[10:28]
So can you just give me some background? Like, who are you? What? Sounds like you've been doing this. Like, where do you do it? How did you start? What do you do? I have lived in the township most of my life, and I have an eight year old daughter who was interested in participating in Girl Scouts.
[26:11]
Okay. We're going to move on to item eight, our old business, the discussion of Riverside Park. So we have Chris and Keeley here to do their presentation on the survey and discussion to lead the discussion on the Riverside Park. So good evening everybody. It's good to see you again.
[31:18]
Did I skip one or did I put family park on here twice. Oh I goofed. I think this is supposed to be. I goofed. All right. This is supposed to be option D, the art park. My my apologies. Um, again, multi-purpose bathroom or. Excuse me? This is the one that had the multi-purpose pavilion on there.
[44:34]
Is that that's what got if I heard you on the survey Most people liked that one. Most people. Like. They like the event space. Most people liked the. Most people voted for the stand alone bathroom. They the the multi-purpose got a lot of votes, but there was a 10% difference between that and the stand alone bathroom facility.
[51:23]
Here. And here's my general feeling. Um, as a non township resident, um, having the steel pavilion at the front gives you transparency so that if you're concerned about safety and you want to make sure there aren't people messing around in the back at different hours of the night, if you're driving down the road and you can look
[52:02]
If we're just dreaming and we're not considering money. Um, I mean, I think it would be really nice to have a multi-purpose building that could be rented out. Um, that you could have events. You could have, you know, the kids club, you could have, you know, different, different events in that building and
[56:32]
And then that, that event, that lawn space as it's shown in this rendering. Um, it can be whatever you want it to be, however you want to set it up. Well, and I kind of like how you're going with that, Chris, because one of the main reasons we've talked about expanding
[57:46]
So can I ask you folks right now? Standalone bathroom facility. Multi-Purpose purpose facility. Multi-Purpose facility. Multipurpose multi-purpose. Raise your hand. Yeah. I, I I'm. Torn because I do like. It. Yeah. I like. It. I just. You're outvoted. But onto the that. We're. Going. To do one side. It's a multi-purpose facility. Keeping it in the final design.
[58:23]
Are out now. I'm hoping the rest of these go a lot faster. Um. They might move. Around a little bit about the on street parking versus off street parking. I mean, we've already had that. We've opened that discussion already. Um, I've made my opinion pretty clear, which is I think that
[1:01:23]
So I think I, I understand your concern, but I think that that would still work. Yeah. Well, I, I still have concerns about not having any parking back there either. I really do because I mean, as, as ideally as it sounds, I mean having open space. So say that that seating area, things not there.
[1:03:56]
I like that one. I like the parking. I mean, we still we still have a couple lots down there that we don't. That we're going to RFP for that two lots over that potentially could be a parking lot, too. We're at the corner. I mean, we are, as a city, responsible straight out from,
[1:04:57]
You know, obviously that increases cost. Um, but it's still that could be an alternative that fits somewhere in between as well. So there's a there that one of the grants that we looked at for the, um, was it whether through some cog was for the permeable parking there, giving it $350,000 towards I mean,
[1:10:29]
You want to attract people to that space no matter what you're doing, whether it's a concert or whether it's a yoga class, you want to attract that. I mean, it's a it's a gathering space. And if you put the pavilion in the back, I think you're doing a disservice to it. You know, into the community, actually.
[1:11:41]
I I'm in favour of Craig Street at this point. Craig street. I think my, my biggest thing is the view is the view of the energy and see what's happening and. And the openness. And it's just changed my mind. Because otherwise you. Got. Like, you know, Clark Martin was saying there are a lot of
[1:13:39]
It hinders the decision now or not? Well, the only difference I would see if we want to leave that if a flexible option is that we would want to make sure we leave enough space between the corner of the pavilion and where the corner of. The building would. Go. Yeah. Okay. Yeah. So that's that's my only hesitation.
[1:14:30]
I guess to answer your question. Yeah, it's not locked in. You have time to move things around. But so maybe let's step back. Are we in agreement that the steel pavilion goes up front, roughly in the center on Huron River drive? Is there anyone not in favor of the pavilion being in the front?
