[2:51:49] I rally for them to get their
[2:51:52] Funding, I pushed, I carried

[2:51:56] And everything for every time
[2:51:58] They want funding I cheer led.
[2:52:02] Yet when we had our hit and run
[2:52:04] In december they did thought get
[2:52:05] There until two minutes after
[2:52:07] That guy took off.
[2:52:08] We showed them videos, they had
[2:52:10] All the information.
[2:52:12] They claimed they were putting
[2:52:14] A, whatever you call a b
[2:52:17] Oampletlo or something out on
[2:52:18] Him but he wasn’t picked up.
[2:52:19] And when he came back through
[2:52:21] The neighborhood we called him
[2:52:22] And we were told oh well we’re
[2:52:25] Not going to arrest him now
[2:52:27] Because we can’t goat him on the
[2:52:30] D.u.I.
[2:52:30] And I’m like, but he hit and ran
[2:52:33] Us and there’s injuries.
[2:52:35] And so I’m just really
[2:52:40] Disappointed.

[2:52:59] But I’m in a wheelchair.

[3:08:38] As prescription drug abuse
[3:08:39] Awareness month, bringing
[3:08:39] Attention to the serious
[3:08:40] Issue of prescription drug
[3:08:40] Misuse and its impact on
[3:08:42] Individuals, families, and
[3:08:43] Communities, including here
[3:08:44] In the city of antioch;
[3:08:47] Whereas, while prescription
[3:08:48] Medications such as opioids,
[3:08:49] Sedatives, and stimulants
[3:08:51] Can be effective when used
[3:08:52] As directed by a healthcare
[3:08:54] Provider, their misuse can
[3:08:55] Lead to severe health
[3:08:57] Consequences including
[3:09:00] Addiction, overdose,
[3:09:04] Impaired judgment, and
[3:09:05] Increased risks such as
[3:09:05] Impaired driving, infectious
[3:09:06] Diseases, and complications
[3:09:07] During pregnancy;
[3:09:08] Whereas, prescription opioid
[3:09:10] Addiction remains a
[3:09:11] Significant public health
[3:09:12] Crisis and synthetic opioids
[3:09:13] Including counterfeit
[3:09:13] Prescription drugs laced
[3:09:15] With fentanyl continue to be
[3:09:19] A driver of fatal overdose
[3:09:19] And in 2024 the rate of
[3:09:20] Fatal overdose from fentanyl
[3:09:24] In contra costa county was
[3:09:25] 10.2 per 100,000 residents,
[3:09:26] A significant reduction from
[3:09:30] The 2023 rate of 14.72 per
[3:09:31] 100,000 residents; and
[3:09:32] Whereas, in 2023, in contra
[3:09:34] Costa county there were
[3:09:38] 447,583 opioid prescriptions
[3:09:39] Given to patients which is
[3:09:43] An adjusted rate of 313.9
[3:09:44] Per 1,000 residents, higher
[3:09:45] Than the state average of
[3:09:45] 345.62; and
[3:09:50] Whereas, according to the
[3:09:52] Center for disease control
[3:09:54] (cdc) 105,007 drug overdose
[3:09:55] Deaths occurred nationally
[3:09:57] In 2023, 80,000 were from
[3:10:05] Opioids ( and 183 of those
[3:10:16] Opioid related deaths
[3:10:17] Occurred in contra costa
[3:10:17] County ; and
[3:10:18] Whereas, the city of antioch
[3:10:18] Encourages community members
[3:10:19] To take proactive steps to
[3:10:20] Prevent prescription drug
[3:10:21] Misuse by safely storing
[3:10:21] Medications, properly
[3:10:22] Disposing of unused or
[3:10:22] Expired prescriptions, and
[3:10:23] Raising awareness about the
[3:10:24] Dangers of misuse and
[3:10:24] Overdose; and
[3:10:25] Whereas, the dea‘s national
[3:10:25] Prescription drug take back
[3:10:26] Day on saturday, april 25th,
[3:10:26] 2026 provides a special
[3:10:30] Opportunity for residents to
[3:10:30] Safely dispose of unused
[3:10:32] Medications and participate
[3:10:33] In efforts to prevent
[3:10:34] Prescription drug misuse in

[3:27:03] A trail work and some

[3:27:12] And like wellness support and
[3:27:13] Those, we need those dollars

[3:27:21] County about attending these

[3:28:13] Which is unincorporated voskt.
[3:28:15] And this city is embarking on a
[3:28:19] $38 million secondary processing
[3:28:22] Plant, which includes the
[3:28:25] Antioch substation, very old,
[3:28:27] Needs a lot of repair.
[3:28:28] We traveled to d.c. And spoke to
[3:28:37] Congressman garamendi and
[3:28:43] Desaulnier.
[3:28:44] It looks like they are very
[3:28:46] Interested in getting some
[3:28:48] Earmarks, not guaranteed but we
[3:28:50] Might get some earmark dollars
[3:28:52] To help with that station.
[3:28:54] As the mayor knows the pump
[3:28:55] Station is pretty old, has two
[3:28:57] To three miles of pipeline that
[3:29:00] Goes out that is very old.
[3:29:02] We had some issues during a
[3:29:05] Couple of rainstorms ago that
[3:29:07] Pump station which pretty much
[3:29:10] Impacts everybody here in
[3:29:12] Antioch definitely needs some
[3:29:14] Funding.
[3:29:15] We may potentially get funding
[3:29:17] From that for us patterning with
[3:29:21] Delta diablo.
[3:29:22] I will keep the council posted
[3:29:24] On that.
[3:29:24] Also I was able to attend last
[3:29:26] Week the city of antioch had a
[3:29:27] Meeting of all administrative
[3:29:29] Assistants.
[3:29:29] So I was able to stick my head
[3:29:31] In, say hello, see what they’re
[3:29:33] Talking about, what their
[3:29:35] Concerns and what they’re
[3:29:36] Working on so that was really
[3:29:38] Enlightening meeting.
[3:29:39] And then also, coming up I will
[3:29:42] Be going on, I’ll be going on
[3:29:45] Some meetings in regards to a.I.
[3:29:47] And how it’s impacting
[3:29:50] Municipalities.
[3:29:51] So looking informed to going to
[3:29:57] That meeting and how that
[3:29:58] Technology works for or against
[3:30:00] Us so that’s our report.

[3:30:48] Our county and it’s been very
[3:30:50] Beneficial to keeping our river
[3:30:52] Clean and our waterways.
[3:30:54] So it’s impactful years ago and
[3:30:55] Still today.
[3:30:56] So I was in my report-out I have
[3:31:05] Ccta contra costa county
[3:31:06] Transportation authority, where
[3:31:08] We worked on or recommended for
[3:31:10] Approval the mid year budget.
[3:31:14] Trans-plan is going to be
[3:31:15] Meeting this thursday, I’m going
[3:31:17] To be having a town hall with
[3:31:20] Senator grayson and treasurer ma
[3:31:24] On april the 2nd out at the
[3:31:26] Water park community room, 6
[3:31:28] P.m. If you like to hear things
[3:31:30] Local and state, regarding
[3:31:31] Things that they have to share.
[3:31:35] And mayor pro tem freitas and I
[3:31:37] Are going to be doing a bunch of
[3:31:39] Interviews for the g pac
[3:31:42] Applicants, that is our general
[3:31:44] Plan advisory committee so we’re
[3:31:45] Going to be doing that over the
[3:31:47] Next week ore so and getting
[3:31:49] Those folks back before the
[3:31:51] Council hopefully to next city
[3:31:52] Council meeting so we can get
[3:31:53] Those meetings started which is
[3:31:56] Very important.
[3:31:57] Regarding my mayor’s comments
[3:31:59] Most of you were not at our
[3:32:01] Study session we had earlier
[3:32:02] About our budget.
[3:32:04] And so it was sobering to hear
[3:32:07] The state of our finances.
[3:32:10] There is a projected $11.3
[3:32:15] Million defendant deficit for t
[3:32:20] Year.
[3:32:20] But when we have a little bit
[3:32:23] Less than 11
[3:32:27] We have many needs in the city
[3:32:29] Of antioch as you know.
[3:32:31] Our limited resources compete
[3:32:33] For all of those.
[3:32:35] This is down from a $27 million
[3:32:38] Deficit last year, so we have
[3:32:39] Made a lot of progress as a
[3:32:42] Council working that down, but
[3:32:45] We have a lot of work to do to
[3:32:48] Keep going.
[3:32:50] We can’t continue business as
[3:32:52] Usual.
[3:32:52] We have to figure out ways to
[3:32:55] Increase revenue and decrease
[3:32:58] Costs accordingly.
[3:33:00] 85% of revenue comes from taxes,
[3:33:03] Property taxes, sales taxes,
[3:33:07] Different taxes, so we are
[3:33:11] Heavily tax dependent.
[3:33:13] Economic development is
[3:33:14] Important but a lot of things
[3:33:16] Drive that in the city, public
[3:33:18] Safety being one of the largest
[3:33:20] Things, making sure when people
[3:33:22] Have a business here, they want
[3:33:24] To keep it here, it can grow and
[3:33:27] Attract new businesses to come
[3:33:29] To the city of antioch.
[3:33:31] Staff is working hard on a plan
[3:33:33] As we speak to bring back to the
[3:33:35] City council to talk about
[3:33:37] Economic development.
[3:33:39] That is one of the three
[3:33:41] Priorities we adopted at the
[3:33:44] Last city council meeting,
[3:33:45] Economic development, driven by
[3:33:47] Code enforcement.
[3:33:51] Before the meeting tonight, the
[3:33:52] Code enforcement department
[3:33:54] Talked about what they were
[3:33:55] Doing to keep the city moving
[3:33:59] Forward as far as blighted
[3:34:02] Property, graffiti.
[3:34:11] We have a plan to work on the
[3:34:14] Updated ordinance, looking at
[3:34:16] Ways to hold people
[3:34:18] Accountable.
[3:34:19] That’s very important, I’m sure
[3:34:20] To all of you like it is to city
[3:34:22] Council.
[3:34:23] Another area priority for the
[3:34:25] City council in the upcoming
[3:34:27] Budget and year is having a
[3:34:28] Fully staffed police department,
[3:34:31] Complying with the doj,
[3:34:33] Substations was another as was
[3:34:35] Mentioned a grand opening of the
[3:34:38] Substation in sick in in
[3:34:45] Sycamore square tomorrow at 5:30
[3:34:47] If you can make it.
[3:34:49] will be big for the
[3:34:50] Neighborhood.
[3:34:51] Youth is a huge priority for the
[3:34:53] City council.
[3:34:54] Youth in every way.
[3:34:56] Finally, homelessness, making
[3:34:58] Sure that we are addressing

