fire [8:55] I spoke about this and we took it and we [8:59] moved it to Senior Center ARA yeah um [9:04] the question the question on that can we take that $6,000 from somewhere [9:09] else take a [9:12] look I I I would suggest that we take a [9:15] look and see if we can take that [9:16] somewhere from somewhere else [9:19] good um if you don't mind please make a [9:22] note of that so it's 30,000 plus 30 on [9:26] the Fire [9:31] it it doesn't show is something yeah you [9:35] did talk about it and then I think there [9:36] was some question around it Patrick has [9:38] some question about that too so why why [9:41] take it from the police Empire yeah so [9:44] recommendation is that if we can find [9:47] somewhere else take [9:49] it was it for for me it was like the [9:52] spur a moment thing that was the easiest [9:54] thing to pick [9:56] up well we don't want to be the [9:57] newspaper tomorrow that we're taking [10:00] the [10:08] police [10:09] so my big question is $3 million of arpa [10:14] funding for these um these position or [10:18] you know or or supplies or [10:22] equipments if we were to carry this into [10:24] next year and we don't have offer we [10:26] have to find $3 [10:28] million to to sustain [10:42] this how how do we I'm trying to you [10:45] know be careful what I say how how are [10:48] we in appro genic here in terms of [10:54] this I have always looked at our our [10:57] biggest liabilities it's also one of our [11:00] biggest assets it's distressed [11:02] property so we doing the foreclosures [11:06] how do we bring it in and be able to [11:10] Market it [11:12] uh we keep chipping away at it as you [11:15] drive through neighborhoods you see the [11:17] improvements people are fixing up their [11:20] houses uh some of the sales of course [11:22] are not perfect but most of them done [11:26] are good stories people gone in bought [11:29] the houses fixed them up are living [11:32] there even ones that have been flipped [11:35] which you know it's not necessarily the [11:37] primary goal of the uh my Administration [11:41] for the council but we end up being [11:43] owner occupied houses and so that is [11:47] still an area [11:50] where [11:51] there's call it roughly $4 [11:54] million in potential revenue and the [11:58] other side of it is the reduction [12:02] in general operating expenses so we [12:05] don't have to send code enforcement out [12:07] we don't have to send the police inqu [12:09] there we're not babysitting it uh and it [12:13] also encourages the adjacent Property [12:16] Owners feel more comfortable in fixing [12:18] their property [12:20] up and this lead me to ask a question in [12:22] terms of the um Law Department hiring um [12:27] assistant operation Council [12:30] um there be any consideration to [12:33] hire one or few or three to with real [12:38] estate experience to help you push the sales is that something that can be [12:45] considered so can I strengthen the [12:47] office with more of legal yes it could be considered yes it is [12:52] considered and some of that is also uh [12:56] some of a dynamic process so that if in [12:59] fact we can get all the properties lined [13:02] up do the foreclosures be able to Market [13:05] them we can look to [13:08] either uh bring people on to be on staff [13:13] or reach out to existing law firms who [13:17] uh as we do for labor attorneys we have [13:20] firms on retainer that we pay more on an [13:23] as needed basis than as opposed to a [13:27] regular salary so that that builds some [13:29] flexibility into it where if we can use [13:33] the existing staff we'll do that if the [13:36] workload shifts or the opportunity is [13:39] there to move uh bigger projects or [13:42] bigger numbers that we have the ability [13:44] to go up and bring in outside [13:47] Council yeah that that kind of lead me [13:49] back to you mentioned just about we're [13:51] seeing the impact in our neigh that [13:53] people are investing people are you know [13:55] buying these houses they're spending a [13:57] lot of money but um My Little concern is [14:01] that [14:02] we i' say we going to put all of us in [14:05] that that we kind of lack code [14:07] enforcement what you mentioned I'm going [14:08] to use your word the common sense [14:09] approach to what's happening there and [14:12] I'm glad that you doing something here [14:13] to address those things and kind of [14:15] address it nip it in the but can move on [14:18] apply Common Sense where we cannot we [14:21] need to bring people in right to provide [14:24] the service and if we are driving in [14:26] away we're losing revenue and what's [14:29] happening in some areas right now [14:32] because I don't feel people are talking [14:34] to me that why do I want to come in here [14:36] to do service when I have to wait you [14:37] know six weeks four weeks so that and I [14:40] know that you approach that very your [14:42] message loud and [14:44] clear deal that no I'm just talking [14:47] about it but you did you did approach it [14:48] and you put things in place and put some [14:50] changes so I just want to commend you on [14:51] that because those things if we didn't [14:53] address it it would have created a m [14:56] impact with C enforcement providing [14:58] service [14:59] to our home and some people do use an [15:03] example your family had a extremely [15:07] severe fire on 8th [15:13] Avenue [15:14] uh Fire Chiefs here they did a good job [15:18] came in uh you [15:20] know that house has basically been fully [15:23] restored yes there's one two blocks down [15:27] that is still sitting there there I was [15:30] there uh two days ago looking at it [15:33] again it's one where we've got a follow [15:35] up on uh you know again it was a tragic [15:38] event I believe that building had [15:41] insurance but you know people are just [15:43] making poor choices where you get a a [15:46] house that sits there [15:48] uh burned out vacant and uh you know [15:52] it's really a negative influence where [15:54] you come the example where you turned it [15:56] around and your family fixed up and yeah [16:00] he did a good job and thanks to the Fire [16:02] Department chief was there through the [16:03] day with his with his firefighters did a [16:06] good job death fire out himself yeah no [16:09] he didn't I would say that um he was he [16:12] was there with know Serv and they restor [16:15] that building way before they got the [16:16] insurance money so they were aggressive [16:17] they know what they have to do and [16:20] that's a that's a good example of people [16:21] taking responsibility and now leaving it [16:26] behind