I want [21:00] to share a little bit about my year so [21:02] far and what it means to represent our [21:03] community. As an ambassador, my role is [21:05] to serve as a positive representative of [21:08] Mantros, especially for youth, and to [21:10] help support the community and other [21:12] groups in our community. Over the first [21:14] half of my year, I've had the chance to [21:16] be part of some really meaningful and [21:18] fun experiences that have helped me grow [21:21] personally while also giving back to the [21:24] community that I'm proud to call home. [21:26] One of my favorite events to participate [21:28] in are the parades and coronations. The [21:31] Anoka parade as well as the holiday [21:33] parades like Winstead, Cambridge, and [21:35] Montgomery were so fun. Cold, but a [21:37] great time. Meeting the other girls from [21:39] other communities and representing [21:41] mantras have has been a great experience [21:43] for me. Anyone that knows me knows that [21:46] this has taken me beyond my comfort zone [21:48] and I'm really learning new important [21:50] skills like public speaking and [21:51] introducing myself to new people. [21:53] Another highlight for me has been [21:55] joining in at community events like [21:58] breakfast with Santa with celebrate [22:00] mantras and community meals with Grace [22:02] Place. Being able to support these [22:05] events has helped me better understand [22:07] needs within our community and how [22:09] important it is for young people to stay [22:11] involved and give back. Looking forward, [22:13] I'm really excited for the warmer [22:15] parades. I'm looking forward to [22:17] continuing to represent Montro's meeting more community members and [22:21] helping support events that bring people [22:23] together. These opportunities not only [22:25] strengthen the city's sense of [22:28] community, but they also help [22:30] ambassadors like me develop leadership [22:32] skills and confidence. Overall, being an [22:34] ambassador has already taught me so [22:36] much, even though the majority of my [22:38] experiences in Crown are still ahead of [22:40] me, I admit I still have some work to do [22:43] and I'm ready to continue to work. Well, it's kind of [25:37] more expenses on us, you know, and it's [25:39] not anything that's dangerous, you know. [25:41] I see if something's dangerous. [25:43] Absolutely. Um, [25:51] but I'd like I guess my whole point is I [25:52] just wish this would have it came to us, [25:55] talked to us. Um, I use the example is [25:58] like Um, city of Buffalo sent out a um, [26:03] notification about stuff and we could [26:05] have workshopped it with you. City of [26:07] Maple Lake did the same thing. You know, [26:09] they heard us out, talked with us. [26:11] Ultimately, they decided not to pass it, [26:13] but that wasn't quite my point. My point [26:15] was is they wanted to talk to us and our [26:17] concerns and our, you know, what can we [26:19] do together to make it work. Um, there's [26:22] a lot of us that never got informed. The [26:24] only reason I found out, um, was through [26:26] my dad and through Sue. Um, nothing was [26:29] sent to me until after I reached out to [26:32] the city. I know there's a few landlords [26:34] back here that haven't got anything yet. [26:36] Um, and I know Christy had said that she [26:38] mailed stuff out and you know how mail [26:40] is these days, you know, [26:41] >> but I had no idea that the dues were due [26:44] on February 1st or the inspection was [26:47] due on the March. Wasn't until I called [26:48] the city to get that information, which, [26:52] you know, that's where I wish the [26:53] communication would have been a little [26:54] bit better. we could have workshopped it [26:56] versus having a bunch of angry people. And I understand that there's [27:04] some rental properties that are not [27:06] included in this, such as the mobile [27:08] manor. Um, and a lot of that was due to [27:12] the was it something to do with the [27:14] utilities or something? But Country View [27:17] Estates is the same thing where we're [27:19] not individually paying the city [27:21] utilities that's in our HOA. the board [27:23] pays it or the the the state pays it. [27:26] So, I guess why is that not included? [27:29] But we're included. Um I just think if [27:32] it's going to be [27:34] implemented, it should be across the [27:35] board in my opinion. Um and then there's [27:39] just a couple things that when I was [27:40] reading through your sheets you sent [27:42] out, um you know, it can't be two times [27:45] the amount of rooms. So, I give the [27:46] example of a four-bedroom house, but if [27:48] the family of 10 comes in, I the state [27:50] says I can't discriminate against them [27:52] because they have eight kids. So, how [27:54] does this the board work through that [27:56] cuz I don't want to lose my rental [27:57] licenses, but I also don't want to break [27:58] any laws. Um, another one is, you know, [28:03] if you can't, it's only one family. I [29:11] was given an email saying they needed to [29:14] know the tenants in the buildings. Well, [29:17] I don't own every unit. My husband and I [29:19] own nine units out of the 57 units that [29:22] are available. And it we did not think [29:25] that it was up to us to tell you who's [29:27] living in these complexes. And I did res [29:30] respond back saying, "Well, are you [29:31] asking the homeowners who's living in [29:34] their units?" Um, it just seems like the [29:37] renters are being penalized for renting [29:39] in this city. I own property in [29:42] Minneapolis and I've gone to many [29:44] meetings and I've never felt this left [29:46] out. We always had workshops as Jonathan [29:49] said and talking to the owners. Montro [29:52] is not a high middle class area. Country [29:56] View keep tries to keep their rents [29:59] relatively low because of the clientele [30:02] in this area. We know that they're not [30:04] making 50 $60,000 a year. Um they're [30:08] actually lower income. And so what's [30:10] happening is all these fees, including [30:13] the water that we pay $6,000 a month for [30:16] three buildings, is adding on to the [30:18] pressure of the owners who have to pass [30:21] that on to their tenants. So the rents [30:24] are going up to almost $13,400 [30:27] a month. Now, I don't know about you, [30:30] but when I bought my first house, I did [30:32] not pay anywhere near that much money. [30:34] And now you're asking people to move in [30:37] a in a in a community such as Montrose [30:41] and it's a small community and things [30:42] are lower down here than they are the [30:44] city. We don't get the commuters like we [30:47] used to do when I came out here 26 years [30:49] ago. Um there's still a lot of people [30:51] that go to the city and they can make [30:52] money out there but in Mont in Montro [30:56] Cooko Buffalo Howard Lake they're not [30:58] making that kind of money. So I guess [31:01] what the bottom line is why we were not [31:04] brought into the mix of this. We are [31:06] probably your largest rental area for units in a complete in a small area. [31:12] We're also told as Jonathan brought up [31:14] was the water. Our association pays that [31:17] water. We have association dues that [31:19] each owner pays monthly of $325. [31:23] So if you own multiple units, you're [31:25] paying for that the water plus the [31:27] electric for the outside and the [31:29] interior hallways. So what's happening [31:32] is we're we've got owners who want to [31:34] sell now. We could be sitting there with [31:37] empty units because no one's going to [31:39] pay what the going rate for for units [31:42] are right now. We're trying to keep it [31:44] low. And as the president, I have to be [31:47] responsible for all the monies that come [31:49] in. I have to make sure as you do that [31:51] this tax money that we're we're sending [31:54] for here is spent wisely and that's what [31:57] we're trying to do. So we had just had [31:59] hoped that you would contact us and let [32:02] us know this was coming because we've [32:04] had to con increase our association dues [32:07] twice in a year and it's it's getting [32:10] more expensive and if you want more [32:12] people to move into your area you have [32:15] to make it affordable for other people [32:17] as well. I mean, yes, you have expensive [32:19] homes around the exterior, but you also [32:21] have people who want to live out here [32:23] who grew up here or older people who [32:25] want to go into smaller units. And so, I [32:29] appreciate um in the future to contact [32:31] us directly. Um we were told once again [32:35] the mail, we were told that we were [32:37] given this stuff. We never received [32:39] anything in the mail. So, and then all [32:41] of a sudden we found out that February [32:43] 1st we had to have, you know, so we had [32:46] to come up with thousands of dollars in [32:48] order to pay for the fees all at one [32:50] time with really no notice. And you [32:53] know, you had decided made this decision [32:55] back in November and I think it would [32:57] have just been a really good um [32:59] community if you would have included the [33:02] people who are renting in your city. It's not in your budget [33:54] whatsoever. This is what is not in our [33:56] budget at all either itself. So [33:59] ultimately we try to keep our rents [34:02] lower than we than market rate is and [34:06] stuff. I maintain my units the best I [34:09] can and stuff. We have tenants that they [34:12] need something done. They're done. I had [34:15] my inspections today and stuff. I had [34:18] people back out today to fix the little [34:21] items that was was asked to have [34:23] repaired and stuff. I had four [36:50] young gentlemen very religious and stuff [36:53] that couldn't afford by themselves. So [36:55] they got out of two overexpensive rental [36:58] properties. They came together and four [37:00] of them rented a four bedroomedroom [37:03] townhouse and stuff that knocked their [37:06] rent down