[39:43] talk through the um what we call the
[39:46] Hamilton Hill infill project which the
[39:48] arpa funds were allocated for then
[39:51] answer any of your questions and you

[40:02] the my grandfather always told me to be
[40:04] brief and be
[40:06] seated U all right so this we're talking
[40:09] about rehabbing 26 uh units all of them
[40:12] in Hamilton Hill all of them currently
[40:15] substandard uh along the streets um Page
[40:19] Street Germania and SKC Street and in um
[40:23] all of them are in the city households
[40:25] to be served to find us houss with
[40:26] incomes of 80% of area medium
[40:30] income so um what here's how I'm going
[40:34] to go through this I'm going to tell you
[40:36] what's happened so far and then where
[40:38] it's headed and then I'll answer your
[40:41] questions um thus far um BC and I had uh
[40:45] about a $200,000 Grant from the
[40:47] Enterprise Foundation to all the to do
[40:49] all the prep work which is required to
[40:51] get the big state money to come in to
[40:53] round the whole project out um um I I've
[40:57] worked with most of you on stuff before
[41:00] but not all of you so um you know as
[41:04] general context I would say what this
[41:08] starts with the federal government what
[41:09] the federal government set as guidelines
[41:12] and rules for funding affordable housing
[41:15] is incredibly complicated um and it
[41:17] takes a long time so all of that is
[41:19] within that context so so far um on
[41:23] those uh properties um with the
[41:27] Enterprise funds the site control has
[41:29] been achieved integrated pH physical
[41:32] needs assessment has been done by it
[41:35] looks like K building Consultants the
[41:37] environmental review was done by CT mail
[41:40] the is bestos Leed and radon testing was
[41:43] done by CT mail the certified property
[41:45] surveys was done by L cilene Associates
[41:48] the schematic design drawings were done
[41:50] by Troy architecture practice the shipo
[41:53] the historic preservation review um was
[41:56] done um the zoning analysis was done um
[42:00] and variances were granted bcni did that
[42:03] the market study analysis and property
[42:05] appraisals um the new market valuation
[42:07] Consultants that that that has been done
[42:09] by them the construction cost estimates
[42:11] were done by Christa the identification
[42:13] of the financing partner will be
[42:15] Community preservation corporations BC
[42:17] and I did that
[42:20] um
[42:22] um you know there are a couple different
[42:24] I'm a path to Victory guy and so you
[42:26] always have to figure out what pots of
[42:29] money does the state have and how are
[42:31] they going to do it I think we're this
[42:32] is going to track towards home ownership
[42:35] opportunity for most of the units um
[42:38] I'll talk more about that in a
[42:40] minute
[42:42] um all right so then the rest of this is
[42:44] now is
[42:46] all that's the key stuff that you need
[42:48] to know so the the funding secured to
[42:51] date um the Enterprise funds I mentioned
[42:54] is $194,000 $960 was that Grant with
[42:58] possibility for more Community Loan Fund
[43:01] of $84,200 the arpa friends from the
[43:04] city um Congressman Taco has uh advanced
[43:10] $750,000 in in um Congressional funds
[43:14] pending a um actual federal
[43:20] budget um and um all right now I don't
[43:23] need my notes anymore I can talk from
[43:27] here so from this point forward
[43:31] um the local foundations have come in
[43:34] we've have we have two offers from local
[43:37] foundations one of them for home
[43:39] ownership this is a softer one that
[43:41] would be north north of a half a million
[43:43] dollars another one a harder one which
[43:45] would be a seven figure Grant if we used
[43:50] all of the units to
[43:51] place um single mothers who
[43:56] with children who needed somewhere to go
[43:59] so this means we have you know this is
[44:02] kind of when you think back to how we
[44:03] got Boys and Girls Club done and uh
[44:06] Bethesda house funded it was City County
[44:09] working together with local foundations
[44:11] to identify a need get the right not for
[44:13] profit involved then allocate our
[44:15] resources strategically the state loves
[44:17] that they come in the state has said to
[44:19] us at this point we like the basis of
[44:23] this and um a lot of you have worked
[44:25] with Darren Scott who's the regional
[44:27] director of HCR for this part of the
[44:30] state he has said he's going to come and
[44:32] sit down and plot out which of the state
[44:35] pots is most ripe for this so um I think
[44:40] I should stop it's a lot of talking for
[44:42] me so I'll stop talking and answer your
[44:44] questions but I think where we are at
[44:46] this point is a lot of this Spade workor
[44:49] I read that whole boring list because
[44:50] it's all the stuff that um people in the
[44:53] public don't see but it's the
[44:54] prerequisite for the state to come in
[44:56] we've got all that done we have um the
[44:59] various different pots of local money
[45:01] lined up and the state is now saying
[45:04] yeah we like the trajectory this is
[45:06] going on we'll sit down and figure out
[45:08] um how you know which path to go down
[45:11] they have to rank and score them but if
[45:13] you think back to um the Craig Street
[45:16] project Hillside view um Mosaic which
[45:20] got funded in Mount Pleasant last year
[45:22] Bethesda house all those went through
[45:25] one or two applications and I think on
[45:28] um Hillside view it was actually the
[45:30] fourth time it was funded so I think
[45:32] where we are is the worst thing that can
[45:34] happen here is that maybe the state says
[45:38] apply here we apply once they don't fund
[45:40] it but they say here's what you do to
[45:42] get the points to get it over the Finish
[45:44] Line um all
[45:47] right it's a lot of minutia for me so
[45:50] I'll be quiet and answer your questions
[45:52] so what is your shortfall on funding for
[45:54] the project what is the overall cost of
[45:55] the project and what is the um what's
[45:58] the Gap in funding you know it's an
[45:59] affordable housing project so that
[46:02] number always moves
[46:04] around we're probably going to ask the
[46:06] state in the neighborhood of5 or $6
[46:09] million I would
[46:11] say for the total project for the state
[46:15] so I think total would be between eight
[46:16] and nine
[46:18] okay but I'm I'm doing I'm doing
[46:20] estimates because I mean when you do
[46:22] these affordable housing things until
[46:23] the
[46:24] closing
[46:26] there's no number
[46:28] okay so when would you know about the
[46:30] state
[46:34] funding um it depends what route would
[46:36] they go they have their own big
[46:39] um RFP they're getting ready to put out
[46:42] with with what they're calling home arpa
[46:44] money I actually think that's what they
[46:46] hired Kristen de to write and they're
[46:50] like more than 6 months behind schedule
[46:53] on issuing it so um um I you know they
[46:59] they the funding Cycles take six to n
[47:02] months they generally
[47:04] do
[47:05] okay and so I think part of the other
[47:08] thing is you're asking for an
[47:09] extension yeah I think yeah go ahead so
[47:13] so how long is the extension
[47:17] request sure I hear that's for a year
[47:20] all right so then what I would what
[47:24] request is for a year and then we work
[47:26] with Brian Lawler who was the state
[47:27] housing commissioner and did for 30
[47:29] years the closings for the state on
[47:31] these things um he's an expert on all of
[47:34] the rules so we would ask Brian to sit
[47:37] with um whoever you wanted him to sit
[47:39] with to make sure all the rules were
[47:41] followed and you know what I mean
[47:42] because you've got on the arpa funding
[47:44] you've got your set of rules from the
[47:47] treasur treasury has their set of rules
[47:49] yeah yeah yeah so I do I do think that
[47:52] with
[47:54] um your staff involvement and Brian's
[47:57] involvement Bri very good at making sure
[48:00] the rules are followed So within a year
[48:03] we we'd have a path the state
[48:05] would have it on a path so funing path
[48:09] that satisfied the rules well the rules
[48:11] are that it has to be allocated by the
[48:12] end of 2024 and then spent by the end of
[48:15] I'm confident we can figure that out
[48:18] other questions Mr Mr Williams Mr
[48:21] Williams to the C okay um so you would
[48:25] mind clar you said at one point that
[48:27] there were two different directions the
[48:28] project could go in one being home
[48:30] ownership and the other one single uh
[48:31] single mother households is that a
[48:33] decision that bcni has come to or are
[48:36] you still evaluating the funds that
[48:38] you're going to receive and does that
[48:39] affect the project
[48:43] scope that will have to a lot to do with
[48:46] the timing of what the state
[48:48] says they have funds available for sort
[48:51] of first second third and
[48:53] fourth I think that from my seat as
[48:57] president of the board of bcni and my
[48:58] seat at the foundation I think we have
[49:00] critical mass to do both over the next
[49:04] couple of years it's a matter of which
[49:06] funding path presents itself first we
[49:09] have a we have a need for both we have
[49:12] some government funding set up for both
[49:14] we have strong commitments from local
[49:16] foundations for both the another one of
[49:20] the tricks of these affordable housing
[49:22] projects is that um smaller is harder to
[49:26] do if you do 10 units it's harder to do
[49:28] than 60 units so we're talking about 26
[49:32] units here you know one thing we could
[49:33] do is break it and do you know 15 of one
[49:37] and 11 of another but that actually
[49:40] makes it harder to fund so we have to
[49:42] flesh that out with a state um does that
[49:45] answer your question absolutely yeah CU
[49:47] it's not it's not there's not um Clear
[49:49] Cut Black or
[49:51] White on some of the stuff so I will do
[49:54] the best I can to give you a correct
[49:57] answer yes and like with previous
[50:00] requests that we've had um in terms of
[50:02] the state funding and the point system
[50:04] that that Grant would go through is it
[50:07] your opinion that um obviously what we
[50:10] do here would help in terms of the
[50:12] points that you might need to approve
[50:13] from that state yeah I think I think
[50:16] there's two answers to that you know
[50:18] this is what we learned from the library
[50:20] branches from Boys and Girls Club from
[50:22] Bethesda house from bunch of the other
[50:24] projects they do have SC 0 to 100 they
[50:27] they give you points if you have um
[50:32] Foundation funny if you have City money
[50:33] if you have County money all of that
[50:35] counts but they also like it better they
[50:38] they you know I think what's motivating
[50:41] State officials to say we're going to
[50:42] come meet with you and figure out how to
[50:43] get this done as they see that skincity
[50:45] has started to be really successful at
[50:47] this Formula One and they see it coming
[50:50] together here and then you know once
[50:53] they do that they help you choose the
[50:55] path that's most likely to succeed which
[50:57] is why I feel comfortable that the worst
[50:59] thing that will happen is maybe the
[51:02] first application goes in uh like with
[51:04] Bethesda house and they came back and
[51:06] said we're not funding it this year but
[51:08] you're close and here's what we want you
[51:10] know if you do one two and three you'll
[51:12] get it over the Finish Line um and Kim
[51:15] Shepard and her team did a great job of
[51:16] doing
[51:18] that
[51:19] mayor thank you uh again this project in
[51:24] the Y W you know are getting some State
[51:28] attention they good projects uh our
[51:31] rapport with those agencies is very good
[51:36] you know the team that's here has uh
[51:40] good connections good track record and
[51:43] so I would recommend that some extension
[51:47] be given in this funding scenario it one
[51:52] of these things that puts us under
[51:53] pressure to get them done but at the
[51:55] same time pointed
[51:58] out we're not just uh going into a
[52:02] vacuum and the state weighs other
[52:05] projects across the
[52:07] state uh I think we're in a position to
[52:10] score very high uh in this in the things
[52:13] that we've done laning up to uh this
[52:17] application of this process where we've
[52:19] Consolidated uh two groups brought
[52:22] together under bcni it's the one
[52:26] uh time it's been done in the
[52:28] State uh the governor the legislature
[52:31] keeps talking about doing housing
[52:33] initiatives so there's some of the money
[52:35] that's on the table now and in the
[52:38] pipeline and there's going to be
[52:41] something in the next Governor's budget
[52:44] one way or the other I don't have any
[52:47] inclination what that is but we want to
[52:49] be positioned to Advocate and follow up
[52:53] on any opportunity that exists there so
[52:56] it's somewhat of a again a dynamic
[52:59] process but I think we're in Fairly good
[53:01] shape for a number of things that we're
[53:04] doing here and our track record of doing
[53:07] things in the past of actually being
[53:09] able to implement get things built get
[53:11] the construction done get the uh
[53:14] buildings open and get people moved into
[53:16] them I think the YWCA project that's
[53:19] been in three times but I think it's not
[53:22] a path to get funded now yes yeah
[53:25] I do have one one other tiny question um
[53:28] has the county contributed any money to
[53:30] um the project you mentioned so I've
[53:33] been in Asia for two weeks I'm fresh off
[53:36] the plane which is not a good use of the
[53:37] word fresh um I can't remember off the
[53:40] top of my head but Metroplex is going to
[53:42] come they're going to now that the
[53:43] state's coming they're going to come and
[53:44] figure out what what they have to do to
[53:46] help get it over the Finish
[53:48] Line um but does I can't do County have
[53:52] any money in yet no no thank but we'll
[53:56] they'll figure it out they'll be part of
[53:57] the solution thank Madam
[54:00] president the other feature of this in
[54:02] terms of the bigger impact is we've done
[54:06] projects of doing one where it's you
[54:08] know it's one building that's one site
[54:10] this is a number of houses throughout
[54:14] the neighborhood that it's a little bit
[54:16] more complicated to put it all together
[54:18] but the impact is going to be far
[54:21] greater in the overall transition and
[54:24] visual aspect that's going to happen
[54:27] within that's complet that's completely
[54:29] correct I know he brought some visuals
[54:31] off if you want oh you want to put up
[54:33] yeah this is sort of what the what the
[54:35] um all the prep work has yielded that's
[54:38] absolutely that's that's correct and and
[54:40] just to to pick up on the mayor's point
[54:43] you know most
[54:44] cities this is New York state right and
[54:46] we have Brooklyn in it we have the Bronx
[54:49] in Buffalo and most good
[54:53] most most cities of affordable housing
[54:55] is all about apartment buildings and
[54:57] most of the programs are designed for
[55:00] that kind of construction but for our
[55:02] city it's very much about single and two
[55:05] family homes and and taking fixing up
[55:07] these houses that have been vacated or
[55:10] left empty and so it does take a little
[55:12] longer to put the financing together
[55:13] that is part of it but we but the state
[55:16] recognizes that they're committed to it
[55:17] we will figure it out so here's a
[55:20] cluster here on Germania there's a
[55:22] cluster on uh SK Street and cluster on
[55:26] on page okay so this isn't all of them
[55:29] this is just sampling this is the
[55:31] sampling the pictures are just a sampl
[55:32] this just a sampling of the vacant so
[55:34] the VAC most of them are two family
[55:36] houses most them are two families just
[55:38] one single family I kind of like that
[55:40] for home ownership opportunity for
[55:42] first-time home buyers because if they
[55:44] then the person who buys the house as a
[55:47] firsttime home buyer that is someone who
[55:50] is for the maybe the first time in
[55:53] Generations creating an opportunity for
[55:56] the family to generate savings and
[55:58] wealth that can be passed on but if it's
[56:00] a two family home and we do it right the
[56:02] income they get from the other unit
[56:03] significantly helps make sure that they
[56:05] can keep that mortgage those mortgage
[56:07] payments coming and stick through it see
[56:09] it all the way through and would have
[56:11] impact that's another unique feature of
[56:13] this yeah so that's I mean right now I
[56:16] I'm kind of cheering for the home
[56:18] ownership opportunities for this if the
[56:19] state can do it fast enough because of
[56:22] what I just said so that's that is I do
[56:25] have that question are you planning on
[56:27] keeping any of those properties and then
[56:29] renting them to people and bcni
[56:31] remaining the owner proper I mean if if
[56:36] if if we go the home ownership route for
[56:38] these properties no if we go the route
[56:42] of um of developing them so that they
[56:46] are rented and they are rented for
[56:48] targeted population like for example
[56:50] single mothers who need a place to go
[56:52] those would be rentals that would DC and
[56:53] I would manage and and they would have
[56:55] like a u like the isshi program would
[56:58] come in and fund some of that and there
[56:59] would be an agreement with scap to
[57:01] provide the services um and the and the
[57:03] isshi money would would pay for
[57:05] something like 65 75% of the
[57:08] rent so um two paths okay all right Mr
[57:14] Farley so I guess I'm pretty excited
[57:18] about the ownership path like I'm I'm
[57:20] sure that that's probably a little more
[57:22] complicated um from what I'm got what
[57:25] you're saying but I definitely think
[57:26] that that that would be something that I
[57:28] I would be more excited about as far as
[57:30] Community impact um I know the federal
[57:32] guidelines for like U uh lowincome
[57:36] housing or is a bit dated um and I'm
[57:39] just wondering is this is the state
[57:42] guidelines the same as the federal
[57:43] guidelines and how much autonomy do you
[57:46] have in that as far as that process like
[57:48] I know that they have been
[57:50] um I don't know when the last time they
[57:52] were updated but last I looked it was it
[57:53] was it didn't seem like it was really uh
[57:56] in line with
[57:58] um kind of today's world numbers I think
[58:01] you always have to follow the federal
[58:02] guidelines you guys agree yeah Federal
[58:04] ground trunk the states if the states
[58:06] want to do something so I think that
[58:09] yeah I think the federal ground you have
[58:10] to follow they probably are out of date
[58:13] even though my official position is our
[58:14] colleagues at the federal government are
[58:16] great Americans and I support
[58:18] them um it really comes into play when
[58:21] you rent cuz then the rents have to be
[58:23] set according to all those rules um when
[58:27] you do home ownership it's less of an
[58:29] issue uh because you're qualifying
[58:32] people for mortgages and helping them
[58:34] get down payment assistance and then
[58:35] getting them into the home and then
[58:37] their payment is based on the mortgage
[58:39] um very often those mortgage payments
[58:41] come out to be less than the rents do um
[58:44] so I agree with you if we can figure out
[58:47] how to make the home ownership
[58:49] work that on this that would be great
[58:51] but if we don't on this one we'll figure
[58:53] it out on the next one it that that's
[58:55] coming the the the feds have set that as
[58:58] a policy priority it's showing up in a
[59:00] lot of the grant programs where you get
[59:01] extra points to do it um so we'll see
[59:04] when the state comes if they say yeah
[59:06] yeah you've got this this this the three
[59:08] pots you can go for the incentives are
[59:10] there for home ownership do it they'll
[59:11] they'll help us figure out and how to
[59:14] get it done and you know I hope we're
[59:16] getting to a point where um the mayor
[59:19] referenced the YWCA project you know I
[59:21] feel like that may be the turning point
[59:24] where we get to
[59:25] where're connecti is now at a point
[59:27] where we know we can make these things
[59:29] happen even if it takes a few years we
[59:31] have to be patient and persistent and
[59:32] push through it sometimes people get mad
[59:35] there are tempered TS and you know but
[59:37] um we get we get around the corner where
[59:39] we know what projects we want to do and
[59:41] it's just a matter of figuring out which
[59:43] one goes first second and third the
[59:44] state helps us make sure it happens and
[59:46] we're we're our track records pretty
[59:48] good I mean we won Elmer Avenue we won
[59:50] Mosaic recently they came back with a
[59:52] good plan on the YWCA this scap campus
[59:55] looks like it's on a good track State's
[59:57] coming back and saying they like the
[59:58] direction this is going so I think we
[1:00:00] can feel good about it one question yes
[1:00:04] so um too long I'm sorry um it's good
[1:00:07] information I'm so I guess my question
[1:00:10] would be is how much of what are some of
[1:00:12] the other I mean I'm sure it depends on
[1:00:14] which path you you know would go down
[1:00:18] but could you share like some of the
[1:00:19] other considerations being made as far
[1:00:21] as like outside of income um who would
[1:00:25] be uh would be your targeted population
[1:00:28] um and I'm asking that question just for
[1:00:30] clarity around like um are we looking at
[1:00:34] um what are some of the other factors
[1:00:36] that are are kind of calculations that
[1:00:38] are made to see like who's who Le this
[1:00:40] type of housing would be accessible to
[1:00:42] yeah I mean the plain reality is
[1:00:44] unfortunately we have to react to what
[1:00:49] the funding streams tell us to do so
[1:00:53] when we do things like like Elmer Avenue
[1:00:55] or Renaissance square or mosaic um those
[1:00:58] projects are all tax credit projects and
[1:01:01] tax credit projects by law have to be
[1:01:03] rentals period and a discussion we don't
[1:01:06] have any choice and so if you're going
[1:01:08] to do a you know conversion of a of a
[1:01:11] white elephant old school that's empty
[1:01:13] and it's going to be 60 units you're
[1:01:14] kind of stuck with tax credits there you
[1:01:16] are um that's a so that's a reason why I
[1:01:21] kind of agree with you if we could go
[1:01:22] down the home ownership path here that
[1:01:24] would be great because this is an
[1:01:25] opportunity to do that and we're not
[1:01:26] doing a tax credit project that
[1:01:28] prohibits it um in the ca you know we
[1:01:32] have groups like young parents United
[1:01:36] tesda house they tell us that we have a
[1:01:39] demographic need to deal with homeless
[1:01:41] on a bunch of levels and so we do our
[1:01:45] best to try to get that I mean you know
[1:01:48] um the bethesa house project
[1:01:50] took four four years in you know it's
[1:01:55] probably longer than it should take but
[1:01:57] we got it other communities didn't get
[1:01:59] it and and did it because Bethesda house
[1:02:03] needed to double their capacity to House
[1:02:06] people coming out of the homeless sector
[1:02:07] so I think you know I think for the root
[1:02:09] for the um young families that need
[1:02:12] somewhere to go we know we have that
[1:02:13] need and we will figure out one way or
[1:02:15] another how to do it and we have um
[1:02:17] already a couple of State commitments
[1:02:19] for isi to do that and we have a local
[1:02:21] Foundation ready to do that and the
[1:02:22] state has already said okay then
[1:02:24] that's that's the connected formula for
[1:02:26] Success we will help you figure it out
[1:02:29] I'm I'm sorry to your time just I have
[1:02:32] one other question uh so regarding the

