water Mr lefon [1:49] service [1:57] session police play [2:02] um few weeks back we uh we did contract [2:06] with the company through a grant to send [2:09] surveys out to Property Owners within [2:11] the city of s to meet the new [2:13] regulations from EPA with regard to [2:15] letting CER that new rule is to uh was [2:19] to ban all Le services in 1986 all Le uh [2:24] containing solder containing lead it was [2:27] all banned in [2:28] 1986 uh now there is a push to do [2:32] surveys of all the properties within the [2:33] city with York Spain actually the whole [2:36] country to see which services are still [2:38] let in and then the next phase of that [2:41] would be how to remove them so um most [2:44] Property Owners would have gotten these [2:46] um it was the best way to do it some [2:48] Property Owners may get them through [2:50] their um their service for estro for [2:53] their Banks it'll be on the website [2:55] hopefully with the two days here conect [2:57] um people who don't no uh there is a way [3:02] to test one lead which is this here part [3:05] of the Boose neck magnet won't stick the [3:07] lead okay that's what they're trying to [3:09] remove [3:11] um the city allows copper 1in copper um [3:16] and we do allow a CPS pipe which is [3:18] plastic um most people now are going [3:21] with the CPS pipe because it's a [3:23] fraction of the cost compared to what [3:25] copper is nowadays I think a 60 or 80t [3:28] roll of copper is almost $11,000 and 100 [3:32] ft of plastic is about [3:34] $120 so um residents can go with plastic [3:38] the only thing they have to do is if [3:40] they're currently grounded through their [3:42] electrical paned to the pipe that's in [3:44] the ground they has to remain grounded [3:46] if not they have to call an electrician [3:48] get a electrical permit and put two [3:50] grounding rods in to the electrical [3:52] inspector's office to ground the new [3:54] service or their house [3:57] um what EPA does after the surveys are [4:00] out it'll be a work in progress cuz we [4:04] don't get into we're not going to get [4:05] into 16,000 houses um you know in the [4:08] next few months but it'll be a work in [4:10] progress and once that's done that [4:12] survey has to be posted on the website [4:14] in the EPA format so anybody can access [4:17] it and look up the property and see if [4:19] it still has a l service or a copper [4:21] service um so I do want to come in and [4:25] inform you that these are out so people [4:27] do contact you please try and get them [4:30] to either contact the water department [4:33] send the self card in to uh 120 water [4:37] and or if they want to do the self test [4:39] um like I said will schedule appointment [4:41] with them to actually go out to the [4:43] house determine whether sling copper I [4:46] know it's very difficult getting in [4:47] people's basement nobody wants you in [4:48] their house I'm not there to look at [4:50] anything other than the [4:53] pipe so I don't know if the council has [4:55] any questions if you do these around [4:57] these surveys now so if someone has a [5:00] lead pipe they have to get replaced no [5:03] um if they touch the Water Service like [5:05] currently right now they have to do any [5:07] work Under Water Service it is Le they [5:10] have to bring it to code but if it's [5:12] currently in the ground until EPA tells [5:14] us has be removed and currently who's [5:18] going to pay for it because the city [5:20] doesn't own the services we own the [5:22] mains property owns service from the [5:26] main into the house so it's not been [5:28] determined yet [5:31] right now they're just doing the [5:33] survey so so um my H's on the paper was [5:37] kind of my other question um sometimes [5:39] low lower income homeowners have grants [5:41] available so is that anything that's [5:43] going there we had a grant a few years [5:45] back for around 560,000 we did about 100 [5:50] service lines to you know people who [5:52] knew the grant was available they had a [5:54] li service the uh licensed plumber in [5:57] the city we contact our plumbing inp [5:59] ector W verify that it was led if it was [6:02] led that property owner um received the [6:05] service fre of jge to the rant so [6:08] hopefully um EPA the federal government [6:11] will come up with money [6:12] because it's you know it's millions of [6:14] dollars it's we have 16,000 properties [6:18] this would affect almost any house that [6:21] would built pre 86 that was when the r [6:23] came to effect so the assumption is if [6:26] your house was built before [6:28] 1986 it probably has L unless it was a a [6:32] replace service cuz it you already went [6:34] B on you replaced with [6:36] copper on the other anybody else [6:38] questions m p um just two quick [6:40] questions um when are the surveys due [6:43] back and okay of this year we'll have [6:47] hopefully the surveys back in or par [6:49] portion of them okay um the company we [6:52] have working with us will put the data [6:54] into the EPA format uh that'll get sent [6:58] to EPA and we'll just continue working [7:00] to gain entry to more more houses is the [7:03] Sur I I know you said the results will [7:05] go on our website is the survey [7:07] instrument itself on our website okay no [7:11] and surveys it's got to be developed in [7:14] the sense the data is going to be put in 120 water is doing that [7:19] okay and we're getting and we're keeping [7:21] a list downstairs and the water [7:23] department personnel scheduling [7:25] appointments to all the residents who do [7:27] call in and just you know want somebody [7:29] other than themselves to verify what [7:31] they have going into the house [10:16] discussion that we've been having about [10:18] traffic safety and traffic calming [10:20] measures [10:30] thank you for bringing me of course [10:33] hello so September 16th traffic update [10:36] hope me get my little do hicky I [10:38] apologize that this TV seems to always [10:40] be on the [10:44] pr uh turn it [10:48] on and there we're away all right so the [10:51] first thing that we wanted to talk about [10:53] this is going to be when I do these [10:54] updates we're going to kind of go with a [10:56] little bit of agenda but also a little [10:58] bit of where we have to [10:59] so one of the first things that we [11:01] talked about is to put these into place [11:03] uh officially what we'd like to do is in [11:05] talking with the corporate council's [11:07] office is modify the city code to [11:10] authorize the city engineer as it states [11:12] uh to have uh section a new section [11:16] which we're calling traffic cing [11:17] measures which authorizes a city [11:19] engineer to install traffic cing [11:20] measures on designated streets uh as [11:23] it's written there it is of course [11:25] totally changed this was a draft that [11:27] was put together um but but it is the [11:29] idea that it authorizes myself with your [11:32] permission to install things that we [11:34] talked about at the previous update [11:36] which is speed bumps PPS red light [11:39] cameras schol zone speed cameras we can [11:41] even put a little bit of you know and [11:44] similar devices in in there just so [11:45] we're not coming back for every little [11:47] thing um this is something that would [11:50] require a public hearing I believe [11:53] because we will be amending the city [11:55] code um so if this is what we' like to [11:58] go forward with with I think this would [12:00] be the the top priority uh to get it [12:02] into the public hearing process to move [12:04] forward so that we could do that and I [12:06] provided you the language in your in [12:09] your handout there um just moving on if [12:12] we're going to be doing this uh and [12:14] calling a public hearing about my roles [12:17] one of the things that has come up is [12:19] I'd also liked I haven't even talked to [12:20] Sean about this I'd also like to amend [12:23] this section of my duties which has to [12:25] do with um use of streets and sidewalks [12:29] what we did was and I'm sure you're kind [12:31] of aware is we've transitioned a lot of [12:34] enforcement to codes and we' beautified [12:37] all the enforcement in the codes [12:38] Department however we never changeed the [12:40] charter as it's customary we don't [12:42] really update the charter as quickly as [12:44] we should and so the charter says that [12:46] it's the commissioner of Public Works [12:48] Paul or the assistant city engineer who [12:51] does not exist the assistant city [12:54] engineer was a PE position and I don't [12:56] believe it's existed for about 20 years [12:59] um and those are the two people that [13:01] Shall Serve notice to people for [13:03] sidewalk violations um so you know we [13:07] have sidewalk violations that do occur [13:09] from time to time so I am requesting um [13:12] that this be changed to commissioner [13:14] Public Works city engineer or uh the [13:17] codes department so that we can have the [13:19] codes officers uh write this as part of [13:22] their uh duties so while it's not part [13:27] of the Traffic Safety in a way if we're [13:30] going to call a public hearing and [13:33] discuss uh the duties of the city [13:36] engineer I would love to be able to [13:37] modify this so it's cleaner I have [13:40] another one for [13:43] you thank [13:45] you on slide three so uh so these were [13:49] the first two things that we uh that I [13:51] wanted to talk about was the [13:52] modification C code city ofor uh the [13:55] second thing that I wanted to talk with [13:58] you about today uh would be the speak [14:01] table procedure it was something that we [14:04] provided before uh with the city of [14:07] Rochester I modified it just a little [14:09] bit simplified some areas of it there [14:11] you go Sam and I'd like to [14:15] get um committe comments on it I I do [14:18] think that it may be appropriate I don't [14:20] we don't we don't do it much but to meet [14:23] actually uh with the committee possibly [14:26] and not turn these Council meetings into [14:28] workshops [14:29] um I I don't know how we do that but you [14:31] know there's decisions that have to be [14:33] made before we move forward with a lot [14:35] of these items and I don't know if this [14:36] is the right venue to have these kind of [14:39] Workshop discussions so so just so you [14:41] know since we've been having these kind [14:43] of things there's been committee [14:44] meetings being held okay terrific to [14:47] have that so what you have in front of [14:50] you is a speed table procedure I'm [14:52] summarizing it up top where we're saying [14:55] that you know there' be five steps this [14:56] is identical to Rochester just modify [14:59] for the City's connecting where you're [15:00] talking about a letter of request [15:01] in-house evaluation traffic study and [15:04] then the consideration of other factors [15:06] uh the highlighted portion is where I [15:07] just like to go is that they use a 75% [15:11] petition um we don't have a petition [15:14] that is that high so then I would ask [15:16] that the council come up with a number [15:18] that is uh you know it could be 75% [15:21] could be 50 could be 80 but I just want [15:23] to make sure that that number I would [15:24] like the council to be able to set [15:27] similarly uh on the bottom on Section [15:30] six there's a section about parallel [15:33] streets