from 850 each to 450 each [37:10] which made it affordable for them. But [37:12] now my understanding and you guys will [37:15] have to explain it to me how this is [37:17] going to work and stuff. I would have to [37:19] deny them a rent which I can't do under [37:24] federal laws. So, [37:29] » that's something that's that you it's [37:31] going to have to be explained or how how [37:33] do we work through it or what how do you [37:35] handle a situation like that? Um [37:39] other part of this um was the [37:42] registering your renters and stuff for [37:45] the utilities. [37:47] You already have an ordinance in place [37:50] that stipulates in the event that the [37:53] utilities do not get paid, you certify [37:56] them to my taxes [37:58] and stuff. I asked the question and [38:01] stuff, why doesn't the utilities then [38:03] follow the tenant? Because the tenant [38:07] can run. They get behind on their rent. [38:09] They get behind in their utilities. They [38:11] run and they might run to somebody [38:14] else's unit within the city. Why doesn't [38:17] that bill transfer to them when they [38:20] apply [38:22] for new utilities in a different unit in [38:24] the same community? [38:26] >> Because it's [38:27] >> ultimately then if you know if they [38:30] leave and go to a different community, [38:31] ultimately you're going to certify it to [38:33] my taxes anyway. So why are we [38:36] registering them and making it my issue? So, the to me I'm still trying to [43:27] pay the first half of [43:32] last year's property taxes off after [43:37] evicting a bunch of drug addicts that I [43:39] inherited unknowingly at 5,000 bucks a [43:43] shot with no rent. while I'm, you know, [43:45] going through that process and a $20,000 [43:47] remodel on the unit. This is all very [43:49] real numbers. We spend a million bucks [43:52] in town on rentals and we haven't made a [43:54] penny. So, but I think we're going to [43:57] make money the next year and then the [43:58] taxes go up and then I think we're going [44:00] to make money the next year and then the [44:01] association fees go up. All that we do [44:04] is pass this on to the tenants and $125 [44:08] a door seems very extravagant um for I [44:12] guess the size of the town or what I see [44:14] in other cities. And we do just I'm I'm [44:17] probably going to write something into [44:18] my leases and pass that directly onto my [44:22] tenants like I do move in fees. $200 [44:24] moving fee gets passed directly onto the [44:26] tenant. So, we're trying to do some [44:28] affordable housing. And the last person [44:29] that looked at one of my units for lease [44:32] here in town said I I asked I said is [44:35] why are you here? Well, this is the [44:36] cheapest place in Wright County that I [44:39] can find to live. Okay, thank you. You [44:41] know, um so passed on the costs. One of [44:45] the things when I unfortunately I don't [44:48] have my letter here that I got that I [44:50] was given from the association, not from [44:53] the city about what you guys are have [44:55] passed already. I was I was confused [44:58] reading through it if it's a two-year [45:01] inspection versus a three-year [45:02] inspection. I didn't really understand [45:06] how often the inspections were going to [45:08] be or if the original dues, the original [45:11] cost to license something was the same [45:13] as the later inspections. Some of that [45:18] was kind of mis I couldn't really [45:19] understand. Sounded like it contradicted [45:22] itself in the paperwork. [45:24] Um, so I just went through and told my [45:29] tenants I was raising their rents. I got [45:31] one old lady says I got to move out. [45:35] I can't have her move out. We're going to have to give our [45:45] notice. I tried to go to 1400. The girl [45:47] settled at 1,500 or 1350 to stay for 6 [45:50] months. The other one I they're strong [45:53] iron. They're going to they're going to [45:54] leave me empty if I raise their rents. [45:58] No, my fees go up regardless. [48:00] Usually renters are people who can't [48:03] afford to live in a home or a private [48:07] home and or they choose not to live in a [48:12] private home because they can't do the mowing and the snow plowing and [48:17] things of that nature. needs to be done. [48:21] The fee you're charging is going to [48:23] raise my rent, I would estimate $20 a [48:26] month. [48:28] And for people, some people that I know, [48:31] that's extravagant. Uh [1:06:00] he's really uh the one that [1:06:05] you know I met Jay-Hawk maybe [1:06:07] >> I am an older guy [1:06:09] >> year and a half ago and it was like this [1:06:12] energy that he had that kind of drew me [1:06:15] in. But uh this is him 55 years ago when [1:06:19] he discovered autocross for the first [1:06:22] time. And uh it pretty much dove into [1:06:26] this and raised his family around [1:06:28] autocross. And I was a founder of the [1:06:32] Minnesota Auto Sports Club 53 years ago. [1:06:35] to him. Um, and then his son, uh, John [1:06:40] Thompson, [1:06:41] uh, you