On to the director's report. >> [clears throat] [1:57] » I'm looking at the numbers on house and pets okay and go through that so I just [2:01] talk a little bit first about a couple of incidents we had. [2:04] We did have a disabled aircraft on the runway. [2:09] Red tail moved quickly and we were able to get that off the runway without too [2:13] much trouble. Although sky dive moment did have to [2:16] land on the crosswind cuz they were in the air when it happened so um [2:21] just that way I but it was resolved without incident. And it all went well. [2:28] We also purchased a new um pod razor. I don't know if any of you [2:33] have seen us dragging those around but it's thing we drag behind the truck and [2:37] it just picks up all the gravel and fog. The one we had was starting to get [2:42] pretty worn out so we thought we'd better buy a new one now [2:46] while we had a little bit of revenue there. They're more expensive than I [2:49] thought they were going to be. They were a couple of grand. So we bought another [2:53] one but our plan is to use the one we currently have until it is just [2:58] no longer functioning at all. And of course we've been using it quite [3:03] a bit lately because all the construction there's been additional fog [3:06] that we've had to go out and make sure we remove. And just remind all of you [3:10] that if you get fog reports always please give us a call let us know so [3:14] that we can get out and get after it as quickly as we can. [3:20] We'll get into the uh construction. [3:27] Let's go through the numbers please and then we'll start talking about the [3:30] construction work so feel free to jump in. [3:34] So again you can just check our takeoffs [3:37] and landings versus 25 and 26 [3:41] and see that we've had a few more operations um [3:47] Our operations have increased over last year. Not [3:51] massively but a little bit. Days of the week, again, no surprises [3:56] there. Um [3:58] where our slow days are. Uh visiting versus based, and we are [4:04] we're visiting out of Fort Lauderdale International Airport. It used to be [4:07] that way. Although we did have a few more based [4:10] out of that film this in this month's report than we [4:13] we've had in the past, in comparison. They also have one way, surprises there. [4:20] Tell which way the wind's blowing. Uh [4:23] landing same thing, it's just whichever you're going and which one's all going [4:26] around it. So, in plane minutes [4:31] Um as you can see again, we continue to be uh below last year. [4:35] Uh not altogether surprising as as a changeover has been [4:41] made, and and people are changing their plans. [4:44] Uh so, not shocked by it, but also I think [4:47] it it held a little steadier this this month than than I thought it would as [4:51] compared to the previous month. Um you know, this is the time of year [4:56] when it starts to get hot as we've been talking about, so it doesn't quite get [4:59] as many travelers coming in. [5:03] Um red tails in plane minutes obviously up over last year, so they're doing more [5:07] of their flights. Um [5:11] Palm Tour in plane minutes down pretty significantly. [5:15] Uh we've had I mean, [5:17] Rachel could speak to this better, but there have been some cancellations and [5:21] some different issues with with some of the flights. [5:24] Although one of the cancellations did result in [5:27] everybody getting to fly in pretty much a private jet. I was talking to a buddy. [5:32] They they probably enjoyed that flight uh as much as any flight they're ever [5:35] going to have. So, you can see that those are are going [5:39] down. We would expect all of those to start picking up again as the [5:43] temperature changes. Allegiant fuel sales well. They're [5:48] they're doing pretty well with the lead. But if you look at the numbers on the [5:52] front page, you'll see the difference between what we turn we make off of low [5:56] lead versus [5:58] the revenue that we get from jet and it's [6:03] it's pretty massive. 10 times possibly. The jet fuel that we get 10 times the [6:08] amount that we get from low lead. So our low lead [6:11] fuels are strong despite the fact that we've had [6:15] the uh construction project that we'll get to in a second just drag on and on [6:19] and that has the policy problems with itself [6:23] served um but [6:26] we'll probably see most of that decline in next month's numbers if we see it at [6:31] all. Uh and then jet A [6:35] again, not a huge drop off over last year but still still down over time and [6:40] again 10 times more jet A than by 100 low [6:44] lead. So jet A is the lead. Really kind of where the money is for the airport. [6:49] Uh and you can see that on the front. So [6:54] if you just look at the actual raw numbers of fuel flow as you can see, you [6:58] know 5,000 [7:02] bucks, 