[14:07] difference between parking issues Within

[14:11] city I thought that that would be an
[14:13] important
[14:14] talking points I understand whether or not these types of
[14:19] applications and the persons that
[14:21] individuals are being directed to speak
[14:22] to so this resident had an issue
[14:25] reference one of the lot members and
[14:27] they told them completely information
[14:28] which ultimately resulted in them
[14:30] getting a ticket and as I imagine you've
[14:34] all also recognized with some of the
[14:36] kiosks that are located in our downtown
[14:37] areas I've experienced issues myself
[14:40] with the coins not being received or the
[14:43] dim Lighting on some of the receptacles
[14:45] is
[14:47] cope for my Able Body eyes so I can
[14:49] imagine for members of our age Community
[14:52] I want to make sure that we're not
[14:54] putting in place barriers that are
[14:56] inhibiting people from patronizing some
[14:58] of our local small businesses that are
[15:01] relying on this foot traffic and I think
[15:03] anything that is cumbersome or putting
[15:06] in place restrictions to that is an
[15:09] issue so I would like to just open it up
[15:12] for conversation I know for myself I
[15:14] would absolutely like to see whether we
[15:16] can update all of our kiosks to
[15:18] incorporate having cash I know for
[15:20] myself
[15:21] I there's another point in my in my
[15:24] day-to-day that I'm carrying quarters
[15:26] and I don't even know how feasible it is
[15:28] for you to go to a local Deli or corner
[15:31] store and get quarters so I think that
[15:33] alone kind of warrants us to pause and
[15:35] then ask that as we're Expediting this
[15:38] technological Revolution within
[15:40] Schenectady making sure that if one is
[15:43] meeting our intended outcomes but also
[15:45] two not leave them behind in each
[15:47] Community which is so important and
[15:49] vital to our just long-term longevity
[15:57] so um I can add to that that I have
[16:00] encountered where the kiosks are not
[16:02] working
[16:03] and they I didn't want to use the credit
[16:05] card because that's your option I don't
[16:07] want to download another app on my phone
[16:10] um and so it wouldn't take the quarters
[16:12] and what I ended up doing was actually
[16:14] taking a picture of it and showing
[16:16] because I didn't get a ticket I showed
[16:17] the picture it's like it's blocked it
[16:19] won't work
[16:21] um so you know that's what I did in that
[16:23] instance but in other institutions I
[16:24] found the ticket because it just didn't
[16:26] work
[16:27] um so
[16:29] I I think that we need to do something
[16:31] because there are people who don't
[16:32] cannot Avail themselves to the app or
[16:34] choose not to

[16:37] and they're not always working sometimes
[16:39] they're out of order they're not working

[16:45] um their credit cards or we there's

[17:04] conversation he mentioned that he's also
[17:06] uh had personal issues with the system
[17:08] himself so I don't think that's in an
[17:11] area of concession I think it's more or
[17:13] less how do we put in place the
[17:14] appropriate solution uh definitely uh
[17:18] adding apps to my phone is not nothing
[17:19] it's not it's nothing that I am
[17:21] uncomfortable with as a up-and-coming 33
[17:25] year old but making sure that I'm not
[17:27] answering only for my vantage point

[17:34] definitely recognizing that hey is there

[18:07] not just pushing someone to another

[18:26] parking meetings I don't mean the older ones but it was quarters only but

[19:04] regularly daily we get a report in our
[19:08] parking division that says what kievps
[19:10] are working and which kiosks are not
[19:11] working and the reason for it and that
[19:13] usually one of our parking guys goes out
[19:15] and fixes them so this morning we ran a
[19:17] report and of the 45 kiosks we had one
[19:20] that has been dead since June 19th that
[19:23] they're working on and then we had six
[19:25] other ones that alerted us status one
[19:28] that will not accept money because it's
[19:29] full and the other ones are three of
[19:33] them need the batteries replaced soon
[19:34] because they're about to die uh one of
[19:37] them was a paper feed error and another
[19:39] one was a coin unit error so those came
[19:42] in between August 4th and this morning
[19:45] and then they usually fix the morning
[19:47] Monday through Friday and then the uh
[19:49] one of the parking Vision members come
[19:50] in they'll fix them and then they'll get
[19:52] a new report ramp
[19:56] so out of the 45 there's only
[19:59] um seven that aren't working properly
[20:01] well actually it's not really seven
[20:02] because one of them just needs to be
[20:04] emptied with its money is that yes
[20:06] there's one that shows a percent of max
[20:08] amount of coins has been reached that
[20:10] was as of the fourth at 2 40 in the
[20:12] afternoon and so and the parking people
[20:15] are able to go out on the same very same
[20:17] day and fix them because of this report
[20:19] is that yeah so usually they run this
[20:21] report in the morning
[20:22] um the supervisor comes in so they I
[20:24] don't think she runs it in the afternoon
[20:25] every morning Monday through Friday when
[20:27] she comes in she wants to report and
[20:28] then they'll try to fix whatever the
[20:30] issue is
[20:32] I guess then what happened with the one
[20:34] that has an injunction since June 19th
[20:36] what's the problem it says communication
[20:39] failure failure total error so that's
[20:41] down in The Stockade I do not know what
[20:44] that is but I can certainly look into it