know, they he's he's taken on [1:06:44] that. Uh, and for John, I I just went on [1:06:49] to that website and I I found in 1997, [1:06:52] he was number two in his class on [1:06:55] Minnesota Autoports Club. And, uh, they [1:06:58] raised their family around it and and [1:07:01] they they pretty much are experts on it. [1:07:05] Um Rick Storland is the architect on the [1:07:10] units and Rick was uh involved in the [1:07:13] original uh autoplex that Bruno put [1:07:17] together that started this whole trend. [1:07:20] And uh these are not autoplexes. These [1:07:23] are light industrial but uh he and uh [1:07:29] Jay-Hawk Thompson has been working on [1:07:31] perfecting this unit. So this is light [1:07:34] industrial. This is could be [1:07:36] autorelated, but it's business related [1:07:39] for number one. Uh I've had a passion of [1:07:42] uh uh cars uh since I've been 15. I've [1:07:46] had some pretty wild stuff. Uh but I I [1:07:50] uh I'm head of the Aston Martin owners [1:07:53] group for the Midwest and been an Aston [1:07:56] Martin owner for forever. Uh, but I run [1:07:59] my business like the automotive [1:08:01] industry. We're a research and [1:08:02] development company to discover new [1:08:05] technologies and methods for land [1:08:07] development. And we've been doing that [1:08:08] for about 35 years. We have almost 2,000 [1:08:11] projects around the the world using [1:08:15] these methods. And Montro 25 years ago [1:08:18] for pilot land, I did these two sites. I [1:08:21] think I did another site, but I couldn't [1:08:23] um find it. The one site didn't happen. [1:08:27] Uh I did Westridge Village in Delano 20 [1:08:30] years ago and more recently Green Bar [1:08:33] Hills. Uh that was mine. And I've got [1:08:36] another 80 acre site in um Maple Lake [1:08:40] that's not ready to come on the market [1:08:43] yet. And then we've got the uh autocross [1:08:47] track on the souththeast corner of 12 [1:08:50] and 25. [1:08:52] Uh Rosano Ree is uh general counsel. Uh [1:08:55] he's uh That's a nice nice photo. [1:09:28] Andrew Baronburgg, this is uh Andrew and [1:09:31] his Corvette [1:09:33] uh that they picked it up. So we're car people. Um [1:09:38] a little bit about the site. It's 100 [1:09:40] acres approximately. [1:09:43] Um we um Andy met with um uh the mindot [1:09:48] people and they preferred the entrance [1:09:50] across Arizona. This is some recent [1:09:53] changes in the plan. Uh so this plan [1:09:56] reflects that and of course this is [1:09:58] concept. concept means, you know, as we [1:10:01] start surveying and engineering, we we [1:10:04] hope to get it close, but uh there could [1:10:06] be changes. Uh we we'll have an entrance [1:10:10] off of 25. Uh the lanes will be 25 foot [1:10:13] wide. Um and the autocross is in the [1:10:16] middle. So, there's really two [1:10:18] businesses here. [1:10:21] The um industrial, we call them town [1:10:24] homes. Uh uh these there's 178 proposed [1:10:28] units. That could change depending on uh [1:10:31] engineering, but uh probably 178's on [1:10:35] the high side. [1:10:37] Um and then the tracks are variable and [1:10:40] I'm going to talk a little bit about [1:10:42] that uh in in a bit, but I want to start [1:10:44] out with the um the town homes. U [1:10:48] detention is proposed in those areas. Um [1:10:53] there's these will be a steel [1:10:56] construction. They want to open up a [1:10:59] local plant not just for these units but [1:11:02] for regional [1:11:04] uh units and the clubhouse is going to [1:11:06] be by the entrance. We'll talk about [1:11:09] that in a minute. Now what's interesting [1:11:12] is [1:11:13] um [1:11:15] when I saw the top I thought how we're [1:11:17] going to pull this off. So, we did run [1:11:19] some initial earth work and we got the [1:11:22] earth work to balance. Now, it does [1:11:25] drop, but it drops in like a half a [1:11:28] mile. So, it's going to be just a slight [1:11:30] slope that no one's even going to [1:11:32] notice, [1:11:33] >> but it does balance out. So, we checked [1:11:36] that before we even [1:11:39] pursued the site. [1:11:40] >> Right. [1:11:41] Uh Moto Haven Executive Estates are the [1:11:45] um industrial units and they're in four [1:11:49] unit buildings. Uh each building has [1:11:52] four units that could be configured in [1:11:53] one business or two or three or what you [1:11:56] know it it's variable but they're [1:11:58] modules. Um Jay-Hawk and and Rick can [1:12:03] talk you know more in details for [1:12:05] questions on that. It is not an [1:12:07] autoplex. [1:12:09] It's um it could be, you know, uh for [1:12:13] car storage. It's it's a light [1:12:16] industrial PUD. [1:12:18] They're modular and they're consistent. [1:12:21] They're for sale units, so you're going [1:12:23] to buy the units. So, that's why we call [1:12:25] them like industrial town homes. They're [1:12:28] not for rent. They have low uh traffic, [1:12:31] so they're not like retail stores with a [1:12:34] lot of traffic. And uh so that's