[1:50] up here and talk about the uh topic that [1:52] we formally had about reduction of the [1:54] speed limit to 25 milph I'm sure we all [1:56] saw that the city of Albany recently [1:58] reduced their speed to miles hour um [2:01] that was earlier this week I was in [2:04] contact with f was in Albany their [2:06] engineer and we did have an internal [2:08] meeting by the with the police [2:10] department and Brian Canon with the sign [2:11] signal department and we did decide to [2:14] uh start looking at and moving this [2:17] forward at the request of the council um [2:19] as you know previously I've been [2:21] engaging with uh Fred mastriani fcm [2:24] engineering we looked specifically at [2:26] Kings Road Rugby Road Dwayne Avenue when [2:29] we were doing small studies um given [2:33] that the the studies have been varied [2:35] with what it is and then Alban's outcome [2:37] Albany did reduce uh the majority of [2:41] their City to 25 milph using uh [2:43] different engineering um what I metrics [2:47] they use density they use um you know [2:50] character of the neighborhood they used [2:51] a couple of things that we hadn't looked [2:53] at before uh to do that um so what we [2:56] then did is Mayor and I reached out to [2:58] our transportation Council we had a [3:00] meeting with them today with their [3:02] executive director um and the [3:04] transportation Council uh has agreed [3:07] they have a they receive grant funding [3:09] through the Safe Streets for all Grant [3:10] it's called ss4a it's Federal program [3:13] and as part of that they uh hired a [3:15] consultant and we'll be working with [3:17] municipalities on coming up with the [3:20] recommendations for select [3:21] municipalities for reduction of speed [3:24] for the roads they already have the [3:25] consultant on board uh and she is more [3:27] than willing to work with us on that so [3:29] given that um our previous engineer Fred [3:32] if everyone knows great gentleman [3:34] smaller operation very good at the [3:36] singular streets but if we're going to [3:38] be moving to we want to look at the [3:39] whole city holistically like Al did we'd [3:42] really like to take the opportunity to [3:43] accept the the grant money and move [3:46] forward with working with uh essentially [3:48] the capital region no on putting [3:50] together recommendations for the entire [3:52] Council to lower the city uh speed Li to [3:55] 25 so right now that was we had that [3:57] meeting just today we had our meeting [3:59] meting with the police department um on [4:01] Friday and uh you know we did just I [4:04] don't want to speak for for Brian uh you [4:06] know he's been doing some research on it [4:07] and the the impact that can have when [4:09] you do lower the speed limit for [4:11] pedestrian safety and things it is it is [4:13] significant yes so um we don't want to [4:15] take it lightly if the council is in [4:17] favor of us moving forward with the [4:19] study for the entire reduction then [4:21] we're going to work with the no and and [4:24] come back with a proposal on the entire [4:26] city go ahead Miss Patrick um so we've [4:29] been uh talking about this since August [4:31] of 2022 that was the first time that I [4:33] put in a legislative request and then I [4:35] put one in in September of [4:37] 2023 um and and more recently um I do [4:40] have the materials from Albany that were [4:42] sent to me from uh someone connected [4:44] over there so I saw the Katon Manning I [4:47] think I think that's the name of the fir [4:48] Manning yon Manning uh that did the [4:50] engineering study I actually hoped that [4:52] tonight we were actually going to be [4:54] able to take action as Council and vote [4:56] for a 25 M hour speed limit um my [5:00] thought is I'd like to see the city [5:02] become 25 miles per hour um across the [5:06] city and then do the exensions on the [5:08] streets that have high density need the [5:11] traffic flow um to be faster uh as it is [5:15] right now I think on eie state coule [5:17] couple of [5:18] areas obviously stay at the 15 M hour [5:22] speed limit in the um school zones but [5:25] um because I the research is just as you [5:28] said I mean there's you know whether [5:30] it's the Federal Highway whether it's [5:32] the Insurance Institute um you know [5:35] there's another Federal uh body as well [5:37] all of them cite that the bottom line is [5:40] that it definitely um prevents accidents [5:43] um and certainly is uh increases [5:45] pedestrian safety um and I think as we [5:49] continue moving towards trying to be a [5:51] more bikable and walkable city um that [5:54] reducing the speed limit would be and on [5:57] top of doing other things like stock [5:59] signs in different areas and and and [6:02] other types of traffic cing measures but [6:04] so we did talk about that today as well [6:06] and I just want to address the the [6:08] reason that this has been so complex is [6:10] that the state came out and they said if [6:12] you want to Red reduce it here are your [6:15] metrics um and so we're really not [6:17] talking about the local roads the local [6:19] roads are the local roads um which are [6:22] typically you know any road other than [6:24] Union not Eastern all but um what we [6:28] really want to do is is when we we go [6:30] forward have the evidence one of the [6:32] things that I was I was surprised with [6:33] Albany was they did it via a density [6:35] survey more or less and they did have [6:37] some information but it [6:40] was it was wider spread than I would [6:42] have thought larger portions of Central [6:44] Avenue larger portions of Washington [6:46] Avenue areas that I personally was not [6:49] looking at you know not to say with uh [6:51] regards to Kings Road which we all have [6:53] been talking about um that street under [6:56] these new guidelines may be more [6:58] eligible than what we did we did a [7:00] complete traffic study and they came [7:02] back with a different metric that said [7:04] given the character of the street and [7:05] they looked at a different metric and I [7:07] want to make sure if we're looking at [7:09] the city holistically like that that [7:11] we're all on the same page as a region [7:13] which is why I really like the no [7:15] stepping in and helping out with this [7:17] because we don't only want it to be good [7:19] for pedestrian safety but we also want [7:20] to make sure that when we do enforcement [7:23] it is extremely enforceable we do not [7:26] want someone coming back and saying [7:28] you're engineering judgment on this role [7:29] this should never have been 25 and [7:31] coming back at us and going down that [7:33] road um you know there are Saratoga Troy [7:37] they're also in this study for the Safe [7:38] Streets for all so I think it will give [7:40] us more of a base to hang our hats on to [7:44] say listen you know this was the [7:45] regional study that we looked at and [7:47] this is where we're going um because [7:49] like I said we were looking at road by [7:50] road and pulling data from our Smart [7:52] City cameras because that's how [7:54] seriously we were taking it and we were [7:56] getting a recommendation so right now [7:58] our recommendation was okay Kings Road [8:00] we did not have the information at the [8:01] time to say because we were pulling it [8:03] and we said Rugby Road we do so right [8:06] now and that that kind of a process [8:08] would take too long looking at the city [8:10] from this holistic view so I'd like to [8:12] keep going with the no to get it done [8:15] and then just come to you with the which [8:17] they had which was a GIS map I don't [8:19] know if you saw that colorcoded with [8:21] what streets they were going down and [8:23] looking at it um and and I will put a [8:26] you know I will talk with them and try [8:28] to get a time frame on it to try to push [8:30] it forward but I really don't want to [8:32] just come and say 25 Citywide I I really [8:36] would prefer not to do that because I [8:38] think it puts a lot on on me personally [8:41] to sign off on something like that and [8:44] may may I also I just want to add that [8:46] um and I don't I can't speak from my [8:48] colleagues but I've certainly been [8:49] getting emails um um whether it's people [8:52] in the stock people in the GE flot I [8:54] mean it's not just Kings Road uh that [8:57] we're hearing from I mean we're hearing [8:58] from at least I'm hearing from people in [9:00] many different neighborhoods of the city [9:02] that support 100% somebody today told me [9:05] they supported 143% U moving forward [9:08] with trying to reduce the speed limit so [9:10] it is something that our residents are [9:12] um at least uh speaking with me about uh [9:15] very very and the other thing I don't [9:17] want to I don't want to forget this kind [9:18] of important fact um is the other reason [9:21] that we pushed it off that you and I [9:23] talked about was the financial impact of [9:25] this and that we wanted to make sure [9:27] that we got it done during this budget [9:30] cycle so I don't think we should hold [9:33] off on that we do know that it's going [9:35] to be an impact on signs I did talk to [9:37] Brian Cannon's uh let's say doppelganger [9:41] over in Albany and they will be putting [9:42] out a contract they're removing 200 [9:45] signs they are putting up new signs I [9:47] think they're doing that with contract [9:48] work so it's it's not insignificant so I [9:51] think that was one of the things we had [9:53] talked about was that if we did go to 25 [9:55] M hour even if we passed it with [9:57] legislation putting the signs up and [9:59] changing the physical nature of the city [10:01] would take a while I I do want to add on [10:04] that note that again my understanding is [10:07] and you guys are the experts but that um [10:10] again if it was Citywide with exemptions [10:13] in certain streets that you wouldn't [10:15] necessarily need 200 signs you'd need [10:17] the signs at the entrance points of the [10:19] city as they are now where it says 30 m [10:22] hour and those would get changed to 25 [10:25] mil hour and then there'd be additional [10:27] signage based on um [10:29] those streets that were going to be [10:31] either higher than 25 miles hour or that [10:35] were obviously the school district I [10:37] always point you School District um [10:40] remain at 15 miles hour and and that is [10:44] correct but there are some signs we even [10:46] have signs I know Brian was looking into [10:47] it that say 35 miles hour so we wanted [10:50] to make sure we know where where those [10:51] signs were in some other areas I'm also [10:54] uh you know I want to talk with the [10:55] state about uie Boulevard because that's [10:57] one of the areas where yie Boulevard the [10:59] Gateway into the city north of the [11:01] roundabout that's one of our highest [11:03] speed we don't own that road I was going [11:05] to talk with them about if we could [11:06] reduce that coming into the city and see [11:08] what their appetite for that would be as [11:10] it's 40 um [11:13] but there's a lot to do with this and I [11:15] have not been putting my full attention [11:17] on it I apologize for that um I was kind [11:19] of hanging my head on moving forward [11:21] slower getting the budget lines together [11:24] getting Brian up to speed and uh like I [11:26] said with the the no being here now will [11:29] push it but I don't have any any magic [11:32] answers for it right now so right now [11:34] you don't know what the timeline will be [11:37] she has the Grant and they're working on [11:38] it they have the consultant already on [11:40] board but I don't have a timeline but we [11:41] just met with her today and she was [11:43] enthusiastic about it and I can get a [11:45] timeline what do what does NP stand for [11:47] again our uh Metropolitan planning [11:50] organization so that is our that is the [11:52] C it used to be called the Capital [11:53] District transportation committee now [11:55] they're the capital region [11:56] Transportation Council um so they handle [12:00] all of the major transportation planning [12:02] in the area um I've worked with them on [12:04] our ada8 transition plan they're the [12:06] ones that we go through for all of our [12:07] federal projects you know I really try [12:09] to lean on them because they are a [12:12] resource that I don't have in my office [12:14] and they do have staff that are you know [12:16] educated engineers and planners to help [12:18] with these kind of things so so I I just [12:21] want to ask you mentioned Kings Road rby [12:23] and then Dwayne Avenue I know that [12:25] we got had speed humps like for for one [12:30] I don't know how many weeks a very short [12:31] time and supposedly what was supposed to [12:33] come out of that was that they was in a [12:34] study feedback and then they were moved [12:36] to another location and we haven't heard [12:39] anything about that so I'm not asking [12:40] right here right now but if we could [12:43] include that and and also the [12:45] possibility of having those in the city [12:47] because people are asking about that I [12:49] they think that that's I can come back [12:50] with that that would be easier for me to [12:52] so we do have some information on that [12:54] and we did do a study for that one and I [12:56] don't know if we regrouped internally [12:58] but [12:59] that that was a successful project and [13:01] that's something that we are looking [13:05] to Mr TR oh I'm sorry I'm sorry I'm [13:08] sorry Mr mud next I was going to ask the [13:11] same question in terms of the timeline [13:12] so you as you mentioned just that we [13:14] have a grant and you're looking forward [13:16] for us to move forward with that Grant [13:18] the the transportation has the grant [13:22] it's a Federal grant for Safe Streets [13:24] and they're looking to take that they [13:26] have a consultant and they're looking to [13:27] do more of a a regional approach to uh [13:29] lowering people so is that cing us [13:31] anything no no now in terms of um do [13:35] Avenue and R was any study done on those [13:39] two streets yes yes yes I have studies [13:42] on [13:43] both because I remember that you present [13:46] with uh Kings Road only I we did present [13:49] King's Road and we we have done I have [13:51] not I don't know if I've ever presented [13:52] for Dwayne and no I did not okay rby I [13:56] think we might have had Mr [14:00] um both with rugby and 99% sure I have [14:04] it but uh John provided Fred with data [14:07] off of our Optical sensors and he was [14:09] able to put together a report that the [14:11] speed on Rugby was lower than the speed [14:14] on Kings and US easier to reduce to 25 [14:17] mil hour and that's what I'm getting at [14:19] is that we were going with this approach [14:21] which was a longer approach and now [14:23] we're going to look at it in a different [14:25] approach and that's my AP because I was [14:26] taking this on a street by Street you [14:28] never going to get done it's like Paving [14:30] the roads so now we're going to use a [14:32] different way the consultant that we're [14:33] working with they're using not only [14:35] they're going to use our Optical sensor [14:36] data they use Google data off phones [14:38] track they have you know a little bit [14:40] bigger of a network and I think that's [14:42] how we're we're going to approach it and [14:43] then we'll have [14:45] one uniformed approach of the whole area [14:47] so when we go forward it'll be the same [14:48] as Troy it'll be the same as Saratoga I [14:50] think some of the other towns are using [14:52] it and uh and that'll kind of I hope [14:55] protect all of us a little bit more when [14:57] we Gove forward but I can get you the [14:58] information for Dwayne and rugby yeah if you can provide that the other [15:04] followup question in terms of um it's [15:07] good that we are