still have time to [2:56] come up with their contingencies but [2:58] tonight I just wanted to make sure that [2:59] we' over what we have where everything [3:02] is and what we need to be looking for um [3:05] down the road so sorry what was the date [3:09] has to be allocated the end of 24 [3:11] December [3:13] 2024 so um Miss Miss haror provided us [3:17] with information which is also in your [3:19] packet towards the end to go over what's [3:22] currently in [3:25] contract so I thought that you know [3:27] we're going to be doing probably some [3:29] cross referencing with documents but I [3:31] thought that was a good place to start [3:33] just to kind of Revo that so everyone [3:37] has that it's towards the end of the [3:41] it's no this just this sheet that she [3:44] printed out hands of [9:40] Corporation Council so I would ask Miss [9:43] um Mr barash what we is uh I just have [9:47] to uh record the Deeds at the thir the [9:52] returning the properties to the city so the [10:07] project was and we know what we [10:08] allocated towards it [10:13] and so I don't know if anyone has heard [10:15] from other people but however I have [10:17] heard from U others regarding um wanting [10:20] the project to still move forward [10:24] so yes M Williams yep so in line with [10:28] that I would be very uh opposed to [10:30] reappropriate those funds to any other [10:32] projects uh definitely this um one [10:35] project facilitates a really big need [10:37] within that Community but also offers [10:39] additional resources in addition to our [10:41] boys and girls club uh I think everyone [10:43] could appreciate uh I think Mr manini in [10:46] your uh inauguration you you you [10:48] highlighted uh the importance of the [10:50] Carver Center and I think every year [10:52] that that is not reinstituted uh is is I [10:55] think a disservice to the community I [10:57] think with this arpa funds [10:59] uh very much this is generational money [11:01] that we should use appropriately and I [11:03] believe with this project it meets a lot [11:05] of ass within the community um from [11:07] myself I've heard informally about a I [11:10] guess quote unquote Coalition that would [11:12] be interested so I think I'd like to [11:14] hear if anyone's reached out to the [11:15] mayor um but definitely I'd like to see [11:18] our best efforts to ensure that this [11:19] project is still able to be uh pushed [11:25] through there has been informal [11:27] inquiries from the group that I believe [11:29] is uh has the wherewithal to put a [11:33] package [11:38] together um Can to to keep it as a [11:40] community center or for a different [11:43] use a community center [11:50] format a community center format can you just give me a little bit more [11:55] there I'm not sure what that really [11:57] means the initial Lor would be [12:04] daycare and there's no other group [12:05] that's approached you oh well okay I [12:09] know there's another group that's [12:10] reached out to your office so um just so you know that didn't happen in [12:15] group reached out to me and it's not I [12:17] did hear about the daycare group though be a tenant as [12:50] if we know about Carver before for those [12:52] of you that don't know um Carver was a [12:54] community center and there was a daycare [12:56] in there so the other group talking [12:59] about remaining as a daycare and having [13:01] and excuse me remaining as a community [13:03] center where um it stays a community [13:05] center and they can have daycare [13:06] services in there um and also in my [13:10] thinking when we're talking about the [13:11] Craig M connection I don't see why that [13:14] could not somehow we could look at that [13:16] and ask for some additional funding to [13:17] do this project because it's right on [13:19] cig street so that it stays um as commun [13:23] set so that appar clearly there's some [13:26] conversations that's going to be had [13:27] around that [13:31] did you have your hand up yes okay Mr so based on the conversation um there's [13:35] two group that is in communication with [13:38] Mr Williams [13:40] mfield can you have those two groups [13:42] submit a proposal and who are those two [13:49] groups well I don't know if they're ready to I mean I we can I can [13:53] tell you I don't know if they're center need given some of the other um [15:03] opportunities that exist there [15:07] um is it's when you say there I mean in [15:11] that in that neighborhood in that area [15:13] um but is it the same group that was [15:16] doing miracle on Craig Street I mean do [15:18] we know that the answer is no okay I'm [15:22] not going to negotiate in public if you [15:24] want to Executive session I'll give you [15:27] the update of okay [15:29] so like I said as Mr suggested we'll [15:32] just ask them to submit the proposals [15:34] anybody coming forward the reality is [15:36] this project is about $2 million short [15:38] if every dollar that's on the table now [15:42] is put forward so somebody that doesn't [15:44] have $2 [15:46] million yeah in a readily available [15:50] funding stream I don't considering a [15:53] serious Contender this okay as the [15:54] council president pointed out we are [15:56] under a deadline now [15:59] of December 31st and the reality is you [16:03] know it's really December 1st by the [16:05] time anything is straggling out [16:10] there [16:12] Mr and that's what I was going to add to [16:14] because if the groups that is is making [16:17] calls they need to come forward with [16:20] partners with Partners who's going to be [16:23] coming to this project and exactly if [16:24] you're if it's under $2 million right [16:27] now on paper we need to get people [16:29] involved in in you know organization or [16:31] Foundation that is willing to commit [16:33] additional money we can't just go what [16:35] happened here [16:37] unfortunate that we allocated $1.25 [16:40] million and there is no additional [16:42] partners and we were we were told over [16:45] and over that um this was going to [16:47] happen that there people are there ready [16:49] to to to jump you know on board and make [16:52] um funding commitment and this project [16:54] is still here with no other partners we [16:56] do not want to go down this road again [16:59] y Mr Char um I agree with what Mr mudon [17:02] just said and the mayor brought up the [17:04] timeline that we're working with [17:07] yes the um and since the um the uh deed [17:11] is coming back to the city I mean the [17:13] city [17:14] should again decide this [17:17] 1.25 million should go into whatever the [17:21] city's going to do to make this building [17:23] I don't think we can exactly say that [17:25] yet I think we have to look at [17:26] everything that comes to the table so [17:27] should we said deadline on the proposals [17:30] um I mean we can ask for proposals but [17:33] when you want them [17:35] in are we March 31st was is our deadline [17:38] well March