[1:04:08] on the use of fund

[1:04:53] William Reas um executive director of
[1:04:54] coc house what you have in your hand is
[1:04:56] a brief presentation on the uh ARA
[1:04:59] project um the beginning um only we
[1:05:02] submitted uh the purpose was we were
[1:05:04] looking to get the funding so that we
[1:05:06] could uh complete the purchase of exra
[1:05:09] property so that we could expand program
[1:05:11] um in that time uh what we were able to
[1:05:14] do with the help of uh the Metroplex
[1:05:17] community landbank and R fund and some
[1:05:19] other supporters we were actually able
[1:05:21] to raise the money to complete uh the
[1:05:24] funding needed to execute our program um
[1:05:26] our project so as of right now uh the
[1:05:29] new C house team Empowerment Center 867
[1:05:31] sing Street my old childhood home um is
[1:05:34] due to be completed on October 30th of
[1:05:37] this year um interesting enough uh you
[1:05:41] stop right there um is that
[1:05:44] tomorrow couple
[1:05:47] weeks October
[1:05:49] 30 yes so um you should get ready to be
[1:05:53] there during this project what we've
[1:05:55] learned is uh in the very beginning I
[1:05:57] had really lofty goals my goal was to
[1:05:59] raise
[1:06:01] $250,000 and put it in the hands of the
[1:06:03] community um through local contractors
[1:06:06] who would hire local workers and they
[1:06:08] would train uh local youth you know that
[1:06:10] was my goal my the intent being um to
[1:06:13] make sure that the funding for the
[1:06:15] project was going back directly to the
[1:06:17] community and we did that you know we we
[1:06:20] tried to go that route and it was uh a
[1:06:22] task um I like to think that throughout
[1:06:25] this process I learned a lot about uh
[1:06:28] development contracts and a lot of stuff
[1:06:31] I just really had no clue about um we've
[1:06:33] gone through two contractors we're our
[1:06:36] third contractor right now uh NPR
[1:06:39] locally um and as of right now the front
[1:06:41] porch and the back porch has have been
[1:06:43] completed and inspected they both passed
[1:06:45] um as of right now um and you can kind
[1:06:48] of scroll down um these are the plans
[1:06:51] the original plans for the project uh
[1:06:54] so 20 years ago Rachel had an idea of
[1:06:58] connecting both houses when I took over
[1:06:59] Copa house uh 5 years ago I I looked at
[1:07:02] that and understood that that was going
[1:07:04] to be quite the task so what we did was
[1:07:06] we decided to next slide morce please uh
[1:07:09] to connect them through the porch um the
[1:07:11] reason why I thought this was a good
[1:07:13] idea was um in understanding what that
[1:07:17] neighborhood used to be um specifically
[1:07:20] my house
[1:07:22] um I wanted to build something that
[1:07:24] would last uh for the Youth in the
[1:07:26] community and would serve as an
[1:07:28] inspiration to the kid to attend uh
[1:07:31] Martin Luther King school and just youth
[1:07:33] who live in our community um you can go
[1:07:35] to next slide
[1:07:37] please uh the next few slides are
[1:07:39] pictures of the process and where we're
[1:07:41] at so that first slide you'll see is the
[1:07:43] very beginning 5 years ago uh those
[1:07:45] young men in blue shirts those are seats
[1:07:47] out so keeping up with the theme that
[1:07:49] from the very beginning my intent was to
[1:07:51] take this money raise and put it
[1:07:54] directly back into the hands of the
[1:07:55] community in training and funding and in
[1:07:58] jobs uh that second slide you see Union
[1:08:01] college students uh here you see Brian
[1:08:03] from the seat Center again as we're
[1:08:05] going through this process there were
[1:08:08] three breaks in the project that really
[1:08:11] were out of our hands one being co uh
[1:08:14] which you know there was really nothing
[1:08:15] we could do um we did have to let go of
[1:08:20] a contractor because the work wasn't up
[1:08:22] the par and in that process we brought
[1:08:24] on this great group um who as you can
[1:08:27] see the transition from the third and
[1:08:29] fourth slides you can see the project
[1:08:32] took shape literally overnight um all
[1:08:34] the siding was gone all the roofing was
[1:08:36] gone all brand new shingles and as of
[1:08:39] right now this last slide you'll see
[1:08:41] this is the brand new porch and this is
[1:08:43] the inside as of this time last week the
[1:08:46] insulation is up right now the sheet
[1:08:48] rock is inside and the walls are ready
[1:08:50] to go up we have all the plumbing
[1:08:51] purchased um the group that that we have
[1:08:54] now working with NPR they actually work
[1:08:56] six six days they work Monday through
[1:08:59] Saturday rafie and his team are
[1:09:00] absolutely amazing um the request came
[1:09:04] for us to Pivot for the arpa because
[1:09:08] what I realized throughout this project
[1:09:09] was it's been 25 years and coko house
[1:09:11] never had a full-time staff coko house
[1:09:14] has survived solely for 25 years off of
[1:09:17] volunteers so what I thought about um
[1:09:20] this time last year that's my wife with
[1:09:22] the kids was that we have this great big
[1:09:25] project and it's going to get done and
[1:09:28] we're going to have this program space
[1:09:29] but we need staff we need people from
[1:09:32] the community to hire to work with these
[1:09:34] youths people that we can train and that
[1:09:36] we can pay pay adequately um because
[1:09:38] again the pivot with the article was
[1:09:41] that we raised the money for the
[1:09:42] building and but we're still putting
[1:09:44] money back into the community uh the
[1:09:46] money the pivot for us is really is
[1:09:48] taking this money and hiring uh local
[1:09:50] families um because what we're also
[1:09:52] doing which I I took a lot of stuff
[1:09:55] context out the slide is uh what's also
[1:09:57] going to be in this program is we're
[1:09:59] building the first Broadview financial
[1:10:01] literacy Center in the Hamilton Hill so
[1:10:05] Broad View we have a partnership with
[1:10:07] them in which they're going to provide
[1:10:08] financially literacy classes to the
[1:10:10] community to families and youth as well
[1:10:13] um because we believe it's uh important
[1:10:15] to have a financial institution like
[1:10:17] Broadview to invest long-term education
[1:10:20] financial literacy courses and
[1:10:22] opportunities for people that in our
[1:10:24] community uh why amend a contract we've
[1:10:26] already raised the money needed to
[1:10:28] complete a 67 projects 60,000 from the
[1:10:30] city of SKC thank you guys uh C for the
[1:10:33] cdbg 60,000 from Metroplex 50,000 from
[1:10:36] Community landbank 25,000 from Amber
[1:10:38] mother fund uh and we are due to be
[1:10:41] completed like I said at the end of the
[1:10:42] month grand opening of the first week of
[1:10:45] November we have raised the money to
[1:10:47] complete the community Green Space
[1:10:48] Project Union College student jesselin
[1:10:50] was awarded 9,000 for the project in
[1:10:52] 2022 that is due to be completed first
[1:10:55] week of November as well uh we have
[1:10:57] currently met with and there is an
[1:10:59] agreement in place for the purchases of
[1:11:01] 28 Sten in place for them to donate it
[1:11:04] to Coco house should the purchase go
[1:11:06] through at which time we will demolish
[1:11:08] the property and add it to our community
[1:11:10] Green Space on the corner and we have
[1:11:11] already have a letter of intent that's
[1:11:13] been approved and agreed upon with the
[1:11:15] SKC Foundation uh should 28 St Bend be
[1:11:18] secure and given it to C house we have
[1:11:20] the money in place for the demolition at
[1:11:23] this time biggest need for the expansion
[1:11:25] of the program and the services we
[1:11:26] provide and want to continue to provide
[1:11:28] our staff to be on site and available to
[1:11:30] the youth and the families we serve on a
[1:11:32] regular basis um the reason being is for
[1:11:36] 20 years we have served younger kids we
[1:11:39] have served a younger generation and
[1:11:41] with the expansion uh we're going to be
[1:11:43] working into uh larger population uh
[1:11:46] families older youth teens and we want
[1:11:49] to make sure that we have services on
[1:11:51] site readily available uh for the
[1:11:54] people that we're going be working with
[1:11:55] to have access to on a regular basis so
[1:11:58] uh what does this look like um increase
[1:12:00] in wages from so for 2023 we'll spend
[1:12:03] $30,000 in wages um we're looking to
[1:12:06] increase that to
[1:12:07] $200,000 $70,000 for a full-time
[1:12:10] executive director 50,000 for a
[1:12:12] part-time director 30,000 for a program
[1:12:14] assistant and 50,000 for program staff
[1:12:17] up to 2 and three part-time staff
[1:12:19] currently uh $30,000 in wages 15,000 in
[1:12:23] occup cost 5,000 program and direct cost
[1:12:26] $220,000 in administrative expenses uh
[1:12:30] we get a lot of support from the
[1:12:31] community Union College is really great
[1:12:33] about helping us out with supplies food
[1:12:35] and stuff for the program um throughout
[1:12:37] the week um during the summertime we
[1:12:39] have to raise the money to make sure we
[1:12:41] ensure that um here's a nice long thank
[1:12:43] you list um of everyone who's really
[1:12:46] been a part of this project for the last
[1:12:48] 5 years since I've been a part of it and
[1:12:50] uh again we would not be where we are at
[1:12:53] this point Point um at a point of
[1:12:55] completion and grand opening and uh you
[1:12:58] know I'm thankful to say that this is
[1:13:01] actually going to get done and I'm glad
[1:13:03] that you guys are all a part of it thank
[1:13:05] you well questions well first of all let
[1:13:09] me just commend you on the work that
[1:13:10] you've completed it's pretty substantial
[1:13:12] and admirable and so I know you sent me
[1:13:14] one picture but there's a lot more
[1:13:16] that's been done since then so I I want
[1:13:18] to just say cl to you and everyone that
[1:13:20] works with you to get this done and um
[1:13:22] get it to this point so thank you for
[1:13:25] that and morce if you could go back to
[1:13:26] the next slide CU I um I do have some
[1:13:29] questions right there all right so
[1:13:32] currently the 30,000 wages um I
[1:13:35] understand what is the 20,000
[1:13:37] administrative expenses could you
[1:13:38] explain with that deal is yeah uh we
[1:13:41] have uh services that we utilize lawyer
[1:13:45] uh
[1:13:46] training um insurance is cost like that
[1:13:49] oh okay okay and so
[1:13:54] your your initial ask from from us was
[1:13:57] from city council was I believe the
[1:13:59] original ask was 1.5 million over 5
[1:14:02] years um and that it was adapted to
[1:14:05] 500,000 so you've lowered the request is
[1:14:08] that what you say no I didn't lower the
[1:14:10] quest it was when it was sent to us it
[1:14:12] was lower oh okay okay so 5,000 was what
[1:14:14] we allocated gotcha okay and so you're
[1:14:17] asking us to
[1:14:19] do could you break it down over the
[1:14:21] years yes so the way we looked at it is
[1:14:24] uh larger amount the first year and
[1:14:26] gradually scale off 200,000 200,000
[1:14:29] 100,000 uh the third year um the reason
[1:14:32] being with our growing capacity what we
[1:14:34] found is we have access to more grants
[1:14:36] and stuff outside the C because we're
[1:14:38] offering more program um what's really
[1:14:41] been great about this process is uh we
[1:14:43] found a way to sustain our program and
[1:14:45] grow it without stepping on the toes of
[1:14:47] any other the other programs of what
[1:14:49] they're doing we found ways to
[1:14:50] collaborate partner um and find find
[1:14:54] Space where we can all being part of
[1:14:56] this connected youth Coalition being
[1:14:57] part of the 22 youth organizations we're
[1:15:00] supporting each other so we're not
[1:15:02] recreating program that's going to take
