[0:30] All right. [0:31] Good morning to the members of the [0:33] public and members of this committee. My [0:34] name is Marqueece Harris-Dawson. [0:36] Serve as the chair for the Rules, [0:38] Elections, and Intergovernmental [0:39] Relations Committee. Madam Clerk, can we [0:41] begin our proceedings by calling the [0:43] roll? [0:46] » Yes, Mr. Chair. Council member [0:47] Harris-Dawson. [0:48] >> Present. [0:49] » Present. [0:49] >> Council member Raman. [0:53] Is not here yet. Council member [0:54] Yaroslavsky. [0:55] >> Here. [0:56] » Here. [0:56] >> Council member Soto-Martinez is not here [0:58] » Council member Soto-Martinez is not here [0:58] yet. Council member Lee. [0:59] >> Present. [0:59] » Present. [1:00] >> Three members present. We have a quorum. [1:01] » Three members present. We have a quorum. [1:01] >> All right. With that, we'll begin this [1:03] » All right. With that, we'll begin this [1:03] meeting as we begin all of our meetings [1:05] with public comment. We can take [1:07] comments on individual items. You can [1:10] talk on multiple items. You just need to [1:12] say which ones you want to speak on. Our [1:14] goal is to get to as many speakers as we [1:16] can this morning, which it looks like we [1:17] can do based on the [1:19] folks sitting in the room. [1:21] If we can read the rules for public [1:22] comment into the record, and then we'll [1:25] begin calling names. [1:31] We need sound. [1:33] Test. Okay. [1:35] » [clears throat] [1:35] >> So, for members of the public who are [1:37] » So, for members of the public who are [1:37] here to provide public comment, remember [1:39] this is a special meeting, so there is [1:41] no general public comment. If you'd [1:42] like, you can line up in any order on [1:45] your left-hand side of the council [1:46] chambers. You'll have 1 minute per item, [1:48] up to 2 minutes total for the items that [1:50] are on the agenda. [1:54] » I'd like to begin public comment by [1:56] calling up a few names, Rob Quan, Goat [1:59] Puppeteers, Red Chief, and Juan Ortega. [2:06] I will [2:07] call the rest of the names, Megan M, [2:10] Rita Jones, and Tik Tok. [2:26] » Yo, good morning. You have 2 minutes. Go [2:28] ahead. [2:29] >> Yo. [2:31] » Yo. [2:31] Um [2:33] Today is the official day that I'm the [2:36] first black man back to talk about the [2:39] special meeting rules and elections. [2:43] Item number one, for the record, [2:47] [ __ ] item number one. [2:50] Item two, the CLA, [2:54] [ __ ] item two, two. [2:57] Item three, [2:59] I say in my foreign language, [3:03] juju, [ __ ] three, two, [3:07] and four. [3:09] You know, 2 minutes for 15 [ __ ] [3:12] items, I cannot fulfill this dream. [3:16] But Marquise C knows that my designation [3:21] for transfer of tax exemptions, [ __ ] the [3:25] victims. We know that. [3:28] That's why we have proposition [3:31] 42 USC 1983. [3:34] [ __ ] you, LA. [3:37] Another item of designation, [3:40] why you [ __ ] election [3:43] governance, charter amendment? [3:46] [ __ ] charter amendment. Who the [ __ ] a [3:49] mayor here? Who the [ __ ] a mayor? I [3:51] control narrative. [3:53] Narrative say [ __ ] you. [3:57] Then I go to item for you, monkey. [4:01] Monkey does can I supporting this into [4:03] the record this document in my hand, [4:05] please? [4:06] And I shall read into the record motion [4:09] from Hart and Lee and Park. [4:12] Uh, you know electric mopeds are [4:16] dangerous on a [ __ ] sidewalk and [4:18] streets. Those shits do not belong on [4:20] the sidewalk. [4:22] You are endangering the public with [4:24] those [ __ ] mopeds and those [ __ ] [4:26] scooters and those [ __ ] [ __ ] that [4:28] ride up on the sidewalk. Yeah, I'm [4:30] talking to you, pumpkin head, too. [4:32] You need to listen. [4:34] >> And your time has expired. Next speaker. [4:47] Good morning. Uh, what would you like to [4:49] speak to? [4:50] >> Item three. [4:51] » Item three. [4:51] >> Okay, so you have 1 minute. Go ahead. [4:52] » Okay, so you have 1 minute. Go ahead. [4:52] >> Okay. [4:53] » Okay. [4:53] Um, [4:55] my name is Megan Eddy, representing the [4:56] Downtown Women's Center. We're proud to [4:59] be co-sponsoring AB 1573, and we [5:01] strongly urge this committee to move [5:03] forward Councilmember Curado's motion in [5:05] support of this critical legislation. [5:07] Only 106 PSH units across