and if you kind of were to read [15:37] this whole thing and gloss over it it's [15:39] one of those little worded sections that [15:41] could be a nightmare um so I will like [15:44] direct you to where I grew up I grew up [15:46] on Ardsley Road which is right by the [15:47] high school Arsley road is a great [15:50] example road that I just happened to [15:52] grow up on because Arsley road is you [15:53] have the high school the parking lot is [15:55] literally empty on Arsley Road and you [15:57] have Union Street so so cars drive that [15:59] way so if you get a petition from [16:01] marsley Road and they say we really want [16:03] speed HS and we put them there Waverly [16:05] and Phoenix directly parallel right next [16:09] door so then you start pushing then you [16:11] get to mclen then you get to Parkwood [16:13] you get to Glenwood and Rochester [16:16] actually you know really they kind of [16:18] they had stronger language that was [16:20] essentially if there are more than one [16:22] parallel Street you're denied they don't [16:24] even want to get into it and I don't [16:26] want to go down that road yet because [16:27] this is a new process [16:29] but I wanted to point out that on those [16:31] particular streets the other streets I [16:32] was thinking about are neighborhood such [16:34] as wood where if you go into woodw we [16:36] have very long straight runs of roads [16:39] where if we put them there uh the [16:42] particularly there's the four I don't [16:43] remember off the time I head but there's [16:45] four roads that go right through from [16:47] Albany Street to the wood law preserve [16:49] that are just long straight runs so if [16:51] we put speed pumps on one of them are we [16:53] forcing them or the others um gford yeah [16:59] it's that it's that level of just making [17:00] sure we have the understanding that we [17:02] don't want to solve a problem on one [17:04] street but push the problem to the [17:06] others um so and with regards to this [17:09] that's why you know Brian is here uh [17:11] Canon because we've been working he's [17:12] been using uh the data from the city [17:15] Smart City nodes and Optical sensors and [17:17] working with our vendors he's pulled [17:18] some data he's actually shared it with [17:20] myself and the police department I don't [17:23] want to make it public yet because we're [17:25] still working out some of the Kinks on [17:27] what we really believe is it's feasible [17:29] and not feasible um but that could be [17:33] maybe the next update this one I want to [17:34] show you that like I'd love to get the [17:36] code moving get this kind of going with [17:39] this procedure so that we know what [17:41] we're doing and then we can focus on [17:43] where the actual tables themselves are [17:45] going um the next part of that is I say [17:48] tables I just wanted to bring this up [17:51] we've been doing a lot of research on [17:53] this um and we know we're not the first [17:55] so because we're not the first I'm not [17:57] acting like we're inventing anything [17:58] here we're just Implement so the table [18:01] that we put on Dwayne Avenue in SKC was [18:04] what is called a speed table on the left [18:06] you go up it's flat for a little bit you [18:09] go down there are speed humps what [18:12] Albany has are speed humps up down so [18:15] one is 12 ft one is 30 ft you or 26 ft [18:19] depending so we have these two different [18:21] so if you were to go to almany they have [18:23] humps we used a table the tables are [18:26] better for really high volume roads um [18:29] one of the differences I think the main [18:30] difference and I don't want to you know [18:32] I know you're probably going to say [18:33] Chris whatever you'd like to do but I [18:34] just want to talk and tell you what it [18:36] is is that the idea with Dwayne Avenue [18:38] was we don't need to reduce the speed we [18:42] just don't want you speeding so a speed [18:45] hump you will drive and it'll have a [18:47] sign it'll say speed hump 15 mph you got [18:51] to slow down to 15 go over a speed HP [18:54] and then keep driving the speed tables [18:56] we can specifically designed and pick [18:59] that they're meant for 30 m hour you [19:01] drive 30 m hour you go up you go over [19:03] you go down you go 40 m an hour it's [19:06] going to be really uncomfortable so that [19:08] was the idea the thought was and this is [19:10] where said working with the PD working [19:12] with John cucho at the time was that if [19:14] you had a speed hump and you reduce that [19:16] speed to 15 you would want to make it up [19:20] you would want to go up over okay that [19:22] was annoying I got to go fast and then [19:24] up up over and I'm going to make it up [19:27] um we didn't get that complaint with [19:29] these speed tables I don't remember [19:31] hearing that about the the the going [19:33] fast portion of it but I did want to [19:35] point out that the majority of locations [19:38] are using pumps which are a little bit [19:39] smaller more manageable than tables uh [19:42] but I I I haven't decided which way I [19:44] really want to go but I just wanted to [19:46] state that is the reason if we do use [19:48] speed humps most likely even at 25 mph [19:52] we will have to put a advisory sign that [19:54] the speed over that hump is 20 or 15 so [19:58] we have to reduce the speed over the [20:01] home table we wouldn't [20:04] have um also we have some standard [20:07] sheets just to let you know this is you [20:08] know what a speed table would look like [20:10] this is off the dot so this is what kind [20:12] of we're working on once again we're not [20:13] trying to reinvent the wheel similarly [20:16] uh signage this is what I I'm going to [20:18] be forwarding to Paul leond and Brian uh [20:22] about this is what we're thinking is [20:23] that like right now this is if we were [20:25] to use a speed table we would we would [20:29] put what the speed limit is because [20:30] we're not going to have speed limit [20:31] signs on every road once we go through [20:32] this uh you know hopefully the lowering [20:35] of the speed limit so we would say okay [20:37] the speed limit's 25 there's a speed [20:39] table ahead here's the speed table that [20:42] would be the procedure of advanced [20:44] warning and then the as you see on the [20:46] road they use a very unique now system [20:49] of striping where it's it's like a a 3ft [20:52] wide stripe then you go 30 ft and it's a [20:54] 5T wide stripe then you go 30 ft eight [20:57] and it goes and then when you get to to [20:58] the the speed table it's an arrow so [21:01] it's a it's a very uh distinct amount of [21:04] striping to get to that point so right [21:07] now this is uh what we were calling our our signage and striping package [21:12] that we would be working with with Brian [21:15] and SPD to implement um if this is this [21:18] is specific to a speed table I didn't [21:20] have time to put one together for a [21:22] speed hump the only difference would be [21:24] that white speed limit sign would be a [21:26] little yellow sign that would be saying [21:29] probably 20 or 15 because you have to [21:31] slow down [21:35] so so if let's say this is with the [21:39] speed table so if it was a speed Humper [21:40] you're saying you would need the 25 M [21:42] hour and addition to that you would need [21:44] an additional sign right around the [21:46] speed P we would for the 15 so we would [21:49] put it's a little misleading because [21:51] those signs aren't meant to actually be [21:53] above above each other they're just [21:54] meant to show one's here one's further [21:57] back the advisory sign would be directly [22:00] attached and beneath that speed table [22:02] ahead sign to advise you that you have [22:04] to go slower over it the only difference [22:06] would be most likely is that we would [22:08] mod probably put a speed limit sign on [22:09] the other side just you know this is [22:11] what the speed limit is just to remind [22:13] you what the speed limit is but the the [22:16] speed humps the advantage of the speed [22:17] hump is it would probably be cheaper cuz [22:19] they're [22:20] smaller um but I just I'm like I said I [22:23] try to deal in transparency and we did [22:25] not install speed pumps on Dwayne Avenue [22:29] we used specifically designed speed [22:31] tables for our speed limit which was at [22:34] the time 30 so it would work perfectly [22:36] fine in 25 and those are the comments [22:38] that we got were for a speed table but I [22:40] have the entire Albany uh city of Albany [22:43] um plet I have their procedures Albany [22:46] has a similar procedure that they have [22:48] adopted by the council um I pretty sure [22:51] I could share I wasn't comfortable [22:53] sharing it now but I'm pretty sure it's [22:54] all public to share um uh that's what [22:57] they developed and they're using pumps [22:59] in their project uh in hamon hill so um [23:03] in terms [23:05] of we only did one that one street like [23:08] that's that's the only feedback we got [23:10] was from that one street so all the the [23:13] other places that we talked about people [23:15] felt you know giv the next one was [23:17] supposed to be rugby and yeah we didn't [23:18] do that we haven't gotten any of that [23:20] feedback so we're basing everything just [23:21] on that one right now yes I'm not only [23:24] basing off of that but that's why I'm [23:25] trying to use the Albany study and some [23:27] other areas to try to pull information [23:29] of just what people are doing um but yes [23:31] for our local we've only used that [23:33] system once on that road [23:37] okay so um I have a couple of questions [23:40] so um just on that one still so that [23:42] does make the Assumption I think that we [23:45] would lower the speed limit to 25 that [23:48] this is all off that's why I put it [23:49] there that we are going to be lowering [23:50] the speed limit on local roads to 25 yes [23:54] okay it's based on that okay great I'm [23:56] happy to hear that um and and then on [23:58] the sidewalk one I thought and this did [24:02] happen before I was on Council but I'm [24:04] pretty I thought that we had to have a [24:06] petition and that that too was I thought [24:08] the number was 75% but um cuz that that [24:11] language isn't e here about having a [24:14] petition I I think the city Char still [24:17] stands up 25% right 25% so if if if [24:22] residents on a street had a 25% of the [24:25] residents so shouldn't that be in if [24:27] we're putting it in um for the speed [24:29] tables should we be putting it into [24:31] that's you know that's a different if I [24:34] can interject kind of a different Pro [24:37] process you're looking at something of a [24:40] fluid situation whereas if you're [24:42] talking about Improvement districts that [24:44] goes to property taxes and that's in the [24:46] city Charter which is a total different [24:49] oh I see okay I I I get the distinction [24:51] okay so it's it's okay thank you [24:54] different and I just um I do think that [24:59] it would be great to have a special you [25:01] know if we needed to talk about this [25:02] more to have a special Public Safety [25:04] Committee meeting as we did the other [25:05] day so I just back of them would be so [25:46] the plows know where they are that's [25:48] what those are um the speed tables [25:50] themselves they're