It's the CHIPS [10:42] program, the extreme winter recovery, [10:44] the pave New York program, the state [10:46] touring route program, and the pave our [10:48] potholes program. So, we have to accept [10:50] this funding in order for finance to set [10:53] up the codes so that we can pay our [10:55] contractors who are paving our roads. [10:59] Questions? Go ahead, please. Mr. [11:21] Harley. Thank you, Mr. Chairman. I just [11:23] wanted to bring this before the council [11:24] so we can have a a conversation about [11:27] fully supporting Belmont Papa program. [11:29] Belmont has been around the city for a [11:33] long long time serving um youth um in [11:35] multiple capacities. Um I I won't uh [11:40] belabor all of the benefits that the [11:42] program has has provided for our our [11:44] city youth. Um and as well as the [11:47] leveraging, you know, some of the uh [11:50] outcomes around, you know, public safety [11:52] and things of that nature. I think that [11:54] we all are pretty clear of how important [11:56] this program has been, but it's been [11:58] operating um on a shoestring budget with [12:01] really not a lot of uh well really no [12:04] institutional support. Um, and I think [12:06] that a time as we're seeing so much [12:08] going on in our community, it's really [12:09] important that we uh make an investment [12:12] um in a program with a proven track [12:14] record um that has been existing for as [12:17] long as it's been around. So, um I was [12:20] looking for us to uh fund this uh fully [12:23] fund uh the program. I slipped in a a [12:26] quick budget from um Belmont to your [12:29] mailboxes and it's looking like the [12:32] projected cost of the entire program is [12:35] uh around $30,000. So, but I was [12:38] speaking with um people in the program [12:41] and they were saying that every time [12:42] that they have a lot of youth that sign [12:44] up, but every time that it's time for [12:45] to, you know, uh for parents to have to [12:48] support paying out of their pocket for, [12:50] you know, some of the equipment and [12:52] things of that nature, they get quite a [12:54] steep drop off. So, I was just thinking [12:56] about all those kids that we could [12:57] support um and and really help and [13:00] really also help out with the city as [13:02] far as public safety and things of that [13:04] nature as well. [13:06] questions, comments. [13:09] M Mr. Carly, is it can you get a copy of [13:12] the um the prior source of funding? [13:15] Excuse me. The prior source of funding [13:17] from Belma, how they need funded before? [13:20] Sure. I can do that. I can do that. [13:22] Yeah, if you don't mind that will help [13:23] us to guide them in terms of because [13:24] they're [13:25] looking at the budget here and looking [13:27] at what they ask is 40,000 47,000. It's [13:30] almost like a full 100%. [13:33] My concern is that u where are they not [13:36] getting funding from other sources to [13:38] carry this project program forward? So my understanding and I and you know [13:42] we can get uh make sure I get uh reach [13:44] out for the specifics there but my [13:45] understanding is they focus a lot on [13:47] fundraising you know um and again what [13:50] ends up happening is that you have a [13:52] huge interest in the program. So there's [13:54] a lot of kids that want to um play, but [13:57] when it comes time, you know, for them [13:59] to uh pay for the equipment, travel, all [14:02] the things that go associated with [14:03] playing and you get rid of a steep drop [14:05] off. So to me that's indicative of you [14:07] know where we can kind of step in and and and bridge that gap from them [14:14] because look recalling from the recall [14:16] from the last budget and into the an [14:18] amendment we had allocated $150,000 to [14:21] the youth um line and then we alloc um [14:25] had a revision of $19,000 on the coco [14:28] house to help offset um youth services [14:30] costs. So there are potential that we [14:33] can utilize those lines to offset [14:37] already money that allocate but my [14:38] concern is [14:41] I um bman popcorn uh you know inclusive [14:45] we have to look across the board for [14:47] other leagues so because I don't think [14:49] it would be favor to give one and not to [14:51] give the others so I think we need to [14:53] look at who else is playing other [14:55] athletic league sports league who are in [14:58] need of funding so we have to be [15:00] sensitive in terms not giving one, not [15:02] giving the other because we just created [15:03] a some friction there in our community. [15:07] No, I can appreciate that, but I also [15:09] would think that like, you know, we we [15:11] fund, you [15:13] know, other things. Um I mean I know I I [15:16] guess what my thought about that would [15:19] be like you know if other programs [15:22] aren't coming forward um or getting in [15:24] contact with us to say hey you know we [15:26] could use this support Belmont is you [15:28] know I wouldn't want to say no to them [15:31] because because then especially if [15:33] they're talk about our capacity to [15:34] support all you know then then that [15:36] becomes a different conversation. So, I [15:39] wouldn't want to hold up our support for [15:41] this program and and and thinking that, [15:43] well, there's another program or another [15:44] program that isn't coming forward. Um, I [15:47] don't know of any other, to my [15:49] understanding, I pretty much think that [15:51] this is the only uh uh poporn program in [15:54] the city of Skenctity that uh serves the [15:56] youth that they do. Um, so I do think [15:59] that there's uh, you know, there's some [16:00] value there and some significance there, [16:02] too. Miss, [16:05] so um, I just want to be clear on the [16:07] budget. So it says the total season is [16:09] 47,000 and then there's a postseason of [16:11] 30. So are they asking us just for the [16:14] postseason? Are they asking us just for [16:15] regular season? Are they asking us for [16:17] all of it? So they're asking us for [16:18] 47,000. Just the 47. So the postseason [16:21] we don't have to be concerned about. No. [16:22] Right. Um and my further comment [16:24] regarding what Mr. Mudren has to say, we [16:26] um I I have to agree with you that we [16:29] did we put money into ball fields. Um [16:32] what's the one over there on Michigan? [16:34] That one. be um the one over um on [16:37] Oregon Avenue. So, we have invested in [16:39] other um sports activities. Um this [16:42] happens to be uh football, the other [16:44] ones were softball, but we did make [16:46] investments through ARPA to re renovate [16:48] those fields. So, it's it's a different [16:50] kind of investment, but we definitely [16:51] made that investment. So, um and if I [16:55] understand it correctly, the young [16:57] people that go to these um [17:00] are have less ability to cover costs. [17:03] I'll just put it like that. And so, um, [17:06] you know, I think we should keep that in [17:08] mind. Let me just also say because this [17:10] is something that I I feel strongly [17:11] about, uh, that I understand that you [17:14] say the parents, you know, um, you know, [17:16] there's a drop off, but I think if we [17:18] could just get