[0:00] um the board chair I don't remember who [0:02] it was at the time we had a letter from [0:04] board chair where there was a similar [0:05] situation okay where the person wasn't [0:08] didn't show up for things they were [0:10] supposed to show up for so I clearly we [0:13] need to do something to address it so [0:14] that people realize that you're [0:16] [Music] [0:23] not is it possible for to email your [0:27] suggested sure abely yeah and it's we [0:31] you know we're fortunate and that we [0:32] have some time for so I'll I'll we can maybe um give our input so before [0:38] we [0:39] bring I'd love to hear what that will [0:41] Str whatever you're looking to do to yes [0:44] that would be wonderful you probably [0:46] work with HR to try to figure that [0:49] out counil thator Council it's kind of [0:54] oh no they're just kind of paid out I [0:57] like I give I give Anthony a document he [1:00] signs off on it and then I do a invoice [1:03] for all of the staff members of the like [1:06] said for this in case we did we went through codes we went through [1:10] legislation we yeah we did unfortunately [1:12] I mean at the end of the day I don't [1:13] want to do anything against what our [1:15] city code says but yeah I mean this is [1:18] like let me just ask did you ask the [1:20] individual hey are you willing to take [1:21] half since you only showed up half the [1:22] time no this question was not would not [1:25] be agreable to that okay so we'll do [1:28] with that I know we disc a couple years [1:30] ago this very same room here we had a [1:34] the who was the chair I don't remember [1:35] who the chair was at the time the chair [1:37] came to us same thing um it was oh was [1:40] it Mar or say it's probably the same [1:42] person okay because it was I can't [1:44] remember no it wasn't is it wasn't the [1:45] current chair different chair it was [1:47] only two years she just passed away it [1:50] must be before my I think it was a woman [1:52] Bill Sanders oh no it was yeah I can't [1:54] remember her name she's she just passed [1:56] away very season oh did she really yeah [1:59] okay so was a woman I just I remember [2:01] that I just don't remember her name she lived in cerg village for a while [2:05] and I went to visit her she it was a [2:07] nice one she was [2:09] great [2:15] we this was brought to this was brought [2:17] to our attention a couple years ago when [2:18] we were doing a a recertification [2:20] renewal of individual and then there [2:22] were question from the chair that we [2:24] should not proceeded and then back and [2:25] forth back and forth and fcil decides to [2:27] move forward and here we are again so [2:29] this was opportunity for you to help us [2:33] you allow us to help you to address it [2:35] so you don't have to deal with this next [2:37] year it's and it's more of a you know I [2:39] mean it's a tough it's a it's a long day [2:42] not everybody pulling their it's one of [2:44] those you know I appreciate I I find it [2:47] um you know you're not there for the [2:50] initial day what you're going to be what [2:52] are you delivering well that was my you [2:56] almost could weigh in on anything [2:57] because you weren't there for but have [3:00] to look at every application and not [3:01] everybody goes through grievance day who [3:03] submits an application so [3:07] it's okay but I'm happy thank you I [3:10] appreciate that let's address it please [3:12] this is the opportunity to do it and we [3:14] we're going to help appreciate that so [3:17] that's that's any other questions for [3:18] the assessment office no seeing none [3:21] thank you Molly and have a good evening [3:23] have a good [3:24] weekend all [3:28] right [3:31] we'll see you by the [3:33] door all right we'll go we'll go back up [3:36] to page two and we'll do Finance [3:40] Administration and then roll our way [3:43] down and close out all right Finance [3:48] Administration [3:50] a1310 uh poos 2023 adopted budget [3:55] 39500 24 budget 39 395 492 is 7% [4:01] increase uh see [4:05] fills just walking through the budget [4:07] quickly the longevity is Anthony [4:11] director Commissioner of finance and [4:12] Deputy Commissioner of Finance [4:15] positions um the admin expense uh which [4:18] we're keeping the same as last year [4:21] that's for um Civic plus the Del um [4:25] subscription uh Tyler business forms um [4:29] fees for services uh that's for our [4:32] auditing or kak company whoever CPAs [4:36] that's for theorder for every year and [4:39] the reason why it's additional 8,000 [4:41] more than the previous year is because [4:43] uh in 20 Arps I would [4:47] imagine had to do this [4:49] many oh okay so got do a bit more work [4:52] got it yeah another expenses cic plus is [4:55] the city website cost there which under [4:59] fee for service you mean correct okay um [5:03] travels and conferences that's um for [5:06] nygfoa that's Finance Officers [5:09] Association for New York State and our [5:12] conference that our accting use every [5:15] year um inservice training uh that's any [5:19] Mis training staff needs supplies that [5:22] just general Staples coner and uh paper and uh [5:28] ribbon um so that's pretty much it for [5:31] the finance Administration portion of [5:33] the [5:33] budget you guys do your training in [5:36] person