[3:35:00] Were going to work on a two year

[3:35:54] The park district.

[3:36:14] I represent ward 7 on the board
[3:36:17] Of directors east bay park
[3:36:20] District.
[3:36:21] Ward 7 is the northern
[3:36:22] Waterfront of contra costa
[3:36:25] County and east county into our
[3:36:30] Delta community.
[3:36:30] I think you all are aware that
[3:36:34] This incredibly expansive and
[3:36:37] Wonderful park -- regional park
[3:36:40] And trail system we have in the
[3:36:41] East bay is a result of our
[3:36:45] Founders deciding 90 years ago
[3:36:48] That these two counties, alameda
[3:36:51] And contra costa county,
[3:36:53] Wouldn’t rely on park
[3:36:55] Departments.
[3:36:56] Instead, they created what has
[3:36:57] Turned out to be the largest
[3:36:59] Local government in the country
[3:37:01] Devoted to regional parks and
[3:37:03] Trails.
[3:37:05] The east bay regional park
[3:37:07] District.
[3:37:07] We have an independent budget
[3:37:10] Because we have our own property
[3:37:12] Taxes and are not dependent on
[3:37:14] Counties or states or other
[3:37:17] Government entity, and we have
[3:37:19] Our own elected board.
[3:37:29] There we are.
[3:37:30] So, you know, we have arrived at
[3:37:33] A point where our annual expense
[3:37:36] Budget is around 3 370
[3:37:40] $370 million, we have a thousand
[3:37:42] Employees, a fully staffed 70
[3:37:45] Sworn officer police department,
[3:37:47] Firedfire department and two
[3:37:50] Helicopters.
[3:37:51] It’s a remarkable accomplishment
[3:37:57] To have this incredible park
[3:38:00] System.
[3:38:00] The task I have is to describe
[3:38:03] For you the master plan process
[3:38:06] That we are currently engaged
[3:38:08] In.
[3:38:09] It is informed largely by a
[3:38:12] Mission that involves recreation
[3:38:15] And conservation of land and
[3:38:17] Access for people, climate
[3:38:21] Resiliency and wildfire
[3:38:22] Protection these days.
[3:38:24] The district plan that we are
[3:38:26] Preparing will guide the future
[3:38:28] Of the east bay parks and
[3:38:31] Address changing conditions
[3:38:33] Including climate, the economy,
[3:38:35] Demographics and park usage.
[3:38:38] Among our desired outcomes for
[3:38:41] This plan will be to inform us
[3:38:44] By the diverse communities that
[3:38:46] Use our parks, benefit from or
[3:38:50] Seek greater access to park
[3:38:52] District resources and move
[3:38:55] Accordingly.
[3:38:58] Themes are equity resilient,
[3:39:01] Fiscal sustainability and
[3:39:04] Collaboration, these are the
[3:39:06] Topics for our goals including
[3:39:10] Access, experience, resource
[3:39:12] Protection and public land
[3:39:15] Management.
[3:39:16] Our timeline for this master
[3:39:18] Planning process is accordingly
[3:39:21] Here presented.
[3:39:24] Round one was visioning and
[3:39:27] Largely based on feedback from a
[3:39:30] Community survey that resulted
[3:39:32] In 6,000 people responding to
[3:39:34] What they wanted to see for the
[3:39:36] Future of the east bay park
[3:39:38] System.
[3:39:38] We are currently engaged in
[3:39:40] Round two, focused on the master
[3:39:43] Plans, goals, actions and
[3:39:46] Priorities.
[3:39:47] We are largely doing this, I
[3:39:50] Think -- oops.
[3:39:58] -- by reaching out to
[3:40:00] \hoops -- by reaching out to
[3:40:00] Community groups and the general
[3:40:03] Public as well as important
[3:40:04] Partners like the city of
[3:40:06] Antioch.
[3:40:06] So far what we have been hearing
[3:40:09] Is park users are most
[3:40:12] Interested in investing in
[3:40:13] Existing parklands, providing
[3:40:16] Access to newly acquired
[3:40:18] Parklands and balancing resource
[3:40:21] Conservation and public access.
[3:40:27] Round two, as I mentioned,
[3:40:29] Emerging partners reaching out
[3:40:31] To established partners,
[3:40:33] Institutional partners, tribes,
[3:40:35] Park visitors and our own
[3:40:39] Staff.
[3:40:40] Currently we are engaged in
[3:40:43] Aggressive outreach and
[3:40:45] Awareness.
[3:40:45] We have consultants working with
[3:40:48] Various community groups
[3:40:49] Including out here in east
[3:40:53] Contra costa.
[3:40:54] We hope by next winter to have a
[3:40:57] Draft district plan for all to
[3:40:59] Review and have further input.
[3:41:01] It will then conclude as our
[3:41:04] Strategic road map with key
[3:41:07] Priorities with input, existing
[3:41:10] Conditions and future trends.
[3:41:12] All are invited to go to eb
[3:41:16] Parks.org.
[3:41:16] There is a banner there,
[3:41:18] District plan.
[3:41:19] It has all of the background
[3:41:20] Information.
[3:41:21] A lot of demographic information
[3:41:23] That’s fascinating to review.
[3:41:26] We can go city by city and
[3:41:30] Determine whether people who
[3:41:32] Reside in whatever city use our
[3:41:34] Parks very much and how they use
[3:41:36] Our parks, how they get to our
[3:41:38] Parks.
[3:41:38] It’s fascinating stuff.
[3:41:41] You would be pleased to know
[3:41:44] Antioch residents use our
[3:41:46] Parks.
[3:41:46] They are active park users in
[3:41:48] This area.
[3:41:51] Then, thank you.
[3:41:53] What I want to do now is talk
[3:41:55] About a separate planning
[3:41:56] Process that we engaged in.
[3:41:59] That’s on the contra loma
[3:42:03] Lagoon.
[3:42:04] History, long story short, we
[3:42:07] Started repairing problems with
[3:42:09] The lagoon, and it turned into
[3:42:11] One of those -- you know, this
[3:42:15] Old house kind of story?
[3:42:18] You start tearing into it and
[3:42:21] Find things wrong more serious
[3:42:23] Than you thought.
[3:42:24] You get to the point you are
[3:42:27] Practically rebuilding the
[3:42:28] Home?
[3:42:28] That’s what happened here.
[3:42:30] It got to the point where staff
[3:42:32] And our consultants determined
[3:42:35] That we can’t repair that
[3:42:38] Lagoon, so we closed it, and as
[3:42:41] Of last year, mid 2025, we had
[3:42:48] Come up with plan a and b to
[3:42:50] Replace it with a new loo
[3:42:54] Lagoon, pricing between 10 and
[3:43:01] $15 million.
[3:43:01] Interesting process to go
[3:43:02] Through to determine what should
[3:43:04] Replace the old lagoon and what
[3:43:08] Kind of facility it would
[3:43:10] Become.
[3:43:10] They are currently working on a
[3:43:13] Plan c.
[3:43:14] I have not seen that yet.
[3:43:16] It might be, for instance, a
[3:43:20] Regular pool rather than allah a
[3:43:27] Lagoon allowing us to do more
[3:43:29] Programming out there.
[3:43:30] We hired last much a community
[3:43:33] Outreach consulting firm that
[3:43:36] Will commence this summer with
[3:43:39] Community forums in antioch to
[3:43:41] Go over these plans for a
[3:43:43] Possible replacement of the
[3:43:45] Lagoon and get community
[3:43:47] Feedback so we can be informed.
[3:43:49] We are going to spend a lot of
[3:43:51] Money on this at some point, by
[3:43:54] Thebuy the community what
[3:44:00] Programming they want at that
[3:44:02] Facility.
[3:44:03] I want to introduce pete da