[1:15:03] away from other programs what we're
[1:15:05] finding is that we're all sustaining by
[1:15:07] we're serving the same same families and
[1:15:09] same kids but there are still some
[1:15:11] things that we can do differently and
[1:15:13] ways that we can work together so by
[1:15:15] stepping to this Niche working with the
[1:15:16] older kids um we're fting is there's a
[1:15:19] generation of Youth who just for some
[1:15:20] reason um they just you know as many as
[1:15:23] we have they tend to not come sometimes
[1:15:26] it's it's mental health sometimes it's
[1:15:27] sub sometimes it's just for decision
[1:15:29] making so we have found a space where we
[1:15:32] can uh work with everyone to provide the
[1:15:34] best service
[1:15:36] possible thank you yes ma'am
[1:15:39] um go go Miss pck okay yeah sure so
[1:15:44] first I want to Echo um uh president
[1:15:46] Porterfield uh uh congratulatory words
[1:15:50] around what you've been able to
[1:15:51] accomplish thus far um I really would
[1:15:54] like to see more nonprofits not only um
[1:15:57] you know make that type of investment to
[1:16:00] serve youth but then when you when you
[1:16:02] kind of compound the fact that you're
[1:16:04] making an investment back into the
[1:16:06] community um that's something that I
[1:16:08] wish a lot more nonprofits had that did
[1:16:10] that model um so I just want to say
[1:16:11] that's really important as far as it
[1:16:13] speaks of sustainability um and if I'm
[1:16:16] understanding correctly it's like um
[1:16:18] this will not only help you serve the
[1:16:20] youth that you serve now but you be able
[1:16:23] to kind of expand upon that and also
[1:16:26] that you know influx of resources what
[1:16:28] because I'm sure as being a executive
[1:16:31] director you're doing a lot of different
[1:16:33] things um a lot of you know so you're
[1:16:36] saying it's parttime but we all know we
[1:16:38] work with you we know it's full-time
[1:16:39] right so um I so I imagine that you you
[1:16:43] could see that expanding your ability to
[1:16:46] um go after more funding right Your
[1:16:49] Capacity to do so so even within this
[1:16:51] it's not you know there's some
[1:16:52] sustainability to that with things up
[1:16:54] okay I just want to be clear about that
[1:16:55] that's that was the goal long term um we
[1:16:58] planned this was to what we found was
[1:17:01] with the UN with um Coco house we have
[1:17:04] kids who age out and sixth seventh grade
[1:17:07] and then you know boys and girls plus
[1:17:09] phal I think the great thing about sa
[1:17:11] connected we don't La for resources but
[1:17:14] we always find those kids who find
[1:17:16] themselves kind of in between so what we
[1:17:18] thought about in this process was well
[1:17:19] what if we can create uh job
[1:17:21] sustainability long term we can take
[1:17:23] some of these kids we can put them in a
[1:17:25] team program we can educate them on how
[1:17:27] to work with the younger kids and again
[1:17:29] you know we have the summer youth
[1:17:30] program we have all these different
[1:17:32] programs that we have the ability to
[1:17:33] work with let's create more
[1:17:35] opportunities for youth like myself
[1:17:37] because again without r a gram I'm not
[1:17:40] the executive director of C- so if we
[1:17:42] can take more use and more opportunities
[1:17:44] and more intentional investment long
[1:17:46] term we can create more opportunities to
[1:17:48] get some of these kids off these corners
[1:17:50] and do some phenomenal things in these
[1:17:52] programs because they can reach their
[1:17:54] friends better than we
[1:17:56] can you have question I do so this
[1:17:59] obviously the the um rer funding from
[1:18:02] the city is completely about Staffing
[1:18:05] and Sals so what will be your capacity
[1:18:09] around um you know the programs I mean
[1:18:12] in terms of uh no I'm I'm glad you asked
[1:18:15] so right now uh with just volunteers my
[1:18:18] wife who's sitting on the hallway um
[1:18:20] prior to co we were operating at full
[1:18:22] capacity 35 you a day prior to co once
[1:18:26] Co hit uh of course we had numbers had
[1:18:28] to drop and then after that um you know
[1:18:31] the school district opened up their
[1:18:33] after school program again which kinds
[1:18:35] of change the dynamic and again we're
[1:18:37] not in competition for to serve the
[1:18:39] Youth of our community we're looking to
[1:18:41] come across and work with each other so
[1:18:43] uh we partner with the school district
[1:18:44] and we find local families who are in
[1:18:46] need of you know so this with the team
[1:18:48] program opening up the way we have it
[1:18:50] set up we have the capacity to take on
[1:18:52] another 30 35 you per day
[1:18:55] and um so do you find that the 30 to 35
[1:18:59] students per day are um consistent the
[1:19:02] same students or are you
[1:19:04] seeing no it's it's changed right now
[1:19:06] that we just opened up uh first day was
[1:19:09] today and I think we had uh I believe
[1:19:11] our numbers were 10 but this is our
[1:19:13] first day opening up and again the
[1:19:14] school district is running they have
[1:19:16] school B 5 days a week so you know we're
[1:19:18] not looking to really compete with them
[1:19:20] but we're looking to create a a
[1:19:23] situation to reach those hard to reach
[1:19:25] youth specifically um because we really
[1:19:28] feel like that's where we can do the
[1:19:30] most good um anybody that that wants to
[1:19:33] come to cop house of course is welcome
[1:19:34] and that's really where this uh
[1:19:37] situation was driven from is because we
[1:19:39] had youth coming back seventh and eighth
[1:19:41] grade and they had no program to go to
[1:19:43] because they got kicked out and it's not
[1:19:45] because they're bad kids but maybe the
[1:19:47] people at the program didn't understand
[1:19:48] how to deal with them we've been working
[1:19:50] with them for four or 5 years now what
[1:19:52] do we do do we turn turn the youth away
[1:19:53] no we intentionally create a space so
[1:19:55] that they can come back because that
[1:19:57] investment long term it keeps them out
[1:19:59] of trouble and it keeps them engage in
[1:20:01] the community work that we
[1:20:02] do Mr to um MZ um the document you
[1:20:06] submit to us with regards to this
[1:20:08] amendment you are and looking at the
[1:20:10] salary line you have $600,000 over 3
[1:20:13] years what are your plan to sustain it
[1:20:16] into the fourth year what's our plan yes
[1:20:19] okay so again as we expect it's cool I
[1:20:21] was pray for that um as EX stand program
[1:20:24] um what's been great is uh I I've gone
[1:20:26] to a couple national conferences um the
[1:20:30] geof funders was one in Chicago in which
[1:20:32] we met national uh funders who there's
[1:20:35] there's more money available and I think
[1:20:36] a lot of that was kind of what moved our
[1:20:40] Innovation right we found that there's a
[1:20:42] lot of youth programs in the city of
[1:20:44] skincity and we're kind of all going to
[1:20:46] the connecting Foundation into the city
[1:20:48] for the same money to serve really the
[1:20:50] same kids which is not sustainable for
[1:20:52] you guys it's not sustainable to the
[1:20:53] concy foundation so in creating a a new
[1:20:56] and Innovative program it allowed us to
[1:20:58] start to tap into some uh the naal
[1:21:01] National mentorship Alliance Mentor New
[1:21:03] York in which you know and we have some
[1:21:07] um funders uh that are kind of waiting
[1:21:11] for uh this piece to get off the ground
[1:21:14] so that was the big thing was is we had
[1:21:16] some funders in place uh two years ago
[1:21:19] but our timeline got pushed back because
[1:21:21] the project kind of didn't sustain so
[1:21:24] because of that we had to kind of um
[1:21:26] pivot our approach and uh focus on
[1:21:29] getting the project done before we could
[1:21:30] start to ask some of our wealthy friends
[1:21:32] for
[1:21:33] money so so just a p so you mentioned
[1:21:36] that their fundings out there yes and
[1:21:39] you are T you're going to be tapping
[1:21:40] into these agencies yes is it possible
[1:21:42] that you can send us a list of the
[1:21:44] agency that you are going to be working
[1:21:45] with
[1:21:50] in Mr Williams uh definitely again I
[1:21:53] think it's I appreciate the presentation
[1:21:55] and also the work that you're doing I
[1:21:56] think it's safe to say that this project
[1:21:58] and what you've been able to achieve so
[1:22:00] far actually reflects the tant of what
[1:22:03] our community is uh working together
[1:22:05] more collaboratively and more
[1:22:06] effectively so using and employing the
[1:22:08] seat Center which made me smile and
[1:22:10] tapping into Union College it's very
[1:22:12] very um good to hear uh definitely I
[1:22:15] think the sustainability is a strong
[1:22:17] consideration the last thing we want to
[1:22:19] do is fund positions that are then going
[1:22:20] to be dissolved in the next year year or
[1:22:22] two um uh my question resounded around
[1:22:27] so if ever the ask came back to the city
[1:22:29] do you have job descriptions just
[1:22:30] clearly outlining what the duties of
[1:22:32] each role are because any year working
[1:22:34] we are absolutely working on those now U
[1:22:37] the interesting thing about this in in
[1:22:38] see down spread you kind of alluded to
[1:22:40] this is it was the hardest thing to not
[1:22:43] give a update on progress and not put
[1:22:45] anything on social media because I felt
[1:22:48] in all honesty I'm being honest I felt
[1:22:50] like I had let everyone down because the
[1:22:51] project I pushed back so many times um
[1:22:54] we had a lofty goal and we had a
[1:22:56] timeline set and when uh we came into
[1:22:59] barrier after barrier it was frustra and
[1:23:02] so what happened was is our Focus just
[1:23:05] became strictly getting this building
[1:23:07] done and then building everything else
[1:23:10] kind of really around it and now we that
[1:23:12] we have the right people in place we
[1:23:14] have the timeline in front of us it's
[1:23:15] allowed us to go back and focus on those
[1:23:17] things which are incredibly important
[1:23:19] because again to create sustainability
[1:23:21] again like you know
[1:23:23] talking about is we have to have those
[1:23:25] things in place very clear dialogue very
[1:23:27] clear program outlines um and I want to
[1:23:30] flesh those out but my priority right
[1:23:33] now is just getting this building done
[1:23:34] because I just felt like so much was
[1:23:36] riding on it thank you but I can send
[1:23:39] them over to you it's not a problem
[1:23:41] appreciate actually if you send m m
[1:23:43] she'll make sure the en account for no
[1:23:45] problem thank you Mr yes Mr Harley so I
[1:23:48] so um just listening to kind of your
[1:23:50] response to to Mr Williams I I think
[1:23:52] that
[1:23:53] um and kind of also to your point Mr
[1:23:54] manian I think if I'm understanding it
[1:23:57] correctly part of the the sustainability
[1:23:59] is really growing Your Capacity to seek
[1:24:02] funding cuz I think a lot of times we
[1:24:03] have some of our smaller nonprofits that
[1:24:05] make really really big impacts but
[1:24:07] necessarily don't have like a
[1:24:08] development office if you will right so
[1:24:10] I so so so just you know as city council
[1:24:13] we're we're moving to try to be more
[1:24:15] Equitable in approach that we do things
[1:24:16] including funding um so I think it was
[1:24:18] just I just invited my council members
[1:24:20] to consider that as well that part of
[1:24:21] some of this is Su of the sustainability
[1:24:23] plan is about giving um some of the
[1:24:25] smaller nonprofits that make big impacts
[1:24:27] opportunities to grow um and that would
[1:24:30] kind of uh help sustain them along the
[1:24:31] way and we're actually we're working
[1:24:33] with uh Bob and the sky Foundation to
[1:24:36] grow exactly that we're actually working

