not not to exceed of 413 938 of [10:47] Home art funds funding allocated to the [10:51] Consortium through December 31st 2029 to [10:54] administer the implementation of the [10:56] homeowner electric [12:49] uh Electric City Co-Op uh over the [12:52] weekend to find out where they are where [12:54] they're going we let them know that you [12:57] know times of essence they have until [12:59] September of 2022 to get the funds that [13:03] they said that they're going to need to [13:06] allocate 6.7 million dollars to get our [13:09] one million dollar contract [13:11] they're [13:13] a problem that they're having is uh [13:15] they're looking to purchase of New York [13:18] which is the school that bought so I [13:20] kind of put them in a tailspin and now [13:23] so they're looking at other options [13:26] uh one of the things that I mentioned is [13:29] that they had other monies coming from [13:31] the county whatever and they asked [13:33] everybody says well you that all has to [13:34] be in place before we do our contract [13:37] with you so I let them know that they're [13:40] working on it and hopefully uh uh [13:42] they're located in time uh I did have [13:45] some Communications uh uh at third party [13:47] Communications with the uh [13:50] aquatic group and the work that I ever [13:55] had was that they're looking someplace [13:57] or rather than uh New York and I think [13:59] that disqualifies it from our top our [14:02] program it has not been has not been [14:05] completed yet uh so you know if they [14:07] come to Schenectady or they still have [14:09] to come up with their funding too and [14:11] that again that is uh by uh October August for them to get their [14:17] money we gain one year [14:19] uh we're following up [14:23] here with the seat see we're very close [14:26] with the seat for uh uh and the [14:29] empowerment education for jobs and uh [14:33] where I'm going on a lot of the [14:35] decisions projects with have one item on the [22:18] agenda today that is discuss the [22:20] reducing City speed limit to 25 miles [22:22] per hour by councilman Patrick thank you [22:25] Mr Williams [22:26] um I wanted to put this back on the [22:28] agenda we talked about it [22:30] um last September [22:33] um and I wanted to bring It Forward [22:34] again certainly we continue to hear the [22:37] complaints from residents across the [22:39] city about the speeding issue I've asked [22:42] mayor McCarthy if he and Mr beanjo give [22:45] us some some feedback about the speeding [22:49] about this idea of reducing the speed [22:52] limit [22:55] thank you council member thank you Mr [22:57] chairman uh [23:03] this is from some of the sensors had a [23:07] lot of public discussion at Kings Road [23:11] so uh [23:14] piled [23:16] there's six sites there been afraid of [23:19] all of them [23:20] people here in the Bible [23:25] so if you look at these sites along the [23:28] road it's where the sensors are from [23:32] that we can pull speed data show [23:38] which I saw some vehicle counts [23:41] so one of their terms of the amount of [23:45] traffic that's going there and this [23:49] is a number of factors and some of this [23:53] detailed analysis before we now have it [23:56] in [23:57] with the project that Mr Wallen is [24:00] leading for [24:01] Bridge replacement [24:03] largely all these vehicles are going to [24:06] be diverted off Kings Road when puts [24:09] intended day for us to shut that down [24:11] Kings Road breaker won't open the [24:12] shutter down December first [24:14] so right about their [24:17] be some inconvenience for those [24:21] individuals that use Kings Road now but [24:23] it's the price should pay for Progress [24:25] to get the bridge replaced but from this [24:28] from each one of these sensors uh is [24:32] compiled the actual speeds that are [24:37] there and this is the seven day 85th [24:41] percentile speeds in these locations and [24:45] these nodes are you connected to know [24:46] there's 750 of them in the school [24:49] throughout the city and I'm giving us [24:52] various data such as [24:54] speed power and pedestrian value they [24:58] don't involved do the same it's because [25:00] of the mirror there [25:02] set in the position of them some of them [25:05] wanted to uh able to give us certain [25:08] things so they've looked at every single [25:11] one and collect the data [25:14] from all the items that are possible and [25:17] can be accurate in terms of information [25:20] so these are again so these are the [25:23] seven day average [25:26] certain type of speeds we're going to [25:29] walk you through all the speeds and [25:31] different locations [25:34] it's a lot of data we're going to go [25:36] through it quickly because you're [25:39] to be more than two there's so much [25:46] again this is the breakdown of the uh [25:50] actual speeds [25:52] vehicles and this is a detailed [25:55] information that we've never really had [25:58] in the past so some of the deployment of [26:00] the census that out there allow us to [26:02] collect better data and to [26:05] again hopefully do [26:08] throughout the city and that the kids [26:11] see that far away so let me just tell [26:14] you the first thing is going to bring [26:16] the circle that's the location of where [26:18] this particular sensor is and that's the [26:21] data inside so that I don't know so if [26:25] you look at compliance there one side is [26:29] the number of vehicles in [26:32] across the bottom is also depending on [26:35] the color of the graph or the speed so [26:37] you have a large number of vehicles that [26:39] are compliant with the posted speed [26:42] moving in with what would be an [26:44] acceptable [26:46] manner of driving up and down the road [26:48] I'm going to go through real quickly and [26:50] serve as much as and then do that to [26:52] make sure [27:02] the largest [27:11] to go to location two so that we were [27:15] not going down [27:20] Tuesday [27:21] Wednesday [27:39] so location three we're going to now [27:41] still at the top speed either Tuesday is [27:44] 25 to 30 miles an hour but mayor and I [27:47] looked at this and Chris as well and one [27:49] of the things we looked at um because [27:51] the lower speeds are are the highest uh [27:55] numbers it's really hard to see if [27:58] you're speeding so later on toward the [28:01] end you're going to see just as few [28:02] years now okay [28:25] this information allows us to be [28:27] proactive to give the police department [28:30] the information to know when the best [28:32] time [28:33] that's time left to go out [28:35] of course now we're on location five so [28:38] we're further down now we're looking at [28:41] a little higher speed because that's a [28:43] little more street so when my homepage [28:45] away from the river session [28:55] this is the last one and this is right [28:57] over the bridge now you see it at the [29:00] top speeds during the third time the top [29:02] speed but the [29:04] those and their students 30 to 35 miles [29:08] an hour [29:16] and Sunday [29:17] and now we're going to switch to just [29:20] the vehicle speed over 30 miles an hour [29:29] to show you this one but back to [29:30] location one this is Monday [29:33] you're looking at a speed of 30 to 35 [29:36] miles an hour meaning we know what we're [29:39] speeding at this time at that location [29:41] on [29:48] obviously the numbers were a lot lower [29:52] there's so so much compliment [30:03] location two [30:15] location three [30:16] by the time [30:27] so so that you know we're 30 to 35 is [30:29] out there in most of these they're 30s [30:31] legal so they could equal in 30. and we [30:34] don't have a split that much that would [30:37] be so hard to regret [30:49] you should [30:54] sustainable yeah [31:01] with us [31:10] we're at location seven on a Monday it's [31:13] a couple of uh 45 to 50s way down looks [31:17] like there might be two of them [31:23] 40 45 so a little higher if you look at [31:26] 3 P.M on Tuesday it's a much larger [31:29] number of people that are driving [31:32] towards the 45 [31:40] and look at this around about four to [31:42] six pm at the time here [31:59] so it shows the detailed analysis that [32:01] can be done it enables better [32:05] enforcement in what recommendation to [32:09] try and use we've collected the data now [32:13] post this section of [32:16] Kings Road with a 25 mile an hour speed [32:21] collect the data over again a similar [32:23] period to see if we get element [32:25] Appliance and again this [32:29] is done after there's been a fairly [32:31] aggressive enforcement component this [32:35] take this as an experiment hosted five miles [32:40] to see what the actual shift is and then [32:45] beginning throughout the city at an [32:48] appropriate [32:49] applicable basis [32:53] data to be able to see if what we're [32:55] doing is very thin and if it is making a [32:57] difference [33:06] so I have a question so this is like a [33:10] very like limited time frame that you [33:12] collect with state it has is there a [33:14] longer time Trend that you've been [33:15] selecting in [33:17] right so these nodes were in place [33:21] for a while yeah yeah so so I was [33:25] wondering if the data was collected like [33:27] for months before that or is it just for [33:29] that week because as the mayor said that [33:32] um this is based after there's been some [33:35] like a lot of information about it you [33:37] know a lot of talk about it's been on [33:38] the news people have come down so I was [33:41] wondering if there was