[1:15:20]
Is anyone else? Let me just call everyone out one at a time. Raise your. Hand. Julie, we all want to go home at one point tonight. Julie, what is your thoughts on the pavilion location? Go. I'm stuck. If I'm being honest, it's okay. Um, I, um, you know, the pavilion was designed originally to go
[1:17:50]
What if. Um. Because I'm. My initial thought was putting it all the way in the back. I hear what you're saying about looking at it. I don't know that it's always going to look so great in the winter and how a pavilion building is going to look, but
[1:20:36]
So I just got an email from a resident that's on the BDA. He saw a pavilion in Howell and that's how Howell's is. Howell's is on Craig Street. Like it's a large pavilion and that's the way that it runs is on Craig's Street. And it's very sharp and beautiful.
[1:21:19]
I guess the other thing that we all need to think about is, you know, with the the multi-purpose building, we need to if we don't put the pavilion in the front and we put it on the side. Then that front edge there, we have to commit to something. You know what I'm saying?
[1:23:03]
However, and you can have a walkway going along here. So you've got it. You could have your, you could put the concession storage right up in front and make this a long enclosed, uh, farmers market slash event space as well. And that I like that vision only because it still keeps it
[1:23:57]
It's a realistic experience, too.
[1:24:02]
Because the sun, the way the sun rises, it's a problem. It's a problem. It's coming from the south. Correct. Um. And unfortunately, that's that's the flow of this site. Um, you could.
[1:24:38]
I don't know what to tell you with that. I don't. And you know, it's.
[1:24:45]
That is. It's a challenge.
[1:26:34]
Where he has it drawn over there. Yeah. And then the multi-purpose. Would go. Be. Next. To the Legion. You're talking. No. Right where he's got it. Right where he's got it right there. Not in front, on the side. I would want the pavilion right there. Draw a line there.
[1:26:52]
Right. That's what Donna said, right? Correct. Right. Yeah. On there. All of that corner. Yeah. Facing which direction? Perpendicular. Horizontal. Which way? It'd be North. South. Orientation. So. So the. Why? The long way wider would be a long picture. Those are the dentist office. Block your sun. Rolling. So the sun again is the sun issue.
[1:29:17]
Yes, please. The reason we put it on here in overdrive is because that's what. I'm over here on Crest Street. There are buildings on the side, and you can't really see the building. If you're driving by, unless you just happen to look down and see it. Um, your honor, to drive you out that busy to your reception.
[1:30:03]
What if. Future multi-purpose space here. You keep your pavilion down here. Putting stage space backing up against here. And it can be just because that stage space is just going to be a simple patio. Well, the. Pavilion will be the stage. It's a multi. I mean I'm saying. I'm saying we can put a stage space here.
[1:31:23]
That would solve your concerns. It gives us the same ability to have your farmer's market and whatever else in here during the day. Which that won't be a problem because you're inside. Um, this remains visible. It's you can still see through it and see what's going on. It's just changing the orientation of how people are saying.
[1:32:25]
That's three. What other ideas we have? I think a little playscape type area for kids is needed somewhere there. Small, small micro version. Not compared to like we have over here, but.
[1:32:42]
Okay, you're I want I want to nail down this first before we talk about. Yeah I know. You know, I just didn't want to forget. That it's on all the, all these eggs. So I hope you just answer. Sorry. My kids are sleeping. Let's just do this.
[1:33:03]
I counted three. Is that right? All right. The rest of you still ambivalent about that? We've got to make a decision on that steel pavilion and where it goes. My concern is I don't. If you have the steel pavilion up front and then you've got a patio stage way in the back. I guess I
[1:36:25]
It's we're in an unpleasant situation here where we've got to make a decision on how we handle that steel pavilion and to. I think several of you have said we can really work out the fine details later, but we've got to find out where we want that pavilion to go.
[1:36:43]
I mean, we have time for two renderings. It sounds like we're in two. We have two Hendricks in our team here.
[1:36:52]
I've got to have this to you by next week. Um. Because you're on vacation, right? I'm going. Keeley is going to be here. Keeley gets to deal with this on on the 12th. Um, but, you know, and we've got to have it by the 12th for you to be able to say, yes, we're comfortable with.
[1:39:00]
There are. There are ways. You still see the pavilion and the spot they're talking about. I mean, as long as that corner is open, how he's stating. And I like that corner open with the bumpers for safety. I think that's really important. But it'll still you'll still be able to see it if it's on Craig.
