[0:00] whatever is approved for steps and [0:02] management. So that stay the same. uh [0:05] longevity is as it was or as it should [0:08] be for staff members [0:13] um postage you know I mean we basically [0:16] have the same kind of postage we we [0:18] reduced the I mean we didn't reduce I'm [0:22] realizing the cost of computers and [0:25] computing equipment is going up so we [0:30] have gone down from before so we may [0:32] have to borrow a computer to pay in the [0:35] future if we need to deal with computer [0:37] equipment. Um I just this year was able [0:42] to replace a computer that I had since I [0:44] had been at the city. So I know that [0:48] we're going to have to go through some [0:49] cycles of but I think everyone else in [0:51] the office has had new machines. Um so [0:54] hopefully we can not have to worry about [0:57] um new computing equipment. um postage. [1:00] We we still have a lot, you know, we [1:01] send out um information to those folks [1:04] who have their exemptions and wait to [1:07] renew their exemptions. So um we send [1:09] out that you know there's other [1:12] requirements in terms of us sending out [1:14] information to people about renewing [1:17] exemptions um not just from the STAR [1:20] program but also other exemptions that [1:22] they have. So that is a costly thing but [1:25] we didn't change it from last year [1:26] because it generally stays the same. um [1:30] administration expense. So that I can't [1:35] remember what we that that's generally [1:37] paying for um our access to Gar MLS, the [1:42] multiple listing service so that we can [1:44] do um our appraisals and things that we [1:48] use for [1:50] value property. Um and also Siren, which [1:53] is a the commercial part of that. [1:57] And then advertising. We haven't really [2:01] haven't we the only thing we really need [2:03] to do with advertising is put legal [2:05] notices in the paper as per real [2:07] property tax law. We need to let them [2:09] know when we put the tenative roll out [2:11] and when we put the final roll out. Um [2:13] doesn't really cost too much. So that's [2:15] a limited extent. um inservice training [2:20] that uh so the appraiser in the office [2:24] is required to have an appraisal license [2:27] and we pay for continuing education for [2:29] her. I have an appraisal license and I [2:31] have to stay certified at the state for [2:34] continuing it. So that there hasn't, you [2:37] know, it really hasn't changed. There [2:39] wasn't anything that changed with that. [2:41] Um, we have to pay New York State for [2:44] the privilege of using real property [2:47] service, which is our RPS system, [2:50] and they're in the process of changing [2:52] that over, but they have told us that [2:54] there is going to be no change in the [2:56] amount of money that we have to pay, and [2:58] it's based off parcel size or size of [3:01] the municipality in terms of parcels. [3:04] So, um that shouldn't change. Uh we [3:07] reduced a little bit of our supplies [3:08] budget because we found that we're not [3:10] um sometimes [3:12] well now that we're ordering our paper [3:14] from the stable. We used to order paper [3:16] through multiple departments, but um [3:18] we're ordering paper through stables and [3:20] it's a little cheaper now. Um and then [3:23] the maintenance contracts, that's our we [3:25] got a new copy machine. We do a lot of [3:27] copies. Um, when they when folks come in [3:29] with their exemption applications, we [3:32] give them a copy of their front page [3:34] after we stamp it so that they have [3:36] their receipt is what we call it. [3:39] >> Um, and that's, you know, it's kind of [3:41] it's been expensive with the new [3:43] contract. The last one we had, we didn't [3:46] pay we just paid for maintenance and [3:48] then it just got to the point where it [3:49] was too old. So, we needed to um [3:51] purchase a new product machine. Um and [3:54] the the board of assessment review that [3:57] the salaries are going to remain the [3:58] same. So there's really hasn't been too [4:01] much. I think the the most increase has [4:04] been with salaries based on you know [4:07] steps for um union employees and then [4:11] you know whatever management. [4:18] Any questions? [4:20] >> Questions. [4:22] Go ahead, please. [4:24] >> So, the the real property appraiser. So, [4:26] is that who does like appraisers for us? [4:29] Appraisals for us like because I know we [4:31] talked about that person on commercial [4:34] or excuse me, focus on residential [4:36] appraising and then I deal with the [4:38] commercial stuff. [4:43] » Any other questions? [4:45] >> Is that answer? [4:47] >> Yeah, my question was along the line. I [4:49] know like we had conversations around [4:51] expenses that it would that could [4:53] potentially cost the city if we had to [4:54] get it appraisal done and [4:57] >> yeah so it's a little when we have to go [4:59] like for a tax purposes [5:01] >> sure [5:02] >> we need a trial ready appraisal which [5:04] was not something that we should provide [5:06] in house it's something that we need to [5:08] hire out for [5:09] >> for like the separation okay [5:11] >> yeah because in real property tax law [5:14] what's on the books for the assessment [5:15] office is supposed to be what's legally [5:17] acceptable and Then if you need to prove [5:21] otherwise, you know, a petitioner has to [5:22] come in and say provide, [5:25] we have to provide a uh [5:28] >> that makes sense to me. [5:29] >> Something outside of that. [5:30] >> Thank you. [5:33] >> Any other question? [5:36] Thank you so much for your time. [5:37] >> Thank you. [5:41] » The board of assessment um there's no change there. [5:46] >> No, no, no change. [5:49] still, you know, are receiving the same [5:51] um payment they've received for [5:55] as long as I've been here. [5:58] >> We have known over the years that the [6:00] attendance, how did you see attendance [6:02] um from his board last year? [6:04] >> It was it was very good. [6:05] >> Very good. [6:05] >> Yeah. You know, I I think if there's [6:08] anything to question, um it's that we [6:12] don't have the volume and I don't know [6:14] the history because I wasn't here for [6:16] the last readaloud, but we don't know [6:17] the volume of [6:20] um [6:21] things that they had to deal with [6:23] before. I just know the value volume now [6:25] has gone down. Right. So, but if we [6:27] enter into some kind of revaluation in [6:30] the future, [6:31] they're going to earn their earn their [6:35] wages, earn their their money. So, [6:37] that's I mean, I think that's something [6:38] to think about in terms of keeping it, [6:41] particularly if we're looking in the [6:42] near future. [6:45] >> I I have a question about that, but I [6:47] think it might be more for u the [6:48] commissioner. Do we pay them at the end [6:50] of the year or something? Like, why have [6:52] we not have we not [6:54] >> What's that? Sorry. um the board [6:56] >> board of assessment to review um they've [6:58] all [6:58] >> usually once a year [7:00] >> once a year as soon as they're finished [7:02] with their contractual [7:04] you know their um what they have to do. [7:07] So, as soon as they're finished with [7:10] soon as our board chair signs off on all [7:12] the letters, that's when I release the [7:14] payment and I give um the vouchers to [7:17] the sign's office [7:18] >> and that typically me. She's your [7:21] >> No, that's Yeah, at the end it's it's [7:23] typically before July 1st because [7:26] everything has to be out July 4 1st. So, [7:29] everything has to be signed off by that. [7:31] >> Okay, great. Yeah. Thank you. [7:33] >> Any other question? [7:35] >> I see no time. Afternoon. [7:38] >> Excellent. [7:39] >> We will go into the clerk's office and [7:42] that is on the bottom of page 80. [7:48] » Page 1814 clerk's office has increased [7:51] by 5.55% from 325,000 [7:57] uh 37 approximately 17,000 [8:08] about this group that's not here. [8:21] » Okay. The only salary increase that's a [8:24] little different is the deputy res who [8:27] is deputy from bio records. uh her [8:32] salary with uh the regular management [8:36] increase would be below the IPS3 who she [8:40] manages. So her increase was a little [8:43] higher than you know than everyone else. [8:46] It doesn't fall in line. Um [8:50] we have a slight reduction in supplies [8:53] and postage. [9:02] I think uh we can finally get to link [9:04] with that. It should be okay. Uh [9:08] travel conferences we haven't had in a [9:10] while. And in the service training [9:13] that's still the same. Although [9:16] um last uh last month there was a [9:19] conference training that I wanted to go [9:20] to but we just didn't have enough in the [9:22] budget for it. [9:27] » So So is this fun? I'm sorry. Go ahead, [9:31] please. [9:32] >> That would not cover the cost to go to [9:34] that. [9:34] >> No. [9:35] >> Yeah, you're right. Especially if it's [9:37] if there be Okay. [9:43] » Any question from Miss Michael? Please [9:45] go ahead. [9:45] >> Hi, thank you. So, so the clerical aid [9:48] is a 12% increase. Can you explain why [9:50] that was again? the IPS [9:53] or the cler [9:55] that's union. So the IPS3 and the [9:59] clerically they're both union positions. [10:01] So that goes in line with the contract. [10:06] » And does that include a step increase? [10:12] Yes. [10:12] >> Okay. [10:14] >> Any other question? [10:20] Seeing none, we're good. Thank you. [10:24] >> We'll go into um [10:29] code enforcement and that is on the [10:31] bottom of page 59 [10:34] into 60 [10:39] the enforcement decreased by 11.89% [10:42] from 1.4 million approximately to 1.2 2 [10:46] million uh 170. [10:53] » Do you need this? [10:55] Hold on. [11:04] Finish with me. [11:05] >> Yes. Can you please walk us through any [11:07] significant changes within your [11:10] department budget? [11:13] So, um I'll start with staffing. So, um [11:16] we made some significant changes for [11:19] staffing. We've uh [11:23] lowered the code enforcement. First of [11:26] all, uh no proposed changes or requests [11:29] for salt. Um this estimated 3% increase [11:35] for for a management and uh across the [11:39] board. [11:42] So um we have eliminated two positions [11:46] for code enforcement officers and [11:49] uh also for administrative staff we have [11:53] eliminated the clerk position. [11:59] So um [12:02] the electrical inspector has went from [12:06] full-time to a part-time position. I [12:08] don't know if that's reflecting on [12:10] I'm not looking at what you're looking [12:12] at. [12:14] >> It's not built. [12:15] >> It's not. [12:17] >> So, we're proposing to go to a part-time [12:21] position for the electrical inspector at [12:24] a $35,000 salary that it's been updated [12:28] or should be updated. [12:30] >> No, it's not updated as a proposal. We [12:32] had a conversation about it. [12:34] >> This was after the budget was put [12:36] together. Yes. So, um I'm proposing to [12:40] put that 35,000 [12:42] back in for the electrical inspector, [12:44] parttime position. That'll be split. So, [12:47] we'll have a a part-time position for [12:50] the electrical inspector and leading on [12:52] third party services to uh make up the [12:55] difference there, make sure we can cover [12:57] our services. [12:59] >> What is the amount that you're trying [13:00] that you'd like to turn in the budget? [13:02] >> 35,000. [13:03] >> 35. [13:04] >> Yes. [13:08] And where would that Oh, so that would [13:11] be would that go under um the [13:13] >> spect [13:17] should be 4,000, [13:20] >> so so just leave it in at 75,15 [13:24] this year. [13:26] >> Right. But [13:26] >> zero No, [13:28] >> the problem [13:30] >> position is [13:33] >> hiring an individual who is a retired [13:36] city firefighter [13:38] as a certification into teacher Hudson [13:41] Valley, [13:44] great guy. [13:47] But because he is retired in under the [13:50] age of 65, he is limited to earning only [13:55] $35,000 [13:57] a year. Uh I thought this might resolve [14:00] it. So county civil service commission [14:03] gave a test to the electrical inspector. [14:06] He is the only person that took it, the [14:08] only person that passed. [14:10] >> So I can only hire him for 35,000. [14:14] There's some indication this [14:18] past budget year going in that the state [14:21] was going to raise that amount that [14:24] individuals could make as retirees. [14:28] Uh but it's still at 35,000. So we're [14:32] somewhat of a quandry or I'd like him to [14:34] be here full-time, but we can't pay him [14:38] full-time salary and it worked it. So if [14:40] he worked for a while at the 35,000 [14:44] then now is working a outside contractor [14:50] group in to do the electrical [14:52] inspecting. So it's a less than optimal [14:56] scenario. It's [14:59] reality recruitment and people that meet [15:01] the technical background. [15:05] So may how is that third party [15:07] inspection? [15:10] Good. He's going to inspect. [15:13] >> So individual pay [15:16] for party inspection and then how our [15:18] inspector will do it. [15:20] >> Uh correct. [15:24] » Go ahead please. [15:25] >> No, I just I was asking for [15:27] clarification. So what did we spend last [15:29] year on on this particular salary line? [15:31] It was 75,000 last year. [15:33] >> It was uh very close to 75,000. I don't [15:35] have the exact figure in front of me, [15:37] but yes, you're you're very close to [15:40] getting. [15:42] >> So, last year he was able to earn the [15:44] full salary while you're working through [15:46] this process. [15:47] >> Um, he he came on board city midway [15:51] through the year. [15:52] >> So, he didn't reach that threshold [15:56] uh that conflicted with his retirement. [15:59] So, uh, when that when that threshold [16:02] was getting close to where we made some [16:05] changes, [16:07] >> so we didn't spend 5,000 next year [16:09] because he only [16:12] position retired, but he was paid for [16:16] the remainder of the year to roughly [16:19] 35,000. So, the expenditure on that line [16:23] was close to budget. [16:29] Go ahead. [16:31] You said earlier that there was no [16:33] increases beyond the 3%. Correct. The [16:39] enforcement supervisor [16:42] is plus $3,000. Didn't know if you had [16:44] explanation for that. That clearly [16:45] exceeds the [16:48] different. [16:53] » And then follow question M. Um, seeking [16:57] clarification of one of the questions [16:59] I've had about any code enforcement [17:02] officers. My understanding those are [17:04] revenue generating positions and as [17:06] compliance enforcement officers in the [17:08] past you've talked about some of the [17:10] difficulties with um training [17:13] individuals in this profession and how [17:14] it requires a steep learning curve. Um, [17:17] but I wanted to know were these [17:19] reductions related to the revenue [17:21] reductions with respect to like a [17:23] building? [17:25] Well, historically, I'm aware that uh [17:29] while we had 12 positions budgeted, [17:33] uh we we have never had them filled. [17:37] Um and I I believe with [17:41] provide professional services from a [17:44] city to the public with with no problem [17:47] with the 12 positions. [17:50] >> So, just follow up to that. Sorry. Um [17:52] yes, [17:53] >> those additional two positions were they [17:55] never sought to be filled or what was [17:57] the expectancy and not pursuing them? [18:00] >> Um they haven't been filled since I've [18:02] been with the city and uh I'm aware that [18:05] they weren't filled uh even close to [18:08] when I came on board. So, I came on [18:11] board with 10 officers and u I can't [18:15] speak for the exact situation leading up [18:18] to me coming on board with the city, but [18:22] I I don't believe they've ever been [18:24] filled. [18:29] » So, you budgeted for 10. How many are currently filled right now? [18:35] >> Five right now. [18:36] >> But right now, we only have five. with [18:39] five. [18:43] And how long has it been at? [18:45] >> Um, actually today we're staying with [18:47] five. [18:49] >> Okay. Was it before that? [18:51] >> Um, [18:53] before today. [18:55] >> So did five bring you up to five taking [18:58] down? [18:58] >> Five brought brought us up. So we had [19:00] two officers become certified today. [19:04] >> So before then you had three. [19:05] >> Yeah, we have today. [19:06] >> Yep. [19:08] three certified officers, uh, three [19:11] certified management, so six working [19:15] certified officers and, uh, [19:22] » just just for a little more clarity, so [19:24] you had five, but did did the three [19:25] management actually go out into the [19:27] field or was that more [19:28] >> We have since we've been um since we've [19:32] been struggling with uh staffing and [19:35] we've been having a little bit of [19:37] shorting staff it short shortage there. [19:40] We have been working field one [19:43] >> and now with the two officers uh [19:46] becoming certified today we virtually uh [19:48] doubled our field staff. [19:53] Um, I was looking at the uh revenue [19:56] today from the year-to- date budget [19:58] reports and we're we're down um in uh [20:02] the uh the fees, the president fees. And [20:06] I was just wondering if if you had any [20:09] idea on why we're not bringing in that [20:12] revenue. I'm not sure if you can answer [20:14] that or if there's just less going on or [20:17] >> Can you share the line? Yeah. [20:19] I don't know if you have this, but I'll [20:21] show you the on. [20:23] >> I'll just um It's call for everybody [20:25] else. [20:25] >> Call the number of the number. [20:27] >> Yep. For everybody else, it's um and I [20:29] think Mr. Williams was starting to [20:30] allude to this maybe, but it was 251. [20:34] Um it's really been through [20:37] B, I think. But the more significant uh [20:41] decreases are in the um the plumbing [20:45] permit fee. I mean in terms of what we [20:47] were expecting for revenue. Okay. [20:49] >> Um the uh let's see that was plumbing [20:54] permit, electrical permit [20:58] um and rental certific. [21:08] So the plumbing permit fee while we do [21:13] work hand in hand with plumbing uh does [21:16] reside in the water department. It's in [21:19] that budget. Um so I won't speak on [21:21] that. I think that's more uh [21:25] appropriate for OS and the water [21:28] department to speak on the funding. [21:30] >> Okay. Um the other permit fees um [21:41] I think the biggest moment will be [21:47] electrical went down by 70,000. [21:54] Um [21:58] I think it might be related to [22:02] it could be related to trends. So there [22:05] might not be as much work going on in [22:07] the field [22:09] last year. [22:14] [Music] [22:18] So we did have some large projects that [22:22] were permitted last year and they were [22:24] significant. They were [22:29] hundred hundreds of thousands of dollars [22:30] in permit fees. So that could affected [22:33] us significantly. [22:35] >> Thank you. [22:37] >> Go ahead. [22:38] >> Um [22:39] thank you. Um Mr. Chy, do you have any [22:42] um anyone in queue ringing up, you know, [22:46] to be placed to up your five? [22:49] >> Um, so it is a priority to fill those [22:52] spots and I'm looking for good qualified [22:56] candidates and um we're having a little [22:59] bit of a challenge in finding qualified [23:02] candidates. realizing there's a hiring [23:04] freeze. Um I just wondered if you have [23:07] someone that was already in training at [23:08] this point. So you're constantly [23:10] looking. [23:11] >> No. So we are constantly uh interviewing [23:13] and I don't have anybody in training [23:15] now. [23:16] >> Okay. [23:16] >> Um [23:18] reviewing applications and it's a high [23:20] priority to bring fill those positions. [23:23] >> Thank you. [23:23] >> You're welcome. [23:25] >> Go ahead. [23:26] >> Thank you. So um you talked about the [23:28] plumbing permit piece, but um there's [23:30] really no change in that. There's [23:32] actually a plumbing licensing fee. Is [23:34] that also It's only It's a couple grand. [23:36] Is that also some That would be okay. [23:39] I'm sorry. I should say it's A2501E [23:43] and down. [23:48] » So that's not your item. [23:50] >> Similar situation. Yeah. That belongs to [23:52] the water department. [23:57] » All right. Any other questions? [23:59] >> Yes. So that so it's kind of going back [24:01] to the electrical inspector um at having [24:06] to cut his salary in half because not [24:09] able to make um over 35 grand. So the [24:13] rest of so the remainder of that comes [24:16] out of fees for services. Correct. [24:19] >> Um I don't believe so. So, the third party will charge a fee for [24:27] the inspections that are done through [24:30] that third party firm. [24:35] » Hold on. So, so the third party firm [24:40] charges who for the [24:43] >> the applicant [24:50] » and who's the third party [24:54] that we're using right now? It's not [24:56] him, right? [24:56] >> Middle department. Middle department [25:00] inspection agency. NDIA. Okay. [25:06] Um, so I do have a question about [25:10] the stop work order fees. I think we may [25:13] have had a big discussion. So there's a [25:15] charge for the stop order and then [25:17] there's a another $75 charge to go along [25:19] with that which is [25:22] >> so an administrative fee is for any [25:24] violation that's issued. [25:26] >> So that's 75 [25:27] >> $75 an administrative fee. Yes. [25:30] And then once the person actually comes [25:32] and gets their permit, you're charged [25:35] twice for that permit. [25:37] >> There is a Yes, there's a double permit [25:40] fee for a stop work order [25:43] >> even though that So they're getting [25:45] penalized twice. Then they're getting [25:47] penalized with the 500 for the stop work [25:49] order and then penalized by making them [25:51] pay the permit twice. [25:53] >> Yeah. So this is nothing new. many [25:57] more than many it's a large percentage [25:59] of municipalities handled that situation [26:02] the same way and uh that that is what's [26:05] set up in sky and it's been set up long [26:08] before I've been here [26:10] >> well it was brought to my attention [26:12] because somebody came to the bill and [26:13] said they tried to adise the same thing [26:16] I've never had a personal experience so [26:18] that's why I'm bringing it here because [26:19] I did not know that that was the case [26:21] >> so that's in the ordinance that um when [26:23] there's a stop order issued, there's [26:26] double permit fees. So, all all permit [26:28] fees are doubled when uh there's a stop [26:31] work order issued. [26:34] >> Okay. [26:38] » Any other questions? [26:40] >> So, just for a little clarity on this, [26:42] so the third party inspector [26:46] charges the applicant. So, and when when [26:51] this gentleman's under his $35,000 [26:53] threshold, then that money comes into [26:56] the city as revenue. Correct. [26:59] >> Or how does this work? [27:00] >> The application fee goes to the city for [27:02] the Yes. [27:04] >> And when we have to outsource it, [27:07] whoever we outsource it to, [27:10] >> so when we do outsource it, inspection [27:12] fees on the charged. Mhm. [27:16] >> So the city does not charge when we're [27:18] outsourcing it to the third parties [27:19] directly, we do not charge a home owner [27:22] or the contractor fee. Correct. [27:24] >> So that fee is paid directly [27:26] >> to the third party. Yes. So we don't [27:28] generate no revenue. [27:30] >> Yes. Correct. [27:30] >> To offset that electrical inspection. [27:33] >> Correct. [27:34] >> You see permit people do that [27:36] inspection. [27:36] >> That's what I'm saying. That's why I [27:37] want to ask a question. People are still [27:38] paying a fee [27:41] for electrical permit. [27:43] If we so if we're collecting a fee for [27:47] that electrical permit then why do we [27:49] then why do they have to pay in a third [27:51] party they're double paying for the [27:53] service same service [27:55] >> they won't if we've paid if they paid [27:57] the city for that there's some reason to [27:59] transition where the MDI was billing the [28:03] city for the work that they were [28:05] providing [28:07] >> so then why are we charging an amount of [28:08] efficiency when they have to go to put [28:11] the party admin to work. [28:14] >> You have to pay the permit fee no matter [28:17] what to give it to the department. [28:19] >> If you [28:22] pay the inspector directly, you don't [28:25] pay the city. If it's build to the city, [28:29] then they're paying at the city. So, [28:32] we're paying MDI. [28:34] >> So, a a homeowner can go directly to [28:36] this agency for the permit for the [28:40] inspection. [28:41] >> An inspection, not a permit. not the [28:42] permit. Now, I'm trying to get to the [28:44] fee because people are being charged for [28:47] the application, [28:49] the permit fees, whatever we want to [28:51] call it, and then they're being they [28:52] have to pay the third party also. [28:56] So, there are inspection fees that would [28:59] when the city's handling the [29:00] inspections, there are inspection fees [29:03] that are included. [29:06] They're above and beyond the permit fee, [29:07] the application fee, if you will. uh [29:11] application fee and the permit fee are separate from the inspection fee. [29:16] >> So we're saying that we only charge in [29:18] the application fee. [29:19] >> Yes. [29:20] >> And not the the the fee associated with [29:23] the work what we call cost of work fee [29:25] and then the rest go to the third party. [29:27] So the third party is charging for the [29:29] cost of work and we just charging for [29:31] the application fee. That's 75 whatever [29:33] that fee is. I think it's more than that [29:36] >> 75 [29:37] >> $75. So if I were to come to pull a [29:39] permit for electrical permit to the [29:41] city, I'm paying $75. [29:43] >> Yes, sir. [29:44] >> And then the third party, I have to pay [29:46] the third party for whatever inspection. [29:49] >> Yes, sir. [29:49] >> Should be careful at that premises. [29:51] >> Yes, sir. [29:52] >> If there's something you think is [29:53] inconsistent with that, [29:55] >> I will I I'm going to ask for a report [29:57] on that because I've been getting a lot [29:59] of complaint about people are paying the [30:01] city. I want to verify, but since we're [30:04] talking about it, I was going to bring [30:06] it up. I was going to put it in the [30:07] document here to send my question in. I [30:10] wanted to see that how much in the last [30:12] 6 months or a year, how much 6 months, [30:15] this only happened a couple months ago. [30:17] How much homeowner or contractor have [30:19] been paid to the city for electrical [30:22] work, the cost of work and application [30:26] fee and how much was paid [30:29] or how much work was done by the third [30:30] party. Okay, [30:33] go ahead, please. And so [30:36] and my original qu earlier question was [30:40] do we pay out of fees for service to [30:43] that third party and you were saying he [30:46] said no we don't pay out of service for [30:48] the um for the third party. So my [30:52] question is if but the mayor was saying [30:54] that this third party will will build [30:58] city right they bill us but so if [31:01] they're billing us my question is if [31:03] they're billing us for providing a [31:05] service and then we're paying them for [31:08] the service but then the home the [31:10] homeowner or contractor is also paying [31:12] them. That's that's what I'm trying to [31:15] that's where it's just you know and I [31:17] have a pretty limited scope here so [31:18] that's why I'm asking these questions. I [31:19] appreciate you coming. [31:22] transition when he went from being a [31:24] city employee who can no longer work [31:26] here to keep him because of his skill. [31:28] >> That makes sense, right? [31:30] >> So there was some in the middle there [31:32] where [31:34] he started some some of the inspections [31:37] are more simple [31:40] >> like one inspection other projects where [31:43] it may be multiple inspections. [31:46] So for instance, there was a a [31:48] transition period [31:50] said um where there was open permits and [31:54] fees were already paid to the city. [31:56] Okay. And uh so to close those out um of [32:01] course the third party firm wasn't [32:03] getting paid. So, um, until those [32:06] permits were closed out, and they were [32:08] all new permits where we didn't charge [32:10] these inspection fees, [32:13] we were paying fees for services in the [32:16] beginning of the transition period. Now, [32:19] when that work was closed out and now [32:22] these are new permits without us [32:23] charging inspection fees, uh, we are not [32:26] paying for MDI main service. They are [32:30] the applicant is paying for their [32:32] inspections and they do not charge the [32:34] city for that. The applicants are paying [32:36] for their inspections similar to them [32:39] paying the city [32:41] >> and the applicants are paying the same uh I guess it would be on the [32:47] same pricing scale that the city uses. [32:50] >> It's very similar. Okay. The bottom line [32:52] would be very similar [32:55] >> to the applicant. [32:57] So you you mentioned just that we had in [32:59] this transition happened that there were [33:01] some old permits that the [33:04] homeowner or the contractor paid to get [33:06] this work done but we could have done [33:08] the inspection in house. So we had to [33:10] refer them to the third party. So since [33:13] that happened we reimburse them for the [33:15] cost of work fee not the application fee [33:18] the cost of work fee because they have [33:19] to hire the tour party. I don't think [33:23] anybody hired somebody. [33:25] >> We have open permits that was just [33:27] mentioned. [33:28] >> It's not old. They're open permits. [33:31] >> So the open permits they didn't pay [33:33] twice. So they didn't have to pay NBIA [33:36] for that. [33:43] » There's some questions. May I I I reach [33:46] out to you and the several of the [33:48] contractor wanted a meeting with you and [33:50] you says no [33:52] >> and that's why I'm bringing this up and [33:53] I I you know I'm vocal about this [33:56] department and things like that. [33:56] >> So you got to give me specifics. [33:59] >> I did give you specific and they asked [34:01] to meet with you and you says no. [34:04] >> Are there any other questions? Go ahead. [34:07] >> So just be I just want to get clear [34:09] because they keep talking about the [34:10] different ones. So 88 8664404 [34:13] fat fee for services is MDIA. [34:17] >> Um [34:19] so it is not MDIA. So fees for service [34:22] is services code enforcement uses. Um it [34:27] could be um an engineering firm. It's um [34:32] it's our process server for uh serving [34:37] uh [34:39] for [34:41] uh appearance tickets. It is um car [34:45] washes for that matter. It is uh it's [34:48] fees for service in general. We use it [34:50] for any fees for services in code [34:54] enforcement. [34:56] >> So where are they being paid for? Go [34:57] ahead. You got it. I do um on back up on [35:07] » code enforcement clerk. So that's a [35:10] position that's been going to be. [35:12] >> I'm proposing to make that position. [35:14] >> Okay. I'm sorry. Probably said that [35:20] » are any other questions? [35:22] >> Go ahead, please. So um you're you're [35:25] voting for eliminate what what are the [35:27] first of all is it currently filled? [35:29] >> It's not. [35:30] >> And what are the responsibilities of [35:32] that particular position? [35:33] >> So it's a very entry level position. [35:36] It's uh [35:38] virtually answering phones and five [35:43] >> all important tests. [35:44] >> Yes. [35:45] >> So [35:48] where is that work being current if it's [35:50] not filled in yet? So that work is being [35:53] done by one of the other uh positions [35:55] that we currently have built. [35:57] >> It's being split up amongst [35:59] administrative staff. [36:05] » So in the last budget, was there [36:07] somebody in that position last year? [36:10] >> Um [36:11] there was. I don't remember the [36:15] chronology of what happened with that [36:17] position. We did hire um this year and [36:21] we had that position filled briefly and [36:25] that person uh is now an IPS3 position. [36:33] » So where does MDI get paid from? [36:38] >> Where where does MDIA get paid from? So [36:40] in the brief transition they got paid [36:43] from they are getting paid I I believe [36:46] this will be the last uh invoice that we [36:48] receive from them uh from fees for [36:51] service [36:53] but that line doesn't belong to MDIA [36:57] >> it's annual fees [36:58] >> it's for many different services [37:03] » so there's a breakdown of what MBA gets [37:05] in the car washes so there's a breakdown [37:07] what's paid out that line [37:10] find that out. [37:13] >> Yes, [37:17] I do have one more question. So the in [37:19] so you also um in full processing [37:22] special you had two now you're going [37:25] down to one. [37:27] >> Um yes [37:29] proposing to uh turn one into an IPS [37:34] board. [37:38] » Okay. So going from one IPS4 to two. [37:41] >> Yes. [37:41] >> Okay. Thank you. [37:46] » Are there any other questions? [37:49] >> Seeing none. Thank you so much. Have a [37:51] good night. [38:28] Okay, let's do central data processing [38:31] page 28 and then we'll do some [38:34] engineering [38:38] that is page 28 sections. [38:57] Central process page 28 1680 uh [39:01] totalations increased by 8.267 267 [39:05] 835,000 [39:06] to 93,000 approximately a 69,000 [39:10] increase [39:19] see [39:22] anything about open for questions. [39:26] >> Okay. Uh yes. So most of these increases [39:29] we have is from u input services. We u [39:34] consolidated some of the line items [39:37] which was uh in different department [39:41] you know it fix you know website [39:44] management and all those things were [39:47] from different departments and equipment [39:50] also. Uh so they put that in my budget. [39:55] So that's on the amount of [40:02] » question. Go ahead please. [40:04] >> Yes. So under the administrative [40:06] salaries 81680. [40:10] So we've had an IT specialist web master [40:12] and now they're being moved to the [40:14] junior network administrator. So looks [40:16] like done done away with that one on the [40:19] web master added the administrator at [40:22] the same salary. [40:25] Yeah. So what happened was the IT web [40:29] master person was there but the [40:30] individual [40:32] needs to take the exam. So civil service [40:35] asked us to drop him down or put other [40:38] position. So we made him a PC support [40:41] specialist. [40:43] But this individual has a higher skill [40:45] on that. So I'm trying to bring another [40:48] position again in next year at a little [40:52] bit higher value than 50 supports. [40:56] >> So are you saying that you're moving [40:57] them to the junior network administrator [40:59] that would [40:59] >> Yeah. [41:00] >> However, there's no increase in salary [41:02] that individual. [41:03] >> Um yeah, I do see that. So um a little [41:08] bit increase on that. So if we can [41:12] increase the 5 grand difference of the [41:15] support to this big [41:24] so they're currently support [41:30] um so they will be receiving an increase [41:32] the junior network administrator [41:34] position of 66,950 [41:37] that we divide that will be subed by the [41:40] It's less than that for the [41:42] administrator. [41:49] » Yeah. Sorry. Please. [41:51] >> So you talked about how you are reducing [41:54] or adjusting this role within your [41:58] department and the way in which you did [42:01] that. Just a clear question of can you [42:04] talk about HR's involvement in that [42:05] process or are these sincerely just your [42:08] internal recommendations of how to [42:09] capture their skill set at the right [42:12] conversation level? [42:13] >> Yeah. Yeah. So actually we had three [42:16] position before with the PC list and one [42:19] with the IP master uh which was in early [42:24] 2024. [42:25] That position was there but individual [42:27] left position in the middle of the year. [42:30] So I have [42:32] an individual from that position. He had [42:34] that skill set to do it. [42:37] >> Uh but he was supposed to take the civil [42:39] service exam which missed. So we had the [42:43] letter from service to drop him off on [42:46] the we had to take him off and put him [42:49] on the PC support because there was [42:52] position at the time. So uh this year I [42:55] managed to fit that position PC support [42:59] uh three right now there are four [43:00] individual on that I'm going to move [43:03] that individual to this uh new position. [43:08] » Okay. Um [43:11] the stipen [43:12] for 300 proposed it hasn't been proposed [43:15] be hasn't been before. Is that for you [43:19] getting up in the middle of the night [43:20] and going to computer to save us? [43:23] rightfully so. [43:26] >> Would that be pay for you? That's [43:28] >> lucky. [43:32] I believe that is for um the uh the [43:36] chief technology officer. [43:38] >> Okay. [43:43] [Laughter] [43:47] Um I'm just asking because the [43:49] assessment was just here and you know [43:51] last year we had um allocated $60,000 to [43:55] upgrade all the machines and how are you [43:57] with that in terms of upgrading all the [43:58] machine across all the departments. [44:01] >> Yeah, I appreciate you giving that [44:03] helped a lot. So we are 60 70% done [44:08] replacing the machine and because of [44:11] that like we don't have the [44:14] like in all staff and you know like I [44:18] how it works you know like there is not [44:20] enough time every day to do you know [44:23] like sometime we go do sometime [44:25] something comes up right so because my [44:27] guys uh you know still try to you know [44:30] accomplish school job so we have 70% [44:33] down And [44:35] >> yeah, but uh the funding you allocated [44:39] that will suffice to replace all those [44:41] machines we which we talked about [44:43] >> and your pace to get that done. [44:45] >> Yes. [44:45] >> Before the end of this year. [44:46] >> Uh before end of this month. [44:48] >> End of this month. [44:50] >> Yes. [44:51] >> Please. Yeah. [44:52] >> It's good that we have updated [44:54] technology because cyber security and [44:56] things that mean it's good to have that [44:58] know. [45:00] >> Yeah. Yeah. That helped a lot. Go ahead, [45:03] please. [45:04] >> So, the largest budget line, and if you [45:05] said this at night, I'm sorry. Your [45:07] largest budget line is A16804 [45:10] fees for service. [45:11] >> That's your largest budget line, and [45:13] there's been somewhat of an increase [45:15] there. [45:16] >> Yeah. Yeah. From those increase mostly, [45:18] you know, like I said, you know, the the budget line was in different [45:23] department before. [45:25] >> It is it is in here. [45:27] >> So, like [45:29] fix the you know. [45:31] >> Okay. CD plus for the websites and also [45:34] we got this mobile device management [45:36] which is uh for the protection of the [45:39] you know mobile devices within our [45:42] organization cell phone or tablets those [45:44] things so that we done this year that is [45:49] also in that [45:51] >> and also [45:53] solution which is also [45:55] >> I'm sorry what was that [45:56] >> email filtering solution [45:59] you know spam filtering [46:02] those things we miss. [46:04] >> Thank you. [46:07] >> Are there any other questions? [46:10] >> You know, thank you for doing [46:13] keep us safe. [46:16] >> All right, [46:18] Mr. Wallen. [46:31] And that will be [46:33] page 22 [46:36] public [46:41] increase 549% [46:44] 9125,000 [46:48] 34 745. [46:52] Oh, [46:53] thank you for bringing that to my [46:55] attention. Capital [47:04] » um [47:08] so it utility. [47:13] » So if you can just walk us uh through [47:15] that is the capital budget your um [47:18] utilities and IT. [47:20] Uh, sorry. [47:23] >> I don't want to [47:25] >> It's on page 91 [47:28] >> under capital budget. [47:29] >> That's all for utility. [47:31] >> Oh, that's for utilities. Okay. So, then [47:32] you're good. You're good. [47:34] >> We'll get you. [47:39] » All right. Sorry for that. [47:47] » Page 22. [47:50] Commissioner [47:52] Department and then we'll handle work. [47:54] So that's a and a brief [47:58] 40 public works [48:02] approximately a $35,000 increase. [48:06] >> All right. Since you have multiple [48:07] departments here, we'll just go through [48:09] them individually. Um public works [48:11] admin, you want to walk us through [48:12] there. Anything that significant change [48:14] or increase that we need to know about? [48:17] No. Uh so I have two IPS in my [48:20] department or myself. So what I gave out [48:21] was it's a budget package. I put it [48:23] together this summary of the department [48:26] how it made up that over here in of the [48:29] presentation. Um so in this there isn't [48:32] any I went through it before there isn't [48:34] any changes uh in 1440 [48:38] above what I had proposed originally but [48:41] I don't see anything there. if there's [48:42] any questions. So I can just tell you [48:44] that uh [48:46] 1448 are the two texts I have IPS's and [48:50] we have our longevity and we go through [48:52] uh as we get into the uh 401 400 items [48:56] that are posted we still have some [48:58] posted it's not as much as you used to [49:00] be everything being digital uh [49:02] administrative expenses those are my [49:04] license renewals and I go to a [49:06] conference every year at Nikcom so we do [49:09] pay for that through there it's [49:10] relatively uh affordable conference [49:12] And then what we have is leases, Xerox, [49:16] RGis, civil 3D. So those leases that we [49:19] have under the fees for services. Then I [49:21] have uh city phone expense, uh supplies, [49:24] which boil down really department [49:26] overhead, paper, pens, $1,200, and then [49:28] maintenance contracts. And maintenance [49:30] contracts are actually city contracts [49:32] that are paid for. So we have anou with [49:34] the CDTA for $25,000 for ride share. We [49:38] have an easement with Amtrak uh for [49:41] public infrastructure and we have [49:43] infrastructure. We have DOT attraction [49:45] signs if you see on 890 say welcome [49:48] Central Park and then we have an [49:50] agreement with CPU rail um for the [49:53] lights on the bridge over. So that's all [49:57] in there. Those are all um those are all [49:59] kind of contractual in that paid for it [50:01] out of there. So 1440 is pretty much tax not [50:09] >> any questions on on this section. Go [50:11] ahead please. [50:11] >> Um under uh administration 144100 info [50:17] processing soft three. So there's like a [50:20] 22% raise. Is that $10,000? [50:24] >> Okay. Thank you. And my second question [50:27] is [50:30] um under 144404 fees for services. [50:37] » Yeah, that was an adjustment. We were [50:39] actually having to do budget adjustments [50:41] at some point. So the Xerox license is [50:44] over 2500. I have an RGI license that's [50:47] 5,000. Civil 3D license that's five. So [50:49] we were just making a correction for it [50:51] to make sure that we cover it. Any [50:56] questions? Go ahead, please. [50:58] >> So, I don't have a year date for me, but [51:00] so last year we adopted was 7500 [51:04] >> and so you said you went over that so [51:06] that doesn't correct. [51:09] >> Yeah, you see the 2024 actual expenses [51:12] are $20,000, [51:14] >> but we're trying to correct it. It's [51:16] just to make sure everything's [51:18] representative correctly. [51:19] >> All right. Thank you. [51:20] >> Yep. Any other question on this section? [51:23] Seeing none, we'll move to page 23, [51:26] engineering, construction, and design. [51:29] >> Commissioner [51:34] page 23, 841, [51:37] total increase of 19.1% [51:40] 33 increase. [51:45] » Um, so here we have assistant to the [51:49] city engineer. This is a position that [51:52] was previously held by Gary Fowl who [51:54] retired. Um it's position that I like to [51:57] have as it does not require a PE. Um the [52:01] PE is a difficult thing to hire for [52:04] because you either have someone who's [52:06] experienced who would want more than 95 [52:09] or inexperienced who may want credit and [52:11] doesn't have a PD. So that kind of gives [52:12] us some flexibility. Also, it's at a [52:15] salary where if uh we wanted to change [52:18] that title in the future to something [52:19] that comes to consolidates budgeted if [52:21] we wanted to do something like uh but [52:24] before I had or you'll see in my notes [52:26] we talked about senior engineering [52:28] technician you know joins I saw your [52:30] comment about you know hiring an [52:32] engineer one of the things that we're [52:34] struggling with in engineering is we're [52:37] in this this middle ground a junior [52:40] engineer if you hire a junior engineer I [52:42] started as a junior engineer [52:44] And if you hire a junior engineer who [52:45] wants to be a PE, we don't offer enough [52:49] design experience to get your work PE. [52:52] So for instance, I left. I left for four [52:55] years. I got my PE and I came back. So I [52:59] don't see it being a long-term position [53:02] to hire someone who really wants to earn [53:04] their PE. Um, so then we were trying to [53:07] find people with a technical background, [53:09] someone that, you know, has a background [53:11] in construction and management, which is [53:12] really the majority of what we do, um, [53:15] that we could bring in would want a PE. [53:18] And that's where we were looking at a [53:19] senior engineering tech at one point, [53:21] which was in my notes, but the assistant [53:23] to the city engineer, um, we felt that [53:26] that's a better fit because it's [53:27] budgeted a little higher than senior [53:29] engineering tech and also scan doesn't [53:31] require. [53:33] Um so and then just to you know you know [53:36] be clear on this as well what's not [53:38] represented here and I also have in my [53:40] notes is the storm water control [53:42] officer. One of the things that I talked [53:45] about at a council meeting when I did an [53:47] update was the importance of the city [53:50] being prepared for all the new MS4 [53:52] requirements and all the reporting and [53:54] inspections that go along with that. [53:55] Right now we're using a third party [53:57] engineering firm PT Mail to review and [54:00] handle all of it. It's a large [54:02] administrative lift to keep in [54:05] compliance. So that position is in storm [54:09] sorry in the sewer budget. Um and you [54:11] know I would wholeheartedly recommend [54:13] that it remain there. So while you're [54:15] only seeing um the assistance of city [54:18] engineer remaining here, you know that [54:20] position would most likely be put into [54:23] engineering office and they would work [54:26] with me. So that would be an extra body [54:28] as well. Um and like I said in my [54:30] narrative talks about we have a setup [54:32] now for seven seven people. Um this [54:35] would full this would budget the office [54:37] at six whereas right now I have four [54:40] full-time. So you know while it's great [54:42] to say it would be nice to have a seven [54:44] full staff. I mean having two more [54:47] people focused uh on engineering. I mean [54:50] that's that would be huge for the [54:52] department. So I don't want to uh go too [54:54] much outside that. If we can fill in the [54:56] MS4 officer with department of storm [54:58] water and then uh find a replacement for [55:00] Mr. Afall, I think that will um give us [55:03] a lot of uh a lot of help and [55:06] redundancy. The the hard part though to [55:08] your point is, you know, if I'm not here [55:12] that that kind of uh dependency on me as [55:17] the engineer. Um, and I don't know that [55:20] there's a chance that we could find [55:22] someone, but I'm not, you know, we've [55:24] been looking for engineers probably for [55:25] 13 years. And it's not that we haven't [55:27] advertised. We advertise quite a bit. [55:28] It's just hard to to put it in [55:32] when there's so much competition out [55:33] there between Friday. [55:37] So, I'm like I said, I guess it's a [55:39] longwinded way of saying I'm comfortable [55:40] with this budget. uh given that the MS4 [55:43] storm water control officers day because [55:45] that would be someone that would really [55:47] help me out with a lot of the workload [55:49] that's coming. [55:50] >> So Chris, you still you still use a [55:53] consultant to help you with projects? [55:55] >> Oh yes. So I have uh I started five [55:59] years ago I started doing term [56:01] agreements. Um, so I have a term [56:03] agreement with most 10 private firms and [56:06] the term agreements allow us to kind of [56:10] backfill professional services that we [56:12] need. So whenever there's something that [56:14] comes up be an emergency or a project [56:16] that's under a certain amount, I think [56:18] about professional services that one of [56:20] them uh seek mail or MS4. Um and I think [56:23] that will always be the case because we [56:26] just don't have uh even myself I don't [56:28] have the the time expertise to do a wide [56:31] range of projects that we do in [56:33] engineering. You know we have on our [56:35] turn agreements architects, traffic [56:37] engineers, electrical engineers, [56:39] mechanical engineers because remember [56:40] it's not only uh roads we do all the [56:42] buildings and facilities. So we have a [56:44] lot of people that we that we rely on [56:46] that keep everything together. So with [56:48] these consultants on board and with the [56:50] staffing that you currently have here at [56:52] the key level with uh with all the [56:55] projects that you have currently [56:57] >> next year will be exceptionally busy [57:00] year because it'll eventually be the end [57:04] of a big jump right the money is kind of [57:08] run out right so those projects are done [57:10] but next year we're going to have um the [57:12] DRRi money that all money is being spent [57:15] next year on some of those projects but [57:16] That's around $6 million in BRRI and [57:19] then they got credit tree which is being bid at the end of the year and [57:23] that's a $13 million project. So that's [57:24] bigger than here. Now I am going to have [57:27] support because those projects do allow [57:29] me to hire construction inspectors but [57:32] still a lot. So that this will be a [57:34] extremely busy year with those projects. [57:37] We always have the paving project going [57:38] on and then after that really the [57:40] largest project after that is going to [57:42] be Crane Street Bridge. Um and that is [57:45] just going to be a long that will very [57:48] inflated but it does have an impact on [57:50] >> talking about paving I want to commend [57:52] you publicly for central parkway uh well [57:56] done and homeowners are really [57:58] appreciated some complaints that we have [58:00] to address with you but I think it's [58:02] minor that myself and uh Patrick but I [58:06] don't think it's it's a big of a deal [58:08] but we'll address with you okay [58:09] >> but I want to thank you for that [58:11] leadership in bringing that project to [58:13] where it is successful and that's a So [58:16] many years of planning back and forth co [58:20] is there people like that. [58:23] >> Well, I also have been meaning to email [58:25] you over the last few days to thank you [58:27] for Union Street which also was just [58:29] beautiful. Although I have gotten one [58:31] complaint that it's hard to stay at 25 [58:34] now. [58:36] Before you had to avoid all the potholes [58:38] and now you can just, you know, zoom up [58:40] Union Street. So that's a good a good [58:42] problem to have. But it's I I've been [58:44] meaning to to thank you and write to you [58:46] over the last few days and I just [58:47] >> it's can discuss with it has to do with [58:50] the island [58:51] >> what happened the stone and the turf. [58:55] >> Yeah they can [58:58] something that they can be addressed. [59:00] >> Yeah we're going to be we're going to be [59:01] addressing now that it's turf season. [59:03] We're also um we kind of were waiting if [59:06] you notice the um old light poles are [59:09] still in place. Yeah, [59:10] >> National Grid has to remove those [59:12] themselves. So, we just I literally have [59:14] it in my desk yesterday, uh, an [59:16] agreement from National Grid. They're [59:18] going to come and remove those. They're [59:19] going to have to remove the poles and [59:21] the foundations. And then, yeah, we when [59:23] that project ended, it was in the the [59:26] middle of the biggest heat wave that you [59:28] had. [59:28] >> So, planning the grass, all you had to [59:30] establish. [59:32] So, we are going to have to go back [59:34] through and and do that. Now's a good [59:35] time. We're doing the ground part. But [59:38] now at the time it was [59:39] >> I think we preemptive because we did [59:40] full but you're not going to leave like [59:42] that. [59:42] >> No we did because we have known you over [59:46] the years to not do things like that. So [59:48] we did tell we did make that very clear [59:50] to them that you are more than likely [59:51] coming back [59:55] » and then we did mention about the [59:56] international [59:57] >> and the lights came on. [59:59] >> Yeah. [59:59] Absolutely. [1:00:02] Actually, I'm just going to also say in [1:00:04] looking over um the purchase orders uh [1:00:09] summary, well, detail actually that we received I think today, maybe [1:00:14] yesterday, I can't remember. Um the I [1:00:17] was noticing just how many different [1:00:19] firms you do have to interact with [1:00:22] because of the various consultants. So, [1:00:24] you know, I can imagine that that's [1:00:26] complex also. So, I think again to add [1:00:28] to what Mr. Mutter and saying it's great [1:00:30] that you have so you know you have very [1:00:32] strong relationships with these various [1:00:35] >> that was that was the point of the sheet [1:00:38] it was a sheet that I included in the [1:00:39] package just to [1:00:41] show the amount of internally externally [1:00:45] that that uh city department of [1:00:48] engineering lead on work with someone [1:00:52] that's that's [1:00:54] right residents you know residents there [1:00:57] 6,000 of them And then we got this is [1:01:00] just a current snapshot of food cuz it [1:01:02] does rotate. But um yeah, without the [1:01:04] consultants and contractors, we know [1:01:06] that we couldn't we couldn't do it. And [1:01:09] I also have Steve Bruce back to help [1:01:11] hard times. See, you know, 30 plus years [1:01:14] experience with the city. [1:01:15] >> Great. [1:01:17] >> Go ahead. [1:01:18] >> Thank you. Um Mr. When does the paving [1:01:20] schedule come out by 2026? [1:01:23] I'm anticipating doing some more roads [1:01:25] off a Union Street. [1:01:26] >> We're working on the paving schedule [1:01:27] now. Yeah. [1:01:28] >> Um I don't have it I don't have it [1:01:31] developed now. Usually we don't bother [1:01:32] having we don't have it all together [1:01:34] until February. Okay. [1:01:35] >> But we had an internal meeting. We're [1:01:37] starting the book. Um I know one of the [1:01:38] big roads we're looking at this year is [1:01:40] Frank Street. Um you know in [1:01:43] anticipation of doing the bridge over [1:01:44] but we thought that we did that and I [1:01:47] can look at some rows off the Union but [1:01:49] you know we're really always trying to [1:01:50] focus on main times. That's what I drove [1:01:54] looking at bridge. I'm like yeah it's [1:01:56] time for this. You know, we also try to [1:01:58] partner. If you noticed, uh, we worked [1:02:00] with the Sent City School District. We [1:02:01] did the roads around the Steinments [1:02:02] Academy. We're more than grateful about [1:02:04] that. We did the roads around Mount [1:02:06] Pleasant. We're also, um, next year [1:02:09] the mayor sign off might be a minorly [1:02:12] different paving where I'm looking to [1:02:14] try to do some of my larger nuisance [1:02:18] projects. So, um, we have some areas [1:02:21] like, um, in front of, uh, by Mount [1:02:25] Pleasant and tennis courts, there's an [1:02:27] area there where we have a triangle. [1:02:28] We're looking at redoing that. We've had [1:02:30] some accidents, uh, in that area, and [1:02:33] we're looking to reconfigure the ropes [1:02:34] there. We also have some areas that are [1:02:36] concrete roads, specifically Michigan [1:02:38] Avenue and Almont Avenue by 890. It's uh [1:02:42] concrete roads that are in rough shape, [1:02:44] you know, and uh looking to do um Gulf [1:02:47] Road, add an official turn lane at the [1:02:50] cross town right now. It's kind of one [1:02:51] and a half lanes. It's a little little [1:02:53] tricky there. We have a plan for that. [1:02:55] Also going across and uh cleaning up the [1:02:58] entrance to the golf course. Um and then [1:03:00] we're working with uh you know, Mike [1:03:01] Sesnney on a bunch of areas. The big [1:03:03] thing that we also are trying to do when [1:03:05] we have our paving program is eliminate [1:03:07] areas of icing. So we have some lowline [1:03:10] areas. We have an area in Woodan right [1:03:12] now that we're working with connecting [1:03:13] municipal housing on Mville with roadis [1:03:16] because it's low. We're looking to do a [1:03:18] project there to raise the road because [1:03:20] the less uh icing that we have on the [1:03:23] road, the less work for our DPW crews [1:03:25] because it is a specific focus where [1:03:27] they have to birth dispatch ice [1:03:30] locations. Um, another one we just are [1:03:32] doing now is on rugby bowl plot. You see [1:03:35] a little corner work we're doing there [1:03:37] that ended up being some icing and some [1:03:39] flooding areas that we have there. But [1:03:41] we're trying to pick away at it. But I [1:03:43] will have a an idea more towards [1:03:46] January. Right now we're just wrapping [1:03:48] up talking about [1:03:50] normal part to the tennis court. That [1:03:54] section was the others were paid but [1:03:56] that section was um not paid. Is there a [1:03:59] reason why that part turned into tennis [1:04:02] court here? [1:04:03] >> That's the area I'm talking about. So, [1:04:05] >> so we stopped while we're designing that [1:04:08] entire area with the triangle is going [1:04:11] to be re reconstructed [1:04:13] >> from our turn all the way up to [1:04:15] >> Right. Correct. All from there up to not [1:04:18] right up to the exit ramp but up ways. [1:04:21] If if you were not if there's a pet [1:04:24] basin that's in disrepair and there's a [1:04:26] very awkward triangular island um that's [1:04:29] not the right side. So we're going to try to clean up that. [1:04:31] >> You're talking about the cat basement in [1:04:33] that circle right by Pennsylvania [1:04:36] >> Skyler. [1:04:38] Yeah, that area right there. [1:04:40] >> Thank you. Y [1:04:42] >> um so I do want [1:04:43] >> No, you [1:04:45] >> um I do see that traffic counting was [1:04:47] cut from your budget. [1:04:49] >> Yes. [1:04:50] >> Okay. So, what what are we doing to [1:04:52] address these stop signs and these [1:04:53] issues with residents in the city? How [1:04:56] would you think when we go with that? Do [1:04:58] we have any money in the budget next [1:04:59] year? [1:05:00] >> That's what I was That's why I made a [1:05:02] note of it. is that I don't specifically [1:05:05] have the money in things budget for. Um, [1:05:08] and I look what I, you know, I I uh what [1:05:12] I'm trying to do is itemize the budget a [1:05:15] little bit so that it kind of takes some [1:05:17] of the nuance and pressure off of [1:05:19] everything. It's that, you know, um, I [1:05:22] looked at the city of Alby's budget. [1:05:24] is similar to [1:05:26] ours, but like I say, they spell out [1:05:27] everything. So when we get CHIPS money, [1:05:29] we paid for Chips money. same we uh you [1:05:32] know we separated chips and CDBG trying [1:05:34] to focus. So um so the idea behind that [1:05:39] was that we would put x amount of [1:05:42] dollars into what Alman would call speed [1:05:46] mitigation traffic mitigation and they [1:05:48] dedicated uh million to $2 million a [1:05:51] year to it and that's how they put in [1:05:53] their their traffic humps and speed and [1:05:55] all those things. They use that funding [1:05:57] not the chips funding and they actually [1:05:58] had a line called traffic. So I kind of [1:06:00] copied that and put the amounts in. But [1:06:03] you know given the situation that we [1:06:04] have you know fiscally was you know [1:06:07] those were some of the first things that [1:06:08] we looked at to say we haven't done this [1:06:10] in the past now really the best time to [1:06:12] start. Um it's not to say that we can't [1:06:15] put in stop signs and do some work with [1:06:17] chips money is possible. It's just the [1:06:20] idea that [1:06:22] the budget to what we would like to do [1:06:25] and not budget in this shop manner of [1:06:28] we're going to tell the city engineer [1:06:30] what we think and he's going to have to [1:06:31] figure out how to pay for it. You know, [1:06:33] it's that if the city would like to see [1:06:37] the creation and the installation of [1:06:38] speed humps, then we have to put [1:06:42] something in the budget similar what we [1:06:43] did with the sidewalks that says is that [1:06:45] we believe that we need to do this. will [1:06:46] put in x amount of dollars for me to do [1:06:49] that and if it's not in the budget so that I'm going to continue to [1:06:54] do the base work [1:06:56] >> and and I've appreciated and trusted [1:06:58] your response Mr. [1:07:00] on and all the work we do. It's got to [1:07:02] be overwhelming for me on a daily basis, [1:07:05] but thank you for it too. Um, so I know [1:07:07] I've been working for years, some of us [1:07:09] have on Kingsville and Rosby Road and um [1:07:12] places like that. So we just want to [1:07:14] make sure that that's you know [1:07:17] that fact moving forward that that's [1:07:20] something that we really want to propose [1:07:22] for coming. [1:07:25] >> So [1:07:27] Mr. [1:07:28] U actually [1:07:31] Um, I hear everything all the [1:07:34] conversation just took place and I'm [1:07:37] increasingly worried that Mr. Wallen is [1:07:41] the sole engineer functioning with all [1:07:44] this knowledge and information at the [1:07:46] city. [1:07:47] There's nothing to stop him from [1:07:49] choosing tomorrow to transition to [1:07:51] another municipality or work workforce. [1:07:53] We've seen that happen. Um, and [1:07:58] in his absence, [1:08:00] how does the city function where a lot [1:08:02] of the projects and I appreciate our [1:08:03] conversations, they require that [1:08:05] historical context to understand how to [1:08:07] mitigate some unforeseen issues that you [1:08:09] just wouldn't know if you weren't here 5 [1:08:11] years ago. And that's why I appreciate [1:08:13] the two legit knowledge of Mr. [1:08:15] supportive field just calling those out [1:08:18] because having a source reference [1:08:19] knowledge is important to understand [1:08:21] that we don't repeat some lessons [1:08:23] learned that just aren't captured with [1:08:26] um newer individuals at the table. Um [1:08:29] but for the amount of time that I've [1:08:32] been on the council, we just continue to [1:08:33] hear how it's difficult to provide a [1:08:36] support or a secession. Um if you [1:08:40] wouldn't mind. Um but sincerely it needs [1:08:42] to be a hyperfocus [1:08:44] uh because to me a number of the [1:08:46] projects that were just identified at [1:08:48] the table those would fall into the work [1:08:49] task in excess of the core operations. [1:08:52] Um we talk about mental health in the [1:08:55] workplace. I the thought of you being so [1:08:59] cautious the time you take away from [1:09:01] your job because of how it will halt for [1:09:04] how it will halt operations at the city. [1:09:07] I would imagine that is a component of [1:09:09] your consideration. And I hope that at [1:09:10] this stage in your career, you [1:09:11] understand you have to step away at [1:09:13] times. Um, but again, with respect to [1:09:17] engineering, you just keep asking for [1:09:18] more and more and more and more. And [1:09:20] it's with good good measures like safety [1:09:22] considerations, paving schedules, [1:09:24] they're things that matter to the [1:09:25] community. Um, but even with the fee for [1:09:27] service line, I shadowed your department [1:09:29] for a brief moment and I felt like I was [1:09:31] taking away your time. Um, but even for [1:09:33] the projects that you're not managing [1:09:35] directly, you're indirectly managing [1:09:37] them because a member from your office [1:09:39] has to sign off phone at the end of the [1:09:41] day. Um, so I would even say that that's [1:09:43] double the work. Um so although we can [1:09:47] align the budget, there needs to be an [1:09:50] emphasis from within city hall because [1:09:52] again that is a big shortfall and I do [1:09:55] not want to see us continue down this [1:09:56] path of having individuals with uh so [1:09:59] many different varying responsibilities [1:10:01] that sometimes exceed their immediate [1:10:03] role set and as we replace them we now [1:10:06] have to decouple all these things and [1:10:08] it's more difficult. Um, so I see this [1:10:10] is as a a crossroad for us and I hope [1:10:14] that we can address this move forward [1:10:15] and I hate the word hope because we have [1:10:17] to figure it out eventually, but to me [1:10:19] it doesn't seem like we are. Um, so I [1:10:22] can thank you and we can all thank you [1:10:24] for what you do. Um, but until we [1:10:25] provide you some supports, it this is a [1:10:28] ticking timeline and I am one of a lot [1:10:32] of members in our community that have [1:10:33] moved back with the hopes of putting [1:10:36] some supports or with the hopes that [1:10:38] this will still be here and I don't want [1:10:40] to see your good efforts fall by the [1:10:42] wayside because of our poor plan. [1:10:48] » Well said that as well. [1:10:51] >> Yes, [1:10:52] >> you're not going anywhere. [1:10:55] But yes, you need you need support staff [1:10:57] to help you out. [1:10:59] >> Agreed. [1:10:59] >> What we are trying to do in the [1:11:01] department having another IPS's help is [1:11:04] we are trying to utilize [1:11:07] technology and and organizationally [1:11:09] we're trying to in case anybody were to [1:11:11] walk in there. It is, you know, Steve [1:11:13] spend six months organizing files and [1:11:15] scanning and working with it just to try [1:11:17] to make it um so that if someone were to [1:11:19] come in, they would not be just [1:11:21] inheriting, you know, I inherited a desk [1:11:23] with a lot of paper on it. You know, [1:11:24] we're trying to track things [1:11:25] differently. And I do think it helps [1:11:27] when you have things um more itemized [1:11:30] like what we're talking about. That way [1:11:32] you can just see these are at hand. Um, [1:11:35] and like I I really do think that with [1:11:37] the end of the ARPA and the DR, which I [1:11:40] hope I think that might have been a lot [1:11:41] of funding, you know, we had a lot of [1:11:43] projects in a very short amount of time [1:11:45] and we didn't, you know, increase staff [1:11:47] to handle it. It was just a lot going [1:11:48] on. [1:11:49] >> Um, I I think maybe we'll get back to [1:11:51] some kind of normality, but I appreciate [1:11:54] it. I mean, we would I would like to [1:11:56] have one here, but the issue is I just [1:11:58] don't want to sit here and say that, you [1:12:00] know, 13 years without having another PE [1:12:02] that in this fiscal budget that this is [1:12:05] the year that we really need a PE and [1:12:08] that if I walk away that the city's [1:12:10] going to be doomed. You know, the city's [1:12:11] been here for a very long time and, you [1:12:13] know, everybody's managed to figure it [1:12:15] out without me and without, you know, [1:12:17] it'll keep going on. You know, it's [1:12:19] government. It's it's it'll just be a [1:12:22] little bit more inefficient, I guess. [1:12:27] I'm talking about paving residential [1:12:29] paving removed from your your office. [1:12:32] Sorry, under your control. It's now [1:12:34] under residential [1:12:38] inspection that is completely under [1:12:40] code. Correct. So, um several years ago, [1:12:44] um what we decid what we we decided for [1:12:45] efficiencies was that you know anything [1:12:49] that affected a private parcel. So if it [1:12:52] was on a private property then that work [1:12:54] would just go to codes because you know [1:12:56] technically engineering different you [1:12:58] know I I'm usually in my staff are in [1:13:00] the rightway we don't have badges we [1:13:01] don't have authority to go on the [1:13:02] private property technically I'm sure [1:13:04] there's some something in there that [1:13:06] says I could but we like we changed the [1:13:08] structure years ago to be that if a [1:13:11] permit had to do with anything that was [1:13:13] on a private property such as you're [1:13:16] paving your driveway but uh I had a [1:13:19] review in the past from municip If it's [1:13:22] a curve cut, if sidewalks, anything in [1:13:24] the right that the check and I do get [1:13:26] that call from code officers that say [1:13:28] it's a new curb cut, does this curb cut [1:13:30] mean city standard? And then I will [1:13:32] review it and check. But if it's just [1:13:34] someone wants to retake the driveway, I [1:13:36] don't I don't have to [1:13:39] that has been done. [1:13:41] >> Well, you're completely out of [1:13:45] » You're completely out. Yeah, that I mean [1:13:47] and that's what I get again is that like [1:13:49] the uh the core operations part of it, [1:13:51] you know, if you were if you were to [1:13:53] look back these for years, you know, [1:13:55] where it says permanent issuance [1:13:57] inspection, there used to be six there. [1:14:00] >> Sidewalk, painting, all that. Anything [1:14:02] that had to do with a residential or [1:14:04] commercial property, those were [1:14:06] transition to codes. And I now have [1:14:08] revocables, which are things in the [1:14:10] right way, uh and the small warehouse [1:14:12] facilities, which are also things in [1:14:14] right away. So I handle anything that's [1:14:16] in the city's right. [1:14:19] » Also just back to the budget cut. Sorry. [1:14:22] When you say cut from budget, is it [1:14:24] because that something you removed based [1:14:25] on needing to cut that amount or was [1:14:28] that something that you asked for and it [1:14:30] was removed? [1:14:31] >> You talking about the position? Um [1:14:33] actually specifically talking about um [1:14:36] the MSN MS4 requirements and traffic [1:14:40] and well like I said it was the MS4 [1:14:44] requirement was a something that I spoke [1:14:46] with mayor finance about uh regarding [1:14:48] copying the Ithaca way of doing things [1:14:51] and requires a a new fee and creation of [1:14:54] it but there's a lot of complication to [1:14:55] that. So it's something I'm going to [1:14:56] continue to work on with Derek um [1:14:58] because it is a it is a large be a large [1:15:01] implementation. So we decide not to go [1:15:03] forward. Traffic timing like I said in [1:15:05] the parking study those were singular [1:15:07] capital lines. They were not in the [1:15:08] operating budget. They could go in the [1:15:09] operating budget but those were things [1:15:11] that were in the capital. But once again [1:15:13] is that this is a tight budget. So they [1:15:17] were they were wanted to have them in [1:15:19] there to show that we talked about these [1:15:21] things. I added the budget but you know [1:15:23] we had to have some discussions when we [1:15:25] get to our capital about things that are [1:15:27] you know more important than that. And [1:15:29] there may be some ways around it, but [1:15:31] also it would be great if you know I [1:15:34] guess we didn't, you know, off the focus [1:15:36] of trying to do so much, you know, and [1:15:38] that's that's the thing is that in the [1:15:40] city the Craig Street project and [1:15:43] putting four stop signs up sometimes [1:15:45] take just as much time. Know there's a [1:15:46] lot of conversations that need to happen [1:15:48] with both of those projects. So there are time cons, [1:15:54] you know, this is this is the city's [1:15:55] budget. It's not my budget. [1:15:58] back. [1:16:01] >> Are there any other questions? [1:16:04] Okay, seeing none, [1:16:08] I think a couple other departments uh [1:16:10] except for adult. [1:16:11] >> Yeah, we can go through all the lines. [1:16:13] I'll just let you know 14 is the [1:16:14] administrative APWA news. Uh county [1:16:18] split news that is the 402 lines fees [1:16:21] for services. That is what I do use to [1:16:23] pay for consultants when it comes time [1:16:25] for I need third party services. Um so [1:16:29] that line I would appreciate remaining. [1:16:30] You can see the one year was very high. [1:16:32] We got a we had to do some transfers but [1:16:34] then what we did is that wasn't new with [1:16:36] staff. We moved some staff money to [1:16:38] there and that's what we did but I'm [1:16:40] comfortable with that number. And then [1:16:41] like I said the rest of it is is small. [1:16:44] It's uh cell phones uh training and then [1:16:46] once again [1:16:56] section [1:16:59] all yours capital [1:17:03] your engineering department [1:17:08] buildings and come back and fill up the [1:17:12] lab and [1:17:28] So page 91 [1:17:34] bottom section [1:17:37] and the next page. Mhm. [1:17:42] Just one sure [1:17:46] the first one electric vehicle charging [1:17:49] stations. What we're looking to do is [1:17:51] currently we have five charge point [1:17:54] charging stations. They were installed [1:17:56] over 5 years ago. Um we've been having [1:17:59] some issues with the annual maintenance [1:18:01] fees on them and some of the [1:18:03] repairability. um our facilities [1:18:05] department um asked that uh we [1:18:08] transition those to link well the [1:18:10] stations that we've been putting in [1:18:12] lately. Um we have some right in back [1:18:14] city hall. We're also putting some in at [1:18:16] the golf course. There's two and some [1:18:18] other areas in the city. We have both [1:18:20] stations going in. So this is to replace [1:18:22] the existing stations and put in a [1:18:24] couple new stations for electric vehicle [1:18:27] charging. The next fire station [1:18:30] improvements. So that is I had three [1:18:33] improvements. So we did a lot of work to [1:18:36] fire station one replace their APA [1:18:39] heating system [1:18:41] really successful project. They also had [1:18:43] a uh whole house generator but in doing [1:18:46] that what we have now is they have a [1:18:48] console on the front of their building. [1:18:51] Um the console used to be where dispatch [1:18:53] was now we moved to a central dispatch [1:18:54] but that console remains. It is a very [1:18:57] large hardwired console. uh and it's [1:19:00] taking up space. It looks like something [1:19:03] from NASA via Houston. We have a [1:19:06] problem. I mean, it is an old [1:19:09] and so we have uh some folks to remove [1:19:11] that and refurbish that room so they can [1:19:13] turn it into uh more administrative [1:19:15] spaces. Uh we're also looking at doing [1:19:18] the roof uh at station two and at [1:19:21] station 4. So that is fire station [1:19:25] improvements, parking kiosks. Um, I know [1:19:29] as we're transitioning to Lazo, but we [1:19:31] have a lot of outdated kiosks around the [1:19:35] world. We doing even though we did [1:19:36] upgrade some, we have a lot of uh kiosks [1:19:39] that really need to be upgraded with the [1:19:40] new displays. So, this is to buy, I [1:19:43] believe, 10 new kiosks and locate them [1:19:45] in our busier area, do a whole [1:19:47] reshuffleling of a kiosk working with [1:19:50] the uh PD department. Um, paving that is [1:19:53] our general paving fund. That is in [1:19:55] addition to chips. um that is for work [1:19:58] that is not chips eligible. It is really [1:20:01] useful to have uh funds dedicated to [1:20:03] paving for nonchips eligible work [1:20:06] because chips does have requirements. [1:20:08] The next one um replacement of green [1:20:11] houses at Central Park. Um we have two [1:20:14] green houses at Central Park that are [1:20:16] dating back to 1950s. They are our last [1:20:18] green houses with antlated controls. [1:20:21] We've installed uh a new teaching [1:20:23] greenhouse with a grant that we got from [1:20:25] Brookley for set. That greenhouse is a [1:20:28] polycarbonate greenhouse. It is [1:20:30] phenomenal. Their production has doubled [1:20:32] using the greenhouse [1:20:34] >> and um instead of investing money into [1:20:38] those old green houses and I were like [1:20:41] done. So we're looking at uh new two new [1:20:45] green houses that are polycarbonate that [1:20:47] will use their automation system. Um the [1:20:50] green houses will be almost identical [1:20:52] size but more configured for production [1:20:54] just longer traditional green houses. Um [1:20:58] so that's one of them and then signage [1:21:00] which is central park signage. So we've [1:21:04] been working for well over two years on [1:21:06] uh installation of signage wayfinding [1:21:09] signage in Central Park and um I spoke [1:21:12] with Derek about it. I hope you're using [1:21:14] general paving funds because we do [1:21:16] signage with general paving. However, [1:21:19] since we're not paving all the roads [1:21:21] around the park because we've had them [1:21:23] come, it's uh safer to council just to do it this way. These are, you know, [1:21:29] not street signs. These are decorative [1:21:31] signs similar that you would see in a in [1:21:33] a state park that would be placed at the [1:21:35] main entrances around the park. Um it's [1:21:38] good timing for it because now [1:21:39] everything's kind of set where it is. Um [1:21:42] we know where everything's going to be. [1:21:44] So, that is uh the next one. So those [1:21:47] were the uh the replacements for [1:21:52] >> So we do have some signage around [1:21:54] Central Park replace those [1:21:58] >> any signs that was like rose garden [1:21:59] signage that's going to remain that were [1:22:01] privately funded that rose garden [1:22:02] signage. This is more weight finding. [1:22:04] It's actually going to be outside around [1:22:06] the perimeter of the park of not so much [1:22:09] on the interior to make sure that people [1:22:10] know where the pool is, where to park um [1:22:13] where you know where to park for a [1:22:15] diamond and b diamond connect the [1:22:17] educational environmental community. We [1:22:18] want to make sure people know where that [1:22:20] is. So we have a plan um and we're ready [1:22:23] to go. It's just that we need the [1:22:24] funding. [1:22:28] » Okay. Something happened in the last [1:22:30] year to year before. We did some work [1:22:32] for the greenhouse with a bathroom or [1:22:34] something like that. [1:22:36] >> We did install a bathroom. Yes, we've [1:22:37] installed a composting bathroom with a [1:22:39] grant. [1:22:39] >> Was it last year? [1:22:40] >> Two years ago. [1:22:42] >> No, the greenhouse is I mean it really [1:22:45] is an asset to the city. I encourage [1:22:47] anyone to go. Um, and if you would like [1:22:50] to see what that new does, um, it's [1:22:54] unbelievable what they can do with [1:22:56] actually climate controlled all [1:22:57] computerized and to show us some of some [1:23:00] of the produce that they're making out [1:23:02] of there and what they can do. I think [1:23:04] this is going to really increase the [1:23:05] capacity and, you know, it's not a for [1:23:07] profit thing. It's something that [1:23:08] they're providing. Go ahead. [1:23:12] >> Well, a couple of questions. Well, three [1:23:15] questions. [1:23:16] Um, one about the green houses. Would [1:23:20] what's your estimation of would we be [1:23:22] able to go another year if we couldn't [1:23:24] replace the green houses with new green [1:23:26] houses? So, that's my first question. [1:23:28] >> I would want to talk with Pam and Janet [1:23:31] about it just because they have put off [1:23:33] certain things with updating because of [1:23:35] it. Um, you know, the heating systems [1:23:37] are antiquated. They have old oil. Um, [1:23:40] we're really trying to get away from [1:23:41] oil, uh, from everything. you know, they [1:23:44] have tanks in the ground. [1:23:46] >> Um, and then, you know, some of the [1:23:47] glass is broken. That's the issue is a [1:23:49] glass greenhouse. [1:23:50] >> So, um, I would I would I would if could [1:23:54] recommend that we we try to we try to [1:23:56] move forward with it just because it is [1:23:58] >> there's there's electrical things going [1:24:00] on there. I mean, if you were to look at [1:24:02] it, it's pretty pretty bad. [1:24:05] >> Okay. And then in terms of the um the [1:24:08] signage were did we ever um I feel like [1:24:12] this in my memory um did we have to have [1:24:15] a partnership with the county for some [1:24:17] of those weightbearing signs or is that [1:24:19] just something I'm imagining [1:24:23] » you feel like you know [1:24:28] >> so I worked with Steve Feny and another [1:24:30] grant which was the veil central park [1:24:33] connector [1:24:33] >> and that was a signage project that we [1:24:36] completed a couple years ago. [1:24:37] >> Okay. So, that is what I'm thinking. [1:24:39] >> Yeah. And that is in place. Uh and that [1:24:41] we utilize the new capital district [1:24:42] trail logos. We were one of the first [1:24:44] municipalities to do it. Um which is [1:24:47] great. And if anybody looks outside the [1:24:49] window to see our continuation project [1:24:51] that's going on, which is, you know, [1:24:52] we're getting some really good reviews [1:24:53] of that Franklin Street cycle track. Uh [1:24:56] while it's not done, you can really see [1:24:59] it because the asphalt's been cut out [1:25:00] and the curb going in. And that's the [1:25:02] continuation of that path all the way [1:25:04] from there. And that's going to be a [1:25:06] federal project that we're working on [1:25:07] next year as well, which is the [1:25:09] continuation of that path from the [1:25:11] environmental education center at the [1:25:13] state so that someone on a bicycle could [1:25:15] have a dedicated path all the way from [1:25:17] state fair to city hall. So effectively, [1:25:21] you could ride the bike on a dedicated [1:25:22] path from State Street to the farm, [1:25:25] >> which is great. in our next phase to try [1:25:27] to get you from here to Union Street so [1:25:30] that we could connect you to the Mohawk [1:25:32] uh Mohawk and Trail, which would be [1:25:35] huge. So, only only a couple blocks to [1:25:37] go until we're done with that. [1:25:39] >> Okay. And my last thing was just about [1:25:41] um lighting at parks. Um if we I thought [1:25:45] for some reason that we had talked about [1:25:47] that previously when we had the parks [1:25:49] director here, but I'm not seeing it in [1:25:51] my notes. that experiment. [1:25:53] >> I mean, do we have enough lighting, do [1:25:55] you think, in terms of some of the the [1:25:57] roadways around the pool [1:26:03] » place? I don't know. [1:26:04] >> I'm wondering on the road in from um you [1:26:07] know, the Rose Garden [1:26:09] >> up into like around Music Haven, is [1:26:11] there any plan? Are there any plans to [1:26:13] >> No, there [1:26:15] >> we can. I am. So, as everybody probably [1:26:17] knows, the Central Park tennis court [1:26:19] project is I'm living right now. When [1:26:21] that is completed, um, we are looking to [1:26:24] redo Arthur chairs road [1:26:27] one way. [1:26:28] >> I can look into it. That would be [1:26:29] something that would be eligible to be [1:26:31] put in lighting on Arthur chairs, but I [1:26:33] haven't looked at it as a whole park. [1:26:38] >> I It's kind of the first I've heard [1:26:40] about it. [1:26:40] >> Okay. Thanks. [1:26:42] >> Go ahead, please. [1:26:44] >> Um, so back to the electric vehicle [1:26:46] charging stations. And you talked about [1:26:48] you mentioned the couple um in the golf [1:26:53] at the golf course. [1:26:54] >> Yes. [1:26:55] >> Um so as I recall the police department [1:26:59] recently got a grant for that, right? So [1:27:01] is this in addition to what the money [1:27:03] they got? Is the money they got? [1:27:06] >> This is in addition. So that those [1:27:07] projects are already happening. We have [1:27:10] uh Erie Boulevard, the Erie Boulevard, [1:27:14] the golf course, Lafayette by the police [1:27:16] station, and I believe there's one other [1:27:18] location that they're doing right now. [1:27:21] >> Foster Avenue. [1:27:22] That's correct. Yep. [1:27:24] Foster Avenue by the [1:27:25] >> So, how many you asking? I mean, is this [1:27:27] for here? [1:27:28] >> This is four. Let me consult my giant [1:27:31] folder. [1:27:32] Um I believe it was 10. [1:27:37] Uh [1:27:39] 13. [1:27:40] >> 13. [1:27:41] >> Yeah, it would this would be good for 13 [1:27:43] uh dual port charging station. [1:27:46] >> So for I can't remember how much how [1:27:49] many was it for the police department? [1:27:51] Just two or was it four? [1:27:53] >> Well, that's different. Remember the [1:27:55] police department was getting them under [1:27:57] a different uh bond. [1:27:59] >> I understand. Okay. That was getting two [1:28:01] with two and two with two. So it's four vehicles. That's usually how we do [1:28:07] it at the bottom. at the golf course, at [1:28:10] the police station, at Foster Avenue, [1:28:12] and on Boulevard. [1:28:13] >> Right. I just want to make sure at the [1:28:15] golf course we're getting four [1:28:17] essentially. [1:28:17] >> Yes, four. [1:28:19] >> Yeah, that was a really actually pretty [1:28:21] simple project with those location at [1:28:22] the time. So, that's good. And it should [1:28:24] be um almost very we just call them. [1:28:30] >> And so, are how many are there going to [1:28:33] be there now? [1:28:34] >> Of course. No. So, so it would be a [1:28:37] total of 14 with the 10 is 10 and [1:28:39] therefore [1:28:44] it's not 10, it's 13. [1:28:46] >> Oh, 13. [1:28:47] >> 13 plus the four. So, 77. [1:28:51] >> Yes. [1:28:51] >> And then double that, you have 34 plugs. [1:28:58] » Go ahead. [1:28:59] >> Thank you. I have a few questions. and [1:29:01] everything that you do in your office as [1:29:03] far as grants. Are there a lot out [1:29:06] there? Is there someone that um [1:29:07] particular focuses on grants that might [1:29:10] be out there for [1:29:12] charging stations? Um that's my first [1:29:15] question. [1:29:16] >> Um well, I believe some of the money [1:29:18] that we got originally was from uh [1:29:20] grants [1:29:22] with the question mark, so we might do [1:29:24] that. Okay. Um [1:29:28] next question. As far as the green [1:29:30] houses, have have you thought of like [1:29:32] the the um freight farm um like uh the [1:29:36] city mission has um where they grow [1:29:39] things hydroponically [1:29:41] as a alternative to something in the [1:29:43] greenhouse. [1:29:45] >> Have you have you been in there or seen [1:29:46] that [1:29:47] >> everything grows kind of like [1:29:48] hydroponically on walls with lights and [1:29:51] things? [1:29:52] >> I don't know. Maybe something to look at [1:29:54] >> as far as as what he put in there. um [1:29:57] and enough I the I had to pass the [1:30:01] greenhouse participants not to come just [1:30:03] because I said they know let's just have [1:30:05] a normal budget meeting but if if there [1:30:07] was ever any information they might be [1:30:10] listening and coming right now [1:30:12] they're very interested in in promoting [1:30:14] what they do with the greenhouse so I [1:30:16] I'm not familiar with the hydroponic I [1:30:18] do know that the new green houses have [1:30:22] racks that they do hang things from um [1:30:24] compared to the old one but that we've [1:30:28] worked on doing some of the capital [1:30:32] support the actual plants and other [1:30:34] things are run by cooperative extension. [1:30:40] » Um the greenhouse volunteers are looking [1:30:43] please send us your own recommendation. [1:30:47] >> We will look at it [1:30:48] >> the new parking kioses. So I mean going [1:30:52] with VA and the new system that we're [1:30:54] going to go through there's nothing [1:30:56] through them that they can give us some [1:30:57] money for something to replace some of [1:30:59] these in [1:31:01] >> we can ask we [1:31:04] >> no but a fair point would be is uh I [1:31:08] don't know if we have signed any kind of [1:31:09] agreement with goat you know Metroplex [1:31:12] has gone forward with that I think [1:31:14] they've actually started already [1:31:15] changing their their branding but right [1:31:18] now we have we do not have any type of [1:31:21] agreement with them that I'm aware of or [1:31:23] transitioning over to that. So, it's [1:31:24] something that uh I'll have to follow up [1:31:26] on. Um [1:31:28] but that could be part of that [1:31:30] conversation if they want to contribute [1:31:32] anything to this to that point. [1:31:34] >> And another thing is the um I know um [1:31:36] Central Park is it's considered like a [1:31:38] New York State Park. There's a lot of [1:31:40] funding that might happen for there for [1:31:42] signage. [1:31:45] » No, a state park. not a state park but [1:31:48] under New York state parks. Um, have we [1:31:51] ever looked into anything like that? [1:31:52] >> I haven't. I can ask but I think our [1:31:55] consultant would have they do a lot of [1:31:56] work in state parks and I haven't heard [1:31:58] anything about a funding opportunity. [1:32:00] >> Okay. [1:32:00] >> Um, and the last thing is the lot off of [1:32:03] Beer Avenue. Um, there's a lot of [1:32:06] construction, grading, milling going on [1:32:08] over there. What's what are we going to [1:32:10] do there outside of a [1:32:12] >> park? [1:32:13] >> Right. Is it has it been paved or I [1:32:15] haven't been by there in quite a while, [1:32:16] but I know we're looking to [1:32:19] make a lot of parking there [1:32:21] >> and and we have. [1:32:22] >> Yeah. Um [1:32:23] >> it's open now. There used to be big [1:32:24] blocks there. [1:32:25] >> There are blocks, but the blocks are to [1:32:27] delineate entrance fees. Yes. [1:32:29] >> Okay. Oh, good. So just the one and then [1:32:32] um so one of the things that I was [1:32:35] requested by uh Chris was he asked if we [1:32:39] could look at [1:32:41] moving the blocks next year and doing a [1:32:44] curbed area up front and moved the [1:32:47] blocks. The blocks are a temporary [1:32:49] measure to try to delineate where it is. [1:32:51] and I said that we would work on it um [1:32:54] possibly then that what we could do is [1:32:56] make um median areas and then put trees [1:33:00] in the median areas out front. The [1:33:02] reason that trees would be difficult [1:33:04] inside of the parking lot itself is that is uh with all development in the [1:33:09] city which is a good thing and all the [1:33:11] utilization of space that is the city's [1:33:13] primary snow dump and when we do pile [1:33:16] snow there we use very large [1:33:19] and um just the trees would would not [1:33:22] farewell given that what we do there but [1:33:24] um but so far for everything that we've [1:33:28] done we made the area put buildings down [1:33:30] we compacted [1:33:31] Mike Stron and myself laid out a [1:33:34] rudimentary parking lot using just uh [1:33:37] paint in hand and um we had one person [1:33:40] directing and I I think everything went [1:33:42] really well for our events. People just [1:33:43] kind of felt once you set the first [1:33:45] couple cars up really did work. But I do [1:33:48] think that softening the entrance with [1:33:51] some plantings and some curb built up. [1:33:53] So I'm going to work with Chris on that [1:33:55] because right now the blocks [1:33:58] Yeah. There is there a little little [1:34:01] Thank you. [1:34:03] >> Go ahead, please. [1:34:04] >> Actually, this has to So, back to the EB [1:34:07] starting station. Um, we have a lot [1:34:09] around city hall. Um, especially this [1:34:12] question is probably more ground for [1:34:13] city hall and let me uh what are we [1:34:17] doing to make sure that someone with a [1:34:18] gas vehicle doesn't park there? [1:34:23] >> I think they're all signed to [1:34:25] >> Yeah, I understand. But, [1:34:27] >> but they would get ticketed just like [1:34:30] somebody whose uh year is expired [1:34:34] parking someone properly [1:34:36] >> unless it's on the weekend and then [1:34:38] >> no that would still be ticketed if you [1:34:40] have a gas vehicle and an electric [1:34:42] vehicle charging station [1:34:44] >> but our ticket people don't work on the [1:34:46] weekends do they [1:34:47] >> police officers do [1:34:48] >> oh okay well because I think I um [1:34:53] was talking about this with somebody [1:34:54] before that it's happening so I didn't [1:34:56] know [1:34:58] uh what the process when someone sees [1:35:00] it, if they should who they should call. [1:35:04] >> Um I one of the the things that I have [1:35:07] been mentally struggling with and [1:35:09] talking with some people in the MO about [1:35:11] is um bringing electric vehicle charging [1:35:14] stations to the city, not the downtown, [1:35:17] the residents. [1:35:18] >> Um as you know, not everyone has a [1:35:20] driveway or garage. [1:35:23] So, if you're trying to promote electric [1:35:25] vehicles, but you can't charge an [1:35:27] electric, that's one of the things that [1:35:29] everybody's trying to talk about is how do you how would you promote people [1:35:33] to to use these so you have to put [1:35:35] electric charging station places that [1:35:36] are more public or in the neighborhoods. [1:35:38] So, like I said, we only have we're [1:35:41] trying to replace, you know, some, but [1:35:43] there's some extra ones in here that I'm [1:35:45] looking to try to find some locations [1:35:46] that are a bit more neighborhood [1:35:49] oriented so that someone may say, "Hey, [1:35:51] you know what? I could actually use this [1:35:52] if I'm in a neighborhood track because [1:35:54] it is it's challenging. You need to have [1:35:56] a specific set of circumstances if you [1:35:58] want to own one or you charge all the [1:36:00] time at a third party which [1:36:04] may be feasible but I don't know if I [1:36:06] want to purchase a vehicle based off of [1:36:08] that. [1:36:10] >> Don't is there some way that people can [1:36:11] have something at their home [1:36:14] >> for the to charge at their own home? [1:36:16] >> Yes. to charge that [1:36:18] >> you can. But that's what I'm getting at [1:36:19] is usually you wouldn't see out on [1:36:21] purple. [1:36:21] >> No, [1:36:22] >> that's what I'm getting at. And a lot of [1:36:23] places do not have a driveway or a [1:36:27] garage or [1:36:29] >> I a lot of people don't know who [1:36:31] electric vehicles charge them inside [1:36:33] their garage. [1:36:34] >> And if we don't have a garage [1:36:36] >> or drive makes a little difficult. [1:36:40] So maybe maybe that's something to think [1:36:42] about again a partnership with possibly [1:36:44] the school district because they're [1:36:46] located in the neighborhoods and then [1:36:47] like especially we're looking at [1:36:49] overnight charging then usually [1:36:51] overnight you know from 5:00 on those [1:36:54] parking lots aren't usually as much in [1:36:57] use and I'm sure that especially with [1:36:59] the governor's push to our electric [1:37:01] vehicles even the school fleet they um [1:37:04] like to see it happen like that so maybe [1:37:06] that's area start I [1:37:10] That's a good idea. There are lots of [1:37:15] other [1:37:18] » Thank you so much. [1:37:21] No. [1:37:22] >> So here we can do [1:37:24] >> let's do [1:37:31] » here [1:37:40] 85. [1:37:56] Thanks. [1:38:04] » We should just walk you through the [1:38:05] revenue and [1:38:08] >> expenditure and then with [1:38:14] » Yep. the uh golf fund um 34.34% [1:38:18] from 1.69 [1:38:20] approximately 1.731,000 [1:38:23] increase [1:38:25] um revenues are pretty standard [1:38:28] across the board uh will be increased [1:38:32] that um [1:38:35] and u Mr. The ball will be up in [1:38:40] January. Uh that's per usual year. Other [1:38:44] than that status fun, [1:38:50] you just want to walk us through [1:38:51] anything, highlight anything that we [1:38:52] need to know, what's going on with the [1:38:54] golf course? [1:38:57] Um specifically, anything just general? [1:39:03] Again, I mean, as Jer mentioned, really [1:39:05] nothing much in the [1:39:08] adapted revenues really. It's pretty [1:39:10] much the same. Um, we have seen just [1:39:15] I mean, the last two years have been [1:39:16] incredible weather with the obviously [1:39:19] was a kind of a hiccup to start the [1:39:21] year. The spring really uh rainy, so we [1:39:26] were kind of behind uh last year's [1:39:28] revenues for most of the year. We [1:39:29] managed to catch up um at the beginning [1:39:33] of this month and I think we're going to [1:39:34] start being able to pull away from last [1:39:36] year's numbers now as a result of that. [1:39:38] But it took us a while to get there when [1:39:39] we finally did get past that hurdle. Um [1:39:43] I would probably say since mid June [1:39:45] right through to now I mean the [1:39:48] weather's been incredible and it showed [1:39:51] um just the amount of people that we've [1:39:53] been able to bring through there. I [1:39:55] think golf courses in general rest the [1:39:57] capital region have really um seen a lot [1:40:00] of success this year. Well, the last two [1:40:02] years really but uh it was a nice [1:40:04] turnaround because it was it it didn't [1:40:08] look it was kind of bleak in the [1:40:09] beginning of the year. Sure. [1:40:14] » Yes. [1:40:15] So you staffing your your um your [1:40:20] staffing is showing an increase of food [1:40:23] position into the 2026 budget. You want [1:40:25] to highlight the reason? [1:40:27] >> Yeah, it's just because we're we become [1:40:30] so busy and we like to just fill a [1:40:32] couple of areas. Um [1:40:35] and of course I don't like to have [1:40:36] burnout with some staff members. So it's [1:40:39] nice to have some extra people on hand [1:40:42] to fill certain roles. [1:40:45] um when we are busier for sure. [1:40:49] In terms of the number of attendants, [1:40:51] the fee increase we've had, you know, [1:40:54] minor fee increase over the last couple [1:40:55] years, [1:40:57] >> does that affecting the the numbers, the [1:41:01] attendance at the golf course in terms [1:41:04] of the fees in terms of numbers? Are we [1:41:06] seeing a trend upward trend in terms of [1:41:08] attendance? [1:41:11] Um, I think it's just pretty much [1:41:12] plateaued. You can only put in so many [1:41:15] rounds a day and I think we we're just [1:41:19] seeing that number almost maximum every [1:41:21] year. [1:41:22] >> I don't I don't really see a decrease [1:41:24] because of the fees going up at all. [1:41:28] >> The weather was a dampening factor in [1:41:31] spring tendency was down. But the [1:41:33] problem now is max out of tea times. If [1:41:37] people don't have the ability to [1:41:39] collect, there sign up, get in there. [1:41:42] There's still slots on Sunday afternoon [1:41:45] that are open that tend to be slow and [1:41:48] maybe a little bit later on Saturday, [1:41:51] but otherwise you wait in line to play [1:41:54] golf. It's a great facility and it's in [1:41:58] tiptop shape. [1:41:59] >> So, how how is a new improvement working [1:42:02] out the RP location that you made to [1:42:06] >> Oh my god. Do you want to talk about [1:42:07] that? Highlight that. [1:42:10] So, yeah, the new irrigation system [1:42:12] install has been I mean didn't come out [1:42:15] on high, right, Chris? We had some minor [1:42:17] bumps on the road with the install. Some [1:42:20] of the heads were sticking, a little bit [1:42:21] issue with the pump station, but once [1:42:23] those resolved, I mean, [1:42:26] >> I've been at that golf course for this [1:42:27] is my 14th year as head professional. [1:42:30] Um, even as a kid growing up, [1:42:34] it's pretty remarkable. I have never [1:42:37] seen a golf course look in the condition [1:42:38] that it is right now. I was at the Ryder [1:42:40] Cup at Beth Paige a few weeks ago [1:42:44] >> and you look at the shape of the holes [1:42:46] and you know you can tell when a golf [1:42:47] course has a high punch. You just just [1:42:50] by the way it's manicured. It's just as [1:42:52] simple as that. [1:42:54] >> You look down the first fairway of our [1:42:56] golf course and I'm like man it's not [1:42:58] that much different. I mean, just the [1:43:00] definition of it, [1:43:03] just the the plane condition, but that's [1:43:05] the one area that I hear mostly from [1:43:09] golfers all over the Capitol region that [1:43:11] come here. They're like, "This place." [1:43:14] >> I mean, I think the biggest complaint [1:43:17] now is the rough is too hard. The grass [1:43:19] is too long in the rough. But see, the [1:43:21] issue is that the rough never got the [1:43:24] watering system to hit those areas. Now, [1:43:26] it is. It's healthy. So now they're [1:43:29] discovering it's it's a little more [1:43:31] difficult in in that respect, but it's [1:43:33] not because the grass is longer, it's [1:43:36] healthier. [1:43:37] >> And that's the one and actually they've [1:43:39] cut the grass a little bit shorter in [1:43:40] that regard, but because it's thick and [1:43:42] healthy. So I mean, you see it in in [1:43:44] neighborhoods when when a person really [1:43:47] takes care of their lawn and so they're [1:43:48] well manicured. You go on there, you see [1:43:50] how healthy the grass is. That's what [1:43:52] it's like at our facility. Every square [1:43:54] inch of it. [1:43:57] How how is the new vendor the concession [1:43:59] side working on? Fantastic. Mr. Nick's [1:44:02] been great. He's um I mean that that's [1:44:05] another area. He's completely [1:44:06] transformed. If anybody's been in there, [1:44:09] you see it's it's u it's a complete 180 [1:44:12] from what it's been. I mean, I June and [1:44:14] Dave did a very nice job for what they [1:44:16] had, but he's brought it to a different [1:44:19] level. It's much more professional. Um [1:44:22] just the look of the the facility in [1:44:24] general. It's more accommodating. And [1:44:26] he's getting people that aren't there to [1:44:28] play golf. They're just coming there to frequent the place. [1:44:32] >> It's Yeah. Yeah. We actually did a [1:44:34] wedding there. [1:44:36] >> That was a first. [1:44:38] >> Yeah. There's an event tent down. Yeah. [1:44:41] There's an event tent down between the [1:44:42] 9th and 18th green just beside one of [1:44:45] the practice screens. And you can see it [1:44:46] coming up 18 and 9. It kind of sits in [1:44:48] the background. And he uses that for [1:44:51] special events. So it's more [1:44:52] accommodating for other things. Um and [1:44:55] he's util utilizing every inch of that [1:44:57] space. So he's done a tremendous job [1:45:00] >> talking about that. A couple years ago [1:45:02] we had um body typically. [1:45:06] That's it. So is that that's going to be [1:45:08] up on his office and it's available for [1:45:10] people to rent for special event. [1:45:12] >> Yes. [1:45:13] >> It's been up. [1:45:14] >> Yes. I believe he has been. [1:45:16] >> He has. [1:45:17] >> Yeah. [1:45:21] » Miss [1:45:24] questions uh under revenue CR2012 [1:45:29] utility reimbur. So it was like 12 [1:45:33] >> 12,23 and 50,000 down from 25 back up. [1:45:38] Can you tell us what that's for? [1:45:39] >> Utility reimbursement. Chris. [1:45:41] >> Yeah. Eric [1:45:44] utility reimbursement. you're handling [1:45:45] the reimbursement end of it. I mean, [1:45:46] he's really reimbursing the meter [1:45:48] values. So, even that that number there [1:45:51] is kind of it's a pass through more or [1:45:52] less, right? [1:45:54] >> Right. So, but we're not [1:45:59] >> that number is actually probably but one [1:46:02] of the things is that really isn't a [1:46:03] revenue because there isn't an expense [1:46:06] to offset it. So, that's something maybe [1:46:08] we have to look at. He is the the [1:46:11] building is great. The building is [1:46:12] metered to two meters. One meter is our [1:46:15] meter, one meter is his meter. [1:46:17] >> The city as the owner of the building [1:46:19] receives the bill and we issue me to him [1:46:22] every month for that amount. Um, and I [1:46:24] believe that he would, but I don't know [1:46:26] if it actually gets reported at revenue. [1:46:28] I don't know if it does. [1:46:29] >> It does. [1:46:30] So, right now we up to [1:46:33] >> I don't know, [1:46:35] but [1:46:37] >> but it's it's a net it's a net zero. The [1:46:39] city does not make money. The city does [1:46:41] not lose money. is paying for a meter [1:46:43] from pitch, [1:46:44] >> right? So, it's really So, based on that [1:46:46] explanation, it's really not revenue, [1:46:47] just getting reimbursed because [1:46:52] » Oh, I'm sorry. In part two, um [1:46:56] the seasonal memberships [1:46:58] >> went down significantly. [1:47:00] >> Yeah, [1:47:00] >> that's on that's on purpose. [1:47:04] >> Yeah. So we we we raised it we raised it [1:47:06] what three or four years ago to a [1:47:09] different number significantly higher [1:47:11] than they were which we felt that they [1:47:12] were undervalued. [1:47:14] >> Um and we are municipal courts after [1:47:17] all. We didn't want to turn it into a [1:47:18] more of a private club style place or [1:47:21] just membership type style. [1:47:23] >> Um so I think there was a lot of players [1:47:26] that were turned off by that. They [1:47:28] didn't they decided not to get the [1:47:29] season membership or season pass rather. [1:47:32] And I've noticed it's cyclical. There'll [1:47:35] be there'll be years where we'll get [1:47:37] people that are interested and they're [1:47:38] all gung-hong and say, "Yeah, I want to [1:47:40] get it." And the number goes up, then it [1:47:41] comes and flows. Um, [1:47:45] I personally like it when that number's [1:47:47] lower because we're able to get it more [1:47:48] agree. I think we do better revenue wise [1:47:50] when the season memberships are lower. [1:47:53] And my So, one of the things I just [1:47:56] wanted to point out with Matt, I think [1:47:57] you detailed it. One of the things that [1:48:00] Matt has to has to handle which is a big [1:48:04] task and what we work together on is t [1:48:08] times the final. So you know I can [1:48:11] honestly right now tell you the maximum [1:48:14] amount of revenue the course could make. [1:48:16] It's just an equation. It's the amount [1:48:18] of tea times times the amount of days [1:48:20] that were open times a non-resident rate [1:48:23] for the car. And I could show you that [1:48:24] number and I this is the maximum this [1:48:26] portion is ever going to make. But what [1:48:29] Matt really is managing which is [1:48:31] difficult is you have events, you have [1:48:34] leagues, you have the public and you [1:48:36] have season passholders. You have those [1:48:38] four categories and I might be missing [1:48:40] one. Correct me if I'm wrong. And we [1:48:42] have to manage how we have those four [1:48:44] categories into this finite block of [1:48:47] times. If Matt wanted to, he could book [1:48:51] an event almost every single day, [1:48:54] but then the public won't be able to [1:48:56] play the golf course. Similarly, a [1:48:58] league. He has a waiting list, I [1:48:59] believe, for leagues. We could have [1:49:01] leagues go from 9:00 am to 5:00 pm. Once [1:49:03] again, then the public cannot play the [1:49:05] golf course. [1:49:05] >> So, it's a balance of when do we [1:49:07] actually allow leagues to come and if a [1:49:09] league goes, there's a back when we want [1:49:11] to some public events. We stopped having [1:49:13] events on certain days. [1:49:14] >> Yeah. We haven't we've decided not to [1:49:17] take events on weekends just because [1:49:19] that's a peak time for us uh the most [1:49:22] popular time for the general public to [1:49:24] be able to play the golf course. But as [1:49:25] Chris described, those four entities, [1:49:27] they all have important value to the [1:49:30] course. It's important to have events [1:49:31] there [1:49:32] >> so you can showcase the golf course. [1:49:34] It's important to have play. And of [1:49:36] course, it's extremely important to have [1:49:38] regular. Um, and all four serve a [1:49:41] purpose for that facility. [1:49:44] But trying to balance them all is the [1:49:46] tricky part. [1:49:51] » That was my question. [1:49:54] membership was down 40%. But I know [1:49:56] there's a huge hike in increase and um [1:50:00] so that works out well especially [1:50:02] balancing everything out [1:50:04] >> and golfing there. [1:50:06] >> Yeah. [1:50:07] >> Two times a week. The course is just [1:50:09] beautiful. And on those hot days when [1:50:11] the sprinklers go off, it's nice to run [1:50:13] underneath them. [1:50:15] And we do complain about now the burst [1:50:19] of the rough being way too rough to get [1:50:22] out of, but it's because the grass is so [1:50:24] healthy and hopefully we can set it up a [1:50:27] little bit instead of playing the ball [1:50:28] where it lies [1:50:30] >> like [1:50:32] that. [1:50:34] >> But it is it's Thank you for everything [1:50:36] that you do there. Mr. Mati has been a [1:50:39] nice addition to your team up there. [1:50:41] Yeah, just agree. [1:50:43] >> And of course the parlor. [1:50:46] >> Yeah, [1:50:46] >> it's been good. I mean, there's a lot of [1:50:48] times there's we're coming in from [1:50:50] league play and there's not any room for [1:50:52] us to kind of sit or hang out because so [1:50:54] many people are there from different [1:50:56] organizations. One being the whole um [1:50:59] lacrosse team from this game was [1:51:01] >> Yeah. The beginning of the year, right? [1:51:02] >> Yeah. So, it was um you know, but they [1:51:04] we you know, we whatever. So, it's it's [1:51:08] a good thing. Everything moving forward [1:51:09] there is perfect. Thank you. [1:51:13] >> Go ahead. [1:51:16] >> Okay. So, so, so the golf course is [1:51:18] making money for the city. [1:51:20] >> What's that? [1:51:20] >> I said so the golf course is making [1:51:21] money for the city and when um so we're [1:51:24] not like taking any money out of the [1:51:26] general fund to support the golf [1:51:27] courses. It's quite the opposite. [1:51:29] >> Correct. [1:51:30] >> Right. So if so kind of to Mr. point. [1:51:34] It's [1:51:35] if you kind of managed it just a little [1:51:39] differently um to maybe allow some more [1:51:42] of the and it might cut down the [1:51:44] availability of the public, you know, [1:51:46] being a municipal golf course, I need I [1:51:47] have to balance those tensions. I'm just [1:51:50] thinking like how much would you have to [1:51:52] change or is it that formula? is it's so [1:51:55] specific that you could say, "Oh, if we [1:51:57] um opened it up to a league or two more [1:52:00] leagues this many times a year, it would [1:52:03] generate this amount of uh revenue." Um [1:52:07] I'm thinking um u quite um selfishly [1:52:12] about like how could we manage that and [1:52:14] maybe produce some revenue for our [1:52:17] existing youth employment line that that [1:52:20] I'm just kind of bouncing that idea out [1:52:22] there. Actually, my question is very [1:52:24] much related to [1:52:28] Max has really done a great job of [1:52:30] balancing the whole thing. And the one [1:52:31] factor right now to drive revenue what [1:52:34] is slightly beyond our control. It's the [1:52:37] weather. [1:52:38] >> You get a nice day. People are there [1:52:40] playing golf. [1:52:41] >> It's pouring rain. It drops the revenue [1:52:44] pretty much to what is it? Zero. [1:52:47] >> Yeah. [1:52:49] But you know, you look at that balance [1:52:53] and I understand what you're saying, but [1:52:56] >> there's not a simple thing. If you give [1:52:58] one lead, you're going to get x number [1:53:00] of dollars because you're going to lose [1:53:02] some free play uh from the uh general [1:53:05] public, but it's just if you've got good [1:53:08] weather, [1:53:10] >> they get more people. [1:53:12] So, I guess to kind of because I think [1:53:14] we're all on the same page here. So, [1:53:16] like maybe looking at um I mean I would [1:53:21] love to see it go to 300,000. That's I [1:53:24] don't know. But if if maybe to [1:53:27] increase the membership fees slightly [1:53:29] across all the fees to generate [1:53:32] $150,000, [1:53:34] >> I don't know how much that would, you [1:53:36] know, how much that would increase it [1:53:38] for an individual [1:53:40] member. Just trying to figure out how do [1:53:42] we do that. [1:53:43] >> So yeah, so the season passes when you [1:53:45] most of them will look at it in terms of [1:53:48] so let's say a non-resident [1:53:51] is I think it's $2,100 off the top of my [1:53:54] head. [1:53:54] >> Sure. [1:53:55] >> They're going to dissect that number [1:53:59] every which way they can think of. [1:54:00] >> Sure. [1:54:01] >> How many rounds do I need to play to [1:54:02] make sure that I can get my value? And [1:54:05] then there's going to be a few that say [1:54:06] they don't care. It's the convenience of [1:54:08] it. I can book eight days in advance as [1:54:10] opposed to seventh. It's convenient for [1:54:12] me. I like that. So, I'm going to do it. [1:54:14] So, it depends on the person's, I guess, [1:54:17] interest in that regard. Um, but yeah, I [1:54:20] mean, you could you could raise it to [1:54:21] any number you want, but what are they [1:54:24] getting for the value, but it's not a [1:54:27] typical golf course. I was saying they [1:54:28] got this pool, locker room, tennis [1:54:31] facilities. We have a lot of those [1:54:33] things already, but they're just in [1:54:34] separate entities. We have a public, we [1:54:37] have the tennis courts, pickle ball, and [1:54:39] all that, but they're located throughout [1:54:40] the city. It's not in one specific [1:54:44] facility. Like at Mohawk Club, for [1:54:45] instance, you go there, they have a [1:54:47] pool, they have locker room, they have [1:54:48] clubhouse. Um, everything is right [1:54:50] there, centrally located. It's very [1:54:52] convenient. [1:54:53] >> But their membership are their [1:54:55] membership fees are $10,000 for a family [1:54:57] of four. [1:54:58] >> Right. So, there's a lot of daylight in [1:55:00] between that and talking about how [1:55:01] amazing to your point and everyone's [1:55:03] point, how amazing our golf course is. [1:55:05] That looks I'm just imagining that there [1:55:07] might be some um some opportunities [1:55:09] there to to to increase revenue [1:55:12] especially for um that line of [1:55:14] particular [1:55:15] >> were to do something like that then I [1:55:18] would ask that you you own it [1:55:21] >> which is [1:55:21] >> say again [1:55:22] >> like but years ago right we got a 75th [1:55:25] anniversary fee [1:55:26] >> and you knew what it was we were [1:55:29] charging a dollar extra around for the [1:55:31] 75th anniversary fee went into a pot and [1:55:34] that was used. We bought benches and we [1:55:36] did some improvements off the 75th [1:55:37] anniversary fee. So if you are looking [1:55:40] for the golf course to fund a parks [1:55:43] youth a program, then I would say you don't hide the fee. You don't you [1:55:49] know you put it out there and you put a [1:55:51] poster on the golf course and you say [1:55:53] that like the city of Skenctity fees are [1:55:56] helping fund X. So maybe, you know, [1:55:58] you're going to get the cranky old [1:56:00] people that have been there for 50 years [1:56:01] that'll say, "I can't believe the fees [1:56:02] went up to $2 instead of one." But, you [1:56:05] know, you're giving us to say this is [1:56:07] what we're doing with it. This is the [1:56:08] part between that. The only thing that I [1:56:10] want to make sure is, you know, once [1:56:12] again, if we're trying to operate this [1:56:14] golf course fiscally responsible, is [1:56:16] that if you were to look on page um 90 [1:56:23] and this is, you know, typically how we [1:56:25] go see it is that you're going to see [1:56:27] transfer to general fund, audit fund, [1:56:30] super fund 250, and 2,000. And then [1:56:34] underneath you're going to see a [1:56:35] transfer to capital fund, which is [1:56:37] blank. [1:56:38] The reason that that's usually blank is [1:56:40] that we don't anticipate ever, you know, [1:56:43] a revenue, right? We we make sure our [1:56:46] expenses equal our our revenues. And [1:56:49] then what to Matt's point, right? Right [1:56:51] now, all things considered, we're moving [1:56:54] into the black, right? We we're slowly [1:56:57] creeping into the black. As we creep [1:56:59] into the black and hopefully our [1:57:00] revenues pace our expenses, then that [1:57:03] transfer to the g capital fund goes up. [1:57:05] Tick tick tick tick tick tick. And [1:57:07] that's what we use for our capital, [1:57:09] which you're going to ask about lately. [1:57:11] Next, if we start taking the capital [1:57:16] fund revenue, then we're not going to be [1:57:18] putting any money into our savings, and [1:57:20] then we're going to be reonding on [1:57:22] bonding to buy our mowers and equipment. [1:57:25] So, it would need to be, you know, the [1:57:28] transfer of the general fund would need [1:57:30] to be equal. And then we still need to [1:57:31] be able to make sure that we have a [1:57:33] capital fund, you know, and and that's [1:57:34] to the mayor's point, but even if it [1:57:36] rains, you know, we can't anticipate [1:57:37] every day being sunny that we have to [1:57:39] because if we bring our transfer of the [1:57:41] capital fund to zeros, our savings will [1:57:44] go down very quickly and then we're [1:57:47] going to rely on bonding, which we [1:57:49] haven't had to do before. [1:57:50] >> Right. So I guess my the I agree my [1:57:53] point is saying like even even with that [1:57:55] consideration made then what we're [1:57:57] essentially saying is that and and I [1:57:59] agree with you like you know just be [1:58:01] really clear and transparent about why [1:58:03] we're doing it. I think that I think [1:58:04] that would actually encourage people to [1:58:07] um feel a little bit better about you [1:58:10] know about paying an increased fee [1:58:11] because they recognize that you know [1:58:13] it's you know going to to something [1:58:15] that's also it's being reinvested in the [1:58:18] community right and that then we get the [1:58:20] economic benefit of that dollar and that [1:58:22] so on so forth with the public safety [1:58:23] yada yada stuff I've been saying for [1:58:25] years but so I say yes um do that and [1:58:28] I'm and and the I guess the formula I [1:58:29] would say is that I'm sure you guys are [1:58:30] going to come and say you know we put a [1:58:32] lot of money into this golf course and [1:58:34] it's absolutely beautiful, one of the [1:58:36] best around for what it is. Um, so we're [1:58:39] going to, you know, we just we justify [1:58:41] increasing the fees and still leaving a [1:58:44] lot of daylight between us and the p [1:58:46] private golf course, right? So, my [1:58:48] saying is like maybe we if you could [1:58:50] figure out what that formula would be, [1:58:51] what is it what does it look like to um [1:58:55] increase fees to where we're able to put [1:58:58] the money away, but there is that [1:59:00] additional and intentional couple bucks [1:59:03] spread across everyone that could equal [1:59:05] to this $200,000 and then we can fund a [1:59:07] youth program which puts money back into [1:59:10] the community and saves us money in the [1:59:12] public safety uh alliance. as well. So, [1:59:15] like that's what I'm suggesting we do. [1:59:18] >> Yeah. What's the amount? [1:59:20] >> Well, my amount my amount would be [1:59:22] $300,000. So, once we get there, I mean, [1:59:24] believe once we get there, we could talk [1:59:26] about, you know, scaling it back, but [1:59:27] like let's look let's look at what it [1:59:29] would be is what I'm saying we should [1:59:31] do. [1:59:32] >> Go ahead. [1:59:35] Okay. [1:59:36] >> Well, in a related issue, um, of course, [1:59:39] because I'm not a golfer, I can't [1:59:41] remember what the golf starter ranger [1:59:43] is, but I was wondering if those could [1:59:45] be youth, and I think they probably [1:59:47] already are, but [1:59:49] >> they be youth employees, [1:59:51] >> because I was kind of thinking that that [1:59:53] would be 10 of the um, you know, that [1:59:57] would be 10 employees um, right there. [1:59:59] That's $45,000. Um, but I think Are [2:00:02] they? Um, I'm not sure. So [2:00:05] >> couple not really specifically for those [2:00:08] types of positions. [2:00:09] >> Okay. [2:00:09] >> Um Peter's younger heart. [2:00:12] >> Yeah. [2:00:14] >> So when you're a starter at the golf [2:00:16] course, right? Um [2:00:18] >> it's it's it can be a pressure packed [2:00:21] situation for sure. I mean you're [2:00:23] constantly working to get golfers out at [2:00:26] a reasonable time and a lot of times the [2:00:28] starters get bullied by the golfers. [2:00:31] They are impatient. [2:00:33] uh they don't want to play with certain [2:00:34] people. If they get paired up with [2:00:36] strangers they may not know and that's [2:00:39] kind of part of it being on a public [2:00:40] golf course that's sort of what goes [2:00:43] along with that uh facility. [2:00:46] >> Okay. [2:00:47] >> So it's you know if you have a young [2:00:51] individual of 16 years old may not be [2:00:53] able to handle that sort of pressure or [2:00:54] know how to talk to an individual [2:00:56] because they don't have the maturity yet [2:00:58] for that. Not saying that that's going [2:01:00] to happen but it's a possibility. Um, so [2:01:03] we try not to put them in a position [2:01:05] that they're not going to succeed in. [2:01:07] >> Oh, yeah. No, the same at the pool. [2:01:08] >> We may be able we'll kind of groom them [2:01:11] to get them, [2:01:12] >> right? [2:01:12] >> Like get them under the flanking of, you [2:01:15] know, a senior staff member to say, [2:01:18] "Here, take them under your wing for a [2:01:19] day or two, see how they do." [2:01:21] >> And that's happened. So, um, [2:01:25] one of the best employees I ever had was [2:01:26] Ric Carlo Greley. The kid was amazing. [2:01:28] He was mature beyond his years and he [2:01:30] could do everything, [2:01:32] >> right? [2:01:32] >> But he worked his way to that. We didn't [2:01:34] just thrust him in there. He he actually [2:01:36] took it upon himself and volunteered to [2:01:38] do these different positions and we felt [2:01:40] that he was successful. But that of [2:01:42] course that's not you're not going to [2:01:43] always get an individual like that. [2:01:46] >> So that's what we tried to do. If that [2:01:47] answers your question [2:01:48] >> that did um I think we're you know we're [2:01:50] all kind of interested in how we're [2:01:52] going to be able to um you know fund [2:01:53] that $150,000. [2:01:55] >> We just found it. Um but um I so also [2:01:59] along those lines, the raffle um I can't [2:02:02] remember how much the check was that [2:02:03] went to APF this year when you guys uh [2:02:06] came to the [2:02:08] about $1,200. [2:02:10] >> Yeah. So that wasn't much. Okay. [2:02:12] >> Because I was going to suggest that too [2:02:13] could also be part of um you know the [2:02:16] instead of giving it to an outside [2:02:17] nonprofit that we actually give it to a [2:02:20] youth employment fund or youth services [2:02:22] fund within the city. But it's only [2:02:23] 1,200 bucks. So, [2:02:25] >> we can certainly discuss a rate increase [2:02:27] this year, of course, you know, fits it. [2:02:30] Um, [2:02:31] you know, one of the things, of course, [2:02:33] with this little handout that I showed [2:02:35] you was that there was a study done [2:02:36] across New York State called an economic [2:02:38] environmental impact study and we [2:02:41] participated in our at least our [2:02:42] facility started participating back in [2:02:44] January. But I brought our maintenance [2:02:46] staff in and we answered all the [2:02:47] questions and pro you know provided all [2:02:50] the numbers they were looking for and it [2:02:53] was it was enjoyable because at the [2:02:55] writer uh at the PGA tent um the person [2:02:59] who was responsible for putting all this [2:03:01] data together was there and unveiled it [2:03:03] all to us. So, it was it was kind of a [2:03:04] neat experience cuz there was PJ [2:03:06] professionals from all across the [2:03:08] country there. And this was highlighting [2:03:10] New York specifically saying that we're [2:03:12] like the leaders and uh golf, one of the [2:03:15] top states in golf for jobs, economic [2:03:18] impact, etc. [2:03:20] And it was really neat because that page [2:03:23] state work was held. A writer Cup has [2:03:25] never been held at a stateowned golf [2:03:27] course before. That was the first time [2:03:28] that ever happened. Wow. [2:03:30] >> And it's owned by the state of New York. [2:03:31] It's a municipality [2:03:33] and 25% of the facilities that are [2:03:36] involved in this are municipality golf [2:03:39] courses. [2:03:40] >> So they provide a considerable amount of [2:03:42] revenue and a big portion of this is [2:03:45] provided by municipal. So [2:03:48] >> one of the things that municipals do is [2:03:51] they provide accessible affordable golf. [2:03:54] So you got to tread that fine line [2:03:56] because we are municipal. We don't want [2:03:57] to raise the rates too high because [2:03:59] that's what we pro pride ourselves in. [2:04:02] But at the same time, listen, our [2:04:03] expenses are not going to get any lower. [2:04:05] We already know that everything's [2:04:07] getting more expensive. [2:04:09] Uh the cost of doing things and cost of [2:04:11] doing business is more expensive. So, [2:04:12] you have to you can't they're just [2:04:15] everything's going up. I hate to say it, [2:04:17] but that's just the way it's going to [2:04:18] be. [2:04:19] >> Yeah. [2:04:19] >> And so, we've got to I like the way Mr. [2:04:23] Farley's thinking. Maybe we should raise [2:04:25] our rates so we're not working so hard [2:04:27] to keep our heads just above water. [2:04:30] >> Yeah. And I mean I think I'm sorry. [2:04:32] >> No. [2:04:33] >> Okay. I I was thinking, you know, we [2:04:35] made quite the investment in the golf [2:04:37] course, you know, with our funds as [2:04:38] well. And I think that this is like a [2:04:40] >> one of those ways which I think was a [2:04:42] wise. So this is one of those ways to [2:04:44] get, [2:04:45] >> you know, with every a lot of people do [2:04:47] a little and then we can kind of, you [2:04:49] know, we can [2:04:50] >> get that that line funded. Well, it's [2:04:53] interesting because I think we've been a [2:04:55] lot of a big uh leader in the community [2:04:57] as far as that goes. So, when we first [2:04:59] did the GPS on our golf carts, all of a [2:05:03] sudden four or five other public golf [2:05:05] courses in the area, [2:05:07] >> what do they do? They got GPS in their [2:05:08] golf course because they see how [2:05:10] successful we were. We did irrigation. [2:05:12] Town of Colony just put a like a $16 [2:05:14] million renovation project into their [2:05:16] golf course. I don't know where they got [2:05:18] money for that, [2:05:20] but they have two 18hole golf course. [2:05:24] That's a huge property, but they're redoing the entire uh facility [2:05:29] over it. And I think the same irrigation [2:05:31] company is doing their facility that did [2:05:34] ours. But um anyway, Frier Park and [2:05:37] Troy, same thing. New irrigation, big [2:05:39] renovation project. All municipal golf [2:05:41] coursees. Um Amsterdam Municipal just [2:05:44] rebuilt the brand new clubhouse. I mean, [2:05:46] so they're all doing renovations to [2:05:48] their facilities in some regard, but um [2:05:51] it almost seems like we're like at the [2:05:53] forefront. Like what is Skenkity doing? [2:05:55] What are they doing that they're able to [2:05:56] finish in the black all the time? [2:05:58] >> And Chris and I pride ourselves in not [2:06:01] being a burden on the city. We never [2:06:03] want to be a burden to the city. We self [2:06:04] sustain a lot of our projects and don't [2:06:07] ask for funding. I mean, I think the [2:06:10] history of being here shows that. [2:06:13] Wouldn't you say, Chris? [2:06:14] >> Sure. [2:06:16] So, I hope that answers some of your [2:06:18] questions. But if you get a chance to [2:06:19] look at this in the bottom right corner, [2:06:21] it's kind of small, but it says New York [2:06:23] Golf impact.org. [2:06:25] And the study, well, [2:06:28] it's pretty impressive the numbers they [2:06:29] came up with. It shows everything from [2:06:31] economic and and uh environmental [2:06:34] impacts and what golf courses are doing [2:06:36] all across the state from Buffalo to [2:06:38] Malone down to Long Island. um water [2:06:42] conservation, [2:06:43] um animal protection stuff. [2:06:46] >> We're a part of the Autobon Society, [2:06:48] which is important. [2:06:49] >> We've been with them for a long time. [2:06:51] >> But things like that. [2:06:54] >> Yeah, [2:06:55] >> let's do it, man. [2:06:57] >> I just had a question. Yeah, you [2:06:59] mentioned self sustaining. So, how does [2:07:01] that how does the capital funding factor [2:07:05] into the entertainment? Is that hard [2:07:07] compartment or capital is outside? [2:07:10] of your expenditure here [2:07:13] >> in which and [2:07:14] >> capital. Yes. [2:07:16] >> Yes. Operating. [2:07:17] >> So how how is that factoring into your [2:07:19] overall expenditure? Are you recovering [2:07:21] this class? Are you funding this class? [2:07:23] Because this is not funded. This is [2:07:25] funding outside of your regular [2:07:27] payto-day operation. [2:07:29] >> The capital. [2:07:29] >> Yeah. Capital you pay for the reserve. [2:07:31] >> Yes. So that's so [2:07:34] >> $375,000. [2:07:35] >> Yeah. [2:07:36] >> Is not funded. [2:07:38] beath [2:07:44] and the Jews that pay for the Catholics [2:07:49] that come out [2:07:51] >> is that part of that 250 [2:07:54] 350 something [2:07:57] >> no [2:07:58] general fund to subsidize. [2:08:00] >> So that was um that that's what I was [2:08:03] talking about this blank face here. So [2:08:06] in 2024 we we moved $160,000 into 2013 [2:08:10] we moved $113,000 in. So this year we're [2:08:14] hoping anything we make going on it's [2:08:15] going to hopefully thick thick tick [2:08:16] thick that number up and that's what we [2:08:18] use to pay for what's in the capital [2:08:20] request. [2:08:21] >> So we don't have the number for 2025 [2:08:23] that's yet. [2:08:23] >> We do not because we get that number