something to [33:42] compare to before all that enforcement [33:43] happened [33:46] yeah I mean it's possible to go back and [33:49] look at that sure [33:51] well I think that's important to have [33:53] that comparison [33:56] okay [33:57] so I kind of more to your point of [34:00] President Porterfield that was awesome [34:02] because I know that there's also was um [34:03] I'm not exactly sure what you call it [34:06] there the sign that lets people know oh [34:08] you know this is the speed this is the [34:10] speed that you're traveling [34:13] um I know that that uh that tractor [34:15] mechanism has been there for some while [34:17] so I was just well I guess my question [34:19] is similar to that could we look at some [34:22] data before that it was put in place [34:25] and then look at you know the data after [34:28] that uh specific intervention was [34:31] implemented to kind of see how effective [34:33] that is so are we going to go in the [34:35] right direction now reduction of speed [34:38] limit or is it just you know enough to [34:41] have that type of [34:43] that intervention that's in place well [34:46] it can be pulled back to whatever period [34:49] of time you want [34:51] that we're actually activated done for [34:54] reference here one week [34:57] time frame so it gives a I'll call a [35:01] workable Baseline [35:03] this level of data is not generally been [35:07] available so that [35:10] type of being a little [35:14] analytic Rock clear and [35:16] consistent results from it so it's Again [35:19] part of it is we're learning [35:22] sensors and [35:25] information in a better way to [35:27] use case manage [35:31] management I guess if I could [35:34] we certainly can provide that [35:36] information I'm not sure what we would [35:37] be looking for in front of it because we [35:39] are seeing that vehicles are speeding [35:42] you know especially to everybody rotted [35:44] in in so I mean [36:00] [Music] [36:05] show you [36:07] that you know [36:10] [Music] [36:13] so so yes the question I was asking was [36:18] more around the specific interventions [36:20] that are that have been implemented thus [36:21] far in other words if we now have this [36:24] mechanism that's letting people know [36:26] this is the speed limit this is the [36:28] speed limit that you're driving in like [36:30] I know that that hasn't been out there [36:31] yet [36:34] that's been out there at Kings Road [36:37] there for some time right so we're [36:38] coming over the bridge is actually a [36:41] sign of that same experience before the [36:44] status yeah right so what I'm saying [36:46] about so my question and um and [36:49] hopefully now or kind of along the same [36:51] train of thought is that [36:54] this data if we can look at the data pre [36:57] uh whatever interventions that we've [36:59] implemented and then post and that would [37:01] design so the question really isn't [37:03] about just some clerical question my [37:06] question isn't really about is speeding [37:08] because of clearly to the point that [37:10] there's some speeding happening my [37:12] question is about the effectiveness of [37:14] you know what interventions that we're [37:16] using I'm just saying this seems like a [37:18] really good tool to be able to do that [37:19] because we do that yeah you can do this [37:21] three different periods right [37:24] two months [37:26] hearing them I still want to be in the [37:28] spring [37:30] period because of the weather and then [37:32] we can compare that to this to after we [37:36] change [37:39] so in order to do that we don't need the [37:40] data from before because what we're [37:42] looking to do is look at two different [37:44] interventions we have this one this is [37:46] the Baseline if we do the 25 mile an [37:49] hour one we do a one week period Then [37:52] pair [37:53] I mean which intervention works we don't [37:55] really [37:57] 4 in order to decide which intervention to do [38:01] see if there's any difference so you [38:03] could see if there's a statistically [38:05] different significant difference between [38:07] the two interventions in order to decide [38:10] you don't need the data before that in [38:12] order to make that decision [38:15] could I just um for clarification do you [38:18] mean when you say the two different [38:19] interventions so one would be the neon [38:22] sign that is [38:23] enforcement versus the reduced speed [38:26] right so sort of again put up right what [38:31] I'm saying is that we could look at the [38:33] specific interventions so in order to [38:35] look at the effectiveness of a specific [38:37] intervention we need to get data um [38:39] pre-intervention and post intervention [38:40] so whether that's [38:42] well actually you do if you're if you [38:46] have