the early the earlier we can [17:41] get it is better because we're have [17:43] we're in March already so the deadline I [17:45] think was March 12th that we gave on a [17:48] couple of the the couple of the [17:49] exensions um is February 15th y so [17:55] um the mayor did I mean mayor if you [17:58] want reach out to I know I know both [17:59] groups and so I know that you know who [18:01] the other group is so if you want to [18:02] reach out to them and um ask that and I [18:04] will reach out to the other group so [18:06] that we then will formally know that [18:08] these groups really are [18:11] interested okay yes Mr Willams and I I [18:14] truly think it's worth noting I don't [18:16] think we should be so quick to discredit [18:18] uh the efforts of the original group [18:20] that was foreseeing or managing the [18:22] Miracle on CED project it was a a very [18:25] uh I I appreciate the work that they [18:27] were able to do up to this point uh they [18:30] saw this project continue to be a focal [18:32] point for a significant amount of years [18:34] I think we all can agree to the fact [18:36] that they weren't able to secure [18:38] additional funding as the mayor [18:40] recognized which is an important aspect [18:43] of this but I really do uh value uh the [18:46] work that they were able to up to the [18:47] work that they were able to do up to [18:49] this point and I think if there is any [18:51] ability for our city to then put itself [18:53] into uh this mix to ensure this project [18:56] is saw through to its fruition I think [18:58] again the community is only going to be [18:59] the one to benefit and I think there [19:01] were some barriers to uh other um [19:05] Financial contributors um uh adding on [19:08] to this project so hopefully with the [19:10] backing of a coalition which would [19:12] represent multiple organizations that [19:14] might uh sway some additional funding to [19:16] come to this um however I do agree [19:18] though that our timeline we are up [19:20] against the wall we do have the end of the year and I I do think if [19:24] these Coalition if this Coalition is [19:26] serious about coming forward I think is [19:28] our responsibility to at least hear them [19:30] out uh with an open and objective [19:34] ear Mr M yeah if you're going to do that [19:37] because we have to look at the Timeline [19:38] I'm not sure when did we extend Aman CRA [19:41] to March March 12th March [19:43] 15 uh I think it's if we're going to do [19:47] that we have to get this Coalition this [19:49] group in prior to that because it's very [19:51] important because we have another one [19:53] also on March 12th that we going to go [19:55] this this year so we need to um [19:57] absolutely a Level Playing Field across [19:59] the board in terms of are we going to [20:02] extend and if we're not going to extend [20:03] then we need toate the money into [20:06] projects that's going to benefit [20:08] us right and and so let me just and I [20:11] know the people are talking about other [20:12] projects but I also don't want to let's [20:15] let loose sight of that the city is [20:16] going to have to bond money so if [20:18] there's money that we can reallocate I'm [20:20] very much in favor in putting the [20:21] projects that we don't have to bond [20:23] because bonding means that we're [20:24] borrowing and we have to pay back and if [20:25] we can put it towards that I see that is [20:28] a as a road to go down so I just want to [20:30] make sure that you know we have the [20:32] conversation about that because you know [20:34] why borrow money if you and there's an [20:35] opportunity or yeah to lower the amount [20:38] that you're borrowing so just yes [20:42] something just my my about the surveys [20:44] that was offer on MAR is there something [20:47] similar that is being done at CoCo house [20:50] kind of similar no PO house is strictly [20:53] about uh after it's like an after school [20:55] PR after school program only yes that's [20:57] all they they didn't have [21:40] services for youth during the school day [21:42] did they wouldn't it they did have a [21:44] program if a child wasn't able to I mean [21:46] we're really I mean we can go we can if [21:48] we want to talk about that in really in [21:50] depth they did have a program if a child [21:51] was not able to stay in school because [21:53] they were suspended there was a program [21:55] where the children could go to the [21:57] Carver and they wen't in a program I [21:59] believe it was called the laer program [22:00] so the answer to that question is [22:02] yes so this project [22:44] which project do you [22:46] make both of them Dua and the [22:49] Empowerment [22:51] Center so all right so we're not going to so the Empowerment [22:57] Center Dury is contingent upon the [22:59] Empowerment Center because that's not [23:00] how they submitted their applications [23:02] but is that what we're [23:03] doing I'm not sure what we're doing it [23:06] the development office [24:33] um they basically had told me that and [24:36] told concern for the hungry that the [24:38] money that they had given to the sky [24:40] Foundation um part of it was to be used [24:43] for the [24:45] transportation program that concerned [24:47] for the hungry wanted to run but that [24:48] never occurred so we got another um [24:52] email recently from concerned for the [24:54] Hungary as we went down this path uh [24:57] still requesting funds um be allocated [25:00] for the transportation program so I just [25:03] wanted to put that back on the table [25:04] because it didn't happen as part of this [25:06] Coalition you can see it's on the grid [25:09] here too right it's on this [25:12] grid um so I just want to you know some [25:15] hope that somebody would make sure that [25:18] either this money part of the $950,000 [25:22] goes towards that Transportation program [25:26] or I mean if we only have $50,000 left [25:29] that's you that give them out to people yeah [26:38] but what they what they were really [26:39] doing was working with the network of [26:41] food pantries and actually giving money [26:43] to the food pantries that could then be [26:45] given out as for example an Uber or ayt [26:49] or whatever to people because it's such [26:51] a ma major barrier um transportation is [26:55] probably the number one barrier for [26:56] folks that are using using various food [26:59] pantries um because they can't get home [27:02] with the bags of food it's very [27:04] difficult for them to to do that so um [27:07] so I think conf hungry actually ended up [27:10] just using some of their own funds to [27:12] continue doing that uh through the food [27:15] pantry so they're not actually handing [27:17] you know you or I um a bus token they're giving money to the pantries to [27:23] be used for transportation and that's [27:25] what they were still looking for f [27:28] I have to review well first of all this [27:30] needs to then if this is