sent I gave you guys Aly [8:47] Troy Colony gildin Muna and Glenville uh [8:52] to look over um at our last meeting but [8:55] it was just so much information that we [8:57] decided that we were just going to have [8:58] to take it home and read a lot of it and [9:01] then get back together um [9:06] I what you have in front of you is a [9:08] draft what I did was I took the [9:10] information that Mr lefon gave us which [9:14] was on the existing signage at Central [9:17] Park uh regarding the rules uh that are [9:20] posted there there's only a few of them [9:22] posted I sent you guys those those [9:25] photos um so I those are in here but I [9:29] also then looked at the other all those [9:33] other paper those papers and just pulled [9:36] things that I thought were important um [9:38] but obviously this was just my first [9:41] stab um so that we'd have something to [9:44] discuss um so obviously I don't and and [9:47] the other thing I want to state is that [9:50] again um we made it clear that whatever [9:52] we talk about would not be going into [9:54] effect until the summer of 2025 cor [9:57] especially since this pool is was uh [9:59] about to close down for the summer in a [10:02] couple of weeks at least um the other [10:05] thing we talked about was that [10:07] everything should be uniform across all [10:09] of our city pools um so so that's that's [10:13] all I have that I'm giving to you um so [10:16] you can see that these are the hours [10:18] this is so the hours that I'm giving you [10:20] are for Central Park um the capacity is [10:23] for Central Park [10:26] um my thought is that we would not [10:29] charge city of connect residents any fee [10:32] to get into the [10:36] pool do you need do you need no I I I [10:39] thought I made copies for everybody of [10:41] just things that I oh that you had that [10:43] I have but I we can make copies if you [10:46] want well no no I can as we're talking I [10:49] can okay so do you think are we any [10:53] agreement that um residents would be [10:55] free I'm in agreement residents should [10:58] be free at this [10:59] okay Joe I know you're not on this [11:01] committee but just in terms of your [11:03] input yeah I think I would support the [11:06] residence for f okay and then at least [11:10] you know until the next time we look [11:11] over it okay um yeah cuz we I mean we [11:15] have we're obviously way ahead of the [11:17] curve I mean the only thing that I would [11:18] say is that we do want to make sure that [11:21] we have a discussion before the budget [11:23] gets passed because if we have to come [11:25] up with new signage which we will um [11:28] then that needs to get incorporated into [11:30] the city budget request but I don't I [11:32] don't think it's a huge lift I mean it's [11:34] only you know it's not that many pools [11:36] it's not you know those signs I don't [11:38] think are that we' only need like you [11:40] know a few signs they they have a fob that they [12:15] that you can go and get a fog right so [12:18] they charge a resent if you show up with [12:19] no fog they charge $2 I'm going I can [12:22] give you this to look at um well colony [12:27] is resident restricted and I I think so [12:29] is um miss yuno that it's only residence [12:33] and tent there is a charge uh family [12:36] pass of [12:39] $125 so for I mean I can at least [13:47] speak to Central Park on Sundays I think [13:50] one of the reasons that it closes [13:51] earlier is because music aen starts at [13:53] 7:00 so they were concerned about [13:55] parking issues for music a um to have [13:59] the earlier time but we could always go [14:00] 12:00 to 6:00 I I don't know I just kind [14:02] of likeed at 6:30 is you know you got [14:05] parents coming home from work um you [14:08] know maybe you want the pool close they [14:10] get the kids up on their way home they [14:11] want to go home and have dinner I I I [14:13] don't know I just thought it should be [14:14] Universal yeah know that makes that [14:16] makes sense it makes signage easier it [14:17] makes rules easier when you have things [14:20] the same so what about um you had [14:23] mentioned before are is this something [14:25] that we're responsible to do or I'm [14:28] hearing out jury's out um the city [14:31] council it sounds like according to um [14:34] president pfield the city council would [14:35] be able to set [14:38] fees um but not necessarily the rules [14:41] but what I explained to her was that I [14:43] thought that she called me the other day [14:45] um that we could at least make [14:48] recommendations about new rules right [14:50] because I fees and she said we couldn't [14:54] set fees I I thought that's what she [14:55] said at our our meeting we we normally [14:58] set fees we do everything okay so the [15:01] fees we can do but the U pool [15:04] rules she said we couldn't do um but I [15:08] said I'm still having the meeting [15:09] because I think we we should have a [15:11] voice and we should have input into [15:12] recommendations that we could at least [15:14] pass pass on to who well right now we [15:18] don't have a Parks director so right now [15:20] um the parks director did report to Mr [15:23] leond um so I would hope that if we have [15:26] a new parks director uh coming on board [15:29] that um it would be still under Mr Leon [15:32] so or just to Mr lefon what we think is [15:35] appropriate yeah that's what I think we [15:37] could make the recommendations [15:40] to the mayor and the [15:44] mayor good I just want to clarify that [15:46] that's a good point let me just write [15:48] that [15:49] down I just think Universal times either [15:53] you know 12 [15:54] to I I will say that I've been remiss in [15:57] that I have not looked at what is stated [16:00] or is in place for on Front Street or um [16:04] quack and Bush so Quack and [16:06] Bush so I would have to do that touched on this as a [16:42] council at one of our previous meetings [16:44] recently where we talked about um some [16:46] sort of ID and one of the suggestions [16:49] that I think the mayor made was that um [16:52] the school district does issue IDs to [16:55] its students so um you know we could use [16:58] we to talk with them think Mr Carle said [17:00] they were collected at the end of the [17:02] year the school IDs so we'd have to talk [17:05] with the school district and see if [17:06] there's a way to piggy back on some sort [17:08] of ID that way for the kids but I [17:09] actually like the idea of a recreational [17:11] pass of some sort um the issue would be [17:15] that people would well what we would do [17:19] I'm just brainstorming here but what we [17:21] would do is we'd set up tables outside [17:23] the pools um before the pools were going [17:25] to be open and we would publicize that [17:28] you know you want to come and get your [17:29] ID we could also like for example piggy [17:32] back with um the summer lunch program or [17:35] something like that where we're making [17:36] sure that the sheriff's fingerprinting [17:39] which is all over this summer the unity [17:41] cups things like that Summer's already [17:44] started but yeah so we'd have so it [17:46] would be an expense I'm sure it would be [17:49] um but again I think um the mayor [17:51] mentioned that that last I think it was [17:53] a committee meeting um that he didn't [17:56] see it being a huge expense to um like [17:59] to see like what's at your doctor's [18:00] office where you give them your name and [18:02] your picture pops up so that you know [18:04] who's going to lose their lanyard right [18:07] their P the right iPads or something [18:09] that right that they that they check do [18:12] do they [18:14] yeah well that's something to consider [18:17] but um I I just looked at Front Street [18:20] briefly and it's it's 12 to 600 closed [18:22] every day closed on [18:24] Sunday so well we wouldn't want to do [18:27] that with [18:29] the other two the other two um pools are [18:32] closed on Sunday oh they are qu and Bush [18:34] also yeah pardon me Quack and bushes y [18:38] so the only one um open on on the [18:40] weekends is Central Park on Sunday y [18:43] I've gotten an email [18:45] from individuals saying they didn't want [18:48] the you know the neighborhood pool [18:50] should be open you know it's hard for [18:51] them to get to whever that's why I know [18:53] they were both [18:55] closed I don't know why they would be [18:58] closed on Sunday they to [19:02] you Staffing maybe I don't know well [19:05] yeah I mean so that would be another [19:06] budgetary piece is that if we decided [19:09] that we wanted all three pools open on [19:11] Sundays uh as well then we would have to [19:14] pay for additional Staffing through the [19:16] boys and girls club for [19:20] that so do are you ready like in other [19:24] words in terms of that would we like to [19:26] see all all the I would like to see [19:29] neighborhood [19:30] 126 um Monday through Sunday y all [19:34] neighborhood [19:35] pools as well as the city [19:42] for [19:44] okay all right your next um as far as [19:48] about lap swim Monday through Friday 8 [19:50] to 9: of course I'd also like a senior [19:53] swim and as well where where seniors can [19:55] just go in the LA is for the lap Lanes [19:59] um with eventually some type of water [20:02] arobics but um and I'm wondering why [20:05] it's 8 to9 I I guess I would like to see [20:08] it maybe 10:30 to 12 or or 11 to 12 I [20:12] think we have to ask that question right [20:15] um mov it closer to the actual starting [20:17] time it might be maybe they were trying [20:20] to be able to have people go to work not [20:22] seniors but I mean regular adults I mean [20:24] other adults oh the right the the adult [20:26] lap swim yes but I I to throw a senior [20:29] in there like the adult lap you would [20:31] kind of think like when when we could go [20:33] to the high school it was like 6:00 a.m. [20:37] before school opened I know um so that's [20:41] that's you know probably the earliest [20:43] time you know but I'm I'm thinking the [20:46] you know uh I would like a [20:48] senior swim um maybe 1030 they don't [20:53] have to be in a lap they could do the [20:54] aerobics or something like that [20:57] so maybe 10 10:30 to 11:30 let's say [21:00] right before the before the uh I think [21:03] that's kind of important um lot of [21:05] seniors been asking for it um there used [21:07] to be the the the swim club at the [21:10] Romana that was huge and then when that [21:13] closed down um everybody went to the [21:15] high school I went there for years and [21:17] in the high school you know you can't go [21:19] there any longer I Dr Cotto said you [21:22] it's open again but I think so too but I [21:25] I haven't gotten anything it's really I [21:27] did it through the why at one point the [21:30] YMCA had taken over that's how if you [21:32] were a YMCA member you could go to the [21:34] span the high school pool and they did [21:36] do water robics and that thing I like it [21:39] was not um the environment wasn't great [21:43] in the locker rooms um so I sto I [21:46] stopped doing that um but but so that's [21:48] something I I think that's very [21:50] important since it's a city pool you may [21:52] as well get every age group to use it I [21:54] think that's a great idea um so so I [21:58] actually probably should look at I [21:59] should try to get the capacity for [22:02] quacken Bush and Front Street just so we [22:04] have everything on one and and if it [22:06] needs to be yeah 12:30 to 6:30 I guess [22:09] but like you say music Haven as well it [22:12] wouldn't be able to be till 6:30 on [22:13] Sundays in Central Park so I like the [22:15] idea of 126 um I don't think it matters [22:19] and again they're home earlier yeah I [22:21] think that's fine adults in the house [22:23] but so if we're adding um I did not put [22:28] you'll see like on some of those other [22:30] forms that I gave you out that there is [22:32] sometimes a discount for [22:34] seniors um well seniors would be free [22:37] yep in in Nuna seniors well yeah they'd [22:42] be free if they were residents [22:45] right okay so we could stick with the [22:48] reason I said adults um if you look down [22:51] at my fees here where I say guests of [22:54] city of connecting residents which was [22:55] one of the rules that I saw so you know [22:59] we I think we should limit guests um of [23:02] residents and I was saying no more than [23:04] three so then therefore a guest of a [23:08] resident would be $10 for an adult or $6 [23:12] for a children these are just my great [23:14] and I just had a suggestion of five and [23:16] three I saw somebody else had that like [23:20] it's it's hard to to put an amount of [23:22] guests on there because [23:25] then you know there's the three of us [23:29] there with our three kids just say so [23:32] that's 12 people and then we each have [23:35] three guests [23:37] so 21 [23:39] people you know and there's lines over [23:43] there so that's why I was limiting it [23:45] are you suggesting limiting it less than [23:47] three I am per day yeah and I thought [23:51] the cost and I'll tell you my reasoning [23:53] for the cost because um if I don't live [23:58] in SC but I come and watch my [24:00] grandchildren um every day and those [24:03] three are free but I have to pay $10 a [24:06] day you know that's $50 a week that I [24:09] have to pay to watch my grandchildren in [24:11] the pool so I that's why I and and I as [24:16] a revenue Source I mean we need to pay [24:18] for that's why I know chose the 10 was [24:20] just because the cost of of the pool and [24:23] trying to bring in some Revenue if we're [24:25] going to be free and then I thought that [24:27] the children could be $3 versus five [24:30] again you know I'm a grandmother I pick [24:32] up my other two grandchildren from colon [24:35] you know so now I'm 10 you know how [24:39] about a compromise of like five and [24:41] eight I don't know $8 for I mean again [24:45] we we the fees would have to come in [24:47] front of the council oh yeah definitely [24:49] we could yeah so so we [27:35] her last day of summer camp normally [27:37] their field trips are on Friday I'm [27:39] sitting at home and I'm icing and I'm [27:41] thinking how they can I get in the pool [27:42] nobody's got an IDE nobody has anything [27:45] so I drove over and um they had just [27:47] gotten there the two different groups [27:50] the older group of and the young group [27:52] was over in the playground so I talked [27:55] to Miss Stein horse and she said well [27:57] for years they' go to pool they'd walk [27:59] over but the uh couple of the graduates [28:02] were always lifeguards there so they [28:04] would always let them in mhm so I said [28:09] and there were probably maybe 40 [28:13] students from 4 years old up to 11 the [28:17] oldest was 11 so I I I did text Shane [28:20] and he texted Julie and so Julie Julie [28:23] said not to worry you know just have [28:25] them talk to me on the way in but moving [28:28] forward yeah um so and now you've got I [28:33] I think um the older group had three [28:36] chaperons with them and the younger [28:39] group had you know whole bunch of [28:41] grandparents because they were [28:44] younger and um you know a few teachers [28:47] who all had [28:49] IDs [28:51] but and you know Miss steinhart said to [28:53] me you know 95% of these kids are [28:56] connected I said that I understand as [28:59] well so that was just a little well no I [29:02] think that's a really good point and I [29:04] hadn't thought of it and I haven't seen [29:05] it on any of the other pool pools from [29:08] the other towns have bust $30 oh yeah [29:11] there is that there is that but you know [29:13] so that's an interesting we could have [29:15] another category of groups like camps I [29:18] mean it's going to be summertime so we [29:20] we figure out the heading um but there [29:23] could be a group fee um that would [29:26] include up to X number of chaperon for [29:29] example I mean we maybe we should think [29:32] about that but how would we do [29:35] it we either have to charge a group of [29:38] fee right even though some of them might [29:40] be residents or most of them might be [29:42] residents right but it could also be a [29:45] different time of the day it could be [29:46] like 10:00 it could be well we just said [29:48] 10:30 to whatever we just said for the [29:51] um seniors but we could [29:53] say well she she did mention she knows [29:56] that you know it's busier [29:58] earlier in the summer so they wanted to [30:00] wait till almost the last week to make [30:01] it easier on us and you know not and but [30:06] just bring the younger ones into the [30:07] splash pad to make it easier on us but [30:11] you know parents were like well I want [30:13] my kids to go on a pool so you know what [30:14] I mean so she did make it easy you know [30:16] want to make it easier on on how you [30:18] know controlling everything but it could [30:21] also be you know and everyone knows [30:22] their students at their camp and they [30:24] could always give a list of you know 30 [30:28] resident students 10 non-resident [30:31] students that are paying $3 to enter or [30:35] we could have a flat fee for a group [30:37] because the interesting thing is and the [30:38] reason I like this though is think about [30:40] it like for example the YMCA does their [30:43] summer camp at Jerry