the entire [5:11] state of California are targeted to the [5:12] unique needs of survivors. DWC's newest [5:15] project, Rosa's Place, alone will nearly [5:18] double that figure. Yet, nearly 75,000 [5:21] survivors access homeless services [5:23] annually in California, and the [5:25] percentage of people experiencing [5:26] homelessness due to fleeing DV has [5:29] doubled in LA since 2019. [5:32] Survivors also wait longer to be matched [5:34] to PSH and have reduced exits to PSH [5:37] compared to the general population. [5:39] AB 1573 ensures that survivors are [5:42] included in housing element planning, [5:45] opening the door to much-needed [5:46] developments like Rosa's Place. For [5:49] these reasons, we strongly urge your [5:50] support. Thank you. [6:01] » Good morning. What would you like to [6:02] speak to? [6:02] >> Uh Rob Quan, I'd like to speak on all [6:05] » Uh Rob Quan, I'd like to speak on all [6:05] items. [6:05] >> Okay, so you have 2 minutes. [6:07] » Okay, so you have 2 minutes. [6:07] >> Uh most of these items are related to [6:10] » Uh most of these items are related to [6:10] designating somebody to be the lead [6:12] author for ballot arguments, and I don't [6:14] see any document on the court board [6:17] or in the council file indicating who [6:20] the council president would like to see [6:22] this committee recommend be designated. [6:24] Um [6:26] very peculiar, but I just hope that [6:28] means growth when this goes to the full [6:31] council, you'll have public comment on [6:32] the item. [6:34] Um [6:35] one of these items is related to ethics, [6:37] and I do think it's really interesting [6:38] to contrast how little to nothing we did [6:41] on the front with ethics, and compare [6:43] that to what the county is [6:45] They've advanced an ethics commission [6:47] that will put ours to shame. [6:50] And you have repeatedly [6:53] struck down the potentiality of giving [6:55] the ethics commission power to put [6:57] something on the ballot. [7:00] That is something they're giving this [7:01] commission. Once every 10 years, and the [7:04] board won't have any ability to stop [7:06] them. [7:08] Um you refused to have two additional [7:11] people on the commission that would be [7:13] selected by open application. Well, the [7:16] LA County Ethics Commission, if it's [7:17] approved by voters, is going to have [7:19] seven commissioners, [7:21] four of which will be chosen by open [7:23] application, a majority. [7:26] So, I think we do need to wonder why [7:28] this body is so different. [7:32] Why has their governance reform task [7:34] force actually produced real reform, [7:36] whereas our commission did absolutely [7:37] nothing was a dumpster fire? I think in [7:39] part it's because there was a diffusing [7:41] in a a diffusion in a appointing power, [7:44] but it's also the reality that there's a [7:45] diffusion of power amongst the five [7:47] board members. [7:49] They don't have a council president that [7:50] people are afraid of stepping on the [7:52] toes of. [7:54] Um [8:00] Lastly, I I I [8:02] this ad hoc committee, [8:04] I think this is just a god awful idea. [8:08] And even though I really do like and [8:10] appreciate [8:13] » So, 2 minutes at committee. [8:19] There is one more name for public [8:20] comment, Jahouney E. [8:39] Good morning. What would you like to [8:39] speak to? [8:40] >> Item five. [8:41] » Item five. [8:41] >> Okay, so you have 1 minute. Go ahead. [8:43] » Okay, so you have 1 minute. Go ahead. [8:43] >> Thank you. [8:43] » Thank you. [8:43] Uh good morning everyone. Good morning [8:44] Council President. Just real quickly, I [8:46] know this is in regards to ad hoc [8:48] committee. [8:49] Um [8:50] you know, we went through the charter [8:51] reform process. We thought it was going [8:52] to go somewhere. Y'all punted a lot of [8:54] majority of the reforms. Um so, I'm [8:56] hoping that, you know, Council [8:58] President, my understanding is you get [8:59] to create the rules, the who, what, [9:01] where, and everything. Uh so, please, if [9:04] when you create this committee and you [9:05] establish everything, create a calendar [9:07] of what's going to be heard when. I just [9:09] drove [9:10] over an hour from the West Valley. I'm [9:12] Councilmember Lee's district just to [9:13] make sure that, you know, [9:15] y'all really