your [15:11] schedule uh have Parts been working on [15:16] for a period of time coming out of [15:19] form items creating transparency and [15:24] going to go live it is live it is live [15:28] the council president justification [15:31] reported on the agenda that they've been [15:33] wasting at times or pulled it back from [15:35] the public so this will be the actual [15:38] site and turn it over to Chief Clifford [15:45] thank you mayor [15:47] come out of the map I want to just I [15:50] want to introduce Matt Douglas he's our [15:52] director of [15:54] crime intelligence and he's been doing [15:56] this is his baby he's been doing all the [15:57] work on this before we turn it over to [15:59] him I wanted to just point out that if [16:01] everybody remembers this document here [16:04] that we all did a couple years ago [16:07] recommendation number 26 was our [16:09] commitment to transparency the [16:11] Schenectady police department will [16:12] commit to fully integrating police calls [16:15] reported crime and enforcement activity [16:17] within a customized designed application [16:19] that will be shared on the department [16:21] website this commitment to a [16:23] public-facing application will reinforce [16:25] the Department's commitment to [16:27] transparency to the community [16:29] when you further go on to the actual [16:32] document itself environmental systems [16:35] Research Institute which is the active [16:38] or which is what esri is the senior [16:40] scanty envisions building out its use of [16:42] the world's leading geospatial software [16:44] esri by publishing to the public a uh by [16:50] publishing to a public to data share [16:58] this platform will greatly Aid in [17:01] transparency by displaying [17:03] years of city and police data including [17:06] real time [17:08] all and easy to search website that also [17:11] has easy to navigate dashboards or [17:14] commonly requested queries [17:16] so this was done a couple years ago I'm [17:18] not sure why there are so many typos in [17:20] there but we do have a demonstration [17:22] here for you of our now [17:25] active public spacing dashboard I'll [17:28] turn it over to director Douglas to go [17:31] through a short PowerPoint telling you [17:33] how we got here and then we'll give you [17:34] a demonstration [17:39] test test close enough [17:44] all right thank you as the chief [17:47] mentioned this is a project that we've [17:48] been working on for quite some time now [17:51] that we actually got everything together [17:52] we're looking forward to showcasing you [17:55] some of the things that we've been able [17:56] to put together regarding really [17:58] enhancing uh transparency with the [18:01] police department and with the community [18:03] all right so a couple little slides to [18:05] go over here real quick but transparency [18:07] itself really what it is is sharing [18:08] information and data and making it [18:11] easily accessible to the public all [18:13] right there are a couple reports that [18:14] went out one in particular recently of [18:16] 2022 that showed that 42 percent of [18:19] Americans find that there is a gap in [18:21] transparency with policing in the [18:23] community which really impacts the [18:25] perception that the community has with [18:27] law enforcement with the Technologies [18:29] and software that we now have in the [18:31] city of Schenectady we've been able to [18:33] create different ways to kind of [18:34] generate a platform to further enhance [18:36] that transparency which is about what [18:38] I'm going to show you a couple of our [18:40] slides here [18:41] um now Schenectady the city itself is [18:43] very data driven we use data for so many [18:46] different things it's a smart City [18:47] initiative again very data based sound [18:50] for the Schenectady Police Department [18:52] which is more my wheelhouse we create [18:54] actual products on a weekly basis [18:57] um whether it be a crime pattern or [18:59] Trend or seeking to identify a criminal [19:02] suspect um a variety of products that we [19:04] put on a weekly basis and that's [19:06] tactical analysis and then you got the [19:08] Strategic analysis analysis which is [19:10] like the long-term initiatives and [19:12] Analysis analysis that goes into it and [19:15] that falls under our evidence-based [19:16] approaches which are strategically [19:18] placed uh initiative so to be a good [19:20] doctor that have been nationally [19:21] recognized such as hot spot policing [19:23] ddacs data driven approaches to crime [19:25] and traffic safety uh crime prevention [19:28] through environmental design right so as [19:31] we start to get all this information [19:33] we're trying to figure out different [19:34] platforms that we can share what we're [19:36] doing and how we deploy our resources to [19:39] the community [19:40] all right now today we're primarily [19:43] going to talk about the dashboard but [19:45] just as a brief example of something [19:47] that we recently were able to create was [19:49] a link that really showcased uh [19:52] showcased the success that we had with [19:54] our Schenectady Hub platform which was [19:57] done by Lieutenant Brian mascheron and [20:00] Sergeant Nick Mannix and different [20:02] support from molecular officials and [20:03] Command Staff we able to generate this [20:06] with the Azure Technologies to really [20:08] showcase again the successes that we've [20:10] been having in a very professional [20:12] format and platform that can go for [20:14] different statistics and contacts on a [20:17] different way to visually share what's [20:19] been done and then the community to now [20:21] access this type of information [20:23] all right now if we switch gears and go [20:27] more towards the agenda we will go to [20:29] the current slide [20:33] all right now we're talking about crime [20:34] statistics how can we share crime [20:37] reported crime to the community and have [20:39] them easily access that information [20:42] um sure enough we do create internally [20:44] uh weekly crime statistical reports but [20:47] with the technologies that we now have [20:49] we were looking to create interface uh [20:52] something that the community could [20:53] interact with and look up certain [20:55] information that they are interested in [20:57] regarding our crime and that's what's [21:00] going to bring us now to the [21:01] public-facing crime dashboard that we're [21:04] able to implement and put together uh [21:07] use utilizing the esri Technologies [21:10] all right so as this loads um what [21:13] you'll end up seeing here is that it [21:15] brings up a map of the city of [21:17] Schenectady and then it brings up a [21:18] variety of tables and charts all of [21:21] which have the interactivity and [21:24] configuring that the end user can choose [21:27] what to look at so right now what I'm [21:29] doing is I'm looking at select a date [21:31] range now keeping in mind what we have [21:34] put together is 28 days of recorded [21:36] criminal activity this would be a [21:38] dashboard that will be updated on a [21:40] weekly basis currently this is looking [21:42] at July 31st to October or I'm sorry to [21:45] uh August 27th of this year so if we [21:48] wanted to look at just let's say July [21:50] 31st we'll go for a full week and we'll [21:54] go to August 6th you'll start to see [21:57] that the charts and configurations will [21:59] change based on the new parameters that [22:01] the person was looking for you can also [22:03] zoom in and zoom out of the map and you [22:07] can say okay this is great information [22:09] but let's say I'm owning interested in a [22:12] different activity that occurred in the [22:14] downtown area and Hamilton Hill so as [22:17] you change those filterings the charts [22:19] and tables will also reflect the changes [22:21] that that person is looking for [22:23] um very similar if you're only [22:25] interested in all right let me look at [22:27] all uh neighborhoods within the city of [22:29] Schenectady there's another drop down [22:31] that showcases the reported Prime types [22:33] and currently we have them all selected [22:36] if we're only interested in say motor [22:37] vehicle thefts and burglaries you're [22:40] only going to see that based on the [22:42] filters that you put in place so again [22:45] very interactive I can show you quite a [22:48] bit of information and then the other [22:49] cool interesting tool is if you select [22:53] all neighborhoods and all crimes [22:55] you can also zoom into the city [23:01] and as you zoom in it's going to [23:03] Showcase what you're looking at on the [23:05] charts and tables and then in addition [23:07] if maybe someone's moving in or they [23:09] want to know what's going on in a [23:10] particular area there's a drop down menu [23:12] where you can literally click [23:15] lasso select out the crimes that's my [23:19] circle guys and it'll basically show you [23:21] how many of those crimes you selected [23:23] and give you Italian like top left of [23:25] the chart on the bottom of the dashboard [23:27] there is information on schenectady's [23:30] police tip line on different information [23:32] of the community can provide to the [23:34] police department and then also below [23:37] that there's a disclaimer on the [23:39] accuracy of the data um [23:41] City attorney can take a further look at [23:43] that but basically the bypass we [23:45] validated the data that's coming through [23:46] a trusted Source it's our internal data [23:48] but we've taken the correct measures to [23:50] make sure that it's validated [23:53] so that is the dashboard how it works [23:57] how it's set up again a lot of [23:59] interaction uh that you can have with [24:01] this particular dashboard [24:04] definitely go back if you have questions [24:06] I just got a couple quick slides to wrap [24:08] this up [24:10] all right so this took quite some time [24:13] to really get up and running and as we [24:16] started we had different visions and [24:18] different goals so as we started to [24:20] accomplish One Vision and meet that [24:22] expectation such as the public-facing [24:24] dashboard now we're coming up with a [24:26] variety of other missions so we have [24:28] more goals to achieve while using this [24:30] different type of Technology this slide [24:33] is more or less a thank you for the [24:34] community the elected officials council [24:37] members yourself and support throughout [24:39] this transition [24:41] and then we also ended off looking at [24:45] different action items to further [24:47] promote and enhance the things that [24:49] we're now capable of producing utilizing [24:52] these very similar Technologies [24:54] um so that pretty much wraps it up and [24:57] we open it up for questions [25:00] and I can easily navigate back to that [25:03] dashboard if there's anything of [25:05] interest there as well [25:07] I know Steve was there something that [25:09] you know that's closely rolled up called [25:11] Patrol finder I didn't notice anything [25:13] on here that interacts with that or that [25:15] mentioned at all is that's part of it is [25:17] that working where are we back so Patrol [25:19] finders is my understanding more [25:21] internal uh for a lot of different [25:23] operations with Patrol [25:25] um the dashboard that you're showing now [25:27] that we're kind of showing is really [25:29] more for public-facing use [25:31] okay because my understanding part of [25:33] the patrol finder was that for the [25:34] Department to be able to find out where [25:36] the control cars were okay [25:39] that