regular City business okay all right no [8:34] it's not a [8:35] problem [8:37] [Laughter] [8:40] it's all [8:43] right okay since there's no one signed [8:47] up to speak I'll declare the public ago I have four people that [9:17] are signed up to [9:18] speak thank you good evening to the [9:20] mayor and the common [9:22] Council um I just want to take a second [9:25] to thank Mr Mutan am I saying that [9:29] correct L Mrs Carmel Patrick Dorene [9:33] Doro um Carl Williams and Maran [9:37] Porterfield all of who uh were gracious [9:41] enough to call me or my wife and take [9:43] the time to speak to us about our our [9:46] matter um with getting a ceremonial [9:50] street sign on uh the last Street of [9:53] Barrett the last block of Barrett Street [9:55] going into hon Street um we're looking [9:58] to get a cere monial street sign for [10:01] marleene Hill way so I really appreciate [10:04] the time you guys took to answer our [10:05] questions I know we were probably a pain [10:08] uh we were confusing ourselves with all [10:10] the information we were getting uh the [10:13] clerk was helpful the mayor's assistant [10:15] was helpful um and we appreciate your [10:18] time we did take the time to uh [10:24] yesterday me and my wife spent better [10:27] part of the full day uh traveling [10:30] through that neighborhood and getting [10:32] signatures we got 65 here and another 30 [10:37] that we didn't get a chance to get be [10:38] prior to this this meeting they're all [10:41] from Barrett Street Park Place hon [10:45] Street um the people at the Sawmill [10:48] Tavern were extremely helpful I'd like [10:50] to thank them take a second to thank [10:52] them L was she knew Marlene some of the [10:56] people in the neighborhood remember [10:57] Luigi's and they referred to it as being [10:59] a city [11:01] landmark and uh they also remember [11:05] Marlene and a lot of people had kind [11:07] things to say that neighborhood there's a wide variety of people ages [11:11] racist everybody was we got two NOS one [11:15] person said no because his dogs were [11:17] trying to get out of the house and [11:19] another uh person I don't think really [11:21] knew what we were trying to accomplish [11:22] but the overwhelming support we got [11:25] walking the streets of that Community we [11:27] on honestly we were yeah shocked so I I [11:31] just want to thank that neighborhood for [11:32] being so receptive uh our first [11:35] signature happened to be by Chance the [11:37] mayor's [11:38] brother um Barett Village Lane there's [11:42] about five residences there that are [11:44] currently occupied the rest I believe [11:47] are being sold but they're not currently [11:49] occupied we got two out of the five the [11:51] other three were not home the rest of [11:53] the block there's a lot of vacancies [11:55] there's some empty lots on the other [11:56] side so we did the best we could to get [11:59] signatures from everybody that's [12:01] actually living on that block I think we [12:03] did extremely well considering here on [12:05] Street same thing a lot of empty lots a [12:08] lot of vacant [12:09] apartments uh we did the best we could [12:12] there as well so we spent a lot of time [12:15] you know it was kind of like let's just [12:17] go see what we can do we started with no [12:19] signatures and by the end of the day [12:21] we're [12:22] enthusiastically uh happy with the [12:25] outcome so we put in some work yesterday [12:28] I don't think there's anybody in that [12:29] neighborhood that's going to be I highly [12:32] doubt will get any arguments on on on [12:34] our proposal I guess one of our [12:36] questions would be do we still have to [12:37] file an application because we received [12:39] some news from uh Mr Matan and uh Mrs [12:44] Porterfield prior to the meeting so do [12:48] we still have to file an application or [12:50] is it going to be put on the agenda I'm [12:52] a little confused on that so um this [12:56] it's not a it's we don't have a [12:57] conversation here so we you could put [12:59] the question before us and then we'll [13:00] get back to you with the information [13:02] okay okay okay uh I guess you know we [13:06] receed that sorry I keep dropping the [13:08] pen uh we received that information [13:10] prior to the meeting so I don't know [13:12] that there was a whole lot of reason for [13:13] us to get up here but we did want to [13:15] talk about