[4:20] Today marks a significant milestone for the city of Pekin [4:24] as we officially announce the final closing and successful [4:29] purchase of property. [4:31] This acquisition represents not only the culmination of months [4:38] of collaboration, negotiation and due diligence, [4:43] but it also is a bold move, bold step forward. [4:48] [4:51] In our continuing effort to invest [4:53] in the future of our city. [4:55] The property, long considered a strategic and high [5:00] potential site, will now be brought under the ownership [5:05] of the city of Pekin. [5:07] Opening doors for development, revitalization [5:11] and long term economic benefit for our community. [5:16] We are excited about the possibilities [5:18] this site presents, and are committed to ensuring [5:23] it is utilized in a way that reflects [5:27] our shared vision for growth, innovation, and quality of life. [6:37] And that is we worked. [6:42] All of us here in this room have worked very hard to push [6:44] this project forward. [6:46] In 1966, it was the start of the veterans road. [6:51] The talks started then. [6:54] There was a lot of elevator grain elevators [6:57] at the foot of court street by the river, [7:00] and the grain trucks went straight out, court street out, [7:04] route 9 all day long. [7:07] So with the work of the people that were on council, then [7:11] the mayors IDOT, they came up with the plan [7:15] of moving of moving traffic as the ring road veterans South. [7:22] Once that was developed, then in I believe it was around 2008. [7:30] I have seen some but not all of the plans. [7:36] There was money supposedly given to the city of Pekin [7:39] to redo court street. [7:41] I don't know if it ever was done at that time, but then in 13. [7:50] The rest of veterans was developed [7:52] and that was from court street on to Sheridan road. [7:57] That was in part of once again dedicated, hard working people [8:03] to move the city forward. [8:06] This will be the final phase of veterans road [8:09] to be connected to 474. [8:13] This is a dream. [8:14] This is a big dream. [8:15] This is a bold step for the city of Pekin. [8:19] It takes courage to move things like this forward. [8:24] But when you have a vision and you want your city to succeed, [8:28] these are the steps you take. [8:31] I'm going to give you a couple of examples that steps were [8:34] taken and steps that were not taken in the late 60s, I believe [8:40] mid to late 60s as well. [8:43] ICC wanted to come downtown Pekin and at the time, [8:47] the board and the council or excuse me, [8:49] the council and the mayor stated that they did not want [8:54] and I. I'm sorry, I'm stating what they said. [8:57] Those long haired hippie people in our town. [9:00] Well, ladies and gentlemen, look at ICC today. [9:03] East Peoria ICC is flourishing. [9:08] We should have taken that bold step, in my opinion. [9:12] Then in 1994. [9:15] Another example I'm going to give you is the mayor [9:18] at the time was Larry Holmgren. [9:23] He was the tie vote to bring the federal prison to down to town [9:27] Excuse me. [9:28] He was criticized dearly. [9:31] That federal prison has brought 277 jobs. [9:36] Their payroll budget in 2014 was $24.4 million. [9:43] It was stated at the time that we don't [9:45] want those kind of people in our town to rape [9:51] and kill some of our people. [9:53] That hasn't happened. [9:55] They have had good federal jobs. [10:00] Good careers come out of that choice. [10:04] It was the right choice for the city of Pekin. [10:06] I believe the mayor took a bold step, [10:09] and he thought it would move our city forward. [10:11] That is what I am doing as your mayor today. [10:14] I am taking this bold step with council, [10:18] with staff to move this city forward. [10:21] So thank you very much for listening to me. [10:25] I hope that the naysayers will help us move, change their mind, [10:34] help us move the city forward. [10:36] See the good in it. [10:38] And make our city prosper and grow. [11:32] She lives in Sunset hills, bought a home there around 2016, [11:36] and she's kind of at the end of her rope. [11:39] In regards to what to do with some city owned property. [11:43] She lives over in on Flanders drive, which [11:47] is it's on the back end of Sunset hills, [11:50] and it's got its laundry list of not problems, but [11:55] storied history, if you will. [11:57] It originally it was kind of a cut [11:58] through road to get to veterans while that was being expanded. [12:02] And now there's really just five homes there. [12:05] They can't cut through there anymore [12:07] because there's homes now on the back side facing veterans. [12:11] But, she's kind of tired of spending her own money to try [12:16] and beautify that property. [12:19] If you go to the end of the road, there's about another 20, [12:22] maybe 30 feet of road or non-existent road [12:26] that goes into the tree line there. [12:30] And there used to be a tree. [12:32] The tree was cut down. [12:33] It's basically been mandated for forever. [12:37] And I think it's time that we just bite the bullet [12:41] and use some community development block grant money. [12:44] I