The main difference in this [5:12] agreement is that the original agreement [5:14] that we did last year was for some base [5:16] work of eight courts with the [5:18] alternative work of 10. USA has provided [5:21] the additional funding so that we could [5:23] do all 18. So, we revised the agreement [5:26] to include all 18 and that USDA would um [5:30] come up with the additional funding. Uh [5:32] I've also, just so you're aware, I've [5:34] talked with the US today and I've asked [5:36] that the USDA Eastern provide you with a [5:39] letter of concurrence for your meeting [5:41] on Monday just so that you have that. Um [5:45] you have to remember Maxine, uh she did [5:47] a really great job working with them as [5:49] it went. But there is a section in here [5:51] that I'll call your attention to because [5:53] we don't want to get anybody nervous. [5:55] Section two, se part one. It says if the [5:59] costs are found to be in excessive, US [6:02] may terminate this contract. The idea [6:04] was is that USGA, we didn't think it was [6:07] fair to have them have a contract that [6:09] bind them into what the cost would be. [6:11] >> Um, and so we did get six bids. The low [6:15] bid was uh within our budget. actually [6:17] was a great bid contractor that we've [6:20] worked with and uh we've reviewed it and [6:23] we have a letter from our consultant in [6:25] the later portion of the packet and USA [6:27] will be uh sending us a letter to state [6:30] that they are comfortable with the bid [6:31] and will be providing us with the [6:33] additional funding. Um, the amount won't [6:36] be determined because if you were to [6:38] read into here, there's some other [6:39] things that they like a shed and things [6:41] like that. Those are things that they [6:42] may purchase additionally because like [6:44] it states in the agreement, the city [6:46] funding is capped at the funding that we [6:48] have available, but they realize that [6:50] this facility is important to their [6:52] operations for the next 20 years. So, [6:54] they want to make sure that the [6:55] investment is there initially. [6:58] >> Go ahead, please. [6:59] >> So, initially they were going to do 10 [7:01] courts in Central Park and then the [7:03] Michigan Avenue. we were going to do [7:04] eight courts in Central Park and do some [7:07] repairs to Michigan Avenue. So now, [7:09] right now, we're focused on Central Park [7:11] and that we will have uh possibly an [7:13] agreement in the future for Michigan [7:14] Avenue, but they Central Park is [7:17] critical to their um essentially to [7:20] their season, to their schedule. So, [7:22] they want to put right now all their [7:24] eggs in one basket with Central Park. Um [7:26] Michigan is more critical to 15 Love [7:30] because a lot of educational things [7:31] happen at 15 Love. So, it is something [7:33] that we'll have to look at, but they [7:35] like to uh focus on Central Park [7:39] because, as we talked about prior, um [7:41] the June 1st deadline is going to be a [7:43] challenge. Um right after this gets [7:45] approved, we're going to have meetings [7:46] with um construction with Gallup and try [7:50] to move this forward as quickly as [7:51] possible. Um, it's a usage [8:44] agreement, not a finance agreement. So, [8:46] this is for um USA and their subsidiary [8:50] of 15 love to use these tennis courts [8:52] for a period of 20 years suspending [8:54] December 31st, 2046. Their previous [8:57] agreement was set to expire this year. [9:00] the USA uh requested that for the money [9:04] to be transferred over that they extend [9:05] this agreement so that the both happen [9:08] at the same time. They're making an [9:09] investment and the city's acknowledging [9:10] that we'd be able to they'll be able to [9:12] use the the courts for 20 years. The [9:14] only thing that I could point out on [9:17] this because I was talking with uh both [9:20] Maxine and Bill Maza is that this this [9:23] regards a waving of fees given their [9:26] commitment for USDA Eastern and 15 Love. [9:31] No other entities. [9:33] Now, the city has to probably get [9:35] something in place similar to the pool [9:37] where we have something that would make [9:38] sense for both the city and for the [9:40] patrons. But you know, right now the [9:43] courts are not