presented to you [5:13] does not project any deficit for next [5:16] year you're extrapolating things into [5:19] I'm using your War you saying that we [5:20] are facing in 2025 a 7.4 million [5:26] shortfall there's a gap in the revenue [5:28] but I've also outline scenarios for if [5:31] you'd like to look to adapt two budgets [5:33] tonight with both the 24 and the [5:37] 25 but don't we look ahead when we're [5:39] doing budget we do yes so that's that's [5:42] why we're here to look at these here and [5:44] to see how we these are positions that [5:46] I've [5:48] recommended to be within the budget and [5:50] again we've gone through a period I've [5:52] been subject some criticism for not [5:55] filling [5:57] positions we went through a period with [5:59] Co where the Civil Service Commission in [6:02] fact shut down didn't offer a [6:04] test uh there of recruitment issues not [6:08] only for City's conect but businesses in [6:11] its entirety we're rebounding back from [6:13] that and again look to be able to staff [6:17] those departments in an adequate and [6:19] fair manner to be able to deliver [6:21] Services people want and [6:27] need goe please if I can add uh as I was [6:31] looking over the current vacancies that [6:33] we were received uh definitely thank you [6:35] to the um Department of Finance for [6:37] providing this information to us um what [6:39] I took into consideration when I was [6:41] evaluating what positions to consider to [6:44] not fund I was uh referencing in [6:48] referencing individual positions that [6:49] were vacant for an extended number of [6:51] years and I think as we look forward to [6:53] how do we sta City Hall correctly uh or [6:56] effectively it's also understanding do [6:58] we have the right amount of jobs but do [7:00] we have the right jobs and I think [7:02] previously as we were discussing with [7:03] the law Department uh as um Mr Cen so [7:08] passionately tries to find uh attorneys [7:11] uh if you cannot find that position or [7:12] that role how can you replace it or what [7:15] alternative means do you have available [7:16] to you hence us reviewing the uh [7:20] incorporation of a pargal uh so as I [7:23] went through this uh spreadsheet I [7:25] identified some U lines that were vacant [7:29] for for two to three years and of those [7:31] was the code enforcement officer uh the [7:34] assistant to the city engineer the [7:36] junior civil engineer the payroll audit [7:38] clerk which the mayor um highlighted as [7:41] he would be not in in favor of not [7:43] funding the assistant Corporation [7:45] Council uh I highlighted one Meo for [7:48] streets uh two from the water [7:51] maintenance workers and one from the [7:54] water treatment plant instrumentation [7:57] Specialists and again that's taken to [7:59] consideration just extended vacancy [8:02] positions for uh the majority of those [8:04] have been vac for 3 [8:07] years just I just want to ask on the [8:10] payroll AO cler that was always filled [8:12] and the person had just had left this [8:14] time this year we're just waiting for [8:16] the test results to fill it okay well we [8:19] definitely need that position well [8:21] correction that was on the mayor's [8:23] spreadsheet that we had in front of [8:28] us [8:30] that [8:36] I correction it's [8:39] not Mr go ahead please well I just want [8:42] to point out that um a couple of the [8:45] years that we had bacing positions those [8:48] were uh coid years and um I think it [8:51] probably was difficult to find staffing [11:41] my next question would be who is [11:43] performing that role of those duties [11:45] right now we contracted up and there's a [11:49] ticket if they can get there they get [11:51] there they can't when they show up they [11:53] show up and it is vital because it is [11:55] our water system and it is the skate [11:57] assistance to the seage treatment so it [11:59] is V so we are at their Mercy when they [12:02] want to show up to do the [12:04] job so right now we have four vacancies [12:07] there where according to the sheet it's [12:09] four vacancies for the water maintenance [12:12] worker any water maintenance worker [12:16] yes yes so there four vacancies I think [12:19] one was filled recently maybe last week [12:22] so we interview constantly because there [12:24] a requirement to have a CDL CDLs are [12:27] very hard to [12:29] so if you you know we've been always [12:32] actively looking for meos in the street [12:35] department or water store maintenance [12:37] workers because they are required to [12:38] have a cdlp license Drive our [12:41] equipment thank [12:45] you and did you had any um comments on [12:49] so the so [12:52] fund uh none for sewer but um adding the [12:56] cumulative uh cost savings for those [12:58] positions in total