thought I told her I'd bring it up because it closes. [12:48] Public input closes for that on Thursday. [12:52] So I think that's important. [12:53] Just get in there, grind out all those two stumps, [12:58] kill all the vegetation, lay rock down, and then [13:03] actually remove those two concrete barriers [13:06] and put up an actual guardrail. [13:09] I think that's important because she really shouldn't be using [13:12] her own money to try and solve the problem that she [13:15] didn't create or ask for. [13:17] This isn't really an easement situation where we have just [13:21] grass between the sidewalk and the road and you just mow it [13:24] and you walk, walk away. [13:26] But this is a much bigger situation [13:28] that I think needs addressed. [13:32] I wanted to bring that up. [13:33] I want to speak about agenda item 8.7. [13:36] I see we're buying a new vehicle. [13:39] We seem to do that a lot. [13:42] But this ordinance is a little different than the ones [13:44] in the past. [13:45] And there's a phrase in here that speaks volumes. [13:49] It says that the old vehicle was damaged beyond repair [13:53] in an accident last year while the street [13:56] department was conducting road maintenance on Veterans drive. [14:00] The key word there is accident. [14:03] With an accident comes a police report. [14:06] With a police report comes insurance claims. [14:08] But I'm not seeing anything like that in the ordinance at all. [14:11] It just says that got four quotes. [14:15] You're going to pick quote D, which is [14:17] 43,000 and some change 27 K's coming [14:21] from the street department. [14:23] 16 K's coming from the sewer. [14:26] But there's no talk about insurance. [14:29] So is there an insurance claim I think [14:31] it would be important to ask that question before you vote [14:34] on this, because if there is an insurance claim, [14:38] then maybe we should probably get some kind of cost recoveries [14:42] for that. [14:44] And then one last thing, if I may. [14:47] I know last time it was brought up [14:49] and I'll just bring it up again. [14:51] The hotel motel six. [14:53] Are we still on track to get that torn down. [14:55] Last time we heard, it was in litigation. [14:59] It'd be really nice. [15:00] I mean, that's an eyesore. [15:34] Yes the matter of the Motel 6 was up on Friday afternoon, [15:42] and we successfully argued a motion [15:45] to prosecute the foreclosure and what would likely turn [15:50] into demolition of the matter. [15:52] It came over the defendant's objection, [15:55] and I stressed to the judge, who's a very good judge [15:58] over in the courthouse kitty corner from here, [16:02] that this is a risk to the health, safety, [16:06] and welfare of the community. [16:08] And while the judge did listen to opposing counsel's arguments [16:14] because they are the landowners. [16:15] And we do have a right to use our property the way [16:18] that we believe that we should. [16:21] We made a compelling argument, backed by evidence, [16:24] that staff was great to support me with, that this [16:26] needed to be taken care of. [16:28] So he did object to that. [16:29] He said that the judge was overreaching, [16:32] but we were successful. [16:33] We are filing an amended complaint [16:36] to expedite this matter and to obtain more costs and expenses. [16:41] We also put on the record that they [16:43] need to keep it safe at all times, [16:45] that the fencing needs to be there at all times, [16:49] and the responsibility is theirs for the maintenance [16:53] of the property and so much that no resident or guest of the city [16:58] hurts themselves on their property. [17:01] So it is we are making progress. [17:04] The legal system is slow. [17:05] They tried to slow it down further [17:07] and we basically just beat them at in court. [17:11] Very good. [18:28] So my biggest thing is now that we are extending this, [18:35] are we going to after it's all done and the taxpayers of Pekin [18:40] pay for all this new roadway to extend to 474, [18:45] what are we going to do. [18:46] Turn it over to the state again and trade it for. [18:49] Because that's what we've done. [18:50] We traded it for court street, and court street was a mess [18:54] because court street was owned by the state, [18:57] and we traded of veterans that we paid for as taxpayers [19:02] for court street. [19:03] That was a mess. [19:05] So what are we going to do. [19:06] Are we going to trade that to the state [19:08] because it's a new highway. [19:10] For what. [19:11] What is the state going to pay for. [19:13] For us, I guess as a taxpayer, I'm worried about that [19:18] because that's not a fair deal. [19:20] It's not a fair deal at all. [19:22] We got streets here that needs repaired. [19:24] And I think that's where I'm standing because as a retired [19:30] city employee, I seen a lot. [19:33] I know a lot. [19:35] I know how the federal prison was voted in. [19:37] I know how the. [19:40] They tried to bring in the gambling Casino [19:42] and it was voted down. [19:44] I know all of that. [19:46] I mean, I could write a book of my years of the city, [19:49] and I had great years with me too. [19:52] I had