or on my house we do both excuse [5:39] me the travel and the conferences uh [5:41] there are G to the [5:42] conferences so actually we actually [5:45] travel pass the onl there's both um [5:48] Tyler um does online training as well um [5:52] which we have a training this Monday [5:55] okay for staff but dereck's been going [5:57] to the conference whereever [6:00] national [6:05] conferences counsil in dispersement you [6:07] want me to go through that one yes keep [6:09] going if there's no question keep going [6:12] coun dispersement yes Council [6:14] dispersements go ahead [6:16] 8315 uh adopted budget [6:21] 31636 propos budget we're looking at [6:24] 33843 that's a 7% [6:26] increase um we have a full St [6:30] um for the accounts [6:32] dispersements um we're looking at uh for [6:35] the longevity um we for two individuals [6:38] that will be our accting supervisor and [6:41] our senior depy clerk are coming out of [6:44] that line the grade pay is uh right now [6:47] is coming out uh for the uh purchasing [6:50] mail clerk who is assisting us uh with [6:53] um our senior audit clerk who's [6:56] currently an attorney leave she's going [6:59] to be out for a few months and we [7:02] figure this is going to be enough to [7:05] keep us for [7:06] 2024 um let's see uh so other than that [7:10] the 400 [7:12] lines the uh postage um we're increasing [7:16] to [7:17] 10,000 um right year to date now we're [7:20] at [7:21] 5,315 um we're looking to that for [7:24] anticipating that's going to increase [7:25] for next year uh the administr expense [7:29] uh um that's our kofax PDF we're moving [7:32] from acrobat to kofax throughout the [7:35] city it's [7:36] cheaper um and it gives you the same [7:39] benefits for the most part um I've [7:41] noticed um our travel conferences that's [7:44] um sampo that's for our purchasing agent [7:47] um nyj is for our accting supervisor and [7:50] Junior accountant and also Unice [7:53] sometimes we send one of them to cont as [7:55] well um supplies um the general Staples [8:00] are documents title forms Amazon [8:04] Services [8:05] Inc um HD in um the copard maintenance [8:12] is our Xerox and I believe it's Canon to [8:16] um as well um and then we're also [8:18] looking at tuition reimbursement for our [8:20] Junior accountant we want eventually uh [8:22] give the accountable as long as he [8:25] passes his tests and he's uh a more [8:29] credits um to get his Bachelor um so [8:35] opport do you have any vacancies the [8:39] accounts and dispersement no all all [8:42] fill except for the one person who is on [8:44] leave correct okay I have a question [8:47] goad okay as everyone that has ARA fund [8:51] y [8:52] so was this let me just was this [8:55] position filled before the art of money [8:58] came was [9:00] Sarah Sarah came in and when no name no [9:02] name purchasing person came the [9:05] purchasing clerk came came in uh right [9:08] at right when uh right before AR I [9:12] believe she came in right at in 20 oh [9:15] wait maybe [9:16] 2021 so I believe we have position open [9:20] yeah and so that's why SAR was [9:23] [Music] [9:25] in uh the person was in the position [9:28] then she moved to the purchasing [9:30] supervisor and then the new person [9:31] filled the [9:33] position the junior open and were [9:36] eventually able to fill it [9:39] after yeah because for two years we've [9:42] used arpa funds so that's going to be we [9:45] have to figure all that out [9:47] yes all right is there no more question [9:51] let's move to that one [9:54] receipts okay receipts uh give us the [9:57] rundown there of course can I can I just [10:01] ask a question before you start so this [10:03] is where I thought that maybe there's a [10:05] typo on you look if you look at um under [10:09] Administration salaries [10:11] 132500 if you look at the real estate [10:14] tax [10:16] clerk well I don't know I mean in 2023 [10:20] you see the difference between [10:22] 19770 and now [10:24] 44906 that person that person half year [10:27] thank you okay thank you sorry about [10:29] that yeah if you look at the top that we [10:30] have moved and combined okay thank you [10:33] keep going sorry I didn't see that thank [10:36] you3 [10:38] 25 um the adopted budget looking at [10:44] 327,00 for Budget [10:47] 3322 uh that's a 2% [10:51] increase I believe they have a full [10:53] staff [10:56] uh and uh longevity is from the um [11:02] supervisor receipts and also the real [11:05] estate tax specialist um yeah the grade [11:08] pay is given to the real estate tax [11:11] specialist um when the supervisor is not [11:15] in the office um postage is for all the [11:18] task mails we do uh throughout the year [11:21] I believe we have two major tax [11:24] announ the they disc at the end um [11:29] the advertising is with Z notices and [11:33] taxes supplies staes Amazon [11:38] woner uh me contracts are for the [11:41] printers and [11:44] um [11:46] Solutions and oh I miss the uh equipment [11:49] uh that's for their SE printer uh and P [11:53] at the window it gives a receipt to the [11:55] customer so they need make sure they [11:58] have upd that are working [12:00] correctly and that's all for backups as [12:04] well are there any vacancies in this [12:07] apartment [12:11] no any questions under [12:16] yeah is there a supervisor in there