[0:00] Um this is the followup for the last [0:01] meeting where we started to talk about [0:04] um fees and we also talked about um [0:06] there was the one point that Demani had [0:09] brought up on the rules um regarding [0:12] having the parent or guardian and what [0:14] age. So I think if we start um talking [0:18] about sort of fees and I know that uh [0:21] you guys have had we've been talking [0:22] about fees and how to manage Yeah. I [0:26] think these Yeah. So um and I did have a [0:31] conversation with Bill today also. So I [0:34] have some insight as to what you guys [0:36] discussed. So do you guys want to talk [0:38] about that? [0:40] Director of parks. Well, one of the [0:42] things we've looked at, Carmela, is when [0:44] we're looking at collecting the fees, [0:45] the we're not sure how many [0:47] non-residents we expect at the pool, as [0:49] in adults and kids, there's a concern [0:52] that we have some startup costs in our [0:55] budget that we're going to have to come [0:56] up with money [0:57] with. And without having any data saying [1:00] we expect, 1500 adults or there's a [1:02] concern that we're never going to make [1:03] that money back again. We're going to [1:04] have a deficit built already, [1:08] right? [1:10] So, it seems like maybe there's more [1:12] that has to be done um before we can [1:15] consider doing it for this summer. Well, [1:17] I think the one thing is last summer, [1:19] you know, we we we we rush to get [1:21] everything dug. You know, got our [1:22] chemicals in. Um we were [1:25] still sort of playing on the chemicals [1:27] the best way to run the pool, operate [1:29] it, and you know, a couple things I've [1:32] heard. And so, you look at that new [1:34] cost. So if we're looking at collect [1:36] fees, you know, obviously we're not [1:37] going to collect fees that are going to [1:38] offset the cost of our pool. It's not, [1:41] you know, the expenses running and [1:43] operating pool even for the, you know, 8 [1:45] to nine weeks. I don't think we could [1:47] ever we can't recoup that much in in [1:50] Yeah, you can't do it in a 9 week [1:51] period. I mean, you know, we contract [1:54] out the lifeguarding, you know, you have [1:56] the chemicals. We have, you know, our [1:58] staff that's going every morning to [2:00] vacuum the pool, make sure the, you [2:01] know, the chlorine is the right level [2:02] before it even opens. [2:04] um we put in the in the budget this year [2:07] for uh security for the nine weeks. So, [2:12] you know, we don't, you know, look until [2:14] we get a the true cost, what it's going [2:17] to cost us on the pool. Um and the other [2:19] that came up with this, you know, from [2:21] one of the guys did here last year, one [2:23] of the things [2:24] was, you know, if we get all the [2:27] residents, if they have the proper ID, [2:29] they'll come in for free or do they pay [2:31] a fee? We don't know. non-residents do [2:34] they pay the fee or they log last year [2:36] because we didn't meet the limit on [2:38] capacity. It was hot last year. [2:42] There was some complaints that [2:44] um city residents couldn't be in the [2:46] pool. They're [2:48] taxpayers and you know we have non- [2:52] taxpayers because they pay well actually [2:54] have to pay you have a fee for them. If [2:58] people pay non- taxpayers then the tax [3:01] the payers they can't get in. They're [3:03] standing in line. We have to turn them [3:04] away. So there's things you know we have [3:07] to take into consideration. That's all. [3:09] Um you know with the fee structure um [3:13] you know we have fee structure non [3:16] residents and residents. We have a [3:18] capacity level. When we're full what [3:21] happens? you get, you know, half the [3:24] people they were going in and they were [3:26] paying customers because they're [3:27] non-residents, but then we have a bunch [3:29] of families out there with kids that [3:30] can't get in and they're city residents [3:32] and they say, "Well, we paid the taxes [3:34] to build this school." Yeah. Or [3:36] whatever. You know, so I think that's a [3:38] decision that has to be at least thought [3:40] about. Yeah. I think that um the last [3:44] couple of meetings that we've had with [3:45] this committee, I think we were all [3:46] pretty much in a we all were in [3:48] agreement that residents would not be [3:50] paying a fee uh to use to use the pool. [3:53] So I think the only thing that was under [3:54] discussion was was you know [3:56] non-residents but I think given the [3:58] given fact that you know we would have [4:01] different equipment that we would need [4:02] it we have to figure out staffing and we [4:05] haven't um thought about that in terms [4:07] of this year's budget. Um it seems to me [4:10] like we spend time you know still and we need data uh that you guys will [4:16] be collecting this summer. So it see it [4:18] seems like you know we have to sort of [4:20] put that idea of having the fee [4:23] structure sort of on hold so we have the [4:26] data and can make some decisions and [4:29] sort of return to that discussion so [4:30] that we're ready to go for 2026. We [4:32] tried to anticipate some of the costs. I [4:34] mean, like I said with the security, you [4:36] know, our chemical costs, you know, [4:38] different things. Um you know and you [4:41] know this we have a meeting scheduled [4:45] for next week um with Boys and Girls [4:48] Club [4:49] um to start talking about you know their [4:53] role [4:55] uh you know and again a contract with [4:57] them what their fee would be for this [4:59] year to operate in all three pools. Um [5:03] yeah so you know hopefully we'll meet [5:06] with them on Monday um and hopefully you [5:09] know it's a drought contract some ideas [5:11] just ask some technical [5:13] question you don't seem to have a quum [5:16] we don't so um I did check that we could [5:18] still move we have all these wonderful [5:20] people have come u but uh Dorian and [5:23] Demani are not here so we don't have a [5:25] quorum we can't vote on anything but um [5:28] we could still at least discuss some of [5:30] the issues and then next week when we [5:31] have city council committee. Um I'll try [5:34] to bring some things forward and [5:37] um and you know try to vote some things [5:40] out of committee if we have if we have [5:41] to make decisions. But I I think it's [5:44] sounding like um at least for the summer [5:47] of 2025 we may not be um might not be [5:50] the right timing to be able to try to [5:52] figure out a new structure for this [5:53] summer. Is is that what we're hearing [5:55] pretty much? You know, I you've been [5:58] doing a lot of research on I've been [6:00] looking at everything and one of the [6:01] things one of the questions I had is are [6:02] we going to charge out all the pools? [6:05] Well, that that is a decision that has [6:06] to be made. I think again when we've had [6:08] the last couple of meetings we've been operating thinking that what [6:12] we decide for one of the pools would be [6:14] the same for all pools. Um but I can't I [6:17] mean again without my colleagues here um [6:21] you know how do you guys feel about it? [6:24] Well, again, it's how we manage it. We [6:27] would, you know, if it's all the pools, [6:28] we have to somebody taking those fees [6:31] every day and all the pools. And who is [6:34] it? Who is it going to be? Is it are we [6:36] going to ask our our contractor, which [6:38] would be Boys and Girls Club, if they [6:39] want that responsibility and liability? [6:41] Is it going to be the city who put [6:43] somebody there? Um, and then at the end [6:46] of the day, you know, that would have to [6:49] come to a city hall or a golf course or [6:51] somewhere