stepen Harris to join me behind the rail [10:41] please how are [10:44] you [10:47] so may I have the floor yeah please [10:49] proceed thank you a resolution [10:52] recognizing Spiro Zulus and stepen [10:54] Harris for their leadership in [10:55] revitalizing woodl park whereas woodlon [10:58] Park is located on Kings Road in concy [11:00] New York in the spring of 2011 after [11:04] years of neglect and limited city [11:06] funding a small group of residents led [11:08] by spirro Zulus and Steve Harris [11:10] reclaimed the park and whereas in 2012 a [11:13] master plan was developed after the [11:16] first cleanup the excitement enthusiasm [11:18] in the community began to grow more and [11:20] more residents came out to help the [11:22] efforts which included an annual spring [11:24] cleanup and annual fall rake day and [11:27] whereas over the 13 years of renovation [11:30] the park has installed a playground a [11:32] pavilion an area of reflection Memorial [11:34] Garden a rehab basketball court exercise [11:38] stations a sculptural bench a volleyball [11:41] court a horseshoe pit area pavement [11:43] games picnic tables benches grills and [11:46] trash and recycling receptacles some of [11:49] the work was accomplished with numerous [11:51] grants and in-kind services from the [11:53] city and help from small businesses such [11:55] as media well done and Matthew signs and [11:59] whereas throughout the process sparo [12:01] Zulus kept things organized and could be [12:04] seen with his everpresent Flipboard [12:06] keeping track of progress and securing [12:08] various [12:09] grants Stephen Harris who is a [12:12] woodworker by Hobby and trade made signs [12:15] for the park including the main entrance [12:17] and Arbor post signs which greet [12:19] visitors coming into the park and the [12:21] woodlon park stencil sign on the park [12:24] building and whereas in 2019 a splash [12:27] poop pad and cooling Cent was installed [12:30] almost 20 years since the since the park [12:32] pool had closed and whereas funding came [12:36] from a myriad of funding streams [12:38] including the city of skincity the [12:40] skincity foundation's thriving [12:41] neighborhoods Challenge caran Foundation [12:44] right Family Foundation and the William [12:46] G brownon charitable foundation and [12:49] private donors including Trustco Bank [12:52] and whereas the dedicated group of [12:54] volunteers also ra raised funds through [12:57] their numerous pasta dinner fundraisers [12:59] at the woodlon park annual garage sales [13:02] which had its final sale this year and [13:05] whereas the Total Restoration and [13:06] renovation of the park was an investment [13:09] of more than [13:11] $300,000 and whereas for those involved [13:13] the project became more than just a park [13:15] Improvement but rather a symbolic CI [13:18] civil engagement of what happens when a [13:21] group of volunteers hand band together [13:23] to transform what was a overgrown and [13:25] neglected hatch of urban Wilderness into [13:28] a crown Jewel Vilma fuzzy Elliott was [13:32] one of the faithful founding volunteers [13:34] who passed away in [13:36] 2022 she said this about the grueling [13:38] work volunteers spent restoring the site [13:41] we never complained we became a [13:44] family now therefore it be resolved that [13:47] this connected city council and Mayor [13:48] Gary arm McCarthy through hereby pausing [13:50] their deliberations to recognize and [13:53] extend heartfelt gratitude to Sparrow [13:55] Zulus and Steven Harris for their 13 [13:58] years of dedication and leadership in [14:00] the restoration and Redevelopment of [14:02] woodlon Park I'd like to move the [14:05] resolution may I have a [14:07] second all in favor I resolution is [14:10] passed [14:13] [Applause] [14:15] [Music] [14:15] [Applause] [14:27] congratulations thanks Maran [14:30] um uh so I first would like to thank um [14:34] everybody for recognizing us our [14:36] committee members some of whom are here [14:38] with us um I also would like to thank um [14:41] Marian um for who also worked at some of [14:44] our garage sales and volunteered um I [14:47] also particularly want to thank uh the [14:49] Mayor Gary McCarthy because he sat with [14:52] me through numerous meetings when we [14:54] first formed our committee and kind of [14:57] fleshed out what we wanted to foresee [14:59] for the for the park um I also want to [15:01] thank the woodlaw neighborhood [15:03] association um for backing us in our [15:06] efforts um they were with us 100% uh [15:09] also