[24:53] together over these last four.
[24:55] >>years in 20 21 new yorkers
[24:59] elected the most diverse and
[25:02] first women majority counsel
[25:03] in our history and with it. I
[25:06] was honored to be elected as
[25:08] our city's first black speaker
[25:12] , our historic representation
[25:13] fully reflected the breath of
[25:15] new yorkers experiences
[25:17] enabling us to lead
[25:19] differently than our
[25:20] predecessors when people who
[25:22] have experienced housing and
[25:24] security
[25:24] .>>poverty, working class
[25:27] struggles and the impacts of
[25:28] racial and gender disparities
[25:30] come together to represent new
[25:31] yorkers we are better prepared
[25:34] to address the perspectives
[25:35] and priorities of everyone in
[25:38] our city by prioritizing women
[25:39] in the working people that
[25:40] make up the backbone of our
[25:42] city, we tackled issues like
[25:45] the housing crisis inequities
[25:47] in economic opportunity,
[25:49] al disparity in maternal
[25:51] health outcomes and the need
[25:52] for crime victims services
[25:55] that have long impacted,
[25:56] historically overlooked
[25:57] communities of color and
[25:59] whether it was opening
[26:00] pathways to economic mobility
[26:01] through cuny reconnect, which
[26:03] has now enrolled over 62000
[26:08] new yorkers, the majority of
[26:10] whom.
[26:11] >>there would be silence in

[28:09] harmed by an equity, an
[28:12] important legacy of our
[28:13] leadership is not just holding
[28:16] government accountable and
[28:17] legislating solutions t
[28:18] oaddress these inequities but
[28:21] also incubating innovative new
[28:22] programs that directly address
[28:25] them like cuny reconnect
[28:26] .>>we also created new york
[28:28] state's first trauma recovery
[28:29] centers in our city to help
[28:31] black, latino and asian
[28:33] communities received the
[28:34] support to end cycles of
[28:36] violence, which is especially
[28:38] important as these communities
[28:40] have historically lacked
[28:42] access to traditional crime
[28:45] victims services to address
[28:46] the economic and employment
[28:46] barriers that have contributed
[28:48] to a mental health and
[28:50] workforce shortage we launched
[28:52] the cuny social work fellows,
[28:54] which will help us improve
[28:55] mental health outcomes, and we
[28:58] created the first city funded
[29:00] guaranteed income program t
[29:01] ohelp new mothers avoid
[29:04] homelessness, improve maternal
[29:05] health and
[29:06] .>>reduce child poverty. These
[29:07] have been investments in
[29:09] innovation to confront deeply
[29:13] entrenched inequities. Our
[29:14] city is only as strong as our
[29:15] people and I'm so proud of how
[29:18] we prioritize yorkers over the
[29:20] last four years when chaos in
[29:24] this building.
[29:24] >>was all too present a
[29:25] spublic servants. It is our
[29:27] responsibility to improve the
[29:29] conditions of our communities,
[29:31] ensuring that all of us can
[29:32] live healthy and and dignified
[29:35] lives our city must continue
[29:38] to champion black, latino,
[29:38] asian and immigrant
[29:39] communities that have not
[29:41] always received equitable
[29:43] priority and uplift the
[29:44] working people who make our
[29:48] city run, the council must
[29:49] continue to move city
[29:50] government to focus on new
[29:52] yorkers pushed to the margins.
[29:54] that is how we build a city
[29:58] for all new yorkers. I want t

[30:00] colleagues for their fierce
[30:04] advocacy service and support
[30:05] to new yorkers over these last
[30:08] four years together we have
[30:09] provided our city with steady,
[30:13] unwavering and pncipriled

[34:32] ,it seems to be fire season in
[34:35] new york city unfortunately
[34:36] and on december 7 a 66 year
[34:40] inwood a few days later on
[34:45] december 12, a 62 year old man
[34:46] perished in a fatal fire and
[34:48] ban nest that same day and 83
[34:51] year old woman died in a fire
[34:52] in her upper west side
[34:56] apartment, and yesterday we
[34:56] lost in new york or to a fatal
[34:58] fire in astoria this morning
[35:01] we lost yet another new yorker
[35:02] to a fatal fire in jackson
[35:04] heights and I know as is mine
[35:07] .our hearts are with all of
[35:08] their loved ones, family
[35:10] members and neighbors who are
[35:13] grieving their unimaginable
[35:14] loss as we.
[35:15] >>see an increase in the usage
[35:17] of space heaters during this
[35:19] winter season. Remember t
[35:19] okeep them at least three feet
[35:22] away from combustible materia
[35:23] l. Never use extension cords
[35:25] for large appliances because
[35:26] they can overheat, property
[35:29] owners are legally required t
[35:30] oprovide heat and hot water t
[35:33] otenants if they're
[35:35] unresponsive. Register a

[35:41] to his death on a construction

[35:57] bangladesh victory day, which
[35:58] commemorates the independence
[36:00] of bangladesh and the enduring
[36:02] fight for freedom on this day

[36:07] culture and contributions of
[36:08] our bangladeshi communities.
[36:13] hanukkah, which concludes
[36:13] monday evening teaches us
[36:15] about spreading light,
[36:17] especially after the horrific
[36:19] anti semitic attack that took
[36:20] place at a hanukkah events in
[36:22] sydney, australia let us
[36:24] continue to carry the light of
[36:26] this hanukah season into our
[36:30] daily lives. I can only
[36:30] imagine the fear and pain the
[36:31] jewish people around the world
[36:34] here in in our city are
[36:35] feeling violence against any
[36:36] any of us threatens all of us
[36:39] and we must denounce hate in
[36:42] all of its forms, including
[36:45] anti semitism, islamophobia
[36:49] and we must work together t
[36:50] oprevent violence before it
[36:52] ever occurs. I sincerely wish

[36:59] meaningful hanukkah, decembe

[38:05] units and council member

[38:11] commercial overlay, a private
[38:12] application to amend the
[38:13] zoning map to bring a medical
[38:15] office building into
[38:16] compliance and council member
[38:17] vickie paladino, district 120
[38:22] fifth and lexington rezoning
[38:22] an application to create a new
[38:23] sub district within the
[38:25] special 120 fifth street in
[38:27] transit land use districts and
[38:29] deputy speaker diana district
[38:31] in order to facilitate the
[38:32] development of a new mixed use
[38:33] building with 648 housing
[38:35] units 171 of which will be
[38:38] affordable under one
[38:40] resolution 11 0 9 spot to buy
[38:43] council member will authorize
[38:44] o. T. I to expend extend the
[38:46] franchise, allowing for the
[38:48] installation operation and
[38:49] maintenance of public

[59:20] stricter suspension and
[59:21] revocation standards, stronger
[59:23] penalties for unlicensed
[59:24] bending and new requirements
[59:25] around cleanliness and waste.