the signatures and the [13:16] support we got in that community so [13:18] altogether if we get the other three [13:20] sheets we're almost at 100 signatures in [13:22] one day so if we press a city I'm sure [13:25] we could get 500 if need be I'm hoping [13:28] we don't don't need the 500 but if we [13:31] have to go out in the city is connec and [13:33] get 400 more we'll do that but so I [13:36] appreciate your time thank you thank you [13:39] thank [13:49] you Ed Leen [13:54] Jr good evening I've been here several [13:57] times seeking your help with corrupt [13:59] civil court judges you all swear an oath [14:02] to the Constitution I brought you [14:03] positive proof of their crimes of [14:05] obstruction of governmental [14:06] Administration and conspiracy deprived [14:09] me of my constitution rights of due [14:10] process and a fair hearing mayor has [14:13] said he has no jurisdiction over judges [14:16] really he appointed Tanica Frost to be a [14:19] judge he awarded phao his judgeship [14:21] because he tore down a building on State [14:23] Street I'm sorry The Office of [14:55] administrative hearings at New York [14:56] Department of State [14:59] valo cannot act on Frost motion there is [15:02] no Affidavit of service defendant cannot [15:05] get back in court without reason for not [15:06] appearing at first Herring where I was [15:08] awarded a default judgment valo cannot [15:11] vacate my default judgment without a [15:13] hering mayor you have kept my ethics [15:16] complaints out of the paper and had them [15:17] denied without them being heard County [15:20] attorney Gardner has kept my ethics [15:22] complaints away from County ethics board [15:24] even though he doesn't have the [15:25] authority to do so da Carney has said IO [15:29] and frost have not committed a crime as [15:31] has us attorney [15:33] Barnett you all may think [15:44] oath of office and helping me I'm going [15:47] to use these uh Council meetings as [15:49] evidence I promise if you if Trump gets [15:51] elected you will all be out of a job and [15:54] mayor instead of you being in a bar at [15:55] lunchtime you will be behind bars [15:59] you are the most corrupt mayor in the [16:01] United States of America ASK 1100 St [16:03] Clair's pensioners thank [21:08] you Frank [21:24] Wicks we can see now how much how [21:27] important why is leadership [21:29] is the day after October 7th the United [21:34] our President should have caught up the [21:37] Prime [21:38] Minister and [21:41] know convey our sorrow for the attack [21:45] and uh off tell you all to have better [21:48] security on that wall that [21:51] separates Israel from their the people [21:55] caged in on the other side also suggest [21:58] that [21:59] might stop building those provocative [22:01] settlements on the West Bank and uh also [22:06] offer to work with Israel for an [22:08] exchange of hostages for political [22:12] prisoners [22:14] uh our president was not that wise and [22:17] probably not enough people were wise [22:19] what he did was he boarded [22:22] our Air Force One went over to Israel [22:27] hugged to the Prime [22:29] Minister offered to give all the support [22:32] and weapons they need what have they [22:34] done since then they've killed about [22:38] 40,000 mostly [22:40] innocent know women and children some es [22:43] me might be under up to 200,000 if you [22:45] look under the rubble and where they [22:48] stand right now Israel is no better off [22:52] they're far worse off than it would be [22:54] otherwise and where in the last week [22:59] they assassin they basically murdered [23:02] you know Palestinian leaders in Iran and [23:06] in [23:07] Lebanon and uh to provoke a to to [23:12] provoke a war with [23:14] Iran uh the way it stands right now is [23:19] uh the world believes that uh Iran's [23:22] ready to attack uh they they may be wise [23:25] enough not to and uh Iran does not want [23:29] a war Lebanon does not want want a war [23:32] United States does not want want a war [23:35] Israel wants a war Israel wants a war so [23:38] the Prime Minister ST power because the [23:41] only way Israel can exist is continue [23:43] War so long as the war continues they'll [23:46] continue to get support from the United [23:48] States once that stops uh Israel is [23:51] going to have to you know basically make [23:54] peace with the [23:55] neighbors uh thank you [23:59] thank [24:00] you I have no