some level investment [17:19] from the parents, whether it's $5 or $10 [17:22] or something. I just feel strongly about [17:24] that. And if you have a lot of children [17:25] and you know, maybe then we cap it. If [17:27] you have, I don't know, I know somebody [17:28] with eight children. So, let's use that [17:29] person. Let's say if you use if you have [17:32] eight children then maybe you won't have [17:34] to do that for all eight but I think [17:35] having a level of investment from um [17:37] from the family parents caregivers [17:39] whomever is is worthwhile yeah a [17:42] worthwhile asks we um you know if we're [17:45] not just because we're putting money [17:46] forward just because I believe in [17:48] self-investment. Yeah. No and I think I [17:50] appreciate that madam president. I just [17:52] also Yes. and that the parents and and [17:56] family members um are I mean they've [17:58] done the car washes you know selling [18:01] popcorn the rapid I mean they this is a [18:03] very enga I if anything you know is a [18:06] testament to their investment is the [18:08] fact that they have been around for so [18:11] long in in the city without this in [18:13] institutional investment I think that positions them um uniquely compared [18:18] to other places and definitely so I [18:20] don't think that investment is going to [18:21] change but um I I can appreciate [18:25] I guess um I certainly support um Bob [18:27] Warner um but I also support the Blue [18:30] Jays um and some of the other youth [18:32] recreation activities that we have in [18:34] the city. So I'd want to definitely be [18:37] involving our parks director within this [18:39] discussion. But I also wonder whether we [18:42] shouldn't be thinking about the 2026 [18:44] budget and whether we can make an [18:46] investment in all of our youth um [18:49] recreational activities. Um, I know the [18:52] Blue Jays, for example, probably most of [18:54] us just donated to them um during their [18:57] fundraising campaign. I mean, they they [18:59] too have to, you know, go out there and [19:02] raise all the money that they that they [19:05] use to to to get the baseball going as [19:08] well. So I think it would be really a [19:10] valuable thing for us to consider um you [19:13] know how are we using our youth our [19:15] youth um [19:18] recre our youth lines in the budget and [19:20] I'm not sure midy year how we could come [19:23] up you know where do we take the money [19:25] from um you know to to do what you're [19:29] suggesting but I do think in a planful [19:31] way for next year we should be looking [19:33] at all of our youth activities and [19:35] figuring you know let's include Blue [19:38] Jays, let's include Pop Warner, let's, [19:40] you know, let's figure out a way to um [19:43] to some extent support all of the um [19:46] city's recreational activities for [19:49] youth. [19:50] And just to add to that, I mean, we just [19:52] need to look at what is available [19:53] against the [19:54] $150,000 and what is available against [19:56] the $109,000 as under Koko [19:59] administration to see what available [20:01] funding we have there and look at the [20:04] support if we have the support of the [20:05] council to move forward and fund these [20:07] program and make and also consider take [20:10] into consideration are the other [20:13] programs that um already in the pipeline [20:16] against these um these two lines. [20:19] Well, so my question is this um to Miss [20:23] Patrick. So are you saying [20:25] that I'm a little unclear. Are you [20:27] saying that like it's we shouldn't if [20:30] Belmont we shouldn't look at how we [20:33] could support Belmont unless we're [20:35] looking at how we can support um other [20:38] programs who haven't came forward and [20:40] express the need. Is that what you're [20:41] saying? Yeah. I think it would be fair [20:43] to really, you know, think inclusively [20:46] of all the sports um and all the youth. [20:49] Um again, I mean, you know, I think we [20:51] all probably support all these teams uh [20:54] in our own in our own way, in our own [20:56] donations, but um I think in terms of [20:59] the city budget, um I think it would be [21:01] good to be inclusive of all the sports. [21:05] Go ahead, please. So, I think a point of [21:07] clarification is there's a difference [21:09] between equal and equitable. Um, and I [21:11] think it's really important to kind of [21:14] emphasize what Mr. Farley is saying [21:16] about our intentionality and what we're [21:17] doing as a city. I think to Miss [21:19] Porterfield's point, there have been [21:20] considerable investments in other sports [21:22] and recreational activities. Um, not [21:25] with the intent of how do we share or [21:28] replicate this in other areas, but for [21:29] just being responsive to the needs of [21:31] those organizations, I think it's [21:33] important for us to be clear in our [21:34] message in this instance. I think if [21:36] we're looking at the social economic [21:38] conditions that are identifying these [21:40] families at a greater hardship than some [21:42] of the other activities, I think it is [21:43] our responsibility as a city to look for [21:46] methods that we can support them on an [21:49] ongoing basis because the benefits of [21:51] these types of efforts, expands their [21:53] awareness, expands their understanding [21:55] of the world outside of scenario and [21:57] that has really tangible improvements to [21:59] public safety and other areas that we [22:01] often talk about um to anium. uh so I [22:05] don't think we necessarily have to have [22:06] a discussion about all the other [22:08] activities if our focus is how do we [22:10] support these youth and their support [22:12] and and their pursuit of having a a [22:16] better um broader quality of life. [22:19] So are they currently using the the [22:21] school facility for for their games? [22:24] So, so yes, I I believe they're using [22:26] some of the school facility for the [22:28] games, but where they practice at is [22:30] actually a city- owned property, which [22:32] is behind [22:33] um uh the Mount Pleasant football field. [22:36] Um they use that for for practices [22:38] that's been happening for the last 20 [22:40] years um or more, but that's where they [22:42] where they're operating right now. So, [22:45] they they have they have an existing [22:47] fields. They have existing fields that [22:48] they're using. Well, yes, they do have [22:50] assisting fields that they're using [22:51] through partnerships or whatever. But [22:53] the issue um that was identified um was [22:55] laid out was more so some of the [22:57] equipment that is take the travel that [23:00] it takes and I mean thank you uh Mr. [23:02] Williams to really just, you know, echo [23:04] what his point is. You know, these are [23:06] also the same kids. You know, when they [23:08] won the Super Bowl and they're doing [23:09] these things, we bring them down here. [23:11] You know, we're very proud of them. [23:12] We're taking pictures with them. you [23:14] know, it's like we're at a point, you [23:16] know, I think that, you know, support in [23:20] our city council capacity looks like [23:23] let's figure out how to do this, you [23:25] know, and I don't want to be, you know, [23:28] in a position where we are taking [23:30] pictures with kids and celebrating, you [23:32] know, their things, but then we have an [23:33] opportunity and they're coming to us [23:35] saying, you know, look, this is a need [23:37] here and we have an opportunity to be [23:39] responsive to the need. and I just I [23:40] don't feel comfortable um with saying [23:43] okay well let's look at where all the [23:45] other needs are throughout the city um [23:47] based on that that's my issue [23:51] I was going to ask a question do do you [23:53] know if they approach a school for any [23:55] funding assistance I don't know if they approach the school for any [23:59] funding um I'm not aware of that is it [24:01] something that you can find out for us [24:03] certainly I mean you know there's I'm [24:06] sure that there's other avenues um where [24:08] they'll be pursuing because literally [24:10] they've been existing doing this work in [24:13] our community with zero institutional [24:16] support. Um, and so if that's the case, [24:20] I have all the faith in them that [24:22] they'll be able to and aggressively [24:24] pursue other streams of funding. But the [24:26] reality is they're here. They have one [24:30] of the best proven track records if we [24:32] can of any sports league in the history [24:34] of our city here. and we need to be [24:36] supporting them um in order to make sure [24:38] that they can sustain. Um I just I don't [24:41] know what else it could be. Go ahead. So [24:44] um to Mr. to Mr. Mr. Mer and to your [24:47] point there is money and we do we should [24:49] find out because what we don't want to [24:51] happen some of that money is ARPA money [24:53] and what we don't want to happen is make [24:55] sure that that money does not get spent [24:57] down and so therefore you know we're um doesn't get spent down is yes [25:02] does not get spent. I want to make sure [25:04] it does get spent. So, I want to make [25:05] sure I don't want it to not get spent [25:07] out we're caught like. So, um I think [25:10] that we should definitely be looking at [25:11] it. I don't really feel like we should [25:14] wait and say we're going to wait until [25:16] we make sure everybody else is okay. I [25:17] don't as as Mr. Farley said, they they came with an ask and I'm trying to [25:22] think through when other organizations [25:23] come through with an ask and we always [25:25] say, "Well, let's let's wait and let's [25:26] just make sure everybody has a bite at [25:28] the apple." I think others may come [25:30] forward now, but I don't think that it [25:32] should be at the expense of this [25:34] organization, us not considering them [25:36] because we want to like lay it out for [25:37] everybody else. Um I I I really I think [25:40] that's unfair. And there's other [25:42] programs that um most of it comes [25:44] through the police department, the fire [25:45] department, the 518 thing. And so, you [25:48] know, there's other things out there [25:49] that we don't that that get funded and [25:51] we don't wait till like it it's what [25:53] I'll call a level playing field because [25:55] it really isn't a level playing field. [25:57] Uh, so I think that we should really [25:58] give this some strong consideration if [26:00] we can come out of the 150 or out of the [26:03] 108. I'm not sure how that would work [26:05] based on what's described and how the [26:07] money was given, but I think we should [26:09] really definitely take a look. Um, Mr. [26:11] Vario, thank you for bringing up the [26:12] point that they do do fundraisers [26:14] because I've been to them and as all of [26:16] the uh organizations do and they do try [26:18] really hard and yes, we had them down [26:20] here two two years ago. The [26:22] cheerleaders. Yeah. And and and the [26:25] team. That's right. That's right. and [26:26] then and they raised a lot of money to [26:28] go wherever it was they went that year [26:30] forward, I think it was, and didn't ask [26:32] us for anything. So, um you know, if [26:34] we're going to applaud them, then I [26:36] think we should also show our support in [26:37] other ways as well. So, I'm not sure how [26:40] long how long when's the season start [26:42] and how soon is this ask for? Well, so the well they're they're practicing [26:47] now on the field now. Uh um so I uh uh I [26:52] you know I can give you uh get some more [26:54] information to you around when the [26:55] season starts and and when the season [26:57] ends if those you know if that would [26:59] please the council. But what I'm really [27:01] looking for is for the council to step [27:03] up here and support this this uh [27:05] longlasting program that has been a huge [27:07] protective factor for hundreds and [27:09] hundreds of of kids um in the community. [27:12] And I'm I'm quite frankly not looking [27:15] for the political posturing and [27:18] gesturing and all of these things like [27:19] this is something that we can do that [27:20] can really impact our our kids and our city lives and I think that we [27:24] should just do it. So I'm so so what we [27:27] need to do um is to look at the [27:30] available funding against both lines 150 [27:34] that was in the budget and the 109 and [27:37] um they asked um to look at prior source [27:40] of funding and the school u if they ask [27:42] the school and if they can ask the [27:44] school for funding also you know it's a [27:47] backup plan either way can we get all [27:50] this information and bring it back to [27:52] the table yeah I I can I will I will get [27:55] the requested information. But again, I [27:58] don't want to be so concerned about them [28:01] asking the school for money um because [28:03] it's not a school program. Um there's [28:06] definitely some uh connectivity, but I [28:09] don't want us to start to create other [28:12] stipulations for them. Um they're [28:16] aggressively fundraising. They always [28:17] are. Um, so I don't see why, you know, I [28:21] I'll get the information, but I don't [28:22] see why it wouldn't be relevant um if [28:24] the money is there. And this is, if you [28:26] remember, this is what I was talking [28:27] about when we were in our budget process [28:30] around our youth line being um so poorly [28:34] funded. Um because now we have people [28:37] coming forward with great programs that [28:40] are producing uh results in the [28:43] community. And now, you know, we I feel [28:45] like we're increasing kind of moving the [28:47] goalpost, pun intended, if you will, on [28:49] them to get the funding that they need [28:51] to survive. So, um I guess my question [28:54] to the the council is and we can kind of [28:56] go around. [28:58] Um I'm just trying to I guess the [29:01] question is will you support it with [29:04] information? I know I'm sorry. This I'm [29:06] Is this a reoccurring manual? [29:09] Yeah, absolutely. I would be interested [29:12] to hear how it aligns with Mr. Messa's [29:15] priorities overall. And in our community [29:17] meetings, is this identified as [29:20] something that the community has [29:22] identified as something that they're [29:25] looking to support that we can support? [29:27] But if it's going to be an