[59:28] implementation will not be

[1:00:54] allow for every tenant in new
[1:00:55] york city to access cooling in
[1:00:57] their homes just like we
[1:00:58] required landlords to provide
[1:00:59] cooling 107 years ago. It
[1:01:01] provide heating 107 years ago
[1:01:04] after a cold famine. We are
[1:01:05] now going to finally be
[1:01:07] requiring access to cooling
[1:01:08] for tenants as well, starting
[1:01:09] in 20 30 and that's because
[1:01:11] extreme heat is the number one
[1:01:13] climate killer 580 people die
[1:01:16] every single year in new york
[1:01:17] city from extreme heat and the
[1:01:19] most common factor among them
[1:01:20] is that they lack access t
[1:01:22] ocooling in their homes. This
[1:01:24] bill will change that once and
[1:01:25] for all it will save hundred
[1:01:26] sof lives a year and create a
[1:01:27] model framework for oerth
[1:01:30] cities around the nation and
[1:01:31] even around the globe t
[1:01:33] ofollow to navigate and
[1:01:34] mitigate the threat of extreme
[1:01:36] heat. There was just an
[1:01:38] extraordinary team that worked
[1:01:38] on this bill. Most of all my
[1:01:40] chief of staff molly haley.
[1:01:43] ireally want to thank the
[1:01:43] council team led by jeff baker
[1:01:47] on his second child, billy
[1:01:49] beck and many others for their
[1:01:50] hard work on this
[1:01:53] .>>and from the administration,
[1:01:54] there was just a really
[1:01:55] special partnership where
[1:01:57] people worked harder than I
[1:01:59] could ever, ever imagined to
[1:02:00] get this bill done and get the
[1:02:02] environmental review done and
[1:02:02] so I really want to thank my
[1:02:04] friend. I met ghani for
[1:02:07] clearing his schedule and
[1:02:08] focus laser focusing on this
[1:02:10] bringing resources to bear t
[1:02:13] omake this happen, the team at
[1:02:15] mach e. J. Led by elijah
[1:02:16] hutchinson and his deputy
[1:02:18] executive director paula zito
[1:02:19] were phenomenal, as was our
[1:02:22] chief climate officer rid
[1:02:23] agarwal, who is a hug
[1:02:24] echampion of this bill, the
[1:02:26] folks in the environmental law
[1:02:26] unit, especially chris rio, a
[1:02:28] constituent and is wonderful.
[1:02:29] they just did great work here
[1:02:32] and I'm immensely grateful for
[1:02:34] how hard, how hard they worked
[1:02:35] to make this bill possible. U
[1:02:38] m, I this was a bit of an
[1:02:39] emotional roller coaster. I
[1:02:40] didn't think this bill was
[1:02:41] going to get done at multiple
[1:02:42] times over the last few weeks,
[1:02:43] but it was the hard work of
[1:02:45] everybody who contributed that
[1:02:46] made it happen and I'm really
[1:02:48] appreciative this bill I
[1:02:48] fmuch recognizing council
[1:02:52] member. Police, followed by
[1:02:52] moreno, then banks
[1:02:55] .>>thank you. Proud of many
[1:02:56] bills that were voting on
[1:02:57] today, including three of my
[1:02:58] bills, one related to police
[1:03:00] their transparency and dr.
[1:03:01] related to syringe
[1:03:03] distribution programs on the
[1:03:03] police bill we've made a lot
[1:03:05] of progress on the issue of
[1:03:07] safety shootings are down.
[1:03:08] homicides are down. This I
[1:03:09] sgood and it's also good that
[1:03:11] we have data to data related
[1:03:15] to the summers. It's also
[1:03:16] important, however, that we
[1:03:17] analyzed information related
[1:03:18] to the resolution of these
[1:03:19] cases so that we can know
[1:03:22] whether some issues need so
[1:03:23] that we can know which cases
[1:03:25] are being resolved which cases
[1:03:26] are not being resolved and so
[1:03:27] that we can know which issues
[1:03:29] need more attention and
[1:03:31] resources and this bill will
[1:03:31] help us do exactly that on the
[1:03:35] two syringe bills, our mobile
[1:03:36] syringe distribution programs
[1:03:37] are lifesaving. I have many of
[1:03:38] them in my district and I see
[1:03:39] the work on a daily.
[1:03:40] >>basis. These programs are
[1:03:42] literally life saving they
[1:03:44] that those who drugged at the
[1:03:45] drug addiction of china get
[1:03:47] resources and the help that
[1:03:48] they need encoding being
[1:03:52] surrenders lifesaving program
[1:03:52] s, but we must make sure that
[1:03:53] we execute them.
[1:03:54] >>the right way. Uh, my bill
[1:03:56] will help do that by requiring
[1:03:58] that a surrender.
[1:03:59] distributions be conducted at
[1:04:01] least 50 feet from children's
[1:04:02] playgrounds and schools to
[1:04:03] help ensure that use and
[1:04:04] renters do not end up in
[1:04:05] places where children are at
[1:04:08] your syringes as we know can
[1:04:09] be too many challenges
[1:04:10] ,including lack of access t
[1:04:12] othose playgrounds even worse,
[1:04:13] it could lead to tragedy. Um,
[1:04:15] my bull also ensure that
[1:04:17] disposal containers we
[1:04:17] provided, so they used
[1:04:20] syringes could be disposed o
[1:04:21] fin a safe way. This is a very
[1:04:22] complex issue. These bills are
[1:04:23] not going to fully resolve the
[1:04:24] problem, but they are an
[1:04:26] important step, so I encourage
[1:04:27] everybody to support them.

[1:04:53] realize on a long meeting
[1:04:54] where we're setting records
[1:04:57] for passing legislation, a lot
[1:04:58] of people get frustrated with
[1:04:59] that, but these two are
[1:05:01] different and these are the
[1:05:02] kinds of moments that remind
[1:05:04] you why public service matters
[1:05:06] the first is chris walsh,
[1:05:09] chris walsh wasn't really a
[1:05:10] politician, although we did
[1:05:11] run for office before in fact,
[1:05:12] he ran from my seat. He didn't
[1:05:13] win, I didn't vote for him, in
[1:05:14] fact, I managed the campaign
[1:05:16] for the other guy, but he
[1:05:19] wasn't looking for recognition
[1:05:20] . He was someone who quietly
[1:05:22] devoted decades of his life to
[1:05:24] staten island and new york
[1:05:27] city, especially to youth and
[1:05:28] adult sports on the south
[1:05:29] shore. He was a lifelong
[1:05:31] member of the department of
[1:05:33] sanitation, but for
[1:05:34] generations. What really mad
[1:05:35] ehim known and famous to
[1:05:37] everybody was if you played
[1:05:38] softball or football in
[1:05:39] tottenville, chances are you
[1:05:40] did so on a field that chris
[1:05:42] walsh cared for it, he cut the
[1:05:43] grass he picks the drainage he
[1:05:44] lined the fields he made sure
[1:05:46] those spaces were safe,
[1:05:49] dignified and worthy of the
[1:05:50] people using them. He built
[1:05:50] community, the old fashioned
[1:05:53] way by showing up day after
[1:05:54] day and even while battling
[1:05:56] cancer, he remained generous
[1:05:58] and encouraging the second co
[1:06:00] naming honors, staff sergeant
[1:06:01] william t. Johnson, a native
[1:06:03] son of staten island, whose
[1:06:05] story deserves to be
[1:06:06] remembered far beyond our
[1:06:08] neighborhood, william johnson
[1:06:10] graduated from tottenville
[1:06:10] high school served as a new
[1:06:11] york city police officer and
[1:06:14] then answered his nation's
[1:06:15] call during world war as a
[1:06:17] radio operator and aerial
[1:06:19] gunner aboard a b 24 bomber
[1:06:21] with the eighth air force. He
[1:06:23] flew dangerous missions over
[1:06:24] europe and on july 2 1944, his
[1:06:27] aircraft was shot down over
[1:06:29] promised while returning from
[1:06:31] a mission targeting german e
[1:06:36] boat he's buried at normandy
[1:06:37] was awarded the purple heart
[1:06:39] and finally 80 years later
[1:06:40] .I'm proud that will have a
[1:06:42] street named for him in my
[1:06:46] district

[1:09:20] people with disabilities and
[1:09:21] caregivers, paper based
[1:09:22] systems in mandatory in person
[1:09:24] visits can be real barriers
[1:09:26] this bill allows applicants t
[1:09:29] obe completed, applications
[1:09:30] rather to be completed and
[1:09:31] signed online and expands the
[1:09:33] option of telephone interviews
[1:09:36] while preserving paper
[1:09:37] submissions in and person
[1:09:38] reviews when needed just as
[1:09:41] important. It includes clear,
[1:09:44] safe
[1:09:44] .>>the assess can still require
[1:09:45] in person interviews to
[1:09:47] prevent fraud to address
[1:09:49] domestic violence or t
[1:09:50] access with protection built
[1:09:57] in second propose
[1:09:58] dintroduction. 1 4 0 1 dash, a

[1:10:03] procurement by allowing
[1:10:05] agencies to request voluntary

[1:10:16] helps identify risks like
[1:10:17] child labor forced labor wage

[1:10:27] deep within the global supply
[1:10:30] chains. These disclosures are
[1:10:31] voluntary and cannot be used
[1:10:33] to deem a bitter, non
[1:10:35] responsible and cannot be the
[1:10:38] sole basis for contrac
[1:10:39] tdecisions. This is about
[1:10:42] awareness

[1:11:04] we actually building housing
[1:11:05] david for too long our
[1:11:07] affordable housing system is
[1:11:10] measured success almost
[1:11:10] entirely by the number of
[1:11:14] units produced without asking.
[1:11:14] what do those units reflect
[1:11:15] the real needs of new yorkers
[1:11:17] it often seems like wants t
[1:11:20] obuild units, but I want to
[1:11:23] house and right now, city
[1:11:26] funded housing overwhelmingly
[1:11:27] prioritizes studios and one
[1:11:28] bed apartments. In fact
[1:11:29] ,current term sheets encouraged
[1:11:31] developments were as much as
[1:11:34] 70% of the units fall into
[1:11:35] those categories that approach
[1:11:38] boost unit counts, but it
[1:11:39] ignores the lived reality of
[1:11:40] families across our city is
[1:11:42] family's with children and
[1:11:43] even multi households. The
[1:11:47] consequences are clear
[1:11:48] families with young children
[1:11:49] are leaving new york city at
[1:11:52] alarming rates and roughly 70%
[1:11:53] of people in our shelter
[1:11:55] system are members of homeless
[1:11:58] families when we failed to
[1:11:59] build housing that families
[1:12:00] can actually live in, we push
[1:12:00] them out or worse,
[1:12:01] >>push them into crisis in
[1:12:04] show 433, responds directly t
[1:12:07] othat reality, the bill
[1:12:09] establishes clear citywide
[1:12:10] minimums for family size
[1:12:12] housing in projects that
[1:12:14] received citi financial
[1:12:16] assistance this legislation
[1:12:17] also strengthens the city's
[1:12:18] fair housing framework by
[1:12:20] explicitly require
[1:12:21] consideration of the housing
[1:12:22] needs of families and aging
[1:12:26] adults, including the
[1:12:26] availability and affordability
[1:12:27] of 2 and 3 pedram apartments
[1:12:29] and senior housing. This is
[1:12:31] that equity is not just
[1:12:32] aspirational but built int
[1:12:33] oour long term planning. I want
[1:12:37] to thank advocates community
[1:12:38] leaders and housing experts
[1:12:39] who made an recommendations t
[1:12:43] ostrengthen this bill, of
[1:12:44] course, adam star pulling my