thank a shout out to Janet Chen [15:12] given um the the chair of the friends of [15:15] The woodlon Preserve who served as our [15:17] Fiscal Agent to help us secure all the [15:19] funding for for the grants we applied [15:21] for um and I can't go without saying all [15:26] of our volunteers past and present who [15:29] work tirelessly to redevelop the park um [15:32] it's become one of the most blighted [15:35] Urban spaces um in 2011 to something [15:40] that a lot of the community uh has pride [15:43] in now um and I would I mention this we [15:46] had a dinner a couple weeks ago um and I [15:49] mentioned this to our committee people [15:50] but I would uh mention it to all the [15:53] council members Google woodlon parks [15:55] connecting New York for Google reviews [15:57] we are the top rated Park in the city of [16:01] skinc um and just read through the [16:03] comments um with the parents who bring [16:06] their children into the park um so it's [16:09] definitely a testament to all of the [16:11] work that we've put forth hundreds and [16:14] hundreds of hours um so I extend our [16:17] appreciation and thanks to the city for [16:19] their support and another shout out to [16:20] the office of General Services um Floyd [16:23] from the past and then um uh Lewis [16:27] currently who uh gets back to us [16:30] immediately so um and just the the staff [16:33] at the at City Hall um they've been [16:35] phenomenal so thank you [16:37] all thank [16:39] you sure [17:32] [Applause] [17:38] I'd like to ask for approval of the [17:39] minutes of May 13th [17:42] 2024 moved by Mr Williams second by Mr [17:44] manini all in favor I if the clerk would [17:48] please read any Communications and I don't see Mr Sorano [19:19] present Edmund Leen [19:24] [Music] [19:26] Jr good evening I was here on 3 25 2024 [19:30] when I again asked for your help with [19:32] corrupt judges valo and frost both [19:34] appointed by the mayor I left you all [19:37] proof of my allegations tenica Frost [19:39] signed both of these motions without [19:41] proof of service that is obstruction of [19:43] governmental [19:49] Administration but you all had [20:00] I never received a penny more from [20:02] garnishment after 910 and he said my [20:04] lean on her house was satisfied trial [20:06] was held 11 days later the mayor and now [20:10] County attorney Gardner have denied my [20:12] ethics complaints before a hearing that [20:15] is obstruction of governmental [20:16] Administration and part of the [20:18] conspiracy he prived me of my [20:19] constitutional rights of due process and [20:22] a fair hearing all of you are complicit [20:24] after the [20:25] fact there is no time limit to prosecute [20:28] for conspiracy deprive me of my [20:30] constitutional rights to doe process in [20:32] a fair hair mayor is chief law [20:35] enforcement officer in the city of SCCY [20:37] and must ensure Justice not cover up for [20:40] corruption council members are to help [20:42] taxpaying citizens with governmental [20:44] problems not cover up for corruption [20:47] County attorney Gardner and district [20:49] attorney Carney are mandated by law to [20:52] hold phal accountable when the laws he [20:55] broke are proven to them when they don't [20:57] they are obstructing good governmental [20:59] Administration and I did give them the [21:01] proof also us attorney Barnett is also [21:04] guilty of obstruction of governmental [21:06] Administration for refusing to prosecute [21:08] Pho and frost what do I have to do in [21:11] SKC New York identify as a black [21:14] transgender woman to have my [21:15] constitutional rights upheld by the way [21:19] mayor I had to tell da Carney the [21:21] obstruction law in New York he didn't [21:23] know what it was in New York state which [21:26] he improperly used to arrest Daniel of [21:28] YouTube New York State audit for walking [21:31] up to caution tape he was arrested for [21:33] not moving back I guess the cop couldn't [21:35] do his job but refused to move the tape [21:38] and instead arrested [21:40] Daniel Mr Mayor you have been able to [21:42] keep FBI sheriff police chief from doing [21:44] their job when the axe Falls it will be [21:47] your head that falls in a basket council [21:50] members better contact me it is a color [21:52] blw violation which you are all guilty [21:56] of and the prayer was nice by that woman [21:59] but no one's going to get Justice out of [22:01] you people unless they force it on [22:04] you thank you Lori [22:18] Hoy good [22:20] evening um I live at 8:15 Lake wet [22:23] Avenue so right next to the park um [22:26] Central Park that is and I'm really [22:28] excited about the new pool that is [22:31] coming going to be open at the park [22:33] we've been watching it um be built over [22:36] the winter um and I'm including some [22:39] ideas that I emailed last summer um that [22:42] were then forwarded to the park director [22:45] at the time but I'm following up just as [22:47] I'm not really sure where you know some [22:49] of that lies um and some of these ideas [22:52] are probably too late for this year but [22:54] I'm just hoping for the [22:55] future um first I would love for funding [22:58] to be made available or a business to [23:01] offer free or very reduced lifeguard [23:04] training for connected City School [23:07] District students to become [23:09] lifeguards I'm sure some of them are [23:11] already but I know that's cost [23:13] prohibitive to get the training [23:15] sometimes too and we do have a pool um [23:18] at the school where even if this were [23:20] over next winter developing more guards [23:23] um such a big pool is going to need a [23:24] lot of [23:25] lifeguards um I hate when you see [23:28] section of pools closed because there's [23:30] not enough guards uh number two it would [23:33] be great if the city could coordinate [23:35] with [23:36] CDTA um or something else to have a bus [23:39] or trolley running routes to the pool [23:43] for better access for both Youth and [23:45] adults throughout the [23:47] city um then maybe this third thing I [23:50] don't know how many people non-residents [23:52] are coming to the pool I know many [23:54] non-residents are using our tennis [23:56] courts and disc golf at no no cost um [24:00] and I think many of them are not [24:01] residents which is great but you cannot [24:04] use other um parks in Suburban [24:07] neighborhoods for free um in many cases [24:10] so I would love um if non-residents were [24:13] charged a fee to use the pool to help [24:16] offset the cost of running the pool over [24:18] time um as a city resident I'm unable to [24:21] swim at the nkuna Town pool the col Town [24:24] pool the tenta town pool unless I go [24:27] with a resident and I pay a higher fee [24:30] um these are policies that just like [24:33] I've read online so I don't can't tell [24:34] you what their policies are this year if [24:36] some of those have changed but just as [24:38] an idea the nisun town pool at least [24:41] last year listed $10 um for an adult to [24:44] swim as a guest and you need to come [24:47] with a resident though residents also [24:49] pay $10 for an individual swim um though [24:52] that's discounted if those residents buy [24:54] a pass for the year in Colony Town Park [24:57] it's $12 for an adult non-resident to [25:00] swim and you must come with a resident [25:03] so even if you have the the the fee you [25:06] can't just decide to pay that um an [25:09] adult resident pays [25:10] $7 uh residents pay $2 to get into that [25:14] Park and nonresidents pay [25:16] $10 um so again I think oh is that time [25:20] up it is okay thank you thank [25:25] you mag Lavine [25:36] good [25:37] evening mayor president Porterfield and [25:40] members of the council I signed up to [25:42] speak in the event folks in favor of a [25:44] ceasefire [25:46] resolution um uh which I oppose would be [25:49] appearing tonight as has occurred in [25:50] recent meetings but so is not to [25:52] interrupt the business of the council [25:55] which in my view is critical to the [25:57] welfare of the city as opposed to the [25:59] Affairs in the Middle East which are [26:01] beyond the council's legislated scope I [26:04] decline to speak I don't know if there [26:06] are other speakers but I respectfully [26:09] request that if someone tonight is [26:11] speaking in favor of a ceasefire [26:14] resolution that I may exercise my [26:16] privilege then thank you thank you I [26:20] have no one else signed up to speak on [26:22] the public comment of City business so I [26:23] declare this public comment [26:26] closed at this time miscellaneous [26:28] business of the [26:32] council Miss Patrick thank you um well [26:36] we had two um great ceremonies today um [26:40] our fire department this morning um had [26:43] a ceremony at which um four of our [26:46] officers were received promotions and uh [26:49] now uh the police department was having [26:52] an award ceremony for many many of the [26:54] officers who um had meritorious service [26:57] and other types of awards so I just [26:59] wanted to congratulate um all