barell um I'm just [30:46] saying it's not just the you're going to [30:49] have the like St cats or you know other [30:52] places like that just summer camps yeah [30:54] just summer camps in general but I mean [30:56] I mean obviously like The JCC they have [30:58] cool so their camps are all taken care [31:00] of but there might be other [31:02] organizations out there that run there [31:04] might be Bible camps for example [31:05] different at different [31:07] churches it might be a good Revenue [31:09] Source in other words and even I mean I [31:12] could see that it would be it could be [31:15] something where it was like every I [31:16] think about the YMCA Jerry Burell like [31:19] they might very well want to go every [31:22] week have um a time that they take the [31:25] kids swimming they have a splash pack um [31:28] you know I'm just thinking like the post [31:30] like events if somebody wanted to rent [31:33] it with a certain cost you got the and [31:37] then you got the oh my goodness I know [31:40] certain that would be like after hours [31:42] would have to be after hours but then [31:44] we'd have to get the lifeguards and that [31:46] kind of thing good good thinking the [31:49] park is huge asset to this community I'm [31:53] going to put that down as something to [31:54] think about future oriented but I mean [31:57] the whole group thing I haven't given it [31:59] any thought so I think we a group of [32:00] seniors rham seniors want to come yeah [32:03] it's a great idea we I think we'd have [32:06] to probably uh do some digging around [32:08] and some thinking rather than trying to [32:10] figure that out right now but I that [32:12] came off in in Shan you know again Julie [32:14] helped out and everybody walked away [32:17] happy those city employees or [35:41] did that just mean no I thought it was [35:45] the child right except that I know I I [35:50] didn't quite I think that has to get [35:51] clarified right um what that is on our [35:54] think it can be two two or more adults [35:57] must be present at the pool with at [35:59] least one adult on the pool deck meaning [36:01] that one of them might be inside the [36:02] water with their [36:03] kid um I didn't quite understand that by [36:07] the way I put anything that was already [36:09] existing on the on the signs at Central [36:11] Park I put in here just so that we can [36:13] talk about it um I didn't really [36:15] understand that one no I didn't either [36:17] so okay this R was on the second sign [36:19] that one is on the C sign so I would [36:22] assume they're not employees it's a [36:26] format for the public but so that raises [36:28] a question though I I raised this last [36:30] time which is that we're basically [36:31] putting a lot onto these lifeguards who [36:34] are [36:34] teenagers when you think about the fact [36:37] that we are going to be asking them to [36:39] enforce rules [36:41] like no smoking I'm just making SKC Community change Council um which [1:04:25] they've started [1:04:26] um and we have some folks from the [1:04:28] community change Council that are going [1:04:29] to be making a presentation I know is [1:04:32] here [1:04:35] um speaking [1:04:38] and speaking and name song speaking and [1:04:43] we have other members of the council [1:04:46] present [1:04:48] um speakers are if you're Council here uh with [1:05:15] the skincity foundation uh and tonight [1:05:17] we are going to present on one skty as [1:05:20] well as our particular initiative which [1:05:22] is the housing ones concy together [1:05:23] initiative so who is the commity change [1:05:26] Council we are a team of residents and [1:05:29] leaders we committed to [1:05:33] participate in um a process which we [1:05:37] didn't quite know what it was to begin [1:05:39] with but um folks just decided to come [1:05:42] together through the foundation and all [1:05:45] of the great work that they've done um [1:05:47] to discuss issues in our community where [1:05:51] we could affect systems change so in [1:05:55] that process process we started off with [1:05:56] a three-day kickoff which was uh we [1:05:59] included a consultant from the community [1:06:02] science who came in to run that 3-day [1:06:05] Workshop back in March [1:06:07] wow so in that process we were presented [1:06:11] with a few different possible [1:06:14] projects um and narrowed it down to [1:06:18] quality affordable [1:06:19] housing I missed the last point there [1:06:22] was that oh sorry sorry um and okay so [1:06:26] there's still 18 members now actively [1:06:28] engaged and there's still more interest [1:06:30] coming that was the part that I I wanted [1:06:32] to miss next slide so 90 days of action [1:06:35] what does that look like so the [1:06:37] community science basically gave us an [1:06:39] outline to work from we identified [1:06:42] different areas that we needed to [1:06:44] address um and broke off into subgroups [1:06:46] and began the work in 90 days now it is [1:06:50] quite a task to tackle [1:06:53] housing in 90 days [1:06:56] um especially when you're not like [1:06:58] myself necessarily close to the problem [1:07:01] um with regard to some of the ways that [1:07:03] it was presented I would say that we're [1:07:04] all close to the problem because we all [1:07:05] want quality housing so it involves all [1:07:08] of us um but it wasn't an area that I [1:07:11] had particularly tackled but with the or [1:07:14] some of the people on the committee [1:07:16] hadn't tackled but we were committed to [1:07:18] 90 days of action and so we started our [1:07:21] process so next slide oh part of that [1:07:26] process was branding and marketing [1:07:27] deciding what exactly it is we were [1:07:29] going to do so we created a vision in [1:07:32] which our uh we envisioned a future [1:07:34] where everyone in Connected can live in [1:07:36] a healthy home that helps them Thrive [1:07:38] and unleash their full potential so we [1:07:40] all agree that this is what we wanted [1:07:42] the outcome of this initiative to [1:07:45] be so some of the challenges we faced [1:07:47] were landlords tenants homeowners [1:07:49] neighborhood leaders City staff we all [1:07:52] have these important roles to play in [1:07:53] improving housing for the SK conc um but [1:07:57] we don't always communicate uh in in [1:08:00] ways that are going to get us towards um [1:08:02] improving housing [1:08:04] here um so we sort of tackled that [1:08:09] problem through Community [1:08:14] engagement in one of the Committees that [1:08:17] we had was research and policy so that [1:08:19] committee went out and did particular [1:08:21] work in looking at uh benchmarking [1:08:24] existing policies around hous [1:08:26] and and trying to find the gold standard [1:08:28] that we could learn about and then model [1:08:30] here in [1:08:31] SKC uh through the work that I did on [1:08:33] the engagement I leveraged my resources [1:08:36] from Albany and we were put in touch [1:08:39] with the United tenants Association [1:08:42] which doesn't serve skincity to the [1:08:43] capacity that it serves Albany but is [1:08:46] yet serving the capital region and did [1:08:48] have some data to to report back to us [1:08:51] but what we found is they had um this [1:08:53] tool called the Albany landlord report [1:08:56] card um and it was aligned with what we [1:08:59] were discussing in our initial 3 days of [1:09:01] action and so we decided to move forward [1:09:03] with exploration on how some a model [1:09:06] like this could be applied here in [1:09:08] skincity another component of our work [1:09:10] was mapping out our Rich resources and [1:09:13] skincity around housing and creating um [1:09:17] an ecosystem which if you happen to have [1:09:20] one of our handouts you'll notice the [1:09:22] ecosystem there or you'll see it up on [1:09:24] our slideshow so this is a work in [1:09:27] progress there are lots of organizations [1:09:29] that may not be um identified here in [1:09:33] this ecosystem so there's it's potential [1:09:35] to build on it but this was our starting [1:09:38] point part and looking at some of the [1:09:40] resources that we have and how they're [1:09:42] connected around housing here so Second [1:09:45] Step was [1:09:46] to meet with slick and I see Chris [1:09:49] Morris is here so we um had the [1:09:52] opportunity to present at their August [1:09:54] meeting I believe and to to hear [1:09:57] feedback um and to offer an opportunity [1:10:01] to engage in the process of developing [1:10:04] the [1:10:06] landlord um tool the landlord app we [1:10:09] we're calling it lease so I just want to [1:10:12] highlight that relationship a little bit [1:10:14] because it wasn't smooth sailing when we [1:10:16] started there are a lot of [1:10:20] um there's there's a lot of things that [1:10:22] have happened over the past few years [1:10:23] between landlords and tenants in terms [1:10:26] of relationships that needs to be [1:10:27] rebuilt and conversations need to be [1:10:30] opened um so that we're working together [1:10:33] to provide landlords with good tenants [1:10:36] that they need and our tenants with good [1:10:38] homes where they need to live so this um [1:10:42] I'm I'm proud to say that if within [1:10:44] those 90 days of action uh that win was [1:10:48] is a big one because we're continuing [1:10:50] the conversations as we move forward [1:10:52] with building the tool that will help up [1:10:55] lift good landlords in our [1:10:57] area step three feel like we skipped [1:11:00] over some stuff and I'm sure we did it [1:11:02] was a jamack 90 days [1:11:05] um so yeah so we we started digging into [1:11:09] some of the items that uh are needed to [1:11:13] uh prioritize what we want [1:11:16] to learn through the [1:11:19] application um we want to provide [1:11:21] information about rental properties and [1:11:23] recognize that landlords who comply with [1:11:24] the city codes so we need a lot of folks [1:11:27] in this room on board uh we did create a [1:11:30] community survey to make sure that this [1:11:32] is something that our residents actually [1:11:33] wanted and elely is going to present on [1:11:36] some of that survey data for us [1:11:38] shortly um and maybe just now [1:11:44] so thank you so much my name is Elise [1:11:46] Martin I work in housing over at connect [1:11:49] Community Action Program or scap uh so [1:11:51] you can see we had a really great [1:11:53] response to our survey uh to 220 [1:11:55] responses the majority of them are from [1:11:57] renters about a third of them from [1:12:00] homeowners and we also had some landlord [1:12:02] feedback as [1:12:04] well um no surprise that the number one [1:12:07] priority for everyone who is responding [1:12:09] is the cost of housing when they're [1:12:10] looking at where they're going to be [1:12:12] moving um and then the quality of [1:12:15] housing so is it safe does it pass code [1:12:18] um is it in someplace that makes me feel [1:12:20] safe does it have the amenities I need [1:12:22] on a first floor uh washer dryer hook [1:12:25] UPS Etc um and then the responsibility [1:12:28] of the landlord to be responsive and [1:12:30] building that uh working relationship in [1:12:32] the beginning uh so that's what our [1:12:34] community is [1:12:35] prioritizing um and you can see that [1:12:37] when we checked in to um ask if they [1:12:41] were interested in some type of tool um [1:12:45] that uh similar to the one that Albany [1:12:47] has around 70% said yes they would be [1:12:51] interested and it would be helpful for [1:12:52] them when either uh trying to just uh [1:12:56] address challenges that they have in [1:12:58] their housing currently or when they're [1:13:00] looking for a new [1:13:02] housing um so a little bit more about [1:13:05] what would go into this Tool uh so on [1:13:08] the next slide uh there's a list of the [1:13:10] type of data so just a couple uh [1:13:13] examples here and this is in handout uh [1:13:15] so you can read further uh eviction [1:13:17] information code violation violation [1:13:20] information this would all get fed into [1:13:23] the report card uh to create a unified [1:13:26] uh easyto read [1:13:29] score um and the next steps for this [1:13:31] project we are looking to engage uh [1:13:34] stakeholders so we're here today like we [1:13:36] mentioned we've been talking with the [1:13:37] landlords we've been engaging the [1:13:38] community uh so making sure this is [1:13:40] really well well-rounded and that [1:13:42] everyone's voice is at the table um [1:13:45] looking for funding uh for the actual uh [1:13:49] application and then working in [1:13:51] Partnership to build out the tool [1:13:55] all right and I'm next guest thank you for [1:14:32] hosting us today um we want to uh [1:14:36] continue to improve and increase contact [1:14:39] with Community overall just building [1:14:41] these uh [1:14:43] relationships um and highlighting the [1:14:46] intersectionality of of oversight and [1:14:50] ferally distributed um funds and [1:14:53] programs for people that consumer is [1:14:56] live um I'm so proud to be part of uh an [1:14:59] agenda that includes the community um so [1:15:02] we want to highlight that we are here [1:15:05] with construct relationships and that [1:15:07] we're still we're still um managing data [1:15:11] and collecting [1:15:12] data [1:15:16] and so laity um played a lot of ground [1:15:21] workor um the first n the action engaged [1:15:25] um most of the people that are here [1:15:26] today but also uh it reflects that when [1:15:31] the community is included and things [1:15:34] that uh concern them and their quality [1:15:36] of life um it's important to make sure [1:15:39] that we have a a base a a collective [1:15:44] that um not just collects those that [1:15:49] information but we create constructive [1:15:52] solutions for people here um especially [1:15:56] we're a largely urban community and um a [1:16:00] lot of the people represented by members [1:16:03] here can tell you and agree that um it's [1:16:07] people that that run the economy and we [1:16:12] we um we're happy that sen is now [1:16:16] recognizing that the foundations that [1:16:18] are here agencies that already [1:16:20] established can come together and agree [1:16:22] that um helping consumers and residents [1:16:26] have a uh a place and have recourse for [1:16:30] their concerns as consumers is [1:16:32] important um so during the first 90 days [1:16:36] um they took action by building the [1:16:39] database that they're calling Le and um [1:16:44] also making the [1:16:47] uh we call [1:16:57] identifying our assets so um I just want [1:17:00] to make sure who going to the EOS system [1:17:03] or ecosystem that includes yes that [1:17:06] includes the community and um agencies [1:17:09] that have already um Place their efforts [1:17:13] toward agenda like ours and consumers [1:17:17] and local tenants and local community [1:17:19] members who um are largely consumers [1:17:23] here in [1:17:25] so we want to highlight that building [1:17:27] relationships that um are GE toward the [1:17:30] commit thank you for sharing your space [1:17:32] by the way so [1:17:36] um before you um move on to this side [1:17:39] just want to make sure that we [1:17:43] also we also are proud to include that [1:17:47] um in the data that we've already [1:17:49] collected there's [1:17:50] 220 um 220 [1:17:55] are completed [1:17:57] already we want to make sure that the [1:18:00] presence of the [1:18:03] ecosystem [1:18:05] intersectionality um and that a place [1:18:08] for community [1:18:10] members tenants residents longtime [1:18:14] contributors to the local commy have a [1:18:16] place that they feel safe to g a a place [1:18:20] that they know they will not only be [1:18:23] recognized but that their issues as [1:18:27] consumers are going have the proper [1:18:30] oversight and the proper attention and [1:18:32] that we know the researchers are already [1:18:34] here for us to allocate a Equitable [1:18:38] experience for all tenants of the local [1:18:41] commit um [1:18:44] so I'm use my [1:18:49] SL am I okay SL yeah it just the next [1:18:53] steps so the next steps are uh obviously [1:18:57] to continue the survey the survey is [1:19:00] going to be careed toward making sure [1:19:04] we've explored every aspect of the [1:19:06] consumer [1:19:08] experience every aspect of tenants and [1:19:12] um local concerns for their quality of [1:19:15] life reability of [1:19:18] hous um the responsiveness of the [1:19:21] housing [1:19:22] authority and I know personally that my [1:19:26] um pursuit of fair housing has I've [1:19:29] encountered many [1:19:31] barriers um and I just want to voice be [1:19:34] the voice [1:19:35] concerned for people who haven't found [1:19:38] uh a place for an agency where is [1:19:41] directly here toward their consumer [1:19:43] concerns but mailing you know [1:19:47] applications doll to S [1:19:51] applications uh the barriers that people [1:19:55] um will encounter responsiveness of [1:19:58] landlords and [1:20:00] prorities this is all barriers that they [1:20:04] they cost the consumer so much um [1:20:08] they [1:20:09] participating and a h program program [1:20:14] you know that we [1:20:15] have you know we have requirements and [1:20:19] tenant um we all have to live and and [1:20:23] we're required to Pro [1:20:25] that we come to come we we add up to a [1:20:29] standard we that we