a tool and you're implementing a [38:48] tool [38:49] and then you look at the data what has [38:52] this tool house this changed Behavior [38:54] well if this tool is saying now that [38:56] people are speeding you implemented this [38:58] intervention now we are looking at [39:00] reduction in speed and we can say okay [39:02] well there's something to be said about [39:04] the effectiveness of set intervention if [39:06] we don't look at the data before we [39:08] implemented the tool but we don't have a good Baseline to be able to narrow [39:13] down where what intervention in [39:15] particularly was effective and which was [39:18] actually you do it's called an anova or [39:21] a t-test you can compare two columns to [39:24] see if there's a statistically [39:26] significant difference in order to see [39:28] which intervention is the better of the [39:31] two you don't really need that other [39:33] data [39:37] so um as I said to me I really want to [39:40] see the data prior to any interventions [39:43] before we um so we have that to to see [39:47] if how the intervention works the [39:49] clothes clearly through the speeding [39:51] problem it's been brought to Our [39:52] intention this is after the police thing [39:55] was put up there or the neighbor started [39:57] complaining and I understand that there [39:59] was some business by the police so I [40:00] would like to at least see and as you [40:02] said um when the spring began Mr fuccio [40:05] what the speeding was like I'd like to [40:07] see that be able to see that data as [40:09] well [40:13] even those questions or concerns [40:16] I had a question specifically definitely [40:18] I appreciate the word that's been done [40:20] so far and for any individuals watching [40:22] from the Kings Road neighborhood I'm [40:24] glad that these steps are being [40:26] considered at their present time but [40:29] with respect to other areas of the city [40:30] haven't been any discussions as the [40:32] additional neighborhoods that we can [40:34] consider also because I would hate the [40:35] center presidents of in order to get [40:37] your area in the community identified to [40:39] be coming to City Hall so I'd like to [40:41] show a collective approach as to here [40:44] are other areas where we're going to be [40:45] identifying to have similar [40:51] can we have information that's being [40:53] collected throughout the city gen [40:55] reference and [40:57] it's a number this will also [41:01] create some [41:03] unique performances because [41:06] we've had the generally [41:09] an open Period get some enforcement and [41:12] then when the bridge closes this is all [41:14] going to drop to very low numbers so [41:17] it'll cover all the bases [41:20] yes this thought was a good [41:24] section of Road uh traffic concert [41:27] fairly High there again more as a [41:30] demonstration projects were [41:33] close to speed [41:35] anytime you change vehicle uh [41:39] criteria like that it's usually creative [41:42] soft enforcement so you have to educate [41:44] people [41:46] addition and [41:48] to getting close to the higher speed we [41:51] drop it down do some measurements and [41:54] see if in fact [41:56] we're getting the results that we want [42:00] what are the best ways to [42:04] get in compliance with additional [42:07] signage is it some modification where we [42:11] put up the red lights for the flashings [42:12] and some different options there better [42:15] delineation of the streets or on the [42:19] street surface but [42:21] appropriate Lanes [42:23] some instances [42:27] turning or swinging wide we're looking [42:30] to looking where we are going to rebuild [42:33] the section of Brandywine from the state [42:37] going to 890 and that is a very high [42:39] incidence [42:44] Auto pedestrian so that after that and [42:47] that's taken a long time to actually put [42:50] together [42:50] we're going to see some positive numbers [42:53] coming up [42:54] coming out so this also stopped short of [42:57] putting up [42:58] uh stop signs so let's see if we can get [43:01] it if we put up stop signs [43:04] generally what will occur is the [43:08] of auto accidents is going to increase [43:12] people who are used to stop selling this [43:15] feeding you're going through their teeth [43:17] really getting cars that are going to [43:18] run into each other and [43:23] environmental things to keep the [43:25] vehicles moving and is the best [43:29] efficient way to handle it it's again to [43:32] get the drivers to be compliant with one [43:36] speed is [43:37] and so that they're not creating hazards the 25 mile an hour [45:17] speed limit to see what the new data is [45:20] to see if that's making a difference I [45:22] mean it's kind of just simple [45:26] so I think