[5:01] [Music] [5:02] foreign [5:04] [Music] [5:54] regarding reducing speed limit well [5:57] again we're just revisiting the [5:58] conversation and this evening Mr [6:00] caruccio and Mr Wallen along with I [6:03] think a guest right because semestriani [6:06] um I'm going to be presenting the data [6:08] that we can take out from the East Road [6:11] nodes as well as a couple of others okay [6:14] oh this talks loud into the world in the [6:17] hotel [6:18] then you can't hear [6:21] okay I talked gladly anyways [6:24] uh all right so we were asked was that [6:26] um [6:27] what we did is we focused with Kings [6:29] Road uh at first we asked Fred mastroni [6:32] fcm engineering to do a traffic study [6:35] based on some of the information that we [6:36] got from our Optical sensors that Mr [6:39] coluccio presented to you at the [6:41] previous meeting so I'd introduced Fred [6:43] who can talk to you about a little bit [6:45] about traffic engineering some of the [6:48] constraints and some of the things that [6:49] he has he has some handouts and so thank [6:51] you great everybody thank you for the [6:53] opportunity to talk about Kenny's roads [6:57] decision [7:06] some photographs and kind of give you an [7:09] idea what what the bill looks like for [7:12] some of the characteristics of the road [7:15] um [7:29] so whenever whenever we're looking at a [7:33] speed limit at any given Road there's [7:35] two different manuals that are typically [7:38] used by Traffic Engineers one is the [7:40] interior state supplement to the manual [7:43] of uniform traffic control devices for [7:45] two separate manuals there's a general [7:47] one for the national New York state has [7:49] a supplement and how because we are [7:52] staying it was different from other [7:53] states so the different criterias we [7:56] look at one of the criterias is looking [7:58] at the speed of the traffic John [8:01] provided me a lot of data regarding [8:04] speed limits so we look at the 85th [8:06] percentile speed is one option one one [8:09] Avenue determine post three that the [8:11] other factors include the roadway [8:13] characteristics but how how it functions [8:15] what's it will function as you look at [8:17] the development adjacent to the road [8:19] what is it residential is it a [8:20] commercial what type of road do we have [8:22] on-screen parking do we have pedestrian [8:24] activity and what are the crash history [8:26] yeah we look at crash data over a [8:29] certain comparative years to see if [8:31] there's any data that says people are [8:34] driving too fast and therefore as a [8:36] result of the accidents so as far as the [8:38] roadway conditions I'll walk you through [8:40] a little bit of what of this so This [8:42] these photographs that I took they start [8:45] at the Kings Road bridge heading towards [8:48] uh Albany Street you can kind of see the [8:50] basically the road is a Tulane Highway [8:52] we've got double yellow Center Line with [8:54] Edge lines the Rope was relatively [8:56] narrow it's not very very wide according [8:59] to the statistics that I've got it's [9:01] about 20 feet wide so this area there's [9:04] not a lot of pedestrian activities you [9:05] can tell but if you go to the next [9:07] photograph [9:08] which is near the intersection of Queen [9:11] filamenta Boulevard yeah you see a [9:13] sidewalk on the east side of the road [9:15] and the other side is nothing not [9:17] nothing there as far as pedestrian [9:19] activity and if you look at the [9:21] photographs it keeps going down the [9:23] third one is which 403 is by constant [9:27] Road as you can see the road is very [9:29] straight flat there's only one curve uh [9:32] that's another prior picture by the [9:35] Kingsway Village that's got an old [9:37] village sharp curve as a matter of fact [9:39] you can see a Chevron in one of the [9:41] photographs but everything is pretty [9:42] much straight and flat so if you look at [9:45] photo four this is by the Windermere [9:48] Road intersection where we have a [9:49] crosswalk [9:50] and there's a sign for The Pedestrian [9:53] Crossing [9:54] and the last World is but really [9:56] straight as we get closer to all mystery [9:58] so I kind of wanted to give you a [9:59] picture I know I'm sure I'll be familiar [10:01] with King's robe I think it's nice to [10:03] give you an overall picture of what the [10:05] roadway looks like [10:07] um so as far as the world records is [10:10] like I said there's two planes of travel [10:12] each lane is about 10 feet wide one side [10:15] of the road we have a continuous [10:16] sidewalk which is five feet wide on the [10:18] other side is mainly a very little [10:21] pedestrian activity but there is a [10:22] section of it [10:24] um so kind of gives you an idea of how [10:26] this pedestrian traffic if you will is [10:28] generated the overall length of King's [10:30] Road from the bridge to Albany streets [10:33] about 0.81 miles and one interesting [10:36] fact is there's roughly around 20 000 [10:39] cars a day that travel on King's Road so [10:42] it's a high volume traffic and that's [10:44] why it's kind of the functional [10:45] classification of the road is called an [10:47] urban collector Road what that basically [10:50] means is it does serves two purposes it [10:53] connects people from within their [10:55] Community but also has Vehicles going [10:58] from one area to another then from [11:00] Rotterdam to State Street and so on so [11:02] and and looking at the traffic is very [11:05] much with 20 000 cars day most of them [11:08] are commuter commuter traffic so there's [11:10] not a lot of stuff I'm going to attend [11:12] to go one of the interesting things [11:13] about Kings Road is [11:15] there is no control Atkins world the [11:17] only control is on assessments there's [11:19] stop signs and all along each side [11:21] street and of course at the intersection [11:23] without any Street there's a traffic [11:25] signal which is the beginning of it so [11:26] the reason why I bring that up is if [11:28] you're having fun if you're driving on [11:30] Kings Road the only time you really need [11:32] to slow down is if people are turning [11:34] into a driveway or turning into an [11:36] intersection for the most part [11:38] you know it's free flowing when you're [11:41] looking at the 85th percentile it's been [11:43] like John gave me traffic data which [11:45] says the 85th percentile speed is [11:47] anywhere between 32 and 34 miles per [11:50] hour and for those of you who don't know [11:52] any 50 percent top speed is it means [11:55] like 85 percent of traffic is traveling [11:57] at that speed or less in traffic [11:59] engineering that's one of one of the [12:01] critical factors if you will then be [12:04] used for roadway design traffic signs [12:06] and so on but the nice thing about that [12:10] information is we got that information [12:12] through John but just remember that that [12:15] is uh data that collects for every [12:18] single vehicle so if I'm driving down [12:21] the road I need to take a right or a [12:22] left that data that number is collected [12:25] what we do as Traffic Engineers we do a [12:27] follow-up study which is which is sort [12:30] of you you're you follow the vehicles [12:32] that are traveling that are going from [12:34] one point to another that don't stop [12:36] that's because we're talking about [12:39] free-flowing traffic that's what you [12:41] base your 85 percent that's been on and [12:43] I did that on a Saturday for about four [12:46] hours I followed Cars one direction to [12:48] follow cars the other direction a 34 or [12:50] 35 miles per hour seems to be the [12:53] so the right number so the data that [12:56] John provided me it was pretty [12:57] consistent with what I found what I did [13:00] the did the study [13:01] so crash history now we we got data for [13:06] 52 months and I looked at every single [13:08] police accident report that I was given [13:10] and I said well why what's what's the [13:13] per why are we having these actions a [13:15] lot of it is just drivers are just not [13:17] careful uh they're you know they're either turning into a driveway [13:21] they slow down and they had a vehicle [13:23] behind them doesn't see it but not one [13:26] traffic accident really uh well I'll [13:28] take that back there was one accident [13:30] that was due to a vehicle driving very [13:33] fast [13:33] but that vehicle was being chased by the [13:36] police [13:37] but every all the other 25 crashes uh [13:40] there were nothing related to speed [13:43] um so again when we look at as Traffic [13:46] Engineers we look at the 850 percentile [13:48] speed we look at the roadway [13:49] characteristics which I just mentioned [13:51] there's also a program that the Federal [13:53] Highway Administration has developed [13:56] which kind of uses a several different [13:58] data and several different accidents [14:00] several different speeds and that data [14:03] kind of gives you a sort of recommended [14:06] speed and based upon that information [14:08] which is in your in the study it didn't [14:10] recommend uh lowering this the closest [14:13] speed limit [14:14] so when I looked at that road under its [14:17] current condition [14:19] um I don't as a traffic engineer I can't [14:22] recommend anything less than what's out [14:23] there now [14:24] uh so I don't recommend going to 25 I [14:28] recommend keeping it at 30. [14:30] so I guess I'll open up to questions but [14:33] uh that was this recommendation from the [14:35] study it's about me [14:37] um [14:38] I tend to agree about the speed limit [14:40] without enforcement it's kind of [14:43] meaningless so you mentioned the ability [14:46] to get cars to stop and are there areas [14:51] where a stop sign would be beneficial [14:54] that could interfere with Kings Road yes [14:57] so in that scenario what we would do is [15:00] we would not now we have traffic data on [15:02] the main line we would need to collect [15:03] traffic being on the side streets and [15:05] there are certain warrants to put an [15:07] all-way stop signs I think that's what [15:08] you're suggesting and we would look into [15:10] that and I most of those side streets [15:13] are don't generate a lot of traffic you [15:15] would think jobs and maybe even a little [15:17] bit more about the meeting I can tell [15:19] you my casual view of that you know [15:21] based on my knowledge of the city for so [15:23] many years I I would sincerely doubt [15:26] that any of those intersections would [15:28] meet the minimum volume requirements for [15:32] it but we will definitely look into it [15:34] and see and just just as another thing [15:36] to say is [15:37] I know some computers just put up stop [15:39] signs wherever they want but you have to [15:42] we have to be very careful because [15:43] whenever we put an additional like an [15:45] always stop sign and for some reason [15:47] it's not warranted and God forbid [15:49] something gets into a traffic accident [15:51] then we are liable for putting up a [15:54] traffic control side that shouldn't be [15:56] there so we have to be careful of that I [15:59] wasn't thinking necessarily so much as [16:00] the intersections as maybe [16:03] um kind of like Hamburg Street at the at [16:05] the end of the bridge [16:07] um that might be an incoming [16:11] um if that would be a good location or a [16:13] possibility so that would be by [16:16] um [16:16] right [16:26] that's that's one area where we can [16:28] collect the side street data and see [16:30] what [16:31] super could justify that or not [16:34] although that's sort of not I mean I [16:36] think when you're looking at reducing [16:38] speed sometimes the midpoint is the best [16:40] place obviously but yeah well obviously [16:43] without data we can't make a [16:44] determination right [16:47] so if you don't recommend us