[1:08] It's a pleasure, to see you and to know that, [1:13] the business will continue. [1:16] My role tonight is to, [1:20] handle the election of officers and will be, selecting, [1:26] seven officers tonight. [1:29] Mayor, chairman, vice chairman, secretary, treasurer, [1:34] parliamentarian, and historian. [1:36] So I'm going to start with the position of mayor, [1:40] and I'm going to ask if there's a nomination from the council [1:44] for the position of mayor. [1:47] Yes, there is. [1:48] I am very proud to nominate a truly dedicated public servant, [1:52] Roy Schafer, for mayor. [1:55] Thank you, Martha. Is there a second to that nomination? [2:00] I second. [2:01] And that is Allison Ault. Thank you, Allison. [2:05] Is there any discussion? [2:09] Hearing no discussion, I move to a vote on the selection [2:13] of Roy Schafer as mayor. [2:16] All in favor, raise your right hand and say aye. Aye. [2:22] Carries unanimously or is there a negative? [2:26] You abstain. Okay. [2:28] Six yeas and one abstention. [2:39] Next, we move to the position of chairman. [2:42] Is there a nomination for position of chairman? [2:45] I nominate Martha Salt. [2:50] Thank you, Roy. Roy Schaeffer nominates Martha Salt. [2:55] Is there a second for that? [2:58] I second the nomination. [3:01] Thank you, Vic Basil. [3:05] Any discussion? [3:11] Hearing none, I ask that there be a vote [3:15] on Martha Salt as chairman. [3:18] All in favor raise your hand and say aye. Aye. [3:24] Anyone [3:27] anyone saying nay or abstaining? [3:29] No. [3:31] Okay. [3:32] Carries. [3:36] Next, we get to vice chairman. [3:38] Is there a nomination for vice chairman? [3:42] I nominate Francine Klein. [3:46] Thank you, John. Is there a second for that nomination? [3:50] Wreck. Martha Sault. Mhmm. [3:52] Thank you, Martha. [3:54] Any discussion? [3:57] Hearing none, I call for a vote. [4:17] Is there a nomination for the position of secretary? [4:21] I, Allison Ault, nominate Vic Beazell for secretary. [4:24] Allison Ault nominates Vic Basil. [4:28] I second that nomination. [4:29] Thank you, Roy. Is there any discussion of the vote? [4:33] Any discussion of the nomination? [4:36] No. Anyone in favor? [4:39] Raise your hand and say yay. [4:41] Yay. Yay. [4:45] Carries. [4:47] Next is the position of treasurer. [4:50] I nominate John Conlow. [4:53] Thank you, Roy. [4:56] Is there a second? [4:57] Yes. Mhmm. [5:00] Al? [5:02] Al Mullish seconds. [5:04] Any discussion on the nomination? [5:08] Hearing none, I ask for a vote on the nomination. [5:12] All in favor say yay. Yeah. Yeah. [5:16] Yay. Thank you. [5:19] Next, we get to treasurer. [5:23] Did we we just did treasurer. Sorry. [5:26] Parliamentarian. [5:29] Is there a nomination for parliamentarian? [5:33] Yes. I nominate Allison Ault. [5:37] Thank you, John. Is there a second? [5:44] I wreck the nomination. [5:45] Thank you, Vic. [5:47] Any discussion about the nomination? [5:51] All in favor [5:54] say yay. [5:56] Yay. [5:57] Thank you. [5:59] Finally, we get to historian. [6:02] Any nomination for the position of historian? [6:05] I, Allison, nominate [6:08] my neighbor here, Al Mueller, for historian. [6:11] Thank you, Allison. Is there a second? [6:15] I second the motion. [6:16] Thank you very much, John. [6:18] Is there any discussion of the nominee? [6:25] Hearing none, I call for the vote. [6:27] All in favor say yay. [6:30] Yay. [6:33] And it carries. [6:36] That's my job here tonight with the, [6:40] election of mayor, chairman, vice chairman, secretary, [6:43] treasurer, parliamentarian, and historian. [6:47] I turn, [6:49] leadership of the meeting over to the chairman, [6:53] Martha Salt. Thank you, Martha. [6:57] Thank you very much. [6:59] I think I can speak for everyone. [7:01] We're all, very happy to work with each other and working with, [7:06] the residents of Friendship Heights and happy to work with [7:10] the staff, and we look forward to a very productive two years. [7:14] There is a lot on our agenda and, [7:17] we will be getting right to it. [7:20] The second item on our agenda is comments from the public to the council. [7:26] We'll be using the usual format. [7:29] If you've signed up, [7:32] we will call your name and, [7:35] three minutes at the microphone. [7:47] Other first name I excuse me, is Roger Cocetti. [7:59] Thanks very much. [8:00] Roger Cocheti at fifty five hundred, Friendship Boulevard. [8:05] My comments will be brief. They're not substantive. [8:07] They're procedural. [8:09] Of of of, of course, first, congratulations to all of you, [8:12] and we now get to watch you guys [8:14] cooperate with each other and solve problems, [8:17] whereas we can just stand up and throw