um [45:29] two things can be true and I think that [45:30] you're you're might be an investing [45:34] responsible my inquiry was what I was [45:36] saying to what I was saying is that this [45:39] tool seems to be a way to measure the [45:40] effectiveness of any given intervention [45:43] in order to know whether intervention is [45:46] effective or not [45:48] so in order to know that if the [45:50] intervention is effective or not you [45:52] have to have data previous to the [45:54] intervention then then post the [45:57] intervention then we could say oh this [45:59] works so my question was in my statement [46:04] was this looks like a good tool in order [46:06] to do that for a very specific [46:08] intervention so that's how we can tell [46:09] the effectiveness is something you can't [46:11] measure the effectiveness of something [46:13] if you don't know what the state of it [46:15] previous the intervention and then post [46:18] information that's the only performance [46:20] making so that's why that information [46:22] will be valuable to me [46:24] and what we had talked about the last [46:26] time we talked about it is like [46:28] identifying areas throughout the city [46:30] not just a specific one which is what Mr [46:33] Blue Joe has just asked for so that when [46:36] we implement this those roads that as I [46:38] said you said there's some roads that we [46:40] could not reduce it okay [46:44] there's 750 of these numbers [46:47] you know we all have the ability like [46:50] Keith Rose does not have a lot of cyber [46:54] traffic ready coming out of them they [46:56] have a couple of key points that they [46:57] found basically their lower mind so the [47:00] traffic on the main as the opportunity [47:03] traffic signals there or anything so [47:06] they have the ability to flow [47:08] effectively so that's one of the reasons [47:11] why we're looking at this street [47:13] for a hook type because it made sense [47:15] because of the numbers we had it [47:18] available to count the traffic I guess I [47:21] thought we were looking at it is if we [47:24] test this body reducing the speed limit [47:26] to 25 miles an hour and it does make a [47:29] difference then it makes sense to expand [47:32] it in other areas but if we Institute [47:35] this 25 or around an hour at least [47:38] in the average speeds that we're moving [47:41] at then I'm not sure in my mind that makes sense to change it because [47:46] it's not really the difference [47:49] okay [47:51] I understand what you think because I [47:53] know that wasn't our initial discussion [47:54] several months ago it was talking about [47:56] looking throughout the city is what our [47:59] initial discussion was about agree with [48:01] you I don't know if Christian will talk [48:03] about that what was the sort of study [48:07] that was required that was something [48:10] that [48:12] and [48:24] thank you so the cdtc the dot and [48:28] several municipalities uh got together [48:30] to do studies on these the biggest I [48:34] would say outcome of that was that the [48:37] D.O.T from their perspective they said [48:39] that they will allow local [48:41] municipalities to do this on local roads [48:46] however they will need a detailed study [48:48] for anything that is not considered a [48:50] local Road and what that opened up for [48:53] us would be the idea that we would need [48:56] a detailed study to change the speed [48:59] limit to 25 on groups such as State [49:01] Street Union Street Erie Boulevard [49:03] Albany Street those roads that are [49:05] classified as something other than the [49:07] local and the challenge that that makes [49:10] is that then you have a network of main [49:14] roads where the speed limit is 30 and [49:16] then dozens upon dozens of local roads [49:20] off of that where the speed limit is [49:21] different meaning that we need to sign [49:23] every one of those roads [49:25] so that you know that you're entering a [49:27] road that is a different speed than the [49:28] one we're just on New York City is [49:31] experimenting with a sign when you come [49:34] in that says speed limit 25 unless [49:38] otherwise noted so then we would put [49:41] signs only on the main routes that might [49:43] save us however I don't know how [49:45] enforceable that would be if challenged [49:47] on a road that you know we would have a [49:50] dozen signs entering the city and if you [49:53] so I mean that's one of the reasons that [49:55] I haven't been actively pushing this [49:58] topic is because it's a large topic [50:01] even Kings Road it's Cloud station Kings [50:04] Road is not a vocal Rover [50:08] so we would need to talk to the dot [50:10] about that [50:12] um [50:13] yeah I mean there are the towns that [50:15] have done this so far are small