reducing [16:50] the speed limit to 25 or you know [16:53] whatever what would be your [16:55] recommendations for how we can [16:57] try to yeah one of the returns that our [17:00] residents have risked yeah um some of [17:03] the things that we look at as Traffic [17:05] Engineers we look at various traffic [17:06] calming measures [17:08] so I mean some some of the traffic [17:10] common measures may have seen some some [17:12] communities they have a Wide Travel Lane [17:14] they put Edge lines in they reduce the [17:17] width of the travel Lane we don't have [17:19] that here the traveling is narrow [17:20] already I mean it's actually 10 feet [17:22] which is very narrow I'm getting [17:24] narrower than we would want right to be [17:27] honest there is a lot of truck traffic [17:29] there so as a matter of fact if I don't [17:31] know if it knows but there's a photo the [17:33] first one that shows the trucks and you [17:36] can see that truck is pretty much [17:37] hugging the travel Lane yeah so that's [17:39] one option we you know we look at [17:41] there's a number of different things you [17:43] can look at you can look at [17:45] um you know Landscaping possibly adding [17:48] some trees that are not [17:50] to a point where they're creating a [17:52] problem we can look at [17:55] um [17:56] speed speed feedback science you know [17:59] where you put the speed signs up and [18:00] they tell you how fast you're driving [18:01] yeah one of the things I know when I [18:04] juice when I drive those I always slow [18:05] down yeah but sometimes what happens [18:07] with people is that if they'll slow down [18:11] in the beginning but we don't know how [18:13] effective it is over the long term but [18:15] that certainly is an option you know we [18:17] even talked about things like race [18:18] Crossings like looking at the [18:20] intersection and possibly raising it up [18:22] sort of create a I want to call it speed [18:24] Hub but create a sort of visual change [18:28] because right now that road is [18:29] relatively flat and straight if we [18:31] create some potential uh changes in this [18:34] geometry unit perhaps that'll slow it [18:36] down and if you do it for one [18:38] intersection that really is it that may [18:40] slow down for that particular [18:41] instruction but you have to look at a [18:43] lot so there's other things we can look [18:45] at and none of these that I mentioned [18:47] means that we are applicable to this it [18:50] was something in front of another study [18:51] looking at different traffic calling [18:53] measures [18:55] yeah [18:56] and uh thank you madam president we're [18:58] the discussion is focused somewhat on [19:02] King's Road [19:04] we get feedback across the city so you [19:09] know some of this is what you can do at [19:12] Kings Road what you can't do there uh [19:15] are the things that we should look to do [19:17] on Kings Road but there would also be [19:20] applicable at other places throughout [19:23] the city and [19:25] you know there's the feeder road is am I [19:30] using the correct term Peter streets or [19:31] roads uh you know the main ones and how [19:35] do we balance that where you know we [19:37] want traffic to move in a safe and [19:39] efficient manner but but at the same [19:41] time we don't want people [19:43] using poor judgment where they're [19:46] speeding and how do we get that [19:48] across in terms of design teachers [19:51] signage [19:52] enforcement [19:54] and just general education of the public [19:58] I mean there's certain some things maybe [19:59] when you do in the city's website we can [20:02] certainly uh provide some of the [20:05] information because driver behavior is [20:06] what really what we're talking about [20:08] people will drive fast because it's [20:10] straight it's flat [20:12] um and some people are good then you [20:14] know they don't use it but for the most [20:16] part that's what happens so we can [20:18] possibly put some information on the [20:19] website hopefully the city of residents [20:21] will look at that and say hey this is [20:23] some of the issues for example I've got [20:25] there's a study that says if you're [20:27] driving 30 miles per hour and you hit a [20:30] person [20:31] there's a 45 chance that person is going [20:34] to not make it right but if that driver [20:36] is driving 25 right [20:38] instead of 30 there's a greater chance [20:41] that person is going to make and he's [20:43] going to get hurt he or she but they're [20:45] not good enough so that's the kind of [20:47] data we can certainly put on the city's [20:49] website that would be helpful and [20:50] beneficial uh [20:52] I don't see why not right and maybe I [20:54] don't know about the motor vehicles if [20:56] we if we share that data with them as [20:59] well so whenever somebody comes in and [21:01] wants to get a license you know as part [21:04] of that perhaps that information could [21:06] be given to them it's always good it's [21:09] just we have to keep we have to have [21:10] people understand what the ramifications [21:13] are whenever they drive it too fast and [21:15] they hit something specifically a [21:16] pedestrian or a bicyclist [21:20] and so that may be an option [21:23] um so right now you well let me just say [21:26] that you both you and Mr paluccio said [21:28] that that was like third between 32 and [21:30] 34 and I think some of us have gotten [21:33] um information from from residents [21:35] they're using a handheld speed yeah I [21:39] don't know what you call it okay [21:41] um to and it's like registering in 40. [21:43] so it's can you well yeah when we talk [21:45] about 85th percentile speed we're saying [21:48] that people at 85 percent of traffic is [21:50] traveling at that speed or less and if [21:52] we look at the traveling data that John [21:54] provided there's certainly people are [21:55] driving through 40 [21:57] 45. but the problem is you can't design [22:00] for that kind of a you know or you can't [22:03] put traffic signs based on that you have [22:06] to you know you have to assume based [22:07] upon 85 percent of traffic no less like [22:10] for somebody may drive 100 miles per [22:11] hour you're not going to design a road [22:13] for that that's the kind of theory [22:15] behind it so that's where the male [22:16] uniform traffic control device is it's [22:18] important because it's a specific [22:21] standard that's used Nationwide so we're [22:23] not doing anything special here before [22:25] yeah just clear this up though yeah if [22:27] the speed data came back and said that [22:30] the average 85th percentile speed on the [22:32] road was 45 yes [22:35] would you recommend reducing it to 25 [22:37] yeah [22:39] that's more we have to you have to [22:43] reduce the speed to be able to meet the [22:45] American can reduce the speed to get the [22:48] outcome that it's reverse of what you'd [22:50] like to think right you'd be looking for [22:52] it because if they're driving that fast [22:54] there's no way they were going to be [22:56] able to get them down to that speed [22:58] because people drive out of speed [23:00] they're comfortable at right and that's [23:02] part of the issue and just so you know [23:05] I'll get a timeline space study for the [23:07] East Greenbush and we had the same [23:09] issues right right so the end result was [23:13] you know on residential streets meaning [23:16] like if I I was raised in cusoe Avenue [23:20] Bay you know between van break and [23:23] Avenue and Avenue a or Avenue B we got [23:25] blocks of streets that are not very long [23:28] you're not very early you're going to [23:30] get people to drive from one one to [23:32] another at that rate of speed at 35.4 [23:34] they're going to drive slower so those [23:36] are the type of streets that I think the [23:38] city should think consider potentially [23:40] reducing the postal speed limit from 30 [23:42] to 25. but whenever you're looking at a [23:45] collector Road where you have you know [23:46] fifteen twenty thousand cars going from [23:48] one point to another uh it makes it it [23:52] makes it difficult I think they need to [23:54] consider it so in a screen Bush we [23:56] looked at all the residential streets [23:57] that's and we said okay we got traffic [24:00] data similar to a job providing me here [24:02] and the 85th percentile speed and was [24:05] anywhere between 25 and 30 miles per [24:07] hour so it kind of made sense but [24:10] whenever there's Collective rows in the [24:11] town of course there's State highways we [24:13] didn't have any jurisdiction [24:16] um so that's kind of the the logic [24:18] behind that and I think we may want to [24:20] consider that here as well [24:24] so next steps in general one other [24:27] question that I had was just did you [24:28] want to do the data from the other [24:31] couple of streets that you mentioned [24:32] rugby or something so we do have some [24:36] data that we collected from Albany [24:38] Street and from Rugby Road [24:40] um to be quite honest with you there [24:42] were some outliers that they gave us [24:44] that I wasn't happy with [24:47] um but I I can tell you overall the [24:49] Rugby Road I think the 85th percentile [24:52] was about 32 33 miles per hour 233 miles [24:56] an hour and Albany Street I think was a [24:59] little higher a little higher right I [25:00] was in the four I think it was all four [25:02] days it might even have been 40 miles an [25:03] hour and I just saw the data yesterday [25:05] and and I did look at rugby I'm familiar [25:07] Rugby Road Rugby Road is basically 36 [25:10] foot wide from Curb to curb and you [25:13] can't park on both sides of the road as [25:15] you know [25:16] so there's some there may be some minor [25:18] things we could do to potentially reduce [25:20] the speed on that like for example if we [25:22] decided to put double yellow center [25:25] lines and Edge lines because think about [25:27] it in front of it it's 36 feet wide and [25:29] that's 10 o'clock in the morning [25:30] nobody's parked on the road you've got a [25:33] wide payment but if we somehow [25:35] channelize that if you will some people [25:37] will stay within the lane there's a [25:39] possibility that they're going to drive [25:40] a little slower 10 miles per hour slower [25:42] I don't know but that's the kind of [25:44] thing maybe that's that and that is by [25:46] the way uh not a local Road it's not a [25:49] collector room so it's one of those [25:51] streets where in my mind as a traffic [25:53] engineer I would say that may be a good [25:55] possibility but we got to do something [25:56] we can't believe it the way it is and [25:58] expect people to drive at 25 miles per [26:00] hour so the treatment that we would look [26:03] at for roads are based on their [26:06] characteristics right now why they are [26:08] what kind of traffic that they [26:10] um cover you know turning vehicle [26:13] movements might be something we want to [26:15] look at to see you know what we can do [26:18] maybe bump outs maybe you know different [26:20] things that we can look at but it's [26:22] based on the individual uh [26:24] characteristics whereas the Kings Road [26:26] as far as the you know the right-of-way [26:29] there were somewhat limited with what we [26:32] have I think all Industries actually [26:35] functions in Atlanta arterial which is a [26:38] pretty high functionality and I don't [26:40] think you're going to get a screen it's [26:41] connected as a higher function except [26:43] maybe State Street but that's got a lot [26:46] of traffic and there's a lot of people [26:48] going from one point to another now so [26:50] that would be very difficult to consider [26:52] reducing the 25 miles per hour [26:55] Mr Walling you oh all right you talked [26:58] about um putting in there was on the [26:59] crosswalk that was going to go in are we [27:01] talking