where, you know, Yeah. which [6:54] is and where do we collect it? I mean, [6:55] yeah, if you do it, you know, if you do [6:58] it at the one park, you [7:02] know, you know, somebody doesn't have [7:04] money, but he is a credit card. I mean, [7:06] I you know, it's just it's you go to the golf course and pay, [7:11] but if you're you know, if you're at [7:13] Hillhurst, not [7:16] quite Front Street, [7:19] right, we just have somebody at the gate [7:22] charging. Yeah. I mean, do we do [7:24] seasonal a seasonal fee where they can [7:26] come, you know, even to here, you know, [7:27] ahead of the season to That's one thing [7:30] you talked about when I spoke to Derek, [7:31] we had talked about the kiosk, too. The [7:33] kiosk came with a lot of different [7:35] options, but we have to get it [7:37] programmed. We have to have the option [7:39] of trans fee transaction, how's the [7:42] money going to be processed, maintenance [7:44] cost, what happens if our machine breaks [7:45] down, what do we do for the day now? So, [7:48] it's just not the basic, you know, I've [7:49] done some research on the basic cost of [7:51] the machine, but then there's everything [7:52] else added on top of that. Have you [7:55] would you um want to, you know, several [7:59] of the other pools locally do um charge [8:03] um maybe we should be trying to have a [8:05] conversation with some of those folks [8:06] about how they I mean, MSU is only their [8:10] resident state, but so they don't [8:11] charge. They don't charge. I I had given [8:13] all I gave all the materials to um the [8:15] building. So I had looked at comm [8:20] um Scotia [8:23] and this unit only lets in res which [8:27] again if we decide that that's what we [8:29] wanted to do then [8:31] same thing I mean we wouldn't be [8:32] charging a fee. [8:37] Yeah. But just to make clear, this is [8:39] not there's not a form. So this is not a [8:41] committee meeting, right? I know you [8:44] want to look through it today. It's [8:45] totally your call to do it, but you may [8:47] have to do it again next time in case [8:49] your other committee members want have [8:51] questions or want. [8:55] Yeah, I think maybe we should just [9:01] reschedu in place charge for the golf [9:04] course. We have it for the tennis. some [9:06] people take advantage of don't pay. [9:10] Uh the 26 budget is going to be a [9:16] challenge to get the numbers to work and [9:18] I can't [9:20] have things just kind of out in the [9:22] limbo. Got to have something in place [9:24] that I can manage and be able to uh [9:28] cover the appropriate cost. So, we have [9:30] to make those decisions before, you [9:33] know, so that we can um incorporate that [9:35] into the 26 budget, right? I need during [9:40] the 25 year to debug it to get it out, [9:43] whatever it is. Yeah. Yeah. Yep. Yep. [9:46] So, um I know the cost of the equipment [9:50] that we've talked about in terms of the [9:51] kiosk and that kind of thing. That's why [9:53] I asked Derek to come because I I spoke [9:56] with Gary. I started looking at some of [9:57] the stuff where Derek brought us some [9:58] good points that we needed to look at if [10:00] we were going to go to a kiosk. [10:04] Do you want to share those? Um like [10:07] basically touch on that was the [10:09] maintenance costs you know if it breaks [10:11] down what's the uh turnaround [10:14] someone come in and fix that. If it does [10:16] break down what we close the pool we [10:19] charge people we just let them in. [10:20] There's a lot of variables at play. Uh [10:24] then still, you know, we don't know if [10:25] we have the boys and girls up there. We [10:28] want them to mean that or be able to do [10:31] something if the machine breaks down. [10:33] But there's a lot of development to it. [10:36] Negotiations with our bank, right? Is [10:38] someone that's going to do for us? Well, [10:41] we have to pick a mering service and [10:43] find the best rate. Um so I mean that's [10:46] pretty easy. confidence out there. [10:50] This is summer we use nine weeks a year. [10:52] That's right. We use it nine weeks a [10:54] year. Yeah. Yeah. So then what do you do [10:57] with the [10:58] equipment here? [11:06] It wouldn't be nine months, right? Nine [11:08] weeks. Nine weeks. So I thought you said [11:09] nine months. I was like 9 weeks. [11:13] Yeah. [11:14] day or night depending on the weather, [11:15] depend on the calendar, depend on [11:17] staffing. [11:18] Yeah. [11:22] So, how well again another day another [11:25] day. That's I think we're going to have [11:27] to reschedule, but those are the [11:28] questions that we'll have to we'll have [11:29] to be prepared to try to figure that [11:31] out. We're going to have to reschedu [11:33] time to be able to help you, you know, [11:34] give you guys the [11:37] biggest analysis. Well, it's to be able [11:39] to implement it this year to order a [11:42] kiosk to modify the intake doesn't [11:47] happen overnight. I got to look at the, [11:50] you know, the golf course is doing well. [11:53] Got to look at the pools. Got to look at [11:56] the tennis courts we're going to put [11:58] money in. [12:01] I think whatever software you go with [12:03] should be used in the tennis [12:06] courts and vice versa. You know, could [12:10] be a kiosk that is versatile. If you, know, you want to play tennis, you [12:14] go to the house, you just pull one of [12:16] the parking meters up there and just [12:19] putters in to put your social security [12:21] number in and that should be license [12:23] plate. And this year the work schedule [12:26] for the tennis court, so there's not [12:27] going to really be no Yeah, the tennis [12:29] court. [12:31] Yeah, but we're going to spend a huge [12:34] amount of money on courts. Yeah, I got [12:37] to have a design to be able to handle [12:40] this. So, you want say that it's park [12:43] launch, anybody go in there and play. [12:44] They don't have to do anything and we [12:46] look like fools. I need to know that, [12:49] right? [12:51] I mean, I've been wanting us to be [12:53] charging for tennis, you know, [12:55] participation for there are some things [12:57] that we that we're looking at with the [12:58] tennis uh they know from uh 15 level [13:01] stuff. She hasn't got us back [13:02] information, but there is a program now [13:04] that they use to pay pass. So, it's [13:07] something we're looking at so we get so [13:08] when the construction happens, [13:09] everything's put in place already. So, [13:11] we don't have to go back take up again, [13:12] put everything in place. It's got to be [13:14] a software system that goes from like [13:16] gate entry. Yeah. that's given to you [13:19] from the the kiosk for the gate entry [13:21] gates are online and then when you enter on the [13:26] gate they report you in it's a I forgot [13:28] what you call it the name of it but it's [13:30] something that's big it's out in [13:31] Oklahoma the system she's getting more [13:34] information I tried to go on my credit [13:36] card number and stuff like I'm not [13:37] coming to Oklahoma but yeah Julie's [13:40] gonna you mean Julie's getting I mean is [13:42] going to be involved in this uh Amber's [13:44] looking at right now to get us stuff [13:46] into construction [13:48] Mr. Send the security [13:52] downstairs driver's license. [13:57] Not anymore. Never really did. [14:00] Never did. Your [14:02] ID record. [14:05] But is that equipment still there? [14:08] It might [14:10] be. Scan a driver's license. So if we [14:13] use driver's license, school ID is the [14:17] validation for entering. We might have [14:21] the equipment software already in [14:26] place. Most of that we did was input [14:29] information and it wasn't I thought [14:34] SC