5,600 bucks off of uh low lead versus 18,000 off of jet A. [7:08] It's clear that that jet fuel is they're both important but the jet fuel [7:14] is where we generate the most revenue. So it's important that we keep that in [7:18] mind. Uh with that, let's let's go into the [7:22] pavement and the issues we've been having with um [7:26] with current construction projects. How many of you have not been out there [7:29] to see the projects? [7:33] You have not been out? >> I'm not. [7:35] » Okay. Um [7:37] I'll let Jed speak to this but it should have been done. I don't And been ready [7:40] for On >> 23rd. [7:42] » We've been ready for it. We've been paid for a very long time. And [7:46] uh for some reason LeGrand cannot get payment out to us. Supposed to be [7:52] here today. But I'll believe it when I see it. [7:55] Didn't make it today. So, we're going to start charging liquidated damages and uh [8:00] judge will address that a little bit. >> So, yeah. The contracts are written for [8:03] liquidated damages when they extend beyond [8:07] uh the scheduled construction time. [8:11] Um [clears throat] and it's not to say that any project should [8:14] take longer or shorter. Here's the time allotted for a project, and then the [8:19] bids go corresponding to that. So, a project could be 60 days, [8:24] but it just as well could be scheduled for 30 days. Just expect to pay 50% more [8:29] for that project because they're going to be working crews all the time. [8:33] So, in this case, liquidated damages are put in the contracts [8:36] such that um in this case of this project, it was a 45-day contract, [8:43] and they were completely on schedule for that [8:47] until being delayed for paving phase two. [8:51] » And And we were we were being as kind about it as we possibly could [8:56] because this contractor has done such a good job. They They really have. [9:01] Um TS Casey's been great. They They had everything right to it right up [9:05] until they subcontract to get the paving done, and that's when we have run into [9:09] problems. Yeah. Could you elaborate on what happened out there today? [9:13] » Uh today So, when [9:17] before paving happens, they deliver what's called a mix design. So, there's [9:21] certain specs that say, "Here's how many sand versus small gravel versus slightly [9:26] bigger gravel with percentages of oil." And it has to meet certain [9:30] specification. And they did that, and what they submitted was going to be a [9:35] good pavement section. Uh [9:38] what showed up in the trucks today was So, trucks did come out today. [9:44] And uh what showed up was not what it was designed, and it was very can't be [9:51] accepted. It was actually And it was to a point where we didn't even have to [9:54] push hard because we were not going to accept it. Uh but they also recognized, [9:59] "Yeah, this isn't good asphalt. We don't want to put it [10:03] down." Because they know if they had put it down, [10:06] we'd be talking about a rework. >> Yeah, do you know will they be back [10:10] tomorrow? >> The plan is to be on site first thing in [10:14] the morning paving. As it was today, as it was last week [10:19] twice, as it was the week before. >> Okay. Well, this has been very [10:23] disruptive to our operations. >> Well, we have the hangar blocked yet and [10:28] self-serve. >> I still would like them to do it in two [10:30] lifts, though. I can't try and do it >> No, the the plan is still for two lifts. [10:34] So, for you know, obviously you always want to [10:38] work well with a contractor, um but you also have certain [10:41] stipulations. Uh [10:44] the original plan on phase one So, they're working on phase two now. Phase [10:48] one is to do a lift and then come back the next day and do a [10:52] second lift. Um [10:55] they had, they being the subcontractor, had difficulties with their plant and [11:00] were unable to work on the first day, do the first day of paving, uh which [11:05] corresponded to July 2nd. Um [11:11] and or maybe the finishing >> Was it decided that they [11:15] » But they did >> decided then to do instead of two lifts, [11:18] lift at I did it all in one day. >> And so, the first lift was great. [11:24] The second lift was not because they did it all in one day. [11:28] It counted as one day of one production lot instead of having two separate days, [11:33] two separate lots. And the asphalt, it has a range where you want to make it [11:40] you have, you know, here's bad, here's perfect, and you can be a little bit [11:44] more than perfect, but it has to fall within this range. [11:47] Now, and [11:49] it can fall right to the bottom of that range, but if it's below that, [11:54] everything is perfect. If it's below that, you can get um [11:59] deductions in what gets paid out. Um when you do multiple lifts, multiple [12:05] days, what