uh we required to [1:20:32] prove that we can um uh uh provide a [1:20:37] certain standard or consistency for that [1:20:40] vard and so we hope that that's going to [1:20:43] be [1:20:44] anable experience for all consumers and [1:20:47] especially [1:20:49] um and um and people they haven't have [1:20:54] or [1:20:56] place [1:20:58] is for [1:21:01] time [1:21:04] next do we take any questions yeah let's [1:21:06] take [1:21:14] questions the housing one's going to be [1:21:19] together I'm wondering if there's anyone [1:21:21] um from slick and Al Andor um from The [1:21:25] Sting Municipal Housing Authority that [1:21:27] have been a part of the 15 or 18 people [1:21:30] that have been putting this together um [1:21:33] slick no Housing Authority no so [1:21:36] initially initially in the initial group [1:21:39] with the um for the systems change [1:21:42] movement before the housing issue was [1:21:44] decided it was open to any Resident from [1:21:48] this County I believe uh City connecting [1:21:52] to partic to choose to participate and [1:21:54] be part of a systems change movement so [1:21:57] that Core Body those 18 people are the [1:22:00] people who stuck with it throughout the [1:22:01] 90 days of action whether housing was [1:22:04] their personal issue that they brought [1:22:06] in the initial survey or not it was a [1:22:09] Collective Agreement to move forward [1:22:11] since then engaging with the city [1:22:13] council identifying the folks in the [1:22:16] ecosystem who need to be have a seat at [1:22:18] the table to talk about housing issues [1:22:20] that was part of the 90 days in the [1:22:22] process so in that process a [1:22:24] presentation with the slick as well as [1:22:27] you know continuing our relationship [1:22:29] with SCA um there were particular rules [1:22:32] and regulations with this committee and [1:22:34] that if you had [1:22:36] um certain decision-making abilities [1:22:38] Through Your Role or position that you [1:22:39] weren't a voting member so um you know [1:22:43] we we got Stars if we could vote and if [1:22:46] you were considered in a position of [1:22:48] power um over the the group dynamic and [1:22:51] you weren't giving a a voting privilege [1:22:55] um you have more oh yeah just want to [1:22:57] say so scaff and Slick has been uh have [1:23:00] been acting as advisory to it um because [1:23:03] it is community Leed um so we're we're [1:23:06] at the table we're meeting together uh [1:23:09] but the the direct for is coming from [1:23:10] the community members thank you and I [1:23:13] will add that if you did complete the [1:23:15] survey or it still is open if you [1:23:18] haven't there is a place to indicate [1:23:19] whether or not you would be interested [1:23:21] in contributing to the housing ones [1:23:23] concy I know there's uh a lot of [1:23:26] conversations regarding the lease app [1:23:28] and how uh we will wait the the system [1:23:32] so that it's fair and Equitable and [1:23:34] achieves the goals that we want it to [1:23:36] achieve collectively it is not meant to [1:23:38] be uh the Albany model here applied in [1:23:42] connectivty this is meant to actually [1:23:44] build upon the Albany model and improve [1:23:47] it so that it's uh a resource um that [1:23:51] that we want to use [1:23:55] Mr par yeah so first of all thank you [1:23:57] for this important work I really [1:23:59] appreciate um the community engagement [1:24:00] aspect of this um I did hear words like [1:24:03] intersectionality and equity which I'm [1:24:05] always excited to hear um I'm just [1:24:07] wondering like during the survey what [1:24:10] type of demographic information are you [1:24:12] collecting um to ensure that [1:24:16] equable working across intersectionality [1:24:19] to ensure like that's like our you guys [1:24:21] like like your social economic uh race [1:24:25] type of demographic information as part [1:24:27] of the surver to [1:24:28] Ure was the specifics just Z collecting [1:24:33] um I didn't get the slide in there with [1:24:35] zip codes um we have zip codes there's [1:24:37] not a lot of demographic information in [1:24:40] there um but we did extend the survey [1:24:44] because we noticed that uh the zip codes [1:24:47] that were responding were not uh the [1:24:49] Target demographic that we're looking [1:24:51] for um so we're doing specific targeting [1:24:53] in Hamilton H not pleasant Etc to make [1:24:56] sure that we're getting a large scope as [1:24:58] well as making sure we're getting [1:24:59] homeowners tenants and [1:25:01] landlords so just one more thing [1:25:04] so I can see like you have to careful [1:25:06] when you're doing surveys cuz people are [1:25:08] don't like taking them if you're asking [1:25:09] a whole bunch so so I wanted to say that [1:25:11] too that that's not lost to me um so the [1:25:14] landlord report card piece is that like [1:25:16] so what does that mean for a landlord is [1:25:19] this just like more like a marketing [1:25:21] tool for a landlord to say hey a plus [1:25:24] ated by this entity or is there any more [1:25:27] other any other type of incentives or [1:25:29] things outside of that that yeah I mean [1:25:31] we' we've talked in brainstorming that [1:25:33] this could pull in resources for them [1:25:36] and we've talked about different Grant [1:25:37] fundings um and Foundation money you [1:25:40] know could this lead to you're eligible [1:25:42] for certain funding if you know you meet [1:25:44] a certain rate it is also um good you [1:25:48] know we talked a little bit about like [1:25:50] HUD requirements so if you're high rated [1:25:52] on this you're likely to be able to get [1:25:55] um a voucher program which is a great [1:25:56] setup for a landlord and get that direct [1:25:58] payment because you probably done all [1:26:00] the things you need to do to have your [1:26:01] apartment P inspection so it's about [1:26:03] keeping your apartment up so you have [1:26:06] for all these things so I think it it [1:26:08] lays a good foundation for us to use as [1:26:10] like a unified tool across the community [1:26:12] and I think have other possibilities [1:26:14] thank [1:26:15] you so in um in regards I see the [1:26:18] priorities um issues were the housing [1:26:22] costs quality of Housing and and in the [1:26:24] context of the ecosystem what were some [1:26:26] of the identified of responsiveness what [1:26:29] was working well what on agencies with [1:26:32] the needs of of residents being met [1:26:35] areas of breakdown that we could focus [1:26:38] on yeah so that's kind of our next step [1:26:40] right right now what we built out is the [1:26:42] ecosystem and we are um pulling in [1:26:45] people from different areas of the [1:26:47] community to make sure that we have [1:26:49] everything on the map that we need um [1:26:51] and we're looking at what the [1:26:53] connections are both formal and informal [1:26:55] and then building out that resource to [1:26:57] see what the gaps are so those are our [1:26:58] next [1:26:59] steps [1:27:01] okay that's it all right thank you so [1:27:03] much time thank you uh and to members of [1:27:07] the public I saw with that comes a flood plane [1:27:53] hazard manager [1:27:54] so um I am appointed flood plane uh [1:27:57] Hazard manager so uh there's some [1:28:01] there's been some inquiry um from [1:28:04] Council about uh some of the development [1:28:07] that's going on in the Mohawk Harbor and [1:28:10] um we've we've had some uh inquiry [1:28:13] ourselves with [1:28:15] DEC and uh that brought up some [1:28:19] um Discovery there's been a change a [1:28:22] passing of the torch at the East see [1:28:24] there's a new uh State flood plane [1:28:27] manager there and he has some inquiry of [1:28:31] um how that has been managed and [1:28:33] developed in Mohawk Harbor so uh we have [1:28:37] been um Gathering documents and [1:28:40] supplying them to [1:28:42] DEC uh and uh you know my [1:28:46] predecessors uh from what I've been [1:28:48] coming up with and discovering have been [1:28:51] have managed that properly Mohawk Harbor [1:28:54] was um brought out of the flood plane [1:28:57] elevation with Phil and uh this care of [1:29:00] most of the properties that have been [1:29:01] developed before uh before I was here at [1:29:04] the city um and my intention moving [1:29:07] forward is to uh keep managing these uh [1:29:11] this development properly and uh making [1:29:13] sure the proper documentation and [1:29:16] surveys are uh are are prepared as this [1:29:20] development moves forward so uh what [1:29:23] what sparked this inquiry and [1:29:25] development uh about flood plane [1:29:27] development here is um the doc project [1:29:30] that we have at molar Harbor and U you [1:29:33] know that will um I I think Chris Wallen [1:29:37] is here to elaborate on that doc project [1:29:40] um but I did want to answer any [1:29:42] questions that I could about um the [1:29:45] flood plane [1:29:46] management so um we all received an [1:29:48] email which prompted some of the [1:29:50] questions so at this point in time I [1:29:51] know do you had you have any specific [1:29:53] questions Mr man well from from the [1:29:55] email it looked like that there were [1:29:57] some concern um on on the part of the [1:30:00] state and so I wanted to you know kind [1:30:03] of understand that a little bit better [1:30:05] and where we were in that process and is [1:30:08] that going to hold up this price any way [1:30:11] so um I I'll I'll lean I'll lean to [1:30:16] Chris on the doc project he can follow [1:30:18] me up uh when we talk specifically about [1:30:20] the doc project um that plan is 100% and [1:30:24] he's very familiar with the U [1:30:25] engineering side of that um but I'll [1:30:28] pass it on answer that question okay so [1:30:30] the docs we are designed and we were [1:30:33] ready to go to bid however the dec [1:30:35] during their review asked for a flood [1:30:39] survey is make sure that the [1:30:40] installation of the peers they are 6 [1:30:42] 18in Piers they want to make sure that [1:30:44] that does not impact the uh flood [1:30:47] elevation the final flood elevation of [1:30:49] the river um we do not think there's [1:30:51] really any way that it could given that [1:30:54] they are 18in cylindrical round piers in [1:30:55] the River Bank however they want to see [1:30:58] the Cs they want to see us go through [1:31:00] that step I have a meeting with our [1:31:02] consultant Wednesday morning to go [1:31:04] through it but uh it's similar to um [1:31:07] what we had to do for Mohawk Harbor or [1:31:09] what GL group had to do for m haror just [1:31:11] on a much smaller scale we are going to [1:31:13] get there report so if you remember when [1:31:16] when we took Mohawk Harbor out of the [1:31:19] flood plane the now you're taking area [1:31:22] out of the flood plane that otherwise [1:31:23] would would flood so they want to make [1:31:25] sure you're not going to impact areas [1:31:27] that would flood and put your flooding [1:31:29] elsewhere that's why that when we raise [1:31:31] Mohawk Harbor's uh base elevation of [1:31:34] ground they also had to pull the River [1:31:36] Bank back because they had to do a [1:31:38] calculation to say that if we're going [1:31:40] to take away this volume we have to add [1:31:42] the volume in a similar capacity so that [1:31:44] we don't increase the risk of flooding [1:31:46] to The Stockade or to the surrounding [1:31:48] areas so it's a similar study just on a [1:31:50] much smaller scale that they have to do [1:31:53] because the rest of the the everything [1:31:55] else is not permanent the docks are [1:31:57] meant to float up or float down and then [1:32:00] in the winter season or non Canal season [1:32:02] are removed from the river so the only [1:32:05] thing that will be left in the river [1:32:06] permanently are these six cylindrical [1:32:08] Piers uh and they're actually existing [1:32:11] above What's called the average high [1:32:12] water mark so they're not actually in [1:32:14] the river but in a flood situation they [1:32:17] are in the flood so so that would be so [1:32:20] we have to do this additional Ser uh [1:32:22] this additional study it will delay us a [1:32:24] little bit but it is what it what was [1:32:28] requested anyone [1:32:30] else okay well thank [1:32:33] you thank you [1:32:38] Chris next committee is Public Safety so [1:32:40] I'd like to call to order to the Public [1:32:42] Safety Committee we have one item on the [1:32:43] agenda tonight that is revisiting a [1:32:45] discussion about reducing the city speed [1:32:47] limit to 25 M hour and other traffic [1:32:49] safety measures M Patrick yes thank you [1:32:52] um so we've been talking about this [1:32:53] since August of 2022 I'm hoping that we [1:32:56] will get to the point where we can [1:32:58] actually make a decision about whether [1:33:00] we're going to limit uh reduce the speed [1:33:02] limit to 25 miles hour um so uh I think [1:33:06] it was two meetings ago we requested [1:33:08] that U Mr wall and Mr Cannon and [1:33:12] um uh Lieutenant uh [1:33:16] Brian is it rle yeah boua uh would come [1:33:21] and talk with us today and U make some [1:33:24] commendations um about the reduction in [1:33:26] the speed limit so take it away Mr [1:33:32] W I will try to be brief uh but I this [1:33:36] is not so much that but so much a lot of [1:33:39] things all at once so I'm going to kind [1:33:40] of hit you with some information and [1:33:42] then you guys can think about the [1:33:44] information we can come back I do not [1:33:46] want you to think of this as a oneoff [1:33:48] I'm here every other week so you can [1:33:50] always ask for another update so we're [1:33:52] going to call this an update because [1:33:54] this is what we're going to do traffic [1:33:55] safety update I've been meeting now with [1:33:57] with uh Brian Canon and Brian bouga I [1:34:00] tried to print these for you uh but my [1:34:02] printer did not work with it and I can [1:34:03] hand it out in the future but this is [1:34:06] what I'm calling our Traffic Safety [1:34:08] update so I want to make sure we're [1:34:10] asking the right questions when we're [1:34:12] around this table the question shouldn't [1:34:14] be how do we reduce speed right it's how [1:34:16] do we increase safety so the number one [1:34:18] goal when you meet with the no we meet [1:34:20] with anybody is how do we reduce serious [1:34:22] injuries fatalities so speeding is a [1:34:24] part of that but the number one metric [1:34:26] that everyone uses is speed is serious [1:34:28] injuries fatalities then you have [1:34:29] speeding you have minor accidents and I [1:34:31] know around this table you also want to [1:34:32] reduce your complaints because that's [1:34:34] what we hear from here from the public [1:34:36] um we are not alone in this so I [1:34:41] am just part of a bigger Cog here so we [1:34:44] work with the dot we work with our no [1:34:47] which is the capital region [1:34:48] Transportation Council we work with [1:34:50] Federal highways we work with the CDTA [1:34:52] we work with the regional planning [1:34:53] commission and I'm sure I'm forgetting a [1:34:55] bunch of people you know we work with [1:34:56] the county we work with Community groups [1:34:58] but these are the main people um what [1:35:00] we're talking about is not a city issue [1:35:03] it is a national issue it is a state [1:35:06] issue it's a worldwide issue it's just [1:35:08] we're focused on the city so I don't do [1:35:11] this alone I have lots of people to [1:35:12] support me and this is also something [1:35:14] that lots of people are also working on [1:35:16] even in the city uh always talk about [1:35:19] the three E I am 1e I am engineering we [1:35:23] have education and we have enforcement [1:35:26] um education is always the hardest one [1:35:29] if everybody knew to cross on a [1:35:31] crosswalk and weight if everybody knew [1:35:32] to push a button if everybody drove the [1:35:34] speed limit you know sometimes what they [1:35:36] say is new laws are not the solution [1:35:39] just obey the laws that are there that's [1:35:41] tough all right and a lot of it falls on [1:35:43] engineering right if nobody's going to [1:35:45] obey the law if we don't have the staff [1:35:47] to enforce the law then we got to [1:35:48] engineer it so that people obey by the [1:35:51] law and that gets difficult [1:35:54] uh this is some data that the SPD [1:35:56] provided me I just wanted to show it um [1:35:59] this is a summary of the tickets issued [1:36:01] last year and where we are to date of [1:36:03] the tickets issue this year it's a lot [1:36:05] of information that's why I try to get [1:36:06] it in a print out for you but I will [1:36:08] express it but on the most part we seem [1:36:12] to be trending very similar um just to [1:36:14] let you know equipment I I had it you'll [1:36:16] see the kind of a um where is uh 20% and [1:36:20] 20% so that's the numbers are actually [1:36:22] identical that year and equipment is um [1:36:26] too loud of a car muffler noise um and [1:36:30] then uh tinted glass things like that [1:36:33] that is what equipment is it's issues [1:36:34] with your vehicle and then right of way [1:36:38] is if you're driving the wrong way on a [1:36:39] road if you're cutting through a parking [1:36:41] lot if you're doing anything kind of in [1:36:43] the right away illegally but not within [1:36:45] essentially the road itself um that was [1:36:47] right away so those were the two that [1:36:49] aren't as self descriptive as as I like [1:36:52] but this is where we are today we use a [1:36:54] track system to do these things we've [1:36:56] also just signed up to make sure we have [1:36:58] it into uh the clear database which [1:37:01] tracks accidents in a geographic GIS [1:37:03] database and all this information is [1:37:05] being provided um to the mayor's office [1:37:08] for his reports and we are starting to [1:37:10] look at it for um future [1:37:12] implementation um this you know this is [1:37:15] one of the things I want to tell you [1:37:16] when I say that we're all working [1:37:17] together I had a meeting which I'll talk [1:37:19] about briefly but I had a meeting last [1:37:21] week at the no the capital reg [1:37:23] Transportation Council and this is the [1:37:26] information they have just for the [1:37:27] city's connected using the clear system [1:37:29] using all the data that's available they [1:37:32] already have areas here that are in the [1:37:35] city that they think are issues and they [1:37:38] want us to look at so I just take this [1:37:40] list and go one step further when I met [1:37:42] with them they were happy to see that I [1:37:44] I already know about this you don't know [1:37:45] we're working on this this just things [1:37:46] that we're doing so Crane Street Albany [1:37:49] Street that was on the top of their list [1:37:50] and they said hey do you want to do a [1:37:51] Lincoln study and I said we already [1:37:53] doing I said okay great they go what [1:37:56] about Eastern Avenue I go we already [1:37:57] replaced the signal with Eastern Avenue [1:37:58] they go okay now we're 0 for three right [1:38:01] Albany Str Brandy Wine North Elm we do [1:38:03] have an area there that we're looking at [1:38:05] that's the next phase of it but we [1:38:07] already did all uh Liberty that's the [1:38:09] same area with that um city is connected [1:38:12] down here the South Avenue Brandy Wine [1:38:14] we just did that that was an H project [1:38:16] so we don't have to go through the whole [1:38:17] list but it's just to show you that I [1:38:18] didn't generate this list this list was [1:38:20] generated by one of our third party that [1:38:22] is interested in all Al helping us get [1:38:24] highway safety money and seeing crashes [1:38:27] would you see potential for safety [1:38:28] Improvement so higher the number the [1:38:30] better and killed in seriously injured [1:38:32] down so this is a metric that they use [1:38:34] when they write giving us Federal money [1:38:37] um current tools these are all the [1:38:40] things that we're currently doing [1:38:42] enforcement we have PD we have radar [1:38:44] Science we just bought some more for [1:38:46] school zones we have variable message [1:38:48] radar signs there are the signs out [1:38:50] there that say high traffic area those [1:38:53] also have a radar component they can [1:38:54] take data we have the temporary speed [1:38:57] tables that we purchased and we have the [1:38:59] optical sensors aka the smart nodes that [1:39:01] we've deployed throughout the city um [1:39:03] all of these allow us to collect data [1:39:06] and to try to push everything together [1:39:08] uh even talking with Brian Canon he he [1:39:10] shared with me you know abundant amount [1:39:12] of data that the optical nodes uh gave [1:39:14] us for some of the areas that we were [1:39:15] looking at which broke down percentile [1:39:18] speeds average speeds high speeds so [1:39:20] that's what we're looking at those are [1:39:22] the tools that we currently have uh I [1:39:24] don't see anybody from SPD here but you [1:39:27] know always they always say they could [1:39:28] always use more enforcement so you know [1:39:30] more people on the street the more [1:39:32] enforcement that you have potential [1:39:34] tools all right these are kind of what [1:39:36] Cara would You' like to talk about so I [1:39:38] numbered them a little bit right so we [1:39:40] have the reduction of the Citywide speed [1:39:42] limit how do we do that City resolution [1:39:45] we have permanent speed tables how do we [1:39:47] do that I'd like to come up with a city [1:39:49] procedure and possibly a resolution [1:39:51] depending on what we need then we have [1:39:53] implementation of Red Lake cameras and [1:39:55] implementation of school zone cameras [1:39:57] both of these I don't have this tool I [1:40:00] think it's bigger but I know that we [1:40:01] talked about home rule last time but [1:40:03] it's something there so the number one [1:40:06] that we've been talking about for 2 [1:40:07] years right the reduction of the speed [1:40:09] so like I said I had a meeting on August [1:40:11] 15th with the capara transportation [1:40:13] Council and they're conducting about the [1:40:14] vision zero plan which was a federally [1:40:16] funded plan through the safy streets for [1:40:18] all grant program so we're part of that [1:40:20] plan which includes many safety metrics [1:40:22] which is also where that table came from [1:40:25] uh what they'd like to do is take a [1:40:26] couple select areas of the city look at [1:40:28] it do some reports and get some traffic [1:40:30] data on those areas one of the big [1:40:32] things that I want to share with you [1:40:34] that is going to help us with this is [1:40:36] that previously we have done a speed [1:40:38] study we did it on Kings Road and we did [1:40:40] it on Rugby Road and I sat here and I [1:40:42] said that using the do the New York [1:40:45] state do metrics it was not applicable [1:40:48] to reduce the speed on a road like K's [1:40:51] Road it didn't meet the metrics the Fed [1:40:53] Federal guidance is relaxed over the [1:40:55] state Guidance the federal guidance will [1:40:58] allow us to reduce speeds on roads like [1:41:01] kan's Road on roads like State Street on [1:41:04] those major roads so I'm going to show [1:41:06] you that what I want to do right now is [1:41:08] focus on the nonlocal so I'm going to [1:41:10] show you another this is called [1:41:12] functional class all right little lesson [1:41:14] in roadways a little bit all these [1:41:16] colorful roads are functional roads [1:41:19] they're arterials they're collectors you [1:41:22] know as the main road in the city if a [1:41:24] road on this map is not green blue or [1:41:27] red it's a local road if we were not the [1:41:30] city of skincity if we were the village [1:41:32] or town of [1:41:33] SKC we do not have the we would not have [1:41:36] the authority to change the speed limit [1:41:38] on a lot of these roads if you hear [1:41:40] about the town of East Green Bush [1:41:43] Village of Scotia any that reducing [1:41:45] their speed limit they do not have the [1:41:46] jurisdiction authority to reduce the [1:41:48] speed limit on County and state roads so [1:41:50] all they did is reduce it on local roads [1:41:53] if that's all you were asking as a [1:41:55] council was to reduce the speed liit on [1:41:57] local roads we could do it [1:41:59] today but I don't think that's a further [1:42:02] action you want to take cuz a local Road [1:42:04] and the roads are a little bit different [1:42:05] but I just wanted to show you the [1:42:06] difference I am not concerned about [1:42:08] local roads local roads should be 25 I [1:42:11] don't have a problem with that it's [1:42:13] these colorful roads that I just want to [1:42:15] make sure if we're doing this hopefully [1:42:16] one time everybody on the same page [1:42:19] reduction that I get these roads right [1:42:22] so then we get into oh it's gone I don't [1:42:25] know where it went to this is a map of [1:42:26] the city with these two roads and there [1:42:28] should be a map there but it's gone so [1:42:30] the two roads right now that Brian Canon [1:42:32] and I were looking at if you can use [1:42:33] your imagination are uh to be designated [1:42:36] as 30 this is what just based off of the [1:42:38] information that I have is right now [1:42:41] this red line you see here is State [1:42:43] Street that section of State Street goes [1:42:45] from the city line to Fair Avenue that [1:42:47] section of State Street is 35 mph is the [1:42:51] only and the longest section of the city [1:42:52] that 35 mph it is a commercial Corridor [1:42:55] and it is mostly commercial with very [1:42:57] little residential Brian and I talking [1:43:00] we did not feel that that section is [1:43:02] warranted to go down to 25 but we do [1:43:05] think that we could reduce it to 30 [1:43:07] after Fair Avenue the character of the [1:43:09] street does change and we would be [1:43:11] looking to possibly go to a 25 or [1:43:14] possibly segment it more possibly like [1:43:16] mclen Street maybe you go 30 to mlen and [1:43:19] from mlen all the way to the city line [1:43:21] again at the Western Gateway Bridge go [1:43:23] close to 25 but these are the things I [1:43:24] wanted to talk about with the engineers [1:43:27] before we come to the council with [1:43:28] recommendation the other little squiggly [1:43:30] line you see up there that is Maxim Road [1:43:33] Extension Maxim Road Extension has no [1:43:36] residential it is a gateway to the city [1:43:38] it leads to Erie Boulevard which is [1:43:40] State controlled which has a 40 mph [1:43:42] Speedway so it would also if we were to [1:43:45] leave that it would also hopefully [1:43:47] funnel traffic away from such uh of the [1:43:50] residential districts and on the max in [1:43:52] two Boulevard in there um as you notice [1:43:55] I do not have Erie Boulevard on here [1:43:58] Erie Boulevard is an enigma to me we do [1:44:01] not own eie Boulevard from the [1:44:03] roundabout North we own eie Boulevard [1:44:05] from the roundabout South if this was 13 [1:44:09] years ago before I was city engineer I [1:44:11] would tell you that I would not [1:44:12] recommend it be 25 mph I recommend it [1:44:15] would be 30 plus however we have seen [1:44:18] since I've been here and since the mayor [1:44:20] has been mayor and since a lot of us [1:44:21] have been here eie bouevard is really [1:44:23] transformed from commercial into [1:44:25] residential we have electric city we [1:44:28] have the apartments F Apartments uh [1:44:31] where the old car wash used to be now we [1:44:32] have wedgeway we have a lot more [1:44:35] residential on that area and also with [1:44:37] the density it's really anybody going [1:44:40] that fast during peak times I'm not sure [1:44:42] so that's an area I would like to look [1:44:43] at because it has transitioned from a [1:44:46] primarily commercial into a half [1:44:48] residential so I would like to look at [1:44:50] that area but this is what we're talking [1:44:51] about we're not talking about waving and [1:44:53] say everything's 25 I just want to look [1:44:55] at it and make sure that we're getting [1:44:56] it right and then this also goes into [1:44:59] what we talked about Brian and I about [1:45:02] signage where we have 30 mph zones will [1:45:06] affect where our signage is so if we [1:45:09] have a 30 hour street we have to make [1:45:10] sure that street is 30 so we still have [1:45:12] to change these signs cuz right now it [1:45:13] says 35 so all the 35s come down all the [1:45:16] 30s come up Brian uh and I were talking [1:45:19] about the streets off of it we just want [1:45:21] to make sure uh if we put up those signs [1:45:23] that say 25 mph unless otherwise noted [1:45:26] do we need to put 25 on those streets [1:45:29] coming off I need to have a a [1:45:30] conversation about that and then Brian [1:45:33] uh has uh been working on with John [1:45:35] kucho on a number for the budget for [1:45:37] what we want and the number is not as [1:45:40] not as large as I had thought which is [1:45:42] good because I think that by doing more [1:45:44] we're lessening our load but it's still [1:45:46] not nothing if you wanted to talk about [1:45:48] it at all I mean it's just a quick [1:45:53] my estimation is around 15 to 20K 15 to [1:45:57] $20,000 upwards of $20,000 I'm hoping as [1:46:00] we get into things we can keep it a [1:46:02] little closer to the 15 but um crunching [1:46:05] the numbers I believe it's right in that [1:46:07] range that's [1:46:10] good uh so that's what we're looking at [1:46:13] with regard to speeds um we'll go to the [1:46:16] end but so this is where we are with [1:46:17] speed right now we're hoping to have [1:46:19] everything done by the end of this year [1:46:20] even though the vision zero plan is [1:46:22] actually going to go to June I asked him [1:46:23] to roll it up so that we have it and [1:46:25] we're working with him to make sure that [1:46:26] we get all of our signage and things in [1:46:28] place so the next thing tool two uh this [1:46:31] came up I wanted to make sure this is a [1:46:32] kind of a discussion Point speed tables [1:46:35] all right I remember the council asked [1:46:36] 2022 2023 we wanted to implement a speed [1:46:39] table Wayne Avenue was our location for [1:46:42] the speed table uh this is just a map of [1:46:44] work it shows you can see uh MLK School [1:46:47] Dwayne Avenue and I'm calling them one [1:46:49] and two and then we have a stop sign in [1:46:50] the middle stop sign's important because [1:46:52] it's not a straight through you do have [1:46:53] to stop uh this is what the speed tables [1:46:56] look like uh they're very nice product [1:46:58] little labor intensive to put down but [1:47:00] once they're down they're down um but [1:47:02] and it is very we got the high [1:47:03] visibility one it's a very nice product [1:47:06] um PD did data pre and post using the [1:47:10] radar cameras uh and here is a summary [1:47:13] of what they have so I just wanted to i' [1:47:17] got a bunch of notes on here the period [1:47:18] data was taken in uh where it was it [1:47:21] July so no school but in July and then [1:47:24] the post data was in June school is in [1:47:27] session the following year after the [1:47:29] pumps were um if you notice the traffic [1:47:31] was actually up I just wanted you to [1:47:33] notice that because the volumes were up [1:47:35] not huge but up and the speeding numbers [1:47:40] and the average speeds were actually [1:47:41] down so we do think in the report that [1:47:45] SPD put together did deem that the speed [1:47:48] tables were effective so you could see [1:47:50] that we went from uh 11 % over to only [1:47:55] 4% that's great our westbound similarly [1:47:59] westbound is always a little higher the [1:48:01] other part of it is our Peak speeds 70 [1:48:03] mph down to 59 79 mph down to 61 and on [1:48:09] top of all this data that we have we did [1:48:11] not receive one complaint over the 3 and [1:48:14] 1/2 month installation um and so I I [1:48:17] think that it was it was a good program [1:48:20] I think it's something that we have to [1:48:21] look at so I put this together right so [1:48:25] speed tables can provide traffic calming [1:48:27] and the right application so this is [1:48:29] where I would push back here right is [1:48:31] that I don't want to legislate for my [1:48:33] office does the city council want to [1:48:35] install permanent speed tables if we do [1:48:38] then the city myself and Brian and SPD [1:48:42] we can work together to give some [1:48:44] locations but if we are also going to [1:48:47] allow the public um I have an [1:48:51] example of uh you might have seen this a [1:48:53] couple years ago if you want to pass it [1:48:54] around one sheet of what I really would [1:48:57] like to get put into place for us to [1:48:59] adopt which is an implementation guide [1:49:02] this guide is what the city of Rochester [1:49:04] uses uh Chief Whipple found it last year [1:49:08] I think it is a just a terrific guide [1:49:10] for something so that we can control the [1:49:13] requests um of it you know if the city [1:49:16] if Brian and I and the police are going [1:49:17] to put something in and it's already [1:49:19] going to be based off of this [1:49:20] information so the city will be [1:49:22] following this information but we just [1:49:25] want to make sure that similarly to the [1:49:26] sidewalk program and things that if [1:49:29] somebody wants to request something that [1:49:31] it's done in a more of a cohesive [1:49:32] organized Manner and not at this table [1:49:35] and not through emails and maybe uh [1:49:37] what's the proceed click fix um the only [1:49:40] thing I do want to point out with this [1:49:42] is uh restrictions uh this is a nice [1:49:45] little map I put together quickly about [1:49:48] where right now I would not advise so we [1:49:51] have what's called priority streets in [1:49:53] the city priority streets are usually [1:49:54] come into effect when you plowing comes [1:49:56] you want you off the street when it's [1:49:57] plow but priority streets are also our [1:50:00] priority streets if you were to know [1:50:02] they're here they're most of our main [1:50:04] roads we also have an engineering What's [1:50:06] called the primary Street which is [1:50:07] essentially an expansion of the primary [1:50:09] Street Network it's just not uh as [1:50:11] important for the plow routs and these [1:50:14] are the roads in the city that I would [1:50:16] recommend that if we're putting together [1:50:18] some legislation to say it that we would [1:50:21] these are off limits we can do maybe [1:50:23] other