more motivated and
[25:07]
excited to see what's happening with you
[25:09]
and I appreciate your presentation thank
[25:10]
you yeah again can't thank secog enough
[25:13]
either you know they're very helpful

um getting these grants really helps us
[25:19]
to leverage other things so it's amazing
[25:22]
yeah no that was really cool we we
[25:24]
Loomis is in the same boat basically we
[25:27]
just did our working on our general Plan
[25:29]
update as well and so we're sort of
[25:31]
tracking along the same way as you so
[25:33]

I have a question on uh on your photo on
[25:41]
your housing projects did you have to
[25:43]
change any of your zoning in order to
[25:45]
get the developers to come forward just
[25:48]
wondering if there was a Nexus between
[25:50]
the zoning or it was just a good time
[25:53]
um during the economy at that time to go
[25:55]
forward with that project
[25:57]
yes it was down to R3 so it was already
[26:00]
zoned for
[26:02]
that level of density so that was
[26:06]
fortunate and I do think it had to do
[26:08]
with the timing of the economy
[26:10]
great no it's it's great it's good to
[26:13]
see that we were kind of the same thing
[26:15]
we're tracking a little bit behind
[26:16]
Marysville we have three affordable
[26:19]
housing projects coming forward and we
[26:20]
had done some overlay zones several
[26:23]
years ago in order to kind of be put in
[26:26]
that position to to do that and then
[26:28]
into just reading you know that the
[26:30]
bisecting by two highways you know we
[26:32]
have Highway 49 and Highway 50 so right
[26:35]
all about that being bisected and the
[26:38]
challenges that that come with that so
[26:40]
again thank thank you and uh yes uh

uh I had a question for Kathy as far as
[26:48]
the
[26:49]
um working with the hotel is it in the
[26:54]
position of name to be seismic uh
[26:57]
retrofitted as well as

couple of buildings in Winters that are
[27:12]
in that position so

um we're having a hard time finding

anybody with money enough to do it

perspective of seeing those dollars

being put to use so that smaller
[27:48]
jurisdictions like ours can actually
[27:50]
have the extra staff power to get things
[27:53]
done that you know in a one or two
[27:55]
person shop really might not be able to
[27:57]

so I'm hopeful that's really a spark as

well I know Kathy you're you've got your

station location but what it means for
[28:40]
the downtown right and the economic
[28:43]
activity and the interest and parcels
[28:44]
and our fingers are crossed we're trying

and really appreciate all of you having

us uh to talk to you about the work of
[30:13]
what we call the core agency
[30:14]
collaborative so that's comprised of
[30:16]
SMUD suck our teeth they come in
[30:20]
um you know what I love is that the four
[30:21]
agency is recognized a few years ago the
[30:24]
importance of a focus in a large region
[30:26]
to advance the clean mobility and
[30:28]
supportive
[30:30]

that it you're kind of going in and out
[30:37]

we've actually been meeting

um for the last several years

information collaborating design
[31:32]
initiatives as well as working together
[31:34]

working around the world's still pretty
[31:40]