they're small because when I go to my [14:37] doctor's appointment, they take my [14:39] medical card and they Yeah. my ID, they [14:41] scan it at the fact they give it back to [14:43] me in, you know, 10 seconds. I mean, [14:45] they just got a little machine. They [14:47] scan my license cards. Does both sides. [14:51] Well, I mean, isn't that something that [14:53] Ban can help us figure out or somebody [14:56] on his team? [14:58] Is there a cheap intermission for the [15:00] first year where like the uh vendors [15:03] outside here that that uh you know do [15:05] the the the market out there they have a [15:09] small tablet like this that they're [15:11] using Apple Pay and we accept a Venmo or [15:15] Apple Pay just in you know [15:19] and get away from the kiosk and just go [15:22] with a small like we're sort and just [15:26] bang And this is it. This is all we take [15:28] Apple and Venmo and just pre-charge [15:32] them. And [15:34] that's just correct me if I'm wrong. [15:36] Nine residents or residents are free. [15:38] Correct. Or residents. I mean, we've [15:40] been saying that residents would be [15:42] great. I mean, we've been saying that [15:43] from day one, we'd be collecting just [15:46] from a a non-resident, right? [15:49] Non-resident, whatever that rate, you [15:52] set up this year to start as an [15:54] evaluation. [15:56] um a small program it be set on the desk [16:00] and I don't know if it's you know [16:02] seasonal do this or is it you know a [16:06] point person from boys and girls club [16:10] there may be you know but we wouldn't [16:12] have to pay I mean obviously if it's a [16:14] seasonal person we'll have to pay that [16:16] well [16:18] boys they're going to you probably want [16:20] to know where you went for your contract [16:22] negotiation with boys and girls so you [16:24] know that was going to be something that [16:26] we were we were going to bring that up [16:27] is you know if there is if the city does [16:30] set up some type of fee structure [16:32] residents is this something that was no [16:35] matter what we choose whether it's a you [16:37] know card system or something you know [16:39] are they interested in managing it for [16:41] us if they say no they don't want the [16:42] liability it's going to fall back on the [16:45] city and our staff to do it okay your [16:48] meeting is um after our city council [16:50] it's after Monday no it is Monday oh it [16:53] is Monday so maybe um would you be able [16:55] to you know fill us in so that when we [16:57] have this discussion I don't know what [16:59] we'll have for them because we're just [17:00] meeting for the first year you know I [17:02] mean they're not going to give us [17:04] anything back we usually typically go in [17:07] discuss you know the best date for pool [17:10] opening for closing the hours you know [17:13] they then figure out lifeguards which [17:16] you know they ran the new pool last year [17:18] the two pools are fairly easy they know [17:20] the staff they need for there they [17:22] probably have a fairly level of [17:24] confidence and what they need for the [17:26] new pool. It's just, you know, what's [17:28] their fee going to be for the new year? [17:31] Are we going to keep the same hours? Um, [17:33] you know, [17:35] how do you You pay them 180,000 180,000 [17:39] last year. [17:44] Um, what do you guys think [17:46] about, you know, do we need to charge at [17:49] the other the other pools if we're [17:51] charging at this pool? I mean, this pool [17:53] is kind of a Cadillac of pools. So, if I [17:57] kind of am okay, but I don't know if [17:59] that's allowable that we would just [18:02] charge at one pool or do we have to [18:06] discussion? [18:10] What do you guys feel? I think it's [18:12] going to be an ongoing cost. So, if you [18:15] have it's going to triple your cost. [18:17] We're having three three seats now. [18:20] Yeah. ransom levels out with our cost on [18:23] the seasonal while alter 7h hour day and [18:26] then then the question becomes what do [18:28] we do at the end of the night if that [18:30] pool closes at 6:30 most of us permit [18:32] staff respond at 3 in the afternoon so [18:34] we're going to have to pay someone to [18:35] pick that money up to pick the money [18:36] back up the other thing is it's much [18:39] simpler but it's more [18:40] awkward city residents get in for free [18:43] you got to have some [18:44] ID anybody else has to pay and they have [18:47] to go to some other location to get some [18:49] type of card whether It's the golf [18:52] course or city hall, they have to [18:55] have [18:58] a city generated pass that would allow [19:01] them to go in. For that, they got to pay [19:05] $5, $20, whatever it is. Is it one day [19:09] for the seasons? [19:11] I I really like that using the resources [19:14] of city hall and having a pass. It's [19:17] just a onetime fee. Maybe it's just one [19:19] time because you don't have somebody [19:20] coming back. Well, I want to swim today. [19:22] I don't want to swim tomorrow. Next week [19:24] can be 100. You just This is the pass. [19:27] This is the cost. You get to use the [19:29] pool for the season. It's open. It will [19:32] turn people away at the pool. But I [19:34] mean, if you tell them the process of [19:36] what it is, it make that mean some [19:39] people are just here visiting, you know, [19:41] presenting relatives and they want this [19:43] unit turns people away from city connect [19:45] to the every day. Yeah. that they their rules are they only allow MSU [19:50] residents to use their [19:52] pools of city water. [19:58] I mean again that is also a decision [20:00] that we could make. [20:04] I know I you know I mean it was on the [20:08] draft rules that I you know had put out [20:11] so that we'll have to bring back up when [20:13] we have the rest of the committee. I [20:15] mean it be a lot easier if we did some [20:17] kind of pass out city hall ready to [20:19] handle credit cards and we don't have to [20:20] talk about all this would be [20:23] right to do it out here for credit card [20:25] transaction too. Yeah. [20:30] Is it's always easy for me to say I have [20:33] to talk to staff who actually do the [20:35] work sometimes have a different opinion. [20:49] I'd probably say it's already [20:50] established you have a clerk's office [20:52] that takes money and receipts. So, let's [20:54] do location is probably the best, but I [20:56] think we still need analysis of how many [20:58] people residents are going to be come to [21:00] the pools because it's not that many [21:03] have so many upfront costs. the cars, [21:06] the machines, but the best people's [21:08] mind. Well, we won't have I mean, it's [21:10] sort of a chicken and egg kind of thing [21:12] because we we don't have that data. [21:15] We're going to collect that data. Well, [21:16] we're hoping to collect that data [21:17] starting with this season. Poles like a [21:20] golf course. It's weather dependent. And [21:22] but we're we're in a nineweek season, [21:23] not a you know, April to November. I [21:26] mean, we're you know, you get a rainy [21:28] you know Oh, yeah. Yeah, June and July [21:30] your you season's shot and you don't get [21:35] good warm weather. People don't really [21:36] interest in swimming. So, we have a very [21:38] short [21:39] season and you know Bill, what are the [21:41] comps for a season pass and the other [21:46] they they really a lot of them just non [21:48] they say non-residents and that's it. [21:50] Like the mayor was [21:52] saying you can't get in. I think has I [21:55] think Gild [21:57] I thought I seen them in that package. [21:59] Yes. Yeah. Um Gild does season pass [22:02] season passes for Gildan residents