[0:14] All righty. I'll call the regular [0:16] meeting scheduled meeting for [sighs] [0:19] July 20th, [0:22] 2026 to order. [0:25] Can I get a roll call? [0:28] Casey Coats [0:29] >> here. [0:30] >> Commissioner [0:32] Leard [0:33] >> present. [0:33] >> Peter Nicolas, [0:36] >> Commissioner North [0:38] >> here. [0:39] All stand. Say the pledge of [0:42] allegiance, please. [0:49] » Aliance to the flag of the United States [0:52] of America and to the republic for it [0:54] stands nation. [0:57] indivisible with liberty and justice for [1:00] all. [1:02] >> Thank you. [1:06] And Sabrina, [1:10] you've got a couple things for us today. [1:12] It looks like [1:13] one or two [1:16] or three or four more. [1:24] » Mr. Chairman and commissioners, am I [1:26] working? Try the other one. [1:29] >> Oh, it sounds like there it is. [1:30] >> There we go. [1:31] >> Thank you, Mr. Chairman and [1:32] commissioners. You know that you're [1:33] happy to see our smiling faces first on [1:36] your list. I'll let Brad start with us. [1:40] Uh his part is most of it and uh going [1:43] through the some changes and some [1:45] updates and any questions y'all have. [1:52] » Mr. Chairman, commissioners, [1:55] uh, [1:57] is it working? [1:58] >> Yep. [2:01] » I'll start with the, uh, adoption of the [2:04] NEC. [2:07] » Um, basically, we're just adopting the [2:10] new 2026 National Electrical Code. [2:15] Um, [2:20] there wasn't any significant [2:22] changes to mention in the actual [2:25] National Electro Code for 2026. Nothing [2:28] major. I mean, there's always some [2:30] changes, but uh, nothing to really talk [2:33] about or incur extra costs on the [2:36] citizens that I found. [2:40] Um in our resolution [2:44] we [2:46] basically [2:50] we added two amendments [2:53] were the two big changes to our [2:55] resolution. So the first one [2:58] we spelled out we've never allowed EMT [3:01] to be in the ground. We just clarified [3:04] it in in a in an amendment. Um, we had [3:07] somebody try to do it, so we thought [3:09] we'd better put it in. The code does [3:11] allow EMT in direct berry. U, we [3:15] consider the ground around here to be [3:17] corrosive, so we don't allow it. [3:21] >> No one uses it. Everybody uses PVC, [3:24] but we figured we had to put that in [3:26] there. The other one is, uh, for mobile [3:28] homes, uh, we've never allowed your [3:31] service to be mounted to a mobile home. [3:33] It's really confusing in the NEC, not [3:37] really nailed down. Um, so we wanted to [3:40] clarify that and define an actual mobile [3:43] home and state that yeah, you cannot [3:46] mount the service to a mobile home. You [3:48] can manufactured uh modular home, but [3:50] not a mobile home. And the mobile home [3:53] is defined as a [3:56] being built on a permanent steel [3:57] chassis. So, we basically just clarified [4:00] that. [4:01] Other than that it was just uh uh [4:04] atalysicis atalicizing [4:08] uh terms that are defined [4:11] um [4:15] I think that's about it. [4:18] Is there any questions on that? [4:22] Any questions? [4:24] >> Looks good. Next. [4:29] uh the attorney county contractor [4:33] licensing rules and regulations. So, the [4:36] last time this document was touched that [4:38] I could find was in 2020 [4:41] um or uh 2000, I'm sorry, the um the [4:45] year 2000. [4:48] So, it's been 26 years since uh [4:50] anything's been changed in this [4:52] resolution. Uh we have been we have [4:55] implemented and previous building [4:56] officials have implemented different [4:58] contractor's licenses that we've offered [5:01] um past few years that's never been [5:03] nailed down in this resolution. So I [5:05] figured it was time we had to go through [5:07] it and just update it. Um, [5:12] the majority of the big changes in the [5:14] regs would be the new licenses that we [5:17] offer and a few different definitions of [5:20] licensing and just updating a lot of uh verbiage and getting everything in [5:26] line to the way we're actually operating [5:28] because um it was pretty outdated. [5:34] Um, [5:36] did anybody have any specific questions [5:38] or anything I need need to point out in [5:41] it? [5:46] Uh, so with these changes, are there [5:48] going to be any [5:52] changes to the document? Are there going [5:54] to be any changes to how you operate at [5:56] all? [5:57] >> No, sir. [5:58] >> Okay. [5:59] >> No. Um, it was basically getting the [6:02] contractor's licenses that we offer in [6:05] the resolution. [6:06] >> Oh, okay. [6:09] >> We've been offering new licenses for [6:12] different contractors