asphalt they're not [25:52] very large um I I mean I can get a I can [25:55] get a pretty accurate quot from one of [25:57] our vendors but [26:00] $25 to $50,000 for for one I don't think [26:03] it would be you know too too cost [26:04] prohibited for putting one in maybe we [26:06] do it when we pave some of the road and [26:08] that can be you know absorb into that [26:10] get a little bit more um efficiencies [26:12] out of it if we pave the road at the [26:13] same [26:15] time on the [26:18] remov on the removables spe H that we [26:21] purchased last year [26:26] $6,000 or 60 not that's the one we put [26:29] on way [26:33] 16 just just follow so Mr [26:37] W budget is end of this month is it [26:40] possible for you to consider maybe put [26:42] that in your Capital [26:43] um what I have in my capital budget [26:46] going for next year I have a meeting [26:47] with Anthony but usually what I request [26:49] is somewhere around a million and a half [26:51] $25 million for General Paving which is [26:54] above and beyond what the state gives us [26:56] and in that we usually leave leave it [26:58] open if we call it it used to be called [27:00] the road paving program now we call it [27:02] the street Improvement program and we [27:04] leave the bond language a little bit [27:05] more open so that this would be under [27:08] that program so that's how we would be [27:11] doing things is that can you can you [27:12] create a separate line for Speed table [27:15] speed home and allocate money on just so [27:18] it's budgeted just so you see it yes I [27:21] could ask anything to do that yes yeah [27:23] it would be a meeting in in o October and then regarding the language and then the uh the speed [28:03] table request procedure we we do is have [28:07] you have your public hearing vote on the [28:09] ordinance that same night you could do a [28:10] resolution end endorsing the policy [28:13] whatever you may agree to because [28:16] section two of that ordinance will will [28:18] uh uh has the U process where you're uh [28:23] agreeing or inputting on the uh on the [28:27] uh on that guidance issued by the city [28:30] engineer so [28:32] logistically you know for thinking ahead [28:34] here you it's up to what you all want to [28:37] do public hearing is because of the way [28:40] the schedule is it's not going to be [28:42] until the the public hearing for the the [28:46] budget you may want to think about [28:48] putting it off to the end of October [28:50] because you'll have a full plate I'm [28:53] sure on that night for the budget so we [28:56] could do you know if you want this [28:58] [29:29] is any of that data would that be [29:30] applicable to this or we can say okay [29:32] this looks like more trouble we have [29:34] data but that's what I was is uh as [29:36] Brian myself and the and the police [29:38] department are using that data to [29:41] identify areas that would be best [29:43] probable areas to put these systems but [29:45] it wouldn't help us with them because we [29:47] don't have anything like this out there [29:49] Dwayne Avenue was very unique uh and [29:52] like I said we just used yes it was that [29:53] one case study to to move forward and we can identify it was [29:58] uh but no I I don't think I don't think [30:01] the data that we have today we could use [30:03] to justify you know that success in one [30:06] of these cuz we don't have anything out [30:07] there this these are these are different [30:09] kinds of systems and these are [30:12] they're they're very unique to have on a [30:15] public rope you know you can used to [30:16] them in parking lots and things like [30:17] that I don't think we can make that [30:19] Brian do you disagree with that I [30:23] no Miss Patrick but we do have the [30:26] example of the city of Aly and the debt [30:29] and all that they've been doing that we [30:31] could look to correct and I work with I [30:33] work with uh with them quite a bit and I [30:35] also work like I said we're working with [30:37] the cap region Transportation Council [30:39] and we can work with them I'm not I'm [30:42] not [30:43] too I am not too concerned about if they [30:45] will be effective it's just where they [30:48] will be effective and getting the [30:50] policies and procedures right so that [30:52] you know we're we're the one kind of [30:54] steering with the implementation of them [30:56] and how they're placed because I think [30:58] it was a good study I really do think [30:59] that Dwayne having the study was a good [31:01] study and we got good results and Albany [31:03] you know they clearly saw it was good [31:04] and they're making the investment and [31:06] you're seeing this as to combat it um [31:09] and we like I said we're using the data [31:10] to pull it together we're looking at [31:13] it's it's a it's a tool it's not the [31:15] tool but it is a tool just like last [31:17] presentation I said these are all the [31:18] tools that we have and I I think that we [31:21] could start looking at the new ones that [31:22] I didn't bother talking about speed [31:25] cameras or bus cameras or things like [31:27] that but all those are are useful tools [31:29] when used [31:30] correctly um well just um so with the [31:34] 1.5 million for Paving or I think you [31:38] said um with that also I mean I guess I [31:41] just want to make sure that we have [31:42] enough money um or at least we have the [31:44] ability to discuss whether we're going [31:46] to have enough money um if we were going [31:48] to do the cameras or um you know any [31:52] other kinds of traffic caling [31:54] measures um I I don't know how the it [31:58] like traffic cameras and that I don't [32:00] know how that would work um with regards [32:02] to Paving money um but I mean so [32:05] somewhere in the budget I mean it [32:07] doesn't have to be in the paving line [32:08] but would You' like to see if we could [32:10] put something yes okay [32:12] please [32:14] for so I just want to be clear are we [32:16] going to be doing are we going to be um [32:18] doing Runway road before this you moving [32:23] forward with this is there going to be a Smart City things that we've [32:38] implemented th far and it's kind of [32:40] similar question but just from a [32:41] different position I'm kind of thinking [32:43] about what Mr Patrick was saying can is any of that technology is it [32:48] applicable for us to use the data and or [32:52] maybe leverage some of that existing [32:54] technology to use as far as like maybe [32:57] op of ticket or to send out notices [33:21] I don't believe I mean that was like [33:23] what we're talking about is we could [33:24] buying the camera is just the material [33:28] item but the the step that we need to [33:30] complete is the legislation request it's [33:32] kind of similar what we're doing here is [33:34] that I know that it just feels [33:35] completely bureaucratic and like we're [33:37] not doing anything but working with uh [33:39] the legal office you know this is what [33:41] we're saying is that if we can really [33:42] get the code changed the policy form in [33:45] place and some of these details worked [33:47] out it'll set us up so that next year [33:50] because you know we're going into [33:51] October that next year we're we're ready [33:53] we're planning in the winter we're [33:55] bidding in the spring and next year we [33:57] kind of have a plan of what we're what [33:59] our our attack is so that we're hitting [34:01] the ground running um I it's want to look [34:37] like you know and it's Broadway what is [34:40] Broadway you know Broadway is the one [34:42] street that goes this way I didn't know [34:43] knowing the geography of the city like I [34:45] know we all do Union Eastern State [34:48] Albany right they all go that way [34:50] Broadway is the only street that goes [34:52] that all right so I just like can you [34:54] look at it can you give me your opinion [34:56] on what Broadway is same thing where [34:57] it's splits the Gilder you know we're [34:59] looking at it from a traffic from a [35:01] density you know uh a little bit of [35:03] eerie Boulevard because the use of eerie [35:05] Boulevard is changing and maybe the [35:06] speeds aren't high enough anyways um so [35:09] there's certain streets you're going to [35:10] be looking at but 95% of the roads we [35:13] know the recommendations going to be [35:14] their local they're 25 and we're also [35:16] stating if you look in your procedure [35:18] which I didn't think that you know [35:19] you've had time to read that whole thing [35:21] is that part of that is saying we really [35:23] only want to put these traffic control [35:25] devices on local roads [35:28] we we I had that in the presentation [35:30] slide last time which was the the [35:32] emergency routes the arterials we really [35:34] you don't want to go driving down State [35:35] Street and then all of a sudden oh my [35:36] God there's a be that's not that's not [35:38] appropriate you know we want to keep you [35:40] we actually want traffic to go onto [35:42] State Street we want traffic to go on [35:45] the Union Street you know that's one of [35:46] those things like mclen Street for [35:48] example I know that it's primarily [35:50] residential but you want the traffic on [35:53] mclen street that is the main route you [35:56] don't want the traffic to go on on to [35:58] Parkwood or Arsley you want and then you [36:01] know the residents that are on those [36:04] streets it's it is what it is that is a more of a collector row um so you just [36:10] have to you try that's the that's the [36:12] fear is if you start doing you start [36:13] getting people on of that um but it's a balance that we're trying to do [36:18] and I think that's an actual a really [36:20] good Segway I have one question right [36:22] two was related to the minimum distance [36:24] for K streets that 500 ft um and the [36:27] second part is can you talk about that [36:29] makeup speed so the one question is 500 [36:32] ft would most of our local roads like um [36:35] meet that condition and the second is [36:38] does the length of the street have [36:39] anything to do or does it affect the [36:41] that makeup speed we're talking about [36:43] with putting in [36:44] PKS brief I know what you're talking [36:51] about so you're talking about streets of [36:54] less than 500 [36:56] and uh the first question was um the 500 [36:59] ft didn't have a minimum distance of 500 [37:01] ft between existing stop signs or [37:03] traffic signals it it's just trying to [37:06] put something where it's a short block [37:08] you don't have something in the middle [37:10] 500 ft we're looking at um I believe the original one that we're looking at [37:14] was closer to 800 ft so we we brought it [37:17] down a little bit um and that is one of [37:20] the issues that we're going to see is [37:22] that's where this is really going to get [37:23] a little complex is that if we do this [37:25] on a longer Road [37:28] there's quite a few that we're going to [37:29] start installing and the road's going to [37:31] you know one of there's a road in colon [37:33] that was one of the first to do this by [37:34] a school um I can't remember it's right [37:37] off of uh San Creek Road I believe but [37:39] they have speed speed humps all the way [37:42] down um and they have to be spaced [37:44] appropriately so you so you know what [37:46] you're what to