those [0:24] discussions go ahead um so uh just to [0:28] say that yes they're having more [0:30] officers and may also explain that from [0:32] the time some you know uh recruits start [0:35] their program it's about a year so I [0:37] don't know how many recruits he'll have [0:39] starting in May and he did mention that [0:40] they lose a lot of folks as soon as they [0:42] go through training so we we can't [0:44] automatically assume that there's [0:45] there'll be enough officers coming on in [0:47] May or a year from the next recruitment [0:50] class so um I definitely would not want [0:53] to put myself in the entire city at Bay [0:55] by not allowing you additional overtime [0:58] uh [1:00] I agree go ahead please right I think [1:03] it's important to make like two [1:04] distinctions uh one proposing a budget [1:07] and all shapes and facets doesn't mean [1:10] that it's a guaranteed ask I think we [1:12] had the same conversation last year [1:14] we're looking at this recommended uh [1:16] amount is a significant increase to the [1:19] 2023 adopted budget uh I think Chief [1:22] Cliff has been apparent as saying that [1:24] the community is not at Jeopardy and I [1:26] think it is also important to note that [1:28] the Investments that were making [1:30] and uh some of the antiviolence programs [1:33] I think at some point those are going to [1:35] need to either assist but curving and [1:38] addressing some of the um preventative uh mechanisms that are [1:43] providing individuals helpess to use [1:46] violence um but also I do agree with [1:48] Miss pter that investments in technology [1:51] uh to cheap CLP this point has yielded [1:53] improvements um so I think increasing it [1:56] beyond the adopted to 2023 budget is a [2:00] consideration I'm willing to make and [2:02] then uh confidently uh seeking out that [2:05] these eight individuals that are going [2:06] to graduate from the academy in May 2024 [2:09] and the continued efforts of not only [2:10] the police department but also our uh [2:13] Community programs to invest in [2:15] community policing that supports the [2:17] entire community of be uh taking up this uh not fight um but this stance of [2:25] how do we address and make sure that our [2:27] public is safe I think that is a [2:28] comfortable number [2:32] I do want to point out that we spent [2:35] almost 25 uh 2.5 million in um 2022 so [2:41] already the 2023 budget was like a [2:44] million dollars less and um I I'm sorry [2:48] I didn't bring my what what have we [2:49] spent so far our year to date is 1.8 [2:52] million 1.8 million at 18 1.84 Z 577 so [2:58] we have about I don't know [3:00] like [3:01] 150,000 um to remain for the rest of [3:05] 2023 because right now they were 25 [3:08] people short on the street so I don't [3:11] know I mean I think that was the [3:13] justification and I hear you know the [3:16] technology piece I think will help [3:19] moving forward but I still think that [3:20] that's still pretty new as well in terms [3:22] of being um [3:26] operational so I think it's going to [3:29] take some time to see the you know [3:31] hopeful hopeful um outcome that we are [8:46] um this this is Public Safety I mean in [8:49] terms of fire and police to have the [8:51] overtime because we need it right now [8:53] we're you obviously using it in terms of [8:55] getting folks out there on the street [8:58] whether they're fighting fires or [9:00] fighting crime versus um I think it's 25 [9:04] for each right $50,000 total for the [9:07] police and the [9:08] fire it's getting like they're going to [9:12] family fund day at Stein Park and giving [9:14] out stuff or or Scare activity this [9:17] weekend um you know what I mean it's [9:20] like a it's like having opportunities [9:22] for our firefighters and our police to [9:26] be interacting in an informal way pay [9:29] with the community versus for [9:32] $50,000 [9:33] versus them doing the work of Public [9:38] Safety um so that's the difference I see [9:42] go ahead please I would say the times [9:44] that I've seen the fir fires out in the [9:46] public they're handing out pamphlets and [9:47] brochures that are promoting best safe [9:50] practices to decrease of fires in homes [9:52] uh so I think these types of efforts are [9:54] very important and I think uh very vital [9:57] to not only addressing households in [9:59] general um but also uh to making sure [10:02] that we're addressing these concerns [10:03] with people at their infantile stages so [10:06] that kids grow up with this [10:07] understanding and naturally incorporate [10:08] it into their lives but I I imagine that [10:10] they're having these types of [10:11] conversations I don't think that they're [10:13] just talking about how cooler uniforms [10:15] look you no but are you suggesting that [10:17] we cut the 55 the 25 and the 25 I'm [10:20] saying that these I'm saying these types [10:22] of efforts have an impact on our [10:24] community totally great oh no totally [10:26] but I'm saying specifically with respect [10:28] to improving Public Safety so I'm saying [10:32] these types of Investments that we're [10:33] making should have cost savings overall [10:36] in [10:37] overtime not on their own but [10:39] cumulatively and I'm wrapping in the [10:41] technological technological Investments [10:42] we're making also and the fact that we [10:44] are bring in more officer or not in [10:47] respect to the Fire Department chief uh [10:49] Chief Marino is reevaluating how to make [10:51] sure that he is increasing his Staffing [10:53] level by thinking of a revolutionary [10:55] concept of now hiring EMTs and training [10:57] them I think these typ Investments are [10:59] going to allow us to find cost savings I totally agree with what you just said [11:04] but I think it it's going to take some [11:06] time for those things to happen and so I [11:08] think we're in agreement that the 25 and [11:10] the 25 obviously are adding to [11:14] the safety issues I don't disagree with [11:18] you there but I still think that boots [11:19] on the ground um fighting fires and [11:22] fighting crime um has to happen and I [11:26] also agree with you that I thought you [11:27] know they're both trying to have as many [11:30] creative ways to increase recruitment I [11:33] mean clearly unfortunately um some of [11:37] the negative things that have happened [11:38] over the last few years have have um [11:42] placed a stigma on people not applying [11:44] to be police officers for example um I [11:47] think it's different with the [11:48] firefighters but I guess you know from [11:50] talking with Chief Marino there's been a [11:53] reduction in the number of people that [11:54] want to go into firefighting as well um [11:57] so I just think I hear what you're [12:00] saying but I think going into a [12:02] classroom of third graders and teaching [12:04] them about fire safety is really [12:06] important and is something that probably [12:08] has been happening even all our lives [12:09] right um but I think having still the [12:13] amount of funding that they need and [12:15] that they're requesting to go out and do [12:17] their jobs I think in the immediate as [12:20] opposed to when that third grader you [12:23] know hopefully is owning a house and [12:26] trying their best to prevent fires [12:29] um you know no I I I can speak on this [12:33] one because it was a recommendation for [12:35] me and we were putting $50,000 towards [12:38] Public Safety Foundation under the [12:39] police and was May as a um contribution [12:42] to say let split it between the two [12:44] Department 25 years to get them involved [12:47] in the community so that they can bridge [12:49] that Gap you know that stigma that is [12:51] happening interact with the community to [12:52] get them more involved let's hear what's [12:54] happening over there and I think they're [12:55] doing a good job prr we just need to [12:58] expand a little bit more provide more [13:00] support to them maybe consider next year [13:02] to increase it so you know saw a good [13:05] thing happening there the interaction is [13:07] very important to building bridges in [13:09] our community I [13:12] agree go ahead please again I'm just [13:14] always going to bring forward that you [13:16] know I'm keeping track of what we're [13:17] spending year to date and based on that [13:19] I I you know I think that I'm [13:21] comfortable with with this uh it looks [13:23] like they're having the ability to cut [13:26] down on their overtime um from years [13:29] past versus this year so I think that's [13:33] how that's how one of the reasons we [13:35] have to look at this as we improve the [13:37] technology as we have more firefighters [13:39] as as they get grants from other places [13:41] and specifically when I say that I want [13:43] to talk about I mean the police [13:44] department because they're applying and [13:46] as you know they come before us multiple [13:49] times um with grants that they get and [13:52] those grants also supplement existing [13:54] staff it's just not for bullets and [13:57] holsters and things like that some of [13:59] the grants like if they need Personnel [14:01] to do specific things they're paid for [14:03] out of the grant as [14:08] well any other [14:11] questions okay so you now move on to um [14:13] A36 [14:15] 14-404 police review board and the [14:19] recommendation [14:21] here recommendation