at [2:08:25] the end here to see what the actual [2:08:27] number say [2:08:28] >> and that would be used toward the 2026 [2:08:30] to offset the capital [2:08:33] expenditure. Okay. I just want to go [2:08:35] ahead. [2:08:40] » Okay. [2:08:42] Oh, question to Mr. Farley's point. [2:08:46] Absolutely. I mean I I I don't know you have a golf advisory committee [2:08:52] and it brings uh raises or increase in [2:08:55] fees to that a year and you talk about [2:08:58] so again you want to maintain that line [2:09:00] that's that because [2:09:04] a lot of people golf in all different um [2:09:07] ages groups I see it there all different [2:09:11] people so [2:09:14] in I guess maybe 51 women that I golf [2:09:17] with at MU in different leagues. Um [2:09:20] there's probably two of us that are [2:09:21] residents. Most of them are [2:09:23] non-residents [2:09:24] and um they put up the biggest stake [2:09:26] about defeating some pain, but at least [2:09:29] they'll come back and there's really [2:09:30] nowhere been in the golf. So I just [2:09:33] wanted to bring that out there that [2:09:34] that's a little play thing you say. [2:09:36] Sometimes they can be disgruntled. The [2:09:38] golfers there, but um a lot of [2:09:41] non-residents golfing there, which we [2:09:42] get more money from which is fine. [2:09:46] I guess my uh this another thing about [2:09:48] youth is the fact that um you know [2:09:50] during the day you know they're in [2:09:52] school a lot of times are doing things. [2:09:55] >> So my suggestion would be we have these [2:09:58] beautiful beautiful new tennis courts [2:10:02] being put in where we don't charge any [2:10:04] fees for it. So that's something we can [2:10:08] start to discuss a line of revenue on [2:10:10] our tax. [2:10:13] My my understanding is that was is [2:10:15] supposed to happen when the new courts [2:10:16] go in. Um I don't know how that's been [2:10:20] worked through at all and talked about [2:10:21] at this point but it would make sense. [2:10:23] >> It will and [2:10:26] so I know that we part of our course we [2:10:30] have some partnerships um and there's [2:10:32] some agreements in place in order for [2:10:33] them to be you know as fantastic as [2:10:36] they're going to be. Um but I was going [2:10:37] to say to Mr. to Turo's point, it seems [2:10:40] like based on what the information we're [2:10:41] getting now, we, you know, we again, we [2:10:44] want to balance those tensions and I can [2:10:46] appreciate those that we're not just [2:10:47] saying, "Okay, let's make as much money [2:10:49] as we can and then we do close it out [2:10:51] for people, but it it seems like we're [2:10:54] in one of those situations where we have [2:10:55] one of those good problems where we have [2:10:57] more interest that makes managing it [2:11:00] comp complicated enough to where we have [2:11:02] to, you know, make sure that we're doing [2:11:04] it in a way that we can people because [2:11:06] there's such a high interest. So if we [2:11:08] have such a high interest, that seems [2:11:10] like the ideal place to um leverage that [2:11:14] interest and cut a check to make sure [2:11:16] our kids, you know, have jobs. [2:11:21] » We do have a pretty good pipeline, [2:11:22] right, to connect to the high school. In [2:11:24] fact, five of our hires this year came [2:11:26] from Connect. [2:11:28] >> It was and they worked out great. They [2:11:30] were all fantastic kids. [2:11:32] >> Yeah. Yeah. That's awesome. [2:11:36] » Yeah. [2:11:37] I'm just and I know that you may have an [2:11:39] opinion on this, but we're talking as [2:11:41] friends, colleagues, here um I will get [2:11:44] the numbers together like you asked. It [2:11:46] may be a large impact on honor. We'll [2:11:50] present it. Um to your point about the [2:11:52] tennis, I will say that is fantastic [2:11:54] point, but it also made me think about [2:11:56] other things in the park that are free [2:11:59] that draw a lot of people from outside [2:12:01] the city. [2:12:05] You said it might be an impact on what? [2:12:07] >> We put so much money into it outside of [2:12:09] the $20,000 that if it's Are you talking [2:12:13] about Music Haven? [2:12:14] >> Yeah. Well, we raise um I don't know [2:12:16] hundreds of thousands of dollars or [2:12:18] whatever to actually make the budget of [2:12:19] Music Haven and the city only [2:12:21] contributes $20,000 [2:12:23] um to Music Haven. Um [2:12:26] >> but you were to actually charge the [2:12:28] people. [2:12:31] >> How would we do that? They come in over [2:12:33] the hill. I mean, they sit all over the [2:12:34] hills, all over the [2:12:35] >> people in the seats to pay for the seat [2:12:37] >> and you would I mean, we would you use a [2:12:39] snow fence. You would use a green snow [2:12:41] fence and you would actually I mean, and [2:12:43] once again, you would say it's for a [2:12:44] youth program. I mean, the I'm just [2:12:47] saying is if we're going down this road [2:12:49] and we're trying to fund a youth, a [2:12:50] youth program [2:12:52] >> and we're trying to do it, then we have [2:12:54] to look at all the revenue. Sure. You [2:12:55] know, I mean, and and [2:12:57] >> I don't know. I would just point out [2:12:58] that um again, sorry to interrupt, but [2:13:01] again um we have donors that um purchase [2:13:05] the seats, purchase the bricks, purchase [2:13:07] all sorts of things. They sponsor the [2:13:09] concerts. Um, I mean it's like the I [2:13:13] would have I can't remember off the top [2:13:15] of my head what the total budget is for [2:13:16] Music Haven, but $20,000 of it is all [2:13:19] that the city gets and everything else [2:13:21] is coming from things that they sell to [2:13:24] people that come, all the food that [2:13:26] people buy and the and the beverages [2:13:28] that people buy. But mostly it's the [2:13:31] fundraising where if you look on the [2:13:33] side of the stage, I mean, you can see [2:13:36] that there's people um myself included [2:13:39] that have donated money uh to have the [2:13:41] name up on the brick, but mostly because [2:13:43] they value the the um what music haven [2:13:47] brings to the park, especially in terms [2:13:49] of the diversity um in terms of the fact [2:13:53] that it is this sort of multicultural [2:13:55] experience um in terms of the music that [2:13:58] comes. But I appreciate what you're [2:13:59] saying. I can get I can get the specific [2:14:02] figures on how much the the budget I [2:14:04] mean I know that's one of my volunteer [2:14:06] things is trying to help them raise [2:14:07] money uh every year because it is it's [2:14:10] just you know if we if we had to [2:14:12] actually pay for what happens in that in [2:14:15] that would be I can't remember exactly [2:14:17] what it is but I feel like it's like a [2:14:19] couple hundred,000 but do you remember [2:14:23] for music haven in terms of its total [2:14:25] budget? [2:14:27] I I don't remember what it is actually, [2:14:29] but that was I mean is it my I actually [2:14:33] still had a couple of questions, but um [2:14:37] >> I don't know. I get what you're saying [2:14:38] though. But um [2:14:39] >> just because you know $50,000 is more [2:14:43] attainable than $150,000 for the golf [2:14:45] course. So if you were to go 50 50 and [2:14:48] it's a park, you know, the parks [2:14:50] generate the money in excess for the [2:14:53] program. It may be more attainive, but I [2:16:23] ing stations at the golf course. Yeah. [2:16:25] >> Prior [2:16:26] >> I'm sorry. [2:16:27] >> Prior to our installation of the two did [2:16:29] not happen. [2:16:30] >> Okay. So, the two charging stations that [2:16:32] are now there, that's what you're [2:16:34] charging all those 60 parts. Those are [2:16:37] Oh, that's what I was Oh, that's [2:16:39] >> Oh, you're talking about the electrical. [2:16:40] >> Yeah, I was trying to figure out how we [2:16:42] charge those cars if we [2:16:43] >> No, there's two there's two electrical [2:16:45] uh charging stations for vehicles. [2:16:47] >> Okay. [2:16:48] >> In the parking lot this year. [2:16:50] >> Separate charging station. [2:16:54] All those chargers were in the car bar [2:16:55] and that was that was a massive that was [2:16:57] updated [2:16:59] handled the capacity for that. [2:17:00] >> Okay. Thank you. I just I was like how [2:17:02] could we not have a charging station [2:17:04] going? This is in the third year of that [2:17:06] lease. [2:17:09] >> Next year we're actually going to be [2:17:10] bringing a new program to the course I [2:17:12] forgot to mention called PJO. [2:17:17] » It's a rework military program. [2:17:19] >> Cool. [2:17:20] >> Um and both Jeff Mati and myself are now [2:17:23] certified. Uh there's actually a [2:17:25] training seminar you have to attend [2:17:28] because you're dealing with individuals [2:17:30] that you know post-traumatic stress [2:17:32] disorder um loss of limbs um I had a [2:17:35] gentleman who had no legs and one arm [2:17:38] and he's sitting in a wheel specific [2:17:40] wheelchair and he learned how to play [2:17:42] golf with one arm [2:17:43] >> and so it really kind of brings you back [2:17:45] to reality when you see an individual [2:17:47] like that and the joy it brings them and [2:17:50] they felt that the the PJ uh program is [2:17:53] the saved their lives. [2:18:36] So what we have here first are two [2:18:39] fairway mowers. These are our large [2:18:42] workforce mowers um that uh that we um [2:18:46] the existing mowers we have are about 10 [2:18:49] years old. So we're looking to replace [2:18:51] both of those. Um, the second thing, [2:18:53] like I said, is a T- mower. It's more [2:18:55] specialty, smaller piece of equipment [2:18:56] that we use for mowing our TE's. Uh, the [2:19:02] Ventra with duals. That is a workhorse [2:19:06] mower. It's a very unique mower um that [2:19:09] has uh sets of dual tires on the fronts [2:19:11] and backs and a deck that is warm, a [2:19:15] rough top deck. And what we use that for [2:19:18] are inclines and steep hillsides. Um, [2:19:21] it's a very stable like a goat mower. [2:19:24] It'll go around. Very neat mower that we [2:19:26] have, but we bought it seven or eight [2:19:30] years ago used off of a contract and now [2:19:33] we were looking to replace it. [2:19:35] >> Uh, the Verticut 3 points, those are [2:19:37] actually um [2:19:39] >> I think that is just another smaller [2:19:41] mower, more hand mower. And then the [2:19:42] units for the 33, those are actually [2:19:44] just cutting units. They're just like [2:19:47] razor blades that would go on to the the [2:19:50] mower. So you can buy those separate [2:19:51] from the mower. And then the facility [2:19:54] improvements. Um we're looking to [2:19:56] replace the boiler. Um we did talk with [2:19:59] Miy looking to operate the restaurant [2:20:03] all year. Um not fulltime but all year. [2:20:06] And we would like to make sure that the [2:20:08] boiler uh operates. So we're getting [2:20:10] quotes on that now. Actually, uh we're [2:20:13] also looking to do hallway improvements [2:20:15] with that money. Um, if you may or may [2:20:18] not be aware, there is a hallway between [2:20:23] where the female locker room can be in [2:20:25] our utility room. We would like to [2:20:27] reopen that for the winter season so [2:20:29] that um, patrons to the restaurant do [2:20:31] not have to walk up the hill. They can [2:20:32] walk through the hallway and up the [2:20:34] stairway. [2:20:36] We think that's the preferred path for [2:20:38] visiting the restaurant in the winter [2:20:39] months. And then Matt would like to uh [2:20:43] purchase a new merchandise counter. Um [2:20:45] the current counter was uh created by [2:20:49] our in-house carpenters almost a decade [2:20:52] ago is um literally a glass bot with two [2:20:58] um podiums on either side that the [2:21:00] carpenters made and we'd like to have [2:21:02] more of a professional front back [2:21:04] counter for merchandise. [2:21:09] » Any questions? [2:21:10] >> Yes, thank you. I don't I thought that [2:21:12] was um proposed a few years ago. Your [2:21:15] counter out there and we didn't have [2:21:17] funding for that or [2:21:18] >> No, it was a little more than we [2:21:20] thought. I think we only put like 5,000 [2:21:21] in the budget. Ended up being closer to [2:21:23] 10 or 15. So that's where we moved it [2:21:25] out of operating. We moved it into [2:21:27] capitals reserves. But yeah, it ended up [2:21:30] being, you know, essentially all [2:21:32] customer, [2:21:33] >> right? [2:21:34] >> And your merchandise is huge up there. I [2:21:36] mean, do you get a lot of sales on the [2:21:37] merchandise? Yeah. Especially Yeah. [2:21:39] We've done a lot more this year than any [2:21:40] year. [2:21:41] >> Okay. Um [2:21:42] >> but it just like to Chris's point, it'll [2:21:44] be much more professional looking. Um [2:21:47] and just kind of fits with all the work [2:21:49] that we've been doing out there. [2:21:50] >> Right. Absolutely. [2:21:52] >> And how about um under the under your [2:21:55] capital improvements some work to the [2:21:57] forward tea boxes [2:21:59] [Laughter] [2:21:59] [Music] [2:22:03] and so forth. [2:22:07] >> More friendly. [2:22:09] more not in the line of the back. [2:22:14] >> We could get the we could get the [2:22:15] lightning box like [2:22:18] >> well a few of the former tea boxes the [2:22:20] place more [2:22:22] >> closer to the hole. [2:22:24] >> You say they're in line with the back [2:22:25] ones. [2:22:26] >> Oh yeah. [2:22:27] >> Nine and 18. [2:22:28] >> You mean being off the side? [2:22:30] >> Yeah. [2:22:32] a lot of people talk about the forward [2:22:34] see blacks as being more [2:22:36] >> I wouldn't even want to say woman [2:22:37] friendly more senior friendly [2:22:39] >> kind of more centered [2:22:41] >> yeah okay that's [2:22:44] >> yeah are we going to have to fund [2:22:47] >> I can probably put a collection up with [2:22:49] the [2:22:50] >> the ladies you know of course [2:22:52] >> we we do need that [2:22:53] >> they they still think it's a man's sport [2:22:55] you know and um they still think Rudy is [2:22:57] a old old man's [2:23:00] today. Oh, for years, but it's not [2:23:03] changing. [2:23:05] But there are some some tea boxes that [2:23:08] could use improvement. I put that in the [2:23:10] cap. [2:23:10] >> Sure is the correct ter. [2:23:12] >> I can definitely address that with our [2:23:14] maintenance staff and see if they can [2:23:16] I'll some suggestions. [2:23:19] >> We are that would be great. [2:23:22] We are renting just to let you know a [2:23:24] project that I've been wanting to do [2:23:25] Matt for a decade is what I call between [2:23:30] goals four and five. It is a dirt cart [2:23:33] path [2:23:36] that is no longer used, hasn't been used [2:23:38] for 10 years. And our superintendent uh [2:23:40] we are running a mini bulldozer and will [2:23:43] be covering it, fescuing it, and making [2:23:47] sure the carts don't go in. And I I [2:23:49] really do think it's just one of those [2:23:50] little things that when we do it, it's [2:23:52] going to make us just look every year [2:23:54] just that little bit better because now [2:23:55] when you're on the T- box for five next [2:23:58] year when you look out, you won't be [2:23:59] seeing this arbitrary [2:24:02] road in the middle of what should be a [2:24:04] new area. So the golfers probably won't [2:24:07] appreciate having that road because when [2:24:08] you go right, you can kind of drive on [2:24:10] it. But, you know, keep your ball in [2:24:11] fair. [2:24:14] >> And one more question. And I I don't [2:24:15] know if I brought this forward last year [2:24:17] or in one of your meetings. Um a shelter [2:24:20] furthest from the thought uh from the [2:24:22] course for lightning and things like [2:24:24] that. [2:24:24] >> Bring that up last night. [2:24:25] >> A lot of times it's hard to get in [2:24:27] especially if you're walking. So I just [2:24:29] put that up right here. [2:24:30] >> The lightning sensors. [2:24:33] So [2:24:33] >> do you notice those? [2:24:34] >> Oh gosh. Yeah. Yeah. And they scream. [2:24:37] >> No. Sensors that were put on part of the [2:24:40] improvement. So it's a storm approaches [2:24:43] again. how many miles out [2:24:45] >> they shouldn't [2:24:46] be at risk so that they're given notice [2:24:48] and should get off the court. [2:24:50] >> That's great. [2:24:50] >> Yeah, it's a lightning detection system [2:24:52] that was included when we put the [2:24:54] irrigation in and they're in the corners [2:24:56] of the golf course from more farreaching [2:24:58] areas. [2:24:59] >> And if it's detected within a 5 mile [2:25:02] radius, they go off and so it alerts the [2:25:05] golfers to that there is lightning in [2:25:07] the area. Maybe not directly overhead, [2:25:09] but in the area and to be aware of it. [2:25:12] >> That's great. Same Dorian is not coming [2:25:14] off the course. What do you do? [2:25:16] >> Well, somebody comes out to get them. [2:25:18] Yeah. [2:25:18] >> Yeah. We actually do. We'll take a storm [2:25:21] coming. We actually make rounds out [2:25:22] there making sure everybody comes in. [2:25:24] >> Yeah. [2:25:25] Cuz there are people like Tony [2:25:28] Barber husband Tony Ward. He's sitting [2:25:31] on a bench on the 14th hole under [2:25:33] umbrella. Tony, what in the world are [2:25:34] you doing out there? I I dragging. [2:25:40] >> All right. Any other question? top of [2:25:42] that, please. I do think it's important [2:25:43] to know there are a number of residents [2:25:45] in our community that do not golf. I'm [2:25:47] one of them. It is not because I've [2:25:49] never done it. It's partly because the [2:25:51] fact I think in my my age, I think it'd [2:25:54] be difficult to not be good at [2:25:55] something. So, I think it's out of pride [2:25:57] that I did not go. Um, but sincerely, [2:26:00] correct me if I'm wrong, Mr. Wallen, the [2:26:02] projects that Mr. Toro will highlight, [2:26:03] those would be ones that you would add [2:26:05] to your list to identify um pathways [2:26:08] forward correction. [2:26:12] uh projects which these [2:26:17] specific [2:26:18] >> the concepts that were presented tonight [2:26:20] those were all additional projects that [2:26:21] you would have to weigh and levy as you [2:26:23] manage your other [2:26:24] >> oh yes they're all yeah they're all [2:26:26] under [2:26:27] >> thank you freaking a point I think it's [2:26:29] important to make sure that we're [2:26:30] balancing like the efforts of the city [2:26:32] and sincerely think this is all wrapping [2:26:34] into the comment from Mr. Harley, I [2:26:37] think if we're intentional with drawing [2:26:39] a little bit more, I think being [2:26:40] considerate to the fact of don't break [2:26:42] something that's not broken and we have [2:26:44] or don't it works it works well do in [2:26:48] part to the management and the support [2:26:50] from the city. Uh but sincerely I [2:26:52] imagine there's individuals listening at [2:26:53] home that we put $3 million in this park [2:26:57] in this golf course [2:26:59] don't think it's a difficult thing to [2:27:00] intentionally pull out a little bit more [2:27:02] beyond what already is. And then the [2:27:04] other comment I wanted to highlight is [2:27:06] it's a discussion me and Morfield often [2:27:08] have of the concept or misconception of [2:27:11] free and I think that makes a lot of [2:27:13] things difficult because there's always [2:27:15] a cost. Um so I think I would balance [2:27:18] that in a very um [2:27:23] not disenfranchised community but we [2:27:24] have a community with a lot of needs and [2:27:26] often times we hear how some of the [2:27:28] resources we have in the city are taken [2:27:30] advantage of. So I think it's important [2:27:31] to make sure we are intentionally [2:27:34] adding more safety measures. So there [2:27:36] are specific considerations for the [2:27:38] community with respect to the youth [2:27:40] service line but I think in other areas. [2:27:44] » Thank you. [2:27:46] >> Are there any more question comments? [2:27:49] >> Just one comment [2:27:52] or maybe two respond like that. [2:27:55] So um so I just want us again [2:27:59] >> we we can talk about this youth service [2:28:01] line as a expense but that would be not [2:28:06] looking at it as an investment the same [2:28:09] way that we invest into uh the golf [2:28:11] course and invest into our parks. There [2:28:13] there's an investment here and that [2:28:15] money again is some of the money that [2:28:18] circulates in our community at a higher [2:28:20] level than any other money is used in [2:28:22] employment and youth services. and then [2:28:25] to factor in our public safety money. [2:28:27] So, I just want to make sure that we're [2:28:28] looking through that, you know, through [2:28:29] the right prison, if you will. That's [2:28:31] all. [2:28:33] >> Are there any other comments, questions? [2:28:35] Seeing none. Thank you so much. Thank [2:28:37] you so much. [2:28:38] >> Thank you, Chris. Thank you for all that [2:28:40] you guys are doing. [2:28:42] >> Thank you. Keep up the good work. [2:28:44] Um, [2:28:54] I want you to make noise. [2:42:04] Boys and girls, [2:42:06] >> thank you. I [2:42:08] >> um we'll restart and we'll stay on [2:42:11] capital funding and we'll go on to [2:42:14] utilities and it [2:42:19] » is taking the lead. [2:42:23] Um [2:42:24] >> walk us through the equipment. [2:42:26] >> Sorry. [2:42:28] >> No, no, I'm talking about capital. [2:42:30] >> Oh, capital. [2:42:31] >> Page 91. [2:42:33] >> All right. So, the first thing I'd like [2:42:36] to address is the sign fabrication [2:42:38] upgrade that comes with a new latex [2:42:40] printer, laminator, and some vinyl to [2:42:42] get us started for making signs. The way [2:42:45] that we make signs right now, if you're [2:42:47] all aware, we uh screen print. So, you [2:42:50] can get away with it for your typical [2:42:51] road sign, but with any other sign where [2:42:53] the text maybe gets a little bit [2:42:55] smaller, it is a pain. So um it would [2:42:59] save time, money, material effort, um [2:43:03] all that and it would create a better [2:43:04] looking sign in the long run. So I'm [2:43:07] really a big advocate for this [2:43:09] revolutionize the way we make signs in [2:43:10] my apartment. [2:43:15] » This one is the smart note upgrade. [2:43:18] >> Oh, sorry. you have installed. [2:43:21] >> It is the um upgrading of the 200 city [2:43:25] IQ nodes that we currently have along [2:43:27] State Street. So, uh it's an antiquated [2:43:30] piece of equipment for uh smart nodes. [2:43:33] They don't give us the same speed, air [2:43:35] quality, uh noise data that we get. I [2:43:38] don't sure you all familiar with that [2:43:40] speed report that I put together. That [2:43:42] would be that last piece and it would be [2:43:44] like the hole filling the hole in the [2:43:46] picture of the the picture that we're [2:43:47] painting for speed data. So it would be [2:43:49] very important for us um residents [2:43:53] um just going forward in general to uh [2:43:57] promote safety. [2:43:59] >> And you mentioned 2001 [2:44:02] 200 CIQ notes to be replaced with the uh [2:44:05] you need [2:44:08] up toate smart. [2:44:14] » Okay. [2:44:16] Go ahead. [2:44:19] >> Congress. Um, [2:44:21] we do we have like the smart city [2:44:25] opening side. Is that anybody [2:44:29] able to to cover part of this? [2:44:32] I don't know where we are with it, [2:44:35] but I know we put money aside. So, I'm [2:44:37] just wondering if any part of the [2:44:39] vaccine is something that could be sent [2:44:41] here. [2:44:43] >> I don't believe so. [2:44:45] exhaust those funds. We actually got [2:44:48] another grant from the smart city [2:44:50] initiative to continue our efforts into [2:44:52] devel. But that's for further AP and [2:44:55] fiber. nothing in relation to what I [2:44:58] described there. [2:45:01] >> But [2:45:05] I not [2:45:17] Brian and I looked at it. Um like as he [2:45:20] stated, majority of the funds are [2:45:21] exhausted. So um we need this funding [2:45:24] source um to get this part [2:45:27] >> you can um have a listing money and have [2:45:31] extensive because it last wasn't [2:45:34] something that was [2:45:38] thank you [2:45:39] >> for how many years [2:45:41] >> from the beginning to now [2:45:43] >> um I'm going to say in the past three [2:45:45] years [2:45:47] >> commissioner you mentioned the money is [2:45:49] expended does that mean that um the [2:45:51] money is all spent or is it just that uh [2:45:55] we have open purchase orders? [2:45:58] >> I would have to uh double check that but [2:46:00] I believe the majority um if not all [2:46:03] have been exhausted. [2:46:06] So okay so pain can provide us [2:46:10] if it's all [2:46:14] there any outstanding appeals [2:46:17] >> all [2:46:20] any other question before you go on to [2:46:22] your next item [2:46:24] >> middle item that's [2:46:26] >> yeah please [2:46:27] >> truck attachments [2:46:28] >> truck attachment [2:46:29] >> it's basically ease of use for a new [2:46:32] spray that we got will go onto a truck [2:46:34] that we actually outlined right now um [2:46:36] just you know upgrade our our process. [2:46:46] » Any other question? Go ahead. [2:46:47] >> So the smart mode upgrade that will [2:46:51] coincide with the grant that we just [2:46:54] got. [2:46:55] >> How does that how do those things work [2:46:57] to each other? [2:46:58] Um so we will have uh the more APS that [2:47:04] will be putting up and developing as [2:47:06] part of that smart city initiative. [2:47:07] >> Okay. [2:47:08] >> Grant that we just got [2:47:10] >> this will be APS are access points. [2:47:12] They're like you know a big rout just to [2:47:15] get internet. Um these smart nodes will [2:47:18] be a data point for the city to use [2:47:22] gather speed sound data. So it's [2:47:25] different but [2:47:26] >> related but not Okay. [2:47:27] >> Right. [2:47:30] >> So um the grant could you just be [2:47:33] specific about the grant? Are you [2:47:34] talking about the 1.6 million of that? [2:47:35] >> Correct. [2:47:36] >> And so [2:47:38] that's separate in parts from what we [2:47:40] have here and can't be used for. [2:47:45] >> Thank you. [2:47:48] So that is one that connect all state [2:47:51] brand