annual [29:28] occurring, I'm just curious on, you [29:32] know, Mr. Mistake is responsible to [29:33] parks and recreation. Is this one of his [29:35] priorities? And if not, can we put that [29:38] up and have a a budget request? moving [29:40] forward and how do we support this [29:43] ongoingly? [29:44] Yeah. So, I guess well as far as [29:47] community support goes, the fact that [29:49] they've been around for 30 years without [29:50] anybody supporting them, they have been [29:52] surviving. So, I think that's a pretty [29:54] clear a glaring example of community [29:57] support. So, I think that that so so [29:59] that answer that question. As far as Mr. [30:00] mistake is concerned, I know that we are [30:02] looking to pull money from the um well [30:05] their conversation was pulling money [30:07] from the uh police community engagement [30:09] fund or or uh no not there is funding [30:13] available to offset that program but [30:15] that's money that's money that is in the [30:17] police department right now. Correct. [30:19] Police to offset those community um [30:21] events. Correct. Correct. Basketball. [30:23] Yeah. Yeah. So and that that's for the [30:25] basketball. Um, and quite frankly, [30:26] that's another program that has been [30:28] lasting and and and and really people in [30:31] the community have taken that program [30:33] under their wings and bid it, you know, [30:35] really off the off the muscle and the [30:37] community support. Um, so I this in a [30:40] way just I don't want this to be in [30:43] competition of those things and I don't [30:44] think that we should view it as being a [30:46] competition and I know we will focus on [30:48] the cost of this. Um but I I really [30:51] think it's important that we recognize [30:52] that this is an investment and not just [30:54] a cost. You know, this will actually [30:56] save money when we have youth involved [30:58] in protective factors. We know what all [31:01] the national the data said for how long. [31:04] Um so I think that you know this is this [31:06] is more of an investment um than is a [31:08] cost. So I think that's important that [31:09] we consider that. So um again, so I [31:13] guess I'll pull the council to see like [31:14] what the support level is for this. So [31:16] let's let's hold off on that. Let's uh [31:17] let's let's look at can we just get the [31:19] information and then revisit this and [31:21] then it doesn't make any sense to get a [31:22] poll and it doesn't serve any purpose at [31:25] this point in time to get a poll. Let's [31:27] um let's get the information that is [31:29] needed. Let's look at what is available [31:30] against the 150 line. Let's look at [31:32] available what is available against the [31:34] 109 line under Cocoa House. And then you [31:37] brought up a good point there. Public [31:38] safety funding. We can ask I can ask [31:41] them if you don't mind make notes that [31:43] the public safety available funding that [31:45] is $50,000 there and if they're not [31:47] going to most of the time they don't [31:48] utilize all the funding and if they are [31:50] in a good uh position to say well we [31:53] can't use all that funding that is [31:54] allocated 2525 then more than likely [31:57] that can help offset some cost. So we [32:00] have three source of funding at this [32:02] point. So let's let's visit those source [32:04] of funding. let's come up with some of [32:07] the question that was asked and let's [32:09] revisit at that point in time. I think [32:12] at this point in time I don't think [32:13] anybody is against it at this point in [32:15] time but it's just that we need to be [32:16] you know open and think it on a broad [32:18] about a spectrum. Sure. So my my point [32:21] of pulling the council is to see like [32:22] what information that if no one's [32:24] against it that's good. So my question [32:26] is then you know what information [32:28] particularly would you need from each [32:29] council member to be for it. So, and I [32:31] think that you were pretty clear and so [32:34] that's that's what I'm asking. That's [32:35] why I want to go around and get a get a [32:37] feel from the council as to where they [32:38] stand on this. [32:41] Yeah, that's that's on there. [32:46] I'd like to speak to it because from in [32:48] my from my point of view, the question [32:50] is if there's funding, do would you [32:53] support it? And it sounds like there's [32:54] funding. So, um I'm not asking anyone [32:56] else to say anything, but I am saying [32:58] that I would definitely support this. [33:00] familiar with Pap Warner. Like I said, [33:01] we've had them down there. We've had Mr. [33:03] Rose down there. This organization has [33:05] been working for years uh like in a in a [33:08] grassroots kind of way. And so, um if [33:10] the funding is there, I'm totally in [33:13] support of of doing this. And I also [33:16] want to make sure if we're if we're [33:17] asking for additional information, when [33:19] we come back to the table in two weeks, [33:21] we'll then be at the point where we're [33:22] going to make a decision because I don't [33:24] want this to be like, okay, we ask for [33:26] information, then we kick it down the [33:27] road a little bit, and then we ask for [33:28] more information. And um so to Mr. [33:30] Farley's point, if there's other things [33:32] that people want to know today, in order [33:34] to get to gain support, we should just [33:36] hash that out now. You know, say this is [33:38] what I'd need to be able to to in order [33:41] to not necessar this is the information [33:43] I need to know. So to make sure that he [33:45] comes back with all the information, we [33:47] can make a decision in two weeks as [33:49] opposed to having it then the four weeks [33:51] and then we're into the season. Um I do think that we should [34:11] be looking comprehensively at the other [34:14] activities that our youth participate in [34:16] because again I totally agree with Mr. [34:20] Farley that and Mr. Williams that these [34:22] programs are so important for for our [34:24] youth. Um I think we all uh know that in [34:28] terms of our own families, in terms of [34:29] our own past experiences um that you [34:33] know we want kids to be involved in [34:35] these kinds of activities. Um but I [34:38] think that we need to I do feel um that [34:41] we should be looking at all of them. Um, [34:43] and we we do have the [34:46] $150,000. Um, you know, so I think we [34:48] have we have funds. Um, if we can use [34:51] that funding in that way, then that's [34:53] great. It is different from supporting [34:55] the fields across the city because those [34:57] are capital improvements that just, you [34:59] know, it's our responsibility to be [35:01] making sure that we're our parks uh and [35:04] our recreational fields are in, you [35:07] know, very high quality shape. Um, but [35:10] that's sort of a capital investment [35:12] versus a programmatic investment, which [35:14] I also feel, you know, I definitely [35:16] would support this. I just want to make [35:18] sure that we have a comprehensive [35:19] recreational program that might include [35:22] pop water, that might include baseball, [35:24] that would include common