would equate to half [13:00] million [13:13] doll go ahead please this one did not [13:16] make the list but I really you know [13:17] discussed a lot so I just would like to [13:19] revisit it um the mechanic [13:22] one uh which is a new position um I re I [13:25] reviewed what we've been spending and so [13:27] on the outside that are not we've spent [13:31] $612,000 so um this again was a position [13:35] that this person we had loan so I really [13:36] recommend we remove that and figure out [13:38] how to if we're Contracting how get [13:41] people to do that work within the hours [13:43] where the vehicles are not being used um [13:46] I have a lot of concerns about this [13:47] individual working on their own um and [13:49] you know with the emergency lift and all [13:51] of that and with all of the other [13:52] garages that we're using I would [13:54] recommend that we look at one of the [13:56] garages to be able to do the work [13:57] outside of working hour that our people [14:00] um our staff needs a [14:03] car just speaking on this sheet here yes [14:06] but I add it's not on the sheet but it's [14:08] making that [14:10] recommendation it was uh something that [14:12] we we discussed last buet meeting go [14:16] ahead please yes and I I thought we were know we may find it a [15:38] little difficult finding a garage that [15:39] will perform the basic maintenance for [15:41] us after work hours they may I don't [15:44] think it'll be at the the rate that they [15:46] normally [15:50] charge so it's one person so they [15:52] they're not even though it's overnight I [15:55] know how many vehicles they could do and [15:57] what I thought you explain to us was [15:58] that it's basically basic maintenance [16:00] like oil changes and those kind of [16:02] things so uh if we close it for you know [16:05] not to have to get to the weeds here but [16:08] if we close a for there are garages that [16:10] close later and if that's not the case [16:12] it certainly um contract with them you [16:15] know work through that because we are [16:17] spending a lot of money right now on [16:19] garages we have a lot of vehicles lot [16:23] money and if we want to move those [16:25] Vehicles when our shift ends at three [16:27] we'll have to [16:29] physically move those cars to the [16:30] dealerships and they get a ride back [16:32] home too so the work day won't be an 8 [16:35] hour day we have to move those vehicles [16:37] that are going to be being performed [16:38] maintenance on sometime during the day [16:40] and have somebody follow them out and [16:42] bring them back so and left there and go [16:46] get that vehicle again the next day or [16:49] before the workers return in the [16:52] morning how many vehicles do you [16:54] anticipate one person would be able to [16:55] do overnight [16:57] alone there for 8 hours they can do oil [17:00] changes and they can do the the um the [17:04] liquid check the liquid levels and do [17:06] tire changes and they can do you know [17:09] normal oil change you know you probably [17:11] do sever at night right there for eight [17:13] hours the hours would be [17:14] three 10 two two to 10 sorry our [17:20] over I still would like to see if you [17:23] could figure out a way for us to do that [17:24] with with in house we were spending a [17:26] lot of money on garages already and you [17:28] add position which um again for me it's [17:31] kind of a kind of touchy to have that [17:34] one person doing all that so that's [17:39] right um go ahead but with respect [17:43] wouldn't we be spending more money in [17:44] the garages than what we're currently [18:15] and not have this in the budget but I am [18:18] adamant about having that individual [18:20] working alone um in a condition I think [18:22] is pretty dangerous um [18:27] overnight [18:29] and depending on seasonal nature we do [18:32] staff that facility sometimes 24 hours [18:36] sometimes in the evening so that this [18:39] particular one is talking about being [18:43] assigned uh latitude but there would be [18:46] other people within the [18:49] facility so the other people in the [18:51] facility couldn't do any of this [18:53] work it's a union it's it's specific to [18:58] the Operating [18:59] Engineers to the what operating [19:05] engineers so the other people in there [19:07] would not be in the same categories that [19:08] you [19:09] saying the heavy equipment governs heavy [19:12] equipment operators local 158 [19:16] mechanics [19:19] 1037 so we have um two three other [19:23] people in that c four actually in that [19:25] category and you're saying and one of [19:27] them is the new one so you're saying [19:28] that the other three people could not do [19:30] any of that work the other three that [19:32] are at the bureau service do do that [19:34] work they also do more mechanical work [19:36] they do BR they do Airlines hydraulic [19:38] lines this position is a different title [19:41] would be more of the basic oil changes [19:44] on a lot of hire outside firms to do the work that [33:05] would have been done by engineering [33:07] staff then we keep that amount then cut [33:11] the rest and put it towards the overtime [33:20] budgets uh our chief engineer he already [33:23] removed a couple of um positions from [33:26] his budget when it was submitted so what [33:28] we're seeing here is what was pass his [33:31] submission so there are already I [33:33] believe one and a half positions that [33:34] were [33:40] move [33:42] will yes just looking for a point of [33:44] clarity um Mr Mayor to your point uh [33:47] positions that are unfilled those [33:48] departments are able to utilize those [33:50] vacant funds for the best needs of that [33:52] department is that [33:54] correct yes thank you [34:06] the F saying to REM what we have [34:58] in this document is what the department [35:00] heads have suggested for their Staffing [35:03] so that's right what Miss Porterfield is [35:04] saying is we do have already the and switch my mind at any point [2:00:36] in time uh so definitely uh using every [2:00:38] minute up until this moment uh I would [2:00:41] say as of right now I am still [2:00:43] functioning in my same stance that I had [2:00:45] the night [2:00:46] before which is cutting the cutting the [2:00:49] over time I'd rather not get into [2:00:51] semantics [2:00:53] but well except we have a lot of people [2:00:55] here so I just you know great and I [2:00:57] appreciate individuals being present in [2:00:59] our uh uh our process I hope that we [2:01:02] have the same viewers night in and night inherently developing a a deficit [2:01:25] in the next year's budget first of all [2:01:28] we're right around 1.9 Plus in overtime [2:01:31] for the police budget um we have two [2:01:35] major events coming up with the [2:01:38] Christmas parade and stock Adon as well [2:01:42] as both the Fire and Police Department [2:01:44] this is the time of year where most of [2:01:46] the overtime budget is used because [2:01:49] people want to take time off in the [2:01:51] holidays uh we're just creating a [2:01:54] structural deficit by cutting these um [2:01:57] especially when we're looking at hitting [2:01:59] these targets and going Beyond um we're [2:02:03] likely to hit 2.3 to 2.5 in the police [2:02:08] over time if you calculate those in and [2:02:11] the fire over time we are likely to uh [2:02:15] be very close to that Target as well so [2:02:19] cutting those just creates a structural [2:02:20] deficit that's just not [2:02:24] wise go ahead please well I also think [2:02:26] since do since Chief U Marino and chief [2:02:29] Clifford are here I personally would [2:02:30] like to hear their thoughts about the [2:02:33] cuts to the overtime budget but I also [2:02:34] want to point out that I think at least [2:02:36] in the fire department budget in the [2:02:39] contract um we can't really eliminate [2:02:42] the overtime figure that's in the budget [2:02:44] as presented by the chief and the mayor [2:02:46] because if we do we still have to fill [2:02:49] those hours which are mandated through [2:02:51] their contract and so we would end up [2:02:53] paying for them [2:02:55] anyway great and I would very much like [2:02:58] to add that before both individuals [2:03:00] speak which I think they have the which [2:03:02] I would support want to hear from them [2:03:03] also they have vacant positions that are [2:03:05] open right now the mayor and his comment [2:03:08] also highlighted that any vacancies that [2:03:09] are unfilled members of those [2:03:11] departments are able to utilize those [2:03:13] funds the best needs of their [2:03:14] departments after hearing both [2:03:16] conversations with uh both Chiefs um [2:03:19] there are strategic opportunities [2:03:21] throughout the year to bring on new [2:03:22] candidates new firefighters new police [2:03:25] officers the expectation is to hire as [2:03:27] many as possible but those are going to [2:03:30] exist later in the year my [2:03:32] recommendation and my position is [2:03:33] utilizing those gaps until they hire if [2:03:36] they hire to subsidize what we have uh [2:03:39] not supported and then again if there is [2:03:43] a need for more there's always an [2:03:44] opportunity to amend the budget is that [2:03:46] correct Mr Mur that is correct yes we [2:03:48] always is we do that bud fre [2:03:51] appropriation any that's using the money [2:03:54] that's in there [2:03:57] yes depending on how you structure the [2:03:59] budget we have in the past but we [2:10:57] still have the the possibility that we [2:11:00] have