traffic calming measures but that [1:50:26] speed tables and speed humps we remove [1:50:29] that from the and I I tried to be I [1:50:32] tried to be judicious with it you know I [1:50:33] try to you know like where do you go we [1:50:35] can talk about it Norwood you know right [1:50:37] by Mount Pleasant Norwood is feeding [1:50:39] it's not a primary it's not a priority [1:50:42] that could be a main road that we look [1:50:43] at doing something like that about [1:50:45] working with the school district there [1:50:47] are roads secondary roads like that that [1:50:49] could be affected with feed buds but I [1:50:51] just want to make sure that we're doing [1:50:52] it in a way and I I can't deny that the [1:50:55] they did work they they did work in the [1:50:58] right application so I don't want to [1:50:59] take that off I just want to talk about [1:51:01] that and then the last thing that we [1:51:04] have tools three and four they're speed [1:51:07] enforcement cameras and speed [1:51:09] enforcement uh both for red lights and [1:51:11] school zones I talked to Bill Trudeau [1:51:13] who is the signal superintendent in the [1:51:15] city of Albany uh he has been there for [1:51:17] I believe 30 plus years uh he says that [1:51:20] they do have 20 and they were legisl for [1:51:23] 20 in school zone so they have 20 and 20 [1:51:25] um they had to pick what school zones [1:51:27] they're just going into this year I [1:51:29] believe this is going to be their first [1:51:30] year with them but the uh red light [1:51:32] cameras at the intersection have been [1:51:34] functioning so this is a tool that we [1:51:36] currently don't have but it's something [1:51:38] that if we feel that it's effective we [1:51:40] could make an effort for but I don't [1:51:41] have the road map to get to this um so [1:51:45] with that that's my quick as quick as I [1:51:48] can be of of speed safety in the area um [1:51:52] we are starting to meet more regularly I [1:51:55] am meeting with the no I think that [1:51:56] Vision zero plan is good um but I I just [1:52:01] want to you know like these are things [1:52:02] like I tried to show on that slide that [1:52:04] my office and with Brian coming on board [1:52:06] these are things we're already doing [1:52:07] we've already take traffic and safety [1:52:10] and you know we kind of lead the region [1:52:12] in federal aid money AIT money safety [1:52:15] money but it's something that it's like [1:52:17] drinking from a fire hose there's going [1:52:18] to be there's a lot of need in the city [1:52:20] but we are trying to do it so um in this [1:52:23] presentation I can update it we can try [1:52:25] to go forward uh a lot of the [1:52:27] information is going to be updated in [1:52:28] the mayor's uh monthly smart cities [1:52:30] reports going forward so that could be [1:52:32] made available for his office so I guess [1:52:35] I'll open it up to the questions at the [1:52:37] time as always thank you that was a nice [1:52:39] thorough presentation and then I think [1:52:41] it very much highlighted that to your [1:52:43] point there's already measures being [1:52:44] taken by the city and I thought the [1:52:47] other um foot stomp that I would make is [1:52:49] that this is not an issue uh that [1:52:53] disconnect the and of itself is is is [1:52:54] only experiencing this is a national [1:52:56] issue so at that time I'd like to open [1:52:58] up to any questions or comments as far [1:53:00] yeah so Echo I'm that I'm wonderful uh [1:53:03] very informed presentation so the [1:53:05] question is um so there's some things [1:53:09] that are in our control right there are [1:53:10] some things that we can do as far as the [1:53:11] speed tables which I think was a really [1:53:13] you know showed them to be quite [1:53:15] effective um when I'm thinking about [1:53:17] like some place like Kings Road in [1:53:19] particular which um is you know extreme [1:53:22] high traffic Ro so my question is we're [1:53:26] talking about the possibility of [1:53:29] reducing uh Citywide uh speed [1:53:33] limit I'm saying all so what type of [1:53:36] graduated interventions would be [1:53:38] appropriate for a place like King's Road [1:53:40] because talking to Residents is [1:53:43] is there was like request for a stop [1:53:45] sign more than overall reduction of uh [1:53:50] of the speed l in that are are in [1:53:52] particular so I'm wondering like through [1:53:55] the course of that traffic study that we [1:53:57] did um did it meet the requirements for [1:54:00] maybe a stop sign there instead of um [1:54:03] asward doing this more comprehensive [1:54:05] piece yeah so that's one thing stop [1:54:08] signs are not on my list of tools [1:54:10] because they're not a tool and we did [1:54:12] look at it um it did not meet the the [1:54:15] Merit for a stop sign um I have a hard [1:54:18] time I talked about this with Brian and [1:54:20] I've talked about this a little bit [1:54:21] internally is that um as a Judicial body [1:54:25] of the city of SKC you are in your own [1:54:27] right to put a stop sign up it is in the [1:54:30] city of connected however as the city [1:54:32] engineer with a license I cannot sign [1:54:34] off that it would be a compliant [1:54:37] mutcd stop sign however I've sent [1:54:39] articles out municipalities have done [1:54:41] this you know people have said that it's [1:54:43] in the greater need of the community [1:54:45] that we put this up and that that's what [1:54:47] we go we go forward with as a stop sign [1:54:49] um we would prefer uh Brian and I were [1:54:51] talking about just a little bit is that [1:54:53] um now with this once again another tool [1:54:55] is that Kings Road with the dot measures [1:54:58] was not able to technically be reduced [1:55:01] but with the federal measures we now can [1:55:03] reduce the speed on King's Road um we [1:55:06] did just put up a new signage on Kings [1:55:08] Road slow signage on the Kings Road last [1:55:11] week so we would like to see that [1:55:13] between the reduction of the speed limit [1:55:14] on that road if it's recommended which [1:55:16] most likely will go that route and then [1:55:18] the new signage what what happens there [1:55:21] we did put the crosswalk there we have [1:55:23] tried to make it you know narrower we do [1:55:24] have the guide rail you know we're we're [1:55:26] trying to put all the tools up there [1:55:27] that we can I believe the police have [1:55:29] had radar signs up there um but the stop [1:55:33] sign is not one of them that's why it [1:55:34] was specifically left out and it has [1:55:36] been discussed a couple of times K says [1:55:39] the speed tables wouldn't be appropriate [1:55:41] for King's Road I don't think speed [1:55:42] tables would be appropriate for K's Road [1:55:47] no what have we done or is there more we [1:55:50] could do on in the way of public ation [1:55:53] and put the message out there speed [1:55:56] kills and other campaign you know one of [1:56:00] the groups that I'm involved in that I [1:56:01] didn't have up there I actually meant to [1:56:02] is like the governor's traffic safety [1:56:04] board and some of the county sheriffs [1:56:06] and they do a lot of they uh I was on [1:56:08] the uh committee that started the [1:56:10] CNBC uh campaign and that started with h [1:56:13] money for Central Avenue 8 years ago and [1:56:16] that's been pretty successful I mean if [1:56:17] we need materials the state uh the state [1:56:21] office will give us all the materials I [1:56:23] know that uh SPD does um I don't want to [1:56:26] call it fake ticketing I don't know the [1:56:27] word that they call but they they go out [1:56:29] and they'll do like an educational [1:56:30] ticketing thing uh also the sheriff's [1:56:32] office has done that where they'll [1:56:34] actually if they catch you jaywalking [1:56:36] they'll give you like a CNBC ticket [1:56:38] which is kind of like a a fake ticket to [1:56:40] say Hey you know this is a a violation [1:56:43] you should cross in the crosswalk things [1:56:45] like that so like I said there are a lot [1:56:46] of Partners out there um um one of the [1:56:49] areas that the sheriff's office at are [1:56:51] are monthly meeting was is you know up [1:56:53] Division Street which was on the list by [1:56:55] the McDonald's and the bus stop you know [1:56:58] that is a really heavy area for [1:56:59] pedestrian traffic they go up there they [1:57:01] do targeted areas up there to try to do [1:57:03] enforcement and education uh events [1:57:05] that's one of the also the reasons that [1:57:07] we're looking at working with the CDTA [1:57:09] which is why it's up there to try to you [1:57:11] know move the bus stops to try to stop [1:57:13] all the different things there because [1:57:15] we have people running around buses um [1:57:18] but education would be great I I don't [1:57:19] know if you wanted to well yeah I I I [1:57:21] did not have a chance I was hoping to do [1:57:23] that before today's meeting but one of [1:57:25] the ideas which I thought was I was [1:57:27] trying to think outside the box and be a [1:57:29] little creative I ran it by Chris cuz I [1:57:31] thought maybe this is a little too wacky [1:57:33] Chris actually didn't think it was too [1:57:35] wacky so um you know I don't know if [1:57:38] anyone has ever taken a defensive [1:57:40] driving class um I took my last one [1:57:42] during covid when we first started at [1:57:44] covid um you know sitting there I [1:57:47] figured okay don't really have a lot [1:57:49] that I can do today I'm going to do this [1:57:50] defensive driving I definitely noticed a [1:57:53] change in my behavior after I took that [1:57:55] defensive driving class so one of the [1:57:57] ideas that I had was trying to see [1:58:00] whether I could get um a defensive [1:58:03] driving [1:58:04] course taught for free so in other words [1:58:08] like you can get defensive driving [1:58:09] through AAA you can get it in a number [1:58:11] of places I was hoping that maybe I [1:58:14] could get it so that either we would [1:58:17] think about putting a certain pot of [1:58:19] money together when we do our budgeting [1:58:21] for [1:58:22] 2025 um where maybe we would pay for [1:58:25] defensive driving or if I could just get [1:58:27] somebody to actually donate the [1:58:29] defensive driving um that if we could do [1:58:33] that as an incentive to get people to [1:58:35] take the defensive driving that at least [1:58:37] it might be one dent in that was no pun [1:58:40] intended but one way of trying to get [1:58:43] people to think more about their driving [1:58:45] habits um I know that um when I first [1:58:48] started this back in August of 2022 the [1:58:51] first people called were the were you [1:58:53] know the chief of police because I did [1:58:56] you know didn't know if it was just [1:58:57] crazy the crazy idea also around [1:59:00] lowering the speed limit the chief [1:59:02] really felt that if we could lower the [1:59:04] speed limit um that maybe we'd get [1:59:08] people going 30 if the speed limit was [1:59:10] 25 it also might be easier for them to [1:59:13] um again if people were going um let's [1:59:16] say 40 in a 25 mph speed zone the police [1:59:20] have more latitude in terms of ticketing [1:59:23] um which hopefully then would also be a [1:59:25] deterrent and might help to change some [1:59:27] of these behavior um because I I [1:59:29] definitely agree Chris mentioned this [1:59:31] earlier that out of those those ease [1:59:33] that we've heard about now several times [1:59:35] over the last couple of years education [1:59:37] and behavioral change is going to be the [1:59:40] toughest part of this um so um that was [1:59:45] that was the one idea that I had shared [1:59:46] with Chris the other day and I will [1:59:48] bring this up it is not in the [1:59:49] presentation but stay tuned for future [1:59:51] presentations cuz it's going to be a [1:59:52] bigger issue is that there's a new [1:59:54] buzzword out there called micr mobility [1:59:57] and micr Mobility is electronic scooters [2:00:01] skateboards Halls Wheels bikes it's all [2:00:06] of the things that go 30 mph and are not [2:00:09] registered vehicles and I don't want to [2:00:12] you know that's an entirely side [2:00:14] conversation but it is also part of this [2:00:18] because it's unregistered vehicles at [2:00:21] speeds on sidewalks on roads and it does [2:00:25] affect uh traffic and safety so as a [2:00:29] region we bring it up we're trying to [2:00:30] figure it out I know SPD has a hard time [2:00:33] with it because there's classifications [2:00:35] there's a lot of things that go into it [2:00:37] but that eventually will be up here and [2:00:39] I don't know what the pool will be but [2:00:41] more and more you're going to be seeing [2:00:42] that and that that's the term of it is [2:00:44] called micromobility yeah that [2:00:46] definitely has to be something that we [2:00:48] take on as well moving forward any of [2:00:52] questions or comments M so Mr Wallen um [2:00:55] so you talked about a couple things that [2:00:57] could happen and our our real goal that [2:01:00] we were trying to get to 25 mil an hour [2:01:01] but you also talked about these speed [2:01:03] tables so incrementally is there [2:01:05] anything that we can do to can and the [2:01:08] defensive driving actually I like I [2:01:09] don't know about the money [2:01:10] car but um I think that's a good idea [2:01:13] and I'm wondering if insur if it impact [2:01:15] people's Insurance in a positive way [2:01:17] well it would I mean if you take [2:01:19] defensive driving for 3 years after you [2:01:21] take it [2:01:22] you get a discount on your insurance so term things that we can control [2:01:59] um you know take Dwayne Avenue with the [2:02:01] speed table so I showed you the results [2:02:05] I don't have any complaints we do not [2:02:07] have any permanent speed tables in the [2:02:09] area I would prefer that if we were to [2:02:12] put speed tables in they come with some [2:02:14] kind of a documented support from the [2:02:17] council that says that you are okay with [2:02:19] the implementation of these speed tables [2:02:22] and that's kind of what I'm looking for [2:02:23] is the procedures in it I do not believe [2:02:26] and I can look that there's anything in [2:02:28] the city Charter that says that the city [2:02:30] engineer can put speet tables in I'm [2:02:32] sure you could find some language that [2:02:34] says anything in his discretion but I [2:02:37] would just like to have the support like [2:02:39] you know if we're going to move forward [2:02:40] if we want to put that in permanently we [2:02:43] can move forward with in the spring I [2:02:45] know it's almost po but putting those in [2:02:47] permanently coming up with standards [2:02:48] we're going to need markers on either [2:02:50] side for plows right we're going to need [2:02:52] reflectors we're going to need to make [2:02:54] sure you know but to that could be a [2:02:57] step that the the committee can take or [2:02:58] the council can take as well as if we [2:03:01] want to entertain a form like Rochester [2:03:04] if we want to entertain allowing us to [2:03:06] move forward internally with identifying [2:03:09] a couple other locations and and doing [2:03:11] programs like this to to do that and [2:03:13] coming back because right now that was a [2:03:15] was a test it was a pilot program pilot [2:03:19] program's over it the first one you had [2:03:30] mentioned in Prior meetings that the [2:03:32] cost has gone up substantially with the [2:03:35] um with the with the cost of them how [2:03:38] much of the speed tables themselves okay [2:03:40] they're not I don't I don't I wouldn't [2:03:42] worry about the cost of them necessarily [2:03:44] I mean if we're going to buy another set [2:03:45] of them we have a set we just need to [2:03:47] find the right spot to put them in based [2:03:49] off of this information and I can I can [2:03:51] bring that to you [2:03:52] um but when they do work you know [2:03:54] because this will be [2:03:56] a I'm I'm I don't know how to to control [2:03:59] the floodgates necessarily if you were [2:04:00] to go to Albany and go into the Arbor [2:04:03] Hill Neighborhood I believe they spent a [2:04:04] million dollars putting in speed tables [2:04:07] throughout the Arbor Hill Neighborhood [2:04:09] so once again is that is a commitment of [2:04:11] City funds that currently you don't have [2:04:13] in front of you so if we're going to do [2:04:15] that you're going to say Chris we [2:04:18] usually Bond you a million5 dollars to [2:04:20] pave City roads we want to take a [2:04:23] percentage of that and we want you to [2:04:24] put it in the speed tables all right [2:04:26] there's no funding source out there that [2:04:28] I'm aware of I can see if H funding is [2:04:30] available but you know everything we do [2:04:32] has a repercussion from somewhere else [2:04:35] and if we do Dwayne Avenue what's to say [2:04:37] that a neighboring Street will not want [2:04:40] something similar if you're going to see [2:04:41] it and then that's how you know when [2:04:43] Arbor Hill they did multiple streets so [2:04:46] we have one it was a school zone it was [2:04:48] picked because it was cut through it's a [2:04:49] good Street um you know Tri Street which [2:04:52] is right identified next to it that [2:04:54] traffic cing is going to be different [2:04:55] that