already in [27:31] contract and supposed to be a part of [27:33] that then we need to be talking to [27:35] Foundation ask contact Foundation ask [27:39] them to work with concern for the hung [27:42] or maybe um ask the development [27:46] office or we should go through the devel [27:49] um office Development Office concerned [27:52] for the Hungary requested a to stay presently aware [40:33] of We contractually There are projects [40:36] that are well positioned to do a lot of [40:38] good in the community and I think we [40:40] should remain focused on source of funding for for projects [41:22] they need to go out and seek additional [41:24] funding other agencies other [41:26] municipality the county has funding also [41:29] that they can tap into I mean I can't [41:31] speak for all these agencies but I would [41:32] think that their development staff their [41:35] executive directors I mean just from my [41:37] past experience working that they [41:40] probably are looking for all sources and [41:43] can I'm sorry I I do want to say I think [41:46] when Miss Carver was here with one of [41:48] the weeks that she was here I was [41:50] heartened to hear that our office is [41:53] also providing technical assistance to some of the agencies which I was [41:58] really glad to hear that um you know [42:01] they will use their expertise as well to [42:03] talk to the agencies um but it might be [42:06] worthwhile for you know us to host [42:08] something at some point where we talk [42:10] about diversify funding and sources that [42:14] are available for nonprofits to be able [42:17] to seek funding I mean that kind of [42:19] thing but I I was thrilled that Miss [42:21] Carver mentioned that um they are giving [42:25] that kind of Technic assistance to our [42:27] agencies I think the department of [42:29] development has done that pretty [42:30] consistently and especially around cdbg [42:32] so I think that this is just just [42:34] expanding it because it's more money and [42:36] so we're just offering that so that's [42:38] something that we have done before and [42:41] talk about that they do have two two [1:00:48] give that false hope uh so I think there [1:00:51] was conversations previously about any [1:00:53] unallocated money going to address the [1:00:56] issues with uh not having to proceive use if not better use than the [1:01:19] Aquatic Center so that's how I can [1:01:21] justify it but for a new project I fear [1:01:24] having to reopen that whole pipeline [1:01:27] because in good standing and the money [1:01:52] that's left over and then look at those [1:01:54] project projects and maybe we we'll [1:01:55] allocate it to those agencies that that [1:01:58] priorities that we select are in those [1:02:01] areas that are important to our communy [1:02:03] and maybe offer them opportunities to [1:02:06] expand their application and [1:02:07] [Music] [1:02:12] program [1:02:14] yes I I think [1:02:16] also we can also you know encourage [1:02:19] people to go to those [1:02:20] cdbg meetings that are coming up as well [1:02:24] and consider putting in applications for [1:02:26] cdbg and we can also encourage people to [1:02:28] look at other funding [1:02:29] sources no yeah no I I know I you know I [1:02:33] mean I think that's I think that we [1:02:34] really have to be honest with the people [1:02:36] that come to us for money and and make [1:02:38] some of those suggestions um because we [1:02:40] don't have a a [1:02:42] never-ending um pool of money we simply [1:02:45] do not so I think we're doing them a [1:02:47] disservice when we continually um if [1:02:50] we're not at least asking them you know [1:02:53] are there other ways or [1:02:56] um something Mr mudaron brought up [1:02:58] before if there's way that they can [1:02:59] combine the services that they do I [1:03:02] don't think we're you know that's going [1:03:04] to matter at this point in time but um [1:03:06] sticking with the YWCA what MCA rather [1:03:10] what becomes our response to them [1:03:12] because they did write a letter suggest [1:03:14] asking and um if we're not even going to [1:03:17] be entertaining uh additional [1:03:19] applications I think we should just be [1:03:20] up front and let them know that and [1:03:22] respond to that and and and uh and close [1:03:25] that door as opposed to letting them [1:03:28] think that could [1:03:29] have and saying there's no there's no [1:03:32] funding funding left but you know we're [1:03:34] looking leaves the door open in my [1:03:36] opinion to that oh if we get funding [1:03:38] maybe we'll look at your application and [1:03:40] I don't think that's what I'm [1:03:41] hearing Mr yes um we the last time we [1:03:46] discussed I did discuss this the last [1:03:48] have to kind of put some suggestion out [1:03:50] there last year we did um fund um [1:03:53] through the budget um don't the exact [1:03:56] number but the youth program through the [1:03:58] school 150,000 and in this year budget [1:04:01] we have another $150,000 allocated so is [1:04:05] a school going to use all that money and [1:04:07] can we have them partner with the city [1:04:09] and the school to kind of tap in so what [1:04:11] they're doing the school and the city to [1:04:13] kind of work together rather than us [1:04:15] have a pocket there and a pocket there [1:04:17] just make sense so that's something I'm [1:04:19] going to tr again and to bring them to [1:04:21] the table and then discuss because I'm [1:04:22] sure their money from last year to they [1:04:24] spend this year we can we bring them [1:04:28] in and let them be a [1:04:32] partner you program with the youth [1:04:35] employment I thought that was our summer [1:04:37] you [1:04:38] know so that's something we are not us I [1:04:42] don't think we're going to be using all [1:04:43] that money we [1:04:47] could well it was basically all used [1:04:50] whatever was allocated in the 23 budget [1:04:53] and then and again if you don't use it [1:04:56] it's just rolled into the final numbers [1:04:58] going forward it's not like it's sitting [1:05:00] there in a separate pot yeah I I think [1:05:02] we we need to bring them in and let [1:05:04] them have a discussion bring I'm sorry [1:05:08] YCA cuz I think they already partner [1:05:11] with the school district on the [1:05:12] blacktino aiers program but yeah yeah [1:05:16] they already partner with the school [1:05:18] district right at this money $5,000 is [1:05:21] for program through the school [1:05:25] it doesn't say that's a question I don't [1:05:27] know what it's for 100,000 isn't it [1:05:30] working with the school directly but [1:05:32] it's recruit kids to work really for the [1:05:36] city and the parks and activities during [1:05:38] the [1:05:40] summer so with this 100,000 I didn't I [1:05:43] for me it wasn't clear exactly what they [1:05:45] wanted they said they just wanted [1:05:46] programmatically but there I didn't see [1:05:48] a budget attached and I don't