that enables them to do is today they only get paid 90%, but [12:10] tomorrow they went above and beyond, so they get 106%. They'll never pay get [12:14] paid more than 100%. But [12:17] » For the total. >> For the total. [12:19] But in this case, that first lift, they got paid 50%. [12:23] So, we're deducting $133,000 [12:28] of payment to TSJ, which would then be [12:32] passed down to the government. >> Just so you're aware, the the the [12:35] payment did not fail. It was just at the lower end of passing. [12:39] So, had it failed, we would have just had them tear it out. The problem is [12:43] because they did it all in one day, we couldn't have just had them tear off the [12:46] 4 in that that didn't work out very good. It had now all mixed together. [12:50] They would have had to take out all 8 in. [12:53] Um and because the 4 in on the bottom was so good, [12:58] um we feel like it's it's it's okay to have it at the low end of [13:02] good. So, [13:04] we wouldn't have passed it if it had failed. But it is going to save us uh [13:08] quite a bit of money over the course of the project, which is good because we've [13:12] had a couple of change orders that we've had to uh put in on the previous [13:16] project, such as the manhole covers. Um you know, there's just been some [13:21] little things, pipes, the additional piping. So, as it turns out, even with [13:25] the change order showing that we're paying more at the end of the day [13:29] actually the county share is going to be less than was projected. We will have [13:33] saved money over the whole course of the project. [13:37] » Um in terms of what is scheduled, tomorrow morning start paving and do the [13:42] first lift. Okay. It will be compacted, it'll be tested, and it'll be a [13:47] standalone lot even though it's technically [13:50] really really small for one lot. Uh the lot being the tons of pavement [13:56] going in. Uh and then the intent is Wednesday do [14:00] day number two of paving where they will pave that top [14:04] lot and then uh ideally get things open as quick as possible after that. In term [14:11] quick as possible would be looking at Thursday or Friday. [14:16] » So this appears >> And so how far behind schedule are they? [14:19] » Right now they're 11 days over schedule. >> The big difference was [14:24] weeks. >> It was not as impactful there because it [14:28] was all in it was out in the middle of nowhere. So it wasn't in the middle [14:32] blocking businesses, blocking the access of the ARFF truck to the [14:36] runway. >> It wasn't any place where you could I [14:38] mean you can assign liquidated dam- damages just tentatively, [14:42] but there were no actual damages because it was all brand new stuff that we [14:46] hadn't had before. Whereas this there are actual damages being incurred. [14:51] Um so yeah, we told them today when it didn't show up that [14:55] liquidated damages would be assessed. So >> And [15:00] it does will go to the prime contractor. Uh [15:06] the that is their purview or not to pass it on to their pavement contractor same [15:11] as with the uh reduction in pay for the asphalt. We [15:16] don't get a You don't get a bill that we process [15:20] uh from LaGrande for doing the paving. They give it to TSJ, TSJ gives it to [15:27] you, we process it with that payment to that payment. [15:31] Uh, >> And for that reason, we we tried to be [15:34] as nice about this possible cuz TSJ has been so good to to work with, but um, [15:39] the LeGrand's portion of it has not worked out very well. [15:43] For the second project in a row. >> And ancillary to that, uh, TSJ actually [15:49] is entering by next season they're also entering [15:54] into the, uh, pavement manufacturer and production and layout. [15:59] So, they're going to have their own pavers. [16:00] » That's good. >> Or [16:01] uh, as we talked to Adam, so um, [16:05] it just makes another player in this region of the state which benefits [16:10] everything from city streets to um, there always. [16:15] » Any questions on the on the project? Before I go back and talk about [16:20] something I forgot to talk about, but I just I was down here. We did have a weed [16:23] spraying incident as well. Um, [16:26] apparently the the handle of the weed sprayer that we used popped off, the [16:30] hose got loose inside one of our trucks. Hosed down the truck, sprayed JP [16:36] completely with, um, with herbicide. [16:39] Uh, Mark got on the phone with everybody [16:42] that we could possibly think of to find out if there was any risk or danger to [16:46] anybody. Um, and then we contacted the county [16:49] weed uh, department, and they were supposed to [16:52] come do training, but they haven't done it yet. They're going to come out, look [16:55] over our equipment, see if there's maybe a better quick connect we can