unity, which [35:26] is the basketball aspect. Um, well, [35:29] common unity is like a whole bunch of [35:30] stuff. Oh, that's right. Yes. I'm sorry. [35:32] It is. Yes. But, you know, and and the [35:34] other programs that we support, I see it [35:36] all under an umbrella. And then I also [35:39] want to footnote that then when we come [35:41] to October and we're planning for 2026, [35:44] I think this is something for us all to [35:46] be, you know, considering in next year's [35:48] budget as well. So I just annual the [35:52] annual thing. So um so in terms of that [35:55] being capital improvement, that's [35:56] absolutely true. The capital improvement [35:59] was made at the request of those [36:01] organizations and to their [36:02] specifications. So it's not the same as [36:05] the this but it was to their [36:06] specifications. They were out there [36:07] making sure you know I can name people [36:09] that that were out there are a part of [36:10] it sort of like the cricket field is [36:12] right now they make spec they made [36:15] specifications like this is what we need [36:17] so it's not uniforms but it is specific [36:20] to the needs of those organizations and [36:22] um and also these Mr. Ma is the director [36:27] of parks. These children do not play in [36:29] the park. That is the football field [36:30] that belongs to Mount Pleasant. Excuse [36:32] me. Is it Mount Pleasant? Yes. Yes. [36:34] Mount Pleasant. So I I'm I'm guessing [36:36] that's why he's really not involved in [36:38] this because it's not in a park. So he's [36:40] the director of parks and rec director [36:42] of parks and recreation, but he has no [36:45] he has mentioned it and in in anything [36:46] that he's doing. He talks about all the [36:48] activities that are taking place in the [36:49] park, which I understand because this is [36:51] not but this is not in the park. So I'm [36:53] thinking that is why it would be it's [36:55] not something that would be on his radar [36:58] necessarily because it's not in the [36:59] park. [37:01] Go ahead, please. Uh so in response to [37:04] the other comments I would be in full [37:05] support of this. I think another area of [37:07] focus is the potential cuts to Medicaid. [37:10] So I think as we look at demographics [37:11] throughout our community that is going [37:13] to have a truly disproportionate impact [37:16] on what our city is able to respond to [37:18] with with consideration to healthcare. [37:20] Uh so I think it is very important [37:22] you're going to hear another aspect of [37:24] uh these governmental roll backs later [37:26] in our agenda. I I think it's important [37:29] for our city to step up and I think what [37:31] that shows to our youth is more [37:33] intentionality in our our language and [37:36] what we are willing to support [37:37] financially and I think to Mr. Farley's [37:39] point is trying to be very uh uh I think [37:41] uh uh appropriate in his language. I [37:44] think that performative nature I think [37:46] that that a time for that has come and [37:47] gone and these moments we are not going [37:50] to be able to wrap our arms around [37:51] everything but the song and then making [37:53] sure that wind shifts throughout our [37:55] community is where I think that that is [37:58] how we have our greatest impact. So, um, [39:02] you know, we're part of their [39:03] fundraising, you know, just like I mean, [39:05] you know, cuz all the other I mean, Blue [39:07] Jays are fundraising also. Um, you know, [39:10] so, um, but they made an ask. [39:14] Go ahead, please. [39:16] Um, um, I'd like to know who who the ask [39:20] came from specifically [39:22] um, for this funding. Is there a [39:24] president? Is there a um, core group of [39:27] parents? sister and I personally like [39:29] them to come whoever they ask us from to [39:32] speak to us. That's first. Second of [39:35] all, I'm all about youth sports. Um, [39:37] raising three daughters here in the [39:38] city. Um, the uh uh I was connected to [39:42] youth soccer club uh is another one that [39:45] that's basically always forgotten. Um, [39:48] we did invest a lot of money in uh the [39:51] Oregon Avenue fields, the uh Michigan [39:54] Avenue Fields. Um, and I think that [39:57] those were investments in the fields. As [39:59] far as the actual program, um, I know [40:02] they they all do a lot of fundraising on [40:04] their own. And, you know, I'm I'm [40:06] definitely, you know, in support of uh, [40:08] Belmont Pop Warner. Um, knowing a lot of [40:12] uh, a lot of students that play in the [40:14] environment. Well, um, I know that I [40:17] think Pop Warner was started in 1929 in the United States. So, it's been [40:21] around a lot. But to be fair and [40:23] equitable to every youth organization [40:26] program, whether it's youth tennis, I [40:28] don't know if there's tennis club, I [40:29] don't know if there's a youth cricket [40:31] club. I mean, 15 month, pardon me, 15 [40:34] love. I think all these organizations [40:36] are entitled to the same benefits that [40:39] um we're looking to spend out of the [40:42] 109, 150, and the um public safety uh group. and I'd be more [40:48] and I'm more than willing to support [40:50] each and every one of them. Okay. So, [40:53] just so for clarity, you said to be a [40:55] fair and equitable. what would be like [40:57] the [41:00] um I I guess really what are the [41:03] equitable [41:05] uh components of like where you're well [41:08] they make I think every every [41:09] organization wants at this point because [41:11] they came at least Belmont California [41:14] came with an yeah that's not that [41:17] wouldn't even be equal cuz but they came [41:19] to come with an ask to us and to be able [41:23] to decipher each ask I mean for going. I [41:27] just don't feel [41:30] I I I I hear you and I'm I'm confused [41:34] around like [41:36] if so if the Blue Jays come and say, [41:40] "Hey, hold on. Let me let me finish my [41:43] point just so you understand my [41:44] question, please." So the Blue Jays come [41:46] and say, "Hey, city, we need help with [41:48] this field to [41:49] benefit of, you know, our our our our [41:52] league here." And then we say, "Okay, [41:55] bougie, we hear you." We don't go, "But [41:57] wait a minute. What about every other [41:59] field? What about this field? And what [42:02] about we that's not how things are [42:04] happening. So I don't understand what's [42:06] different about I'm not talking about [42:08] the field. I'm talking about the actual [42:09] players." Sure. Right. Because [42:13] programming I I do know again a lot of [42:17] kids have to pull out. I know this [42:18] personally. A lot of kids have to pull [42:20] out because they can't afford the [42:22] uniform. I can't afford the trip to [42:23] wherever. Their their, you know, um [42:26] their their parents don't have the [42:27] network to fund raise as much as other [42:29] parents have the network to fund raise. [42:31] So, I I I know all of it. And I want [42:34] every youth in our city to be able to [42:36] participate in football, basketball, [42:39] baseball, um Girl Scout. I'm just [42:42] throwing that in there, too, because [42:44] it's another organization uh that, you [42:46] know, doesn't