removed I [1:46] should say that they weren't funded and [1:48] they were [1:49] the assistant yeah I'm just W about his [1:53] office Oh you mean the assist yeah he [1:55] having any control over [1:57] that so about the fir action um offic so [2:01] the uh affirmative action office [2:03] clerical Aid and program coordinator [2:07] neither of those were funded this year [2:09] so um just really want to know from you [2:11] that was that was the decision that you [2:13] wanted to make or no I I would like that [2:16] you reconsider that we've been working [2:18] to try to get you know these positions [2:20] funded they're very very desperately [2:21] needed to assist the work that we're [2:23] trying to do in this off of affirmative [2:25] action uh we just now completed the U [2:28] ining process so we sent one selection [2:32] up to the to the mayor's office today [2:34] for consideration so you know so that's [2:36] up there and also uh it's it's been a a [2:41] challenging Jal situation in terms of [2:43] affirmative action office and the [2:45] Empowerment Center the it were both [2:47] connected to what we're trying to do [2:49] with the 18 office stre and funded and [2:51] all that but since we've had such a [2:55] um cost overrun in terms of being able [2:58] to get the building done and get [3:00] everything on track to make it move [3:02] forward it's it's been almost impossible [3:04] to say how can we you know get you know [3:07] position in that to run the program if we're not sure what we're going to [3:10] run the programs out of so that was the [3:12] one issue that was you know in in [3:15] contention for but we did you know work [3:18] through that and I want to come back to [3:20] you um to discuss at at another time the [3:23] reappropriation you know of the of the [3:26] office fund to go more toward the [3:28] programming side [3:30] and so therefore we're able to serve the [3:32] community and do the things we want to [3:33] do as opposed to being locked down to [3:35] the to the capital infrastructure of the building I want to come back with [3:41] that but in terms of the two positions [3:44] the critical in the sense that you know [3:47] we definitely need help in terms of the [3:49] day-to-day operations of what we're [3:51] doing down here what tring to do the [3:52] service C and you know get the word out [3:55] and service and and hold true to the [3:57] mission so um has been a process to to [4:01] do that together with a lot of people [4:04] and you know it's just been hard so we [4:06] got we got the first part of it done [4:10] ose be ready with the 17 you know move [4:13] back forward consideration but in terms [4:15] of program we've been doing you know a [4:17] lot of things that U require the help [4:21] you know you talk about creating U [4:23] access to Opportunities um you know word [4:27] available in terms of you know what we [4:28] have to offer trying to do specifically [4:31] toward Workforce Development and [4:32] training working with our partners and [4:35] you know just trying to develop the [4:36] whole program in a quality fashion so [4:38] that it's sustainable and deliver the [4:41] results that we're trying to do so I [4:43] think we'll be able to move forward with [4:44] the quality sustainable program and a [4:47] product that's going to make the city [4:49] proud and we'll be able to deliver what [4:51] the uh what the community is asking for [4:54] so follow question you said that you [4:56] submitted something to the um mayor's [4:58] office which one of these positions was [5:00] it for for clerical a clerical a um and [5:03] it's my understanding that someone was [5:04] hired at one point but it didn't work [5:08] could you speak to that a little bit [5:09] Yeah didn't work state [5:13] so out right so it wasn't for lack of [5:16] trying you did have someone employed but [5:18] they decided didn't have a start they [5:20] didn't start they just accepted the job [5:21] it didn't start right right [5:24] okay all right so but you you have [5:26] reached out because I just you know [5:27] wanted to ask those questions um because [5:29] I just want to be frank that um we were [5:32] told that that there had been you had [5:34] been submitted several applications but [5:36] not had not considered any of the people [5:38] well we we've considered a lot I mean [5:39] we've been you know it's a process you [5:42] know um you get you know 10 20 app kid [5:45] you call them all you know you know the [5:47] bo don't answer don't show up or [5:49] whatever you know so that process and [5:50] some don't work out but you know we've [5:52] been going through that process and um [5:55] you know I'm very comfortable with what [5:57] you know we've come out with to you know [5:59] to get this [6:00] started um so my last question if if [6:04] between these two positions has neither [6:06] one of them have been funded this point [6:07] and if you said if we said like we can [6:09] only fund one or the other um from your [6:12] perspective as the person who runs the [6:13] office which would you have chosen well I I have to go with the data uh you [6:20] know the data entry person because [6:21] that's you know what we're getting B [6:23] down the most you know so much is coming [6:26] in just keeping up with things so that's [6:28] you know that's one thing [6:30] the other position is important too [6:32] because um there's a lot of support that [6:35] we get from within the current [6:37] administration of the city that ABS a [6:40] lot of those things that typically would [6:42] not be done you know specifically Sil [6:45] Heth minist in terms of grant writing [6:47] and identifying Grant [6:49] opportuni um connections and [6:51] relationships with the partment that [6:53] we're trying to work with on Country the [6:54] college uh the school district U you [6:57] know all these things uh it takes time [7:00] you know a year ago we started working [7:02] on M with the school district to talk [7:05] about a Workforce initiative so that's [7:07] been last September here we are this [7:10] year we just not getting to the point [7:12] where they're coming back with their [7:13] draft or what they want to move forward [7:15] so everything just takes a very long [7:18] time and the uh and we need to be in a [7:21] position to go after the fun we need to [7:23] go out to the gr so we can sustain the [7:25] programs once we you know get them done [7:27] so we do talk with funders you poti fund [7:31] that's working with talking with you [7:35] know the district you know what [7:36] resources can they bring there um know [7:39] we talking Community College you know [7:40] they work with us [7:43] Workforce program what can they they do [7:46] so you know many things that they can do [7:48] uh you know retrospect is you know maybe [7:51] like noncash you know transactions but [7:54] if they consist with staff for example [7:56] in the col they do like all the [7:57] screening and taking the applicants and [8:00] all that but it's tax in on them to keep [8:03] up a keep up people so you know we do [8:08] what we can to you know make it happen [8:10] and you know keep doing and then we [8:12] still you know go to outside resources [8:15] looking for funding so um we were talk [8:18] for a whole year with a group that want [8:20] to support the you know the Empowerment [8:22] Center you [8:23] know and they will you know they would [8:25] come you know with some you know [8:26] significant funding but they didn't want [8:28] to get involv with the capital P you [8:30] know nothing to do the building with [8:31] programing you [8:34] know you know something that we you know [8:38] what happen What going on but you know [8:40] it's conversation like that is why this coordinating piece becomes critical [8:45] somebody strong enough to have those [8:48] conversations and you know and sometime [8:51] you know we're not as as St to the [8:53] traditional routes you know we don't [8:55] have those relationship we have to build [8:57] these relationships and just simply [8:59] takes time so we need the help of these [9:02] people to make it happen thank you go [9:06] ahead please so would you say that the [9:08] program coordinator is more focused [9:11] towards the Empowerment Center and the [9:12] work that will be done um once that [9:14] Center opens well no no well you know [9:17] just service doing the program so I [9:19] think we can do the programs without [9:20] having a building so we'll just make the [9:22] program work so for example we have the [9:24] skills training program the next core [9:27] starts next week 23rd [9:29] and then after that we have the business [9:32] uh Workshop we're doing like a business [9:34] Workshop series and um you know things [9:38] you know like for the years we trying to [9:39] do something like each month to you know [9:41] keep the activity going and make it [9:43] happen and the two ironically go hand in other words we train people so [9:49] let's say that we run 150 people through [9:52] the skills training program and at the [9:55] end of the day we you know having [9:57] trouble getting in place you know we we [9:59] priorities to get them plac within the [10:00] city but you know we're not getting them [10:02] here so it's just hard so we need to [10:04] build the capacity of small businesses [10:07] that have the opportunities to take them [10:09] on so we have to you know do them both [10:12] at the same time so we're working to [10:13] build a capacity small business and you [10:15] know being part of the mission and [10:18] enthusiasm that's going on within the [10:19] city and uh and ultimately create the uh [10:23] you know create the jobs and and we do [10:25] have a disconnect