have, [16:59] something to make sure that that doesn't happen again while we're spraying weeds. [17:03] Um, just to make sure that we're doing all [17:05] the training that we can cuz it could have been bad. Luckily JP was wearing [17:10] PPE, so he didn't get hit right in the face with it, but he would have, um, had [17:15] he not had the goggles on and and been doing what he was supposed to do. So, [17:19] um, yeah, so I I wanted to make you aware of [17:23] that that that what we're doing just I think that we did in the incident. We [17:26] got the truck cleaned out. We're still waiting to find out, um, [17:30] whether the fumes cuz it's soaked into the cloth seats [17:34] whether we need to replace those seats or whether it's okay for us to continue [17:37] using that vehicle. Um, and if any of you have [17:42] any contact, we've called Embry-Riddle. We put the guy that can't get a [17:46] completely straight answer, but we get if we just put vinyl covers over those [17:50] seats, they'll probably be okay. Um, but that's why you won't see the one [17:55] vehicle out doing weed spray much. And you might see it parked out in the sun [17:59] with the doors open while we just kind of let things kind of bake and see if we [18:04] can't clear it out a little bit. Um, as far as land side goes, it's just [18:08] been regular maintenance. Um, mostly just, uh, [18:13] weeds and also terminal cleaning. Um, [18:17] we haven't had the Sky Harbor Moab people in our bathrooms anymore, so [18:22] they took care of that issue for us. So, our people haven't had to go in and [18:25] clean up behind them. And, uh, still working on those minimum [18:29] standards and release agreements with our county attorney. Uh, [18:33] again, I think as we talked about before, leases are pretty much kind of [18:38] not much we can do with them, uh, the way that we can adjust the way [18:41] those leases work is through minimum standards and rules and regs. So, we're [18:44] still trying to piece together each section that needs to be rewritten and [18:48] we definitely don't want to like, uh, reinvent the wheel. There are there are [18:53] airports that have good minimum standards in place. So, we're kind of [18:57] looking at other minimum standards of similar airports. [19:00] Uh, and when I have something to show you, I will and then we'll start doing [19:03] some some public meetings about everybody contributing something to to [19:08] what they feel about it as well. I think that's important. [19:14] That's where we are. >> Can I ask you a question? [19:17] The lights on the new around the outside, [19:21] when will they when will they be used and what are they for? [19:25] » The ramp lights? >> Yeah. [19:26] » Okay, well we just barely got the uh [19:31] meter in, so they're usable now. Just ramp lighting. [19:35] Uh we we do have two of them that are in a place that makes it kind of difficult [19:39] for the helicopters. Some helicopter pilots are for landing on the helicopter [19:43] pads, some are not. But yeah, it's just ramp lighting if anybody is out there at [19:47] night bringing their aircraft in. >> How do you turn them on? [19:51] » They go on automatically. >> Oh, so they're on all night. So I [19:54] thought I I drove by the airport at midnight last night and they were on. [19:58] They were lit up like a Christmas tree. >> Now that was one thing I was going to I [20:01] kind of mention is there's like two different color lights. Like the [20:05] » Of the new ones? >> Yeah. Like [20:07] » Are you sure it's not just the angle you're looking at? [20:09] » Well, no the other ones are kind of orangish, you know, kind of um [20:13] orange color and then the new ones are bright white, you know, like you can [20:17] definitely see um [20:20] » All the new ones should be the same though. [20:22] » Yeah, the new ones are all the same, but they just don't match. They just don't [20:24] match the other light giant or the other um [20:27] » The lenses are lenses. >> Which isn't a big deal, but it was [20:33] it was definitely um >> They're different kinds of bulbs. [20:35] » Yeah, different kinds of bulbs cuz they had to meet local lighting standards cuz [20:39] of the dark sky light requirements for lumens [20:42] and stuff like that. That's within the codes now. [20:45] » So the new lights definitely >> The old lights don't perform dark sky [20:48] best I can tell. >> And the ones with the helicopter, we are [20:52] aware so they weren't designed and there's [20:56] the leap legally laid out which is what they are not being [21:01] too close to the runway to impede on runway airspace, but it is designed for [21:05] a hover taxi. The way a helicopter There's The way helicopters should fly [21:09] and there were It was the way helicopters do fly. [21:12] So, those are laid out for how a helicopter should fly. As