here is to increase [14:23] the fees for service line by [14:27] 10,000 and and to reduce the outside [14:31] legal council by [14:34] 10,000 that is just a movement [14:38] there goad please again I think the [14:40] 5,000 covers what they need in terms of [14:42] their professional development and their [14:44] membership fee in um n nle and the [14:48] conference I guess the conference is [14:51] like 3,000 or something and the [14:53] membership but I would do away again [14:56] with the 25,000 um in outside um I don't think they need the [15:02] outside [15:03] councel go ahead please um so I I I have [15:07] to say that I think that the training [15:08] right now if a training cost $3,000 with [15:10] $5,000 they couldn't even send two [15:12] people and I don't really think it's as [15:14] beneficial for just one person to go and [15:16] to bring back the information that more [15:18] than one person should have the [15:20] opportunity to attend the training if [15:22] for some reason that person leaves the [15:23] board or whatever the case may be so I [15:26] think beneficially uh for for this [15:29] particular review board if we're [15:30] especially if we're going to kind of [15:32] keep up with what's going on in terms of [15:34] um review boards and having them [15:37] exchange information with people who do [15:39] similar things around the country I [15:40] think it's important that we send more [15:41] than one person to a training if [15:43] possible so um I would support having [15:46] enough money for at least uh two people [15:48] go I know at one point they had and then [15:50] we have to pay to be Parton they call [15:52] and at one point they decided they [15:54] didn't want to be but AR are yeah they [15:56] are um our ordinance clearly says that [15:59] you have to be yeah so there's that [16:01] payment and then you know people go in [16:03] the training and like this time maybe [16:05] it's 3,000 one only one person could go [16:07] so I I would suggest that we keep we put [16:10] enough money in to allow people to go [16:11] training if we really want the best [16:13] training for our board members some [16:16] boards pay people to be on them and this [16:18] one doesn't so they're volunteers this [16:20] is an opportunity for them to increase [16:22] their skill set in terms of serving as [16:24] volunteers so we could reduce the coun [16:27] outside Council I do have a question and [16:29] I think does someone from your office [16:31] now go to those um we go as needed um [16:35] I've been in communication with the [16:37] police department staff who have those [16:40] meetings um and if they feel or the [16:44] chairperson from cprb fields that is [16:47] needed for somebody from my office to [16:48] attend that will attend it hasn't come [16:52] up um there were the only questions that [16:54] have ever come up um had to do with [16:57] somebody's ability on the board um for [17:00] questions about that that was early on I [17:02] think maybe in maybe the end of last [17:06] year uh beginning of this year but [17:09] nothing has aisen [17:15] since go ahead please I could just talk [17:17] on the outside Council again there's [17:20] money in the law department for outside [17:25] Council we bring in attorneys as needed [17:28] so if a scenario came up where there's a AG's [18:02] office sometimes will assist local [18:04] government and things so that that money [18:07] that's in the Council budget now I [18:11] didn't use it this year I don't see [18:14] scenario we're going to use it in the [18:16] future that we haven't used it in the [18:18] last 10 and some years but if you needed [18:22] something there is money in the budget [18:25] that's proposed and a conflict um but that's not [19:42] to say that it couldn't happen um and we [19:45] would obviously have to make the [19:46] professional [19:47] determination um to to say that we do [19:51] have a conflict and refer to outside [19:53] Council but we provide um outside [19:56] Council for you know situations [19:59] involving other departments in the city [20:01] um where you know whether even if it's [20:05] not our insurance company but something [20:06] arises let's say hypothetically it's an [20:09] article 78 because of some [20:10] administrative decision made by the [20:13] Planning Commission made by uh you know [20:17] the chief building inspector made by you [20:20] know some somebody else who has the [20:22] authority to make an administrative [20:24] decision um and at that point in time [20:27] the Law Department feels that it does [20:28] not have the capacity to handle that [20:30] particular matter we would refer to [20:32] outside Council it would be covered by