including

this is a collaboration we've got with
[33:16]
SMUD near District
[33:17]
um and uh and sacrt to really look at
[33:20]
how we can advance zero emission vehicle
[33:22]
technology in the region
[33:24]
um and we are looking at four primary
[33:29]
strategies for how to do this around
[33:31]
Transit Fleet conversion medium and
[33:33]
heavy duty Freight
[33:35]
um vehicles and infrastructure
[33:37]
um e-mobility Hub so how do we get
[33:39]
electric vehicles
[33:41]
um and electric shared Vehicles into
[33:43]
more disadvantaged communities where
[33:46]
they may not be able to afford to
[33:48]
purchase you know their own their own
[33:50]
cars their own vehicles and then also to
[33:53]
support all of that infrastructure and
[33:55]
that investment with a Workforce that
[33:57]
can be trained up in our region to help
[34:01]
introduce these Technologies and also
[34:03]
provide some really great economic
[34:05]
opportunities for for our residents and
[34:08]
um Kevin Shredder if you're there I
[34:09]
think you're gonna you're gonna pick up
[34:10]
on this next slide about the transit
[34:13]
Fleet conversion and refueling
[34:14]
infrastructure I am thank you so Kevin
[34:16]
schroederer staff RT senior planner if I
[34:20]
do cut out please let me know wave but
[34:22]
hopefully you can hear me
[34:24]
um so first of all we just want to say
[34:25]
we are really truly appreciative the
[34:27]
partnership and collaboration with the
[34:28]
four agencies
[34:30]
um it's nice to know that we're all
[34:31]
moving in the same alignment towards a
[34:33]
zero emission Transportation sector as
[34:36]
you know security is required by the Air
[34:38]
Resource Board to be 100 zero emission
[34:40]
uh bus fleet by 2040
[34:43]
um and by 2030 all buses have to be zero
[34:46]
emission that are purchased by us
[34:48]
currently right now we have 240 big
[34:51]
buses so the 40 Footers and 200 cutaway
[34:54]
vehicles for Ada and micro Transit
[34:57]
um if you count the entire six County
[34:59]
region with a replacement or conversion
[35:01]
that's going to be 600 buses in the due
[35:04]
time as a requirement currently we have
[35:07]
24-0 emission big buses and or sorry 24
[35:11]
Mission clean air sorry 24 zero Mission
[35:16]
electric buses 15 of them are big buses
[35:18]
so 40 Footers and then nine of them are
[35:20]
cuddles
[35:21]
um with the support of the four agencies
[35:23]
that we've been working with we've been
[35:24]
able to do a zero emission bus rollout
[35:26]
plan which gives us a road map for our
[35:28]
transition and how we purchase when we
[35:30]
purchase
[35:31]
um so we can hit those marks set forward
[35:34]
um currently right now we are looking
[35:36]
for facility planning to accommodate our
[35:39]
future Fleet as our downtown
[35:40]
notification cannot fit all the
[35:42]
infrastructure needed we're looking in
[35:44]
the southern area of Sacramento finding
[35:47]
industrial yards and things of that sort
[35:49]
the base impact obviously is to look at
[35:52]
the relocation for maintenance the
[35:54]
garages the storage of vehicles and then
[35:56]
the cost and one thing that this group
[35:58]
is going to be very helpful with us is
[36:00]
looking at the infrastructure upgrades
[36:01]
needed for such a big Fleet
[36:04]
um move so with the bipartisan
[36:07]
infrastructure Bill and historic levels
[36:09]
of funding we find this a great time to
[36:11]
really focus in on zero emission
[36:12]
transportation and and that's why we're
[36:15]
here and excited to move forward with
[36:17]
this four agencies zero Mission plan to
[36:19]
uh better the region so I'll give it
[36:22]
back to you
[36:24]
thanks and uh and so I'll cover this
[36:27]
slide on Goods movement medium heavy
[36:29]
duty so this is
[36:31]
um that maybe heavy duty trucks are
[36:33]
freight trucks they're a small amount of
[36:34]
the total kind of miles we see traveled
[36:37]
on our on our roadways around three
[36:39]
percent of the overall travel but they
[36:41]
account for a much higher share of total
[36:44]
emissions around 20 of greenhouse gas
[36:46]
emissions over 50 percent of particulate
[36:48]
matter and ozone precursors so getting
[36:51]
them to be able to transition to a more
[36:53]
clean future is is hugely important and
[36:55]
a great opportunity
[36:57]
um the we say Cog recently received well
[37:01]
before that um SMUD kind of in a few
[37:04]
years ago did some some interviews with
[37:07]
Fleet managers kind of looking at this
[37:09]
chicken and egg is you do the do the
[37:11]
vehicles come first or does the
[37:12]
infrastructure come first and public
[37:14]
agencies maybe shied away or there
[37:16]
hasn't been as much investment in the
[37:18]
infrastructure waiting for the market
[37:20]
for vehicles to take off but there's a
[37:21]
lot of hesitation from Fleet managers
[37:23]
wanting to invest in this technology if
[37:26]
they don't know that they can charge or
[37:27]
refuel uh reliably so
[37:30]
um having a public investment in this
[37:33]
infrastructure is hugely important
[37:35]
um saycog recently got a grant from
[37:37]
Caltrans to work with our Mega region
[37:39]
Partners in the Bay Area and San Joaquin
[37:41]
to look at charging infrastructure and
[37:44]
refueling infrastructure for this is an
[37:46]
important Point particularly for for
[37:49]
those heavier Duty Vehicles the electric
[37:52]
electric can be part of the solution but
[37:55]
you don't want to put all your eggs in
[37:56]
that basket right hydrogen other zero
[37:58]
emission fuels are hugely important
[37:59]
particularly for that longer haul so the
[38:02]
study that we're looking at is looking
[38:03]
for you know 11 stations through our
[38:05]
region primarily connecting us to the
[38:07]
Bay Area
[38:08]
um and uh and where those where those
[38:11]
stations might be located and then what
[38:13]
it's going to take to invest in those to
[38:15]
get that infrastructure laid so that we
[38:17]
can create some more confidence in the
[38:19]
technology and see if we can get the
[38:20]
market to respond
[38:22]
so
[38:23]
um that there's more to come on on that
[38:26]
grant that we're working on I think SMUD
[38:28]
is also kind of wrapping up a grant to
[38:30]
look at uh infrastructure needs in
[38:33]
Sacramento and West Sacramento so
[38:35]
there's a lot going on in this space
[38:36]
right now and it's a it's a very
[38:38]
important part of this of this overall
[38:40]
strategy and then I believe it is Rafe
[38:44]
here that can maybe walk us a little bit
[38:46]
through these uh charging and
[38:48]
transportation options in
[38:50]
um under-resourced communities
[38:52]
yeah uh thanks Clint uh good afternoon I
[38:54]
hope you can hear me okay
[38:56]
um I want to Echo something Uh Kevin
[38:58]
said earlier that this relationship
[39:00]
between the four agencies has been
[39:02]
fantastic I think it's gotten us all on
[39:04]
the same page and definitely looking
[39:05]
forward to how we plan
[39:07]
um in this space moving forward
[39:09]
I think no one understands this issue of
[39:12]
Mobility better than say Cog and this
[39:15]
board so thanks for having us here today
[39:17]
to talk about this why Mobility is so
[39:19]
important obviously you know you need to
[39:21]
get to work you need to get to school
[39:23]
you need to get to the services that we
[39:25]
all need to get to because of of past
[39:28]
planning practices and implementation of
[39:30]
some of those practices not everyone has
[39:33]
that same option or or Mobility that we
[39:37]
all that we all need to get to those
[39:39]
services and so uh the transition to
[39:43]
electric vehicles has often taken that
[39:45]
same made that same mistake of
[39:48]
under-resourcing some of these
[39:49]
communities that continue to be
[39:51]
under-resourced so we wanted to take a
[39:53]
really deep look at where those
[39:55]
communities are and and what is actually
[39:57]
needed within those within those
[39:59]
communities
[40:00]
um so we're looking at things like
[40:03]
electric vehicles and yes electric
[40:05]
vehicles do exist within a lot of these
[40:07]
communities the air district for example
[40:09]
has two great programs we have our
[40:11]
community car share and clean cars for
[40:13]
all that provide access to clean safe
[40:17]
reliable transportation such as plug-in
[40:19]
and full battery electric vehicles and
[40:22]
there's just more of a market demand for
[40:24]
for these types of vehicles there's also
[40:26]
car share and ride share opportunities
[40:28]
as well as as e-bike and scooters and in
[40:31]
many of these communities
[40:32]
so what we're looking to do we've
[40:34]
identified 52 Mobility hubs throughout
[40:37]
the region and these can be both formal
[40:40]
and informal it's really just a
[40:42]
concentration of these Mobility
[40:43]
Solutions in a particular area to again
[40:46]
provide people access and Mobility that
[40:48]
they might not have had in the past with
[40:51]
that we've identified the need for for
[40:53]
Ev Chargers installed in these
[40:55]
communities as well
[40:56]
again there are electric vehicles
[40:58]
already in these whether it's the ride
[41:00]
share or car share there is starting to
[41:02]
be a lot of of ownership of of plug-in
[41:05]
and electric vehicles so there is an
[41:07]
existing need for Ev Chargers in these
[41:09]
communities to be installed and we're
[41:11]
seeing a huge increase in that demand
[41:13]
the four agencies has worked together to
[41:16]
identify what that demand might be and
[41:18]
we're thinking or based on our estimates
[41:21]
we're anticipating about 300 000 light
[41:24]
duty electric vehicles within the region
[41:26]
so there is going to need to be a quite
[41:28]
a bit of of charging infrastructure
[41:30]
associated with that so while we have a
[41:32]
large focus on the medium and heavy duty
[41:34]
side as well which is definitely
[41:35]
important especially in these again in
[41:37]
these under-resourced communities where
[41:39]
a lot of these operations happen there
[41:41]
is a really big need for on the light
[41:42]
duty side as well to to make sure that
[41:44]
we provide these Mobility options that
[41:47]
um they they haven't had for some time
[41:49]
so I will turn it back over I I think
[41:52]
Rachel's back on the line so I don't
[41:54]
know if we want to give it another shot
[41:55]
with her but she's got the next slide if
[41:56]
not um I can probably handle that as
[41:58]
well okay can you hear me can anyone