for quite a while [6:13] now and it didn't reflect in the [6:16] resolution. So, [6:18] and chairman, if I may, a lot of what we [6:21] did in this was um I'm just trying to like [6:26] get what what they actually do on paper. [6:29] um because it was missing certain [6:31] things. We were also trying to define a [6:33] lot of the stuff um and that's pretty [6:36] much what we were doing. That was the [6:37] main focus. [6:38] >> Okay, sounds great. Thank you. [6:43] >> Hey Brad, on that on the contractor [6:45] licency [6:46] with the changes that came out of the [6:48] state as far as reciprocal [6:51] licenses and everything like that, and [6:53] this is more for the record so everybody [6:55] knows what's going on. Um, [6:59] how are we now within Nrona County and [7:02] with other counties as far as that that [7:05] portion of it goes? [7:07] >> As far as the recipro [7:10] the reciprocal law that the state um [7:13] requires. Now, uh we basically always [7:18] done it that way. [7:21] Um so there wasn't really any change [7:23] there. It is spelled out a little more [7:25] clear in our regulations now about that. [7:28] >> Um but really no change. We've al we've [7:31] always reciprocated licenses that we [7:33] felt were equal to what we require [7:37] within the state. So no real change but [7:42] clarified. [7:43] >> Okay. Well, like I said that basically [7:46] just so it would be on the record that was the case. Okay. Thanks. [8:02] Then we'll move on to [8:07] our permit fees. Now, we didn't change [8:10] any fees. We're still on the same fee [8:14] schedule that we've always been on. Um, [8:16] I think this was changed back [8:19] in 2020, if I remember right, is when uh [8:23] these fees went into effect. The big [8:25] thing was we've always charged a $25 [8:28] application fee. It was never on this [8:30] document. [8:32] And then we added in the zoning [8:34] certificate fee and the temporary [8:36] dwelling permit fee that we've always [8:38] charged. It was just never spelled out [8:40] in our in our resolution, in our [8:43] document. So, it's basically getting [8:46] that on paper [8:48] that was never there or got missed. [8:52] So, the fees all just stayed the same. [8:58] » Any questions on the fees? [9:03] » Sounds good. [9:05] >> U Mr. chairman and commissioners. Also, [9:06] regarding fees for the planning [9:08] department, we uh did both of our fees [9:11] together uh because ours needed cleaned [9:13] up a bit on the planning and zoning [9:15] side. Uh some of the subdivisions that [9:19] uh the processes that we have were just [9:22] clumped under one and so it was really [9:24] difficult to see what it actually was [9:27] supposed to be charged. Another um place [9:30] that was clumped under was the [9:31] conditional use permit. And it looked [9:33] like if you needed a a conditional use [9:36] permit, then you had this fee. But if [9:40] you had a project and you didn't have a [9:42] conditional use, you could argue that [9:44] you didn't have to pay that fee just [9:45] because the way it was listed um [9:48] previously. So we kind of extrapolated [9:49] all that out. We did increase the fees [9:52] for the wind, like a wind farm and a [9:54] solar farm. Uh we [9:57] received we asked for and received [10:00] multiple counties from around the state [10:02] their permit fees. Uh we were fairly low [10:05] on those two projects. So we increased [10:07] those fees by $1,000. They were two we [10:10] went to 2,000 on that. And then uh the [10:15] other fee in the planning that we added [10:18] uh that I was asked about last year was [10:20] a utility and right-of-way permit. uh [10:23] Road and Bridge has this for county [10:25] property, but if uh so if fiber is going [10:28] through a property that is not county [10:31] property, there's essentially no permit. [10:33] Uh so we now have an application and a [10:35] permit fee if we want to implement that we can do that. And then uh kind of [10:39] a final CO on that is that the building [10:42] department will uh give the final CO and [10:45] say, "Yeah, you've put the uh property [10:47] back to where it should be." Uh we've [10:48] had some messes on the mountain. And [10:50] I've been aware of that where [10:52] contractors have not filled back in [10:56] appropriately. So that's one fee that's [10:58] on here as well. And it's just a $50 fee [11:00] and that's what road bridge charges. So [11:02] that's where we got that fee that uh [11:04] price from. [11:09] » Any questions on that? [11:16] » So So is that implementation of the [11:20] like