[17:55] also in some of those [18:00] you know their organizations have good [18:02] intent and it may be that uh I'll use [18:06] bcni or habitat hypothetically without [18:10] referencing them specifically they have [18:13] mapped [18:14] out broader [18:16] scenarios it might be that habitat can't [18:20] do all the houses or bcni so they might [18:23] be able to do one or two so it might be [18:28] submitted to councils not take all the [18:30] money back but take a portion back that [18:32] they're not going to be able to use and [18:34] then to look for some other criteria [18:38] ccil president's pointed out that would [18:41] uh be a project within the city that we [18:44] could do meeting the criteria [18:46] implemented within the [18:51] timeline be also sorry bear in mind also [18:53] we do fund these agency through cdbg so [18:56] it's not like a loss they always can [18:58] funding is all always there for them to [19:00] tap into regardless of ARA is going to [19:03] be available through [19:06] cdbg just because we use bcni as example [19:09] I wanted to chime it I think um I [19:15] said we we hold some of the [19:17] responsibilities or not we didn't go [19:19] forth with um closing of those [19:21] properties the titles weren't clear so [19:24] that's part of the hold up why they [19:26] couldn't move forward with the project [19:28] as well so I think that should be taken [19:31] into consideration we think if we're [19:33] going to recapture the part that we [19:35] played as a city too because those [19:38] projects were dedicated that money [19:40] funding in the resolution is dedicated [19:43] to be used for certain city owned [19:46] properties we laid that out in a [19:51] resolution I was I was just kind of to [19:53] your point around like agencies that [19:55] we've been um historically funded I also [19:58] what want those agencies to presume that [20:01] we would continue to um fund them [20:04] because of s we've done it through the [20:05] community block grant money I think just [20:08] one thing that I think is important is [20:09] that we look at you know a more continue [20:13] to work towards a more Equitable [20:15] resource allocation plan and I think so [20:17] sometimes some of those uh agencies that [20:21] we have funded for historically over a [20:23] period of time can grow almost dependent [20:26] on that and that's not really a [20:27] sustainable model it's just that they [20:29] should be made [20:40] aware so so really the only four that we [20:44] need to I mean the only four that are [20:48] part of this 2025 budget [20:51] then are well there were there were four [20:55] that the finance department recommended [20:57] that we take the money back and that is [21:00] the Carver the Riverside Park the [21:02] sidewalk program and the Empowerment [21:04] Center so really it's wonderful I would [21:07] you know we all wanted to see you here [21:08] tonight because we had questions but in [21:10] terms of our you know finishing our [21:12] budget negotiations um we can we have [21:15] time in other words to think about the [21:17] rest of these ARA projects besides those [21:19] four is what I'm hearing if we can't use [21:22] this money um except for those four [21:24] projects then we can kind of table this [21:28] correct cor I just wanted to make sure I [21:30] was understanding you guys saying that's [21:32] what a thinking thinking is about here [21:34] because um there's certain speculation [21:36] but like say for example if we have the [21:40] full funding from bcna and sorry to use [21:42] the name not nothing against you [21:46] BC would they qualify for CBG funding [21:49] for this specific project under this $1 [21:52] million or [21:54] home funding okay which they get get [21:57] funding but they never they never the [22:00] amount that arpa gave is much larger [22:03] than you know annual allocation would [22:06] give them to the arpa funding allows [22:08] them more cap more funding to do more [22:11] bigger projects than what they would be [22:13] able to do with our annual allocation go [22:16] ahead please and and in addition to that [22:18] you said that we've played a role in it [22:20] them doing that and just we need to [22:23] think about what bcni does and how they [22:25] you know provide affordable housing and [22:27] all of that so if if if they they hold [22:30] up with us and they're still able to [22:32] complete their project within a couple [22:33] years um I don't know that to me taking [22:37] their money back does not would not [22:40] benefit them it would benefit residents [22:42] of the city hous that's a you know [22:45] housing crisis is one of the things that [22:47] we are facing for people in certain [22:48] income categories so well I I don't [22:51] think you want to take back but if [22:53] they're if they're not coming up or [22:55] stepping up to par to provide whatever [22:57] is needed then we don't want to lose [22:59] that funding I mean our well it's not [23:03] our fa but we we don't want to be in the [23:05] same Bo of losing it by trying to work [23:07] with and so [30:47] there's 3,000 left for the city clerk [30:50] right the second one is the city City [30:54] Senior Center Program uh you ask not to [30:57] use the police overtime so what we did [30:59] is we increased the senior program by [31:02] 60,000 and we're reducing the [31:04] contingency by the [31:06] 60,000 so there's no change in the [31:08] budget at all uh we had a MOA for [31:12] autograde for uh uh one of the record [31:17] access courts in in law depart for csca [31:21] uh that the sea demanded that we put in [31:25] the budget and so until until there's [31:28] actual actual U negotiations complete [31:32] we'll be doing it we'll put it out of [31:34] grade until uh until the contract is [31:37] complete and again we're using uh taking [31:39] that out of in so we [31:53] went from 5 to 25,000 and again we're [31:55] taking another 20 out of uh so there is [31:58] no