is the case for the public at some [25:42] point we're not saying we're ready to do [25:44] that yet but once we implement it at [25:46] some point this the public it could [25:49] become part of this dashboard for the [25:51] public to be able to see when the last [25:52] time a police car drove by their house [25:54] so so but we're not there yet we're [25:57] still we're still working out the [25:59] Kingston Patrol finder and [26:02] fully employment okay thank you [26:07] yes is this on the website the city [26:10] website now great question so yes and I [26:12] will be able to attend the lawsuit we [26:14] can provide a little bit more [26:15] information on how that is embedded into [26:17] the website and launched [26:22] Lieutenant McLaughlin from the police [26:23] department I uh [26:25] she had a little bit of a hand in this [26:26] about [26:27] 10 minutes before the meeting we [26:29] published the link and ensured that [26:31] everything worked appropriately so it is [26:33] in fact live on the city's website as of [26:35] about 5 30 this evening so you can [26:38] actually navigate to this the data we [26:40] did in the last minute validation make [26:42] sure that the links work appropriately [26:43] and that it was publicly accessible in [26:45] ADA compliance so it is in fact live uh [26:48] the tutorial is also live on how to [26:49] navigate it so there are directions in [26:51] case it isn't clear to the end user [26:53] immediately so with a graphical link to [26:55] try to explain to you the different [26:57] parts of the dashboard itself so it is [26:59] there and to your previous point we can [27:02] start incorporating other layers as they [27:04] become available to us that's the [27:06] advantage of esri is that we can [27:07] continue to incorporate layers and [27:09] evolve and add that for both the public [27:12] and everybody else [27:13] okay thank you [27:15] um so number one I want to say this is really a good stuff that we have [27:19] and I'm thinking about [27:20] um you know I just I want to know first [27:22] of all that it's something new that's [27:23] rolling out so I'm sure that there will [27:25] be things that you know she tweaked [27:28] along the way which are you know I think [27:29] the public should know that I guess my [27:30] question is [27:32] um kind of similar uh are we like [27:34] how does this work in partnership with [27:38] um you know do you see a way that this [27:40] will translate someone like the the new [27:42] body cams things like that that have [27:44] also been uh [27:46] are you as a tool that's going to be [27:48] used for more transparency and Community [27:51] engagement how do you see the tool kind [27:52] of working together and also is there a [27:55] place for a community so the problem [27:57] with somebody in the community and I go [27:59] on and there's some information that uh [28:01] might be specific to what I'm looking [28:03] for but isn't available as one of the [28:06] drop down boxes is there an opportunity [28:07] for me to kind of or correspond and say [28:09] hey I was looking for this and then [28:11] what's our capacity to kind of be [28:13] responsive to that [28:16] so uh historically speaking for us as an [28:19] agency that we use the foil process a [28:21] ton which to some may seem like a [28:25] barrier to entry so we wanted to try to [28:27] reduce that barrier and work on reducing [28:29] all of them so uh we are going to still [28:31] be responsive we are monitoring I [28:33] actually oversee all of the Department's [28:35] foils now that come into the police [28:36] department so we kind of take a gauge of [28:38] what people are asking for to try to be [28:40] able to find a way to provide that as [28:42] you know efficiently as possible and to [28:45] try to be as transparent so yes I think [28:46] as we see not only that but the feedback [28:49] that comes generally through the records [28:51] department which I also oversee those [28:54] are the things that we use as like a [28:56] feedback and kind of a sounding board [28:57] but as we hear it we are working towards [28:59] that the advantage of esri is the depth [29:01] of the platform allows for us to even do [29:04] surveying which is some another [29:05] initiative we're currently working on [29:06] just not ready to publish right now but [29:08] to be able to survey the public uh it's mainly a March decree to create a [29:12] database in a public-facing portal that [29:15] has everything and it's not just limited [29:17] to the police department it's not just [29:18] limited to just crime data so yes I [29:21] think as we get there and we can do you [29:23] know figuring out what's going to be the [29:24] easiest way to display that we're also [29:26] trying to use other communities [29:27] throughout the country it's kind of like [29:29] the the backboard of what works and what [29:32] hasn't worked so that we're not wasting [29:34] resources time or money and developing [29:36] something that is unsuccessful but at [29:38] the same time still trying to innovate [29:39] so yes I think to your point we are [29:41] going to 100 see the evolution but as [29:45] those things come in if more than one [29:47] person who's requested it is something [29:48] that's on our radar and there are [29:50] probably a good eight or nine projects [29:51] currently in the hospital [29:53] I do see us adding more to this this is [29:55] just what is 100 ready for today we vet [29:58] it and we know is [29:59] to the point where we feel comfortable [30:01] in saying that this product is is ready [30:03] for the public to be able to answer the [30:04] questions that we feel otherwise would [30:06] have been months or weeks in the making [30:08] which would normally be the full [30:09] turnaround time which could be [30:11] now they can get in about two to three [30:13] minutes I've said before that we want [30:16] the community to become active in public [30:18] safety and driving that to the website [30:20] and getting them involved and looking at [30:22] crimes in their neighborhoods help [30:24] helping us police the community let the [30:27] community be a part of it so that's [30:28] really what we're hoping to do is to [30:30] drive members of our community to our [30:31] website we'll get information get the [30:34] ability to look things up and of course [30:35] we're going to take feedback on making [30:37] that the community wants to [30:40] want to uh sorry to plan some questions [30:43] but first and foremost thank you for for [30:45] being here and providing us this [30:47] presentation [30:48] of roughly how long is information [30:49] stored and are residents able to export [30:55] so in the way of the current dashboard [30:57] right now uh we have 28 days worth of I [31:01] would say vetted quality data that we're [31:03] able to display in this type of format [31:05] from a foil perspective obviously we [31:08] maintain data beyond that back when we [31:12] probably were not as diligent in always [31:14] ensuring that reporting was done [31:16] correctly you know I walk into the [31:18] police department unfortunately [31:19] sometimes would be labeled as 531 [31:21] Liberty Street when in fact maybe a [31:23] crime didn't occur there so as a result [31:24] of that we've had to put new measures in [31:26] to make sure that it's easily [31:28] displayable and it makes sense and it [31:29] corresponds to a neighborhood as opposed [31:31] to the police station over and over [31:32] again so right now older data is [31:34] available from foil still but moving [31:37] forward the option would be to continue [31:39] to add to the database and be able to [31:41] expand it as we see as we go along as [31:44] for uh you know to the other point of [31:46] exporting the data like any other [31:49] website you can take the data that's [31:50] there it's been cleaned it is sieges [31:52] compliant it's enough you know Anonymous [31:55] enough that it would be very challenging [31:57] for somebody to really figure it out [31:58] unless they were an active participant [32:00] in that particular crime because it's [32:01] not specific to a set address just a [32:03] block if you will so they could export [32:06] what they see on the screen by doing [32:07] screen capturing but in the way of data [32:10] security it meets or exceeds FBI and [32:13] State's damage [32:14] go check things one more question I know [32:17] with becoming more transparent everyone [32:18] assumes that people digest information [32:20] the same which is not always the case [32:22] for an individual that's looking at more [32:25] information than less is there someone [32:26] available to discuss some aspects of [32:29] what they're seeing [32:30] so we we do we have obviously our public [32:33] information officer program does do [32:35] community outreach but also speaks on a [32:37] regular basis to people that have [32:38] inquiries and normally what happens is [32:40] if a records inquiry comes in where [32:42] somebody's asking a specific question [32:44] that can be at that point we triage and [32:47] then send it to the appropriate person [32:48] in the police department so the tips [32:50] line also acts that way if a person [32:52] calls in with something that's not [32:53] necessarily a law enforcement tip for [32:55] more or less a inquiry we may route that [32:57] to either a Pio the community police [32:59] officer that's assigned to that zone [33:01] um and you know and then maybe have that [33:03] person go and speak to them directly if [33:04] they don't want to talk to somebody on [33:06] the phone whether it's for help [33:08] navigating this or for other things that [33:09] we can Aid them with but if if it seems [33:12] to be a common occurrence then we'll [33:14] work on clarifying a dashboard or [33:15] creating another document just to try to [33:18] make sure that we get over that barrier [33:19] hurdle as well thank you I'll add one [33:21] more thing to that that um every fall [33:24] spring and fall but Falls approaching I [33:26] try to make my way out to all the [33:28] neighborhood association meetings so [33:30] this fall all I'm scheduling to go out [33:32] to them so pay attention if the public [33:34] pay attention to when the next one is [33:36] when I go there I want to talk about [33:37] technology and policing so this would be [33:40] one of the things that we talk about and [33:41] be a good opportunity to ask questions [33:43] at that point [33:45] and in terms of so um in terms of the [33:48] crimes we're hearing a lot about car [33:50] accidents and speeding it's it's huge so [33:52] is that capturing that so people could [33:54] look within their neighborhood those [33:56] kinds of things happening [33:58] So currently this dashboard is [34:00] specifically a part one problem [34:06] eight top serious crimes but crashes [34:10] absolutely is actually one of those [34:12] things that we actually had on our [34:13] mission action items is because the data [34:16] is there and we can actually create [34:17] another layer or a separate dashboards [34:20] simple looking at crashes so that [34:22] capability does exist this was just kind [34:24] of like the initial launch to kind of [34:26] showcase the platform itself of what it [34:29] can do and now it's really opening up [34:30] before the case to figure out what is it [34:32] that the community bonds like officials [34:36] okay thank you [34:40] um Chief will this help in terms of the [34:42] police response time [34:45] addressing Primes [34:47] will just help it anyway [34:49] this this specifically well that that [34:51] would be more of a patrol finder thing [34:53] but this is more of a reporting [34:54] dashboard than anything [34:56] no answer your question no display [34:58] cannot be used to identify hot spots and [35:01] then Target those areas [35:03] well this is this is more of we'll [35:06] explain to the terms of historical event [35:07] the actual [35:09] initial response wouldn't have an effect [35:15] any other questions [35:17] yeah and there's a lot of information [35:19] here when you look at it again Matt's [35:22] put a lot of time and effort in it [35:24] it's just starting so it's a months ago we had an idea of purchasing [36:59] a spear apparatus to replace two [37:02] apparatus that are 20 I think 23 years [37:04] old America La France they are no longer [37:07] being produced we can't get parts for [37:10] them very difficult [37:12] so our goal was to purchase one new [37:14] apparatus [37:16] take the two Miracle of France make a [37:19] decent one out of that and that would [37:21] still be a spare rig and the other rig [37:25] that was comparable but not worthy for [37:28] the street we would bring up to our [37:30] training Tower which is just we're just [37:33] completing reconstruction there so that [37:37] apparatus will be able to remain there [37:39] when our crews go up there to train they [37:42] don't have to take equipment off of [37:44] their [37:45] Frontline apparatus and if A call came [37:47] in they would be able to respond in the [37:49] time they land so we reached out to some [37:53] women in Santa Barbara and some of them [37:54] instead and they were able to help us in [37:59] post [38:00] um post budget funding [38:03] so some of them in Santa Barbara is has [38:06] secured 675 [38:09] 000 and some women stacked 125 000 for a [38:14] total of 800 000. [38:16] um there's no Financial liability to the [38:19] city [38:20] we filling out the paperwork if you can [38:23] see okay we'll move forward we won't see [38:26] the money until probably July of 2024. economic Workforce [41:23] Development and strengthen local [41:25] neighborhoods our cebg funds CD funds [41:29] were used for rental subsidies including [41:31] rental cars for those at risk [41:33] homelessness security deposit and rents [41:35] for those moving out of homelessness and [41:37] that was how we move forward in [41:39] enhancing housing opportunities our CD [41:42] cdbgcb funding which is for soil [41:45] business grants for businesses impacted [41:47] by coping 19 free business training and [41:49] workshops were held to enhance the [41:51] skills of business owners and [41:52] strengthening local neighborhoods to [41:54] streetscapes beautification project [41:55] Planet nearly 100 trees throughout the [41:58] nrsa and urban neighborhoods of [42:00] Schenectady local youth were taught [42:02] about various tree types soils and how [42:04] trees impacted the environment and the [42:06] city they live in the Jerry Burrell Park [42:08] was also restored this year new [42:10] playground equipment basketball courts [42:12] trees will directly impact 10 000 [42:15] residents that live near the park safe [42:17] house ain't the only China City also had [42:20] a front walkway and retained wall [42:21] completed with the use of the cdbg funds [42:24] so we are our presentation of the report [42:27] and announcement we have an additional [42:29] call clarity [44:37] in terms of I did have some questions [44:39] because this would have been our third [44:41] supplemental Bond ordinance so I just [44:43] want to make sure that we had enough [44:44] money in place and we weren't seeing [44:45] this again and the reason actually for [44:47] the entry so Mr Ferrari sent that [44:50] information that's why I think we moved [44:52] it forward to be a larger three-phase service we have [45:38] three-phase power at [45:40] facility in Greenhouse uh this is an [45:43] easement to bring uh to a new line with [45:46] two new polls two approximity on Ashmore [45:48] Avenue where we'll then meet up and be [45:50] able to power a new uh pool complex [45:54] any questions [45:59] thank you [46:02] the next time uh I'll begin this [46:04] discussion Zoning for cannabis [46:06] dispensary and smoke and vape shops bait [46:08] shop [46:09] so we've been talking about a lot about [46:11] vape shops smoke shops and also about [46:12] the cannabis dispensary when we opted in [46:15] we didn't have zoning in place that [46:17] covered this so we've been talking to [46:18] the Law Department here they've invited [46:20] everyone to actually come and have a [46:21] discussion so that we can talk about [46:23] throughout the city where we'd like to [46:24] see these or or not like to see those so [46:27] at this point in time it's really [46:29] discussion around where we've um how the [46:32] council what the council would like to [46:33] see Mr colon you can experience found [46:35] that a little bit more [46:37] um wanted to just kind of discuss what [46:39] you'd like to see from the council in [46:40] order to move this forward sure [46:43] first I just want to thank the constant [46:45] people who've stopped by to discuss [46:47] zoning in I think a grander scale and [46:51] also specific to these particular issues [46:54] facing the city [46:56] um [46:57] and I've been in contact with the [47:00] development department to talk about you [47:02] know best practices obviously and [47:03] certain constant people have let it be [47:05] known to me [47:06] um their thoughts on you know what [47:09] districts to allow it or whether or not [47:13] the best route is an overlay [47:16] um you know I think [47:18] it's really on the council to determine [47:20] what is in the best interest of the City [47:22] by and also rely on the expertise of the [47:25] development department and the other [47:26] applicable departments [47:29] you know I there are other [47:31] municipalities still grappling with this [47:33] issue [47:34] um you know Rochester has already [47:36] codified how they're approaching [47:39] um cannabis dispensaries and obviously [47:42] something that we've talked about is [47:43] that smoke shops and vape shops for the [47:46] purposes of zoning have to be treated [47:47] similarly similarly to cannabis [47:50] dispensaries that came from New York [47:52] State's regulations [47:54] and as it currently exists we don't have [47:57] anything when our zoning code was [47:59] established there was nothing that [48:02] foresaw this change in the Law related [48:05] to cannabis dispensaries and smoke shops [48:08] and vape shops becoming more common [48:12] um [48:13] currently as you're all aware there's [48:16] this cannabis dispensary that's open on [48:18] Upper Union [48:19] certainly we're at a point now where it [48:23] would be very difficult for the city to [48:24] do anything to stop that one [48:26] establishment however [48:28] you know the council decided that you [48:31] know the Upper Union Corridor where that [48:34] current dispensary is is not somewhere [48:36] where you want to see other dispensaries [48:38] and you zone for that that would be a [48:42] pre-existing non-conforming business and [48:44] they could still operate [48:46] so you know I continue to encourage the [48:50] council people to come in and talk to us [48:52] talk to the development department [48:53] particularly Christine premiano who [48:56] knows zoning very well [48:59] um you know obviously [49:01] there are aspects to this that are more [49:05] complicated [49:06] um you know not just where are you going [49:08] to allow it but then what restrictions [49:10] are you going to place on the businesses [49:12] is it going to be as of right or you [49:15] know in a particular District they could [49:16] operate as of right or are you going to [49:18] require these types of businesses to get [49:20] for example special use Improvement so [49:24] um you know I I would prefer obviously [49:27] that you know the council to [49:29] come forward or counsel people to come [49:31] forward with a proposal [49:34] certainly the Law Department can draft [49:36] something but we don't you know to be [49:39] honest we don't want it to be coming [49:41] from us we want it to be the council's [49:44] decision and changing the code and [49:46] obviously this is going to be something [49:48] that is probably not going to pass right [49:50] away without quite a bit of discussion [49:52] to um you know figure out where the [49:55] consensus is in terms of where it's [49:57] going to be and then what restrictions [49:59] um you know the council will place on [50:02] the establishment of those types of [50:04] businesses [50:06] happy to answer any questions you know [50:08] either here or if anybody you know has a [50:10] question later on you know you know how [50:12] to reach out to me I'll try to make [50:13] myself as available as necessary if you [50:17] want to come in to you know talk to me [50:19] or talk to Mr Marnie talk to Ms primiano [50:22] we want to make ourselves available so [50:25] that you know we can have something in [50:27] our code sooner rather than later [50:38] I think making it clear uh [50:41] differentiation to anyone listening or [50:43] also in the room regardless of where we [50:45] put uh zoning that doesn't restrict its [50:48] usage throughout our city [50:50] generally that's correct yeah [50:53] um you know for example if you go to The [50:54] Dispensary on Upper Union you certainly [50:57] you can make a purchase there and then [50:59] you know go through downtown and you [51:01] know have whatever you purchase and and [51:03] smoke it right or anywhere else in the [51:06] city for that matter well we have a [51:08] restrictions in the park right right [51:11] um you know so long as this is not [51:13] prohibited in certain places [51:15] um and obviously we've you know the [51:16] council has taken action to restrict it [51:19] in in Central Park [51:21] right and and all the other parts for [51:24] that matter right [51:25] um but certainly you know barring any [51:28] other statute [51:30] um you can you know use it in another [51:33] place [51:34] um so it I know that I appreciate the [51:37] question because I know some people [51:39] think that it will create a limitation [51:42] on where it can be used limitations [51:44] already exist [51:46] um but where it's not limited it would [51:48] therefore be permitted to be used [51:53] as far as yeah I would just uh invite my [51:55] council members to consider um the [51:57] spirit in which this legislation was [51:59] drafted with the state [52:00] um I think it's Unique in the way that [52:02] there is a you know uh social uh justice [52:06] component to this that um people who um [52:09] for marginalized communities who have [52:11] been disproportionately impacted by [52:13] prohibition laws [52:14] um there's right written right in the um [52:17] in the legislation that you see from the [52:19] state [52:20] um that uh you know there is an effort [52:23] to correct a historical wrong there so I [52:25] think that um as we consider zoning [52:29] um and we're you know prohibited uses [52:31] things like that that we just are [52:33] mindful of we're looking through that [52:34] same lens of the spirit of the [52:36] legislation from the state [52:41] do you know right now where they are [52:43] there was a there was a stay on that a [52:45] hold on that because there was a lawsuit [52:47] so do you know where that lawsuit is [52:49] right now I think it currently is at a [52:52] place where uh there's an injunction [52:54] preventing uh the safe from issuing [52:57] licenses right now [52:59] um I have no idea what the timetable is [53:01] for you know that lawsuit [53:05] so I I and I'm not aware of any other [53:08] entities seeking to do business in the [53:10] city of Schenectady that do have in hand [53:13] a license other than the one that's [53:15] currently open [53:17] um [53:18] so you know [53:21] whether or not you know that lawsuit is [53:24] dragged out or [53:26] um or ends tomorrow uh obviously you [53:29] know as you all know and I'm sure you [53:31] know people at home know [53:32] um the zoning is going to have to [53:34] obviously be put in place we'd like it [53:36] to happen sooner rather than later but [53:38] you know we wanted to be relatively [53:40] comprehensive to address the concerns [53:42] that you all have and people of [53:44] Schenectady have [53:46] so in terms of timeline I mean how how [53:48] soon would you like all council members [53:50] to come and have discussions for us to [53:51] bring things to you so that we can have [53:53] this done in somewhat of a timely manner [53:56] obviously you know I think that's really [53:58] a question for the council [54:00] um you know the sooner you come to us to [54:02] discuss it and kind of you know figure [54:05] out you know where your fellow council [54:07] members stand on it and you know propose [54:10] something to the council you know [54:11] something tangible and to discuss and you know negotiate over the better [54:17] off I think will all be [54:19] um you know I couldn't tell you that you [54:21] know [54:22] next week is it you know a deadline I I [54:24] can't create that this is really a [54:26] question for the council in terms of you [54:29] know and I've only spoken to some of you [54:30] about this where you stand on this and [54:32] you know um what you see both in terms [54:35] of locations where you're going to you [54:38] know where you believe we should allow [54:40] it and then what restrictions we should [54:42] put in place and I say restrictions I [54:44] mean that not to say you can't do [54:46] something but what types of permissions [54:48] is the city going to Grant whether it's [54:50] a special use permit certainly so I [54:52] think that site plan approval if you're [54:53] going to open a new business [54:55] that's going to be a question for the [54:57] council but why you know I've been [55:01] saying it for a little while now you [55:02] know I encourage you to reach out to me [55:04] and you know share your thoughts I know [55:05] some of you have and I appreciate that [55:07] um you know the way I would view it is [55:10] start with the geographic areas in the [55:12] city where you think you know you're [55:14] okay with having those types of [55:16] businesses and then once you've [55:18] identified that [55:20] start thinking about the restrictions or [55:24] the requirements they're going to in [55:25] place put in place for the sense of [55:27] businesses to operate [55:30] and there's already existing [55:33] restrictions in certain I mean for [55:35] example I keep hearing 11 000 puts in [55:38] terms of like not within a thousand [55:41] people to school I think I mean those [55:43] must be state regulations that we'd also [55:45] have to but I will give you a call I [55:47] wasn't aware that um [55:49] doing that so that so we reach out to [55:52] you try to come in and have a one-on-one [55:53] but there are existing restrictions [55:57] right the state has put in place certain [55:59] restrictions [56:00] um and they do they have made those [56:02] determinations when they've granted [56:04] licenses [56:06] um you know in other words you know if [56:09] you're within so many feet of a school [56:11] the state will not issue a license to [56:14] begin with [56:15] um it's based on the location not [56:18] necessarily just the entity that's [56:20] looking to open it [56:22] mayor [56:25] in that [56:26] with a thousand feet from school sounds [56:30] logical makes sense it actually reads a [56:34] thousand feet and the Second Street [56:35] right so where we had the [56:38] facility open uh or Union Street [56:44] schools around the corner of Baker [56:47] Avenue within that distance but it's not [56:50] on the same street and so again I think [56:53] the state's intent who's in the right [56:55] direction but some of the actual [56:57] implementation was flawed yeah and so I [57:00] totally agree we have to look at that [57:03] like we have [57:05] no smoking Zone around City Hall Ellis [57:07] Hospital has one around their facility [57:09] so there are some facilities like the [57:12] city parks we're getting I think people [57:14] accept it and make sense it's logical uh [57:18] in general it's not enforcement people [57:20] are compliant and how do we get that [57:22] message out and so that it's not [57:25] creating a negative impact for [57:29] other businesses or people who are in [57:31] the community [57:35] any other questions regarding this Miss [57:38] Williams I would say I know that [57:39] councilman on palomini recommended the [57:41] specific districts and I think just put [57:44] it out there for digestion I think my [57:47] only issue with that is just I feel like [57:49] it was very restrictive [57:50] um [57:51] and my conversations that I've had with [57:53] Mr Colton he's mentioned [57:56] probably leaning closer towards full [57:57] release just because of how our city is [57:59] currently district and how putting it in [58:02] any one zoning can [58:05] make things difficult moving forward for [58:07] us to manage within the city [58:08] and I think also [58:12] going on his recommendation of using our [58:13] special use permits in a particular way [58:15] I know for myself whenever I look at [58:17] potentially opening up the downtown area [58:19] one of the issues that we currently hear [58:21] from not only [58:23] business owners but also residents and [58:25] people patronizing it is limited parking [58:27] so I think uh understanding where we [58:31] would not want to see these areas is a [58:33] place to start and trying to make sure [58:35] that we make the most of each of these [58:36] conversations I think everyone [58:37] recognizes this is a big topic but I [58:40] think in addition to having our [58:42] one-on-one discussions I'm looking [58:43] forward to having a discussion with [58:45] Kristen I keep hearing how she's the [58:47] subject matter expert in this area I [58:49] think I would like to hear if everyone [58:51] feels comfortable where you do not feel [58:53] comfortable with these types of [58:54] businesses existing in the city [58:59] I certainly appreciate the concerns I [59:03] think they're valid [59:05] however the [59:07] recommendation for industrial zones is [59:10] similar to that that's been used for [59:11] other businesses and types of activities [59:14] in the city it's nothing new secondly [59:18] we've also looked at things like for [59:21] instance specific neighborhoods with [59:22] liquor stores and we said we didn't want [59:24] them there so to [59:28] I guess [59:30] to say that we can't put those [59:34] restrictions or put those businesses in [59:37] certain areas where quite frankly the [59:41] parking issue is taken care of it [59:43] doesn't prevent people from using it [59:45] throughout the city it's a large space [59:49] in order for a business to operate it's [59:51] safe to meet the m1m2 zoning makes sense [59:57] but [59:59] and it's been done for other other [1:00:01] businesses in other types of activities [1:00:04] so I think [1:00:06] perhaps we need to take a little bit of [1:00:09] a further look into some of the things [1:00:12] that have happened previously in order [1:00:14] to really understand the zoning aspects [1:00:17] so that we can all be on the same page [1:00:23] so whatever that's all council members [1:00:25] to do is to submit is the 14th good [1:00:27] enough for the right time first half is [1:00:29] our next meeting the 14th okay to submit [1:00:31] your concerns your what you would like [1:00:33] to see you know all of that to Mr Colvin [1:00:36] and also make sure miss Mike who's [1:00:38] included on that email to by the 14th so [1:00:42] that we can then have this more in-depth [1:00:44] discussion on the 18th which is our next [1:00:47] committee meeting [1:00:52] you know to definitely send in you know [1:00:55] some of your thoughts I think that this [1:00:57] is a situation where we want to be [1:00:58] really uh mindful that we're giving [1:01:01] input from the community [1:01:03] um so we're not making decisions based [1:01:05] on our limited scope I think that it's [1:01:06] really important that we engage your [1:01:07] community [1:01:09] um and talk to people so when we come to [1:01:10] the table we're not just bringing our [1:01:12] own ideas but maybe ideas that we can [1:01:15] agree with or even disagree with just so [1:01:17] we know that I'm worthy for discussion [1:01:18] right so when we get to that you know [1:01:20] we're going to have a public discussion [1:01:21] absolutely yeah between now and four [1:01:24] teams I think that it's worth it's [1:01:26] nobody for people to you know reach out [1:01:28] to the council member absolutely okay [1:01:31] any further discussion [1:01:33] okay so we'll bring this back in two [1:01:34] weeks [1:01:36] our next item exception is establishing [1:01:39] a six-month moratorium [1:01:41] uh the submission and processing the [1:01:43] Builder building permits for uh Smoke [1:01:46] Shop Safe shops and tobacco and the [1:01:49] consumption businesses there was a [1:01:50] public hearing on uh the 14th during the [1:01:53] public hearing we had four speakers and [1:01:56] the speakers were mostly talking about [1:01:59] um the fact that what I got something [1:02:01] from it that to close them or to not [1:02:04] have them but this is really a [1:02:05] moratorium on the existing ones are [1:02:07] there and they're not that's not going [1:02:09] to change but the moratorium would be [1:02:11] that during that time no new ones could [1:02:14] open so um open news up for a discussion [1:02:17] again at this point in time Mr Colden [1:02:20] can explain what would the process be [1:02:23] if we were to move forward the [1:02:28] ordinance would be presented to the [1:02:31] planning department at the County uh for [1:02:34] review [1:02:36] they have roughly 30 days to provide us [1:02:39] with their opinion on the moratorium [1:02:42] whether they're in favor of it or [1:02:45] against it or as I suppose have no [1:02:47] opinion of it [1:02:49] based on [1:02:50] the response from the county if the [1:02:53] county was to not be in favor of it that [1:02:57] doesn't prevent the city council from [1:02:59] moving ahead with the ordinance but you [1:03:01] need a super majority to approve it if [1:03:06] the county were to come out in favor of [1:03:09] it [1:03:10] then it could pass by simple majority [1:03:17] fun especially if we are in that [1:03:19] questions [1:03:22] I know part of the discussion was [1:03:24] evaluating how important it was [1:03:26] continuing on [1:03:28] Mr Woodbury is not here at the moment Mr [1:03:30] May are able to speak to any progress [1:03:32] made in that department [1:03:35] they continue to do that not only in [1:03:38] these shops but other venues who need a [1:03:42] certificate of occupancy need of [1:03:46] excuse me a public assembly permit [1:03:51] don't have a summary on that but I told [1:03:53] Jen that would have naeem call him [1:03:57] tomorrow if you want that put together [1:03:58] for the council as a whole we have it [1:04:01] set out assume tomorrow or first thing [1:04:04] the following morning [1:04:07] and if I'm going to say if people get [1:04:10] any complaints [1:04:13] call them