difficulties so the last topic um with
[42:08]
regards to the strategy is Workforce
[42:10]
Development and we know that this
[42:11]
transition to a zero emissions future is
[42:13]
is a huge opportunity actually for our
[42:15]
region to enable inclusive Economic
[42:17]
Development by training members of our
[42:19]
community particularly those as we've
[42:21]
mentioned you know within our
[42:22]
underrepresented under-resourced
[42:24]
communities and it's going to be really
[42:25]
critical for us to create that pathway
[42:27]
for them from the training to the
[42:29]
employment
[42:30]
um and and being able to do so within
[42:32]
those high paying clean energy jobs that
[42:33]
we'll be creating for the future this
[42:35]
matches really well with the significant
[42:37]
need of skilled Staffing to support the
[42:39]
zero emissions transition and I think
[42:40]
you know we're definitely seeing it SMUD
[42:42]
I think all of our agents are seeing
[42:44]
those needs for the future so work is
[42:47]
actually already underway with
[42:48]
community-based organizations to train
[42:50]
members of our underrepresented
[42:52]
communities in multiple technology areas
[42:54]
and there's actually been a Workforce
[42:55]
Development program that started in
[42:57]
partnership with the California mobility
[42:58]
center specifically focused on clean
[43:00]
Mobility jobs but this strategy area
[43:02]
really looks at kind of four key areas
[43:05]
which is one identifying the jobs that
[43:07]
we need and assessing those skills that
[43:09]
we need to train for relative to entry
[43:11]
level employment partnering with those
[43:13]
educational institutions trade
[43:15]
organizations community-based
[43:16]
organizations as well as others to
[43:18]
continue to build and expand those
[43:20]
training programs relative to the
[43:21]
evolving skills that are needed
[43:23]
working with key Partners to ensure that
[43:26]
the training includes job preparedness
[43:28]
as well as placement and supporting our
[43:31]
candidates through those early stages of
[43:33]
employment even after they've received a
[43:34]
job and by ensuring access to wraparound
[43:37]
services so things like Child Care
[43:38]
Transportation case management and more
[43:40]
to really ensure that these people are
[43:42]
are prepared as they as they go through
[43:44]
these new careers and then finally
[43:46]
establishing those strong relationships
[43:48]
with the trades and employee layers from
[43:50]
the start to make sure that these
[43:52]
training programs meet their needs as
[43:53]
well as ensure that those candidates are
[43:55]
well prepared for those jobs from the
[43:57]
employers themselves
[43:59]
next slide
[44:01]
so you know I think everybody has
[44:03]
mentioned this but you know I'm going to
[44:05]
close at least this part by saying you
[44:07]
know we started this collaboration
[44:09]
between our agencies in recognition that
[44:11]
by having a unified voice for our region
[44:13]
that we would be able to better make our
[44:15]
shared Vision come to fruition and I've
[44:17]
really enjoyed working with with this
[44:19]
whole group and not only developing this
[44:22]
but actually even getting started on a
[44:23]
lot of these initiatives as well and
[44:25]
really believe that this effort is
[44:28]
really going to prepare us well with
[44:29]
regards to attracting funding and
[44:31]
resources to help us with our regional
[44:33]
goals I'm also very excited that these
[44:36]
shared efforts are aligned to support
[44:37]
delivery to key adjacent efforts like
[44:39]
SMUD sustainable communities resource
[44:42]
priorities work as well as saycogs green
[44:44]
means go initiative and I'm just looking
[44:46]
forward to working with this team
[44:48]
hopefully that on these initiatives that
[44:51]
are going to be hopefully well funded by
[44:52]
the federal agencies as well as state
[44:54]
funds to move forward our goals for the
[44:56]
region and you know like I said we're
[44:58]
already starting to see some of this
[45:00]
coming to fruition has been screening
[45:02]
grant opportunities all year and a lot
[45:05]
of them are popping up as hey this would
[45:07]
be a great opportunity for the four
[45:09]
agency collaborative to work on together
[45:11]
so with that I will hand it back to
[45:14]