to mandate [2:11:02] officers um we do have a minimum [2:11:04] Staffing level that we like to meet each [2:11:06] night due to our staffing shortages [2:11:09] we've been running short on that and yet [2:11:11] we've still already reached 1.95 million [2:11:14] in overtime if we had filled every [2:11:17] position that we needed to fill we [2:11:19] probably would be over 2 million at this [2:11:21] point um closing in on a high 2 million [2:11:24] range just on Staffing levels and this [2:11:27] is before we even get to our proactive [2:11:29] controls which we would like to [2:11:31] do like speed enforcement quality of [2:11:34] life issues possibly anti-me initiatives [2:11:38] in Hotpot [2:11:39] areas the way we've been able to keep [2:11:42] our crime down um I you know compared to [2:11:46] our neighboring cities is investing into [2:11:49] our investigative unit we have uh 12 [2:11:52] officers 12 detectives on federal task [2:11:55] forces doing an awesome job taking down [2:11:57] the worst of the worst Defenders not [2:11:59] only in the city but at the capital [2:12:01] region level because you all know that [2:12:03] they like to travel um you know but [2:12:06] we've sacrificed having those extra [2:12:07] positions in our Patrol level so we [2:12:09] can't do what we would like to do and [2:12:12] you know ultimately we're going to work [2:12:13] within our budget um as I've explained [2:12:16] to a couple council members we will stay [2:12:19] our budget the best of our abilities it [2:12:21] changes our strategy whether we are [2:12:24] proactive on a daily basis or whether we [2:12:27] are simply reactive to just Staffing the [2:12:29] streets um and answer the calls for [2:12:32] service on the investigation side um the [2:12:37] there it's more like more like the fire [2:12:39] department where it is what it is we [2:12:41] have one case that I'm sure everybody in [2:12:43] this room is aware of we've already [2:12:45] spent $90,000 just this year on [2:12:48] investigating that case and it's not [2:12:49] even solved it so there are cases that [2:12:52] sometimes just require the attention and [2:12:54] we're never going to stop giving them [2:12:56] the attention and then you just never [2:12:58] know when the next big case is going to [2:13:00] happen we've been fortunate if I knock [2:13:02] on wood that our major cases have been [2:13:05] down this year but you just never [2:13:10] know [2:13:12] questions go ahead please just follow to [2:13:15] the chief's comments where the data out [2:13:18] there we're seeing a drop in crime we're [2:13:20] talking about the major crime part one [2:13:22] crimes other the more serious element [2:13:25] where we're being proactive and creating [2:13:27] a high level of deterrence and actually [2:13:29] have a fairly good closure [2:13:31] rate on the other hand our calls [2:13:34] for noise problems for speeding in other [2:13:39] lower level events is actually going up [2:13:43] and so to continue to have that good [2:13:46] trend line so you're dealing with de [2:13:48] with the most serious crimes but also [2:13:50] deal with the community's needs and the [2:13:52] evolving nature of uh what we're being [2:13:54] requested to assist to you need the [2:13:57] bodies and that cut you know that you [2:14:00] have moved forward on you know it's [2:14:02] about 18,000 man hours in the police and [2:14:06] fire department and so you can't expect [2:14:09] all those calls to be followed up on or [2:14:11] dealt within a manner that makes us all [2:14:13] look good when you've dropped $118,000 [2:14:16] up in in the budget that I've given you [2:14:19] there are assumptions yes we're not [2:14:20] going to fill all those positions but [2:14:22] that money will be used to offset some [2:14:25] of the overtime cost where these slots [2:14:28] have to be backfilled with individuals [2:14:31] in the police department we're having [2:14:32] trouble getting people to come out [2:14:34] sometimes for overtime I'd like to have [2:14:36] some levels of Staffing at a higher [2:14:38] level than we're going on in the street [2:14:40] with on some nights and some [2:14:43] ships go ahead please but I think so [2:14:46] that the mayor's Point those two aspects [2:14:48] of noise and speeding I think it's [2:14:51] important to identify and i' would love [2:14:52] to hear the perspectives of of any [2:14:54] individual in this room uh throwing [2:14:56] bodies at noise complaints has not [2:15:00] solved any of those issues and [2:15:01] complaints I think it's going to require [2:15:03] a more strategic uh stance to address [2:15:06] these issues that are frequently [2:15:08] happening regarding regarding holiday [2:15:10] seasons uh and to the the the issue of [2:15:14] speeding we've thrown uh bodies at King [2:15:18] road to be example and we are still [2:15:20] hearing those individuals come to our [2:15:21] Council meetings on a frequent basis uh [2:15:24] unfortunately we have to make those [2:15:26] difficult assessments of where else are [2:15:27] we going to invest in besides overtime [2:15:30] to address not only the immediacy of [2:15:32] those issues but also the long-term [2:15:34] effects because if we solve them today [2:15:36] we frequently notice that they trans [2:15:38] that they transition to other aspects of [2:15:40] our community so my position here is [2:15:43] challenging us to think outside of the [2:15:44] box to bring into those circles uh more [2:15:47] stakehold ERS to understand that [2:15:49] expecting these departments to figure [2:15:50] out these problems on their own is an [2:15:52] old age philosophy we as a community [2:15:55] need to work together to understand how [2:15:57] do we incorporate our neighborhood [2:15:58] associations how do we incorporate our [2:16:00] schools who are also uh pushing for [2:16:02] Community schooling narratives this has [2:16:04] to be a joint effort and again I'm [2:16:07] against throwing money at overtime to [2:16:09] fix [2:16:12] ite please I think [2:16:14] that's I'm sorry but I do think that is just you this was a discussion [2:16:20] the other evening too there's certainly [2:16:22] long-term kinds of strategic planning [2:16:26] that again I would say I would want our [2:16:29] fire and our police to be looking at [2:16:31] even more so than residents um because [2:16:35] they have the expertise and the [2:16:36] experience in helping to solve these [2:16:38] things but we have immediate needs we [2:16:41] have we have immediate needs whether [2:16:44] it's fire or crime um or in the F in the [2:16:47] case of fire the the emergency medical [2:16:50] um calls that they go on so I'll throw [2:16:52] that in along with the fire um you know [2:16:56] I I understand that long term there's [2:16:59] solutions that perhaps we can come up [2:17:01] with but what do we do tomorrow and I [2:17:04] just really maintain that I feel that [2:17:08] this will increase crime and I think [2:17:11] this is not the time to be trying to [2:17:12] increase crime especially violent crime [2:17:15] I think that the way that we've been [2:17:16] successful on um over the last you know [2:17:20] couple of years we need to respect that [2:17:22] and and and and try to continue working [2:17:26] day by day um and yes at the same time [2:17:30] we have longer term strategies like you [2:17:33] mentioned the other day you know sending [2:17:35] folks into classrooms to talk to kids [2:17:37] and building trust between Youth and and [2:17:40] our officers those are great I mean I [2:17:42] think all of us are really in favor of [2:17:44] all those strategies that have been put [2:17:45] into place especially around community [2:17:47] releasing but it ain't going to solve [2:17:50] crime [2:17:54] tomorrow sorry please i' just like to [2:17:58] congratulate um both Chiefs on the [2:18:00] community engagement with all your [2:18:02] officers um that are out there at [2:18:04] neighborhood meetings at STS um in [2:18:07] schools things like that and again I I [2:18:09] will agree with Miss Patrick I mean [2:18:10] there's just issues that need to be [2:18:12] addressed on a daily basis here and I [2:18:14] wouldn't want any of the residents of [2:18:15] the city's connec to suffer [2:18:18] um whether it's going to a fire or or [2:18:20] having a police uh call responding to my [2:18:24] residents uh if someone's trying to [2:18:26] break the door in or things like that so [2:18:29] I mean this is something that just needs [2:18:30] to be addressed and it needs to be [2:18:32] funded it doesn't need we don't need to [2:18:34] cut the funding I [2:18:36] agree Mr M oh please sorry so Chief [2:18:39] could you please speak to um like the [2:18:42] various you've come to us several times [2:18:44] then with technology in in that [2:18:48] conversation it's been like this is [2:18:50] going to cut back um um police need to [2:18:53] be in um off the street because they're [2:18:57] doing what paperwork so and that there [2:18:59] would be some cost savings that was the [2:19:01] that was what we've been hearing so I [2:19:03] would like you speak to that and also to [2:19:05] the give Grant um the most recent that we saw the um the amount was like [2:19:10] 418,000 but in the budget that the line [2:19:13] we're seeing is a little bit lower than [2:19:15] that so [2:19:19] two where where where are you seeing [2:19:21] less is it in the revenue side or I [2:19:24] think that [2:19:25] um that's that's probably more an [2:19:27] accounting thing I would I'd have to ask [2:19:30] the finance is that is it showing more [2:19:33] because