only. [22:05] A family pass is $125 includes members [22:08] of a household and individual pass is [22:11] $75. Then they do adult lap swim. So [22:15] they have charges for that. Um they do a [22:18] public open swim. The fees they do [22:21] charge $5 for adults and $3 for children [22:23] six to 14 and seniors over 60 and [22:26] children five and under are free. Um [22:30] resum all residents only. It's residents [22:33] only. What meeting again when we talk [22:37] about we close at 6:00 now to get nice [22:41] evenings maybe keep the pool open into [22:44] the evening. uh the chief of five8 when [22:47] 518 comes up that might [22:50] be something where we charge for that. [22:52] You got to pay and we have to staff it [22:54] to the open dump again even where [22:57] residents would pay something to go in [23:01] for you know limited time they have I [23:05] think they lessons in the morning to [23:07] open. Yes. Morning lap swim in the [23:12] morning which it gets used frequently. [23:14] Well, pool was designed for that uh [23:17] resistance, count flow, resistance flow. [23:20] So, people who [23:22] are had knee surgery, hip replacement or [23:25] whatever, going through therapy, all [23:28] they're doing is really walking the [23:30] loop, but [23:32] the water creates resistance. So, it's I [23:35] think most of the time the people who [23:37] use that, they went early in the morning [23:39] because they avoided the all the kids. [23:41] Yep. And you know there might be [23:43] something where if you did something [23:44] after hours it's more an adult right to [23:47] the same you pay you pay five bucks 10 [23:51] bucks for that. I mean, I think it be [23:54] limited lifeguarding because you're not [23:56] looking at the whole pool. You're more [23:58] adults there that, you know, if the boys [24:00] and girls clubs, whatever nights were [24:02] going to be extended hours for an adult [24:05] therapy swim, I don't know, you know, [24:07] where people go in and did the [24:09] resistance and did the lab pool and they [24:11] weren't, you know, weren't 300. [24:15] I think we're going to have to get [24:16] recommendation from you guys on this. [24:19] Um, I mean, I don't think that we can [24:21] just [24:23] But city council recommendation I got [24:26] gave recommendations on the fee [24:28] structure for the [24:30] uh VA soil reservoir. We gave [24:33] recommendations on garbage collection. [24:36] I'm done giving [24:37] recommendations recommendations on [24:39] contracts that we've gone through. [24:43] So want you to get your colleagues just [24:46] to make a [24:47] decision. We'll work from [24:50] there. I prefer anything past 70. [24:56] I'd like to see the data that Boys and [24:58] Girls Club had that said how many people [25:00] were turned away from the pool last year [25:02] because of overflow. Well, they have [25:05] that data from last year. I didn't ask [25:07] about that. They had data, but it's all [25:08] on paper and it's all by zip code. When [25:10] I looked at it with [25:13] 12309 to giant zip [25:17] code, right? Right. But I mean in the [25:19] future if the need is to set the fees to [25:24] discourage non-residents from coming or [25:28] do it at a price because we don't have [25:31] enough room for the residents. That's a [25:34] good point. I'm going to call I'll give [25:35] her a call and ask her what the how many [25:37] days did you have to shut the pool off [25:38] because you reached capacity and do you [25:40] have an estimate of all the time you [25:41] shut off capacity? Was it midday? Was it [25:44] late in the day? Was it towards evening? [25:46] Okay, that'd be great. [25:49] Call again. put that down. If if we made [25:52] a decision that it was just going to be [25:53] residents only, right? Then then it's [25:57] residents only, then it's residents [25:58] only. And if we make the decision that [26:00] res, [26:04] right? You know, right? And I mean, we [26:07] definitely had those issues last year, [26:08] but I I feel that it's anecdotal. So, I [26:11] think you you know, talking to Julie and [26:13] getting I'll see what you see what they [26:15] have, you know, I'm not sure if they [26:17] have that kind of data. I know they had [26:18] the the zip code one cuz I looked at all [26:20] of it. She had stacks of it. She could [26:22] tell. But when I started looking, I go, [26:25] "Yeah, they had zip code 126." [26:30] Yeah. Yeah. But I think that would be a [26:33] good one. How many times will the pool [26:34] shut off? Because that would be a key. [26:35] How many times did they reach the [26:37] maximum limit and shut off midday and [26:39] there's a rotation? I mean, how many [26:40] people are going to stand? If you're [26:41] telling me it's 90 degrees, I got to [26:42] stand in line. I got to wait 12 hours to [26:44] get in the pool. I'm leaving. I can [26:45] stand there. Last year there was also a [26:47] novelty factor. So people want to go for [26:50] the first [26:51] time. We had [26:53] some fairly high temperature days too. [26:58] Yeah. right when you first opened [26:59] especially I think it was over 100 [27:01] degrees the week that [27:03] those were the days where we you know we [27:05] struggled with um you know being allow [27:08] some people in because we were set [27:10] capacity [27:14] for those when we looked at the other [27:16] communities they didn't say well grandma [27:17] showed up and she wanted to date us cuz [27:19] she had the kids that were from the city [27:21] here see so because I thought that [27:22] argument said well what if grandma here [27:24] if you if you say no non-resident if [27:26] grandma's grandchildren come up from New [27:27] York City they can't one. [27:31] I don't know what this I mean that we've [27:33] gone over we've gone around and around on that one and I don't see [27:37] anything that involves anything that [27:38] says oh by the way if they come up you [27:39] will be allow and swim. It's just you're [27:41] not a resident you're not allowed. It's this idea of do you allow what they [27:45] all and this is only two of them [27:47] actually but um so I think there's [27:49] others but we I can I have them on my [27:51] computer at home too. Um because I think [27:53] what a lot of a lot of them say is it's [27:56] open to residents but residents can have [27:58] up to three guests. Um so then um we [28:03] started on that number. We'll have a [28:04] heart connected residents with 300 [28:06] guests in the pool and it has [28:07] non-resident guest like Gilderland is [28:10] charging non-resident guests of resin a [28:13] fee. How do you I know who determines [28:16] how do you know and you bring somebody [28:19] you know just my grandchild. Well, [28:20] that's why I think also we have to talk [28:22] to the books that run these schools as [28:24] well. You know, how do they how do they [28:27] do it? Sometimes there's rules, but what [28:29] really happens is not always the wits. [28:32] Mhm. And I think the city school [28:35] district has some universal [28:41] he was at the thing. I wanted to talk to [28:43] him but he was a bit too busy because I [28:45] think that's a system that if we could [28:47] get access to that platform so we could [28:48] punch Paul Leond in says all Paul Leaf [28:50] goes to Woodline and all it does is put [28:52] his picture up the body you can go in [28:54] that's all we need to see that way the [28:55] handlebars connect to the kids I think [28:57] they have physical ID too kids have to [29:00] bring the ID they do I mean that's you [29:03] know Demani has has said that I haven't [29:05] seen elementary yet oh I don't know that [29:09] the high school that's what I've always [29:10] thought it's junior All right. Well, not [29:13] bad. It's like 6 right now or [29:18] go. [29:19] Yes. It was It was even like that, but [29:23] now it's [29:25] You know what? I'll call Dr. Cotto and [29:29] I'm sure he'll probably refer me to [29:32] um what's his name? The athletic [29:35] director. Well, Jason Wall. Jason. [29:37] Right. I mean, [29:39] but I'll I'll take responsibility. we've [29:41] been waiting for uh someone else to do [29:44] it. So, um [29:47] I mean I don't see a problem with the [29:48] elementary kids. I think that's an easy [29:50] that's a doable one. As we get into the [29:51] older kids, that becomes a problem in [29:54] terms of [29:56] when you start to get to the 15 16 year [29:57] olds. Well, I forgot my ID. I didn't [30:00] have my ID. One of the things that we [30:02] had didn't, you know, anyone over 10 [30:03] years old must have their Stanty City [30:05] School District photo ID or an ID. uh [30:07] you know and you know anybody from 5 to [30:10] 10 they have to have a talented with [30:11] them because you know I mean and I [30:14] thought we we had discussed it at you [30:16] know 10 years old I thought they they [30:18] had you know IDs are 11 you know what I [30:21] mean so 11 years older they got their [30:24] school ID like the mayor mentioned and [30:27] you know you have school ID you get in [30:30] enjoy yourself for the [30:31] day anybody younger has to have their [30:34] adult you know with them and they have [30:36] to be you on the full deck with them [30:38] because that was some of the rules. Yes. [30:40] So, I think um this did go um via SAM to [30:44] city council. Um Yep. Thanks. Thank you [30:48] for sending it to Sam. So, um I'm going [30:51] to follow up and basically, you know, [30:53] I'll put in a legislative request to [30:55] have this uh on the agenda for Monday. [30:58] at least the rules accepted and and I'm [31:01] going to tell them we have to be [31:02] prepared to you know make a decision [31:04] about these rules that you guys are [31:07] recommending here. Okay. I'm sorry. What [31:09] rules are you talking about? [31:14] These so the rules don't need a [31:16] resolution. The rules are um Oh, you [31:19] guys just decide we don't have [31:21] [Music] [31:23] to the fee structure until the council [31:26] is the deal. Okay. Maybe um what the [31:31] council could change that if you want to [31:33] take the power away from it. No, you can [31:35] do that. Yeah, you're not going to do [31:36] that. [31:38] Yeah. So, um I guess what I could do is [31:42] just um write something up that would be [31:45] sort of a recommendation about fees [31:48] um that I would run by you guys first. [31:51] Um and I would send that out to city [31:53] council before Monday and say we have to [31:56] make a decision about this on Monday. [31:58] Does that sound reasonable? Sure. [32:02] Okay. And so we don't have to Yeah, that [32:06] we don't have to assess it. You [32:08] mentioned that before you did it. I'm [32:11] sorry. [32:16] Yeah. Can we make [32:19] them checks all pay too? I mean I like [32:22] the idea of a season a season pass [32:25] because then it is they come here to [32:29] someone and they get charged for the [32:32] season and then they have that season [32:34] pass and that's how they get into. So it [32:36] really eliminates I eliminates the [32:38] bottleneck at the pool because when you [32:40] come to the pool you're going to say are [32:41] you a resident or you're a non-resident [32:42] you got to go over here and do this. [32:43] We're going to have a big bottleneck [32:44] there if we don't have something that's [32:46] like you have to come see I'll get your [32:47] pass and get your [32:49] passport of responsibility off of a [32:51] teenager from the Boys and Girls Club [32:53] having to enforce that. I mean it's like [32:55] sort of cut and drive, right? You kind [32:58] of we have to be responsible for that [33:01] has to be I'm sorry. Can you not even [33:03] know if boys and girls say they didn't [33:05] what they did to do [33:08] that and we have to pay for staffing. Is [33:11] it a photo ID? [33:14] We can squeeze me, but the idea that [33:19] we would be right through the fence. [33:22] Yeah, actually toss the castle to the [33:25] other. No, we talked about that with [33:27] Julie. We talked about that there. We [33:30] have to come up with a banding system, [33:31] she said, because one of the problems [33:32] that she she anticipates that they've [33:35] seen is people get in, our bathroom [33:37] doors will open from the inside and out [33:38] because it's open for tennis. So once [33:40] you're inside that pool, you can walk [33:41] into the bathroom. You can let other [33:43] people you can walk in. You can walk in, [33:44] you can go right in. So it has to be [33:46] something that can identify you because [33:48] you've been passed through the pool that [33:49] we know who you are, why you got in. But [33:51] so that means I I [33:53] guess is this right that we would have a [33:56] season pass that perhaps they would get [33:58] here, some sort of photo ID. I'm making [34:00] this up as I go along, but then when [34:02] they get to the pool on Tuesday, they [34:05] have to get a band or you sign in when [34:07] you come to the pool and take your [34:08] season pass. that goes in the box and [34:10] when you leave you get your season pass [34:11] that will stop the passing of the passer [34:12] now. Okay. We have to come up with some type of thing. You get a band, you [34:16] go in, you leave your pass here and when [34:18] you leave you come to the desk and they [34:19] check you out and you get your your [34:20] band, [34:23] but we banned you when you come in. That [34:24] way we know because she said that's a [34:26] problem. Bands aren't expensive. They [34:28] get the ones you get when they get the [34:31] carnival when you you take the kids for [34:33] the rides and get the all day pass. So [34:35] step one is season [34:39] pass that you get here. [34:45] Step two, you show up. You show your [34:48] pass [34:50] and you check in and you get panned and [34:52] you pass the solid until you come back [34:53] out. The other place that's set up to [34:56] take payment is the golf course. It's a [34:58] lot closer to the park. [35:02] If it can be done, maybe it doesn't have [35:04] to be photo IDed if it could be scantron [35:08] and then we could show if we have a [35:09] system that showed that the scan only [35:12] once a day scan that scan right past the [35:16] past school ID we can find I'll find out [35:20] if the school ID is photo ID [35:24] but if you know if you're a resident [35:25] we're just tracking and coming in [35:27] because there's no fee for [35:29] residents laying city residents come in [35:32] for free. So, we're not charging it. No, [35:34] we just want you to identify when you [35:35] come in as a city resident. So, it's [35:37] then you'll have the data so that again [35:41] when we try to [35:43] reconvene later after the season, we [35:46] make some decisions based on data about [35:48] how many residents versus non-residents [35:50] used our pool. Well, we do an exit [35:52] survey of what happened for the course [35:53] of the year and and look at right what [35:56] we had using our pool. But again, if [35:59] you're going to let non residents in, [36:01] right? But again, that decision still [36:03] has to be made. So that no not residents [36:05] aren't going to come [36:07] in and is there, you know, and there's [36:09] no fee structure for residents. Well, [36:11] okay. That would be a whole rule. So [36:14] that would not be city council. That [36:16] would be staff making that decision, [36:19] right? Is that what I'm hearing? Yeah. [36:21] Unless you want to make it a local law [36:23] and