BAR members [0:25] are appointed by the Clemson City [0:27] Council. The BAR's responsibilities [0:29] focus on the design aspects of projects [0:31] located within one of the five [0:33] architectural overlay districts in the [0:35] city of Clemson. A copy of the agenda [0:37] for this meeting can be found in the [0:39] outside lobby. If you are a member of [0:41] the public and would like to speak [0:42] regarding a matter on the agenda, you [0:44] will need to read and sign the speaker [0:46] form. Applicant [3:00] Robert Kite Harris Teter is requesting [3:02] approval of dumpster location for 501 [3:05] Old Greenville Highway. So, we'll hear [3:07] from Jacob to start. [3:09] >> Yes. So, the this was in front of the [3:12] board last month. They've come back with [3:14] more clear rendering showing what [3:16] they're doing. They went to investigate [3:18] whether or not the underground dumpsters [3:20] were viable for them and they've come [3:23] back with a standard dumpster and a [3:25] clarification as to grade and everything [3:27] showing where they'll be located. Um, [3:29] honestly, with that, I'm just going to [3:30] turn it over to the applicant to give [3:32] them presentation to where we're at. [3:34] >> Can you make sure you introduce [3:36] yourself? [3:37] >> Just me with committ. Um, yes, good to [3:40] see you guys as well again from from [3:41] last month. Uh so as we talked about [3:43] last month, I think there was a few [3:44] comments from you guys about the site [3:46] plans of moving the ice machine which we [3:49] moved to the other side. So you will not [3:50] see that in the renderings there. Um [3:52] additionally with the landscape plan, we [3:53] should have the renderings here. We [3:55] added in a few two rows of shrubs kind [3:57] of near the dumpster. Um there's a row [3:59] of the distilliums and then a row of [4:01] holl which will helpful greatly kind of [4:05] enhance the screening of that dumpster [4:07] from the road. Um Nathan asked [4:09] previously to this meeting of what the [4:10] grade differential is. So if you're [4:12] sitting on 93 right here where that car [4:13] is, the elevation there is around 8:14. [4:16] The dumpster pad sits at the bottom [4:18] around 807. So there is a 7 foot grade [4:21] difference from the top of the road to [4:23] where that bottom of pavement is. [4:24] >> And how tall is the [4:25] >> the dumpster screening wall is 6 feet [4:27] tall. [4:28] >> And then the shrubs specified are 4 feet [4:32] >> at planting. Down the edges, as [5:22] it slopes down the hill, you're going to [5:24] be a little bit um lower than the fence, [5:28] but within probably two growing seasons, [5:31] I don't see that being an issue based on [5:32] the plant they selected. [5:34] >> And remind me again, what color is the [5:36] enclosure going to be? [5:38] >> Dark brown. [5:39] >> Yeah, it's a dark brown. It's like a TX [5:40] board. Yeah, it goes around it. Applicant uh [6:45] Mauricio Vizball LV Collective is [6:48] requesting approval of materials, [6:50] landscape, and lighting for 398 College [6:52] Avenue. So, we'll hear from Jacob first. [6:56] >> Um so, there has been some significant [6:58] changes to the building. You can see how [7:01] previously basically the uh on building [7:04] 400 the brick has been bringing up a [7:06] whole another level and I think has you [7:08] know really improved its look quite a [7:11] bit. They did on the uh building 398 [7:14] they brought the detail work of the [7:16] brick around the back of the building. [7:18] So the soldier courses and the uh just [7:20] nicer detail that they went forward with [7:22] the um darker bottom. Um let's see. [7:28] Well, honestly, it's probably just best [7:29] I turn over to the applicant and just [7:30] let them move forward. [7:32] >> Okay. [7:33] >> Would you guys like to Yeah, [7:35] >> if you'll just introduce yourself before [7:36] you start. [7:39] >> Good evening. My name is Muhammad Wilson [7:41] Bolton representing the architectural [7:43] team that will be invisible with LD [7:46] Collective, the developer. Uh, and I [7:48] know Chris Lazar with Rwood Design Group [7:50] is just around the corner, so they'll be [7:52] joining us here in just a minute. Um, I [7:56] [clears throat] could drop these uh just [7:59] on the two ends. We brought some [8:01] additional samples based on the [8:02] discussions we had uh I think last [8:06] month. [8:08] Uh but yeah, we on the architectural [8:10] side of things, we really kind of [8:12] narrowed it down in our last meeting to [8:14] list a few items that we wanted to study [8:16] a