[10:57] project to replace the hbac system in
[11:00] the building um right now a part of last
[11:03] year's Capital we're looking at
[11:04] upgrading the electrical services um so
[11:08] if you were to go into the basement we
[11:10] have all of our panels uh for the SPD
[11:12] electrical the panels are no longer
[11:15] serviceable so if anything breaks on one
[11:18] panel we try to replace it with pieces
[11:20] of another panel and move things around
[11:22] because the panels are original to the
[11:24] building so this coming year we're
[11:27] looking to replace all those panels with
[11:28] Mod switch gear so that we have the
[11:30] ability to upgrade and then we're going
[11:32] to study the replacement of the hdac
[11:36] system um when I have those costs you
[11:39] know we can talk about it um you know
[11:42] I'm sure that the police chief would
[11:43] more than welcome a new station but this
[11:46] is what we have to decide on is because
[11:48] um that station you know it doesn't have
[11:51] operable Windows everybody's seeing the
[11:53] station is a very interesting uh thedes
[11:55] and Schmid design simil more to the
[11:56] library um and we just have to we have
[11:59] to upgrade and when we do that we have
[12:01] to bring things to code and the building
[12:04] certain things are not to code right now
[12:06] which is uh the boiler the chiller the
[12:10] air every single component in that
[12:12] building is a one giant room code would
[12:14] not allow you do that you can't have
[12:15] combustible air and cooling air and
[12:17] filtered air all the same room so if we
[12:19] bring this up as part of the cost if we
[12:21] have to actually split the mechanical
[12:23] room and start putting fresh air in
[12:25] certain areas for it so that's part of
[12:27] that design uh last on here is the
[12:30] hearing room we budgeted some money for
[12:32] it last year however you know our
[12:34] estimates are are higher for that this
[12:36] would give us approximately $1.5 million
[12:39] to put towards the hearing room which is
[12:40] also at the police station um part of
[12:43] this will be um funded this project will
[12:46] be funded by the
[12:47] courts anything that we improve within
[12:50] the existing courts footprint the courts
[12:53] will pay however this is an expansion uh
[12:56] we'll be taking over some holding cells
[12:58] and some office space and doing some
[13:00] Renovations so that expansion um is not
[13:04] paid for once it is expanded and they
[13:06] have uh under their lease agreement that
[13:09] new square footage that any improvements
[13:11] then going forward would be under uh
[13:14] their expenses to pay for so I'm I'm
[13:16] anticipating that um they're going to
[13:18] have it's probably going to be like a 66

[38:39] running 24 hours to get the streets
[38:40] cleared because there's no way to push
[38:42] the snow another snor St comes in so
[38:46] it's not just for the loaders you know
[38:48] it's everything else running around the
[38:49] clock and our guys usually run around
[38:51] the clock
[38:52] and at the same time on the same subject
[38:56] uh complian is is Big where you have
[38:58] like the onesie TWY cars that are
[39:00] blocking the plows from being efficient
[39:02] has that been an issue that you've
[39:03] noticed or have residents been
[39:05] responsive to efforts of like
[39:08] no I've been around for 45 years I
[39:11] started in the street in
[39:13] 1979 there a lot of different falling
[39:15] snow back there we didn't have a 10
[39:16] wheeler dump truck we had six whe dump
[39:18] trucks we didn't have Wing blades okay
[39:21] um but there was a lot less cars park
[39:24] people nowadays every family member in
[39:26] the family has car nobody uses the
[39:29] driveway because when somebody wants to
[39:30] get out he looks outside or she looks
[39:32] out says I got to move five cars to get
[39:33] mine out so everybody leaves the
[39:35] driveway open it parks on the street it
[39:37] makes it very difficult for our plows to
[39:39] get down these streets and maneuver
[39:41] around cars it's it's not going to
[39:44] change it's sows we're going to get
[39:46] complaints um it's just the nature of
[39:48] the
[39:50] Beast well Paul I have to say since we
[39:53] since this was
[39:54] implemented we have seen a lot of less
[39:56] complaint about snow on the straight vle
[40:00] them out their equipments are out and
[40:02] they know maneu the straight taking care
[40:04] of the snow so I would say that you know
[40:06] it's working and we just want to make
[40:09] sure we maintain that line so that we
[40:11] have this available whenever it happens
[40:13] we started our contractors a little