[3:44:10] Services.
[3:44:11] I’m proud of what pete has been
[3:44:13] Doing in the community and
[3:44:16] Surrounding communities in lieu
[3:44:17] Of having the lagoon facility
[3:44:19] Available.

[3:44:39] For east bay national park.
[3:44:43] Co tra loma is one that I
[3:44:46] Oversaw.
[3:44:48] The immediate place we reached
[3:44:49] Out to was antioch unified
[3:44:53] School district because they
[3:44:54] Have two pools available being
[3:44:56] Under utilized deer valley and
[3:44:59] Antioch high.
[3:45:00] We then proceeded to work with
[3:45:02] Them in regards to what could we
[3:45:05] Provide to the community
[3:45:06] Members?
[3:45:07] We started to work on developing
[3:45:12] Programming for the summer for
[3:45:13] The sites and swim lessons for
[3:45:16] The students.
[3:45:17] We found a high percentage of
[3:45:19] The student body that did not or
[3:45:21] Was not or didn’t have the
[3:45:23] Ability to swim.
[3:45:24] We wanted them to learn.
[3:45:27] We continued to do that.
[3:45:29] We continue to do it all the way
[3:45:31] To the present.
[3:45:32] For the starting year of 2024,
[3:45:36] We trained roughly in
[3:45:38] Partnership over a thousand kids
[3:45:40] How to swim at the school
[3:45:43] District.
[3:45:44] Historically, we were only at a
[3:45:47] Threshold we could get to was
[3:45:49] 500 at contra loma.
[3:45:52] Getting to a thousand working
[3:45:54] With the school districts was
[3:45:56] Phenomenal.
[3:45:57] The last year of 2025, we did
[3:46:00] 3,000 students.
[3:46:01] Some of the other things we have
[3:46:03] Done in addition to that, which
[3:46:05] Really came from the drivers of
[3:46:07] The community and the students
[3:46:09] Is, we received a call, because
[3:46:16] Dozer libby doesn’t have a pool
[3:46:18] And they wanted to do
[3:46:19] Something.
[3:46:20] When I met with them they were
[3:46:22] Saying, basically, we would like
[3:46:24] To have east bay regional parks
[3:46:27] Come out to teach cpr to the
[3:46:29] Students.
[3:46:30] I said no, we would not do
[3:46:33] That.
[3:46:33] What we would do instead was
[3:46:35] Train the students to be the
[3:46:37] Instructors.
[3:46:38] They would then -- we would
[3:46:40] Provide them the equipment, find
[3:46:42] Them the means to cover
[3:46:44] Certifications and allow the
[3:46:45] Students to teach each other,
[3:46:48] Peers and students.
[3:46:50] Within the first year they
[3:46:52] Trained over 500 students.
[3:46:54] This last year they did a
[3:46:59] Phenomenal job, and it extended
[3:47:01] Beyond dozer libby and has moved
[3:47:04] To antioch high.
[3:47:06] It’s also gone into the middle
[3:47:08] Schools where the eighth
[3:47:10] Graders, principal bower at the
[3:47:13] Time at the middle school, pete,
[3:47:16] We would like to see something
[3:47:17] The eighth graders can do.
[3:47:19] Can you make it happen?
[3:47:21] I don’t know what we can do for
[3:47:24] Young eighth graders.
[3:47:25] I reached out to national red
[3:47:28] Cross and wavered us to allow
[3:47:32] Eighth graders to be instructors
[3:47:35] In cpr.
[3:47:36] They certified six and seventh
[3:47:39] Graders and we extended the
[3:47:41] Program to park middle school,
[3:47:43] Orchard park, dallas ranch.
[3:47:48] For 2024-25, the last year they
[3:47:51] Certified a little under 1400
[3:47:54] Kids, the high schools, the
[3:47:56] Middle schools, this year at
[3:47:58] This point, even before we are,
[3:48:02] They are at 1700.
[3:48:04] It’s the students driving the
[3:48:06] Work.
[3:48:06] I provide the equipment and
[3:48:09] Cover certifications through the
[3:48:11] Grant but the students drive the
[3:48:14] Program and it’s engaging them
[3:48:17] Within the community, serving
[3:48:19] Their peers, the community,
[3:48:22] Leadership development, making
[3:48:25] Adult decisions about how to
[3:48:26] Give back.
[3:48:27] Next week, I shouldn’t say next
[3:48:29] Week.
[3:48:30] Friday they’ll be at dallas
[3:48:33] Ranch serving there.
[3:48:34] Two weeks from now, we’ll a
[3:48:38] Pilot of an idea walking from
[3:48:40] Park to sutter elementary to
[3:48:45] Provide information to the
[3:48:46] Fourth and fifth graders.
[3:48:47] What they are doing hasn’t been
[3:48:50] Done anywhere in the country.
[3:48:52] It’s a big deal.
[3:48:53] I can’t thank enough for the
[3:48:56] Community members, students
[3:48:57] Themselves, and the schools
[3:48:59] Allowing us to do this.
[3:49:01] Again, I know no dozer libby is
[3:49:06] Reaching out, extending the
[3:49:09] Service beyond antioch to
[3:49:11] Oakley, to brentwood, to the
[3:49:13] Students there.
[3:49:14] Again, we’ll continue to do

[3:49:19] Forward, we’ll expand the
[3:49:20] Program for swimming and for
[3:49:22] First aid cpr, the kids are
[3:49:26] Teaching epipens, asthma
[3:49:31] Inhaler, nay naloxone.
[3:49:35] They are in talks with the city
[3:49:37] As to what we can do to support
[3:49:39] The waterpark in regards to
[3:49:41] Training and development and so
[3:49:43] Forth.

[3:55:38] Education and the love for the

[3:55:45] Expand from aquatics to other

[3:56:43] Experiences, both in the
[3:56:44] Wildlife but also in the
[3:56:46] Swimming, lagoon and things of
[3:56:48] That sort.
[3:56:48] You talk about a different
[3:56:51] Alternative being a built in
[3:56:53] Pool.
[3:56:54] My question is, what’s the
[3:56:55] Timeline?
[3:56:56] >> we are going to spend at
[3:56:59] Least nine months from here on,
[3:57:02] Now that we have the consultant
[3:57:05] On these community engagement
[3:57:08] Processes, so we get the
[3:57:09] Feedback.
[3:57:10] That informs the decision as to

[3:57:22] End of the year or early nengs

[4:23:48] Waterpark hasn’t made the city

[4:29:46] The pool was set for general
[4:29:49] Liability worker compensation.
[4:29:53] General liability was the first
[4:29:55] Program, the second program
[4:29:57] Worker compensation, we added
[4:30:00] Property, vehicle, employment
[4:30:04] Practices, risk control,
[4:30:06] Ancillary benefits, wellness
[4:30:08] Programs and more.
[4:30:09] We have 21 members primarily in
[4:30:13] The east bay in contra costa.
[4:30:15] That’s where we started.
[4:30:18] Mpa is one of the last pool in
[4:30:20] California in which we
[4:30:24] Self-administer claims for
[4:30:26] Worker compensation and
[4:30:28] Liability.
[4:30:29] Many pools staff that out.
[4:30:30] We do not.
[4:30:31] We have a full staff in house.
[4:30:33] The beauty of that, the board
[4:30:36] And members have more
[4:30:40] Interaction with claims
[4:30:41] Adjustors.
[4:30:42] We are able to work more
[4:30:43] Closely.
[4:30:43] We are the only pool in
[4:30:45] California that provides a
[4:30:48] Wellness program which the city

[4:31:00] Government entities, many pools

[4:31:09] Funds are joined together.
[4:31:12] Those funds are set aside for
[4:31:15] The payment, for the
[4:31:17] Administration and payment of
[4:31:18] Claims.
[4:31:19] We are considered a self ensured
[4:31:21] Entity in which we are governed
[4:31:23] By a board.
[4:31:26] That board -- reviews and
[4:31:29] Defines the memorandum of
[4:31:31] Coverage in how coverage is
[4:31:33] Going to be provided.
[4:31:35] The exclusion is worker
[4:31:37] Compensation, statutory, the law

[4:32:30] Through, it is a very
[4:32:32] Comprehensive document.