yeah [12:19] Linds [12:25] oh that's looking at the back here [12:28] somebody's missing [12:29] that's why I was wondering why she [12:31] wasn't here yeah she couldn't make it [12:32] today oh okay well she did reply she okay all [12:40] right let's move [12:43] to page 17 and there's a little bit [12:47] there that we just touched [12:48] on four items you look atal [12:53] sprting um no page page 70 [12:59] 17 miscell miscellaneous undistributed [13:03] expense okay um we have unallocated [13:07] Insurance to the general fund uh we've [13:10] been advised that we're going to have a 6% increase so we uh we uh added that [13:18] for unal un allocated Insurance um that [13:21] insurance passed through every fund so [13:23] we have a a general water SAR and golf [13:26] all page a portion of the m [13:29] thanks uh under contingency U as you see [13:33] in uh in [13:36] 2023 uh we had that [13:39] 300,000 uh as of uh right now uh [13:42] actually we're doing so much better than [13:43] we did in 22 because thank God not all [13:46] the houses are burning down like they [13:47] did in [13:49] [Music] [13:51] 22 where are so we're we're at about [13:55] 190,000 so far so we're asking for the [13:59] same for uh [14:01] 2024 I'm sorry what does the concy cover [14:05] oh we cover the things that are not like [14:06] really budgeted like uh when a when a [14:08] house demolition demolition house burns [14:11] down or uh or there's like a a an [14:15] expense that you know that we didn't [14:17] know I think I think uh uh Paul had a [14:21] hard time trying to purchase a a broom [14:25] for the sweeper we actually took [14:28] contingency just so CU we had to do it [14:30] right away you know okay so it covers [14:33] the things that are not [14:39] budgeted why are the May's recruitment [14:41] funds on the unart okay the what oh yeah [14:45] we moved that we moved that the mayor [14:47] recruitment funds there because [14:49] according to Andrew Cen if it's in the [14:51] mayor's budget it can only be for his [14:54] budget so we put it here so if he needs [14:57] it for water [14:59] or different departments we can we can [15:02] use it that was that was to ad I'm sorry [15:07] should I mean that one maybe you could [15:09] call it something else then so it's not [15:10] that he's recruiting people for his [15:12] office it's for General and that's why he moved that I mean [15:16] according to Angel uh he said that [15:18] because it was in his Department that he [15:21] could only use that for his department [15:23] so that's why we moved it out until you [15:25] know undried miscellaneous so that if if [15:29] another department needs it they can use [15:31] it yeah the way it looks like right now [15:33] it looks like the mayor's the only one [15:35] even though it's in a different place [15:36] looks like the mayor is the only one [15:37] that could use the we could take the [15:39] mayor out of is that the case no any [15:42] anybody that well any Department well [15:45] the mayor does the hiring and firing [15:47] right [15:48] so so if it's for recruitment so when a [15:52] department means uh something say you [15:54] got a budget of uh uh 60 something, the [15:58] person wants 80,000 a year and you want [16:00] to hire them yeah yeah then you can use [16:02] that money to recruit them [16:05] yeah you know it's not it's not for [16:08] department for recruiting a new position [16:10] yeah well it sounds like yeah that that [16:12] was that was something I I suggested to [16:14] the to me because there were time when [16:16] there were difficulty getting people so [16:18] there have incentive similar to the [16:19] private sector where there's an [16:21] incentive to get somebody on board yeah [16:23] there's upfront um s in and you hire [16:26] them and things like that but you know [16:28] things have changed over the last couple [16:30] of years regards to recruitment people [16:33] looking for job now rather than we [16:36] looking you know well like you [16:38] said I don't like exactly like you said [16:41] if somebody comes in and the payroll [16:43] process like says that their budget [16:45] 60,000 and they want 75,000 for instance [16:49] then you know you they could recruit [16:52] them with this with this that was that [16:54] was the idea yeah it makes sense those [16:57] were difficult times yeah yeah any [17:00] question on on this go ahead please um [17:03] on the senior center I see that your [17:05] funding for three do we do anything with [17:08] the ancient or of Hibernians in we are going to start yeah go ahead well [17:13] I I actually have some notes to to speak [17:15] to that if you [17:16] want unless you were going to say no I [17:18] was going to say as we we're mostly [17:20] dealing with the Catholic Charities but [17:22] now with Ancient Order of Hibernians uh you know uh because the charity is [17:28] not you know fulfilling a lot of their [17:30] stuff we have some [17:31] excess money you know we're looking to [17:35] bring a I can speak to that all right so [17:38] we had some changes at Catholic [17:41] Charities and so um for several for a [17:44] few months I think like 90 days um we [17:47] were down just to one of the programs of [17:49] the three so that's why there's been [17:52] some extra money that you see if you [17:53] look at the