[3:00] going [3:01] [Music] [3:46] I do [3:47] [Music] [3:59] oh [4:02] [Music] [4:52] all [4:54] [Music] [5:00] [Applause] [5:02] oh [5:06] [Music] [5:29] I [5:37] [Music] [6:29] he [6:32] [Music] discussion around fiscal [8:34] year 2024 State Homeland Security grant [8:39] [Music] [8:41] program on one second [8:44] [Music] [8:46] Mr yes there's enough people for the [8:48] Committees except one oh we were yes we covered that yes [8:55] okay all right sorry just want to make [8:58] sure all [9:00] thank you good evening the city's [9:04] connected Police Department is the [9:05] recipient of a portion of the grant of [9:07] the amount of [9:15] [Music] [9:17] $26,400 th000 will be expected to be [9:19] used for interoperable communications [9:22] equipment for the radios uh [9:26] $264 is ear marked for personal [9:28] protective equipment in the form of two [9:30] Ballistic Shields and $50,000 is [9:33] earmarked for remote control robot uh to [9:36] be used by our special operations Squad [9:39] the funding period for this is [9:42] 9124 through 831 of 2027 and there is no [9:46] match required by the city thank you any [9:49] questions or comments I move this all [9:52] right I will second all those in favor [9:55] the next item on the agenda I think [9:57] thank you is a review amending section [10:00] 24811 of chapter 248 Article 2 of The [10:03] Stanky city code to add a new paragraph [10:06] uh the city of sanky wishes to address [10:08] Traffic Safety by installing traffic [10:10] calming measures on city streets to [10:12] reduce speeds on designated public [10:14] streets as identified by the city [10:16] engineer and the sany city council the [10:19] public hearing was held on October 28th [10:21] 2024 any questions or comments um if [10:25] it's okay with the committee they can [10:26] you can vote it out and then the [10:27] committee I mean the council as a whole [10:29] can then vote on it next Tuesday thank [10:31] you [10:32] mran any other questions or concerns [10:36] no hearing none may get a motion so move [10:39] I'll second all those in favor are there [10:42] items that fall Public Safety hearing [10:44] none may have motion to adjourn so move [10:46] I'll second all in favor I youour I just [10:49] want to say quickly that um I see that [10:51] we're missing several council members [10:52] but I want you to know that two council [10:53] members did acknowledge that they would [10:54] not be here this evening M Patrick and [10:57] uh Mr Farley so they are they uh sent [11:01] information that they would not be [11:02] present this [11:04] evening I think the other two are at the [11:06] small buiness [11:08] work I didn't see them there we I didn't [11:11] see them there yeah I would like to call [11:13] the finance committee [11:14] order [11:18] um I don't see the building um Chief [11:21] Building Inspector here because I I do [11:22] have a several question on item one and [11:25] two and might be able to ask me [11:31] well it has be more of [11:34] um changing these uh leas fees and the [11:37] impact to the department and also the [11:40] service providing currently I would [11:43] prefer to have the build cheap building [11:44] inspector here when we discuss these [11:46] items okay so I mam president I would [11:49] ask that we hold item one and two and [11:52] request that the chief building [11:53] inspector be here so you want to hold it [11:55] for two weeks yes if that's possible yes [11:58] okay [12:00] we'll go into next item review amending [12:02] section 124-133 and 12422 of the SK City [12:07] Court increasing administrative fee [12:09] regarding Force alarm [12:11] call um we had the public hearing at [12:13] 10:15 and this was asked to hold for [12:16] another cycle so that we can look at the [12:19] fees and to get um additional [12:22] information from the PD which we did MH [12:26] so Mr Williams you ask um was to this [12:29] and to kind of review information was [12:31] provided to us so we have a we look at [12:35] the original fee that was presented to [12:37] us when we reviewed this and went into [12:39] public hearing and then there were [12:40] consideration about looking at it [12:42] because of the cost associated with [12:45] these um visit to the um location so you [12:48] just want to add to that yes Mr chairman [12:52] I just want to make sure that the the [12:53] members of the committee got the updated [12:56] uh um uh recommendations from this [12:59] morning did you get that yes we all than [13:03] okay we do and that based on those [13:06] recommendations and then you can move [13:09] out any sort of re you know [13:11] recommendations uh for the committee uh [13:15] to the council if you want to amend it [13:17] on that schedule as as proposed by the [13:20] uh Chief or you wish to uh amend it [13:23] anyway [13:25] or [13:26] um it's it's up to you um um if you want [13:29] to hold it for another few weeks you can [13:31] to digest that since it was just come [13:33] came this morning or the alternative [13:36] voted out as [13:37] amended yes so it is yep so I can say [13:40] for me with wanting to just identify [13:42] this issue is just making sure we were [13:44] act accurately capturing the true cost [13:46] or at least somewhat close to that now I [13:49] think with hearing um just the impact of [13:51] some other adjustments that we're doing [13:53] the fee schedules around the city I'm am [13:56] comfortable holding where those uh [13:59] findes previously were [14:01] at at the the one that the fee that was [14:04] presented at the public [14:07] correct no I have my handed um so just [14:10] for point of clarification Mr chairman [14:12] so we're just talking the the [14:14] four uh four uh number of four uh [14:19] nonpersistent per false alarms would [14:21] reduced down to two so that everything [14:23] else you would be okay with leaving the [14:26] status quo is is that is that is that [14:29] how you want to leave it yes [14:34] yeah with that being said then comme can [14:36] vot it out and and the committee uh the [14:38] council as a whole can go on it Tuesday [14:42] so we'll stick to the um original fee [14:45] that was presented through the public [14:46] hearing yes as noted may have a motion [14:49] to move that forward move second all in [14:51] favor I thank [14:57] you the next item is a remind the public [14:59] hearing to amend section sections of [15:01] chapter 161 of the connected city code [15:04] to include specific fees for the [15:06] collection of solid waste items and the [15:08] requirement for collection the public [15:11] hearing is being scheduled for November [15:13] 12th 700 [15:16] p.m. and the next item is also a [15:18] reminder for public hearing for ReStore [15:20] New York Grant application for the [15:22] farmer St Clair's Hospital 600 Mallen [15:25] Street this public hearing is also [15:27] scheduled for November 12th [15:29] arey any other business of for finance [15:31] uh Mr chairman just to point just go [15:33] back to one item the the solid waste [15:36] fees based on last last week's uh two [15:39] weeks ago's conversation regarding that [15:42] some of that language was amended to [15:44] reflect the clean up that's it's a seven [15:48] bags one can and that's what the [15:51] legislation will go before the public [15:53] hearing for next week and there was also [15:56] a uh issue a report that the council [15:58] member Williams indicated they wanted a [16:01] report from the commissioner of uh [16:03] General services on how thatfor uh [16:06] education campaign uh was going to out [16:11] went and that the report back would be [16:14] on May 15th giving the administration a [16:16] month and a half to kind of compile [16:18] everything so legislation that's before [16:20] you now reflects that and one other uh [16:24] clarification uh the the uh the fee [16:28] regarding uh the exemption should be reflected [16:34] that that that that's would be under [16:39] 16425 [16:40] um 16125 sub paragraph 1 that it says [16:46] $100 over the years that hasn't been [16:50] updated so I think that figures what [16:53] $137 right [16:55] now I'm sorry yes 16125 what [17:00] number1 2-25 D [17:04] -25 sub one and says here some of $100 [17:08] so that should have been updated over [17:10] the years so that I the current figure [17:14] should reflect what the exemption is it [17:16] just hasn't kept current over the years [17:19] so since we're looking at that section I [17:22] think it's $137 is that [17:25] s right okay that's myol okay [17:29] so I will just for posting I'll just put [17:32] the [17:33] $137 in there because that should [17:36] reflect the the actual it just hasn't [17:38] been amended over the years so this so [17:43] the current be charge it is 137 that's [17:46] my understanding yes and so you're just [17:48] saying that you're just going to update [17:50] this to what we're really doing to [17:52] reflect it's it's a map since we're in [17:55] here and [17:56] we're okay okay just thank [18:03] you so I just wanted to bring that to [18:05] the committee's [18:07] attentions any other business may have [18:10] Mo return second all in favor I thank [18:13] you I'd like to call order City [18:15] development and planning we have two [18:16] items on the agenda um the first one is [18:20] a the appointment of an individual for [18:23] the golf advisory committee um just want [18:26] to get some clarification my [18:28] understanding is that this committee has [18:29] nine members should have nine members [18:32] that's right and currently there are [18:37] five I don't know how many members so I [18:41] uh I sent I just want to just say that I [18:43] sent an email to um the director of [18:45] operations probably about two or three [18:47] weeks ago asking for the list of all the [18:49] Committees and I have not gotten [18:50] response to that not anticipating this [18:52] but anticipating as we move forward and name people to the committee so I [18:56] don't know um the last thing I looked at [18:58] I only saw four people what I was sent [19:01] like months ago was like only four [19:03] people were on there currently and um [19:06] the the latest list I was able to find [19:08] uh for [19:09] appointments from council member in 2019 [19:13] um was [19:15] that four of those people are still on [19:18] here and two of them uh are no longer on [19:21] here so one of the things about it in [19:23] the code