that is more focused on the mobile [2:47:55] devices or something signals uh we have [2:47:57] around the area to boost those things [2:48:00] that is the like the main functionality [2:48:03] of that grant. [2:48:04] >> Mhm. [2:48:06] >> Any question on the capital fun [2:48:10] thank you for the capital. [2:48:13] So we will go to page 24 [2:48:17] utilities administration [2:48:21] commissioner [2:48:26] 53 [2:48:29] [Music] [2:48:34] just want to give us highlights what's [2:48:36] happening in utility [2:48:41] they're carried over [2:48:44] everything 24 from last budget. [2:48:49] One thing I did want to bring I'm [2:48:52] getting a little ahead of myself but [2:48:53] with the painters I'm sorry [2:48:57] no everything's pretty much [2:48:59] >> yeah let's let's stay with the u utility [2:49:02] administration and then [2:49:04] we'll go into the next uh department. [2:49:08] Any questions on the utility [2:49:11] administration? [2:49:12] >> These are just steps [2:49:15] for the IPS [2:49:18] who pretend those are just basically [2:49:21] correct. [2:49:27] » Any other questions? [2:49:28] >> Yes. [2:49:29] >> Who's the site for? [2:49:33] » Thank you. [2:49:35] I do want to make a small note and I [2:49:38] apologize for these saying this just [2:49:39] revealing my numbers. I was revising the one that I may be here [2:49:45] between 404 fees for services 6500 [2:49:50] >> 7,000 would be [2:49:52] again but that's not acceptable I accept [2:49:55] that but that's my request. [2:49:59] So are you saying so 6,500 you're asking [2:50:02] for more? [2:50:03] >> 500 more. So 7,000. [2:50:06] >> Okay. [2:50:07] >> Sorry about that. [2:50:10] 16. [2:50:14] » Any other questions? [2:50:16] Seeing none, we'll move to pave [2:50:23] » 35 and that is utility sign maintenance. [2:50:27] I do have a question from Mary. [2:50:29] >> Oh, um, so for the travel conferences, I [2:50:33] see that you're in love with that line. [2:50:35] There's no time that you ever travel. I [2:50:36] mean, because the IT business is like [2:50:38] ever changing. So there's no ever any [2:50:41] time that you're ever [2:50:43] global expenses for that conferences. [2:50:47] Um, [2:50:50] there I saw that 24 there wasn't a lot [2:50:53] spent, but in 23 there was. So I just [2:50:57] went to my first conference. Um there [2:51:00] was that's probably going to be the one [2:51:01] that I go to unless there's something [2:51:03] else that comes about. So I budgeted [2:51:05] just enough to cover that one conference [2:51:07] which is honestly not allowed. So [2:51:10] >> okay [2:51:10] >> that's where I felt comfortable cutting [2:51:12] very [2:51:12] >> okay the local conference [2:51:15] >> uh you got [2:51:16] >> okay so is it generally local because my [2:51:18] concern is that if we're talking about [2:51:20] the United conference then that becomes [2:51:24] uh a little bit more expensive but is it [2:51:26] generally local [2:51:28] >> it's the only one I was aware of I can [2:51:30] ask John and see if there's um any other [2:51:33] ones out there that possibly could [2:51:34] require some travel but he did not [2:51:36] allude to us so I wouldn't that there is [2:51:38] one out Yeah. [2:51:41] The cut that I made there, I believe. [2:51:44] >> Okay. [2:51:49] » Any other question? [2:51:53] We'll move through [2:51:57] 36 35 potential 36 and that is utility [2:52:02] sign payments [2:52:04] side mainten,000 [2:52:12] left to address um the bills for [2:52:15] painters [2:52:17] by one [2:52:19] >> should be three I missed that on my part [2:52:22] um [2:52:24] it was budgeted. So what happened was [2:52:26] there's a cleaner that is currently [2:52:28] still transitioning to be a painting [2:52:30] crew um which kind of led to the mishap [2:52:34] there but I believe he was budgeted for [2:52:36] on the facility side of things as a [2:52:38] cleaner [2:52:41] would be able to [2:52:46] » so there needs to be movement an adjust [2:52:48] sorry an adjustment here from being [2:52:51] clean back into the painter [2:52:54] Commission making notes. [2:52:57] >> It's running over. [2:52:58] >> Okay. [2:53:03] » Go ahead, please. [2:53:05] >> Oh, is the cleaner then? Whose budget is [2:53:08] that in a cleaner? [2:53:09] >> So, [2:53:11] >> they have six cleaners that currently [2:53:16] sell one of those six. [2:53:18] >> Okay. [2:53:20] >> Thank you. So this would stay at the at [2:53:22] the the two [2:53:25] >> here. [2:53:27] >> Oh shifted from facilities would go [2:53:29] down. [2:53:29] >> No. [2:53:34] » So a cleaner uh moved or in the process [2:53:38] of moving to the cleaner position. They [2:53:40] have currently two films two individuals [2:53:42] in this department and making [2:53:45] it usually [2:53:48] position. That's why it was removed. But [2:53:49] this individual has moved in. I think it [2:53:52] was at the end of September. [2:53:53] >> It's officially still be going through [2:53:56] civil service at the moment. So, it's [2:53:57] not quite official, which is why it's [2:53:59] like limbo at the moment. [2:54:03] » How much? But you also said that they still want to say six claims. [2:54:09] So, does that mean that there would be a [2:54:11] vacancy of the petition would be there? [2:54:14] will be a vacancy once the [2:54:16] transition completed. [2:54:18] >> Okay. And so what would that increase [2:54:20] this budget? [2:54:23] >> This paint [2:54:30] less than 60,000. [2:54:34] Additionally 55,000 [2:54:39] here [2:54:45] benefits. [2:54:49] See [2:54:59] it up to 170. [2:55:11] So is the payment make the same um same [2:55:14] salary that they're making [2:55:17] as clean currently? [2:55:19] >> No increase. [2:55:20] >> Okay. [2:55:22] >> Thank you. [2:55:26] » Please go ahead. uh not that you can be [2:55:29] excuse me knowledgeable like operations [2:55:31] in other areas for departments but um [2:55:34] with respect to waste removal and how [2:55:36] they use like uh um Mos um how [2:55:40] interchangeable are painters like is [2:55:42] that a position where right here you [2:55:44] have painter and [2:55:48] sign maintenance that's the A3310 [2:55:52] and there's also a painter in property [2:55:54] management which is A1621 [2:55:57] 21. Is there is there any [2:55:59] interchangeability? [2:56:08] » Are there any other question for the [2:56:10] section [2:56:12] maintenance? Seeing none, we'll move to [2:56:15] the next page. Utilities traffic. [2:56:22] Yes, that increased by 34.5% [2:56:27] approximately 144,000. [2:56:31] » I'm sorry, what page you said? I'm [2:56:33] sorry. [2:56:33] >> 37. [2:56:35] >> Okay, thanks. [2:56:37] >> Anything to highlight? [2:56:40] >> Sorry that we have two line workers [2:56:42] currently and down the line we have [2:56:46] three, but that's you know future talk. [2:56:49] right now as this budget this is correct [2:56:51] just something to prepare for in the [2:56:53] future. We these two gentlemen are [2:56:56] towards the end of their you know [2:56:57] working careers and ideally we have some [2:57:01] weight in the wings to learn but might [2:57:02] be a cross trainining sort of situation. [2:57:04] So three should be the number that we uh [2:57:08] look to have in the future but the math [2:57:11] remain two as we cross train this. [2:57:15] So you you had the um in 25 the adopted [2:57:19] budget was two. Were both of those [2:57:21] positions filled? [2:57:23] >> We had a supervising line worker. [2:57:27] >> So you we moved one of the line workers [2:57:29] to the supervisor position. [2:57:32] >> Thank you. [2:57:34] >> Any other questions? [2:57:38] Seeing none, we'll move to page [2:57:42] 51. [2:57:46] for the bottom three [2:57:50] include 5.15% [2:57:54] approximately 3600. [2:58:12] Um [2:58:14] >> street lighting that has to do with [2:58:16] administrative expense life follows. [2:58:20] >> Yeah [2:58:21] expense 42. Yeah. So that's for the [2:58:26] um [2:58:28] yeah services which we have uh in Japan [2:58:33] Jones and service fee. So I think [2:58:36] they're increasing a little bit in their [2:58:39] um annual maintenance rate. So that's a [2:58:44] little bit higher than that. Expensive [2:58:49] the annual maintenance they're [2:58:51] increasing from part. [2:59:02] So you're saying that the light bulb gas [2:59:04] any [2:59:07] light gas I think is the [2:59:12] » Yeah. [2:59:26] » Oh no. We're just asking about the [2:59:27] light. Yes. In terms of the the numbers, [2:59:31] does that cover any smart city program [2:59:34] under this light? [2:59:36] >> I don't believe so. [2:59:38] >> No, it doesn't. [2:59:39] >> White power and gas. That's that's [2:59:41] strictly national. [2:59:45] » And then we're at 1.3 million here to [2:59:48] date as of uh September. [2:59:52] >> Okay. [2:59:57] Do you have any other thoughts or [3:00:00] so? 1.3 million pounds. You think that's [3:00:04] enough budgeted for with the increases I [3:00:07] mean we're personally facing [3:00:09] >> at home? I'm sure you work these numbers [3:00:12] out, but you think that's enough to get [3:00:13] us through next year? I think so. [3:00:15] >> Okay. [3:00:19] Any other questions? [3:00:20] >> I'm sorry. I think I must have missed [3:00:22] this flipping but um what's in the [3:00:25] administrative expense there? [3:00:28] >> Um yeah so is uh the annual uh [3:00:33] maintenance cost uh which we have to pay [3:00:36] to BPM for all the loads we talked [3:00:39] about. So like 200 upgrading to that but [3:00:44] we have like 700 total. [3:00:47] 725 [3:00:48] >> 725 on that the charge went up on that. [3:00:53] >> Wow. [3:00:53] >> So they're increasing um actually you [3:00:56] know they're increasing [3:00:59] I don't know it's like 57 grand or [3:01:01] something. [3:01:02] >> Yeah. So that's the data so they're [3:01:05] increasing. [3:01:08] >> Is that why we saw that huge jump from [3:01:10] 2024 to 2025? [3:01:13] >> Yeah. 2025 not one month but 2026 is [3:01:17] >> 57 57 that's what you mentioned 57,000 [3:01:21] increase [3:01:22] >> and that's going directly to the the [3:01:24] service provider [3:01:25] >> yeah service provider and we spoke to [3:01:28] service provider tried to negotiate it [3:01:31] brought the cost down that's why you see [3:01:33] this number this was like 90 grand [3:01:36] before [3:01:39] and try to bring the cost Yeah. [3:01:49] » Any other questions for this department? [3:01:52] See none. Thank you so much. Thanks. [3:01:57] Good work. [3:01:59] Okay, [3:02:01] we are going to close the page 61. [3:02:08] Let's start. [3:02:20] Sorry. [3:02:26] » Yeah. [3:02:30] » That's pretty darn good. [3:02:37] » Okay. The development 8686 page 61 [3:02:41] increase by 0.58% approximately 3000 [3:02:47] increase. [3:03:05] So for the salaries, all of these [3:03:09] positions are currently filled with [3:03:11] exception of our principal planner [3:03:14] recently [3:03:18] resign. [3:03:25] » No [3:03:29] highlight. you don't need. Sir, [3:03:31] >> one question um that I need to mention [3:03:35] is the number for [3:03:38] overtime for the admin salaries went [3:03:41] down to 500 [3:03:43] and we have to be able even though I do [3:03:46] encourage my team to do comp time. We [3:03:49] really need a line item there because if [3:03:51] they choose to, especially with missing [3:03:55] um the principal planner right now would [3:03:57] like to be able to have that option if [3:03:59] they work over. Now, they do really well [3:04:01] with doing that with company time, but I [3:04:04] think 500 is pretty much zero when I [3:04:08] have two people managing my plan. [3:04:19] So [3:04:22] >> overtime is that like a [3:04:28] » so so and department like there's like a [3:04:31] stipen for overtime, right? So [3:04:36] >> it's not just over. [3:04:39] >> Oh, for the contractual people they see. [3:04:41] Oh, okay. [3:04:43] >> Plan commission zone board. [3:04:50] So that $500 [3:04:53] that is in the budget is supposed to go [3:04:56] for the three current people on staff [3:04:59] that they choose to do overtime [3:05:01] attending their commission. [3:05:07] Is that really? [3:05:09] >> No, but like I said, most of the time [3:05:11] they they are okay fulfilling comp time, [3:05:14] but I would like them to remain the [3:05:16] remaining thousand just in case [3:05:18] something occurs in their um you know [3:05:21] compound doesn't work like [3:05:24] >> I have another part of my question as [3:05:26] well. Um so I noticed that other [3:05:29] department heads had stipens but I don't [3:05:32] see any sip [3:05:34] um in your [3:05:36] department originally um we did submit [3:05:39] for stipen which was for ser for um [3:05:44] $7,000 which would be for two um [3:05:46] employees to do so like 3500 a piece but [3:05:49] that didn't make it to the final [3:05:58] Is there a reason that certain [3:05:59] departments aren't [3:06:02] considered? [3:06:03] >> I think most department heads that [3:06:05] receive it are commissioners for the [3:06:08] most part. I mean the ones that have [3:06:10] been on call like uh for example um the [3:06:16] IT department [3:06:18] reaching out emails and they always you [3:06:22] know I can reach out to him any point in [3:06:24] time I mean answer calls email [3:06:29] >> so it's all before call essentially [3:06:34] >> yes [3:06:37] really emergency. [3:06:46] » Yeah. So, I thought that we had um [3:06:49] maybe I should just go back and look. I [3:06:50] thought we had one a [3:06:57] check. [3:07:04] There it is. [3:07:13] I can't find but I thought that I the position I'm thinking about would [3:07:19] not be calling people in over time. Let [3:07:21] me go through my back. [3:07:29] » Just a comment. Conceivably, if the [3:07:31] principal planner position isn't hired [3:07:32] right away, could a substantial portion [3:07:37] of that be moved [3:07:39] to a line which would be over time. [3:07:48] It depends how we I mean they could [3:07:51] potentially use some of that money um [3:07:54] the data bring or depending that develop [3:08:05] » so I guess this is a little bit more [3:08:07] clarification [3:08:10] asking right now that position isn't [3:08:12] filled without that position being [3:08:14] filled how does that impact other people [3:08:16] within your department [3:08:18] Well, right now I'm on the principal [3:08:20] planner, [3:08:23] » but we we have an we have an amazing [3:08:25] team. It does um add to the workload of [3:08:29] my planner one and my assistant planner, [3:08:31] which both have stepped up um to do [3:08:34] additional things as we transition with [3:08:35] the law school. But right now, I'm I am [3:08:39] the decision maker. Not that I wasn't [3:08:41] before, but I had a an in between [3:08:43] management staff, but I'm the decision [3:08:45] maker. more hands-on approach now. [3:08:49] Go ahead. [3:08:50] >> Um, in hiring the um, new principal [3:08:53] planner, would you have to bring that [3:08:55] person in at this salary or is that just [3:08:58] because of um, you know, that person was [3:09:01] there for so long? And [3:09:03] >> yeah, I I don't know. I guess that [3:09:06] depends on that depends on the level of [3:09:08] experience. If we have somebody that has [3:09:10] 25 years experience that we bringing on, [3:09:12] I think that would be equivalent to what [3:09:14] we lost. [3:09:16] in our previous planner. [3:09:17] >> Okie dokie. [3:09:21] » The these are technical position and [3:09:24] >> it's hard to get them fill. [3:09:26] >> Yes. [3:09:28] >> I'm speaking on a private sector [3:09:32] position. [3:09:34] Any other questions for this section? [3:09:37] Anything else you like to highlight to [3:09:39] us? [3:09:42] And you know these historic [3:09:48] » I actually proposed that based on what [3:09:51] we spent last year. So in there it's [3:09:53] like our arborist um our consultant for [3:09:56] the tree program. So I made that [3:09:58] decision to drop it because the reality [3:10:00] is we didn't we didn't need that much [3:10:02] money. [3:10:06] » Okay. So we move to page uh [3:10:10] 62 community development commission [3:10:15] [Music] [3:10:17] >> sir. [3:10:19] >> So again this is another this training [3:10:22] line [3:10:23] >> where that went down to 1,000. I just [3:10:26] want to reiterate that this is training [3:10:28] that has to be offered to the planners [3:10:30] and all three of the commissioners. So, [3:10:33] $1,000 isn't is not going to to cut it. [3:10:37] We have to be able it is written. We [3:10:39] have to be able to offer that training. [3:10:41] And if I want to continue to have best [3:10:42] in class as far as planners, especially [3:10:44] with the losing somebody that's been in [3:10:47] this role for $25, I need to [3:10:56] » I need to be able to offer them training [3:10:59] if if I want the best in class. I mean, [3:11:01] they they need an opportunity to go to [3:11:03] training. And that also that line covers [3:11:06] when city council goes to the planning [3:11:09] conference that usually happens every [3:11:11] year when we offer it to you for those [3:11:14] who do attend in Saratoga because my [3:11:17] department offers it to you every year. [3:11:21] >> Yes. [3:11:22] Um but $1,000 is not enough. [3:11:27] >> So I I just have a question. [3:11:29] >> Yes. [3:11:30] Oh, I just had a question. So, this is [3:11:32] your proposed budget, right? So, the 500 [3:11:35] um for overtime. Why didn't we put a,000 [3:11:38] in? [3:11:38] >> I did put 1,000. This isn't my proposed [3:11:41] budget did not make it. This is the [3:11:42] final budget. Okay. [3:11:44] >> So, that's those are the things that [3:11:45] some things got cut and I'm fine with, [3:11:47] but I'm highlighting the things that [3:11:50] it's beneficial that it stays. [3:11:53] >> Okay. [3:11:55] Miss uh Patrick and you had do you have [3:11:59] it now or [3:12:00] >> I don't think so. [3:12:01] >> Oh, I was just gonna ask if the when you [3:12:03] said that they have to have the [3:12:05] training, are they mandatory training [3:12:06] >> for the commissioners? Yes. [3:12:08] >> Oh, okay. [3:12:08] >> Yes, they are. [3:12:10] >> Go ahead, please. So, I just wanted to point out the fact that you took out [3:12:14] 15,000 on your um visa services [3:12:18] >> and you're just asking us to restore the [3:12:21] mandatory training back another 1500. [3:12:25] >> Yes. [3:12:25] >> And the overall [3:12:26] >> 3,000 [3:12:28] that I asked for 3,000 in that line. [3:12:31] >> You're asking for 3,000. Okay. [3:12:33] >> Mhm. [3:12:34] >> 231,000. [3:12:36] >> And you want you you're asking for the [3:12:38] overtime to be back up to a,000. Yes. [3:12:41] Okay. [3:12:43] All right. Thank you. [3:12:47] » Any other questions? [3:12:51] >> Okay. Sorry. [3:12:58] [Music] [3:13:07] » You can't without a statement. [3:13:11] community development increased by like [3:13:13] a 62% uh approximately $3,000 increase. [3:13:19] >> Okay. [3:13:22] >> All position on all positions except for [3:13:24] the new senior assistant position is [3:13:27] full. I'm happy to report that. [3:13:29] >> Um this year we operated with very short [3:13:34] staff in the community development. We [3:13:36] filled Sylvia's position which was [3:13:38] empty, a year and a half for program [3:13:41] monitor [3:13:42] >> and we had 6 months without a program [3:13:45] accounts clerk. Uh so I'm happy to say [3:13:48] that those are those two positions are [3:13:50] full. The CD assistant position is in [3:13:54] full because there's a portion that got [3:13:56] missed with civil service that Katie is [3:13:59] working on. It was something um [3:14:04] the correct verbage but why I can't hire [3:14:07] when I went to go hire somebody and it [3:14:09] hadn't gone through the full process [3:14:11] with the county [3:14:12] >> and which position of that [3:14:14] >> um see the assistant [3:14:19] >> new it was there when I got here in the [3:14:22] budget [3:14:26] » go ahead [3:14:26] >> was there a person in it when you got [3:14:28] here [3:14:28] >> no it was a new position that I was [3:14:30] looking to fill that my predecessor had [3:14:32] got approved for but there was something [3:14:34] on our that didn't happen. [3:14:37] >> I understand. Um but so in other words, [3:14:39] you've been able to operate without the [3:14:41] CD assistant [3:14:42] >> barely. [3:14:43] >> Okay. [3:14:45] >> Which is why we have a part-time we had [3:14:47] two part-time people consultants pretty [3:14:50] much hurting and helping us. [3:14:52] >> Thank you. [3:14:54] >> And are you saying that those people are [3:14:56] no longer there? two part time. [3:14:58] >> One part time is no longer part time. [3:15:02] >> Um I do have a further question about [3:15:04] the um under the line 88687 the program [3:15:08] account for I see that it went down is [3:15:10] that a new person in that position? [3:15:12] >> Yes, it is. Okay. [3:15:15] >> So going back to the the part was it was [3:15:19] this to help pick up the workload for [3:15:22] these position that was not filled. Is [3:15:24] that correct? But since you are in all [3:15:27] these position and fill up, would you be [3:15:30] uh downsizing in the parttime line? [3:15:34] >> Well, that is one person. [3:15:38] >> Well, there's somebody in it. [3:15:39] >> There's somebody in it. It used to be [3:15:41] two, but it's still that is one person. [3:15:46] >> Well, last year last year budget 54,000. [3:15:50] This year proposed 54. [3:15:54] this year proposal [3:15:55] >> 50,000 sorry last year 54 [3:15:59] >> just let me [3:16:02] >> second sorry [3:16:03] >> no this was two 2025 is 254,000 [3:16:07] for two part time [3:16:10] >> so and her hourly work at $20 [3:16:16] at 20 hours a week is over that is 52 [3:16:20] she makes $50 an [3:16:26] So, do you you still need a part-time [3:16:28] position? [3:16:29] >> Yes, that position [3:16:32] manages [3:16:33] a very important role. She that position [3:16:36] manages home. [3:16:38] >> So, our home projects [3:16:46] Anything [3:16:52] else? [3:16:54] Go ahead. [3:16:55] >> Community development equipment. [3:16:58] Nothing proposed for this year is [3:17:00] $4,000. [3:17:01] >> Yeah. Minimum most anything that we need [3:17:04] for community development is [3:17:05] reimburseable from CDBG. So it doesn't [3:17:08] impact our general funds. Thank you. [3:17:12] But that just mean you said most of it [3:17:15] is reimburseable through [3:17:18] how much how much money is reimburseable [3:17:22] coming out of your department through [3:17:23] like the [3:17:25] >> Well, we have each year we have our CDBG [3:17:29] own funds. So that's roughly 3.1 million [3:17:32] that's all reimburseable. So each year [3:17:35] is roughly in salaries from each one. [3:17:38] And I'm just thinking this might not be [3:17:41] all the way accurate, but 234,000 [3:17:46] in salaries from CDBG I believe is on [3:17:50] our admin line. Um 100 [3:17:54] maybe 100,000 [3:17:57] for home. [3:17:59] So far the community development those [3:18:02] roles are still [3:18:09] might be good information to have [3:18:13] » I don't know those numbers on [3:18:20] you step up. [3:18:22] >> Would you like to follow up? [3:18:24] >> Yeah, I think I was just thinking we [3:18:25] might want to look at that. [3:18:28] You want to follow up with a question? [3:18:30] >> Yeah. Yeah. I was just I'll be there. [3:18:32] >> Just pick it up already. Just do it [3:18:35] right away. [3:18:35] >> I was just saying maybe we need to look [3:18:37] at like I'd like to see those numbers [3:18:39] that we're talking about. That's all as [3:18:40] >> reimburse. Can we make that please? [3:18:43] >> Yeah. Thank you. [3:18:44] >> Our annual action plan that we publish [3:18:48] each year. It'll list out what we put [3:18:51] towards adhesion. [3:18:56] So it is public information [3:19:03] » under this um section. You have $5,000 [3:19:06] inside for timing. [3:19:08] >> Yes. [3:19:11] The same as that I asked for before. We [3:19:14] have CS [3:19:16] people there. [3:19:19] >> Any other questions? [3:19:21] >> Go ahead. But I mean that's only $5,000 [3:19:24] not equipment but we haven't spent any [3:19:26] of it yet year to date. [3:19:29] We had [3:19:32] because the team is doing [3:19:35] you know they're coming in late staying [3:19:37] late they're they're flexing in the same [3:19:40] day. So if they know they have to be [3:19:42] here for a meeting they're coming there [3:19:45] later you know that which doesn't always [3:19:48] work cuz we got work to do. that doesn't [3:19:50] that's not always the the best option. [3:19:58] » So, how do you track these contents? [3:20:02] >> We have a time sheet that they put in [3:20:05] every day that they sign in every day. [3:20:08] >> That's right. Or just [3:20:09] >> No, it's manual. [3:20:10] >> So, you sign in when you come in, you [3:20:13] sign out when you go home. [3:20:18] » Okay. Are there any other questions? Are [3:20:21] there any other things you wanted to [3:20:22] highlight for us? What's happening in [3:20:24] the department? [3:20:25] >> Yes, this is some good things. [3:20:27] >> Yeah, there's been a lot of there's been [3:20:29] a lot of good things. Um, this year we [3:20:32] really focused on implementing all the [3:20:34] changes that we did in 2024 as far as [3:20:37] our processing procedures cuz I I could [3:20:40] remember coming to you saying we're [3:20:41] doing this, we're doing that. And this [3:20:43] year, um, the team really wanted to do [3:20:45] that to be efficient. Um, we've been [3:20:48] able, we're on track to expend almost [3:20:51] $2.8 million into the community to our [3:20:55] nonprofits, which is wonderful. We get [3:20:58] $3 something million. And this year, we [3:21:01] are on track. We've spent that money. [3:21:03] has been in the community. [3:21:04] Our community, severance are spending [3:21:06] them, spending those funds. So, those [3:21:09] likely that need it are getting the [3:21:11] services that they want. So, that's [3:21:13] something that I'm extremely proud of. [3:21:15] Yes, we have some stragglers, but that's [3:21:18] okay. Um, so we really focused on that. [3:21:21] Um, we I'm proud of the work that we did [3:21:24] with being short staff and community [3:21:26] development. We this year we focused a [3:21:29] lot of one-on-one technical assistance [3:21:31] with our subreient and that shows [3:21:33] they're able to spend the money. We're [3:21:35] not going to close out this year. When I [3:21:37] say this year, I'm