a paid entity. So this [9:46] just takes place to USDA Eastern and [9:49] 1511. That's what's stipulated in here. [9:54] » Mr. I'm sorry. [9:55] >> So just for clarity, so [9:59] after the investments made um and the [10:01] courts are done, you're saying that only um those are only entities but [10:08] people but we're talking about rather [10:10] citizens could use the courts for your [10:12] charge. [10:55] It also I believe it gives them uh [10:58] priority to book ahead of time so that [11:01] if there were a USJ Eastern event going [11:03] up against a school event, the USJ [11:05] Eastern event would have the the [11:07] president. So people are [11:39] staying at the hotels. Uh they're going [11:42] to restaurants. Uh they're spending [11:44] money here in Skenctity and believe it's [11:48] a good partnership and we're had to [11:51] defer a little bit for Michigan Avenue. [11:53] Glad to look at that in the capital [11:55] budget for 26 and I submit that to the [11:58] council. Hopefully we'll be able to [12:00] address that uh have this move ahead. It [12:04] compliments the swimming pool, the A [12:05] diamond, the rose garden, the [12:08] greenhouse, uh, [12:11] >> music. [12:12] >> Yeah, music haven. And just it's really [12:14] an impressive record that we've put [12:17] together in Central Park. [12:21] >> Uh, so regarding um how long will the [12:24] courts be shut down? [12:40] >> Um the other thing is in regard to [12:43] parking since we're talking about having [12:45] these these tournaments there and [12:46] already park as you know parking is a [12:48] challenge. So um is there any thought as [12:51] these renovations are being done how we [12:53] can expand the parking to be able to [12:56] accommodate people or was that part of [12:58] the plan? Is that parking planned into [13:00] this at all? There's no parking as part [13:03] of this. Um there's been we have [13:08] right now are doing work on Fair Avenue [13:11] >> to upgrade that to uh reconfigure it uh [13:16] with uh millings and other things which [13:18] will provide parking for the swimming [13:22] pool, a diamond, tennis courts, uh some [13:26] of these things. uh music haven. It's a [13:28] little bit of a walk, but there would be [13:30] more parking within a reasonable [13:33] distance. And you know, there is some [13:35] parking on street around the tennis [13:37] courts. It does not uh meet the needs [13:41] when there is a major event or a lot of [13:43] activity at the tennis courts or the [13:45] swimming pool, but we're uh doing work [13:48] right now on Fair Avenue to increase [13:51] that capacity. So, and and frankly right now it [13:55] really doesn't even meet the needs in [13:56] the morning with the drop in quite [13:57] frankly starting to park like really [14:00] going down and just um on the other [14:02] because um on the other side where [14:05] there's grass there was a no parking [14:06] sign on the the tree [14:09] >> and um actually someone was getting a [14:11] ticket just the other day. So parking I [14:14] just wanted to bring forth the fact that [14:15] uh parking is already [14:17] >> trying to get a little revenue to pay [14:18] for some of this. [14:19] >> Well, except it was it's a whole thing. [14:21] I talked to Mr. wrong about it, but I [14:23] just want to make sure that as we're [14:24] considering it, we make sure that [14:25] people, you know, we know people are [14:28] coming that people um are accommodated, [14:30] especially those who um also live [14:32] locally and park there. So, you're not [14:33] going to take they're not going to take [14:34] away the parking that currently exists [14:36] in front of the courts that will not be [14:38] removed even though they're doing um [14:40] things on Fair Avenue? [14:42] >> No, there's no plan to remove anything [14:45] even though they've talked about the [14:47] shed and some other things. So, that [14:49] >> there's plenty of space for the front. [14:51] So, we're going to leave the parking [14:52] there. We're going to allow still [14:53] parking on the grass [14:55] >> um on opposite for events. Usually, that [14:58] works out pretty well. We'd like to make [15:00] sure the buses aren't there. They take [15:01] up a lot of space trying to get them to [15:03] Fair Avenue. The area that you're [15:05] talking