out crazy ideas and [8:20] criticize you for not doing things. [8:23] So our life is easy. Your life gets complicated. [8:27] My suggestion is, I've made before, [8:30] but I think it's appropriate at the start of this of this new council, [8:36] to not only, allow but to encourage and facilitate [8:41] written comments or you could call written testimony. [8:46] There are three benefits in my judgment to having written, testimony. [8:51] Number one, you may not have to listen to me every month because I may [8:56] well put my comments in writing. [8:59] Number two, it permits people who can't come to the meetings [9:03] or connect on, Zoom, to participate. [9:08] And number three, it permits, [9:11] us to, avoid the, three minute limit, [9:15] although there should be some limit on the length of submissions. [9:20] What's key to doing it, however, [9:21] is not making it secret. [9:24] Testimony should be public and easily accessible to anybody [9:28] who goes to the website or has an interest. [9:30] So I hope you'll consider it. [9:32] I think there are, benefits all the way around [9:35] for, everyone by, [9:38] not only, allowing but encouraging, [9:41] written testimony. [9:42] Thanks very much. Good luck to all of you. [9:45] Thank you. [9:46] And I can assure you, [9:47] we will seriously consider your suggestion. [9:51] Dan Dozier. [9:59] First, I wanna con congratulate I'm Dan Dozier. [10:02] I'm, live in the Carlton, [10:04] and congratulate the new newly elected council and thank the [10:07] previous members, for their service. [10:11] The second thing is I wanna echo Roger's suggestion. [10:15] I think it's a really good idea to encourage, [10:19] written submissions, but I add a caveat to it. [10:22] The council ought to respond to those suggestions [10:28] rather than it disappearing into the ether ether. [10:31] And in particular, it's difficult to respond perhaps to [10:36] to verbal suggestions, comments here, people, [10:40] but it isn't so difficult to respond to writing. [10:43] So at the very least, [10:44] I think the council ought to respond to the written suggestions. [10:47] And again, congratulations. [10:49] Thank you. [10:52] Thank you. I'll respond to you later. [10:59] Bobby Pestronk. [11:05] Good evening. Congratulations to you all. [11:07] As I've mentioned to most of you, [11:09] I'd be happy to talk with you offline to share insights and [11:14] observations as it might be helpful. [11:18] I live at forty seven zero one Willard Avenue. [11:22] The village invests hundreds of thousands [11:25] of dollars in certificates of deposit every year, [11:29] and I believe that greater care should be exercised with [11:31] paperwork associated with these [11:36] wreck [11:49] deposit. [11:50] Second, there is an unfulfilled request for public documents [11:55] from the village. [11:56] And third, there's been a failure to inform authorized village [11:59] council members and finance committee members about a [12:02] reinvestment of the certificate of deposit, [12:04] which matured on May seventh. [12:07] Regarding the first point, [12:08] the village may invest funds and certificates of deposit not [12:12] needed immediately for either the operating or capital budgets. [12:16] Other options are available for funds needed for those budgets. [12:20] One or more members of this council may be authorized by [12:23] the village council to interact with mister Brian Kusky, [12:26] who at the present time manages the investment of village funds [12:30] in certificates of deposit. [12:32] The paperwork one or more of you may be asked to sign, [12:35] if it's identical to paperwork I was asked to sign, [12:39] has errors in it. [12:40] The village is misidentified and characterized, [12:44] and the types of investments can which can be made by mister [12:47] Kuskie are contrary to current and previous village policy. [12:52] Before you sign the paperwork, digitally or otherwise, [12:54] confirm that these errors have been corrected. [12:57] If they can't be corrected, [12:58] ask the village manager to identify another broker to [13:01] handle these investments. [13:03] Other brokers exist, [13:05] the current investment policy specifies that the village [13:07] manager should have a list. [13:10] Regarding the second point, consistent with village policy, [13:13] I asked the village manager for a copy of the present document [13:16] which council member Schaeffer signed with mister Kuskie. [13:19] I had previously informed him and other council members of [13:22] the errors noted above. [13:24] Mister Schaeffer had suggested that I share the paperwork [13:27] publicly on a previous occasion. [13:29] The village manager