[20:49] communication failure was similar to
[20:51] what we were having two years ago when I
[20:53] was in traffic we had six or seven of
[20:54] them that kept on causing issues over

[20:57] engineers helped us replace the I think
[21:00] 10 or 15 units for the new the doors and
[21:03] guts on them and so that report include
[21:06] all of the newer New Generation yeah

[21:19] has that how have you found the
[21:21] complaints in terms of these machines

[21:32] that they have preceding reducing
[21:34] complaints they haven't received as many
[21:36] usually it is people have errors on

[21:46] to cross-check against
[21:49] a federation yeah so we cannot know it

[22:05] works downtown in this area and that's
[22:07] where the most the kiosks are and he
[22:08] does not do tickets when they're
[22:10] malfunctioning

[23:30] ask about that but at the time of these
[23:33] the issue with the caches in order to
[23:35] take bills it is in power issue it
[23:40] of energy to take bills for you to
[23:42] disperse the bills so we didn't do that
[23:45] because in order to do that they want
[23:47] them to actually be hardwired so right
[23:49] now they're solar powered so we move
[23:51] them around we actually have both of
[23:53] them every couple of years we see what's
[23:55] making money we move them around
[23:57] and they're just mounted into the
[23:59] sidewalks but if they require power
[24:01] that's a whole other animal that we
[24:04] really weren't prepared for so coins are
[24:07] easy because it's just a tumbler you
[24:08] know it records it credit cards actually
[24:11] use very little power you know you slide
[24:13] it it just it sends a message to the
[24:15] modem and then that goes out what the
[24:19] readers for money that that's a whole
[24:22] other thing that's why they said that if
[24:23] you want solar we don't know so many businesses now
[24:27] we're going cashless you know blowing
[24:29] this back everything's going cashless
[24:31] and I'd also say that the app has been
[24:34] really successful you know we are
[24:36] partnered with Metroplex with the app
[24:37] that actually we kind of have a we have
[24:39] an agreement with them to use it and it
[24:41] has been very successful even Mike Fahey
[24:43] our traffic enforcement officer out
[24:46] there he's seen the app as being very
[24:47] successful he thought he'd get a lot
[24:49] more pushback a lot of people are using
[24:51] it but I do also understand that even
[24:52] people such as my hand
[24:55] have talked to me about the difficulties
[24:57] in the app and they don't want to use it
[24:58] and you know they just want to come down
[25:01] and do it with some Kettle so I I hear
[25:03] it as well but you know I'll look at it
[25:06] upgrade it and see what that would be to
[25:07] see that the newer screens I do think
[25:09] sometimes people struggle seeing them
[25:11] you know I think people prefer to almost
[25:13] be hired but they're Ada so that if
[25:16] you're in a wheelchair you can see them
[25:17] whereas if you were six feet tall you're
[25:20] kind of doing this which is also tough
[25:22] but a parent wheelchair it has to be at
[25:23] that bike so that you're not
[25:26] the information is yeah we do sometimes
[25:28] have issues with communication failures
[25:29] things like that but lately we've been
[25:32] on a good Street for a few operation
[25:36] what is that is that okay good I'll get

[38:36] the northeast or maybe the Atlantic
[38:38] coast except for the South could

[38:47] could as well bring in millions of

[38:51] percentage of money that we're getting
[38:52] from the county you know two and a half
[38:54] million dollars the return on investment

[38:59] use that in the city and do the projects

[52:44] to see if the council be open to me
[52:46] scheduling a presentation
[52:53] oh I would be open to that um I think
[52:57] that I did some research after I saw
[52:59] that this was back on the agenda and
[53:01] went to the academy of American poets to
[53:03] see
[53:05] you know the various things that they
[53:07] recommend around this and I know that
[53:10] the politorium in the city of Saratoga
[53:13] has been doing a lot of work I think
[53:15] it's I think it's kind of brings to
[53:19] brings attention to
[53:22] you know sort of in a ceremonial way
[53:24] that we care about the Arts in the city
[53:27] that we care about literacy I did notice

[53:33] municipalities that have public worries

[54:01] and Foster a love of poetry among youth