one else signed up to [24:03] speak so I declare the public comment on [24:04] City business [24:06] closed uh we did Overlook Communications [24:08] and petitions so I'd ask the clerk to [24:10] give us any Communications and petitions [24:11] at this time Communications presented to [24:15] the city council for Monday August 12th [24:16] 2024 under official there were none [24:19] under General there were none and under [24:20] petitions there were none thank you [24:23] miscellaneous business of the [24:25] council Miss Patrick [24:31] thank [24:32] you I'd like to uh acknowledge and thank [24:35] Reverend kikki um the the new food [24:38] pantry that I've mentioned here uh in [24:41] previous weeks is actually housed at [24:43] Holy Name of Jesus and I appreciate uh [24:45] you and your uh parishioners allowing [24:48] the food pantry to come in and and use [24:50] the space at Holy Name of Jesus so thank [24:53] you for that um so music Haven had its [24:56] summer social yesterday um our city [24:59] engineer Chris Wallen was honored this [25:01] year as the music Haven Maven uh which [25:04] is our annual uh our annual award um for [25:08] all the work that he has done not only [25:10] at music Haven not only at Central Park [25:12] but uh throughout the city park so uh we [25:15] had a very nice crowd largest crowd that [25:17] we've had there are still uh three [25:20] concerts left uh at music Haven and if [25:23] you haven't ever been to a music Haven [25:26] concert I really encourage you they free [25:28] really fantastic uh music this week on [25:32] Friday there's a Blues Barbecue with the [25:34] blood brothers that's Friday August 16th [25:37] uh on Sunday night uh it's band Magda [25:41] this year uh which is a Greek uh group [25:45] coming in came in from Greece uh Sunday [25:47] August 18th and then the last um season [25:51] the last event at music Haven is going [25:53] to be our own SKC mopco improv show so [25:57] that will be on Saturday August 24th [26:00] there are however three films we started [26:02] a film series a couple years ago um so [26:05] there's a Bollywood night on Friday [26:07] August 23rd there's Reggae on Friday [26:10] August 30th um and then paint the park [26:14] pink on Friday September 6th it's just a [26:16] coincidence that I'm wearing a pink [26:18] Blazer but uh that is going to be a [26:20] showing of the Barbie movie so I think [26:22] that'll be a lot of fun as well um and [26:25] then I wanted to also mention that the [26:27] health and Recreation committee is still [26:29] working on making [26:30] recommendations um for fees and rules um [26:34] for the pools and that will not take uh [26:38] none of that will be in effect until [26:39] summer of 2025 but I just wanted to let [26:41] folks know that uh that's still an [26:43] ongoing discussion thank [26:46] you thank you Mr [26:49] Toro thank you [26:52] so I just like to um I chair the public [26:56] Serv services and util ilities committee [26:59] so I just want to give a brief overall [27:01] of you know uh the water and sore here [27:04] in the city um I'd like to do that every [27:06] so often just to keep uh the residents [27:09] and uh everyone informed of what [27:10] happened so just some facts about what [27:13] we [27:16] doou okay um so the the the Department [27:20] of Water and sore oversees all aspects [27:23] of the city's Water and Sewer [27:26] infrastructure including the operation [27:28] of the city's Water Resource and [27:30] recovery facility also known as [27:34] wrrf they oversee seven sewage pumping [27:38] stations and the operations of the [27:40] city's water supply and pumping system [27:43] from 12 water wells located on Rice [27:47] Road the city's sword division consists [27:50] of [27:51] 43 full-time employees and is [27:54] responsible for maintaining over 320 [27:57] miles of sanitary and storm sores [28:00] throughout our city including manholes [28:03] and catch [28:05] basins sewer wrrf Personnel are also [28:09] responsible for the [28:11] 247 operations of the city's [28:15] wrrf as a result this is very [28:18] interesting of the August 9th 2024 rain [28:22] event the city's [28:24] wrrf recorded flows through the plant at [28:28] 52 million [28:31] gallons which was a record for the [28:34] plant in 2024 the city was awarded over [28:37] $26 million in Grants for major Capital [28:41] Improvement projects the Washington [28:44] Avenue storm