expect as you go but I [37:50] I'll look in but the idea is is that you [37:54] just don't have one on a very short [37:55] block [37:57] uh second question was in the actual [38:00] PowerPoint I think it was the first [38:02] actual Slide the article two traffic [38:03] regulations I know we've talked a lot [38:05] about stop signs and LED lights do you [38:07] think that'd be an appropriate Landing [38:09] space for that to be included I know [38:11] you've talked about like the true [38:13] definition of traffic calling measures [38:15] but I think in my head and [38:16] conceptionally of a lot of members in [38:17] the community they would see those as [38:19] them also um so would you think that is [38:21] appropriate to put or add to that or [38:23] does it already capture that yeah Mr [38:25] chairman if I can yeah I I think that's [38:27] already captured it's matters under the [38:29] city Authority crosswalk safety zone [38:32] traffic Lanes traffic control uh signals [38:35] Etc so those types of issues I think are [38:38] addressed earlier also referring to the [38:41] uh section uh 1603 of the vehicle and [38:44] traffic law so those issues regarding [38:48] stop signs are are are addressed earlier [38:51] I think what the you know Mr wallan was [38:53] concerned about is because we're getting [38:55] into a realm of Taff traffic cming [38:58] devices which are a [39:00] different uh entity than a stop sign [39:04] speed hum speed speed traffic cables Etc [39:09] tra um um school zone cameras [39:13] Etc that wasn't in the code and that's [39:16] why through the city engineer was [39:18] looking for that new section to create [39:20] that because it just didn't Envision [39:23] those types of devices but the more [39:25] traditional devices the stops Etc that's [39:28] already in the in the engineers [39:30] Authority we did something similar to [39:32] this 8 years ago where our parking [39:36] sections of the code which is also under [39:37] C the engineer Authority did not [39:39] anticipate apps or kiosks the the [39:43] parking code only made reference to [39:45] meters and coins and tokens so we hadn't [39:48] issued a token in you know about 15 [39:51] years 20 years at that point so we we [39:53] updated the code so this is similar here [39:55] that the traffic caling measures these [39:57] are even phrases that weren't said when [39:59] the when traffic caling [40:02] was I think I just want to say that I [40:04] think one of um Mr Wall's suggestions [40:07] was um adding and similar devices at the [40:10] end of that first sentence so that might [40:12] cover some but also you know but not [40:15] limited to I think that's broadens it [40:18] you know in other words these are [40:19] examples right so as new types of [40:22] devices are developed you can always put [40:25] that in there so it's not limited it's [40:26] just those are the types of devices that [40:28] will go into next SE yeah I think amend city code chapter2 um last week [42:52] we're able to have a special meeting [42:54] which I thought was very informational [42:56] and allowed us to have a very detailed [42:58] conversation uh about the matter so just [43:01] wanting to snapshot uh what was [43:03] discussed I broke it down into three [43:04] areas enforcement law and Council so the [43:07] enforcement it was identified that noise [43:09] complaints are a lower lower priority [43:11] calls which delay response times and are [43:13] restricted to Staffing constraints [43:16] however there will be future discussions [43:17] to expand uh to incorporate drones as [43:20] Force responders pending statutory uh [43:23] obligations uh areas of focus are going [43:25] to be communicating noise complaint [43:26] warnings during ship change uh [43:28] increasing education to inform offenders [43:31] of potential fines and a potential [43:33] permit process uh three seeking Clarity [43:36] on appearance tickets uh and four [43:39] granting officers the ability to seize [43:40] or remove noise reproducing [43:43] equipment uh the next area which was law [43:45] identified that plea Agreements are [43:47] commonly sought out to limit the volume [43:49] of Trials and increasing uh fee [43:52] collection and justifying attempts to [43:54] enforce penalties in full will require [43:57] or was recommended uh to increase [43:59] penalties uh to support more frequent [44:01] Court appearances and then the areas are [44:04] focused in that area was uh how many [44:06] fines were collected in 2024 uh what [44:09] information is needed to charge to file [44:11] charges or penalties uh advising [44:14] religious or cultural ceremonies of [44:15] proper conduct or potential permit [44:17] processes again and then evaluating [44:20] penalties against [44:21] installers uh the next area which was [44:24] the council or I think us uh was their [44:27] appear to be an equal consensus with [44:29] raising and keeping penalties at their [44:30] current level uh the areas of focus um [44:33] identifyed reviewing code and penalties [44:35] against Vehicles pets construction and [44:38] Firework noise offenders uh posting [44:41] signage to monitor noise and parks with [44:43] non-emerging police numbers and then [44:46] updating chapter 183 which is a noise [44:49] ordinance to raise point value for noise [44:52] complaints and then overall I just [44:54] wanted to thank my colleagues the mayor [44:56] commissioner nine assistant chief [44:58] antonovich and Miss barash for [44:59] acknowledging this greater issue or [45:01] growing issue and placing an important [45:03] emphasis on educating our community and [45:06] then in uh wanted to just capture [45:09] everything next steps were to identify [45:11] chapter 183 uh to review the process for [45:14] civilian complaints and their needed [45:17] documentation and evaluating the penalty [45:19] schedule in addition to evaluating a [45:22] potential permit process moving forward [45:25] so at this time I want to ask if there [45:26] are any Mis or any further comments [45:29] about the event from the [45:31] colleagues the only thing you said [45:33] chapter 183 was a noise when [45:36] it okay just want to thank you for [45:39] people listening other than that I think [45:41] that you've captured what we whenever that is um used as a for [47:05] respond the same thing also to AC you [47:08] mention forit legislation on and forit [47:11] application as we move forward to this [47:15] section thank you situations um and that uh [48:13] so these vehicles is that's looking [48:16] under [48:18] 1824 uh we can also look that look at [48:21] that in conjunction with anything the [48:23] vehicle and traffic law that also deals [48:25] with loud mufflers C for for violations [48:28] of the state vehicle and traffic law and [48:32] regarding the issue as to drones and [48:34] that one way we have to be very careful [48:37] about that um invasion of privacy Etc um [48:41] because drones um have to be used in a [48:44] very circumstan type Manner and um um so [48:52] that will require research but it's [48:57] you could be peering into areas that [49:00] you're not supposed to be peering into [49:02] because it's one thing to have cameras [49:05] on a in a public way this thing is going [49:07] into private areas one must be very very [49:11] careful and uh also technology wise do [49:14] we have the technology to do that do the [49:16] officers have the ability to capture [49:18] sounds off of that and also regarding [49:22] when they're responding to the scene do [49:24] their body cameras pick up those types [49:27] of what as they're approaching the scene [49:30] is it is it picking up the the the sound [49:34] and in in realistic terms and whether [49:37] that can also be downloaded to be used [49:39] at a at a court proed so those are [49:42] obviously legal and technical issues [49:44] that have to be [49:46] addressed and actually some of those a [49:49] couple the Drone specifically I brought [49:51] up because I had concerns about what [49:53] people would be thinking about drones [49:54] flying over their houses because they're [49:56] having a party um but uh commissioner [49:59] Divine was here so we did ask them to [50:01] conern you know to bring information [50:03] about whe whether or not that's [50:05] something that we could do legally right [50:08] um so and you're right it does has have [50:10] about the noise in the ordinance already [50:13] but we the um the modified Mufflers was [50:16] one of the things which is actually in [50:17] here but uh that was there was that one [50:19] and there was one other thing about the [50:21] cars okay well I mean there may be [50:23] something in the VNT law the vehicle and [50:25] traffic law that [50:27] address that as well so we can we can [50:30] take a look at that so for the next [50:32] meeting I think it would be helpful to [50:34] have that if there's anything within the [50:36] vehicle and traffic wall to have the [50:38] information provided for us as well [50:40] sounds good anyway as far just really [50:43] quick and and you guys might have [50:44] covered this point I'm just wondering [50:46] about when we're you know responding um [50:49] and time SOB brien's Point there's [50:52] different you know are all the you know [50:55] body cans [50:57] are they all you know equipped to [50:59] measure whatever sound deciel that we're [51:01] at this cuz right now I know that you [51:04] know from my understanding it they [51:06] shaking their head no so what they told [51:08] us at the meeting was there's no there's [51:11] they don't have any Deo meetings right [51:13] now it's whether you can hear within 50 [51:15] ft so if you have really good [51:17] hearing or not so great hearing uh so [51:20] that's what the assistant chief right an [51:23] noich um said that within 50 ft is the [51:26] gu right now you can hear it within 50 [51:28] ft and it's to [51:33] L sounds like you guys were addressing [51:35] some of the um cultural celebrations and [51:38] things like that I just think know [51:40] already on I just kind of highlight that [51:42] make sure that because leaving things up [51:45] to a certain level of discretion can [51:48] cause you can um unintentionally but [51:52] perpetually you know some biases and [51:54] it's a tough thing to talk about but [51:55] should probably just make sure that [51:57] that's at the front of our mind will [51:58] around this [51:59] conversation and then to that point I [52:01] think just trying to evaluate areas in [52:03] which the code can be responsive to our [52:05] changing Society while still being [52:08] adherent to like emerging technology and [52:10] its um uh and his impact on people's [52:13] lives IE the drones um but then also how [52:16] do we use technology that's coming in um [52:19] to leverage to really reduce or improve [52:23] at saying the nances quality of life for our residents so I think this why [52:27] there was a really big emphasis on just [52:29] people being aware of the impact of [52:32] their actions um but then also [52:34] understanding there's no perfect [52:35] solution so the thing we kind of started [52:37] off with was this issue noise is not [52:40] something that's specific or unique [52:43] to but I do appreciate how our city is [52:45] very uh open and acknowledging of these [52:47] types of issues and seeks to address [52:49] them head on so I think with the [52:51] conversations continuing