year to date they've had um [17:57] staff changes and we've been working [17:59] with the new people and so we now have [18:02] two going again um with the third going [18:05] to be starting short soon um however I [18:08] did talk um about this because the [18:11] budget that they put in for [18:13] 2024 it's my responsibility um they were [18:16] late getting it to me um because we were [18:18] so new with this new team and so I got [18:20] it to the mayor later than I should have [18:24] I was like a couple weeks late so their [18:27] budget for 2024 is [18:28] $60,000 from Catholic Charities for the [18:31] three programs because the food it's [18:34] primarily the food um they're going with [18:37] they're going to be doing something [18:38] different than what we had originally [18:39] set up um and even if we had gone with [18:42] what we originally set up that vendor [18:44] also have increased their prices but [18:47] what that means is that this number does [18:49] not include the Hibernians and so I've [18:51] also spoken to the Hibernians and I have [18:54] their budget figure also which is [18:55] $114,000 that they will need um um which [18:58] would bring this to an additional 29k [19:01] that we would need um in the senior [19:02] center budget so I know we'll talk about [19:04] this when we discuss our stuff but so I [19:08] know the Hibernians they have money [19:10] through Community Development they do [19:11] but and he he deducted that from right [19:15] um what he submitted in so so I I know [19:18] uh our discussion was we're looking at [19:20] Capal Charities because they only so far [19:22] it's only been 10,000 for a year right [19:24] so we know we have enough money to to [19:27] handle that difference for so you Flo [19:30] that into next year's budget [19:33] no we'll finish this year but then [19:36] they'll have they'll have another budget [19:38] for cdbg next year right the Hibernians [19:42] yeah but that he's he's taking that into [19:44] consideration this is what he needs for [19:45] 2024 he needs an addition he will need [19:49] his total budget for the year is [19:52] $34,000 bless you and um [19:56] he's thinking he's going to get the 20 [19:58] the [19:59] 20 one is cdbg one is cdbg and one is [20:04] through the here right but CD cdbg um [20:08] he's counting that in he's still going [20:09] to need [20:10] $144,000 that is already accounted for [20:12] in the cdbg to be approved the oh just [20:15] recently no that's the 20 that's the 20 [20:17] which [20:18] 20 his budget [20:21] is4 [20:23] $344,000 okay he's getting 20 from cdbg [20:27] so he's going to need $14,000 which is [20:29] not accounted for in this 45,000 there [20:32] is money in CB that's from prior Year [20:35] yes I think that's it that's that's his 20 grand that we're giving [20:39] him from [20:40] cdbg okay I think told me I I I think [20:43] yeah we went through this last year can [20:45] you pull the report for us to see how [20:46] much money is available to the r of hbor [20:49] cdbg cdbg funding they are lagging [20:52] behind and their funding that is going [20:54] to take them through so I think that's [20:56] the reason why it was cut last year [20:58] because they were money there the pot [21:00] yeah they weren't sure I just want to [21:01] make sure we cover everything they [21:03] weren't sure that they were going to do [21:04] anything this year too because then they [21:05] lose a cook or something yeah uh they [21:08] did and that's why he was down a little [21:10] bit but now I mean he has to repl he has [21:12] to replace the cook no they they have people in place and they work [21:15] in l i just since you're talking about [21:17] the this program here on this fre [21:21] location are they fully attended cuz [21:24] I've been hearing that they're not [21:25] people are not attending that's why we [21:26] had to cut that's why they stopped [21:28] because they were having issues and part [21:30] of the reason that they were having the [21:32] issues at the other two sites was that [21:34] the people didn't like the food [21:37] yeah they're re they're revamping the [21:40] program um and hopefully it'll be [21:43] successful going into this this next [21:45] year because I did receive a lot of [21:46] complaint in terms of the food the [21:47] location and the theice so that's why [21:50] that that those two locations are no [21:51] long we're funding here [21:54] $45,000 we have one already wait wait let me just clear so the two you [21:59] there were three yes two were not [22:01] performing correct so now you have a [22:03] different two we have yes although one [22:07] of them is in place and started already [22:09] at St John the Evangelist it's new it's [22:11] only been a few weeks um and the other [22:14] one is still to be determined and then [22:18] um [22:19] start but Belle is doing great um the one the one a diamond it is so [22:26] needless to say it's good food and they [22:28] get a great oh they get good food from [22:30] there yes well of course they yeah so um [22:34] I don't know I just thought that any of [22:37] those changes would have come back to [22:38] the council for discussion so this is [22:39] the first time honestly it's really new [22:41] just happened it's really new but they [22:43] were shut down for like a while CU