water pump station and the [28:47] wrrf project since the start of the 2024 [28:52] s department has made again some [28:54] interesting facts over 20 sewer [28:58] repairs over 50 catch Basin repairs and [29:03] again with our aging infrastructure here [29:05] in the here in the city it's um [29:07] important that we have the personnel and to to handle all these things [29:12] they've responded to over 300 emergency [29:15] SE calls cleaned over two 200 catch [29:19] basins and performed [29:22] $2,000 plus of $20,000 plus feet of [29:26] closed circuit TV and inspections [29:28] through pipes and they've provided [29:31] numerous water utility [29:34] locations our City's water department [29:36] which we all know we're we're famous for [29:38] our water drinking water here in the [29:40] city um the city's Water Division [29:42] consists of 19 fulltime employees and [29:45] it's responsible for pumping water [29:48] reservoir distribution meter readings [29:51] and plumbing inspections of the city's [29:53] drinking water system Water Division [29:56] staff is responsible for Main [29:58] maintaining over 180 miles of [30:01] distribution throughout Mains throughout [30:03] the city and approximately 2500 fire [30:07] hydrants and over 1,000 10,000 line [30:10] valves [30:12] 2500 fire fire [30:15] hydrants in [30:17] 2024 the city completed the drilling of [30:20] three new water wells at the Rice Road [30:23] well Fields capable of providing over [30:27] 9,000 gallons per minute to the system [30:31] also in 2024 the drinking water fluoride [30:34] system upgrade was completed um talking [30:38] to some some of my uh daughter's friends [30:41] had stopped over last night on the front [30:43] porch and uh I said something about a [30:46] Tootsie Roll pulling out cavities and [30:48] they're like well we never had cavities [30:50] so my daughter's growing up in the city [30:52] had never had cavities so we have a [30:54] great fluoride [30:56] system um since this started 2024 the [30:59] water department has correlated and or [31:02] addressed 20 water main brakes which [31:04] I'll get to one that happened uh today [31:07] in a moment and replaced over 20 fire [31:12] hydrants and I also like to mention um [31:15] you know in going through the city if [31:17] you see a fire hydrant with a nub off or [31:19] some some problem um to always call the [31:22] fire department or the mayor's office so [31:24] we can have that fixed and [31:25] replaced um they replaced to repair over [31:28] 20 system line gate valves over 20 [31:32] Residential Water Service disconnects [31:34] and replace S yard hydrants perform [31:37] numerous sore Line locations and 60% of [31:41] the Citywide annual water flushing has [31:43] been completed already this [31:46] year and getting to the uh water main [31:48] break so I uh frequently drive around [31:51] the city um I really think it's my [31:53] responsibility also uh to stop and talk [31:56] to the um um workers um that are are our [32:01] crews that are out there on the street [32:03] um in all all kinds of weather whether [32:05] it's winter summer spring doesn't matter [32:08] uh fixing the uh water lines that may [32:10] have an issue um this morning I was [32:12] informed of a report of a low water [32:14] pressure by some residents in the 1600 [32:17] block of the crane Street um quick drive [32:20] over and I was alerted of a water main [32:23] break below the [32:25] overpass um on Crane Street close to the [32:27] rer Dam line our water department was [32:30] able to shut the the lines down going to [32:32] the brake however the brake is very deep [32:36] and the city crews are not able to [32:38] handle that depth in [32:40] digging uh Carver was contacted to move [32:43] forward with an assessment and repair [32:45] and I spoke with the supervisor from car [32:48] uh Carver and they will bail into the [32:50] dense foliage to make a path down the [32:53] Ravine uh in the embankment to repair [32:55] the uh water main breake [32:58] uh the railroad tracks run light right [33:00] alongside the break and Amtrak visited [33:03] the site and will most likely have an [33:05] individual there viewing as Carver digs [33:07] and repairs the main this is a major [33:10] break and fortunately there is only one [33:13] business that is currently without water [33:16] on Crane Street as of 5:00 tonight [33:19] Carver had Manpower and equipment on [33:21] site