you know um you he Day [10:28] about [10:30] people looking for for employees they [10:32] said we can't find where are they you [10:34] know and you know we have it here and [10:36] but yes when you go two blocks up you [10:39] talk to I can't get an interview or why [10:41] can't I get this or you know and these [10:44] are the realities that we we deal with [10:47] and we talk about things in a a true [10:51] public private kind of relationship you [10:53] know you know we have to level which would [12:52] be like a Preen program so trying to you [12:55] know bridge that Gap so um how many how [12:58] many programs did you run this year and [13:00] how many students went members while [25:05] at the same time um considering the uh [25:08] outside Council which we had put in and [25:10] reducing that since we had not used it [25:12] but leaving um some of it in place [25:14] 15,000 in order to just in case we [25:17] needed but not [25:19] um but not take but but taking some of [25:22] it away um from the 25,000 that we had [25:24] originally [25:26] budgeted him there there's a currently 78 bu for [31:22] proposed budget has about [31:24] 78,000 we asked him to bring that 80,000 [31:28] and there's a little bit of reason for [31:29] that there at the something [33:48] that is uh needed in every organization [33:50] and I think it's our responsibility to [33:52] make sure that we properly incentivize [33:54] that that a no way shape or form means already retired from [36:49] the DA's office and um he's been doing [36:51] phenomenal work for us in fact we [36:54] actually had a judgment today in court [36:56] from a trial over [36:58] $100,000 F in sus um this a case that he [37:02] handled um as it's noted here we do have [37:06] unfilled assistant Corporation Council [37:07] positions obviously we're trying to fill [37:10] those positions um you I don't know what [37:14] will happen in 2024 as a plus to the [37:17] other administrative staff um know we [37:21] get a lot of oil requests obviously as [37:23] you all know and technology has changed [37:25] um where we now cam so there's more [37:27] redactions to do and more video to [37:29] review and all of that and that consumes [37:31] a great deal of time uh there'll never [37:33] be a shortage of notice of claims that [37:35] are filed against the city um and Code [37:38] Enforcement cases that come up um from [37:40] the building department for us to [37:41] prosecute and um having obviously you [37:45] know if we can't fill the assistant [37:47] Corporation Council positions um there's [37:49] always going to be a need for additional [37:51] support staff um we have two paralal [37:54] currently in the office who don't don't [37:56] have the title paralal um they have code [37:59] enforcement specialist and record access [38:03] officer um having a paralal could [38:05] provide additional assistance um to [38:08] handle closings drop documents um things [38:11] along those lines um so that the [38:14] attorneys that we do have can you know [38:17] um essentially do the the things that [38:19] attorney only attorneys can do go to [38:21] court um and so [38:25] forth what would be an average salary I [38:29] there's no there's no salary attached to [38:31] that recommendation so yeah it's Guided [38:33] by I believe it may fall under um that's [38:36] a this open question I don't I don't [38:38] know if it falls under [38:39] CCA I believe it does so there would be [38:43] a grade associated with that in steps [38:45] and so [38:51] forth and one more question there [38:54] because you did mention when we met um [38:56] that that the other two positions were [38:58] doing paralal work um [39:02] so basically there they would be moved [39:06] from doing paralal work or they still [39:08] would do paralal work it's just Within [39:10] These one with [39:11] codes [39:13] they um they do the work that they're [39:17] required to do for the job description [39:20] um they used to be par illegals they [39:23] have those other job titles now so [39:25] they're doing things specific to those [39:27] job titles a paralal would have to [39:30] follow the description that would be [39:32] provided to the Civil Service since it's [39:34] a civil service position uh that said [39:37] the two people that are currently um in [39:40] those positions don't do real property [39:42] work they don't do closings they don't [39:43] have that experience um and it doesn't [39:46] now fall within their job descriptions [39:49] um par legal would be able to do that [39:52] work the closings [39:54] right and then you know ideally we when they came to us [1:07:59] regarding axon and and all the other um [1:08:03] technological advances one of the things [1:08:05] that was said time and time again was [1:08:07] that this would give officers more time [1:08:09] on the street and reduce them having