so mayor are you you said that we [16:29] have like $4 million in properties [16:31] distress properties currently that we [16:34] well approximately that if we sell them [16:36] that's what I'm proposing in the 25 [16:41] budget [16:45] and you your questions on the 25 Budget [16:48] on the 26 budget of course the 26 budget [16:51] is harder to project but if we continue [16:55] to chip away on it there's real [17:00] value so not not in the 25 that you're [17:04] projecting it for the 20 that we sell [17:07] that because it's not in terms of U [17:10] Revenue it's not showing there so yeah I think that was a question is that [17:14] this is this in this budget when we come [17:16] next year for the 2026 budget we're [17:18] going to have we're going to have to [17:19] locate $3 million that's what the M [17:22] seeing towards where we are stearing on [17:25] $4 million in home sales right that can [17:28] help to offset this so that will show up [17:30] in revenue for the 2026 budget [17:35] corre ahead I'm sorry I'm just a little [17:37] confused about that so we do have it in [17:39] the 25 budget that we're projecting to [17:41] bring in um 4.5 million in home sales um [17:47] and so but we also [17:53] have the co assistance of this 3 million [17:57] in the revenue of the budget [18:00] so um so we still would have to make up [18:03] like a million something is that what [18:06] we're thinking question is if we were to [18:07] keep if we were to say okay we're going [18:09] to take the 2025 budget as is into [18:13] 2026 how do we fund this AR allocation [18:17] where do we account for this $3 million [18:20] understand I understand but so would we [18:23] have to sell even more property I guess [18:25] is what I'm trying to say back down the [18:27] taxx roles so [18:29] tax revenue goes up gotcha is it's a [18:33] it's not it's an overly simplistic [18:36] analysis to say everything shows up in [18:37] one line so there's actually when people [18:41] fix their property up there's sales tax [18:43] revenue that goes out uh on our closings [18:47] now we we charge the $500 in advance for [18:53] putting the permit system in place uh so [18:57] again there's additional Revenue there [18:59] in reduction in expenses there's a [19:01] combination add that is a tax base [19:03] increase the sale of the property [19:04] mortgage tax and the the fees permit [19:07] fees I understand that thank you [19:10] combination of [19:11] everything 2026 no I just want to bring [19:14] that to the table so I don't want to [19:16] feel that well we're we're scaring on [19:18] anything there there opportunity out [19:20] there to address [19:22] this and also this doesn't include the [19:24] um the pending sales that we talked [19:26] about couple days ago right when does or [19:30] maybe [26:53] about Community engagement all that in [26:54] terms of police with the community I [26:57] think we should we consider trying to [26:59] put that back on that budget line and [27:03] the other Dynamic with that is Public [27:06] Safety Foundation some of it uh real [27:10] goal is to have both departments work [27:14] with individuals within the community [27:16] and do some independent fundraises the [27:19] old D program used to do a haunted house [27:23] for Halloween and so some of it is that [27:28] just use general tax dollars for it but [27:32] to encourage people to support the [27:36] public safety foundation and hopefully [27:38] through that manner build a broader [27:41] network uh where people are working [27:44] together and supporting again those [27:46] efforts in the public safety field I [27:50] understand that but that's not in play [27:52] shap so this is really kind basically [27:55] decimated that line without that in [27:58] place the foundation is there so some of [28:01] the challenges people go out and raise [28:03] money but yes so understand what you're [28:06] coming from the [28:07] council yeah that was one of my um [28:10] suggestion when we discussed the budget [28:12] um line by line was um to continue to [28:16] fund that but at the same time you know [28:19] we have 25,000 under the fire and 5,000 [28:23] here and the approach is to encourage uh [28:28] um membership to go to seek um funding [28:32] from other [28:35] sources how much did they spend on that [28:37] line this year to dat yeah well not year [28:40] to dat but previous year they are they [28:42] using that money [28:44] sorry [28:47] [Music] [28:49] use the both department will share the [28:52] expense in terms of the outre they do go to seek um funding from other [29:19] sources to help [29:20] them I here to see this line I do not [29:23] want to see this line go away ID [29:26] Department to fund them [29:28] what's the L department [29:48] does is they intentionally invest in [29:50] like different organizations throughout [29:51] the years so even if they're not in [29:53] place I think their impact or their [29:56] support of certain organizations is felt [29:57] and and I imagine that in Chief Marino's [30:00] capacity they have programs or [30:02] organizations they annually fund with [30:04] this ex with their full um allotment for [30:09] this line in place so I don't know if uh [30:13] splitting that between this and fire may [30:14] put some of those programs um at at a [30:18] negative expense um I will say publicly [30:22] I I think it looked poorly optically for [30:25] that to be one of the lines that were [30:27] adjust Ed for the police department um [30:30] definitely with conversations [30:32] surrounding community and police [30:34] interactions I am proud to say I'm I'm [30:37] confident in the work that's been done [30:38] and is being done especially within our [30:40] school district as we've had recent [30:42] events it's important to have a fully [30:45] sta police force in place um but [30:47] continually investing in the community [30:49] is something that needs to be ongoing at [30:51] the full capacity so from my [30:54] understanding this is my third budget [30:56] cycle definitely have having um a lot of [31:00] conversations in one go is is pretty [31:02] tasking so from my perspective I was [31:05] looking at identifying just where [31:07] people's um stances were with some lines [31:11] and then allowing uh the finance [31:13] department to either adjust or we can [31:16] have follow on discussions throughout [31:17] the remainder of the week of how do we [31:18] identify Monies to support any of our [31:20] positions but I think having that [31:23] complicated conversation Al together it [31:25] just it makes for a tasking evening [31:29] I shared the