the cable fee and stuff like that. [11:22] That's in I mean that's in here tonight. [11:26] So once we do that, we don't have to [11:28] worry about these contractors coming in [11:30] and just running rampant all over the [11:32] county and doing stuff without having to [11:35] come in and get get a permit to do so. [11:38] And then we have some ramifications [11:40] if they don't follow what they're [11:43] supposed to be doing. [11:46] Well, we have we have oversight now. [11:49] >> Yeah. [11:50] >> As far as [11:53] uh any repercussions. Um [11:58] that's kind of tough, but we do have [12:00] oversight and we can help with [12:05] but if they're if they're doing [12:06] something they're not supposed to, you [12:08] can suspend that permit. [12:10] >> Yes. So, so that gives us a little bit [12:14] of teeth in in what we're doing. And I [12:16] guess that's I know a lot of us have had [12:21] phone calls from different places all [12:23] over the county as far as some of these [12:27] companies going in and doing things and [12:29] it's like they didn't even get a permit. [12:30] How do they how are they doing this? And [12:32] so I think this is something that should [12:35] have been done a long time ago, but I'm glad we're moving forward getting [12:38] that taken care of. [12:41] goes. [12:41] >> Yeah, I just kind of want to jump on [12:43] that as well is I mean I think generally [12:46] it's important for people to understand [12:47] that the rightways with fiber and things [12:50] like that that I mean there's some layers above county [12:54] government, there's some federal [12:55] government, there's some FCC things that [12:57] allow those utilities to be installed. [13:00] There's very I guess some limits that [13:03] the county can put on and this is one of [13:04] those limit limiters that we can do. we [13:06] can say, you know, you have to do things [13:07] right or you or you don't get your [13:08] permits to to go in in place and this. [13:11] So, it's what we can do. I think it's [13:13] the appropriate step to take without [13:14] being a little bit too much or putting [13:16] too much on this on the planning and [13:18] building department to chase people all [13:20] over the county and inspect every hole. [13:22] But, I think this is one of those things [13:23] that you guys can target appropriately. [13:25] So, this is good. Thank you. [13:32] » I think we're good. [13:37] have one more document to cover is uh we [13:40] went through the contractor license fees [13:42] also [13:44] >> um and basically just updated a lot of [13:47] them and made them make a little more [13:49] sense. And the big thing too was is we [13:51] wanted to put all of our fees, [13:53] contractor fees, permit fees, planning [13:56] fees, all onto one resolution, a little [13:59] more organized and [14:02] easier to deal with. [14:04] But as far as the contractor license [14:06] fees go, uh there wasn't a lot of [14:08] change. Um it was just making a lot of [14:11] them make sense. Some of them got [14:13] lowered. Uh the main thing was we want [14:15] our initial fees to be twice as much as [14:17] our renewal fees. [14:20] Um, [14:21] we raised a few of the individual [14:23] license fees, uh, like the apprentice [14:27] license fees went from three to 10 just [14:30] to align more with, uh, uh, what other [14:34] jurisdictions are are charging, [14:39] but nothing real major on on fee changes [14:42] there either. [14:45] Commissioner Leard, [14:47] >> have we had any complaints? [14:49] >> No, sir. [14:53] » Well, if there's no complaints, it's [14:55] always a good thing. When fees get [14:57] raised, there's complaints. [14:58] >> Well, most of the fees actually um some [15:02] of them were reduced to match other [15:05] contractor fees that we that we do. Some [15:08] of them really didn't make sense, so we [15:09] basically matched them up. A lot of them [15:11] got dropped. A few of them got raised, [15:14] but the majority of them didn't change [15:16] at all. [15:20] » Any other questions? [15:25] » That was easy. [15:29] » Scheduled way too much for you guys. [15:33] >> Thought you're going to be more in [15:34] depth. [15:37] [laughter] [15:40] Normally she has way more for us. [15:53] » All righty. [15:55] This might be an interesting day then. [15:58] Moving on. Can you fill two hours up? [16:01] >> No. Sure. [laughter] [16:07] » 15 minutes. [16:10] Um, so we're still waiting on several of [16:12] the East End road easements. Uh, we [16:14] checked today. It looks like we're still [16:16] missing six of them. Um, so