[1:14:21] transportation mode that feels
[1:14:23] real gaps in our transit

[1:14:33] bands are relied upon the city
[1:14:35] lacks a comprehensive
[1:14:37] understanding of where and how

[1:15:42] affordable housing and other
[1:15:44] productive uses. I want to say
[1:15:45] that. I know that there have
[1:15:47] been challenges about this
[1:15:48] bill from the department of
[1:15:50] finance, but I believe that
[1:15:51] unlike the current tax lien
[1:15:53] system where properties go to
[1:15:55] the highest bidder, regardless
[1:15:56] of intended use this bill will
[1:15:59] establish a higher ranking a
[1:16:02] priorities that I mentioned
[1:16:03] earlier for they use the real
[1:16:04] property upon disposal by the
[1:16:06] land bank, and I don't think
[1:16:07] that we will be losing revenue
[1:16:09] as a result the prompt
[1:16:11] resolution of unpaid city
[1:16:13] taxes and timely collection of
[1:16:15] city taxes remains intro 14 11
[1:16:20] is also part of that package
[1:16:22] it requires the department of
[1:16:24] finance to notify condo board
[1:16:26] s. If the department of to sell
[1:16:28] a tax lien on a unit within
[1:16:30] the condo and I want to thank
[1:16:33] emory. I live, and certainly
[1:16:34] mcconnell and for my staff,
[1:16:36] the awesome sam gold summer
[1:16:38] there work on this bill until
[1:16:41] hundred 71. Initiate a study
[1:16:43] on the feasibility of building

[1:18:15] our students and environments,
[1:18:16] which they learn and grow
[1:18:18] these bills reflect that
[1:18:19] ongoing commitment, they
[1:18:20] expand access to information
[1:18:23] promote equity and center
[1:18:23] inclusion and compassion for
[1:18:26] every student, a young person
[1:18:27] in new york city. I'm deeply
[1:18:29] grateful for the team for my
[1:18:30] team, council central staff
[1:18:32] and advocates
[1:18:32] .>>who are tirelessly to bring
[1:18:33] these bills across the finish
[1:18:35] line asking for colleague

[1:18:47] standing up today against uber
[1:18:49] and lift today is a new day
[1:18:52] for drivers of our city, some
[1:18:53] of our most essential workers
[1:18:55] who keep this city moving
[1:18:57] drivers last night were ending
[1:18:59] their ships at 2 4 or even six
[1:19:03] a. M, but they knew they'd be
[1:19:04] going to sleep and waking up
[1:19:04] to the future they deserve.
[1:19:06] they knew that when the city
[1:19:07] council clocked in today this
[1:19:09] morning, they would finally as
[1:19:10] drivers have the job
[1:19:12] protections that they truly
[1:19:14] deserve have long deserved,
[1:19:15] they would finally have
[1:19:17] noticed just caused an appeal
[1:19:18] system if they had been fired
[1:19:22] today, our new york city
[1:19:22] council is standing up against
[1:19:25] billion corporations we are
[1:19:26] taking back the power from
[1:19:28] uber and lyft and returning it
[1:19:29] to where it belongs with
[1:19:32] drivers. The fact of the
[1:19:33] matter is every worker in new
[1:19:34] york city deserves dignity,
[1:19:35] the right to notice an
[1:19:36] explanation as to why they've
[1:19:38] been fired and an opportunity
[1:19:38] to make their case, but in a
[1:19:40] matter of seconds right now
[1:19:42] uber lift can strip the lab
[1:19:44] drivers, most of whom are
[1:19:45] immigrants and people of color
[1:19:47] and most of them 90% of them
[1:19:49] will never be put back on the
[1:19:51] they lose their job
[1:19:54] permanently and then they have
[1:19:55] no way to pay off the $30000
[1:19:56] in car loans they took it out
[1:19:58] to start driving soon enoug
[1:19:59] hthey won't be able to put food
[1:20:00] on the dinner table and their
[1:20:02] families are devastated, but
[1:20:04] my bill in 276 with the new
[1:20:07] york taxi workers allianc
[1:20:08] eputs an end to these unfair
[1:20:10] and unjust firings, giving
[1:20:12] workers notice just cause, and
[1:20:15] it process no longer our uber
[1:20:16] and lift the judge, jury and
[1:20:18] prosecutor in these cases
[1:20:20] ,this is about due process for
[1:20:23] drivers. I proud of this
[1:20:24] accounts was championing this
[1:20:26] bill and starting a nationwide
[1:20:28] movement to end unfair firings
[1:20:29] of based drivers to hold
[1:20:33] corporations accountable that
[1:20:34] are spreading fear, fear about
[1:20:36] what's happening with this
[1:20:38] bill fear about drivers
[1:20:39] because that's all they know
[1:20:40] because they are afraid of
[1:20:42] what happens when workers rise
[1:20:43] up and have power. We are
[1:20:46] proving once again that this
[1:20:46] is a council that stands up
[1:20:48] for workers and is committed
[1:20:49] to making new york city, a
[1:20:50] city for working families. I

[1:21:40] some exceptions, property
[1:21:41] owners would no longer be able
[1:21:43] to choose how to dispose of
[1:21:46] their property. This is an
[1:21:47] unacceptable state imposed and
[1:21:50] potentially illegal intrusion
[1:21:51] into our private property
[1:21:52] rights. It is a stunning
[1:21:54] example of government
[1:21:55] overreach and communist agenda
[1:21:56] that has found its way to new
[1:21:58] york city being pushed under
[1:21:59] the guise of helping the poor
[1:22:01] and the and the
[1:22:03] underprivileged, but in
[1:22:05] reality, only harming them.
[1:22:06] copa will not only make
[1:22:08] housing less affordable
[1:22:10] decreased property values and
[1:22:11] make it harder to buy and sell
[1:22:13] property but also raises
[1:22:15] serious this constitutional
[1:22:18] issues, including but not
[1:22:19] limited to a violation of our
[1:22:21] due process and
[1:22:24] unconstitutional taking an
[1:22:25] unconstitutional restriction
[1:22:26] and commercial speech and
[1:22:27] imposition of excessive fines
[1:22:30] and much, much more, I urged
[1:22:31] my colleagues to vote? No. And
[1:22:33] this terrible and likely
[1:22:34] unconstitutional. Bill. Thank

[1:22:48] contracts valued at a hundred

[1:22:53] oidentify, certify and report
[1:22:53] conflict of interests and
[1:22:57] serious misconduct. This bil
[1:22:58] lis important given the
[1:22:59] repeated corruption and
[1:23:00] procurement scandals that we
[1:23:00] have a witness of new yorkers
[1:23:02] and as legislators under the
[1:23:05] current mayoral administrator
[1:23:08] administration, including high
[1:23:09] profile cases of fraud abuse
[1:23:09] within our contracting system.
[1:23:12] these incidents have exposed
[1:23:13] gaps our oversight and
[1:23:14] undermine public trust and put
[1:23:15] the dollars at risk at minimum
[1:23:19] of millions and millions of
[1:23:21] dollars intro 4 7 9 8 closes
[1:23:23] the gap by requiring the city
[1:23:24] prepare mint officer in
[1:23:26] consultation with the conflict
[1:23:27] of interest board and the
[1:23:28] department of investigation t
[1:23:30] oestablish carle standardized
[1:23:33] procedures contractors must
[1:23:34] use to detect conflict of
[1:23:34] interest and misconduct
[1:23:36] involving their employees and
[1:23:39] subcontractors.
[1:23:39] >>contractors must certify
[1:23:40] compliance and promptly notify
[1:23:41] the city if problems arise
[1:23:46] ,this legislation strengthens
[1:23:46] accountability, protects the
[1:23:47] integrity of our procurement
[1:23:48] process and helps the city
[1:23:50] contracts serve the public
[1:23:51] interest, not private gain.
[1:23:53] this was inspired by countless
[1:23:54] fthe parks department and nycha
[1:23:59] as well where we had so many
[1:24:01] contractors that have been
[1:24:02] flagged for corruption from
[1:24:05] waste left to other
[1:24:07] embezzlement that have gone
[1:24:09] through our cities contracting
[1:24:10] process. So thank you to our
[1:24:12] senior legislative council
[1:24:13] alex pauline off policy
[1:24:14] analyst alex. Yeah, blonde
[1:24:18] financial analysts own
[1:24:18] kotowski for their work on the
[1:24:21] bill and I when the city
[1:24:24] passes the spill, I implore
[1:24:26] all of you just pass this bill
[1:24:27] and I look forward to seeing
[1:24:31] much better procurement in our
[1:24:32] city so that we're using our
[1:24:34] taxpayer dollars in the right