so just to kind of close this out and
[45:16]
Rachel got to this a little bit right
[45:18]
now we're kind of in we've this this is
[45:20]
a brand new document brand new strategy
[45:22]
that we published just in the last
[45:24]
handful of months
[45:25]
um we're now kind of going around and
[45:27]
socializing this we've we've been
[45:29]
presenting to each of our boards
[45:31]
um Rachel mentioned you know there's a
[45:32]
lot of need for a collaboration outside
[45:34]
of just these four agencies and so we're
[45:36]
working forward with that or working
[45:38]
together to to move this around the
[45:41]
region and make sure everyone is
[45:42]
everyone who needs to be as aware and
[45:44]
engaged in this
[45:46]
um and then also you know why is this
[45:47]
alignment important but there's a huge
[45:49]
amount of money coming and available
[45:51]
through the the federal infrastructure
[45:53]
Investments jobs act and here's just 1.2
[45:56]
1.2 trillion dollars and here are just
[45:58]
some of those programs that are going to
[46:00]
be out there that we want to just make
[46:02]
sure our region is at the table and
[46:04]
ready for these for these programs so
[46:05]
this strategy is a is kind of a road map
[46:08]
for how we can be really competitive for
[46:10]
these for these funds so with that I
[46:13]
will I think we can stop sharing the
[46:14]
PowerPoint and and we have our panel
[46:17]
here for any questions or comments from