traffic cing is we're narrowing the [2:04:57] road significantly we're putting that [2:04:59] cycle track and you know we're going to [2:05:00] be doing landscaping so that's a [2:05:02] different type of [2:05:05] traffic um I usually like reserving my [2:05:07] questions to the end but because they're [2:05:08] related can you talk around the [2:05:10] turnaround time of installing them and [2:05:12] then any maintenance issues that you [2:05:13] identified on this test of installing a [2:05:16] speed HP I do not think they would be um [2:05:20] a long lead time to install it is uh [2:05:23] typically they're asphalt we could look [2:05:25] to do it in the concrete um but I [2:05:27] believe albes are all asphalt um if we [2:05:30] were to design and put out a bid we [2:05:32] could probably put them in this year but [2:05:34] I don't know if that would be something [2:05:35] that we would put it in just in time for [2:05:37] clouds [2:05:39] um but it is literally you would Mill [2:05:41] out a keyway in the location then you [2:05:44] would put um probably some dowels to get [2:05:46] it down and then you would just form it [2:05:48] with asphalt which is hand work but it [2:05:50] could be done and then then we'd have to [2:05:52] see if we' like to paint it and that was [2:05:53] something then we'd have to maintain the [2:05:55] paint but we definitely would want if [2:05:56] you were to go to um Colony they have [2:06:00] indicators on both sides and then they [2:06:02] have a sign ahead that says you know [2:06:03] bump ahead you know we just have to put [2:06:05] that package together similar to a [2:06:07] school zone so we have a speed table [2:06:10] package and it it anything can be done [2:06:13] it's really I mean this is pretty [2:06:14] standard to uh the mutcd books and [2:06:16] things for when you have it um so I'm [2:06:19] not I'm not too concerned about it it's [2:06:20] just when [2:06:22] and uh you know one I I can afford a [2:06:25] dozen now we're starting to get into [2:06:27] impacting other things in the budget [2:06:29] then uh just the second part of that the [2:06:31] maintenance issues does it permanently [2:06:32] alter like the Integrity of the roadway [2:06:34] or was that something that you didn't [2:06:35] identify as an issue no it it would only [2:06:38] alter that that location spe bump would [2:06:41] be and it would be it would be intergal [2:06:42] itself it would only be if we did [2:06:44] concrete it would be you know its own [2:06:46] its own thing which might which might be [2:06:48] where we go with it to make it last a [2:06:49] little longer any other questions m p so [2:06:52] it does seem first of all thank you I [2:06:54] know how much time you lights I mean how are [2:07:18] we able to come up with those sort of [2:07:20] budget Pro jections in terms of what we [2:07:22] would need to if we were looking at this [2:07:25] comprehensively um as you just did um as [2:07:28] opposed to just the speed limit um are [2:07:30] we able to you know put that kind of [2:07:32] packaging together in time for how it [2:07:35] would impact the 2025 budget and what we [2:07:38] would need to discuss for the 2021 [2:07:43] budget I would I would probably start [2:07:45] with talking with Bill and Albany I [2:07:47] believe when you set up these speed [2:07:48] cameras there is more of a agreement [2:07:51] part of it where the company that you [2:07:53] sign up to do it it's like a revenue [2:07:54] share to pay for somebody operating it [2:07:56] so I would have to but I believe that's [2:07:59] how that was set up um one of the things [2:08:02] I I'll share with this this was an [2:08:03] interesting one that we would just have [2:08:05] to work through the logistic is [2:08:06] apparently there is a law that with this [2:08:10] school zone speed cameras they have to [2:08:12] issue the tickets within 14 days or the [2:08:15] ticket is null and that is done by the [2:08:18] police department so they're trying to [2:08:20] figure out you know the resources to [2:08:23] make sure that they can turn around [2:08:24] those tickets in a time that's adequate [2:08:26] to be able to get it out so that's one [2:08:28] of the things that they're looking at is [2:08:29] that okay they're anticipating that when [2:08:31] they get up there for the first couple [2:08:33] of months the tickets are going to go [2:08:35] high high generation of tickets and now [2:08:37] they have to go through get them all out [2:08:39] so that's a that is a a labor question [2:08:42] that they have right [2:08:44] now and you know if you if you guide me [2:08:47] that way I will ask the questions and [2:08:49] get the information like I said this is [2:08:51] a Sandbox that I play in so I I know to [2:08:55] get it but it's just what what do we [2:08:56] want to do and then like you said if we [2:08:59] if we were to bond you know you're going [2:09:00] to come to the capital budget and if I [2:09:01] put a bond of $1.5 million which is what [2:09:04] a typical amount is that we would do [2:09:06] annually um the speed tables can come [2:09:09] out of that bonded money um that is an [2:09:11] equ to come out of that but once again [2:09:13] is you're you're not doing something on [2:09:15] a road otherwise you're you're you're [2:09:17] allocating the money differently which [2:09:18] is fine I mean it's all for the benefit [2:09:20] of the city but there is no nothing else [2:09:24] new everything's getting allocated [2:09:26] different any other questions or [2:09:31] comments so with that being said I just [2:09:33] wanted to clarify one point you made you [2:09:35] said with respect to lowering the speed [2:09:37] limit to 25 mph you were asking for [2:09:39] additional time to see out that studies [2:09:41] the of the year is that correct yes so [2:09:44] the recommendation from our city [2:09:45] engineer is to pause and allow him time [2:09:47] to continue that work how does everyone [2:09:49] feel about that [2:09:52] my hair has only gotten grayer no only [2:09:54] kidding but um I mean if we need to do [2:09:56] that we need to do that um but um yeah I [2:10:03] mean um but to your point Miss Patrick [2:10:05] uh we have a proven method that does [2:10:07] work so those speed tables I I know [2:10:09] we're trying to weigh costs as we enter [2:10:12] another budget season but I think with [2:10:14] respect to loss of life I think this is [2:10:17] not uh a complicated issue I think it's [2:10:20] more or less just how we make those [2:10:21] concessions with our other ask that we [2:10:23] have with regards to the budget in the [2:10:24] city and then asking our residents to [2:10:27] understand if we are positioning money [2:10:29] to affect change in this one area that [2:10:32] might come at an expense to others [2:10:34] because we cannot view everything uh so [2:10:36] he making sure there's a lot of [2:10:37] realization and understanding that the [2:10:39] enforcement and Engineering are aspects [2:10:41] that we can control but that education [2:10:43] is a collective [2:10:46] responsibility so we can take these [2:10:48] steps but if the community is not [2:10:49] working collaboratively with us [2:10:51] and it will all be for and we'll be [2:10:53] addressing the next micro mobility issue [2:10:56] as it comes in a decade or so oh that's [2:10:58] going to come soon yeah sooner than a [2:11:00] DEC that's way sooner than yeah [2:11:04] um would you like me to move forward [2:11:06] with trying to create a city of connty [2:11:08] procedure [2:11:11] yes I say yes [2:11:16] yes I say [2:11:18] yes and then I did want to get a [2:11:20] clarification you said if we elected to [2:11:22] today we could put aop a stop sign on [2:11:24] King's Road the issue was whether it be [2:11:27] effective or not can you just clarify or [2:11:50] interest of the town and for town Safety [2:11:53] to put that stop sign there even though [2:11:55] they acknowledge that it did not meet [2:11:57] the criteria laid out by the [2:11:59] mutcd and that was how it was worded and [2:12:02] that's how it was stated as they wanted [2:12:03] to put it there because they felt it was [2:12:05] in the best interest of the Town um and [2:12:08] that's what I am saying is that you know [2:12:09] there's a lot of we just went through [2:12:11] some language here and I was reading out [2:12:13] on federal highways that states that the [2:12:15] jurisdiction ultimately has authority [2:12:17] over their jurisdiction you know the [2:12:19] mutcd is a manual it's not they're not [2:12:21] going to come out and cut it down in the [2:12:23] Boston spot article the dot acknowledged [2:12:25] that they would not put that stop sign [2:12:27] there but that the town has the [2:12:29] authority to do so me being a licensed [2:12:32] engineer I would prefer not to do things [2:12:35] contrary to the manual that you know I [2:12:38] want to school for so that is why you [2:12:41] know we we're I'm just trying I'm not [2:12:42] trying to to say that it's not possible [2:12:45] it's impossible for you to do it if you [2:12:46] do it you're going to get arrested [2:12:47] they're going to tear it down it's [2:12:49] impossible to do I'm just saying that [2:12:50] you not get a letter of recommendation [2:12:52] for me to put that stop sign there [2:12:55] because it's not not one of the tools [2:12:56] it's not one of the things that we do as [2:12:57] Engineers to control traffic but if you [2:13:01] believe it is affected it has been done [2:13:04] you will find stop signs you will find [2:13:06] signals in this city [2:13:25] everybody's aware of is that by me [2:13:26] saying that I don't support it does not [2:13:28] mean saying that anyone is going to come [2:13:30] and say it is [2:13:31] illegal thank you uh any other questions [2:13:34] there Mr Tor oh yes just relating to [2:13:36] that thank you um what would be the [2:13:37] legality of if we you know assigned a [2:13:40] stop sign to King's Road um and there's [2:13:42] a got terrible accident there and it's [2:13:46] not under any guidelines [2:13:53] I it's it's got to be the [2:13:57] guidelines for stop [2:14:01] sign [2:14:06] yeah to make it legal to make it legal [2:14:09] well I think it would be a mute point [2:14:10] also I don't see an Ence of as [2:14:12] completely disregarding or contradicting [2:14:14] your [2:14:16] recommendation Mr those type of [2:14:19] situations [2:14:21] hypothetically as opposed to any [2:14:23] particular site you put a stop sign up [2:14:26] where it's not recommended or the [2:14:28] studies don't support it you're going to [2:14:31] tend to see an increase in the rear end [2:14:33] collisions you're going to get they may [2:14:35] not be horrific accidents but you get [2:14:39] personal injury accidents you get damage [2:14:42] to cars you get people who do suffer [2:14:45] some uh injury as a result of somebody [2:14:48] stopping they're not geared to stop they [2:14:51] run into them and those things also over [2:14:55] time tend to decrease but the initial [2:14:59] placement of it tends to create more [2:15:03] events than not having it there thank [2:15:06] you Mr Mayor thanks Mr yeah regarding [2:15:09] the table in you know traffic table cing [2:15:12] device um I would recommend that maybe [2:15:15] you do it by ordinance giving the city [2:15:18] engineer the authority to uh develop a [2:15:21] policy that from time to time will be [2:15:23] updated according to the standards of [2:15:25] the uh Traffic Safety uh community that [2:15:29] way it's it gives him the city engineer [2:15:32] flexibility to update that anytime it is [2:15:35] updated it's brought back to the council [2:15:37] but just to delegate that and that if [2:15:40] you're being Comm if you're committing [2:15:41] to that table those traffic humming [2:15:44] devices um in the in the budget process [2:15:48] um that that would probably be a good [2:15:50] time to do it because then you're really [2:15:52] making the commitment you're making [2:15:54] we're going to spend x amount of dollars [2:15:56] for these types of devices and as such [2:15:58] we're delegating or not delegating we're [2:16:01] empowering or clarifying or uh clearly [2:16:04] setting forth that the uh the city [2:16:07] engineer has the authority and working [2:16:09] with the signals people and the police [2:16:11] department to develop this um standards [2:16:15] that will be PR presented to the council [2:16:18] and updated from time to time it's [2:16:19] necessary notice to the [2:16:22] council so always like asking before [2:16:25] designor ass signing work is that a [2:16:26] product your office can take on creating [2:16:29] that that language that [2:16:32] narrative creating the language [2:16:35] just the ordinance and and regarding a [2:16:39] policy we can work with the the engineer [2:16:41] office regarding that that we have a as [2:16:44] as Mr wall indicated there's a good [2:16:45] template to work work off from the city [2:16:48] of Rochester that made this need to be [2:16:50] adjust [2:16:51] so we can work [2:16:54] with thank you any other Michael Hamilton are inas [2:18:43] but they both signed up for the clear [2:18:44] database so they're going to start to [2:18:46] try to pull some GIS data so we'll see [2:18:48] what that has GIS geographic information [2:18:51] it's a mapping where we can try to see [2:18:53] hot spots and things like that so a lot [2:18:56] of information out there is just how you [2:18:57] do that together previously [2:19:41] these requests they seemed like a [2:19:42] mountain with the state guidelines which [2:19:45] were expc very explicit in perspective [2:19:49] 80 percentile they had five steps that [2:19:51] he would go through we generated a [2:19:53] report that was 30 pages for one street [2:19:55] and then we generated 25 the federal [2:19:57] guidelines being simplified allow us to [2:20:01] do things so much more streamlined and [2:20:04] efficient that this is just what we're [2:20:06] doing with the consultant is just going [2:20:09] through checking everything making sure [2:20:11] we're you know we have what we want even [2:20:13] the conversations that I had today with [2:20:14] Brian to get to that map with just those [2:20:16] two streets you know that's efficient [2:20:18] like I said is I I don't want to ber it [2:20:21] but like this map here this is the only [2:20:22] reason is that this particular map here [2:20:25] is I just always remind myself that if thank you so much thank you for your [2:24:43] dedication to the residents and taxpayer [2:24:46] here at the city and some of you thank [2:24:48] you for your support in more ways than [2:24:49] one you know who you are thank you for [2:24:51] the calls the check in I truly [2:24:53] appreciate it to my colleagues here at [2:24:56] the city of SKC who have made the [2:24:57] transition in this role and helping me [2:25:00] get acclimated to support answering all [2:25:02] of my silly questions Chris Wallen Chris [2:25:04] Lum Paul Leon Al the maintenance team [2:25:07] the Law Department ban and my buddies [2:25:09] and it codes Molly the entire Finance [2:25:12] team my city clerk family the mayor's [2:25:15] office and their team as I would say l [2:25:17] Dy and everybody and last but certainly [2:25:20] not not leas my wonderful wonderful team [2:25:22] in the department of development we have [2:25:24] succeeded four HUD audits in the last 12 [2:25:27] months revamped our collaborative tree [2:25:29] program managed over $17.1 million in [2:25:32] federal funding 14 million of that is [2:25:34] the ARA funding that was pushed out to [2:25:36] our local organizations and nonprofits [2:25:38] and the City of SKC the remainder is our [2:25:40] cdbg home and ESG funding we've [2:25:43] identified the gaps in our processes [2:25:45] we've updated our internal processes and [2:25:47] procedures for Community Development [2:25:49] we've even implemented a new CRM system [2:25:52] to manage Our Community Development [2:25:54] Federal fundings we've established [2:25:56] internal workflows including other [2:25:57] departments we have increased in [2:25:59] capacity which was a big deal we on [2:26:02] boarded two part-time Community [2:26:03] Development team members a Community [2:26:05] Development supervisor and an assistant [2:26:07] planner and most of all the morale in my [2:26:10] department is boosted and I just wanted [2:26:12] to simply just take a couple minutes to [2:26:13] thank each and every one of you for your [2:26:15] partnership to the community for giving [2:26:17] me grace and patience as I learned in [2:26:19] the Justin this we've been walking all [2:26:21] year so get ready we're going to start [2:26:23] jogging so thank you and I I see the [2:26:25] mayor is getting terized so I probably [2:26:27] should move on my legislative request [2:26:31] you're not going anywhere right [2:26:34] no she's got she's got an official [2:26:37] shirt um so today we are addressing arpa [2:26:41] funding D Foundation Empowerment Center [2:26:44] and the Carver re resource center for [2:26:46] reallocation the arpa allocation for [2:26:49] Empowerment Center and D total $1 [2:26:52] m75 $875,000 of that was allocated to [2:26:56] the Empowerment Center and2 200,000 was [2:26:59] allocated to the DOR Foundation the [2:27:02] Carver Center had [2:27:04] $1,250,000 allocated for their [2:27:07] Rehabilitation and that was noted in [2:27:09] resolution [2:27:10] 22- [2:27:12] 