[1:25:59] which we gave 40 years before
[1:26:02] and now they accent for 40
[1:26:06] years again. And guess what we
[1:26:07] gave the money back then. How
[1:26:10] many of our new yorkers would
[1:26:11] love to, not to pay taxes for
[1:26:15] 80 years. Think about that
[1:26:18] just because you know someone
[1:26:19] in finance or someone that's
[1:26:22] in a city that should not be a
[1:26:23] representative for you to get
[1:26:28] free for not pan taxes for 8
[1:26:31] 0years, I hope my members vote

[1:26:39] nwhich they have not did
[1:26:40] anything to upgrade this

[1:27:34] bills coming from individuals
[1:27:36] who have done nothing for
[1:27:38] homeowners are tenants. Um,
[1:27:42] >>my bills intros 14 19 and 1
[1:27:45] 420 we are passing long overdue
[1:27:46] reforms to the lien sale that
[1:27:48] get rid of the opaque trust
[1:27:50] system and bring municipal
[1:27:52] debt collection back into
[1:27:53] public hands through a
[1:27:55] municipal land bank model that
[1:27:57] balances our budget while
[1:27:59] protecting homeowners were
[1:28:00] also voting on my bill in 14
[1:28:02] 243 to ensure that when we do
[1:28:03] spend our public dollars. We
[1:28:07] are building housing and
[1:28:08] producing homes for low income
[1:28:10] families, which everybody in
[1:28:11] this room agrees are the
[1:28:12] number one group leaving this
[1:28:14] city right now. Today we're
[1:28:16] also voting on the community
[1:28:18] opportunity to purchase act, a
[1:28:20] landmark piece of social
[1:28:21] housing legislation that I
[1:28:22] inherited in culpable give,
[1:28:27] certified vetted preservation
[1:28:28] buyers. The first chance to
[1:28:29] buy buildings that are in
[1:28:31] physical distress that are in
[1:28:33] city enforcement programs for
[1:28:34] very lengthy periods of tim
[1:28:37] eand that have expiring
[1:28:38] affordability restrictions.
[1:28:39] this is creating a program
[1:28:40] that will protect tenants and
[1:28:43] preserved permanently
[1:28:45] affordable homes. I asked all
[1:28:46] of my colleagues to do their
[1:28:49] reading before they come to
[1:28:50] vote on bills. Make sure you
[1:28:51] know what you're talking about
[1:28:54] this bill does not impact
[1:28:57] homeowners in it with fiber
[1:28:59] less units. Some people wanted
[1:29:00] that, but we didn't get that?
[1:29:01] what we have before us is a
[1:29:03] bill that achieves as much
[1:29:04] consensus from as many
[1:29:05] stakeholders as possible, and
[1:29:07] I urge my colleagues to take a
[1:29:09] good look, and I ask for your

[1:29:55] government overreach is 100%

[1:30:00] maniacal. I do not understand
[1:30:03] how this body works when it
[1:30:06] comes to individual citizens
[1:30:08] of this city. This is
[1:30:09] overreach at its very best.
[1:30:11] I'm a hold on me, homeowner
[1:30:13] and no one is going to tell me
[1:30:16] or anybody else I know that's
[1:30:17] worked so damn hard to own a
[1:30:21] three or four family home that
[1:30:23] I have to submit the ability
[1:30:25] to sell my house first to the
[1:30:28] building department and then
[1:30:28] offer it up to a non for
[1:30:30] profit when my neighbor across
[1:30:31] the street want to buy it and
[1:30:33] they have to wait six months
[1:30:38] .nonsense. This is absolutel
[1:30:39] yridiculous and also I want to
[1:30:40] just add to this hearing today
[1:30:43] . This this meeting today

[1:31:49] otake anybody's property, but
[1:31:51] there are properties that
[1:31:52] exists in some of our
[1:31:52] communities that are already
[1:31:55] in stress that sometimes the
[1:31:56] city's is already putting into
[1:31:58] like their party transfer
[1:31:59] programs and you know someone
[1:32:00] will come in and they'll bid
[1:32:01] on it that we don't know
[1:32:03] that's not from our community
[1:32:05] not have the best intentions
[1:32:08] and so you know, I just want
[1:32:10] to clarify that in my district
[1:32:11] . I have a number of nonprofit
[1:32:15] organizations that had the
[1:32:17] foresight to acquire a number
[1:32:19] of buildings that fall into
[1:32:20] this category many, many years
[1:32:21] ago, and it was because of
[1:32:23] that foresight that we were
[1:32:25] able to avoid a full arm, you
[1:32:28] know, gentrification wave that
[1:32:29] came our way many years ago
[1:32:31] because those nonprofits have
[1:32:33] preserved those buildings and
[1:32:36] perpetuity. So there is a very
[1:32:37] small universe of buildings
[1:32:37] that would qualify for this
[1:32:39] program. But if they did
[1:32:40] .>>iris as a resident of my
[1:32:42] community would rather that
[1:32:44] buildings that are being sold
[1:32:45] that are already in trouble,
[1:32:46] we be sold to somebody from
[1:32:48] the community a non profit
[1:32:49] from the community that knows,
[1:32:52] you know what the ins and outs
[1:32:55] of that neighborhood rather
[1:32:56] than through some speculator
[1:32:57] that's going to come in and
[1:32:59] you take those buildings and
[1:33:00] do god knows what and there
[1:33:01] will be, you know a little t
[1:33:03] ono accountability, so I want
[1:33:06] to thank, you know, sandy
[1:33:06] nurse having the bravery to
[1:33:07] deal with the insults and you
[1:33:10] know the accusations and and
[1:33:11] just the nastiness. And since
[1:33:13] you know I'm on my way out, I
[1:33:14] would just say, you know we
[1:33:14] need to do better. We're going
[1:33:16] grown adults in this room.
[1:33:17] we've all done things that we
[1:33:18] talk probably should not have
[1:33:20] said things that we probably
[1:33:21] should not have said and a lot
[1:33:22] of us should be embarrassed

[1:33:40] shame that we even have t

[1:34:14] because this is what new york
[1:34:16] stands for.

[1:34:21] we know the affordability
[1:34:23] crisis exist, people talk
[1:34:24] about it every day, but these
[1:34:27] are real ways to manage that
[1:34:27] to keep people in the
[1:34:28] affordable homes
[1:34:29] .>>to fight for working class
[1:34:31] job, and saif, our community.
[1:34:33] that's why I see happening on
[1:34:34] this agenda and that's what we
[1:34:35] should be proud of and they're
[1:34:36] going to be naysayers in every
[1:34:39] legislative body they're going
[1:34:40] to be people who say you know
[1:34:42] what? This is not going to
[1:34:43] have the outcome, but with the
[1:34:44] opportunity here to create
[1:34:47] those messages.
[1:34:47] >>I live in a district that's
[1:34:48] ,you know I've lived in for
[1:34:49] decades that have been
[1:34:51] gentrified around me. If we
[1:34:52] had copa in place 30 years ago
[1:34:54] , we could have saved hundreds
[1:34:56] of buildings from speculators
[1:34:58] and developers we have.
[1:34:59] >>now opportunities to do that
[1:35:01] with this passage of this.
[1:35:02] >>legislation I want t
[1:35:03] oapplaud my colleagues for
[1:35:06] doing that. I also want t
[1:35:07] orespect councilman emily's
[1:35:07] concerned about something in
[1:35:09] her district an article 11,
[1:35:10] there were.

[1:35:12] something happening her own
[1:35:13] district, where
[1:35:14] .>>the affordability issues are
[1:35:14] really a question where
[1:35:17] they're talking about
[1:35:18] affordable housing in a
[1:35:19] hundred 20% of am I with no.
[1:35:20] >>resale cap for homeowners,
[1:35:22] this means? Yeah, she said. 80
[1:35:24] years of no taxes and allowing
[1:35:27] those homeowners to be able t
[1:35:28] osell for whatever they want.
[1:35:31] that is not the affordability
[1:35:32] as a
[1:35:33] .>>to for her sake and for the
[1:35:34] sake of new york and
[1:35:36] affordability to vote against
[1:35:37] that the last thing is, I
[1:35:39] understand the issues of
[1:35:40] franchise agreements and
[1:35:43] extending those, but in a
[1:35:43] moment in the end of session
[1:35:44] where there's lots of issues
[1:35:45] on the table and there's not a
[1:35:46] lot of transparency. I have
[1:35:48] deep concerns about moving
[1:35:48] that issue forward today. I've
[1:35:50] encouraged by my to look at a
[1:35:52] roberto 11 9 11 57 and
[1:35:55] encourage them to vote against
[1:36:00] those resolutions.

[2:04:45] accomplishes that goal copa is
[2:04:47] being sold as a tenant
[2:04:49] protection measure when in
[2:04:51] reality, it is a sweeping
[2:04:53] change to property rights that
[2:04:56] will make housing harder to
[2:04:58] finance harder to maintain and
[2:04:59] ultimately harder to affor
[2:05:00] dthis bill doesn't just
[2:05:02] regulate bad actors that
[2:05:03] rewrites the rules for every
[2:05:05] owner of a covered building by
[2:05:07] inserting the city iont
[2:05:08] private property transactions
[2:05:09] it delays sales for months
[2:05:12] injects uncertainty in the
[2:05:13] market and sends a clear
[2:05:14] message to lenders and buyers.
[2:05:15] new new york city is a risky
[2:05:15] place to invest. And that
[2:05:18] matters because when capital
[2:05:20] dries up, buildings don't get
[2:05:20] repaired when buildings don't
[2:05:22] get repaired, tenants suffer,
[2:05:23] copa assumes that nonprofit
[2:05:26] purchasers will magically have
[2:05:28] the resources to buy
[2:05:29] ,rehabilitate and manage these
[2:05:31] buildings, but the bill
[2:05:32] doesn't provide guaranteed
[2:05:34] funding, staffing or capacity
[2:05:34] to do that at scale. So what
[2:05:39] happens. Instead, sales stole,
[2:05:39] owners walk away properties
[2:05:41] deteriorate and the very
[2:05:42] tenants this bill claims t
[2:05:45] oprotect our left living in
[2:05:47] worse conditions. There's also
[2:05:49] a fundamental fairness issue
[2:05:51] here. We're telling small and
[2:05:53] midsized sized property owner
[2:05:54] s, many of them family owners
[2:05:55] ,many of them immigrants, many
[2:05:56] of them working class that
[2:05:59] when they want to sell. They
[2:06:00] no longer control that
[2:06:01] decision on equal terms that's
[2:06:02] not progressive, that's
[2:06:04] punitive. If this bill worked
[2:06:06] crisis elsewhere. Instead,
[2:06:12] cities that have tried similar
[2:06:13] approaches have seen fewer
[2:06:15] transactions, less investment
[2:06:16] and more blight, affordable
[2:06:18] housing is created by fixing
[2:06:20] broken buildings, enforcing
[2:06:23] existing laws and encouraging
[2:06:25] responsible ownership, not by
[2:06:26] freezing the market and hoping
[2:06:28] government can manage
[2:06:29] thousands of properties better
[2:06:30] than the private sector. So
[2:06:33] for those reasons I'm voting.

[2:13:06] that bill. There were over 3
[2:13:07] it. We took that bill and in
[2:13:12] less than three months. We
[2:13:13] brought it down to an
[2:13:16] extremely targeted universe of
[2:13:19] properties that we already
[2:13:21] spend a lot of time and money
[2:13:23] on trying to make safer
[2:13:27] buildings. These are in
[2:13:28] enforcement programs. This is
[2:13:29] not the olympics, you do not
[2:13:30] want to get into these
[2:13:31] programs and to get into these
[2:13:33] programs takes a lot of effort
[2:13:35] and advocacy from us as
[2:13:38] members who are constantl
[2:13:39] ycalling down to the city,
[2:13:40] saying why are you not
[2:13:42] protecting these tenants and
[2:13:43] why are you not working to
[2:13:45] keep them safe. We do
[2:13:46] emergency repairs in them. We
[2:13:48] have. We're spending, lloyd,
[2:13:50] that we have free housing
[2:13:51] legal services that we're
[2:13:52] paying for people to be in and
[2:13:53] out of court because we have
[2:13:57] years, constable property
[2:13:58] managers who be better off
[2:13:59] more than they could chew.
[2:14:01] they are underwater and they
[2:14:02] are not taking care of their
[2:14:03] buildings. We are all putting
[2:14:05] a ton of money into these
[2:14:07] buildings we are creating a
[2:14:09] small chance, just a tiny
[2:14:10] chance that instead of that
[2:14:12] building being sold to some
[2:14:15] company with people and
[2:14:16] investors from all over the
[2:14:17] world that we have no
[2:14:18] relationship to and we have no
[2:14:21] relationship of accountability
[2:14:24] to that? Maybe, just maybe we
[2:14:25] get an opportunity for now
[2:14:27] ,nonprofits that we trust that
[2:14:28] we fund that we have a
[2:14:30] relationship with that we are
[2:14:31] holding accountable all the

[2:14:38] opportunity to purchase it

[2:25:06] it's just trying to walk to
[2:25:07] the supermarket alter to the
[2:25:10] subway station. It generates
[2:25:11] mounds of garbage plenty huge,
[2:25:11] huge strain on our local bid
[2:25:13] who's left cleaning and
[2:25:14] palling up boxes left by
[2:25:16] vendors and puts on small
[2:25:17] business owners who pay a bit
[2:25:20] frieze with these supplemental
[2:25:21] sanitation services at the
[2:25:25] anne 30, understand the
[2:25:25] rationale in show for 31 b.
[2:25:26] >>dead by expanding access to
[2:25:28] licenses vendors will have
[2:25:30] incentive to follow the rules
[2:25:31] and increased enforcement a
[2:25:33] higher penalties would the
[2:25:35] activities
[2:25:35] .>>have my own district, which
[2:25:36] has a strict no venting policy
[2:25:38] we have seen that even with
[2:25:40] significant increase in
[2:25:42] enforcement, illegal vending
[2:25:43] continues unabated, expanding

[2:25:47] fundamental issues of how to
[2:25:49] manage persistent a license
[2:25:50] ,spending my vote is not a
[2:25:52] rejection of that concerns us

[2:25:57] oparticipate in the regulated
[2:25:59] system, but I'm concerned, I'm

[3:12:10] since joining the new york
[3:12:12] city council almost 10 years
[3:12:14] ago. Actually nine years and
[3:12:18] 10 months. It has been one of
[3:12:18] my greatest honors of my life
[3:12:20] when I stepped into this role.
[3:12:21] I made a promise to fight for
[3:12:24] the community that raised me
[3:12:24] to make the south bronx in new
[3:12:27] york city a stronger,
[3:12:28] healthier and safer and more
[3:12:30] equitable for every family who
[3:12:31] calls it home. And over the
[3:12:33] years we've done exactly that
[3:12:35] doing the work.
[3:12:36] >>together together we
[3:12:38] expanded affordable housing
[3:12:39] across the district and
[3:12:40] throughout all new york.
[3:12:41] >>city. We invested in schools
[3:12:44] such as the schools that I
[3:12:44] grew up in attending and
[3:12:47] giving our students are tools,
[3:12:49] technology and classrooms that
[3:12:51] they need and I'm proud to say
[3:12:53] that I was able to do that
[3:12:53] with an investment of over $50
[3:12:56] million in my schools, we
[3:12:58] rebuilt the parks and
[3:12:59] playgrounds that shaped my my
[3:13:02] childhood and that of my son,
[3:13:03] who now enjoys them creating
[3:13:05] beautiful safe spaces for the
[3:13:07] next generation to play and
[3:13:08] grow and I'm proud to say that
[3:13:10] I was able to invest another
[3:13:12] $50 million in capital dollars
[3:13:14] to my playgrounds and I'm
[3:13:15] proud to say that 90% of all
[3:13:17] my playgrounds in my district
[3:13:17] have been redeveloped. We
[3:13:21] confront the cove it together
[3:13:22] and we also confronted the
[3:13:23] health disparities that have
[3:13:24] impacted our borough and the
[3:13:26] city for far too long working
[3:13:28] to close gaps and care and
[3:13:29] bringing better health care
[3:13:31] options to our community and
[3:13:32] you have two year we fought
[3:13:36] for food insecurities with
[3:13:36] compassion, making sure our
[3:13:38] neighbors had access to fresh
[3:13:40] ,healthy food when they needed
[3:13:42] it most. Now I'm max austin.
[3:13:44] what are you most proud of the
[3:13:46] attack new york city council
[3:13:47] and I can say that I'm
[3:13:49] extremely proud of some of the
[3:13:50] bills that I was able to pass,
[3:13:52] such as the 15% home to set
[3:13:55] aside, which many said w
[3:13:56] ecannot do it even in our own
[3:13:57] legislative department. But we
[3:13:58] got it done, and I'm proud t
[3:14:01] osay that I was part of closing
[3:14:03] to jails in my district alone,
[3:14:04] a juvenile detention center
[3:14:06] called spofford, which we
[3:14:08] retransmission formed into a
[3:14:10] into over a thousand units of
[3:14:13] housing and just recently we
[3:14:14] were able to close the
[3:14:15] floating jailed in the house
[3:14:17] want community and I was able
[3:14:18] to see it bars out of our
[3:14:22] communities now none of this
[3:14:22] would have been possible
[3:14:23] without the support, trust and
[3:14:25] resilience of my community or
[3:14:27] without the love and strength
[3:14:28] from my family who stood side
[3:14:30] by side with me and every step
[3:14:30] of the way.
[3:14:33] >>but of course, most
[3:14:34] important, like we all we have
[3:14:35] a team and I would like to
[3:14:37] thank with due respect, my
[3:14:40] team team salamanca. I need to
[3:14:40] thank my chief of staff
[3:14:43] shahana, and it's a tank.