I think we'll [52:53] continue to position ourselves to [52:55] address this m [52:57] um so there any other questions or [52:59] comments Mr yeah just as a followup [53:02] regarding the vehicle and traffic law uh [53:04] under [53:10] 182-pound traffic law we'll discuss that [53:13] in detail next forth by deine and Carl [55:28] brought it forth to the mayor um the [55:30] mayor did meet with him on Wednesday [55:32] August 28th and was want to proceed and [55:36] appointing him to the [55:39] board yeah so thank you for that so [55:43] um yes okay so so Mr he probably met him [55:47] he's been here several times maybe you [55:49] know he was CU one of the two gentlemen [55:51] that have been coming here to the [55:52] meetings um pretty consistently and uh [55:55] showed an and they actually forwarded [55:57] their resume and in Miss paler and Mr [56:01] Williams just trying to make sure it got [56:02] pushed through the process so there was [56:04] two of them that actually were [56:05] interested and so one of them the mayor [56:08] met with yes and chose um Mr Jud yes [56:14] good evening City Council Members [56:44] I'll bring before you a updated revised [56:49] um version of our 20124 25 annual action [56:52] plan after another review with HUD we [56:54] had to make some slight adjustments to [56:56] our plan and make sure that we were [56:58] aligned with our regulatory caps that we [57:00] need to adhere to so I listed them out [57:03] um we had to lessen our home admin by $ [57:09] 7,325 192 we had to increase our Habitat [57:14] Humanity funding project by [57:17] $7,295 Habitat for Humanity home is a [57:21] Cho and we have to have a minimum of 15% [57:24] of our allocation go to towards Cho and [57:27] it's the one home project that had room [57:29] um to still increase and we moved two [57:31] cdbg projects and recategorize them in [57:34] our nrsa area which is our neighborhood [57:36] revitalization strategy area and those [57:39] include the Empowerment Center and boys [57:41] and girls club we move them because if [57:44] they are in the nrsa area they don't [57:46] have there is no cap so it allowed us to [57:49] continue to funding with the other items [57:51] under just regular cdbg which has a 7.5% [57:55] um allocation cap [57:57] the ACT today is um for city council to [58:00] accept the new the revised annual action [58:02] plan um with the Amendments [58:06] indicated questions [58:09] comments sitting now may have a motion [58:12] to move this [58:15] forward all in favor I thank you thank you the next item is the [58:21] police department fees and revenue [58:24] proposal assistant chief [58:27] R so back last year when we were going [58:31] over the budget um one of the items take [58:34] away from the budget was um looking at [58:36] our fees some of our fees are outdated [58:39] and this is a step that I have taken [58:41] after the budget into this year to kind [58:43] of look at it and um here we are today [58:46] with the police department presenting [58:48] their fee for [58:51] full assistant chief it's all yours [58:53] thank you very much uh so we going start [58:55] off there's four different areas where I [58:57] think the fees can be increased uh to [58:59] start [59:02] with we will go to the false alarm fees [59:05] uh right now we'll get into what the [59:08] actual false alarm fees are in the next [59:09] slide but a false alarm is charged after [59:12] four free false alarms within the city [59:14] so if there's basically we go to [59:16] someone's business or residence four [59:19] different times uh for false alarm for [59:22] faulty wiring or um the failure to [59:26] maintain their alarm system we go there [59:29] four times for free and the fifth one we [59:31] charge $25 the second one we charge 50 [59:35] third 75 and 12 125 Beyond from there so [59:39] in 2022 we took in a total of [59:42] 13,750 and 23 the 36,000 and so far Year [59:45] date we taken in [59:47] 35,000 it's section 124 is actually the [59:51] city code gives us what the persistant [59:53] false alarm actually is um the yellow is [59:56] what I propose as a change um one word [59:59] goes from the two from the four to the [1:00:01] two U this was last adopted in 1996 as [1:00:06] well and the penalties for the offense [1:00:10] are would stay exactly the same uh [1:00:12] because the the code [1:00:16] itself uh determines what a persistent [1:00:18] false alarm actually is so that the [1:00:22] penalties would stay the same so all in [1:00:25] all if we move the free alarms from 4 [1:00:28] down to 2 uh the city could expect [1:00:29] between 20 to $25,000 a year additional [1:00:32] Revenue the reason why as it's important [1:00:36] that we do this is uh people do have the [1:00:38] options to get these fixed so we're not [1:00:40] spending all of our time there most [1:00:42] these police calls involved all of them [1:00:44] should by protocol have two officers go [1:00:46] so sometimes it's two cars sometimes [1:00:47] it's one car with two officers but [1:00:49] whenever there's an alarm um it's a [1:00:51] higher priority call than actually it's [1:00:52] like the loud music calls um it's we [1:00:55] take every seriously like it's a Burg in [1:00:57] progress or something serious going on [1:00:59] so we go lights and Sirens there stuff [1:01:02] happens um it increases the danger for [1:01:04] the officers and other people in the [1:01:05] city so by doing this um hopefully it [1:01:08] gets people motivated to get their [1:01:10] alarms fixed and also if they don't it [1:01:13] will generate more revenue for the [1:01:16] city can we should we ask questions [1:01:18] during the presentation it's up to [1:01:22] have ask question as we go for [1:01:26] so go ahead please okay my question is um if you could just go [1:01:31] back to the uh slide where it's talking [1:01:33] about yeah the [1:01:35] fees I they're they're low those fees [1:01:39] are low um I'm only building on the [1:01:42] discussion that we had the other evening [1:01:44] about the noise compliance yes um so [1:01:48] I'm I'm just wondering if other people [1:01:51] feel like those are really low and [1:01:52] should be increasing them or thinking [1:01:54] about increasing them so so I will say [1:01:56] that I dropped the ball on this and on [1:01:58] other ones I have uh recommendations or [1:02:01] information from other towns and cities [1:02:03] this one I did not look up what [1:02:05] other well we did look at it because [1:02:07] we're actually dropping the amount of [1:02:08] free calls from four to two so there [1:02:10] will be more Revenue in the back end so [1:02:14] yes we can increase it but at the same [1:02:15] time we're expanding no I I by the way [1:02:18] we are still getting in Revenue [1:02:20] additional revenue of um on the highend [1:02:22] of $25,000 and that's the best estimate [1:02:25] okay [1:02:26] great go ahead so yeah I I I would [1:02:30] agree Patrick I think what she's [1:02:32] refering to is that that increasing [1:02:34] those fees I would say increasing the [1:02:36] fees as well as um you know reducing the [1:02:40] amount of quotequote food CS I think [1:02:42] that um but I guess my question is now [1:02:44] this one includes on like fire alarms at [1:02:47] a business this is not fire alarms I [1:02:49] know the fire department is working on [1:02:50] something else this is just the false [1:02:52] alarms Security Alarms okay okay okay [1:02:56] they I believe that they are working on [1:02:57] something as okay [1:02:59] good oh sorry how successful are we at [1:03:03] collecting the Fe that we currently have [1:03:05] know so I don't have the Law Department [1:03:07] actually does that for us so I don't [1:03:09] know I don't know off hand okay I don't [1:03:12] know you can go back to current um data [1:03:14] this is what we have in previous years [1:03:17] it's currently yeah but that doesn't [1:03:19] tell me how many calls there were for [1:03:21] the [1:03:22] income so I can get you that as well [1:03:25] liutenant on midnights he puts [1:03:27] everything together and sends out our [1:03:28] Law Department I believe it is bi-weekly [1:03:31] and I can have I can figure out how many [1:03:36] times I guess oh I guess lot the farm [1:03:38] actually but they but they bill out from [1:03:40] there so I can follow up with the answer [1:03:42] to that great so were we looking for a [1:03:45] list of the calls no not at all so in [1:03:48] 2022 let's use that for an example we [1:03:50] know the income was [1:03:52] 13,750 we do not know what the income [1:03:56] generated from how many calls there were [1:03:57] how many false alarms there were because [1:04:00] we don't we just don't know the number [1:04:01] so how many false alarms it take to [1:04:03] generate that amount of money in that [1:04:05] year and and also did every false alarm [1:04:10] actually get paid did people actually [1:04:12] pay after when they were built so there [1:04:15] may have been like let's say we build I [1:04:17] don't [1:04:18] know 100 or something and then did did [1:04:21] all 100 people pay or did only 75 people [1:04:24] pay so we don't know know that data so [1:04:26] it would be helpful when we we see the [1:04:29] income we just don't know what generated [1:04:30] the [1:04:31] income when we were going through this [1:04:33] you had a list of all the [1:04:35] calls a snapshot of some of the calls is [1:04:37] that you can use that very same report [1:04:39] to generate um previous years and to see [1:04:43] um to attach the collection to that yes [1:04:45] so I should be able to go back I know I [1:04:47] have 24 and 23 I don't know previously [1:04:50] the I questioned the um why there's such [1:04:55] a different in there and I believe it [1:04:57] was how we provided data to the live arm [1:05:00] and when they actually build them out so [1:05:01] I think there was a change in process [1:05:03] along the way but I can look to see if I [1:05:07] can get a number of how many people [1:05:09] actually build and how many PID I can [1:05:10] see if we can get a [1:05:14] Redemption no sorry so had two points [1:05:18] definitely to miss Patrick's Point I [1:05:19] would like to see the fees increased cuz [1:05:21] one of my thoughts is what is the [1:05:23] opportunity cost or what is the cost of [1:05:25] the office responding to that and we [1:05:27] were going to another incident [1:05:28] throughout the city um but I also want [1:05:30] to kind of caution us that finding that [1:05:32] right balance so we to see what your um [1:05:34] research provides because although fees [1:05:37] are Revenue generating like you go too [1:05:39] high and then you can kind of zero out [1:05:41] that line so definitely it does require [1:05:43] bit of finesse [1:05:46] absolutely what what is what is the [1:05:48] suggestion to [1:05:50] raise I would like to see what other I [1:05:52] don't have I don't have a suggestion [1:05:56] I just want to say that when we consider [1:05:59] as we're talking about these fees these [1:06:00] aren't the only fees we're talking about [1:06:01] no I I want to make sure that you know [1:06:04] we just aren't like feing people pict [1:06:07] yes we have to definitely look at the [1:06:09] big [1:06:10] picture so we can come back to this SL [1:06:13] in terms of the [1:06:15] fees the next one is a much smaller one [1:06:18] it's a records [1:06:20] fee we currently charge $20 