about, um that is a no parking [15:08] area. One of the things that we need to [15:10] talk about internally is the whole [15:12] what's good for the goose is good for [15:13] the gander, which is it's easy to to [15:16] ticket one car that's parked there for [15:18] tennis. However, we have many events, [15:21] many very large events, Music Haven, [15:23] Caribbean Fest as such where people park [15:25] everywhere and then maybe the [15:26] enforcement is lax because it is just [15:28] overwhelmingly [15:30] uh out of compliance and then we have to [15:32] find out because then we would be [15:33] selective ticketing and we don't want to [15:35] do that. We want to make sure that what [15:36] we do is uniform. So, um you know what [15:39] we'd have to do is make sure that we [15:40] have enough enforcement to cover what [15:42] we're doing and have areas of it. But [15:44] technically that area that's no parking [15:45] is no parking. We've talked about it [15:47] internally and that is a no parking [15:49] area. We can put including grass or some [15:51] kind of a sign like that, but we just [15:53] feel that people are probably parking [15:55] there and if we put grass there, they'll [15:57] park on it. I'm not I don't think I don't [17:48] know what the implication is going to be [17:50] once they go to the hearing, but I did [17:52] even note the fact that there are [17:54] establishments within the 500 ft. [22:11] >> Um [22:13] the next item number three is the award [22:15] the baby contract of Central Park Tennis [22:17] court improvements to Gallow [22:19] Construction Corporation. Mr. W. [22:21] >> Yep. So similar what we talked about, we [22:23] wanted to make sure all the agreements [22:24] and bids were together at once so that [22:26] we could be efficient. Um the city bid [22:28] the improvements to the Central Park [22:30] tennis courts. Uh we received seven bids [22:33] which is a nice amount of bids. Uh [22:36] several of them were very tight uh with [22:38] a low bid of Gallow Construction. Gallow [22:41] is a general contractor in the area that [22:44] we have worked with in the past. Um [22:46] originally we were hesitant and we did [22:48] call them um about that because they are [22:51] not a tennis specialty contractor. Uh [22:54] however um they have a subcontractor who [22:57] will be doing all of their tennis work [22:59] and their subcontractor is one of the [23:01] more respected in the northeast. So GW [23:04] will be local. They will be the GC doing [23:07] all the dirt work handling all the [23:09] grading and all the prep for the [23:11] subcontractor who will put in the [23:13] specialized concrete plane surfaces and [23:16] then a fencing contractor will come in [23:19] uh at the end and finish the fencing. [23:21] So, um there's a letter of [23:22] recommendation from our engineer who [23:24] spoke with Gallow um just to make sure [23:26] we have that and we are comfortable [23:29] moving forward [23:31] and and just know this is a [23:33] very competitive bid. We did a lot of [23:35] estimates and this is uh below those [23:39] estimates. I wouldn't say significantly [23:41] below but below which is good in today's [23:42] day and age that we got a bid that was [23:45] below our estimate. [23:46] >> Mhm. Well, I'm really I'm glad first of [23:48] all it was below the estimate, but also [23:50] that we're using a local company that [23:52] can subcontract. So, that's uh that's [23:54] important. I know that we init we signed [23:56] something um saying that they didn't [23:58] need to have an apprentice program [23:59] because we were thinking there may be [24:00] places that out of state, but that still [24:02] falls in place here. The subcontractor work is [24:10] the bulk of the work. the the tennis [24:12] courts, they will be pouring all of the [24:14] concrete and that is the bulk of the [24:17] work, but they will be doing it as a [24:18] subcontractor to the local firm. I I think that [24:52] certain things are starting to ease, but [24:54] I don't think we're seeing a lot come [24:55] down, but we are able to at least [24:57] estimate where we are a little bit [24:58] better than, you know, 3 years ago where [25:00] you had to pad everything uh quite a bit [25:02] to get to where we are. So, we're [25:04] excited about this.