we're I know [16:19] we've talked to several people and [16:21] they're like we have some people that [16:23] are out of state and stuff. So, um, but [16:26] that's kind of where we're at with that [16:27] one. Uh, Bill Finger is still working on [16:30] that road vacation that we started. Um, [16:33] I know he was working on it last week. [16:36] I'm should be getting it here fairly [16:37] soon. Uh, [16:40] additionally, I'm working with the [16:41] health department. They're having some [16:42] issues with their opioid program stuff. [16:45] So, um, Anna and I are meeting tomorrow [16:49] to kind of go over that stuff um so I [16:52] can help her draft a letter um for them. [16:56] Uh, I'm also working with Sabrina [16:58] concerning Allenale. We're going to be [17:00] working on that memo on Wednesday. Uh [17:03] Allenale, the application's changing a [17:05] little bit. Um instead of being four [17:07] parcels, looks like they're going to [17:08] just make it into one large parcel. Um [17:12] but um we're waiting on the actual flat [17:16] um from [17:20] Paul, I believe, who's doing it. So once [17:23] we have that, then we can do that memo [17:25] that back in front of you you all. Um, [17:30] additionally, we received two uh ISD uh [17:34] dis disestablishments that we we're [17:36] working on. One is for Weak Creek, the [17:39] other one is Park East Ranchettes. So, [17:41] we're doing those letters uh to get that [17:44] process rolling. Um, a couple of those [17:46] kind of fell through the cracks on us a [17:48] little bit. Um, so the state was asking [17:50] if we had received them. I hadn't seen [17:52] it, but we're getting that remedied um [17:55] as quickly as we can given we have to [17:57] have so many notice for these people. [18:01] Uh additionally, I met with Dino Solar [18:05] County Fire Mills and Bar None last week [18:08] to discuss contracts. Um they're going [18:11] to send, you know, keep me updated on [18:14] how that's going, but it was a very [18:16] productive meeting. Um, you know, Dino [18:18] Solar is really wanting to try to make [18:20] sure that everyone has what they need [18:22] for that project. Um, [18:25] other than that, we're just kind of been [18:27] answering other departments questions [18:29] and just helping them out where we're [18:31] need. [18:34] We're still working on the animal [18:35] control act. Um, going through that [18:38] because we're going to do a whole that [18:40] act. There's a lot of pieces in it that [18:42] I don't think that we need anymore. Um, [18:44] and so we're going we're trying to do a [18:46] whole overhaul on that. So, it's going [18:48] to take a little bit of time, but we are [18:49] going to get it done. Um, [18:51] we're definitely going to get it done [18:52] before uh your term ends, chairman, [18:57] [laughter] [18:58] because I know that was a request. Uh, [19:00] >> you make it early. [19:04] >> That is true. [laughter] [19:06] >> Doubtful though. [19:08] >> Thank you. I appreciate you working on [19:10] that. [19:10] >> Any questions? Just one. Ashley, how are [19:15] title 25s going? Are we seeing a [19:17] increase in volume or are we holding [19:20] steady? [19:20] >> Right now, I think we're holding more [19:22] steady. Uh the month of May, we we saw a [19:25] huge uptick. Um since then, it's calmed [19:28] down. I just month of May, I think we [19:31] had a huge uptick, but lately it's been [19:34] a little bit more calmed down. Um, [19:38] and yeah, I think it's just I think that [19:41] was a one month off or weird month. We [19:43] still have a pretty steady stream. You [19:45] know, we have usually a a few every day. [19:49] Um, there's a couple days where we don't [19:50] we haven't had any, which is rare for [19:52] us, but yeah, it's seems to be holding a [19:56] little bit more steady. [19:58] Yep. [19:59] >> Any other questions? [20:03] This is ridiculous. [20:09] I was surprised when I saw that it was [20:11] starting at 3. [20:16] » All righty. [20:18] Is there any reason we need to go into [20:20] exec? [20:29] All right. [20:30] Okay. We're going going to uh recess. [20:35] Well, city just left. [20:37] >> Yeah, I know. [20:40] [laughter] [20:42] >> We'll go into recess, come back at uh [20:47] >> Yep. [20:48] that. [20:49] >> Wonderful. [20:51] It's paying for my gas making [20:54] times. [20:54] >> It's a nice shirt, fellas. [20:56] >> I like that shirt. [20:57] >> It's the only thing cool I could find. [20:59] It's kind of got that knit thing on the [21:01] back. Didn't even know I owned it. So, [21:04] you slept like