Memorial [4:11] Justice assistance grant formul program [4:13] local solicitation fiscal year 2023 [4:16] that'll be discussed [4:21] [Music] [4:24] by good evening good evening I'm here to [4:28] present two different grants uh from the [4:30] Department of Justice the first one is [4:32] the Jag Grant which is in conjunction [4:34] with the uh scy County DA's office we [4:37] are looking for you guys to accept [4:46] $23,170 for our Patrol officers and [4:49] there is zero match involved with this [4:50] grant thank Chief any questions or [4:54] comments move those all in favor and the [4:58] second item is the dyj fiscal year 2023 [5:02] both through best partnership [5:04] Grant uh this one we asking that you [5:06] accept $ [5:08] 34844 42 towards the purchase of new [5:11] vests um that is towards 52 total vests [5:15] this is 50% of the cost of the vest well [5:19] for our um existing officers every 5 [5:22] years we replace and then anytime we [5:24] have a new officer this goes half of [5:27] that and the New York State reimburses [5:29] for the other half as well and so that' [5:32] be the 50% match any questions or [5:36] comments so it's already with within the discussion replacing [5:52] current traffic signals um excited to [5:55] have this brought back uh definitely it [5:57] sounded as if the actions were being [5:59] taken already uh to discuss this [6:01] intersection and I believe Mr CIO or Mr [6:04] Wallen one of us is [6:10] here be able to some context of what's [6:13] been happening behind the scenes sure so [6:15] um actually councilman Doro uh several [6:18] months ago brought to our attention um a [6:21] request to potentially add a left turn [6:24] uh on Eerie Boulevard going Southbound [6:27] at Union Street um at the time [6:30] we told her that this had been something [6:32] that had been discussed several times in [6:34] the past um along with the intersection [6:37] of state and eie potentially putting the [6:40] left turn there as well in the same [6:42] direction [6:44] um past uh traffic studies that were [6:48] performed um showed that there was [6:50] potentially um large buildup of traffic [6:55] um that would um reduce the level of [6:58] service of the intersection because if [7:00] you add any kind of movement you have to [7:03] have a certain amount of time for that [7:05] movement right so that could you know [7:06] although it's based on the traffic [7:08] volumes um um the minimal numbers are [7:11] probably between 10 and 15 seconds that [7:14] we have to add to the cycle length so um [7:17] looking at it and um with the number of [7:19] different requests we've had uh since [7:21] then and um before then from other [7:24] people um we evaluated it again and we [7:27] feel that although it's probably not the [7:29] best thing in the world to do for [7:31] traffic um based on safety concerns and [7:34] um you know the requests from people uh [7:37] we're looking to add it at the um Union [7:41] and eie intersection because that would [7:44] uh cause less of a problem than the [7:46] Eerie Boulevard one um adding a left [7:48] turn at the Eerie uh state in Erie um [7:51] would actually back up um State Street [7:54] past Broadway and caused more problems [7:58] um can't just look at it uh just for the [8:00] one intersection as well um the the [8:03] blocks are very short there's not a lot [8:05] of distance for um stacking of vehicles [8:09] um so you know one or the other the [8:12] Union Street is probably the better one [8:14] to look at um so at this point we I [8:17] talked to Chris Wallen he's around here [8:19] someplace he's going to assist us in [8:21] looking to get uh video detection so [8:23] that we don't have to uh put any [8:25] detectors in the roadway um with video [8:28] detection you can actually draw the [8:29] zones on the on the ground you know from [8:32] the camera and it'll pick up the [8:33] vehicles uh uh based on the direction [8:36] they're going um and the one thing [8:40] that's remaining is I have to uh double [8:43] check the traffic signal poles and make [8:45] sure that they can take another uh [8:48] couple of traffic signal sections um to [8:51] make sure we we have to do a loading on [8:53] them to um make sure that uh the pole [8:56] designs that they are can take the extra [8:58] load so so that'll be done in the next [9:00] uh week or so um at the same time we [9:03] have to check to make sure that there's [9:05] uh sufficient wiring or we have to add a [9:07] wire uh for that uh additional phase but [9:10] um should you know be an easy thing to [9:13] complete awesome perfect um definitely [9:16] it's fair to recognize that there are [9:19] conversations