[1:24:41] city of skty where nonprofits smaller
[1:24:44] nonprofits who order a certain budget
[1:24:46] can actually have access to grant
[1:24:48] writing and development services without
[1:24:50] the the overhead cost that
[1:24:53] that's been a part of this process in
[1:24:54] the background that we've all really
[1:24:55] been working on because it's not to when
[1:24:58] you look at this approach I I know it
[1:24:59] looks like it's a lot of money it's like
[1:25:01] you know what's the dollar verse impact
[1:25:03] when we talk about the work that we've
[1:25:04] already done and the work we're going to
[1:25:06] be committed to doing um when we show
[1:25:08] the development model that everybody all
[1:25:11] the nonprofits in the city of this conc
[1:25:13] are to be able to access these
[1:25:14] development approaches it's going to
[1:25:16] make it sustainable for everyone long
[1:25:18] term well I mean just to Echo what Mr
[1:25:21] Farley is saying I guess I'd have to
[1:25:22] also say I know that in your um Vision
[1:25:25] here that you're going to revamp the
[1:25:27] board of directors and activate them yes
[1:25:29] we and then in terms of you know
[1:25:31] full-time executive director I mean
[1:25:33] obviously that would be a huge part of
[1:25:36] the executive director's role will be
[1:25:37] going out and continuing to look for
[1:25:39] money um and that's why the program
[1:25:42] people um would be you know working with
[1:25:44] the youth Etc but the board's going to
[1:25:46] have to you know also have influence our
[1:25:52] just joined our board so so we've
[1:25:55] actually we revamped our board totally
[1:25:57] in last year or so um to really maximize
[1:26:00] the potential on Vision again um January
[1:26:03] 13th we're going to be doing our 25th
[1:26:04] anniversary fundraiser at uh Union
[1:26:07] College so again there's a lot of
[1:26:09] intentional pieces that are tied into
[1:26:10] this but again to be mindful of the time
[1:26:13] I really stripped a lot
[1:26:16] out well congratulations on getting the
[1:26:18] building that's the building done is
[1:26:21] amazing it is thank you very much no
[1:26:23] more questions no yes there is yes ma'am
[1:26:26] so you um in terms of the salary mhm you
[1:26:29] um
[1:26:30] so you um are wanting to spend uh all of
[1:26:34] the arpa money like right up front um
[1:26:37] however you did mention that you had
[1:26:38] other opportunities for funding so um is
[1:26:43] there any way for um it's 500,000 so
[1:26:47] over 3 years you could it could be a
[1:26:49] little bit less is there any way for you
[1:26:51] or have you considered making getting
[1:26:53] some of that other funding in place or
[1:26:55] leveraging the funding this funding to
[1:26:57] get some of that other funding in place
[1:26:58] so it's not all the AR money spent yes
[1:27:01] right at time so is that a possibility
[1:27:04] something you consider yes that that's
[1:27:06] why we're doing 25th anniversary
[1:27:07] fundraising January 13th uh I was kind
[1:27:10] of planning
[1:27:11] for um because again we we've had lofty
[1:27:14] requests and our timeline was pushed
[1:27:16] back so again to be mindful and
[1:27:18] respectful of the council in the city
[1:27:20] and everyone else I'm I've been we've
[1:27:22] been committed to doing the work first
[1:27:25] ahead of time because it shows that
[1:27:28] again we're trying to be collaborative
[1:27:29] so you know we do have some
[1:27:31] conversations in place about some
[1:27:32] outside funding again the bigger thing
[1:27:34] was getting the building done because
[1:27:36] once I have the building then I can go
[1:27:38] back to some of my funders and say Hey
[1:27:40] listen we're ready to start program on
[1:27:41] this date so that allows us to get some
[1:27:44] of that other funding in place but the
[1:27:46] building piece was really the
[1:27:47] Cornerstone to locking all that stuff in
[1:27:50] but again planning out the fundraiser
[1:27:52] planning out on some online stuff as
[1:27:54] well we do
[1:27:56] have yes Mr T hi well thank you Mary so
[1:28:01] um you mentioned there were 22 other
[1:28:03] youth organizations here in the city
[1:28:05] part of connected youth Coalition here
[1:28:07] right um is there anyone I know where
[1:28:10] your heart is I really do is there any
[1:28:12] other one of those 22 that you can
[1:28:14] collaborate with that's doing kind of
[1:28:16] the same thing you're doing um bring
[1:28:18] them on
[1:28:19] or you hear what I'm saying we're
[1:28:22] collaborating with all of you that's the
[1:28:24] purpose of theate Coalition but as far
[1:28:26] as the
[1:28:27] funding we're all in the same boat
[1:28:29] that's that's why we formed this
[1:28:31] connected youth coalition to not stress
[1:28:34] overstress our budgets our staff our
[1:28:36] capacity um and to Not Duplicate
[1:28:38] Services you know so that's also the
[1:28:41] purpose of I don't know you know if you
[1:28:43] guys were part of the uh SKC Foundation
[1:28:46] they had they hired the group from
[1:28:47] Atlanta that was the feedback that came
[1:28:50] back that we have all these organiz
[1:28:52] ation doing this great work and there's
[1:28:53] not enough funding for everyone so in
[1:28:56] creating this nonprofit incubator the
[1:28:58] intention is is so that we can actually
[1:29:00] shorten our budgets and extend our
[1:29:02] capacity by everybody having access to
[1:29:05] Brand writers and development offices
[1:29:07] that's that's the point because the
[1:29:08] truth is there no one can really sustain
[1:29:11] what the funding we're receive we're
[1:29:12] already doing the best we can absolutely
[1:29:16] other questions comments anybody any
[1:29:18] more information so if you could just um
[1:29:21] like for information that that was asked
[1:29:23] for today um and then you move forward