into naive because again we [1:04:17] can generally know all the places some [1:04:19] have popped up and are trying to be [1:04:22] compliant other ones are [1:04:27] going down with a classified's an [1:04:29] interesting pathway for opening business [1:04:34] Miss Williams and the only reason why I mentioned that and please chairman is [1:04:38] to call them if I summarize anything you [1:04:40] say inaccurately moving forward with the [1:04:43] moratorium is a very serious action that [1:04:45] the city is going to undertake and I [1:04:47] think it is important for us to hedge [1:04:49] our vets and continue moving forward [1:04:51] with that as an action item however if [1:04:54] it is not needed I absolutely would like [1:04:56] to stress the importance of cautioning [1:04:58] and then if we're identifying that the [1:05:00] enforcement is curbing a lot of those [1:05:03] concerns that we've had and been [1:05:04] receiving from the public I think that is something that should be taken [1:05:08] into consideration when we essentially [1:05:09] approve or deny move forward with [1:05:14] Mr Farley I would just um kind of echo [1:05:17] what Mr Williams was saying I believe [1:05:19] that it's best for us to graduating [1:05:21] interventions and I think that we'll [1:05:23] know um once we get the um information [1:05:26] um from the name I think that we're in a [1:05:28] better position to make a more informed [1:05:30] decision on what we're going to do [1:05:31] moving forward and I think that that um [1:05:33] would just be a wise choice to make sure [1:05:35] that we have the information in front of [1:05:36] us before we uh make a decision [1:05:44] the moratorium only makes sense I mean [1:05:47] we're talking three four months at the [1:05:50] most if we do our business [1:05:51] um those that are already in the [1:05:54] pipeline of being [1:05:56] granted ability to open business they're [1:05:59] not impacted at all it would just be [1:06:01] those who are looking that's going to [1:06:03] take some time anyway probably a couple [1:06:05] months so we're talking about maybe a [1:06:07] month or two of the most we've done [1:06:08] these in the past there's been no [1:06:10] comment about these being Extreme [1:06:13] Measures we've done them with with other [1:06:16] activities like convenience stores it's [1:06:19] been no issue you can quite frankly you [1:06:22] probably didn't do a very good job on [1:06:24] that in my opinion of what the [1:06:26] convenience stores of getting the zoning [1:06:29] done in an effective and efficient [1:06:32] manner but if we did our business an [1:06:35] appropriate manner here we're talking a [1:06:37] matter of three four months it helps the [1:06:40] enforcement aspect because if a new [1:06:42] store pops up you automatically know [1:06:45] they're illegal um and it allows the [1:06:48] enforcement aspect of ketchup to those [1:06:51] businesses that are out there to the [1:06:53] mayor's point of dealing with those [1:06:57] businesses that are doing [1:06:59] appropriate map we have a number of [1:07:01] business who are but there's also those [1:07:03] who aren't so this just gives us the [1:07:05] time to catch up get our act together [1:07:08] get the zoning done relatively rapidly [1:07:11] and figure out how to go down that road [1:07:15] and make sure that the complaints we're [1:07:16] getting from the neighborhoods stop [1:07:19] because there is significance of concern [1:07:22] has been brought up with several [1:07:23] neighborhood association meetings [1:07:25] particularly Bellevue and some other [1:07:28] neighborhoods of there's too many smoke [1:07:31] shops within this area we know some of [1:07:33] them weren't properly open and this [1:07:37] gives us the chance to [1:07:39] really catch up with the enforcement but [1:07:41] also deal with the zoning issue [1:07:48] Mr Golden [1:08:33] so be limited to the smoke shops vape [1:08:35] shops and similar crops that do not [1:08:38] include cannabis dispensaries [1:08:42] so what's before us now is that we would [1:08:44] if we were to move forward it would go [1:08:46] 30 days they would have their knees have [1:08:48] to come back to the council once again [1:08:50] correct so the [1:08:53] presumably if the council were to move [1:08:55] ahead with this next week [1:08:58] um it would then and if it passes it [1:09:00] would then go to the county development [1:09:02] Agency for review and they have 30 days [1:09:05] and then it would come back and during [1:09:07] that time period obviously you know the [1:09:09] council can you know obviously be [1:09:11] getting the the zoning process of these [1:09:14] types of businesses and it could be that [1:09:16] 30 days from now or 30 days from when [1:09:19] you send it to the count the account [1:09:20] date [1:09:21] um [1:09:22] you know you've established zoning and [1:09:24] you have something set you don't have to [1:09:26] move forward with the moratorium at that [1:09:28] time however at least you know you start [1:09:30] the process by sending into the county [1:09:32] that doesn't require you to take action [1:09:34] if the county were to come out in favor [1:09:37] of a moratorium or be supportive of it [1:09:40] Council can still say we're not going to [1:09:42] move ahead to them Mr Farley I would say [1:09:45] just um in to be responsive to what [1:09:48] we're hearing from the community and um [1:09:50] uh definitely neighborhood association [1:09:53] meetings and they're expressing as a [1:09:55] concern I guess to Mr Coleman's point of [1:09:57] moving forward what uh [1:10:00] take away the opportunity for us to get [1:10:02] the information from name and we still [1:10:05] have the opportunity to look at that [1:10:06] information and then decide whether we [1:10:08] want to move forward or not and if we're [1:10:10] already you know but I guess it would be [1:10:12] wise to move forward therefore you still [1:10:14] have that opportunity if not we can just [1:10:16] you know we'll be somewhat wasting time [1:10:18] where we don't need to waste time [1:10:19] because we decide that's the action we [1:10:21] need to take try to give us the [1:10:22] opportunity to make a definitive [1:10:23] contain the electrons as possible what [1:16:52] we've done is uh [1:16:56] we have finished the construction [1:16:59] documents so everybody's welcome to leak [1:17:02] through that video issues the whole [1:17:04] project is activated and I you just feel [1:17:07] that we don't really know what the [1:17:09] actual cost could possibly be until we [1:17:11] get to this so we had to walk through [1:17:13] coming through on Friday we have [1:17:15] contractors [1:17:16] um [1:17:17] that we've restructure from every corner [1:17:20] and we're hoping to get some good dollar [1:17:22] bids and then we ignorance actually [1:17:24] what's the deficit is so my [1:17:27] understanding right now is that you're [1:17:28] requesting a four-month extension from [1:17:29] the council okay [1:17:39] can work with [1:18:41] you can go down the cost to quickly if [1:18:43] we can usually contractors separate [1:18:45] ideas on that and if we have to put the [1:18:48] project into occupancy in two phases [1:18:52] um we fit it that way so we'll know that [1:18:56] how much we could actually accomplish [1:18:58] with your 1.25 and we've designed it such that the [1:19:03] building is occupiable at that point [1:19:06] so it may not be fully occupied but it [1:19:08] is fully accessible toilets or match the [1:19:12] occupancy and many of the programs would [1:19:15] be able to [1:19:17] money for the capital [1:20:13] project is [1:20:16] um [1:20:17] two Grant applications one is the [1:20:21] historical preservation program grant [1:20:23] for African-American spaces this grant [1:20:27] is a state Grant and it's up to you can [1:20:30] apply up to five hundred thousand [1:20:32] dollars for Capital Renovations we've [1:20:36] had our eye on this for quite a while [1:20:39] and we've gotten some letters of support [1:20:42] to apply for this grant it's opening [1:20:45] back up September 9th and we're also [1:20:48] looking at a niska grant which is also [1:20:52] for Capital Improvements [1:20:54] which Barb had sent us it's I believe [1:20:59] you can apply for up to 250 000 so those [1:21:02] are both opening up this week [1:21:06] and [1:21:07] um we've met with some of our County [1:21:10] legislators [1:21:12] um hoping that they will support us and [1:21:15] piecing together the rest of this [1:21:17] funding to open a building they're [1:21:20] supposed to be discussing our project [1:21:22] with the rest of the county legislators [1:21:25] this week as well [1:21:27] we were really hoping when we started [1:21:30] our bid process that you know the 1.25 [1:21:34] would be like the majority of the money [1:21:37] for this project and as you have heard [1:21:40] the crisis have went up [1:21:42] and have increased quite a bit so we've [1:21:46] kind of had to switch gears a little bit [1:21:49] getting just kind of the budget back [1:21:51] from Barb and then going into the bid [1:21:55] process a few you know last week or so [1:22:00] um [1:22:01] so that's our plan [1:22:04] um I think that nobody wants to wrap up [1:22:08] this Capital project more than me [1:22:10] um I'm really hoping that these next [1:22:13] four months can [1:22:15] um help us to bring in the rest of this [1:22:17] money that we're successful with these [1:22:19] Grant applications of course having the [1:22:22] Arca award really is a point of Leverage [1:22:26] or the other applications and also for [1:22:29] the county to support us so we're really [1:22:32] hoping that we can close that Gap and [1:22:35] make it happen [1:22:36] by January [1:22:39] um [1:22:39] so that's what our plan is for bringing [1:22:43] the capital money yes it's the other two [1:22:47] Grant applications when will you hear [1:22:49] about the result of at this point in time on the requesty [1:24:41] forces to give a four-month extension to [1:24:43] get the bids all in and also to [1:24:47] um get that Gap and funding closed [1:24:49] Mr Farley I focus [1:28:01] on kind of like holistic Women's Health [1:28:04] I think that we would be of course open [1:28:07] to collaborating with the Empowerment [1:28:09] Center I don't know fully what their [1:28:12] scope is I think it's around Workforce [1:28:14] Development so it's definitely kind of [1:28:17] very different uh what we're doing I [1:28:21] think we could you know put it all Under [1:28:24] One Roof I don't know if [1:28:27] um it would make the most sense [1:28:29] programmatically kind of having people [1:28:32] come in for [1:28:35] uh Women's Health Services and dual [1:28:38] services and lactation counseling and [1:28:40] yoga and Workforce Development [1:28:43] um maybe I'm open to the conversation [1:28:46] and I express that to Ron and Kristen so [1:28:50] I'm happy to to have that and talk about [1:28:52] it more so now I have to step back [1:28:54] because I thought that the programming [1:28:56] was really focused on youth programs [1:28:59] a community center I mean that is what [1:29:03] we have heard in the past I think that [1:29:04] was the Grant application that we [1:29:06] received from the Carver Community [1:29:08] Center the arbor application I don't [1:29:10] think talked to women's holistic health [1:29:13] so although I just said Gee we don't [1:29:16] need to hear about the programming it [1:29:17] now sounds like there's a change in [1:29:19] emphasis [1:29:20] on what condition of the cargo Community [1:29:22] Center is as close to what you have been [1:29:25] coming