I do have one on the Workforce
[46:45]
Development side you know it's always
[46:47]
been a i i it's always been a not a not
[46:51]
a complaint but an irritation to me when
[46:54]
I hear sort of the the green green new
[46:56]
jobs because it's always I've always
[46:58]
thought of it as sort of a cheap
[46:59]
throwaway line when you talk about real
[47:01]
jobs that I know I work with a lot of
[47:03]
folks uh Carpenters Building Trades that
[47:07]
have jobs that pay over a hundred
[47:09]
thousand dollars a year in the gas and
[47:13]
oil industries that take care of
[47:15]
families that they were able to buy
[47:17]
houses and and really contribute to
[47:19]
their uh you know to their neighborhoods
[47:22]
and to their regions and so I'd love to
[47:24]
hear more about what those jobs look
[47:26]
like and anything that I can do to help
[47:29]
move that and and do that because I do
[47:31]
know that there will be a transition but
[47:34]
um you know we really I think you have
[47:36]
to see that in order for us to really I
[47:39]
think make sense for people that are
[47:41]
going to be maybe out of wholesale
[47:42]
sectors and what that means to those
[47:44]
families and really to those Regional
[47:47]
economies as well
[47:50]
I'll just comment that I think that
[47:52]
that's a point that it's not just about
[47:54]
new jobs and bringing new people into
[47:57]
the sector but it's also how do we help
[47:59]
those that are in different sectors make
[48:01]
certain transitions as certain
[48:02]
transition sector as certain sectors
[48:04]
transition so I think that that's really
[48:06]
good feedback and I think that goes back
[48:08]
to how do we think about who are those
[48:10]
future employers and even the existing
[48:13]
employers and where where are the skills
[48:15]
needed and then how do we enable that
[48:17]
because the reality is is that there are
[48:19]
going to there is a need for for skilled
[48:22]
Workforce and I think taking existing
[48:24]
skilled Workforce and being able to them
[48:26]
move them into jobs as certain things
[48:28]
change but also I think a big part of
[48:32]
the workforce strategy is really looking
[48:34]
at how do we bring new people in as well
[48:37]
and train them up that might not even
[48:39]
have those beginning skills to begin
[48:40]
with because I think there will be
[48:42]
enough jobs uh to to make that demand
[48:46]
and I I love the comments on the sort of
[48:49]
medium-sized uh you know trucks and
[48:53]
vehicles I think because that is a we
[48:55]
always think of the larger ones but
[48:56]
there's such a huge uh need for that
[48:59]
medium-sized well in terms of the
[49:01]
infrastructure and the charging
[49:02]
infrastructure that's going to be needed
[49:03]
in the future I appreciate hearing that
[49:05]
in the presentation as well
[49:09]
any other comments
[49:12]
anything you wanted to add
[49:19]
as a long time fleet manager for the
[49:23]
yellow bus world I'm thrilled to see the
[49:25]
conversation
[49:27]
um and thinking I can throw just a
[49:28]
little bit uh on the jobs piece one of
[49:31]
the most important things that I know
[49:32]
that we saw the transition
[49:34]
um through Elk Grove School District we
[49:36]
ran CNG we had uh passive traps we had
[49:39]
active um traps we had propane we had
[49:43]
diesel so you're going through that
[49:46]
process and you have the the
[49:49]
um diesel mechanics that can go out and
[49:50]
wrench on your equipment but it's
[49:53]
changed so much now you also need them
[49:55]
to be able to take the laptop out to do
[49:56]
the Diagnostics and when we introduced
[49:59]
electric for the first time that's a
[50:01]
whole nother skill set and there truly
[50:03]
is a crisis in finding equipment
[50:06]
mechanics that can do all of those
[50:08]
pieces and quite frankly if I think if
[50:11]
we all look at our schools you'll see
[50:14]
there are not credentialed teachers that
[50:16]
are able to teach those close classes we
[50:19]
don't have our colleges kicking out
[50:21]
folks that have a credential in those
[50:24]
kind of industrial arts or mechanics any
[50:27]
longer so it's something we need to talk
[50:29]
about
[50:31]
um
[50:31]
I think two of the other big piece as as
[50:34]
of all those different types of
[50:36]
alternative fuels and where the
[50:38]
hesitation comes from is even in the
[50:41]
requirements I had to do 250 of my white
[50:45]
fleet vehicles and got them all done and
[50:48]
everything up in order and then that
[50:49]
date keeps changing very frustrating
[50:52]
when you have a deadline and then you
[50:54]
see that a lot of people aren't going to
[50:56]
make the deadline so then they move it
[50:58]
for another year or they move it for
[50:59]
another year and meanwhile I've gone to
[51:01]
my board and said I have to have this
[51:04]
done here's the deadline so it's just
[51:07]
um
[51:07]
that was one of the frustrating pieces
[51:10]
and then thrilled to to start with our
[51:14]
first electric buses we started with 12
[51:16]
but the range
[51:19]
um is a is a huge issue in Elk Grove
[51:22]
School District the uh it's about 320
[51:24]
square miles about a third of Sacramento
[51:27]
County and the bus first electric buses
[51:30]
had a 70-mile range well I don't have
[51:32]
time to send a bus from Stockton and
[51:36]
Florin out to Anatolia at Douglas uh and
[51:39]
out Jackson Highway and then get it back
[51:42]
and then be able to run again in the in
[51:45]
the afternoon
[51:46]
um it and then that means I can't use it
[51:48]
for a mid-range and then let's not
[51:50]
forget oh gosh there's a basketball or
[51:52]
football game tonight but that's in
[51:53]
Roseville well that can't make it so it
[51:56]
really and I love that we're working on
[51:59]
it but I need to always remind everybody
[52:02]
um I guess we won't take that field trip
[52:04]
to the Exploratorium in San Francisco
[52:07]
because I can't get there and there's
[52:08]
not enough time to charge if I do and I
[52:11]
I know going through that with with
[52:13]
compressed natural gas you know you'd
[52:15]
look it up and say oh here's a station
[52:17]
and then I you know sure enough I get
[52:19]
the football team down to Fresno and oh
[52:21]
guess what they're not working and now
[52:23]
I've got 60 kids on a school bus and I'm
[52:25]
stuck with nothing so it's it's really I
[52:29]
I want us to work on it but I want us to
[52:32]
be very cautious and realistic that
[52:34]
there are some some restrictions and
[52:37]
some limitations SMUD was wonderful
[52:39]
about helping us get the infrastructure
[52:41]
in because we had to upgrade
[52:44]
um significantly and then exactly as you
[52:47]
mentioned just the facility now I have
[52:49]
my place where all my plug-in buses are
[52:52]
for traps and then now I've got my CNG
[52:54]
plug-ins and now I need to have my
[52:56]
electric I don't have any space anymore
[52:58]
I'm running out of physical space so I'm
[53:02]
glad to hear you're working with those
[53:03]
folks but I think if you're seeing a
[53:06]
um
[53:07]
hesitancy to jump in that's why at the
[53:11]
smaller I know for us a smaller School
[53:13]
District they can't do it because they
[53:14]
don't have the backup of extra buses
[53:16]
yeah you have to go with the bigger guys
[53:18]
that can handle it to have some out of
[53:20]
um that are not are out of service
[53:25]