and at this time uh they're not [33:24] able to give us um an appropriate time [33:27] frame for [33:28] um but I will keep the U mayor's office [33:31] updated when I find out and I'm sure [33:33] he'll be able to put out um some [33:35] information regarding that thank [33:39] you thank you other council [33:42] members [33:45] mayor thank you Madame President uh [33:48] appreciate everyone coming out uh the [33:51] weather has shifted a little bit uh [33:53] where it's more pleasant hopefully [33:55] people will get to uh enjoy the last [33:57] days of summer enjoy the Investments [34:00] that we've made in our Park system the [34:02] venues that are in downtown and that a [34:05] lot of the good things that are not only [34:06] happening in the city of SKC but [34:08] throughout the capitol District thank [34:10] you madam president thank you uh I want [34:13] to uh thank everyone for coming out [34:15] tonight to making your concerns heard um [34:18] this is your place to do that so [34:19] appreciate you coming and we'll address [34:22] those that um we're able to address I do [34:25] also want to make a couple of uh [34:28] announcements in terms of things that [34:30] are going on through the rest of the [34:31] summer and first I'd like to [34:33] congratulate Community fathers on their [34:36] um father Festival that that they had [34:37] this this weekend it's an annual event [34:39] that they do held around city hall and [34:42] um just making awareness of the [34:43] organization and the service that they [34:45] provide to fathers probably um more than [34:48] um uh others but to fathers who are you [34:51] know the heads of families and so it's [34:53] uh it was a good event so I I just want [34:56] to congratulate them on that [34:58] wanted to remind people of a couple of [34:59] things that are happening a few things [35:01] that are happening that throughout the [35:02] summer first of all the common Unity cup [35:05] which has been ongoing for five weeks is [35:08] having their next event tomorrow it's [35:10] going to be held at Jerry Burell Park [35:13] and this sport will be volleyball [35:15] dodgeball and we're going to throw in [35:17] some tennis so it's going to be held at [35:19] Jerry Burell Park tomorrow evening I [35:21] believe starting that at that it's going [35:22] to started at 5 o'clock on [35:25] um August 17th this connected living [35:30] history 19th century [35:32] African-Americans uh event is going to [35:34] be held at the Historical Society at 32 [35:37] Washington Avenue and it starts at 300 [35:41] pm. and um on the 24th the new bethl [35:46] Community Church is having their [35:49] inaugural Community impact collaboration [35:51] in Central Park starting at 11:00 a.m. [35:55] going to 400 p.m. food trunks f food [35:57] trucks face painting vendors and [36:00] Community leadership awards will be [36:02] given out so it's uh free and open to [36:04] the public and it's given Again by new [36:06] bethl Community Church which is at 2020 [36:09] Broadway and then finally I would like [36:11] to announce uh something in um [36:13] initiative that's been put forth by [36:15] council member Carl Williams $1 haircuts [36:18] for kids going back to school uh they [36:21] have three barber shops that that's [36:23] going to be offering these haircuts and [36:26] this has been funded by the sponsors of [36:28] the SKC Foundation the SKC City School [36:32] District the SKC fire department and the [36:34] SKC Police Department so again there is [36:37] some investment on behalf of the [36:38] families they do it is a dollar but [36:40] haircuts cost a lot more than a dollar [36:42] so this is an event for people to be [36:44] able to bring their children back to [36:45] school and have them um you know looking [36:47] good to return to school so $1 haircut [36:50] starting on September 1st so it's over [36:53] three days at different shops September [36:55] 1st 2nd and 3D [36:58] and we'll I'll have Flyers at the next [37:00] meeting and uh you can also find those [37:02] flyers online at least on my Facebook [37:04] page and um on the Facebook page for [37:07] councilman Williams as [37:09] well uh that is all I have and with that [37:12] I would ask for a motion to adjourn [37:15] moved by Miss Patrick second by Mr [37:17] manini all those in favor I we are [37:20] adjourn thank [37:22] you have a good evening [37:29] is that everything [37:31] [Music]