[40:49] have to have the cars off and you know
[40:51] it's obviously where the police
[40:52] department starts and they notify us so

[42:25] of moving forward

[42:32] reparation is an important or critical

[42:49] along but when you limp along it creates

[43:03] who's dedicated somebody who's actually
[43:04] familiar with the parks and City
[43:06] operations so um it will be an asset to
[43:09] the city moving forward um funding that
[43:12] now and then removing it later just

[43:18] steps backwards so um I think it's Pro
[43:22] upon the Council next budget cycle if
[43:25] it's in there to keep it definitely

[47:29] different there um you know so staff she
[47:32] you know help with the monitoring of
[47:34] that pool right now we're using staff
[47:38] certified from the Wast to do Chemical
[47:42] Testing there's it's different the old
[47:45] Central Park have no filter system so
[47:48] the cost to operate the filter is a
[47:50] little bit more and obviously the
[47:53] security is um it's based on what we
[47:55] went through in the first year we're
[47:57] and people are entering the pool at
[47:59] night um
[48:05] so L of hands quickly lot of hands just
[48:09] quick so our last with the last pool we
[48:12] were essentially emptying and refilling
[48:15] like every day right like in nor really
[48:17] what it was there was constant stream of
[48:19] frh water rning okay okay sometimes you
[48:23] would have to empty it though with I
[48:24] mean and the other thing
[48:27] we all know the problem with the geese
[48:28] so yes we did have to empty the pool
[48:30] clean the pool and then refill the pool

[48:44] heating fuel is for everything there's

[48:48] the servers are um the Central Park
[48:52] building used to be the office is

[50:49] pickle ball is not paid for yet no the

[51:28] the pickle ball courts um but yeah the

[51:34] basketball court um were something there
[51:37] but maybe some of that 200,000 couldi
[51:40] courts going into Fair can't remember
[51:43] what what was with fa two yeah Pi balls are hit yeah the the
[51:54] basketball courts being made over to a
[51:56] dog park cut Center section out M yep so the money that's left is going to
[52:03] cover all that there's no room there's
[52:05] no uh funding left for considering a

[53:03] old pool at Central Park and what we
[53:07] would do with that I mean I know there's
[53:09] been a lot of ideas tossed around um but
[53:12] when would we take care of that well

[53:54] depth where you don't have to worry
[53:55] about you know having red FL up all time
[53:57] it's just not safe you know you make it
[53:59] 12 in deep you don't have to worry about
[54:01] you know somebody falling in and going
[54:03] under the ice um so there's a number of
[54:06] things it's you I think um this

[55:37] was 450 and that pool was maxed out for
[55:40] it was hot summer so it was maxed out