that happen away from this [9:20] table so definitely thank you Mr Toro [9:22] but in the absence of here many updates [9:24] there was an individual that came for to [9:26] one of our Council meetings just [9:27] identifying as the continued issue that [9:29] they're experiencing and I also think [9:31] it's important to identify to the city [9:33] that there are projects that are taking [9:35] place without uh any uh continued [9:38] updates uh but definitely this is a [9:40] reflection of how uh in-depth of [9:42] research was needed to identify the [9:44] proper answer and although there sounds [9:46] to be there's going to be some cascading [9:48] effects from putting this addition in [9:51] seconds uh I think it's important to [9:53] make sure that we're prioritizing uh not [9:55] only pedestrian safety but also vehicle [9:57] safety and from myself it's a [9:59] challenging leftand turn so I can only [10:01] imagine for other individuals but want [10:03] to offer any questions or comments from [10:05] my it is you got to try to sneak in [10:06] there early or wait till we all know [10:14] that please yeah the I don't know I mean [10:18] I know John correct me if I'm wrong I do [10:20] not know if an exclusive we is [10:22] necessarily in the best interest of all [10:24] pedestrians and those have left will meet we have a lot of complaints [10:28] from pedestrians who travel exclusive [10:31] lefts are not a benefit for them so I [10:33] just want to make sure that we're we're [10:34] helping the vehicles we're not [10:36] necessarily helping the pedestrians [10:38] because what that means is now when [10:39] you're taking that left the people who [10:41] would be Crossing Union Street they got [10:44] they will have a stop they're not [10:45] allowed because now they're not allowed [10:47] because you're telling the cars to cross [10:49] so that's one component of this the [10:51] second component is hopefully long range [10:54] planing the J Street connector gets [10:56] constructed we can somehow push track [10:59] traffic onto the J Street connector to [11:01] get them away from the left turn so they [11:03] take the left turn at the roundabout so [11:05] you go through the roundabout you go [11:07] through which isn't really a left turn [11:09] right around about just a rotary then [11:11] you take the right onto the connector [11:12] and then you're into there so you're [11:14] trying to steal some of those people off [11:16] of earring so hopefully we can [11:17] recondition people [11:20] because I agree it's going to be safer [11:23] but I also agree that in 2 years or in 4 [11:26] years we may be back here talk talk [11:29] about that left term it's also a good [11:32] opportunity to talk about how we have to [11:35] reinforce um that pedestrians follow the [11:38] walk lights and that they press the [11:39] buttons and wait for them to um you know [11:42] show the proper indications before they [11:44] cross the street too often do we see [11:46] people just walk up to the corner [11:49] sometimes look sometimes not holding [11:51] their cell phone and just cross the [11:52] street so it's a good opportunity to [11:54] remind people to do that absolutely M um [11:58] thank you Mr Williams I think it's like [12:00] a 17sec walk there because I do walk [12:02] over to storts a lot um but still uh [12:06] people coming down Union Street are [12:07] always taking a right on are headed [12:08] towards like the casino so it's it's [12:12] really bad pedestrian uh crosswalk as it [12:15] is sure and at the same time when we do [12:18] this we'll be looking at the timing on [12:20] um all of the phases of that signal to [12:23] see if we can squeeze a couple of [12:24] seconds out of those other approaches so [12:26] that we can add to that left turn and [12:28] miniz the negative impacts of adding [12:31] that phase thank you any other questions [12:34] or comments so I just want yes thank you [12:37] so can you talk about squee you're not [12:38] talking about lessening The Pedestrian [12:40] time though are you no okay CU that to [12:42] me I mean I talking about monitoring the [12:46] volume of vehicles on each so um the most recent updates we [13:40] have we have contracts that have been [13:42] approved by the city council and signed [13:44] by the way the mayor awaiting execution [13:47] from our sub recipients and that will [13:48] include the Green Market scat and [13:51] Hamilton Hill currently in corporate [13:54] Council review is contracts are Boys and [13:58] Girls Club club and the seat [14:00] Center pending submission for corporate [14:03] counsil review and when I say pending [14:05] submission meaning these