to us for in the past they said [1:29:29] did you get to read through the yeah [1:29:31] okay [1:29:33] I just wanted to make sure that you had [1:29:35] it yeah okay well yeah all right did you [1:29:38] want to speak for that [1:29:40] um [1:29:41] sure I [1:29:43] um so in the past [1:29:45] we have kind of expressed not a youth [1:29:48] center was always a family center but [1:29:51] more of like a catch-all kind of Center [1:29:54] where we would rely more on Partners to [1:29:57] come in and run programming but over the [1:30:00] past four years or so I've been [1:30:04] practicing as a doula and a yoga [1:30:06] instructor prenatal yoga instructor [1:30:07] there's a large kind of Public Health [1:30:10] Initiative around maternal health and [1:30:13] there's some big legislation happening [1:30:15] next year with some [1:30:17] reimbursements around dual services and [1:30:20] getting people access to some of the [1:30:24] resources that we've been piloting over [1:30:27] the last two years I've kind of put in [1:30:29] the packet a little bit about that and [1:30:31] some of the grants that we received from [1:30:33] those pilot programs [1:30:36] um so I think that it has shifted a bit [1:30:40] um but we never kind of um we're [1:30:43] planning to be like a youth Drop in [1:30:45] Center [1:30:47] um but I think as we came [1:30:49] um back to the council and we spoke [1:30:52] several times and just working with our [1:30:54] board you know we really needed to have [1:30:57] a foundation and work from our strengths [1:31:00] and you know be able to have programs [1:31:04] that we can sustain and then we can have [1:31:06] additional Partners come in and you know [1:31:08] the community come in and utilize the [1:31:10] center but we really needed a game plan [1:31:12] to you know keep the center open Mr [1:31:16] Farley So to that point [1:31:19] um um yes with the large initiatives [1:31:21] that we see on the state and federal [1:31:22] level on what you're talking about I [1:31:24] think that that speaks to sustainability [1:31:26] so we're not so what we described as a [1:31:29] shift [1:31:31] um I think is also it was not only being [1:31:32] responsible for sustainability but [1:31:34] responsive to the community and I would [1:31:37] um [1:31:37] foreign [1:31:48] some of the benefits from being [1:31:51] Grassroots and I know we're used to [1:31:52] funding kind of big box nonprofits [1:31:56] um who've been around and been operating [1:31:58] for some time I think the reason why we [1:32:00] want to make sure that we're supporting [1:32:01] these type of things just for that [1:32:02] reason because you have the ability to [1:32:04] be responsible to the community and need [1:32:06] and it's also clearly an issue of equity [1:32:08] which is why we have to be mindful in [1:32:10] our approach when we're funding things [1:32:11] that we're doing in the heck of a manner [1:32:13] that we're not um just funding again our [1:32:16] large big box non-profits because that's [1:32:19] what we think some oil that's been done [1:32:20] and I think this coven money [1:32:22] um there's language in in the [1:32:24] legislation that speaks to um [1:32:26] communities that are greater impacted by [1:32:28] covert which Hamilton Hill is one of [1:32:30] those communities so I just wanted us to [1:32:32] be mindful and um and make sure that [1:32:34] we're being intentional about the way [1:32:36] we're receiving this information and [1:32:38] never allowing you to operate with them [1:32:40] at school and it seems like that's what [1:32:41] you're doing so thank [1:32:50] okay [1:32:53] Mr William uh first and foremost the [1:32:55] efforts that you and your team have [1:32:57] taken on our affordable uh you [1:32:59] continuing this narrative over the past [1:33:01] few years has required a lot of strength [1:33:04] and energy and that should not go [1:33:06] unnoticed I think where we're currently [1:33:08] at as a council and then correct me if [1:33:10] I'm wrong man McCarthy this project has [1:33:13] to be of success not just because the [1:33:15] impact it'll have within this [1:33:16] neighborhood but also the resounding [1:33:18] impossible in the community this has to [1:33:20] work whenever I hear of extensions my [1:33:23] mind immediately goes through all right [1:33:25] what is this success rate now as we're [1:33:27] functioning with a shortened timeline [1:33:29] and I hope that you appreciate just my [1:33:31] frankness [1:33:32] definitely there's going to come a [1:33:34] conversation topic ordinary of [1:33:37] is this project success succeedable [1:33:40] under its current management [1:33:42] and please I would like to hear everyone [1:33:45] else's opinion and I don't think that is your [1:34:36] plan [1:34:37] yours and the boards in terms of when do [1:34:40] you say okay we've been working on this [1:34:42] now for I think eight eight or nine [1:34:44] years [1:34:46] um like what's your next step if you [1:34:48] don't get this funding [1:34:51] so I think that you know [1:34:56] um [1:34:59] I think the next step if we don't [1:35:01] receive the funding right and we don't [1:35:05] um [1:35:05] and we lose the award right that's what [1:35:08] we're talking about [1:35:09] um I think we would [1:35:12] um have to scale back and and look at a [1:35:16] different space I think the thing that [1:35:19] we're already doing and we're working [1:35:21] out of the stocking and inner Bliss you [1:35:25] know it's not quite in the neighborhood [1:35:27] in the community that we want to work in [1:35:30] and that we live in and so we have to [1:35:33] really look at that and you know but [1:35:35] yeah I'm [1:35:39] and I I say that with all respect to the [1:35:42] effort that you as as Mr Williams did [1:35:44] you know the efforts that you've put in [1:35:47] um I hope you're hearing that because I [1:35:49] certainly have watched and seen the word [1:35:50] that work they're doing over these last [1:35:52] several years [1:35:53] um but I just do have that concern Mr [1:35:56] Farley well number one I appreciate the [1:35:59] concerns of the council members I think [1:36:00] that it's important that we are [1:36:02] considering you know what the forecast could [1:36:05] possibly look like [1:36:06] um again I would just you know say that [1:36:08] you know the same way that you know any [1:36:10] other project that um we have funded in [1:36:12] the city um there's contingencies and [1:36:15] the contingencies aren't met then our [1:36:18] responsibility to the city of [1:36:19] Schenectady is to move forward [1:36:21] accordingly and I don't see [1:36:23] um anything being different from Miracle [1:36:25] on Crabtree and I'd also just uh you [1:36:27] know just in plain language I mean like [1:36:29] you know it's important that you know if [1:36:31] we want this project to be successful [1:36:33] when we think this as a valuable project [1:36:35] you know Miracle correctly exactly is [1:36:38] asking for you know a specific amount of [1:36:41] money in a specific amount of timeline [1:36:42] if you feel that um the money [1:36:45] um if they need more money you know and [1:36:47] we have more money to support them [1:36:48] that's always an option [1:36:50] um so I I welcome that on from federal [1:36:53] council members if you feel that this is [1:36:55] a project that's important and speaks to [1:36:57] the our needs of the community and again [1:37:00] it's a very unique project [1:37:02] um and again and we talk the language of [1:37:04] equity a lot and and what we do about [1:37:07] this is a way to demonstrate equity and [1:37:10] to make sure that we're getting the [1:37:11] project what it needs to be successful [1:37:13] um and I think that we have an [1:37:15] obligation to do that and I think that [1:37:17] Our obligation stops once we come to our [1:37:19] reasonable agreement and if Marathon [1:37:20] pressure is unable to make uh fulfill [1:37:23] the agreement they're no different than [1:37:25] anyone else who's not able to fulfill [1:37:26] the agreement then um they want to [1:37:28] receive the funding but I think that um [1:37:30] it's important that we demonstrate [1:37:32] equity in our practice right now not [1:37:33] just again talk about it [1:37:36] so again sorry I just wanted to [1:37:40] piggyback off that um you know how do [1:37:44] you know my boyfriend here [1:37:45] manufacturing team [1:37:48] um five times News basketball champion [1:42:58] additional funds so [1:43:01] um I can start with the YWCA if you um [1:43:04] all right so the YW yeah the YWCA I [1:43:09] think let me just be clear that Mr [1:43:10] Ferrari sent us all the emails as he got [1:43:12] them and then last Thursday in [1:43:15] preparation for this meeting he sent it [1:43:16] all as one packet so and then it's also [1:43:19] printed out for you in front of you [1:43:21] um so the YWCA is asking for a six-month [1:43:26] extension and they're also asking for an [1:43:28] additional 750 000 dollars [1:43:32] the original request was to build [1:43:34] something called the Harbor House which [1:43:36] is [1:43:37] a building that's behind the current why [1:43:41] and and now they're asking for the [1:43:43] additional 750 to do some Renovations of [1:43:47] 42 units within their existing property [1:43:50] but we haven't um I have not gotten I've [1:43:53] asked for but I have not gotten kind of [1:43:55] some detail on what that really would be [1:43:57] and where women would be housed while [1:43:59] they're renovating and all that stuff [1:44:01] um they did uh the mayor hosted the [1:44:04] meeting here a couple weeks ago and so [1:44:08] they came and asked that so one of the [1:44:09] follow-ups was to say you wanted the [1:44:12] addition 150 extension they'd already [1:44:14] asked for excuse me at 150 7.50 but how [1:44:18] was the exact Amusement so we hadn't [1:44:20] gotten that yet [1:44:22] so I open that Alexa discussion [1:44:25] Mr Farm yeah so so there [1:44:28] are not changing their what they wanted [1:44:31] to do with their initial the funds that [1:44:33] were granted they're saying that they [1:44:34] want to do what they're not to do with [1:44:36] the initial funds [1:44:37] um for a harbor house and then the [1:44:40] additional funds that they're requesting [1:44:41] would be for a separate project correct [1:44:44] separate Gifts of their existing [1:44:46] building at um whatever number [1:44:48] Washington Avenue yes so their existing [1:44:52] building that they have and it's been [1:44:54] there for 135 years they want to do some [1:44:56] renovation in that building as well and [1:44:58] that's what they're asking for the [1:45:00] additional 754 and we don't have all the [1:45:03] details of that correct okay but the [1:45:05] initial Harbor House project could [1:45:09] stand alone from this project [1:45:12] do you understand what you're saying [1:45:13] yeah [1:45:17] so I see this then [1:45:21] piggybacking what Mr Crowley says as two [1:45:23] separate requests the request that we [1:45:25] have already approved which was Grant [1:45:27] they applied WE Post we agreed to it [1:45:31] this is almost like asking for another [1:45:34] Grant without going through a Grant [1:45:36] application process right somebody oh my [1:45:38] misunderstanding well I wouldn't call it [1:45:41] I guess you people get it like that but [1:45:43] I see it as a requesting additional [1:45:45] funds to make sure that their facilities [1:45:47] what's needed to cancel William the [1:45:50] women and [1:45:51] um as we've said costs have gone up and [1:45:53] so there's the Harbor House and then [1:45:56] they wanted