have any funding. They're [42:48] all grassroots. they've all started here [42:50] on the ground and we're just trying to [42:53] um I want them all to be able to [42:55] succeed. So, I I can't, you know, I'd be [42:58] more than happy to fund part of this, [43:00] some of this, all of it. I don't know [43:02] where the funding would come from, but I [43:04] want to make sure the ask is available [43:06] for for all youth organizations. Well, [43:08] the ask is always available, and that's [43:10] why multiple programs come to us um for [43:13] support, right? So, so by by Belmont [43:16] coming forward, that didn't prevent [43:17] anyone else from not coming forward. [43:20] Let's put it out there. It's a different day and now we [43:38] have different but I just want to bring [43:40] that out to the table. you know, since [43:42] we're talking about all the different um [43:44] components of um these leagues that are [43:46] on top. But if you remember, he [45:53] came here and saying, "Oh, we're going [45:54] to fund raise." And I said, "Wait a [45:56] minute. There should be money to support [45:57] this." So, I'm glad I was able to raise [45:59] that point. But to based on your logic, [46:02] that means that we would have to before [46:04] we uh fund that with uh Mr. Freeman, uh [46:08] then we would have to make sure that all [46:10] the other aid uh uh teams got a chance [46:12] to come talk to our parts director [46:15] before we fund that. Is that what you're [46:16] saying? Like it it maybe but I do recall [46:19] that the [46:20] police that's coming out of the police [46:24] funding. Sure. No, absolutely. The [55:28] trust account that they're looking to [55:30] set up is just to deposit that money [55:32] into be like any of us in a in a private [55:34] organization or you know at our [55:36] workplaces. um you know, you need a [55:39] place, you know, as a fundraiser, you [55:41] know, I sometimes I had to set up [55:43] different accounts within our budget to [55:45] put the sponsorship money into those [55:47] accounts. That's that's what he's trying [55:48] to do. Um in other words, it's just not [55:51] going to go into the city, you know, [55:53] it's it's a that is my understanding [55:55] separate account away from the [55:57] consolidated. [55:59] So that is money is accounted for [56:01] outside of um the regular [56:04] city budget funds, right? I just need to [56:07] you said it's on the street and the LR [56:09] clearly says there will be a band [56:11] playing in the Liberty Street parking [56:14] lot while Broadway will be closed. So [56:20] that brings me a further question which [56:22] goes back to the day and the time and [56:24] what impact does it have on employee [56:25] parking because that's where the [56:26] employees park. So [56:29] um and also how much are the [56:30] sponsorships and so I just have a lot of [56:33] questions and this probably is for Mr. [56:35] Um, for Mr. O'Brien, uh, so are trust [56:39] and agency accounts still being done? I [56:41] know that Gatsby at 84 was some they had [56:43] changed it. It's still being done. I [56:46] mean, it's it's it's we can't use it for [56:48] our purposes for purposes, but it can [56:51] still be still be done from what I [56:54] understand and that was the course of [56:56] action that was uh determined by the [56:59] commissioner of finance. And oh, part of the and the [1:20:26] one of the petitions is um for the [1:20:30] signage for the weight limit on Kings [1:20:31] Road, which I did speak with Mr. um [1:20:35] Collins, and I don't know if you all [1:20:36] know, my understanding he's he's ill [1:20:38] right now, so that's not why we're not [1:20:39] seeing him there. Uh, one of them was [1:20:41] the signage for weight limit on Kings [1:20:43] Road and when I saw him at the [1:20:44] comprehensive meeting for the for [1:20:46] Woodlon. I told him that one I would [1:20:48] bring forward and the others I felt like [1:20:50] there was some decision that was already [1:20:51] made and so I would bring this one [1:20:53] forward. So I did ask Mr. um Canon who [1:20:56] was here this evening to take a look at [1:20:57] that and so he is here to explain to us [1:21:01] about the signage for weight limit on [1:21:04] King's Road. So, a [1:23:07] lot of that would actually have to do [1:23:08] with engineering and kind of the [1:23:09] physical makeup of the road. question. I [1:25:02] think they have about a half a dozen [1:25:04] back trucks and the back trucks weigh [1:25:06] somewhere around 15 tons. [1:25:09] So if we ever were to post a street, we [1:25:12] would probably need to include local, [1:25:15] you know, local traffic only, 8 tons [1:25:17] local traffic only so that this person [1:25:20] could stay in business or we would need [1:25:22] to somehow res I don't I I don't know, [1:25:25] reszone the area and he, you know, get [1:25:28] this business out of there and say that [1:25:29] we no longer want that. Um, and I I've [1:25:32] never heard of such a thing, but you [1:25:35] know, that's what it is. And if we were [1:25:37] to sign it 8 tons and still allow the [1:25:40] Badger [1:25:41] trucks, the problem is still there. The [1:25:44] problem is specific to these trucks [1:25:47] mainly because of their size. So that's [1:25:51] whereas I don't know if this actually [1:25:54] addresses the issue. So I I'm [1:26:58] wondering though the property at the end [1:27:00] of the street is is it I mean although [1:27:03] they're heavy and they have to travel to [1:27:04] get to their business, could we ask them [1:27:06] to go maybe 10 m an hour traveling that [1:27:09] road? I don't know. Just to to you know [1:27:12] maybe it's the I know what it's like you [1:27:14] know to have the house shake when big [1:27:16] trucks go down my street. I'm wondering [1:27:18] if if it's a speed factor if we could at [1:27:21] least reach out to try to accommodate [1:27:23] the homeowners on that street if maybe [1:27:25] we would you know go a little less than [1:27:28] a 25 mph speed limit. So to to ask if there was [1:28:24] any logic behind this beyond why is [1:28:26] there a logic behind stop signs on [1:28:28] console road, right? That would say that [1:28:32] your predecessors thought that this was [1:28:34] the best course of action at the time. [1:28:36] Uh I'm not going to stand and say that [1:28:39] these roads cannot support more than [1:28:41] four tons. I've never seen a two-tonon [1:28:42] posting. that was new. A two-tonon would [1:28:45] mean that anything bigger than [1:28:46] essentially a Prius couldn't go down [1:28:48] that road. So, we want to start doing [1:28:50] that. Then that would be interesting. [1:28:52] But, [1:28:54] you know, um that I I wasn't even aware [1:28:57] of this table till Brian found it. [1:29:01] And it also says on there that it [1:29:03] doesn't exclude um it's not it can't [1:29:05] prevent delivery or pick up merchandise. [1:29:09] Correct. [1:29:11] The idea was to [1:29:14] prevent trucks going. You know, [1:29:16] similarly, uh you know, that was another [1:29:19] reason certain one-way streets were [1:29:21] created. Mhm. To make sure that trucks [1:29:23] did not go down certain ways. So, it seemed that any decision we made [1:29:32] would grossly impact