[1:30:42] funds so we have um a total of $ 77,4
[1:30:48] 33 we are asking uh Council to approve
[1:30:52] us to accept that and use that by
[1:30:54] funding our scanty County Hub the funds
[1:30:57] will be used for temporary housing
[1:31:00] $7,495 $3,000 for transportation and
[1:31:04] $4,000 for awareness of what the scanty
[1:31:07] Hub is
[1:31:08] there we're asking for no matching funds
[1:31:10] for
[1:31:11] this um the temporary housing would be
[1:31:15] to uh for us to be able to offer housing
[1:31:19] to those individuals that need it where
[1:31:21] no other resour sources can be can match
[1:31:23] their their need for for one reason or
[1:31:25] another any questions or comments so who
[1:31:28] would provide the
[1:31:30] housing uh well the Hub would make the
[1:31:33] phone calls in order to find a place
[1:31:34] that we could house the individuals most
[1:31:37] likely it would be a hotel
[1:31:40] motel that was exactly my

[1:31:47] guidelines for these hotels motels uh in
[1:31:50] terms of you know
[1:31:55] habitability the uh scanty County was a
[1:31:59] part of the Hub and we would have them

[1:32:03] making those phone calls and they had
[1:32:04] the guidelines that they use through
[1:32:06] Social Services it's it's simply um you
[1:32:09] know if if if they don't have the
[1:32:11] funding available at their for them at
[1:32:13] the
[1:32:15] time so just as a follow so it would be
[1:32:18] the same hotels that the county
[1:32:19] currently uses to house the of their
[1:32:22] housing that's my understanding right
[1:32:24] okay
[1:32:25] M yeah if that's going to be the case
[1:32:27] there's any chance we could have
[1:32:29] somebody look at these facilities
[1:32:31] because from all reports they're not
[1:32:34] very nice uh just to put it mildly and
[1:32:37] quite frankly if we're going to House
[1:32:40] people it should at least be appropriate
[1:32:43] housing and there's a lot of issues at
[1:32:45] these
[1:32:47] places can I ask what facility you're
[1:32:50] referencing uh some some of the ones
[1:32:52] that are used I don't can't remember the
[1:32:54] names twins yeah over on state
[1:32:58] streety county and does not use that
[1:33:01] facility we use other ones that other
[1:33:05] entities are using them that we don't
[1:33:07] I'll see if I can get some names and Bo
[1:33:10] those on so uh um so could you if it
[1:33:15] were not using that could you provide us
[1:33:17] with the names that would be considered
[1:33:19] because uh Mr pal does point that we
[1:33:22] hear about a lot that some of the the
[1:33:25] mels that people ask and we hear from
[1:33:26] the people who've been house there um
[1:33:29] some of the places they've been housed
[1:33:30] are just really not someplace they would
[1:33:33] want to live but have no choice sure so
[1:33:35] if we can find out where these places
[1:33:36] are that would be awesome I the list of
[1:33:38] the places that they used yes thank you

[1:33:50] State Homeland secur grant
[1:33:56] program okay for for this grant uh it is
[1:34:01] the 2023 State Homeland Security Grant
[1:34:04] uh this Grant application is filed with
[1:34:06] the Capital District urban area working
[1:34:08] group which represents Albany rener and
[1:34:11] scany counties both the city and the
[1:34:14] counties they uh they all have to agree
[1:34:17] on what to spend this These funds for
[1:34:20] and then the individual recipients can
[1:34:22] then choose what to purchase it how to
[1:34:24] allocate it so for this 2023 our our
[1:34:27] share of the funding is
[1:34:30] 2,831 and we plan to dedicate that that
[1:34:33] money towards
[1:34:36] $165,200 for mobile computers
[1:34:39] interoperable Communications equipment
[1:34:41] and cameras for physical security
[1:34:43] enhancements within the city
[1:34:46] $2,598 for maintenance costs for
[1:34:49] geospatial software which uh we use use
[1:34:51] ezri and $155,000 for training costs
[1:34:54] involved in active shooter and other
[1:34:56] Mass incident training this funding
[1:34:59] period is September 1st of 2023 to
[1:35:01] August 31st of 2026 and there's no City
[1:35:06] match any questions or
[1:35:09] comments second
[1:35:12] sorry question sorry so could you you
[1:35:15] you talked about the cameras CU there's
[1:35:17] a lot of like the county does a camera
[1:35:19] project and so what part of cameras
[1:35:23] would would this be used
[1:35:26] towards um it it it varies um I believe
[1:35:29] last year one of the cameras we
[1:35:30] purchased was a one of our Mobile
[1:35:32] Trailer cameras so that gives us the
[1:35:34] flexibility to move it around there's
[1:35:36] other times that we we we uh use these
[1:35:38] funds to put a a camera that we add to
[1:35:41] the cam County system uh for a problem
[1:35:44] area that we find that there's a need
[1:35:46] for them then we're also uh we're also
[1:35:50] researching the ability to put cob
[1:35:52] cameras in for again for the higher need
[1:35:56] areas and then um one of my questions
[1:35:59] was I know previously you identified
[1:36:01] that with our current technological
[1:36:03] Investments a in particular was it these
[1:36:06] types of grants that are going to help
[1:36:07] offset some of those funds or is this uh
[1:36:10] in
[1:36:11] addition this this grant is not one of
[1:36:14] them but there are similar similar
[1:36:16] grants that we apply towards our axon
[1:36:18] funding but this this one uh is not one
[1:36:20] of them any other questions or comments
[1:36:23] may have a motion so second all in favor