we [22:45] didn't know about that were they were um [22:48] just putting it out there there's [22:49] another group that's starting one case [22:51] you want to consider them um at the [22:53] Friendship House I understand that [22:54] they're getting ready to do a senior [22:56] senator there as well I know so what [22:58] that is so you could you know what that [23:00] is it's connected to Friendship Baptist [23:01] Church they friendship okay um up but [23:05] it's not in the church they be clear [23:07] it's up on State Street near hawk or [23:09] something so it's so if they've shut the [23:11] one down that was at Crossings it's sort [23:15] of a similar area okay I don't know [23:18] where your other was considered but that [23:20] one I can let them know too clearly [23:23] closed yeah um well I'm glad you let us [23:25] know cuz I well I was kind of waiting [23:27] for tonight to cuz I just literally this [23:29] is all like within the last several [23:31] weeks no no but how long have they been [23:32] out of not working oh those were those [23:34] were out for quite yeah quite some time [23:38] yeah yeah yes and then they were out of [23:41] service but then they were not fully the [23:43] attendants were were lagging they were [23:45] not at like the full capacity that's why [23:48] they that's why they went that they were [23:49] like a few people attending and it [23:51] wasn't worth you know the the the two [23:54] sites weren't working yeah exactly so [23:56] that's but then then there's been these [23:59] other changes at Catholic charity so [24:00] that's been part of the issue as well so [24:02] it's been The Crossings and what was the [24:04] other one that wasn't working it was [24:05] Stein Mets Park and The Crossings okay [24:08] Hillside Crossing so do they have a new [24:10] plan in place that they can present to [24:12] us I can have them I that would be a [24:14] good idea yeah I would like to hear can [24:16] they do that [24:20] um not this Monday but um I will let me [24:24] contact them and find out when they'd be [24:25] ready to do that but we'll have them [24:27] come and present like we did when we [24:28] first started CU we might get this [24:30] budget before that can they email if [24:32] they have a presentation or a plan in [24:34] place email it to to us let me um yeah [24:37] if you don't mind yep so um do you also [24:40] want to see what the hyberg is they're [24:44] we contractor from cdpg the invoice [24:46] submitting I was told that they are [24:48] being paid up front now they're not [24:49] behind in payments which is kind of good [24:52] remember there was a struggle to get to [24:54] get them paid and it was a struggle a [24:56] struggle for them to to submit voice [24:59] think that and to get all the people [25:01] work but um now they are current and [25:04] they're current with terms of red boys [25:06] they current in terms of payment oh good [25:08] so thank you all for doing that to help [25:10] them out okay so they are I know we met [25:12] with them a few times yes I know we met [25:14] several times back and forth and they're [25:16] running good I mean their attendance is [25:19] way over harage very good now we're [25:22] getting people I will tell you that I [25:25] went to the one when it started at St [25:27] John the Evangelist [25:28] people to hians as so remember that our [25:31] initial goal was to try to have [25:32] something 5 days a week um so those [25:36] people are you know coming to this so [25:38] hopefully it'll as we continue to grow [25:41] and you know how how um how many days a [25:43] week is the high burning open two two [25:46] Tuesday Tuesday Thursdays so our goal is [25:48] Monday Wednesday Friday they're going to [25:50] be Mondays they are Mondays and then [25:52] bellw is Fridays and so it's the [25:54] Wednesday one that we're still so but B [25:56] is not functioning right now B is B is [25:59] going very well well [26:02] no so miss peld you mentioned [26:06] friendship why don't we contact them and [26:08] see if they can um fill in that um let [26:11] me can I just I'll ask cath because [26:13] remember we I do want to say that we [26:16] contract with Catholic Charities and [26:18] basically they need to figure that out [26:21] but that's I'm going to tell them about [26:22] that place well I think and I think well [26:25] that's Friendship House wants to be I [26:27] think under Catholic Charities I think [26:29] they well if as you said food is the [26:32] issue I have it's my belief that they [26:35] would they would fix the food so I don't [26:37] know how that would all work out if food [26:39] is the issue then maybe we I don't want [26:41] to talk about people no but anyway um I [26:44] think they would be preparing the meals [26:46] much like the diner does okay so let me [26:49] um let me talk to I'll give you um the [26:51] contact information you want yes please [26:53] send it to me and I'll give it to [26:54] Catholic Char go ahead please and I know [26:57] receive the document next week from [26:59] Catholic Charities are you able to speak [27:00] to that $60,000 is it an expansion in [27:03] services or to be fully it would be to [27:06] have three programs the cost of the food [27:08] and the cost of the Staffing so yes that [27:12] is what it is as opposed to the 50 