same concern from the [31:30] beginning I identifi this reduction and [31:34] you it what is the actual to [31:37] date you able [31:47] to [31:49] yeah you're absolutely [31:52] correct we've seen the the creation into [31:54] the neighborhood and the support toal [31:57] organization [31:58] to kind of bring awareness to what's [32:00] happening police departments on the fire [32:03] and you know it's something that we [32:04] should support I mean if it's 15,000 [33:54] serious [33:55] stuff and I believe uh I was told I'm [33:58] not I was told that some of the stuff [34:00] that they get was [34:01] donated that may be how they keep that [34:04] line down pleas also have [34:07] 83142 a Outreach and that year get [34:15] 530 [34:16] two yeah they've been drawing on the [34:19] line just above [34:24] that is [34:27] 2 a [34:29] Outreach the other one cut [35:15] the must they won't be there next year [35:17] to spend so um one year they did spend [35:21] more than the 5,000 so I I definitely [35:24] think we should increase it beyond the [35:25] 5,000 [35:28] 15,000 was mentioned and again we have [35:30] the um expense that we don't know what's [35:32] going to happen for this October thing [35:34] and I don't know if they do anything in [35:36] um for [35:40] Christmas it's conceivable that there's [35:42] going to be more money spend in what [35:43] we're seeing right now we did have one [35:46] donor this year $110,000 or [35:51] $5,000 for what that for Public Safety [35:55] Foundation Public Safety Foundation [35:58] H I know there was something with the [36:00] school [36:01] district the foundation I believe with [36:04] the haircut this [36:06] was this was just an individual who made [36:09] a donation to the city for that specific [36:12] use so is that money coming in help in [36:16] that yeah that's so that's that could [36:19] be [36:23] 10,000 can we increase that the F to that [36:31] whatever that amount is for [36:35] now okay my question would so it's it's [36:39] a donor then the money is there it's not [36:40] even our it's an outside donor who [36:43] specifically wanted to donate to that so [36:46] it's not even our bit other [36:48] money and where would that show up in [36:50] revenue or do you show that probably [36:52] under [36:53] miscellaneous Like Only You [36:59] I think one of the challenges um just in [37:01] conversations I've had are that again I [37:05] mean running events for them to be [37:07] running events and using that that [37:08] funding is can be challenging also [37:11] because you know they're doing police [37:13] work so I mean part of you know it might [37:16] be interesting to think about whether we [37:18] need somebody that we use some of the [37:20] money to pay someone um that would [37:23] actually be working with either with [37:25] both either or both of the Departments [37:26] to actually put on some of these things [37:30] um just as just as a suggestion so I [37:32] think that's what they pay they pay a [37:34] vendor to for supplies and things like [37:36] that so they manage program or they just [37:38] pay for the supplies and and items or [37:41] you know Supply food water whatever to [37:44] carry out that event I just mean [37:46] coordinating the events you know you [37:48] know what I mean as opposed to the [37:51] supplies for generally they attend [37:54] events that other people have already [37:55] coordinated like the 518 like the [37:57] basketball thing that they were doing so [37:59] it's someone other group that [38:01] coordinates and then they invite them to [38:02] come and bring all the goodies so I [38:04] don't know that we necessarily need a [38:06] separate coordinator because the events [38:07] happen and then the police show up um to [38:10] support it and bring all the giveaways [38:14] like like part well National 9 was part [38:16] of 518 so you so I I don't I don't know [38:19] that we could afford the expense of [38:22] someone because it's not like even a [38:23] full-time job no no it's not a full-time [38:26] job [38:27] just a suggestion and then also I think [38:30] an important component is with these [38:31] community outreach lines in my [38:33] perspective it's how do we prevent fires [38:36] how do we prevent crimes and I think by [38:39] embracing and engaging the community [38:41] proactively where we address or provide [38:43] some context to what they do or what [38:46] policing involves or entails in in the [38:48] city of concy I think it reassures [38:51] people that the Poli are present and it [38:52] also provides a friendly face to if you [38:55] have any questions or if there are any [38:57] Miss interpretations but I think for the [39:00] benefit of this line it it helps to [39:04] present and address issues before they [39:06] happen into Chief Marino's comment he [39:08] made earlier we can't quantify fires [39:11] that didn't happen we can't quantify [39:12] crimes that didn't happen but for this [39:15] budget I think it truly it pays for [39:18] itself and that's why I think having [39:20] this being ongoing permanent line in the [39:22] budget uh just ensures that generation [39:25] after generation they understand the [39:26] importance of the police their community [39:28] and also it presents how the police [39:30] should interact with their [39:32] Community I think it's just really first [39:35] time you engage a police officer you [39:37] don't want it to be in the midst of a [39:38] crisis right and I think that's kind of [39:40] the same thing for our fire department [39:42] so that's pretty clear um value there [39:45] and I do think that them leveraging some of the uh Community uh things that [39:51] are already existing to kind of [39:53] contribute to it that again that just [39:55] reinforces you know partnership and in a [39:57] really meaningful way so it doesn't look [39:59] like um you know as you know a [40:03] performative thing just showing up it's [40:05] like showing up and contributing you [40:07] know uh to the cause is I think [40:11] important for that so I think we're on [40:12] the same [40:13] pact I I do want to clarify that I don't [40:16] want to take money away from them um and [40:19] I absolutely value the them being [40:22] involved in all these [40:23] events I se a conversation here and I [40:27] think for many of us and I can speak for [40:29] myself is that we're looking to going [40:33] forward into next year to meet this line [40:36] permanent I don't think there's [40:37] absolutely no push back on that is to [40:39] make this line permanent so yes it's in [40:41] low this year but these lines will [40:44] eventually