[0:56] the four item is discussing amending [0:59] resolution [1:00] number 2022 d224 to modify the amount of [1:05] funds for Coco [1:09] house well um M she originally sent [1:15] consent attached to it so I know Mr want [1:18] to bring it back to committee let you [1:19] move forward yeah the reason why we want [1:21] to bring back to committee so that we [1:24] get an update from Miss far so where we [1:27] are and in terms of [1:30] um the modification how much we can take [1:34] back from Coco house and why are we [1:36] taking it [1:38] back well I think that's a good evening [1:41] city council hey why we can take it [1:44] back I was hoping that you had a little [1:47] bit more direct questions for me but [1:50] what I will say is that the department [1:52] of development um our community [1:54] development supervisor make you could [1:56] come up and join me is here with me um I [1:59] was able to look at the last council [2:01] meeting and I want um city council to [2:04] know that anytime the department of [2:06] development planning comes with the [2:08] recommendation and my team um has done [2:10] our new diligence and we based our [2:13] recommendation how we got our [2:15] recommendation is very simple one [2:17] performance two reporting and three [2:21] spending and when asked the question are [2:24] there any sub recipients that we have [2:26] concerns about spending the funding C [2:30] house is a concern year to dat they went [2:33] into contract in March of [2:36] 2024 and they spent roughly [2:41] $3,742 of2 200,000 that was allocated [2:45] for their first year [2:48] salaries my staff my team has spent [2:51] significant [2:53] time with Coco house leadership walking [2:56] them through the terms of their contract [3:00] on several occasions the arer contract [3:03] says that we would do some things as a [3:05] city and we've done that we've done [3:08] program project monitoring we've done a [3:10] desk review we've done an [3:13] onsite review and then each one of those [3:16] we have stressed the concern of spending [3:18] down your allocated funds for [3:23] salar um MCH has some information that [3:25] he can share you have I think direct [3:27] questions is more what do you want to [3:30] know um is the easier way and then we [3:32] can give you the facts this isn't based [3:35] off of what C house does in the [3:38] community me my department agrees with [3:41] the admission statement but it is my job [3:44] as a director of development to make [3:45] sure that we are being fiscally [3:47] responsible when we make a [3:48] recommendation in regards to how this [3:51] money is going to be spent in a timely [3:53] manner to keep us in [3:57] compartment so um I I know meeting on [4:00] Monday but um had to watch it so I think [4:04] some of the concerns proba around not [4:07] moving forward on Monday was the fact [4:09] that uh the executive director did come [4:12] and seem to express some level of [4:15] confusion about what was going [4:22] on [4:25] yeah why do have to because it's not an [4:28] ex it's a public meeting [4:30] but it's not closed it's it's for the [4:33] sound people want to walk in they can [4:35] walk [4:40] in I think [4:44] so anyway as I was saying the executive [4:47] director did come and speak to the C and [4:49] express some concern felt like um they [4:52] didn't receive all the information that [4:53] they needed um and so therefore that was [4:57] they felt also that they du they got it [5:01] at a very late date and so therefore [5:04] that was why they hadn't spended the [5:06] money as as agreed to in their cont but [5:09] we want to ride [5:11] that so I started working with mras in [5:15] mayor June of this year after I started [5:19] April [5:20] 15 here from the nonprofit side and you [5:25] know originally our interaction started [5:27] with closing out cdb to Grand [5:29] construction work the CFO was located in [5:33] California you know the board member who [5:35] was acting as the CFO and he was you [5:37] know once they reached out to to him Mr [5:40] re hooked us up with Mr lmer I believe [5:43] his name is and you know he was very [5:45] efficient you know think to know what's [5:49] going on with Coco house and was able to [5:51] close out that gr within 30 days of me [5:54] reaching out to him in June we were able [5:56] to clo up at cdbg Grant at the same time [5:59] I became aware of the [6:02] arrants and I saw that Koka House's [6:06] arrant started in March and we had no [6:08] reporting as of as of yet at the time [6:11] which was May you know June July of 24 [6:15] which [6:15] is um and so at that time I reached out [6:20] to [6:21] mras be in touch with uh once again with [6:25] uh Mr wymer out in California to do the [6:29] report [6:30] and [6:32] uh he was not aware of the reporting