it can be sold at city council. I [36:26] think [36:26] that again I can't I can't speak for my [36:29] colleagues because we don't have a [36:30] quorum but um to me that seems like [36:32] that's a full rule. [36:35] Yes. Thank [36:38] you. So you guys can tell us um on [36:41] Monday about that. [36:45] This has been outlined by staff before [36:47] for [36:49] I Yeah. I mean me too. I mean, I was the [36:53] first person to put the draft out there. [36:55] So, we've had [36:57] I went to the old pool. I seen I [36:59] happened to be up at music table today [37:00] because they were doing something and I [37:01] looked over and there's rules on the old [37:03] pool. So, I went down and show pictures [37:04] of it. Oh, yeah. They're a little bit [37:06] different from classic standard pools. [37:10] Yeah. Well, it's it's like no climbing [37:12] down the fence and stuff like that. It [37:15] kind of crosses over because if you're going to charge a fee, that's [37:20] up to the council. you're going to [37:21] charge a fee for [37:22] non-resident. So, it kind of crosses [37:24] over into But if we make a rule that [37:27] only residents are going to use the if [37:29] only residents are the pool, if there is [37:31] no there's no fee, right? But if they [37:34] leave that open, then you the city [37:36] council chooses to put a fee in then. [37:40] Well, then he can make the rule because [37:41] it's his rule. [37:46] You can do it like the supporting [37:48] council. If they don't want it, they [37:49] want it. there's some that's a major [37:51] policy. Well, I think if you guys could [37:54] make that recommendation on Monday and [37:56] then we at least we have the chance to [37:58] talk about it at the table and I'm going [38:00] to be emailing my colleagues and saying, [38:03] you know, I really need you to be there [38:05] to have this discussion because we can't [38:08] we have to make these decisions with we [38:11] have to make certain decisions [38:15] um by budget time. [38:19] Right. Does that sound reasonable? Oh, [38:23] before the budget because the pool's [38:24] going to be open up this year, right? [38:31] Well, whatever I write up, I'm going to [38:33] be running by you guys before I share [38:35] it. So, I mean, we look at the fee [38:37] structure. We have to be cognizant of [38:39] the fact is is what's our startup cost? [38:42] No, this we're not budgeted to bring [38:43] this help on. It's not in the budget [38:45] with me. There's nothing here to do that [38:47] this year. So, if you're going to set a [38:49] fee structure, it can't be something [38:50] nominal on the fee. It has to be enough [38:52] to cover our cost at least to make sure [38:54] that if it's going to be a $25,000 bill [38:56] for us to collect and set up or whatever [38:58] cost. That fee has to be commensurate to [39:00] say, "Listen, we're going to pull at [39:01] least we know we're going to pull 25,000 [39:03] back. We don't want to say we're [39:04] collecting fees and it cost us 25,000. [39:06] We took in 20." Well, again, I mean, at [39:09] the start of this meeting, I feel that [39:12] we I I just don't think we're going to [39:14] be able to do that for this season. I [39:16] mean, we don't [39:21] I think what we're trying to do is maybe [39:22] just recoup whatever we can. It's or [39:24] offset the cost of operating the pool. [39:26] Maybe it just is covers of cost of the [39:28] typo where it covers something. It's [39:30] just not totally 100% you know um you [39:34] know benefit to the residents, you know, [39:37] they pay nothing. Um but that again is a [39:40] decision of council to be made. we're [39:42] not going to make ourselves whole. Not [39:43] paying, you know, $200,000 a year almost [39:46] in, you know, um fees for uh [39:49] lifeguarding services. And then on top [39:51] of that, the chemicals for all three [39:52] pools and then, you know, our [39:54] maintenance costs and the painting of [39:55] the pool, you know, um the power of the [39:57] pool. I mean, if you look at all these [39:59] costs and you know, [40:01] security, there's no way we're ever [40:03] going to be even nearly made whole. I [40:05] mean, it's just a we're right going to [40:07] take it. There's no way that fuel fees [40:08] are going to do that and we would know. [40:10] I mean basically we have a 2025 budget [40:14] that has in it the cost of operating the [40:17] pool. What our expense [40:20] 4,42 our expense is about 4,4200 [40:24] ton of [40:25] chemicals chemicals. Oh welling that's [40:31] yeah probably more than if we have 400 [40:33] people in the pool worth $300,000 4200 [40:36] divided by you know for those 9 weeks. [40:38] So 3,000 divided by the 9 weeks. [40:44] I mean we are not going to make up those costs with bull fees. I mean I [40:49] mean it's 1050 fee to to hold the [40:51] non-residents down. So it's only [40:53] connected. I mean it goes [40:57] I was saying a day by [41:01] 3500s are close 3500. [41:05] Yeah. to make non-p perishable goods. [41:11] You have to bring a soup can and a box [41:13] of macaroni. [41:16] I mean, I can tell you that the people [41:18] that are probably using the pool, even [41:20] though we don't have the data, probably [41:22] could benefit from having a non-p [41:25] perishable food item given to them at [41:27] the gate of the pool. So, um, but that's [41:30] an assumption on my part. [41:35] Um, okay. $60,000 for chemicals sold. [41:42] I don't have the budget with me, so I [41:44] know [41:47] I think I bought 60,000. [41:50] Do you have a total figure total expense [41:52] figure at the end there? [41:59] What's hard is we don't know your [42:00] maintenance cost of the building. about [42:02] $365,000 [42:05] full the full expense. Well, you got [42:07] it's full maintenance. Um you look at um [42:10] because we did put security staff in [42:12] this year for 28,000 the maintenance [42:15] work which are 15,000. Um then you get [42:18] down into uh fees for services which is [42:21] $1,000. 64 uh chemicals uh supplies is [42:26] another repairs is 36,000 supplies is [42:29] 6,000. [42:31] 7,200. Um, you know, we heat we heat the [42:35] pool building all year. These are these [42:37] are our costs. Uh, total pool [42:39] maintenance $154,000. Then you get down [42:41] into pools recreation. We've got budget [42:44] $22,000 for a piece for services, you [42:47] know, u$ 1,700 for [42:50] supplies, $5,500 for repairs. Uh, so [42:53] yeah, 210 plus the 154 36. And that [42:56] doesn't include your life, right? No, it [42:58] does. That's total. That does give like [43:01] 365 [43:06] I got [43:07] 16. Yeah. Do we have anything though [43:10] that we get out of CDBG? I mean we had [43:12] No, we don't get No, I don't think so. [43:16] Nothing to the pools out of there. Okay. [43:23] I mean that's sort of [43:26] a a philosophical kind of [43:29] argument, you know, to what extent is [43:31] the city wanting to [43:35] res take [43:37] this $65,000 that [43:44] return our [43:46] total total [43:48] parks come into our parks. Yeah. Um, [43:52] right. [43:55] I I think it should be used to [43:57] discourage people to make sure that [43:59] residents have enough room to enjoy it. [44:03] Well, again, if we decide that we're [44:05] just residents only. Um, that's right [44:08] out right out of gate. [44:12] right off the I forget what you call [44:14] that thing that you dive off of in a [44:16] swim deep but [44:19] right off right off the platform. We're [44:21] already knowing that. So, um, all right. [44:25] Well, I'll try to summarize this uh what [44:29] we talked about in terms of fear not to [44:32] be resident, non-resident. Well, I think [44:34] that's a big one because we talked about [44:37] we're going to charge a fee and