know [1:05:50] exactly what the use [1:05:52] was but you that's pretty it's kind of [1:05:55] General so that's I'm saying we need we [1:05:58] need to bring them in and to kind of you [1:05:59] know sit to the table and talk about [1:06:01] this program with the Department of [1:06:02] development with the mayor's office and [1:06:04] see if they can be separate from the s [1:06:06] yes separate separate so is that a [1:06:09] responsibility of ours or is that I'm [1:06:11] not [1:06:14] sure it's all our [1:06:17] responsibility but I mean the 150 that's [1:06:19] in the budget is for summer youth [1:06:21] employment that hire those those [1:06:23] students you say 50 or50 150 that's not [1:06:26] the YMCA that is the money that the city [1:06:29] uses to hire youth to work in our Parks [1:06:32] so that's how we maintain our our [1:06:35] programs that we're doing in the parks [1:06:37] in the summer so let's not think about [1:06:39] that 150 this 100 in terms of this [1:06:43] program it is very generic in the letter [1:06:46] uh in terms of what are they asking for [1:06:48] but it would be to support the actual [1:06:50] program itself which provides a you know [1:06:53] I mean provides all sorts of stuff but [1:06:55] this it's a great program yeah it is [1:06:57] it's outstanding I can't I can't [1:06:58] disagree with that um we're going to [1:07:01] need lifeguards yeah no we we can't [1:07:03] touch that 150 for this program I guess [1:07:06] all those things all those things to add [1:07:08] up this year for next year it's not only [1:07:10] in the Parks or somewhere else but we [1:07:14] canot widen the scope of um the youth [1:07:17] employment so what you saying oh add [1:07:20] $100,000 to what we already put into the [1:07:22] 150 I'd be all in favor of that but I'm [1:07:25] just saying um I I just don't want to [1:07:28] combine I don't want to confuse that [1:07:30] this ask is similar to our Summer Youth [1:07:32] Employment Program no no no I'm not [1:07:34] saying we need to find out bring them to [1:07:36] the table and find out what what they're [1:07:37] trying to do is it similar to what is [1:07:39] happening on this program we don't know [1:07:42] it's not it's not specified in that I [1:07:45] was on the reworking the numbers for the [1:07:48] new swimming pool and the pools during [1:07:51] the summer with the boys and girls club [1:07:53] we don't hire the those directly we [1:07:55] contract Boys and Girls Club to manage [1:07:58] those facilities think it's the same [1:08:01] thing John kids whether they're yeah [1:08:03] working for the city or working for the [1:08:04] boys and girls out there but it's just [1:08:07] how you actually match up the numbers [1:08:09] yeah and the only reason that I'm coming [1:08:12] back at this is because I do think [1:08:14] listening to what um Miss Porterfield [1:08:16] said we don't want to lead them down the [1:08:18] track of thinking that we have $100,000 [1:08:21] that we could give to them so bringing [1:08:23] them in to describe the program I mean [1:08:25] it's an awesome program um but I don't [1:08:28] think that we have money to give to them [1:08:30] but if you wanted just learned about the [1:08:32] program sure [1:08:34] but I think that's what I heard you [1:08:36] saying right that you didn't want to [1:08:38] give you false hope I do not um and Mr [1:08:41] yes yeah I don't think it it will hard [1:08:43] because we're going to bring in to other [1:08:44] groups to discuss about the miracle how [1:08:46] we follow with the miracle say is it [1:08:48] something totally true we are yeah but [1:08:50] that's but it's also very different that [1:08:51] money is already there yeah so that's [1:08:54] very different that those aren't apples [1:08:55] and apples those are apples and that way [1:08:57] we able to understand the program more [1:08:59] and we know exactly what they going be [1:09:01] doing so we decided to fund them down [1:09:04] the road we know exactly uh why we're [1:09:06] funding them um I would suggest that we [1:09:09] ask for them to provide something a [1:09:10] little bit more in writing um and then [1:09:14] also [1:09:16] is I don't know where their hous [1:09:18] connected does anybody know that [1:09:19] disconnected YMCA the YMCA yeah they are [1:09:22] YMCA so is that is cdbg a place that [1:09:26] they could also ask for this funding I I [1:09:29] believe so but it's been years since [1:09:30] I've applied for cdbg funding so I can't [1:09:33] remember the parameters tell everybody [1:09:35] go funding but um I do would you have [1:09:39] that kind of specific [1:09:42] idea well I would say generically they [1:09:45] can it always gets down to the specific [1:09:47] details and which category it's coming [1:09:49] out so some things you might sit here [1:09:53] and say oh yes would qualify when we [1:09:54] actually do the application and say oh [1:09:56] no it's not or we reach the cap yes [1:09:59] other [1:10:00] program four categories right so Mr M [1:10:03] you you you know you really talk about [1:10:05] I'm good at just submit more documents [1:10:07] or makeing them in person that's fine I think way is okay with me but I just [1:10:11] need to know more of what they're doing [1:10:13] and the areas that going to be covered [1:10:15] because we don't want to duplicate we [1:10:16] have seen over [1:12:40] there's three projects to um that are [1:12:43] still open or that we're still uh [1:12:46] waiting for more information um the [1:12:48] first is the Carver Community Center um [1:12:51] the second is the the uh empowerment SL [1:12:55] Center and then the last is the Harbor [1:12:57] House um so I think for myself just [1:13:00] wanting to be clear I think we kind of [1:13:03] hit or address this issue in a number of [1:13:05] Fashions but again it's like [1:13:06] entertaining new projects I think [1:13:09] following up on what Mr manini said it [1:13:11] was how do we bolster what's currently [1:13:13] been allotted and then I think [1:13:15] secondarily but also very importantly is [1:13:18] uh evaluating positioning a lot of that [1:13:20] money towards bondings or preventing [1:13:23] bondings in the future but I think we're [1:13:25] waiting for updates on those but those [1:13:27] seem like they're the only questionable [1:13:29] projects waiting for we still have the [1:13:32] March 12th deadline on them as well so I [1:13:34] would add that one to the list so the [1:13:36] one that we were out there were Miracle [1:13:39] oned the um Empowerment Center rash is [1:13:42] jury jury Foundation y um there's a [1:13:45] question about um the the identity [1:13:48] Foundation the funding for the um [1:13:50] accessible food $950,000 [1:14:00] [Music] [1:14:01] um well I did mention that the Riverside [1:14:03] Park had no plan even though there's [1:14:05] money allocated fors it just want to [1:14:06] make sure that's um there the Electric [1:14:09] City Food [1:14:12] Co-op uh Bethesda