but [6:35] he was able to get me you know the data [6:37] that we needed to get started on that [6:39] and I then started working with then the [6:42] gentleman in California had some issues [6:44] and he no longer [6:46] participate uh in coko house on their [6:49] board and I was working directly with Mr [6:51] Ras and we had a bunch of conversations [6:54] which culminated in in arranging a [6:56] meeting at CoCo house on August 20 [7:00] 7th my myself and you know Denise [7:05] Brooker who been assisting in the uh [7:08] Department of development went out there [7:10] we met we T his new building you know [7:13] heard the whole you know heard the back [7:15] story I was pretty familiar with it from [7:17] working in the neighborhood uh for many years but we got we got the story [7:22] and then I was able to we were able to [7:24] sit down with him and go through the [7:25] reporting [7:27] requirements and the invoicing [7:28] requirements for ARA line by line by [7:32] line in great detail I got all the [7:34] information that he needed and he [7:36] educated him probably for 2 and a half [7:38] hours on what was required part of that [7:41] discussion was specifically the fact [7:44] that you know I asked him about his work [7:47] there and he was working part-time he [7:49] still have a full-time job at the time [7:52] and I explained that you know one of the [7:54] requirements in the grant is that he was [7:57] going to be one of the St was going to [7:59] be his as the executive director to work [8:01] full-time I said you might want to [8:03] consider doing that I said because [8:06] hiring people full time without [8:09] full-time uh oversight could be you know [8:12] could be problematic and also you need [8:14] to use that money up and I specifically [8:16] told them according to the grant that [8:18] the city council may choose to recoup [8:20] some of that money if a year goes by and [8:22] they have to spent to [8:24] $200,000 and he brought up the fact that [8:27] you know he was having some difficulty [8:29] with getting you know 20 or $30,000 to [8:33] SL off until the city's funds can come [8:36] around and we had we had a nice [8:38] discussion you know having work in the [8:40] nonprofit world I explained to him one [8:42] of the things we we often do is we take [8:44] the half a million doll contract that [8:46] you have with the city and we go to one [8:48] of the local banks and we say look we [8:50] need you know you have a half million [8:52] contract in the city it's Federal money [8:55] guaranteed to come to you you spend it I [8:57] said and they should be able to to give [9:00] you some kind of bline credit if you [9:02] only need [9:04] $25,000 or $35,000 whatever you might [9:06] need that's a guarantee against that [9:09] loan and you should be able to get it [9:12] it's been done before you can go to CPC [9:14] there a you know that deals with [9:16] nonprofits I say ways to do that as well [9:18] as reaching out to their funding sources [9:20] that have that assisted you in building [9:22] doing the construction work and some and [9:25] rning your programs is not a big ass and [9:28] also at some point whether or not I I [9:30] didn't know having just been there just [9:32] a few months whether or not the city [9:34] would Advance money to them uh but [9:37] that's that'll be my next the next [9:39] meeting we have so I gave him all these [9:41] ideas and I offered you know I explained [9:43] to him that I've been doing this for a [9:45] long time in his [9:47] position and that I could be a [9:50] resource so we work with him for the [9:53] next couple of weeks he got the [9:55] reporting up to dat uh through you know [9:59] J June 30th the next quarter so you got [10:01] all the Au reporting up the date [10:03] everything was good I looked at his [10:05] paperwork you know and I was happy with [10:09] the way where he was at the moment he [10:11] once again was you know at that time he [10:16] had told me that he was going to be [10:17] hiring two [10:19] employees uh I don't know if he ever did [10:22] or not this was 820 the end of August [10:25] but we did arrange to have another [10:26] meeting this time in the office with [10:29] including Alex to have some of his [10:31] concern addressed once again so on [10:34] September 26 I believe he came into the [10:37] office I met with him along with with [10:40] Denise from our office and Alex and Alex [10:44] went through the budget one of the [10:46] concerns specifically was the city [10:49] council and uh their requirements for [10:53] determining whether or not funds were [10:55] going to be taken back it was I was very [10:57] explicit with them that that if he [10:59] doesn't spend this money you can be in [11:01] danger of of having the city council be [11:05] and let's work together