[1:36:28] traffic Services Program Grant by the
[1:36:30] New York State Governor's Traffic Safety
[1:36:33] Committee this grant is a another yearly
[1:36:36] grant that we we receive for 2023 is
[1:36:40] $46,000 there's no match on the side on
[1:36:43] behalf of the city and we use these
[1:36:46] funds for seat belt mobilization efforts
[1:36:50] that are known as click or tick ticket
[1:36:51] there's $6,700 for that regular uh pts
[1:36:57] enforcement um which is $37,000 520
[1:37:00] that's where we go out and we just do
[1:37:02] traffic enforcement such as on Kings
[1:37:04] Road conso roads in any areas that we uh
[1:37:08] you know we have complaints for Speeders
[1:37:10] or people running uh lights or red stop
[1:37:13] signs and then uh $1,780 for other
[1:37:17] Personnel Services uh that that's
[1:37:19] allocated for the annual conference that
[1:37:21] revolves around the governor's Traffic
[1:37:23] Safety Committee for total
[1:37:26] 46,000 any questions or
[1:37:29] comments so this is over and above what
[1:37:31] you already do in terms of um
[1:37:33] enforcement this is you do that anyway
[1:37:35] and this is additional to that that's
[1:37:38] correct um we we have regular uh staff
[1:37:41] enforcement officers and and this this
[1:37:43] funding uh we do details where we bring
[1:37:46] them all together on certain periods of
[1:37:48] time to do uh you know five or six six
[1:37:51] officers at one time in certain areas to
[1:37:53] really impact it it's going to be used
[1:37:55] towards speeding we going to need a lot
[1:37:56] more money yes of
[1:37:59] course any other questions or comments
[1:38:02] I'll second it all in favor uh and the
[1:38:06] last item by Chief cliffer will be the
[1:38:07] grant award uh law enforcement
[1:38:10] equipment so this is a a grant for
[1:38:14] $168,400 it's awarded by the new YK
[1:38:18] state division of Criminal Justice
[1:38:19] Services DCJS it's through our a close
[1:38:22] relationship with DCJS that they offered
[1:38:25] us this funding which we will plan to
[1:38:27] use for holsters flashlights optic
[1:38:30] mounting plates and modular optic
[1:38:32] systems there is no match um however um
[1:38:36] this equipment that we would be
[1:38:38] purchasing would be in conjunction with
[1:38:40] upgrading our Firearms which are getting
[1:38:42] close to being uh needing to be replaced
[1:38:45] and uh we are uh currently researching
[1:38:48] moving our firearms from a 40 caliber to
[1:38:50] a 9 millimeter and we would um receive a
[1:38:55] credit for the ones that we trade in and
[1:38:58] that would be off that would offset the
[1:38:59] cost of the new ones that we do purchase
[1:39:01] this is that is not a part of what we're
[1:39:03] asking the grant uh to be accepted for
[1:39:07] um and we would be doing our own
[1:39:08] research on on uh securing the funding
[1:39:11] for whatever else is needed um for those
[1:39:13] handguns it's roughly
[1:39:15] $30,000 which we would see in C savings
[1:39:18] on on purchasing ammunition um but the
[1:39:22] the better plan for that decision uh we
[1:39:25] we asked for this this funding through
[1:39:27] the state and we were awarded it so
[1:39:29] we're looking to be able to accept
[1:39:32] it he said what's a modular optic
[1:39:36] unit so uh this is new technology that
[1:39:39] exists now where the officer um who is
[1:39:42] using the firearm looks through an optic
[1:39:45] and they're able to actually see a uh uh
[1:39:48] their target better where they're
[1:39:49] shooting to it becomes much more
[1:39:52] accurate and and have
[1:39:55] a less through training you end up
[1:39:57] needing to shoot Less in order to
[1:40:00] eliminate the
[1:40:01] threat any other questions or comments
[1:40:05] I'll second oh no so you you mentioned
[1:40:09] it so I don't see anything in here so if
[1:40:12] this modular optic system is new is
[1:40:14] there anything in here for training on
[1:40:17] that yes we would we would provide that
[1:40:20] there we would not uh ever switch them
[1:40:22] out without doing it during our annual
[1:40:24] firearms training which is a week
[1:40:27] long okay so just to be clear we would
[1:40:30] buy this and we wouldn't use it until
[1:40:32] people have been trained on it that's
[1:40:35] correct um and and I asked this uh when
[1:40:38] we were um having the legislative
[1:40:40] conference so I just want to double just
[1:40:41] if you could just explain because I had
[1:40:43] a question regarding going from the 9 mm
[1:40:47] versus the 40 caliber yes and and it's
[1:40:51] impact on human life so I want to know
[1:40:54] yeah I don't profession to be a
[1:40:55] ballistics expert but what I've been
[1:40:57] told is that uh the ballistics uh behind
[1:41:00] a 9mm are equal to or greater than that
[1:41:04] of a 40 caliber but they're more closely
[1:41:06] related to being very close um which the
[1:41:09] the 40 caliber uh from the past of over
[1:41:12] a 9 Miller was was better but the the
[1:41:15] technology has gotten such that the 9mm
[1:41:18] is just as good and it's much cheaper to
[1:41:21] purchase and um and they're they're
[1:41:23] smaller um to to put into the weapon so
[1:41:26] it means that the the weapon that you're
[1:41:28] carrying is lighter you know which which
[1:41:30] you know means that you know the the the
[1:41:32] P the drag on the waist for the officers
[1:41:34] is a lot less um which which helps when
[1:41:38] we're adding more technology like tasers
[1:41:39] onto their belt so um it's for those
[1:41:43] reasons why most police departments uh
[1:41:45] even federal agencies are moving towards
[1:41:47] this
[1:41:49] technology any other questions question
[1:41:51] or comments and motion so Mo second all
[1:41:53] in favor uh before ask Lieutenant to
[1:41:57] come up and be assessed definitely I
[1:41:59] hope it doesn't go un notice uh the
[1:42:01] grants that this department is able to
[1:42:03] get uh should not be U taken for granted

[1:42:10] is that a credit to just your grant
[1:42:11] writers or administrative staff or is it
[1:42:14] safe to say you can expect annually
[1:42:16] these types of
[1:42:17] awards um yeah I want to give credit to
[1:42:20] credit do I mean
[1:42:21] now retired Chief cber um you know he he
[1:42:24] did a really good job networking and and
[1:42:27] uh going out and meeting people I also
[1:42:29] want to give credit to um you know
[1:42:31] Sergeant Weekley he's one of the
[1:42:33] individuals that through a uh
[1:42:37] relationship with
[1:42:38] DCJS um you know we put ourselves in a
[1:42:41] position where when we need something we
[1:42:42] mention to them they they assist us
[1:42:44] Lieutenant Doan who you're about to hear
[1:42:46] from same thing he gets involved in the
[1:42:48] topic and and that's really what we do
[1:42:51] on a regular basis to to achieve these
[1:42:53] grants um and then you know we can
[1:42:56] expect certain ones every year like the
[1:42:59] governor's Traffic Safety the Homeland
[1:43:00] Security One um the other ones are those
[1:43:03] one-timers like the the one you're about
[1:43:05] to hear about and the one with from DCJS
[1:43:07] but it's fair to say that our our our
[1:43:10] department-wide relationship with DCJS
[1:43:12] has brought us lots of funding thanks
[1:43:14] you welcome uh and the last agenda item
[1:43:18] will be uh Grant award New York State
[1:43:20] compan annual Capital fund Grant
[1:43:25] by good evening so this is a grant we're
[1:43:28] awarded for $200,000 it's comes out of
[1:43:31] the um animal containment fund from New
[1:43:33] York State this is a fund that has been
[1:43:36] increased under the governor I expect
[1:43:38] that this fund's probably going to be
[1:43:39] increased more in the future um
[1:43:41] previously it was one to one match they
[1:43:44] dropped it down to I think 25% so uh
[1:43:47] right now we we're awarded
[1:43:49] $200,000 we had previous $150,000 in
[1:43:53] capital funds um for this project we
[1:43:56] have another
[1:43:56] 150,000 and uh in this year's budget so
[1:43:59] we have everything we need to complete
[1:44:00] the project uh we'll be looking
[1:44:03] to um improve or relocate our animal
[1:44:07] shelter the state has passed several
[1:44:09] laws that are going to go in fact over
[1:44:11] the next couple years in reference to
[1:44:13] the quality of the shelters and air
[1:44:16] quality and certain standards for the
[1:44:17] animals uh our shelter is currently
[1:44:21] certified but I would say it's not going
[1:44:23] to meet those standards so this is going
[1:44:25] to help us meet those standards for the
[1:44:26] future we are required to either have a
[1:44:28] contract with somebody like Mohawk ARS
[1:44:30] or have a shelter as a municipality so
[1:44:33] this is going to help us greatly with a
[1:44:36] relationship with them and should should
[1:44:39] they
[1:44:40] uh come to a point where they can't
[1:44:42] service or can't serve the capacity we
[1:44:45] have serve as backup for the animals
[1:44:47] that we do take
[1:44:49] in
[1:44:51] question mfield so is our goal to this
[1:44:55] to be backup I thought our goal was for
[1:44:57] us to have like a Shel that's ours and
[1:44:59] maybe they need to back up um um just
[1:45:02] because I know that there's some cost
[1:45:04] associated with and I think the city's
[1:45:06] taking a lot on that in terms of using
[1:45:09] um their
[1:45:10] facility yes uh the animal program has
[1:45:14] never been a stream of Revenue and I'll
[1:45:16] say it probably never will be however
[1:45:18] this looks to the Future build
[1:45:20] Partnerships to help um lessen that Gap
[1:45:24] and and try to build some Revenue I can
[1:45:27] say that I've got requests from reram PD
[1:45:31] Scotia PD Miss PD um PDS from far as the
[1:45:34] Newberg have come to me to house animals
[1:45:37] we recently housed an animal for Newberg
[1:45:40] Police Department for I think $3,500 so
[1:45:43] we did bring some money back um in
[1:45:46] reference to this grant once this
[1:45:47] project is completed we'll be eligible
[1:45:49] to sign up for for another Grant and uh
[1:45:52] through that Grant if we partner with
[1:45:54] somebody like Mo cson or another
[1:45:55] municipality we' be eligible for a
[1:45:57] $500,000 Grant so really what we're work
[1:46:00] working to do uh shortterm make sure we
[1:46:03] have that backup that we need um
[1:46:07] longterm build the Partnerships and
[1:46:09] build the facilities so we can bring
[1:46:10] Partners in and bring Other M
[1:46:13] municipalities in hopefully introduce
[1:46:15] things like uh training centers for
[1:46:18] responsible set or respons excuse me
[1:46:23] responsible pet ownership programs and
[1:46:26] uh you know rabies clinics and stuff
[1:46:29] like that at the