[3:18:29] serving eight years in this
[3:18:31] council has been a dream come
[3:18:34] true representing the district
[3:18:36] that my my parents grew upn I
[3:18:40] and my grandma and gram
[3:18:42] parsons has farm in the exact
[3:18:44] neighborhood right around the
[3:18:44] corner from where I live in my
[3:18:46] office is a few blocks away.
[3:18:47] this is an unbelievable honor
[3:18:51] to serve eight years as the
[3:18:52] council member for the
[3:18:55] district 30, and it's a
[3:18:57] bittersweet, um, kind of
[3:18:59] crosswords for me, but I would
[3:19:00] do would like to thank the
[3:19:03] sergeant at arms staff, the
[3:19:04] wonderful staff and it's been
[3:19:06] said and and chief called the
[3:19:09] aba and again. I also chief
[3:19:12] raffi rat. I call him raffi
[3:19:15] perez, but great great people
[3:19:17] ,great staff and they did keep
[3:19:20] us safe, and so it was very
[3:19:21] difficult, sometimes getting
[3:19:22] through the picket lines
[3:19:24] outside, but they always had
[3:19:25] somebody there and I want t
[3:19:27] othank them and also go out of
[3:19:28] there also for photography. I
[3:19:31] got to talk photography with
[3:19:33] him. Many, many hours and I
[3:19:35] appreciated that he did make
[3:19:36] us look good even made me look
[3:19:40] good at my age, but it was
[3:19:42] great. Um, but I
[3:19:43] .>>just want to talk about the
[3:19:46] experience in the last four
[3:19:50] years, especially yesterday an
[3:19:50] important package of veteran
[3:19:52] legislation cleared our
[3:19:55] committee and today the
[3:19:55] speaker and the council
[3:19:56] leadership killed it using a
[3:19:59] procedural trick to avoid a
[3:20:01] vote before the full body.
[3:20:05] that's disgraceful. Now these
[3:20:06] bills dealt with veteran
[3:20:09] housing, homelessness, mental
[3:20:10] health and support for veteran
[3:20:12] organizations, but instead of
[3:20:13] letting veterans finally get
[3:20:16] some relief from this city
[3:20:18] leadership chose politics and
[3:20:20] personal payback, and that's
[3:20:21] what this was I've never
[3:20:23] .>>that's not called leadersphi
[3:20:25] folks. This had nothing to do
[3:20:27] with the cost or policy and o
[3:20:29] rand everything to do with
[3:20:31] vendetta against me. I had
[3:20:34] over a hundred bills that I
[3:20:35] introduced over the years and
[3:20:37] nothing got through and the
[3:20:40] veterans were cross were
[3:20:41] caught in the crossfire. It's
[3:20:44] vindictive and petty. The
[3:20:47] message from this city council
[3:20:48] at the veterans today is
[3:20:50] simple. Drop dead. That's the
[3:20:53] veterans and that they served
[3:20:54] our country and this is how
[3:20:56] they get back. They got back
[3:20:56] at the whole committee, too
[3:20:59] ,because there's people there's
[3:21:01] councilman a member and
[3:21:04] paladino and bernick off the
[3:21:05] head bills that were
[3:21:07] sacrificed also only because
[3:21:07] it came from the committee
[3:21:11] chaired by bob holden.
[3:21:13] >>and this is something this
[3:21:15] is not demonstrating
[3:21:16] leadership. This is nowhere
[3:21:19] near leadership leadership I
[3:21:20] sdoing the right thing for
[3:21:22] constituents, so instead I got
[3:21:24] my for speaking up against
[3:21:26] bills or speaking up against
[3:21:31] leadership, my constituents
[3:21:32] were hurt, my parks weren't
[3:21:34] funded. My schools were in
[3:21:36] .>>this is not leadership,
[3:21:38] folks, this is a lack of
[3:21:42] leadership. So I just wanted
[3:21:42] to say it's been a great honor
[3:21:43] , especially the first fou
[3:21:45] ryears in the council serving
[3:21:47] this body.
[3:21:47] >>this lead these last fou
[3:21:50] ryears again when you're when
[3:21:52] your bills are boycotted your
[3:21:54] boycotted. It's not a great
[3:21:55] feeling, folks, but I stayed
[3:21:58] true to my principles. I spoke
[3:22:01] up how I felt and they didn't
[3:22:02] like it. They didn't like tha
[3:22:03] t. I went to the press. They
[3:22:06] didn't like what I exercised
[3:22:08] my first amendment rights.
[3:22:09] they didn't like it, and
[3:22:13] that's chilling.
[3:22:13] >>so going forward, I hope the
[3:22:14] next speaker will be fair that
[3:22:17] will have an even hand and
[3:22:21] we'll do the right things by
[3:22:23] 51 districts, not just a few
[3:22:24] of their favorite, so this is
[3:22:27] not the finest hour of this
[3:22:29] council. Never believe that I
[3:22:32] came in, I attended all
[3:22:35] hearings meetings never missed
[3:22:39] a day stayed until the end of
[3:22:40] the hearings, most of the time
[3:22:42] and I did, I wasn't rewarded
[3:22:44] at all
[3:22:44] .>>most jobs when you work har
[3:22:46] d, you show up, you do the
[3:22:49] right thing chaired a
[3:22:52] committee, you get rewarded.
[3:22:54] somehow I didn't and that's
[3:22:56] that's the bittersweet, you
[3:22:57] know I'm a sweet that I
[3:22:58] represented my district. I did
[3:22:59] love being in my district, but
[3:23:01] I didn't like what was
[3:23:03] happening here, and it was
[3:23:04] very, very on. Fear you,

[3:23:22] when I came into office in 2
[3:23:23] 018. I had the same hopeful
[3:23:25] vision for our city that is
[3:23:27] still hold today that new york
[3:23:28] elike my family, a small
[3:23:32] business owner and a nurse
[3:23:34] could make it here because a
[3:23:35] city made it possible to
[3:23:37] access good, affordable
[3:23:38] housing, good schools and a
[3:23:39] way to make a living and I've
[3:23:41] taken that vision with me
[3:23:42] every single day the city
[3:23:43] counts on the number of issues
[3:23:44] I've championed over the last
[3:23:45] eight years. Our victories and
[3:23:48] alluding reducing rents at
[3:23:49] places like waterside plaza
[3:23:49] and fighting for tenants and
[3:23:50] strives in town to creating a
[3:23:53] new life sciences center and a
[3:23:54] new high school and keep spay
[3:23:56] to rezoning be south to create
[3:23:58] 10000 new homes through new
[3:24:01] conversions to reducing
[3:24:01] barriers to housing for
[3:24:04] tenants, including sorts of
[3:24:05] income discrimination of the
[3:24:05] fair chance for housing act
[3:24:08] tackling quality of life if
[3:24:10] shoes like noise cameras and
[3:24:12] tackling scaffolding is
[3:24:13] spending arts education
[3:24:14] through new york city are
[3:24:16] fighting 20 18 to provide fair
[3:24:18] fares for transit writers and
[3:24:20] investing millions of dollars
[3:24:21] to our schools, our parks,
[3:24:22] libraries and a cultural
[3:24:25] institutions. I am honored
[3:24:26] every single day to walk into
[3:24:27] this place and work alongside
[3:24:29] so many people, I think have
[3:24:30] sometimes different visions
[3:24:32] for this city, but a shared
[3:24:34] hope. Hopefully a shared a
[3:24:36] collaborative spirit to get
[3:24:37] things done for their
[3:24:40] constituents. I want to
[3:24:40] congratulate all my colleagues
[3:24:41] who are leaving here today on
[3:24:42] a tremendous eight years in
[3:24:44] city council. There's so much
[3:24:45] to be proud of not only today,
[3:24:47] but over the last eight years
[3:24:49] of the work that you have done
[3:24:50] to make it a better place and
[3:24:51] for all of you are leaving. I
[3:24:52] just say thank you for being
[3:24:53] great partners and friends
[3:24:56] throughout your eight years
[3:24:57] and lifetime friends I know
[3:24:58] that. Of course, none of us
[3:24:59] can do any of this without
[3:25:01] great partners in the room and
[3:25:03] I have incredible staff we've
[3:25:04] been with me throughout these
[3:25:06] eight years that have helped
[3:25:07] make this work easier and more
[3:25:10] rewarding ben jacobs has been
[3:25:10] me for eight years. Thank you
[3:25:12] for holding it down every
[3:25:13] single day and turn the rest
[3:25:15] of my staff to haley to pat t
[3:25:17] ofranklin to walker, etan erik
[3:25:18] and all the others throughou
[3:25:19] tthe years. Thank you for
[3:25:20] giving your best every single
[3:25:23] day. This is a hard job in a
[3:25:24] hard business, but thank you
[3:25:26] for being a great role models
[3:25:31] for everyone here. I want to
[3:25:31] thank all the staff of the
[3:25:32] city council who do the work
[3:25:33] here to make this a better
[3:25:34] place or so many behind the
[3:25:35] scenes who actually make this
[3:25:37] place work. Sometimes we fight
[3:25:39] . Sometimes we disagree, but
[3:25:40] what matters is we get things
[3:25:41] done, and we do it on behalf
[3:25:42] of new yorkers. So thank you
[3:25:43] to the entire staff here who
[3:25:45] have really led with your
[3:25:45] hearts every single day. I
[3:25:49] want to thank my colleagues in
[3:25:50] this last term and all is here
[3:25:51] you become all of you become
[3:25:52] true friends over the course
[3:25:53] of our time and our office and
[3:25:54] I know that will last move far
[3:25:57] , far in the years ahead, and
[3:26:00] I do want to join the echo of
[3:26:01] people who give a shout out t
[3:26:02] oarm aging sergeant arms of the
[3:26:03] carl I will miss hearing that
[3:26:08] stated call and sometimes in
[3:26:08] private trying to do it back,
[3:26:09] but I don't have the voice you
[3:26:12] have. But you guys are the
[3:26:13] first faces we often see whe
[3:26:14] nwe walk in this building and
[3:26:15] you were the last ones when we
[3:26:16] walk out of here and the
[3:26:18] friendly nature and the way
[3:26:19] you guys work for us every day
[3:26:21] your friendship just means the
[3:26:22] world to all of us and I'm
[3:26:23] glad we're all recognizing
[3:26:25] that here today and, um, just
[3:26:29] so many people to name and I
[3:26:29] think most my colleagues have
[3:26:30] gone to most of them. But just
[3:26:31] thank you to everyone in this
[3:26:33] building. Thank you to
[3:26:34] everyone across the street.