to get it done [11:08] having worked for nonprofit I understood [11:10] you don't want to be getting the money [11:11] back to the city uh but now that they [11:13] work for the city you don't want to give [11:15] back to the [11:16] federal so at this meeting now we go [11:19] line by line again on that contract we [11:22] speak about spending the money down this [11:24] is the second time right so my team did [11:27] it on site I did in an office he left [11:31] that meeting I said do you understand at [11:34] that meeting he came he said he didn't [11:35] have a copy of his contract that his CFO [11:38] hadn't made him aware of what the terms [11:41] were on that contract and then we've [11:43] already gone above and beyond it's not [11:45] the Department of development's Job to [11:47] ensure that's not part of technical [11:49] assistance that they have right there to [11:51] assigned executed copy completely but it [11:54] is our job to make sure that they [11:56] understand and we did that we walked [11:58] through do you have any question are we [12:00] on the same page is kind of what I said [12:03] are we on the same page he agreed and [12:05] walked away with the [12:07] plan again the plan is now the same song [12:11] and dance I'm going to hire some people [12:14] we're we're about to be hiring okay I [12:16] got Clarity he left motivated saying [12:18] yeah Clarity fast forward to the next [12:21] meeting so I I work with uh Mr Reas once [12:26] again over the next few weeks and I kept [12:28] sing him that the the September 30th [12:30] report is due on October [12:33] 15th and I and I said I said look the [12:37] city council is going to be wanting this [12:40] report and sure enough I don't remember [12:42] when exactly you know Alex requested [12:44] that you folks wanted the most recent [12:46] cly reports but I said you know you need [12:50] to get the report so I had to come in on [12:52] 10:26 again into the office and I walk [12:55] through him what we would need on that [12:58] report [12:59] okay to number one meet off the [13:02] regulations and number two show the city [13:06] council that he's he's doing something [13:09] and he did get the report to me which [13:12] was included in in a list of reports [13:14] that I sent out to uh Alex which was fed [13:17] to you folks a month or two ago uh but [13:21] once again I went through the know the [13:22] same exact about hiring people you know [13:26] as part as I knew he still he still [13:28] wasn't working for whole time which was [13:30] part of his in his contract that as you [13:32] know the first line with him as [13:34] executive [13:35] director and I explained that it's [13:38] difficult to run your agency if you're [13:40] only there part [13:42] ter and in the meantime that's that's [13:45] where we are okay so then on the first [13:49] week of December Finance Department of [13:53] Finance requested that we're having a [13:55] regular AR meeting because now the 31st [13:58] is coming and they want to be sure that [14:00] we have a plan together right so I [14:03] attended my first meeting with the [14:05] Department of Finance on December 3rd in [14:07] which they questioned Coco house only [14:10] spending [14:12] $30,000 I said okay I'll go back to the [14:14] Coco house and see if I can get some [14:16] movement a clear understanding on where [14:18] they are again reaching out to will viz [14:22] I spoke to him on 129 he said I knew [14:26] that was why you call Mrs verba we board [14:29] just hired somebody last night [14:32] again this is the third time that you [14:35] have told the department that you hired [14:37] somebody we understand that there have [14:40] been some hiccups some transitions for [14:42] the organization but our recommendation [14:44] isn't based on that our recommendation [14:46] is based on the ability to spend this [14:49] money and not losing the [14:52] funds so we have engaged Mr viz prior to [14:58] Mitch Tak this on I had worked closely [15:00] with Bob weer anytime a question was [15:04] asked to Mr viz he's always reverted [15:08] back to the CFO Bob Wier so he kind of [15:10] was disconnected um from the project but [15:13] we did engage him and this is no [15:16] surprise that there was a possibility [15:18] that funds could be [15:20] recaptured when I spoke to him last week [15:24] he agreed to funds being recaptured and [15:26] said he's not coming to city council so [15:29] between the time that I spoke to him on [15:31] that morning and the night of the city [15:33] council um his thought process or what [15:36] he agreed on verbally on the phone with [15:38] his board new board president had [15:41] changed and I just kind of recap some of [15:44] those things at one of the meetings the [15:46] meeting that happened on September 26 I [15:49] did