moving towards this [15:10] reduction but at the same time can you [15:12] incorporate the enforcement into this [15:15] study because if we're going to reduce [15:18] it then how do we enforce it because if [15:20] we don't enforce it it's going to be the [15:22] same thing well I mean Brian you could [15:25] talk to that a little more if you want [15:26] to but we have purchased more you know [15:28] radar back cameras things like that we [15:30] are working together more on on active [15:34] enforcement can we [15:36] ask us a summ you want to talk to the [15:40] enforcement end of [15:44] it police I'm not [15:47] police we have to I'm sorry you have to [15:50] it's for the [15:54] public okay yeah enforcement is built in [15:57] no matter what the speeding is so so [15:59] changing the speed limit does present [16:00] new challenges for us because we have to [16:04] consider that since the signs are [16:05] changed we have to give people time to [16:06] get accustomed to the new speed but [16:09] we're enforcing the speed limit now when [16:11] we change the speed limit if we change [16:13] the speed limit that we'll be enforcing [16:15] speed limit whatever the new speed limit [16:17] is so well my question to that is do you [16:20] have the resource to to enforce it and [16:23] do would you need additional resource [16:26] for [16:27] enforcement I would say that it will be [16:29] a little bit more intensive than normal [16:31] because there will be an adjustment I [16:33] would expect during that period there [16:35] would probably be more advisements than [16:37] normal but but we would still be [16:40] conducting enforcement activities [16:42] obviously resources would help us with [16:44] that so so Mr you may want to consider [16:47] that into the traffic [16:49] study enforcement any resource that is [16:52] needed well I work with police on on [16:56] what we we need to do [16:59] no Mr T is [17:01] next [17:05] um oh I'm totally in in support of um [17:10] getting the grant getting the study [17:13] especially because we don't want any [17:15] repercussions from lawsuits and things [17:17] so I I I respect that and work that [17:19] you're doing on that um Mr W um I'm I'm [17:23] interested in uh from Brian uh Canon so [17:27] when we reduce [17:29] uh the speed if it gets reduced how does [17:31] that work f with signal control and all [17:34] the lights that have to be rearranged in [17:36] the city and stop and [17:38] go know [17:42] um [17:48] change um sure so um you know when we [17:51] reduce the speed I know that you know [17:53] signal control has to have plates at [17:55] different uh intervals throughout to [17:58] make things move quickly so what would [18:00] that entail on your part there will be [18:02] an adjustment as far as making sure some [18:04] of the timed lights fitting them into [18:06] maybe this new system where obviously [18:09] the traffic was going a little bit [18:10] faster now we have to go and adjust that [18:13] on a Case by casee basis depending on [18:15] what we land on after you know we do all [18:18] these studies and uh do the ultimate [18:20] adjustment here and that's just [18:22] something that we'll have to do um kind [18:25] of just making sure we outline the right [18:27] traffic signals and [18:29] has and um the signage um you know what would in t you be able to do that [18:37] in in house it is a major signage [18:40] project if what we foresee comes to [18:44] fruition but um with the gr money we [18:47] should be able to make be able to get [18:49] that done so the gr money no no we're [18:52] going to have to budget for us Grand [18:54] handles a study that's what we're [18:56] talking about so that was so to to John [18:59] to your point you're what we're doing [19:01] now is that we're going to we're going [19:03] to wrap our heads around in the next [19:04] month the budget right we're going to [19:06] find out what is going to cost us to do [19:08] these changes if there's any enforcement [19:10] things that need to be put into the [19:12] budget there's any capital I don't think [19:14] our inhouse Personnel are going to be [19:16] able to tackle this uh at one time so [19:19] that's what we're going to have to all [19:20] work together on putting together some [19:21] budget numbers either capital or [19:23] operating and say for this year to make [19:26] this transition this is what we're going [19:27] to need to do [19:30] but thatan that was we talk that was one [19:32] of the main reasons that we didn't know [19:33] what the impact was um the new mutcd [19:36] that just came out um that's the manual [19:39] uniform traffic control devices uh with [19:42] signage you know they will it does have [19:44] a sign in the new one that will allow it [19:45] says um 25 mil hour unless otherwise [19:49] indicated so that's the sign that you [19:51] were talking about putting at the [19:52] entrances so then we would put 30 m hour [19:55] signs where they would be um but once [19:59] again is that looking at what the city [20:00] of Aly has done we may be able [20:04] to have more in that lower speed which I [20:07] did not think was possible know CU roads [20:11] are classified arterial collectors all [20:15] like and I didn't think that maybe we [20:16] would be able eligible to reduce those [20:18] and it looks like we may be eligible to [20:20] do that which would which would be great [20:22] something that we talked about you know [20:24] if State Street were to actually go down [20:26] we're looking at you know classifying [20:28] State Street from Brandy Wine Avenue to [20:30] downtown it's very heavy compared to [20:33] some other areas on State Street so [20:35] really looking at it um you know that's [20:37] what the density St you look at whereas [20:39] right now if you seen in the we're P do [20:41] a Max and Road Extension Max Road [20:43] Extension is it's a Gateway into the [20:45] city but it is really not a high density [20:49] area so those are areas it's a different [20:52] way of looking at it and that's that's [20:54] where like I said the first time we're [20:55] looking at it so micro this is so much [20:57] big um and that's what in Brian you know [21:00] being new what he has John still as a [21:02] resource kind of wrap his head around [21:04] what the impact that his Department's [21:05] going to [21:06] be we will we will cross the finish line [21:09] with this it's just just have to get [21:11] little [21:14] BK so yeah first I want to say thank you [21:16] for you know kind of looking outside of the city and trying to leverage [21:20] existing resources in neighor [21:22] communities I think that's a really [21:23] great um tactic and I I I appreciate [21:27] your due Dil there so my question is and [21:30] I think that a lot of the members of the [21:33] council we are hearing things this has [21:35] been something that we've been talking [21:36] about um but it seems like if I'm [21:38] understanding this correctly kind of [21:40] this this new shift and kind of our [21:42] approach you know might get us more [21:45] impact for when when we start to run [21:48] things out in other words it doesn't [21:49] seem like even though we kind of going [21:51] um One Direction now using um this [21:55] resource that uh has won this GR and and [21:59] us partners with them will allow us to [22:00] do things in a larger impact which is [22:02] really good I guess my question is if we [22:06] have those speed humps right [22:09] now would it be wise for us to try to [22:12] deploy those in time as we're trying to [22:15] figure out things and doing the studies [22:17] would we be able to deploy those those [22:19] speed humps as a deterrent um to kind of [22:21] at [22:22] least less than the likelihood or or [22:26] going to produce some results for the [22:27] public [22:29] talking to us about [22:30] this you talk about the two temporary [22:32] speed HS we only have two we two have [22:37] two we have we have two they were on [22:39] Dwayne Avenue and we do have them at [22:41] Foster Avenue right [22:45] now so we we could deploy those [22:47] somewhere if there was a if there was a [22:49] location the Dwayne was a really great [22:51] location for because of the uh character [22:54] of the street straight long wide [22:56] proximity to a school zone and it really [22:59] gave us a a good a good area to test [23:02] that at and it was successful and I [23:04] believe um at least I'm talking with [23:06] Marvin you know she really says the [23:08] community wants them back um and it's [23:10] something that we wanted to talk with [23:11] ogs about I haven't had that talk about [23:14] starting uh once we once they think that [23:16] they are successful if we want to make [23:18] them permanent features of the city uh [23:20] and that's something also that Albany [23:21] has done with a a large investment into [23:24] speed speed pumps in Harbor [23:27] build um I think when we're thinking [23:29] about the budget and and the studies [23:31] that you're all talking about um I mean [23:34] hopefully we'll also be looking at where [23:36] we might need more stop signs also right [23:39] would be part of this I think um I know [23:42] but I'm just saying from everything stop [23:44] signs are are I know that they're [23:46] regulated by the do I I mean believe me [23:49] we've been talking about this since [23:50] August of 2022 so and I you know so [23:54] we've done a lot of research and and a [23:55] lot of reading on this um uh the other [23:58] thing I wanted to say was that Mr PA [24:01] many had also mentioned the cameras on [24:04] uh the stock lights uh the traff lights [24:07] um and I don't know if we ever um got [24:10] them in got them in um I mean again that [24:13] would be sort of this what he was [24:14] talking about at that time which I also [24:17] support is the idea that um you know it [24:21] would automatically ticket um people [24:24] that were going through uh red lights [24:26] for example do we do that now so um to [24:30] have red light cameras uh requires an [24:33] active State Legislature which we did [24:35] not pursue or we did pursue we did it's [24:38] not we did get it okay so we because I [24:41] know ALB has it and al2 ALB just [24:44] employed cameras for school zones as [24:47] well so Albany is looking to do cameras [24:50] for both we can check into it but I [24:56] thought I thought we had the the home [24:59] rul yes we did this year so we're [25:02] allowed to install [25:04] them I want to ver I can check I'll pass [25:08] I'll the only municipality I know where [25:09] that I thought was I know that we [25:11] submitted and asked for home rule on [25:12] that and I'm pretty sure [25:16] my so that's homework [25:20] I if that's something too that we were [25:22] look into that is also uh budgetary that would be a large um budget number [25:29] is that is a essentially a service um [25:33] that that comes with it you know You' [25:34] have to do an RFP select a vendor that [25:37] is a that would be a large undertaking [25:40] but it Aly has found it successful and [25:42] that's why they're doing it with school [25:44] zones you did you [25:47] have is there something I don't believe [25:49] the home rule legislation pass the [25:52] theory is changing on uh speeding where [25:57] the standard used to be [25:58] 85 percentile of the [26:01] drivers what they felt was a comfortable [26:05] speed so you'd set it at 55 you set it [26:08] at 30 you set it at a lower amount the [26:11] theory now is Shifting because of the [26:13] number of auto accidents uh [26:16] pedestrian uh [26:19] accidents safety is taking a higher [26:22] priority and that seems to be the theory [26:25] which didn't seem to be available before [26:27] wasn't accepted [26:28] is what Aly did and so you can go [26:32] through and look at these areas where [26:35] the utilization is higher with [26:36] pedestrian traffic bike traffic other [26:38] things and take that into account [26:42] for your determination of the speed then [26:46] of course enforcement and education is a [26:49] big component of that no matter what we [26:51] put up there you got to get people to [26:52] comply with [26:54] it thank you go ahead p and I guess that [26:57] is um I I I want to add to that that um [27:01] I understand that there's going to be a [27:02] budgetary cost um to this but I I do [27:05] think that um the bottom line is that I [27:07] do think it will save lives um and [27:10] reduce um crashes so um in that sense um [27:15] you know I think we need to really [27:18] seriously consider this even with the [27:20] additional cost that [27:23] it well we're definitely going to have [27:25] to look into to what the impacts to be [27:27] financially but you know we can't put a [27:29] dollar on on people's lives on people's [27:31] safety you know to put a human face on [27:33] this we I know about the woman who was [27:36] injured had a traumatic bra injury [27:38] because of the accent believe was on [27:40] Boulevard um and so you know she's [27:42] written to us and um just talked about [27:45] how it's impact her life we and all of [27:47] you have the information here from Mr [27:49] Collins on uh on um King's Road and and [27:53] the impact that has had on him and his are safe and just to say this [28:05] gone back more than two years because we [28:07] were talking about speed humps long [28:09] before they ever got there so it's been [28:11] quite a while that speeding's been an [28:13] issue in our city and we've been trying [28:15] to figure out ways to um you know to [28:18] resolve it and to get people to comply [28:20] and to have enforcement and change the mindset actually around speeding so [28:26] um I'm sorry Mr ch [28:29] um Mr Mar how will this affect um uh [28:33] electric bikes scooters electric motors [28:35] that are flying around the city on the [28:37] sidewalks on the street most of them can [28:39] do between 30 and 50 m an hour I know we [28:42] just got some new bikes um and I was [28:45] told that they can can go up to uh 50 m [28:48] an hour so what happens there again [28:51] would be enforcement maybe [28:54] or yeah yeah yeah [28:58] I mean anything that can travel that [29:00] fast that isn't you know powered by [29:02] pedaling alone would be considered a [29:04] motor vehicle whether it's electric or [29:06] not so it would be subject to all [29:08] vehicle and traffic laws [29:10] that [29:12] the [29:14] that that is also something that we just [29:16] talked about today uh called Turn Down [29:19] micr mobility and the impact that that's [29:22] having on [29:26] everything Mr topic of speed PP um we [29:29] had allocated [29:30] $20,000 did we utilize all that funding [29:33] we have we have around 65 [29:37] left we bought two and we didn't have [29:39] enough yeah they're pretty [29:41] expensive I can look into it but yes we [29:43] did we did use we did use uh more than [29:46] half the money for the two their speed [29:48] tables are a little bit larger um than [29:50] the speed hump but we do have the Stu [29:58] I know Miss Patrick that you your your [30:01] goal tonight was to try get this move [30:03] through but it doesn't sound like [30:04] something that we could move forward on [30:06] tonight sounds like we're going to have um this study um so again [30:10] there's no timeline yet though no I I [30:12] will get the timeline and I will come [30:14] back with the other two study reports [30:16] that we have next time talk about that [30:19] and follow up with the speed hump data [30:21] after I talk with uh ogs and uh SPD a [30:24] little bit more about you know if there [30:29] there's what I said before which is the [30:32] issue is that this is a very large topic [30:35] and once we start down the road it's [30:37] going to get harder so what it is is how [30:41] did we select Dwayne Avenue we used [30:43] engineering judgment to select Dwayne [30:45] Avenue we put the temporary on