they wanted to make sure [1:45:57] since they're creating this new facility [1:46:00] that they upgrade where people women [1:46:02] currently live as well so I don't know [1:46:05] if it's necessarily a new Grant request [1:46:06] but I understand how you can see it like [1:46:07] that [1:46:12] to do some do something yeah [1:46:16] if they had done two applications for [1:46:19] the classified as a nine percent [1:46:23] financing package [1:46:26] competitive process [1:46:30] Ary bhcr in the state they did not think [1:46:33] the cut set up so [1:46:36] what looking at now is a four percent in [1:46:40] the nine percent is a competitive [1:46:41] package you have to go out and compete [1:46:44] against projects within the community [1:46:45] within the region within the state [1:46:48] the four percent is more of a negotiated [1:46:51] process it's not as lucrative for the [1:46:54] developer but the Senators there that [1:46:57] make it work [1:46:58] and so they're approaching an ounce of [1:47:00] four percent and it will be again dhcr [1:47:04] which stole me the lead in terms of [1:47:06] reviewing it make sure it makes sense to [1:47:09] them that they would Grant those tax [1:47:11] credits to allow it to go forward and [1:47:14] then the city's money would be [1:47:17] uh to close the deal to do uh council [1:47:22] president pointed out some of the [1:47:23] original proposals and then some [1:47:27] necessary work in the building proper [1:47:31] that has been there [1:47:35] probably 60 years without major [1:47:38] Renovations maybe longer [1:47:42] so that they would have a new building [1:47:44] and then have the upgrades to the [1:47:47] existing facility it's [1:47:51] at this point it [1:47:53] and more optimistic about it than under [1:47:54] the competitive proposal or the four [1:47:56] percent again it's negotiated so we're [1:47:59] working with them working with the state [1:48:02] they're of course making requests [1:48:04] because anytime you get money from some [1:48:07] other source it makes it easier to put [1:48:09] it together and gives a greater level of [1:48:14] competitiveness [1:48:17] having said that it's no different than [1:48:20] miracle and pregnancy [1:48:22] the Empowerment Center this one until [1:48:25] you go out and have the final bid and [1:48:29] you've got a firm price from the [1:48:32] contractor there's widely varying [1:48:35] numbers of what the original assumptions [1:48:38] are and what we could actually do these [1:48:40] projects we don't want to get into [1:48:41] something where we don't have enough [1:48:43] money on the table to be able to finish [1:48:45] it and so as we're working with these [1:48:48] groups it's yes we want them to raise [1:48:50] money I want them to step up but at the [1:48:53] same time is [1:48:55] kind of like the city's money to close [1:48:57] the deal not to put it into your [1:49:00] starting and then only getting it [1:49:02] halfway done and you have something that [1:49:04] really doesn't serve anybody's needs [1:49:07] down [1:49:09] and so if you need um do you need are [1:49:12] you asking for additional information to [1:49:13] the other new 750 that Edition 715 [1:49:17] do you need more clarity on how they [1:49:19] wanted to send that are you still at new [1:49:21] Grant application well I mean so they [1:49:24] right now [1:49:27] we've [1:49:33] 700 said 750 000 dollars [1:49:38] they need an extension the six months [1:49:43] um so the total cost is 21.5 [1:49:48] million 1.5 million oh that's a good [1:49:52] question [1:49:53] versus the 750. [1:50:03] yeah it says yeah 21 points [1:50:19] I guess I mean can they do the project [1:50:21] that we initially awarded them in the [1:50:23] 750 000 can they do that project at 750 [1:50:27] 000. do the whole thing you can't [1:51:14] do the new building and leave the [1:51:16] existing building [1:51:19] kind of in a backward state that it's [1:51:22] not code compliant and it's only going [1:51:25] to have other issues going forward just [1:51:27] routine maintenance they've had issues [1:51:30] where pipes have broken [1:51:33] home ownership and everything too a [1:51:36] Basics very easy basis not quite as [1:51:39] cleanse [1:51:40] a do you have cancer sir [1:51:44] yeah so I it sounds to me like [1:51:47] so yes I would like to give more [1:51:50] information on that just because I want [1:51:52] to to draw just a little more clearly as [1:51:55] to how connected the projects are and if [1:51:59] the projects are connected and it's one [1:52:01] of those things that the mayor's saying [1:52:03] that we need to do it all or do nothing [1:52:05] you know I [1:52:07] you know mine's but my limited [1:52:09] information that I have I would think [1:52:11] you'd be better off to fund something in [1:52:14] a way that it can move forward and [1:52:16] actually produce their uh service their [1:52:18] Community then under fund it and then [1:52:21] again let it kind of be a waste of [1:52:23] resources but I I think that it's fair [1:52:25] to say like those are some questions [1:52:27] that I think for them to because I [1:52:29] didn't see that [1:52:31] so are you asking for them to come like [1:52:33] here and explain it or do you want it in [1:52:36] writing it'd be good if they could just [1:52:38] maybe send something you know just send [1:52:40] something over and we can reach out you [1:52:41] know definitely I can reach out [1:52:45] or are you looking for a funding [1:52:46] material and see exactly where they are [1:52:48] and then I'd rather them just give us [1:52:50] you know more information than needed [1:52:52] yeah you know they're not less but I [1:52:53] just kind of really want to see how the [1:52:55] two projects are connected and are they [1:52:57] uh [1:52:58] depending on one another [1:53:01] important mayor [1:53:04] my suggestion Council would be issue [1:53:07] like agree upon an extension and I don't [1:53:10] know if they could like give me the [1:53:11] information tomorrow I understand [1:53:13] they're working through that and it [1:53:15] might be two weeks it might be six weeks [1:53:18] before they have the numbers together [1:53:20] and what the uh [1:53:22] scope of the work is in what [1:53:24] would meet the standards for dhcr where [1:53:27] they would actually be able to assist in [1:53:30] the finances [1:53:31] so at this point I'm sorry no I'm saying [1:53:34] I agree but so are you being with the [1:53:36] accenting and the additional money [1:53:38] information um [1:53:45] I have a problem with this whole thing [1:53:48] and it's not just one project or another [1:53:51] the overall scope I mean you created a [1:53:55] process you created [1:53:59] contingencies [1:54:00] and now they're basically meaningless so [1:54:04] we talk about Equity we have 70 percent [1:54:06] 80 percent of the city that is a Justice [1:54:09] boarding community and you know it's [1:54:13] we've created these aspects to be put in [1:54:17] place and we're disregarded [1:54:19] so what does that say to the other [1:54:21] organizations and I think that's [1:54:23] something that we need to address [1:54:24] because that to me is is very [1:54:27] problematic because why create the [1:54:30] contingencies why have those things in [1:54:33] place as far as a process if we're not [1:54:36] even going to follow what we've put out [1:54:37] there [1:54:38] so my response is that we create the [1:54:41] process at that time and things ever [1:54:43] where they as they were things have [1:54:45] changed since then in terms of cost of [1:54:47] things all those things and additionally [1:54:49] the opportunities for every single [1:54:51] person who was going to funding would [1:54:53] send a letter saying where are you they [1:54:55] had an opportunity to come back and say [1:54:56] this is where we are we need a lot more [1:54:58] time we need more money we need whatever [1:55:00] so it's not like no one had the [1:55:03] opportunity they had the opportunity so [1:55:05] it's not like we said to one group you [1:55:07] can't come and talk to us or send us [1:55:08] additional information but to this other [1:55:10] group we can because because that's sort [1:55:12] of like what I'm hearing you say and [1:55:13] that's what I'm saying you know is we've [1:55:16] created these contingencies you guys [1:55:19] I've already known you put these [1:55:21] contingencies in place and then you're [1:55:22] saying that doesn't matter here let's [1:55:24] just do whatever as each one comes up [1:55:26] we're looking at each one as a one-off [1:55:29] instead of as a whole and now we don't [1:55:32] have a good track of where the money [1:55:34] stands we don't have a very good ex I [1:55:38] idea of how these costs are going to go [1:55:42] forward we knew when these projects came [1:55:44] that much of the costs were quite [1:55:47] frankly not even close to what they [1:55:49] would be [1:55:50] so we knew that going in [1:55:52] and so we granted the money anyway but [1:55:56] now we're saying that it doesn't matter [1:55:58] I think that's a problem for other [1:56:00] organizations and I think just being [1:56:03] consistent is important [1:56:07] in terms of [1:56:08] um go ahead not only the organizations [1:56:11] that we did Grant Arbor funds to but [1:56:13] everyone who put in an application as [1:56:15] well [1:56:16] um seeing that you didn't follow what we [1:56:18] some guidelines that we put forward [1:56:21] but the restrictions and guidelines went [1:56:23] towards the one that we've done [1:56:25] absolutely so but they're thinking now [1:56:29] you know I just don't think it's [1:56:30] appropriate I I understand the point I I [1:56:34] have not had any organization come back [1:56:36] and say why didn't we we get funded but [1:56:39] I understand your point Thank you so far [1:56:41] well again I you know I can appreciate [1:56:44] the concern but I think that you know uh [1:56:46] especially around the president that it [1:56:49] says but I think we need to be clear [1:56:50] that even like whether some of our city [1:56:52] projects that uh people voted in [1:56:55] unanimous yes for [1:56:57] um have [1:56:58] uh budgets have almost doubled [1:57:02] um and we still owe it yes in [1:57:04] consideration [1:57:06] um for because of Ontario costs and [1:57:07] things of that nature so I think that if [1:57:10] we're going to give that level of [1:57:13] um of Grace understanding and responding [1:57:17] to what's happening with our city [1:57:18] project City projects I mean surely we [1:57:21] you know we'd be suited to do the same [1:57:23] for our organizations and especially the [1:57:25] smaller organizations in particular [1:57:27] because again some of our city [1:57:29] um projects which are great projects [1:57:30] what we all stood behind um unans people [1:57:33] yes have a cost to have almost double [1:57:36] and we still supported them unanimously [1:57:39] we're always talking about Community [1:57:41] input we want to talk about the cost of [1:57:43] going for the pool largely a lot of [1:57:46] those costs increase because of input [1:57:48] from the community asking for a splash [1:57:52] pad asking for all their stuff so that's [1:57:54] where a lot of the costs increase and [1:57:56] secondly if you have put contingencies [1:57:58] on the city projects then okay we're [1:58:02] comparing apples apples but we're not [1:58:04] those contingencies weren't put on so [1:58:07] that's the issue and so when we talk [1:58:10] about these organizations we talked [1:58:12] about the ones who weren't funded and [1:58:13] they're looking at well hey you know [1:58:15] we're granting