[3:26:36] the council members, but most
[3:26:37] of all think of the people of
[3:26:38] fourth council is your of
[3:26:40] detrick, where I grew up and I
[3:26:41] have spent my life. It has

[3:27:18] last eight years I've been
[3:27:20] able to build seven new public
[3:27:22] schools in my district
[3:27:25] renovated 17 parks and
[3:27:27] playgrounds and brought back
[3:27:28] over $350 million I
[3:27:32] ninvestment, improving the
[3:27:33] district where I grew up em
[3:27:36] serving his chair, the finance
[3:27:37] committee for the past fou
[3:27:38] ryears has been an incredibly
[3:27:40] rewaingrd experience,
[3:27:41] something that I'm so lucky
[3:27:43] that the speaker put her trust
[3:27:44] in me and pointing me to tha
[3:27:46] trole and what I learned over
[3:27:48] the past four years doing
[3:27:51] battle with city hall on a
[3:27:52] daily basis and the fights
[3:27:53] that we adrienne together as a
[3:27:55] council and the millions and
[3:27:56] millions of dollars in cuts
[3:27:58] that we restored had we not
[3:28:00] fought back those cuts would
[3:28:01] have gone through the the
[3:28:05] mighty council finance
[3:28:06] division. There are so many
[3:28:08] smart, dedicated people as
[3:28:10] someone who got his start in
[3:28:12] the council 15 16 years ago as
[3:28:15] a staffer I know how hard the
[3:28:18] staff works and how much of
[3:28:20] the glory that we get as
[3:28:21] elected officials so much o
[3:28:22] fthat hard work is actually
[3:28:23] done by the staff behind the
[3:28:26] scenes, especially during
[3:28:27] budget season in very, very
[3:28:30] long hours and the sacrifice
[3:28:30] that we all make our families
[3:28:33] make to support us in public
[3:28:34] service, so it has been an
[3:28:37] amazing run. This is the best
[3:28:38] job in the world getting paid
[3:28:41] to worry about the
[3:28:42] neighborhood where you grow up
[3:28:43] is just about as good as it
[3:28:45] gets, um, but it is time to
[3:28:47] shuffle on and I look forward
[3:28:50] to seeing and supporting the
[3:28:50] council and the years to com
[3:28:53] eand this has been a great tim

[3:29:10] start off by saying that I'm
[3:29:11] shocked that he didn't mention
[3:29:15] me at all because younow, k I
[3:29:17] thought that we were my empire
[3:29:20] counsel and absolut. I'm
[3:29:21] shocked. I'm just shocked, but
[3:29:23] now I didn't want to make this
[3:29:24] a long speech, I, you know, I
[3:29:26] think when I came into the
[3:29:27] council. I was, um, very a a
[3:29:31] lot younger and also very
[3:29:32] naive. I had no political
[3:29:35] ambition whatsoever and ran
[3:29:36] solely for the purpose of
[3:29:37] being able to lend continuity
[3:29:39] to the good work of my
[3:29:41] predecessor and because of my
[3:29:42] love for my community, um, and
[3:29:45] that district. I am so excited
[3:29:47] and happy that I did take that
[3:29:48] chance, even when I was
[3:29:50] throwing up most days because
[3:29:51] I was scadre out of my mind,
[3:29:53] um, because I think that I
[3:29:54] have. I have served on my
[3:29:57] community. Well, I came here
[3:29:58] with a goal of improving, you
[3:30:01] know, conditions that impact
[3:30:02] new yorkers every single day
[3:30:03] and I think I've done that on
[3:30:06] multiple fronts. Obviously,
[3:30:06] you know, time is a thief and
[3:30:10] it won by by really quickly.
[3:30:13] um, we face a very challenging
[3:30:14] , some challenging times
[3:30:16] because we were in two years
[3:30:17] along the pandemic hit. Um,
[3:30:18] and it robbed us of the
[3:30:21] ability to really focus on
[3:30:24] projects in the distric
[3:30:25] tbecause we will always kind of
[3:30:27] on high alert. There was so
[3:30:28] were starving, um, and we were
[3:30:35] all out there and I want t
[3:30:36] othank, you know, many of my
[3:30:38] colleagues here, ralph, you
[3:30:39] know, and I did a lot of food
[3:30:41] distribution. Ralph is the
[3:30:44] food master, but he's also
[3:30:45] been very generous with his
[3:30:47] resources and has made sure
[3:30:49] that the rest of us also
[3:30:50] benefit from it. So I want to
[3:30:53] thank him for that. I want
[3:30:54] thanks to the bronx allegation
[3:30:55] for accepting me, I represent
[3:30:58] districts, right practically
[3:30:59] to burrows, I, adrienne
[3:31:01] district and and when I got to
[3:31:02] the bronx, you know most
[3:31:04] people were like, well, but
[3:31:04] she really belongs here, is
[3:31:06] she like for manhattan and and
[3:31:07] I'm like, no, I actually was.
[3:31:10] you know, I lived most of my
[3:31:11] adult life in the bronx, tom
[3:31:13] and I love the borough I love
[3:31:15] the people and I was really
[3:31:16] excited to be there, but they
[3:31:17] really embraced me like family
[3:31:20] and I will, you know forever.
[3:31:22] take that, you know, take that
[3:31:24] with me for president and
[3:31:26] former members that we're hear
[3:31:27] the good, the bad and the ugly
[3:31:30] and you know the staff, the
[3:31:31] staff has been you. We have an
[3:31:34] amazing leadership team we
[3:31:36] have an amazing budget
[3:31:37] negotiating team, but we would
[3:31:38] not be able to do that without
[3:31:40] the help and the support of
[3:31:41] all of you and your different
[3:31:44] legislative and you know
[3:31:46] ,fiscal divisions and calms
[3:31:49] division, um, faisal and
[3:31:50] jeremy. You know, I I love you
[3:31:53] guys so much, you know, I I
[3:31:56] don't even want to look over
[3:31:57] their meek and own and my
[3:31:59] little age. Phyllis, who is no
[3:32:01] longer here, I hope she's
[3:32:02] enjoying her retirement, um,
[3:32:04] and you know, and madame
[3:32:05] speaker. Thank you for, um for
[3:32:09] believing in me when we met
[3:32:10] and you know, I she when she
[3:32:13] called me, she says. Ana, I

[3:32:30] to my heart because I lived
[3:32:32] all of those experiences, and
[3:32:33] I was like, wait, you're
[3:32:34] giving me both and she was
[3:32:35] like, yes, I'm giving you a
[3:32:36] boyfriend. I was just so
[3:32:38] excited. Um, but I know that,
[3:32:39] you know, and I think you know
[3:32:40] you've been a great partner
[3:32:41] and I hope that I have, you
[3:32:44] know, been that that support
[3:32:46] to you as well, you know, a
[3:32:49] huge pleasure to work
[3:32:51] alongside u amanda. Nobody
[3:32:52] looks prettier up the m and
[3:32:56] the silvina, you know justin

[3:36:02] through some of the most
[3:36:04] complex policy debates based
[3:36:05] in new york from housing in

[3:36:13] diverse viewpoints respected
[3:36:15] the legislative process. It
[3:36:16] never lost sight of the fact
[3:36:18] that this body exists to serve

[3:36:22] you reminded us that
[3:36:24] leadership is about steadiness
[3:36:26] principle in showing up for
[3:36:27] new yorkers, even when it's

[3:36:37] of the al gone members for
[3:36:38] their hard work in service to

[3:37:21] hateful rhetoric

[3:38:03] send a clear message to the
[3:38:05] new yorkers that we represent
[3:38:08] that racism is unacceptable.