little bit further. We had some good [8:18] discussions about the samples and the [8:20] colors and so I brought some samples to show with you today. The first item [8:24] was uh what Jacob was just mentioning. I [8:26] want to talk about the um College Avenue [8:29] facade for 400 College Avenue building. [8:33] Um the initial design, the first slide, [8:35] the initial design had it had the the [8:38] elevation kind of banded in almost like [8:40] three similar height material [8:43] transitions and I think there's some [8:45] comments about it looking more like a [8:46] having that wedding cake kind of effect [8:49] on the building. And so what we've done [8:50] is we went back, we've studied it and [8:53] we've raised the brick one extra level. [8:55] And so on the next slide there, you show [8:57] I I do agree it improved the proportions [9:00] considerably. You can now see it as that [9:02] darker base with the storefront at the [9:04] commercial at the ground level. Three [9:06] levels of the red masonry, the sample [9:08] I've got down here at the bottom. Uh and [9:11] then a true cap for the building that's [9:13] only one story tall. So I think that was [9:15] a big improvement. [9:17] The next thing that we've looked at the [9:19] colors in general, we had a lot of [9:20] discussions about the fiber cement [9:22] colors. We had three different colors [9:24] proposed for the project. I think the [9:26] renderings have kind of shown them a [9:27] little bit different from some of the [9:29] color chips. And so we spent some time [9:30] on these few renderings that we brought [9:32] with us really trying to dial it to [9:34] match the samples. I've got with me here [9:36] the three colors. Uh I'll pass those [9:39] around that we have proposed. You can [9:41] see all three of them on on this uh on [9:43] this perspective [snorts] view here [9:44] which is looking down Strod Avenue. The [9:47] light color, the white at the cap of the [9:49] building is the is this sample right [9:52] here, the Arctic white. Uh, and the [9:55] midtone gray is that sample on the very [9:58] right uh of this sample right here. [10:01] That's what you see surrounding the [10:03] surrounding, um, language where we have [10:06] the wood accents on building on 398. [10:09] Exactly there. Thank you. And then the [10:11] cap for building 400 as well. That's [10:13] that kind of midtone color. Uh and then [10:15] we've got this darker this darker color [10:17] here, fiber cement. That's uh where we [10:20] have some accents like the inset that [10:21] you're seeing there. So throughout the [10:23] facades, you'll see we're alternating [10:25] between these three colors. Uh we had a [10:28] lot of discussions, good discussions [10:29] last week about or last month about the accent wood panel that we're using [10:34] and uh how it relates to the fiber [10:39] cement panel that surrounds it. And so [10:40] we went back and actually made some [10:42] changes to this color selection to find [10:44] something that worked a little bit [10:45] better with this uh with this wood [10:48] accent color. Uh so you're seeing what [10:50] we passed around here. They're they're [10:51] the same they're same uh samples come [10:53] from both directions. We talked about, [10:56] you know, looking at different options. [10:58] We did get a few additional samples, did [11:01] looked at some options, but we ended up [11:02] backing, you know, right where we [11:04] started with this one being the what we [11:06] feel is the better color for the [11:08] project. It works better with the better [11:09] with the overall palette. It blends well [11:12] with uh some of the accent colors that [11:15] we're using with the with the heartscape [11:17] and the decking that we're using at the [11:18] amenities. And so we've kind of, you [11:21] know, we wanted to bring a few samples [11:22] just to show you, but we're we're [11:25] proposing that we stick to the original [11:27] selection here, especially with the way [11:28] it works now with the axom fiber cement [11:31] that we have surrounding it. [11:32] >> Is that the hickory color? [11:34] >> That is correct. Yeah, it's it's a [11:36] little bit more muted. The other ones [11:38] are a little bit more on the orange [11:40] tones and we dialed that down on the [11:42] renderings a little bit because it [11:43] showed very orange last month when we [11:45] met and so now we've kind of we did a [11:48] better match to that uh color that we're [11:50] selecting. Uh on the next slide I think [11:53] we have a couple of zoomin views. [11:57] Uh this is building 