sub recipients [14:07] may be missing some of the [14:08] pre-contractual documents that are [14:10] required to move forward with contract [14:12] is connected Kanas club and the Coco [14:15] house the other um subrecipients that we [14:20] have were ex were granting an extension [14:23] of some sort so there's no update on [14:25] that until they their time frame comes [14:28] which will in the YWCA for Harbor House [14:31] their extension was to March 24 the [14:33] Electric City Bar Barn the same March [14:36] 2004 America W crate which their [14:38] extension is coming up which is December [14:40] of [14:41] 2023 and the bcni Hamilton Hill um [14:44] infield project and when is theirs oh [14:47] they we didn't give them time we are [14:48] still waiting for approval [14:51] okay and those will be my only [14:54] updates any questions is there [14:57] any [14:59] just to be with Koh house so they came [15:01] and asked for a um change so they [15:07] couldn't have a contract CU we've not [15:08] had that no that's what they're pending [15:10] submission they're still missing some of [15:11] the pre-contract documents that are [15:13] needed even without us changing okay all [15:17] right that's what I want to know all [15:18] right um the next item [15:32] the jewy Community Foundation that's not [15:34] will not be that'll be pulled from the [15:35] agenda for today yes please all right [15:39] thank you thank [15:41] you uh Mr Wallen to operate the change [15:44] order for to the contract for the [15:46] Michigan Avenue ball [15:47] field in the amount of [15:55] $90,000 hello this is a uh change order [15:58] for the Michigan Avenue um I would say [16:01] little leag field as most of you would [16:02] know it but it's actually not little [16:04] leag um what we had is we awarded a base [16:06] contract of [16:08] $89,000 at this location to construct a [16:11] retaining wall uh this was under the ARP [16:13] funding the retaining wall was so that a [16:15] pavilion could be built behind the [16:17] bleachers and it would be a level area [16:19] for people to gather as there was a [16:21] slope um the wall is complete um it [16:24] looks good however I'm back up a little [16:27] bit that base bid was put out with an [16:29] alternate at the time we didn't do the [16:31] alternate because we wanted to see how [16:33] the base bid went we lik the base bid um [16:36] the little we reached out Michigan ad [16:37] reached out to us and asked if we could [16:40] do the alternate which was essentially [16:42] the same price we did it in that way [16:44] just so that we could kind of see what [16:46] we were getting into with the project um [16:48] it's essentially the same amount of [16:50] length the first phase you could see out [16:52] there went from their staircase 130 ft [16:54] up towards the field where they have the [16:56] flat area this phase would go from the [16:58] end of that that wall and wrap around [17:00] left field uh bringing that up to gray [17:02] the idea is if that brings up to gray [17:04] they have more of a walking area and [17:06] they can also construct a a bullpen uh [17:10] off of Left Field um usually uh on these [17:13] little leag Fields what you try to do is [17:15] you try to have a bullpen in left field [17:16] and right field so that when the kids [17:18] are warming up they're outside of the [17:19] field to play but because of the grade [17:21] uh it doesn't allow that so what they've [17:23] had to do is construct the bullpens in [17:25] the back around center field but it's [17:28] kind inconvenient cuz you got to kind of [17:29] walk down the hill around the fence down [17:31] the grade up the grade and around so um [17:34] they liked how it looked so much they [17:35] wanted to use an additional $90,000 in [17:38] arpa funding to pretty much finish the [17:40] project you know um that would leave in [17:43] the arpa funding a balance of [17:46] $171,000 just so that you're [17:51] aware um so this particular U pot of [17:55] funding was not only for Michigan but [17:57] also for Oregon correct so um that would [18:00] that's that's what it would Le and what [18:01] was the total 350 350 yep so and [18:04] essentially half of it going to Michigan [18:06] for the [18:08] wall half of the uh 90 90 180 of the the [18:14] 350 and then um I did speak with um you [18:18] know JC the things that they're looking [18:20] at doing at the Oregon facility were spr [18:23] sprinklers fencing bleachers and to look [18:26] at reestablishing the abandoned softball [18:29] field in the wooded area behind uh so [18:31] they would have [18:32] $171,000 to do that work they believe [18:36] that that is uh [18:38] sufficient so you know I'm put it up to [18:41] you guys for a decision I I don't know [18:43] uh what other work they could be doing I [18:46] don't know if anyone has any information [18:47] for them I'm not active with both [18:49] leagues too [18:50] much you know the upgrades to the field [18:53] would be the fence as you say the [18:54] irrigation is important to maintain the [18:57] grass and the field reduce the amount of [18:59] work that they have to do which is a big [19:01] thing maintaining the field uh the fence [19:04] obviously is a big thing um getting that [19:07] other field up to grade so that they can [19:09] restart some of the additional programs [19:11] is always important of course the [19:12] bleachers so people can watch their kids [19:16] um that they're pretty confident that [19:18] they can uh do what they need to do [19:21] there so um it would be good for the [19:23] kids and good for uh the league are you [19:26] speaking about organ or [19:30] oron so Mr so this would not erode the [19:33] money the 50% towards [19:36] Oregon so what I'm saying is that this [19:39] would leave 50% Oran I'm not saying that was supposed to be a 50/50 split I don't you know the applications were [19:46] made and for instance I I'll say I um [19:49] you know one of the things that was [19:50] kicked around was the idea that we do [19:53] far less work at Michigan and we put you [19:55] know astro turf infield at JC you know [19:58] but that is expensive so now the thought [20:01] is you know what maybe that's in a you [20:04] know a different relev we'll get rid of [20:06] that we'll go to leveling irrigation [20:08] systems fencing and we'll keep it at [20:09] kind of the at this level you know [20:12] there's not many fields around here that [20:13] are at the little Le level with astral [20:15] turf I know of [20:17] one do do you have a timeline in terms [20:20] of the AR the organ field I don't have a [20:22] timeline for Oregon no um as you're [20:25] probably aware the people who are [20:27] involved with Michigan AB are more [20:29] aggressive than the people who were [20:30] involved with JC so you know I'm working [20:33] with them more to get these things done [20:35] because there's more of that where as [20:37] the JC I'm not going to say they're not [20:39] as organized it's just they're not as [20:42] coming to me as much so this is [20:44] something where we wanted to get the [20:45] walls done get the project done it was [20:47] also in coordination remember with the [20:50] uh oh my God Sky Foundation project [20:53] because that was part of theirs and I [20:54] didn't want them to you know use that [20:56] money for this so this is going to be a [20:58] winter offse project to kind of see what [21:00] it is these projects are really [21:03] difficult for me because they are lots [21:05] of little things and you have to kind of [21:08] bid them itemized because nobody you [21:10] know fencing fencing great bleachers we [21:12] usually have to buy the bleachers [21:13] ourselves maybe put them together [21:15] sprinklers once again small so you're splitting all these up so it's [21:19] really you know it's four different [21:21] contracts whereas this wall was one [21:23] fence wall all together so when when all [21:25] the work is completed at Michigan Avenue [21:27] field [21:28] you will have available [21:30] $171,000 right [21:32] now it could be used for right now yes [21:34] okay thank [21:37] you um so you said this was a ask but I [21:41] when in reading the what you what was [21:42] given to us it said that originally you [21:44] didn't think that it was necessary um or [21:47] you you didn't put it in this part of so [21:50] correct um is there any particular [21:52] reason why I just want to why it [21:54] initially wasn't and now it's being the [21:56] ask is coming from um yeah no I I think [21:58] it was because it's one of those things [22:01] where at first when you do these things [22:02] you have a little bit of a sticker shock [22:04] and you look at it and you say you know [22:05] oh that's a lot of money and then you [22:07] start to see it and you start to see [22:09] what it looks like and how the impact is [22:11] and now when you go out there you see [22:12] this beautiful wall and it kind of ends [22:15] and it's like people are going you know [22:17] what if we're going to do it we might as [22:18] well do it and so I think that's where [22:21] it is to wrap it around and just get it [22:23] done and me in my position I'm always [22:25] trying to be the fiscally conservative [22:27] one you know what I mean and then the [22:29] council can over overrule me every time [22:31] if I