limited [1:12:37] customer parking. And again, they're not [1:12:39] specifically vehicle oriented, but we [1:12:42] anticipate a lot of them are are going [1:12:44] to be uh vehicle oriented. [1:12:47] Um again, each four uh pod uh can be [1:12:52] separated and uh each unit is uh 60 foot [1:12:56] deep and 30 foot wide, multi-story. [1:13:02] Um, and then what's unique is this 20 [1:13:05] foot outside storage [1:13:09] and um 80 foot deep. And I don't know of [1:13:12] any of these units like I'm in a [1:13:14] industrial unit. I just thought that [1:13:16] this was kind of brilliant and very [1:13:19] unique and I thought it would be a real [1:13:21] big plus. They're concrete construction [1:13:25] so you've got that soundproofed um [1:13:29] Jay-Hawk likes to say bulletproof. I I [1:13:31] hope that neighbors are not shooting at [1:13:33] each other. [1:14:17] Um, this is my office. Excuse the mess, [1:14:20] but there's a literal hole in my wall [1:14:26] that goes to the neighbor. I could look [1:14:27] into my neighbors. There's no fire. If [1:14:30] they caught fire, I'm I'm I'm bad shape. [1:14:33] As far as soundproofing, two doors down [1:14:36] was the game show. You couldn't have a [1:14:39] louder business. They were there for a [1:14:41] decade. They just moved to West End. [1:14:44] That was my neighbor. nothing I could do [1:14:46] about it. I had to listen to that. So, [1:14:50] uh just a little tour of what these are [1:14:52] like. You have, you know, outside [1:14:54] storage and in this case it's, you know, [1:14:57] this is auto oriented, but again, you [1:15:00] could have 20 foot ceilings. I could [1:15:02] tell you we have 20 foot ceilings in in [1:15:04] our uh office. I can tell you there [1:15:07] isn't a single tenant that's using 20 [1:15:09] foot ceilings. None. Nobody is. It's [1:15:12] just empty space. But these could have [1:15:16] 20 foot ceilings, but they're um you [1:15:18] know, this is an example of the a spa [1:15:22] and a gazebo business. They can have [1:15:24] that space to display their gazeos. [1:15:27] Every unit's going to have an upper [1:15:29] deck. [1:15:30] Every unit can see the racetrack from [1:15:33] the upper deck. So, there's a this upper [1:15:36] area. You go down the steps. Now, this [1:15:38] floor can be configured any which way. [1:15:41] You This one has a bedroom. It has a [1:15:44] little kitchenet, office space, [1:15:46] bathroom, [1:15:47] you know, if if someone needed to stay [1:15:49] overnight or or work late or weekends. [1:15:53] Then um then the the lower level and [1:15:56] again this could have 20 foot ceilings, [1:15:58] it could be two one story, it could be [1:16:00] two stories, but it's the same module. [1:16:02] So each business will be able to vary [1:16:07] and that's what makes it unique. Um, [1:16:11] so the outside storage would look about [1:16:13] like that. And and this is we try to get [1:16:16] it as close to the actual architecture [1:16:18] as possible. The thermostat building [1:16:21] uses uh the panels including the ceiling [1:16:24] will be concrete. So uh it's it's they [1:16:28] do the u the the floors and the ceilings [1:16:31] will also be concrete. And these are [1:16:34] some examples of the the units. Um the [1:16:38] initial ramp I talked with Charlie the [1:16:40] CEO and he thought that 10 employees [1:16:43] originally ramping up to 20 in that [1:16:46] plant. [1:16:47] Um and it's going to serve a large [1:16:50] geographic area and uh Jay-Hawk thinks [1:16:53] they'll be up to about 35 sales staff to [1:16:57] serve that. Now the competition [1:17:00] which really isn't because this is the [1:17:02] autoplex is West End and Delano. [1:17:06] Um, you can see these units are [1:17:07] expensive and it says sold out and one [1:17:10] left at $350,000. [1:17:14] It doesn't say you can have your [1:17:16] business in there. [1:17:18] That's the difference. Who is it perfect [1:17:20] for? Just like every other auto, but [1:17:22] you're not running your business legally [1:17:24] out of there. This again is not an auto. [1:17:27] It's light industrial. If you want to [1:17:29] store your cars, that's great. That's [1:17:31] the difference. [1:17:33] Um it's more like where I rent. [1:17:37] Uh speed is the um [1:17:41] autocross [1:17:45] um entity that it's speed is the entity [1:17:48] that that runs the autocross portion of [1:17:50] this. [1:17:52] Um [1:17:54] it'll be an ideal [1:17:57] platform [1:17:59] uh for automotive events because of its [1:18:01] space. [1:18:04] I go to these caravans and there's a a a facility just like this [1:18:10] around um Rogers. I made the mistake of [1:18:14] going there for an event. [1:18:17] I pulled in all of a sudden there's five [1:18:21] or six cars behind me and I my tolerance [1:18:23] for these shows was like a half an hour [1:18:25] and I'm out of there. I was stuck there [1:18:27] the whole day. there was no getting out [1:18:31] and uh you know so this is not an event [1:18:35] spot [1:18:37] when you look at speed we're looking at [1:18:41] the uh community center and the um and the track [1:18:47] it stands for spirited educational [1:18:49] driving learning the limits of car [1:18:51] control and so most people know how to [1:18:55] drive a car but during an emergency [1:18:57] mergency, how are they going to respond? [1:19:01] Autocross is the ideal training ground [1:19:05] for that. So, um, John Thompson, he's [1:19:09] going to head up that whole thing. [1:19:12] Um, I personally don't do autocross. I I [1:19:15] but I I don't race a car. I don't drive [1:19:17] it hard, but my son does. [1:19:21] And [1:19:22] you're not going to hit a wall. You're [1:19:24] not going to hit something. It's just [1:19:27] cones [1:19:28] and it's safe and it's not fast. [1:19:32] Um, and so John's been doing this his [1:19:36] lifetime. Jay-Hawk has been doing this [1:19:39] his lifetime. And they're going to be [1:19:40] the training facility and they're going [1:19:42] to put that together. [1:19:44] And it's for anybody, any car, any any [1:19:48] uh any four-wheel vehic ve vehicle. So, [1:19:51] anybody benefits from learning how to [1:19:52] drive safer. [1:19:55] Um, [1:19:57] and those courses because they're just [1:19:58] cones vary depending on who you are, [1:20:02] what you want to learn. Um, emergency [1:20:05] crews, fire and police [1:20:07] training ground for that, too. And, um, [1:20:12] you know, snow and ice recovery when [1:20:14] there's snow and ice, it you know, it it [1:20:17] could still run. So, that's the training [1:20:20] component, but autocross is also a [1:20:23] competition. [1:20:25] So, it's a sport. [1:20:27] It's to um now you're pressured to make [1:20:30] the best time. [1:20:32] Uh generally, [1:20:35] it's uh slow. [1:20:38] It's that's a very tight course. And [1:20:41] it's it's um requires a helmet, a car, [1:20:45] and a driver's license. [1:20:48] So I started I you know I'm not an [1:20:52] expert on it so I you know but I [1:20:54] investigate these things. I'm thinking [1:20:55] well how many other autocross tracks are [1:20:58] there? And if you go on the internet [1:21:01] says no official count there's 1100 [1:21:03] autocross events every year from the [1:21:06] sports car association of America just [1:21:08] that one organization. [1:21:11] And there's no official registry of of [1:21:13] autocross tracks because I couldn't find [1:21:15] anything that actually existed. They're [1:21:17] parking lots. Put cones in a parking [1:21:19] lot, you got an autocross track. This is [1:21:21] an actual full-time business. [1:21:25] So, we believe that Montro is going to [1:21:27] be ground zero for autocross. [1:21:31] And um speeds rarely exceed 50 miles an [1:21:36] hour. 5560 is tops because they're just [1:21:39] you just can't get any faster. The focus [1:21:42] is on cornering. It's on timing. It's on [1:21:44] speed. [1:21:46] And um [1:21:49] so [1:21:50] it's about balancing the cars. Now I've [1:21:53] taken performance courses at at Aston [1:21:56] Martin and I learned a lot in one day. [1:21:59] It was pretty phenomenal. [1:22:01] I didn't know all this stuff. And this [1:22:06] course is going to be a whole lot more [1:22:07] accessible. It's going to be a lot [1:22:09] cheaper than the course I took. [1:22:12] And it's going to be local. You don't [1:22:14] have to get on a plane and fly [1:22:15] somewhere. There's four courses. [1:22:18] So, there'll be four events going on or [1:22:21] four, you know, you can have four clubs [1:22:23] uh on it at any time. The competition uh [1:22:27] Brainer International Raceway is not an [1:22:31] autocross. It is a racetrack. [1:22:34] It is a place where you could get in [1:22:37] trouble. Now, these are videos I took on [1:22:40] the Aston Martin day that I was there [1:22:42] and that there's a gray DB11 in the [1:22:46] background there and that car went into [1:22:48] the wall and that totaled a4 million [1:22:51] dollar car at one event. So, it's [1:22:55] expensive. [1:22:56] It's very, very expensive. It's two [1:22:58] hours from Minneapolis versus 35 minutes [1:23:01] from Minneapolis. So, this is much [1:23:03] better location for an auto an event. [1:23:07] The Gary Curtis driving experience is at [1:23:10] the Rosemont's truck trainer training [1:23:12] facility. They have six days available [1:23:14] in 2026 for renting the track. It's high [1:23:18] speed. It could you could get in [1:23:20] trouble. [1:23:22] Um so that is not competition. Elco [1:23:26] Speedways a 38 small oval which [1:23:31] not really competition. [1:23:33] Um, we're proposing a clubhouse with a [1:23:37] restaurant, car rental and maintenance. [1:23:39] I know that Jay-Hawk's been talking with [1:23:41] the city. Is that going to be a city [1:23:42] facility? [1:23:45] You know, so this is something that will [1:23:47] morph. That's a very big facility. uh [1:23:50] Rick designed it and um you know it [1:23:54] that's that's a really big big uh [1:23:56] facility and and out of that's going to [1:23:59] have rental cars for people to rent a [1:24:01] car for the tracks [1:24:03] >> and the maintenance of those cars will [1:24:05] be there. Uh we talked with uh um the [1:24:09] emergency that there's a need for a [1:24:12] helipad. So it' be at the end of this [1:24:15] Arizona Avenue [1:24:17] >> and because it's an ideal place to uh to [1:24:20] service and it's an incredible location [1:24:24] for events. Locally there's over 200 [1:24:27] auto clubs. Um there's 1.2 to 1.4 4 [1:24:32] million auto enthusiasts in um [1:24:34] Minnesota, estimated 100,000 active [1:24:37] ones, people like me that's like really [1:24:40] into it. And um there's a lot of market [1:24:45] here. Now, one of the things that I [1:24:47] didn't bring up before, and this is [1:24:48] something that Jeff Cheney of Cheney [1:24:50] Performance and I were going to put [1:24:52] together before the recession, we had a [1:24:55] piece of land in uh East Bethl, is to [1:24:59] have and and this isn't going to say [1:25:00] that we're going to do this, but we're [1:25:02] going to look into this. And that is to [1:25:04] have a family restaurant that has shops. [1:25:08] So, when you're eating, you could see [1:25:10] cars getting customized and worked on. [1:25:14] And this was a system that we were [1:25:16] actually going to put together. And so [1:25:19] while you're eating there, um, you [1:25:21] could, uh, you know, do wheels, engines, [1:25:25] customizing all this stuff in one shop [1:25:28] spot that could be financable, which [1:25:30] most don't have that. And, um, [1:25:34] warrantied, [1:25:35] so you can contract it and and have, you [1:25:39] know, watch cars getting worked at like [1:25:41] an immersive experience. and and the [1:25:43] recession killed that. [1:25:45] >> But um whether that is something that [1:25:48] could fit into the clubhouse uh or it [1:25:51] even works, but [1:25:54] if we get approved tonight, then we're [1:25:55] going to look into the feasibility of [1:25:58] that. So, I just thought I would show [1:25:59] that and that would be another reason to [1:26:01] come out to Montros. I like that. [1:26:03] >> No alcohol, family restaurant, [1:26:05] >> good food. [1:26:14] Um this the autocross nationals uh had [1:26:18] about 1,200 people last year, [1:26:20] participants. Uh they had to rent a [1:26:24] facility at an airport in Lincoln, [1:26:26] Nebraska. I would think Montrose would [1:26:29] be a good place to be put on the map for [1:26:32] the nationals here. [1:26:35] Um, tonight's approval, it just gets our [1:26:38] engine started. It's, you know, the [1:26:40] money starts rolling to hire the land [1:26:43] surveyor to get a good survey. The civil [1:26:46] engineering Andy gets rolling on that [1:26:49] once we get the surveying and everything [1:26:51] begins. [1:26:52] um [1:26:54] working with the Grip Steve Gripman to [1:26:57] hone down what the PD is, the HOA, stuff [1:27:00] like that. Uh I'll probably be working [1:27:03] with them on that. Um, and I guess what I'm asking [1:33:27] for is just kind of an update as to what [1:33:29] you guys have done since that meeting, [1:33:31] what has been discussed, what kind of [1:33:33] the next steps or plans are in meeting [1:33:35] with Mary'sville or with the county or [1:33:38] wherever you guys are [1:33:40] >> talking about applying it. So that that [1:33:42] day that we had the meeting at [1:33:44] Mary'sville, David, I Jackie, [1:33:48] Commissioner Moya, Commissioner Dietrich [1:33:50] met with Wright County to kind of [1:33:52] discuss what's going on out there. Um I [1:33:56] think we kind of maybe opened Ray [1:33:58] County's eyes a little bit more as to [1:34:01] kind of the need to keep said portion of [1:34:06] the road open. Um, we also [1:34:09] David talked with one of the board [1:34:11] members this afternoon. Um, I think [1:34:15] we're all in agreement that we need to [1:34:17] sit down and kind of have a kind of a [1:34:20] workshop on what kind of cost sharing [1:34:24] would look like going forward. Um, you [1:34:27] know, obviously we were disappointed [1:34:29] that they, you know, decided not to go [1:34:31] for the local road improvement grant. [1:34:34] Um, you know, and then again, they their [1:34:37] idea of cost sharing was just sending us [1:34:39] an itemized bill for $5,200 for, you [1:34:42] know, second quarter maintenance, which [1:34:45] didn't quite sit well with us. You know, [1:34:47] we expected some kind of dialogue on, [1:34:49] you know, a percentage, not just, you [1:34:51] know, a number. But those conversations [1:34:53] are moving forward. Um, I do plan to [1:34:56] reach out to, um, board member Hickman [1:35:00] so we can set up some sort of, uh, [1:35:02] meeting. Um, you know, just kind of a [1:35:05] couple of us here and one of them and [1:35:08] just kind of hash it out. And [1:35:10] >> so, we're just kind of waiting at this [1:35:11] point to get a meeting with them to [1:35:12] discuss kind of some other options. [1:35:14] >> Um, in regards to the grant, I know that [1:35:17] kind of one of their ar other