I think [50:17] it's East Greenbush are both working on [50:20] these [50:21] considerably smaller than Schenectady I [50:23] don't know of any cities that have gone [50:25] through with a full city-wide change yet [50:27] but I'm sure there in the works that's [50:28] why I was working with the cdtc to see [50:30] what we could do to follow [50:33] sometimes it's just as good to follow [50:37] theme song I know for me personally I [50:39] would hate for it to be interpreted by [50:42] and watching this that the only way to [50:44] get your street or neighborhood in the [50:46] community adhere to is by getting an [50:49] article in The Gazette and I know that's [50:51] not what we're supported but definitely [50:54] there is a concerted effort from our [50:57] Avid growing white community [51:02] topic to be a survey [51:05] significant way and so I definitely [51:07] think having those surveys in Step which [51:09] show the community that we are [51:11] identifying this but also you raise a [51:13] really good point about unfortunately so [51:15] also looking at what is our multi-tiered [51:17] approach as a city with respect to [51:19] addressing cities with it with respect [51:21] to addressing speed and I think it is [51:23] now appropriate to then talk about what [51:25] tool we currently do have which is speed [51:27] homes so are there any interest or is [51:29] there additional funding to put more of [51:31] those deploy some of those resources if [51:34] we were able to speak to that right now [51:36] yeah I guess my opinion which is [51:39] probably not is popular because to be [51:41] more of the engineering opinion is that [51:44] the things that we are doing today are [51:47] what we should be doing uh the data that [51:50] initial presented you know the post the [51:52] pre-data and then we could do Post data [51:55] same order with Dwayne Avenue and rugby [51:57] which we're going to be doing [51:59] we're getting data we're seeing the [52:01] effects and then we're going to look at [52:02] the effects as it didn't work and if it [52:04] works it's a problem so what you're [52:06] saying is that you're going to put the [52:07] information before intervention and then [52:10] after the invention to measure the [52:11] effect of this intervention right okay [52:13] but this is this is [52:15] if I made a drop but this is this is the [52:18] free data and then we'll lower the speed [52:20] limit here as a demonstration project [52:22] for this one road [52:24] um and then we'll have that data as our [52:27] post data right right but I think the [52:29] difference was that there hasn't been a [52:31] police uh an enforcement uis there [52:34] hasn't been a concerted effort to notify [52:36] the community with regards to this so [52:38] interesting [52:39] so I think it's different with regards [52:41] to this uh what tomorrow doing in [52:44] speeding [52:45] yeah I guess the speed humps [52:48] you're trying not to bias the jury [52:52] you know so we we put the cameras up and [52:55] they're in incognito mode before so they [52:57] don't flash because the flashing is [52:59] actually the term you don't want to [53:01] deter you want to see what is actually [53:02] happening similarly now that we have the [53:05] speed humps on the core work with their [53:07] back and they're also in incognito mode [53:09] because we don't want to [53:10] be both now in the end of the day both [53:13] is probably the most effective but we're [53:16] trying to find out how effective were [53:17] these right so we're going to try to see [53:21] how effective they are and we're moving [53:22] them to another area you know so we're [53:24] going to have one in Hamilton Hill then [53:25] we're going to move on to the high [53:27] school area north side of the city and [53:28] see what we have and be able to say you [53:30] know what these work you know [53:31] surprisingly we have gotten any [53:33] complaints [53:36] but that was one of the you know the [53:38] many factors is we put these speed [53:40] tables directly in front of residential [53:43] homes and I have not heard from the [53:46] residents the resident one resident we [53:47] talked to welcomed it oh yeah [53:49] um and so but it is a you know it was a [53:52] noise [53:52] um that they didn't make so that was [53:54] right off the bat okay no complaints [53:56] okay now we move on to the next are they [53:58] working how far do we want to put them [54:00] apart are people speeding up is it you [54:02] know haven't haven't gotten complaints [54:04] about that [54:05] about people going over them and then [54:07] racing to the next one you know so [54:10] hopefully that's a good sign hopefully [54:12] people are adhering to it we're also [54:14] doing them in this period which were [54:16] picked