a helicopter [21:16] comes into the airport, it should land on the runway. So, come down, approach [21:21] the runway, doesn't have to touch down, but then hover taxi. [21:25] And that's why there are those lead-in lines with the numbers that are painted [21:29] on them are described for to specifically lead-in line and the size [21:33] of helicopters that can fit into that location. [21:36] Now, if someone wants to fly direct to them, yeah, there's going to be some big [21:39] holes in the middle of it. >> I didn't mean to suggest that they [21:42] weren't put in the right place. >> No, but it But, it does look like [21:45] It absolutely looks like, "Why are they there?" Because someone can't fly [21:49] directly to it. Well, part of that deals with [21:53] um you know, addressing fog. Helicopter that is not paved to the [21:58] north and to the west of those uh [22:01] helicopter parking spots, so if they came in direction of that, it [22:05] would be blowing a lot of fog onto the taxiway and onto the helicopter parking [22:10] spots. And then once they land, it's going to push out and hit every plane [22:12] around. But, if they land on the runway, hover taxi over the taxiway, and use the [22:17] lead-in lines, then they can rotate around. [22:21] » a decent fog removal tool when they >> Exactly. [22:25] » Yeah, they >> And so, [22:26] » Unfortunately, about the only people that follow that are the military [22:29] because of how much air they blow around. But, the the thing I worry about [22:33] if somebody does come in from the west with the hoods on those lights, they [22:37] block the night sky. Uh they may not see them. Uh there are red lights on the [22:43] other side of the lines on the other side of the runway. I do worry about [22:47] somebody coming in there at night. >> Like I said, I'm [22:50] It It It meets every FAA specification. They used to be highly visible in [23:47] thermal, but now they're not. That only involves um, the [28:19] Moab city culinary water that's used for watering lawns, you know, or outside [28:23] irrigation. That you can't water from 10:00 a.m. um, to 6:00 p.m. And then [28:29] that You can water after 6:00 p.m. and um, 10:00 a.m. each day. So, and that [28:35] only involves culinary water. So, it doesn't involve lawn irrigation or [28:38] wells, you know, or anything like that. So, [28:41] um and then um and [clears throat] then we also [28:45] approved a a $1.2 million dollar contract um to do a bunch of upgrades on [28:51] the M-track on the pool um and on the city building which you [28:56] know um is [28:59] you know the pool's um [29:01] starting to get a little bit age and then things are starting to kind of fall [29:05] apart there so a lot of things like recoding pipes, putting in new pipes, um [29:10] putting in new boilers, you know, um putting in um new lights, putting in um [29:16] um the bathrooms never had ventilation systems, you know, so especially like [29:21] the showers and stuff were never ventilated so it was just growing black [29:25] mold, you know, and stuff so this will go in and they're going to put in um [29:29] bands and vents to to kind of protect that and make it so that it's [29:34] better smell smell better smell better, yeah, smell better and not worry about [29:39] getting the black mold. Um so um [29:43] so it's that's also to be done. [29:46] I think basically that will be done by December stuff so a lot of big stuff [29:50] there. There's a lot of a lot of stuff that needs to be put into the pool you [29:54] know kind of our [29:56] and yeah, that's about it. So there were technically two projects bid for the fire truck, number [30:42] one, fire truck number two, everything that goes into a fire truck, tanks, [30:48] um hoses, axes, uh special fire extinguisher stuff like [30:52] that. Uh Oshkosh is building the truck, Rosenbauer is doing the equipment. [30:58] We got everything all worked out now. And uh [31:01] they will be looking to get a payment [31:06] or an invoice from the county. >> I'll get that. [31:11] So >> That's the one. Um [36:01] As they start trying to ramp up, there's been some issues with current um Contour [36:07] employees that might want to work with SkyWest, but the the training times [36:10] aren't matching up. So, it's making it hard for current Contour employees to go [36:16] to work for SkyWest. So, I'm trying to work with Cody to see if we can resolve [36:20] some of that, but they've started hiring and um are starting the training. So, [36:25] that's it's moving forward come come October 1st ready or not that's [36:31] what we're It looks like the earliest you can [36:34] schedule when I looked at it today was about the 7th. [36:37] Well, the 7th would be when Denver when United would start. [36:42] United has a longer training period so they just couldn't condense it anymore.