[4:32:40] Pool.

[4:32:42] The jpa agreement are the bylaws
[4:32:45] And remember land remember
[4:32:59] Memorandum program.
[4:33:01] We are also self insured for
[4:33:05] Short-term disability which many
[4:33:07] Members also participate in.
[4:33:08] Some of our services -- we have
[4:33:10] Many services, 18 programs.
[4:33:12] As I said, worker compensation
[4:33:16] And general liability are
[4:33:17] Primary programs, hallmark
[4:33:19] Programs and vehicle program
[4:33:22] Provides coverage for city
[4:33:23] Vehicles.
[4:33:25] We also, because we are a pool,
[4:33:27] We have access to brokerage
[4:33:33] Coverages, and so we receive the
[4:33:35] Coverages at a discounted rate,
[4:33:38] Economy of scale based on our
[4:33:40] Little family of members.
[4:33:44] Those brokers review exposure
[4:33:46] And liability and work hard to
[4:33:48] Bring the costs down for you

[4:33:50] We have the wellness program
[4:33:52] Very hands on, very
[4:33:54] Comprehensive, and we provide
[4:33:56] Safety and risk training
[4:33:58] Support.
[4:34:00] Individualized by cities or we
[4:34:03] Have a number of annual
[4:34:05] Regularly occurring trainings
[4:34:07] Available to all of our
[4:34:08] Members.
[4:34:09] We have a very, very proactive
[4:34:12] Police risk management committee
[4:34:14] Where members of police
[4:34:16] Departments from every
[4:34:19] Municipality within the pool, 18

[4:34:30] Kind of trainings they want,

[4:34:34] They like us to do research on

[4:34:39] Come together and share
[4:34:40] Information.
[4:34:41] That committee meets three times
[4:34:42] A year.
[4:34:43] We have a public works and
[4:34:45] Safety committee that’s active.
[4:34:47] Members of every city come, and
[4:34:49] It’s for those employees in
[4:34:52] Those specific departments.

[4:34:55] They tell us what they need.
[4:34:57] We provide that for them.
[4:35:00] It’s the extra training
[4:35:02] Customized for what the cities
[4:35:03] Are asking from us.
[4:35:05] We have an ergonomics program,

[4:35:12] Programs for every employee and

[4:35:22] It’s a pool of pools in which
[4:35:25] You receive employment liability
[4:35:27] Coverage which is invaluable to

[4:35:30] It also comes at a reduced cost
[4:35:33] Due to economies of scale and
[4:35:35] Sharing in the cost of pooling.
[4:35:40] So, our layers of coverage,
[4:35:43] Worker compensation program,
[4:35:43] What we provide for you is zero
[4:35:46] Dollar coverage up to $500,000
[4:35:49] For your worker compensation
[4:35:51] Claims.
[4:35:52] We access another pool which is
[4:35:54] Prism in which we have coverage
[4:35:58] From $500,000 up to the
[4:36:00] Statutory limits.

[4:36:05] Each individual member has a

[4:38:09] Invest our money so that money
[4:38:11] Is working better for our
[4:38:14] Members to offset the escalating

[5:00:21] Council meeting to provide an
[5:00:22] Update.
[5:00:23] I want to do that briefly in the
[5:00:25] Staff report.
[5:00:26] I gave background.
[5:00:31] When it comes down to where we
[5:00:33] Are in the process, as we speak,
[5:00:35] We have an environmental
[5:00:38] Consultant providing the work
[5:00:40] Necessary for the city to
[5:00:42] Release the 750,000 one time
[5:00:45] Payment through h.u.d. And cdbg
[5:00:48] Grants.
[5:00:48] With that timeline occurring, we
[5:00:53] Expect to be in the realm of
[5:00:55] Coming to your council for award
[5:00:57] Of the money, probably in the
[5:00:59] Early summer, late spring.
[5:01:02] The time that we have right now
[5:01:04] From hcd is such that hcd staff
[5:01:11] Has forwarded a recommendation
[5:01:14] To their -- not governing body
[5:01:17] But next review process,
[5:01:20] Internal lone committee,
[5:01:22] Tentatively scheduled this week
[5:01:24] And within a week or so.
[5:01:27] There are no guarantees that we
[5:01:29] Hope to have a decision within

[5:03:31] Are saying the timeline
[5:03:34] Continues depending on the city
[5:03:36] Leadership.
[5:03:37] We are hopeful because we
[5:03:38] Provide all of the information

[5:03:43] Talk about what we have
[5:03:45] Progressed on as well as our
[5:03:47] Project as well as what we are
[5:03:49] Seeing on home key plus and talk
[5:03:51] About the overall timeline.
[5:03:53] As I was mentioning, they have
[5:03:56] Communicated.
[5:03:57] We should hear in a week’s time
[5:03:59] At latest, few more weeks from
[5:04:03] Then, and special thanks for
[5:04:05] City director scott, city staff
[5:04:07] As well as my entire team for
[5:04:10] Getting us to this milestone,
[5:04:12] Amend of and of course, we are
[5:04:15] Almost there to achieve and
[5:04:17] Receive the much needed
[5:04:26] $34.9 million, taxpayer dollars
[5:04:29] Hopefully come for the city of
[5:04:31] Antioch and we’ll have 85 low
[5:04:34] Income housing built up by
[5:04:38] Creating the hcd housing.
[5:04:42] Also, a quick note sharing good
[5:04:45] News, we received home key plus
[5:04:48] Award last december.
[5:04:49] Our process, following diligence
[5:04:53] Is indicative of award by home
[5:04:56] Key plus in addition to the home
[5:04:59] Tree round tree in oak oakland
[5:05:02] In full construction.
[5:05:03] In terms of home key plus
[5:05:05] Background and update, as you
[5:05:09] Are aware, this came out in 2024
[5:05:14] To allocate proposition 1 funds,
[5:05:17] There to convert hotels or
[5:05:19] Non-resresidential areas to
[5:05:22] Convert them into housing for
[5:05:25] Homeless or veterans.
[5:05:26] Right now, the home key plus is
[5:05:29] Under scribed.
[5:05:31] There is at least a billion,
[5:05:35] $2.1 billions allocated
[5:05:37] $900 million so far.
[5:05:38] As long as the project meets the
[5:05:42] Threshold, provides the right
[5:05:45] Documents, as long as they were
[5:05:46] Submitted by may 30th, they’ll
[5:05:48] Get the award.
[5:05:50] That’s why staff has reviewed
[5:05:52] Everything, based on the city
[5:05:53] And us have provided them.
[5:05:55] They have recommended for the
[5:05:58] Award.
[5:05:58] In terms of, I want to take a
[5:06:01] Moment and discuss this, just a
[5:06:04] Refresher.
[5:06:04] I know council knows this and
[5:06:07] City staff knows it and possibly
[5:06:09] Community as well.
[5:06:10] This talks about the local need
[5:06:13] And steps, pit numbers were much
[5:06:16] Better than 2024 for entire
[5:06:19] Contra costa county.
[5:06:21] 31% reduction in homelessness,
[5:06:24] But if you look at where we
[5:06:27] Stand 413 in 2024, we are down
[5:06:30] To 246, 246 people unsheltered.
[5:06:33] We still have 792 units for low
[5:06:37] Income which need to be built
[5:06:39] For antioch, and having chs
[5:06:43] Mahogany 85 units helps toward
[5:06:45] Both goals.
[5:06:48] Lastly, giving a quick update on
[5:06:50] Where we stand on the project,
[5:06:53] Properties planning for the
[5:06:54] Conversion, we have already
[5:06:56] Highlighted that by having that
[5:06:58] Banner, we are trying to keep it
[5:07:01] Vacant and be prepared once the
[5:07:03] Award is given, and as we stated
[5:07:06] Earlier, the plan is to have
[5:07:08] Extensive case management
[5:07:09] Services, support services,
[5:07:11] We’ll have a gated community,
[5:07:16] 24x7 security so we have a low
[5:07:18] Income supportive housing well
[5:07:20] Functioning.
[5:07:21] It has the appropriate access to
[5:07:24] Health services.
[5:07:24] It is appropriately located.
[5:07:26] David mentioned about the nepa
[5:07:30] Progress thanks to the city we
[5:07:31] Have made so far.
[5:07:32] We are on track on that.
[5:07:34] We have started engaging or
[5:07:37] Reengaged with the department of
[5:07:40] Behavioral health who have
[5:07:42] Committed funding dollars at the
[5:07:44] Time of submission and we are
[5:07:45] Trying to see how additional
[5:07:47] Funds can be secured along with
[5:07:50] District supervisor and measure
[5:07:52] X for ongoing support because we
[5:07:54] Wanted to make sure it’s not
[5:07:57] Just establishing the 85 units,
[5:07:59] But functioning and supporting
[5:08:01] It successfully for 15 years,
[5:08:03] And then hopefully for 55
[5:08:05] Years.
[5:08:06] We are all into the mission of
[5:08:08] Developing the secure low-income
[5:08:11] Community with services to
[5:08:13] Address homelessness.