this one company. [1:29:36] And it sounds as if our intent is not to [1:29:38] cause them any financial hardships um [1:29:41] willingly or unwillingly. That's I I [1:29:44] don't know what the direction is for [1:29:46] that one aspect of it. Um but definitely [1:29:49] for the other areas of this uh the [1:29:51] traffic and the uh parking hydrants. I [1:29:54] definitely think it's our responsibility [1:29:56] as a city to make sure we are setting [1:29:58] people up for success. I know this is a [1:30:00] revenue line and I think it will always [1:30:02] be present. Um but in response to the [1:30:05] fee adjustments that we had at the end [1:30:07] of last year, I think the felt changes [1:30:10] is that we are uh putting in place [1:30:13] additional mechanisms to get more money [1:30:15] out of people and that's not the type. [1:30:17] It's how we promote uh safer and more [1:30:19] efficient uh adherence to our city code. [1:30:22] Um so I think that's updating our signs. [1:30:24] If that's painting, although it may be [1:30:26] tedious, I imagine it will be. I think [1:30:28] that just presents us as a city that's [1:30:30] responsive to what the residents are [1:30:32] saying. Um, but I do want to make sure [1:30:34] we have a a time to address the aspect [1:30:37] of the weight limit because that is [1:30:38] going to take a considerable amount of [1:30:40] conversation to get that moving. [1:30:45] Are you requesting that only streets [1:30:47] with curbs be painted or all? No, that's [1:30:50] an issue. Not all streets have curves. I [1:30:53] always forget that. Mhm. M. To [1:31:28] make it clear as you can park. That's going to be similar to New York [1:31:32] City. New York City. Isn't there someone [1:31:35] who goes around and paints the hydrants? So, my friend and I went and [1:32:08] painted his and then I painted the one [1:32:09] in front of my house. So, anyone can do [1:32:11] that. They will give you the paint for [1:32:12] free. It has to be two hydrants. [1:32:20] to the public. Well, Mr. Canon is saying [1:32:24] that to do that would be [1:32:27] labor intensive and you don't have [1:32:28] anywhere to do that. Well, we do. It [1:32:30] would just tie us off quite well just [1:32:32] like I mean this is a a thought if just [1:32:34] like we had the volunteer who was doing [1:32:36] the P hydrants if if if it's allowed [1:32:39] because I know there's union concerns [1:32:41] and all that stuff. if that would be [1:32:43] something that we'd be open to. All [1:32:45] right. I guess a suggestion would be if [1:32:47] we're being responsive to the data that [1:32:49] we received, is there any way we can [1:32:50] compile a listing of hydrants that are [1:32:52] frequently ticketed um and start with [1:32:56] those and maybe have a staged approach [1:32:57] cuz sincerely it's not to preoccupy your [1:32:59] time, which I imagine could be better [1:33:01] used. I think it's just how do we take [1:33:04] intentional steps showing the community [1:33:05] that we hear you and we are working to [1:33:08] alleviate that burden of not knowing [1:33:11] what 15B is. I do report that. So when [1:35:26] you are parking, you can be aware that [1:35:28] there's a fire hydrant maybe um with the [1:35:30] grasses tall. Some of the hydrants are tiny, especially over in the [1:35:34] woodline area. They're about this high. [1:35:36] So again, that they're they're at least [1:35:38] noticeable. Um, I'm going based on what's been said by [1:36:00] um, Mr. Cannon and and Mr. um, Mr. [1:36:04] Wallen in terms of there is there's no [1:36:05] weight limit. I don't see how we change [1:36:07] that. [1:36:10] And I think as we look to make [1:36:12] considerations to accommodate individual [1:36:14] interests, I think it's important to [1:36:15] just know that there are individuals in [1:36:17] these positions with the lived [1:36:19] experience and knowledge of these [1:36:20] professions and um at this time there's [1:36:23] no formal process to recognize a [1:36:25] petition. Um but sincerely, if any [1:36:27] residents affected by this decision feel [1:36:30] so to continue voicing their concerns, [1:36:32] please come to our council meetings and [1:36:34] make that point clear. Uh if there are [1:36:36] no other items to uh or no other [1:36:40] considerations for this specific item, [1:36:42] Miss Well, I just want Mr. Wallen, if [1:36:44] you could just um once again for the [1:36:46] sake of the public speak to how we came [1:36:49] about the decision about not um doing [1:36:51] this outside. [1:36:54] Sure. We did traffic studies based on [1:36:56] volume. What? On Kings Road. On Kings [1:36:59] Road. Yep. We did a traffic study a year [1:37:01] ago that was presented to the council. [1:37:03] We've done sensor data. We've done [1:37:05] counts and we have not found that [1:37:08] traffic the stop signs are worn in the [1:37:10] area. [1:37:13] So, are there concerns about like if if [1:37:16] you to add a stop sign, are there like [1:37:17] safety concerns about that or is it just [1:37:19] that it doesn't seem warranted? I guess [1:37:23] well um you know it was brought up that [1:37:25] u by the mayor several meetings ago that [1:37:28] uh one of the things that you could have [1:37:30] if we weren't properly [1:37:32] um I don't know what we say vetted but [1:37:34] you could get a rear end and somebody [1:37:36] could say that stop sign shouldn't be [1:37:38] there you know and maybe come and say [1:37:40] something to the city. I mean the the [1:37:42] whole idea with a stop sign is that you [1:37:44] know you would need traffic to come from [1:37:46] two directions not not just the one. So [1:37:49] really you don't have cross traffic in [1:37:51] the Woodlwan neighborhood that's a [1:37:52] generator significantly like Kings Road [1:37:54] would be. So then you you wouldn't need [1:37:57] necessary to stop because the gaps are [1:37:59] present enough where cars coming from [1:38:01] the side can get onto King's Road. I [1:38:03] doubt anyone ever says that they had a [1:38:04] hard time pulling out on King's Road [1:38:06] from any one of the side streets because [1:38:08] it's a you know the traffic on there is [1:38:11] not some kind of where you have like a [1:38:12] state street where it's a just a [1:38:14] continuous flow of traffic. Um, one of [1:38:17] the things that I was asked to look into [1:38:18] that I I will is that, you know, they [1:38:20] are doing some development uh in the [1:38:23] Woodwan area. Someone came to planning [1:38:25] commission with some apartments and [1:38:27] things like that. So, they were asking [1:38:28] about that uh and how that development [1:38:30] might affect traffic. Um, I will look [1:38:32] into that because I'm sure I'm going to [1:38:34] get questions on it Wednesday night. Um, [1:38:36] but when the study was completed, there [1:38:38] was no warrant and that's what for any [1:38:40] stop sign or any traffic signal, you [1:38:42] have to meet a warrant. [1:38:47] And I just um just want to remind [1:38:48] everyone that so when Mr. um Mr. Collins [1:38:51] has been coming to us about the concerns [1:38:53] there there have been some traffic [1:38:54] calming measures that have been done in [1:38:56] terms of crosswalk. Um was was