put some structure to this [9:16] committee. It's very frustrating when we [9:17] get to come here and then the items we [9:19] think we're going to be heard aren't [9:20] heard, or things get punted, or we get [9:24] notified 72 hours before. So, please be [9:26] understanding of the folks that actually [9:27] want to participate in this process to [9:29] create a structure. When are we going to [9:31] hear all the reforms? Um my [9:32] understanding you said from August of [9:34] this year to June of next year. That's a [9:36] long time, and we want to make sure [9:37] we're educating our our our folks at our [9:40] community members and getting more [9:41] engaged. Trust that City Hall's at an [9:43] all-time low and I hope this is a way [9:44] that you can restore some of it. Thank [9:45] you. [9:51] » Those are all the names registered for [9:52] public comment. [9:54] >> Thank you and thank you to everybody [9:55] » Thank you and thank you to everybody [9:55] that came to share for public comment [9:56] with us. Um [9:59] Madam Clerk, uh I'm recommending that we [10:02] take items 1 through 7 on consent unless [10:05] members have questions or comments on [10:07] these items. If you could read those [10:08] into the record and then call a roll. [10:11] >> Yes, and I'm sorry. Mr. Chair, I did not [10:13] » Yes, and I'm sorry. Mr. Chair, I did not [10:13] hear. Are you closing public comment? [10:14] >> Yes, public comment is closed. Thank [10:16] » Yes, public comment is closed. Thank [10:16] you. [10:16] >> Thank you very much. Okay, item number [10:18] » Thank you very much. Okay, item number [10:18] one is a chief legislative analyst [10:20] to report and a resolution Nithya [10:22] Ramanujan relative to establishing the [10:23] city's position on Assembly Bill 1588 [10:26] Stefani, which would provide enhanced [10:29] panel penalties for engaging in aiding [10:31] or abetting a motor vehicle exhibition [10:33] of speed as part of a sideshow. Item [10:36] number two is a CLA to report and [10:38] resolution as Aaron Yaroslavsky relative [10:40] to establishing the city's position on [10:42] legislative and or administrative action [10:44] that proposes beneficial wildfire or [10:46] catastrophic event liability reforms. [10:49] Item number three, CLA to report and [10:51] resolution Curren Price relative to [10:53] establishing the city's position on [10:55] Assembly Bill 1573 Blumenfield, which [10:58] would add victims of domestic violence [10:59] and victims of human trafficking to the [11:01] definition of target population in [11:04] existing law. Item number four is a CLA [11:06] report to report and resolution Curren [11:09] Price relative to establishing the [11:11] city's position on proposed federal [11:13] rules impacting access to [11:15] gender-affirming care for young people. [11:17] Item number five is a motion [11:18] Harris-Dawson Blumenfield relative to [11:20] establishing a new ad hoc committee on [11:22] charter review. Item number six is a [11:25] motion Huizar-Lee-Park relative to [11:28] regulating e-bikes, e-motos, and [11:30] electric mopeds. This item was also [11:32] referred to the public [11:34] public safety committee [11:36] and the transportation committee which [11:38] approved the motion recommendations on [11:41] April 22nd, 2026. Item number seven is a [11:44] motion Nima Kosker at all relative to [11:47] establishing a business tax advisory [11:49] committee for potential reforms to the [11:50] city's business tax structure. This item [11:53] was also referred to the budget and [11:54] finance committee. [11:56] >> All right, the recommendation is that we [11:57] » All right, the recommendation is that we [11:57] adopt these [11:59] matters and Madam Clerk, can you call [12:01] the roll? [12:02] >> And I'm [12:03] » And I'm [12:03] Mr. Chair, on item six, would you like [12:05] this committee the recommendation to be [12:07] that you concur with the action of the T [12:09] committee which approved the motion [12:10] recommendations? [12:11] >> Yes. [12:12] » Yes. [12:12] >> Okay. And [12:14] » Okay. And [12:14] Mr. Okay, so for roll call [12:17] Council member Harris-Dawson? [12:18] >> Yes. [12:19] » Yes. [12:19] >> Council member Yaroslavsky? [12:21] » Council member Yaroslavsky? [12:21] >> Yes. [12:21] » Yes. [12:21] >> Council member Lee? [12:23] » Council member