house is asking for [1:14:15] additional [1:14:17] $400,000 the um Proctors is asking to [1:14:22] reallocate their money but there isn't [1:14:24] enough money right now so we talked [1:14:25] about revisiting that uh the Kanas [1:14:29] return the money we have to do a [1:14:31] resolution in order to take the money [1:14:32] back and the mayor said that's something [1:14:35] that we can that that is a project we [1:14:36] can do at in house we should look at [1:14:38] where they really we're planning on [1:14:39] putting those and the stock Aid [1:14:43] Association um we've spent some of that [1:14:46] money because we we did take the money [1:14:47] back from the stock from the we couldn't [1:14:49] give it to the stock Aid Association [1:14:51] because it's a city own property so the [1:14:52] city is is taking the money back is [1:14:54] doing the project and we do need we need [1:14:56] to get final information from the stock [1:14:58] a associations what the mayor is saying [1:14:59] in terms of what they really want to do [1:15:02] [Music] [1:15:04] there see if I [1:15:08] have just want to add to Mr Williams was [1:15:11] talking just about um whatever money we [1:15:13] can be send back Rel Ed towards projects [1:15:16] so that we don't have to borrow I just [1:15:17] want to highlight an example of the [1:15:19] tennis court that we just recently [1:15:20] awarded contract we allocated 00,000 the [1:15:24] project is costing us about 672 th000 so [1:15:27] there is [1:15:28] $172,000 right here G and going forward [1:15:31] with the city project I am more than [1:15:34] likely most C project will go overrun so [1:15:38] we have to consider that so kind of keep [1:15:40] some funding here to help out s those [1:15:42] over overs us kind of coincide about you [1:15:46] talking I so those are two things that [1:15:49] we need to consider [1:15:52] seriously most of these project if not [1:15:55] I'll will overrun great and let me just [1:15:58] also say we should not always be the [1:16:00] people that are getting giving all for [1:16:01] the overruns I'm going to repeat that [1:16:02] over and over again there needs to be [1:16:04] other places where they're getting funds [1:16:05] getting money for their overruns no I'm [1:16:07] talking about directly City oh just city [1:16:11] project talking about resending the [1:16:14] money bring it back keep it the house [1:16:15] and look at the city project where we're [1:16:17] getting um these project needs to get [1:16:19] done and able to fund if they overalls [1:16:22] we need to fund them [1:16:25] those as well in terms of the [1:16:27] projects can either go through the [1:16:29] budget which I see you have your I have [1:16:31] everything I [1:16:33] know um but I mean we could easily [1:16:35] probably just get all this I think [1:16:36] that's really smart to use the money [1:16:38] towards the city projects no and this is [1:16:40] a prime example I mean $500,000 we were [1:16:43] saying back when we awarded this that [1:16:45] 500,000 might be you know the ball fig [1:16:49] but 172,000 but just but def that's a [1:16:53] good example because what Mr Wallen has [1:16:55] said is that the USA is going to be [1:16:57] looking for that additional funding and [1:16:59] that's what we want to see yeah that we [1:17:00] don't come back and say how we have to [1:17:02] fund it so that's what we want to see [1:17:04] that we allocated this it's more so this [1:17:06] group that really wants the money is [1:17:08] going to try it's trying to figure out [1:17:09] how to get the additional fund that as [1:17:11] we said at the last meeting well this is the only lucky [1:17:14] project well we have to encourage [1:17:17] projects to be more like [1:17:19] that think the umor I think the comment [1:17:23] just looking at the the Empowerment [1:17:25] Center dur [1:17:26] Foundation um I I just would question [1:17:29] the wisdom of spending 100 I'm $875 for [1:17:32] building rehab and 200,000 for training [1:17:36] um Workforce Development I think is at a [1:17:39] critical juncture in our communities [1:17:41] especially for those in disadvantaged [1:17:43] communities and just rebuilding or [1:17:45] building a new program $200,000 left a [1:17:49] program will maybe serve 20 youth mhm [1:17:52] young people [1:17:53] and I can you know and and all you know [1:17:56] transparency I work at a job training [1:17:57] agency and I see the challenges our [1:17:59] young people have and trying to get them [1:18:00] into the [1:18:01] workforce it it's it's difficult and [1:18:04] challenging so I would just question the [1:18:06] wisdom of spending this much money on a [1:18:08] building and then 200 on the actual [1:18:11] program it takes significant effort to [1:18:13] get these young people in a good [1:18:15] direction a positive direction get them [1:18:16] in the workforce a significant amount of [1:18:19] programming and support um it's not just [1:18:21] showing up and going for train is [1:18:23] helping them with housing mental health [1:18:24] issu subst issues all that wraparound [1:18:27] services Albany the city of ALB is [1:18:29] dealing with that we're dealing with [1:18:31] that so I would just you know my comment [1:18:33] would be maybe to re look at that and and maybe invest in in what some [1:18:37] folks that are currently doing that and [1:18:39] help them build those Community Support [1:18:41] so these young people can be successful [1:18:43] so let me just lend a little [1:18:44] clarification to the Empowerment Center [1:18:47] the empowerment said the money was was [1:18:48] not just for youth it was going to be to [1:18:51] help mwbe and training that is what that [1:18:53] was for within the um within Hamilton [1:18:56] Hill Neighborhood where many people [1:18:59] don't get on the projects that are there [1:19:01] so that is what the Empowerment Center [1:19:02] was about it wasn't it wasn't just for [1:19:04] youth is that what the incubator used to [1:19:06] do was it developed for well that's gone [1:19:10] through a lot of lifetimes it's not an [1:19:12] incubator anymore right so that was the [1:19:14] focus and this this particular um [1:19:16] application actually came out of our um [1:19:18] affirmative action office right here in [1:19:19] the city of skincity I mean in in City [1:19:21] Hall so that was that was not just to [1:19:24] take Youth and train them but it was for [1:19:25] mwbe and um and to make sure that they [1:19:29] get their skills I I believe there was [1:19:30] also any of reading some of the emails [1:19:32] we're getting there was also they were [1:19:34] talking about trying to um help people [1:19:36] to get to Public Service fire in [1:19:39] particular so they were working with 100 [1:19:41] black men on that so they were trying to [1:19:43] get those those the kind of things that [1:19:44] were supposed to take place in the [1:19:45] Empowerment Center not just um not you [1:19:48] because quite