money to a project that [1:58:18] wasn't even applied for that's a problem [1:58:21] when we look at [1:58:23] getting rid of contingencies which we [1:58:25] put in place and saying now we'll give [1:58:28] this one five months we'll give this one [1:58:30] eight months we brought into a [1:58:32] credibility problem [1:58:34] in order to give an extensions prior to [1:58:36] this [1:58:37] so this is not the first time which [1:58:39] projects which what did we would gave an [1:58:42] extension um where there was a [1:58:44] particular extension that we gave it's [1:58:46] like probably almost all the projects of [1:58:47] like a top almost a year that was from [1:58:50] last September right to this September [1:58:53] right so that was the contingency [1:58:55] emotionally uh contingencies and by 9 23 [1:58:58] right yeah [1:59:01] so yeah I I understand what you're [1:59:04] saying but I don't think that you're [1:59:05] actively represent representing block [1:59:07] was set so when you say when you say [1:59:09] like there's a contingency and then [1:59:10] we're just saying oh that contingency no [1:59:12] longer doesn't matter that's definitely [1:59:14] not what I'm saying but what I'm saying [1:59:16] is that the same way that we made [1:59:18] reasonable decisions based on new [1:59:20] information that was presented when we [1:59:22] looked at some of our city progress even [1:59:23] if the cost doubled without a [1:59:25] contingency on it [1:59:27] um that's still the pretty significant [1:59:28] thing to double the cost of a project [1:59:30] but collectively we understood how that [1:59:32] could happen and when you numerously [1:59:34] supported that so I just think that we [1:59:35] need to have the same metric when we're [1:59:37] looking at some of our community [1:59:38] organizations if not we do have a [1:59:40] problem with credibility but it might [1:59:41] not be the one you jerk on [1:59:44] so [1:59:45] at this point in time the question [1:59:48] becomes they want they're asking for a [1:59:50] six-month extension but they're also [1:59:51] asking for additional 600 750 000 so [1:59:55] um [1:59:56] but what I'm hearing is that you [1:59:58] consider the extension but want [1:59:59] additional information about this other [2:00:01] part of the project is that [2:00:02] I think so although I think what I'm [2:00:04] also hearing from the mayor [2:00:07] meeting that you had is that part of the [2:00:09] issue with this additional 750 is so [2:00:11] that they can get that better 40 I mean [2:00:14] it's that my understanding that [2:00:15] correctly four percent is not a better [2:00:18] rate you could say yes competitive [2:00:21] it's an option that's out there [2:00:24] English but to get the numbers who are [2:00:25] kept to a larger project and so they're [2:00:28] still going through some of the cost [2:00:29] analysis and it has the meat [2:00:33] criteria Within bhcr's review so where [2:00:38] they didn't make the cut and the nine [2:00:41] percent they're now oh I see okay reach [2:00:44] out to DHA arts and was can't we do this [2:00:46] on a [2:00:47] four percent [2:00:49] again where the nine percent is you put [2:00:53] it in it's yes you get it no you don't [2:00:56] the four percent is more of a negotiated [2:00:58] process so we go in and say well you [2:01:00] know if you had [2:01:01] extra assistance from the city council [2:01:03] you could do part of this or do we have [2:01:06] to finance the whole amount through a [2:01:09] developer [2:01:11] and it's uh [2:01:14] it's not as lucrative for the developer [2:01:16] but it's a process that I believe will [2:01:19] allow that project to go forward but I [2:01:21] can't sit here and tell you to say give [2:01:24] them an extra dollar give them an extra [2:01:26] million dollars and they don't need [2:01:29] all be clear they [2:01:58] ask for four months [2:02:00] and so you know it's how do you workers [2:02:04] build at the same time keep a little bit [2:02:05] of pressure on them to move the project [2:02:09] forward get things lined up to be able [2:02:12] to again move forward a successful yeah [2:02:17] Mr Williams I can only speak for myself [2:02:20] I think looking at all these projects [2:02:22] when we receive them in whole I may [2:02:24] certain determinants based on criteria I [2:02:28] selected various projects based on the [2:02:30] benefits that they have to the community [2:02:31] which are still [2:02:33] um [2:02:34] true to today so as we Now function and [2:02:38] a new reality where covet is still very [2:02:41] much affecting a lot of qualities of [2:02:43] life it's understanding how do we [2:02:45] salvage some of these projects which [2:02:46] that truth still holds true that their [2:02:49] impact on the community is such [2:02:51] so getting to this point I agree with [2:02:53] the mayor of how do we hold these types [2:02:55] of additional requests accountable and I [2:02:58] think it's the manner in which we do it [2:03:00] I have no issues with this extension and [2:03:02] hearing this information although I'd [2:03:03] like to hear from the YW YWCA [2:03:07] spokesperson I would feel more [2:03:09] comfortable going through the remainder [2:03:11] of these projects and then understanding [2:03:13] what other additional requests that we [2:03:15] are making [2:03:17] uh before allocating this additional [2:03:20] money so I'm not opposed to giving them [2:03:22] this increase however I want to make [2:03:23] sure if we're doing that what are we [2:03:25] doing at the expense of [2:03:27] thank you [2:03:28] so actually right before it's now before [2:03:30] we really discuss um [2:03:33] additional fund we want to know talk [2:03:35] about whether there'll be an extension [2:03:36] or not did you yes just an additional [2:03:39] question so at the end of December for [2:03:42] Miracle on Craig and now the end of [2:03:43] February for them yeah if they're asking [2:03:45] for another extension where do we stand [2:03:47] on that well I can't answer for everyone [2:03:50] but I'm just saying things that well [2:03:52] something we need to consider and we [2:03:54] will consider and there's already as [2:03:56] I've said a number of times as I start [2:03:58] this conversation we're looking at the [2:04:00] federal [2:04:01] um the Federal [2:04:02] guidelines in the federal timelines so [2:04:05] to keep prevent homelessness [2:08:20] which is what we've just given them I [2:08:22] think the cbdg yes [2:08:31] I mean especially regarding that changes [2:08:34] use so your point [2:08:36] they're a community blocking we just [2:08:38] paid them for that correct yes so it's [2:08:40] such a nice problems [2:08:51] but I can find that information now [2:08:55] um and this is [2:08:58] leverage their [2:10:38] current project [2:10:39] it is not a black and white scenario Mr [2:10:42] promeny but I think this honestly is [2:10:44] very much how do we provide more [2:10:46] resources to a community and so much [2:10:48] need and I think that this is an [2:10:50] absolute yes [2:10:53] so Mr Golden so do we if we're talking [2:10:56] about a change in U2 we have to [2:10:59] do we have to roll them into that or is [2:11:01] it that just a special we just made that [2:11:02] decision [2:11:03] you're going to have to change the [2:11:04] resolution [2:11:05] um you know so problem by [2:12:16] going one by one instead of looking at [2:12:18] everything a whole and saying well we [2:12:20] like this 510 these ones probably don't [2:12:24] fit that's the problem we're they'd like to use it for [2:13:17] another need that that's already there [2:13:19] so [2:13:19] um we certainly couldn't let them give [2:13:21] them the funding and then use [2:13:24] um and then pay for something that they [2:13:25] already had another grant for that we [2:13:28] could not do so they simply said well no I mean at some point in your [2:13:32] mind but they've said you still need the [2:13:34] funding but we'd like to allocate it to [2:13:36] a different use [2:13:40] okay actually I think you've said this [2:13:42] in the past I think that these things [2:13:44] are existing both are existing at the [2:13:47] same time both of you are saying can [2:13:50] exist and be true at the same time [2:13:52] because I get both of your points it is [2:13:55] that we are actually [2:13:58] I mean not everyone had the same [2:14:00] opportunity to come in here and talk to [2:14:02] us or to give us a new [2:14:05] scope or a new proposal clearly if they [2:14:09] got funding for covet testing which they [2:14:11] probably got in a very timely way which [2:14:14] we were not necessarily timely in making [2:14:16] our decisions [2:14:18] right in terms of How It's not allowed [2:14:20] out they are performing to begin with so [2:14:22] they obviously took care of what they [2:14:24] needed with the you know so so yes we're [2:14:27] looking at them one at a reconcile these two things with the [2:15:02] fact that right now we're making [2:15:03] judgment calls [2:15:04] and going outside of a process that we [2:15:06] already had set up which I think is okay we've [2:15:44] actually narrowed the scope of the [2:15:46] project so that we can do the project [2:15:47] with what you you are giving us so they [2:15:49] already changed [2:15:51] what they already did what now for [2:15:54] example scaff is asking us about and [2:15:56] pretty soon you're going to see if we [2:15:57] get to Cocoa house that cocoa house is [2:15:59] asking us I mean you know [2:16:02] at the same time I think we have to [2:16:04] recognize that [2:16:05] like a year has gone by or more since [2:16:09] these folks originally gave us their [2:16:11] application so you know a lot has [2:16:13] changed uh in the external environment [2:16:16] in which they are operating [2:16:18] all of them [2:16:20] every single one of these you know [2:16:22] organizations but every the letter was [2:16:24] sent to everyone everyone had the [2:16:26] opportunity to come back and ask the [2:16:27] same questions these are the responses [2:16:29] that we got just I want you they've um the [2:21:08] resolution asset we asked that they [2:21:11] match 5.7 million and so since the scope [2:21:15] of the project is lower the cost of the Project's lower they're [2:21:19] asking that the proposed requirement [2:21:21] from us the lower [2:21:26] do you have this I just [2:21:28] so [2:21:31] that's kind of the overview of that one [2:21:36] right when we were still looking for the [2:21:39] 5.7 million [2:21:41] additional communities [2:21:43] they're still looking for money [2:21:45] oh it looks like they're just looking [2:21:47] for four they're asking us to do without this it's [2:27:23] an ask but we've already set forth the [2:27:25] timeline for when we have to meet for [2:27:27] the federal government that's not going [2:27:28] to change we may be talking about three [2:27:30] months left if you know once we read [2:27:33] through that information so we have to [2:27:35] stick to our timelines and making these [2:27:37] decisions we also have to consider that [2:27:41] as far as I mean I know people can [2:27:44] pursue litigation for any reason that [2:27:46] they see are you sharing the same [2:27:49] concern that you're hearing about [2:27:50] organizations of possibly uh assuming [2:27:54] that's what the process that we're [2:27:55] engaging in right now [2:27:57] I mean it's a hypothetical and I don't [2:28:00] want to get down the road of [2:28:01] hypotheticals I don't necessarily see a [2:28:04] cause of action unless the city is doing [2:28:07] something that is irrational [2:28:11] generally this you know the work that