part of it is salaries and the [2:19:35] other part is reimbursable overtime [2:19:37] possibly I think I think it's because it [2:19:39] runs in between years we looking for [2:19:41] 2024 I think it goes into 2025 okay it [2:19:44] does start in July so we're we're just [2:19:48] looking at you know for the year we're [2:19:50] not putting the whole amount in because [2:19:52] the whole amount is not 202 so you got [2:19:54] half of [2:20:00] last and then then as far as as far as [2:20:03] the technology um helping us to become [2:20:05] more efficient yeah I stand by that and [2:20:08] it's going to it's just that it's not [2:20:10] something that's going to happen [2:20:11] tomorrow these are these are these are [2:20:13] investments me if you're taking in terms [2:20:15] of building a house technology inv or [2:20:17] the foundation that we're building upon [2:20:19] you know at some point we have a real [2:20:22] time operations center that we're [2:20:23] building out that we hope that we could [2:20:25] use one person sitting in this Operation [2:20:29] Center to send the Drone out to turn [2:20:31] down loud music so we don't have to send [2:20:32] personnel there um we want to use the technology given the body more [2:20:38] cameras so that we can have supervision [2:20:40] over officers from the police station [2:20:43] and the ability to do quality control [2:20:45] better on them so we we have a more [2:20:49] efficient and a um you know a more [2:20:52] professional Police Department that's [2:20:53] those are the invest Investments That [2:20:55] remaining Patrol finder once we get that [2:20:57] up and running it's going to help [2:20:59] officers um while they're driving down [2:21:01] the street know there's a call waiting [2:21:03] so they don't have to take more time to [2:21:05] drive across town to get to a call so [2:21:09] but we we just our deployment these these take time to roll out um the [2:21:16] Axon one year so far it's going good I [2:21:19] can start seeing that next year we're [2:21:21] going to start having you know more and [2:21:23] more that becomes more efficient see [2:21:26] it's fair to say that we're already [2:21:27] seeing some savings by not having to [2:21:29] bring officers in on overtime to train [2:21:32] them we're training on Shi now so that's [2:21:35] one savings but we're not there yet [2:21:37] where we can completely eliminate uh a [2:21:40] whole Training Day by using virtual [2:21:42] reality but perhaps next year or the [2:21:44] year after my training Sergeant will be [2:21:46] like we can this day doing sh so that's [2:21:50] where we're going [2:21:51] with as you know and I know it's been [2:21:54] this is like an ongo every year we we [2:21:56] have similar discuss around over time [2:21:58] yes [2:22:00] so I was hoping like as we as the years [2:22:03] progress we would be seeing those [2:22:05] reductions in over time and we're not so [2:22:07] you know that's all that we're doing to [2:22:11] increase technology and increase [2:22:13] efficiencies but you know every year for [2:22:16] 10 years remember we've been having this [2:22:18] discussion so I think on our end the [2:22:20] biggest driver of overtime right now is the lack of Staffing lack of ability [2:22:24] to put those loops on the ground today [2:22:27] we had five officers come Staffing so [2:22:30] that's a milestone for us now five [2:22:33] bodies can count as Staffing so that we [2:22:35] won't now have another eight bodies for [2:22:37] Staffing until um I think that we're [2:22:41] talking about May of next year so once [2:22:43] we get to that comp full compliment of [2:22:46] Staffing no give or take five bodies [2:22:48] we've always been fluctuating all five [2:22:51] that's where we'll start to see it [2:22:53] stabilized but it's been four years [2:22:55] since it's it's been in flux so we we [2:22:58] were close um right before the pandemic [2:23:02] but set us back not ler those n we to [2:23:05] catch up okay the thought process I'm [2:23:08] hearing from from my colleagues is that [2:23:11] those positions that are not being [2:23:12] filled is where you can then pull from [2:23:14] that pay over time that's what I'm [2:23:16] interested [2:23:18] that well [2:23:21] we I put the number of 15 now as a good [2:23:23] number it's somewhere between 13 and 15 [2:23:26] based on two people retire next year [2:23:28] let's go with 15 all those 15 I hope to [2:23:31] five for January so so so that will only [2:23:34] leave 10 positions and of those 10 we're [2:23:37] hoping to hire them in July at the [2:23:39] latest so public [4:07:23] comment [4:07:27] on you got to tell me you want me to put [4:07:30] a zero on the table [4:07:36] put some number there that [4:07:40] uh consistent with what we're doing [4:07:43]
