[8:10] amended to what that total cost project
[8:12] was going to be and that will help us go
[8:15] along and be able to receive our uh the
[8:18] balance of our grants and our uh low

[9:20] need is a new pumps and electricity so
[9:23] that we can pump the affluence the
[9:26] waters back into uh into the river
[9:30] without having back up throughout the
[9:31] streets uh again this is one of those
[9:34] projects uh we are setting this uh Bond
[9:39] resolution up so that we can go out and
[9:41] uh see what uh the type of uh grants
[9:44] that we can get through this and we're
[9:46] actually hoping to get at least 90
[9:48] percent of Grants on this so this will help us uh tour that despite
[9:54] passive resolution again we'll come back
[9:57] when we actually we're going to do the
[9:59] project and ask and borrow money if we
[10:02] have to or get money but I'm pretty sure
[10:04] that we're going to get at least 90
[10:06] percent grants

[17:06] there were seven nodes there two on
[17:10] different sections of Kings Road we're

[17:23] copies of it so this is comparing the
[17:26] volume
[17:27] from the march to the May dates give you
[17:34] an example we'll go to uh
[17:40] drive and in March there were 10 000
[17:45] Vehicles going Southbound for the week

[17:49] the neighbors 15 000. so it's in the
[17:52] same area and there's definitely reasons
[17:54] for fluctuation but uh
[17:57] just wanted to be able to give you that
[17:59] information

[18:04] the 50 highest speeds
[18:07] some of them are very similar some of
[18:10] them are a little off one's down by
[18:12] McDonald Avenue compared to the March
[18:16] was 32.39 miles per hour and in May it
[18:20] was 38.33
[18:23] again some of them are very similar
[18:26] going the other end at Albany and Kings
[18:29] Road in March it was 19.96 and in May it
[18:33] was 21.4 and not a huge difference the
[18:36] largest difference you're seeing is that
[18:38] the MacDonald Avenue patch
[18:43] this is the difference in traffic
[18:45] volumes between the two dates the
[18:49] blue ones are from March and the brown
[18:53] and tan ones are from May so you can see
[18:55] the difference in the count
[19:00] relatively similar but not you're never
[19:02] going to see exactly
[19:05] and this is 85
[19:07] percentile speed so this is really
[19:10] important this is what we're looking to
[19:12] see you know what the difference would
[19:13] be
[19:15] through relatively close to each other
[19:17] not major changes
[19:20] um
[19:21] the Note 7 which is on the bridge that's
[19:24] sort of shows the largest discrepancy
[19:27] between 30 and maybe three and six for
[19:30] 37 miles an hour
[19:34] I believe that's all I have for you
[19:38] um if you look at the speeds overall
[19:42] in March the March numbers with about
[19:47] nine percent of total vehicles that were
[19:51] over 35 miles an hour
[19:54] um and in the May it's about uh
[19:58] 15 or maybe 15 over the speed limit so

[20:07] 14 percent
[20:09] so again a March nine percent of the
[20:12] traffic was driving over 35 miles an
[20:15] hour and in May 15 14 right

[20:34] discussion of cetc and they provided a
[20:38] little guidance for us

[20:50] new name of the cdgc they provided me
[20:53] with the D.O.T speed limit guidance
[20:57] paper that they're going with that kind
[21:00] of lays out what we need to do to be
[21:02] able to change it generally we have to
[21:04] with States here cities and Villages
[21:06] sets speed limits on highways with under
[21:08] jurisdiction New York state vehicle
[21:10] contraction while we enter and I talked
[21:11] about it section 1643 right here we will
[21:15] need an engineering study by an engineer
[21:18] first in traffic which I worked with
[21:20] quite a few of them and they do have
[21:22] some methods that they State here that
[21:25] they want you to go by to determine if
[21:27] it's an applicable situation to reduce
[21:29] the speed limit so that is the next step
[21:32] that I'll be taking is working with the
[21:34] dot and one of our Engineers on retainer
[21:36] to complete these steps under the
[21:39] vehicle traffic law so that we can move
[21:42] forward with this corridor
[21:43] and if I can just add for a second
[21:46] although it's not radar well we're
[21:49] hoping that the information that we're
[21:51] collecting here would be acceptable a
[21:53] new uh radar that's one of the questions
[21:56] we're going to ask

[22:04] can do the demonstration project on
[22:06] Kings Road yes

[27:19] started with a the most successful
[27:21] linkage study in the Capital District
[27:23] history on Craig Street uh it's also
[27:26] known as the corridor of Hope linking
[27:28] Main Avenue and Albany Street along
[27:30] Craig this was right into some funding
[27:34] issues in the middle covid you know did
[27:36] not help us necessarily but we were able
[27:38] to secure all the funding it is now a
[27:41] roughly nine and a half million dollar
[27:42] February Fund in progress project so
[27:45] this is the master agreement for design
[27:47] uh 95 paid for by the federal government
[27:50] and state in the amount of
[27:53] 938 thousand dollars so once we have
[27:57] this master in place we can start with
[27:58] our survey and design we're hoping to
[28:01] have the project designed this year in
[28:02] the next bid for next year instruction
[28:04] most likely due to the size of the
[28:06] project we will be doing work to the
[28:08] bridge over 890
[28:10] um reducing the width you know we have a
[28:12] lot of things that we're looking to do
[28:15] on this quarter probably making um the
[28:17] largest Public Works projects I've done
[28:19] since Erie Boulevard so it's an exciting
[28:21] project and this is step one

[29:13] talked to the community about all these
[29:14] projects and really try to deliver and
[29:17] this has been four years of talking
[29:19] computers understand necessarily how
[29:21] hard it is to fund a project of this
[29:23] size but we were able to do it so we
[29:25] just want to get going and you know and
[29:28] do it and this is in the vein of you
[29:30] know cotton Hollow Bridge four and a
[29:32] half million dollars and did that you
[29:34] know we're just starting next month
[29:36] actually two weeks we're starting
[29:37] Francis I mean Forest Holland and Forest
[29:40] and Maine you know so we're really
[29:42] putting a lot of investment into the
[29:43] communities there Mount Pleasant no but
[29:46] uh no I don't think this is going to be

[32:57] we're looking to authorize GCI Jones for
[32:59] 91 800.

[33:11] Road fluoridization Improvement project

[33:16] water treatment facility that we have
[33:18] there uh the facility is in need of some
[33:21] repairs it says the fluoride it's
[33:24] a chemical it uh it degradates things
[33:27] down there so what we're hoping to do is
[33:29] demolish and reconstruct bulk storage
[33:31] and the buildings and the associated
[33:33] infrastructure uh as if you were to go
[33:36] down there you would see that the
[33:37] constant
[33:39] chemical down there it just starts to
[33:40] break down the facility as you need so
[33:42] we haven't done this in quite a while we
[33:44] did put it out we have uh Facebook let

[33:48] general contractors good and three
[33:50] Electrical uh Schultz we have worked
[33:53] with before put in the low bid in
[33:55] O'Connell electric we're working with
[33:56] O'Connell right now at our pool project
[33:58] uh they've been great to work with so
[34:01] the two bids that we're looking award
[34:02] would be Schultz for our general and
[34:05] O'Connell for our electrical

[34:37] over the next three years so they're not
[34:39] asking us for any money but in order for
[34:40] them to apply for this grant they need a
[34:43] resolution of support from the
[34:46] municipality so that's what this ask is

[34:51] and so I'm asking tonight if we would um
[34:54] support their application