said I wanted to do the one you [22:33] said we want to do it all great I'll [22:35] spend the money but at the first plus it [22:37] was like you know let's be constrainted [22:39] so I think that they see it and now it [22:41] looks half finished and that was kind of [22:44] the the impetus for wanting to do [22:46] more [22:49] okay any other questions or [23:41] parks list is we are going to be doing [23:42] the Michigan a Central Park tennis [23:44] courts because we're trying to get them [23:47] ready for the season which starts uh [23:49] June 6th so that's the next ARA one uh [23:53] we're also working with grout Park which [23:55] has some money and um what's another one [23:58] that we're working on well the lighting [24:01] one up I don't know if anybody saw that [24:02] on the a diamond it's not functioning [24:04] yet there is a large back order with [24:06] electrical panels but the lights are up [24:07] so all we have to do is get some panels [24:09] and we can turn them off okay but yeah [24:12] right now arpa Parks projects are the [24:13] focus there is not a larger Parks plan [24:15] so Parks like carry Street or Parks uh we had a very [27:59] fruitful um discussion this this [28:00] afternoon and there were some very um [28:04] important discussion in terms of how we [28:06] move forward in [28:07] addressing some of um some items that [28:11] will generate additional Revenue um into [28:13] the 2024 budget and those things will be [28:15] discussed in terms of looking at [28:17] commercial U garbage commercial water [28:20] commercial SE and at the same time um [28:23] the jackpot garbage fee um that the [28:26] mayor team has been working on for some [28:29] time and also the dumpster rental that [28:31] the city had recently provided and they [28:33] can look at that if the surface can be [28:35] provided an additional Revenue so those [28:38] are the four items that we discussed and [28:40] um they may ask for some time for his [28:44] stff to [28:45] prepare um reports for us and to provide [28:48] to the council so that we can able to [28:50] look at the numbers for these four items [28:53] and how do we move forward from that in [28:55] terms of raising the fees on the [28:56] commercial side [28:58] if we can achieve that it will ease the [29:00] burden on what we're pushing to [29:02] reduce and able to arrive at a budget [29:06] that will try to try to make everybody [29:09] happy M pfield you want to address that [29:12] no I think that's cover the I mean we've [29:15] been trying for a while but we [29:16] definitely needed to look at um one of [29:18] the pushing points was that we didn't [29:19] want to burden our tax our residence as [29:21] much so we have definitely looked at the [29:24] um the commercial side and see where we [29:26] are with that and how we can um meet in [29:29] the middle somewhere in terms of what uh [29:32] the revenue that we need to generate in [29:33] order to not to increase the um the fees [29:37] um for our residents as much so we have [29:40] that discussion and I also uh [29:43] encourage council members if there are [29:46] other things that they're concerned [29:47] about they want to make sure that we [29:48] discuss and really get this and finally [29:50] get this budget P the police provide [29:52] that information any other questions [29:54] that you have any other concerns that [29:55] you have you can um follow them to Miss [29:58] Michael who will then disseminate them [29:59] to all of us including the mayor um but [30:02] we you know we've been trying to get [30:04] there and I think we're closer now than [30:07] we have been and um once we get these [30:09] numbers uh the mayor will will have that [30:12] discussion and then um the mayor will [30:13] also and I can't um so he will be [30:16] speaking to his his department heads in [30:18] terms of other places that maybe if if [30:20] there are an ability to make reductions [30:22] so that's something that the mayor will [30:24] do with his staff that know the council [30:26] does not have any role in that but um so [30:29] the ultimate goal is to to make sure [30:31] that we um don't increase the rates of [30:34] our residents as much that we're able to [30:36] still function and do the work um that [30:37] the city needs to do and um come to a [30:41] budget that everyone can agree on um [30:44] hopefully there will be unanimous [30:46] consent on this budget that is the goal [30:48] but we we don't know until we get comes [30:50] time to vote so at this point in time Mr [30:53] um Mr Mayor McCarthy has asked for more [30:55] time to do that and Mr um Mr Mudan so [31:01] did you want to I was going to ask M