fishing. [21:06] >> That looks snaky. [21:11] » That was good. [21:13] >> I was trying to feed you the [21:24] » Yes. [21:30] » Just leave that running. We'll [21:43] just point [22:13] Good. Yeah. [2:07:53] Wait. [2:18:45] When I have a plan, I have [2:19:02] a Pull it. [2:27:28] Yes. [laughter] [2:27:47] » I know, but I just [2:27:53] I was say [2:28:08] statute only requires us to have one [2:28:10] meeting. [2:28:11] >> Yeah, [2:28:12] >> we should go to that. [2:28:14] >> No. [2:28:15] >> Why not? [2:28:15] >> Because we never get anything done. [2:28:24] Just do it all in that one minute. [2:28:30] » Sure you can do that. [2:28:32] >> Huh? [2:28:32] >> Next year you can do that. [2:28:34] >> Maybe I could [2:28:36] do that. Thanks Ashley for [2:28:42] getting [2:28:43] Yeah, we Thanks Bri ahead maybe for [2:28:46] getting ahead of [2:28:48] >> Eric. [2:29:18] He's traveling. [2:29:19] >> Yeah, there he was. He's enjoying [2:29:22] retirement. [2:29:34] What are you doing back there? [2:29:39] » She was kind of in a hurry or I would [2:29:41] have stopped and said hi. [2:29:46] We kind of just [2:29:48] plowed on through the court building [2:29:50] there. [2:29:57] jump starter for 2,000 bucks. [2:30:55] All righty. You ready? [2:31:02] Okay, we're back in session. [2:31:06] So, [2:31:09] Approval of the consent agenda. Motion. [2:31:13] >> So moved to approve the consent agenda. [2:31:17] >> Moved and secondated. There's a [2:31:23] sorry [2:31:27] those in favor say I. [2:31:29] >> I. [2:31:32] >> Those [2:31:33] opposed say I. No. So there you go. [2:31:38] All proof. Any contracts agreements that [2:31:41] we need to take a look at at all that [2:31:42] snuck in? [2:31:45] Nope. Probably not. [2:31:49] Then we'll move on to public hearings. [2:31:57] All right. I now declare the public [2:31:59] hearing open for the consideration of [2:32:01] resolution 26-26 approval of FY2627 [2:32:05] budget hearing will be conducted in [2:32:07] accordance with state statutes rules of [2:32:09] an intern commission and other equable [2:32:11] laws. [snorts] [2:32:13] May we have a report madame clerk. [2:32:15] >> Mr. Mr. Chairman, commissioners, resol [2:32:17] resolution 2626 is on the agenda for the [2:32:20] approval of the proposed budget for the [2:32:23] 2026 2027 fiscal year ending June 30th, [2:32:26] 2027 in the amount of 67,798,770. [2:33:22] » Anywh who all right [2:33:26] being none from the board at this time [2:33:28] I'd ask those individuals who wish to [2:33:31] speak in favor of consideration of [2:33:32] resolution 26-26 [2:33:35] approval of the FY 2627 budget to [2:33:39] approach the lectern. [2:33:43] There is an election. The table [2:33:45] election. Whatever. It's good. We'll use [2:33:48] the table tonight. [2:33:52] » I can move it. [2:33:54] >> It's fine for right now. [2:33:55] >> Fix it. [2:33:56] >> Second call for those in favor of [2:33:58] resolution 2626. [2:34:00] [clears throat] Approval of FY 2627 [2:34:02] budget. Approach the table. [2:34:18] And at this time, I'd ask those [2:34:19] individuals who wish to speak in [2:34:21] opposition of consideration of [2:34:22] resolution 26-26 [2:34:25] approval of the FY26-27 [2:34:27] budget to approach the table. [2:34:31] At this time, I'd ask those [2:34:34] individuals who wish to speak in [2:34:35] opposition of consideration of [2:34:37] resolution 26-26, [2:34:39] approval of the FY26-27 [2:34:42] budget to approach the table. [2:34:45] Last call. Those that wish to speak in [2:34:48] opposition of consideration of [2:34:50] resolution 26-26, [2:34:52] approval of the FY26-27 [2:34:55] budget approach. [2:34:58] and no one to speak for or against [2:35:01] consideration of resolution 2-26 [2:35:04] approval of the FY26-27 [2:35:07] budget. I now declare the public hearing [2:35:10] closed. [2:35:12] Do I have a motion? [2:35:13] >> Mr. Chairman, I make a motion to approve [2:35:15] resolution 2626 [2:35:17] approval of the FY 2627 budget. Second. [2:35:21] >> Got a motion, a second. Discussion. [2:35:25] No discussion. All those in favor say I. [2:35:28] >> I. [2:35:29] >> Those opposed. [2:35:32] >> You say I, Dave, [2:35:33] >> I didn't say anything. [2:35:34] >> Exactly. [2:35:37] >> Are you abstaining? [2:35:39] >> No, I'm going to say I [2:35:41] >> Okay, I suppose say I and the budget [2:35:45] resolution passes. [2:35:48] on to the next. [2:35:54] Right. [2:35:59] I'm going to try to read this as fast as [2:36:01] I can, but there's just so much I can [2:36:04] do. [2:36:06] I now declare the public hearing open [2:36:08] for a consideration