[3:38:12] eexpelled or at the very very
[3:38:15] least censured. We all know
[3:38:19] this. We must act and
[3:38:21] colleagues this hateful
[3:38:22] incident has happened on our
[3:38:24] watch. I looked to my
[3:38:26] colleagues to step up now new
[3:38:28] yorkers expect us to do bette
[3:38:29] r, we must do better now I
[3:38:33] speak to the young muslim agh
[3:38:35] at home. You are strong. I'm
[3:38:38] with you. Together. We are
[3:38:40] even stronger and as you walk

[3:39:22] today to recognize our
[3:39:23] outgoing colleagues, all of
[3:39:23] whom will be messed and also
[3:39:26] to address the leadership of
[3:39:27] the of speaker adrian adams
[3:39:29] and the legacy she leaves
[3:39:31] behind in this chamber and
[3:39:32] across our city as the first
[3:39:34] black speaker of the new york
[3:39:35] city council, who also led the
[3:39:37] first majority women council
[3:39:38] in our city's history from day
[3:39:40] one, there was pressure for
[3:39:41] her not to push back to fal
[3:39:44] lin line and fold to avoid
[3:39:45] conflict with the mayor, but
[3:39:46] speaker adams understood her
[3:39:48] responsibility to protect the
[3:39:49] independence and integrity of
[3:39:51] this council and to stand up
[3:39:54] for new yorkers, many people
[3:39:55] undeservedly claimed the
[3:39:56] legacy of shirley chisholm,
[3:39:58] unbought and unbossed, but
[3:40:00] speaker adams lives it she
[3:40:02] listened to her members
[3:40:04] trusted a diverse majority
[3:40:05] women body and allowed this
[3:40:07] council to legislate boldly
[3:40:08] even when it was difficult
[3:40:11] .>>under her leadership, we
[3:40:11] approved more than 157000 new
[3:40:15] homes, expanded housing
[3:40:16] vouchers, childcare care and
[3:40:17] mental health supports
[3:40:19] confronted the black maternal
[3:40:20] mortality crisis and protected
[3:40:22] lgbt new yorkers access t
[3:40:26] ocare through innovative
[3:40:26] programs she championed, like
[3:40:28] cuny reconnect and direct cash
[3:40:29] assistance for new mothers she
[3:40:31] has changed lives beyond the
[3:40:33] headlines, speaker adams has
[3:40:34] led with steadiness and
[3:40:36] seriousness through moments of
[3:40:37] tension, disagreement and
[3:40:40] challenged without ever losing
[3:40:41] sight of this body's dignity
[3:40:41] and she's done this with the
[3:40:43] help of her incredible staff
[3:40:44] led by jeremy john and fisa
[3:40:46] ali, to whom I say thank you.
[3:40:49] we never know how goo
[3:40:49] dsomething is until it's gone.
[3:40:53] >>so often institutions resist
[3:40:54] black women's leadership
[3:40:56] .>>questioning our authority
[3:40:58] presence, even treating us as
[3:40:59] something to tolerate rather
[3:41:02] than embrace speaker, adams
[3:41:02] shows us that when black women
[3:41:04] lead, we transformed the
[3:41:06] institutions that were never
[3:41:07] designed for us to begin with.
[3:41:10] I'm proud to have served under
[3:41:11] her leadership and I'm honored
[3:41:12] to forever call her my
[3:41:13] colleague and of course, my
[3:41:15] spellman sister, madame
[3:41:16] speaker. Thank you for your

[3:41:19] your historic service to the
[3:41:20] city of new york and on behalf

[3:44:23] reason that we have free
[3:44:25] speech and in our constitution
[3:44:28] and that's to protect us from
[3:44:33] government retaliation,
[3:44:33] height of hypocrisy for
[3:44:40] members of this council so dr.
[3:44:41] who swore to uphold that
[3:44:45] constitution to call out a
[3:44:46] council member, even if it
[3:44:48] isn't my name, but by in for
[3:44:53] punishment for exercisin
[3:44:54] gtheir right to free speech. My
[3:44:57] colleagues often say things. I
[3:44:59] disagree with and I often find
[3:45:01] abhorrent, but like every
[3:45:03] american I can choose to
[3:45:05] respond to their speech with
[3:45:07] my own speech, I suggest our
[3:45:09] colleague stop acting like
[3:45:10] what they say they detest and
[3:45:13] we will all do the
[3:45:14] .>>same on that note. I don't
[3:45:18] want to let this day go by
[3:45:20] without saying to my colleague
[3:45:23] kristy marmorato
[3:45:23] .>>are a class act. Lady

[3:47:06] days, but it's nice for him t

[3:47:10] .>>as well, but I speak to you
[3:47:11] today with a lump in my throat
[3:47:14] because I'm going to miss a
[3:47:15] lot of my colleagues that are
[3:47:17] leaving, but especially
[3:47:18] because this is council member
[3:47:20] bob holden's last day. Now I
[3:47:21] know the room is divided. Some
[3:47:24] of you won't miss him because
[3:47:25] he's the democrat tha
[3:47:26] tprogressives loves to hat
[3:47:27] eothers won't miss him because
[3:47:29] he's the conservative that
[3:47:30] drives republicans crazy, but
[3:47:31] I'm here to say without any
[3:47:33] hedging. I'm going to miss bob
[3:47:35] holding a lot because beneath
[3:47:37] all the controversy beneath
[3:47:38] the bluntness beneath the
[3:47:40] refusal to go along just to
[3:47:43] get along. Bob has been
[3:47:43] something that is far too rar
[3:47:45] ein this body authentic. He's
[3:47:48] been stubborn in the best way
[3:47:50] stubborn for taxpayers
[3:47:52] stubborn for seniors, stubborn
[3:47:54] for public safety and stubborn
[3:47:55] for the people who don't have
[3:47:56] a lobbyist or a public
[3:47:58] relations team, whispering I
[3:47:59] narea. And if you want to talk
[3:48:01] about legacy, the landmark
[3:48:04] veterans legislation that we
[3:48:04] were supposed to pass today
[3:48:07] would have been the perfect
[3:48:08] coda for bob's legacy in the
[3:48:10] city council, bob has been the
[3:48:11] best advocate in this council
[3:48:13] for veterans, not in words,
[3:48:15] not in photo ops in work, real
[3:48:17] work. He's also been the best
[3:48:19] advocate in this body for
[3:48:20] animal rights he's been
[3:48:22] steadfast for law enforcement
[3:48:23] whether you agreed with him or
[3:48:24] not, you never had to wonde
[3:48:25] rwhere he stood and you never
[3:48:26] had to wonder who he was
[3:48:27] standing up for. I also have
[3:48:30] to say this bob holden got
[3:48:31] elected eight years ago
[3:48:32] because of the votes he
[3:48:34] received on the reform party
[3:48:35] line and at the time I was
[3:48:37] proud, along with curtis sliwa
[3:48:38] to be a leader of the reform
[3:48:39] party and if neither curtis
[3:48:40] nor I do anything else
[3:48:42] worthwhilen p iublic life.
[3:48:43] we're both pretty proud of
[3:48:45] that because bob holden's
[3:48:47] election was a reminder that
[3:48:48] voters still have a way of
[3:48:50] rewarding independence and
[3:48:51] I'll close with a line from
[3:48:53] dead poets society, another
[3:48:54] staten island councilman jimmy
[3:48:57] otto said. When another queens
[3:48:58] councilman tom ognibene. He
[3:49:00] left this body. Oh, captain,
[3:49:03] my captain
[3:49:03] .>>bob holden. Captain
[3:49:05] .>>you drove a lot of people
[3:49:08] here crazy, but you make this
[3:49:11] council better.
[3:49:11] >>and in my opinion, this body
[3:49:13] is worse off without you. God

[3:52:10] want to know that next time
[3:52:12] when we bring any bill up that
[3:52:13] has to do with small property
[3:52:16] owners I want my sisters, my
[3:52:18] colleagues, my friends to
[3:52:20] stand with us. I mean, with me
[3:52:21] because there is no way we can
[3:52:24] leave this happening in the
[3:52:26] city council majority black
[3:52:28] folks in here working for the
[3:52:30] people we need to take on the
[3:52:33] practice small property owner
[3:52:36] .we was shaped that bill was
[3:52:38] shaped by homeowners advocates
[3:52:40] civil rights leaders,
[3:52:42] religious leaders, community
[3:52:44] leaders, providers, everyone
[3:52:45] came together to say we need a
[3:52:47] lifeline for the small
[3:52:50] property owner
[3:52:51] .>>I don't care much about the
[3:52:52] but that's the side, that's
[3:52:54] where the platform that can
[3:52:55] give those folks an
[3:52:57] opportunity to hold their hom
[3:52:58] e. They are struggling out
[3:53:00] there, but having said that I
[3:53:01] want to see. I want to say

[3:53:05] colleagues that stayed on and
[3:53:06] that tried to fight with me, I

[3:56:30] you brought in the pool as you
[3:56:31] step foot into every single

[3:56:36] was so genuine and I thank you

[3:56:39] because it is easy to just say
[3:56:41] you care about it and the hard
[3:56:42] thing is putting the money
[3:56:45] behind that prioritizing that,
[3:56:46] pushing the policies to do
[3:56:47] that, and I think you hold the
[3:56:48] record for that and when my