this window because we're going [54:18] to have it during school not school and [54:20] then the other one is going to be no [54:22] school during school so we can try to [54:24] get a more fair evaluation of what [54:26] really happened but [54:29] I think it's difficult to just it's a [54:32] significant investment and to just go [54:34] and make it based off of you know a [54:39] complaint that's it's a difficult puts [54:41] me in a difficult position it puts John [54:42] in a difficult position for us to do [54:44] these things it's the exact same thing [54:45] that happens with stop signs you know [54:47] and that's what happened [54:48] today you know what if we got a stop [54:49] sign here that would solve all of our [54:51] problems with the stop signs or not [54:53] supposed to be traffic control [57:08] the actual contract to win the [57:10] construction uh two cycles ago once we [57:13] had that we sent the contract and the [57:16] documents to the dot they authorize and [57:19] come back with a supplemental agreement [57:21] the supplemental agreement in front of [57:22] you is for the 95 reimbursement for the [57:26] cost of the great replacement [57:28] are there any questions [57:32] so second I was in favor hi item number [57:36] two award-winning contract for the half [57:37] in place asphalt recycling [57:40] um this is a holding we used to do hot [57:44] and place recycling [57:46] um as everyone knows it was a process [57:47] with large train with lots of fire [57:51] rejuvenator rolling it was a actually [57:54] very useful process however it was not [57:58] applied at every application in the [58:00] right right spot right time so what [58:03] would happen is that it's an overlay it [58:06] is not a mill we usually I'd say 95 [58:08] percent of our Paving program is a Mill [58:11] and paper because we have curves we have [58:13] drainage structures we have driveways we [58:16] really can't add a pavement so when we [58:19] do a hot in place we add three quarter [58:23] of an inch of a polymer pavement over [58:25] the rejuvenated service [58:27] um we found historically it does last [58:29] the product does work it saves US money [58:32] however in certain areas when we've done [58:34] it you create puddles and driveways [58:36] because we're now affecting the drainage [58:38] and so we took a pause on it for a while [58:41] and this year we have a couple of [58:43] candidates up in Bellevue that we are [58:46] looking to try it again because we think [58:49] that those candidate streets are [58:50] worthwhile this is an award-winning [58:52] contract but it's actually a piggyback [58:55] the county uses this process and we are [58:59] allowed to piggyback off of County bids [59:01] so this would be that's what we've done [59:03] in the past as we we pull what we would [59:05] like from the counties good to use it [59:06] ourselves this is the only group that [59:09] actually does this so it's almost like a [59:11] sole source but it's not and we are [59:13] going to you know walk survey the area [59:17] and we are going to try this in areas [59:19] where we think it is acceptable I'll [59:21] give you just an example to talk too [59:22] much on an area where I don't believe it [59:25] should have been done was like at Union [59:26] Avenue by Union College if you [59:29] drive it you will notice that paid over the curbs and there is a [59:34] giant rough now between union Avenue and [59:37] the green space [59:39] because we just we just put a little too [59:41] much pavement on that road we really [59:43] needed to bring the paper down [59:45] curb line established instead we kind of [59:47] overflow of the curved line and now the [59:50] Green Space has become a makeshift [59:52] gutter line which isn't how that drill [59:54] is supposed to be so that is an instance [59:57] where you really just don't want to go [59:58] and hold the later road because it's a [1:00:01] nice new product [1:00:05] and so so I'm hearing that my first [1:00:10] intention is like that's amazing that we [1:00:12] like I have identified that now [1:00:15] your experience how is that continually [1:00:17] captured moving forward [1:00:19] like that truth that [1:00:21] of what we should have done well you [1:00:24] could always do it by you know the [1:00:25] artists in the end but now you couldn't put it in [1:00:54] a downtown Because by the time the first [1:00:57] truck is making the turn the last truck [1:00:59] they're Jane and so it's really meant [1:01:01] for uh you know more rural roads but we [1:01:04] did find that it was a good product and [1:01:07] I'm not saying you'll see me here next [1:01:08] year with it it's kind of like if a road [1:01:10] is applicable for it of the requirements [1:02:38] um that happens out of the zoning office [1:02:40] is or part of the job is to for the [1:02:43] zoning officer to issue zoning [1:02:45] compliance determinations or [1:02:46] administrative zoning decisions somebody [1:02:50] will request something very specific the [1:02:52] zoning officer reviews uh the requests [1:02:54] and then comes up with the determination [1:02:56] as it stands right now those [1:02:58] determination letters are filed in that [1:03:01] office [1:03:02] a better practice and it would have to [1:03:05] be authorized by city councils for those [1:03:07] decision letters those administrative [1:03:10] zoning decisions to be filed with [1:03:13] um the the record officer for the city [1:03:16] which is the city clerk so that is [1:03:19] because it is an administrative decision [1:03:21] so it would be accessible to the public [1:03:23] and it would create a process for [1:03:27] essentially a time limit for somebody [1:03:29] who would like to challenge a [1:03:31] determination by the zoning officer to [1:03:34] do it within a certain amount of time [1:03:35] once it's filed with the city clerk [1:03:39] as I said many of these decision letters [1:03:44] right now are not well none of them are [1:03:45] following the city clerk and this would [1:03:47] create a formal office for the receipt [1:03:49] of those the term those determinations [1:03:52] um because there is a deadline for [1:03:56] people to challenge a decision of the [1:03:59] zoning officer by filing it with the [1:04:02] city clerk every single time it would [1:04:04] create essentially uh the stopwatch so [1:04:08] to speak for a person to challenge the [1:04:10] determination because those [1:04:12] discriminations would be challenged you [1:04:15] know through uh could be the BCA and [1:04:18] eventually become an article 78 some [1:04:20] people challenging care too so this [1:04:23] creates a formal process so we're [1:04:25] looking for authorization for the city [1:04:27] council to [1:04:29] require the zoning officer to file those [1:04:33] administrative zoning decisions with the [1:04:35] city clerk and also direct the zoning [1:04:39] officer to also file those [1:04:42] administrative zoning decisions not from [1:04:44] a legal standpoint but just a practical [1:04:46] standpoint in whatever computer system [1:04:49] the city is using but currently it's [1:04:52] Unicity but who knows in you know 20 [1:04:55] years it could be a different program [1:04:56] that the city sees it [1:04:58] so that's what we're looking for is just [1:05:01] a way to clean up the process that's [1:05:03] currently in place by creating one [1:05:05] designated person legally to for which [1:05:08] the zoning officer would file those [1:05:11] decisions [1:05:12] so do you know about how many decisions [1:05:14] we're talking about I'm just I'm just [1:05:16] trying to get my head around how much [1:05:17] additional work this is going to create [1:05:20] um I don't know the exact number that [1:05:22] come in [1:05:24] um certainly you know we're not talking [1:05:25] about one a day or anything along those [1:05:27] lines they come up periodically uh many [1:05:31] times it's somebody who's looking to buy [1:05:33] a property and they want to know hey can [1:05:36] I use the property for this under the [1:05:38] zoning code [1:05:39] um the informal request and then a [1:05:42] formal letter from the zoning officer [1:05:44] that letter would then be filed so it [1:05:47] doesn't you know it comes up every so [1:05:49] often a lot of times it will be like [1:05:51] maybe in an R1 District where there's a [1:05:55] two-family house can I still use it as a [1:05:57] two-family house or in a commercial [1:05:58] District can I use it as you know this [1:06:01] commercial space as a restaurant so it [1:06:04] would be a decision letter like that and [1:06:06] the process for the city clerk will just [1:06:08] be to receive [1:06:10] um it is a filing like the city clerk [1:06:12] would receive a determination of the BCA [1:06:17] Williams was this determination made [1:06:19] with the city clerk's office the city [1:06:22] clerk um no the city clerk is aware of [1:06:26] it um you know we did talk about it at [1:06:28] the legislative conference [1:06:30] it does create as I said you know [1:06:35] it is more work than cities for the city [1:06:37] clerk's office there's no doubt about it [1:06:39] um you know I can't tell you how much [1:06:41] more time it will take for the city [1:06:43] clerk to you know receive and then you [1:06:46] know file and presumably put into laser [1:06:49] fish it would be the zoning officer who [1:06:51] would put it in the computer system the [1:06:54] separate computer system that you know [1:06:56] the Departments have access to but it [1:06:59] really is you know a necessary piece for