address to him meeting the advaned [15:51] funding and I said if you send a formal [15:54] request give me something in writing and [15:57] then we can see what we can do we never [15:59] received a request so what I'm what I'm [16:01] saying city council is that the [16:03] department of development really went [16:05] above and beyond what technical [16:07] assistance is from the government when [16:10] HUD is is on us about spending our money [16:13] they're not holding our hand they're [16:14] saying exactly what it is [16:17] so my appeal is I I stand 100% behind [16:21] the recommendation um that I made and to [16:24] be honest with you I think my Rec our [16:26] recommendation from the Department was [16:27] generous cu considering the [16:35] facts how many children is he actually [16:39] serving Bas in this period of time based [16:42] on the last quarterly report the new one [16:44] is in due Mr Mayor until January 15th it [16:47] closes out on the end of this month so [16:50] based on September 30th in total for [16:53] this grant period they have served 21 [16:55] young people [16:59] quarter quarter one they served 14 and [17:02] Quarter Two they added an [17:04] additional which made it [17:06] 21 do you have accountan the Staffing [17:10] currently we have requested that that is [17:13] in their contract as well that they are [17:14] to supply resumees and Staffing and we [17:17] had not when in the reporting he said [17:19] that he had [17:22] hired I have the last report [17:26] sorry he said that he had hired some [17:29] people and then we [17:31] readed and asked about it that there was [17:34] some hiccups and the persons um couldn't [17:37] start um so they were back to uh square [17:42] one with the Highland and then the most [17:45] recent person that he said hired I asked [17:48] him um how much was it I never got a [17:51] name since $18 an hour for community [17:54] outreach and they were going to use the [17:57] other money for direct support staff I [17:59] asked him based on his contract what [18:01] positions are you considering direct [18:04] support I did not get an [18:06] answer I've also requested an updated [18:08] spending plan I have not received that [18:11] today today I also asked the new board [18:13] president if he can provide an updated [18:18] spending so M car you said you were [18:21] generous and your mod um suggested a [18:26] modification if you were to give us the [18:28] real number what would I be I [18:30] realistically I probably would have [18:32] split it down the middle there's 21 [18:34] months left based on our subian [18:37] contracts they have to June of 2026 to [18:40] spend this money so based on the current [18:42] recommendation that Lees them [18:44] $336,000 to spend in 21 months if I have [18:48] to B base this [18:50] on what I had before me as far as [18:54] reporting and what they have spent down [18:56] it is unrealistic [18:59] coming from me and I don't even know [19:01] it's leaving 250,000 on the table right [19:03] now what I [19:05] have is [19:08] realistic I just want to ask if we going [19:10] to talk specifically about contracts do [19:12] we need to do that [19:14] executive might have to all right what [19:18] the okay just want to make sure we uh [19:21] don't have too much contact discussion [19:23] if [19:24] you're Corporation Council if you're [19:28] talking about just what's in a contract [19:30] that's not executive session if you're [19:32] looking to [19:34] negotiate or modify a contract something [19:37] that would be subject [19:40] to you know what direction the council [19:42] goes what position I'm taking something [19:45] then be appropriate go into executive [19:48] session and council members I can't [19:50] stress enough that we love the work [19:52] that's being done in the community and [19:54] this is not about that this is about the [19:56] department making the best [19:58] recommendation to make sure that we [20:00] remain fiscally responsible with our off [20:02] the [20:03] funding go ahead so this money that was [20:07] um was actually reallocated from a [20:09] building and I understand all that [20:10] process and we did it um towards [20:13] Staffing um so I have in front of me you [20:16] know a copy of the contract and I see [20:18] that there would have been five well [20:21] five and then also the executive [20:23] director any position F there is [20:28] one part-time position and that is what [20:32] we receive the [20:34] $30,000 [20:38] invoice go ahead please are we conf yes [20:43] that is a are we confident that that [20:46] person is still employed we have no [20:48] documentation to support that because [20:50] you you requested you requested the [20:53] resumés you requested different kinds of [20:56] reports and those were not received is [20:58] what I read we have our updated reports [21:00] that say that we hire people but with [21:02] the invoice it doesn't doesn't match so [21:05] we don't know what's what so you in the [21:07] reporting he said he had Trent Griffin [21:10] coming to do work but then over the [21:12] phone he said that didn't go through [21:14] there was some hiccups with it it's just [21:17] kind of been there's been no Clarity [21:20] provided to us and my team we're already [21:23] short staff upstairs we we we've done more than what we techically [21:29] would do with the [21:33] subi I'm not sure if my questions for um [21:37] should be in executive session so you [21:39] can ask them and then okay I get an [21:41] answer [21:42] um I'm wondering if you know anything [21:45] about I mean I think Mr weiner has been [21:47] the person that sort of has been um [21:50] overseeing anything that would be he [21:53] took ill okay you have taken ill it's [21:56] not coming back okay and then there was [21:58] a whole shift with the entire board [22:01] there's a whole new board from when we [22:03] started this process and we didn't know [22:05] that there was a new board Denise when [22:08] we weren't getting the reports had to [22:10] reach out and get this get the updated [22:13] information okay my other question is [22:16] just I just want to clarify because I [22:18] think I heard you saying this but just [22:20] want to hear it um [22:22] so in terms of the development [22:25] team's confidence in whether [22:29] 25 uh 2025 and 2026 whether this work [22:33] could be [22:35] completed I just wanted to get a sense [22:37] of your confidence level based on what [22:39] we have M you want to chime in on this I [22:43] don't want to be the bad kind um but [22:45] based on information that we have I'm [22:49] not 100% confident that they'll be able [22:52] to spend all of that funding now I would [22:56] like to also put on [22:59] that we made suggestions to them to [23:01] partner with the school district to do [23:04] the Visa program with Union College [23:06] we've had those conversations with will [23:08] too and made some suggestions on how [23:11] they can spend the funding so it is my [23:13] hope that a new updated spending plan [23:16] would [23:17] support um [23:20] spending thank you the remainder [23:23] funds so so my question is so I guess my [23:27] position is first that I'm always trying [23:29] to remind the council that when we're [23:30] working with kind know of the smaller [23:33] nonprofits that we are being Equitable [23:36] in our approach and not [23:38] um having the similar same expectations [23:41] of a nonprofit that has a whole [23:43] development reporting department and you [23:45] know what I seems like that isn't the [23:48] case here which I know I'm you know glad [23:51] to hear that you have been you know [23:54] extremely supportive to the Coco house [23:57] my question is [23:59] the [23:59] money [24:01] that with the copal house as it stands [24:04] right now has to spend that money on the [24:07] workforce correct based on the contract [24:10] salaries based on what they came the [24:12] city council and asked to do with that [24:15] funding okay okay good my thinking is [24:17] that spending the money would probably [24:19] not be an issue with the community such [24:22] a great need but if [24:24] it but to spend it the the the tension [24:28] there is that it has to be spent [24:31] in what [24:32] they okay yeah the modification was [24:35] asked to from the original build to kind [24:38] of like staing and then we were back and [24:40] forward and we had to change it to kind [24:42] of like accommodate and then a budget [24:44] was presented to us to kind of outline [24:47] the Staffing and the salary [24:51] level no I was just going to just [24:55] explain so I was going to say I [24:56] appreciate the level detail you provided [24:59] way you got anticipate that coming back [25:02] with respect to this but I also [25:04] appreciate your differentiating between [25:07] the work of the organization and just [25:09] the communication we received with [25:10] regards to this budget line and thank [25:13] you for stressing that in hearing the [25:15] two numbers that we've been hearing the [25:18] 140,000 and you saying half of the [25:20] remaining balance truly this is the last [25:23] opportunity we'll have to REM These [25:24] funds back so wanting your true figure [25:28] and and I know it's Miss Patrick's Point [25:30] with as it was presented the [25:33] 140,000 whatever that new figure is what [25:35] is then your confence that that would be [25:38] approprate for to spend out [25:42] mrams that is up to city council is that where we're starting to [25:47] move that be executive session we're [25:50] getting into the into the contract