Lee? [12:23] >> I. [12:23] » I. [12:23] >> Motion carries. [12:24] » Motion carries. [12:24] >> All right. [12:26] » All right. [12:26] Now we will move through our remaining [12:28] issues on the agenda today which are [12:30] items eight through 15. Today we will be [12:32] voting to designate primary authors for [12:35] ballot arguments associated with each [12:37] measure [12:38] going forward on the November ballot. [12:40] I'd like to note that while we're [12:42] selecting only [12:44] the primary author today, [12:47] each designated author may choose up to [12:49] nine additional signatures to join the [12:51] ballot argument with them. Accordingly, [12:54] if you submitted a form expressing [12:55] interest in serving as a ballot argument [12:58] author, I encourage you to reach out to [13:00] the selected primary author after [13:02] today's meeting if you would like to be [13:04] considered as one of the additional [13:06] signatories. For each item, I'll ask the [13:08] elections clerk to provide an overview [13:10] of the submissions related to the [13:11] measure before us and then I'll present [13:14] a recommendation for that item. Before [13:17] we began, I'd like to invite the city [13:19] attorney [13:20] and the elections division of the city [13:23] attorney's office to give us a brief [13:25] overview [13:26] of the ballot argument and author [13:28] selection process. [13:32] >> Um thank you, Mr. President and council [13:33] » Um thank you, Mr. President and council [13:33] members. Um as you noted, the next [13:35] several items will be uh for selecting [13:37] ballot argument authors for the eight [13:38] measures that are going to be on the [13:39] November ballot. [13:41] Um these arguments are printed in the [13:43] voter information pamphlet uh along with [13:45] several other pieces of information, [13:47] including the CLA's impartial summary, [13:49] the CAO's financial impact statement, [13:51] and the full text of each measure. [13:53] The election code provides that the [13:55] council president has the authority to [13:56] select the ballot argument authors with [13:58] the concurrence of the rules committee. [14:00] And in making selections, the election [14:02] code requires that priority be given in [14:04] the following order: first to elected [14:06] officials, second to appointed [14:08] officials, third to organizations, and [14:11] fourth to individual voters. [14:13] So, we'll go through each measure, and [14:15] the clerk will provide a list of the [14:17] applicants that have applied to write in [14:19] favor of and against each measure, [14:22] um and then the committee can make their [14:24] designation. [14:26] >> All right. Um so, I guess we should just [14:28] » All right. Um so, I guess we should just [14:29] begin with the items, and we'll begin [14:30] with item number eight. [14:31] >> Okay. So, I think item number eight if [14:34] » Okay. So, I think item number eight if [14:34] uh clerk wants to read it into the [14:35] record. [14:37] >> Okay. Item Item number eight is the [14:39] » Okay. Item Item number eight is the [14:39] designation of a person or organizations [14:41] to write arguments for and against the [14:42] following November 3, 2026 ballot [14:45] measure: funding for the Los Angeles [14:47] Fire Department through a 1 cent 1/2 [14:50] percent sales tax. This is initiative [14:52] ordinance FD. [14:55] >> Uh now for this measure, because it's an [14:56] » Uh now for this measure, because it's an [14:57] initiative and it qualified for the [14:58] ballot through the initiative process, [15:00] the election code provides that the [15:01] proponents of the initiative are [15:03] automatically designated as the authors [15:05] of the argument in favor of the measure. [15:08] So, uh there were other applicants for [15:10] and against, which the clerk will will [15:11] read out, but the proponents are [15:13] automatically designated as the authors [15:14] for the measure. [15:16] >> Hello, council. [15:17] » Hello, council. [15:17] Councilman Harris. [15:19] >> City Clerk's office. [15:20] » City Clerk's office. [15:21] Uh for this uh, [15:22] for FDE, the David Ryu's [15:25] proponent as a priority for argument in [15:29] favor of. We also received, uh, [15:32] applic- uh, application for author for [15:35] argument in favor from council member [15:37] Nury Martinez. [15:38] Lydia. And we received, uh, [15:41] an [15:42] application for argument author against [15:45] from Howard Jarvis Taxpayers [15:48] Association. [15:50] >> All right. Uh, so for item eight, [15:52] » All right. Uh, so for item eight, [15:52] Initiative Ordinance FDE, I recommend [15:54] designating David Ryu's as the author of [15:56] the ballot argument in favor of the [15:58] initiative as he is the proponent of the [16:00] ordinance and is best positioned to [16:01] present the case in support of the [16:02] measure. [16:06] » And Mr. Chair, would you like to, um, [16:09] then also propose, uh, the Howard Jarvis [16:11] Taxpayers Association the only applicant [16:13] for the argument against? [16:14] >> Yes. Uh, as the sole applicant to argue [16:18] » Yes. Uh, as the sole applicant to argue [16:18] against. Yes. Uh, so do we take a vote [16:21] on that now or do we wait till the end? [16:23] >> We can take a vote on that now. [16:24] » We can take a vote on that now. [16:24] >> Okay. [16:25] » Okay. [16:25] >> Council member Harris-Dawson? [16:26] » Council member Harris-Dawson? [16:26] >> Yes. [16:27] » Yes. [16:27] >> Council member Raman? [16:28] » Council member Raman? [16:28] >> Yes. [16:29] » Yes. [16:29] >> Council member Yaroslavsky? [16:31] » Council member Yaroslavsky? [16:31] >> Yes. [16:31] » Yes. [16:31] >> Council member Soto-Martinez is absent. [16:33] » Council member Soto-Martinez is absent. [16:33] Council member Lee? [16:34] >> Aye. [16:35] » Aye. [16:35] >> Motion carries. [16:36] » Motion carries. [16:36] >> All right. [16:37] » All right. [16:37] Let's go to item number nine. [16:40] >> Item number nine is the designation of a [16:41] » Item number nine is the designation of a [16:42] person or organization to write [16:43] arguments for and against the following [16:44] November 3, 2026 ballot measure, [16:47] property transfer tax exemption for [16:50] victims of January 2025 fire disaster, [16:53] Proposition TE. [16:55] >> Uh, for this [16:57] » Uh, for this [16:57] proposition, we received only one [16:59] applicant for argument in favor. That is [17:01] council member [17:03] Tracy Park. [17:05] And no applicants were received for [17:07] arguments against. [17:08] >> No, none were received for against. Uh, [17:10] » No, none were received for against. Uh, [17:10] so in the case that there are none [17:12] received, there doesn't have We don't [17:13] have to make up someone? [17:14] >> Correct. [17:15] » Correct. [17:15] >> Okay. All right. For item nine, [17:17] » Okay. All right. For item nine, [17:17] proposition TE, I recommend designating [17:19] Council member Tracy Park as the author [17:21] of the ballot argument in favor of this [17:22] proposition as she has been closely [17:24] involved with the measure and it's and [17:26] is well suited to articulate its [17:27] personal purpose and intent. Uh Madam [17:30] Clerk, if you can call the roll on that [17:31] item. [17:32] >> Yes, Council member Harris-Dawson. [17:34] » Yes, Council member Harris-Dawson. [17:34] >> Yes. [17:34] » Yes. [17:35] >> Council member Raman. [17:36] » Council member Raman. [17:36] >> Yes. [17:36] » Yes. [17:37] >> Council member Yaroslavsky. [17:38] » Council member Yaroslavsky. [17:38] >> Yes. [17:39] » Yes. [17:39] >> Council member Rodriguez Martinez is [17:40] » Council member Rodriguez Martinez is [17:40] absent. Council member Lee. [17:41] >> Aye. [17:42] » Aye. [17:42] >> Motion carries. [17:43] » Motion carries. [17:43] >> All right, let's go to the next item. [17:46] » All right, let's go to the next item. [17:46] >> Item number nine, I'm sorry, item number [17:48] » Item number nine, I'm sorry, item number [17:48] 10 is the designation of personal [17:50] organizations to write arguments for and [17:52] against the following November 3, 2026 [17:55] ballot measure, city infrastructure, [17:57] budget, finance, and contracting charter [17:59] amendment LA. [18:02] >> Um I like candidates for authors for [18:03] » Um I like candidates for authors for [18:03] argument in favor, uh Council member of [18:06] Bob Blumenfield, sitting controller [18:09] Kenneth Mejia, [18:10] Council member Katie Yaroslavsky, those [18:13] are the priority. [18:14] Uh we also received from associations [18:17] Investing in Place, LA Forward [18:19] Institute, Los Angeles Business Council.