frankly the Empowerment [1:19:50] Center and the um youth training program [1:19:53] came as two separate applications but [1:19:55] then they were merged somewhere along [1:19:57] the line so that's what's the build the [1:19:59] build on the addresses here at the [1:20:01] building that kind 18 Aly [1:20:07] Street it used to be the M you remember [1:20:10] mtap yes okay well it was map's uh final [1:20:14] home before it closed down so this was [1:20:17] again trying to sort of kind of [1:20:19] replicate some of the services that map [1:20:21] was offering which hasn't happened since [1:20:24] make tap close that was the purpose of [1:20:26] the Empowerment [1:20:30] Center um the other thing that we said [1:20:32] we would talk about at this meeting was [1:20:34] um when we allocated the um money for [1:20:38] the um Event Center we asked if there [1:20:41] would be a uh could be a community [1:20:43] benefits agreement that was agreed upon [1:20:45] and so um I ask all of you to you know [1:20:49] bring to the table any uh any ideas or [1:20:51] concerns or what you'd like to see as [1:20:53] part of that so if we could just have [1:20:56] that discussion anyone had I I do have [1:20:59] some things I always have to go [1:21:01] first but so are there anyone in terms [1:21:04] of um having an opportunity to look at [1:21:06] Community benefits agreement anything [1:21:07] they'd like to bring [1:21:09] forward Mr Williams I love going first [1:21:14] so um I in my research uh I found that [1:21:18] it is not um improper for elected [1:21:20] officials to um push forth uh cbas also [1:21:25] and so I in my research found three [1:21:27] areas that I think would would meet what [1:21:29] I would expect um the the neighborhoods [1:21:33] to support and how we can intentionally [1:21:35] write in areas for them to benefit from [1:21:36] this project moving forward so the first [1:21:38] of which was all cves they kind of speak [1:21:41] towards having a group of stakeholders [1:21:43] so I'm not professing that I know every [1:21:45] local organization in the community that [1:21:47] would benefit from being at the table [1:21:49] but the ones that I could remember were [1:21:50] uh Sun uh United neighbor just obviously [1:21:54] they're position to support the needs of [1:21:56] our local communities uh sium SE safe Inc uh Sun SKC and the SKC City [1:22:02] School District to serve as validating [1:22:05] agents for incoming events and what I [1:22:08] thought that would help identify is [1:22:10] ensuring that events or or uh uh I guess [1:22:13] entertainment venues that came to our [1:22:15] community our community felt like they [1:22:17] had the ability to Advocate similar to [1:22:19] uh the community um policing panel and [1:22:22] how it sits in conjunction with the [1:22:24] scany police department to advocate for [1:22:27] uh the neighborhood and in no way what I [1:22:29] imagine they would have the soul power [1:22:31] to say no um but I think positioning [1:22:33] them to be a part of those conversations [1:22:36] uh is is something that could Empower [1:22:37] them and then also make them more vested [1:22:39] in incoming events as well uh the second [1:22:42] was um I I am not a event planner but I [1:22:45] imagine they're going to be days uh [1:22:47] throughout the month where there is [1:22:49] unused or less frequent frequented uh [1:22:52] times for events to be conducted so what [1:22:54] I would like to see is a monthly or [1:22:56] quarterly listing of unused time that [1:22:59] could be offered to the community at an [1:23:01] adjusted at an adjusted scale and then I [1:23:03] imagine the gusi group that is a PO [1:23:06] profit organization would want to put a a uh a limit or a threshold on that [1:23:12] but I think that that would allow the [1:23:13] community residents to be able to [1:23:14] utilize that space that we are uh [1:23:17] contributing a considerable amount of [1:23:19] their quote unquote uh dollars from this [1:23:21] arpa um moving forward and then lastly I I always try to identify a youth scope [1:23:28] I would love to see two paid internships [1:23:31] or uh it does needed amount of [1:23:33] internships offered to our high school [1:23:35] students per year uh specifically around [1:23:37] like operations management or just [1:23:39] business analy strategic operations and [1:23:42] that way it would then create that [1:23:43] pipeline for some of our uh very bright [1:23:46] and talented uh individuals that attend [1:23:48] schools in our local school district [1:23:50] that have uh this opportunity to work [1:23:52] closely with individuals on then we can [1:23:55] agree that it's on an elevated level um [1:23:57] to just see and understand that you [1:23:59] don't have to leave this community to uh [1:24:01] start your professional career and it [1:24:03] might help us just Identify some some [1:24:05] bright stars to position them and [1:24:07] similar positions moving forward so [1:24:08] those are my three [1:24:12] recommendations okay so some kind of [1:24:15] what that because I actually uh went to [1:24:17] community members I didn't try to take [1:24:18] it um like off from what I thought [1:24:20] because I think it's important you know [1:24:22] when we at the other the event I asked [1:24:23] people at the event what would you as a [1:24:25] community like to see so um one of the [1:24:28] ones is currently apparently uh Union [1:24:30] has specific times where they bring kids [1:24:33] into skape like so that to for that to [1:24:36] be a part of um to be a part of the and [1:24:39] now it's not little longer at Union so [1:24:41] for that to be a part of the community [1:24:42] benefits agreement say make sure that stays in place my understanding is [1:24:46] there's also skating lessons as as that [1:24:49] are part of that so to for that to um [1:24:51] also stay in place um he already talked [1:24:55] about sliding [1:24:57] scales and um then uh this individual [1:25:01] and asked about having incorporating an [1:25:04] art gallery within the arena just having [1:25:07] art from local artists or whatever and [1:25:09] having it not not painted on the walls [1:25:12] Mis don't misunderstand but local [1:25:13] changing exhibits yeah changing exhibits [1:25:16] like within the arena and that's [1:25:17] something people can enjoy when they [1:25:18] come um then they said Hall of Fame [1:25:21] induction I guess they just having that [1:25:24] there and um but I think soccer is one [1:25:27] of the things that we're going to play [1:25:27] that's on my list um so a person who [1:25:31] cares about the walkability of skincity [1:25:33] wants to make sure that there are bike [1:25:35] racks because not everyone's going to [1:25:36] drive to get [1:25:38] there and and this um actually just came [1:25:41] today when there there were two people [1:25:42] here from the brick lers and they're [1:25:45] concerning this may be something [1:25:46] actually