the next budget be permanent [40:47] in our budget and funded from General [40:50] Reserve funding we just want to [49:37] it to be approved um I know the research [49:40] that I've done and I defin from the to [49:42] Corporation Council and it's the mayor's [49:44] prerogative it kind of spoke along the [49:46] lines of as long as there's sound [49:48] infrastructure those uh understandings [49:52] kind of prevent us from any liability [49:54] and I don't know where the rest of the [49:55] council stands but I think if we going [49:56] to be removing quarter of million [49:59] dollars from that fund that could [50:01] potentially revamp that area for this [50:05] recreational activity I think in Li of [50:08] that there should be a considered effort [50:10] to identify how the city can make this a [50:14] legal activity within the community um [50:17] or we need to start enforcing the policy [50:20] that's currently in [50:22] place I just want to mention once again [50:25] speak nor engineer who said [50:27] with all the projects He has in place we [50:30] not be able to get for that [50:35] 2026 that's why and that's not what I'm [50:38] advocating for so I apologize if that [50:40] was misconstrued I'm saying if we're [50:42] taking the money back I understand that [50:43] we are in a financial position in the [50:45] city where we have to identify potential [50:47] fee increases and fine increases and [50:50] what not applying this that that means [50:53] to our tax tax base so I get that I'm [50:55] saying if we're going proceed with not [50:57] pointing this line we should look at how [51:00] do we identify a pathway for the city to [51:02] embrace this recreational activity as [51:05] opposed to turning a blind eye and not [51:09] supporting [51:10] it Mr L so we have had meetings with the [51:14] group um about the skateboard park and I [51:17] think that we had alternative you know [51:18] we had some suggestions um so we can you [51:21] know bring that back to the table and talk to them again um but and the [51:26] residents of The Stockade are also [51:29] there's there's some of those residents [51:31] that would be okay with a skateboard [51:34] park and there's other residents that [51:35] say well maybe it should be a basketball [51:38] court um and still others that have even [51:40] tossed around you know tennis or or pick [51:42] a ball so I think it's a good a good [51:45] idea to bring it back and it's something [51:46] that the health and Recreation committee [51:48] can put back onto an agenda as well but [51:51] there I mean I don't know if you've had [51:53] additional meetings um since the last [51:55] one I attended but there definitely were [51:57] you know some issues around liability [51:59] and that kind of thing with the [52:00] skateboard but um it's clearly a [52:03] recreational activity so we should be [52:05] thinking about [52:07] it so but if there's no money then we [52:09] can't we can't do basket we can't make a [52:11] basketball in 2025 yeah or a pick it's not going to be huge [1:04:42] amounts of money it might be a little [1:04:44] bit the other hand maybe something does [1:04:46] shift and you end up with $100,000 you [1:04:49] don't want to [1:05:29] foundation and you know it's always done [1:05:32] before they even start you know really [1:05:34] believe it or not 750,000 or even [1:05:36] 500,000 doesn't go as far as they used [1:05:38] to you [1:05:41] know and that's what I'm trying we need [1:05:43] to know where they are and that's what [1:05:45] I'm trying to like direct you know to be [1:05:48] um more direct in terms of where we yes [1:05:51] go to everyone and ask them where are [1:05:53] you in in your project do you have [1:05:56] matching funds where are you in terms of [1:05:58] matching funds and if you're [1:11:11] Leadership was agrup to say the least um [1:11:14] but I thought it was a concern enough [1:11:17] effort [1:11:19] um in my perspective my wife's a social [1:11:22] worker so she's really big on using eye [1:11:24] statements [1:11:25] I thought the stance from the city was [1:11:30] disingenuous I thought the manner in [1:11:31] which the project was presented and the [1:11:34] comments that were had around the table [1:11:36] gave the impression that we were working [1:11:40] with them and with the lack of followup [1:11:42] and communication when the project was [1:11:44] pulled I can yield to the fact that [1:11:46] there are better lines or better suited [1:11:49] um project managers I.E well I won't [1:11:51] even speak because we haven't had [1:11:52] anything formally reled to us I [1:11:54] appreciate the comments that were given [1:11:56] last night in response to the [1:11:57] individuals that came to speak um but [1:12:00] that is why I'm so passionately [1:12:02] responding to making sure our community [1:12:05] outreach lines are funded that we are [1:12:08] funding other recreational activities [1:12:09] throughout the city because in absence [1:12:12] of providing this resource to youth in [1:12:15] the community we need to make sure we're [1:12:17] actually putting some actionable items [1:12:19] uh in front of them because I there's a [1:12:23] lot of idle time and we hear of these [1:12:29] um I want to be careful on how we [1:12:31] capture recent events but it is [1:12:33] unfortunate that our youth have been [1:12:36] plagued with incident after incident and I think it is [1:12:41] important to make sure we put actual [1:12:44] funding behind um the comments I hear on [1:12:48] the table and it is not easy um being a [1:12:52] member of the city council there is wish [1:12:55] thinking and then there's how do we make [1:12:57] it end up and how do we balance the [1:12:58] budget at the end of the year um but I [1:13:01] would have been remissed if I didn't say [1:13:03] anything regarding this I hope to see [1:13:05] the the project to fruition and whoever [1:13:08] this ultimately lands um but definitely [1:13:11] this will be a loss for that community [1:13:14] and we need to make sure we're [1:13:15] intentional and other measures [1:13:17] of of the city so that this isn't again [1:13:21] this isn't lost [1:13:25] just so just to kind add to that [1:13:28] um my [1:13:30] information I have this project cost [1:13:34] about $3.7 million as of last year [1:13:37] that's a number I'm sure that is way [1:13:39] above that I would say closer to $4 [1:13:43] million we our allocation is $1.2 [1:13:46] million at this point in time so they [1:13:48] are way behind at this point in time in [1:13:50] terms of um the adequate funding for [1:13:53] this project is yes fortunate