thou [27:14] it was actually 50,000 last year was the [27:16] budget so oh 45 I know but we it was [27:20] actually supposed to be 50 was the [27:22] original budget that they gave us okay [27:24] so they're only going up yeah they're [27:26] only going up 10 it's just that the food [27:28] C so so let's look at the plan let's [27:30] look at the the location that they [27:33] secured and we will like these SES [27:36] around our city we would like to it we [27:38] will We Like These service around our [27:40] city so now we we are funding it and [27:43] then it's not functioning that's a [27:45] problem for all of us and the only one [27:47] that is keep running is H Boran Hall the [27:50] senior centor there and Belle and now St [27:53] John the Evangelist so let's look at [27:55] that and we can determine Way Forward of [27:58] this way I think the other thing we need [28:00] to keep in mind is part of what you [28:02] originally planned was to have it in [28:03] different neighborhoods of the city so [28:05] why I want to make sure it's not all [28:06] concentrated in one part of the city and [28:08] another part of the city there there's a [28:10] vacancy so I think it's important that [28:12] we look at that especially since we lost [28:13] one yeah at the [28:16] crosss yeah I agree all right so we'll [28:18] look at [28:20] it thank [28:22] you if I me can we get an actual for the [28:25] hbor hall in terms of where they are [28:27] yeah how much is available how much what [28:30] are you looking for the funding for C [28:38] CER under cdbg D [28:41] cdbg you need do that next week yeah but [28:44] there was money I thought there was [28:45] money in the operating budget for [28:47] Hibernians as well as the CB last year [28:49] no no no there because it's Catholic [28:53] cherry and the mayor asked me about it I [28:54] said well because Catholic Cherry hasn't [28:56] been using we only use 10 thou almost [28:59] 10,500 said there's money left over so I [29:02] said you know maybe if the if the [29:04] Hibernians need money soon they can we [29:07] can you know use this money now you know [29:09] if they need it now yeah you know what I [29:12] mean POS that's why I the question CG we [29:16] used to roll it over every year at one [29:18] time I can recall that they wanted [29:20] 30,000 and we end up giving it 20,000 [29:22] and then they were money on the cdbg [29:24] line that fill that Gap yeah once we get [29:27] to report we'll see the history of it [29:29] okay and how much is available in the L [29:32] TOS I think there's a year or two I [29:34] think they have last year in this year [29:36] and then they got next year but the next [29:37] year money really doesn't start until [29:40] next year but you not you know January [29:43] starts [29:44] later yes because it's cdbg it's they [29:47] were they were never in the operating [29:49] budget which is why I brought the [29:50] question should we add them because [29:53] that's right they're getting their money [29:54] in a different way okay yeah we'll we'll also look at that it's a good idea [29:59] to have I I think yeah we'll look at [30:03] that in terms of funding and where we [30:04] taking the money to fund all the Senor [30:06] Center I think they should be all [30:08] together I do too yes and that's [30:11] something I'm going to recommend that's [30:13] a great IDE I was going to recommend it [30:14] next week but I'm going to recommend it [30:15] since we talking about um I would like [30:18] to see that I've been asking since when [30:20] this happened last year but all all [30:21] seniors enter in one bucket with their [30:24] own allocated amount it makes it easier [30:26] to yes easier to track easier for the [30:29] staff and the paperwork Trail and all [30:31] these things that the senior center has [30:34] to submit and the staff has to go [30:36] through um we need to take out some [30:38] burden from our staffing and and the or [30:43] of H Buran has been they have a track [30:45] record good track record so I I think no shade on the other ones but well you [30:51] know starting up something new there's [30:53] always going to be some so hopefully and [30:55] I think you know I feel pretty confident [30:56] with the the team that they now have in [30:58] place and so I'm going to suggest is [31:01] that somewhere like mid year we hear [31:03] from them on how they're doing because I [31:05] had no idea that they were it was not [31:06] working out well so um but I will [31:09] obviously try to get them in sooner okay [31:12] yeah oh sure sure sure but I don't know [31:14] make time for the budget to be back no no I know I know but if they could [31:18] email us something just to Y so we know [31:20] what it's going to look like yep all [31:24] right thank you let's move on [31:29] to [31:31] page [31:33] 40 we this these [31:36] are [31:39] commissions D just touch on on big item [31:42] tickets anything that we need to know [31:44] not small [31:46] item we have the the youth [31:50] employment we did we did we did we did [31:54] all we did Zing appeals plan commission [31:56] already we did historic commission [31:59] already okay was they didn't talk about the [32:05] hisory commission must have missed it we [32:07] didn't didn't cover we didn't touch on [32:10] youth programs we did when