that goes into the contract [1:25:48] that's drawn up um they were concerned [1:25:51] about local contractors being able to [1:25:52] work on the project and since since they [1:25:54] were here I wanted to make sure that I [1:25:57] um brought that forward they we had an [1:25:59] opportunity to speak to them in the [1:26:00] hallway Mr M and I do there anything you [1:26:03] wanted to add to that Mr M no I I think [1:26:05] that's SP we will uh redirect them to um [1:26:09] the relevant um Personnel right so they [1:26:11] can have conversation in terms of the [1:26:14] GIC group in terms of um discussion and [1:26:16] how they can able to ATT the work force [1:26:19] there but so but just to just to know [1:26:22] that I and I I don't know that we don't [1:26:24] have any saying that I'm not sure about [1:26:25] that but I think that uh you know we [1:26:27] should be able to make sure that we have [1:26:29] as many um local contractors if that's [1:26:31] at all possible and I did address the [1:26:34] mwbe portion when they were here to uh [1:26:37] answer a question but just to be clear [1:26:40] um what was said was the only part of [1:26:43] the mwbe specifically was the 10 milon [1:26:46] from esdc although they plan to do [1:26:49] beyond that so um but the mwbe it's not [1:26:54] and the local contractors May were [1:26:56] probably not only be M mwbe so just so [1:26:59] you know there local contractors are [1:27:01] concerned about being able to work on [1:27:02] the project and that the money stays [1:27:04] locally so I think that's information [1:27:06] that needs to be that's relevant to for [1:27:08] all of us to know we didn't all have a [1:27:09] chance to talk to them they thought they [1:27:11] were coming tonight to actually have [1:27:13] that discussion and so we didn't want [1:27:15] them to wait through the whole thing and [1:27:17] so we let them know that that's not the [1:27:18] discussion that we were going to be [1:27:20] having and that's not for us to make [1:27:22] those decisions so just want to make [1:27:24] sure that um that you all knew that um [1:27:28] does anyone else have anything at all in [1:27:29] terms of the community benefits [1:27:31] agreement I'm just going to add to the [1:27:32] ESD ESD project we as a council should [1:27:36] encourage our MB contractor to meet with [1:27:39] thec group to kind of work with them to [1:27:43] into the workforce there because EST is [1:27:46] very serious about nwb [1:27:50] requirement uh I've course have [1:27:52] knowledge with it so you know so we can [1:27:55] able to work with them to direct them to [1:27:57] where they need to go to and able to um [1:28:01] follow up and make sure that they have [1:28:03] the relevant um information to make it [1:28:06] happen we and we know that you know we [1:28:09] had a contractor who's come to us a [1:28:11] couple times in the last couple months [1:28:12] who has said that you know he he lives [1:28:14] in sky but he doesn't get to work in [1:28:16] Connect so um we should definitely do [1:28:21] that [1:28:23] are there any other [1:28:24] um anything else with the uh Community [1:28:27] benefits agreement any other ideas or [1:28:29] thoughts that people had that they [1:28:30] wanted to be able to bring [1:28:32] forward well I do think that the aspect [1:28:35] of you know Youth Sports and the kinds [1:28:38] of lessons I do think that you know [1:28:40] there should be that kind of recognition [1:28:43] of how do we how do we work that in in [1:28:45] terms of who gives lessons or or that [1:28:48] type of thing so I think maybe a [1:28:49] collaboration with the school district [1:28:51] as part of it [1:28:52] um might be the way I don't know how to [1:28:55] word these things or you know that kind [1:28:57] of thing but I think certainly a [1:28:59] partnership with school district around [1:29:01] the use of [1:29:03] um The Event Center at part of the time [1:29:06] for these kind of Youth Sports [1:29:09] opportunities um would be an important [1:29:11] piece um so I I like I like the ideas [1:29:15] that um Mr Williams brought forth [1:29:18] especially the internships I think [1:29:20] that's a really interesting idea I think [1:29:22] that if there is going to be a [1:29:23] stakeholder group to help think about [1:29:26] this community benefits um I'd want to [1:29:28] have more input into who might be a part [1:29:30] of that group um what what the reasoning [1:29:33] would be on you know how you pick those [1:29:36] stakeholders um and then [1:29:40] uh yeah I think Proctor should probably [1:29:43] be at some you know be at the table [1:29:45] because there was some issue at the very [1:29:47] beginning of the discussions about the [1:29:49] event center so it would be good to have [1:29:51] rep represent you know to make sure [1:29:53] there's no I think they would probably [1:29:55] want to be at the table as well as part [1:29:56] of that state grou is what I'm saying [1:29:59] and just want to make sure that I think [1:30:01] discover conect is probably already [1:30:04] involved with the project but again [1:30:06] because part of it is going to be able [1:30:08] to be used for conferences maybe there's [1:30:10] a way again if the school district for [1:30:12] example was wanting to host a conference [1:30:14] of other Educators maybe there could be [1:30:17] some sort of significant discount or or [1:30:19] something like that um around conference [1:30:23] planning mayor and Council looking to [1:30:26] have these things apply to Proctors also [1:30:30] city has a lot more money invested in [1:30:32] Proctors 2 and a half million we're [1:30:34] going to put in the sub Center well [1:30:36] that's a good point I had is so are we [1:30:39] asking the proes for a community [1:30:40] benefits agreement is that what you [1:30:42] that's what I'm asking give them some [1:30:44] money you know is it just this sole [1:30:47] project or is this something we're [1:30:49] looking to apply across the awarded [1:30:52] yes well for me this it was this [1:30:54] particular project um we're awarding [1:30:56] funds and there's also going to be a [1:30:58] pilot which is minimal taxes hey Mr um [1:31:01] buo said that himself so when I brought [1:31:03] it up it was around this the only other [1:31:05] community benefits agreement that I'm [1:31:06] aware of that we ever did was with bcni [1:31:09] when they were doing the Elmer Avenue [1:31:11] project so and I know that Pro already [1:31:14] does a number of things in terms of [1:31:15] discounting tickets Etc and so on so um [1:31:18] I'm I'm quite aware of [1:31:20] that yes Mr T I'd like the took the [1:31:24] words out of my mouth so um I haven't [1:31:26] thought of anything that I'd like um for [1:31:28] the um Event Center to have but as far [1:31:31] as Community benefits agreement I mean [1:31:33] we've handed out money and we haven't [1:31:35] put these stipulations on anyone else [1:31:39] Community benefits