about the same crosswalk here or [27:03] were you talking about that actually [27:04] another one there is a new crosswalk [27:07] that we're looking to put in and I [27:09] believe it what picture of the picture I [27:12] believe [27:15] it [27:16] so right around the curve area of the [27:19] picture too right uh by the Kingsway [27:21] Village sign at a queen film man oh [27:25] right here yeah um cross Kings there [27:28] that's one that's the location that [27:29] we're looking to put in but essentially [27:31] is a mid block so that crosswalk there [27:34] will have a 388 Rams two at the corner [27:37] one uh Kings Where the Sidewalk is we'll [27:40] have to ramp down we'll have crosswalk [27:42] signs pointing then we'll have 100 feet [27:45] away crosswalk ahead signs [27:49] while it is new we're gonna have Flags [27:53] um the flags will be on there or people [27:55] of being a new Crossing [27:57] um so that's what we're looking at at [27:59] this time Cowan ends up in the mobilize [28:01] action in the next couple of weeks and [28:03] that area is getting paid for new [28:04] filming and all that so it's going to be [28:06] part of that program so yeah that is one [28:09] of the things that we are doing [28:10] hopefully something more visual try to [28:13] break up the monotony the flatness there [28:15] yeah [28:16] of that I mean just the issue with this [28:19] is uh you know I spoke about it last [28:21] time you talked about the the three E's [28:23] of Education enforcement and Engineering [28:26] um the engineering on this particular [28:28] road is hard because of we already have [28:31] what would be an engineered roadway we [28:33] have curves we have narrow Lanes we have [28:36] strong Street trees on the side we have [28:39] a low speed limit you know but we're [28:41] fighting it's flat it's straight and uh [28:44] and it is a 20 000 car a day uh you know [28:47] collector so we're fighting that now to [28:50] rugby Craig Street would be an example [28:52] you know those streets are more of a [28:55] canvas that haven't had any investment [28:56] in them they're wide we're looking to do [28:59] treatments there to try to reduce speeds [29:01] there as well but we don't have [29:03] that afternoon here but this is already [29:05] you know this is already kind of you [29:07] know what we would want to make it and [29:09] you know that was it sounds uh it sounds [29:12] odd to say that you know we have a an [29:14] issue with speeds being a little high [29:15] and I want to put in trees but you know [29:18] the idea is it's already an area Court [29:20] how can we make it feel narrower you [29:21] know how can we make people do it [29:23] um you know I know someone may ask you [29:25] know uh speed bumps D tables [29:28] um vibrations I have gotten multiple [29:30] complaints from residents on this [29:32] stretch about vibrations there is trucks [29:34] on this stretch when you introduce [29:36] something like that you're going to [29:38] introduce more vibration and and more of [29:41] that this is also a route that I would [29:43] deem as [29:44] emergency but it's a critical route like [29:47] Fred was saying it's not a local route [29:49] it's not something that if you want the [29:50] traffic to go onto a road we would like [29:52] to go on to Kings we would hate to have [29:54] somebody say I'm not going to drive on [29:56] Kings I'm going to drive on the [29:57] neighboring streets and the residential [29:59] streets now you have people cutting [30:01] through because if you were to go with [30:02] the blocks over those are very long [30:04] extreme streets as well so someone will [30:06] be coming down Albany they'll take that [30:08] left they'll go down the residential [30:09] street to avoid the you know the traffic [30:12] calming devices that we would have put [30:14] and they come out of McDonald's so it's [30:16] not a lot of alternative routes to take [30:18] that are comparable to Kim's room either [30:21] right that's one of the issues and why [30:23] we have it's a volume really if you [30:25] think about it that is part of the issue [30:27] right the 20 000 Vehicles a thing uh an [30:31] odd thing that could occur I mean maybe [30:34] naturally is that we were talking this [30:37] road will close essentially the bridge [30:39] will close January 15th and be closed [30:42] for a period of nine months [30:44] um alternate routes will be marked and [31:19] can't do stop signs or any of that stuff [31:21] but is there any way that we could put a [31:23] traffic device like a flashing light [31:25] just to make people aware that people [31:26] are crossing here because what we're [31:28] hearing from residents is that people [31:30] that's it's dangerous to cross so when [31:33] if that's an opportunity if we're going [31:35] to be putting it across logs just let [31:36] people know I understand about well it [31:38] doesn't sound like there's a lot of room [31:39] even for that little yeah they're [31:41] definitely gonna look at it it is [31:43] possible but like you just said the [31:45] right of way it's very limited there so [31:47] you have to take a look and see if we [31:49] actually have the real estate there to [31:51] do that going to be doing it throughout the [33:35] city it really was about you know in [33:38] terms of the 25 mile per hour it was [33:40] just gosh we're all getting [33:43] calls from residents all the time we got [33:46] to figure out something that's going to [33:47] help try to control behavior and um it [33:50] does come down to the behavior to me I [33:52] agree that I think that it's an [33:54] Enforcement issue a lot of times [33:56] um so how do we you know put limited [33:58] Staffing there [34:00] um figure something out as well when [34:01] there's other you know issues that [34:04] um end up taking priority for our for [34:06] our police force so I guess I'm just [34:08] looking for you know sort of [34:11] we can't do something