wonderful years with the city. [19:55] I had a husband that was sick that needed a heart transplant. [19:59] The city came forward and helped that happen for my husband. [20:04] And I love this city, but I'm just wondering, [20:09] are we going to forfeit the rest of veterans [20:14] after the taxpayers pay all of this [20:16] and our roads look like crap, and we're going [20:19] to turn it over to the state. [32:52] Mayor city council's prior meeting on May 27, [32:56] you all approved a resolution adopting a set of economic [33:01] development program funding, which set a $100,000 program [33:05] budget for this year's commercial [33:06] building improvement program. [33:08] So up to $100,000 of awards. [33:10] No individual award could exceed $50,000 or 50% of the eligible [33:16] project expenses. [33:17] We published notice of the program on the city website [33:21] and on social media. [33:22] We also notified different business organizations [33:25] and several individuals that we knew [33:27] were interested in the program. [33:28] Applications were opened for approximately 30 days [33:31] through the month of June until July 7, [33:33] and we received six applications. [33:36] Staff initially scored each of the projects [33:38] based on the criteria that were published in the program, [33:41] including the applicant's history and capacity [33:44] to adhere to a grant program. [33:46] How well the improvements addressed [33:49] issues with the property. [33:51] And several other criteria. [33:54] The economic development advisory committee [33:56] reviewed those applications and the scoring from staff [33:59] and made adjustments as a committee. [34:01] The score sheet and the packet reflects [34:03] that committee activity and their recommendation [34:06] for awards this year. [34:09] I did want to note that after the committee's recommendation, [34:14] the Pekin Moose lodge did decline to move forward. [34:17] So this resolution, as written, only reflects five projects as [34:20] recommended by the committee. [34:22] One other note TCRC reached out after the committee's review [34:26] and they wanted to modify their application. [34:28] Originally, they submitted it to a parking lot project. [34:31] They instead want to do improvements to their building. [34:34] They think they have some issues with one [34:35] of the walls of their building, so [34:37] they would rather address that. [34:39] And I think the EDAC would be perfectly fine with that [34:42] without having to go through a review process again. [34:44] They prefer building improvements [34:46] over parking lot improvements. [34:49] Also say the committee didn't feel any project was [34:52] impactful enough to receive the maximum grant amount, [34:54] so they wanted staff to republish the program. [34:57] With the remaining funding, there would be approximately 60 [35:00] or there would be $60,000 available if the resolution [35:03] is approved, as is tonight. [35:05] We could also roll that into one of the other types [35:07] of programs that was approved, such as the return [35:09] on investment program. [35:12] Ultimately, EDAC recommends approval of this resolution, [35:15] directing staff to prepare TIF agreements for each [35:18] of the five applications. [35:21] So the three projects being awarded $10,000, [35:24] two projects being awarded 5,000, [35:28] and then it would be good if council would also give staff [35:31] feedback on what you want to do with the rest of the money [35:33] this year, and you've got several options [35:35] I included in the packet. [1:19:24] They are all housed either locally, the facility [1:19:28] in Peoria or other places where they've [1:19:31] been placed, be it Danville or Champaign area, [1:19:35] Springfield area. [1:19:36] But he assured me no. [1:19:38] Tazewell vets are unhoused. [1:19:39] Now, I didn't get the chance to ask the Senator. [1:19:42] Are those strictly vets only or is that vets only. [1:19:46] OK, just wanted to be sure because it went through the VA [1:19:49] down there. [1:19:50] Yeah I knew she said the VA was involved there. [1:19:52] Yeah all right. [1:20:28] And it was the Fogelberg foundation [1:20:32] of Peoria, in partnership with the Pekin concert band, [1:20:39] this conductor, Sir Robert Sheldon composed [1:20:44] just a phenomenal I don't know what to call it, [1:20:49] symphony I don't know of for the leader of the band, [1:20:54] who is Lawrence Fogelberg, band director at Pekin high school, [1:20:59] who, of course, is the father of Dan Fogelberg. [1:21:02] So they had all the people in the room [1:21:08] stand up that actually played in the band [1:21:12] when Mr. Fogelberg was the director. [1:21:15] It was just a very emotional concert. [1:21:18] It was just it was beautiful and kudos [1:21:21] to the Park District, everybody that put this together. [1:21:24] This was just really something that you just [1:21:28] will remember for a lifetime. [1:21:29] So good for them. [1:21:31] Very good. [1:22:20] I don't mean your Morton and your East Peoria [1:22:22] and your Tremont and your Washington. [1:22:24] I mean, I go to conferences up North [1:22:28] and they're like Pekin, Illinois.