it says that we can only have [19:25] one person who's a non-resident so what [19:27] I was trying to confirm is the address [19:29] that's incorrect it says at least one [19:32] member shall be a nonresident so you're [19:36] saying that everyone else anyone else [19:38] can be a [19:39] non-resident historically there's been [19:41] one non-resident I'm now putting two non [19:45] residents [19:46] um and so would you repeat what the what it says in the code I don't have it [19:52] from me it says at least one member [19:54] shall be non resident okay so so has to [19:59] be a nonr on that [20:02] representing nonresident golfers is what [20:05] the theory behind it was but more than [20:07] one member can be a nonresident all [20:10] right so there was this well I didn't [20:11] get an answer to my email that I asked [20:13] that question otherwise we wouldn't be [20:14] discussing it now I would already know [20:15] the answer um so you're saying this is [20:18] the second non-resident that's being put [20:20] on okay um okay just wanted to clarify [20:23] that and if I could get a response from [20:25] the director of operations about the [20:26] Committees because we're you know we [20:27] know there's vacancies we know we're [20:28] going need to put people on but we can [20:30] do the work ahead of time and so we [20:32] don't come to it trying to figure out at [20:34] this table I really really appreciate [20:37] that so um based on that then I will [20:40] entertain a motion to name uh Phil [20:44] Kaufman for the golf advisory committee [20:47] some of I'll second all in favor [20:52] hi okay um and the next item is to [20:56] review establishing a temporary [20:57] moratorium until February 1st 2025 on [21:00] the submission of processing of building [21:02] permits certificates of occupancy [21:04] certificates AB use and land use [21:06] approval of cannabis establishments [21:08] within the city and the public hearing [21:10] was we were looking to go ahead [21:12] Mr go right ahead mad president I just [21:14] wanted to [21:15] plan the planners in the econ Economic [21:19] Development Office Planning Development [21:21] Office so we hope to have a working [21:24] draft to you in two weeks and then based [21:27] on the input at that meeting we can [21:30] refer to the uh City Planning Commission [21:33] for their review with the idea um of [21:37] getting uh a public hearing on the uh on [21:42] the uh ordinance by the end of uh the [21:45] end of December or the early part of [21:48] January so that's just a uh brief way [21:51] ahead so you'll have a working draft in [21:53] two weeks and then referral to the [21:55] Planning Commission for their input and [21:56] then after that uh come back to you for [22:00] review and then calling for a public [22:02] hearing on the zoning on the zoning so this uh what you're saying is [22:08] essentially that hopefully we'll be on [22:10] target with by the time the moratorium [22:12] ends we'll be able to have our zoning in [22:14] place okay so that's what we're working [22:17] to so I wanted to brief you on that okay [22:20] I thank you for [22:22] that all right [22:24] and I need motion on that [22:29] a motion that to get the moratorium for [22:31] the whole Council for tonight oh just we need for the whole Council okay [22:34] yeah for for the actual legisl all right [22:37] then we'll put that on for [22:38] Monday Monday Tuesday Tuesday right [22:42] don't come [22:44] Monday [22:46] okay is there anything else to come [22:48] before City development [22:51] planning do we need to move this other [22:53] the committee I just want to do we need [22:55] to move this yes yes I asked that and [22:58] you said no no just to clarify yes you [23:01] have to move it out for the committee [23:03] for okay I thought we did and you're [23:04] like no we have to wait for the whole [23:06] Council yes it has to go to the council [23:08] the full Council next Tuesday but [23:10] tonight we need to move committee [23:11] tonight yes yes thank you so Mo I'll [23:15] second all those in favor [23:17] I all right um so we don't [23:21] have [23:22] tonight we have [23:28] all right um so um the last item I'm [23:31] going to have to move it into um on the [23:34] claims committee I'm going to ask to [23:35] move it into City development planning [23:37] because we don't have enough uh [23:39] committee members here for for [23:41] claims okay okay good all right so um the last [23:49] the final item which would have been [23:50] under claims we moving it into City City [23:52] development planning um is the payment [23:54] of back taxes for 1710 Eastern Parkway [23:58] and that that will be an executive item [24:00] uh executive committee item so I would [24:02] ask that we ask get a motion to move [24:04] into executive session I'll second all [24:07] in favor I thank you members of the [24:09] public will have to leave so the [24:11] executive session will be for um the [24:13] particular claim and other litigation T [24:16] oh you should say that same okay so [24:19] we're going to be discussing this [24:20] particular claim and other outstanding [24:22] litigation yes okay thank [24:25] you all right [24:28] sh [24:31] [Music]