[1:48:26] significant progress though since the
[1:48:28] last time I reported we were able to get
[1:48:30] three of our subrecipients in full
[1:48:34] contract other
[1:48:37] questions uh I'd like to know
[1:48:38] specifically what are you needing from
[1:48:40] the Council on the the I think it's four
[1:48:42] that you said you needed something from
[1:48:43] the
[1:48:44] council well I got it it was just a
[1:48:46] followup on the ones that requested the
[1:48:49] amendment
[1:48:50] anything so BC for the extension um the
[1:48:54] COC house and other ones they're just
[1:48:57] missing standard documents proof of um
[1:49:00] Insurance um some budgets are missing um
[1:49:04] the abstract is missing so minor things
[1:49:07] but everybody I've been able to make
[1:49:10] contact with and follow up on Anthony's
[1:49:12] letter previously sent to get the
[1:49:14] documents so you're not really waiting
[1:49:16] anything because we moved on the things
[1:49:18] that you needed to move on we heard from
[1:49:20] two organizations tonight yes okay one
[1:49:23] of the ones that was waiting to move on
[1:49:25] was uh scat but so yeah all that other
[1:49:30] questions or any thank you thank
[1:49:36] you um and just you know in terms of ARA
[1:49:39] we heard from a couple of um
[1:49:41] organizations tonight so we're going to
[1:49:42] be waiting for their documents and then
[1:49:44] we're going to have to discuss whether
[1:49:46] we Grant those extensions in those um
[1:49:48] chain of use of funds um because there
[1:49:50] were some questions that were asked that
[1:49:52] were not answered tonight so I think we
[1:49:53] have to wait for that in order to make
[1:49:55] those those
[1:49:58] decisions okay um the item number two is
[1:50:01] being pulled it was um this is actually
[1:50:04] a sign that's on private property and so
[1:50:07] therefore the city does not have to
[1:50:09] issue a
[1:50:12] permit uh item number three the update
[1:50:14] for Zoning for cannabis dispensaries and
[1:50:16] smoking bapy shops um I know a number of
[1:50:19] the council members I'm not sure if
[1:50:20] everyone had an opportunity to speak to
[1:50:22] our Corporation Council and uh so at
[1:50:25] this time just like to hear where we are
[1:50:26] with that sure uh first I'd like to
[1:50:28] thank everybody who's uh come and spoken
[1:50:30] with um either me or Mr Marney about um
[1:50:35] you know what you envision for um this
[1:50:39] zoning District um obviously they're you
[1:50:42] know we're dealing with obviously you
[1:50:45] know seven Council people with generally
[1:50:47] seven ways of approaching it um but I
[1:50:50] appreciate everybody's patience and in
[1:50:52] dealing with this I'm going to turn it
[1:50:54] over to Mr Marty um who has worked on
[1:50:58] this quite a bit more and I think he has
[1:51:00] a handout um to give you all a sense of
[1:51:05] um
[1:51:07] what presumably you have envisioned um
[1:51:11] and we can discuss it further

[1:51:37] with development in front of you is a
[1:51:39] proposed overlay zone for the adult uses
[1:51:42] that would include the um cannabis uses
[1:51:45] and uh smok and vape shop uses and
[1:51:48] consumption uses uh uh uh we did have an
[1:51:51] opportunity to meet with many of you and
[1:51:53] receive the feedback and and based off
[1:51:55] of that feedback uh Christine and Jack
[1:51:58] and development worked on this map so we
[1:52:00] can get this out today and begin uh
[1:52:02] having that conversation um uh largely I
[1:52:06] guess I would kind of refer to this as
[1:52:07] the commercial te of skincity uh which
[1:52:10] includes uh State Street the majority of
[1:52:13] State Street the exception of a small
[1:52:15] residential Zone down in the middle um
[1:52:19] of of course uh Erie Boulevard the
[1:52:21] casino development uh and uh uh Broadway
[1:52:25] as well um based off of the feedback
[1:52:28] that was received from many of the
[1:52:29] council members we did um remove many of
[1:52:32] the neighborhood retail districts that
[1:52:34] were PR previously proposed um so you'll
[1:52:37] know that uh uh a lot of the the area
[1:52:40] that has been selected has been selected
[1:52:42] due to uh it doesn't have a substantial
[1:52:45] impact on residential
[1:52:47] areas um so uh with that this is just a
[1:52:51] working map um and uh as far as the rest
[1:52:54] of the zoning is concerned um you know I
[1:52:57] know Christine and I spoke a lot um with
[1:52:59] the folks that came through and met with
[1:53:01] us about kind of what the framework for
[1:53:03] that zoning ordinance would look like so
[1:53:05] we do have a skeleton that we're working
[1:53:06] on and we'll start flushing out a draft
[1:53:09] so that we can get that circulated as
[1:53:10] well um that will take a little bit of
[1:53:12] time for us to do the that is a heavier
[1:53:14] lift um you I would say probably about a
[1:53:17] month for us to be able to put a draft
[1:53:18] together
[1:53:21] I just want to piggy back on that um I
[1:53:24] recognize that there are some areas on
[1:53:26] this map that um maybe more sensitive um
[1:53:30] in terms of the businesses that are
[1:53:31] there um that you know this is obviously
[1:53:35] the first rout that you're seeing of a
[1:53:36] map for example you know um there was
[1:53:40] concern from at least one council person
[1:53:43] about new choices and having allowing um
[1:53:47] you know cannabis dispensary
[1:53:50] um and or um a smoke shop um close to
[1:53:54] New choices um so again you know I don't
[1:53:57] know if that was actually covered it
[1:53:59] looks like it may be green or red on
[1:54:01] here rather so that's something
[1:54:03] obviously that you know we certainly
[1:54:04] want to take a look at um there may be
[1:54:07] other areas in here where you find it to
[1:54:09] be more sensitive because of another
[1:54:11] business that's there obviously you're
[1:54:13] still going to have to work within um
[1:54:15] the other regulations that come with the
[1:54:17] overlay um plus also those regulations
[1:54:20] that the state has set forth for uh
[1:54:22] cannabis dispensaries and
[1:54:27] lunches Mr you have a question yeah U
[1:54:30] thank you for your work Mr Mar I
[1:54:31] definitely appreciate this visual uh I
[1:54:34] want to direct our attention to that one
[1:54:36] area that's on Upper Union Street is the
[1:54:38] reason for that inclusion just to
[1:54:40] encapsulate encapsulate the current
[1:54:42] business that's there um so that is the
[1:54:44] Upper Union Street commercial Corridor
[1:54:47] um so there is already a business there
[1:54:49] uh that would be one uh proposed area
[1:54:52] because it is it is largely commercial
[1:54:54] that the this these would be permitted
[1:54:56] uses um obviously there is footage
[1:54:59] restrictions um already imposed for the
[1:55:01] Cannabis uses by the state and then we'd
[1:55:03] be looking to impose similar footage
[1:55:05] restrictions for the vape shop and and
[1:55:08] the smoke shop uses as well so there
[1:55:11] would be a limitation to the number of
[1:55:12] businesses that' be able to go in that
[1:55:14] District but it is being proposed uh
[1:55:16] that it's a permitted use there and
[1:55:18] there a followup question if we did
[1:55:20] remove that Corridor um that wouldn't
[1:55:24] prohibit their continued business that
[1:55:25] would allow us to if they were ever to
[1:55:28] close business unfortunately there would
[1:55:29] not be a replacement in that area
[1:55:30] correct correct if it was not permitted
[1:55:32] in the Upper Union Street District it
[1:55:34] would become a pre-existing
[1:55:35] non-performing use um and unless the
[1:55:37] council chose to amortize pre-existing
[1:55:40] non-performing uses they would be
[1:55:41] permitted to continue as long as they
[1:55:43] don't discon thank you Mr B can you send
[1:55:47] us a uh version where we electronic
[1:55:50] version so we can kind of see the
[1:55:52] streets yes we do have a pdf version we
[1:55:55] can circulate uh and we could probably
[1:55:58] cut off NY and reram to T it up a little
[1:56:01] bit but it's just a very large map to
[1:56:03] try to get the whole thing on one pie
[1:56:05] paper um but uh uh the PDF you can zoom
[1:56:09] in and see uh partial detail oh good um
[1:56:13] so uh Mr C didn't mention the area
[1:56:16] around the choices but then we have
[1:56:18] another um um facility that's going up
[1:56:22] near Bethesda house it's part of
[1:56:23] Bethesda house so are those
[1:56:25] considerations those being taken
[1:56:27] considerations because again they house
[1:56:29] a more vulnerable
[1:56:31] population um certainly that's something
[1:56:33] that we can take into consideration uh
[1:56:35] it wasn't specifically discussed for
[1:56:37] purposes of preparing this map but if
[1:56:39] there are certain things that the
[1:56:41] council would like to see or or changes
[1:56:43] or modifications we can certainly take
[1:56:45] that um into account and uh and hone in
[1:56:49] on those parcels and see where they are
[1:56:51] um ideally what we would want to avoid
[1:56:53] in a scenario like this is picking and
[1:56:56] choosing what Parcels so the overlay
[1:56:58] should be continuous um you know unless
[1:57:01] we're leaving out a chunk of an area for
[1:57:04] specific purpose um like we did here
[1:57:06] this is the uh this little spot here is
[1:57:09] actually an R2 District um that's just
[1:57:11] kind of like left on State Street so we
[1:57:13] not do that cuz it's not commercial um
[1:57:16] but uh we don't want to spot Z so we
[1:57:17] don't want to we don't want to pick in
[1:57:19] choose um one parcel versus you know the
[1:57:23] parcel next door is not going to allow
[1:57:24] but two Parcels down we are going to
[1:57:26] allow so it has to be pretty a pretty
[1:57:28] large area correct but you know I'm not
[1:57:31] familiar with that area that you're
[1:57:32] referencing so there may be a reason
[1:57:34] maybe that area shouldn't be included um
[1:57:36] you know it's just uh um it's certainly
[1:57:38] something that we can take a look at
[1:57:40] okay Mr Williams but I think to previous
[1:57:43] conversations Mr C that could be
[1:57:44] something built into an exemption to
[1:57:47] incorporate vulnerable populations is
[1:57:48] that correct understanding an exemption
[1:57:52] um I gu I that there was language also
[1:57:54] well you know there's language that can
[1:57:56] be used not for the purposes of cannabis
[1:57:59] dispensary right because that's already
[1:58:01] being regulated by the St um but um as
[1:58:05] it applies to the smoke shops and vape
[1:58:07] shops uh the city council can certainly
[1:58:10] set up you know a number of feet away
[1:58:13] from another smoke shop vape shop or
[1:58:17] some type of you know a school or
[1:58:20] um a reh a rehabilitation facility or
[1:58:22] something along those lines for those
[1:58:25] non Canabis related um shops that would
[1:58:28] be regulated over this uh overlay
[1:58:31] District thank
[1:58:35] you anything else anybody want to have
[1:58:39] them consider look into what we're what
[1:58:40] we're moving ahead on this I'm sorry is
[1:58:43] there anything further that you would
[1:58:44] like to to see as we're moving forward
[1:58:47] on this except getting the PDF so that
[1:58:50] we can see so we can
[1:58:52] see well thank you very much and so you
[1:58:54] said within a month then you would be
[1:58:56] able to our goal is to have a a solid
[1:58:59] written draft of the actual ordinance
[1:59:02] itself uh within a month um so that we
[1:59:05] can uh we can move forward with that
[1:59:06] process because that's going to be the
[1:59:07] meat potato so what we do here though
[1:59:09] overly the map is just is actually the
[1:59:12] small piece it's a
[1:59:15] good well thank you glad we're moving

[1:59:22] something obviously as Mr Marne
[1:59:24] indicated we're going to work on the
[1:59:25] language for what the silver L what the