informed me that he's not authorized to see the document. [13:33] Mister Kusky won't release the document without authorization [13:36] from mister Schaeffer. [13:37] Mister Schaeffer is apparently not given that authorization. [13:40] The document has not been released. [13:43] The document isn't a private arrangement between mister [13:45] Schaeffer and mister Kuskier's firm, it's a public document. [13:49] I ask this counsel to assure that the document is released. [13:53] Rewarding the third point, [13:54] following a problem of notification with a maturing CD last fall, Mr. [13:58] Schaffer committed publicly at a Finance Committee meeting to [14:01] inform Finance Committee members when a future CD matured. [14:05] That notification never took place with a CD which matured [14:08] since then on May seventh. [14:11] Three council members were authorized by the previous [14:13] council to oversee investments in certificates of deposit, [14:16] Mayor White, mister Schaeffer, and me. [14:19] I never received notification from mister Schaeffer about [14:21] maturing certificates or his plan to reinvest the funds in a [14:25] new certificate of deposit. [14:27] I suggest that present counsel assure the present investment [14:31] policy is followed and that members of the current counsel [14:34] and finance committee are kept up to date on maturing CDs and [14:37] any recommendations to reinvest them. [14:40] Aside from certificates of deposit, [14:42] other investment options are available for these funds. [14:46] I've sent at the suggestion in previous meetings from mister Cocheti, [14:51] I've sent a copy of these comments to the info at [14:53] friendship heights m d dot gov so that all these comments, [14:58] I know will be distributed to you when I again, [15:01] thank you, [15:02] and I'd be happy to talk further with you about my comments. [15:05] Madam chair, could we possibly, [15:09] have a fuller discussion of this, [15:13] because I'm not aware of everything the former chairman just said? [15:17] Could we possibly have it on the agenda next time? [15:22] We we can look into it, and [15:25] I'm wondering if we can resolve this offline, though. Mhmm. [15:30] Well Thank you. [15:34] Mister Dorsey. [15:43] Mike Dorsey, forty six twenty. [15:45] First, I wanna I wanna, congratulate, doctor Mueller. [15:50] To go up against seven people on a ticket, the gang of seven, [15:55] and to come out on top the way you did with two hundred and [15:59] fifty one votes is outstanding. [16:02] Outstanding. [16:04] And and what I would say is that, [16:07] whenever seven people have to come together to try to put one [16:11] person down, it's not a good look for the village. [16:17] Seven people and and eight, [16:20] eight people running for seven positions, [16:23] and you need seven of you, pretty weak. [16:27] However, so I just want to read to you, [16:31] something, the Supreme Court said in nineteen sixty four, [16:36] New York Times Company versus Sullivan. [16:39] Justice Brennan wrote, [16:41] in our profound national commitment to the principle [16:43] that debate on public issues should be uninhibited, [16:47] robust, and wide open, and that it may well include vehement, caustic, [16:53] and sometimes unpleasantly sharp attacks on government officials. [16:58] So what I'm saying to you [17:00] is, when seven people have to come together to run against [17:03] one, I don't respect you six. [17:07] Now it's the gang of six, not the gang of seven. [17:10] And so I don't respect you. [17:12] And from what I just heard there, I don't trust you. [17:16] So at every meeting, I will be here and I will call you [17:20] out whenever it's appropriate and I [17:23] will use names. [17:25] At the last council meeting, [17:27] a resident stood up and said we shouldn't use names. [17:31] Well, I'm going to name names when it is appropriate. [17:34] Now what bothers me the most is, [17:36] if you'll target one man to push him aside or keep him [17:41] down, what will you do? [17:43] Who's your next target? Who's your low hanging fruit? [17:47] Is it our staff? [17:50] That's a question. [17:52] Yeah. You'll sit there like that. [17:54] That's why I don't respect you and I don't trust you. [18:04] Yes. Mhmm. [18:07] Sir, I'm sorry we've never had a chance to talk. [18:11] You don't know me? [18:11] I've never been to a meeting. [18:13] That's okay with me. [18:15] Yeah. It is okay. [18:15] It is okay with me that I haven't been to a meeting. [18:18] I intend to learn the way I've learned my whole life. [18:22] I've had a career of service for fifty years in public [18:26] service, and I ran not to put anyone down, [18:30] but to lift this community