to see it [1:13:56] though but our $1.2 million is nothing [1:13:59] towards this project it's a fraction and [1:14:03] you know the other source of income [1:14:06] funding um I don't know if was I for me [1:14:10] it wasn't brought to this table and I [1:14:12] don't know where it is at this point in [1:14:14] time I asked that question many times as [1:14:15] to where where the other source of fund [1:14:17] coming we heard about the names without [1:14:19] not getting any concrete you know [1:14:22] something of confirmation ideas I'm [1:14:25] going to fund xyc but then on the other [1:14:27] hand I'm hearing that the school is [1:14:29] going to be funding this entire project [1:14:31] so I don't think any we're not losing in [1:14:34] the sense of school is going to be [1:14:35] funding this entire project and work [1:14:38] with this group this 10 group so yes we [1:14:43] we're taking back this funding of 1.2 [1:14:45] million but at the same time information [1:14:48] I am receiving the school is stepping in [1:14:51] so they are going to be place that they [1:14:53] are going to be used and the facilities [1:14:55] going be there and the school is partner [1:14:57] with these agency to provide the service [1:15:00] needed there I don't know if I'm getting [1:15:02] that Rong I correct me please I don't [1:15:05] know you get ask more about that um [1:15:08] you're saying that the school is going [1:15:09] to fund the project is the school going [1:15:11] to fund the project as it was presented [1:15:13] to us or the school going to do because [1:15:15] generally the school like for instance [1:15:17] they took over the building down here [1:15:19] and then became administrative offices [1:15:20] down there so is it still going to be um [1:15:24] a commun some part of it anyway I don't [1:15:26] expect the school to uh fund an entire [1:15:29] Community Center and the school not have [1:15:31] any role in the building so is a school [1:15:34] going to what is the project and that's a question we we might want to [1:15:38] ask ask the the lead person as a school [1:15:42] as to what exactly that's information I [1:15:44] don't have much I'm sharing what I again [1:15:46] it's still somewhat fluid where the [1:15:49] school district has a very serious [1:15:52] interest in that building in that site [1:15:55] and they're [1:15:57] doing an evaluation in terms of will it [1:16:01] fit their needs and I'm optimistic that [1:16:03] that's going to move [1:16:05] forward [1:16:07] and it's a dynamic process but we we [1:16:12] don't have a plan B if it doesn't no [1:16:15] okay well you know again it's um we [1:16:19] don't have a plan B the city does it [1:16:21] because we don't have the money for m [1:16:27] so you know again I'll just bring up the [1:16:29] point point that I know there was there [1:16:30] was some um conversation like well you [1:16:33] know um that that neighborhood had [1:16:36] doesn't I don't know it kind of implied [1:16:38] that it doesn't leave and that's what I [1:16:39] took from last night's conversation um [1:16:42] however um the boys and girls club was [1:16:44] there is now in Mount Pleasant and this [1:16:46] just another Boys and Girls Club so [1:16:47] maybe other communities don't have a [1:16:49] community center necessarily but they do [1:16:51] have facilities for children the Boys [1:16:53] and Girls Club there's two of them in M [1:16:54] Pleasant there's one in reram and then [1:16:56] other parts of the city have have [1:16:58] projects have places so um I just want [1:17:01] to make sure that as we do the Craig M [1:17:04] project that we don't have this [1:17:06] dinosaur of a building that's just [1:17:08] sitting there and nothing is in it and [1:17:11] that somehow we make sure that we're not [1:17:13] only it's something in it it's something [1:17:15] that it's just not only for the school [1:17:17] district but people children in the [1:17:19] community can [1:17:22] um can be a part of it and I think Mr Mr [1:17:26] uh Williams was saying is that not that [1:17:28] he's necessarily he understands why the [1:17:30] money was taken back but just in the [1:17:31] method in which it was done that people [1:17:33] were not informed and the way they found [1:17:36] out it was just uh then we started [1:17:40] getting phone [1:17:43] calls well number one I [1:17:47] mean correct me if I'm wrong the money [1:17:49] hasn't been officially taken back yet [1:17:51] right we still have decisions to make in [1:17:53] order for that to happen correct what [1:17:55] was that number one I would say that and [1:17:57] I think that the program I mean I think [1:18:00] the school district you know I can't [1:18:03] speak to what you know again whatever [1:18:06] you know assessments they have to make [1:18:07] sure that the building is feasible meets [1:18:09] their needs U to the mayor's point I [1:18:12] think that no matter who um is uh enters [1:18:16] into that space um you know we want to [1:18:19] encourage them to work closely with the [1:18:22] community so the community [1:18:25] um it still has some autonomy during the [1:18:28] process and a lot of times when larger [1:18:31] entities um get involved in the process [1:18:33] they don't leave that space I think that [1:18:35] the current leadership within the school [1:18:37] district I think um we have a greater [1:18:40] chance of of that being a reality that [1:18:42] there is some autonomy there and there [1:18:43] is some a genuine Community Partnership [1:18:46] um I just again I would just caution us [1:18:48] because I don't know that [1:18:50] we to the mayor's point it's still [1:18:52] pretty fluid you know and it is a [1:18:53] dynamic process so I you know I [1:18:57] don't want to make any decisions based [1:18:59] on something that we don't really know [1:19:01] is um going to materialize as [1:19:08] yeah I do have one other I'm sorry we [1:19:11] are we finish with that particular [1:19:12] discussion I I want to no I just want to [1:19:14] ask any other question on this um these [1:19:16] article yes go ahead questione because [1:19:20] again I received an email regarding um [1:19:22] doors and they [1:19:25] had there was something that they [1:19:27] already done the work but then they came [1:19:29] back you remember this came back so you [1:19:33] see also asked that during this budget [1:19:35] season are we going to reconsider the [1:19:37] 70,000 for their project once to make [1:19:40] sure every brought that question to the [1:19:45] table so we we did initially uh allocate [1:19:49] this money and then we uh amend the [1:19:51] resolution to take that