400 showing that [12:00] added level of of masonry and kind of [12:02] how it helped the overall proportions of [12:04] the building. I'll pass these colors if [12:07] you would like. These are the three [12:08] fiber cement accents. Uh and then the [12:11] next slide, [12:13] it goes back and looks at the facade for [12:16] uh 398 College. This is the entry to the [12:19] leasing office. And really what what's [12:21] different about this this rendering here [12:23] compared to what we've seen is we've got [12:25] the colors to match a lot better the [12:27] samples that we're passing around now. [12:29] So it got a little bit more neutral. I [12:32] think I think in the some of the [12:33] renderings we showed you last month, the [12:35] colors had gotten a little bit too warm, [12:37] almost brown, and that was not the [12:39] intention. We were going for this [12:41] neutral grays, and that's what you see [12:44] passing around. Uh the base of that uh [12:48] of what we're calling the the treehouse [12:49] on the on the left side of the screen [12:51] there. The base, as Jacob mentioned, we [12:54] went with the darker accents. We took [12:56] the wood out of it. We had some wood [12:58] accents and I think there was strong [13:00] recommendation from from the board last [13:02] month to stick to the gray and let the [13:04] wood accent be where we have it around [13:06] the windows and that's what we've done. [13:08] Uh, next slide shows a perspective view [13:10] of it. Again, just kind of puts it all [13:12] in context. You're seeing the College [13:14] Avenue facade there and the storefront [13:16] where we have the leasing and the entry [13:18] and the commercial space. So, that kind [13:20] of all puts it together uh with a better [13:23] color match to the samples that you uh [13:25] that you've got in your hands. [13:28] Next slide. Um, [13:32] oh yeah. So this uh this is the back of [13:34] the building now 398. Uh we have talked [13:37] about uh there was positive feedback [13:39] related to the brick detailing and the [13:41] articulation that we provided along [13:43] College Avenue. We we were advised to go [13:46] back and take another look at the back [13:48] of the building and see if we can add a [13:50] little bit of that details uh that [13:52] masonry detailing. And so you can see [13:55] here on that this is a zoom in [13:56] perspective that we didn't have last [13:59] time. We just wanted to zoom in so we [14:00] can show some of the details and that [14:02] little sliver of the elevation there. [14:04] You can see that we introduced uh um at [14:06] the very top we introduced a rollock [14:09] course uh and a soldier course under it. [14:11] So kind of gives it a little bit of a [14:12] termination at the top of the masonry. [14:15] We've got the soldier course and the and the roll locks around the windows. [14:19] And we also introduced a continuous band [14:22] at the masonry below the lowest level uh [14:24] lowest residential level uh windows. And [14:27] so it really it kind of it does some of [14:30] what we were trying to achieve at the [14:31] front of the building. It just gives it [14:33] a little bit more detail. It dresses it [14:34] up a little bit and in a sense it kind [14:36] of helps break the scale some with all [14:38] the banding that's being proposed. So [14:40] that was that was this slide here. [14:43] Uh and then this again kind of puts it [14:45] all kind of zoomed out. This is the [14:47] [clears throat] the full College Avenue [14:49] frontage there. You can see how it all [14:50] comes together. I think with the added [14:53] brick on on building 400 there, it kind [14:56] of started to put the overall massing [14:58] and the composition a little bit more [14:59] consistent between the two buildings, we [15:01] knew we didn't want to have a, you know, [15:04] a repeat of the same architecture that [15:07] we're using, but more or less we wanted [15:09] the same language and same materiality. [15:11] And I think that helped kind of get the [15:13] scales to be a little bit more uh uh [15:16] consistent and matching between the two buildings even though the scale is [15:20] slightly different. [15:22] Um and I think that's really it for the [15:25] architectural slides. I know past this [15:28] point we've got a few more slides that [15:30] we had from last month that we needed to [15:31] reference. Uh, we've got the 2D [15:33] elevations as well if you all have any [15:35] questions, but it was really kind of [15:37] more of just trying to really zero in on [15:40] the actual materials and put it all [15:42] together