to [1:08:11] be um doing come back into the station [1:08:15] do a lot of things so therefore not [1:08:16] kicking into overtime I remember that [1:08:18] being part of the discussion those [1:08:22] discussions [1:08:25] go ahead pleas um so uh just to say that [1:08:29] yes they're having more officers and may [1:08:31] also explain that from the time some you [1:08:33] know uh recruits start their program [1:08:36] it's about a year so I don't know how [1:08:38] many recruits he'll have starting in May [1:08:40] and he did mention that they lose a lot [1:08:41] of folks as soon as they go through [1:08:43] training so we we can't automatically [1:08:45] assume that there's there'll be enough [1:08:47] officers coming on in May or a year from [1:08:49] the next recruitment class so um I [1:08:52] definitely would not want to put myself [1:08:54] in the entire city at Bay by not [1:08:56] allowing the additional overtime U I [1:09:01] agree go ahead please right I think it's [1:09:03] important to make like two distinctions [1:09:06] uh one proposing a budget in all shapes [1:09:09] and FES doesn't mean that it's a [1:09:11] guaranteed ask I think we had the same [1:09:13] conversation last year we're looking at [1:09:15] this recommended uh amount is a [1:09:18] significant increase to the 2023 Investments [1:09:29] that we're making in uh some of the [1:09:32] anti-violence programs I think at some [1:09:34] point those are going to need to either [1:09:37] assist with curving and addressing some [1:09:39] of the um prevent preventative U [1:09:43] mechanisms that are providing [1:09:44] individuals help lless to use violence [1:09:47] um but also I do agree with Miss [1:09:48] Porterfield that investments in [1:09:50] technology uh to equp this point has [1:09:53] yielded improvements um so I think uh [1:09:56] increasing it beyond the adopted to 2023 [1:09:59] budget is a consideration I'm willing to [1:10:01] make and then uh confidently uh seeking [1:10:05] out that these eight individuals that [1:10:06] are going to graduate from the academy [1:10:07] in May 2024 and the continued efforts of [1:10:10] not only police department but also our [1:10:13] uh Community programs to invest in [1:10:15] community policing that supports the [1:10:17] entire community of sity uh taking up [1:10:20] this this uh not fight um for this [1:10:24] stance of how do we address and make [1:10:26] sure that our public is safe I think [1:10:28] that is a comfortable [1:10:32] number I do want to point out that we [1:10:35] spent almost 2500 uh 2.5 million in um [1:10:39] 20122 so already the 2023 budget was [1:10:44] like a million dollars less and um I I'm [1:10:48] sorry I didn't bring my what what have [1:10:50] we spent so far our year to date is 1.8 [1:10:52] million 1. 8 million 18 1.84 Z 577 so we [1:10:58] have about I don't know like 150,000 um [1:11:03] to [1:16:35] events like common Unity [1:16:37] or I'd have to go back and look at other [1:16:41] events but I think those are it's it's [1:16:43] like having [1:16:46] um this this is Public Safety I mean in [1:16:49] terms of fire and police to have the [1:16:51] overtime because we need it right now [1:16:53] we're you obviously using it in terms of [1:16:55] getting folks out there on the street [1:16:59] whether they're fighting fires or [1:17:00] fighting crime versus um I think it's 25 [1:17:04] for each right $50,000 total for the [1:17:07] police and the [1:17:09] fire it's getting like they going to [1:17:12] family fund day at steth Park giving out [1:17:15] stuff or or SC AC this weekend um you [1:17:19] know what I mean it's like a it's like [1:17:21] having opportunity for our firefighters [1:17:24] and our police to [1:17:26] be interacting in an informal way with [1:17:30] the community versus for [1:17:32] $50,000 [1:17:34] versus them doing the work of Public [1:17:38] Safety um so that's the difference I see [1:17:43] go ahead please I would say the times [1:17:45] that I've seen the firefighters out in [1:17:46] the public they're handing out pamphlets [1:17:47] and brochures that are promoting best [1:17:50] safe practices to decrease of fires and [1:17:52] homes [1:17:53] so I think these types of efforts are [1:17:55] very important and I think very vital to [1:17:58] not only addressing households in [1:18:00] general but also uh to making sure that [1:18:02] we're addressing these concerns with [1:18:04] people at their infantile stages so that [1:18:06] kids grow up with this understanding and [1:18:08] naturally incorporate into their lives [1:18:10] but I I imagine that they're having [1:18:11] these types of conversations I don't [1:18:13] think that they're just talking about [1:18:15] how cool their uniforms look even no but [1:18:17] are you suggesting that we cut the 50 [1:18:19] the 25 and the 25 I'm saying that these [1:18:22] I'm saying these typ of efforts have an [1:18:23] impact on our community totally great oh [1:18:26] no totally but I'm saying specifically [1:18:28] with respect to improving Public Safety [1:18:31] so I'm saying these types of Investments [1:18:33] that we're making should have cost [1:18:35] savings overall in [1:18:37] overtime not on the own but cumulatively [1:18:40] and I'm wrapping in the technological Investments we're making [1:18:43] also and the fact that we are bringing [1:18:45] in our officer or not in respect to the [1:18:48] Fire Department chief uh Chief Marino is [1:18:50] reevaluating how to make sure that he is [1:18:52] increasing a staffing level by thinking [1:18:54] of a revolutionary concept of now hiring [1:18:57] EMTs and training them I think these [1:18:59] types of Investments are going to allow [1:19:00] us to mind cost savings I I totally [1:19:04] agree with what you just said but I [1:19:05] think it it's going to take some time [1:19:06] for those things to happen and so I [1:19:09] think we're in agreement that the 25 and [1:19:11] the 25 obviously are adding to [1:19:15] the safety issues I don't disagree with [1:19:18] you there but I still think that boots [1:19:20] on the ground um fighting fires and F in [1:19:23] crime um has to happen and I also agree [1:19:26] with you that I thought you know they're [1:19:28] both trying to have as many creative [1:19:31] ways to increase recruitment I mean [1:19:33] clearly unfortunately um some of the [1:19:37] negative things that have happened over [1:19:39] the last few years have have um placed a [1:19:43] stigma on people not applying to be [1:19:45] police officers for example um I think [1:19:48] it's different with the firefighters but [1:19:50] I guess you know from talking with Chief [1:19:51] Marino there's been a reduction in the [1:19:54] number of people that want to go into [1:19:55] firefighting as well um so I just think [1:19:59] I hear what you're saying but I think [1:20:02] going into a classroom of third graders [1:20:04] and teaching them about fire safety is [1:20:06] really important and is something that [1:20:08] probably has been happening even all our [1:20:09] lives right um but I think having still [1:20:13] the amount of funding that they need and [1:20:15] that they're requesting to go out and do [1:20:17] their jobs I think in the immediate as [1:20:20] opposed to when that third grader [1:20:23] you know hopefully is owning a house and [1:20:27] trying their best to prevent fires um [1:20:31] you know no I I I can speak on this one [1:20:34] because it was a recommendation from me [1:20:35] and you were putting $50,000 towards [1:20:38] Public Safety Foundation under the [1:20:39] police and was me as a um contribution [1:20:42] to say let's split it between the two [1:20:44] Department 25 years to get them involved [1:20:47] in the community so that they can bridge [1:20:49] that Gap you know that stigma that is [1:20:51] happening interact with Community to get [1:20:53] them more involved let's hear what's [1:20:54] happening out there and I think they're [1:20:56] doing a good [1:20:57] jobr we just need to expand it a little [1:20:59] bit more provide more support to them [1:21:02] maybe consider next year to increase it [1:21:04] so you know it's all a good thing [1:21:06] happening there the interaction is very [1:21:08] important for building bridges in our [1:21:10] compan [1:21:12] IE go ahead please again I'm just always [1:21:15] going to bring forward that you know I'm [1:21:16] keeping track of what we're spending [1:21:17] year to date and based on that I I you [1:21:20] know I think I'm comfortable with with [1:21:23] this uh it looks like they're having the [1:21:25] ability to cut down on their overtime um [1:21:28] from years past versus this year so I [1:21:33] think that's how that's how one of the [1:21:35] reasons we have to look at this as we [1:21:37] improve the technology as we have more [1:21:39] firefighters as as they get grants from [1:21:41] other places and specifically when I say [1:21:43] that I want to talk about I mean the [1:21:44] police department because they're [1:21:46] applying and as you know they come [1:21:48] before us multiple times um with grants [1:21:51] that they get and those grants also [1:21:53] supplement existing staff it's just not [1:21:56] for bullets and holsters and things like [1:21:59] that some of the grants like if if they [1:22:01] need Personnel to do specific things [1:22:03] they're paid for out of the grant as [1:22:08] well any other [1:22:11] questions okay so now move on to um a361 [1:22:16] 14-404 police review board and the [1:22:19] recommendation [1:22:21] here recommendation here is to increase [1:22:24] the fees for service line by [1:22:28] 10,000 and to reduce the outside legal [1:22:32] councel by [1:22:35] 10,000 that is just a movement [1:22:38] there