Dwayne [30:47] Avenue and we did a study on Dwayne [30:49] Avenue but now that that recommendation [30:53] then is that yes it was effective and [30:55] yes we can put permanent then what is [30:58] preventing everyone in the city from [31:02] asking for Speed HS and we just can't [31:07] have a speed hump on every residential [31:09] Road in the city so that's where we have [31:12] to get back and follow city of [31:14] Rochester's guidelines and start looking [31:16] at guidelines of our own which require [31:19] petitions similar to our sidewalk [31:21] assessment which require action because [31:24] we have to put some roadblocks up to how [31:28] we are deciding where to put speed HPS [31:31] and barriers and investing in this [31:33] because it it if we don't we're just [31:36] opening it up to I think I want and I [31:39] really don't want to go down something [31:40] where we have that um so that's that's [31:44] part of the reason of [31:45] dragging [31:49] that's [31:51] so I think it's a positive step forward [31:53] what you're doing sitting on this for a [31:56] long time and at this going I ask you [31:58] know our residents just please to be [32:00] patient until this comes through and I [32:02] think it'd be beneficial to the entire [32:04] city I do I know it's been a long [32:08] time this is definitely moving forward [32:11] we're getting closer there you go we're [32:14] getting closer to the end of something I [32:17] don't know if people are going to like [32:18] where the end goes that's why I'm trying [32:20] to you know I'm trying to PA you know we you know 25 mph hopefully is where [32:25] everybody wants 25 mil hour We're [32:26] putting speed HPS for both people want [32:28] them or not want them it's just this is [32:31] a larger conversation I just don't want [32:34] it to happen spaic I have not gotten [32:37] anything ever really in writing or a [32:39] petition yet for a speed hun you just [32:41] did it engineering this was a good [32:43] location to see if it was effective if [32:45] it is effective then we have to come up [32:46] with some kind of guideline to how we [32:48] start implementing and that's what we [32:50] have to work on and that's going to take [32:52] time to put together so I know we [32:54] haven't gotten a petition but we've [32:55] certainly got a lot of f yeah that's so [32:57] are going to have to I I get request all [33:00] that yeah but I'm talking about the [33:01] council okay coming to the council that [33:03] we had like certain areas said here here so we have gotten request so that [33:08] my point is there's the place we can [33:09] start if they're going to be you know [33:11] looking at petition I get that can't to [33:13] everything but you [33:15] know if you want we could I guess I [33:18] don't think so but but then the other [33:20] part of this is wait one second the [33:23] other thing is that we um there were [33:26] accidents and Mr talked about this one [33:28] of the ways that he was determining this [33:30] was where there were accidents and that [33:33] was part of it as well so those are [33:36] determining factors from based on he [33:38] what he told [33:40] us M Patrick yeah I I guess I want to [33:43] say um that I I mean I feel residents [33:46] haven't actually been patient I think [33:48] that maybe they've been patient but [33:49] they're not patient any longer um I [33:51] think it is um definitely the number one [33:55] thing I hear about um several times a [33:57] week [33:58] and um you know it really has gone on [34:01] and I'm not I'm not criticizing you guys [34:04] um but it has gone on now for you know a [34:07] long time um and um I I just feel like [34:11] it's one of those things that this [34:12] Council has to make a decision and take [34:15] some action on um because we've been [34:17] talking about studies and we've had [34:19] studies and I mean we have Federal data [34:23] um we're seeing what's happening in in [34:25] other places but it's FR I guess I'm [34:28] expressing my frustration right now as [34:31] well which I think is um because I'm [34:34] hearing the frustration of so many [34:35] residents um as well so um I [34:40] mean I I I guess I'm getting at the end [34:43] of um coming up with Solutions um here I [34:47] think we have a solution it's just a [34:49] matter of being able to implement Mr [34:51] yeah that's I was going to addressing I [34:52] think we need to give Mr Wen the [34:53] opportunity to do the traffic study and [34:55] come back to us with a comprehensive [34:57] plan yes we had traffic study but it was [34:59] on Kings Road only I I don't recall that [35:02] we had any traffic study across the city [35:05] or paral um City you know Citywide or [35:08] things like that so there was only one [35:10] study that was done on Kings Road so we [35:13] just need to give him the opportunity [35:14] come back to us and I think we're going [35:16] to move forward with the recommendation [35:19] that coming from his [35:21] office Mr so I was just say [35:25] I Patrick I share the [35:29] to F this frustration but you know [35:31] definitely want to um get get some [35:35] movement out of this I feel like you [35:37] know we have been talked about it for a [35:39] while and some things are problems are [35:41] that complicated that we have to do [35:43] diligence I'm all for that I just want [35:45] ear I heard you say that we had only two [35:47] speed hunts and then you said something [35:49] about speed tables that we did at those [35:52] they're the same we have two speed T [35:54] okay okay okay I again what what I'm [35:56] trying to accomplish here is to say like [35:59] you know it seems like there that [36:01] there's going to be some time before we [36:03] can implement this fully so what are the [36:05] more graduated measures that we can take [36:08] in the meantime so that's what kind of [36:10] I'm [36:10] open up to anyone to kind of say like oh [36:13] you know as we do the study these are [36:15] some of the things we could do to kind [36:16] of meet the needs of residents in [36:18] between tun time and if there are [36:19] something like that then I really to [36:21] hear them and if they're not in between [36:23] now and the time that you come back [36:24] maybe that's something that we all start [36:25] to kind of collect [36:28] I'm sorry one more comment because I do [36:31] think that um we've seen data um that [36:33] was presented to us um actually in our [36:36] neighborhood um on the Plaza um in [36:39] streets sort of above [36:42] yours from Mr fucho we we heard about um [36:45] the volume of accidents I I want to say [36:48] like the plaza and you know Regent or [36:51] Dean um we've also um seen the data on [36:55] uh Rugby Road um um and I think we might [36:58] have seen some data on Brandy Wine as [37:00] well this is just over the last few [37:02] years but um I think the other piece of [37:05] it is that there are the there is the [37:07] ability to just pull the data on um a week for example and I would [37:13] thank Mr Collins for sharing this with [37:16] me I think last week um but you know we [37:18] can pull speeding data for a week in a [37:20] certain area and see even at what times [37:24] what what the speeds are that cars are [37:26] going so I I guess we don't have to do [37:29] like major study I mean we can just pull [37:32] data that we already have um I don't [37:35] know if it comes from the police [37:36] department or if it comes from um our [37:39] signal we sign boards that have the [37:41] ability to do that um so I understand [37:44] what you're saying however Mr Mr um W is [37:48] talking about something more [37:49] comprehensive so I I don't know if we [37:51] peil it or we just let that this [37:53] comprehensive thing happen and then we [37:55] get this done I won't say once for all [37:57] because things change but get this done [38:00] in the most effective way to be able to [38:02] implement [38:04] it so Mr Farley during the whole process [38:07] is going to take some time to get the [38:09] traffic study in place can we consider [38:12] buying some more speed home and to help [38:15] with certain location across the the [38:18] city to help reduce the [38:20] speed is that something you willing to [38:24] inter I will buy as many speed tables as [38:27] you would like the issue is I do not [38:30] install the speed tables I do not remove [38:32] the speed tables so it is a labor we do [38:36] have some issues sometimes when it comes [38:37] to that so if we would like to buy a [38:41] dozen speed tables and put them [38:42] throughout the city I'm not putting them [38:45] in I'm perfectly fine I'm just saying [38:48] they are it is a process to put them in [38:51] uh we do like to try to leave them in [38:52] for a little bit of time because um [38:55] they're they are you know it's it's a [38:56] big jigsa so we can do it um and and if [39:00] we had some solid locations that we like [39:02] to put them in that's that's fine I mean [39:04] that's why we have City staff so well I [39:06] guess that's my my side of it is we can put them in wherever we're [39:11] requested it's just it is labor [39:14] intensive and there's a cost there is a [39:17] cost need time for ordering I can find [39:21] that uh um I I don't think it's too [39:24] absorbent because they're they modular [39:28] sections and you make the section as big [39:29] or small as you want so I can talk with [39:32] them about getting some more um we did [39:34] talk about putting some on Rugby um we [39:37] did talk about putting some on Kings um [39:39] I hadn't heard of the plaza but that I [39:41] can understand up there by the plaza [39:43] there's a kind of a curve and there [39:45] there's an area there that I believe has [39:46] some issues so we can look at things [39:48] like [39:49] that but once again that just how they [39:52] go in is that's kind of my my little is [39:56] how how pick so that it's not just the [40:00] table coming to me and saying I think we [40:02] should put them [40:03] there we can uh we can consider that and [40:06] just to add in terms of the traffic [40:08] study Mr May our Smart City camera would [40:11] that be helpful in terms of this study [40:14] that we pull out out from the Smart City [40:16] camera yes that's the information you [40:18] got that's where we're getting that from [40:20] it's far more detailed and what's [40:22] available on [40:23] the [40:26] speed so we are getting a lot of data [40:28] from that yes okay that's where we got [40:30] the data for for kings and rugby and [40:34] yes so um so if we let's say we order [40:38] whatever number the number of speed [40:40] tables um what would you recommendation [40:43] me in terms of how determining along [40:46] with an that inash information would you [40:49] have a recommendation in terms of [40:57] could I put something together of course [40:59] yeah I have some ideas of my head based [41:01] off of just everything you said working [41:03] with with SPD Brian Bri just just kind [41:07] of got through a while ago but yes we [41:08] could find locations that we think they [41:10] would be [41:12] advantageous as I said we Dwayne Avenue [41:14] was a great one Rugby Road was a very [41:16] good one put there are locations to put [41:19] them and there are locations to to [41:22] not and and so so if we're talking how [41:25] long would you be able to come back and [41:26] say these plac and are how [41:34] many a couple of Cycles because next [41:37] time I'm already coming back with [41:38] something so then we can maybe make a [41:40] little weekly Ted talk about traffic and [41:43] safety okay listen I don't think it's a [41:45] bad thing to know that people move and take consideration what's going on [41:49] so I'm saying that thank you in two [41:52] seconds and I wasn't suggesting that we [41:54] needed it on the Plaza that was just Mr [41:57] Lucho had made that was one of the [41:58] studies that he had presented to us [42:01] um I I don't remember when I mean in the [42:03] last couple years but um I wasn't saying [42:07] we have to do it there I'm open to [42:09] whatever you all find in terms of the [42:12] data and not to be cynical but that's [42:17] just my nature a lot of times is that [42:20] reducing it is a number so just mentally [42:23] be prepared for reducing it to 25 not [42:27] curing the city's ills absolutely okay [42:30] because it's to me it sounds like we're [42:34] really wishing here a lot that 25 is [42:36] going to do a lot for everyone I well I [42:39] don't think it's any magic thing go [42:40] ahead and well no but I mean I guess I [42:42] could say that there cities across the [42:44] country and across the state that have [42:46] been lowering it to 25 and we have [42:48] research studies that are showing what [42:51] going to 25 does do so it wasn't a [42:54] random number that we picked and I also [42:56] want to say that before I started any of [42:58] these conversations uh a couple years [43:00] ago I did talk with Chief Clifford who [43:02] did think that um you know obviously [43:06] exactly as you said I mean the [43:07] enforcement is going to stay the same so [43:10] um I mean probably people will go 30 um [43:13] if we lower the speed limit to 25 um so [43:17] you know there's a there's a range [43:19] of think about your own driving habits [43:21] but I mean there's a range of of speeds [43:24] that people will go so even you know if [43:26] we lower it it's going to increase [43:28] safety because even if they're going [43:31] above 25 hopefully they won't be going [43:33] above 30 which is what they're doing now [43:35] so um right I mean does that make sense [43:39] certainly yeah there's a range of [43:40] compliance and lowering it lowers that [43:50] range so so Council um am I here are we [43:55] saying that we are in favor of ordering [43:57] some speed humps some addition speed [44:01] tables is that what you're saying [44:02] because that's I'm I'm suggesting that [44:04] that's what be I'm suggesting that's an [44:06] actionable step that we can take in the [44:09] meantime because I think to Mr W's Point [44:12] reducing the speed liment is not a cure [44:14] all it's probably going to take multi [44:16] different you know multi approach to get [44:18] people to be in compliance and that [44:20] seems like one of them so that seems [44:21] like that's something that's within our [44:23] capability and possibilities to doing so [44:25] is that something that we should [44:27] entertaining doing as soon as possible [44:30] as we do these other things that's what [44:32] I'm [44:33] suggesting that's that's what I was [44:35] suggesting that we look at that in the [44:37] meantime we're completing the study but [44:39] at the same time we're not dropping the [44:40] ball we're going ahead look at the cost [44:43] and look how much we can buy and put it [44:46] out um into the hot spot throughout the [44:49] city and at the same time we moving [44:50] forward with the speed U reduction and [44:53] also the enforcement and yes so what Mr [44:56] W is saying you would be able to [44:57] identify places also tell us how many [45:00] would be needed and then we would also [45:02] have to see what the budgetary impact is [45:04] and where it comes where we pay we how [45:06] we pay for as the budget so that's what or discussion around [46:21] that well um as I said the when we first [46:26] received the legislation the request was [46:29] that if the council did not pass the [46:31] budget in a timely manner then the [46:34] automatically revert to the mayor's [46:36] budget which um I'm not supportive of I [46:40] would be supportive of [46:42] um reverting to Prior year spending and [46:46] making amendments as we need to because [46:49] part of what the council's [46:51] responsibility is to make sure that we [46:53] that we're passing a budget and we have [46:56] some input in into what that budget [46:58] looks like