[1:40:43]
That would be a good job. A good day to to be able to see and gain a perspective, too. Yeah. Can you move the multipurpose Close to here. You have the gazebo here. Moving down here. So you got your entries for you. Your residents have indicated they like this design because of that. That corner entrance.
[1:41:52]
I understand your concerns about it being only 200 residents, but it's still it's it's your constituents talking to you. And that as as I said at the opening. Of the building there. I said, where do you get a bush or a tree sitting there? It's I mean, I agree, have the entranceway,
[1:42:37]
What's this? The shrubbery. It's a seating area with. With some trees, with landscape beds, with. There are benches there that were shown with pergolas over the top. And as we were talking about earlier, possibly having shade sales instead. Um, it's a grand entrance to this park. Um, this is not a huge space, right?
[1:45:24]
And I would have to say it, very high population in this community stands for those three.
[1:45:33]
So I'm going to ask somebody to find a way that we can.
[1:45:41]
How do I put this to you so we can come up with a Consensus. Is it even possible? Because if it's not, there's a bigger issue here. Um, the when we started out, we agreed that we want a multi-purpose building. We know you have to have that pavilion, and it's simply.
[1:47:09]
You want to you want to sit and let that marinate and start tagging off some of these other things you got on here. You're trying to see how you're doing. You're trying to force something and it's not happening. Just move on for a little bit. Come back maybe talking about the playground. Well, you know, change some ideas.
[1:50:23]
If we don't have that, we got to have chairs there. Where people bring their own chairs and set them up in. The lawn. That was your idea, Brian. The amphitheater. Yeah. It's actually something you can always add later to that, that area. It is a little bit of a maintenance thing. So I mean, listen to the people.
[1:50:45]
Well, people bring in their own chairs. Yeah. Because you have that's what the flex space is for. Let's open a business selling chairs. Renting out Plymouth. They bring their own chairs. Chair rental. All right, it's off.
[1:51:00]
Um, we didn't address this on the plan at all, but I think it's something to keep in mind. Are we going to have irrigation? There's already irrigation in there, I thought. Yeah. There's sprinklers, but I think we're some of. We won't be using all of them. Yeah. No, it's going to get ground up. Decorative archway again.
[1:52:04]
Uh, drinking, drinking fountain with the dog fountain at the base. Um, we had shown it on one of the iterations. We had shown one down here. Yeah. I was going to say there's already a fitting for one right there. Yeah, I'm not sure. Um, and there would be a drinking fountain as part of the whatever multi-purpose facility.
[1:54:40]
Uh, brick pavers again. I think this was a wording question. I mean, we're showing a bunch of brick pavers there, but that would be much more of a decorative element to that. Um, there there are comments about pavers, heating, and there's a maintenance issue with that. So that's why it got voted down.
[1:57:25]
All. Who? Who do not want a splash pad? Raise your hand. That was easy. That's the kind of that one.
[1:57:35]
Fenced playground. Um. This got controversial. There were people who are very much in favor of it. There are people who are very much against it. Um, there could be space for a playground in here somewhere, depending on how we lay out everything else. Um, you don't have to have fence, though. It could just be a structure.
[2:03:05]
Where the old township hall was. You could have that spot for an ice rink. Yeah. I mean, we just we want to bring everybody to one spot. you know. Not spread them out. Yeah. It was overwhelmingly popular. Every single one. And it can. And it can be installed on a parking lot or on lower lot. Yeah, correct.
[2:04:34]
Second one. Open grass flex. Area. This one's easy. Cornhole. No. Bring your own boards.
[2:04:45]
Um, let's move into some safety stuff here.
[2:04:52]
Um, this is non-negotiable. I'm not even going to ask you for a vote. Fencing along the wall. Right? Yeah, yeah. It's the most important thing on there. This is optional. The idea of a call box or an SOS box somewhere on the facility. Um, around my house, they have the blue light boxes.
[2:06:17]
Um, an alternative to that would be lighted bollards where you've got, you know, your standard steel pole, but it's got a light built on the top. Um, it's a little bit less intrusive. Um, you don't have the light pollution issue because it's low to the ground, so you can still see. Well. Oh, I like that.
[2:07:16]
Had an individual.
[2:07:20]
Oh, I thought I had, um, option for those. Um, so we show crosswalks and we show in two locations. Are we? I think there needs to be a third one going across the street. Mhm. Um, there are two styles. There are more than two but two basic styles of crosswalks.