of [2:36:11] 20 26 NEC code adoption. Can I just do [2:36:15] this all in one? I [2:36:17] >> think you can, [2:36:18] >> Madam Clerk. [2:36:19] >> They're all the same thing. [2:36:21] >> It's all What do you think, [2:36:28] » Mr. Chair? And if the county attorney [2:36:29] disagrees, I would say if you refer to [2:36:31] them B through F, um, you know, pointing [2:36:34] them out as they're listed on the [2:36:36] agenda, I think it would be okay. [2:36:39] >> I think it's fine if we do them all [2:36:41] together, [2:36:41] >> unless there's an objection to one or [2:36:43] something like that. Yeah, unless [2:36:45] someone in the public has specific, they [2:36:47] can just refer to one of the specific [2:36:49] ones. [2:36:49] >> Okay, so that's what we're going to do. [2:36:53] Holy cow. [2:36:58] Okay, [laughter] this is what we're [2:37:00] going to do then. Now declare the public [2:37:02] hearing open for consideration of the [2:37:05] public hearings B through F 2026 NEC [2:37:09] code adoption. Building department [2:37:11] contractor licensing rules and [2:37:13] regulations. Building department [2:37:15] contractor license fee schedule. [2:37:16] Building department permit fee schedule. [2:37:18] Planning department fee schedule. The [2:37:21] hearing be conducted in accordance with [2:37:23] state statutes rules of Nona County [2:37:25] Commission and other applicable laws. [2:37:27] May we have a report from staff. [2:37:31] just the bullet point since you already [2:37:33] reviewed it this morning or afternoon. [2:37:41] » Mr. Chairman and commissioners, I have [2:37:43] nothing to add from this afternoon [2:37:44] unless you have any questions. Uh stands [2:37:46] as reviewed earlier and [2:37:48] >> just give kind of a bullet point thing [2:37:50] real quick. Um, so the updates are for [2:37:52] the building, uh, mostly the building [2:37:55] department and the contractor's [2:37:57] licenses, um, some fees, and then [2:38:00] updating what we found hadn't been [2:38:02] updated from until or since, uh, 2000. [2:38:05] Uh, so for 26 years, we're kind of [2:38:07] running under the same regulations. So [2:38:09] really just updated how we're actually [2:38:11] working and functioning, uh, right now. [2:38:14] Um and then adding the fees that we had [2:38:18] already been uh charging for many years. [2:38:22] Uh make sure they are listed out on our [2:38:25] fee schedules. Uh same for the planning [2:38:27] department [2:38:28] >> and the 2026 NAC code adoption. That's [2:38:31] just updating it to current. And then [2:38:34] the two amendments were what? [2:38:38] >> Correct. On the updates on that and I'm [2:38:42] going to defer to Brad for amendments. [2:38:49] Mr. Chairman, commissioners, the two [2:38:52] amendments, uh, one of them was, [2:38:55] uh, to clarify [2:38:59] that EMT is not allowed to use glow [2:39:03] grade. And the other one was to [2:39:05] >> Did you speak up? I didn't hear what you [2:39:06] just said. [2:39:08] [clears throat] It was to clarify that [2:39:09] uh electrical metallic tubing [2:39:12] EMT is not allowed to be used below [2:39:15] grade underground. [2:39:18] And then the second amendment was to [2:39:21] clarify mobile homes from manufactured [2:39:24] homes and that you cannot uh attach the [2:39:28] electrical service to a mobile home. [2:39:30] >> All righty. Any questions on any of this [2:39:33] from staff? [2:39:36] Okay. Thank you, Seth. [2:39:44] Okay. At this time, I would ask those [2:39:47] individuals who wish to speak in favor [2:39:49] of consideration [2:39:52] of agenda 7 or 8, part B through F, [2:39:59] 2026, NEC code adoption, building [2:40:02] department contractor license rules, [2:40:04] regulations, building department [2:40:05] contractor license fee schedule, [2:40:07] building department permit fee schedule, [2:40:09] and planning department fee schedule to [2:40:11] approach the table. [2:40:15] I'm only going to say that once. [2:40:17] Reach these. At this time, I'd ask those [2:40:20] individuals who wish to speak in favor [2:40:21] of consideration of section 8 B through [2:40:26] F of today's agenda approach the table. [2:40:31] At this time, I'd ask those individuals [2:40:33] who wish to speak in favor of [2:40:34] consideration [2:40:36] of section 8 B through F of today's [2:40:39] agenda approach the table. [2:40:41] Seeing none, at this time I would ask [2:40:43] those individuals who wish to speak in [2:40:45] opposition in consideration of section 8 [2:40:49] B through F [2:40:51] to approach the table. [2:40:54] At this time, I'd