money back [1:19:53] $76,000 [1:19:54] right and now you you receive an email [1:19:57] asking for this money back well we what [1:20:00] we took back was money that they had [1:20:03] already spent and done before before the [1:20:06] project before they received that and [1:20:07] that was not allowed they couldn't we [1:20:09] couldn't pay for them for work that was [1:20:10] already done but uh then they submitted [1:20:13] something that said that we had had work [1:20:15] other work that would [1:20:17] qualify and I don't think we ever got to [1:20:20] the point where we discussed [1:20:22] that did you have something Miss Patrick [1:20:25] I think brought that up and discussed it [1:20:27] I I think that we did discuss it in a [1:20:30] committee meeting I don't know that we [1:20:31] came to a decision but we did discuss [1:20:34] what you're what you're talking about [1:20:35] right and I'm bringing it back because [1:20:37] we did make a decision and because I got [1:20:38] an email to ask is there a possibility [1:20:41] from Proctors yes from Proctors I should [1:20:43] be clear from Proctors yeah I am trying [1:20:46] to recall when we discussed it our our [1:20:48] balance at that point in time was almost [1:20:50] zero yes yeah I think when you brought [1:20:53] us the allocation and B say that it was [1:20:55] thata point where we we can't even [1:20:58] reconsider it because we did not have [1:20:59] the funding correct [1:21:01] yeah yes so yeah I can [1:21:05] yeah it's more than likely they already [1:21:07] paid for that yes they new stuff [1:21:09] again would be eligible [1:21:12] again well the first one was because [1:21:14] they did it even before their Grant was [1:21:16] submitted correct before we got the [1:21:18] money yes so definitely not [1:21:24] question so if looking at the [1:21:27] outstanding balances in the OPA [1:21:30] funding and say say there's just a use [1:21:34] of five half a million right and we [1:21:38] talking the possibility of it going into [1:21:40] sidewalk budget if we created a line for [1:21:43] Youth Services on the park and wck maybe [1:21:46] address some of the concerns that you [1:21:48] would we have to prescribe how it would [1:21:49] be spent or if we just create a line use [1:21:52] services and and say maybe that 500 [1:21:55] that's put 250 for you services and kind [1:21:59] of look at the needs in the city and [1:22:01] then some of the areas of concern and [1:22:04] Target [1:22:05] activities um in those communities would [1:22:08] that be an option for us we we do have a [1:22:10] lineing the budget here for $150,000 and [1:22:13] I think one of the question that was [1:22:14] asked where are we in terms of spending [1:22:16] that is it adequate do we need to fund [1:22:19] it more into [1:22:21] 2025 the employment mean the employ you [1:22:24] employment we do [1:22:26] programming oh you're talking about this [1:22:28] generally here or yeah just just like [1:22:30] come up with some creative ideas like we [1:22:32] create a budget line so here are some [1:22:34] areas that you know at at nighttime [1:22:36] right there's a lot of free time in this [1:22:38] community we got some concerns us create [1:22:40] a night time program maybe an existing [1:22:42] school that will fall into this the [1:22:45] youth allocation here that we have the [1:22:49] program my understanding from the mayor [1:22:51] is that the youth program is they hired [1:22:54] young people to work right in City Hall [1:22:57] so it was also used in the parks [1:22:58] department too but but what I should say [1:23:01] for City staff not necessarily into Hall [1:23:04] but all City staff not not outside of [1:23:08] well it was used this year for the year [1:23:10] prior to that we use it in the school we [1:23:12] use the funding for the school district [1:23:14] partner with them yes yes so I think [1:23:16] it's not specifically for it was more of [1:23:19] helping out this year in the [1:23:21] city but I think that can spread out for [1:23:24] all theity without [1:23:27] agency this year was all the city that was the answer to the question so I [1:23:31] don't know going forward if that's the [1:23:33] plan or if there's also an opportunity [1:23:35] to use it beyond [1:23:38] that or how that works well what council [1:23:42] and is saying correct [1:23:45] is we could do programs it could be city [1:23:48] employees but it might be in a school [1:23:53] building Poss yeah Co well I was wondering just [1:24:00] um I mean again if the school district [1:24:03] and I know where you know if the school [1:24:05] district was to take over the um [1:24:07] Community Center then there'd be youth [1:24:10] programming you know going on in that in [1:24:13] that facility Well I that's I was [1:24:15] thinking um you know after school [1:24:17] programming and that kind of that was [1:24:19] qualify for cdbg [1:24:21] funding so that is there so we would [1:24:23] encourage to make an application at that [1:24:25] point in time and we will encourage um that application to be have a [1:24:31] favorable [1:24:32] consideration and [1:24:34] funding can be um can be available to [1:24:38] help with the administrative CA to help [1:24:40] run that U those programs there I [1:24:45] wonder so uh thank you excuse me Joe you [1:24:49] want to just take I I think there's a [1:24:51] pretty stringent um restriction on our [1:24:55] punds so how we can I understand take [1:24:59] that money put a separate line save for [1:25:01] ourselves to help the youth um I don't I [1:25:04] don't know we could reach out to miss [1:25:07] carer because that's exactly what you [1:25:09] want to do but I don't think we can sa [1:25:11] it but that's why we're trying to to [1:25:13] spend you know find out what's happening [1:25:15] now so we can allocate that money but it [1:25:17] a great [1:25:19] idea I was just going to say I think [1:25:21] part of the um benefits of partner with [1:25:24] the school districts that they bring [1:25:26] resources and so I would think that the [1:25:28] school district is going to bring put [1:25:31] the resources then maybe we should be [1:25:33] looking [1:25:34] um uh to put you know maybe these uh [1:25:40] leftover for black or better turn [1:25:42] resources in in in in a different [1:25:44] direction I would just think that you [1:25:47] know one of question I asked the May to [1:25:50] look at we have um expanded this um this [1:25:53] year from L and to see do we need more [1:25:56] or is 150 adequate to take us into 2025 [1:26:00] because we need to expand yes we're [1:26:02] doing a good job in employing