arguments [1:35:18] was that they don't know, you know, in [1:35:20] applying for that grant, what the [1:35:21] maintenance is going to require even if [1:35:23] we they we were to get that grant and [1:35:25] pave that part of the road. Is there any [1:35:28] have you guys thought any more about any [1:35:30] >> Yeah, I mean, [1:35:31] >> different guidance on that. It's it's [1:35:33] really been no secret that Mary'sville [1:35:36] really doesn't want that section of the [1:35:37] road. They've been trying to get us to [1:35:39] take it over for ever. Um, you know, the [1:35:42] problem there is that we don't have the [1:35:44] equipment to maintain that. Um, I don't [1:35:46] see us purchasing a greater just to [1:35:49] handle that, [1:35:50] >> you know, section of road and yeah, it [1:35:52] doesn't seem like a good use of taxpayer [1:35:55] money. Um, but I mean, at least from my [1:36:00] point of view, if we can get to that [1:36:01] point where it is paved and everything, [1:36:04] I mean, I don't see a reason why we [1:36:06] wouldn't take over that section of the [1:36:08] road, but, you know, that's obviously [1:36:09] something that would have to come along [1:36:11] further in discussions. Um, and then I'm just hoping that [1:36:15] we can kind of keep the dialogue going [1:36:17] with with our residents, too, because I [1:36:19] feel like, you know, I've been living [1:36:20] there for 10 years and we've always [1:36:21] known it was a problem road. It's, you [1:36:23] know, it's always needing to be graded [1:36:24] and we know it's not really the the [1:36:26] responsibility of the city. Although [1:36:28] calling on Mary'sville all the time to [1:36:30] get out there and grade it doesn't feel [1:36:31] right either considering, you know, 90% [1:36:33] of the people on that road are paying [1:36:34] taxes in Montrose and not to Mary'sville [1:36:36] Township, [1:36:36] >> right? [1:36:37] >> So, just if there we could have some [1:36:39] transparency in what's happening when [1:36:41] the meeting I mean we don't need a [1:36:42] playbyplay by any means, but it would be [1:36:44] nice rather than letting it kind of fall [1:36:46] to the wayside which I feel like I mean [1:36:47] it's been at least 10 years it's been [1:36:49] going on so it hasn't been [1:36:51] >> Yeah. you know, and it's I mean, it's [1:36:53] really been kind of a a rushed [1:36:55] situation. I mean, I got word winded [1:36:58] that they were going to shut it down, [1:36:59] but yeah, that's kind of what July [1:37:01] >> threw everything into motion. I think [1:37:02] everyone is like, "Oh my goodness." [1:37:03] >> They never reached out to the city to [1:37:05] say, "Hey, this is what our plan is." [1:37:07] They were just going to prove shutting [1:37:09] it off without telling us and just [1:37:11] basically say, "Okay, now you have to [1:37:12] pay to put up a sign that says it's [1:37:14] just, you know, no through street." And, [1:37:17] you know, that really kind of didn't sit [1:37:19] well with us. you know, I mean, there's [1:37:21] two roads heading north and south out of [1:37:23] Montrose, and that's one of them. And I just [1:39:31] kind of wanted to to to kind of repeat [1:39:33] what she said because of course I live [1:39:35] on the northwest corner of Montro. [1:39:37] >> And you know, the dirt road is in bad [1:39:40] shape. And I think the bottom line is I [1:39:44] think we have a lot more people here. [1:39:46] So, when it does start to get to the [1:39:48] negotiation phase, I can think it'd be [1:39:50] reasonable that we kind of take take [1:39:52] most of the cost. And I know I'm a [1:39:55] resident and I'm going to pay for part [1:39:56] of it, too. But fact that we have almost [1:39:58] 4,000 people and we have a dirt just a crappy dirt road that's a major [1:40:04] artery to the north. Um cuz the second [1:40:08] point I wanted to to bring up is [1:40:11] 602 First Street North is where I live [1:40:13] and there are people that regularly go [1:40:15] by my house at 50 m an hour. I mean it's [1:40:19] ridiculous, you know, and we're on a [1:40:21] curve, you know, so when we back out, [1:40:25] it's just the margin for error is just [1:40:27] crazy. And anything to make that worse [1:40:31] >> would just drive us nuts. So the second [1:40:34] point is it kind of piggybacks off the [1:40:37] Clementa issue is the speeds that are in [1:40:40] the kind of the edges of town like kind [1:40:42] of where I live are getting ridiculous [1:40:44] and I think that we just need to realize [1:40:46] that and that we haven't had an accident [1:40:49] but we have teenage someone was talking [1:40:51] about teenage drivers we have some of [1:40:53] those too and just the margins for [1:40:55] errors that we have is just so low and [1:40:57] so the point is just the speeds that are that are you know, being [1:41:03] utilized around the city streets. I mean, when [1:42:00] I go that way, I see more cars coming [1:42:02] south than going north. I mean, you got [1:42:04] XL coming down there, too.