and given if we just say well [47:02] if we don't pass it then automatic [47:03] becomes the mayor's budget then we have [47:05] no input in that budget uh so Mr O'Brien [47:09] said in order to do this we have to [47:13] um this has to be a referendum that's [47:16] correct and there's a timelines now just [47:18] I so could you go through the timeline [47:20] yes what I'm going to do is go through [47:22] the timeline um if you were to [47:27] the timeline is uh to September 5th is a [47:30] that's the [47:32] deadline the public hearing uh for the [47:35] city council pursu the municipal home rule law is optional but [47:41] the mayor has to have a public hearing [47:43] uh with 5 days [47:45] notice [47:47] so um looking at the council and [47:51] committee schedule going through August [47:54] and because of the schedule there's a [47:56] week [47:57] lost here um you could have a resolution [48:01] calling for a public hearing on August [48:03] 12th on the [48:05] proposed on the proposed uh Charter [48:09] amendment in between that on the August [48:12] 5th you do have another committee cycle [48:16] so if there's any amendments that you [48:17] wish to propose at that time we can post [48:20] it up if it's noted at the committee [48:22] then it's it could be posted up uh at [48:26] the public [48:27] hearing for the [48:30] 12th and then your next committee cycle [48:32] is the 19th and then your final your [48:35] final uh committee or council meeting [48:38] for August is the 26th and that's really [48:41] the last time that you could uh uh take [48:45] action on this the reason being is that 26 their last council meeting at [48:50] the end of the month the reason being is [48:53] that the mayor has to have a public [48:55] hearing that's mandatory of on Rural law [48:58] and he has to get 5 days notice and that [49:00] 5 days notice we get you to September we [49:03] get you to September 3rd the Tuesday and [49:06] then he would have the public hearing he [49:08] could act on it that day fourth is a [49:11] Tuesday to get the action of the [49:12] paperwork together and the fifth is [49:15] really the deadline to get it to the uh Board of Elections so that's the 26th [49:21] is is the date in which you would have [49:23] to [49:25] uh pass the uh Charter Amendment if you [49:28] wish to have it on the uh on the uh on [49:34] the ballot this [49:37] fall so I was reading something I looked [49:41] up um CH Amendment with within the state [49:43] of New York and so what one that you're [49:46] suggesting is is because there's three [49:48] what methods is by by initiative [49:51] referendum is that one your suggest no no this is this is a Char it's not [49:55] initiative this is being legislative [49:58] Amendment so it's a charter amendment [50:00] being the legislative process there's [50:02] also a charter amendment process if [50:03] there's a charter commission but that's [50:06] not the the case here this is a [50:08] legislative Le in other words you would [50:11] have to pass it the mayor would then [50:14] have to act upon it and upon the mayor's [50:16] approval of what you passed then that [50:19] goes before the voters fall so you're [50:21] talking about the one by legislative [50:22] action yes [50:31] go [50:32] ahead sorry I wasn't here the last I commiss [52:24] commission yes and yeah the vot is [52:28] rejected was the early 2000 staff volunteers and they [52:36] think yeah so we would have to go sorry [52:40] so we would have to go to the voting to [52:41] create this [52:42] commission may the mayor the commission [52:46] but in order to create the commission to [52:48] allow you to [52:53] appoint I just the mayor would create a [52:55] commission [52:58] retion well I mean I like the idea of [53:01] the entire Charter review it's not a bad [53:03] idea um but I think in terms of this um [53:07] issue at hand um I actually um did [53:10] support at our last meeting um as [53:14] presented uh what was presented to us at [53:17] the last U meeting and a couple of [53:19] points about that I think that it holds [53:22] us more accountable also for um staying [53:25] on a timeline and I think that we would [53:28] have the opportunity we continue to have [53:30] the opportunity as the city council to [53:32] give input to the budget it is I think I U I think corfield said this at the [53:39] last meeting and I agree that it is [53:41] probably the [53:42] fundamental uh uh responsibility that we [53:46] each have um as City Council Members is [53:49] to um review and pass um a budget that's [53:54] going to meet the needs of of our city [53:56] um but I I thought that what was [53:59] presented to us was fair and reasonable [54:01] and again um I would support it in the [54:05] way that it was presented to us [54:07] um [54:10] so so um so the way it was presented is [54:14] that really in my opinion that we really [54:16] don't have to say because essentially we [54:18] could submit all the changes we wanted [54:20] but if they were changes that the mayor [54:22] was not agreeable to then they could be veto and beo the time came [54:27] then then he can do that he can do that [54:29] in our that is absolutely correct it [54:32] shows a lack of leadership on this [54:33] Council for 50 years this legislative [54:36] body has been able to go through a [54:38] budget process come up with a budget and [54:42] have it adoped in a timely manner last [54:44] year was an embarrassment it didn't [54:46] happen we made the commitment when we [54:49] voted through the budget that we would [54:52] put something before the voters to [54:56] tighten up that system I will maintain [54:59] the position today is that you can leave [55:01] everything in place if you don't adopt a [55:04] budget by November 1st I'm not going to [55:06] dance around with it that my budget [55:08] would stand that and that's what the [55:11] case law is we talked about it talked [55:13] about suing it I don't want to go [55:15] through that this is a manner that again [55:19] it works give you the budget by October [55:22] 1st you have full 30 days to review it [55:26] amend it modify it adopt it by November [55:30] 1st and then we implement it January 1st [55:33] well let's just be all 100% the reason [55:35] that it took so long with the budget [55:37] last year was about the ARA money where [55:38] there was money that was one to not was [55:41] not to use towards the budget but to use [55:42] for a project that was upcoming that was [55:44] the hold up with this budget because we [55:46] wanted to spend that money and we [55:48] weren't able to we wanted to spend the [55:50] 2.5 million to do some things within the [55:52] budget and we weren't able to it was [55:54] being rejected because money was really [55:56] being held for a project which [55:57] ultimately got funded so that was part [55:59] of the problem so the mayor is saying [56:01] you know lack of leadership and all that [56:03] so I've been having been here for 50 [56:04] years but it is also the first time in [56:06] my 12 years that that's ever happened so [56:08] it's not about the leadership that that [56:10] is here it's about that particular thing [56:12] that's the only thing that made it [56:13] different now than in the past years is [56:15] that there was aror money on the table [56:17] that wanted to be set aside for a [56:18] certain project and we wanted to use it [56:20] within the budget so that was part of [56:22] the hope so I don't anticipate that [56:25] being the case again year um and in [56:27] terms of you know having an exact like [56:30] this I'm willing to support if the um if [56:33] we pass a budget by November 1st then [56:36] the mayor can't be un willing to SP that [56:40] um and in addition to that Mr Mr O'Brien [56:43] gave us information from various Comm [56:45] municipalities about how they did what [56:48] they did but I noticed that within all [56:50] those municipalities or at least most of [56:52] them they didn't have a 4-week time [56:54] frame some of them weren't passing their [56:55] until the the 30th of November haven't [56:57] gotten on the same date that we did [56:59] which is October 1st so there were those [57:02] differences as well so it's not we're not apples and apples in [57:06] terms of the of the municipalities even [57:08] in times of the time frames of reviewing [57:10] the budget and getting it [57:12] passed so I think so the issue that um [57:16] that I saw as is presented is that [57:18] number one let's start on something that [57:19] we all agree upon I started plac where [57:22] there's some alignment and Alignment was [57:24] say that there is a whole here in the [57:25] chart there's no response to if this [57:28] situation comes up there should be [57:30] something um in the charg reflects how [57:32] we forward we all agree on that so [57:35] that's a good thing next thing to be is [57:38] that if as presented if there's a [57:41] certain timeline then once we pass a [57:44] certain timeline then the um budget [57:47] would go to the mayor's proposed budget [57:50] it's how that's how it is presented [57:52] which would mean effectively that if if [57:56] city [57:57] council and the mayor's office are not [57:59] in agreement on items on the budget then [58:04] once effectively the clock runs [58:07] out then then our decision and our our [58:12] ability to um add input to the budget is [58:15] gone and it would just go to the [58:17] proposed budget so what I really don't [58:19] think that we should do is have have [58:21] something where we can just run the [58:23] clock out and by manner by means running [58:26] clock are we compromise the checks and [58:27] balances that are put in place for the [58:29] reason that they put in place so what I [58:31] think that's something that we might [58:32] want to consider is that [58:35] if you know by any stretch your [58:38] imagination this happens again then we [58:41] would operate from the existing budget [58:44] not the not the uh uh the proposed [58:47] budget but the existing budget because [58:49] at least that's one budget that all [58:51] parties were able to agree upon to get [58:53] passed in the first place so I think [58:55] that that is Le um I think that that [58:57] would be a wise alternative for us to [58:59] consider mrri I think you have your hand [59:01] up first you still um making more notes [59:04] okay so I I have um Four Points well [59:07] Five Points because I do want to say [59:08] that one of the big holdups in last [59:11] year's budget discussions went around [59:13] the overtime for the police on the fire [59:15] um so we don't have to worry about the [59:17] aror piece this year but we are going to [59:19] need to um address the overtime again um [59:22] so I just wanted to to comment on that I [59:26] also think that I would hope that um the [59:28] mayor would be um you know kind of we'd [59:31] be in dialogue hopefully we would have [59:33] communication between the mayor and the [59:35] city council so that um as we were [59:39] discussing the changes or the revisions [59:41] that we might want to see um that there [59:43] would be some back and forth there um [59:46] and not just a blanket rejection of of [59:49] anything that we would say I think that [59:50] we would have a relationship where um [59:53] we'd be able to to think about that I [59:54] also want to suggest that we've been [59:57] receiving now the budget reports from [1:00:00] our finance staff and the reason that we [1:00:02] asked for those budget reports was so [1:00:05] that we would have a better handle as [1:00:07] city council people on the budget on an [1:00:10] ongoing basis um so that we don't get to [1:00:13] the point at which the budget is [1:00:15] presented to us and we you [1:00:18] know can't see what the history the [1:00:20] budget history has been over the over [1:00:22] the past several months although I do [1:00:24] want to say that I just wanted to add [1:00:26] this in here um something I was thinking [1:00:28] about when I was uh prepping for this [1:00:30] meeting you know I I think that rather [1:00:33] than getting the entire uh report uh [1:00:36] from Finance it might be good if we had [1:00:38] just a summary of here's the um you know [1:00:41] if any of us are on you know have [1:00:43] managed budgets or at our workplaces or [1:00:46] on Boards of directors you know [1:00:48] sometimes you see the highlights of you [1:00:49] know this number is really high this [1:00:51] month because of this or this month [1:00:53] number is really low because of that I [1:00:55] think might be actually better than just [1:00:57] us getting you know multiple Pages uh to [1:01:00] go through um so that's one of the other [1:01:02] points I wanted to make and then I think [1:01:04] you know again there's ways around this [1:01:07] in terms of you know the staff obviously [1:01:09] are putting in their budgets to the [1:01:12] mayor I think right and then they [1:01:14] probably argue uh or I should say [1:01:17] discuss um their the the various [1:01:19] department heads budgets um together um [1:01:23] again remember that we hear from our [1:01:25] department heads heads as well about [1:01:27] what their budget um what what their [1:01:29] needs are so maybe we think about the [1:01:32] scheduling of those um maybe we have [1:01:34] additional meetings where we hear uh [1:01:37] staff I know on the library board that's one of the things that we do we have additional meetings um to hear [1:01:43] from folks um so there's ways to make [1:01:46] sure that our input is is being [1:01:49] appreciated and listened to um as well [1:01:53] as um understanding the process itself [1:01:55] as it's going along so that's those are [1:01:58] the one things I wanted to [1:02:00] say um I agree with most of what M um [1:02:04] Patrick says and a few other things so [1:02:06] as far as [1:02:07] um um you know the mayor and the [1:02:11] department heads were very hard to try [1:02:13] to get U an actual budget out to us um [1:02:16] as far as a timeline we only have a [1:02:18] month okay well we meet every night [1:02:20] instead of once a week or twice a week [1:02:22] when we do if we have to meet every [1:02:24] night it's our responsibility to be [1:02:26] fiscally responsible to the residence of [1:02:28] this city so we want to go through this [1:02:30] budget and we want to get it passed I I [1:02:33] had no issue with going back to the [1:02:34] mayor's proposed budget what I have an [1:02:37] issue with it's using the existing [1:02:39] budget so oh when we go back to the [1:02:42] existing budget what about the rising [1:02:44] costs of salary Health Care Staffing [1:02:47] those things aren't in the in the in the [1:02:49] mayor's budget that he's presenting to [1:02:51] us so how can we go backwards we can't [1:02:54] I'm that's just my opinion then to um so [1:02:57] anyway um there there are a lot of [1:02:59] options that we can do meet more [1:03:01] frequently it's up to us to work [1:03:03] together to get it passed and I I and if [1:03:06] we don't then it resorts to his budget [1:03:08] and that's it so that's my statement so [1:03:13] I I appreciate your input on that I [1:03:15] think that again there's a lot that's [1:03:17] being said that are that are General [1:03:19] truths that are widely accepted by [1:03:21] council members I think that you know [1:03:23] number one it is our responsibility and [1:03:25] number two we do need to work together [1:03:26] number three there are measures that we [1:03:28] can take to ensure a smoother process [1:03:30] and I think we've acted upon those I [1:03:32] think that is I think that is would be [1:03:34] not wise of us to Bas a process that we [1:03:38] are entering in based on relationships [1:03:42] right like I don't think that I think [1:03:43] the reason why we have um these things [1:03:46] in place is is for something that can [1:03:48] govern our actions [1:03:50] because you know