really was [32:12] here yes [32:14] we the other four we didn't touch but um [32:18] it's straight forward yeah there still [32:21] same as last [32:23] year we'll move to page um can I just [32:27] ask a question sure about the historic [32:29] commission so totally tin how many [32:32] people um how many people are on that [32:34] committee and is it [32:38] full all right I'll send the email to [32:43] Michelle you you going to send an email [32:45] or you you you want one more I mean who [32:50] because the commission seats and stuff [32:52] that comes through the mayor's [32:55] office depends turn to streamline I'll [32:57] make sure we have all the questions okay [32:59] so we can we can send it through M yeah [33:01] absolutely so we don't miss anything [33:03] want information yeah we're not missing [33:06] anybody's yeah we're not missing [33:07] anybody's U question and answer all [33:10] right so let's move to page 48 and this [33:14] is Anthony's um [33:16] favorite favorite he was waiting for [33:19] this whole year wait a minut which one [33:21] page 48 benefit benefits [33:25] 48 as you as you you can see our [33:27] employee benefits especially under [33:29] retirement is really increased from 105 [33:32] to uh 111 so that's about a $500,000 [33:37] increase um of course that's due to a [33:40] couple things that's you know we're [33:41] adding more people are coming to work [33:44] and raises that we're providing [33:46] especially to police and fire and um uh [33:51] other the other unions uh their social [33:53] security contributions is all based on [33:55] the the payroll formulas that we have [33:58] you know the [34:01] 00765 total of the payments uh life [34:04] insurance for the police and fire uh let [34:07] me see benef unemployment insurance uh you know actually it's been doing [34:12] very well uh disability insurance our [34:15] biggest cost uh that went up a million [34:18] two is is our uh health benefits um and [34:23] that that is uh and that you know it's a [34:26] big factor [34:27] uh we actually hired a we have a a a [34:31] health insurance uh analyst to help us [34:34] to make sure that we do and um they are [34:37] projecting the cost to be 14% higher you [34:40] know um they're saying that uh there's [34:43] going to be a 4% enrollment increase due [34:46] to projected hiring uh medical Trends [34:49] are going to go up 6% Pharmacy's up 6% [34:53] one of our biggest things is 30% [34:54] increase in our stock loss premium and [34:57] that the stop- loss premium is is when a person uh a single person goes over [35:03] $175,000 we have a special Insurance to [35:05] kick in to to pay for that and right now [35:08] we have 15 people really over [35:12] that right now so so that insurance is [35:15] really helping us you [35:17] know one of the big factors uh coming up [35:19] in 2024 specialty drugs uh um because [35:25] you know the huge increase of cost [35:27] specialty drugs yeah what's a specialty [35:29] drug uh uh you know uh like for instance [35:32] um um calus you know the for uh when you [35:37] have pis yeah do you know that's like a [35:40] it's a drug that cost like uh $122,000 [35:44] an ejection wow yeah okay we have people [35:46] using that we have a list of you know [35:49] people with the high cost drugs you know [35:51] W 14% seems like um what it I mean [35:55] that's it doesn't it isn't it often [35:58] going up that much every year we we've [36:00] been really good in fact uh we we've [36:02] been really steady and holding our own [36:04] we think with MVP has been our [36:06] administrator they've been doing very [36:07] well with us and so uh This what they [36:10] explain is this is like the after Co [36:13] thing now people are actually going to [36:14] go back to the doctors or actually you [36:16] know so that's that's what what they're [36:18] expecting um hopefully uh uh this year [36:22] our Trend looks like we're going to [36:24] either be even or a little bit under [36:26] budget [36:27] but we're we're holding very well so far [36:29] this year so uh we're we're preparing [36:32] next year uh to uh you know for next [36:36] year to go through our uh for instance [36:39] our y for our retirees went up a [36:42] straight 6% which we were holding our [36:44] own you everything else everything else [36:47] is pretty stable after [36:52] that so Anthony I've known over the [36:56] years you had um especially Health [36:58] excuse me the healthare section yeah you [37:01] had um submit to us like performal [37:04] invoice or estimates do you have that by [37:06] any chance say one more time performa [37:08] invoice estimates with regards to these [37:11] costs going on the healthare [37:14] cause last year you from the analyst [37:17] yeah yeah yeah I have it right here you [37:19] have that you want to report yeah if you [37:20] don't mind can you um have copies for us [37:23] to show how you know the trend yeah [37:26] absolutely yeah last year did that help [37:28] all the budget scenarios [37:30] everything [37:32] y rate history I got the rate history in [37:35] there I got all set for it I'll I'll [37:38] have them one of those expenses that you [37:41] want we can do it on send it [37:44] electronically or no I I no I have make [37:46] hard cop for us please can you scan it [37:48] not um yeah no you want a