ask those individuals [2:40:56] who wish to speak in obsation of [2:40:58] consideration of section 8 B through F [2:41:02] of today's agenda approach table. And [2:41:06] last time at this time I'd ask those [2:41:07] individuals who wish to speak in [2:41:09] obsession and consideration of section 8 [2:41:12] B through F which is the 2026 NEC code [2:41:16] adoption building department contractor [2:41:18] licensing rules and regulations. [2:41:19] Building department contract please [2:41:21] license fee schedule building department [2:41:23] permit fee schedule planning department [2:41:25] fee schedule approach table. [2:41:29] There being no one to speak for against [2:41:31] consideration of section 8 B through F [2:41:35] to [2:41:38] that approach the election. I declare [2:41:42] the public hearing closed. [snorts] [2:41:46] Do I have a motion? [2:41:47] >> Mr. Chairman, I would make a motion that [2:41:50] we approve section 8 B through F. Um [2:41:56] I don't believe we need to read those [2:41:57] out individually. specific one time [2:41:59] otherwise. Yes. [2:42:00] >> Okay. All right. The 2026 NEC code [2:42:04] adoption, building department contractor [2:42:07] licensing rules and regulations, [2:42:09] building department contractor license [2:42:11] fee schedule, building department permit [2:42:13] fee schedule, and planning department [2:42:16] fee schedule. [2:42:19] » Have a motion and a second. Those in [2:42:21] favor say I. [2:42:23] >> Those opposed. [2:42:26] Pass. There you go. [2:42:28] We move on to public comments. [2:42:30] Anybody wish to speak? [2:42:36] You get to sit down for a public [2:42:37] comment. This [2:42:40] >> Well, that's why we have chair there for [2:42:42] you, sir. [2:42:43] >> Five up there on the timer. [2:42:45] >> Better start that. [2:42:46] >> No, I just wanted to thank you for [2:42:48] consideration of the comp study and the [2:42:51] implementation of it. Uh, thank the [2:42:54] people that worked on that, Tracy. uh [2:42:58] Danielle and others. Uh I know it's a [2:43:01] difficult thing to consider particularly [2:43:04] into the future, but I hope it [2:43:06] continues. Uh it uh it's a real morale [2:43:10] booster and it's going to help a lot of [2:43:12] people. So I appreciate it. [2:43:15] >> Thank you. [2:43:16] >> Thanks. [2:43:16] >> Employees are our most valuable asset by [2:43:19] the way in my [2:43:21] >> I agree. [2:43:26] Thanks, Mike. [2:43:29] >> Any further public comment? [2:43:34] » Commissioner's comments. Dave, [2:43:39] » the governor's was governor's cup was [2:43:42] held up at the Suckenoff this last [2:43:44] weekend uh along with the outdoor wreck [2:43:46] um symposium that they had downtown. [2:43:50] Other than being very warm, there was a [2:43:52] lot of people that showed up. Um they [2:43:55] had approximately 300 different [2:43:57] participants in the shoot itself, which [2:43:59] is always good. That's about the same as [2:44:01] what they had last year. Um it's a great [2:44:04] event. It [2:44:07] really puts Casper on the map for a lot [2:44:09] of the shooting sports and things like [2:44:11] that. And it was just a it was a good [2:44:14] event. And I always enjoy going out [2:44:18] there. I don't participate in the [2:44:20] shooting part of it, but uh generally [2:44:22] speaking, but I do do enjoy being out [2:44:25] there watching. [2:44:32] » I've been invited to go down to Cheyenne [2:44:33] and view some data centers. They have [2:44:35] six of them. And uh couple of the people [2:44:38] that I know very well that are highly [2:44:40] educated in data center law and the [2:44:45] issues that attend a data center. So, I [2:44:48] want to find that out because I know [2:44:50] there's a [2:44:52] possible request going to show up [2:44:54] wanting to put a data center in this [2:44:56] county. I don't know when exactly. I've [2:44:58] talked to the people though about it. [2:45:01] And uh they tell me they have it located [2:45:04] in a place where it won't bother [2:45:06] neighbors or upset people. Um, so I need [2:45:11] to find out some things about water and [2:45:13] electricity and gas and how it all runs [2:45:15] and what any costs may be to taxpayers, [2:45:18] which they say are none. And they say [2:45:20] that if they get it running the way they [2:45:22] perceive it, it would mean a hundred [2:45:24] million dollars a year in taxes to [2:45:25] Atrona County, which if we got that, we [2:45:29] would be flush. [2:45:31] So, I want to go down and find out if [2:45:33] this is true and if that if if it's uh [2:45:37] going to happen maybe and uh just to [2:45:41] find out more information because a lot [2:45:43] of people don't even understand what a [2:45:44] data center is. But if you watch Netflix [2:45:48] comes through a data center if you have [2:45:49] a credit card and you pay it comes [2:45:52] through a data center. So, uh and then [2:45:55] all the AI is going to start coming [2:45:56] through a data center. [2:45:59] So, it's something that's happening now. [2:46:01] It's the current state-of-the-art. And [2:46:04] if they're going to provide 600 jobs in [2:46:06] Casper, Wyoming, and I'd say that's a [2:46:08] plus. If we're going to get unbelievable [2:46:11] taxes, I'd say that's a plus. But I want [2:46:14] to find out uh what the possibility of [2:46:18] all that is so that I can then report it [2:46:21] to the commissioners and the public here [2:46:23] in the Trona County. And I can only tell [2:46:25] you one other thing. It's really hot out [2:46:27] there. [2:46:31] » Sure goes. [2:46:34] >> Just have a couple things. Yeah, it's [2:46:35] really hot. It's really, really dry. So, [2:46:37] fire danger is up. So, please be extra [2:46:40] cautious. Um, family and I took a little [2:46:43] trip and there were fires all over the [2:46:46] Northwest. It was kind of kind of scary [2:46:49] coming back and seeing the 100 plus [2:46:51] degree heat. [2:46:53] Um, the other thing that I on our trip. [2:46:56] That was really nice and kind of [2:46:58] reminded me of um I guess a simpler time [2:47:01] here. It was really nice in northern [2:47:02] Idaho not seeing a gambling joint in [2:47:04] every corner. I really enjoyed that. So [2:47:07] just something to I guess ponder as we move forward as a community and um [2:47:13] guess on the I guess data center issue [2:47:18] and doing a lot of reading on data [2:47:21] centers and the rise of AI and it it [2:47:23] worries me a little bit. um just because [2:47:27] I think there is a [2:47:31] possibility out there that we over rely [2:47:35] on AI and don't educate ourselves [2:47:37] enough. And I would really hate to see [2:47:39] the day where we have people sitting in [2:47:43] elected seats that were making all of [2:47:46] their decisions based on AI. So I think [2:47:49] we need to be really careful and really [2:47:50] cautious with how much trust we put into [2:47:54] AI and how much um [2:47:57] we use it as a tool although there are [2:48:00] appropriate times and places for it. [2:48:01] Thank you. [2:48:07] So it's it's almost a month [2:48:11] and a lot of things get decided here in [2:48:13] Wyoming. [2:48:16] Um, [2:48:17] I hope [2:48:19] that [2:48:23] the that people become educated on on [2:48:27] what is going on in the state of Wyoming [2:48:29] right now. [2:48:31] Um, [2:48:35] voting starts tomorrow [2:48:37] for absentee. [snorts] [2:48:41] A lot can happen between now and a [2:48:44] month. scandals, people bailing out [2:48:47] this, that, or another thing. [2:48:50] If you don't have to vote absentee, [2:48:55] I highly [2:48:57] just suggest you don't know what's going [2:48:59] to happen till it happens. Vote on the [2:49:02] day of. [2:49:06] There's too many things that can can [2:49:08] happen. But on the long of it, I missed [2:49:12] the the governor shoot. I was [2:49:14] suffocating a couple of fish in the air. [2:49:18] So, but they were pretty tasty. Um, [2:49:23] as far as the AI and the data centers, I agree um need to be educated. The the [2:49:32] everybody should be educated. The style [2:49:34] of uh data center that is being [2:49:38] looked at being to be put ina is a [2:49:42] little different than others in the [2:49:44] state that are in operation. [2:49:47] Uh we need to focus on what benefits are [2:49:51] as well as the detractors of and [2:49:54] determine [2:49:56] whether we want to go down that alley or [2:49:58] not. [2:49:59] Now the one thing that uh is concerning [2:50:02] I have heard from different [2:50:08] oh entrepreneurs or whatever is that [2:50:13] it appears that Nitrona doesn't want to [2:50:16] grow and Nrona doesn't want to develop [2:50:18] anything. [2:50:20] Um that that is very concerning for the [2:50:23] future of Nona. [2:50:25] So we need to be very mindful of what we [2:50:27] decide to do. [2:50:29] moving forward. As far as AI, I'm not [2:50:32] I'm as concerned as Casey is about uh [2:50:36] politicians [2:50:37] following AI advice, but what the hell? [2:50:40] They already follow social media advice, [2:50:43] so I don't know about which is worse. [2:50:47] Um, with that, we're journed.