we are looking at last [1:03:54] year um there were some strain [1:03:56] relationships but some of us were able [1:03:58] to to talk and come to to good have good [1:04:01] conversations and good compromise and [1:04:04] yet still we still ended up in the place [1:04:06] that we were so really the point of this [1:04:08] is to address the fact that there that [1:04:10] we cannot end up in the place that we were last year based on lack of [1:04:15] relationships or however you know you're [1:04:19] um getting to that point there should be [1:04:21] something that says this is what we do [1:04:23] if this then this and my only I think we [1:04:26] all agree on that my only thing that I [1:04:28] disagree with is saying that if then [1:04:30] this if this then this if we just refer [1:04:32] to a proposed budget then we are [1:04:34] effectively saying that we are putting [1:04:36] building in a process where the clock [1:04:38] can be ran out not to say that that [1:04:40] would happen not to say that our that the mayor would do that not to say [1:04:43] that our council president would do that [1:04:45] but I'm not going to make decisions [1:04:48] based on people's relationships or [1:04:50] ability to have conversations and we can [1:04:52] do it in a way that says if this then [1:04:55] this and it voids that dependent on [1:04:58] people's willingness toate and I think [1:05:00] that that doesn't that doesn't shorten [1:05:02] our our accountability it doesn't extend [1:05:05] our timeline it does all the things that was said those generally widely [1:05:08] accepted truths that sound really good [1:05:10] but don't really um move the needle on [1:05:13] process [1:05:14] itself Mr yeah so let me address some of [1:05:17] the things that happened during last [1:05:19] year budget and I can start off for [1:05:21] saying that um there were lack of [1:05:24] communication from the [1:05:26] to us from us to the m I'm not going to [1:05:28] hold back time we we we seem to lack [1:05:30] that communication and I hope during the [1:05:32] budget at the end budget I ask that hope [1:05:35] that we can improve on our communication [1:05:38] during that process and at the same time [1:05:41] too we we need [1:05:43] to some of us need to to have that in us [1:05:46] that we we need to compromise last year [1:05:48] we lacked that some of us on the council [1:05:51] came here and they just dig their heel [1:05:53] into the sand and we're not going to [1:05:54] compromise we like the project and we [1:05:56] just focus on that without every [1:05:58] discussing at the table in terms of how [1:06:00] can we make [1:06:02] changes and those are the things we need [1:06:04] to look at because we have a budget it's [1:06:07] proposed budget in front of us as a [1:06:08] council is the most important thing that [1:06:10] we have as a council to do and we as a [1:06:13] council have an obligation to our [1:06:15] taxpayer last year many of us were [1:06:17] concerned about [1:06:19] taxes taxes that has burden the taxpayer [1:06:23] year after year and some of us were [1:06:26] concerned about that so that's why we [1:06:28] were talking about that some of us we [1:06:29] were talking about over time over time [1:06:32] we were talking about we're improving [1:06:33] we're increasing the higher ring in [1:06:35] various department where is the [1:06:37] accountability when it comes to the time [1:06:40] I would like to see that we are full [1:06:42] capacity in some department so more than [1:06:45] likely see in this budget at the end of [1:06:47] the year that over time we see a [1:06:50] reduction in over time at the same time [1:06:52] we're we're wrapping up Staffing so we [1:06:54] can have both at the same time have over [1:06:57] time and have full capacity Staffing and [1:06:59] that's something that we addressed last [1:07:01] year in terms of our concern and in [1:07:03] terms of fees and taxes taxpayer are [1:07:06] boring enough out there we as a council [1:07:09] need to help to protect them they can [1:07:11] actually continue to pay taxes every [1:07:13] year every year after year and we what [1:07:15] are we doing we're going to come here [1:07:17] we're going to throw back and we going [1:07:18] to say okay there's a budget proposal in [1:07:20] front of us let's vote for it a matter [1:07:23] games what it's in the budget we we need [1:07:25] to look at the budget as a council and [1:07:28] suggest changes and be ready to [1:07:31] compromise and to move forward and let's [1:07:33] have a budget so that we don't fall back [1:07:35] what happened last [1:07:39] year I think um I just want to address [1:07:41] the overtime issue again because [1:07:43] although we do have um in our budget the [1:07:46] ability um for full Staffing we don't [1:07:48] have full Staffing because we haven't [1:07:50] been successful necessarily at [1:07:53] encouraging people to come on board I [1:07:56] mean we've hired folks but we aren't I [1:07:58] don't think that we I think we have [1:07:59] openings in other words not to mention [1:08:01] that we've had illness we've had you [1:08:03] know retirements etc etc so the overtime [1:08:06] is still being used and I think that [1:08:08] what we're going to see is [1:08:10] that I think that we were presented with [1:08:13] realistic numbers for those overtime and [1:08:15] I think when we get to see what the [1:08:17] actuals are in a few months um they'll [1:08:19] match some of those overtime figures but [1:08:23] I guess we'll have to see [1:08:27] so in terms of us not like hearing I [1:08:30] have to tell you I really really one of [1:08:33] the things we talked about during the [1:08:34] last budget cycle was to have the um [1:08:38] finance department come to us with all [1:08:40] the information so for me short cutting [1:08:42] it um I'm not I would just like I I [1:08:45] would personally like to see like to see [1:08:47] all of it and they can give us the high [1:08:50] but have the information to go through [1:08:52] because that's what we talked about last [1:08:53] year because we have this is one month [1:08:56] abreviated time frankly to do what what [1:08:59] they presented to us for a Year's worth [1:09:01] of time so which is why we said we would [1:09:02] do it and I believe we should continue [1:09:04] to do that and hear all of it and in [1:09:07] terms of um I know it's consistently we [1:09:08] said we have to trust our staff and Etc [1:09:11] but the budget that we see is not [1:09:13] necessarily what the staff's presented [1:09:15] the staff presents their budget to the [1:09:16] mayor the mayor then presents the budget [1:09:19] with whatever changes or adjustments [1:09:21] made that that it comes to the council [1:09:22] so um it's not we're not necessar seeing [1:09:25] the exact budget that the staff [1:09:27] submitted to for that they they want [1:09:30] because everybody has a huge wish [1:09:32] friendly what they would like to see and [1:09:34] then that's not always oversee so I just [1:09:35] want to make that clear consistently [1:09:38] said we should take into consideration [1:09:39] when our staff said we don't always see [1:09:42] everything that they want they want yes [1:09:45] I I I definitely agree with them but I [1:09:47] do think we also had the opportunity for [1:09:49] staff came and did still tell us uh what [1:09:52] their wish list had been so although it [1:09:55] might not have matched what ultimately [1:09:57] was presented uh to us we still had that [1:10:00] opportunity to hear uh from department [1:10:03] heads um what their initial budget [1:10:06] requests were to that to that point then [1:10:10] just gives us yes but to that point then [1:10:13] if we [1:10:15] um if last year if we went to the [1:10:19] proposed budget and that proposed budget [1:10:22] might have not directly reflected [1:10:26] the staffs of wish if you will I think [1:10:28] that that's a pretty reason expectation [1:10:30] for any budget [1:10:32] however to Mr M Bar's point I mean we [1:10:36] can't have right this is not something [1:10:39] where where multiple things are going to [1:10:40] be true at the same time as it relates [1:10:42] to whether we as as council members have [1:10:46] um an appropriate level of um checks and [1:10:49] balances um through the budgetary [1:10:51] process so if we build in something that [1:10:54] that's going to say by this [1:10:57] date it's going to revert back to the [1:11:00] proposed budget when the the likely [1:11:04] issue why we wouldn't be able to get to [1:11:07] uh an agreement is because we have [1:11:09] strong disagreements with the proposed [1:11:10] budget that completely guts our ability [1:11:13] to make decisions and and I just think [1:11:15] that that will be the responsible for us [1:11:16] to do this C that's why that's going to [1:11:19] what was had already been collectively [1:11:21] pass with whatever amendments need to be [1:11:23] made um in order to make sure that we [1:11:25] are still operating um and doing the [1:11:28] city's [1:11:31] business and then no [1:11:35] sorry sorry thank you um so as far as I [1:11:40] mean we should really be looking at how [1:11:41] we increase Revenue in the city as well [1:11:44] I mean we're all residents here we all [1:11:46] pay the taxes we all pay the trash tax [1:11:48] we all pay city taxes school taxes it's [1:11:51] part of our responsibility for being [1:11:53] residents here our service es in this [1:11:55] city are half Notch 100% when you think [1:11:58] of our trash and our snow removal and [1:12:00] everything that happens here so we have [1:12:03] a a great City and great resources here [1:12:06] um but why should the city I don't want [1:12:09] to pay any more taxes than I pay but why [1:12:11] should the city as a whole have to pay [1:12:16] for residents um in the sense that why should we operate at a loss is what [1:12:22] I'm saying so [1:12:26] you know we need to at [1:12:29] times take [1:12:31] into consideration that Rising costs go [1:12:35] up salary goes up everything goes up so [1:12:38] I mean we can't so what we should be [1:12:40] looking at is how do increase our [1:12:41] Revenue maybe fees but again if we [1:12:45] increase our revenues with fees then our [1:12:47] residents are still paying more money so [1:12:50] it's it's what I'm saying is you know [1:12:55] I I I'm just wondering where you're [1:12:57] coming from Mr Mo there so no I'm not [1:12:59] coming from anywhere I'm just saying a [1:13:01] broad topic sure so you mentioned about [1:13:03] uh increasing Revenue right we shouldn't [1:13:06] look at fees only cuz if you're looking [1:13:08] fees we're tax and tax payers all the [1:13:10] time right why don't you or the council [1:13:12] since you're talking about come up with [1:13:14] some solution in terms of how do we [1:13:15] expand our tax base and a council we [1:13:18] should look at it AB I'm suggest that [1:13:19] you take the sphar head in that because [1:13:21] you're talking about expanding [1:13:23] increasing fees we can increasing fees [1:13:25] we got to look across we got to look [1:13:27] across the board how do we increase um [1:13:29] our Revenue great last budget I did [1:13:32] mention about I'm looking at the fees [1:13:35] across the fees of service across the [1:13:37] city I'm actually meeting with the with [1:13:40] the finance department and finance staff [1:13:43] and department head in terms of coming [1:13:45] up with a comprehensive fee proposal to [1:13:47] this Council we are hoping to have that [1:13:50] everything goes well next month present [1:13:52] to the council a comprehensive uh fee [1:13:55] proposal for us to review and move [1:13:57] forward in terms of that but to your [1:14:00] point we should look beyond that yes we [1:14:03] should talk about how we increase [1:14:05] um other Revenue other than um fees that [1:14:10] we're providing for water and garage [1:14:12] because that is already at to a level [1:14:15] what some people think it's maximum we [1:14:16] shouldn't be charging more so we as a [1:14:19] council we should get to work and look [1:14:21] at how we can increase our Revenue yeah [1:14:24] and I think it should be important to [1:14:26] note that this is not something as a [1:14:29] council we should be doing in response [1:14:32] to um you know how we work our way [1:14:34] through this legislation that's [1:14:36] literally our job anyway we should [1:14:38] always be looking at Le to increase [1:14:39] Revenue so again sometimes some of them [1:14:41] more widely understood the wisely said [1:14:44] truths though they sound true and they [1:14:46] are true might not be applicable to what [1:14:49] we're talking about in point is just not [1:14:51] either or it's a yes and so yes we [1:14:53] should be increasing re looking for ways [1:14:55] to increase Revenue in the city yes we [1:14:57] should be working um with the mayor's [1:14:59] office yes we should be in more in clear [1:15:02] communication um I think that you know [1:15:04] in my experience uh though it happened [1:15:07] later on in the process um you know the [1:15:10] mayor I know the mayor made some [1:15:11] concessions that in order to get um the [1:15:14] budget passed I'm sure he wasn't happy [1:15:16] of it I know that talking with some of [1:15:17] our my my council members get some [1:15:20] concessions that's the whole thing [1:15:22] that's the whole part of point of the [1:15:24] negotiation ens sure everyone did that [1:15:26] in good faith for the citizens of s so [1:15:29] we will find ourselves in that position [1:15:31] every year because that's our job so [1:15:34] again the point is that I I wouldn't [1:15:36] want to have anything where we end up um [1:15:39] where our ability to negotiate in good [1:15:41] faith with the mayor or amongst one [1:15:43] another um is compromised so Mr Mayor [1:15:48] thank you Mr chairman want to recap a [1:15:51] couple things that Financial monthly [1:15:53] Financial reports have been provided to [1:15:55] the [1:15:57] council every year every month since [1:16:00] 2012 I can't remember if I did it when [1:16:04] first came in in [1:16:06] 2011 so those reports you want the city [1:16:09] clerk reach council member individually [1:16:11] so getting those monthly reports is [1:16:14] nothing [1:16:14] new uh the big issue last year with the [1:16:20] budget I had asked the council I forget [1:16:24] 10 days days before I submitted my [1:16:26] budget to you were there any comments [1:16:29] changes uh that you wanted there's no [1:16:31] response to that put the budget out your [1:16:35] review took and initially [1:16:37] cut a large amount of money out of [1:16:40] Public Safety [1:16:43] overtime I couldn't fully support that s [1:16:46] in The veto the budget we came back then [1:16:49] fully [1:16:50] restored the public safety largely [1:16:53] overtime budget and made cuts across the [1:16:56] board in nonpublic [1:16:58] safety and it didn't make sense or could [1:17:01] I support a shift in that where you were [1:17:05] taking it from the nonpublic [1:17:07] safety and again I've done 10 budgets to [1:17:12] member of the city council chaired the [1:17:14] finance committee for every one of those [1:17:17] had the opportunity to serve for a dozen [1:17:19] years as [1:17:21] mayor we've always negotiated with staff [1:17:24] members [1:17:25] and when I asked for we wanted Cuts in [1:17:27] public safety to go back to the police [1:17:29] and fire department and let them make [1:17:31] those changes no the council locked into [1:17:34] specific budget items that I couldn't [1:17:37] support nor could the department have to [1:17:39] support and then the shift in the other [1:17:42] direction to non-public safety just [1:17:44] seemed to be a play to try and get what [1:17:48] I thought was this Patrick's vote in the [1:17:50] whole thing because you were advocating [1:17:52] very heavily for the public safety [1:17:56] I