hard cop not [37:51] enough not enough let's finish off we [37:53] can have like we can deal with that on [37:55] Monday Monday pleas [38:00] there's no question just oh please do [38:02] you have a year to date on our employee [38:04] drug testing employee drug [38:07] testing the number I think is that my [38:10] department okay yeah I can get I can [38:13] find it for you a [38:15] 98984 is that the same [38:18] Department that's that's the whole city [38:20] we the whole oh okay cuz I saw them by [38:23] Department I saw different department [38:25] where's the problem [38:27] sorry that I just want to look it [38:32] up year to date [38:35] 3,900 thank you [38:40] yeah 3,900 usually when we hire a new [38:44] person um do the drug test okay so [38:48] there's we don't do the random testing [38:50] anymore yeah not for this okay so uh let [38:55] me just be clear because I saw saw um [38:57] under like for instance under Paul's [38:59] Department I saw employee drug [39:05] testing it was um maybe under water sore [39:08] maybe are we allowed to do that it was [39:11] on the contract I beg pardon are we [39:14] allowed to do that I don't know it was in his department and it was [39:18] allocated like 900 and we only spent [39:20] like [39:22] $490 I specifically remember saying that [39:24] on the water there's $1,000 [39:27] I and are very low what number is that [39:31] John under the tab water fun y page um [39:36] six and and the year to date was [39:40] like yeah yeah maybe because it's a [39:43] different [39:44] fund it's a thousand bucks yeah okay [39:48] yeah testing because we do General water [39:54] sword General General water and so you [39:57] do abide the different funds oh because [39:59] you got to get them out of the funds huh [40:00] you got to get them out of those funds [40:02] yeah yeah yeah that makes sense under on [40:06] so we random random is uh is okay when [40:10] they get in an accident we can't send [40:12] them to get drug tested we cannot corre [40:15] I think that's that was contract some thaton you couldn't do [40:20] that yeah he did discuss this almost [40:23] every bu on control of the year for last [40:26] several years there's something in the [40:28] contract that says that we cannot um do [40:31] the Dr they can do they can do randomly [40:33] you [40:34] can well that's kind of kind of yeah [40:38] doesn't make [40:40] sense that's what we said yeah oh okay [40:43] it's it's part of the Union bargaining [40:45] if you were stopped by the police [40:47] because you had an accident they and [40:49] they think you're INX whatever that's [40:50] the immediate thing that happen I'm not [40:52] sure why we're [40:53] different I think that's I think that's [40:55] a different thing they think you're [40:56] intoxicated just that we cannot just say [41:00] you know a lot of times be prior if you [41:02] got an assent no matter what we would [41:03] send you but if a police officer says I [41:06] think he's intoxicated whatever that's [41:08] different right yeah so but so then they [41:11] contracted that they took that out that [41:13] we used to be able to do it is what [41:14] you're saying and then they we I guess [41:17] somebody grieved it and we [41:19] lost wow yes a few years ago yes yeah I [41:23] remember that [41:25] yes okay said all of our yeah we have [41:29] complete um our review I think so oh [41:32] yeah we're not missing [41:33] anything I want to thank everyone uh for [41:36] their time and effort going through all [41:38] the questions and all the answer that [41:40] was provided it's now over to the [41:43] council and we're going to meet next [41:45] Wednesday the 18th and I would like to [41:47] ask all council members please submit [41:49] your [41:50] recommendation your concern and your [41:53] changes that you may have I'm going to [41:56] put Anthony in the spot if you choose [41:59] please reach out to answer me copy [42:01] myself with any suggestion but I would [42:03] like you copy me so I'm aware of what's [42:05] going on and we can keep track of it and [42:08] when we meet Wednesday we all have all [42:10] the [42:11] information together and to track all [42:13] the [42:14] changes and hopefully um we can have a [42:17] budget um next week oh that' be [42:19] wonderful do you want Miss Mich on that [42:21] or no for the any information that well [42:24] yes yes because um it's relevant because [42:27] M Michael will print all out and make [42:28] sure that we all have a copy of all the [42:31] answers all the questions copy me to [42:34] because when you when you send it back [42:36] to me I have Miss Michael printed out [42:38] and we make sure that everybody has all [42:40] com from member has cop the questions [42:43] the answers to the [42:44] questions all right all right you have [42:48] Oh no you're going to recess no I have [42:51] recess [42:52] yeah yes come back once to recess second [42:57] all in favor thank you I wasn't ready to [43:00] go [43:02] yet I mean last night was9 I don't think [43:04] you I told you well last night was last [43:07] night was Marathon because of so much it [43:09] was a marathon it was because of the all [43:12] the major [43:18] departments [43:20] [Music] [43:25] do [43:30] no Monday Monday are you coming Monday [43:33] you're coming Monday [43:55] right [47:24] e