overall but these [34:14] recommendations that we've all been [34:16] making now for a while I just want to be [34:20] able to try to have [34:22] not closure necessarily it's always [34:24] going to have to be reevaluated but but [34:26] we did talk about the potential to use [34:28] cameras for speed control [34:33] legislation was requested from the state [34:36] on that I know did that ever happen or [34:38] not sure if that ever happened or not [34:40] but yeah I think that's what one of the [34:43] things that we need to happen before we [34:45] could even evaluate it was for us to be [34:48] able to come become legally regardless of the [35:00] outcome I think it's important to [35:01] understand that it has a certain [35:03] expectation or a [35:05] certain amount of hours that it takes to [35:07] compile this information so I appreciate [35:08] you having this uh definitely I [35:10] understand from a data standpoint the 85 [35:12] percentile you have to stay within like [35:15] that sort of framework to understand how [35:17] to implement the right decision but I [35:18] think it's also important to highlight [35:19] that further residents that doesn't [35:21] accurately assess the The Growing Pains [35:24] or the lived experience that they're [35:26] dealing with so similar to miss [35:27] Patrick's Point I know you highlighted [35:29] some potential measures that we could [35:31] Implement I think there was three of [35:33] them this speed feedback signs planting [35:36] trees and the repayment repainting of [35:39] the rides I I can imagine being a [35:41] resident area like planting trees might [35:43] not sound like a real estate solution [35:46] but I think if it's within the scope of [35:48] your practice saying that this is an [35:51] available option for us can you give us [35:53] a potential timeline for implementing [35:54] either of those three if not into [35:56] accounting [35:58] I mean I guess the part of the reason [36:01] why betrays are are part of a traffic [36:03] conversation as you all know when you're [36:05] driving along the road you see as you [36:07] just want to know about implementing yes [36:09] sir yeah so uh we can look at it and for [36:13] the video counting will be on site you [36:15] know Callahan does have any Striker and [36:17] you have a company that does Landscaping [36:19] through them so we can evaluate it [36:22] um you know applying tree so [37:09] we'd want to hop on that but we could [37:10] look at it [37:11] with Clifton Park they've stopped quite [37:14] a number of [37:15] rrsps they're called the rapid [37:18] reflective uh Flash and beacons where [37:21] pedestrians would walk up to it it's it doesn't stay on doesn't there [37:26] are some that just continue blinking [37:28] what happens with that people just [37:30] ignore them so it's not going to [37:31] pedestrian is coming close to it they [37:34] should push the button when they push [37:36] the button that thing flashes and those [37:39] are really effective right my opinion [37:41] that may be an option here too for the [37:43] other classroom and make it on soil [37:45] which is great because it's much smaller [37:47] through exactly yeah you're probably [37:49] looking at anywhere 10 to 15 000 per [37:51] intersection it's not those but that's [37:54] another traffic calming measure that [37:56] they could so you can consider [37:59] so basically we're down in the [38:01] behavioral change or enforcement yeah so [38:04] several years ago there was a study I [38:06] believe an engineering study at uh I [38:08] think in Sweden [38:11] um basically they created this system [38:13] where the crate behavioral change they [38:16] had a monitor got the speed limit if you [38:19] did the speed limit you were entered [38:20] into a lottery if you weren't you got a [38:23] ticket that money was used to fund the [38:25] lottery [38:26] um [38:27] could that be something you could look [38:29] into as perhaps something that we might [38:31] be able to use on certain avenues like [38:34] state or Airy Boulevard [38:37] so I have to find out more about it but [38:40] I promise [38:41] the state legislation allowing some of [38:46] that as well right but it doesn't make [38:47] sense to move forward if you don't think [38:49] it's a yeah I think driver behavior is [38:52] huge is somehow we can go to motor [38:54] vehicles and all these places that you [38:56] know especially when they're young when [38:58] you're a young person and you're getting [38:59] your license you've got to figure out a [39:01] way to wrote it it's not just about you know it's about the rest of the [39:05] public how can we get people to slow [39:06] down please I mean enforcement is [39:09] obviously a big part of it but you know [39:11] we all know there's no way we're going [39:12] to be able to enforce every single Road [39:14] in the city's connect we just don't have [39:15] the you know the resources so the [39:18] behavior is huge and I'll I probably [39:20] shouldn't say this but I'll say it as an [39:22] individual when I you know again it's [39:26] attractive it doesn't reflect on [39:28] anything we've done but I see a speed [39:30] limit sign I see 30 miles per hour [39:32] because what I'm going to do was [39:35] everybody how fast you're gonna drive [39:40] 35.39 because you know at 39 you're not [39:44] going to get full coverage you go 40. [39:48] well I think but you don't have to you [39:51] shouldn't do that but that's what people [39:52] think [39:53] and I think that's what we've seen in [39:55] the studies [39:56] per hour um speed limit and especially [39:59] around The Pedestrian deaths that it [40:01] does seem to look make people go a [40:03] little bit you know that even that five [40:05] miles slower [40:07] um [40:08] uh bring it down the only other thing I [40:10] just want to say before we move on our [40:13] other people talk but [40:14] um is the fact that with some of this [40:16] stuff I mean I would