[55:45] know it was the first year whether it
[55:48] was the novelty of it and next year
[55:50] we'll see you know what happens but you
[55:52] know I there's nothing I would do
[55:55] differently in that po uh with regards
[55:58] to other than possibly you know trying
[56:01] to extend hours because people really
[56:02] enjoy the pool I mean obviously when
[56:04] it's h people enjoy it but that would be
[56:06] something we'd have to work out
[56:07] contraction with um you know the
[56:10] contractor who's going to you know do
[56:11] the life regarding and stuff for us but
[56:13] um it's a short season and we get eight
[56:16] to nine weeks out of it um and then
[56:18] unfortunately most of the staff that's
[56:20] working goes back to school whether it's
[56:22] college or high school so you know it
[56:25] doesn't last much longer you know but
[56:28] maybe hours and there was a lot of
[56:31] activity very early in the morning for
[56:33] the lap pool um it was amazing even if
[56:36] it was raining as long as there wasn't
[56:37] thunder lightning they were using a la
[56:40] pool even in the rain so um it was a
[56:43] great
[56:49] success um I don't think it was a
[56:51] novelty I think I think it's just a huge
[56:54] asset to our city i' see kids walking
[56:56] all over the city with towels seriously
[56:59] to and from it was really beautiful I
[57:01] liked it uh my question is
[57:04] um uh uh security staff so I I thought
[57:08] Chief Clifford mentioned yesterday they
[57:10] had some type of Grant he paid they paid
[57:13] part of that the community was up there
[57:17] when I saw the truck there was some
[57:19] people up there that you know there were
[57:21] some there were some problems or some
[57:23] issues at times you know with with the
[57:26] people you know Vis po um you but at the
[57:30] funding
[57:31] part did it come from the PD or just
[57:34] came from you don't know I don't know I
[57:37] know after the mayor had requested that
[57:39] there was an officer there more in the
[57:42] afternoon sessions because that's when
[57:44] it got a little more crowd and
[57:45] especially when the pool is shutting
[57:47] down getting people to leave the pool so
[57:49] I'm not sure how it was funded whether
[57:51] it stly through the PD or whether it was
[57:53] a grant or something
[57:56] I I can I can also offer that the police
[57:58] were there in the morning in the
[57:59] afternoon I played tennis there in the
[58:01] morning and they were there like 8:30 in
[58:02] the morning um so they were there I'm
[58:04] just wondering the funding line most of
[58:07] our issues are SS people didn't want to
[58:09] leave the
[58:10] C you making nice and you ask them to
[58:13] leave the funding was directly through
[58:15] the police department because you know
[58:17] okay you know we weren't planning at
[58:19] having police because of TR we
[58:22] started started TR
[58:26] so it's been a learning curve now we've
[58:28] up some of the uh other levels of
[58:31] deterrence with the camera
[58:34] systems uh again
[58:37] there's two factors one is uh
[58:42] maintaining
[58:43] uh appropriate activity during the
[58:47] operational hours of the parks and then
[58:51] it's people are choosing to go in there
[58:54] after hours
[58:56] people jumping the fence and so it's how
[58:59] do you balance that out uh with will be
[59:03] uniform police or other security that
[59:06] might be a little bit cheaper and more
[59:09] complimentary to just activities within
[59:13] uh we're talking about the pool now but
[59:16] I look at uh his a diamond his music cap
[59:19] and so there places in the park where we
[59:22] want people to have fun be able to enjoy
[59:25] it and uh some of it is just being
[59:28] approached with a little bit level of
[59:31] flexibility what we learned this year
[59:33] and how do we implement it going forward
[59:36] next year again to get most cost
[59:39] effective results but making sure people
[59:41] are behaving themselves and having a
[59:43] good
[59:44] time when and you called your committee
[59:47] toward I think one of the discussion was
[59:49] um security cameras um we talking about
[59:53] security having enforc security but what
[59:55] about was um buying some cameras Oh we
[59:57] have cameras
[59:59] here J was that they lagged in the
[1:00:02] installation so pool was done some of
[1:00:05] the cameras weren't placed it was uh
[1:00:07] laying some fiber optics uh everything
[1:00:11] now I believe is up and
[1:00:14] running
[1:00:16] okay yeah I mean I think we could still
[1:00:19] use a few more cameras um but I think
[1:00:21] the lighting is the other piece that
[1:00:23] really helped I mean we're having
[1:00:26] vandalism I mean there's there's no
[1:00:27] doubt but I think the additional
[1:00:29] lighting that came as part of the um
[1:00:33] overall project of the pool the tennis
[1:00:35] courts Etc the road um really was great
[1:00:39] and um you know helpful at night in the
[1:00:42] park I know during the music Haven
[1:00:44] season at least it was it was definitely
[1:00:46] a little bit easier to maneuver around
[1:00:49] um so I appreciate and the lighting is I
[1:00:52] love those um those lights as well I
[1:00:54] mean they're really very beautiful
[1:00:58] so and just back in terms of the
[1:01:01] security staff cause is that what could
[1:01:03] cost us this year oh I no I don't I
[1:01:06] don't have the I don't have the
[1:01:08] information it's
[1:01:10] 15,000 have
[1:01:12] somebody through the whole season you