for somebody [1:06:24] who asks for a a letter of Good Conduct [1:06:27] or a uh letter for criminal history to [1:06:30] show that they are they don't have a [1:06:32] criminal history um some people want to [1:06:35] provide it to businesses or landlords [1:06:38] that I'm being told we only you about 50 [1:06:40] of these a year it's not a very common [1:06:43] thing um I believe it was 2000 the last [1:06:46] time you just looked at and it was $20 [1:06:48] back then so um I suggested a $40 fee to [1:06:52] that and it's would raise 1,000 $2,000 [1:06:56] depending on how many [1:06:58] um employers we get for the year but [1:07:01] that is [1:07:04] a go ahead please um so for so for [1:07:09] number three when you're ask talking [1:07:10] about the U arrest files Etc how far are [1:07:13] you looking I mean we just looking at [1:07:15] Connected are we looking in New York [1:07:17] state I don't have that answer I I can [1:07:20] look for you I believe that is a all of [1:07:23] all state I believe I believe that's all [1:07:26] New York state but all New York State I [1:07:27] believe so I could get an answer for [1:07:29] that from our records and the other [1:07:32] second part of that is that you say it [1:07:34] says free to authorize agencies um what [1:07:36] constitutes an authorized agency and why [1:07:39] aren't they pay paying [1:07:41] for as well as an individual I believe [1:07:44] that's like another Police Department or [1:07:46] a this establishes fees only for the [1:07:48] police department so I believe that [1:07:50] would be for uh FBI New York State [1:07:55] police they'll send us records back and [1:07:56] forth and I believe that's was put in [1:07:59] there to limit that but I I don't have [1:08:01] the official answer so just if you so to [1:08:05] expand on that just like say for [1:08:06] instance you want to hire somebody and [1:08:08] you can you get this information as well [1:08:10] can I ask the police department for that [1:08:12] I'm interested hiring someone no if I [1:08:13] want to well if we're going to hire [1:08:15] somebody then we have to figure if you [1:08:16] want somebody else have to sign off on [1:08:18] it and you would have to authorize you [1:08:20] to get it okay and provide a letter we can't do it without that person's [1:08:24] authorization in that case let's say I'm [1:08:26] willing I want this job I'm going to [1:08:28] sign it would you then um charge the [1:08:31] agency or organization that's going to [1:08:32] hire for that record so we've never done [1:08:35] that before I don't know if we can do [1:08:37] that but um I've never seen that happen [1:08:39] before this is usually I guess for when [1:08:41] people travel also when they apply for [1:08:43] pieces they need one of these um it's a [1:08:45] letter that the records does a [1:08:46] background check they submit a letter [1:08:49] the chief has to sign off on it and say [1:08:51] that what the records [1:08:53] are oh obiously okay [1:08:56] but I have a vis I don't know I I I [1:08:59] didn't know that people needed that kind [1:09:00] of stuff okay I guess it possibly [1:09:02] depending where you're traveling to [1:09:07] okay that's it for this [1:09:11] section the next one goes into the [1:09:13] parking findes this is a bigger one uh [1:09:17] New York State set some limits to some [1:09:20] parking fines or some fees to city [1:09:22] council you U you guys said many more [1:09:26] and next this right here is a summary of [1:09:30] the top 10 items that can be changed and [1:09:35] they're all that had over 112 or over [1:09:37] 100 issued within the last year so we [1:09:40] did a rolling 12- month average U and I [1:09:44] looked at Troy Albany and I have a [1:09:47] little bit more information on them as [1:09:48] well but currently right now most of the [1:09:50] fees are set is [1:09:53] $35 and [1:09:56] I believe that the city last looked at [1:10:00] them I think they looked in 2011 [1:10:03] possibly was the last time I see an [1:10:04] ordinance change I don't know if [1:10:05] something was added or if the fees were [1:10:07] changed at that time but there's a lot [1:10:09] of them were [1:10:10] $35 Troy re uh did theirs in [1:10:14] 2016 where they increased a lot of them [1:10:16] to around [1:10:17] $50 they also adopted something that [1:10:20] went from uh it doubled after 2 weeks [1:10:23] where right now currently we have a [1:10:24] doubling after 20 days and they tripled [1:10:26] it after 60 days in 2016 Albany has not [1:10:31] looked at theirs in over 20 years um so [1:10:36] they're they are lower than what we're [1:10:39] proposing but the last time get the [1:10:42] order updated it was at minimum 13 years [1:10:44] ago but probably longer longer than that [1:10:46] so I put in there the last 12 months how [1:10:49] many a beach to those tickets were [1:10:51] issued by our parking department or some [1:10:53] of times our officers and what it would [1:10:56] mean if we were to increase it in yellow [1:10:58] would be the suggested increase and the [1:11:00] blue is what the overall find would be [1:11:03] in the end and the last column is the [1:11:06] impact of what kind of Revenue we [1:11:07] generated if everything stay constant [1:11:09] over the next 12 months for the top 10 [1:11:12] there's six or seven others that have [1:11:15] under 100 um that we would look at as [1:11:17] well but those are the the top 10 fig [1:11:20] I'd start there [1:11:25] those that are we can increase the [1:11:26] others we can out because these ones are [1:11:29] you can you can increase all these [1:11:31] regulation yeah there the max allowed [1:11:34] column is where New York State B&T [1:11:36] determines what the maximum you can [1:11:37] charge is for different items that we'll [1:11:40] be able to find um the fire hydrant [1:11:42] actually could not find anything that [1:11:44] says what the maximum was but I know New [1:11:47] York City does $115 that's why I know we [1:11:50] can go at least to [1:11:52] 115 yes go ahead please uh I I just [1:11:55] wanted to say like I appreciate it the [1:11:56] breakdown gave a lot of context and I [1:11:59] would say as one of the first [1:12:01] presentations regarding F Cris um I [1:12:03] appreciate your responsiveness to the [1:12:05] issue and then I would say snapshotting [1:12:07] this and using this as a template uh cuz [1:12:10] definitely U I wouldn't call out other [1:12:12] municipalities but it helps us [1:12:15] understand just where we gauge in the [1:12:16] exactly that's why it was on this [1:12:20] yeah any other question on this slide [1:12:23] all right no I'm just just kind of [1:12:25] reference the impact if we had this be [1:12:28] at the beginning of this year we would [1:12:29] have seen an impact of$ [1:12:32] 242,000 yes sir in 12 months rolling so [1:12:34] 6 months or 9 months of this year 3 [1:12:36] months of last year yes so it's a [1:12:38] significant um Revenue um increase their [1:12:42] part Police Department go ahead please [1:12:44] so I I don't know that this is exactly [1:12:46] you know I just know that they're close [1:12:48] related and again I think it's [1:12:49] mentioning it's just especially when [1:12:51] we're talking about parking tickets um [1:12:53] there are you know there studies [1:12:55] National studies and I haven't you know [1:12:57] we haven't looked at our I haven't [1:12:58] looked at our city data but you just [1:13:00] have to be mindful about like what type [1:13:02] of fees we increase because we can [1:13:06] unintentionally um impact uh certain [1:13:10] marginalized Community FaceTime the way [1:13:12] that the [1:13:14] um durability to parve is the way that [1:13:18] um you know some neighborhoods have you [1:13:21] know more driveways some there's there's different contributing factors [1:13:25] to how we can unintentionally impact [1:13:29] certain communities more than others so [1:13:30] I just want to highlight that I just [1:13:32] think that it's something that we should [1:13:33] be mindful that and we if we're just [1:13:35] looking to increase the Fe it looks like [1:13:37] we definitely should be doing in some [1:13:38] areas [1:13:40] that just increasing the fees you know [1:13:43] there's a greater there can be a greater [1:13:45] impact to the large [1:13:48] community you [1:13:52] yes go ahead please m i I brought that [1:13:55] up the other day when we were talking [1:13:56] about the noise violations um because [1:13:58] the Fe increases are suggested are quite [1:14:01] High um and it was pointed out to me [1:14:04] that again we're I I forget the exact [1:14:08] language but that we're trying to get [1:14:11] people to change their behavior and so [1:14:13] you [1:14:14] know we might have to increase the fees [1:14:17] to a certain extent because I don't want [1:14:20] use the word punitive but you know we [1:14:22] are trying to to be punitive um we are [1:14:25] hoping that people I I don't want to put [1:14:27] words but you guys were were very good [1:14:30] in the way that you responded to me [1:14:31] about that the other day umz I was [1:14:34] talking about you know poor kinds of [1:14:37] populations um but I got that I thought that was a good response to my query I I think the whole Drive is [1:14:46] to have this effective January 4 so we [1:14:48] have uh we have a couple months to to do [1:14:51] an educational um outy Behavior we talk [1:14:55] about last week at the public safety [1:14:57] meeting to kind of educate people that [1:14:59] this is this is going to happen so we're [1:15:01] not going to like pass it next week and [1:15:02] then enforce of the following week [1:15:04] January [1:15:05] 4st so so um [1:15:08] I first I'll speak to what you just [1:15:11] talked about the difference in this is [1:15:13] that you have a choice over how loud [1:15:15] you're going to play your music that's a [1:15:16] decision that you make however if [1:15:18] there's a limited parking on your street [1:15:20] then you can only work within those [1:15:21] perimeters so I don't know that there're [1:15:24] necessarily things that we can equally [1:15:26] um compare CU I want to have a loud [1:15:28] party I'm going to turn it up whether [1:15:30] you like it or not but if there's [1:15:31] limited parking and I'm I'm you know I [1:15:34] have to work within those parameters so [1:15:36] I'm not sure if that's that's a [1:15:38] comparison that um that I would really [1:15:39] make in terms of um people's ability to [1:15:43] pay um because you made a decision or [1:15:46] you don't really have any place else to [1:15:47] park so um there's that the other thing [1:15:50] I wanted to know and will this impact it [1:15:52] and should we take a look at it some of [1:15:54] our part parking signs are a little bit [1:15:56] outdated and they were put up when [1:15:59] people were working at GE and they [1:16:01] worked these interesting hours and so [1:16:03] you couldn't park at a certain time on [1:16:05] one side of the street versus the other [1:16:06] side of the street so if we're talking [1:16:08] about um changing um the fees rep [1:16:11] parking should we also be looking to [1:16:12] make sure that how we currently have our [1:16:14] signage Mak sense for how people work [1:16:17] today I think that's something we should [1:16:19] um because now some people have [1:16:20] alternate parking they don't even pay [1:16:22] attention to it I see