people [1:26:04] here and to kind of you know introduce [1:26:06] them to the workforce which is a good [1:26:08] thing MH and it's a wonderful program [1:26:11] but at the same time we can expand it [1:26:12] out to continue to help and work with [1:26:15] the school [1:26:18] district I think also that um part of [1:26:21] the cdbg and correct me if I'm wrong but [1:26:23] I believe that there's Coalition still [1:26:25] of um nonprofits that are youth serving [1:26:29] nonprofits that are um they get cdbg [1:26:33] funding as a [1:26:34] coalition um and work together with our [1:26:37] director development to um provide youth [1:26:40] programming too I'm all for more youth [1:26:43] programming but I just wanted to bring [1:26:45] that up as well that we do have that I [1:26:47] think that's still in place um I think [1:26:49] it was like six or seven different [1:26:51] organizations that were under one [1:26:53] umbrella um [1:26:54] but when we have this car when we have [1:26:57] this Carver come in we'll be able to ask [1:26:59] for that too yeah so we can follow up [1:27:01] with that in terms of the the actuals [1:27:05] and expended to dat on that line and see [1:27:08] where we are if it's adequate yes if if [1:27:11] it's not adequate we can make a [1:27:13] recommendation to see if where if we can [1:27:16] find some funding and then use your [1:27:20] words money Tri yes the program that we [1:27:23] need to continue to to fund every year [1:27:26] mhm so I was just thinking um and this now it is an [1:29:52] unfortunate circumstance but [1:29:56] I we're not proposing small [1:30:00] increases and for very important reasons [1:30:03] and then in forecasting what 2026 looks [1:30:06] like I think if there are any benefits [1:30:09] out there to be provided to the tax base [1:30:12] and you have to do that [1:30:15] now because it is only going to get in [1:30:19] and I want to be careful so I don't want [1:30:20] to scare anyone but I think I'm trying [1:30:22] to be transparent we have had a very discussion from a very good [1:30:26] presentation from our Police Department [1:30:27] our fire department their needs are [1:30:29] their needs and as we have ongoing Union [1:30:33] nego or contract [1:30:35] negotiations the number is going to get [1:30:37] bigger so I think it is unfortunate I [1:30:40] appreciate Proctors and what they do for [1:30:41] our community but I think there should [1:30:43] be a clear message and just speaking for [1:30:45] myself I I don't think we can do it now [1:30:49] there are two other members in the [1:30:49] committee but I just want to be clear no [1:30:51] you're Absolut you're absolutely correct [1:30:53] and that's the reason I I am pushing I [1:30:56] am pushing for us to revisit these um [1:30:59] allocation and if ageny are not of the [1:31:02] power bring it back in we make our [1:31:04] Amendment make our adjustment reallocate [1:31:06] to the city and let's keep it in house [1:31:08] and that will help us in the 20126 by [1:31:11] doing that partly rather than [1:31:14] later the one question we were [1:31:18] neighborhood neighborhood they talk [1:31:20] about reallocating some money we made [1:31:23] one allocation $500,000 assignments part [1:31:26] and there were some email I'm not sure [1:31:27] if everybody was copy on it if not we [1:31:30] can share it yes everyone got the email [1:31:32] they were asking for some reallocation [1:31:34] to ker Street Park and we direct them to [1:31:38] your office and the department of [1:31:39] development to kind of like work with [1:31:42] you and the department of development [1:31:43] see what the the needs are there at car [1:31:46] street and we we can make amendment to [1:31:50] some [1:31:52] recommendation this point not prepared [1:31:54] to make a recommendation out there's [1:31:56] still work to be done in Stein's [1:31:59] part [1:32:01] and i' like to make sure that gets [1:32:05] done so that we're not kind of doing [1:32:09] half F projects in two parts and then to [1:32:13] focus on Harry Street we've worked with [1:32:17] uh car street where we've done some tree [1:32:19] planting and some other modifications [1:32:21] there and so you know it's moving [1:32:24] ahead uh there's some [1:32:28] internal uh discussions within that [1:32:30] group you know it [1:32:33] wasn't best I can tell a formal meeting [1:32:36] the goose Hill Neighborhood to make that [1:32:40] recommendation to pull money out is a [1:32:43] smaller group that part of the [1:32:44] leadership I'm not saying anybody is [1:32:47] wrong but there's uh discussions I think [1:32:50] still have to happen before make any [1:32:53] final decision ision and the first being [1:32:55] what are the actual costs we need in [1:32:57] Stein Park to get that done and before [1:33:00] we look at K [1:33:02] Street and they did bring it up at the [1:33:04] meeting the most they brought that up [1:33:07] and then I think after that there was an [1:33:09] email that went to um that that came to [1:33:12] me and asked I think it came to all the [1:33:14] council and then I my resp my response [1:33:16] was that they should go to the [1:33:18] Department of development it's not up to [1:33:19] us to take that information that send it [1:33:22] to the Department of development inur [1:33:24] would then you know consider bring back [1:33:26] whatever they had and bring it to the [1:33:27] council although the other night I think [1:33:29] that there was a misunderstanding that [1:33:32] they could again come back to the [1:33:33] council and um and ask that [1:33:37] question no that's why I I didn't make [1:33:40] that comment to a member that they need [1:33:44] to speak to the mayor Department of [1:33:45] development and the engineer and to kind [1:33:48] of lay out what uh is needed ass [1:33:51] signment and the f [1:33:54] to complete that project and any left [1:33:56] over then it can be reallocated to that [1:33:58] project but it will have to be um driven [1:34:00] by um Fair estimate from the [1:34:10] engineering any question on this [1:34:31] so just to address the [1:34:35] um the hill [1:34:38] hearts and the money that is available [1:34:40] Hill schol allocated [1:34:44] $250,000 [1:34:46] and it looked like they a balance of [1:34:50] $230,000 and the compensation that was [1:34:52] center around this last time and the [1:34:55] misinformation that was F that nobody [1:34:58] wanted to move any money out from B is [1:35:01] more about how do we spend this money in [1:35:03] B within the park there and repair the [1:35:08] pool is I enough money to fix the pool [1:35:10] or do we do a splash