want to work with you I'm proud of the [1:17:59] record that I have I'm proud of the [1:18:00] record that we have as a community and [1:18:03] you look at the things that have [1:18:04] happened other cities and areas around [1:18:07] here are envious of the success that we [1:18:10] had and it's because of the competence [1:18:12] that we have in the professional staff [1:18:14] our Partnerships with other levels of [1:18:16] government and businesses and Community [1:18:18] leaders that produce Real Results here [1:18:22] so I again look forward to working with [1:18:24] you in this budg process the proposal [1:18:26] that I have put forth is a charter [1:18:29] amendment I believe serves the needs of [1:18:32] us in the short term and we'll clear up [1:18:35] any ambiguities going forward in the [1:18:37] future no matter who happens to be [1:18:38] sitting as mayor or member of the city [1:18:40] council and I would appreciate your [1:18:42] consideration and support for that just [1:18:45] a followup on that does the uh Council [1:18:49] wish to call for a public hearing you [1:18:52] know resolution form for the public [1:18:53] hearing next week [1:18:55] I for the resolution P for the public he [1:18:57] next week for the public hearing to be [1:18:59] held on August [1:19:02] 12 I [1:19:05] we're [1:19:07] otherwise well I mean otherwise we're [1:19:09] not going to be able to stick to this [1:19:10] time table in in time for this year's [1:19:13] budget it's not it's not going to affect [1:19:15] this year's budget oh that's true that's [1:19:17] right that's right that's right I'm [1:19:21] sorry the which means then you're [1:19:24] looking had an entire cycle through [1:19:27] thank you yeah [1:19:29] so it's you know if you're calling for [1:19:32] the public hearing that's the public [1:19:33] hearing on [1:19:36] 12 and the public hearing based on has [1:19:39] what's here right before I mean it's [1:19:44] uh obviously it's not obligating anybody [1:19:47] to you know vote for the the proposal [1:19:49] it's just what's what's there and if [1:19:53] there's any Amendment to this and [1:19:57] uh certainly you [1:19:59] can perhaps deal with that on your [1:20:02] August 5th meeting you want to have any [1:20:05] amendments to [1:20:07] this PO getting it to the you know [1:20:11] posted prior to the 12th and then that [1:20:14] will give you one last committee cycle [1:20:17] we would be on [1:20:20] 19th to tweet one last time before you [1:20:22] voted on the 26th that's the last that's [1:20:26] not having any special meetings not [1:20:28] adjourning any meetings I'm just giving [1:20:29] you you know according to your current [1:20:33] [Applause] [1:20:36] schedule public hearing we can [1:20:40] maintain time that's going to happen [1:20:43] from my colleagues on [1:20:46] to the thought of if that if we go for [1:20:50] that way then to mr's ear pointment r [1:20:54] that kind of larger more comprehensive [1:20:57] change to char that does when apply for [1:21:02] doing [1:21:03] so um so you're asking us to move for [1:21:06] health public hearing as what was [1:21:08] presented to us what was presented you [1:21:10] also have two committee cycles in which [1:21:12] to review it again you'll have the [1:21:14] committee cycle on the 5th you'll have [1:21:17] the committee cycle on the 12 looking at [1:21:20] the final time you can vote on is on the [1:21:22] 26th but it's just moving the [1:21:27] process yes as I stated earlier I [1:21:30] am I'm leaning toward maybe you know the [1:21:35] commission a chart to [1:21:36] revise commission to look at the entire [1:21:40] chart and make recommendation including [1:21:43] this comment back to the budet and come [1:21:46] back to us and then we forward to to to amend the [1:21:50] other I there are a lot of things that [1:21:53] we should look at to change [1:21:55] the Char not only the budget provision [1:21:59] but many other [1:22:06] things well I just want to say I think I would support um having a public [1:22:11] hearing on on the 12 um for this [1:22:14] particular change to the Charter I also [1:22:17] support the idea of the mayor um you [1:22:20] know appointing a commission that would [1:22:21] do a longer term uh Charter but that's [1:22:25] going to take time to review the entire [1:22:28] Charter and come back with [1:22:29] recommendations Etc to change you know [1:22:31] if there are changes to be made um [1:22:34] that's going to be a pretty [1:22:35] comprehensive process so I think that we [1:22:37] miss the vote on um being able to [1:22:45] [Music] [1:22:47] get and I publicly made the commitment [1:22:51] you made the commitment to Farley the [1:22:52] council collectively made the commitment [1:22:55] that we would put something to the [1:22:57] voters this year to clear up the [1:23:00] ambiguity that exists within the process [1:23:04] played out last [1:23:07] year I I I would support the comparing I like the proposal I think that does [1:23:14] put in um some safeguards so we don't we [1:23:18] avoid what happened last year and moving [1:23:20] forward uh we have a month for us to [1:23:22] come together I think in watching last year it wasn't so much with the [1:23:26] mayor as well that the council wasn't in [1:23:28] agreement it give us many items um it [1:23:32] gives us that 30 days for us to come [1:23:34] together and put a budget forward for [1:23:37] the mayor to consider and it puts in [1:23:41] those safeguards that if we can't do [1:23:44] that it would fall back to his his [1:23:47] budget but that we have 30 days us as a [1:23:50] council and and we probably have an idea [1:23:53] moving up to October first about what [1:23:55] how things are looking so we can start [1:23:57] to have conversations and and you know [1:23:59] where are the areas that we may not be [1:24:01] AG agreement agreeing on and then we can [1:24:04] have dialogue with the mayor saying you [1:24:06] once you get that budget you know these [1:24:08] are things that we're having some [1:24:09] concern but begin that conversations and [1:24:12] then we can continue to work towards a [1:24:14] budget that works for everyone I think [1:24:16] there should be something if we don't [1:24:18] agree you know that's on us and then may [1:24:20] or take it um we couldn't come up with a plan and that works the only [1:24:26] thing is is like in in that 30 days [1:24:29] we're having those conversations like we [1:24:31] all come up with the plan that we agree [1:24:34] on you can still be it obviously right [1:24:38] and then we come back and we have V [1:24:40] override now if we come up with a budget [1:24:42] that we all agree to it's we should have [1:24:45] an agreement that we could override the [1:24:49] beo right I mean if we all members come [1:24:52] up with a budget buy the of the month [1:24:55] that we all agree on and it goes to the [1:24:58] mayor and he vetos it right then if we [1:25:01] all agree we could override [1:25:05] veto so that system is already in place [1:25:07] it takes five votes to over ride a veto [1:25:10] four to pass it five to [1:25:12] over so um but my recommendation is if [1:25:16] we pass it then the mayor cannot be it [1:25:18] because we've come to an agreement so [1:25:20] that just takes that ey off the table as [1:25:22] opposed to it does doesn't pass and then [1:25:25] it reverts to the to the mayor's budget [1:25:27] so that's that would be my [1:25:29] recommendation that if we could come [1:25:31] together the council agrees be able to [1:25:33] pass this Budget on time that that that [1:25:36] removes The veto Pack [1:25:44] Mr it's an interesting question I don't [1:25:47] you can't reduce the authority of an [1:25:48] elected official during the term of [1:25:50] office so you can't say or today I can [1:25:53] veto [1:25:55] [Applause] [1:25:56] uh attain directly to the voters just [1:25:59] creates a kind ofed process and again [1:26:03] what we have is a fairly simple [1:26:07] straightforward clarification some of [1:26:10] the things that happened last year that [1:26:11] left us in limbo and again I would ask [1:26:14] the council's support to move forward [1:26:17] with this uh you do the public [1:26:20] hearing if there's comments one way or [1:26:23] the other you have to take those into [1:26:25] consideration but I do not believe there [1:26:27] will be any overwhelming public push [1:26:31] back from the scenario that I've put [1:26:33] forth for your [1:26:35] consideration and I would just also [1:26:37] caution as a that these type of changes [1:26:39] that we're talking about that we're [1:26:41] making this is not necessarily um just [1:26:44] impacting [1:26:45] um you know or based on the Dynamics or [1:26:48] the people that are in seats now we have [1:26:50] to be forward thinking around what are [1:26:53] the appropriate checks and balances to [1:26:55] operate as as the government City's [1:26:57] connected again that's why the the [1:27:00] conversations around what what happened [1:27:04] last year I think that the thought has [1:27:06] to be not just about what happened last [1:27:09] year but what happened last year was [1:27:11] that we saw oh that there's something [1:27:13] there's an adjustment that needs to be [1:27:14] made not just based on what happened [1:27:16] last year but what possibly could happen [1:27:18] moving forward in the city is connected [1:27:21] so we have to make our decisions based [1:27:23] on that not not based on the person [1:27:25] who's in U that set seat right now but [1:27:29] based on what's best for checks and [1:27:30] Balan Tove for people [1:27:35] s well the mayor says that know we can't [1:27:39] take away his how however I I feel like [1:27:42] this particular um the way that this [1:27:46] Charter revision amendment is being put [1:27:49] forward essentially takes away the power [1:27:51] or the the power and I think it our [1:27:54] level of responsibility that we commit [1:27:56] to for the council so absolutely so so it sounds like what we're saying is [1:28:03] that is that we all agree that something [1:28:06] needs to be done and we can do something [1:28:10] however [1:28:11] the point of of disagreement will be what happens [1:28:19] with the um what's the next step if we [1:28:22] get to the point we don't make that bu [1:28:23] so if if there's not agreed to F bu so [1:28:26] again what I'm suggesting is that we [1:28:28] come up with something that would say [1:28:30] that we would go with the existing [1:28:32] budget and amend based on on on [1:28:36] inflation and and [1:28:38] cost cost of Life increases I think that would cover [1:28:43] um the the rising expenses that you're [1:28:46] talking about and it still will be a [1:28:48] budget that was agreed upon by a body at [1:28:51] that at that time it wouldn't just be a [1:28:52] matter of of the clock running out and [1:28:55] then once the clock's R 12 you have no [1:28:59] um no say so and you can go back to the [1:29:02] original proposed budget that likely [1:29:05] would be the reason why you had to disre [1:29:07] to be done I just think that that that [1:29:08] doesn't look down for that doesn't sound [1:29:12] wise to [1:29:15] me so am I right this is just calling [1:29:18] for a public hear call for for a public [1:29:20] hearing only okay we have two months if [1:29:22] we want to add or subtract something to [1:29:24] it but whether we do or don't it's going [1:29:27] out to the to the to the city is [1:29:29] connected to the [1:29:31] voters let them be the final [1:29:36] charge but the public hearing is on what [1:29:38] we present correct so I'm saying to you [1:29:42] I'm not agreeing with that to present [1:29:43] that that's what I'm saying to you AG to [1:29:46] present that I understand but you're [1:29:47] saying just put it out there because [1:29:48] it's a public hearing and I'm saying the [1:29:50] public hearing says public this is respect to everyone that's [1:30:32] giving input here but um I think [1:30:37] that we [1:30:39] have we have folks that are going to [1:30:42] present to us a budget I mean I guess I [1:30:46] don't feel like we should be just [1:30:48] looking at the current budget I mean [1:30:50] they are going to look at the current [1:30:51] budget I guess where here [1:30:54] the the staff and the mayor will be [1:30:56] using the budget for 2024 right which I [1:31:00] think is what you're suggesting would be [1:31:02] what we would revert back to if it could [1:31:04] come to agreement but they will be [1:31:06] looking at inre right no I get that but [1:31:09] I I guess I would say that it's my guess [1:31:13] um that the mayor and the department [1:31:15] heads will be using that and will be [1:31:18] making the appropriate cost of building [1:31:19] adjustments and the adjustments for the [1:31:21] raises and Etc on the 2024 budget to [1:31:26] begin with I mean I think that's what [1:31:28] that would be part of platform that they [1:31:30] would that they would have to [1:31:32] also start from when they are uh looking [1:31:35] at the 2025 budget so you know I think [1:31:38] that's just part of the process of [1:31:40] planning a budget um that they would [1:31:43] themselves be doing that and it would be [1:31:45] part of the 2025 budget as presented by [1:31:48] the [1:31:49] mayor just [1:31:54] I was going to say yes I am some of that [1:31:56] and yes so yes and so yes I'm sure that [1:31:59] that's part of the calculations that would be made [1:32:03] however if for referencing um last year [1:32:06] it wasn't just part of those [1:32:08] calculations that were being made that [1:32:10] was some of the points again it was it [1:32:12] was aror money um and there so there [1:32:14] were some unique circumstances which I [1:32:16] think in unique circumstances you can [1:32:18] find yourself in new situation I don't [1:32:20] know what the future holds but had there [1:32:22] been something in the charter that we [1:32:24] could refer back to it would have [1:32:26] increased our likelihood to not going [1:32:28] through as much as what we can through [1:32:30] in order to get what we have to get so [1:32:33] my thing is yes I believe again that [1:32:34] there needs to be something and to the [1:32:36] mayor's point we did commit to put [1:32:38] something um uh on the ballot for voters [1:32:41] to vote on and my point is that I agree [1:32:45] with that I just don't I I don't agree [1:32:47] with that one piece of it and I think [1:32:49] that that really limits checks and [1:32:50] balances and our our our our respons [1:32:53] responsibility and Our obligation to um [1:32:56] put forth a balanced agreed upon budget [1:32:59] I Feel Like We can't agree upon what's [1:33:02] presented in front of us to say well if [1:33:03] you can't agree upon it make agreement [1:33:06] by this thing we're just going to go [1:33:07] with that anyway I just to me I don't [1:33:10] see the logic that that really limits [1:33:12] our our our ability to fill our schope [1:33:14] to [1:33:18] work I mean we can all not have this [1:33:21] conversation if we if we as a counil [1:33:23] decide to work together we need to [1:33:25] compromise we cannot come to the [1:33:27] discussion during the budget and we come [1:33:30] there we open our books and we're not [1:33:32] making any good faith suggestion good [1:33:36] faith um effort to help us to arrive at [1:33:38] a buet that is workable to the city to [1:33:42] the staff to the taxpayer we need to [1:33:45] change our approach when we discussing [1:33:47] have an open mind all this discussion [1:33:50] will be useless we're talking about if [1:33:52] we can put a good fate effort to [1:33:55] negotiate and to compromise and to look [1:33:58] out for everyone this this is like this [1:34:01] is useless yeah we should have a budget [1:34:04] we need to compromise we need to open we [1:34:07] need to open communication at the end [1:34:09] for counil member along with the mayor [1:34:11] was able to compromise and able to have [1:34:13] a budget at the [1:34:15] end and we were able to achieve that [1:34:18] four council member along the mayor so [1:34:20] we should give the four council member [1:34:22] the mayor credit at that point in time [1:34:23] and we were able to achieve that all of [1:34:25] us need to work collectively come to the [1:34:27] table with an open mind don't open your [1:34:29] book and you have no questions you're [1:34:31] not seeking no answer to the budget it [1:34:34] shows that we lack our our ability to go [1:34:37] through the budget and to come up with [1:34:39] questions and to seek answers and to [1:34:42] make meaningful recommendation as to how [1:34:45] we move forward not because we have a [1:34:48] budget that present to us it's a budget [1:34:51] it's everybody is going to ask for from [1:34:53] A to Z we as a council need to say no [1:34:56] we're not going to give you from A to Z [1:34:58] we're going to give you as much as we [1:35:00] can and at the same time we have to look [1:35:02] up for taxpayers so I think yes I agree [1:35:05] with everything that you said Mr W I [1:35:07] think that you know my conversations [1:35:10] with the mayor um towards the late hours [1:35:14] of of the budget process um with support [1:35:17] of council members they were fruitful [1:35:18] conversations and again I I appreciate [1:35:21] and appla the Mak discussions that he [1:35:23] did as I do um same to my colleagues um [1:35:27] as you all did and we got it done so but [1:35:30] again this [1:35:31] isn't uh legislation just based in that [1:35:34] one [1:35:35] scenario and you know I agree with the [1:35:38] compromise piece because you know what [1:35:41] I'm not saying is Well if we can't come [1:35:44] up with a budget at this date then it [1:35:47] refer then then the budget refers to a [1:35:49] budget the proposed budget of the [1:35:51] majority of the city council I'm not [1:35:53] saying that right because to me I think [1:35:55] that that would be completely uh [1:35:57] undermining the mayor's office uh [1:36:00] ability to negotiate and act in good [1:36:03] place so I'm saying that wouldn't be [1:36:05] good for for the council to be able to [1:36:08] say oh times out you just go now you [1:36:11] just got a Mr Mayor tough luck you just [1:36:12] have to go with what we're saying and it [1:36:14] wouldn't be good for the mayor's office [1:36:17] to say that to us either I don't think [1:36:19] that there's going to be a problem [1:36:21] moving forward I agree that the mayor um [1:36:23] he demonstrated his willingness to work [1:36:24] with us as a council and make [1:36:26] concessions I appreciate that but again [1:36:27] it's not just about the mayor that's [1:36:29] sitting in front of you right now or [1:36:31] whether there about their council [1:36:32] members sit this legislation has to be [1:36:35] about maintaining certain checks and [1:36:37] balances so I don't think that the [1:36:38] council should be able to make that [1:36:39] decision by default in just Round the [1:36:41] Clock and I don't think that that's [1:36:42] something that's Happ from the [1:36:45] me thank you Mr chairman just to follow [1:36:47] on some of your earlier comments looking [1:36:49] at these Charters from the other [1:36:52] surrounding cities they may have [1:36:53] different time frames as far as their [1:36:56] fiscal years are based Amsterdam's in [1:36:59] the middle of the Year others are you [1:37:01] know out in December but what the [1:37:04] commonality is is is going full [1:37:08] conversations here is it's a recognition [1:37:11] that it's not just the people in the [1:37:12] room at that particular time that [1:37:16] it's so whether it be Amsterdam or ALB [1:37:19] or Troy they all put this a similar [1:37:22] system in in the the case where the [1:37:26] mayor and the council could not come to [1:37:28] an agreement that both sides would then [1:37:31] have their full input into the [1:37:34] process if the council doesn't anything [1:37:37] then they they've defaulted their [1:37:39] position and then the mayor's position [1:37:42] is adopted if the mayor doesn't open [1:37:44] anything with the council's amended [1:37:45] budget then that he he has [1:37:50] uh vacated his his position as far [1:37:55] as he's waved his position he's waved [1:37:59] his position but the council if he does [1:38:02] do something the council can override [1:38:05] that and the council's [1:38:08] veto if it's [1:38:10] overridden be the council's budget so [1:38:13] it's going the back and forth each side [1:38:16] having their opportunity to have some [1:38:19] say in the [1:38:20] budget and each side Rec each every side [1:38:24] having that Authority that they [1:38:25] inherently have the override The [1:38:29] veto and but and whether you know [1:38:31] whether the council not doing their position uh doing anything by the [1:38:35] deadline or the mayor not doing anything [1:38:37] by the mayor's deadline um the budget [1:38:41] will be as amended by the council or not [1:38:45] acted by the council okay as the case [1:38:47] may be will become it become the the [1:38:51] budget I think each one of those looking [1:38:54] at each one of those some cities went [1:38:56] into a deeper dive in detail like the [1:38:58] city of troit um others more streamline [1:39:03] like Amsterdam and alies in the middle [1:39:07] but it recognizes that it's not just [1:39:10] people this is prospectively right this [1:39:12] is prospectively with a recognition each [1:39:16] sides part of the [1:39:19] process that's that's just fine [1:39:26] just one historical note there was one [1:39:27] budget that I chaired the finance [1:39:29] committee [1:39:31] that Council made changes to the mayor [1:39:34] didn't like the mayor vetoed it and the [1:39:37] council overrode it 70 adap to the [1:39:39] budget Mr was one of [1:39:48] s so [1:39:53] um what I suggest you know maybe call [1:39:57] for the public hearing because we're losing a week home for the public [1:40:00] hearing you're going to be back here in [1:40:02] a couple of weeks we on the 5th of [1:40:04] August for another committee meeting if [1:40:07] you want to mark up what's before you at [1:40:09] that time then we can work on that and [1:40:12] then upload it in time for the public [1:40:14] hearing and then you also have that [1:40:16] other committee C before [1:40:20] 26 at this point just for the limited [1:40:23] Purp purpose is getting a public hearing [1:40:24] the public hearing will be saying for a [1:40:26] chart adding Charter language regarding [1:40:30] the deadline of the budget and then we [1:40:32] can we can put in what materials can be [1:40:35] available if if that's what you want to [1:40:38] do and then we could put in yes what I'm [1:40:41] saying is if if you want to put [1:40:43] additional language in for the public [1:40:45] prior to the public hearing you have [1:40:47] that [1:40:49] opportunity if you want to amend if you [1:40:51] want to amend otherwise we'll just go [1:40:53] with what has been presented for [1:40:56] you but it doesn't bind anybody one way [1:40:58] or the other just calling for the public [1:41:00] hearing at this point and if you all [1:41:03] want to Market Market up the proposed [1:41:07] hearing for you which is the [1:42:42] pass [1:42:44] legislation because this is not an [1:42:46] acting ordinance this it's a broader [1:42:48] idea it's it's it's a [1:42:50] broader there's broader parameters I [1:42:53] believe that you can work with here [1:42:55] because this is an optional public [1:42:57] hearing as opposed to the mayor's [1:42:59] mandatory public [1:43:01] [Music] [1:43:23] so what I am suggesting is to get that [1:43:25] input we just broaden the [1:43:31] scope and we have the chance on August [1:43:34] 5th right yes right to do so [1:43:42] right I'm not on [1:44:35] conflicted going to the voters no no I'm [1:44:38] not saying no it's not going to be [1:44:39] conflicted what I'm saying is whatever [1:44:43] if there's a council proposal that that [1:44:45] doesn't go with you the proposed that's [1:44:48] before us then ultimately there's only [1:44:51] one item that will go and be voted voted [1:44:53] on the 26 there's only one piece of [1:44:55] legislation that will go before the [1:44:58] Council on the 26 it's whatever you will [1:45:01] agree to to vote on can't have two [1:45:04] different [1:45:06] ones it's [1:45:09] just having information at the public [1:45:11] hearing you have another you have another uh committee [1:45:16] cycle after the public hearing and at [1:45:18] that point you make the final decision put it [1:46:07] out there for public hearing or not and [1:46:09] who's going to write the new um you know [1:46:13] request that goes out along with the [1:46:15] mayor that's going to go to Corporation [1:46:18] councel so my response to your statement [1:46:21] will be that what is happen happing is [1:46:23] us doing our due diligence and making [1:46:25] sure and I speak to myself is that I [1:46:28] want to make sure that I use the [1:46:30] resource that Corporation counsel to [1:46:31] make sure that I have a clear [1:46:33] understanding so I'm making inform [1:46:34] decision I'm not interested in beinga [1:46:37] around the bush but I want to make sure [1:46:38] any bring something forth to the public [1:46:39] has come from an informed space and I [1:46:41] think that's what the dialogue has [1:46:43] happened here and that's why now I'm in [1:46:45] support um of going move for for a [1:46:48] public hear based on the information [1:46:50] that that we receive from Corporation [1:46:52] Council because that informtion was just [1:46:54] presented to us at this point in [1:46:55] conversation didn't happen so that's the [1:46:57] point that that's where our respons but [1:46:59] where that other piece of legislation [1:47:03] come the other option to the mayor's [1:47:08] proposal that could come in your next [1:47:10] committee meeting I'm sorry you can [1:47:12] develop that prior committee meeting but [1:47:14] that would come from the [1:47:18] [Music] [1:47:19] councilor put some simple numbers to it [1:47:23] The Proposal that been put forth by the [1:47:25] council president can't come to an [1:47:28] agreement that it would revert to the [1:47:30] prior budget that everybody in theory [1:47:32] has agreed to might have multiple years [1:47:35] of contact this year if you [1:47:38] take the 2024 operating budget take it [1:47:42] into 25 using that [1:47:45] scenario you would then go with a [1:47:47] minimum of 20% tax [1:47:50] increase because there's a whole there [1:47:53] because of the arip and you know each [1:47:55] budget year there's a lot of [1:47:57] similarities a lot of uh assumptions [1:47:59] that we make going forward but there are [1:48:02] widely variant factors that come into [1:48:04] play and you have to rely on the staff [1:48:08] we given the opportunity to serve [1:48:10] leadership roles in the community and [1:48:12] the public trusts us to do the right [1:48:14] thing right you can't do some of these [1:48:16] things that are arbitrary and without [1:48:19] really thought out what the process and [1:48:21] the impact is [1:48:24] so again some of those things are wiely [1:48:27] the truth I'm sorry [1:48:30] Mr no absolutely no I'll put my hand up [1:48:34] like this thank you [1:48:36] so I just want to make sure I'm not [1:48:38] overlooking your future Mone share so to [1:48:41] the mayor point if we were to do that [1:48:42] with um well number one I think we to [1:48:44] start with fact understanding that this [1:48:46] legislation won't impact this budget [1:48:48] year so any numbers that are kind of [1:48:50] drawn based on this budget year really [1:48:53] would be relevant because no matter [1:48:55] which way this happens it's not going to [1:48:56] impact our upcoming budget here again so [1:48:59] we be looking forward but I do [1:49:00] appreciate you know that the opinion of [1:49:04] like how things can be Wily vared so I [1:49:06] guess my again the question would be [1:49:10] um what other uh what we should start [1:49:13] thinking about what are the other main [1:49:15] pieces of the formula that we might want [1:49:17] to consider putting in to say it can [1:49:21] look like this based on um just the [1:49:23] points that you [1:49:28] raing like like as I said before we were [1:49:30] using examples from other municipalities [1:49:32] and I was kind of surprised to read that [1:49:35] those municipalities have a much longer [1:49:36] time frame to deliberate over the budet [1:49:38] two months as opposed to one so I think [1:49:40] that's a consideration get more time for [1:49:42] conversation I heard the meeting every [1:49:44] night that's probably not conceivable [1:49:46] for everyone to just meet every single [1:49:48] night based on our other [1:49:50] responsibilities um but given a longer [1:49:52] time frame [1:49:53] um that's fine and the mayor stated that [1:49:55] you know that would be that just you [1:49:56] know be flawed uh to go back to the [1:49:59] other budget but in case I hadn't stated [1:50:02] it if we would consider like if there's [1:50:03] salary increases and those basic [1:50:05] increases then we could just we could [1:50:07] have those those things happen we could [1:50:09] write that into it um but I have to you [1:50:11] know how many times I can say I just [1:50:14] don't believe that just refering just [1:50:18] reverting back to the because we can't [1:50:20] agree to a budget reverting back to the [1:50:21] Amer budget I don't think that that is [1:50:25] the best way to move forward in terms of [1:50:27] a council working together to come up [1:50:29] with a a budget and there just if it's [1:50:32] not if the mayor is saying that you [1:50:34] cannot um take away his veto power then there has and and I'm saying that I [1:50:39] don't feel like 100% of like if the [1:50:42] clock runs down becomes budget then [1:50:45] somewhere in the middle then we should [1:50:47] be able to come to a place that we can [1:50:48] come to an agreement where this is what [1:50:50] it is it's not all of this it's not all [1:50:52] that and once again it sort of brings us [1:50:54] back to the whole deliberation around [1:50:56] like like when we deliberating on the [1:50:57] budget everybody can't have everything [1:50:59] they're asking for but where can we come [1:51:01] to a happy medium that says okay we're [1:51:04] both satisfied with this and this is how [1:51:06] we can move forward and I think that's [1:51:07] where we need to get regarding this [1:51:09] piece of legislation that we move [1:51:11] forward with to present to the [1:51:15] voters president again the opposite of [1:51:18] what's being presented would be a SLE if [1:51:21] we can't get into that point of [1:51:22] agreement and whatever the city council [1:51:26] says and I think that what we like to I [1:51:29] think that there's another formula here [1:51:31] and I I definitely as a chair this [1:51:34] community I can definitely present some [1:51:36] thoughts I welcome on my colle input on [1:51:39] there um and I will definitely present [1:51:41] some thoughts and I think that we can [1:51:43] come to a more reasonable compromise I [1:51:46] believe maybe not being overly [1:51:47] optimistic I've seen it happen before [1:51:49] and with the mayor's office being [1:51:51] talking something sessions as council [1:51:53] members and we got it there I think we [1:51:55] can do it [1:51:56] again Mr P so if um that happened at our [1:52:01] August 5th meeting are we still able to [1:52:03] just move forward right now with calling [1:52:04] for a public hearing on the 12th and [1:52:06] then on the 5th we would know what we [1:52:09] would be talking about public hearing [1:52:10] correct I this is just you know as a [1:52:14] marker you're putting that public [1:52:15] hearing