parking on both [1:16:24] sides of the screen on a regular basis [1:16:26] because the signs just really don't make [1:16:28] sense cuz people don't work like they [1:16:31] did for those hours when G was like the [1:16:33] main employer in the city of skac so I [1:16:36] think we would have to take that I know [1:16:37] that that's going to take a lot because [1:16:39] if we have to pay for signs do a study [1:16:41] do all those things however those are [1:16:43] things that we should all also be taking [1:16:45] a look at well well not only people who [1:16:48] don't who work some people who don't [1:16:50] work doesn't even go they move their car [1:16:52] so it's it's a two-way you know to that [1:16:55] people just need to comply you know just [1:16:58] like the noise news people playing loud [1:17:00] music we're going to increase the field [1:17:01] you come into compliance if not you're [1:17:03] going to have to pay the violation same [1:17:05] thing we need you know to clean up the [1:17:07] street and get people to comply with [1:17:09] regulation you park on the wrong side [1:17:11] you're going to get ticket they're [1:17:13] parking they're parking all over the [1:17:15] place but does our parking make sense [1:17:17] though that's we have to take a look [1:17:18] does make sense for how we live now yeah [1:17:20] well what we'll need to do is make sure [1:17:21] that we have updated signs across the [1:17:23] city if we're going to enforce this [1:17:24] signs need to be placed across updated [1:17:26] sign new signs and put that in place so [1:17:29] people are aware that parking on either [1:17:31] side is within a given days [1:17:34] violation go ahead please so I [1:17:37] appreciate president P for that [1:17:39] distinction cuz you know definitely one [1:17:42] is more I think that when you're talking [1:17:44] about parking feeds and and the reason [1:17:46] why they have these these National [1:17:48] studies is because [1:17:50] um unintentionally I would say in some [1:17:53] places and and certainly by Design in [1:17:56] other places um you start [1:17:59] to uh kind of take advantage of the most [1:18:03] marginalized people in your community [1:18:05] and and start to increase fees based off [1:18:07] them based on the fact that there is um [1:18:11] and not not just the case of of limited [1:18:15] uh parking but there's also the [1:18:17] enforcement strategies which is more you [1:18:19] know would be more up to the police [1:18:22] department as well to kind of consider [1:18:23] those things as just we have to keep [1:18:25] that in front of our in front of our [1:18:26] mind cuz if not we can have these really [1:18:28] good policies that make a lot of sense [1:18:30] increase our Revenue um but we can be [1:18:33] doing it off the GL of most vulnerable [1:18:34] population in the city now we just [1:18:36] always have to ask ourselves the [1:18:38] questions when we doing any of these [1:18:39] things right because if [1:18:41] it if it if we're increasing the fee and [1:18:44] we're going to you know bring in another [1:18:47] $200,000 but 80 to 90% of that [1:18:50] $200,000 is coming from you know you [1:18:54] know [1:18:55] two or three neighborhoods that just [1:18:56] happen to be the uh neighborhoods that [1:18:59] the design is far more likely for [1:19:01] someone to be out of compliance with the department and that's something [1:19:04] that you just have to [1:19:05] consider you don't have the data for [1:19:07] that you have the [1:19:09] data so so what I what I was saying [1:19:11] question so what what I said uh in the [1:19:14] beginning of of what my statement was I [1:19:17] was talk referring to more to Nationals [1:19:19] Trends and the first thing I said was I [1:19:20] haven't looked at the data within our [1:19:22] city there something to be mindful of [1:19:24] and pay attention because if we increase [1:19:25] this without looking at the data we can [1:19:27] unintentionally perpetuate that outcome [1:19:29] so it so we would so I wasn't making a [1:19:31] statement that what's happening I'm [1:19:32] saying if we're changing something then [1:19:34] we need to be mindful of that or we [1:19:35] won't be being [1:19:37] accurate clear well we have to we have [1:19:39] to make sure that we encourag the police [1:19:41] to do across the board and no no [1:19:43] Community or no neighborhood should be [1:19:45] targeted but apply apply it across the [1:19:48] entire city when they're doing [1:19:50] enforcement or when they're bulying um [1:19:52] tickets [1:19:56] well I was just going to say I mean you [1:19:58] guys probably have data my neighborhood [1:20:00] um in terms of breakdown of these [1:20:03] tickets so I've never seen it but I'm [1:20:04] going ask Adam behind you do you know is [1:20:07] that possible through the the software y [1:20:10] okay so it is possible for us to see [1:20:13] that [1:20:14] so has gotten tickets [1:20:17] can make a note and provide that to the [1:20:19] counil [1:20:23] please so looking for a breakdown of [1:20:27] tickets per is it Go by zone or does it [1:20:29] go by area where you think it goes [1:20:32] by no it's not a Zone like we consider [1:20:36] the neighborhood Zone it might be a Zone [1:20:38] but there's no correlation between that [1:20:40] zone in in our system uh compared to [1:20:44] what there is uh in the city um you know [1:20:48] we enforce where the signs are available [1:20:50] so so so to the point of you know where [1:20:53] do be enforce we enforce where we can [1:20:55] enforce uh there are neighborhoods um [1:20:58] that there is no signage but it makes [1:21:01] sense because some of the streets are [1:21:03] wider uh the the neighbor of the uh [1:21:06] driveways are longer so a lot of this uh [1:21:09] enforcement is is not [1:21:12] necessarily Revenue generator but it's it's a safety aspect too you have [1:21:17] neighborhoods that have narrow streets [1:21:19] and you have uh bothside parking you [1:21:22] can't get emergency Personnel down there [1:21:24] um and often times the signs indicate [1:21:27] the season right so there's more [1:21:30] prohibitions during certain seasons for [1:21:32] the obvious reasons of snow fall some of the ones that I know that are [1:21:36] kind of different there'll be no parking [1:21:39] aside from 1:00 a.m. to 6 a the reason [1:21:41] is because the street street sweepers [1:21:43] will come down can you just come on up I [1:21:47] thought oh yeah the camera is focusing [1:21:49] yeah we he turn to you but yeah you're [1:21:52] providing a lot of information uh so [1:21:55] some of the some of the signs that we [1:21:57] might not have a comprehensive [1:21:59] understanding to at least at face value [1:22:01] do serve a legitimate purpose the [1:22:02] example I was saying before is no [1:22:04] standing this side 1:00 a.m. to 6: a.m. [1:22:07] uh you know you think what is that about [1:22:09] but but it's uh it's for street street [1:22:11] sweeping so obviously it just makes more [1:22:14] sense to have that um but that said you [1:22:17] know again we we we tick it where we can [1:22:19] and enforce where we can and um I don't [1:22:23] know why they decided to put things in [1:22:25] certain areas uh you know maybe it's a [1:22:28] for a broader discussion you know can we [1:22:30] use more enforcement can can you know we [1:22:33] have more or less restrictions to your [1:22:35] point I don't know you know that's I [1:22:37] don't [1:22:39] know go ahead thanks I think that some I [1:22:42] mean I you know I mean I think about [1:22:44] some of parking [1:23:37] enforcement officers drive around [1:23:39] obviously they um they have different [1:23:41] zones that they all go to and they [1:23:42] switch them up daily or regularly and [1:23:44] also during the day if somebody calls [1:23:45] him with a parking complaint during the [1:23:47] day they're dispatched automatically so [1:23:49] somebody calls in and says that there's [1:23:51] a parking multiple cars here uh we had [1:23:54] for civilians now we're down to two so [1:23:55] we're hopefully getting them back up um [1:23:58] they will drive around and they'll go [1:24:00] right there and issue the the ticket [1:24:01] right then and there so that's besides [1:24:04] their normal Patrol they they do respond [1:24:06] to the areas people call complain dur [1:26:35] society and and and we're not [1:26:37] disconnected and we're not you know [1:26:40] and that that includes us so again so [1:26:42] the point I'm making is that there's no [1:26:46] um intention around I'm not assigning [1:26:49] any any intention to this but what I'm [1:26:52] saying is that if we're not [1:26:53] intentionally to know about taking those [1:26:56] measurements and kind of really asking [1:26:57] ourselves the hard questions that no one [1:26:59] likes to talk about but me a lot of time [1:27:00] in like and we end up you know [1:27:02] perpetuating something so in these so [1:27:25] I'm was including them in here in the [1:27:27] presentation currently right now the [1:27:29] city is charging [1:27:32] $20.50 for a a dog license if they're [1:27:35] altered 1350 if they're unaltered and [1:27:38] then it goes down if you're a senior or [1:27:41] um older the surrounding towns and City [1:27:47] we had Nuna is $20 for $30 Aly was 16 [1:27:51] and 23 and then Troy is 15 and 20 [1:27:55] the r section is 114 and it's a little [1:28:00] complicated as far as there's multiple [1:28:02] layers multiple things that go into what [1:28:03] the dog license fee is so I have it [1:28:06] broken down here crossed out the dollar [1:28:09] value and put the the new dollar value [1:28:12] that's recommended in here the next [1:28:13] slide will show you kind of what the [1:28:15] bottom line is if this makes sense so [1:28:18] that the the new fee recommendation [1:28:21] would be uh $7.50 in increase on the [1:28:25] altered $7 on the unaltered and then $3 [1:28:30] 250 for the senior citizens and this [1:28:34] would increase the revenue between $8 [1:28:36] $110,000 per year it depends on if [1:28:38] somebody order or pays for a one year [1:28:40] twoyear or multi-year placement so it [1:28:43] could fluctuate a little bit [1:28:47] but so Miss Michael this align with your [1:28:50] C for service it does it does yes [1:28:55] so who gets those feed with where is the [1:28:58] actual City to the Clark's office is [1:29:02] that correct it gets deposited into the [1:29:05] general fund well you take in your [1:29:08] office Tak we take it in to [1:30:31] include like medically qualifi positions [1:30:33] in which someone needs a service animal [1:30:35] and then also potentially like service [1:30:36] members where like it's beenen to like a [1:30:39] system their integration back into [1:30:42] society I think that's already in the [1:30:44] code that those areas are already [1:30:46] exempt I'm looking ahead at the next [1:30:49] slide and I'm I'm wondering about the [1:30:52] exemptions that are being taken away so there it's it is in the code I was [1:30:58] looking to remove it actually yeah [1:31:00] they're removing it that that's it's already in the code right now aen [1:31:05] Market's law says that M municipality [1:31:08] May exempt an animal but then uh the [1:31:12] American Disability Act has changed it [1:31:15] so you cannot ask for documentation you [1:31:18] can only ask two questions and we're [1:31:20] getting customers