now [44:39] we're starting to demonstrate if we went [44:40] to a kiosk, there's the cost started to [44:42] do the kiosk. We've got all these costs [44:44] that are associated with the way that's [44:46] not in that. It's not in this budget, [44:48] right? Can you just I mean do you want [44:49] to share um what what you've come up [44:52] with in terms of what the costs are for [44:54] those the we just have I have a basic [44:57] number for the the kiosk without being [44:58] pulled $8,500 and then like when we did [45:01] talk there's probably another 3500 [45:03] $4,000 in cost to be added on [45:07] paper I don't know what maintenance [45:12] fees and then if we're running our own [45:14] help there that that comes up at a [45:17] totally different over there. [45:21] It's only the kiosk. Well, it's kiosk. [45:24] There's other there's other equipment. [45:26] There's [45:27] other [45:31] Well, if we're going to run for an 8week [45:34] season, [45:35] just 300, we have to cover 392 hours for [45:39] the season. That's about [45:40] $6,000 for somebody to collect fees that [45:43] seasonal person. Then we have to figure [45:46] the cost of the park supervisor. [45:48] Somebody that's going to have to go back [45:49] after hours to make sure they picked the [45:50] cash up. Yeah, that unless we did it [45:53] unless we did a season pass and um they [45:56] bought it here, right? Unless we did [45:57] something like that. That's one of the [45:58] options. But this is a trailer [45:59] prosecuting app that somebody was there [46:01] collecting money and doing whatever it [46:03] would cost us about 6,000. We would have [46:04] to have that supervisor go back after [46:06] hours. Look at city hall. Everything's [46:07] closed. We'll close this at 6:30. We'd [46:10] want at least one of our our permanent [46:12] guy picking that money up, the money [46:13] back up and then bringing it the next [46:14] day down here. [46:19] No, that's or case directly to the bank [46:23] and makes a deposit with the bank, but [46:25] then he's going to have to count it, [46:26] make sure the money's right. Well, we [46:28] have um [46:31] for security for the 16 [46:34] hours. Yeah, can be somebody there that [46:38] you know until again again you can't [46:41] make decisions without but I mean I I [46:45] just think that trying to do that as [46:47] opposed to having a season pass which [46:50] streamlines it a lot. You come in here [46:52] get your season pass money's already [46:53] being handled in this this building [46:55] already we're geared up to handle credit [46:57] cards and everything here. That's if [47:00] again I have to back up that if we make [47:02] the decision that it's residents only [47:05] and we make a decision that it's [47:06] residents free. You're saying that [47:08] that's not the private council. That's a [47:10] pool rule. [47:12] Residents [47:15] only director can do that. I think the [47:18] parks director can do that. [47:22] the [47:23] policy supports. [47:30] Okay. It doesn't matter what time [47:33] residents will be happy they get to [47:35] swim. [47:36] Okay. So, [47:40] I'm going to make that decision. It's [47:42] the fee structure the council has to do, [47:45] right? So, most of that's going to be [47:47] down residents. [47:49] So if you want unless it's a resident [47:51] only well if you want to [47:53] override if you charge a fee then I [47:56] would say if the council enacts [47:57] legislation saying you can come in 20 [48:00] bucks that would override the parks [48:03] director's decision [48:05] a council member [48:10] he's not on the committee he's not on [48:12] the committee so we can't make no so we [48:15] just were having some discussion but we [48:16] couldn't make any we're in trouble [48:19] I I can't really speaking. [48:22] I was like, "Oh my gosh." So, thank you [48:25] for coming because Mr. Muran is coming [48:28] from a very large grand opening of the [48:30] guy in this community center. So, it's [48:32] very nice of you to leave that and and [48:35] you charge them residents. [48:37] [Music] [48:39] No, that's a good idea. [48:42] So, comes to get a bag of food, he's got [48:44] a bag here. Yeah. Basically, at next [48:46] week's city council committee meeting, [48:48] you're going to have to do health and [48:50] recreation and um we have to decide uh [48:54] well staff um decide rules for the [48:58] pools. We just have to decide if we [49:01] would be having a fee and if so then we [49:04] would have to be deciding what the fee [49:06] is. So, so city council does the fees, [49:08] these guys do the rules. The the the [49:12] bottom line is if for example there's [49:14] two things, it's not these guys, it's [49:16] the park story. The park story. Oh, the [49:17] park. Sorry, Billy. I was trying to [49:22] But so if if we say if they say it's [49:26] going to be residents only in our pool [49:30] and then also then we say residents are [49:34] going to be free, which is what we have [49:35] been saying. um then this is sort of a [49:38] moot point. But we also just [49:42] discussed how much the expense is for [49:45] running the pool which is about [49:47] $365,000 a year. Um but you know yeah [49:53] the three three the three pools. So I'm [49:56] sorry. So it really winds up being [49:58] somewhat of a mutual decision because [50:00] although staff makes the rules the [50:02] council sets the fee sets the fees. So [50:05] if you set a [50:06] fee for non-residents and that is within [50:09] the council's prerogative it that's [50:11] correct it would have written Mhm. So it [50:13] really winds up which is what the mayor [50:15] was saying. Is there any recommendation [50:18] from [50:19] this? Come on. I know we talk. I've been [50:24] trying recommendation. Make it simple. [50:26] Let's move forward. Let's go with four [50:28] garbage bags. [50:31] We need a pool. You already you already [50:34] that apparently we don't make a lot of [50:36] decisions about recommendations. Uh so [50:39] we've already had that. Yeah, we need we [50:40] need to do something ASAP because well [50:43] yeah because they have to have it for [50:44] the because also there's the matter of [50:48] um if we decided to have fees I can fill [50:50] you in later but they need equipment [50:53] they need credit card fee I mean there's [50:55] credit card fees there's um so all of [50:57] that would have to be part of the budget [51:00] machines we could do a budget [51:03] reappropriation to buy these equipments [51:07] uh so that you can process those cards [51:08] and things like [51:11] I vote three. Sorry, I'm I'm voting [51:15] three. Th free for what? Non-resident [51:17] for [51:19] residents. I think that the committee is [51:21] Yeah. Yeah. I think that was that's a [51:22] no-brainer. Everybody since the budget [51:24] time was resident is free non-resident [51:27] if [51:28] we allow non-residents. If we allow [51:31] non-residents to even use the pool. This [51:33] unit does not it's residents only. Um I [51:36] believe we said that uh it was colony I [51:39] think well no one [51:41] they don't allow um I mean unless there [51:44] were guests of residents then they would [51:46] have to pay um that's but otherwise it [51:49] was residents only but that you guys [51:53] would but we can override it but I would [51:57] not recommend overriding a [51:59] staff recommendation from the parks the [52:02] only time there was any disappointment [52:04] last year when the pool was at capacity [52:08] and non-residents were swimming and [52:11] residents couldn't get in. So even if [52:13] you have a fee structure, if [52:15] non-residents get there and then they [52:17] say at our limit, then residents aren't [52:20] getting in. But the same thing