[1:59:31] modified um over time as you provide us
[1:59:34] with additional feedback on um you know
[1:59:38] your thoughts as a council on what you
[1:59:40] want and what you don't want areas that
[1:59:42] you think might be um more sensitive to
[1:59:45] having these types of businesses there
[1:59:48] um versus other areas that maybe we did
[1:59:51] not highlight in red where you think it
[1:59:53] would be right to allow these types of
[1:59:54] businesses um so obviously we continue
[1:59:57] to welcome uh the comments from the city
[2:00:00] council so that we can make your Visions
[2:00:02] a reality for this
[2:00:03] purpose thank you thank you uh so item
[2:00:06] number four is
[2:00:11] um uh the discussion regarding the
[2:00:13] six-month moratorium uh on the
[2:00:15] submission and processing of um building
[2:00:17] permits etc for for um smoke shops VAP
[2:00:20] shops tobacco or V consumption
[2:00:24] businesses and we did um send for
[2:00:30] a an opinion by uh from the county um
[2:00:35] Planning Commission and everybody got
[2:00:39] that so um we just take a look at that
[2:00:43] and further discussion on on this
[2:00:46] particular item
[2:00:51] okay

[2:00:57] so this point in time um there's no
[2:01:01] discussion
[2:01:02] no of the what we received from the
[2:01:06] county so at this point in time we need
[2:01:09] to decide whether we um go forward with
[2:01:11] the moratorium

[2:01:18] not Mr just a follow up with regards to
[2:01:21] our last conversation and the update we
[2:01:25] received from McCarthy regarding to the
[2:01:27] enforcement and talking to the may this
[2:01:29] afternoon and uh with four additional um
[2:01:32] shop submit applications so in total um
[2:01:36] there's a significant amount of
[2:01:39] um shops are submitting their
[2:01:42] application to coming
[2:01:44] compliance so as I said before I mean
[2:01:47] the enforcement is going on let's
[2:01:50] look at what's happening and allow these
[2:01:52] business to come in compliance I don't
[2:01:54] think we should do a moreor at this
[2:01:56] point in time the enforcement
[2:01:58] significant amount of enforcement is
[2:01:59] going
[2:02:00] on so that's my point at this
[2:02:04] point can I just ask the point of
[2:02:06] clarification you mean um four shops
[2:02:08] that are coming into compliance that are
[2:02:10] already um started or are you saying
[2:02:12] this four new shops that based on the
[2:02:15] last report that we received two weeks
[2:02:16] ago the four more application
[2:02:19] certificate of use
[2:02:21] application so they're existing already
[2:02:24] but they did not have their paperwork in
[2:02:26] cor Bas some of the notes you have here
[2:02:28] there four more should be updated here
[2:02:31] okay so yes Mr T so there just
[2:02:35] originally they were just opening
[2:02:36] without compliance from the
[2:02:38] city like popping up that was one of the
[2:02:41] main reasons so I wanted a moratorium to
[2:02:44] put a halt on them so um we would know
[2:02:47] if one opened up that you know
[2:02:50] yeah so so and I and I did um find three
[2:02:57] that um weren't on the list um that that
[2:03:01] the mayor had issued so I can pass
[2:03:04] that's they popped
[2:03:06] up na has been out St I send those to na
[2:03:11] one was on Michigan Avenue one was on
[2:03:14] Broadway I can't recall where the third
[2:03:16] one is but I mean I think there's three
[2:03:18] on Broadway already but I did check them
[2:03:20] off to the rist so okay um but again
[2:03:23] they're just popping up wherever they
[2:03:25] want to pop up for whatever reason um so
[2:03:29] did you forward those um that you found
[2:03:31] yeah you already did no I
[2:03:34] will so they could have been existing
[2:03:36] and we just didn't we didn't know they
[2:03:38] weren't on the list correct okay Mr WS
[2:03:43] so I think one of my comments is that's
[2:03:45] that's one assumption I think would also
[2:03:47] I think I I would in infer from them
[2:03:49] coming into compliances maybe they were
[2:03:51] unaware and I think that as we deal with
[2:03:53] the community I think having people that
[2:03:55] are actively working towards once
[2:03:57] they've been identified so I can respect
[2:03:59] that the enforcement seems to be working
[2:04:01] at this present time with for coming
[2:04:02] back into uh I guess good standings but
[2:04:05] definitely I think if there is a a
[2:04:08] company that is not being responsive I
[2:04:10] think that would be a blatant indication
[2:04:11] of just not wanting to follow the
[2:04:14] appropriate local
[2:04:16] laws Mr Val y we're I mean just given
[2:04:19] our previous discussion we're moving
[2:04:21] forward on zoning anyway it's going to
[2:04:24] be relatively quick to do this um makes
[2:04:27] sense to have the moratorium that way if
[2:04:30] new shops do pop up and they are popping
[2:04:33] up um we automatically know they're
[2:04:35] illegal um we can have those shut down
[2:04:40] right away um but the zoning process
[2:04:43] we're looking at what a month two months
[2:04:46] at the most that if there's a
[2:04:49] shop that's existing looking to do
[2:04:52] something to get their their uh self in
[2:04:56] compliance that doesn't impact them so
[2:04:59] we can move forward with the moratorium
[2:05:02] stop it get the zoning in place help the
[2:05:05] enforcement aspect yes there's
[2:05:07] enforcement going on but new shops are
[2:05:09] popping up just makes sense to do the
[2:05:12] moratorium for the few months until we
[2:05:15] get the zoning in place so I just want
[2:05:17] to uh Mr col if you to clarify um this
[2:05:19] for me if there's a shop that's
[2:05:22] currently open but not in compliant and
[2:05:25] we move forward with this what happens
[2:05:27] to that
[2:05:29] shop if they're not in compliance then
[2:05:32] correct then and they continue to open
[2:05:34] after a moratorium has been passed they
[2:05:36] will be in violation the moratorium and
[2:05:38] they could potentially be cited and we
[2:05:40] can see conjunctive relief to
[2:05:42] essentially shut them down during the
[2:05:43] period of the
[2:05:45] moratorium that that's what I want to
[2:05:47] know because then then doesn't not allow
[2:05:49] them to come in compliance I me they
[2:05:51] could get their paperwork in if they
[2:05:52] know we're doing a moratorium they could
[2:05:54] at least start that process and there's
[2:05:56] a cuta language oh I'm sorry I'm sorry
[2:05:59] Mr there's cuta language in the
[2:06:01] moratorium um where somebody could
[2:06:04] potentially make an application to the
[2:06:05] city council to explain some type of
[2:06:08] hardship uh what should be said about
[2:06:10] that hardship is um just the failure to
[2:06:14] you know to be in compliance and having
[2:06:17] been open without you know know having
[2:06:19] been in compliance is not a hardship um
[2:06:23] so it would have to be you know really
[2:06:25] some extenuating circumstance that the
[2:06:27] council sees just and fit to
[2:06:30] allow
[2:06:32] okay Mr um I know this application will
[2:06:36] be uh turning over to your office is
[2:06:38] there an application that you received
[2:06:41] today uh and take a look off hand um I
[2:06:45] don't know I don't have an answer for
[2:06:46] you um I'd have to take a look to see

[2:06:51] stands I don't think I have I don't
[2:06:54] think so can you can you please um have

[2:08:09] to discuss the process of handling the
[2:08:11] outstanding accounts in um from SL slbc
[2:08:14] as you remember I brought this forward
[2:08:17] before um because there was a um excuse
[2:08:20] me a resolution that was passed in 201
[2:08:23] um3 I believe um that the language in it
[2:08:28] made it sound as though we were the um
[2:08:32] administration of it was in the hands of
[2:08:34] the city council and so we passed that
[2:08:38] that's not what we wanted to happen but
[2:08:40] um unfortunately the language was not
[2:08:42] was not that ended up in the resolution
[2:08:44] was not what um we had discussed at this
[2:08:48] table
[2:08:48] so um bringing it back for further
[2:08:50] discussion and Clarity on what that
[2:08:53] resolution needs to look like to make
[2:08:54] sure that it's not
[2:08:56] responsibility of the um city council
[2:08:59] but rather the
[2:09:01] city so Mr Cen if you would just sure I
[2:09:05] have the opportunity to speak to
[2:09:07] president Porterfield about this
[2:09:08] resolution and I think we both agree
[2:09:10] that you know um the language could have
[2:09:13] been better but at the same time I think
[2:09:14] it accomplishes what it was meant to
[2:09:16] accomplish um the obviously um the city
[2:09:20] council acts as uh the body that would
[2:09:23] be accepting mortgages for the purposes
[2:09:25] of of assignment and that's exactly what
[2:09:28] happened in this resolution um the
[2:09:30] administration of um what happens once
[2:09:34] we take um you know um ownership of
[2:09:37] those mortgages um would be something
[2:09:40] that would be carried out by City
[2:09:41] departments as the city council doesn't
[2:09:43] really have the capacity or um the power
[2:09:46] to carry out those mortgages
[2:09:49] um so that resolved statement here is
[2:09:52] that the city council agrees to accept
[2:09:53] the assignment is doing so on behalf of
[2:09:55] the city um and um what would make sense
[2:09:58] related to that is because the city
[2:10:00] council isn't signing the assignments
[2:10:02] themselves to accept it it was
[2:10:03] authorizing the mayor to sign it um so
[2:10:07] there was some um confusion on my part I
[2:10:09] guess um from the last meeting because
[2:10:12] um there was nothing here that I saw
[2:10:14] that had to be amended because I think
[2:10:15] it accomplished exactly what needed to
[2:10:17] be accomplished
[2:10:19] um and those mortgages have been and and
[2:10:21] accounts have been assigned byc to the
[2:10:24] city um I know Mr Brown and I have been
[2:10:28] talking frequently about these uh
[2:10:31] mortgages because obviously um we have
[2:10:34] folks reaching out to us looking for um
[2:10:38] satisfactions and um obviously also
[2:10:41] there's been a paperwork issue that the
[2:10:43] council's aware of um so we can kind of
[2:10:46] keep track of what was assigned and what
[2:10:47] was previously paid and that's something
[2:10:49] that we continue to work through so I'm
[2:10:51] happy to answer any questions that you
[2:10:53] may have related to this um resolution
[2:10:56] and um any questions about any type of
[2:10:59] um additional resolution that you see
[2:11:02] I'll see fit to uh
[2:11:05] pass so my concern was was that the
[2:11:08] original resolution in 2013 um was not
[2:11:12] did not like for me anyway spell out
[2:11:14] that the city council would do it on
[2:11:16] behalf of the city but you're saying
[2:11:17] that because our only role is that we
[2:11:20] would that the city would actually do
[2:11:21] the administration the city council
[2:11:23] would just approve it is that then
[2:11:25] that's 2013 as it stands is fine the one
[2:11:29] in
[2:11:32] 2013 mayor my in reviewing this have
[2:11:37] been part of the discussion is that
[2:11:41] entity was
[2:11:44] dissolved there were some assets that
[2:11:47] were out
[2:11:49] outstanding uh mortgages most of which
[2:11:52] if not all of which had been funded
[2:11:55] through City assets that had been given
[2:11:58] to
[2:12:01] slbc and that transferred those assets
[2:12:06] back to the
[2:12:07] city and the followup is handled in the
[2:12:11] normal course of business if and the
[2:12:14] question has come up sometimes if those
[2:12:18] mortgages were going to be discharged
[2:12:21] absent payment of them so if a mortgage
[2:12:24] is paid uh I sign the satisfaction
[2:12:30] saying that the city has received it we
[2:12:32] do this in uh number of times some of
[2:12:34] our
[2:12:35] non
[2:12:37] uh our paper lanss that we put against
[2:12:40] properties to make sure that they're
[2:12:41] owner occupied other things when those
[2:12:44] terms and conditions are established I