[5:23:01] Investment toward a long range

[5:23:08] Where we are at and find out if

[5:25:11] Within a week or so or worse
[5:25:14] Case three or four weeks.
[5:25:16] We can start the april or may
[5:25:21] Timeframe.
[5:25:21] We are expecting about 8 to 12
[5:25:24] Months.
[5:25:24] That’s what our experiences,
[5:25:27] What we are seeing the
[5:25:28] Rehabilitation are taking.
[5:25:29] Based on that knowledge is what
[5:25:31] We have put together the revised
[5:25:33] Timeline.
[5:25:34] We are confident with the
[5:25:36] Revised timeline.
[5:25:37] Of course, if things delay from
[5:25:40] Either city perspective or nepa
[5:25:43] Perspective or others that might
[5:25:45] Move the starting date, but we
[5:25:47] Are trying to be confident about
[5:25:49] When we start we are able to
[5:25:52] Finish well within the 12 month
[5:25:54] Requirement of completion of
[5:25:55] Construction and 15 month

[5:29:49] Inclusionary housing, the basic
[5:29:51] Bones of the element is a 15%
[5:29:54] Affordable housing requirement.
[5:29:55] It would include an in-lieu
[5:30:00] Option paired with the housing
[5:30:02] Trust fund.
[5:30:03] The city needs a place to put
[5:30:06] The in lieu fees collected.
[5:30:08] It would require a plan by
[5:30:10] Developers utilizing the iho,
[5:30:14] And it includes various
[5:30:17] Standards to ensure affordable
[5:30:18] Units are up to snuff with the
[5:30:20] Other standards.
[5:30:22] This would involve a resolution
[5:30:25] To include the trust fund and
[5:30:27] Resolution amending the master
[5:30:29] Fee schedule to add the inlieu
[5:30:31] Fee.
[5:30:34] Quickly background on this
[5:30:36] Again, inclues nary housing 101,
[5:30:39] An ordinance requiring new
[5:30:41] Market rate projects to set
[5:30:44] Aside a portion of the units, as
[5:30:49] Affordable housing and the pay
[5:30:51] In fee in lieu of constructing
[5:30:56] Units.
[5:30:57] Why in antioch, there is a heavy
[5:30:59] Number here, 1,741 low income
[5:31:05] Units going all the way to the
[5:31:07] Development of the housing
[5:31:08] Element and decided by the
[5:31:09] Council here and community here
[5:31:11] That the housing element was a
[5:31:14] Community oriented process to
[5:31:15] Include the action item to
[5:31:17] Include an iho study citing a
[5:31:22] Goal of 360-460 affordable
[5:31:25] Units.
[5:31:25] We are looking at a finite
[5:31:28] Number here.
[5:31:29] We can go beyond that, but this
[5:31:31] Goes back to the heavily public
[5:31:33] Process of the housing element
[5:31:35] Which is certified by the state
[5:31:37] In a rigorous review process the
[5:31:40] Council is aware of.
[5:31:44] Quick what we have done so far,
[5:31:45] A lot of input has gone into the
[5:31:48] Iho, it’s not developed in a
[5:31:51] Vacuum be by any means.
[5:31:55] We have a multilingual community
[5:32:00] Meeting.
[5:32:01] We met with developers to get
[5:32:03] Their concerns, ideas, heavy
[5:32:06] Online outreach.
[5:32:08] The project is updated
[5:32:10] Constantly, we had a community
[5:32:12] Survey october 15th, 2024.
[5:32:14] All of the results of the
[5:32:16] Outreach has been in past staff
[5:32:19] Reports.
[5:32:20] I won’t get into details except
[5:32:23] To stress this reflects the
[5:32:26] Community input.
[5:32:27] Last year we did interviews with
[5:32:31] The staff in the county to find
[5:32:33] Out what administering was like
[5:32:36] And get their input.
[5:32:37] On the technical side we had a
[5:32:42] Feasibility analysis, assessing
[5:32:44] Impact on the bottom line of
[5:32:46] Market rate units, how they are
[5:32:49] Going to play out, a heavy pro
[5:32:51] Forma process.
[5:32:53] We completed an inlieu fee
[5:32:56] Analysis.
[5:32:56] I have a section of the
[5:32:57] Presentation to go over how we
[5:33:00] Developed the in-lieu fee.
[5:33:03] We calculated the local
[5:33:05] Affordable housing gap and fill
[5:33:09] It with the fee.
[5:33:11] We have presented summaries of
[5:33:14] Ihos, looked at approaches.
[5:33:17] As you know, there have been
[5:33:20] Multiple study sessions of the
[5:33:22] Council and commission.
[5:33:23] What is this proposed
[5:33:25] Inclusionary housing ordinance?
[5:33:28] Again, this first -- what
[5:33:31] Projects will this apply to?
[5:33:34] Projects city wide.
[5:33:36] No geographical scope.
[5:33:38] It’s the entire city.
[5:33:40] It applies to five or more
[5:33:42] Units.
[5:33:43] Why the number five?
[5:33:45] It fits cog and wheel with the
[5:33:48] Subdivision map act, five
[5:33:51] Subdivisions for the map act to
[5:33:53] Take shape.
[5:33:54] That sets a stage to apply for
[5:33:57] Projects of a significant size
[5:33:58] And heft.
[5:33:59] It’s not going to apply to a
[5:34:02] Family developing an extra
[5:34:03] Unit.
[5:34:04] It fits in with the subdivision
[5:34:07] Map act.
[5:34:08] The requirement, 15% of market
[5:34:10] Rate units as I mentioned, 10%
[5:34:13] Affordable to low income
[5:34:15] Households and 5% to low income
[5:34:18] Households.
[5:34:19] If the project is so small, it’s
[5:34:24] Fractional or difficult to
[5:34:28] Operate, say you have 12 units,
[5:34:30] You need to apply the low income
[5:34:34] Flip-flopping until the
[5:34:35] Requirement is met.
[5:34:37] That’s just -- will lead to a
[5:34:40] Balance within the small Project.
[5:34:45] Those affordable units will have
[5:34:47] To remain affordable in
[5:34:50] Perpetuity.
[5:34:50] No one will make money off the
[5:34:54] Sales later.
[5:34:55] There is an inlieu fee option
[5:35:00] $220,500 per unit reassessed
[5:35:03] Annually based on the cpi and
[5:35:05] Other factors.
[5:35:07] This ordinance doesn’t include
[5:35:10] Alternative compliance.
[5:35:11] Some in the past, alternative
[5:35:13] Compliance is more popular.
[5:35:16] It is less popular and relevant
[5:35:18] Because of the extreme number of
[5:35:21] Streamlining and concessions and
[5:35:23] Waivers that come out of state
[5:35:26] Housing policy.
[5:35:27] There are so many ways for
[5:35:30] Housing projects to move through
[5:35:32] The process easily and save
[5:35:34] Money by providing affordable
[5:35:37] Units and I also point out that
[5:35:41] Without having alternative
[5:35:42] Compliance in this iho, there is
[5:35:48] The potential of avoiding time
[5:35:51] For complex options, donating
[5:35:54] Land off site or things things
[5:35:57] Like that, that require staff
[5:35:59] Time or delays.
[5:36:00] They remove focus of building
[5:36:04] Affordable housing on the site
[5:36:05] Of the development which is the
[5:36:07] Goal of the city.
[5:36:09] The inclusionary housing
[5:36:11] Ordinance requires an affordable
[5:36:14] Housing plan, a detailed
[5:36:16] Contract between the developer
[5:36:17] And city, needs to be submitted
[5:36:19] With the application, specify
[5:36:22] The inclusionary calculations.
[5:36:24] 50% is set.
[5:36:26] We want you to demonstrate your
[5:36:29] Math and make sure it’s
[5:36:31] Consistent with ours, document
[5:36:32] The locations and their plans,
[5:36:34] And again, that is so staff can
[5:36:37] Make sure they are up to snuff
[5:36:40] With the standards laid out in
[5:36:42] The ordinance, making sure the
[5:36:45] Exterior materials are high
[5:36:48] Quality room sizes in proportion
[5:36:50] And things like that.
[5:36:52] The affordable housing plan
[5:36:54] Establishes the housing
[5:36:56] Requirements, a few of the
[5:36:57] Bullets in the ordinance itself
[5:36:59] To make sure the city and
[5:37:02] Developer are on the same page
[5:37:04] Before this kicks off.
[5:37:05] I mention standards laid out in
[5:37:09] The ordinance, all inclusionary
[5:37:11] Units need to be the same
[5:37:14] Proportion, the bedrooms etc.,
[5:37:16] 90% of the size of market rate
[5:37:19] Units with the same bedroom
[5:37:20] Could could counts, same
[5:37:25] Exterior quality design as
[5:37:28] Market rate units and should be
[5:37:29] The case with all housing, meet
[5:37:33] All standards in title 8 and 9.
[5:37:36] The idea is that the affordable
[5:37:38] Units are not afterthoughts, not
[5:37:41] Considered add on to the larger
[5:37:43] Development, distributed easily
[5:37:45] And as important as the market
[5:37:47] Rate products.
[5:37:51] I’ll spend a bit of time on the
[5:37:53] Technical component of the
[5:37:55] In-lieu fee in the associated
[5:37:58] Housing trust fund.
[5:37:59] There are many ways that
[5:38:02] Consultants and cities and
[5:38:04] Counties develop and identify
[5:38:06] Their required in-lieu fee.
[5:38:09] We use the approach called the
[5:38:16] Affordable housing financing
[5:38:18] Gap.
[5:38:19] A single unit in the city of
[5:38:23] Antioch, $440,000.
[5:38:24] I’ll explain how we got there.
[5:38:26] Then we calculated the per unit