if it's [52:22] at capacity with residents, at least [52:23] it's capacity with residents. Um, so [52:27] it's something just to, you know, I [52:30] think as the mayor said that it was, you [52:32] know, a novelty last year, Albany was [52:34] down their pools, right? They were [52:37] they're now they're now building a pool. [52:40] I don't know if it'll be ready for this [52:42] year. [52:44] That's a big [52:46] When we uh when we discussed something [52:48] back, we were talking about can we were [52:50] talking about pulling a report based on [52:52] zip code to see how the kind of fear [52:55] among we can do that but then [52:58] unfortunately Jenna the zip codes don't [53:01] you have 12309 it should be part of the [53:03] city part of this [53:05] unit runs out of Belleview. [53:10] So it's not an accurate [53:13] I kind of like that idea too being [53:15] residential only. [53:17] Yeah. And it's not like that we are the [53:19] only ones doing it in [53:21] this colony. Yeah. I don't have that but [53:24] um take care of take care of our [53:26] residents. I know it was [53:30] but I've looked at some other ones like [53:32] other communities outside the state and [53:34] most of them say residents only. They [53:37] all residents only. I'm pretty sure [53:40] something. [53:42] Let's simplify it. Make it simple. Now, [53:45] do you change the rules at the other [53:47] pools? You let them [53:53] always at the [53:55] other people talk with them. Where are [53:58] they going to go? They want to go to [53:59] Quacken Push. No, we're going to go to [54:01] Central Park. This this poll is only [54:03] residents and then you're free to go to [54:09] That's an interesting point. Actually, [54:12] it looks like the student charges fine [54:15] for rapes uh [54:17] non. But so they do allow non residents [54:21] of [54:22] age for pet [54:28] 342 [54:32] season just for the card. Well, it does [54:35] say that uh the alien range for adult is [54:39] $10 and res. [54:42] So everybody's paying but they I mean I [54:45] think that's what this is too that these [54:46] pools if it's it's if a resident is [54:49] bringing a non-resident guest and has [54:52] breakdowns for children. Yeah. That's I [54:54] mean we looked at I'm telling you you [54:56] could have a spreadsheet that would have [54:58] you know 20 [55:00] columns that's different all these [55:02] various local pools you have residents [55:06] bringing in non-residents. We're going [55:08] to have more we're going to have [55:09] residents in the non-residents in the [55:10] pool where residents are going to be [55:11] excluded because we were allowing [55:13] non-residents in the [55:15] pool. Now, could that be because we were [55:18] novelty last year and the weather was [55:21] hot? And then we talked [55:23] about for example, and this was more [55:26] last last meeting, um if if I'm have [55:30] grandchildren that are from out of state [55:32] and I'm a resident and I'm trying to [55:33] bring my grandchildren, then what do you [55:35] say? But I guess he just would say [55:37] that's the resident, but we'd have to [55:39] have a guest policy as well. Those would [55:42] be rules, right? That seems those would [55:44] be staff [55:50] recommending people in the pool like [55:52] which residents non-residents really I [55:56] mean it sounds like a rule but it's [55:58] bigger than that. It really is a policy. [56:01] I do think it's a joint because of the [56:04] fee structure following on the council [56:06] and the rules decisions being with the [56:08] parks director. I don't give it a I mean [56:11] the council has to make or has to put [56:14] their voice in as well [56:17] in terms of the rules. Yeah. the policy [56:22] whether whether it's going to be [56:24] residents only or or whatever or there's [56:26] going to be a fee. Nobody's construction [56:29] of their pool is expected to be finished [56:32] their [56:34] Oh, sometime right. We are we're going [56:37] to see an influx of people from Albany [56:39] again. Yeah, it's Yeah, I think we [56:42] should reach out maybe reach out to them [56:44] and see if they may not be open for [56:48] Here's one from New Jersey. Only Bayon [56:50] residents permitted to use in the pool. [56:53] There's another one [56:55] from Department Leisure Card issued [56:58] leisure [56:59] card. Can we put a sign right there that [57:02] says Beo, New Jersey, not 12? [57:07] It's all the policies. Philly has an ID [57:10] card. You must purchase your ID card [57:12] before you use the pool. You must come [57:13] and get your ID card, which we also [57:15] talked about. We did talk about [57:18] everybody resident and non-resident [57:20] before they use the pool. So that way [57:23] you have a better tracking, you know. [57:26] Yeah, we actually talked about I I'm [57:28] going to call Dr. photo to find out if [57:30] there's, you know, the school ID. If the [57:32] if if it's a photo ID, if students have [57:34] a school [57:36] ID July 4th, did you guys hear that? [57:45] It's usually about a week before we [57:47] start. I spoke to Julie and she [57:51] said 302s two [57:54] 304s you know she was seeing all those [57:57] from all [57:59] so well I think people come visit their [58:02] friends simpified forward right so we'll [58:05] have to do it on Monday yes simplified [58:07] move forward if we have to move the fee [58:10] or we don't have the fee we [58:13] just res [58:16] if you can residents in for [58:19] park structure can set the rules if [58:23] you're going to have a fee for [58:24] non-residents or you can just say it's [58:26] strictly for residents and that's it. [58:28] There is no fee structure residents with [58:30] the proper ID are let in. That's it. [58:32] I I also want to remind us all that [58:36] again we can if we make these decisions [58:39] right for 2025 and then at the end of [58:42] our season we evaluate and decide you [58:46] know did this work did that work what do [58:48] we want to do for 2026 [58:52] I think that that was going to be we [58:54] should do that [58:56] resident only and move forward this year [58:58] let's see how it works and then come [59:00] back [59:02] for the discussion. Yeah, it's going to [59:05] have to go through the QA next week. [59:10] I might call you just for talk about [59:14] I'll put in legislative request that for [59:16] th on [59:19] th Monday, right? [59:25] Yeah. I'll put in a legislative request [59:27] that we'll make the decisions. [59:29] policy not [59:33] well I mean it's council administration [59:37] but open soon so [59:40] that's why we want to do it yeah so you [59:42] don't want to put us in discussion we [59:44] want to put it here we can follow okay [59:47] but [59:51] because this is the third meeting at [59:54] that we at least the third meeting where [59:56] we had discussion So of health and [1:00:00] recreation committee. So [1:00:04] okay. Well, thanks guys. I'm really [1:00:06] sorry that I apologize on behalf of my [1:00:09] fellow health and recreation committee [1:00:10] members. Um [1:00:13] where we need this. I know you are. I [1:00:15] know. I talk to Billy a lot actually. So [1:00:18] thank you very much all of you. [1:00:25] And [1:00:30] that's okay. [1:00:49] Half a meeting. I'll be happy to move [1:00:51] forward. We knew we were looking at what [1:00:53] was the total cost per day, do you say? [1:01:04] If you have,000,000%, [1:01:10] you [1:01:13] haven't program. [1:01:17] So they need more life to the park [1:01:21] right in the central park. [1:01:24] You know we have a pledge for security [1:01:26] there for nine weeks will be open [1:01:29] because of the vandalism at night but [1:01:31] once the pool covered after the nine [1:01:33] weeks eight I don't know if is.