agreements generally [1:31:40] go with development projects development [1:31:43] projects that's what they usually go on [1:31:44] with so not not agencies and [1:31:47] organizations but development projects [1:31:49] but again I you you know I I don't [1:31:53] understand why we're just specifically [1:31:54] sticking to to the harbor to the event [1:31:58] center I mean who are we that say you [1:32:00] know that they should give a discount to [1:32:04] um you know events coming [1:32:07] IDE but I they're a business they're [1:32:10] running a business um I'd like to see [1:32:12] you know um there's adults who skate [1:32:15] there's adult sports things like that so [1:32:17] on down times I would like you know [1:32:19] those things to happen um so those are [1:32:21] things that you want to see in there is [1:32:23] that what you're saying sure [1:32:24] so open SK for yes may and I'll try and [1:32:29] get skating lessons for the city [1:32:34] council I want like three blades on the [1:32:37] bottom of mine good so I just [1:32:40] want yes Mr mtiv yeah just to address [1:32:43] some of the the tal Point um some of the [1:32:45] agency that we funded within the [1:32:47] community they already within the [1:32:49] community so it's they benefiting the [1:32:52] community the service that they're [1:32:53] providing to the residents is also part [1:32:56] of that Community benefit that they are [1:32:59] providing already so there's nothing [1:33:01] more to add to that other than they [1:33:03] providing us the report the outcome to [1:33:05] show that they actually spending the [1:33:06] money and the money is being spent [1:33:08] wisely and the outcome is um is there [1:33:11] and it's whatever set out to achieve [1:33:14] right so you know okay can attach any [1:33:17] Community benefits to those agency when [1:33:19] already Serv a community I think when Mr buo was here making his [1:33:23] presentations both times he talked about [1:33:26] wanting this Center to have a community [1:33:28] benefit so I don't think that I think [1:33:31] obviously he they'd be involved in these [1:33:33] discussions we were just coming up with [1:33:35] some possible ideas but he clearly made [1:33:39] it seem that he was interested in this [1:33:42] being a [1:33:43] Community Union College wants to do you [1:33:46] look at that site they do the harbor [1:33:50] series which is free there's [1:33:53] no you do the fireworks so again they [1:33:57] want to complement the good things that [1:33:59] are happening here in the community and [1:34:02] have broad-based support and so it's uh [1:34:06] some of it is not to as we sit here [1:34:08] tonight we won't necessarily be able to [1:34:11] see all the opportunities or scenarios [1:34:13] that will present themselves as we go [1:34:16] forward and the utilization at that site [1:34:19] uh continues to increase and uh [1:34:23] yes Mr Williams and then just as a point [1:34:25] of clarification because Mr detor you [1:34:27] said it time and time again I would say [1:34:29] as council members we were elected to [1:34:31] represent the best interest of the city [1:34:33] so I think with regards to this project [1:34:35] again um during the presentation it was [1:34:38] clear that wanting to ensure that the [1:34:40] community benefit was at the Crux of of [1:34:43] this project and my understanding of [1:34:45] community benefits agreements is that [1:34:47] they just clearly outline so that it is [1:34:49] transparent the expectations moving [1:34:51] forward and again as what the mayor [1:34:52] highlighted it's a recommendations this [1:34:54] is a conversation so in no way does what [1:34:57] we dictate going to be the end all be [1:35:00] all that again is a conversation um but [1:35:02] again I do think we are the individuals [1:35:04] best suited based on our uh roles to [1:35:09] Advocate and and so it's going to be [1:35:11] conversations negotiations and there's [1:35:13] one thing that you did not that you [1:35:14] brought up at the meeting that you can [1:35:16] bring up tonight Mr manini and that was [1:35:18] when if something happened if there was [1:35:21] where people could gather [1:35:23] disaster emergency preparedness yeah so [1:35:26] you did bring that up and was waiting [1:35:28] for that but well I I was going to wait [1:35:31] this that that you know part of it is [1:35:33] they [1:35:34] work I was let everybody else doing okay [1:35:38] I'm sorry I'm sorry yeah you know that they work closely with the county [1:35:42] and the city event planning but also the [1:35:44] Emergency Management event that we would [1:35:45] need that as a site that they would be [1:35:48] available and it was you the other idea [1:35:50] is working with the city school district and be open to working with a [1:35:53] nonprofit network if they had to want to plan events that they'd be a [1:35:57] good Community partner in [1:35:59] that um and so again I you know and it's [1:36:02] been said time and time again that the [1:36:04] gy group um Mr bua when he was here said [1:36:06] that um because this is not the gesi [1:36:08] group it's what's the name of the group [1:36:10] what's the name of it mayor the name of [1:36:12] the um [1:36:19] company properties right so the so they [1:36:23] U on their behalf because he is a [1:36:25] partner in the in that particular um LLC [1:36:28] is he said that they wanted to they were [1:36:30] willing to do to the community open to [1:36:31] the community to do things so we're not [1:36:33] asking anything outside of what they [1:36:34] said they were doing we're simply saying [1:36:36] we'd like to make it in writing and [1:36:38] that's what business people do they put [1:36:39] things in writing so I don't think we're [1:36:41] going above and beyond or asking for [1:36:43] more than they already committed to um [1:36:45] when they were here so um that's that's [1:36:48] why we're looking at this so um the for [1:36:51] me to follow will be that we'll get all [1:36:52] the notes from today we'll put them [1:36:54] together bring them for the council and [1:36:57] we have to move forward in terms of um [1:36:59] meeting with whe the representatives are [1:37:02] from the gesi group because I don't know [1:37:03] that they're going to say that [1:37:04] everything that we ask no no um it's [1:37:08] going to be there but I think that we [1:37:10] should that doesn't mean that we [1:37:11] shouldn't ask and then we'll sit down [1:37:14] and have those conversations about what [1:37:16] that could look like so I think it's [1:37:18] reasonable and and that's how we should [1:37:20] move forward [1:37:22] we're going to put all this information [1:37:23] in the draft can we discuss it with them [1:37:26] prior to us bringing it oh to the [1:37:30] council you don't want to you don't want [1:37:31] to see it all in one concise place first [1:37:33] yeah we want to see everything together [1:37:35] but can we discuss it with the G group.