to make sure that it it it [15:44] blends and it works well. I just want to [16:03] make sure those are supposed to be the [16:04] same. [16:04] >> Yeah, they're same. And I think maybe [16:06] what we had done was we we kind of [16:09] doctorred some of it on the large [16:10] building to match this and maybe we [16:13] missed doing that on the 400, [16:15] >> but it's intended to be the same. [16:17] >> Just a procedural question. Should we [16:19] ask for public input just on the [16:21] materials and architectural expression? [16:23] >> That is I mean it's one really [16:25] application. You can split up if you [16:27] want, but it's probably best to ask for [16:29] it in total. I think [16:31] >> is really one application. [16:34] >> Does anybody want to bring up anything [16:35] while it's fresh in their heads tied to [16:37] the color choice and the detailing? [16:41] >> I think it looks a lot better raising [16:42] that bridge. [16:47] » What is the crowning element at that final story on building 400? that [16:52] it will be. So the top level of the cap [16:54] is a fiber cement panel and so what [16:56] we're going to have at the very top is [16:58] going to be a coping. So it'll be a [16:59] metal coping that would extend down and [17:02] just kind of have a little bit of a [17:03] termination edge at the very top. Is [17:05] that what we're talking about? Yeah. [17:06] >> Yeah. I mean it honestly looks I see [17:08] some sort of like verticality within [17:10] that hatch pattern. [17:11] >> Oh, there's a weird printing or [17:13] something. [17:14] >> Yeah. So this is really more of the [17:15] reveal patterning that we're doing on [17:17] this. So like in typical field condition [17:19] where we have the fiber cement panel, we [17:21] really have uh we have two main [17:23] conditions. We have the board and batton [17:24] and that's what we're using where we [17:26] have some of the white uh the lightest [17:29] white color. We have the board and [17:30] battons and that helps kind of break the [17:32] scale, makes it give it more of a [17:34] residential feel. Uh and then with the [17:36] rest of the fiber cement panel, normally [17:38] those come in sheets of 4x8 and so you [17:40] would have kind of reveals at the at the [17:42] transition from panel to panel. on the [17:45] front on College Avenue here, we just [17:46] kind of introduced a slightly more [17:48] elevated pattern related to that re to the reveals. So, instead of it just [17:52] being the regular reveals, you know, [17:54] every four feet, we've done something [17:56] that breaks it, gives it a little bit [17:58] more detail where it fronts uh College [18:01] Avenue. And that's kind of what you're [18:02] seeing below the metal coping further [18:05] down you're seeing some of those reveals [18:06] start and stop. We're trying to come up [18:08] with an interesting compositions with a [18:10] prominent facade. [18:11] >> Sure. Yeah, I get that. The coping [18:14] itself is is solid metal. Yes. [18:17] >> Coping. Okay. [18:18] >> Yes. It would be a metal metal coping. [18:20] And that would only be that would only [18:21] be at the top of the parapit. And [18:24] usually you would have a leg that kind [18:25] of extends down 46 in or so. [18:28] >> Okay. It just looks like something more [18:30] unique. [18:30] >> Almost like a soldier or [18:33] >> Yeah. Or some sort of wood. [18:35] >> I think it's just one [18:36] >> like the rendering [18:39] of it. [18:40] >> And I agree the brick work is nice. I I [18:43] think that's a nice a nice improvement. [18:45] >> And we went like Jacob said with the [18:47] dark face to the tower. [18:48] >> That's correct. Yes. Yeah. Uh and one thing to point out, you know, where [18:52] the plan is and Chris will talk about [18:54] this a little bit more where we have to [18:56] amenities on 398. We're kind of going [18:58] with like that that decking that's got [19:00] the same texture and color. So, we're [19:02] going to be doing a match to that to [19:04] help blend it. So, really what we've [19:06] done is we've taken the wood accent away [19:08] from the base. And I think to a certain [19:11] degree that helped kind of float that, [19:13] you know, element that we're [19:14] celebrating. But then we'll tie these [19:17] color palettes again when we have the [19:18] decking at the at the very at the very [19:21] bottom. Yeah. There like here it still [19:23] shows this kind of lighter orange colors [19:25] that we had from last time because I [19:26] know when we were putting this together, [19:28] we were still coordinating on the [19:29] landscape side. Uh but we we do actually [19:32] have the material here that you'll see [19:34] in a little bit. Uh and it's a it's it's [19:36] more of a match to this. So it kind of [19:38] ties it all together. It's not going to [19:40] be that light light orange color that is [19:43] shown here right at that amenity level. [19:48] » Thank you. [19:54] Jump into landscape before we [19:57] go. Uh I'm Chris Lazich with [21:11] Ironwood Design Group. Um we're the [21:13] landscape architects for both projects. [21:16] Um we kind of did a quick run through [21:18] because there wasn't enough time for the [21:20] landscape review prior to last month's [21:23] meeting. So we understood that the [21:26] smaller plans that were requested are [21:28] harder to see. So, we sent full-size [21:30] prints in and took the time after our [21:32] last run through to meet with Nathan in [21:35] person to review the plans and have [21:37] picked up those comments, the the [21:39] feedback and tried our best to address [21:41] those. Um, which you'll see reflected in [21:44] the digital and the prints that you have [21:46] in front of you. Uh, starting with the I [21:50] guess we can start with the south [21:51] building in the hardscape. Um, as you [21:55] might recall, there's a couple main [21:57] materials that we have along the [21:58] streetscape. Um, the sidewalk, if we're [22:01] on page 1.1s, [22:07] the main sidewalk you see is the city [22:09] standard with the new U tree grates and [22:13] the stamped concrete bands that you see [22:16] coming off that are designated as P2 [22:19] for the bands. and HO2 is the the new [22:22] city updated standard for the tree [22:24] grates and just a regular broom swept [22:27] concrete. As you transition from that [22:30] 10-ft sidewalk, um what's designated as [22:34] H I'm sorry, uh PO4 is an etched [22:39] finished concrete. This is a higherend [22:41] finish of concrete that has some specs [22:43] and some different aggregates. So [22:45] there's a contrast that is the main [22:47] field you'll see and it's represented by [22:50] um this material here is [22:53] you want to pass that around at the main [22:56] entrances for both buildings. We'll [22:58] touch on this one first is PO7 which is [23:01] our pre-cast concrete PA. Um we had [23:05] presented this briefly with the warm [23:07] tones uh at our last meeting uh that go [23:10] and uh accommodate what is shown on the [23:14] building. We also brought some other [23:16] alternate color selections that we can [23:18] pass out if you know the tones um if [23:21] there's comments or you want to see what [23:23] the other options are available. [23:26] Um the main uh planter walls that you [23:28] see is the terracing which is designated [23:31] as HO3 and runs uh along the street is a [23:35] board form concrete uh planter with [23:39] joints. It's a gray tone and it's [23:41] represented by this. So that will be all [23:44] of the the planter walls that are um [23:46] that vary in height. They wrap the [23:48] corner as you can kind of see um [23:52] the HO3 on the corner and then it turns [23:55] up the street and we the leasing and [23:58] retail entrance is about uh 2 and 1/2 ft [24:02] taller than the street and the street is [24:04] sloping up from left to right. So those [24:06] planters come down in height as the [24:08] grade of the street um comes down. But [24:10] you'll see a couple courses. Uh it's a 6 [24:13] in uh pattern for the board. So making [1:11:57] sure our scales are kind of in alignment [1:11:59] with the neighboring properties from [1:12:01] there because the site is so strong [1:12:02] we're looking at the materiality kind of [1:12:04] being very similar throughout. And so that's what's [1:14:41] facing our neighbors, the most direct [1:14:43] neighbors to us. And so it's trying to [1:14:45] drop that scale, but use the same [1:14:46] materiality. As you kind of pull [1:14:48] through, you'll start to see our town [1:14:50] homes are the kind of the same color [1:14:53] scheme, making sure that everything's [1:14:54] cohesive because it is so strong. And [1:14:57] but it's kind of a breakdown, but [1:14:59] similar kind of colors and language. [1:15:02] And then if you scroll down, you'll [1:15:04] start to see kind of the the repeat but [1:15:06] on the more dense area. So as we pull [1:15:10] through across Sun Street, you go [1:15:12] through a little bit of a parking lot [1:15:13] and again a couple hundred yards back, [1:15:15] we have these two apartment buildings [1:15:17] that are faced kind of skinny ways as [1:15:19] you're coming in.