please again I think the 5,000 [1:22:41] covers what they need in terms of their [1:22:43] professional development and their [1:22:44] membership fee in um nle nle and the [1:22:49] conference I guess the conference is [1:22:52] like three ,000 or something and the [1:22:53] membership but I would do away again [1:22:56] with the 25,000 um in outside um I don't think they need the [1:23:02] outside [1:23:03] Council go ahead please um so I I I have [1:23:07] to say that I think that the training [1:23:09] right now if a training cost $3,000 with [1:23:11] $5,000 they couldn't even send two [1:23:13] people and I don't really think it's as [1:23:15] beneficial for just one person to go and [1:23:17] to bring back the information that more [1:23:19] than one person should have the [1:23:20] opportunity to attend the training if [1:23:23] for some reason that person leaves the [1:23:24] board or whatever the case may be so I [1:23:26] think beneficially uh for for this [1:23:29] particular review board if we're [1:23:31] especially if we're going to kind of [1:23:32] keep up with what's going on in terms of [1:23:34] um review boards and having them [1:23:37] exchange information with people who do [1:23:39] similar things around the country I [1:23:40] think it's important that we send more [1:23:42] than one person to a training if [1:23:43] possible so um I would support having [1:23:46] enough money for at least uh two people [1:23:49] go I know at one point they had and then [1:23:50] we have to pay to be Parton they call [1:23:53] and at one point they decided they [1:23:54] didn't want to be but our our yeah they [1:23:57] our um our ordinance clearly says that [1:23:59] you have to be yeah so there's that [1:24:02] payment and then you know people go on [1:24:03] the training and like this time maybe [1:24:05] it's 3,000 one only one person could go [1:24:08] so I I would suggest that we keep we put [1:24:10] enough money in to allow people to go [1:24:12] training if we really want the best [1:24:14] training for our board members some [1:24:16] boards pay people to be on them and this [1:24:18] one doesn't so they're volunteers this [1:24:20] is an opportunity for them to increase [1:24:22] their skill set in terms of serving as [1:24:24] volunteers so we could reduce the coun [1:24:27] outside Council I do have a question I [1:24:30] think does someone from your office now [1:24:32] go to those um we go as needed um I've [1:24:35] been in communication with the police [1:24:38] department staff who have those meetings [1:24:42] um and if they feel or the chairperson [1:24:45] from the cprb feels that it's needed for [1:24:48] somebody from my office to ATT [1:24:50] will it hasn't come up um there were the [1:24:54] only questions that have ever come up um [1:24:56] had to do with somebody's ability to sit [1:24:59] on the [1:24:59] board um or questions about that that [1:25:02] was early on I think maybe in maybe the [1:25:05] end of last year U beginning of this [1:25:08] year but nothing has arisen [1:25:15] since go ahead please I could just talk [1:25:18] on the outside Council again there's [1:25:21] money in the law department for outside [1:25:25] Council we bring in attorneys as needed [1:25:28] so if a scenario came up where there's a [1:25:32] conflicted position where city council [1:25:35] needed separate representation or [1:25:38] somebody on one of the boards or [1:25:40] commission needed outside [1:25:42] representation there's money for that [1:25:45] and we try and get leverage stuff with [1:25:48] the membership with New York Conference [1:25:51] of Mayors provide [1:25:54] gu [1:25:58] and casw different things the AG's [1:26:02] office sometimes will assist local [1:26:05] government and things so that that money [1:26:07] that's in the Council budget now I [1:26:11] didn't use it this year I don't see [1:26:14] scenario we're going to use it in the [1:26:16] future like we haven't used it in the [1:26:18] last hund and something years but if you [1:26:21] needed [1:26:22] something there is money in the budget [1:26:26] that's proposed and so if you want to [1:26:28] modify that or look at [1:26:30] that that would be the appropriate way [1:26:32] to deal [1:26:34] with please so I thought the reason why [1:26:37] we create separate line because it' be [1:26:39] easier for accounting purposes if that's [1:26:42] not right I'd be open [1:26:45] to that was part of [1:26:47] it I can comment on that um Echo the [1:26:51] mayor had to say I know this came I'm [1:26:53] going to Echo what the mayor had to say [1:26:55] on this um I know this came up last year [1:26:58] um it as you know as you all know um the [1:27:02] city council hasn't used outside Council [1:27:04] this past year um cprb hasn't there's a [1:27:07] budget line obviously for um the law [1:27:10] department for outside Council and we [1:27:13] use that outside Council whether it is [1:27:17] it's usually it's a no not usually it's [1:27:19] a determination made by the law [1:27:21] department on what whether or not we [1:27:22] have the capacity or to to handle a [1:27:25] particular legal situation or uh whether [1:27:28] there's some type of conflict uh in [1:27:31] which um it would be better best for to [1:27:34] be handled by outside [1:27:36] Council that you know seldom happens uh [1:27:40] in terms of the conflict um but that's [1:27:42] not to say that it couldn't happen um [1:27:45] and we would obviously have to make the [1:27:47] professional [1:27:48] determination um to to say that we do [1:27:51] have a conflict and refer to outside [1:27:53] Council but we provide um outside [1:27:56] Council for you know situations [1:27:59] involving other departments in the city [1:28:02] um where you know whether even if it's [1:28:05] not our insurance company but something [1:28:07] arises let's say hypothetically it's an [1:28:09] article 78 because of some [1:28:10] administrative decision made by the [1:28:13] Planning Commission made by um you know [1:28:17] the chief building inspector made by you [1:28:20] know some somebody else who has the [1:28:22] authority to make an administrative [1:28:24] decision um and at that point in time [1:28:27] the Law Department feels that it does [1:28:29] not have the capacity to handle that [1:28:31] particular matter we would refer to [1:28:32] outside Council it wouldn't be covered [1:28:34] by our insurance um and in that [1:28:37] situation it comes out of the law [1:28:39] Department's budget is outside Council [1:28:41] so for accounting purposes it's not [1:28:42] distinguishable between the Departments basis and he will then act um if [1:30:25] somebody doesn't follow their plan to [1:30:27] have a stay lifted or have a bank SE dis [1:30:30] um we try to use him strategically [1:30:32] obviously when we're about to do a [1:30:35] foreclosure um but he's still doing work [1:30:37] throughout the year um we use outside [1:30:40] Council dealing with certain labor [1:30:42] issues um you know could [1:30:45] be could be a grievance it could be just [1:30:49] um you know an issue with you know [1:30:51] police officer firefighter whomever it [1:30:53] may be we have to make a determination revenue from [2:16:34] those uh but again you're also seeing [2:16:37] the economic development that's [2:16:39] happening and where the robust numbers [2:16:43] in sales tax uh are somewhat [2:16:46] attributable to the levels of [2:16:49] uh economic development that were [2:16:51] facilitated through those payments of [2:16:53] lower [2:16:56] taxes well because at in 21 we were at [2:16:59] 2.5 and then in 22 went for the actuals [2:17:02] we went down to [2:17:03] 2.4 so that that's why I was Raising [2:17:06] that question according to the [2:17:08] information we have from Mr [2:17:10] um and Mr Ferrari and some of that would [2:17:13] be is it opposed to showing up in that [2:17:16] line it would show up in tax [2:17:25] revenue okay [2:17:33] thanks I mean this is on for discussion [2:25:01] criticism for not hiring positions and [2:25:05] staff does feel some of that and again [2:25:09] I've submitted a budget to you that I [2:25:10] feel is adequate and it's uh now in the [2:25:15] uh [2:25:17] council's decision you know if you want [2:25:19] to go through specific [2:25:21] positions bring department heads back in [2:25:24] to look at what their goals and [2:25:27] [4:22:56] budget it's nowos budget one position we [4:23:01] have two full time two part time per DS [4:23:05] right um so he limited one assistant [4:23:10] Corporation Council now if you want my [4:23:12] two sents on it yeah I think the council [4:23:14] already knows that I've had a difficult [4:23:16] time trying to fill one assistant [4:23:19] Corporation Council position let alone we're beefing up code [4:24:00] enforcement we need more people in the [4:24:02] Law Department forward I thrown out the [4:24:06] roughly $7.5 million in AR money you [4:24:09] know big number deficit it's not that [4:24:12] insurmountable you know if you look at [4:24:14] our foreclosure process and stuff for uh [4:24:18] you know this time we took a little over [4:24:20] 100 houses or properties in uh it's [4:24:24] probably going to be equal to that next [4:24:27] year you know in the sales price of [4:24:30] those is going up so if we have 100 [4:24:31] houses if we can turn those over if the [4:24:33] market stays the same where you look [4:24:36] looking at let say $50,000 a house that [4:24:40] becomes a little over $5 [4:24:43] million is a potential Revenue source [4:24:48] and those are the things that drop your [4:24:50] police costs that drop the other costs [4:24:53] that uh allow us to balance the budget [4:24:57] so [4:25:00] uh you know I don't want