up, [18:32] which I love and which I am dedicated to. [18:36] I'm the board president at the Elizabeth, [18:39] and I did not join with these other fine people to put [18:42] anyone down. [18:44] I joined to help this community continue to thrive, [18:48] and that's what I'm dedicated to doing. [18:51] So thank you very much. [18:52] I'm sure you'll get to know me better, [18:54] and you'll see that I have as much integrity [18:58] and desire to have us do well as you do. [19:03] So thank you very much. [19:07] Madam chairman, I I would like to point out that there were unpleasant [19:11] things said in the campaign, but the campaign is over. [19:16] And our job, each of us, [19:18] is to come together and work as a team to try to do what is [19:22] best, for the village, and I intend to do that. [19:27] Thank you, madam chair. [19:28] Thank you. I think we're we're all in agreement. [19:32] I think we're ready to move on to the treasurer's report. [19:41] Hi. [19:44] Very briefly here. [19:46] Our operating budget for the ten months through April is in [19:50] pretty good shape. [19:51] Revenues are up two hundred and sixty seven thousand from our [19:55] budget estimates. [19:56] Expenditures are down two hundred and ten thousand from [19:59] budget estimates. [20:01] So all told for fiscal year twenty five, thus far, [20:04] estimates are that we have a four hundred and seventy seven [20:08] thousand dollar surplus over budget [20:10] based on our results through April thirtieth. [20:13] The next two months will tell the full story, [20:15] but things are looking pretty good on the operating side. [20:19] Revenue gains are primarily due to unanticipated increase in [20:23] income tax revenue. [20:25] The increase is probably largely due to people taking [20:28] gains on stock market earnings. [20:30] Going forward into next fiscal year, [20:32] the revenue picture is probably more worrisome, [20:35] especially in DC and Southern Maryland where so many federal [20:38] employees and contractors are losing their jobs. [20:43] On the expenditure side, [20:45] across the board, [20:46] many of our expenditures are coming in under budget. [20:50] Leading expense savings so far this year compared to budget [20:54] estimates include the police patrol, [20:56] sixty seven thousand dollars, [21:01] under under budget, bus contract, [21:04] twelve thousand dollars in savings, [21:06] center, special events, twelve thousand dollars in savings. [21:10] So we're doing pretty good overall on the expenditure side as well. [21:13] On the capital side, [21:16] we spent approximately forty seven thousand dollars through April, [21:21] that includes a replacement of the AC unit in the village [21:24] center among other small items. [21:27] Going forward, we still have a lot of work to do to develop a more robust [21:31] multi wreck capital plan and budget. [21:36] In terms of reserve funds, [21:38] our total reserves as of April thirtieth are approximately [21:41] three point five million or four hundred thousand over the [21:45] three point one million that we started the year with, [21:49] and that largely reflects the positive, [21:51] budget results I I just mentioned. [21:54] That number will likely go up by another million [21:57] dollars this month, [21:58] reflecting the funds we received from Donahoe for the [22:01] village's sale of development rights to the fifty five [22:04] Avenue, five thousand five hundred Wisconsin Avenue project. [22:09] That's basically my report. Any other comments? [22:14] Madam chair, I I believe if I understood you correctly that [22:17] we will be getting the million dollars. [22:21] We have gotten it. We got it last Monday. [22:24] Sorry, mister Meezy has left. [22:25] He negotiated that when they were offering two hundred and [22:29] fifty thousand dollars, so it shows what, [22:32] what persuasion can occur. [22:36] And as far as I know, [22:38] the total amount in our combined reserves is something [22:41] like, I think you said, four point five million dollars. [22:45] I I hope that, going forward, [22:47] and I know you just inherited this, [22:50] that you will let, the council and, [22:53] more importantly, the, residents [22:57] know how much money we have at each meeting and also how [23:01] much is in each, [23:04] CD? [23:05] I think mister Pestrunk's, [23:07] comments were aimed at trying to find out when the CDs run [23:11] out, and then leave it not to the treasurer, [23:14] with all due respect to the treasurer, [23:17] but to the entire council. [23:18] I would hope the treasurer will advise [23:21] what, protected, [23:24] investment it should be, [23:26] but I think it would be nice if if the entire