uh budget changes the proposed [32:01] changes is equal 5,000 in the revenue [32:05] is a series of proposals still [48:43] the discretion of the city council to [48:46] modify those in a number of ways and [48:51] again the goal is to some efficiency [48:54] into the system and cover our current [48:58] operating [49:05] cost the O commissioner um will be will [49:09] be at Monday's meeting to present this [49:12] and you know we are sure to ask [49:16] questions and so make because if we can [1:22:04] recall in 2022 when Dr zaka came here [1:22:08] and did a presentation after the the [1:22:10] work program and he was like telling us [1:22:12] that these business were asking these [1:22:15] you to come back and to do parttime [1:22:17] because of the work ethics they were [1:22:19] developing at a point in time those are things that you know hit you [1:22:24] to see that that we continue to fund [1:22:25] them and that's why I always ask and all [1:22:27] of us none of us are asking to to get [1:22:29] rid that we're asking to can help it but [1:22:32] at the same time we need to spread it [1:22:34] and utilize it so so I think there need [1:22:38] to be a more a more broader partnership [1:22:40] with the city the parks department City [1:22:42] Hall parks department and the part of [1:22:45] business in um in the city yeah I think [1:22:47] you definitely need to expand it beyond [1:22:49] that um working for the cities want to [1:22:51] focus on um working in the Parks depends [1:22:55] on what you like I think there's so many [1:22:57] other opportunities and so many other [1:22:59] industries that are emerging young [1:23:01] people can gain skills and like you said [1:23:03] if you had a business and you didn't [1:23:04] have to pay somebody but you could they [1:23:06] get training and then you get some extra [1:23:08] help and like I said there's emerging [1:23:09] things that young people are really [1:23:10] interested in that um we have those [1:23:13] companies yeah like I don't know does [1:23:15] anybody work in the it it Department [1:23:17] this year I think that would be a great [1:23:20] place to [1:23:21] work we did not have [1:23:25] people worked in the [1:23:29] it those are sensitive [1:23:32] Department we have to [1:23:34] have Cy security sensitive Department [1:23:37] you can't have parttime or or people who [1:23:40] are inter there they St I think this is calling for a more discussion [1:23:47] and to bring in um players into this uh [1:23:51] to kind [1:23:52] of you know profile a u a plan how do we [1:23:56] um involve everybody funding was there [1:23:59] funding is there next [1:24:01] year I don't I don't think the funding [1:24:03] is adequate that's what I'm saying as [1:24:05] you see we didn't spent 150 no no so for clear because the money wasn't spent [1:24:12] does not mean that the need is not there [1:24:15] I would I would there lot of need we [1:24:17] that I know absolutely so so the point [1:24:19] of this process is as to we assess the [1:24:21] need then we respond in kind and what [1:24:23] I'm suggesting and what I don't think we [1:24:25] need uh even though I like collaboration [1:24:28] and partnership I don't think we need [1:24:29] other people to come in here to tell us [1:24:31] that our youth need uh greater [1:24:32] investment in our youth um so I think [1:24:35] that that's a pretty that's a simple [1:24:36] position that I'm pretty confident in [1:24:38] taking and saying I think that we need [1:24:39] to respond and I think that we need to [1:24:42] uh boost that budget and and it seems [1:24:44] like the mechanism has changed from [1:24:47] having a partner with a broader reach [1:24:49] and then that partner is no longer a [1:24:50] part of it and I think that that would [1:24:52] be reflect more of why we're at [1:24:54] the number that we're at not the need of [1:24:56] the youth kids need employment this is [1:24:59] actually to um and I definitely credit a [1:25:02] city council and the mayor for this this [1:25:03] was the first time the city actually um [1:25:06] this is usually a county thing um so [1:25:08] this the first time we did this was you [1:25:10] know the city um taking some ownership [1:25:13] in that process and I think that it was [1:25:15] extremely successful and we could tell [1:25:17] about the climate of our community these [1:25:18] things are needed more and more so yeah [1:25:20] I think it is a serious consideration I [1:25:22] don't need I don't know that we need a [1:25:23] whole bunch of [1:25:24] uh further research to know that so I [1:25:27] think that that's something that I'm [1:25:28] willing to look at and I think I welcome [1:25:30] my colleagues to do so as [1:25:32] well and the evidence is there when we [1:25:35] had the larger partnership back in 22 [1:25:37] that we spent almost all money so so and [1:25:41] I back to broader discussion with all of [1:25:44] us including the mayor to bring the [1:25:46] players to the table and say [1:25:47] okay we need to expand this we need to [1:25:50] utilize the funding whatever the number [1:25:52] is and let's maximize it to benefit [1:25:55] the use okay we we're going to be able [1:25:56] to do that before the budget no we don't [1:25:59] can we pass the budget and then we bring [1:26:01] those and and then we set the me and you [1:26:03] on the same page that's what I'm saying [1:26:05] coming in but we've also spent a whole [1:37:09] lot of money in different parts of the [1:37:10] city um where you know there's not much [1:37:13] revenue that comes in from there so [1:37:16] again seeing a lot of investment and they're [1:39:04] generating Revenue to because people are [1:39:05] paying fees uh you know for certain [1:39:08] things to to use the facility so all [1:39:11] these things are you know coming into [1:39:13] place and development are happening [1:39:15] across the city in terms of facility [1:39:17] that people can [1:39:19] use and um you know benefit from and at