[5:38:28] Financing that a developer and
[5:38:31] Affordable housing developer
[5:38:33] Typically receives per unit,
[5:38:38] $237,512.
[5:38:39] Subtract the latter from the
[5:38:41] Former and find the gap of
[5:38:47] $202,500 voasuated $202,500.00
[5:38:55] Associated with the unbuilt
[5:39:00] Unit.
[5:39:00] How do we find out the
[5:39:02] Information?
[5:39:02] The first thing we did was
[5:39:04] Review and identify the recent
[5:39:07] Affordable housing development
[5:39:09] Projects to get unit costs to
[5:39:10] Find out the average low-income
[5:39:13] Housing tax credit used and
[5:39:15] Applied and bank financing used
[5:39:17] Because those are the two types
[5:39:20] Of reliable funding that go to
[5:39:23] Affordable housing projects in
[5:39:25] The state of california.
[5:39:26] Financing, as you see is an
[5:39:28] Art.
[5:39:28] There are many different types
[5:39:31] Of funding that developers use.
[5:39:32] They are not the reliable ones.
[5:39:35] They are different amounts,
[5:39:37] Different subsets.
[5:39:46] The source is the state
[5:39:48] Treasurer officer.
[5:39:49] They have an archive and include
[5:39:53] Detailed costs and financing for
[5:39:55] The projects.
[5:39:55] We were able to get on the
[5:39:57] System and pick out a series of
[5:39:59] Projects in contra costa
[5:40:00] County.
[5:40:01] This is sort of what I was
[5:40:03] Saying earlier.
[5:40:04] This is an example for the
[5:40:08] Plaza, 70 unit project with one
[5:40:10] And two and three bedroom yuens,
[5:40:13] Total cost $69.6 million.
[5:40:16] You can see the rock solid
[5:40:19] Sources, tax credit equity, 36%
[5:40:21] Of the financing and bank
[5:40:24] Financing was 6%.
[5:40:25] You can see this is an example
[5:40:28] Of financing out there whether
[5:40:32] It can be found, deferred fees,
[5:40:34] County funds or others.
[5:40:35] All of them have subsets.
[5:40:37] My point is to show that this is
[5:40:40] An example of the fact that the
[5:40:42] Two reliable sources of
[5:40:44] Financing here only total 42% of
[5:40:46] The total.
[5:40:47] There’s the gap you are seeing.
[5:40:49] The gap is having to be filled
[5:40:51] With sources.
[5:40:54] So, if we summarize the five
[5:40:57] Products we selected from the
[5:40:59] County, listed across the
[5:41:01] Bottom.
[5:41:02] Total cost of developing the
[5:41:03] Five projects is $332 million.
[5:41:06] Those included a total of 376
[5:41:09] Units, so what is the average
[5:41:10] Cost of those units is $882,000
[5:41:14] Each.
[5:41:14] Now, that’s higher than the
[5:41:16] Figure I gave for antioch.
[5:41:19] This spreads from walnut creek
[5:41:22] To else el cerrito.
[5:41:26] This is the countywide average.
[5:41:29] We took the information I
[5:41:31] Mentioned that we could find of
[5:41:33] The 376 yuens, we found out
[5:41:35] Through the state treasurer,
[5:41:47] $50,500,000 bank financing and
[5:41:51] $128,500,000 in federal tax
[5:41:53] Credits used ajing out to
[5:41:57] $342,000 a unit.
[5:41:58] Once again, for the countywide,
[5:42:02] We found $882,000 to build a
[5:42:06] Unit, subtract $134,000 in bank
[5:42:11] Financing, $342,000 in tax
[5:42:12] Credits and a gap of $406,000,
[5:42:23] 46.02% of average cost.
[5:42:25] We need to apply that to
[5:42:26] Antioch.
[5:42:27] We modeled a conceptual housing
[5:42:31] Model here which is something we
[5:42:32] Did in the feasibility
[5:42:35] Analysis.
[5:42:35] Then we calculated the
[5:42:37] Development cost.
[5:42:39] It includes the tailored units,
[5:42:43] Impact fees, soft costs, etc.
[5:42:45] We found that unit would cost
[5:42:48] $36 million.
[5:42:49] That equates to $440,000 less
[5:42:55] Than $880,000 countywide.
[5:42:58] We calculated the financing gap,
[5:43:01] Applied the 46.02 ratio to the
[5:43:04] Total and got $202,500 financing
[5:43:11] Gap.
[5:43:15] We are aware you need
[5:43:17] Information from the ground.
[5:43:19] First thing we did with the
[5:43:21] Conclusions is take them to the
[5:43:23] Affordable housing developers.
[5:43:25] We got great insight from eden
[5:43:28] Housing.
[5:43:29] I should mention the numbers I
[5:43:30] Gave you reflected their input
[5:43:33] Already.
[5:43:33] We took our numbers to the
[5:43:35] Developers and what we heard
[5:43:36] From the first gentleman, you
[5:43:38] Need to increase your per unit
[5:43:41] Cost because financing costs,
[5:43:43] City blue jackets and design
[5:43:45] Costs are boosting up now.
[5:43:47] Our original number was less
[5:43:51] Than $440,000, and we increased
[5:43:53] The costs, soft costs and legal
[5:43:57] Fees based on input and heard
[5:43:59] The same thing from cypress
[5:44:04] Saying we might have estimated
[5:44:06] The soft costs.
[5:44:07] We increased them.
[5:44:08] Both developers felt the inlieu
[5:44:11] Fee and ratio was reasonable and
[5:44:14] To quote the gentleman, this
[5:44:17] Will go a long way helping the
[5:44:21] Housing developer.
[5:44:23] We got good insight on the in
[5:44:26] Lieu fee increased based on the
[5:44:28] Increases of soft costs they
[5:44:31] Mentioned.
[5:44:31] This was vetted by those that
[5:44:35] Practice development.
[5:44:38] Now, the inclusionary housing
[5:44:40] Trust fund.
[5:44:41] Every city that collects fees
[5:44:43] Need a place to put it, the idea
[5:44:46] That it needs to go to the
[5:44:49] Prioritization of affordable
[5:44:51] Housing.
[5:44:52] Every housing trust fund needs
[5:44:54] To be letted led by a council
[5:44:58] Approved set of administrative
[5:45:02] Guidelines.
[5:45:04] They are to assist in the
[5:45:06] Creation and preservation of
[5:45:08] Affordable housing in the city
[5:45:09] Of antioch for low, moderate and
[5:45:14] Moderate low income households
[5:45:17] And distribution uses of the
[5:45:19] Fees, creating affordable units
[5:45:21] Being the top.
[5:45:24] Assistance with rehabilitation
[5:45:26] Programs, conversion of market
[5:45:27] Rate units and supporting the
[5:45:29] Construction of adus, by their
[5:45:32] Very nature affordable.
[5:45:34] Just a few of the distributions
[5:45:35] And uses.
[5:45:40] To remind you what we heard
[5:45:43] February 4th from the planning
[5:45:44] Commission, a 4 will 4-0
[5:45:49] Recommendation that the city
[5:45:50] Adopt the iho.
[5:45:52] There were questions, the first
[5:45:54] Being could it be written into
[5:45:56] The ordinance that
[5:46:00] Prioritization be given to
[5:46:02] Antioch residents for the
[5:46:04] Affordable units?
[5:46:05] There is conflicts.
[5:46:08] I did research with my contact
[5:46:10] At mtc and the city did its own
[5:46:18] Research.
[5:46:22] I’m sorry.
[5:46:35] There was the potential for
[5:46:37] Conflict with state fair housing
[5:46:40] Laws.
[5:46:41] Staff and myself felt the
[5:46:42] Potential liabilities would out
[5:46:44] Way the benefits given the
[5:46:46] Conflicts.
[5:46:47] That was born out by mtc and
[5:46:50] Their housing experts so staff
[5:46:53] Didn’t recommend it.
[5:46:54] There was another request to
[5:46:58] Review the preference for local
[5:47:00] Unions.
[5:47:00] This goes back to potential
[5:47:03] Conflicts with existing laws,
[5:47:05] Labor relation act, state
[5:47:07] Housing element law and zoning
[5:47:10] Authority all contain limits or
[5:47:12] Barriers to that type of
[5:47:14] Preference.
[5:47:14] This does not reflect staff lack
[5:47:17] Of prioritization of local
[5:47:20] Unions.
[5:47:21] It’s to keep the ordinance
[5:47:24] Conflict free and on legal
[5:47:28] Ground.
[5:47:30] Planning commission asked that
[5:47:32] We look at ensuring that the
[5:47:35] Housing trust fund prioritizes
[5:47:39] Funding for housing
[5:47:40] Development.
[5:47:41] Staff clarified the admin
[5:47:44] Guidelines provides the
[5:47:45] Guidelines for how the funds are
[5:47:48] Spent and allow them to be spent
[5:47:50] Strategically on a variety of
[5:47:53] Needs.
[5:47:54] The guidelines are approved by
[5:47:56] You the council and the
[5:47:57] Assumption is that the funds
[5:48:01] Prioritize affordable housing
[5:48:02] Development.
[5:48:04] Planning commission also had a
[5:48:05] Valid question about
[5:48:08] Prioritizing extremely low
[5:48:09] Income households.
[5:48:10] There is a strange structural
[5:48:12] Issue with the state with hcd
[5:48:14] And eli.
[5:48:16] is, if you look directly
[5:48:19] Into the state housing building
[5:48:21] Block website, eli is considered
[5:48:24] A subset of low income.
[5:48:27] Whereas the separation between
[5:48:29] The income levels is
[5:48:30] Traditionally a break, eli is
[5:48:36] Zero to 30 within zero to 50 of
[5:48:39] Eli, which is why we don’t see
[5:48:41] It on the arena targets.
[5:48:44] Hcd does not pry prioritize,
[5:48:49] Cities are asked to study eli in
[5:48:52] The housing units.