really practical and real world
[53:29]
implications when you're talking about
[53:31]
these types of transitions appreciate
[53:34]
that
[53:37]
somebody else
[53:40]
foreign
[53:44]
well
[53:46]
um so you've heard from our partners and
[53:48]
we're really happy to have everybody
[53:49]
here today as well for the four agencies
[53:52]
you know one of the one I mean there's
[53:55]
so much good news in all of here but one
[53:57]
of the challenges we have obviously is
[53:58]
the footprint of some of our partner
[54:00]
agencies isn't quite as big as ours
[54:02]
right and so I'm looking around the
[54:04]
table here
[54:05]
um and and but that's not to say that
[54:08]
actually you know the air District uh
[54:11]
and Ray Porter here actually aren't
[54:13]
working with the air districts in
[54:15]
Feather River and other places but but
[54:19]
we're aware that we need frankly as
[54:21]
we've said earlier a mega Regional
[54:23]
strategy right around some of the uh
[54:25]
infrastructure and the fueling and
[54:27]
electrification
[54:29]
um so that's you know just just
[54:31]
understand that a lot of this uh is a
[54:34]
footprint right now for Sacramento
[54:35]
County but we we're thinking actually
[54:38]
even bigger across the 16 counties
[54:41]
um and yeah there'll be more to come on
[54:43]
that as we launch our Mega Regional zero
[54:45]
emission vehicle infrastructure study
[54:48]
and I know director Baines you know a
[54:50]
lot of interest up in your district and
[54:52]
Yuba Sutter right in the infrastructure
[54:54]
there
[54:55]
um so I guess stay tuned on that I just
[54:58]
wanted to point out that we're we're
[55:00]
still trying to work to make this uh not
[55:02]
just six County but a 16 County effort
[55:06]