council approved [23:30] where the money goes. [23:31] And thank thank you for your report, [23:33] which you just inherited. [23:34] And we passed an investment policy that addresses, [23:38] some of what you're recommending [23:41] at the last meeting. [23:42] The next item on the agenda is approval of the minutes from [23:47] the April fourteenth council meeting. [23:49] And, at that time, I was the, [23:54] the secretary, so, I move that the council adopt the minutes [23:58] of April fourteenth. [24:02] I'll second. [24:05] I'll call for a vote to approve the minutes, [24:09] and I believe a number of people, [24:11] were not there. [24:13] So I'll start with [24:16] the call for the vote. [24:17] Those who approve, say say yes. [24:20] Yes to [24:22] and no [24:25] abstain. [24:30] The [24:33] wreck of us were not there, [24:34] so I think the proper thing would be to abstain, [24:36] and you and the the mayor Thank you. [24:39] For those who wanna abstain, can you raise your hand? [24:46] It's not clear how you're voting, John. [24:48] Well, I I apologize. [24:50] I'm abstain. [24:52] Okay. Thank you. [25:01] The next item on our agenda is discussion vote on reappointing [25:06] the ad hoc committee on climate change and environment. [25:10] And, as is true for every committee, the mayor, [25:15] has the authority to appoint or reappoint members of the ad hoc [25:19] committee on climate change and environment. [25:21] Those members are Patricia Kanessa, [25:24] Chris Nauer, Sonya Starnes, and Thomas [25:29] Brodie. [25:30] That's a nomination, [25:33] from the mayor. [25:34] Does the council approve? So I'm calling for a vote. [25:38] Those who say approve, say yes. Yes. Okay. [25:43] Thank you. [25:46] Yes. [25:46] Yeah. That does not close out the nominations. [25:49] We we knew that the existing members wanted to continue, [25:53] so so we're doing that. [25:54] But if anybody is interested in joining the, [25:57] climate change and environment committee, [25:59] just please submit a brief, statement of interest, [26:03] maybe some biographical information to the village [26:06] manager, and we can consider that at the June meeting. [26:10] I'm sorry. We can consider it, Juan. I couldn't hear you. [26:13] We'll we'll consider any additional wreck expressions of [26:16] interest in joining the committee, [26:17] we'll take up in June. [26:18] So this does not close off the nominations. [26:23] Thank you. [26:25] We'll move on to the next item, [26:27] and we have a number of what I call housekeeping matters. [26:30] So, the first relates to our [26:34] representative on the Citizens Coordinating Committee on [26:36] Friendship Heights, And I, move that mayor Roy [26:41] Schafer, take up this position. [26:44] Our, prior mayor, Melanie White, [26:46] did that for many years. [26:48] So I, [26:50] move that, Roy take that position. [26:54] Does anyone want to second that? [26:56] I second. [26:58] Francine seconds. Is there a discussion? [27:04] Okay. [27:04] I'll call for the vote, [27:07] to, appoint mayor Roy Schafer as the Village of Friendship [27:10] Heights representative to the Citizens Coordinating Committee [27:14] on Friendship Heights. [27:15] All those in favor raise their hand and say yes. [27:21] One Epstein [27:24] and six yes. [27:26] So it passes. [27:38] The next item is to, move move to appoint the mayor, [27:43] chairman, and treasurer as signers for financial accounts. [27:47] I make that motion. [27:49] Is there anyone seconding? [27:52] Thank you. [27:55] I call for the vote to, appoint the mayor, chairman, [27:58] and treasurer as signers for financial accounts for the village. [28:03] So all in favor say yes. [28:07] Yes. [28:07] Any noes or abstains? [28:09] Thank you. That's unanimous. [28:21] We're gonna proceed with a few committees. [28:24] Not all the committees that exist in the village or [28:28] will exist are going to be addressed, [28:30] tonight, but some of them, [28:32] we'd really like to get them staffed to, keep moving. [28:37] So, [28:39] I believe the mayor has a nomination for the finance committee. [28:44] Should I do them all or one at a time? [28:46] All the names. All the names. [28:47] All the committees. [28:49] One committee at a time, please. [28:51] So for for finance, obviously, [28:53] the the chairman I'm nominating, the treasurer, [28:55] John Conlow. [28:57] I'm also appointing myself as the prior treasurer and council [29:01] member Ault. [29:04] Thank you. [29:07] And the committee would approve that as a whole. [29:10] Is there any discussion on that? [29:14] K. Thank you. All who, approve, say yes. Yes. Yes. [29:19] Thank you. [29:19] That's [29:21] seven to zero.