214 today the DOR Foundation is asking [2:27:15] to separate their $200,000 ARA [2:27:18] allocation from the Empowerment Center [2:27:20] in addition they are requesting [2:27:24] $139,400 from the Empowerment Center [2:27:27] allocation giving them a total of [2:27:30] $339,500 to be used for operating cost [2:27:34] at the 311 huet Street property the [2:27:37] second ask is the Empowerment Center the [2:27:39] Empowerment Center ARA allocation amount [2:27:43] that would be left if we give Derby the [2:27:46] additional [2:27:47] 139,900 would be7 94 [2:27:52] sorry forgive me the the Empowerment [2:27:55] Center balance to date is [2:28:04] $794,000 that they are asking for in [2:28:08] addition to their 200k the balance for [2:28:11] the Empowerment Center will be [2:28:17] [Music] [2:28:19] $654,900 [2:28:20] [Music] [2:28:22] $1,250,000 remain with the Carver Center [2:28:25] in addition [2:28:49] noted [2:28:50] any questions or [2:28:52] comments inspect I fully support um the [2:28:56] idea of giving the Dory Foundation which [2:28:59] I always mispronounced I thought it was [2:29:00] du but okay um the uh [2:29:07] $39,375 [2:29:09] 3 um we attend a couple a few of us [2:29:12] attended the meeting the other day and [2:29:14] they are currently doing that work um so [2:29:17] this would allow them to continue doing [2:29:19] that work so I do support that um and [2:29:23] then obviously the next one is just what [2:29:25] the balance would then be for the [2:29:26] Empowerment Center um I still have some [2:29:29] questions about the the Carver um so I [2:29:32] wanted to hear a little bit more about [2:29:34] um that perhaps from in terms of I know [2:29:37] that in terms of the building and and [2:29:39] maybe from the mayor in terms of what [2:29:41] you what you thought um moving forward [2:29:43] with that but I I really would like to [2:29:45] support the I don't know if you want to [2:29:47] do this separately or as one but well [2:29:50] have to do sep resolutions for for the [2:29:51] um for J and then we'll have to discuss [2:29:54] the other part of [2:29:55] it so I'd be happy to make them well I [2:29:58] think we going leave it open to others [2:30:00] to have questions or comments okay any [2:30:04] so I I attended the meeting where um D [2:30:07] came and asked for their additional [2:30:08] funding and I just you know want to [2:30:10] point out that it's been a couple years [2:30:11] since we've been going down this road [2:30:13] with this funding and in the meantime [2:30:15] we've we've funded multiple other [2:30:18] projects and so we're getting to the [2:30:19] point where we have to be at the end of [2:30:21] this year have to allocate These funds [2:30:24] in order for that for it to you know [2:30:26] otherwise we would not be able to [2:30:27] allocate it to this agency so I'm in [2:30:29] full support of this keeping in mind [2:30:31] that initial initially Zuri asked for a [2:30:34] lot more money however in the process a [2:30:36] couple years ago they were put together [2:30:38] with the empowerments that are not at [2:30:39] their request but as as a decision in [2:30:42] development um prior so um to me for [2:30:45] them to ask now for this amount of money [2:30:47] um which is still overall less than what [2:30:49] they were asking for and it's not stated [2:30:51] here but their project is uh cost is [2:30:54] more because they have to they already [2:30:55] have a building but they have already [2:30:57] gone ahead and gotten the funding to do [2:30:59] the building initially they asked for us [2:31:01] for the funding but it took so long that [2:31:03] they um went to another source to make [2:31:05] sure that they had the money for the [2:31:06] funding so we would have to change it in [2:31:08] that way as well because the use of the [2:31:10] funds are now to do programming as [2:31:12] opposed to um rehabing the building [2:31:15] because but they've already got funding [2:31:16] for that so additional money and also [2:31:18] change of use the CH they in our in the [2:31:22] resolution previously done it was just [2:31:24] for programm and not for Rehab 200,000 [2:31:27] so we would okay but we just have to [2:31:29] increase it yes all right so I'm I'm [2:31:31] fully in support of of of that and for [2:31:35] just for clarity the Empowerment Center [2:31:37] as it stands will not exist at 818 [2:31:40] Albany Street which was originally the [2:31:42] process and some of the money that [2:31:43] you'll see that's gone from the budget [2:31:45] is went to into stabilizing the building [2:31:47] so but that's not where it would happen [2:31:49] so the Empowerment Center would be a [2:31:51] part of the caror Cooperative project [2:31:54] that that's being worked on uh so it [2:31:57] doesn't exists in its own as a stand [2:31:59] alone because you know people that's [2:32:01] been a question that's been kicked [2:32:02] around but the services that they would [2:32:04] provide would exist within um the Carver [2:32:10] building so um and and and let me just [2:32:13] say I do support uh that we continue [2:32:15] moving ahead and look for other funding [2:32:17] in order to do this project within with [2:32:20] in Harbor just taking a look at the [2:32:22] community and the investment that we [2:32:23] need to have happen people have [2:32:25] continually been asking I know it's been [2:32:27] a road and one organization who had it [2:32:29] and then they moved away from it that [2:32:31] doesn't mean that the need has gone away [2:32:33] the need still exists so um the city [2:32:36] we've identified ways to support other [2:32:38] organizations and agencies so I suggest [2:32:41] that we strongly look at ways and uh to [2:32:44] to uh support this organization and [2:32:46] agency in a community that's really um [2:32:49] that needs a service and Carver's been [2:32:52] staple know it's been a while and just [2:32:55] for the facts it wasn't people from the [2:32:56] community it wasn't under their control [2:32:59] that it went to its current state so [2:33:01] just want to state that as well but I [2:33:02] would support us not only giving this [2:33:04] funding but finding other ways to help [2:33:06] them get other funding and and nailing [2:33:08] down I know they said they have other [2:33:09] funding sources but nailing those down [2:33:12] and finding out what those gaps are so [2:33:14] to see if there's ways that we can um [2:33:16] close the gap they said they had a a [2:33:18] verbal commit from the county and I [2:33:20] forgot the other source Sant Barb and [2:33:22] Santa Barbara's office so they said they [2:33:24] had verbal commitments and I recommend [2:33:26] rather than counting them out that we [2:33:28] look at what those commitments are and [2:33:29] get them strong commitments and then see [2:33:31] how we can fill a gap to move this that [2:33:33] project forward as well any other [2:33:36] questions or comments on Mr yeah so I [2:33:38] would absolutely U 100% support our and [2:33:42] I would just note that I think that even [2:33:44] this um their request is extremely [2:33:46] humble um I think that's it's a very [2:33:48] humble request Bas of the work that [2:33:50] they've been doing already without us [2:33:52] being able to get them the resources [2:33:55] that they needed in a timely manner one [2:33:57] indicator of someone's dedication to a [2:33:59] project is that they're going to find a [2:34:00] way and so they haven't been just [2:34:02] talking they've been really doing and I [2:34:04] think that um you know not only do I [2:34:07] think that we need to support them with [2:34:09] they're ass I think that you know I [2:34:10] appreciate all the work that you're [2:34:11] doing in your office we're so blessed to [2:34:13] have you here and I think a big part of [2:34:15] that work is partnering with them to [2:34:17] even not only help them with the [2:34:18] resources that we can give them but [2:34:20] helping finding some more other [2:34:22] resources to support the work they're [2:34:24] doing I think it's absolute no-brainer [2:34:26] and I would really struggle to find out [2:34:27] why anybody else at the table would [2:34:29] think anything [2:34:30] different any other question there yeah [2:34:33] I attended the meeting as well my [2:34:35] question is on the [2:34:38] Carver there was some concern to have [2:34:40] enough money for the building [2:34:43] rehab um operational costs are another [2:34:47] is not part of the request [2:34:50] and that's another conversation but the [2:34:52] building do we will this 1.25 plus the 6 [2:34:58] 154,000 get us there do do we know would [2:35:02] look for the council to just deal with [2:35:05] the dur uh component of this tonight and [2:35:09] look to put together those other numbers [2:35:11] cuz right now I'm not comfortable with [2:35:14] enough money on the table to do the [2:35:17] appropriate rehab or the rehab that's [2:35:19] been outline in that building that we're [2:35:21] still working on that I been support [2:35:25] forward [2:35:27] that well that's why I'm saying they've [2:35:29] had other verbal commitments so we would [2:35:30] look to them to get those firm [2:35:32] commitments to see if they could get to [2:35:34] whatever that whatever the number is the [2:35:36] mayor stated at the meeting that it [2:35:37] needed to was going to be higher than it [2:35:39] was when they initially asked for but [2:35:41] they're not there's no one present from [2:35:43] the organization tonight but they did [2:35:45] say that they you know had a plan so we [2:35:48] would have to hear what their plan is [2:35:49] and how much funding they had to back [2:35:50] their plan okay Patrick yeah I'd like to [2:35:54] say that I mean again the players that [2:35:56] were here the other night I I support [2:35:58] them and I um have talked with both of [2:36:00] them the folks that were here the other [2:36:02] day from Carver um and I [2:36:05] just it's gone through a lot of changes [2:36:08] over the years um even just since I've [2:36:10] been on Council in terms of what the [2:36:12] mission statement was for the um [2:36:15] programming within the Carver so um I do [2:36:19] want to say that I support that aspect [2:36:21] of course of of what's Happening um and [2:36:25] I do appreciate also that I know that um [2:36:28] from M Carver's office that there'd be [2:36:31] support and there'd be technical [2:36:33] assistance which is something we've [2:36:34] talked about for a long time uh so that [2:36:36] would be really great as well um I would [2:36:41] say that one of the things that we did [2:36:43] when we did award them the initial arpa [2:36:46] funding when it was in a previous [2:36:48] incarnation um we had a we had a [2:36:50] contingency in terms of you know by when [2:36:53] they would get the remaining funds um in [2:36:56] place solidly to be able to move forward [2:36:59] with the project and so I just throw [2:37:01] that out to see what people think about [2:37:02] that and whether we need to do that [2:37:04] again because we are coming up on you [2:37:07] know a deadline of being able to spend [2:37:09] the money in a way [2:37:12] that you know we want to make sure that [2:37:14] money gets spent um by the time that the [2:37:16] federal government needs us to have it [2:37:18] spent so I just throw that out there so [2:37:22] I'd say what I feel comfortable um [2:37:24] saying is first I want to make sure we [2:37:25] give credit to the individuals that got [2:37:27] us this conversation that was the [2:37:29] original crew for like a better words [2:37:31] that was leading that Miracle on credit [2:37:33] conversation uh very much there was a [2:37:34] lot of learning and uh carrying this [2:37:37] conversation throughout truly a pandemic [2:37:39] uh and it was a credit to their uh [2:37:42] dedication not only to the community but [2:37:43] seeing that this building that was [2:37:45] dilapitated comes back to life uh from [2:37:49] that there were a lot of questions about [2:37:51] uh their ability to kind of structure [2:37:53] and make sure that ourselves as [2:37:55] legislators we feel comfortable [2:37:57] designated large swaps of money because [2:37:59] we need to have a plan in place and I [2:38:01] see the transition and transformation [2:38:03] that has happened since then with this [2:38:05] new uh I guess reinvigoration of this [2:38:09] current um project and how how it was [2:38:12] presented to us I understand that this [2:38:15] is not going to fully fill that Gap but [2:38:19] there have been other projects that have [2:38:21] not been fully allocated for and that we [2:38:23] have comfortably allowed them time to [2:38:25] continue as is reference YWCA and the [2:38:29] confidence and their ability to fill [2:38:32] those gaps I think there was a slight [2:38:33] hole not not and in compar in comparison [2:38:36] to the entire budget our reflection was [2:38:39] we trust that you will figure it [2:38:43] out as we've had these conversations it [2:38:46] has talked about equitability and being [2:38:49] transparent with not just our community [2:38:52] with this project uh again I think the [2:38:54] additional money allocating to that this [2:38:56] gets them closer I think as Miss pfield [2:38:59] has identified there are other players [2:39:01] external Partners who's similar to what [2:39:04] happened beautifully with my side where [2:39:06] this funding stream was able to be [2:39:08] identified to keep this resource within [2:39:10] our [2:39:11] city I am confident this will be able to [2:39:14] occur again and then in my conversations [2:39:16] with members of their program team it [2:39:18] was made clear that if we were able to [2:39:20] position the city in a way that we could [2:39:22] leverage our capacity that again will [2:39:25] make that Gap slightly smaller and then [2:39:28] just so I can capture this for everyone [2:39:30] in the room but also listening again [2:39:32] getting to the end of the year doesn't [2:39:33] mean the project has to be done the [2:39:35] money is has to be a lotted so there's [2:39:36] truly no timeline in place as long as we [2:39:39] can confidently say we are moving [2:39:41] forward I don't think it is anyone's [2:39:42] interest to have fund a project but [2:39:46] again keep it in line with the manner in [2:39:48] which we respond to other projects I [2:39:50] don't think saying no or waiting I think [2:39:54] that sends a disservice to [2:39:56] them so your to manag abely uh any [2:40:01] questions or comments I'm Sorry Miss [2:40:03] Patrick well I just I do want to back up [2:40:05] because some of the other organizations [2:40:06] that approached us for uh funding for [2:40:09] example thew to your [2:40:13] example has been in operation for [2:40:17] decades um successfully doing doing [2:40:19] their work so this is a is different [2:40:22] because we will be taking a chance on an [2:40:25] organization that has not at all started [2:40:28] their work [2:40:30] um in this in this Incarnation so again [2:40:33] I respect the leadership of the new [2:40:36] project um but it's apples and oranges [2:40:39] to try to compare it to something like [2:40:41] the YW because the YW has been [2:40:43] successfully doing their work for I want [2:40:46] to say like 100 years or something 135 [2:40:50] years so you know we know that making [2:40:53] that investment um there was experience [2:40:55] and expertise there um with a track [2:40:57] record for how they were going to use [2:40:59] the fund so I just I just wanted to [2:41:01] clarify that Mr So to that um I would [2:41:05] say that when we talk about um funding [2:41:08] and funding allocation in terms of eff [2:41:11] what we have to understand is some [2:41:12] someone like the Y who has been around [2:41:14] for a long time doing a lot of valuable [2:41:16] work part of the reason why they can do [2:41:20] that work is because they have the [2:41:21] capacity to do the work so we're talking [2:41:24] about Grassroots initiatives and not [2:41:26] making decisions for people but making [2:41:28] decisions with people part of the the [2:41:30] culture if you will um of the original [2:41:33] intent was that things would have moved [2:41:35] a lot faster and even more maybe [2:41:38] efficient from a business lens if if the [2:41:42] leadership group there was just saying [2:41:45] this is what the community needs and [2:41:46] this is what we're going to do really [2:41:47] what they're saying is that they're [2:41:49] getting getting that feedback from the [2:41:50] community um they're leveraging um what [2:41:53] is tons of Highly highly skilled people [2:41:56] and highly skilled people uh skill sets [2:41:58] within the community to come together to [2:42:01] to to make this project work so when you [2:42:04] look at it through the lens of this is [2:42:06] community [2:42:07] based um and not just you know they [2:42:11] don't have the same capacity of some of [2:42:13] our big box nonprofits that have been [2:42:15] doing the work for some time then that's [2:42:18] literally the definition of equity is [2:42:21] that you're giving people what they need [2:42:23] in order to be successful luckily to the [2:42:25] why for years and years of funding and [2:42:28] support um and other nonprofits that [2:42:31] have benefited from um uh systemically [2:42:34] unjust and inequitable system of course [2:42:37] they're in a position to