NE so [25:53] we can we can discuss and then move into [25:55] an executive session and address that I [25:58] guess [25:59] I would want to just highlight the fact [26:01] that coko house obviously isn't the only [26:04] institution that's struggling to find [26:06] qualified candidates in the current [26:08] labor market so there is a you know [26:10] there's an expectation of there to be a [26:13] me that that that's going to be a [26:15] struggle because some of the uh larger [26:18] institutions that do have resources um [26:20] are still struggling um to to to find um [26:24] qualified candidates so I I I think [26:26] that's something that we want to keep in mind but also [26:30] um Miss car I know that in the past you [26:33] have uh requested like maybe a couple [26:37] weeks ago maybe last month it was when [26:39] you came you were requesting spending [26:41] plans from um from some cities did the [26:46] COC ever provide you with the spending [26:48] when I requested that on the phone to [26:51] them [26:52] 129 and then I would questioned it again [26:55] for an updated plan with the new board [26:57] president [26:59] again the board president new board [27:01] president is the one that shout to me [27:03] today not Mr VI so this further just [27:06] kind of support the the disconnect um [27:09] out of all of our 47 subrecipients [27:13] I hav't had to work for board [27:16] president um It's usually the executive [27:19] director the CEO who's doing the dayto [27:21] day so that we're [27:23] clear what the expectations are um so [27:28] I was referred back to the new board [27:31] president and I just asked if he can [27:33] simply you know submit an [27:41] update go ahead no I was before I [27:45] mean in the contract that we approved on [27:48] the document that we approved it was the [27:50] executive director should be on [27:52] full-time so how many months have passed [27:55] and the executive L is still not [27:57] full-time it's probably [27:58] M and um I'm glad that both you and [28:02] Michelle is goinging through in detail [28:03] because I spoke with u Mr Reas last week [28:06] and that was one of the reason why I had [28:07] many concern [28:09] because what he told me is not what I'm [28:11] hearing here and I trust what I'm [28:14] hearing here and that was the reason I [28:16] asked M president if we can hold this to [28:18] discuss this you know a a level to [28:21] understand what is happening here and he [28:23] never mentioned to me that he was not [28:25] full time he says he's taking a k cut [28:28] so I asked you why are you taking a pay [28:30] cut you should you know it was approved [28:33] for you to take a full salary and [28:35] there's no reason why you should take it [28:37] is it one of the reason why it's 30,000 [28:39] and not higher than that that we [28:41] expended today so I'm glad that this [28:43] information is coming out here for us to [28:45] discuss so that we understand where we [28:48] are at this point in time and [28:51] um I am worried that um they might not [28:55] able to spend all this money over the [28:57] next couple years and we might be able [28:59] to lose [29:01] again if there is a plan our our team is [29:05] ready to kind of help them flush through [29:06] it we've been constantly saying that we [29:09] are a resource [29:13] um but it look like you are going Beyond [29:17] you and your team going Way Beyond mean [29:19] we are going above and beyond and not [29:22] just with that I'm I'm a trusted [29:24] department and if I make a [29:25] recommendation to you please believe [29:28] that my team has done their part and [29:30] we've assessed what we've needed to [29:32] assess to make a solid recommendation to [29:36] the mayor Department of Finance and city [29:39] council please so we're recommending [29:43] that we almost take [29:44] $320,000 back for the 140 plus halfs [29:47] left that will be an executive session [29:50] Contra so we'll keep [29:53] that and you just mentioned that uh he [29:55] took a pay cut do we do we know who the [29:57] EMP is that's getting the $30,000 or [30:00] that no no no he's he's he's not [30:02] full-time so he's more like okay he [30:04] didn't mention to me that he was paid himself he [30:41] did he did say [30:44] that I will say that in his invoices he [30:47] he's paying for the amount of hours that [30:49] he puts in okay so he's he he said to me [30:53] he only works parttime there so he's [30:55] putting he's he's billing us an [30:56] appropriate salary [30:58] you know for the hours that he's [31:02] working Mr um so actually it's kind of [31:06] like really to Mr F's point I just um [31:09] just want to be clear it's not that [31:10] we're not we want the C to be successful [31:13] we you put the money and so it's not [31:15] about not want them