[1:31:54] especially our our our plowing abilities
[1:31:58] for our Parks they have a lot of Aging
[1:32:01] vehicles in our waste collection um Paul
[1:32:05] had also put in for two rear load of
[1:32:08] Packers um I I believe this is an
[1:32:11] excellent investment to continue to uh
[1:32:14] improve and replace these repun these
[1:32:17] trucks on a yearly basis uh taking a
[1:32:20] couple of these in uh I remember a few
[1:32:23] years back three or four years back you
[1:32:25] would put four in and now we're down to
[1:32:28] the point where we can start maintaining
[1:32:30] at a a two truck level I think that's an ongoing budgeting
[1:32:35] thing no onment really quickly does that
[1:32:37] increase the number of trucks you're
[1:32:39] able to put out a daily or does that
[1:32:41] ensure that all the trucks are in a good
[1:32:43] maintenance like standard it is it is
[1:32:45] for more of a maintenance Factor um we
[1:32:48] see uh with the the older trucks when
[1:32:50] they break down uh there's a cost to
[1:32:53] Main maintain those and a lot of those
[1:32:55] have to be sent out for for a lot of the
[1:32:57] larger
[1:32:58] issues um so we' be sending uh uh
[1:33:02] usually it's 17 trucks going out daily
[1:33:06] and um it depends that that varies a
[1:33:09] little bit uh depending on uh the time
[1:33:12] of year for U yard waste and recycling
[1:33:17] it it's heavier sometimes so we do put
[1:33:19] out some more but we we try to put a
[1:33:22] constant number out daily

[1:33:55] replacing

[1:34:12] there wasn't a storm that we didn't have
[1:34:14] breakdowns with our CL fet
[1:34:17] um this is why we put them trying to
[1:34:19] replace it do you still run two people
[1:34:21] on a wing truck or no one too

[1:35:38] to be using a capital reserves uh so
[1:35:41] we're not borrowing any money for
[1:35:43] that and the sh this this is where you
[1:35:46] know it's you know power you but I just
[1:35:50] want to make one thing that there's a
[1:35:52] Wastewater replac bar screen designed
[1:35:55] only for like a million dollars uh and we put some as on the bottom say
[1:36:01] that that is going to determine what the
[1:36:04] cost is going to be
[1:36:06] but million $7 million more so just want
[1:36:09] to let you guys know that uh uh the
[1:36:14] utility cabs the truck and the was
[1:36:18] treatment equipment replacement we're
[1:36:20] going to be using the capital reserves
[1:36:22] and then we're going to borrow money for
[1:36:24] the the collection system repairs and
[1:36:26] Improvement uh the digestor which is
[1:36:29] he'll have to explain that to you
[1:36:31] because that's a a bit a quite a quite
[1:36:34] St and then
[1:36:37] again I just want to get out that so so
[1:36:39] that when you see them it put you your
[1:36:41] mind that have to ask them about this
[1:36:43] stuff yeah goad please maybe for the mayor or
[1:36:49] Anthony so the survey we got on the
[1:36:52] water you know what our water
[1:36:54] is that do we are is the city
[1:36:56] responsible for replacing anything from
[1:36:59] the any part of
[1:37:01] that and where would that money come
[1:37:03] from if we
[1:37:04] are there are scenarios where we would
[1:37:07] be responsible at this point we're doing
[1:37:09] the survey looking to line up for
[1:37:12] federal and state money that's going to
[1:37:13] be available for that so I'm not at this
[1:37:16] point assuming that there's going to be
[1:37:18] any expenditure of local
[1:37:21] dollars for any of those

[1:37:33] there there is grant funding uh for
[1:37:35] talking about they um replacement for
[1:37:38] the survey there's um there is grant
[1:37:40] money that's 100% reimbursable to the
[1:37:42] city and what I would ask the council do
[1:37:44] is when you're out with groups or
[1:37:47] talking the individuals matter what
[1:37:49] you're talking about remind people to
[1:37:52] fill out their Sur
[1:37:54] send it in so that we have a
[1:37:56] better inventory of what's in the field
[1:38:00] and have a better way to estimate some
[1:38:02] of those potential
[1:38:05] costs any other