[5:53:12] That’s a coalition that brings
[5:53:15] Years of experience working on
[5:53:18] Inclusionary housing and faith
[5:53:21] Leaders, service providers,
[5:53:23] Housing developers and those
[5:53:26] Impacted by the housing
[5:53:29] Affordability crisis.
[5:53:29] We arewe know this is a
[5:53:34] Necessary tool for antioch to
[5:53:36] Use to address the affordability
[5:53:38] Crisis in the city and region.
[5:53:40] We know it’s an appropriate
[5:53:42] Tool.
[5:53:42] We are a growing city with
[5:53:45] Plentiful opportunities for
[5:53:46] Development.
[5:53:46] That is the exact climate in
[5:53:49] Which you want to implement a
[5:53:51] Housing ordinance.
[5:53:52] We know new housing is being
[5:53:55] Built, but not enough housing is
[5:53:59] Being built targeting low income
[5:54:02] Residents in antioch.
[5:54:02] I was looking at the past two
[5:54:04] Years of building permits in
[5:54:07] Antioch.
[5:54:07] There were 740 homes permitted,
[5:54:10] But only 50 of those were
[5:54:14] Designated low and low income
[5:54:16] Residents, many were adus,
[5:54:19] Guessing that they are low
[5:54:21] Income housing.
[5:54:21] We don’t have a way of
[5:54:23] Verifying.
[5:54:23] They are not deed restricted not
[5:54:28] Permanently affordable which is
[5:54:29] Required by the iho.
[5:54:31] We are building a lot.
[5:54:32] We are not building enough for
[5:54:34] Low income residents.
[5:54:37] The iho would ensure not only we
[5:54:42] Build affordable housing but
[5:54:44] Throughout the city and not cost
[5:54:45] The city money, wouldn’t require
[5:54:47] Us to apply for more home key
[5:54:51] Projects, though we should do
[5:54:52] That, but wouldn’t take anything
[5:54:54] Away from that.
[5:54:56] Instead, it asks developers who
[5:54:58] Are coming and going to profit
[5:55:00] And continue to profit in
[5:55:02] Antioch to contribute and
[5:55:05] Dedicate some of their resources
[5:55:07] Toward making sure all antioch
[5:55:10] Residents have an affordable
[5:55:11] Place to call home.
[5:55:13] I want to emphasize this is a
[5:55:16] Mainstream tool.
[5:55:17] Antioch is not the first city,
[5:55:19] Won’t be going out on a limb
[5:55:23] Adopting this.
[5:55:24] 14 of 19 jurisdictions in contra
[5:55:26] Costa county have inclusionary
[5:55:29] Ordinances.
[5:55:29] We are on solid ground here,
[5:55:31] Taking a well trodden path that
[5:55:33] Works well and works well for
[5:55:36] Other jurisdictions.
[5:55:38] The coalition has two
[5:55:39] Recommendations for how the
[5:55:41] Ordinance could be slightly
[5:55:42] Stronger.
[5:55:43] One is we suggest a 20%
[5:55:48] Inclusionary rate.
[5:55:49] 15% is a step in the right
[5:55:51] Direction.
[5:55:52] 60% of antioch residents spent
[5:55:55] More than 30% of their income on
[5:55:59] Rent.
[5:55:59] Another 2/3 are designated at
[5:56:03] Risk of displaiment or
[5:56:06] Gentrification.
[5:56:07] The risk of not building enough
[5:56:09] Affordable housing is real,
[5:56:11] Present.
[5:56:12] For two years in a row antioch
[5:56:14] Had the highest number of
[5:56:17] Unhoused individuals in the
[5:56:18] County.
[5:56:19] We want to do everything we can
[5:56:21] To meet the moment, meet the
[5:56:23] Urgency.
[5:56:24] The second recommendation we
[5:56:25] Have we believe the ordinance
[5:56:26] Can do more to target low income
[5:56:29] Individuals.
[5:56:30] That’s a subcategory of low
[5:56:32] Income the consultant team
[5:56:34] Mentioned.
[5:56:35] What we expect in the
[5:56:38] Inclusionary housing because we
[5:56:40] Are asking for profit builders
[5:56:42] To build at the top of the
[5:56:43] Range.
[5:56:44] They build the most expensive
[5:56:46] Housing that qualifies for low
[5:56:48] Income residents.
[5:56:49] That’s a good step and we
[5:56:51] Encourage that, but to reach
[5:56:57] Extremely low income community
[5:56:58] Members, we need specificity.
[5:57:02] Two ways to achieve that, one a
[5:57:05] Certain requirement, 5% of the
[5:57:08] Affordable homes have to be
[5:57:10] Affordable to extremely low
[5:57:12] Income individuals.
[5:57:13] The other side, the alternative
[5:57:16] Compliance, in lieu fee.
[5:57:17] Those fees are used by
[5:57:19] Affordable housing developers
[5:57:21] That specialize in reaching low
[5:57:24] Income individuals.
[5:57:25] We suggest to include the 5% low
[5:57:28] Income requirement or create an
[5:57:30] Addition to the in lieu fee a
[5:57:34] Land donation option where
[5:57:37] Developers could contribute to
[5:57:39] The in lieu fee rather than in
[5:57:41] Cash with land.
[5:57:43] That provides an option for an
[5:57:45] Affordable housing developer to
[5:57:49] Use that land to reach low
[5:57:52] Income individuals.
[5:57:52] Those are two recommendations.
[5:57:55] Overall we are appreciative of
[5:57:56] The city, staff, consultants
[5:57:58] Have done.
[5:57:59] We are on a strong path.
[5:58:02] There are various objections
[5:58:04] Whether they are legal or for
[5:58:06] The feasibility of the
[5:58:08] Developers.
[5:58:08] We know staff has addressed
[5:58:10] Those.
[5:58:11] Staff has looked at legality,
[5:58:14] Looked at feasibility and this
[5:58:17] Will not defer development in
[5:58:19] Antioch.