there [1:39:00] anything else besides the Well, we did [1:39:01] crosswalk. We did road striping. Um you [1:39:03] know, we narrowed the lanes. That's a [1:39:05] number one thing that you do is you [1:39:06] narrow the lanes to make the roads feel [1:39:07] narrower. That does work. Um we did do [1:39:10] guide rail at the corners around that [1:39:11] area. Um you know the street was already [1:39:15] narrow. We made it more. Um you know we [1:39:19] like I said before that is it is a [1:39:21] federally a eligible road. It's called a [1:39:22] minor arterial. It is not kind of [1:39:25] qualified as a local road like most of [1:39:27] the roads. So that you know we would [1:39:28] like to keep roads like that flowing and [1:39:31] we like to keep them open. Technically [1:39:32] those roads are the ones that I've [1:39:34] recommended. We don't go putting speed [1:39:36] tables and things on because those are [1:39:38] the roads that we rely on to move [1:39:39] traffic. um if we start with those then [1:39:42] the local roads uh may get an influence [1:39:44] where you want to be on that. So it is a difficult situation because [1:39:49] everyone here deals with homeowners and [1:39:50] it is tough to tell a homeowner that [1:39:52] lives on Union Street or not or you know [1:39:55] one of these local arterials that yes [1:39:58] you have traffic and it will be more [1:39:59] commercial in nature. It's just that's [1:40:02] what it is because you know they it [1:40:03] affects their quality of life and most [1:40:05] of the things that bring up to you are [1:40:06] quality of life issues. [1:40:09] Mr. store. Um, when we were considering [1:40:12] stadium selling and egress and people [1:40:15] getting in or not, but it it was at that [1:40:17] point it was it was uh it was said that [1:40:20] there was an eight 8 ton limit. Uh, but [1:40:24] is that Roderdam side or was that side [1:40:26] as well? Rodam side. And I do want to [1:40:28] say that my first time I've come from um [1:40:31] King's Road uh towards um Skenctity and [1:40:36] there is a sign there isn't a digital [1:40:38] sign there telling me my speed now. Um [1:40:41] coming over the bridge I was at about 30 [1:40:45] and it was flashing my speed and then [1:40:47] down to 25. So um would it be possible [1:40:50] to put something like that? I mean it I [1:40:52] pay attention to that. Would it be [1:40:54] possible to put something like that over [1:40:55] by Kingsway? the people coming towards [1:40:58] the bridge would slow down as well when [1:41:00] they see the the the flashing sign. [1:41:04] Sure. I can talk. It's usually PD. [1:41:07] They're the ones who own own those [1:41:09] signs, but I can talk to them about it. [1:41:12] Start right cuz I just want to make sure [1:41:15] that everyone understands that we didn't [1:41:17] let it fall on deaf ears. And I just want and I'll bring it [1:41:23] up when I see Tracy again is that much [1:41:26] like everything else is that I just I [1:41:28] feel like the council because I hope [1:41:31] that they have faith in me. We lean on [1:41:33] engineering a lot. We lean on [1:41:36] engineering to fix the problems and not [1:41:39] enforcement of the properties. So, you [1:41:42] know, we can do these things just like [1:41:43] you say. We lowered it to 25. That's a [1:41:45] big change. New York State had to change [1:41:47] legislation. We had to do it for 3 years [1:41:49] and do a study. All right. Right. And [1:41:51] now everybody's going, "Nobody's paying [1:41:52] attention to 25. That's not on me." Mhm. [1:41:55] All right. And we haven't had issues on [1:41:57] Kings Road, but we're still having [1:41:59] complaints. So now, you know, we're [1:42:01] asked to fix issues that I have no [1:42:04] documentation of. And then when I do a [1:42:06] study and the issues don't come up, I'm [1:42:07] still asked to fix the issues. And now [1:42:10] it's a weight limit on a road. And even [1:42:11] if I put the weight limit in place, [1:42:13] there's tractor trailers that work on [1:42:14] the road. So, you know, let's we just [1:42:17] have to really be logical about what [1:42:19] we're doing. And you know, we can do all [1:42:21] of these things, but then you have to [1:42:22] ask yourself, if we did everything, [1:42:24] would we still have complaints? And I [1:42:26] feel like we would. I think that's also why [1:42:33] it's important to Mr. Wallen's point, we [1:42:35] have to support the decisions that are [1:42:37] made and accept our uh I guess stance on [1:42:41] accepting and valuing Mr. responds [1:42:43] feedback because to his credit he is [1:42:46] sincerely working with very strained [1:42:48] resources in the engineering department [1:42:50] with the expectation to continue year in [1:42:52] and year out to have greater impacts on [1:42:54] the city and what I imagine is part of [1:42:57] his unspoken uh frustration is [1:42:59] continuing to have to respond to a [1:43:01] project that he's already researched [1:43:04] heavily and thoroughly. So I think part [1:43:06] of it is we are not going to please [1:43:08] everyone. I know we need talking to the [1:43:09] choir. Um, but unfortunately there are [1:43:12] other efforts and areas in the city that [1:43:14] require the same due diligence from his [1:43:16] office and I would imagine part of it is [1:43:19] needs to get on to those areas as well. Mr. Wall U city engineering [1:46:04] and development department has done [1:46:06] multiple studies uh that have been [1:46:08] brought and approved by the city [1:46:09] council. First one was the Craig Main [1:46:11] corridor study and then that was [1:46:13] followed up uh recently by the Craig uh [1:46:16] sorry Crane Albany corridor studies. Um [1:46:19] part of that was the recommendation that [1:46:21] Chrysler Avenue be turned to one way [1:46:24] between Crane Street and Orander. Um [1:46:27] this is a section if anyone is familiar [1:46:29] that is extremely narrow. Uh it is [1:46:32] difficult to navigate especially when [1:46:34] there are two ways. Um and so the [1:46:36] recommendation was to change it to one [1:46:38] way. Uh we are bringing this for you now [1:46:41] because I am in the process of about to [1:46:43] bid a intersection reconstruction [1:46:45] project at Crane Chrysler in Maine and [1:46:48] the approval of this is necessary to [1:46:51] move forward with that. [1:46:55] So I I'm I'm sure most of us have driven [1:46:58] that street. It is a narrow street. Even [1:46:59] when there's no snow, you still have to [1:47:01] pull over and let another car pass. Um, [1:47:04] so the streets that that uh feed into [1:47:06] that, are they both two-way streets? Uh, [1:47:09] actually, no. It's the streets on either [1:47:10] side of what's going to be the freshman [1:47:12] academy when they open up next year. Uh, [1:47:14] and I believe they're like one way going [1:47:16] this way. Um, we have met though with [1:47:18] the school district. They are aware of [1:47:20] it. We have met with the fire [1:47:20] department. We met with the police [1:47:22] department. So, everyone is aware of it. [1:47:25] Um, and and and I don't you shouldn't [1:47:28] see any comments from them because we've [1:47:29] been working with them for about a year [1:47:30] on it.