down otherwise we would have [1:52:18] to the public [1:52:22] this budget you'll miss this vote this [1:52:29] election ballot we missed the ballot [1:52:32] this year oh so we'd push it it would be [1:52:36] then you'd have to talk about this next [1:52:37] year for the [1:52:40] 20126 um it would affect the 2026 budget [1:52:43] no yes yes okay um but right now that [1:52:48] committee which I'm not on needs to [1:52:51] decide whether we going to have a public [1:52:53] hearing on the 12th we still have the [1:52:56] fifth to be able to look at other [1:53:02] Alternatives so when we [1:53:04] start we started this conversation Mr M [1:53:07] was talking about [1:53:09] entire um Charter Amendment and so I'm [1:53:13] guessing I'm asking where you are with [1:53:17] that in Char of the Char Commission in [1:53:21] charge of this or trying to open it's a long appro but I I I think it's it's du and I think uh we should U [1:53:32] set up a a charter revise commission to [1:53:36] look at the charter to come up a [1:53:39] recommendation that is my [1:53:41] suggestion I'm going to stick to that [1:53:44] okay so so you want to support um the [1:53:46] public hearing on this one agenda I [1:53:54] let me ask you this then um are you [1:53:56] supporting what the mayor's putting [1:53:58] forward period like even if we're [1:54:00] looking at revising the entire [1:54:03] thing or or do you agree with this [1:54:06] concept that that the the um if we don't [1:54:09] pass a budget that it reverts to the [1:54:11] budget that's been put [1:54:14] forth all I have got come to that [1:54:17] conclusion I am I think that I think I'm [1:54:21] pass my opinion just like everybody else [1:54:24] that we should uh consider this the Char [1:54:28] rision commission to look at that and to [1:54:30] look at that component to in the budget [1:54:33] do we go with the refer back to the [1:54:35] previous year or do we go with the May's [1:54:37] proposed budget and that will depend on [1:54:40] the commission recommendation to us at [1:54:42] that [1:54:46] time I have to say answer it's up to you [1:54:50] so my my one area of concern is that [1:54:52] fact that we didn't make a commitment [1:54:54] that we would take a look at [1:54:56] this and that you know that we would [1:54:59] want to do that [1:55:02] no so that that's my concern okay so if [1:55:06] I were so if we were to look at this [1:55:08] guys moving forward with this public [1:55:10] hearing as well as um taking the [1:55:13] necessary steps to form uh the [1:55:15] commission the charter commission would [1:55:17] that be agreeable to you at this point [1:55:18] to where we can say well you know we can [1:55:22] call called public hearing based on the [1:55:24] information that's been provided by [1:55:25] Corporation Council not not just [1:55:28] necessarily on to been proposed and then [1:55:31] for the commission that would be a [1:55:34] [Applause] [1:55:37] position I'm not sure that Charter [1:55:39] commission may be the way that you [1:55:40] necessarily want to go because the [1:55:42] charter commission um the mayor appoints [1:55:46] the entire Charter commission so we we [1:55:49] have no input in there's other ways to [1:55:50] approach this so with the with the [1:55:52] commission we have no we have no [1:55:56] set again I'm sorry I have to say I [1:56:00] think we have to start getting to a [1:56:01] point where we respect each other where [1:56:04] we try to have some level of trust where [1:56:06] we try to better our [1:56:08] communication um both among ourselves [1:56:10] and also with the mayor so I think that [1:56:14] hopefully first of all I also think it's [1:56:16] two separate things you got to decide [1:56:18] your your committee has to decide [1:56:20] whether we're going to do this public he [1:56:22] 12 for this one piece and whether we [1:56:26] would like the mayor to appoint a [1:56:28] commission that would look at the [1:56:30] overall um Charter which is going to be [1:56:33] a longer process trust me that's any of [1:56:35] us that have ever done anything like [1:56:37] this right so so that's that's the thing [1:56:40] but I think underlying all of this is [1:56:43] this idea that of of trust that we need [1:56:46] to continue working on so I I mean I [1:56:49] think having public hearing [1:56:53] um is I think we all would like to get [1:56:55] the uh community's input on on this one [1:56:59] way or the other but again it's just if [1:57:01] you're not going to do it then it's just [1:57:03] going to push forward one more year um [1:57:05] so you know that's that's the simple [1:57:07] thing that this subcommittee has to um [1:57:11] talk about right now and make a [1:57:15] decision I'm pretty clear as to what what decisions we're making so um [1:57:20] again I think they're using words like [1:57:23] um trust and respect and I think that [1:57:26] that's far I can speak myself personally [1:57:27] I haven't demonstrated any uh lack of [1:57:31] trust in an individual I speaking more [1:57:32] to the process and I certainly have Dem [1:57:35] disrespect so it's just really been so [1:57:38] those things are said I I agree with I'm [1:57:40] not I'm not saying that anyone just just [1:57:42] for Clear St right right just for for [1:57:44] clearity we want to make sure that that [1:57:46] that's not um the spirit in which I'm [1:57:48] operating from and I haven't seen that [1:57:49] at the table this far I think that's [1:57:51] just something that should do [1:57:52] Mr M know I'm saying um all this we're [1:57:55] having here can go away if we come to [1:57:57] the table we can discuss [1:58:00] open-mindedly and we can have a budget [1:58:03] we don't need all this we can have a [1:58:04] budget if we come to the table ready to [1:58:06] work we can deliver a budget we all need [1:58:09] to compromise please there's no need for [1:58:12] this let us go into this serious budget [1:58:16] we have a different Council last year [1:58:18] unfortunately there were a lot of turmo [1:58:20] within ourselves [1:58:22] this year we are working better M thanks [1:58:25] to all of us are working together and [1:58:27] we're respecting each other and that is [1:58:29] a big big plus for us at this Council [1:58:31] here we're in 7 months and look at the [1:58:34] change that we made from last year to [1:58:36] now so I think that we just need to [1:58:38] approach this budget open communication [1:58:41] ready to be flexible and calling from [1:58:45] the president mayor council let's have [1:58:49] open dialog going into this budget and [1:58:51] we don't need this [1:58:52] we're going to have a budget that is [1:58:54] workable for [1:58:56] everyone and we can make that [1:58:59] happen point and whether we pass this time or not it's not going to be [1:59:03] this year's budget what you're saying is [1:59:04] what we have to do um because whe whe we [1:59:07] do this isue or not we we can set an [1:59:10] example this year to say what happened [1:59:12] last year we all can make a commitment [1:59:14] and say let's not let's not make that [1:59:16] happen again but we need in order to do [1:59:20] that we need everyone to come to the [1:59:22] table to ready to discuss with an open [1:59:25] mind and ready to be flexible and ready [1:59:27] to compromise and move forward that's [1:59:29] the only way we can achieve I agree I [1:59:31] think we demonstrate things for the [1:59:33] people in this demonstrate the capacity [1:59:34] to do that thus far and I have faith in [1:59:36] our full faith in our ability to do that [1:59:38] moving forward um I would just add that [1:59:40] again this is uh this particular uh [1:59:43] piece of legislation isn't necessar [1:59:44] about what we do this year or the [1:59:47] following year but again it's speak [1:59:48] supported to the qu checks and balances [1:59:50] of how how we operate at the city [1:59:52] government I gu next year though it [1:59:54] would be it would be for 2025 right I'm [1:59:56] saying but it wouldn't [1:59:58] speak the the way I'm making my decision [2:00:01] I'm part based on just what happened [2:00:04] last year because we don't know what the [2:00:06] future has more about checks and [2:00:09] balances and that's where I'm trying to [2:00:11] I'm trying toist checks and balances no [2:00:14] matter who and that's so I think at this [2:00:16] point you [2:00:19] know so actually this this question is [2:00:21] for the May so mayor are you open to [2:00:23] anything other than what you've [2:00:25] [Music] [2:00:27] proposed of course I'm open to stuff but [2:00:30] we made the commitment there was no [2:00:32] action by the city [2:00:34] council the timeline was running so I [2:00:37] put forth a proposal which I think [2:00:39] addresses the needs to the community as [2:00:42] a whole in the budget process and you [2:00:45] are locking into it because I think in [2:00:48] sole remnants of the Democratic primary [2:00:50] for mayor last year where you don't want [2:00:52] the mayor which happens to be me to have [2:00:55] some say in it that you perceive to be [2:00:58] more [2:01:00] uh influential and it should be well let [2:01:03] me just um correct you there first and [2:01:05] foremost I've never brought the primary [2:01:07] however you have and you and your team [2:01:10] said some very ugly things and including [2:01:12] things and talked about myce mother but [2:01:14] I'm not holding that against you I think [2:01:16] I put that behind me in addition to that [2:01:18] mayor since we really want to talk about [2:01:19] this when I first became council [2:01:21] president I made it a point of every [2:01:23] single week almost coming to your office [2:01:25] to say let's have a conversation that [2:01:27] did not that was not reciprocal I was [2:01:29] consistently you rarely reach out to me [2:01:31] unless you had um won a piece of [2:01:33] legislation so um I'm not that person [2:01:36] things happen this is politics so I [2:01:38] don't have anything against you [2:01:39] personally I ran against you that [2:01:42] happens people have run against me [2:01:44] you've recruited people to run against [2:01:45] me all of those things are happening yet [2:01:47] I'm still here and I'm not holding that [2:01:49] against you so it's it's not about the [2:01:51] Democratic and I'm sorry that you even [2:01:53] brought that up because that was never [2:01:54] in my mind but clearly it's it's in [2:01:56] yours and so in in terms of the council [2:02:00] members I've reached out to council [2:02:01] members and we've had meetings and we've [2:02:03] had trainings together so me working [2:02:06] hard to make sure this Council worked [2:02:07] together is something once now that it's [2:02:10] a new and different Council because [2:02:11] let's just be honest there was a lot of [2:02:14] contention with a former council member [2:02:16] so it's not about fact there's remnants [2:02:18] of a primary it's not about that but it [2:02:20] is about that the council has a [2:02:23] responsibility is the budget and for me [2:02:26] to say that we automatically just revert [2:02:28] back to to to the budget that's [2:02:30] presented by the mayor does not mean [2:02:32] that the council has has had their done [2:02:35] what they should do in responsibility so [2:02:37] when when I talk about this it's not [2:02:39] about Gary mcth I'll go back to I [2:02:41] believe it's just ineffective leadership [2:02:44] that for 50 years we've been able to [2:02:46] work out a budget last year we did me [2:02:50] and you can't even move forward what is [2:02:52] simple legislation now that's fairly [2:02:54] simple and straightforward to clear up [2:02:57] some ambiguity that exists within the [2:02:59] chart I guess I would I would just offer [2:03:02] that to disagree isn't a isn't a [2:03:04] demonstration of incompetence leadership [2:03:07] Mr respect I think that my conversations [2:03:10] that I have with you again I will [2:03:13] highlight the fact that you were able to [2:03:14] make some concessions to move forward [2:03:16] which you thought was in the best [2:03:17] interest of the city and I think that [2:03:19] President Porterfield um as from that [2:03:22] same place I'm sure that there are some [2:03:24] things that um have happened that have [2:03:26] uh less left of bad taste in people's [2:03:28] mouths but I don't think that that is [2:03:30] going to um compromise our ability to do [2:03:32] our job here um and again my my um [2:03:37] disagreement is really more along the [2:03:39] lines of the checks and balances of how [2:03:41] we operate has zero to do um with uh any [2:03:46] other underlying things and like I said [2:03:48] in fact in this conversation we [2:03:49] highlighted multiple times I up through [2:03:52] conversations between we were able to um both make some concessions and get [2:03:56] things moving forward so that's the case [2:03:57] that we're operating is is there a p [2:04:01] proposal well the mayor The Proposal I [2:04:04] had that what my proposal was that if we [2:04:06] pass the budget then the mayor could not [2:04:07] beo our budget the mayor's saying that [2:04:10] that's not um [2:04:12] acceptable uh so for [2:04:15] me so at this point I we'll just get [2:04:17] down to this [2:04:19] is around are we accept the motion um [2:04:24] around calling for a public hearing [2:04:30] um public hearing um understanding that [2:04:33] I will be and as the chair this [2:04:36] committee I will be presenting on some [2:04:39] um May some alternative language for [2:04:41] consideration of the council um and so I [2:04:44] at our [2:10:12] main fire station number one on beer [2:10:14] Avenue as uh you will see we have two [2:10:17] bids of a possible three um there is no [2:10:20] Plumbing work in this contract the [2:10:21] majority of it is mechanical um the [2:10:24] general contractor there was no bids [2:10:26] we're attributing that to the title of [2:10:29] the bid when it was on bidet saying fire [2:10:31] station HVAC and Generator so we put it [2:10:34] out and uh made sure to call a lot of [2:10:36] general contractors that we work with to [2:10:38] make sure that they're aware that there [2:10:39] is a general portion of it uh if you [2:10:42] look at the bids these were some of the [2:10:44] closest bids that we've ever received [2:10:46] with regards to first to second the bids [2:10:48] were extremely close um the low bidder [2:10:51] is the person uh the company that is are [2:10:54] doing our on call work so they are [2:10:56] familiar with the station so that makes [2:10:58] sense that they would be a little lower [2:11:00] than some um and just so you're aware [2:11:03] that the general this is uh different [2:11:05] than normal contracts where usually [2:11:07] you'll see a general contractor be the [2:11:09] highest like with the pool 90% of the [2:11:12] work of this project is mechanical the [2:11:15] general contractor will be in charge of [2:11:17] restoring ceiling tiles possibly uh [2:11:20] repairing some walls [2:11:21] but this is a very U small General we're [2:11:24] expecting the general to come in [2:11:26] somewhere on 250 Mark compared to the [2:11:29] eer which is [2:11:30] 1.1 so um we're comfortable moving these [2:11:33] forward we have to move them forward now [2:11:35] because we don't want the bids to become Planning and Zoning um Grant application [2:14:22] so we are in the process of doing our [2:14:24] comprehensive plan this grant will [2:14:27] support phase two of that which will [2:14:29] start in the summer of 2025 phase one [2:14:31] will start um this full 2024 which is a [2:14:34] community engagement the grant is the [2:14:37] minimum application is 75,000 we plan we [2:14:41] working with our consultant we estimate [2:14:43] that phase two will be 85,000 so that is [2:14:46] what we are applying for the One [2:14:48] Financial stipulation is that we have to [2:14:50] have a 10% local