[2:16:12]
Got it. Yeah. On the other side. Right. Like you said, we don't. It's just I want to get everything you want. I'm sorry.
[2:16:24]
Um, benches. Just not swinging ones. Yes. And, um, that's what shade or pergola? That is more of a question that fits in with the idea of shade sales as an option. Um, I've been trying to find good examples of it. I have not found one that I like at all, but I have found
[2:17:59]
Um, I saw that recently, and I think it was in Rochester, New York, where they didn't do it properly. Windstorm came through on opening weekend and tore them up. So I think the smaller the facility, the better able they are of handling it. This was the one that I'm talking about was much more large scale.
[2:22:39]
All in favor of a rain garden? I don't know what the difference is, I don't know. Rain garden has. It's got a slight depression. So the water comes off of the impermeable. Yeah, of an impermeable space collects in there and then infiltrates down the ground in that in the park area is very
[2:23:34]
You can figure out a way to the end. Do you want me to add green roof? No, no. When I was in grad school, I wanted to do as my profession. So there's. There's a lot of green roofs. Ann Arbor. Detroit raised planting beds. I'm going to just throw a throw in there because that I think
[2:25:13]
It was kind of on the original rendering. Yeah. Yeah, that's what I was looking for here. It just. It's hard. To see. Yeah, it's right here. All right. Um, so it's a it's this one here. See this one? This lighter green strip like this. It's like. A pollinator. Oh, yeah. Yeah. Yeah. Yeah. Yeah. I like.
[2:26:33]
Um, I would again, my suggestion is I'm going to start with the easy piece to me, the perpendicular parking.
[2:26:51]
On the on the west side gives you the benefit of multiple spaces. Easy and easy out space for food truck. It ticks off a lot of boxes. It gets you close to activities. Folks will say, um, that would be the way I would go. Frankly, that plan, as it's shown right now, would be the
[2:28:15]
Yes. That's my vote.
[2:28:21]
Does anybody else want to go with that? I agree with that as well.
[2:28:28]
But as Kevin. Said, someone has to do a motion on where the pavilion will be placed. Warriors don't go to jail. For. Omar violation.
[2:29:51]
Now earlier you said you could come to Keeley, could come to the board meeting in August with the two different renderings to have the rendering with, as you just suggested, what you what your recommendation is and then also have another rendering to where the pavilion is, where the pergola is. We could do that.
[2:30:46]
I mean, I'm only I'm one of seven, so I mean, I understand. And no one's making a motion, so, you know, I, I feel like I feel like consensus is there's two, two options. And then we all need to talk about pros and cons. And that can be done intermittently too.
[2:31:04]
So I think seeing the two options, does anybody disagree with me that we need two options. And one is where the red pergola is. That's where the pavilion would be. Right. That was one option. And then the other option is how we see it now. But The, uh, Craig Street would have the next meeting.
[2:32:01]
And that gives us time for the grant. Correct. Well, will. We get. That, like a day or two at a time so we can look at the pros and cons of. All the receipts? I'm sorry. Say it. Again. Will we get those two renderings, like a day or two before? I'm going to try.
[2:33:12]
And let me let me say I have 100% faith in Keely. She has been instrumental in all of these. We've been working together closely on bouncing ideas off of each other, and she knows this as well as I do, so I am. I have 100% faith in her and her ability to, um, report back
[2:34:34]
And the intergovernmental agreement between the County of Wayne and Huron Township for road improvements to Roman road between Willow Road and Will Carleton Road as presented. I just need to make a correction. It's 26072998.
[2:34:51]
Okay.
[2:34:55]
So moved support.
[2:35:00]
Okay. Any discussion?
[2:35:05]
All in favor? Aye. Aye. Roll call resolution. Yes. You're right. Clerk. Martin, please. Okay. Trustee ward. Yes. Treasurer. Lucier. Yes. Trustee. Manresa. Yes. Trustee. Patterson. Yes. Trustee. Poles. Yes. Clark. Martin is. Yes. Supervisor. Trembley. Yes. Okay. Item ten. Public comment. Any more public comment? Okay. Item. You don't have any departmental presentation.
[2:35:40]
So as you're all aware. This weekend on Saturday is the concert. River rhythms by the River and 250th celebration. And it would be, as stated, an excellent opportunity to be present and see the space in action and to really see what the layout and the feel is in the space if you're available.