um like a couple agencies pitched in in

some donations

Marysville today

um yep steak does have access to Grants
[57:07]
but we're also very willing to help your
[57:10]
staff you with identifying grants
[57:12]
applying for Grants but also we've got
[57:15]
some some good expertise on our on our
[57:17]
staff as well as we can connect you to
[57:19]
other staff that are that are very well
[57:21]
educated on a lot of these kind of
[57:23]
strategies for advancing housing and
[57:25]
other things around the region so
[57:27]
um definitely reach out to to myself to
[57:29]
James to any of us if we can be of
[57:31]
service to your your agencies because
[57:33]
we'd love to to highlight you and some
[57:35]
of those receiving files or even bring
[57:36]
you to to some of these committees so we
[57:38]
can
[57:39]
share what you're doing in your
[57:40]
communities as well

places to visit around the region and

some of you to come visit I know he

couldn't do all of you so apologies if

you haven't gotten a visit from Vice
[58:06]
chair Kennedy but he just wanted to be
[58:08]
passed along that he's really
[58:09]
appreciated uh it's really opened his
[58:12]
eyes to see the diversity of the region
[58:14]
and just really wants to pass his his
[58:16]
thanks along to all of you uh being
[58:18]

able to see him

um so that's that's from the vice chair

he was just in uh in El Dorado County

and it was great that he'd been there

previously so he already knew quite a