do some of the [2:42:39] work that they're doing look at a a [2:42:42] project like um what we're referring to [2:42:45] as Carver at this point you know they [2:42:47] haven't had that institutional support [2:42:49] for um the decades so I don't expect so [2:42:53] to your point it is apples apples to [2:42:55] oranges but maybe if we're looking at it [2:42:57] from a different advantage point it's [2:42:59] just highlights the extreme inequitable [2:43:01] and injust treatment of small community [2:43:04] um nonprofit trying to do big work and [2:43:06] I'm glad that we're all in support of D [2:43:08] because I think that even though [2:43:10] something like d has not came to us [2:43:12] multiple times over decades fund and [2:43:14] they've been doing work in the community [2:43:16] for 180 years so it's like when we think [2:43:18] about that just because we haven't seen [2:43:20] the work that's been done um in that [2:43:22] more in that broader scope of like a a [2:43:25] nonprofit sector the people that are at [2:43:29] the helm of this have been doing the [2:43:30] work collectively I would say for for at [2:43:33] least 100 years all the people that you [2:43:35] have the leadership so you have to [2:43:37] really make sure that we're [2:43:37] acknowledging that because that's the [2:43:39] definition of [2:43:43] equity we're not doing that any other [2:43:46] questions or comments uh m um so I just [2:43:50] wanted to highlight that with the [2:43:53] investment that the city is making on a [2:43:54] crave name connection it's important [2:43:57] that we address the Carver Center one [2:44:00] way or another um so I just want to [2:44:03] stress that we we have a lot of money [2:44:05] that we are putting in um to that [2:44:07] project so to we need to find a way to [2:44:10] execute it I know that um the mayor has [2:44:13] suggested that the city may keep [2:44:15] ownership and give the co-op a pathway [2:44:17] to ownership but that still doesn't take [2:44:19] that still doesn't take the pressure off [2:44:21] the city with being able to find the [2:44:23] funds for The Gap um it's not a one [2:44:27] person thing here this is going to take [2:44:28] the collective um the collective group [2:44:32] because or else the mayor will be upset [2:44:33] with me for [2:44:35] saying so um yes I was going to bring [2:44:38] the Craig name that's coming up so I [2:44:39] think that's important that we keep that [2:44:41] in mind we would just want to have a [2:44:42] building that's standing there and I [2:44:43] don't want to call it deric cuz it's you [2:44:44] know uh it's not deric it's actually [2:44:47] standing pretty strong for the number of [2:44:48] years in it's been there it's you know [2:44:50] and the um the mlc group PRI to this did [2:44:52] some Sweat Equity inside so they really [2:44:55] tried really hard but let's keep in mind [2:44:57] they weren't actually given any um [2:44:59] funding necessarily it was on a [2:45:00] reimbursement basis which was [2:45:01] challenging for a small organization and [2:45:05] to say that you know the Y has been [2:45:07] doing work for a very long time but [2:45:08] they've also got continuous support even [2:45:10] in this instance the money that we um [2:45:13] providing for this project for um [2:45:16] consistently cdbg over the years so they [2:45:19] have that track record because we've [2:45:20] been supporting it over those years so [2:45:23] we when we start looking at newer [2:45:24] organizations I'm going to use the Coco [2:45:26] house they've been around for a while [2:45:28] and they did a lot on their own um and [2:45:30] the reason they're able to substate even [2:45:31] though they're much newer than the YW is [2:45:34] because the city provided that support [2:45:36] as well and they moved forward so I and [2:45:39] I see us trying to do the same kind of [2:45:41] thing with the Carter which has been [2:45:44] there for very long time but because [2:45:46] because of the leadership at the time it [2:45:48] it just went on [2:45:49] so um to respond to a community response [2:45:52] and then as a city to to look at it the [2:45:54] same way we look at some long [2:45:56] established agencies like the why I [2:45:58] think it's important for us to do and [2:46:00] not to just have it standing there we [2:46:01] can't build beautiful around it and do [2:46:04] this wonderful cman connection and [2:46:05] narrow the streets and have a bike path [2:46:07] and do all that stuff and then have the [2:46:08] building there unkempt so I I really we [2:46:12] have to you know pull that plan together [2:46:14] help with that plan so that it can move [2:46:16] forward and the city's keeping ownership [2:46:18] until they can move a pathway then [2:46:20] that's fine but something we can't just [2:46:22] say nothing any other questions or [2:46:26] comments uh so hearing n [2:46:30] sorry I I fully support public [2:46:33] initiatives and and now as a associate [2:46:35] commissioner of the state we invested a [2:46:37] $9 million project into how we grow 9 [2:46:41] million grow yeah how do we you know Jal [2:46:44] Justice settings how do we grow like so [2:46:46] the big box AG don't get bigger how do [2:46:50] we find ways to invest in those [2:46:52] Community Based agencies that serve the [2:46:53] community that live that the agencies in [2:46:57] those communities are growing and not [2:47:00] necessarily those larger agencies um so [2:47:02] I I fully support this initiative the [2:47:05] only [2:47:06] what sorry so so but but working at a [2:47:11] nonprofit I do see the challenges in in [2:47:13] in m in maintaining and getting these [2:47:15] funding sources and how labor intensive [2:47:17] they are um um first thing I think we [2:47:20] need to look at is do we have enough to [2:47:22] do we have the building if we [2:47:26] do and haror project doesn't come up [2:47:30] with the funding to start operational [2:47:32] programming do we not give them the [2:47:34] building I mean are there contingencies [2:47:36] we like our commitment here is to reh [2:47:38] have a building and do we move ahead [2:47:41] with that but if the operational funding [2:47:44] is not there or we're not satisfied with [2:47:47] that we still transfer ownership and we [2:47:49] give them opportunities to start [2:47:51] operations and then decide that I I mean [2:47:54] I don't know if those are options to [2:47:55] consider but I I think as much as we can [2:47:58] as a body and work with the count and [2:47:59] make this work we should make it work I [2:48:02] I like the concepts I I like the [2:48:04] opportunities of programming in the [2:48:06] communities that they serve um just like [2:48:09] how do we collectively find a way to [2:48:11] help them make that work it's possible [2:48:13] um I like the momentum I like The [2:48:15] Passion of the people that allow to [2:48:16] serve their community and and and [2:48:18] partner with us and I I would just like [2:48:20] to you know um keep that momentum going [2:48:23] and see what we can do both as the [2:48:24] council and the county and look at ways [2:48:27] we can make this work so I would say in [2:48:30] part to that there's a reflection of [2:48:33] teamwork and that no one person or no [2:48:36] one organization is successful on their [2:48:37] own I would say case in point by that [2:48:40] lovely lovely uh uh depiction of all the [2:48:43] work that you've done in a short amount [2:48:45] of time truly is a reflection of not [2:48:47] yourself it is the the supports that you [2:48:49] have surrounding you in no way as you [2:48:52] discussed the Carver project has there [2:48:55] any sense of concern or weariness I [2:48:57] think it is all the more confidence that [2:48:59] if you can apply the successful measures [2:49:02] that you allowed to successfully Drive [2:49:05] these other projects into closing which [2:49:07] truly is an accomplishment I don't know [2:49:08] if anyone remembers where we were a year [2:49:10] ago uh we are in a truly different place [2:49:12] thank you to your leadership and joining [2:49:14] this Sky family Sky Team um but where [2:49:18] they are now is not a depiction of of [2:49:21] where of where they will remain is kind [2:49:24] of what I'm getting at so there's no [2:49:26] wishful thinking or or hopeful [2:49:27] conjecture truly that the like you said [2:49:30] the momentum is going forward so are we [2:49:31] going to salate that or are we going to [2:49:33] get behind them and push harder and I [2:49:35] think we do that by making the decision [2:49:37] tonight and allowing Miss Carver to [2:49:39] continue doing the work that is evident [2:49:41] so that this group this this this [2:49:43] community carver can move forward and [2:49:46] then we transition our Focus to [2:49:48] addressing how how do we bring in Secure [2:49:50] those funding those funding streams and [2:49:51] those dollars so that we have that not [2:49:53] as a hope but as a a a a cemented [2:49:58] commitment so with that any other [2:50:00] questions or [2:50:02] comments Mr Harley so just I don't I I I [2:50:06] really want to be mindful that cuz what [2:50:09] I'm hearing I don't think that we are uh [2:50:13] pting one agency's records against [2:50:16] another I want to be clear that that [2:50:18] that's that's what I'm hearing from any [2:50:19] of my fellow council members what I'm [2:50:22] what I'm thinking I'm hearing inment [2:50:24] from is concerns about sustainability [2:50:27] once you make the investment in the [2:50:28] project and I think that the Equitable [2:50:31] response to that is to assist as much as [2:50:34] we can help to capacity build to make [2:50:36] sure that um that that the project is a [2:50:39] success and really just check the way [2:50:44] that we are valuing the skill sets of [2:50:47] the people that are involved with the [2:50:48] project CU again even though there might [2:50:49] not be that institutional um length of [2:50:53] track record there's definitely um [2:50:56] individual success in the work that's [2:50:59] been happening in the community and that [2:51:00] is one of some of the things that people [2:51:02] like at the big nonprofits that's the [2:51:05] talent that they seek to go hire people [2:51:07] from the community to do what they're [2:51:09] doing so that's a really um valuable [2:51:11] skill set so I think that we I just want [2:51:13] to uplift and amplify that and at the [2:51:14] same time I think that we all are kind [2:51:16] of talking the same language or just [2:51:17] trying to figure out the best we for [2:51:19] right yes I just have to say in defense [2:51:23] of my profession of being in nonprofit [2:51:26] and being a fundraiser in nonprofit from [2:51:28] which I'm now retired but I have to say [2:51:31] that I don't consider big box as an [2:51:35] appropriate term for a Bethesda house a [2:51:37] SCA a YWCA a City Mission they're all [2:51:42] organizations that struggle [2:51:45] struggle to well I'm just saying I mean [2:51:48] I I guess I I just have to say that [2:51:50] they're all in my mind small nonprofits [2:51:53] serving this community meeting a need [2:51:56] each one of them has a mission that they [2:51:57] are definitely um you know serving the [2:52:01] people that come to them for services [2:52:03] and they all I can tell you from my [2:52:06] years of working in this community um as [2:52:09] a fundraiser they are out there pound [2:52:12] indoors um every day trying to find the [2:52:16] funding that they need uh to exist to [2:52:19] excel to succeed so none of them have [2:52:22] money trees in the backyard as my father [2:52:24] used to accuse me of thinking he had um [2:52:27] they all are needing to really pound the [2:52:30] pavement and look for dollars um so I [2:52:34] just I just I support what yall are [2:52:36] saying and I'm I I'll vote the way [2:52:40] you're saying but I just want to go back [2:52:43] the agencies that I had in mind were not [2:52:45] anything that was started locally they [2:52:48] ser State have every Community [2:52:50] throughout the state got yeah okay [2:52:53] thanks yeah so for clarity um there are [2:52:57] these things like so let's just talk [2:52:59] about the the the infrastructure really [2:53:02] quickly about the the agencies that I'm [2:53:04] talking about when I say Big B [2:53:07] nonprofits I'm talking about you know an [2:53:09] operation budget you know that's you [2:53:11] know over you know5 $6 million you know [2:53:14] what I mean that's what that's what I [2:53:15] mean um do you could tell through my [2:53:19] voting record of supporting these [2:53:20] agencies um and my uh contribution [2:53:24] showing up over the years that I [2:53:26] definitely support and value them what [2:53:28] I'm saying is that if we look at the [2:53:31] city's track record of how we've been [2:53:33] allocating funds to certain nonprofits [2:53:36] it's been happening over a period of [2:53:38] time years and years and years and I [2:53:41] continue I think we should continue [2:53:42] along that path but it's but we need to [2:53:44] be clear that when we're talking about [2:53:47] Equitable we can't just say that word if [2:53:49] we're not going to do [2:53:50] it doing it is looking at the scope of [2:53:53] what people's capacity is recognizing [2:53:56] the strengths and then are if we're in a [2:53:58] if we're in a position to help them then [2:54:00] we can't just support them in words we [2:54:01] need to do it in actions and that's what [2:54:03] I'm saying so again I feel like the [2:54:06] conversation is going towards like we're [2:54:08] starting to pit them against each other [2:54:10] and that's not what we need to be doing [2:54:12] no I don't think anybody's doing that [2:54:13] what I'm saying is what I'm saying is [2:54:16] the man's point I speak for myself very [2:54:18] very clearly is that I I've never [2:54:21] insinuated that did any of these [2:54:22] nonprofits have more money than what [2:54:24] they know to do with I'm saying that if [2:54:26] there is a set plot of money then we [2:54:28] have decisions to make and we need to [2:54:29] make those decisions equitably if we're [2:54:30] going to say that word every other five [2:54:34] minutes so i' say as I prepare to call [2:54:37] for a motion I would say just so it's [2:54:39] clear and understood my position in no [2:54:41] way do I plan to deviate from getting to [2:54:44] a a point where you are comfortable with [2:54:47] supporting all all this money in my mind [2:54:49] needs to go to Carver uh Point Blank and [2:54:52] I thank the work that your team has done [2:54:54] and getting us to this pathway and I [2:54:55] think with that that is one of what's so [2:54:58] many remaining steps in line to get them [2:55:01] into a grand opening where the community [2:55:02] can truly Embrace this resource once [2:55:04] again uh so with that if sources [2:55:16] she's looking at how who we funded over [2:55:19] and over again in ways to increase that [2:55:21] funding to other organizations that have [2:55:23] not had the ability to do that so that [2:55:24] is something among the all other many [2:55:26] things that she's doing so well that [2:55:28] that she is looking at so we you as a [2:55:30] council be able to see that coming rebid right now but [2:58:07] there's no reason that we can't reward [2:58:09] the electrical portion of it um what [2:58:12] this is to do is one of my bucketless [2:58:14] projects when I started uh was to [2:58:17] reinstate the broken ventilation system [2:58:20] in City Hall um that system will not um [2:58:24] affect most of the rooms however it will [2:58:26] affect the bathrooms and it will affect [2:58:28] the council chambers room as those are [2:58:30] the rooms that have uh ventilation [2:58:33] systems in them all the ventilation [2:58:34] system does is exhaust air and pull air [2:58:37] from the hallways it is technology from [2:58:40] 1940 but it will uh allow the building [2:58:44] to breathe a little bit um and so we [2:58:47] would like to put that system back into [2:59:12] Tower from the down recently we they [2:59:15] covered that and um The Clock Tower does [2:59:18] refurbishment uh a lot of the wood that [2:59:20] makes up some of the decorative pieces [2:59:22] is rotten um there is peeling paint what [2:59:25] we wanted to do is repaint but we don't [2:59:27] want to repaint onto bad wood um we also [2:59:29] are going to Reg gold the the Dome [2:59:32] replace the clock faces in the works and [2:59:34] make sure right now they're a little [2:59:36] loose so the times are different around [2:59:38] so it would be a total refurbishment of [2:59:40] the clock power um Midstate Industries [2:59:43] is the group that is also doing the [2:59:45] refurbishment of the northbury pump [2:59:47] station [2:59:48] they're familiar with the city we worked [2:59:50] with them on several projects so we're [2:59:51] comfortable with them and their price [2:59:54] was significantly less than the second [2:59:57] bit which is also and the money is [2:59:59] already in the budget for the capital [3:00:01] budget for this yes this is coming from [3:00:03] a capital facility code not any kind of [3:00:05] an arban code this was something that we [3:00:07] bonded this year [3:00:09] okay yes Mr Toro oh hi thank you um the [3:00:13] difference between the [3:00:14] $1,608 and 800 and down to what they sh [3:00:19] what is the difference the 58