p and I think that [1:35:14] M Patrick and Miss P was trying to to [1:35:16] get in terms of um how do we spend the [1:35:20] remaining money there internally [1:35:27] there are some spending there against [1:35:29] that L the hell horse [1:35:31] pool the big question is is that [1:35:33] adequate [1:35:35] $250,000 to complete the re there's [1:35:41] uh some negotiations that are going on [1:35:44] that [1:35:45] uh [1:35:47] say Council to Executive session if you [1:35:50] want be briefed on [1:35:52] that other [1:35:56] yes I I was going to actually discuss a [1:35:58] couple things more go in executive [1:35:59] session we want to talk about some [1:36:00] pending expens into next year that we [1:36:02] are not accounting for the [1:36:04] budget that [1:36:07] be and yes we can do that and then talk [1:36:10] about the fire yeah put [1:36:17] couple so just no I just want to clear [1:36:20] the ear on this um Hill hor allocation [1:36:22] the allocation the one for the Fair View [1:36:25] part and the pool no money is being [1:36:28] removed from the the B allocation we [1:36:31] might we might to repair the pool and perum is only [1:55:00] $55,000 so if you want to do a cost [1:55:03] effective add to our department you can [1:55:06] consider uh adding to that perum which [1:55:09] will give us the ability to hire more [1:55:11] part-time people which like we had [1:55:13] talked about earlier you get more bang [1:55:14] for your buck because you're getting [1:55:16] people usually who have either retired [1:55:18] or have their own practice that are [1:55:21] experienced and they help they have a [1:55:23] lot of experience in a particular area [1:55:26] and so you get a lot of bang for your [1:55:27] buck when you I have found um and other [1:55:31] there are other [1:55:33] um uh law Departments of municipalities [1:55:37] that are also switching to this [1:55:40] part-time uh model because it's easier [1:55:43] to [1:55:44] attract uh talent that way um and so my [1:55:48] suggestion if this is your concern is [1:55:51] perhaps to add some Mone into the per DM [1:55:54] and we that will give us the ability to [1:55:56] hire more part-time people who are uh [1:56:01] experience and we do have a full-time [1:56:03] assistant well he's not licensed yet but [1:56:05] he licensed in uh January Assuming he's [1:56:10] passed the bar exam which we are [1:56:12] optimistic on so there is another [1:56:14] full-time [1:56:15] person um that will be trained and that [1:56:18] will learn over time um from both my and [1:56:23] all of our part-time people who are so [1:56:25] skilled and experienced and um helpful [1:56:29] with us where is that in the budget [1:56:31] they're already there according the time over which [1:59:53] theyve collected them but according to [1:59:56] this email that we got on February [1:59:58] excuse me October 11th they do have [2:00:03] $228,000 we we also have to be this I [2:00:08] think the numers they had about [2:00:09] $69,000 in the account for a long time [2:00:13] and then in the last 6 months or [2:00:16] so this balance of money has come in and [2:00:19] there from 2014 [2:00:22] 13 [2:00:24] 133 [2:00:25] cases yes so the logic by which some of [2:00:29] this money is disseminated from the [2:00:31] federal government escapes [2:00:33] me [2:00:35] uh this the lower number they've gotten [2:00:39] some bigger checks in from older [2:00:42] cases I I understand all that it's just [2:00:45] that right now we're looking money [2:00:47] wherever we can get it and so if there's [2:00:49] money that can be allocated to overtime [2:00:51] to late some of the the amount of money [2:00:54] on that line and not saying take all of [2:00:56] it but I think they'll certainly I'm [2:01:00] being told for overtime is without [2:01:03] referencing specific numbers if we [2:01:06] budget a million dollar a year for [2:01:09] overtime give would take a little bit [2:01:12] you can't then all of a sudden say [2:01:14] you're only going to budget [2:01:16] $750,000 for overtime and then use a [2:01:18] quar million of this money you you could [2:01:22] take where average has been a million [2:01:24] dollar and then move it up to 1.2 [2:01:28] million but you can't create a scenario [2:01:31] where you're supplanting and replacing [2:01:34] existing budgeted money it's supposed to [2:01:37] be done for enhancement or [2:01:40] additional public safety features with [2:01:43] policing so then let me ask this if in [2:01:46] fact they um they go over on their [2:01:48] overtime is there an opportunity to use [2:01:50] this as opposed to use it from City [2:01:52] budget or they this cannot be touched in [2:01:54] any way regarding that if it if you [2:01:57] budgeted a million dollars [2:02:00] and we go [2:02:02] over then there would be scenarios where [2:02:05] it possibly could be [2:02:07] used it's uh the [2:02:11] uh two fires we [2:02:14] had uh on the same day happened like the [2:02:18] worst possible Day from a budget [2:02:20] perspective [2:02:22] that was the actual Columbus Day for the [2:02:24] fire department so everything was double [2:02:27] time and a [2:02:29] half [2:02:31] again that was not everybody was called [2:02:34] in everybody did a great job doing it [2:02:36] but from budgeting perspective I would [2:02:40] have prefer it be a day before a day [2:02:48] after cuz we generally go over on over [2:02:52] on the over time [2:03:00] budget there should be less pressure on [2:03:03] it going into 25 because our staffing [2:03:06] has come up where [2:03:09] before some of it was [2:03:11] to CU the numbers were [2:03:15] down we were back filling Frontline [2:03:18] positions at time and a half where now [2:03:21] we'll be able to fill those front line [2:03:22] positions with regular staff and there [2:03:25] still will be 247 [2:03:29] operation need for overtime but I'm [2:03:33] hopeful that there'll [2:03:34] be uh less pressure on that going in 25 [2:03:38] so is the overtime budget larger this [2:03:40] year than last year depends on which [2:20:28] out to pick up by our our Poli [2:20:31] department or also put their garbage can [2:20:33] in the front of the building and they're [2:20:34] taking over littering the entire Street [2:20:37] since this enforcement has been put out [2:20:40] here for the last couple months I [2:20:42] personally have seen a change in the [2:20:44] pattern of [2:20:46] peopleo also saw that so it's a good [2:20:49] thing people said well it's about it's [2:20:52] not a ref driven thing it's about how we [2:20:54] address Nuance how we address quality of [2:20:57] life I think this is one of