[6:10:52] Community had a positive impact
[6:10:54] In our life.
[6:10:56] Right now, antioch leads the
[6:10:59] County in homelessness.
[6:11:02] Imagine if we became known as
[6:11:05] The city that led the county in
[6:11:08] Reducing it.
[6:11:09] To help make this possible, I’m
[6:11:11] Going to agree with the
[6:11:13] Recommendations that were
[6:11:17] Given.
[6:11:17] From a faith perspective, I
[6:11:20] Believe it’s extremely important
[6:11:21] That we prioritize the most
[6:11:25] Vulnerable in our communities.
[6:11:27] It is more important that we
[6:11:29] Prioritize people than profits.
[6:11:34] So, I would ask that you would
[6:11:36] Consider increasing this to 20%,
[6:11:41] A slightly stronger commitment

[6:15:17] It’s a simulation you build a
[6:15:19] Home, start a family, super
[6:15:21] Fun.
[6:15:21] I built homes I wanted to live
[6:15:24] In one day.
[6:15:24] I thought the world is decent.
[6:15:26] I’ll be able to do it.
[6:15:28] My parents did it.
[6:15:30] Friends, family members --
[6:15:31] Whatever.
[6:15:32] Not in 2008.
[6:15:34] When I graduated high school,
[6:15:37] The economy tanked, housing
[6:15:39] Market sucks and we are
[6:15:41] Suffering from it still today.
[6:15:42] I know there are so many
[6:15:44] Teenagers out there with the
[6:15:46] Same dream I had to own a home,
[6:15:49] Pursue the career they wanted
[6:15:50] To.
[6:15:50] I used to dream of kicking my
[6:15:53] Feet up after a day on the set
[6:15:55] Watching a movie or reading the
[6:15:59] Next script for my next
[6:16:01] Project.

[6:18:15] This council for years urging
[6:18:20] Safe affordable, dignified
[6:18:22] Housing.
[6:18:23] In 2020, in addition to tenant
[6:18:25] Protections pointed for the need
[6:18:29] For inclusionariry housing
[6:18:31] Ordinances.
[6:18:32] We thank council for considering
[6:18:34] The proposal before you
[6:18:36] Tonight.
[6:18:36] Rising juntos has long asserted
[6:18:38] That in order for antioch to
[6:18:42] Thrive, we need affordable
[6:18:43] Housing.
[6:18:45] In spite of the council’s
[6:18:47] Leadership to pass much needed
[6:18:49] Tenant protections, more is
[6:18:51] Needed.
[6:18:52] This policy is key to continue
[6:18:54] The great work that we have done
[6:18:57] Together to stabilize housing.
[6:19:02] Antioch residents continue to
[6:19:03] Struggle with homelessness.
[6:19:04] The majority of extremely low
[6:19:07] Income res didn’ts residents in
[6:19:10] Particular are in need of
[6:19:12] Housing that is actually
[6:19:14] Affordable.
[6:19:15] The proposed 15% requirement is
[6:19:17] A step in the right direction,
[6:19:19] But it’s not nearly enough.
[6:19:21] We are asking for a 20%, which
[6:19:24] Would have a meaningful impact
[6:19:26] In creating truly affordable
[6:19:29] Housing for families.
[6:19:31] A 20% rate is reasonable.
[6:19:33] It is commonly used in many
[6:19:37] Cities and will ensure as
[6:19:39] Antioch continues to grow, the
[6:19:41] Growth includes homes that
[6:19:43] Working families, seniors,
[6:19:45] Immigrants and residents on
[6:19:48] Fixed incomes can afford.
[6:19:52] A 20% inclusionary requirement
[6:19:54] Allow families to remain in the
[6:19:56] City they call home and keep our
[6:19:58] City strong.
[6:19:59] I urge you to pass at least a
[6:20:02] 20% inclusionary requirement in
[6:20:05] The inclusionary housing
[6:20:07] Ordinance so the policies
[6:20:09] Reflect the needs, values an
[6:20:11] Dignity of people who live

[6:26:25] The affordable housing market
[6:26:27] That is the low income housing
[6:26:30] Tax credit developer model that
[6:26:33] Primarily targets 60 to 70 to
[6:26:37] 80% ami.
[6:26:39] So, we literally are talking
[6:26:41] About putting dollars into a
[6:26:43] Housing trust fund that is going
[6:26:45] To help the community’s needs.
[6:26:48] Let’s look at a real life
[6:26:52] Scenario in antioch.
[6:26:54] Standard communities received
[6:26:57] Entitlements on a property that
[6:26:58] The city of antioch created a
[6:27:02] Commercial infill housing
[6:27:04] Overlay that streamlines the
[6:27:06] Process, reducing costs from the
[6:27:08] Developer, allowing them to
[6:27:10] Deepen their amis to meet the
[6:27:12] Lower a mi community needs.
[6:27:16] We understand that our regional
[6:27:18] Housing need allocations say
[6:27:20] That our two largest by far are
[6:27:23] Our extremely low and above
[6:27:26] Moderate but the above moderate
[6:27:29] Comes out of the picture because
[6:27:31] It’s affordable housing.
[6:27:32] If we understand it’s the
[6:27:34] Extremely low, we understand the
[6:27:36] Tax credit developers primarily
[6:27:39] Target low income, you end up
[6:27:42] With buchanan crossing receiving
[6:27:45] From standard communities
[6:27:47] Through what I imagine is a low
[6:27:49] Income housing tax credit 9% or
[6:27:52] 4%, per their numbers they
[6:27:54] Submitted to the city is
[6:27:59] Developing -- 185 units -- I
[6:28:11] Hope this is the right project,
[6:28:13] But they are all around the same
[6:28:16] Ami, so you will get the
[6:28:17] Picture.
[6:28:19] 185 pictures185 units of low
[6:28:24] Income, 23 extremely low and 23
[6:28:26] Very low.
[6:28:29] So, buchanan crossings, where
[6:28:31] The per capita income per
[6:28:34] Individual in 307201 census
[6:28:39] Tract is $28,000 for a single
[6:28:42] Individual, you are only
[6:28:45] Bringing 44 units out of over
[6:28:50] Approximately 200 units where
[6:28:52] The city already incentivized
[6:28:54] The developer by creating a
[6:28:58] Streamline approval process.
[6:28:59] Then we dig deeper and say why
[6:29:02] Are they only tax credit
[6:29:04] Projects?
[6:29:05] If you look at the numbers given
[6:29:07] In prevailing wage unit costs,
[6:29:09] They are not realistic.
[6:29:12] I’m sure the consultant can
[6:29:14] Agree the deeper the ami, the
[6:29:17] Higher the unit costs, because
[6:29:19] There are inherit costs such as
[6:29:23] Permanent supportive models,
[6:29:25] Wrap around services and more
[6:29:28] Intensive supportive space
[6:29:29] Onsite, leading you to a higher
[6:29:32] Prevailing wage cost here in the
[6:29:34] Bay area and northern california
[6:29:36] On projects I’m working on,
[6:29:40] Range from 550 to 750,000 per
[6:29:44] Unit.
[6:29:45] So, then if you say, we are
[6:29:47] Going to put these dollars into
[6:29:49] The housing trust fund so that
[6:29:51] We can help the true community
[6:29:54] Needs here in antioch, we are
[6:29:57] Acknowledging the developers
[6:29:58] Will take the dollars and put
[6:30:00] Them in the 60 to 70% ami, our
[6:30:05] Middle needed bracket, and
[6:30:07] Frankly, through the three
[6:30:09] Projects submitted in the
[6:30:11] Overlay, we have met the rena
[6:30:14] Needs alone.

[6:31:54] Courts have been found ihos
[6:31:58] Constitutional and at the
[6:31:59] Federal level, while there are
[6:32:02] Challenges to the
[6:32:05] Constitutionality under the
[6:32:06] Fifth amendment, they are not
[6:32:08] Successful.
[6:32:10] Currently it’s good law to push
[6:32:12] Forward the housing ordinance.