coming in um refusing [1:31:23] to to provide answers provide [1:31:27] documentation um just making it so much [1:31:30] more [1:31:32] difficult the the Americans with [1:31:33] Disabilities acts have very limited uh [1:31:37] regulations as as as the city clerk has [1:31:40] pointed out what sort of questions you [1:31:42] can ask and they're very limited in [1:31:44] scope to for the for the federal RS so [1:31:50] um it's it's what what the council wants [1:31:53] to do whe want to you what I'm seeing up [1:31:56] there is five is being deleted it's what [1:31:58] that's a poliy decision for you all to [1:32:01] make that policy decision if you want to [1:32:04] U continue with the exemptions or or or [1:32:08] not Sam what is your recommendation [1:32:11] remove my recommendation was removing [1:32:14] our our our ordinance covers every like [1:32:18] service animal therapy animal everything [1:32:21] like everything um [1:32:24] but one we don't me to under ion markets [1:32:27] and two under Ada they say service [1:32:31] animals and there's a differentiation [1:32:33] between service and therapy but we we [1:32:35] can't really differentiate based on the [1:32:37] two [1:32:39] questions go ahead please I I feel that [1:32:43] servicing I I I like the exemption um [1:32:47] for Veterans for service for service [1:32:50] animals um therapy dogs [1:32:54] well obviously the detection I mean [1:32:57] those wouldn't be charged what's that it [1:32:59] says detection so that must be like a [1:33:01] police animal that's looking for drugs [1:33:03] or something like that I mean I don't [1:33:04] know why we wouldn't exemp that that's [1:33:06] like an employee of the [1:33:08] city um right I mean so if they lived in [1:33:11] the city yes if there was a city [1:33:13] employee that had the look like they [1:33:14] would have to register the [1:33:17] doll pay the pay the $40 or the $28 we [1:33:21] haven't had one year is that live in the [1:33:23] city because the uh the animal with the [1:33:27] police department stay with whoever the [1:33:30] train is right right so they live the [1:33:33] what you I know I H that [1:33:36] but I just think those animals should be [1:33:38] exempt remain exle from what I got from [1:33:42] Miss Miku it wasn't like any bias it was [1:33:44] just an inability to evaluate those so [1:33:46] that's causing administrative bird and [1:33:48] thre can be responsive to her office's [1:33:50] needs [1:33:53] an alternative I believe there are funds [1:33:55] available um to D worth with to get [1:33:58] funds from people who couldn't pay the fee so if there was a [1:34:03] hardship I don't know how many [1:34:04] exemptions or on the sheets that I saw I [1:34:06] think there was only like six or seven [1:34:08] at for certain amount of months I looked [1:34:10] at the data so if there was if those [1:34:12] people couldn't for if we did decide to [1:34:14] get rid of it and there was somebody [1:34:15] needed it there are funds available for [1:34:17] them to pay for so it doesn't stop you [1:34:21] from giving exemption you you still have [1:34:24] the authority to give [1:34:25] exemption is that if we remove it it [1:34:28] you're removing it then the exemption [1:34:29] done exemptions [1:34:31] right [1:34:34] yeah I would say let's let's put this on [1:34:37] hold and and go through the the process [1:34:39] of the public hearing then we can say [1:34:41] because the consern table is like we [1:34:43] should keep that and I I think we [1:34:46] should we should keep it the [1:34:49] exemption unless we Define it a through the rest of [1:35:47] October you [1:35:48] may use as you're making your [1:35:51] projections and you're creating your [1:35:53] budget [1:35:54] and then after you have that public [1:35:56] hearing then you have the budget being [1:35:59] adopted and then you have the ordinances [1:36:01] that need to be changed to con with the [1:36:04] amounts of fees that you increase this [1:36:06] way it's all one one pro I'm just it's [1:36:09] I'm just throwing that out for for for [1:36:11] you all to consider that you would have [1:36:14] the public hearing on that same night [1:36:15] because it's dealing with fees which [1:36:17] will as you saw will have an impact on the budget so that way it's in total [1:36:23] and then [1:36:24] the budget is dealt with and then uh [1:36:26] depending on how you work on the budget [1:36:29] you can amend the ordinance to conform [1:36:30] with the budget so do we need two public [1:36:33] hearing you would need two public what does the next SL tell us what [1:39:31] the total a lot of money is [1:39:33] can no 8 to 10,000 a year for [1:39:37] the depending on the year depending on [1:39:40] if they're one two or three it's going to [1:39:52] take in January for so we have enough [1:39:55] time to to a PA out there and let people [1:39:58] know that hey this is what's going to [1:39:59] happen well ask Michelle to to kind of [1:40:03] put it on the website to people know [1:40:04] that January 4st these changes are [1:40:06] coming into [1:40:08] place cuz that's not a huge budget [1:40:10] impact no it's not a also have have uh money in cap [1:40:25] and you guys provide us with capital [1:40:27] funding in the past um so we are looking [1:40:30] to do a new kennel facility in the city [1:40:32] and when we do do that there will be [1:40:34] options for more more Revenue that may [1:40:37] or may not require some assistance for [1:40:39] you guys and helping us do that but uh [1:40:42] right now if we get a new facility we [1:40:44] can look to at lease canel space to [1:40:46] other municipalities we're having [1:40:48] trouble U post trainings there's a lot [1:40:50] that we'd like to do that's another hour [1:40:52] something don't do that and then look [1:40:54] into the countywide agreement instead of [1:40:57] having Justice City be involved there's [1:40:59] other people that would like to be part [1:41:00] of our agreement but uh they're more or [1:41:03] less locked out of the agreement so [1:41:04] possibly we could look to expand it [1:41:06] countywide with that and the last one uh [1:41:10] I know that the council gave the mayor [1:41:13] the option to look at keyas rates and [1:41:16] change those they were last change in [1:41:17] 2020 and I recommend at some point a [1:41:21] group looks at those fees to see if [1:41:23] they're still in line with what they [1:41:25] should be is that an engineer is that an [1:41:29] engineer [1:41:30] thing yes [1:41:32] so yes engineering engineering helps set [1:41:35] the set the initial fees so I don't know how the initial fee [1:41:38] structure was set um I have the initial [1:41:41] fee I have what they are today um they [1:41:43] haven't changed since 2020 but have [1:41:44] something to to think about looking at [1:41:46] and seeing if that uh they should be [1:41:49] updated [1:41:50] we whenever we updated the city hall that ation [1:49:32] replacement uh so the first award bidden [1:49:34] contract we have is for like it says [1:49:36] City Hall ventilation replacement there [1:49:38] are two bids for this one is an [1:49:41] electrical one is mechanical we did the [1:49:44] Electrical uh several weeks ago [1:49:46] mechanical we didn't get a bid because [1:49:47] of some labeling we did come back out [1:49:50] put out a bid and received a low bid [1:49:52] from R&B mechanical um the second bid [1:49:56] was considerably higher from Hecker we [1:49:58] did talk with R&B mechanical we have [1:50:01] done a lot of work with R&B mechanical [1:50:03] and they are confident in their number [1:50:05] so we are confident in them and we're [1:50:07] recommending to move [1:50:11] forward any questions concerns move this [1:50:14] second all in favor I uh item number two [1:50:17] awarding been contract for the watt [1:50:19] Street and car Street Park improvements [1:50:21] to car Construction Wallen um this is a [1:50:25] we're calling it a was Street Safety [1:50:26] project um it's a project we've been [1:50:28] working with the members of the [1:50:30] Congressional gate to Heaven Cemetery [1:50:32] committee um because of the unique [1:50:34] configuration of watch Street the fence [1:50:38] has been hit multiple times uh over the [1:50:40] course of the history of the cemetery uh [1:50:43] they've asked the city to try to [1:50:45] mitigate that um so what we have is [1:50:48] we've designed a uh di rail system with [1:50:52] chevr we're looking to possibly install [1:50:54] a couple of solar power light up [1:50:56] Chevrons cuz a lot of these do happen at [1:50:58] night uh where it is a you geometry that [1:51:02] we're not looking to have uh very unique [1:51:04] in the area um and this also have a a [1:51:07] modified driveway and then we're also [1:51:10] working with uh the carish street park [1:51:12] and trying to work with the people there [1:51:14] to pick away at their master plan um a [1:51:18] little bit at a time this will extend [1:51:20] their sidewalk to the basketball court [1:51:23] little connection and then for some pads [1:51:26] so that they can install some benches [1:51:28] around the area that's [1:51:30] great any questions concerns a motion [1:51:34] second all those in [1:51:36] favor thank you and item number three [1:51:39] excuse me award biding contract for [1:51:40] disconnected fire station number one H [1:51:44] HVAC and Generator upgrades uh so [1:51:47] similar to the City Hall of ventilation [1:51:50] this was uh the DC portion of a four bid [1:51:55] Wix law project we already awarded three [1:51:58] the mechanical the electrical and the [1:51:59] plumbing we did have a hard time finding [1:52:01] a GC we were able to um call a couple of [1:52:06] people and get them to bid the low bid [1:52:09] is MJG construction we have not worked [1:52:12] with them they are relatively local out [1:52:14] of Bon Spa we did call we have [1:52:16] references they have worked with the [1:52:17] county and they have worked with um a [1:52:20] couple of the sub other main contractors [1:52:23] on the project which is how they were [1:52:26] called and referenced so um with all [1:52:29] that said we were comfortable that they [1:52:31] understand the job and be able to work [1:52:33] uh from the other groups that are here [1:52:35] they significantly lower than that Yep [1:52:38] this [1:52:40] uh this work is for the GCM this [1:52:43] particular job is [1:52:45] not two two lbers it's a it's a lot of [1:52:49] repairing ceiling tiles and penetrations [1:52:52] and things the majority of the work I [1:52:53] mean if you were look at you had all the [1:52:55] bids in front of you the hbac work is [1:52:58] actually $1.3 million that's the HC CU [1:53:01] that's the bulk of the work I don't even [1:53:03] know if the plumbing component is small [1:53:05] the electric component is small GC is [1:53:07] small it's really Tak V AC job which is [1:53:10] why we're having a hard time going and I [1:53:12] would also think that um because the [1:53:15] contractors know that this was the third [1:53:17] bike at the Apple that they probably you [1:53:21] know oh increased a little bit knowing [1:53:24] that the city was in a bench uh and this [1:53:26] contractor cly not as much but um like I [1:53:30] say we we have faith in our references [1:53:31] and the people that we talk to and we're [1:53:33] looking forward to [1:53:34] working thank you questions comments [1:53:37]