think that there's [40:18] probably some immediacy around the [40:19] budget planning for 2024 as well so [40:23] um I think we're going to need to know [40:24] some of these um pieces that you guys [40:27] have brought up and as Paul many has [40:29] talked about you know [40:31] unfortunately pretty quickly or even if [40:34] there is an enforcement piece so and one [40:37] of the things I was going to point out [40:38] and this is engineer hat just to bring [40:41] you into our world on it it is called [40:43] the manual of uniform traffic control [40:45] devices and I don't think that people [40:48] appreciate those signs and how those [40:51] signs get into place especially in a [40:53] city you tend to get a little [40:55] ordered out with signs and things you [40:57] have a lot for if you were to uh you [40:59] know go I don't think we're at this [41:01] level yet but go to Stanton County [41:02] Saratoga counties and the counties and [41:05] look at a sign and look at the back of [41:07] that sign and one of the new policies [41:09] that all the counties are doing is each [41:11] sign is GPS barcoded scanned and marked [41:15] into a system because those signs need [41:17] to be specific distances specific [41:20] locations as it turns into that [41:22] intersection that you know how far away [41:25] is it school bus areas schools of [41:28] everything is now now they're actually [41:29] gising everything in the county level [41:32] because those Signs Now are [41:34] it's a traffic control device it is not [41:37] a speed control measure it is not a it's [41:40] not something that you just will you [41:41] know you know put down because you're [41:43] right right everybody probably sitting [41:44] in this room is thinking what we're [41:46] going to do on Kings Road is we're going [41:47] to lower the speed limit to 25 and just [41:49] like Fred said everyone's going to drive [41:51] six miles an hour over that now we're [41:53] going to drive 31 we did something [41:56] but that's not how we can put that sign [41:58] there so you have to do the study you [42:01] have to find this and if you have you [42:02] have to reduce it so now it's okay if [42:04] you want to do that how do we keep [42:06] reducing the speed but at some point you [42:10] run out and then you say well even if [42:12] you want to make it one way let's just [42:14] say in a magical world holy God that [42:16] road is going to be twice as fast now [42:18] you know and then you're going to get [42:19] that that actually having two-way makes [42:21] it slower right so there's only so much [42:24] that we can get to but I just wanted to [42:25] point out that sometimes when it comes [42:27] with a signage I think sometimes people [42:29] don't appreciate for that that manual [42:32] that's the size of a phone book and that [42:33] supplemental that's the size of a [42:34] smaller home and the county doesn't have [42:36] a refraction of the signs that we have [42:39] in the city which is for the right [42:40] person oh that's that's one of the [42:42] reasons but it's it's that important [42:43] stuff because they want to get those measurements [42:48] you're an engineer for a reason the same [42:51] reason why I'm not an engineer so I [42:53] think it's important when we're seeking [42:54] your judgment or feedback that we're [42:56] actually eating I definitely understand [42:58] that there are considerations from other [43:00] municipalities uh and I think getting [43:02] your opinion on those helps but looking [43:06] back at those three recommendations you [43:08] had similar to miss Patrick what do we [43:11] need to do as a council president [43:12] Quarterfield or Mr Mayor it's an [43:15] expedite getting quotes for those [43:17] because truly I think if you're [43:19] listening to members this one [43:21] portion of our community highlighting [43:23] that this is an issue but also for Point [43:26] Clarity you're not that [53:21] um gave the responsibility of taking [53:24] care of the outstanding loans and [53:25] mortgages to the city council [53:28] but [53:29] and then the mayor would you know sign [53:31] any documents but the city council does [53:33] not have that's an administrative [53:34] function the city council does not have [53:36] administrative abilities so at this [53:39] point in time I'm other left command meaning asked all [55:15] council members to students go to the [55:17] law office and have a discussion in [55:19] terms of what [55:21] how we would want to see this [55:24] um zoning within the city so I know some [55:26] council members were able to make it and [55:28] others weren't however at this point in [55:30] time the law department is ready to [55:32] provide us some information about their [55:34] recommendation sure and I know certain [55:37] Council people have reached like reached [55:39] out and were not able to connect with a [55:42] law department and obviously we're still [55:44] around to answer any questions you have [55:47] and talk about recommendations that we [55:50] have [55:51] um I think the general consensus from [55:54] the folks that and I know some of you [55:56] met with Deputy Court Council Marnie to [55:59] discuss zoning [56:02] um and and recommendations [56:06] I think generally [56:09] um and I don't want to mischaracterize [56:12] um from the people I've spoken with [56:15] um seems as if most people agree that an [56:19] overlay is best suited for the purposes [56:22] of [56:24] um [56:25] Zoning for these types of businesses I [56:28] know [56:29] um [56:30] at least one person has said that [56:32] they're like this these types of [56:34] businesses to be located in [56:36] um one or two different types of uh [56:39] current zoning districts rather than [56:41] doing an overlay [56:43] um [56:44] the recommendation from the law [56:45] department has been you know an overlay [56:49] makes sense [56:50] um you know to a degree [56:52] part of it will be identifying those [56:55] Parcels [56:57] that we would want to be part of the [57:00] overlay [57:01] and we can certainly provide a list of [57:04] those Parcels that will take some time I [57:07] think we were approaching it from [57:09] General business districts across the [57:11] city and avoiding trying to avoid those [57:15] areas that are residential or [57:19] um maybe more sensitive to having those [57:23] types of businesses in the area for [57:25] example on State Street [57:28] near I think it's new choices [57:31] maybe not having a dispensary or [57:34] allowing a dispensary in that area [57:36] um again you know it's going to be [57:39] obviously subject to whatever the [57:40] council wants to do at the end of the [57:42] day another recommendation related to [57:44] this was requiring special use permits [57:47] for these types of businesses to create [57:50] yet another layer of approvals for the [57:54] purposes of not just the type of [57:58] business which you know we wouldn't be [58:00] you know saying no to but making sure [58:03] that [58:04] um the the I think the appearance of the [58:07] business and that there's full [58:10] consideration of I think all the aspects [58:12] of that business moving into that area [58:15] um one thing Mr Marnie I think discussed [58:19] with some of you had to do with we have [58:21] certain businesses that are going to be [58:22] pre-existing non-conforming which means [58:25] they're going to be allowed to exist [58:28] even though they're going to be outside [58:30] of this overlay that's an unavoidable [58:33] consequence of the zoning [58:35] um [58:36] but essentially providing them with or [58:39] creating a schedule in which they will [58:41] have to slowly change [58:44] um their appearance to make it conform [58:47] with whatever the district may require [58:51] that they're currently in [58:53] um so that's you know [58:55] some work that we have to do on our end [58:57] to figure that out [58:59] obviously what I think Mr Marney and I [59:02] had initially recommended was [59:03] determining where [59:05] you know if you're going to do an [59:07] overlay where are you looking to the [59:10] overlay so obviously we still want to [59:12] input on that we can certainly provide [59:14] you with our two cents on that and then [59:17] from that then figuring out what are the [59:19] next steps in terms of the requirements [59:21] for that District [59:24] I know some of you haven't had an [59:25] opportunity to come speak with us and we [59:27] obviously welcome that and anybody who [59:29] has follow-up we obviously would like [59:31] that this is not an easy process it will [59:34] take time and to be frank you know not [59:37] everybody's going to be you know [59:39] generally happy they're not you're not [59:41] going to get everything on your wish [59:42] list here but we're going to do our best [59:43] to accommodate [59:45] um you know as much of the the wants and [59:47] needs of the council to make this work [59:49] for you all and obviously work for the [59:51] people of the city [59:56] so um further network with the next [59:58] steps will bring us that information [59:59] right so the next steps we will do our [1:00:02] best [1:00:02] um to come out with um you know from the [1:00:05] input that you've already given us [1:00:07] um those uh Parcels [1:00:09] um that we would see as being part of [1:00:11] the overlay [1:00:13] um and then based on that [1:00:16] um other recommendations related to what [1:00:18] that overlay would require as we said um [1:00:20] you know we're looking at a special use [1:00:22] permit I think generally I haven't heard [1:00:25] any opposition to that from talking to [1:00:28] the council people uh just in in [1:00:30] conversation [1:00:32] um but you know as we propose something [1:00:34] I'm sure there'll be questions and other [1:00:37] issues that may come up as we further [1:00:41] discuss this [1:00:44] foreign [1:00:48] next meeting you will so I I can't [1:00:52] guarantee that the next meeting we're [1:00:53] going to have a list of all the parcels [1:00:55] because you know there's going to be a [1:00:56] number of pulsive Parcels we're going to [1:00:57] have to identify okay [1:00:59] um you know and obviously this is in [1:01:01] consultation with you know [1:01:04] um people in the development department [1:01:05] who I think have more insight on [1:01:08] um you know those uses like the Law [1:01:10] Department doesn't know every business [1:01:12] within the city within every Corridor [1:01:15] um so we're going to have to obviously [1:01:16] lean on those folks um in the [1:01:18] development department to provide us [1:01:20] with their Insight we'd like to bring [1:01:22] something back as soon as we can I'm [1:01:24] happy to give you an update actually let that begin to happen so [1:02:27] um so we you know we still have to try [1:02:29] to get our zoning in place in a [1:02:30] reasonable amount of time applications [1:02:32] take a while but still we want to make [1:02:34] sure that we have [1:02:36] are zoning in place because the one we [1:02:38] have now is it's uh grandfathered in and [1:02:41] that's where it could stay there and [1:02:42] that won't change [1:02:44] so just to be um to be clear with the [1:02:46] Cannabis the 1000 feet has to be a [1:02:49] straight line on the same stream we have [1:02:52] to we are preempted by the state [1:02:54] regulations as it applies to cannabis [1:02:56] um the state regulations apply on same [1:03:01] street [1:03:02] um for sensory calculations [1:03:05] um as it applies to smoke shops and vape [1:03:09] shops the council can [1:03:13] put you know distance requirements from [1:03:17] other smoke shops and vape shops there's [1:03:19] no preemption on that [1:03:22] all right any other questions [1:03:25] Mr palomini um relating to [1:03:29] not the zoning but the moratorium which [1:03:31] is really [1:03:32] um smoke shops where we thinking to move