talking about our [3:21:39] federal year for community development [3:21:42] which ended on 9:30. So, we're not going [3:21:45] to close out with as much money still on [3:21:48] the table as we have in previous um [3:21:52] >> previous years, but we we are working. [3:21:55] Um and it's an exciting time for my [3:21:57] department considering we're almost [3:21:59] fully staffed. [3:22:01] We closed out phase one of our [3:22:04] comprehensive plan for anyone who went [3:22:06] to our last community meeting. So, we've [3:22:08] heard a lot of feedback over the last 12 [3:22:11] months from the neighborhoods and we've [3:22:13] been able to aggregate that data to [3:22:15] really push out what our overall vision, [3:22:18] the goal is for this city. So, we're [3:22:21] looking forward um to phase two and I [3:22:24] think that right there with the spending [3:22:25] and the comp plan is the priorities of [3:22:27] the department. We've been able to [3:22:29] strengthen all of our relationships with [3:22:31] our stakeholders working closely with [3:22:33] Metrolex and the other developers in the [3:22:35] city. We're making sure that we are [3:22:37] giving the support and they're giving us [3:22:39] support that we need to push some of [3:22:41] these projects through and some of those [3:22:42] projects would be our YWCA [3:22:45] um project or scap the scap project [3:22:48] that's happening. Um so just just really [3:22:51] proud of the the the overall work of my [3:22:53] team. Could you talk about the lead [3:22:56] program? [3:22:56] >> The lead program. October 1st, we fully [3:23:00] transitioned our county lead program. [3:23:02] Um, and we've already made significant [3:23:05] changes. We've already um identified [3:23:08] some weaknesses in the program and again [3:23:10] addressing the policies and procedures [3:23:12] and making sure that we can get this [3:23:15] information out to the people. Um, so [3:23:17] we've rebranded it. um logos, flyers. [3:23:22] We have some projects that are in line [3:23:24] that we'll be using. Some of our CDBG [3:23:26] dollars for one of them is to get a lead [3:23:29] hazard children safety van. It's an [3:23:31] outreach van. We hope we're we're still [3:23:34] flushing this out, but our hope is to [3:23:36] partner with our local hospital, have [3:23:38] nurses on the band going into the [3:23:40] communities doing lead testing. Um go so [3:23:44] in an effort to meet people where they [3:23:45] are. Sometimes people don't want to come [3:23:48] and sign up for programs and landlords [3:23:50] can't get all of the information from [3:23:51] tenants to actually take advantage of [3:23:54] this program. So we we have that going [3:23:56] on too and we're excited about that. [3:23:58] >> So are you going to are you going to do [3:24:00] some outreach to neighborhood [3:24:01] association to kind of have people [3:24:03] buying into this program? [3:24:04] >> Yes. And I'm glad that you said [3:24:06] outreach. I have something that's an act [3:24:08] of the council. We talk about in our [3:24:11] these neighborhood meetings. A lot of [3:24:13] times neighborhoods and and community [3:24:16] members are saying we don't we don't [3:24:17] know that this is available. I'm leaning [3:24:20] on council to share this information [3:24:22] with your constituents. The city cannot [3:24:24] do it without you. We're putting it in [3:24:26] paper. We're sharing it on social media. [3:24:29] We we need the council to share the [3:24:31] information with the constituents. It is [3:24:34] very disappointing when you have people [3:24:36] in the community that say, "We don't [3:24:37] know this fund exists or we don't know [3:24:39] that it applies when we all have [3:24:40] representation right here on the [3:24:42] council." So, I'm going to be leaning on [3:24:43] it [3:24:45] >> this year to really push this [3:24:46] information out there to the people that that you serve. So, yes, we will be [3:24:52] doing that. [3:24:52] >> We have the funding there, so we just [3:24:54] need to help you your [3:24:58] >> to get that information out so people [3:24:59] can tap into the funding. The other [3:25:02] question I want to ask in terms of um [3:25:04] working with the BCNI [3:25:07] uh habitat humanity in terms of spending [3:25:09] all the allocation that we provide to [3:25:11] them every year. How is that [3:25:13] relationship working with them to make [3:25:16] sure they utilize all the allocation on [3:25:18] a timely basis? [3:25:20] >> We are giving technical assistance. Um [3:25:24] just because you get technical [3:25:25] assistance doesn't mean that we follow [3:25:27] the technical assistance and spend the [3:25:29] money down. But the city is doing their [3:25:31] part. Community development is doing [3:25:33] their part. We have been meeting [3:25:35] one-on-one. We recently started [3:25:37] coordination meetings with BCNIR. So to [3:25:39] ensure that they have to support the [3:25:41] move to project, we have a meeting if [3:25:43] they bring something up and to bring in [3:25:45] with the department heads to sit in that [3:25:47] meeting to help them, they have that [3:25:49] option to do that. So that's new. We [3:25:51] recently started out. We've met with one [3:25:54] with every sub. So, [3:26:01] » so I'd just like to circle back to the [3:26:02] ban that you talked about because that [3:26:03] really sounds like a good thing to be on [3:26:05] the community. So, you're currently how [3:26:08] are you what was the funding source? [3:26:09] CDBG. [3:26:10] >> CDBG. So, that's not something we would [3:26:12] have to look at for capital. [3:26:14] >> Okay. You would just purchase it and all [3:26:17] that money would come from CDBG. And um [3:26:19] do you have a anticipation on when that [3:26:22] happen? I don't you know I had put it in [3:26:24] for a capital project but after talking [3:26:27] um to the commissioners like it is a it [3:26:29] is a nigible expense for CDBG. So let's [3:26:31] shift considering we already have a desk [3:26:34] deficit because I don't know how China [3:26:36] been trying to get a ban. [3:26:41] » So Miss Car's earlier point um multiple [3:26:44] times brought the fact of what we can [3:26:46] do. I've spoken with communication seen [3:26:48] with our school district when we have [3:26:50] things like this program that you know [3:26:53] the school district has a large reach [3:26:54] and has a lot of ways to communicate [3:26:57] with families. Um always willing to do [3:27:00] that. All we have to do is just send it [3:27:01] over saying this is the information put [3:27:03] it on their all their electrical [3:27:07] electronic uh interfaces if you will. Um [3:27:09] and I'm sure if we were to do our own [3:27:12] printing that they would you know be [3:27:14] willing to distribute it that way as [3:27:15] well. So again, it's just a resource [3:27:17] that we should just not do. The approval [3:27:21] from Dr. Co has already been into to [3:27:23] help things [3:27:24] >> and they they have actually with the [3:27:26] comprehensive plan and winning every [3:27:28] kids from bad neighborhood meetings in [3:27:29] our schools put on social media. So that [3:27:32] part we have strengthened that [3:27:34] partnership and we have utilized them as [3:27:36] a re as a resource already. [3:27:39] >> Go ahead. Um, I just want to ask in [3:27:42] terms of the CDBG SNAP neighborhood [3:27:44] revitalization uh money which um it's zero for 2026. Is that because did [3:27:51] it shift to another one of these lines [3:27:53] or is it that just that we got a cut [3:27:55] from the federal government? [3:27:56] >> No, it's not a fun. The SNAP program [3:27:59] hasn't expended money from that line in [3:28:01] three years. So, we took that money and [3:28:04] put it in the development line so that [3:28:06] we can have more control over [3:28:10] people contracting going out and leaving [3:28:12] city on properties. We've met with the [3:28:16] team downstairs and they have a capacity [3:28:19] issue. [3:28:22] So, in an effort to address and getting [3:28:24] these homes stressing with our homes [3:28:25] initiative, getting these homes cleaned [3:28:27] up, making sure that they're safe to [3:28:29] enter for our realtors, we took that and [3:28:31] made it a put it on a development line. [3:28:34] >> Okay. And then um my other question [3:28:38] was oh um so speaking of homes um so [3:28:44] we've put into the budget um trying to [3:28:48] uh bring in 4.5 million. [3:28:51] >> Uh to date we've brought in um 1.5 [3:28:55] million um with only a few months left. [3:28:58] And I was just wondering um you know [3:29:00] what [3:29:02] how we're going to try to achieve [3:29:05] >> other [3:29:06] money is from the Skinnct 40 project [3:29:09] which is held under litigation right [3:29:10] now. So that transferred over from last [3:29:12] year to this year. [3:29:14] >> So it's not direct sales of cityowned [3:29:16] property like what we talk about in [3:29:18] property management committee. That's [3:29:20] not what that revenue was that city [3:29:23] >> city own property work on. The other one [3:29:25] is said $500,000 [3:29:27] sale town [3:29:29] >> and driving put in a moratorum which [3:29:32] they have now lifted but potential for [3:29:37] there's going to be a solar site there. [3:29:39] >> Yes. [3:29:40] >> So there's a couple of big [3:29:45] uh transactions out there that would [3:29:48] bring that number up. Is it still going [3:29:50] to happen in 25? [3:29:53] I hope so, but I can't guarantee it. It [3:29:56] more [3:29:58] going to 26. So, have a little bit of [3:30:02] deficit here. Show up the numbers for [3:30:04] 26. [3:30:05] >> Okay. Thank you. [3:30:08] >> Talking about I mean we are currently um [3:30:12] property management is reaching this [3:30:13] meeting once per month. Is there any [3:30:16] consideration to kind of put that back [3:30:18] two times per month so that we can be be [3:30:22] more aggressive to achieve u a better [3:30:26] number [3:30:27] >> into next year? [3:30:27] >> We need that more than happy to shift [3:30:29] the staff to do that. [3:30:32] >> But you think in my opinion I don't [3:30:34] think someone is going to make it more [3:30:37] >> I'm looking at in terms of the law [3:30:40] department in terms of having the the [3:30:41] approval the closing you know all those [3:30:44] things. [3:30:45] because it kind of it kind of dragged [3:30:47] out like meeting once a month and how do [3:30:51] we approve it once a month? I think also [3:30:53] we're looking at the the closing and [3:30:55] it's kind of spread out. [3:30:56] >> I I this is just me advocating for my [3:31:00] work that Maurice puts into this process [3:31:02] and the time that it takes to get all [3:31:05] these things together, the sim takes to [3:31:07] collect all the supporting documents and [3:31:09] put that analysis together for the PMC. [3:31:12] I think that it helps him to be come to [3:31:15] you the more complete right versus him [3:31:18] coming to you and then having to say [3:31:21] this still you know x y and z you know [3:31:27] do documents but whatever you decide we [3:31:31] will my team will make that we'll make [3:31:33] that adjustment but I don't think you've [3:31:36] given it a chance we've only been [3:31:37] meeting a couple of months once a month [3:31:40] >> so we really [3:31:44] It feels like we meet more than once a [3:31:45] month, but I guess [3:31:47] >> it is a that's fairly new. So, [3:31:52] >> yeah, I'm kind of looking at it now [3:31:55] standpoint in terms of moving more [3:31:57] aggressively towards closing so that we [3:31:59] can achieve the numbers. [3:32:03] >> Any other question? I mean you touched [3:32:04] on your department but you did not touch [3:32:06] on and you you and your staff spend [3:32:09] significant I would say significant [3:32:12] amount of time and energy all of the [3:32:14] above to achieve those um result in [3:32:17] terms of allocation in terms of tracking [3:32:20] I will give you the opportunity to [3:32:21] please highlight the good things and we [3:32:24] start the bad things or just the good [3:32:26] things just the good things okay we are [3:32:28] at [3:32:30] >> about 85% % [3:32:34] spend down when when I think of our now [3:32:38] the couple that are still need to spend [3:32:41] our large amounts [3:32:43] but most of them are with the exception [3:32:47] of a couple we we know where they are. [3:32:49] major development projects, but [3:32:51] the rest of them, you know, 30,000, [3:32:54] 40,000, they're not even able to spend, [3:32:56] you know, you still got till next year [3:32:58] to spend them. So, um, Mitch has done a [3:33:02] tremendous, tremendous, tremendous job [3:33:06] working with the subreients and making [3:33:09] sure that the city is aligned with our [3:33:11] environmental review. That had become a [3:33:14] issue. the US how we would typically do [3:33:17] an environment to review the US trend [3:33:19] requires something different and my team [3:33:22] has really stepped up and made sure that [3:33:24] our sub recipients are are compliant [3:33:31] since you mentioned ARPA I think the [3:33:32] allocations as was presented by the [3:33:34] council is often coming under vir [3:33:37] scrutiny similar to the CDB CDBG funding [3:33:41] is there any way to quantify its [3:33:43] community impact [3:33:46] Well, we do we we collect the data so we [3:33:50] do know how many people to serve, where [3:33:52] those people live, what are the ages. So [3:33:54] there's there isn't a gap as far as [3:33:58] reporting. I will share that information [3:34:01] >> with respect to [3:34:03] >> we we collect the same information. We [3:34:05] get report we we get quarterly reports [3:34:08] from every sub. I think that would be [3:34:10] valuable to substantiate [3:34:13] the reason why I individually and others [3:34:15] voted in favor of that certain [3:34:17] allocations. Certainly there are some, [3:34:19] you know, in full transparency, there [3:34:21] are some subreients that are struggling. [3:34:24] Um, they are struggling. Some of them [3:34:26] don't have the capacity for the amount [3:34:28] of money that was allocated to them. And [3:34:30] we we're we're seeing that even though [3:34:33] we're supporting them and trying to give [3:34:34] that technical assistance to them, [3:34:37] they're struggling. And I'm just being honest. [3:34:41] >> Still, [3:34:42] >> yeah, there's still time, but [3:34:44] >> but time is of the essence. And the ones [3:34:47] that are struggling, do you in your own [3:34:50] professional capacity, do you feel that [3:34:51] they're going to achieve it at the end [3:34:53] of their own? [3:34:54] >> There are there are two that I need to [3:34:57] speak with commission about that we have [3:35:01] um major concerns. [3:35:04] So, on that note, um again, just because [3:35:07] we're struggling to try to figure out [3:35:08] how we're going to bring back some money [3:35:10] and be able to try to reduce a tax, um [3:35:13] is any of that money money that might be [3:35:15] able to be reallocated to other projects [3:35:18] like for example youth services? [3:35:21] >> I wouldn't see why not. [3:35:22] >> We just would have to do it within we'd [3:35:24] have to um reallocate it before [3:35:27] December. [3:35:28] >> And I don't think you can reallocate it [3:35:31] this time. [3:35:32] >> Well, that's what I was wondering. Okay. [3:35:33] Yeah. So, we can't [3:35:35] >> how would we, in other words, if there [3:35:37] were I'm making this up, but if XYZ [3:35:39] organization [3:35:41] wasn't able to spend the money that we [3:35:44] allocated to them, we just lose it. [3:35:46] >> I wouldn't say that we lose it. I think [3:35:48] there may be some creative ways if we [3:35:51] use the money for the same intention, [3:35:54] but maybe not. [3:35:58] >> That might be a place to be able to have [3:36:00] some money for youth services. [3:36:02] If the project was youth services, but [3:36:04] the two projects are not youth services. [3:36:06] So that [3:36:09] just [3:36:10] >> so it has to be like it has to be in. [3:36:12] >> Gotcha. Gotcha. We got serve money golf [3:36:16] course. [3:36:16] >> I did hear [3:36:19] >> you were trying to get some money [3:36:20] services somewhere in your department. [3:36:24] >> Not fine with us. there's an opportunity [3:36:27] to woman that um we possibly could use [3:36:30] right now we're closing out our federal [3:36:33] year so there will be some money that [3:36:35] hasn't been spent [3:36:37] >> and there may be some money that could [3:36:39] be allocated [3:36:41] >> thank you may [3:36:45] » going back to the our those two agency [3:36:49] that are struggling is there any way you [3:36:52] can share that information more in depth [3:36:53] information so the council [3:36:55] and we can able to see where we stand in [3:36:58] terms of that and if we need to make [3:36:59] adjustment or do anything outside of [3:37:02] that so that we don't lose that money or [3:37:05] we need to ramp up effort to help them [3:37:09] to you know be more aggressive if that's [3:37:12] something that you can you can we can [3:37:14] get on board to help you with [3:37:16] >> so Mr. [3:37:18] Miss is part of I have spoken. So she [3:37:19] plans on um bringing that forward to [3:37:22] >> I will respectfully I'm going to make [3:37:24] sure that I connect with commissioner [3:37:26] first. [3:37:27] >> Okay. [3:37:27] >> And then I will [3:37:30] >> yeah [3:37:33] those are information that is will be uh [3:37:35] beneficial to us to you for us to help [3:37:39] you if we can because uh we here to see [3:37:41] the money just disappear. and we can be [3:37:44] allocated to something that kind of fits [3:37:47] the need [3:37:50] project. We can [3:37:54] any other question I had to put you I [3:37:57] put you on the spot but I want to [3:37:59] highlight you know you had so many so [3:38:01] much of additional work [3:38:03] >> Mhm. with the allocation and the [3:38:06] tracking every single time and [3:38:07] constantly meeting with us almost every [3:38:09] week, every two weeks to highlight us, [3:38:12] to give us update, things like that. And [3:38:14] I do really appreciate that. I'm sure my [3:38:16] colleagues do appreciate that. [3:38:18] Absolutely. It's a lot of work, a lot of [3:38:19] effort, a lot of funding, making sure [3:38:22] that you be on top of all that, you [3:38:24] know, that 52 point something million [3:38:27] dollars. [3:38:28] >> So, thank you. [3:38:30] >> Thank you. I appreciate that. [3:38:33] Yeah, [3:38:35] you did it out of tight end. [3:38:36] >> Thank Thank you for your support. [3:38:38] >> Are there any other questions [3:38:41] >> from [3:38:43] saying no? Thank you and thank you for [3:38:45] what you are doing. Keep up the good [3:38:47] work. [3:38:47] >> Thanks so much. [3:38:50] >> All right. [3:38:53] So, we have come to the end. [3:39:01] a lot. Did you did they review your [3:39:03] department? [3:39:04] >> Yeah. [3:39:05] >> The other night. [3:39:07] >> So, um [3:39:11] we've come to the end of the review. Um [3:39:14] we'll just don't I know there's a lot of [3:39:17] questions we um pushed around. Are you [3:39:21] getting answer to all the questions? If [3:39:23] you're not, please reach out. copy, copy [3:39:26] them in, copy direct and we will um make [3:39:31] sure that you receive answers of any [3:39:35] question that Amazon started. [3:39:39] Please, if you're sending email, just [3:39:41] pick up the phone and call because [3:39:42] sometimes the email get disappear, you [3:39:44] know, pick up the phone and call and try [3:39:47] to get your questions answered. [3:39:50] >> Our next meeting is u this Friday 5:30. [3:39:53] Um more than likely um I will ask you to [3:39:56] clear out your calendar in next week. [3:39:59] >> I would like to add another day more as [3:40:02] reserve. [3:40:03] >> So I will do that this Friday. So I ask [3:40:05] you to look at your calendar please. Can [3:40:07] we tell you now what you know in case [3:40:09] there is if anybody has [3:40:11] >> you can yes but I will give you more [3:40:13] time you know in your capacity private [3:40:15] capacity to do it [3:40:16] >> Tuesday if you can you can um let me [3:40:18] know [3:40:20] >> um Miss Michael I will have to put out [3:40:24] public notice and it's a moral place so [3:40:27] that you know we we're here to be [3:40:29] serious in terms of as we get to the [3:40:32] final conclusion I would make myself [3:40:34] available [3:40:36] uh um have a meaningful dialogue, a [3:40:40] meaningful opportunity to be flexible uh [3:40:42] to achieve their budget hopefully before [3:40:46] the end of next weekend. [3:40:48] >> So, um I just be clear, we're still [3:40:50] meeting on Monday after meeting. [3:40:53] >> We're still but I just want to, you [3:40:54] know, put that place in case we cannot [3:40:58] conclude by Monday evening. [3:41:01] >> I have three nights next week that I [3:41:03] could add in. [3:41:05] >> Go ahead, please. Then I have a couple [3:41:06] questions. So um and these are [3:41:08] colleagues um for commissioner. So just [3:41:11] if you um could just when we get ready [3:41:13] to when we start the deliberation just [3:41:16] explain the council work from that um [3:41:18] fund um balance policy is and also um [3:41:24] what it would mean in terms of um going [3:41:27] past that what that entails. So if those [3:41:30] are two things that that you can address [3:41:33] deliberations on Friday. [3:41:36] >> Are those questions or are you in terms [3:41:39] of presentation on that? [3:41:41] >> Well, you can answer the question. I [3:41:42] mean if you want it's up to him how he [3:41:44] does it with the presentation but we [3:41:46] what our fund balance policy is um and [3:41:50] also what it entails in terms of talking [3:41:53] about [3:41:55] seeing a tax. No, I want to make sure [3:41:57] the video going to be captured whatever [3:41:58] you're you're asking. So, commissioner, [3:42:01] you make note of that, please. [3:42:04] So if you don't mind looking at your [3:42:06] calendar now or if not [3:42:10] it [3:42:12] we can put it just get it out there [3:42:15] so that we don't have to delay you know [3:42:17] getting you know [3:42:28] » I was just going to say a point of repi [3:42:33] appreciated when we had the [3:42:34] conversations around the housing task [3:42:36] force because I think it wasn't [3:42:38] suggested that we had everyone just [3:42:40] highlighted [3:42:42] and then we vote for alignment. Um I [3:42:45] think with having condensed meetings I [3:42:49] think if we're intentional we can [3:42:50] achieve our objective in two days or two [3:42:53] nights. Um I think the respectful ask [3:42:56] would be I think people come into Friday [3:42:59] with maybe a written or pre-provided [3:43:01] list to SAM. I think that would help us [3:43:04] align the areas of agreement and that [3:43:06] would make that discussion more um [3:43:09] productive. I don't know you have excuse [3:43:11] me they can be circular and I think we [3:43:13] all are mostly trying for like reasons [3:43:16] um by meeting to get away from us with [3:43:19] us just having so few on the books so [3:43:21] far. [3:43:22] >> Absolutely. So yeah so you know members [3:43:25] you can look at the revenue you know [3:43:27] come up with any suggestion please [3:43:29] document it so that we can go through [3:43:31] look at the expenditure lines and [3:43:34] departments and come up with your [3:43:36] suggestion for Friday and we can start [3:43:39] that discussion Friday [3:43:41] thank you for that Mr. [3:43:44] Yeah, cuz without [3:43:47] pads and [3:43:50] it's not easy. So, thank you. Thank you [3:43:52] for highlighting that. So, yes, please [3:43:56] sit down. You got some homework to do. [3:43:58] come up with your suggestion, come up [3:44:00] with some recommendation [3:44:02] and let's start [3:44:05] discussion across the board [3:44:08] and as I mentioned revenue and [3:44:10] expenditure time categories. [3:44:14] So do you want to give me your [3:44:16] availability in the next week and I can [3:44:18] able to do something thing or you just [3:44:20] want to sit on it for a day and get back [3:44:22] to me? That's fine. [3:44:29] What he says? No fighting. [3:44:31] >> Yeah. [3:44:35] » Okay. [3:44:37] >> So, Monday, Tuesday, Wednesday, and [3:44:39] Friday. I can do Well, Monday we're [3:44:42] already scheduled. [3:44:43] >> Yes. It's Tuesday, Wednesday, Friday. [3:44:44] You're available. [3:44:45] >> Mhm. [3:44:45] >> Why don't we just do like a doodle poll? [3:44:48] >> A doodle poll. [3:44:51] doodle or [3:44:54] >> well the point of the doodle post if [3:44:56] we're all saying it this day that but if [3:44:59] we fill it in then the it will let us [3:45:02] know where everyone's reading. So that's [3:45:05] the suggestion. [3:45:07] >> Yeah, just a matter of two days just to [3:45:10] one day cuz I I would like the reason [3:45:13] why we meet last Wednesday and this [3:45:14] Wednesday is because I wanted all [3:45:16] council members to be at the meeting. I [3:45:19] did not want to set the meeting with one [3:45:20] of us missing because we're only six of [3:45:23] us and it will not be beneficial because [3:45:26] we had we could have meet our leader but [3:45:28] there were one missing [3:45:30] >> and I don't feel that was too [3:45:33] >> so I ask for your support the next week [3:45:36] to sacrifice a day or two more. [3:45:41] All right. Anything else before [3:45:44] please and um commissioner if you have [3:45:47] any question please um provide the [3:45:49] answer to the uh to the members so that [3:45:52] way we're not waiting until um Friday. I [3:45:55] have a couple I will follow you. [3:45:57] >> Any emails sending emails with any [3:45:59] questions I did not answer. [3:46:02] So that's take care [3:46:05] >> and please if you're sending question [3:46:06] copy myself copy and copy Sam so that we [3:46:10] can able to track it because Sam does a [3:46:12] print out to make sure that we those [3:46:15] questions are being answered. If you [3:46:16] don't do that then we we can't track it. [3:46:20] >> All right. Anything else? [3:46:24] >> So I ask a motion to uh recess. [3:46:27] >> So moved second. [3:46:28] >> All in favor. Thank you so much. Good [3:46:31] night everyone. Thank you.
